ONE, THREE MONTHS WHERE HAD, YOU KNOW, PAST, AND THIS IS, UH, ALSO SEEN DISEASE MONTHS, OR THE COUNTRY JUNE, 2023 BY EXPECT MILLION IN HIGHER. I, BECAUSE THERE'S MORE EXPECT, UH, IN TERMS OF REVENUE, BUSINESS REVENUE, REVENUE. UM, AND THAT HAS, UH, ONE POINT, UM, MAINLY, UH, UH, SINCE APRIL, SO YEAR OVER YEAR, MORE, UH, ON EXPENSE. UM, THE, THE EXPENSE, UH, WE HAD A ALMOST [2. June 2023 Financial Results presented by Rajeev Thomas, Deputy Chief, Finance.] A 39% INCREASE IN OPERATING EXPENSES YEAR OVER YEAR. UH, MOST OF THAT IS DRIVEN BY A NEW, UM, EXPENSE ITEM THAT HAS COME ONLINE, WHICH IS OUR VANDERLANDE CONTRACT, WHICH IS HANDLING THE BAGGAGE SYSTEM OPERATIONS AND MAINTENANCE. UH, THERE WERE STARTUP COSTS ASSOCIATED WITH THAT. AND, UH, ALSO RECURRING MONTHLY COSTS OF ALMOST $400,000. THE STARTUP COSTS WERE ABOUT $500,000, AND FOR A SUM OF ABOUT $900,000 IN TOTAL, UH, IN THIS MONTH, THAT DID NOT HAPPEN LAST YEAR. UH, PARKING EXPENSES WERE ALSO HIGHER, ABOUT 350,000 VERSUS LAST YEAR. WE HAVE MORE PARKING SHUTTLE DRIVERS AND, YOU KNOW, MORE PASSENGERS, UH, ALSO, UH, THAN LAST YEAR. UH, SO OVERALL, UH, THE EXPENSES INCREASED 39%, BUT IT WAS IN LINE WITH WHAT WE BUDGETED. WE DID BUDGET TO HAVE OPERATING EXPENSES OVER $11 MILLION IN THE MONTH OF JUNE, AND THAT IT CAME IN LINE WITH OUR, OUR BUDGETED ESTIMATES. UH, SO FOR THE YEAR, WE ARE STILL, UH, TRENDING YEAR TO DATE, WE ARE STILL TRENDING UNDER BUDGET AND ALSO UNDER C Y E ON OUR OPERATING EXPENSES. ARE THERE ANY QUESTIONS FOR RAJEEV THOMAS? THANK YOU, RAJEEV. THAT'S A VERY SUNNY OUTLOOK. UM, ANY INFORMATION ABOUT CARGO? WHAT THE CARGO? UM, YEAH, YOU KNOW, WE, WE, WE DID SEE SOME DECLINES, UM, IN, IN THE CARGO NUMBERS. UM, MAINLY DRIVEN BY, UM, SUN [00:05:01] COUNTRY, WHICH IS ONE OF THE CARGO CARRIERS FOR AMAZON. UM, BUT I'VE ALSO READ A NEWS ARTICLES, AND THIS HAS BEEN, THERE'S BEEN A DECLINE IN CARGO IN OTHER AIRPORTS AROUND THE COUNTRY TOO, AND I'M NOT QUITE SURE WHAT IS DRIVING THAT. UM, WE KNEW, YOU KNOW, COMPARED TO THE PANDEMIC ERA, YOU KNOW, PEOPLE ARE NOW GOING OUT AND SHOPPING MORE THAN, UH, YOU KNOW, JUST GETTING PACKAGES AT HOME. SO I DON'T KNOW WHETHER THAT IS NOW A TREND THAT HAS KIND OF STABILIZED, BUT WE'VE SEEN THAT DECLINE IN CARGO FOR THE PAST FEW MONTHS. BUT IT'S KIND OF STAYING STEADY, BUT YEAR OVER YEAR COMPARISONS ARE LOWER. OKAY. MAYBE WE'LL GET TO THAT LATER. MAYBE THE, IS THE BUDGET, THE, WELL WE'LL GET TO THAT. CARGO REALLY DOESN'T, UH, DOESN'T DRIVE MUCH REVENUE OTHER THAN THE LANDING FEE REVENUE THAT GET, WE GET FROM THE, FROM THE CARGO AIRLINES. BUT, YOU KNOW, FROM THE, THE VOLUME OF, OR THE TONNAGE FROM THE CARGO, THERE'S NO, NO REVENUE ASSOCIATED WITH THAT. OKAY. THANK YOU. COMMISSIONERS ONLINE IN, IN THE ROOM. OKAY, THANK YOU. WELL, LET'S, CAN'T WAIT TO HEAR ABOUT JULY. IT'S BEEN BUSY. THANK YOU. UH, AN AIR SERVICE UPDATE, [3. Air Service Update provided by Jamy Kazanoff, AUS Air Service Development.] UH, PROVIDED BY JAMIE KOFF. SHE IS NOT PRESENT THIS AFTERNOON. CORRECT, BUT THE GOOD NEWS IS WE WILL HAVE, UH, A DIRECT FLIGHT ON SOUTHWEST TO SAN JUAN IS COMING BACK IN MARCH OF 2024. THERE HAD BEEN A, A DIRECT FLIGHT TO SAN JUAN IN THE EVENING. I DON'T REMEMBER WHICH AIRLINE, BUT THAT'S GREAT NEWS. AND ANY OTHER, UM, INFORMATION THAT FROM STAFF THAT YOU'D LIKE TO RELAY FROM JAMIE'S REPORT? NO. COMMISSIONERS. DO WE HAVE ANY QUESTIONS ABOUT AIR SERVICE? OKAY, THANK YOU. UM, ITEM NUMBER FOUR IS [4. Journey with AUS (AUS AEDP/Capital Improvement Program) Active Projects Update provided by Lyn Estabrook, Division Manager, Planning and Development.] THE JOURNEY WITH A U SS, UM, ACTIVE PROJECTS UPDATE PROVIDED BY LYNN ESTHER BROOK, DIVISION MANAGER, PLANNING AND DEVELOPMENT. HELLO, LYNN. GOOD, A GOOD AFTERNOON. UM, COMMISSIONERS LYNN, ESTHER BROOK, UM, DIVISION MANAGER OF PLANNING DEVELOPMENT. IN YOUR PACKET IS THE MONTHLY UPDATE OF ALL OF THE PROJECTS. I DID WANNA HIGHLIGHT, UM, THE BAGGAGE HANDLING SYSTEM. I WANTED TO, UM, INTRODUCE JUST TO YOU, 'CAUSE SHE'S HERE, THE PROJECT MANAGER FOR THAT PROJECT, RO KAMARI, COULD YOU WAVE OR STAND UP, SAY HI. I JUST WANTED TO RECOGNIZE HER AND ALL HER HARD WORK SINCE SHE IS HERE TONIGHT. UM, AND SO IF THERE ARE ANY QUESTIONS, UM, ABOUT THE PROJECT UPDATE, I'M WILLING TO ANSWER THOSE. UM, ALSO NEXT MONTH WE WILL BE COMING BACK TO YOU WITH AN R C A FOR THE BAGGAGE HE SYSTEM. UM, THAT WAY IN THIS PACKET THERE'S A LITTLE BIT