NOW, AS THE RESEARCH ANALYST, UM, I, UH, WORK WITH THE DASHBOARD, WHICH INCLUDES 18 DIFFERENT INDICATORS THAT ARE CESAR COMMUNITY'S OVERALL HEALTH AND WELLBEING.
AND I ALSO UPDATE THE RACE EQUITY ACTION FRAMEWORK WITH NEW DATA FINDINGS.
UM, ONE OF THE, UH, SOME OF THE WORK THAT I'D LIKE TO HIGHLIGHT, UM, THIS YEAR IS OUR MENTAL HEALTH, UH, INITIATIVES, UH, OUR MENTAL HEALTH INDICATOR, UH, OR THE PERCENT OF ADULTS WHO REPORT FIVE OR MORE DAYS OF POOR MENTAL HEALTH IN THE PREVIOUS 30 DAYS AS THE INDICATOR WITH THE GREATEST INCREASE IN THE LAST FIVE YEARS.
UM, YOU CAN SEE THAT IN, UH, THE, THE DASHBOARD PART OF THE FLYER THAT I INCLUDED WITH MY EMAIL IN THE HEALTH SECTION.
AND, UH, PART OF THAT WORK INCLUDES, UH, MENTAL HEALTH FIRST AID, UH, UH, CLASSES, UH, THAT THE CITY AND THE ALL OUR PARTNERS HAVE COMMITTED TO, UH, TRAIN A THOUSAND PEOPLE WITHIN THE NEXT YEAR IN MENTAL HEALTH FIRST AID.
AND TODAY ACTUALLY WAS THE LAST OF OUR THREE FREE, UH, CLINICS OPEN TO THE PUBLIC.

ONLY.NUMBER 22 RE, SUBDIVISION C8 DASH 2022 DASH 0 1 8 0 0 A RE SUBDIVISION OF A PORTION OF LOTS, EIGHT, NINE, AND 10 JOHN M. EDWARDS SUBDIVISION.
THAT IS UP FOR DISAPPROVAL FOR REASONS PER EXHIBIT C.
AND THAT CONCLUDES THE CONSENT AGENDA.
UH, SO WE'VE GOT A FEW, UH, CORRECTIONS AND LET'S SEE.
YES, ITEM 15 WAS, UH, STAFF POSTPONEMENT TO JUNE 11TH.
I THINK WE GOT THAT ONE RIGHT.
AND THEN, UH, 16 IS, UH, ALSO THE SAME.
IT'S, UH, POSTPONED IT'S STAFF POSTPONEMENT TO JUNE 11TH.
BOTH THOSE WERE STAFF POSTPONEMENTS JULY, JULY, JULY 11TH.
SO I THINK WE HAVE SOMEBODY THAT WANTED TO SPEAK TO ITEMS FIVE AND SIX.
IS THAT CORRECT, MR. CHAIR? COMMISSIONER LEVAR? THAT IS CORRECT.
I HAVE MR. MALCOLM Y WHO WOULD LIKE TO PROVIDE SOME REMARKS ON ITEMS FIVE AND SIX.
MR. YATES, YOU'D ALSO LIKE STAR SIX AND PROVIDE YOUR REMARKS.
I AM THE CHAIR OF THE EAST RIVERSIDE OAR COMBINED CONTACT TEAM.
THE IRAQ CONTACT TEAM HAS VOTED TO APPROVE THE NEIGHBORHOOD PLAN AMENDMENT N B 20 22 0 2 1 0 2, WITH THE UNDERSTANDING THAT THE BUFFER SPECIFIED IN EXHIBIT C OF THE ZONING CHANGE REVIEW SHEET WILL BE ADDED TO THE CONDITIONAL OVERLAY TO THE ZONING CASE C 14 20 23 0 0 5 2.
PLEASE CONFIRM THAT THIS CONDITIONAL OVERLAY WILL BE ADDED TO THE ZONING CASE.
CHAIR COMMISSION, PLEASE ON HONOR OF THAT IS CONFIRMED.
UH, COUNCIL MEMBERS, ANY RECUSALS UH, THIS EVENING ON ANY OF THESE ITEMS? CHAIR, UH, MR. COX OR COMMISSIONER COX? UM, THE SPEAKER WE JUST HEARD FROM WAS ASKING ABOUT A CONDITIONAL OVERLAY BEING APPROVED AS PART OF A ZONING CASE, I BELIEVE.
UM, COULD, COULD WE GET CLARIFICATION ON THAT? YEAH, I GUESS YOU CAN HEAR MR. RIVERA SAID THAT WAS CONFIRMED THAT IT IS INCLUDED.
UM, LET'S NOT HAVE BEEN AUDIBLE FROM YOUR END.
COMMISSIONERS, ANY QUESTIONS ON ANY OF THE AGENDA ITEMS THAT WE HAVE FOR CONSENT BY CHAIR? HEMPEL CHAIR? I JUST WANTED TO POINT OUT THAT I'M GOING TO ABSTAIN FROM VOTING ON ITEM NUMBER 21, THE BARTON SPRINGS BATHHOUSE.
UM, THE FIRM THAT I WORK FOR IS LEADING THE ZILKER PARK VISION PLAN, AND ALTHOUGH THE BATHHOUSE IS NOT PART OF THAT SCOPE, IT'S ADJACENT, SO I'LL BE ABSTAINING.
ANY FURTHER QUESTIONS, COMMENTS, CHAIR, SINCE WE'RE GONNA BE POSTPONING PALM, DO YOU WANT ME TO THROW AN UPDATE OUT NOW? WE COULD JUST BYPASS IT LATER, OR YOU WANNA WAIT TO NO, GO AHEAD.
BECAUSE THESE WERE ON THE AGENDA AS OPPOSED TO JUST UPDATES.
AND I THINK WE COULD DO THE SAME FOR THE WORKING GROUP RELATED TO THE ASS M P.
JUST A QUICK, UH, BEFORE WE GO AHEAD, MOVE, UH, QUICK UPDATE WORKING GROUP MET YESTERDAY.
