IT TURNED OUT TO BE A FAIRLY BUSY TIME AT THE AIRPORT, AND WE HAD TO GO OUT TO THAT AREA, UM, WHERE YOU WAIT FOR THE SHUTTLE VANS TO TAKE YOU TO YOUR CARS, TO THE VARIOUS, YOU KNOW, OFF OFFSITE PARKING FACILITIES.
I GUESS THERE ARE NOW, I DON'T KNOW HOW MANY OF THOSE FACILITIES THERE ARE.
UM, WE'VE BEEN USING FAST PARK.
UM, I THINK THERE'S THREE OR FOUR NOW.
BUT, UM, WHEN YOU GO TO PICK UP THE VAN OR TO GO TO THE VAN TO BE TAKEN BACK TO YOUR CAR, THERE'S NO ORDER TO THAT SITUATION.

THERE WERE CLEARLY ENOUGH PEOPLE FOR THAT VAN BEFORE WHO HAD ARRIVED AT THAT PICKUP POINT BEFORE ME.
THE FAMILY WAS THERE, UM, AND THAT VAN GOT LOADED.
I GOT THE SENSE THAT THEY HAD BEEN THERE QUITE SOME TIME ANYWAY, THEY DID NOT GET ON THAT FIRST VAN.
ABOUT 10 MINUTES LATER, ANOTHER VAN SHOWS UP AND THE DOORS OPEN, AND AGAIN, THAT FAMILY DOESN'T MOVE.
IT'S THREE GENERATIONS OF FAMILY.
AND PEOPLE STARTED MOVING TOWARD THE VAN, AND A COUPLE OF US SAID, WAIT A MINUTE, WAIT A MINUTE, LET THIS FAMILY ON.

UM, MOST OF THAT DECLINE WAS DUE TO, UH, LOWER CONNECTING PASSENGER TRAFFIC.
UH, IN PREVIOUS, UH, TIMEFRAME IN APRIL, MAY, UM, THERE WAS ABOUT 25 TO 30,000 MORE CONNECTING TRAFFIC GOING THROUGH THE AIRPORT THAN WHAT HAPPENED IN MAY, UH, APRIL AND MAY OF 2023.
UM, BUT THE REVENUES OBVIOUSLY CAME IN BETTER.
IT WAS 5% HIGHER THAN APRIL OF LAST YEAR.
AND OUR EXPENSES ARE ABOUT 20% HIGHER, WHICH IS IN LINE WITH BUDGET AND UN I'M SORRY, UNDER BUDGET YEAR TO DATE.
UM, SO FROM A REVENUE STANDPOINT, YOU KNOW, IT IS TRACKING WELL TO WHERE WE WERE BUDGETED AND THE EXPENSES ARE ALSO TRACKING TO UNDER BUDGET.

THE MASTER DEVELOPMENT PLAN ORDINANCE SERVES AS A REGULATORY FRAMEWORK TO GUIDE DEVELOPMENT WITHIN THE DEFINED AIRPORT BOUNDARY.
IT ESTABLISHES THE AIRPORT CAMPUS AS A SINGULAR SITE PLAN, PROVIDING CLARITY TO CITY CODE REVIEWERS.
UM, THIS ALLOWS US TO HAVE ONE SITE PLAN VERSUS HUNDREDS, AND IT ALSO DICTATES WHAT CODE WE WILL REVIEW, WHAT PART OF THE INFRASTRUCTURE.
SO ESTABLISHING THE EXISTING INFRASTRUCTURE FROM NEW INFRASTRUCTURE AND WHAT CODE REVIEWERS NEED TO REVIEW.
REVIEW WITH THE ORDINANCE WAS ESTABLISHED IN 1994.
AND IN THE ORDINANCE, WE ARE AT A MINIMUM TO REVIEW EVERY 10 YEARS.

THE UPDATE REGARDING THE STATUS OF THE LITIGATION RELATED TO, UM, SOUTH TERMINAL.THIS IS, THIS IS A LITTLE, HAS A LITTLE BIT MORE MEAT TO IT, SO I APPRECIATE THAT.
UM, I'M GONNA READ INTO THE RECORD THAT THE STATUS THERE, THERE'S NOT A BACKUP FOR IT.
BUT, UH, TO REFRESH YOUR MEMORY, ON JUNE 1ST, UH, 2023, THE AUSTIN CITY COUNCIL APPROVED THE RECOMMENDATION FROM THE CITY'S LI LAW DEPARTMENT THAT THE DEPARTMENT OF AVIATION, UH, HAD AUTHORIZATION TO SETTLE THE LAWSUITS BETWEEN THE CITY OF AUSTIN AND LONE STAR HOLDINGS.
AND THE SETTLEMENT AMOUNT THEY APPROVED WAS 88 MILLION IN ORDER TO EFFECTUATE THAT SETTLEMENT.
THE PAR THE PARTIES ARE CURRENTLY NEGOTIATING A SETTLEMENT AGREEMENT, WHICH WILL DO A COUPLE OF THINGS.
IT WILL TRANSFER COMPLETE OWNERSHIP AND CONTROL OF THE SOUTH TERMINAL OPERATIONS FROM LONE STAR HOLDINGS TO THE DEPARTMENT OF AVIATION.
IT'LL ALSO TERMINATE THE LEASEHOLD INTEREST OF LONE STAR.
AND, UH, AS A RESULT OF THAT, THE LAWSUITS WILL BE DISMISSED.
IT'S ANTICIPATED THAT THE, UM, TRANSITION OF OPERATIONS FROM LONE STAR TO THE DEPARTMENT OF AVERY'S AVIATION WILL HAPPEN TOWARDS THE END OF THIS CALENDAR YEAR.
SO WE'LL BE WORKING ON, UM, THE TRANSITION OF OPERATIONS BETWEEN NOW AND, UM, THE NOVEMBER TIMEFRAME.