MORE INFORMATION THAN NORMAL ON THAT SPECIFIC PROJECT. THANK YOU. THANK YOU LYNN. COMMISSIONERS. UM, ANY QUESTIONS FOR STAFF? ARE THINGS PRIMARILY PROCEEDING ON SCHEDULE? HAVE YOU HAD ANY HICCUPS LATELY? EVERYTHING'S ON SCHEDULE. UM, THE BAGGAGE HANDLING SYSTEM IS MOVING ALONG. UM, THERE'S SOME GREAT PICTURES OF ALL THE, UM, CLAIM, UM, BELTS THAT ARE INSTALLED ALREADY. UM, AND THAT PHASE ONE IS ON, ON TIME TO BE OPEN ON SCHEDULE IN, IN, UM, MAY. CONGRATULATIONS. OKAY. UM, ITEM NUMBER [5. Department of Aviation FY24 Proposed Budget presented by Rajeev Thomas, Deputy Chief, Finance.] FIVE, DEPARTMENT OF AVIATION FISCAL YEAR 24, PROPOSED BUDGET. ALRIGHT, I'LL WAIT FOR THE SLIDES TO BE UP. THANK YOU. ALRIGHT, UM, NEXT SLIDE PLEASE. OKAY, SO THIS IS THE PRESENTATION OF THE 2024 BUDGET THAT IS IN THE PROCESS OF GETTING APPROVED BY CITY COUNCIL THIS WEEK. CITY COUNCIL IS GOING THROUGH WORK SESSIONS THIS WEEK, AND THE HOPE IS THAT NEXT WEEK IT'LL BE FINALIZED. UM, SO IN TERMS OF THE PASSENGER PROJECTIONS FOR THIS YEAR AND NEXT YEAR, UH, IN OUR ESTIMATE, WE HAD PROJECTED ABOUT 11.1 MILLION PASSENGERS, OR IN PLANE, SORRY, IN PLANE PASSENGERS IN 2023, FISCAL YEAR 2023, NOT, THIS IS NOT CALENDAR YEAR, THIS FISCAL YEAR. AND RIGHT NOW, YOU KNOW, LOOKING AT THE LAST COUPLE OF MONTHS THAT WE'VE HAD A LITTLE SOFTNESS, ALMOST 1% TO 2% DECLINE IN PASSENGERS, UH, VERSUS JUNE, UH, WE DID SEE A LITTLE INCREASE OF ABOUT ONE TO 2%. UH, THAT 11.1 MILLION UNEMPLOYMENTS MIGHT FALL A LITTLE SHORT. I THINK IT'LL, WE'LL BARELY JUST MAKE IT TO 11 MILLION IN THAT ESTIMATE FOR FISCAL YEAR, UH, 23 [00:10:02] AND NEXT YEAR, WE HAD PROJECTED A 4% INCREASE IN UNEMPLOYMENTS OVER THAT. UM, SO WE'LL SEE WHETHER, UH, YOU KNOW, THE PASSENGER TRAFFIC PICKS UP SOME PICKS UP OR NOT, BUT IT IS, YOU KNOW, PROJECTED TO BE ABOUT 11 AND A HALF MILLION IN PLACEMENTS. SO WE'LL SEE HOW THE REST OF THE YEAR GOES, UH, IN TERMS OF PASSENGERS. BUT, YOU KNOW, SOMETIMES THERE IS SOME SOFTNESS AND IT COMES BACK VERY FAST. SO, UM, SO IT IS A, IT IS A CONSERVATIVE FORECAST AND THE 4% IS BELOW OUR LONG-TERM AVERAGE. UH, OVER 20 YEARS WE'VE BEEN AVERAGING OVER 5%. SO WE DID EXPECT A LITTLE RECESSIONARY IMPACT WHEN WE WERE PUTTING TOGETHER THE BUDGET ABOUT TWO, THREE MONTHS AGO. AND, YOU KNOW, WE'LL SEE WHETHER WE CAN OUTDO IT OR NOT. UM, SO NEXT SLIDE PLEASE. SO FOR OUR REVENUES, UH, THE WAY WE PROJECTED OUR REVENUES IS ONE METRIC THAT WE LOOK AT IS REVENUE PER UNEMPLOYMENTS. UM, AND IN, IN, UH, IN FISCAL YEAR 23, WE ARE PROJECTING OUR REVENUE PER APPOINTMENTS TO BE ABOUT $23 AND 86 CENTS. UH, IN THE 22 ACTUALS, WERE $23 AND 16 CENTS. AND IN THIS BUDGET YOU'LL SEE THAT THE PROJECTION IS FOR REVENUE PER APPOINTMENTS OVER $24. UH, WE THINK WE CAN ACHIEVE IT. UH, RIGHT NOW, YEAR TO DATE, WE ARE AVERAGING OVER $24. SO, UH, NEXT YEAR WITH THE FULL YEAR IMPACT OF THE PARKING RATE INCREASE AND ALSO ADVERTISING REVENUE INCREASE, WE SHOULD SEE A HIGHER REVENUE PER EMPLOYMENT. UM, INTEREST INCOME IS ALSO RISING DUE TO INCREASE IN OUR TREASURY RATES. IF THE, IF THE, YOU KNOW, UH, THE FED DOESN'T CUT THE RATES, WE WILL HAVE HIGHER INTEREST INCOME NEXT, UH, NEXT YEAR TOO. AND WE DIDN'T PUT INTO ANY, UH, ACCOUNT FOR ANY SIGNIFICANT INCREASE IN LANDED WEIGHTS FOR NEXT YEAR. WE ARE ESSENTIALLY KEEPING IT FLAT. WE JUST DON'T SEE THE, THE GROWTH IN, IN, IN THE, THE, THE NUMBER OF LANDINGS. UH, THERE WILL BE SOME INCREASE IN SEEDS, BUT IT'S NOT GONNA BE MATERIAL IMPACT ON THE LANDED WEIGHTS. UH, TERMINAL RENTAL RATES ARE INCREASING, UH, AS YOU'LL SEE IN THE, IN THE NEXT SLIDE, UH, DUE TO HIGHER O N M COSTS AND ALSO THE HIGHER DEBT SERVICES THAT IS COMING IN, UH, COMING INTO PLAY. UH, SO TERMINAL RENTAL RATES, WHICH ARE BASED ON THOSE COSTS ARE INCREASING FOR THE AIRLINES. UH, RENTAL CAR AVERAGE DAILY RATES ARE, ARE EXPECTED TO BE WHERE THEY ARE. WE'VE SEEN SOME DECLINES IN RENTAL CAR RATES RECENTLY, UH, LAST YEAR WE WERE LOOKING AT ALMOST $80 RATES, UM, ON AN AVERAGE DAILY RENTAL. AND NOW IT HAS FALLEN TO, I THINK LAST MONTH WAS ABOUT $65, BUT REVENUES ARE KIND OF STAYING STEADY, TOTAL GROSS REVENUES AND, AND THERE'S A NEW CONTRACT FOR ADVERTISING REVENUE. SO THAT IS ALSO EXPECTED TO INCREASE REVENUES, BUDGET TO BUDGET BY ABOUT $2 MILLION. AND PARKING REVENUE, WE EXPECT TO INCREASE BY ABOUT FIVE TO $7 MILLION DUE TO THE $2 INCREASE THAT WE INSTITUTED, I THINK BACK IN APRIL, WHICH WILL HAVE A FULL YEAR IMPACT NEXT