UH, WE'RE GONNA START PUTTING OUR AMENDMENTS IN.
WE'LL VOTE ON THEM AT OUR NEXT MEETING BEFORE THE JULY 11TH PC MEETING.
UH, HAVE A MEETING SCHEDULED WITH ECONOMIC DEVELOPMENT.
I'M TRYING TO GET SOMEONE FROM THE CONVENTION CENTER, AND THAT'S WHERE WE'RE AT.
AND REGARDING THE, UM, A S AND P, UM, AMENDMENTS AND UPDATES, WE HAVE HEARD FROM, UH, ADVOCATES, THEY'RE JUST FINALIZING THEIR REVIEW AND WOULD LIKE TO PRESENT TO PC AT THE NEXT PC MEETING.
SO JULY 11TH, THEY'LL BE OFFERING COMMENTS, AND IN ADDITION, THE WORKING GROUP IS WORKING THROUGH THE AMENDMENTS THAT WE'LL BE OFFERING AT THAT TIME AS AT THE SAME MEETING.
UH, STRONGLY ENCOURAGE THE WORKING GROUPS.
YOU KNOW, STAFF, I THINK HAS BEEN PATIENTLY WAITING.
I KNOW ON P*****K ESPECIALLY, BUT WE, UH, IT'S, UM, TRYING TO PULL TOGETHER STAKEHOLDERS.
UH, WE'VE DONE A GREAT JOB, BUT, UH, COMMISSION, UM, CHAIR CULLEN HAS, BUT IT IS, YOU KNOW, WE'RE TRYING TO GET 15 PEOPLE IN A A ROOM, AND IT'S, IT'S CHALLENGING SOMETIMES.
UH, BUT WE ARE COMMITTED TO GET OUR, UH, AMENDMENTS DONE AND, AND MR. RIVERA, WHEN IDEALLY, TO GET THOSE DISTRIBUTED.
SO COMMISSIONERS HAVE TIME TO LOOK AT 'EM.
[00:15:01]
SHOULD THEY HAVE THOSE TO YOU? CHAIR, COMMISSIONER LAYS ON AND RIVERA.SO IF WE COULD HAVE THOSE BY, UM, 2:00 PM FRIDAY, THE JULY 7TH.
SO IF AT ALL POSSIBLE, EVEN IF IT'S A DRAFT, IT KIND OF GIVES US A HEADS UP OF WHAT'S COMING AND COMMISSIONERS CAN START REVIEWING THOSE.
UH, CUZ I, LOOKING AT THE AGENDA THE NEXT JULY, I DON'T THINK ANY OF YOU ARE ALLOWED TO GO ON VACATION.
SO I WOULD JUST GET A LOT OF REST.
AND FOR THOSE OF YOU THAT ARE HERE AND, UH, CAUSE I THINK IT'S GONNA BE A FEW LATE NIGHTS.
UM, BUT AGAIN, THANK YOU FOR YOUR, UH, VOLUNTEER WORK.
UH, ALL RIGHT, LET'S GO AHEAD.
DO I HAVE A MOTION, MR. CHAIRMAN? MR. CHAIRMAN? YES.
UM, COMMISSIONER, I JUST WANNA JUST REAL QUICK, UM, KIND OF MY FIRST FORAY AS, AS ALWAYS, I CONTINUE TO BE THE, THE ROOKIE.
UM, AND ON THE, UM, A S M P, I'LL, I WILL REACH OUT TO CHAIR MAXWELL THROUGH ANDREW TO, UH, MR. RIVERA TO MAKE SURE THAT WE'RE NOT, UH, VIOLATING QUORUM ISSUES, BUT, UM, JUST WANT ALL THE COMMISSIONERS TO KNOW.
AND, UM, MY FRUSTRATION WITH CITY STAFF ON THIS IS, UM, KIND OF AT A PEAK RIGHT NOW.
I HAVE FOR TWO WEEKS TRIED TO GET, UM, ANSWERS TO WHAT I BELIEVE ARE PRETTY, UM, ELEMENTARY QUESTIONS.
AND, AND, AND UNTIL YESTERDAY AT 5 36, THOSE ANSWERS HAD GONE UNANSWERED.
I WAS GONNA ASK FOR A POSTPONEMENT.
I'M, I'M GLAD THAT, UH, THE WORK GROUP POSTPONED IT.
UH, I'VE GOT SOME MAJOR CONCERNS ABOUT THE, UH, LANGUAGE CONTAINED IN THE, IN THE, UH, PROPOSAL.
AND, UH, WE'LL BE ADDRESSING THOSE.
AND AGAIN, I'LL WORK THROUGH, UH, MR. RIVERA TO MAKE SURE WE DON'T, UH, UH, VIOLATE QUORUM.
BUT, UM, UH, JUST I, I GUESS A NOTICE MORE THAN ANYTHING.
UM, UH, I, I FIND IT OBJECTIONABLE WHEN STAFF DOESN'T ANSWER, UM, A, A, A VOLUNTEER OR COMMISSIONER, WHOEVER IT IS, UH, WHEN WE HAVE QUESTIONS ABOUT, UH, VERY SPECIFIC AND VERY DETAILED INFORMATION ABOUT SOME OF THE ITEM OR SOME OF THE, THE THINGS ON OUR, ON OUR AGENDA.
SO, BUT THAT I APPRECIATE THE COMMENT OR I APPRECIATE THE OPPORTUNITY TO COMMENT.
YEAH, AND I'LL, I'LL JUST FOLLOW UP.
I MEAN, I, I, I, I SAW THE ANSWERS, UM, AND I, I'LL DO TWO THINGS.
FIRST OF ALL, STAFF, I THINK THE VERY QUICKLY RESPONDED TO THE SECOND ROUND OF QUESTIONS, KIND OF THE FOLLOW UP.
THEY DID APPRECIATE THAT, AND YOU VERY DETAILED.
SOMETIMES WE, WE LOSE THINGS IN KIND OF COMMUNICATION.