SO WE HAVE A POLICY OR AN INTENT AT THE AVIATION DEPARTMENT TO MAINTAIN 600 DAYS CASH ON HAND.

UM, SO ONE OF THE BULLET ITEMS IS CURRENTLY SUPPORT FAIR WAGE AND LABOR PRACTICES.
UM, I BELIEVE IT'S ALREADY THE, UH, THE MISSION OF THE CITY AND THE, THE, UH, PRACTICE AS USUAL AT THE AIRPORT TO SUPPORT NEUTRALITY AGREEMENTS.
SO I ADDED SPORT LIVING WAGES AND FAIR LABOR PRACTICES, INCLUDING NEUTRALITY AGREEMENTS TO ENSURE AN EMPLOYEE'S RIGHT TO ORGANIZE.

I'M STEPPING TOO FAR THERE, BUT I ADDED THAT, UH, ADDED ANOTHER LINE HERE THAT I WOULD PROPOSE, UH, PROMOTE APPRENTICESHIP UTILIZATION AND COMMUNITY WORKFORCE DEVELOPMENT PARTNERSHIPS AND PROGRAMS WITH AN EMPHASIS ON RECRUITING PEOPLE OF COLOR, WOMEN IN DISADVANTAGED COMMUNITIES.I REALLY DID THIS BECAUSE WORKFORCE SOLUTIONS, THE CITY, THE COUNTY, ARE ALL WORKING ON THE, UM, UH, THE NEW, UH, MOBILITY AND INFRASTRUCTURE WORKFORCE DEVELOPMENT DEAL.
I, I'M INVOLVED WITH THAT AS A LOT OF PEOPLE ARE.
UM, AND I THINK IT'S IMPORTANT THAT THE AIRPORT REALLY FOCUS ON THAT ALONG WITH EVERYONE ELSE IN THE COMMUNITY, INCLUDING ATP I 35, ALL THAT STUFF THAT'S GOING ON.
AND THEN THE OTHER ONE IS UNRELATED TO LABOR PRACTICES AND RELATES BACK TO SOMETHING WE DID PREVIOUSLY, BUT I WANNA MAKE SURE THAT WE KEEP IT ON OUR RADAR, BASICALLY.
SO I DON'T KNOW IF THIS IS EXTRANEOUS, BUT WORK WITH ATP CAP METRO AND TRANSIT ADVOCATES TO ENSURE MORE TRANSIT TRANSPORTATION OPTIONS FOR BOTH AIRPORT WORKERS AND TRAVELERS.

AND, UH, BEYOND THAT, I THINK IT'S ALSO, UH, A, UH, OUR OBLIGATION, I THINK TO, UH, BE ABLE TO PUT OUR FINGER, AT LEAST LOOK AT ESTIMATES OF WHAT FUTURE DEMAND ARE FOR THE AIRPORT WHEN IT COMES TO PASSENGERS COMING THROUGH.
UH, ONE WOULD HOPE THAT WITH KNOWLEDGE OF BOTH THE DEMAND ON THE AIRPORT AND THE, THE, THE IMPACT OF THE CONSTRUCTION CONTRACTS THAT, UH, THE, UH, DEMAND FOR SERVICE AT THE AIRPORT, UH, WOULD BE IN THE RANGE OF WHAT THE IMPACT OF THESE CONSTRUCTION CONTRACTS ARE GONNA BE.
I DON'T KNOW THAT, YOU KNOW, IT'S VERY DIFFICULT TO DO THAT.
BUT I THINK THIS IS, THIS IS AN EFFORT THAT IS WORTHY FOR US TO TRY TO UNDERTAKE IS, OKAY, WHAT'S GONNA BE THE IMPACT OF THE, THE BUSING GATES ON WHAT OUR CAPACITY IS GONNA BE AT THE AIRPORT, OR WHAT'S GONNA HAPPEN WHEN WE DO, WHEN WE DO THE, THE, WHEN WE DO SOME OF THE CONSTRUCTION THAT NEEDS TO BE DONE ON THE WEST SIDE, WHAT DOES THAT MEAN IN TERMS OF EFFORT OF, OF NUMBERS, AND HOW BAD IS IT GONNA BE WHEN IT COMES TO US BEING UPSIDE DOWN IN THIS WHOLE THING?