YEAR. AND OTHER REVENUES ARE JUST RISING BASED ON CONTRACTUAL OBLIGATIONS. UH, YOU KNOW, UH, C P I INCREASES IN LEASE OBLIGATIONS. SO, NEXT SLIDE PLEASE JI, MAY I INTERRUPT FOR JUST A SECOND? SURE. THE RIDESHARE, UBER, LYFT, AND TAXI, UM, UH, CONTRIBUTION TO THE REVENUE IS THAT WE DON'T HAVE A RATE INCREASE PLAN FOR THAT, BUT WE DO HAVE, BASED ON VOLUMES, IF THE VOLUMES KEEP GOING UP, THE IMPACT FROM JUST IN THE VOLUME SIDE OF IT. THANK YOU. SO THAT'S JUST, YOU KNOW, JUST DEPENDENT ON UNEMPLOYMENT GROWTH. AND WE TIE IT TO THE UNEMPLOYMENT GROWTH THAT WE HAVE. SO TOTAL REVENUES, UM, ARE GOING TO $289 MILLION IN THE PROPOSED BUDGET FOR 2024. AND COMPARED TO WHERE WE DID THE BUDGET IN 2023, WHICH IS ABOUT $237 MILLION, UH, THAT IS ALMOST A 22% INCREASE BUDGET TO BUDGET. UH, BUT OUR ESTIMATE FOR THIS FISCAL YEAR, YOU CAN SEE IS ABOUT 265 MIL, $65 MILLION. SO THAT IS ABOUT A 9% INCREASE IF YOU LOOK AT ESTIMATE THIS YEAR'S ESTIMATE VERSUS NEXT YEAR'S BUDGET. SO, LIKE I MENTIONED BEFORE, YOU KNOW, WE TIE TO AT THAT REVENUE PER PLAN METRIC, AND YOU CAN SEE AT THE BOTTOM THERE, UH, THE REVENUE PER EMPLOYMENT THAT WE ARE SHOOTING FOR IS $24 AND 99 CENTS FOR NEXT YEAR. AND THAT HAS EVEN BROKEN DOWN FURTHER. UH, IF YOU LOOK AT AIRLINE REVENUE PER EMPLOYMENT, THAT'S $12. AND THEN THE NON-AIR AIRLINE REVENUE COMPONENTS, WHICH ARE LIKE PARKING, LIKE YOU MENTIONED, THE, THE RIDE SHARE, THE T N C, THE RENTAL CAR, AND THE CONCESSIONS [00:15:01] AT THE AIRPORT, UH, IT'S TIED TO ABOUT $12 AND 75 CENTS. OKAY, NEXT SLIDE PLEASE. SO THIS IS OUR HEADCOUNT PICTURE RIGHT NOW. UM, YOU KNOW, WE HAVE, UH, 674 BUDGETED FTES. WE DID NOT ASK FOR ANY ADDITIONAL FTES IN FISCAL YEAR 24. WE HAVE A LOT OF VACANCIES, AS YOU CAN SEE, ABOUT 235 VACANCIES THAT WE ARE TRYING TO FILL. SO WE ARE GONNA CONCENTRATE ON FILLING THOSE POSITIONS, UH, BEFORE WE ASK FOR ANY MORE IN FOLLOWING YEARS. NEXT, NEXT SLIDE PLEASE. SO, ON THE OPERATING EXPENSE SIDE, AND THIS IS JUST AIRPORT OPERATING EXPENSES, NOT, UH, CITY ALLOCATED EXPENSES THAT WE GET, UH, PASSED DOWN FROM, UH, THE CONTROLLER'S OFFICE OR THE, UH, FOR LAW, ET CETERA THAT THE CITY DOES. SO THIS IS JUST STRICTLY AIRPORT EXPENSES. SO AIRPORT EXPENSES ARE GOING UP 13.5% BUDGET TO BUDGET. UM, THERE ARE TWO DRIVERS FOR THIS. ONE IS THAT VANDERLANDE CONTRACT THAT I MENTIONED, UH, THAT WAS CAUSING THAT INCREASE IN EXPENSES THIS YEAR. THAT EXPENSE WASN'T BUDGETED THIS YEAR. UH, IT CAME ON AFTER THE BUDGET WAS DONE LAST YEAR, AND THE FULL YEAR IMPACT OF THAT IS FIVE AND A HALF MILLION DOLLARS. SO THIS WORK BEFORE WAS DONE BY AN AIRLINE CONSORTIUM. SO WE ARE NOW, THE AIRPORT IS GONNA TAKE OVER OR THE EXPENSE RELATED TO THAT, BUT WE ARE GOING TO RECOVER THAT THROUGH AIRLINE RATES AND CHARGES. SO THAT'S WHY YOU'LL SEE, UH, SOME THE TERMINAL RENTAL RATES, ET CETERA, INCREASED DUE TO THIS. BUT IF YOU BACK OUT THAT MANAL LAND D CONTRACT, WHICH IS SORT OF A NEW EXPENSE, AND ALSO WE HAD ALSO PLANNED FOR $3 MILLION INCREASE IN LEGAL EXPENSES DUE TO, BECAUSE WE DIDN'T KNOW WHEN THE SOUTH TERMINAL SETTLEMENT WAS GONNA OCCUR. IF YOU BACK THOSE TWO ITEMS OUT, UH, YEAR OVER YEAR, THE EXPENSES ARE GROWING, GOING ABOUT GOING UP ABOUT 7%. NEXT SLIDE PLEASE. SO THIS IS JUST A DETAIL ON WHAT IS COMPOSING THOSE INCREASES IN EXPENSES. UH, YOU CAN SEE THE PERSONNEL COSTS ARE GOING UP ABOUT $1.4 MILLION. UH, THIS INCLUDES A 4% WAGE INCREASE THAT, UH, THE ALL THE CITY EMPLOYEES ARE RECEIVING. AND ALSO WE DO HAVE SOME INCREASE IN THEIR FOR OVER TIME AND TEMPORARY EMPLOYEES THAT, YOU KNOW, AS ON AN AS NEEDED BASIS IF WE NEEDED TO DO THAT. IF PASSENGER TRAFFIC DOES PICK UP MORE THAN WE EXPECT. ON THE CONTRACTUAL SIDE, YOU CAN SEE WHERE THE EXPENSES ARE GOING UP, ABOUT 16 AND A HALF A HALF MILLION DOLLARS. UH, I I TALKED ABOUT THE VANDER LAND EXPENSE, WHICH IS THE FIVE AND A HALF MILLION. THE 3 MILLION IN LEGAL EXPENSES, PARKING EXPENSES ARE GOING UP ABOUT ONE AND A HALF MILLION DOLLARS. UH, WE DO HAVE, UM, MORE, UM, SHUTTLE DRIVERS AND WE ARE TRYING TO HIRE MORE. SO THERE'S EXPENSES THROUGHOUT THIS YEAR WE'VE SEEN INCREASE. UM, THERE'S ALSO JANITORIAL STAFF AUGMENTATION COSTS, UH, BECAUSE OF THE VACANCIES THAT WE HAVE IN JANITORIAL SERVICES, WE HAVE ALMOST A 40% VACANCY IN JANITORIAL SERVICES. WE HAVE TO HAVE, WE AUGMENTING THAT WITH CONTRACT LABOR. UM, IT IS ALSO INCREASING BY ONE AND A HALF MILLION DOLLARS AND BUILDING MAINTENANCE, UH, WE HAVE STAFF AUGMENTATION IN