AND I THINK FURTHER CLARIFICATION, I THINK THEY GOT YOU FOR THE MOST PART, WHAT YOU WERE ASKING FOR.
SO THANK YOU FOR THAT VERY, UH, DETAILED RESPONSE.
AND AS TIMING, UH, YEAH, IT'S ALWAYS, UH, I THINK, I THINK WE'RE ALL FEELING THIS.
I KNOW STAFF, YOU GUYS ARE BATTLING, YOU KNOW, TRYING TO FILL POSITIONS AND, AND KIND HAVE THE ENOUGH PEOPLE TO RESPOND TO US.
AND YOU'VE GOT PROBABLY COUNCIL MEMBERS ASKING YOU FOR INFORMATION.
SO A LOT OF PEOPLE ARE ASKING FOR THINGS.
UH, BUT YEAH, THE SOONER WE CAN GET, UH, ANSWERS TO OUR QUESTIONS INTO THE, THE FOLKS HERE, UM, THE SOONER WE CAN GET OUR QUESTIONS TO THEM AND, UH, THE BETTER.
I JUST, UH, WENT AHEAD AND SENT QUESTIONS IN ON SOME OF THE ITEMS THAT I HAD THAT HAVE BEEN POSTPONED.
AND, YOU KNOW, FOR ME, I HAD VERY IMPORTANT QUESTIONS THAT I PROBABLY WOULDN'T HAVE WASTED YOUR TIME.
YOU MAY NOT HAVE REALLY CARED, BUT I WOULD'VE GOTTEN AN ANSWER TO IT AND SAVED A LOT OF FOLKS A LOT OF TIME.
UM, YOU KNOW, IF I WOULD'VE GOT THOSE OUT, AND I DID, NOW I'M LUCKY THAT THEY'VE BEEN POSTPONED.
SO I HOPEFULLY GET ANSWERS ANYWAY, UH, EARLIER, THE BETTER WITH THE QUESTIONS.
AND AGAIN, UH, BE VERY CLEAR ON WHAT YOU'RE ASKING FOR.
OTHERWISE, YOU MIGHT HAVE A COUPLE ROUNDS WITH THE STAFF, BUT AGAIN, UH, A BALANCING ACT.
BUT YES, UM, UH, WE'LL KEEP TOGETHER TRYING TO DO, DO BETTER.
WE'LL GET OUR QUESTIONS EARLIER, AND YES, STAFF, WE CAN GET THOSE BACK.
UH, BUT I DID LIKE YOUR ANSWERS.
THEY WERE VERY CLEAR AND, YOU KNOW, VERY CONCISE, SO APPRECIATE IT.
I JUST WANNA MAKE A COMMENT AS THE WORKING GROUP IS WORKING ON IT, COMMISSIONER HAYNES, IF YOU WANT TO SHARE ANY INFORMATION, PLEASE SHARE IT WITH MR. RIVERA AND HE CAN FORWARD IT TO THE WORKING GROUP.
WE, I DID SEE YOUR QUESTIONS IN THE BACKUP, SO I APPRECIATE IT.
I GUESS WE HAVE AN IDEA, BUT IF THERE'S OTHER THINGS YOU WOULD LIKE US TO CONSIDER, PLEASE FEEL FREE TO SHARE THAT.
AND OF COURSE, WE CAN HAVE THAT DISCUSSION ON THE DICE IF YOU
[00:20:01]
BRING SOMETHING AS WELL.BUT JUST WANNA MAKE SURE THE WORKING GROUP IS HERE TO SUPPORT YOU IF THERE'S SOMETHING THAT YOU WOULD PREFER FOR US TO LOOK INTO.
COMMISSIONER IVER, JUST, UH, UH, QUICK THING, UH, JUST A REMINDER THAT, AND I DON'T THINK, UH, A LOT OF FOLKS KNOW THE NEW NEWER FOLKS, THAT YOUR BACKUP IS ACTUALLY AVAILABLE BEGINNING THE THURSDAY PRIOR TO THE MEETING, AFTER 3:00 PM IT'LL BE PUBLISHED ONLINE, UH, BUT IT DOESN'T GET DISSEMINATED TO THE COMMISSION TILL THAT FRIDAY, BUT IT IS AVAILABLE FOR THE MOST PART THURSDAY AFTER 3:00 PM.
UM, AND THEN ALSO, UM, WE HAVE CONVEYED TO STAFF THAT IT IS THE PROTOCOL TO HAVE RESPONSES 2:00 PM AS LATE AS 2:00 PM THE DAY OF THE MEETING.
BUT WE WILL, UH, COORDINATE WITH STAFF TO TRY TO GET THOSE SOONER.
YEAH, I, I WOULD STRONGLY ENCOURAGE, UH, YOU KNOW, REALLY TRY IF, I KNOW WE'RE ALL VOLUNTEERS HERE, BUT IF YOU CAN FRIDAY, GIVE THEM AT LEAST A WEEKEND AND THAT MONDAY, THAT WOULD YOU HAVE MUCH BETTER CHANCE OF GETTING BETTER ANSWERS TO OUR QUESTIONS.
UH, BUT I HEAR TWO O'CLOCK ON THE DAY OF THE MEETING IS THE LATEST.
IS THAT WHAT I, THAT'S, THAT'S WHERE STAFF RESPONDS THE RESPONSE FOR, UM, COMMISSION TO POSE QUESTIONS.
WE ASK THAT THOSE BE SUBMITTED BY NOON DAY OF THE MEETING.
UH, DO I HAVE A MOTION TO CLOSE THE PUBLIC HEARING, UM, AND, UH, PASS CONSENT AGENDA, INCLUDING APPROVAL OF MINUTES? YES.
COMMISSIONER AZAR, SECONDED BY COMMISSIONER MAXWELL.
ANY OBJECTIONS TO THE CONSENT AGENDA? ALL RIGHT.
SEEING NONE THAT PASSES, WE DON'T HAVE ANY DISCUSSION CASES, DO WE? NOPE.
THIS IS KIND OF, UH, A LITTLE UNCOMMON.
WE DON'T HAVE ANY DISCUSSION CASES.
I DON'T KNOW WHAT TO DO WITH MYSELF.
SO LET'S, UH, ROLL ON TO, UM, ITEMS FROM THE COMMISSION.
I DON'T, THERE'S NOTHING HERE.
[FUTURE AGENDA ITEMS]
COMMISSIONERS, ANYTHING FOR THE FUTURE.COMMISSIONER AZAR, I'LL SAVE THIS FOR CODES AND ORDINANCES UPDATE.
I, WHEN DO WE CONSIDER CALENDAR FOR THE REMAINDER OF THIS YEAR? IN THE BEGINNING OF NEXT YEAR OR NEXT OCTOBER? WHEN DO WE TAKE UP OUR CALENDAR? IT'S A LITTLE LATER.
IT'S THE, UH, FIRST MEETING IN NOVEMBER.
AND WE, I KNOW WE HAD DISCUSSED ADDING AN ADDITIONAL SYMPTOM.
THAT'S WHAT I WAS REALLY, WE, WE DID.
DID WE, WE APPROVE IT OR JUST TALK ABOUT IT.
UH, THE ADDIT ADDITIONAL MEETING IN AUGUST, RIGHT? THE 29TH, IS THAT THE DATE CHAIR, COMMISSIONER, LIAISON, YES.
SO THAT'S A FIFTH TUESDAY THAT COULD BE UTILIZED AS A PLANNING COMMISSION MEETING.
UM, JUST, UH, THE CHAIR CAN CALL IT.
UH, I GUESS ANY OF, IF YOU HAVE A MOTION TO YES, UM, SET UP A MEETING FOR AUGUST 29TH.
I'D LIKE TO MAKE A MOTION TO INCLUDE A SPECIAL CALL MEETING FOR, UH, AUGUST 29TH.
THAT'S, UH, TUESDAY, UH, REGULAR START TIME.
SECONDED BY COMMISSIONER ZA, ANY OBJECTIONS TO PUTTING THAT ON OUR CALENDAR AS A PLACEHOLDER FOR ALL THESE CODE AMENDMENTS THAT ARE COMING UP? EXACTLY.
SEEING NONE, WE'LL GO AHEAD AND PENCIL THAT IN.
UM, AND THEN YES, WE WEREN'T, AS I RECALL, WE'RE GONNA NOT DO HALLOWEEN FOR OBVIOUS REASONS.
AND, UH, LET'S SEE, ANY OTHER FUTURE AGENDA ITEMS? OKAY, WE ARE JUST MOVING AHEAD HERE.
BOARDS COMMITTEE AND WORKING GROUP
[BOARDS, COMMITTEES & WORKING GROUPS UPDATES]
UPDATES.UH, FIRST ONE, UH, CODES, NORS JOINT COMMITTEE.
UM, COMMISSIONER AZAR, DO YOU HAVE SOMETHING TO SPEAK TO ON THAT ITEM? UM, SURE.
AND I KNOW THE VICE CHAIR IS HERE.
WHO'S CHAIR IS THAT COMMITTEE SO SHE CAN SPEAK TO IT AS WELL.
WE HAD A PRETTY ROBUST AND GOOD MEETING, AND WE WENT OVER A NUMBER OF ITEMS THAT WERE ON THE AGENDA TODAY, AND WE'RE POSTPONING SOME OF THEM AND SOME OF THEM WERE MOVING AHEAD WITH, UM, SUCH AS, UM, THE WORK ON IT, FOR EXAMPLE, THE SOS AMENDMENT THAT WE'RE DOING FOR THE, UH, BURN CREEK AND OTHER THINGS.
ALL THAT SAID, I THINK ONE OF THE THINGS THAT WE HEARD AT THAT MEETING WAS WE HAVE TWO ITEMS COMING TO CJC AND OUR JULY AGENDA, AND THEN FIVE ITEMS COMING TO OUR AUGUST MEETING.
SO ALL THAT SAID, I THINK WE HAVE A NUMBER OF CODE ITEMS THAT ARE COMING IN THE FUTURE MONTHS WITH SOME OF THEM BEING POSTPONED TODAY.
SO I JUST WANNA HONESTLY BRING THAT TO ATTENTION OF EVERYONE.
IN ADDITION TO JUST CJC MEMBERS, WE HAVE A NUMBER OF ITEMS COMING TO THE END OF THE YEAR.
I THINK OUR STAFF IS DOING A GOOD JOB OF MOVING THROUGH A LOT OF THOSE PENDING ITEMS, UH, FAST.
AND THE GOOD NEWS IS THAT AT C OJC WE'RE ABLE TO
[00:25:01]
DIG INTO A LOT OF THE DETAILS, THINGS THAT WE WOULD, UM, YOU KNOW, GO THROUGH ON CONSENT HERE.WE'VE ALREADY DUG INTO IT WITH OUR COLLEAGUES FROM THE ZONING AND PLANNING COMMISSION.
SO ALL THAT SAID, JUST SOMETHING FOR US TO BE AWARE OF, AND THAT'S WHY I'M VERY SUPPORTIVE OF A SPECIAL MEETING OR OTHER THINGS THAT WE NEED TO DO, UM, TO MOVE THOSE ITEMS ALONG.
UM, VICE CHAIR, DO YOU HAVE ANYTHING TO ADD? UM, I JUST WANNA ADD THAT, UM, THERE WAS A TECHNICAL SNAFU AT THAT MEETING.
UM, UNFORTUNATELY IT WAS NOT RECORDED.
AND SO THE VOTES THAT WE TOOK, UM, QUOTE UNQUOTE DON'T COUNT.
UM, HOWEVER, THE, UH, C AND O COMMITTEE RECOMMENDATIONS WILL BE PART OF THE BACKUP FOR THESE ITEMS. SO, UM, UNFORTUNATE CIRCUMSTANCE, BUT, UM, ALL IS NOT LOST.