BUILDING MAINTENANCE TOO FOR, UH, PLUMBING FOR ELECTRICIANS, ET CETERA. SO THAT'S ALSO CAUSING THAT INCREASE YEAR OVER YEAR. SOME OF THIS IS OFFSET BY VACANCY SAVINGS, BUT YOU SEDUCE SEE THAT INCREASE IN THE CONTRACTUAL SIDE HERE AND COMMODITIES ARE GOING UP ABOUT $700,000. SO THOSE ARE THE MAIN EXPENSE DRIVERS NEXT YEAR. NEXT SLIDE PLEASE. SO THIS IS OUR DEBT SERVICE. UH, THIS COMES INTO PLAY IN OUR AIRLINE RATES AND CHARGES. UH, YOU CAN SEE THE DEBT SERVICE IS GOING, THIS IS NET OF P F C APPLICATION, UH, IS GOING FROM 57 MILLION TO 67 MILLION, WHICH IS ANOTHER 10 MILLION INCREASE, WHICH IS ALSO DRIVING UP AIRLINE RATES IN THE, AT THE TERMINAL TOO. NEXT SLIDE PLEASE. SO IN SUMMARY, UH, YOU CAN SEE FOR FISCAL YEAR 24, YOU KNOW THAT THE REVENUES ARE $289 MILLION. UH, TOTAL REQUIREMENTS ARE ABOUT $241 MILLION, UM, INCLUDING DEBT SERVICE AND NET INCOME COMING TO ABOUT $50 MILLION. UH, SO THIS ONE IMPORTANT FACTOR, UH, TO TAKE INTO ACCOUNT IS, YOU KNOW, WE'VE HAD THE CARES ACT AND THE CARISSA ACT AND THE ARPA FEDERAL RELIEF FUNDS IN THROUGH 2023 THAT IS NOT OCCURRING TO OFFSET EXPENSES IN 2024. [00:20:02] SO WHEN YOU LOOK AT THAT NET INCOME, YOU'LL SEE ABOUT IN FISCAL YEAR 23, C Y E, THERE'S ABOUT 40 MILLION OF APPLICATIONS OF THOSE FEDERAL RELIEF. SO WHEN YOU BACK THAT OUT YEAR OVER YEAR, WE ARE VERY CLOSE IN TERMS OF NET INCOME. SO THAT WAS OUR OPERATING EXPENSES. ANY QUESTIONS SO FAR ON THE OPERATING EXPENSES? YEAH, I HAVE A QUESTION. OKAY. COMMISSIONERS, UM, ANY QUESTIONS FROM YOU ALL FIRST, UM, TELL ME ABOUT THE, IS THE VAN DILAN, UM, CONTRACT ALSO FOR THE SOUTH TERMINAL AS WELL? NO. SO THERE, THE SOUTH TERMINAL WILL RECEIVE 20, WILL HAVE TO HIRE 23 NEW EMPLOYEES, OR WILL THEY BE ALLOCATED FROM THE EXISTING EMPLOYEES? IT, IT WOULD, IT MIGHT BE A COM A COMBINATION OF BOTH. UH, WE HAVE TO KIND OF DETERMINE THAT, YOU KNOW, HOW, UH, THE STAFFING IS GONNA WORK AND IT, IT'S GONNA BE DETERMINED BY THE LEVEL OF FLIGHT ACTIVITY AT THE SOUTH TERMINAL. UM, WE DID GET SOME SCHEDULE CHANGES TO FRONTIER WHERE THEY ARE INCREASING THEIR FREQUENCIES TO, I BELIEVE LAS VEGAS AND, UM, WAS IT DENVER, I BELIEVE WAS THE OTHER ONE. SO WE'LL HAVE TO KIND OF LOOK AT THAT AND SEE WHAT THE REQUIREMENT THERE IN TERMS OF STAFFING, BUT WE WILL DO A COMBINATION OF BOTH IF WE HAVE TO. OKAY. AND THEN THE ADDITIONAL 3 MILLION IN LEGAL FEES, IS THAT RELATED TO THE SOUTH TERMINAL OR IS THAT JUST MOST OF IT WAS, WE ARE HOPING IT WOULDN'T CONTINUE INTO NEXT YEAR. WE'LL SEE . YEAH, SO MY, I GUESS MY QUESTION WAS FOR, FOR THOSE THE 23 ADDITIONAL EMPLOYEES FOR THE SOUTH TERMINAL AND FOR THE ADDITIONAL LEGAL FEES, IS THAT SOMETHING THAT, UM, THE, THE BUDGET SHOULD EXPECT FOR NOT ONLY FISCAL YEAR 24, BUT MOVING FORWARD FOR A YEAR OR TWO BEYOND THAT? WELL, THE 23 ADDITIONAL, UH, FTES MIGHT CONTINUE UNTIL WE CLOSE THE SOUTH TERMINAL. RIGHT. BUT THE LEGAL FEES, WE HOPE IT DOESN'T CONTINUE BEYOND THIS FISCAL, HOPEFULLY IT'S, YOU KNOW, ENDS THIS FISCAL YEAR, BUT I'M LOOKING AT TRACY ON THAT. BUT YEAH, SO THE LEGAL FEES SHOULD TECHNICALLY COME DOWN BECAUSE YOU GO BACK TO 2019 AND THE PAST, UM, LEGAL FEES HAVE BEEN UNDER $500,000. UM, SO, YOU KNOW, WE, WE DON'T KNOW WHAT ELSE WE MIGHT, UM, INCUR, BUT YOU KNOW, WE, WE HAVE SOME SAVINGS THERE IF IT DOESN'T MATERIALIZE. AND FOR, IN TERMS OF PAYROLL EXPENSES FOR CURRENT DEPARTMENT OF AVIATION EMPLOYEES MM-HMM. THE ONLY, UM, THEY CAN ONLY EXPECT THE 4% COST OF LIVING INCREASE, BUT NOT THE PREVIOUS, UM, UH, INCENTIVE PAY? NO, THE PREVIOUS INCENTIVE IS IN THERE. THE 10% RETENTION, THIS BUDGET RE IS BILLED ON THE 10% RETENTION. OKAY. UH, BONUS THAT WAS PUT IN PLACE. BUT THERE IS, UM, THERE IS SOME TALK AT THE COUNCIL LEVEL OF REDUCING THAT RETENTION AMOUNT UHHUH, SO I DON'T KNOW HOW THAT IS GONNA PLAY OUT. UM, SO IT'S JUST A FLUID SITUATION, BUT IT IS A FLUID SITUATION. IT'S BUDGETED FOR THOUGH, YES, IT IS BUDGETED FOR THE FULL 10% RETENTION. VERY GOOD. YES. OKAY. THANK YOU. YEAH. OKAY. OKAY. UH, I'LL GO TO THE NEXT SLIDE. I HAVE A LITTLE COUPLE OF SLIDES ON THE CAPITAL EXPENDITURE EXPECTATIONS FOR NEXT YEAR. UH, NEXT SLIDE PLEASE. SO NEXT YEAR'S PROJECTED CAPITAL SPEND IS ABOUT 235 MILLION. MOST OF THAT, AS YOU CAN SEE IN THAT LITTLE TABLE, IT'S, UM, UH, ALLOCATED TO A E D P, UH, PROJECTS LIKE THE B J T OPTIMIZATION, UH, THE B H SS SYSTEM, THE WESTGATE EXPANSION, YOU KNOW, WORK ON CONCOURSE B INITIAL, YOU KNOW, WORK ON CONCOURSE B AND THE