UM, CAN YOU JUST, DO YOU RECALL WHICH ITEMS THOSE WERE THAT WERE KINDA LO I HEARD YOU TOOK UP QUITE A FEW, SO IF IT'S TOO MANY TO RECALL, THAT'S FINE.
BUT IT WAS BARTON SPRINGS BATHHOUSE CODE INITIATION, UM, THE LIVE MUSIC AND CREATIVE SPACES, UM, ITEM AND OH, THERE WAS ONE MORE.
COMMISSIONER ARD, DO YOU REMEMBER A SIX? THERE WAS A LITTLE BEAR CREEK AND SIXTH STREET AS WELL.
AND I WILL SAY, UH, CHAIR OUT OF THOSE, IT'S THE LIVE MUSIC AND THE SIXTH STREET ONES WHERE I THINK WE HAD THE MOST HEFTY DISCUSSIONS.
THOSE HAVE BEEN POSTPONED, SO I THINK WE'LL HAVE THE TIME TO CONSIDER THAT.
AND CERTAINLY IF C C OJC IS NOT ABLE TO MEET BEFORE, WHEN PC CONSIDER THOSE, I'M SURE VICE CHAIR, WE CAN, THE C OJC COMMITTEE MEMBERS CAN PROVIDE AN, AN UPDATE ON SOME OF THE AMENDMENTS THAT WE DISCUSSED OR SOME OF THE THINGS THAT WERE DISCUSSED, BECAUSE WE HAVE THAT IN OUR RECORD.
OUR STAFF DID A GOOD JOB OF RECORDING THOSE.
SO, WITH WHAT'S COMING, UM, I LIKE WHAT WE DO IN WORK GROUPS, BUT I'M ALSO AFRAID THAT THAT'S GOING TO DELAY GETTING THESE TO COUNCIL.
UH, DO YOU THINK, UH, WHAT YOU WERE DOING IN CODE LAWRENCE'S IS KIND OF VETTING THESE AND BRINGING AMENDMENTS TO US THAT WE NEED? OR ARE ANY OF THESE WORTHY OF WORKING GROUP, UH, KIND OF FORMATION? AGAIN, I'LL LET THE VICE CHAIRS SPEAK AS WELL.
I DON'T, I THINK WE CAN MOVE AHEAD WITH SOME OF THESE.
I THINK WE'VE HAD A VERY HEFTY DISCUSSION.
OUR ZAP COMMISSIONERS HAVE PROVIDED US WITH GOOD CONTEXT, SO I FEEL PRETTY COMFORTABLE WITH MOVING FORWARD WITH, FORWARD WITH SOME OF THESE.
UM, AND REALLY I THINK THE, THE BIGGEST DISCUSSION THAT WE HAD AROUND WAS THE LIVE MUSIC AND CREATIVE SPACES IS ONE.
AND FRANKLY, OUR STAFF HAS DONE A REALLY GOOD JOB OF CAPTURING, UH, COMMENTS FROM PREVIOUS MEETINGS.
I THINK AT THIS POINT, I DO NOT SEE US WANT NEEDING TO HAVE, UH, A WORKING GROUP ON SOME OF THESE ITEMS. I DON'T KNOW.
VICE CHAIR, IF YOU HAVE THOUGHTS INCLUDING, UH, SOME OF THE FORTHCOMING ITEMS, BUT, OKAY.
VICE CHAIR, DID YOU WANNA COMMENT? I WOULD, YEAH, I WOULD JUST AGREE WITH COMMISSIONER AZAR AND ADD THAT, UM, ESPECIALLY ON THE LIVE MUSIC ITEM, THE CODES AND ORDINANCES, JC ACTUALLY ASKED STAFF TO COME BACK.
SO THAT ONE'S BEEN VETTED PRETTY WELL.
UM, I UNDERSTAND IT WOULD'VE BEEN PULLED FOR DISCUSSION TONIGHT HAD IT BEEN, UM, HEARD.
UM, SO THERE'S, THERE'S DISCUSSION TO BE HAD, BUT, UM, AND JUST CAUTION AGAINST ANY WORKING GROUPS BECAUSE THESE ARE BEING VETTED, UM, BY STAFF, UH, A LOT OF, UM, ENGAGEMENT WITH STAKEHOLDERS AND, UH, VARIOUS COMMITTEES BEFORE IT COMES TO PLANNING COMMISSION.
AND I, THAT'S TOTALLY AT THE DISCRETION OF THE COMMISSIONERS, IF, IF THAT'S THE DIRECTION.
BUT I, I DO WANT I EVERYONE TO BE AWARE THAT THERE HAS BEEN A LOT OF WORK PUT BEHIND THIS.
YEAH, I WAS JUST, I, I DON'T KNOW IF I'VE EVER ASKED THIS BEFORE, BUT, UM, IF WE'RE GONNA GET HIT WITH A BUNCH OF ORDINANCES AT GENERALLY AROUND THE SAME TIME, I, IS IT EVEN POSSIBLE WITH OUR BYLAWS TO DO LIKE A WORKSHOP, LIKE SCHEDULE A SPECIAL SESSION WORKSHOP THAT MAYBE WE COULD CONSOLIDATE SOME OF OUR TIME WITH STAFF AND HAVE A MORE OPEN DISCUSSION IF WE FEEL LIKE THAT'S A QUICKER WAY TO GET THROUGH THESE THAN WORKING GROUPS? UM, GOOD QUESTION.
I DON'T REALLY KNOW HOW TO ANSWER MR. RIVERA AS FAR AS, I MEAN, THE WORKING GROUP, GO AHEAD.
CAN, CAN'T WE VOTE TO CREATE A COMMITTEE WHICH CAN HAVE A QUORUM? YES, WE CAN ALSO, I SEE MR. RIVERA WANTS TO SAY SOMETHING AS WELL.
WE CERTAINLY, IF WE WANTED, WE CAN, UH, SCHEDULE A SPECIAL CALL MEETING AT ANY GIVEN TIME.