MIDFIELD TAXIWAYS THAT ARE GONNA BE WHERE THE MOST OF THOSE EXPENDITURES ARE. AND THE OTHERS ARE LIKE RENEWAL AND REPLACEMENT. AND I LISTED THOSE PROJECTS, UH, WHERE THE SIGNIFICANT CAPITAL EXPENDITURES WE EXPECT IT TO BE IN THE, IN THE TABLE AT THE BOTTOM. OKAY. AND THE, FOR THE FIVE YEAR C I P THAT WE SUBMITTED TO THE CITY, UH, NEXT SLIDE. ME, SORRY. UH, YOU CAN SEE MOST OF THE INITIAL EXPENDITURES IN 24 AND 25 ARE RELATED TO THE B J T OPTIMIZATION AND THE MIDFIELD TAXIWAY PROJECTS, AND THEN THE EXPENDITURES GO INTO THE, UM, THE CENTRAL UTILITY PLANT AND ALSO CONCOURSE B EXPENDITURES START TAKING BIGGER PROPORTIONS OF THE TOTAL EXPENDITURES GOING FORWARD. I HAVE A CLARIFICATION QUESTION. YEP. ARE DESIGN FEES INCLUDED IN C I P FUNDING? YES. SO A LOT OF THESE ARE DESIGN FEES BECAUSE WE, THE, YOU WILL NOT BE BREAKING GROUND ON SOME OF THESE PROJECTS THAT ARE LISTED HERE RIGHT AWAY. WELL, IN THE, IN THE FIVE YEAR TIMEFRAME WE MIGHT BE, BUT NOT IN 2024. [00:25:01] LIKE CONCOURSE B RIGHT. WILL PROBABLY BE DESIGNED, BUT, UM, MAYBE THERE'LL BE CONSTRUCTION COSTS RELATED TO MAYBE THE MIDFIELD, TAXIWAY, SOME OF THE PRE-PLANNING AND PRE PREPARATION OF THAT, ET CETERA, WILL HAPPEN. GOT IT. THANK YOU. ALRIGHT, THAT WAS IT. THANK YOU. THIS WAS A TREMENDOUS AMOUNT OF WORK AND WE REALLY APPRECIATE YOUR SHARING WITH US. THIS WITH US. UM, COMMISSIONERS, ARE THERE ANY QUESTIONS? I WILL SAY FOR OUR PURPOSES, OH, HEY JONATHAN, JUST, JUST A SECOND HERE. UM, UH, I KNOW THAT WE, WE HAVE AN OPPORTUNITY AS A COMMISSION TO COMMENT ON THE BUDGET, AND THAT HAPPENS BEFORE THE CITY COUNCIL DECIDES THE BUDGET, BUT PRIOR TO WHEN YOUR BUDGET IS SUBMITTED TO THE CITY. MM-HMM. SO JUST THINKING FORWARD, YOU KNOW, NINE MONTHS, WHAT WE MIGHT LIKE TO RECOMMEND AS A BOARD MAY BE IMPORTANT TO START LOOKING AT BASED ON WHAT WE KNOW ABOUT THIS YEAR'S BUDGET. CERTAINLY EMPLOYMENT IS A BIG PART OF THIS PUZZLE, AND YOU'RE NOT ALONE AT THE AIRPORT AND STAFFING UP TO LEVELS THAT ARE REQUIRED, BUT ANYTHING TO INCENTIVIZE AND, AND, UM, YEAH, THAT OPPORTUNITY, I, I THINK WE MENTIONED IT WAS IN JANUARY, FEBRUARY OF THIS YEAR WHERE YOU WOULD'VE TO SUBMIT YOUR RECOMMENDATIONS TO THE BUDGET OFFICE. UM, THE BUDGET OFFICE LIKES TO CONSOLIDATE ALL THE RECOMMENDATIONS FROM THE, YOU KNOW, AND SO THEY CAN KEEP TRACK OF ALL THOSE THINGS. AND SO, UH, WE WILL REMIND YOU AGAIN IN THE NEXT BUDGET CYCLE OR WHEN THAT DEADLINE COMES UP AND YOU WOULD SUBMIT IT, THEY WOULD COPY US ON IT, BUT THEY MAKE SURE THAT WE ARE INCORPORATING THOSE SUGGESTIONS INTO OUR BUDGET. GREAT. BUT IT'S HARD TO MAKE A RECOMMENDATION WITHOUT A BASELINE UNDERSTANDING. AND NOW I THINK IF WE STUDY THIS, WE'LL BE ABLE TO UNDERSTAND IT A LITTLE BIT BETTER. WHAT'S HAPPENING? UM, COMMISSIONER KUHN, UH, I WAS JUST CURIOUS. YOU KNOW, WE, WE HAVE DATA THAT OBVIOUSLY WE KNOW WHAT OUR REVENUE IS FOR EMPLOYMENT. DO WE KNOW WHAT OUR PASSENGERS ARE PAYING FOR IMP EMPLOYMENT? DO WE GET THAT DATA FROM THE AIRLINES? I I BELIEVE THE FA DOES PUT AN AVERAGE, UM, PASSENGER TICKET, UM, INFORMATION OUT THERE. THEN MKI MIGHT KNOW A LITTLE BIT MORE ON THAT. YEAH. IF YOU'RE ASKING FOR SPECIFIC INFORMATION, JONATHAN, THAT'S, THAT'S, UH, REVENUE PER IN PLAIN PASSENGER THAT THE AIRLINE MAKES HERE LOCALLY. THAT'S NOT SOMETHING THAT THEY DISCLOSE. THEY KIND OF DILUTE THAT IN THEIR QUARTERLY EARNINGS CALLS OF WHAT THEY'RE MAKING SYSTEM-WIDE AND DIVIDED BY THE TOTAL AVAILABLE SEAT MILES THAT THEY FLY. UM, FARES IS WHAT RAJIV WAS, UH, WAS, UH, TALKING ABOUT. AND THAT'S IN THE BUREAU OF, OF, UH, TRANSPORTATION STATISTICS, THE V T S REPORTS. UM, AND I DON'T KNOW HOW MUCH OF A LAG THERE IS IN THAT DATA, BUT THERE IS LIKE AN AVERAGE FAIR STRUCTURE, UM, AVERAGE TICKET PRICE INFORMATION THAT'S AVAILABLE. WE CAN, WE CAN LOOK FOR THAT BY AIRPORT. THEY PROVIDE THAT. YEAH. SO WE CAN LOOK FOR THAT AND SHARE THAT INFORMATION. OKAY. THANK YOU. I, I UNDERSTAND THAT CORRECTLY THOUGH. LIKE BASICALLY WE DON'T KNOW WHAT OUR PASSENGERS ARE ACTUALLY PAYING. THE REASON I'M ASKING IS, YOU KNOW, IT SEEMS LIKE AS WE GET CAPACITY CONSTRAINT FARES ARE GOING TO INCREASE FOR OUR PASSENGERS, AND SO IT DOESN'T SOUND LIKE WE HAVE A WAY TO MEASURE HOW MUCH OUR PASSENGERS ARE ACTUALLY PAYING. THAT'S CORRECT. YEAH. WE DON'T HAVE ANYTHING INTERNALLY THAT IS SHARED WITH US BY THE AIRLINE. SO WE DO DEPEND ON THAT, UH, THE F A A DATA, UH, TO UNDERSTAND WHAT THE AVERAGE FAIR PRICES ARE AT VARIOUS AIRPORTS IN THE COUNTRY. AND WE WEREN'T, YOU KNOW, I MEAN, I THINK WE WERE PROBABLY MIDDLE OF THE ROAD THE LAST DATA THAT I SAW, BUT WE CAN SHARE THAT DATA WITH YOU. THANK YOU. UM, I'D LIKE TO RECOGNIZE COMMISSIONER BROCK IS ON THE LINE FOR THE ATTENDANCE FOR TODAY, AND ALSO I APOLOGIZE FOR NOT FORMALLY INTRODUCING OUR NEWEST COMMISSIONER PRESENT TODAY, COMMISSIONER FONG FONG. UM, AT THE SEPTEMBER MEETING, I'D LIKE TO GIVE YOU AND THE NEW COMMISSIONER ELLER AN OPPORTUNITY TO INTRODUCE YOURSELVES TO EVERYBODY, BUT THANK YOU FOR BEING HERE. OKAY. I'M GONNA MOVE ALONG TO, UH, UNLESS THERE ARE ANY MORE QUESTIONS FOR STAFF HERE, UM, MAYBE WE CAN PUT THEM IN WRITING IF WE DO, REGARDING THE BUDGET. I'M GONNA MOVE ON TO ITEM NUMBER [6. Briefing on required update to the Austin-Bergstrom International Airport Master Development Plan (MDP) Ordinance presented by Somer Shindler, Chief Officer, Planning and Development.] SIX. WE HAVE A VERY ROBUST, UM, AGENDA TODAY WITH A LOT OF STAFF INFORMATION, SO I WANNA SORT OF KEEP MOVING HERE. UM, SUMMER, WELCOME. SUMMER SCHINDLER IS GOING TO DISCUSS, UM, AN UPDATE TO THE, UM, A MASTER DEVELOPMENT PLAN ORDINANCE. THANK YOU. THANK YOU. GOOD AFTERNOON. I'M SUMMER SCHINDLER, CHIEF DEVELOPMENT OFFICER. WE'LL GO AHEAD AND GET STARTED WITH THE SLIDE, UM, PRESENTATION. UM, FIRST I JUST WANNA START OFF WITH A BRIEF HISTORY OF THE AIRPORT. I THINK, UM, UM, MANY OF YOU SAW THIS DURING, UM, YOUR, UH, ORIENTATION, UM, AT THE AIRPORT, [00:30:01] UM, BUT DID A, JUST A, A REMINDER THAT, UH, WHEN THE, THE TRO AIR FORCE BASE WAS DECOMMISSIONED IN 1993 AND CONVERTED TO A B I A AS PART OF THE BRAC PROGRAM. AND THIS IS REALLY KIND OF THE BASIS OF THIS ORDINANCE, UM, AND OF ITSELF AS, UM, THE, UH, COLLECTIVE, UM, UM, VARIANCES THAT YOU WOULD HAVE TO HAVE TO, UM, TO, UH, OPEN AN, AN AIRPORT, A COMMERCIAL AIRPORT. UM, WE'LL GO TO THE NEXT SITE PLEASE. SO, A LITTLE BIT OF HISTORY ABOUT THE ORDINANCE. IT WAS PASSED IN 1994 WITH THE PRE-APPROVED VARIANCES TO THE, UM, LAND DEVELOPMENT CALLED THE L D C NECESSARY TO CONSTRUCT AN AIRPORT FOLLOWING THE F A A GUIDELINES AND A WATER QUALITY COMPLIANCE PLAN THAT GOVERNED THE DRAINAGE OF THE DEVELOPMENT FOR LARGELY ADMINISTRATIVE PURPOSES. IT WAS ALSO, IT ALSO ADDRESSED CODE VARIANCES NECESSARY TO CONVERT A BASE TO CITY OWNED PROPERTY. IN 2012, AN UPDATE TO THE M D P ADDRESSED CHANGES IN DRAINAGE PLANNING REQUIREMENTS AS WELL AS FUTURE DEVELOPMENT NEEDS AS A U S KNEW THEM AT THE TIME, IT STATED THAT THE ORDINANCE BE REVIEWED EVERY 10 YEARS. IN 2022, A U S D S D AND WATERSHED BEGAN THE REVIEW OF THE ORDINANCE TO ADDRESS ANY UPDATES TO THE CODE DRAINAGE REQUIREMENTS. AND NOW BECAUSE WE HAD IT, UM, KNEW THAT A, A VERY DETAILED 10 YEAR DEVELOPMENT PLAN. GO TO THE NEXT SLIDE, PLEASE. THE M D P SERVES AS REGULATORY FRAMEWORK TO GUIDE DEVELOPMENT WITHIN THE AIRPORT BOUNDARY. IT SERVES AS AN OMNIBUS POPULATION OF PRE-APPROVED VARIANCES TO CERTAIN SECTIONS OF THE CODE IF NEEDED, PROVIDING CLARITY FOR CODE REVIEWERS WHEN REVIEWING, BUILDING, AND SITE PLANS FOR NEW REDEVELOPED AND EXISTING INFRASTRUCTURE. GO TO THE NEXT SLIDE, PLEASE. THE REVIEW AND ADOPTION IS MAINLY ADMINISTRATIVE AND IN IT'S NECESSARY FOR CODE REVIEWERS. THE M D P ESTABLISHES CONSISTENT PERMITTING REQUIREMENTS FOR NEW REDEVELOPMENT, REDEVELOPED, AND EXISTING INFRASTRUCTURE FOR A LONG TERM IN OUR THIS CASE, A 10 YEAR DEVELOPMENT. THE TIMING OF THIS REVIEW ALIGNS WITH THE A E D P, WHICH ALLOWED FOR A MUCH MORE DETAILED REVIEW. UM, BECAUSE OF THE POTENTIAL DEVELOPMENT CHANGES IN IN ADDITIONS ARE MORE DEFINED THAN PREVIOUSLY. IT IS IMPORTANT TO NOTE THAT THIS ORDINANCE ALIGNS FUTURE AND NEW DEVELOPMENT WITH CURRENT CITY CODE. DUE TO UPDATES OF WATER DRAINAGE CODE ELEMENTS, IT WAS NECESSARY TO DEFINE CERTAIN SECTIONS FOR THE CODE REVIEWERS FOR CLARIFICATION, WE'LL GO TO THE NEXT SLIDE AND, UM, I'LL GO THROUGH EACH ONE OF THE PROPOSED VARIANCES. UM, WE, UM, WE'VE GOT INFORMATION FROM LAW THAT WHEN, UM, THE ORDINANCE GOES TO, UM, PLANNING COMMISSION ON AUGUST 22ND, WE WILL HAVE THAT DRAFT ORDINANCE, UM, DONE WITH ALL THE BACKUP EXHIBITS IN THERE AS WELL. SO THAT SHOULD BE, UM, READY BEFORE THAT MEETING. UM, START WITH THIS ONE. WITH THESE, UM, THE VARIANCES TO, UM, SECTION 25 22, UM, MULTIPLE STRUCTURES FROM THE STROM AIR FORCE BASE REVERTED TO THE CITY OF AUSTIN AS PART OF THE BASE REALIGNMENT. AS FEDERAL STRUCTURES MOST WERE EXEMPT FROM CITY