AND IF ON THAT WE DON'T WANT TO HAVE ACTION, WE CAN HAVE JUST BRIEFINGS SO WE CAN HAVE A SPECIAL CALL MEETING WITH BRIEFINGS AND THAT, WOULD COMMISSIONER COX ALLOW US TO HAVE Q AND A WITH STAFF, GET HEFTY PRESENTATIONS, HEAR ANY INFORMATION, AND, AND HAVE BACKUP POSTED TO THAT? SO THAT WILL ALWAYS REMAIN, UM, SOMETHING THAT WE CAN DO.
I DON'T KNOW, MR. RIVERA, IF YOU WANT TO CHAIR COMMISSION ON ROSA, I WOULD JUST REMIND THE COMMISSION THAT, UH, ANY COMMITTEE WOULD HAVE TO BE APPROVED BY THE, UM, AUDIT AND FINANCE COMMITTEE.
[00:30:01]
BRIEFINGS, UM, ONE THING WE USED, UH, OFTEN, UH, DO IN REGARDS TO COMPLEX ISSUES IS WE KIND OF TAKE IT INTO TWO-STEP PROCESS WHERE WE HAVE STAFF PRESENT THE PR, UM, THE ITEM WITHOUT ACTION AND THEN BRING IT BACK TO THE NEXT FOLLOWING MEETING WITH ACTION.UM, SO YOU KIND OF HAVE A, UH, TWO SHOTS AT A Q AND A.
AND, AND MY THINKING ON THIS IS THAT IF, IF, IF WE HAVE KIND OF THE PERFECT STORM OF A BUNCH OF ZONING CASES OR A BUNCH OF CASES HITTING US AT THE SAME TIME, THEN MAYBE WE SHOULD CONSIDER HAVING A SPECIAL COLD MEETING JUST DEDICATED TO ALL OF THE CODE CHANGES SO THAT WE'RE NOT BASICALLY KEEPING STAFF HERE TILL 11:00 PM AND THEN NOT HAVING TIME TO GET THROUGH STUFF AND BEING ALL CRANKY AND SLEEPY AND THAT SORT OF THING.
SO IT'S JUST SOMETHING THAT I THINK IF, IF ALL THIS STUFF IS GONNA HIT US AT, AT THE SAME TIME, IT'S SOMETHING THAT I, I THINK WE SHOULD CONSIDER DOING.
I, I THINK, UH, WE'RE THINKING ALIKE IN, THAT WAS KIND OF THE GOAL IN THE ONE MEDIA IN AUGUST, AND WE, YOU KNOW, I WAS TALKING TO MR. RIVERA ABOUT, UM, DO WE NEED TO DO MORE? SO THAT'S KIND OF BEEN FLOATED OUT THERE AS FAR AS THE AGENDA OF THAT MEETING, BUT JUST HAVING MORE TIME, UH, YOU KNOW, IN TO, TO LOOK AT THESE.
UH, BUT I HAVEN'T REALLY GOT A SENSE, YOU KNOW, HOW FAST THEY'RE COMING.
AND THIS IS GONNA BE A TEST, RIGHT? THIS MEETING, I WAS REALLY THINKING, BOY, WE GOT TWO, A COUPLE OF CODE AMENDMENTS.
WE GOT SOME CASES TO SEE HOW WE HANDLED THAT.
UH, BUT WE DIDN'T HAVE THAT OPPORTUNITY TO KIND OF TEST IT OUT.
UH, BUT I DO HEAR YOU, UM, AND WHAT THAT WOULD, WHAT I'M HEARING YOU SAY IS MORE OF A, THE MEETING WOULD BE MORE A CHANCE TO US TO HEAR FROM STAFF AND REALLY NOT TO TAKE ACTION.
IT WOULD JUST BE THAT PLACE TO KIND OF GET PRESENTATIONS, GET UP TO SPEED ON, YOU KNOW, KIND OF WHAT THE CODE AMENDMENT, THEIR, THEIR DRAFT, WHAT'S IN THERE, AND THEN WE COULD COME BACK AND TAKE ACTION AT A LATER DATE.
IS THAT WHAT THINKING IS? YEAH, I MEAN, I THINK IT'D BE REALLY EFFECTIVE, ALTHOUGH IT'S EASY TO SAY, IT'S HARD TO EXECUTE.
IF, IF WE COULD HAVE OUR DISCUSSION WITH STAFF, HAVE OUR DISCUSSION AMONGST OURSELVES, THROW OUT AMENDMENTS, THAT SORT OF THING, TRY TO COME TO SOME CONCLUSION IN A SPECIALLY CALLED MEETING WHERE WE'RE NOT, WHERE WE'RE, WHERE OUR AGENDA'S NOT FILLED UP WITH A BUNCH OF OTHER ZONING CASES.
AND THEN, AND THEN WHEN THE ACTUAL ITEMS POSTED FOR VOTE, IT'S BASICALLY JUST A FORMALITY AT THAT POINT.
WE'VE ALREADY VETTED EVERYTHING.
WE'VE DISCUSSED IT, WE'VE COME UP MAYBE WITH AN AGREED TO, UH, MOTION AND, AND SO WE'RE ABLE TO JUST VOTE THAT, VOTE THAT THROUGH.
IT'S JUST SOMETHING THAT I THINK WE SHOULD CONSIDER IF WE'RE GONNA GET HIT BY A BUNCH OF STUFF AT THE SAME TIME, BECAUSE THEN, BECAUSE THEN ULTIMATELY WE'RE JUST GONNA END UP POSTPONING THINGS ANYWAYS AND WE'RE NOT GONNA MEET OUR DEADLINES.
SO COMMISSIONER AZAR HAS SOMETHING THAT I HAVE SOME FOLLOW UP TO WHAT YOU JUST SAID TO SEE HOW WE MIGHT QUEUE THAT UP.
SO GO AHEAD, COMMISSIONER AZAR.
I WAS JUST GONNA SAY, AND I KNOW MS. BATES IS HERE, SO SHE CAN ACTUALLY HELP GUIDE US A LITTLE BIT HERE AS WELL.
TWO MAJOR ITEMS THAT I WOULD SAY THAT ARE COMING THIS YEAR ARE THE SOUTH CENTER WATERFRONT REGULATING PLAN AND THE NORTH BURN GATEWAY REGULATING PLAN AMENDMENTS.
HONESTLY, EVEN THE NORTH BURN GATEWAY ONES ARE REALLY LIMITED BECAUSE COUNCIL HAS SPECIFIC IDEAS ON WHAT WE NEEDED TO DO IS MORE OF AN ALIGNMENT WITH THE CHANGE IN TRANSIT INFRASTRUCTURE.
THE SOUTH CENTER WATERFRONT PERHAPS MIGHT BE THE MOST HEFTY ITEM THAT WE MIGHT WANT TO DIG INTO.
SO IF WE WERE TO FORM A WORKING GROUP, I THINK THAT MIGHT BE A GOOD ITEM.
THE OTHER THING I WOULD SAY IS I, UH, CHAIR WHAT YOU'RE SAYING MAKES SENSE TO ME THAT WE HAVE AN AUGUST MEETING COMMISSIONER COX, BASED ON YOUR COMMENTS, AND I THINK WE MIGHT WANT TO CONSIDER A MEETING IN NOVEMBER.
SO WE'RE A LITTLE FAR AWAY FROM THAT, TO BE HONEST, TO MAKE THAT CONSIDERATION RIGHT NOW.
BUT THE REASON I SUGGEST NOVEMBER IS BECAUSE WE, WE MIGHT WANNA SEND A BUNCH OF THINGS TO COUNCIL BEFORE WHATEVER THEIR LAST MEETING IN DECEMBER IS.
SO THAT MIGHT BE REALLY WHERE WE NEED TO, UM, STEP UP.
BUT OTHERWISE, HOPEFULLY WE CAN CONTINUE WITH OUR REGULAR MEETINGS.
ALL RIGHT, COMMISSIONER MAXWELL? YEAH, AND I ACTUALLY, JUST TO ADD TO THAT, THE CITY COUNCIL JUST UPDATED THEIR MEETING SCHEDULE AND THEY ARE ACTUALLY FINISHING UP A LITTLE BIT EARLIER TOWARDS THE BEGINNING OF DECEMBER.
SO I THINK WE MAY END UP BEING IN A CRUNCH IN NOVEMBER IN TERMS OF GETTING THOSE THINGS DONE IN TIME FOR COUNCIL REVIEW.
SO, MR. RIVERA, WHAT I'M, I'M GONNA SEE WHAT, UH, HOW LOOSE WE CAN KIND OF SET THESE UP AS FUTURE ITEMS. IF WE WERE TO GO AHEAD AND HOW SPECIFIC DO WE NEED TO BE AS FAR AS, UH, I GUESS DATES AND AGENDAS OF, YOU KNOW, WHAT DATE? BECAUSE I'M TRYING TO THINK IF WE COULD PUT SOME PLACEHOLDERS LIKE WE DID WITH THE FIFTH, UH, MEETING IN AUGUST, BUT ALSO PUT SOME OUT, MAYBE ONE IN OCTOBER THAT'S NOT HALLOWEEN, AND ONE IN NOVEMBER.
[00:35:01]
GIVE YOU DATES.GO AHEAD AND SET THOSE UP SO WE CAN START LOOKING AT MEETING SPACES.
UH, CHAIR, COMMISSIONER LEE ON ANDREA.
SO WHAT I WILL DO IS YOUR NEXT MEETING, UH, WE CAN, UM, UH, HAVE AN ITEM, UH, JUST TO LOOK AT YOUR CALENDAR.
AND SO YOU'LL LOOK AT OPTIONS.
UH, AND THAT, CUZ WE MAY NOT BE ABLE TO MEET HERE.
WE MAY NEED TO MEET AT SOME OTHER FACILITY.
UM, THE, DEPENDING ON THE DATE.
COMMISSIONER COX, WE'LL TAPE THIS UP AT OUR NEXT MEETING.
LOOK AT OUR, BRING YOUR CALENDARS CUZ MAYBE WE ADD, UH, IN OCTOBER, NOVEMBER, ONE MORE MEETING TO KIND OF GET, UH, AT LEAST, AND AGAIN, MR. RIVERA, HOW IF WE DO WE NEED TO GO AHEAD AND IDENTIFY THE ITEMS, CODE ITEMS THAT WE WILL TAKE UP ON THOSE MEETINGS NEXT MEETING? OR CAN WE KEEP IT GENERAL TO TAKE UP PRESENTATIONS ON CODE AMENDMENTS? COULD IT BE THAT GENERAL CHAIR? IT WOULD REALLY NEED TO BE THE SPECIFIC ITEMS. OKAY.
UM, ESPECIALLY IF IT'S UNNOTICED FOR A CERTAIN DATE AND YOU'RE POSTPONING TO A CERTAIN DATE.
UM, BUT AS FAR AS PRESENTATIONS, OF COURSE, WE'D HAVE TO CONFER WITH STAFF AND AVAILABILITY.
SO, SO IT'S GONNA TAKE A LITTLE BIT OF, UM, YOU KNOW, DUCKS IN A ROW.
SO THE INPUT STAFF, IF YOU CAN BRING US, I KNOW YOU'VE BEEN WORKING WITH THE HOUSING AND, UH, PLANNING, UH, COMMITTEE.
IF YOU CAN KIND OF BRING THAT LATEST PRIORITY LIST AND TRY TO, WE CAN TRY TO ANTICIPATE, UH, WHAT'S GONNA BE PRIORITIZED AND WHAT WE MIGHT WANNA HEAR FROM STAFF ON.
AND SO WE'LL KIND OF GO THROUGH THE LIST AND MAYBE COMMISSIONERS, WE CAN PICK THE ONES THAT WE THINK, UH, WE WANT, WE'LL NEED SOME INPUT ON FROM STAFF.