REQUIREMENT TO OBTAIN A SITE DEVELOPMENT PERMIT. THIS ALLOWS A US TO USE THE AIRPORT'S MASTER SITE PLAN AS THE PROJECT SITE PLAN TO OBTAIN BUILDING DEMOLITION PERMIT FOR EXISTING AIR FORCE STRUCTURES OVER 10,000 SQUARE FEET. ALL LAND DEVELOPMENT AND BUILDING DEMOLITION WILL ADHERE TO THE LAND DEVELOPMENT CODE, AND IN AN INDIVIDUAL SITE DEVELOPMENT PERMIT WILL BE ATTAINED FOR SECTION 25 2. REGARDING ZONING SUB CHAPTER E, THIS REQUESTED BY, UM, DEVELOPMENT SERVICES DEPARTMENT D S D, THE VARIS CLEARLY STATES THAT A U S WILL ENSURE SUSTAINABLE CONSTRUCTION PRACTICES AS IT GROWS IN THE CAMPUS WIDE PEDESTRIAN PATH SYSTEM. THIS JUST ALIGNED CITY CODE TO SIMPLIFY SAN SITE PLAN REVIEW AND SECTION 25 5 44. IT'S AN ADMINISTRATIVE IN NATURE AND DICTATES HOW TO SUBMIT SITE PLAN APPLICATIONS FOR REVIEW GIVES ADDED FLEXIBILITY FOR REDEVELOPMENT OF A LARGE, COMPLICATED SITE THAT WAS BUILT WITH OVER 100 INDIVIDUAL SITE PLANS. THIS ALLOWS FOR OVERLAPPING SITE PLANS UNDER REVIEW CONCURRENTLY, WE'LL GO TO THE NEXT SITE PLEASE FOR SECTION 25 DASH FIVE DASH 81 A U S HAS A MASTER SITE PLAN ENCOMPASSING THE ENTIRE 4,200 ACRE CAMPUS THAT ILLUSTRATES EXISTING AND ULTIMATE BUILD OUT CONDITIONS ON A LONGER PLANNING TIMEFRAME THAN A SMALL INDIVIDUAL DEVELOPMENT. THE MASTER SITE PLAN WILL HAVE PERIODIC REVIEW AT LEAST EVERY 10 YEARS AMONG D S D, UM, WATERSHED PROTECTION DEPARTMENT AND A U S MASTER SITE PLAN WILL CONTINUE TO BE UPDATED AS DEVELOPMENT AND REDEVELOPMENT OCCURS ON SECTION 25 DASH 7 15 2. THIS IS ADMINISTRATIVE IN NATURE AS IT EXEMPTS THE CITY FROM ISSUING FLOODPLAIN EASEMENTS TO ITSELF. A U S COMPLIES WITH ALL FLOODPLAIN REQUIREMENTS AND OTHER SETBACKS REQUIRED BY THE LAND DEVELOPMENT CODE AND WILL CONTINUE TO PROVIDE UNINTERRUPTED ACCESS TO THE FLOODPLAIN ADMINISTRATOR. NEXT [00:35:01] SLIDE, PLEASE. SUBSECTIONS B THREE AND C OF SECTION 25 DASH EIGHT DASH TWO 11. THIS EXEMPTS NEW OR REDEVELOPMENT AIRCRAFT TAXI LINKS FROM THE REQUIREMENT TO PROVIDE WATER QUALITY CONTROL. IF THE EQUIVALENT AMOUNT OF EXISTING IMPERVIOUS COVER THAT CURRENTLY DOES NOT RECEIVE WATER QUALITY TREATMENT IS REMOVED AND RESTORED. I MEAN, IT'S, IT'S IMPORTANT TO NOTE THAT A U S CURRENTLY HAS A TRACKING REPORT THAT TRACKS ALL IMPERVIOUS COVER, UM, AS A CAMPUS, UM, WE CURRENTLY HAVE 27% IN IMPERVIOUS COVER. AND, UM, WITH OUR CURRENT 10 YEAR PLAN, WE SEE THAT MAY GOING UP TO, UM, POTENTIALLY 30% SUBSECTION A OF SECTION 25 DASH 8 23. THIS ALLOWS VEGETATED FILTER STRIPS. OH, APOLOGIES ABOUT THAT, UM, LITTLE EXPLANATION ON TAXI LANES. TAXI LANES ARE NOT HIGH POLLUTANT AREAS AS THE AIRCRAFT OR EQUIPMENT ARE NOT, ARE NOT PARKED OR STAGED IN TAXI LANES. ACTIVITIES LIKE DEICING AND FUELING HAPPENS AT THE GATES WHERE A U S HAS STRICT PROTOCOLS AND POLICIES IN PLACE REGARDING SPILLS AND CONTAINMENT IN THAT AREA. SUBSECTION A OF SECTION 25 DASH EIGHT DASH TWO 13, THIS ALLOWS VEGETATED FILTER STRIPS AT THE WATER QUALITY CONTROL FOR RUNWAY AND TAXIWAY PAVEMENT TO COMPLY WITH F A A SAFETY REQUIREMENTS AND PREVENT WILDLIFE ATTRACTANTS NEAR RUNWAYS. AND TAXIWAYS VEGETATED FILTER STRIPS ARE PREFERRED OVER LARGE QUAL LARGE QUALITY PONDS. A U S HAS A LARGE GREEN SPACE IN VEGETATED INFILL AREAS BETWEEN AIRFIELD PAVEMENTS, AND THAT'S PART OF AIRFIELD DESIGN STANDARDS. NEXT PAGE, PLEASE. SUBSECTION B TWO A SECTION 25 DASH EIGHT DASH TWO THREE OF THE CODE. THIS VARIANCE LIMITS STORM WATER CAPTURE VOLUME TO THE FIRST HALF INCH OF RUNOFF FOR THE CONSTRAINED DEVELOPMENT AREA IN COMPLIANCE WITH CODE AT THE TIME OF THE ORIGINAL AIRPORT DEVELOPMENT. ALL AREAS DEVELOPED OUTSIDE OF THE CD C D A, THE CONSTRAINED DEVELOPMENT AREA WILL ADHERE TO NEWER CODE C D A, UM, REDEVELOPMENT IN THIS AREA. FOR THE EXISTING INFRASTRUCTURE, JUST AS WHY WE PUT THIS IN HERE, IT WILL, IF WE REDEVELOP THIS AREA, THIS WILL CALL SIGNIFICANT INTERRUPTIONS TO THE AIRPORT OPERATIONS. THE C D A INCLUDES THE OPERATIONAL AREAS OF THE AIRPORT TERMINAL CIRCULATION, PARKING, AIRCRAFT STAGING, AND TAXING FOCUS FOR THE WATER QUALITY CAPTURE IS THE HIGH POLLUTANT AREAS OF THE C D A, WHICH INCLUDES THE GATE AREAS WHERE I MENTIONED WHERE AIRCRAFT DEICING OCCURS. HALF INCH CAPTURE IS APPLIED TO THE C D A WITH COMPENSATORY TREATMENT IN AREAS OUTSIDE OF THE DEFINED C D A FOR OVERALL QUALITY TREATMENT AREAS ON THE CAMPUS. AND WE CAN GO TO THE NEXT SLIDE AND THAT WILL SHOW THE LIMITS OF WHERE THE C D A ACTUALLY IS WITHIN THE, THE RED PARK. SO IN THAT PRE-DEVELOPED