UH, DOES THAT SOUND GOOD? YES.
IF I, IF MEMORY SERVES ME CORRECTLY, OUR STAFF ALSO MENTIONED THAT THEY ARE HOPING, WORKING, DOING THEIR BEST TO BRING SOME OF THE PARKING ITEMS BACK BY THIS FALL AS WELL.
SO THAT MIGHT BE A, A ITEM FOR US TO CONSIDER IN SOME DETAIL.
AND I THANK STAFF FOR, UM, DUE DILIGENCE AND WORK ON THIS FOR BRINGING US QUICKLY.
WE'LL BRING THIS, TAKE THIS UP IN OUR NEXT MEETING, KIND OF THE ADDITIONAL DATES AND WHAT WE'LL BE, WE'LL HEAR FROM STAFF WHAT, UH, CODE AMENDMENTS, WE'LL HEAR FROM THEM ON.
ANYTHING ELSE FOR FUTURE AGENDA ITEMS? OH, SORRY.
WE'RE WE MOVED ON? HOW DID WE JUMP BACK?
UH, CONFERENCE PLAN, JOINT COMMITTEE, UH, COMMISSIONER, WHO ELSE? UH, COMMISSIONER CONLEY.
YOU WANNA GIVE US AN UPDATE OR COMMISSION? OKAY.
I, I BELIEVE WE ALREADY GAVE Y'ALL AN UPDATE LAST TIME AND WE DO NOT HAVE AN UPDATE SINCE THEN.
UM, AND ESSENTIALLY WE'RE MOVING FORWARD WITH SOME OF THE WORK AND IT WILL BE COMING TO THIS COMMITTEE.
UH, JOINS THE SUSTAINABILITY COMMITTEE.
ANYTHING TO REPORT? COMMISSIONER WOODS? NO UPDATES.
BUT WE HAVE A MEETING TOMORROW, SO I'LL HAVE SOME UPDATES FOR YOU NEXT TIME.
UH, SMALL AREA PLANNING JOINT COMMITTEE.
UH, COMMISSIONER MUTO, DO YOU HAVE ANYTHING TO ADD THERE? I THINK WE, UH, NO, I'M, I APPARENTLY WE HAVE TO GET NOTARIZED AGAIN, UH, FOR THAT, SO I HAVE NOT BEEN ABLE TO ATTEND YET.
UM, I THINK WE MADE A REPORT ON OUR LAST MEETING AT THE LAST PC MEETING, SO I DON'T THINK THERE'S ANYTHING NEW TO REPORT THERE.
UH, SOUTH CENTRAL WATERFRONT ADVISORY BOARD.
UH, DO WE HAVE ANYTHING TO REPORT ON THAT ONE? UM, NO.
UH, THEN WE'LL RUN THROUGH OUR WORKING GROUPS ACCESSORY DWELLING UNITS AND DUPLEXES WORKING GROUP.
DID WE DECIDE TO, UM, DISSOLVE THIS ONE? UH, WE CAN HA I, COMMISSIONER SAL, GO AHEAD.
WE HAD, WE HAD POSTPONED ANY FURTHER ACTION.
WE WERE WAITING TO SEE WHAT WOULD HAPPEN WITH, UM, THE CONCLUSION OF THE STATE LEGISLATURE SESSION.
SO, UM, OBVIOUSLY THAT HAS NOW CONCLUDED AND, UM, WE CAN RE WE CAN REVISIT THAT OR GET THAT GOING AGAIN DEPENDING ON WHAT THE GROUP INTEREST IS.
AND COMMISSIONER SCH, WE HAD MENTIONED THIS BEFORE, SO THE STAFF TIMELINE THAT THEY'VE SHARED, UH, THEY'VE ESSENTIALLY INDICATED THAT THEY PLAN TO BRING ADU WORK NEXT SPRING TO EARLY SUMMER NEXT YEAR.
SO IN SOME WAYS, CHAIR MIGHT MAKE SENSE.
I THINK WE MIGHT WANNA MEET BEFORE THAT AND HAVE SOME WORK THAT WE WANT TO DO, BUT IT ALSO MAKES SENSE FOR US TO WAIT AND SEE WHAT THAT WORK IS AND WORK IN TANDEM WITH WHAT STAFF IS BRINGING TO US.
I GUESS, GIVEN THAT LONG TIMELINE, MR. RIVERA, IS THERE ANY, CAN WE JUST KEEP IT HERE? OKAY.
DESIGN GUIDE, LINE UPDATE, WORKING GROUP, ANYTHING VICE CHAIR ON THAT ITEM? NO, I THINK, UM, SOME OF THE SUBGROUPS ARE GETTING TOWARDS THE END OF OUR WORK.
UM, I BELIEVE IT CONCLUDES THIS SUMMER.
[00:40:01]
UH, WE'RE ALMOST THERE WITH A, A DRAFT OF THE CHANGES, I THINK.AND, UH, WE'VE GOT THE NEWLY FORMED WORKING GROUP ON THE FY 2324 BUDGET.
UH, COMMISSIONER MAXWELL OR ANY OF THE OTHERS, ANYTHING TO REPORT THERE? UM, I, I THINK THE PLAN IS TO BRING BACK RECOMMENDATIONS ON TO THE JULY 11TH MEETING.
UM, AND THEN PALM DISTRICT, WE HAD A BRIEF UP, UH, DATE.
UH, ANYTHING ELSE TO ADD THERE? CHAIR COLLIN? NO, SIR.
SO, UH, LOOKING AROUND THE ROOM HERE, DO YOU HAVE ANYTHING ELSE? THIS IS GONNA BE AN AMAZINGLY SHORT MEETING.
ANY OBJECTIONS TO ADJOURNING? SEEING NONE, WE'RE GONNA GO AHEAD AND ADJOURN.
THIS MEETING OF THE PLANNING COMMISSION IS 6 45.