AREA, UM, THAT IS WHERE, UM, THE, THE VARIANCES OCCUR TO THAT EXISTING DEVELOPMENT INFRASTRUCTURE THERE, UM, FOR THAT WATER CAPTURE. AND THAT WATER CAPTURE IS ABOUT WATER QUALITY ONLY, UM, OF THE TREATMENT. WE'LL GO TO THE NEXT SLIDE. THIS IS SECTION 25 DASH EIGHT DASH 2 61 OF THE CODE. THIS ALLOWS DEVELOPMENT IN THE CRITICAL WATER QUALITY ZONE. WE'LL GO TO THE NEXT SLIDE JUST SO THAT YOU CAN GET A BETTER VIEW OF WHAT THIS LOOKS LIKE. UM, HERE, UM, SEVERAL CHANNELS WITHIN ARE ADJACENT TO THE AIRPORT OPERATIONS AREA. THE A O A ARE MANMADE CHANNELS THAT SERVE LARGE DRAINAGE AREAS, AND PER F A A CODE HAVE REQUIRED SETBACKS. WE WANNA HIGH HIGHLIGHT THOSE AREAS. YOU'LL SEE HERE NEAR THE RUNWAYS AND THE SPIRIT OF TEXAS ROADWAYS. THEY'RE HIGHLIGHTED IN ORANGE. AND THOSE ARE THE AREAS THAT OVERLAP IN THE CRITICAL WATER QUALITY ZONE. AND THOSE AREAS ARE, UH, IT'S IMPORTANT. THESE ARE MANNED MADE, ESSENTIALLY DITCH DITCHES OR, UM, CONCRETE DITCH AREAS OR, UM, MANMADE DITCHES BETWEEN THE RUNWAYS. UM, AND THIS, BECAUSE OF THEIR SIZE, THEY ACTUALLY CREATED, UM, WATER QUALITY ZONE. THESE SPECIFIC CHANNELS CANNOT HAVE REPAIRING ZONES OR CRITICAL ENVIRONMENTAL FEATURES DUE TO THE PROXIMITY TO THE RUNWAYS OR AIRCRAFT. TAXIWAYS AND APRONS HIGHLIGHTED IN THE GREEN AREAS ARE AREAS THAT A U S WILL EXPAND THE CRITICAL WATER QUALITY ZONE. UM, SO WE WILL GO ABOVE AND BEYOND WHAT CODE REQUIRES AROUND NATURAL WATERWAYS AND CREEKS. OKAY, WE'LL GO TO THE NEXT SLIDE. THIS IS SECTION, UM, VARIANCES SECTION 25 DASH EIGHT DASH 3 41 FOR CUT, CUT, AND FILL REQUIREMENTS, AS WELL AS SECTION 25 DASH 8 3 42. THIS ENSURES A U SS CAN DEVELOP THE AIRFIELD AND SURROUNDING SUPPORT INFRASTRUCTURE IN COMPLIANCE WITH F A A AIRFIELD DESIGN CRITERIA AND ENSURE THAT THE F A A REQUIREMENTS FOR LINE OF SIGHT AND HEIGHT RESTRICTIONS ARE MET. THIS IS, FOR EXAMPLE, RUNWAYS NEED TO BE FLAT AND REQUIRE LEVELING [00:40:01] TO A DEGREE OUTSIDE OF THE DESIGN STANDARDS. THE GRADING AND DRAINAGE INFRASTRUCTURE IS MODELED IN STORMWATER MANAGEMENT MODEL TO ENSURE NO ADVERSE DOWNSTREAMS ARE IMPACTED DUE TO ANY VARIANCES THAT WE MAY ALLOW. SO THIS IS NOT GUARANTEED, UM, UH, VARIANCE THAT GETS APPROVED. IT'S DOES ALLOW US IF NEEDED TO ABIDE BY F A A REGULATIONS SECTION 25 DASH EIGHT DASH 6 24, SECTION 25 DASH 8 6 42 AND SECTION 25 DASH 8 6 43. THIS SPECIFIES THE, THE TREE TRIMMING REMOVAL WORK DONE WITHIN A RIPARIAN OR CRITICAL WATER QUALITY ZONE BE PERFORMED USING THE LEAST INVASIVE MEANS. AVAILABLE MITIGATION MEASURES WILL INCLUDE ANNUAL TREE PLANTING ON A U S PROPERTY OUTSIDE AN AIRCRAFT SAFETY AREA, AND PROTECTED AIRSPACE. THIS ONLY APPLIES TO AREAS WHERE TREES ENCROACH ON PROTECTIVE AIRSPACE PRESENTING AN IMMINENT HAZARD TO LIFE OR PROPERTY. AND THE LAST ONE, UH, LAST VARIANCE, UM, TO, UH, CHAPTER 25 DASH NINE IS THE RETROFIT AND EXISTING OF APPROXIMATELY 750,000 SQUARE FOOT TERMINAL TO MEET THEIR WATER REUSE CODE REQUIREMENTS WOULD, UM, CAUSE SUBSTANTIAL, UM, OPERATIONAL IMPACT TO THAT INFRASTRUCTURE OF THE EXISTING BARBARA JORDAN. IT'S IMPORTANT TO NOTE THAT THE NEW CONCOURSE AND ANY NEW VERTICAL STRUCTURE, ANY INFRASTRUCTURE LIKE THE CENTRAL UTILITY PLANT, THE PARKING GARAGES AND ANY OTHER FACILITIES THAT TRIGGER THE REQUIREMENTS WILL COMPLY WITH A WATER FORWARD CONSERVATION REQUIREMENT. AND WE'LL EITHER USE RAINWATER HARVEST HARVESTING OR RECLAIMED WATER FOR TOILET FLUSHING. SO THIS JUST REALLY EXCLUDES THE EXISTING INFRASTRUCTURE AT THE BARBARA JORDAN TERMINAL. GO TO THE NEXT SLIDE, PLEASE. THERE ARE COMMITMENTS TO A U S IS IS MAKING, UM, JUST AS THE INCREASED BUFFER ON THE CRITICAL WATER QUALITY ZONE, UM, THAT ARE ABOVE AND BEYOND. SO WATER CONSERVATION MEASUREMENT FOR NEW CONCOURSE AND OTHER NEW DEVELOPMENT WILL COMPLY WITH WATER FORWARD CONSERVATION REQUIREMENTS. WE HAVE A COMMITMENT UP TO $10 MILLION IN PROJECTS TO, TO FOR WATER QUALITY IMPROVEMENTS. AND THEN WE HAVE ALSO, BASED OFF THE RECOMMENDATION OF THE ENVIRONMENTAL COMMISSION, UM, WE DO PERFORM WATER QUALITY TESTING, BUT WE WILL, UM, UH, GO WITH POSTING THOSE RESULTS ON OUR WEBSITE AS WELL. AND YOU CAN SEE SOME PICTURES OF THE TYPES OF PROJECTS, UM, THAT THIS TEAM DOES AND THAT THE PRO THE PROJECTS THAT WE, WE DO, WE CREATE WITH WATERSHED AS WELL. AND WE'LL GO TO THE, THE NEXT SLIDE AND TALK A LITTLE BIT ABOUT OUR COMMUNITY OUTREACH ACTIVITIES. GOOD AFTERNOON COMMISSIONERS. KYLE CARVELL. UH, I KNOW I'M A NEW FACE TO THE COMMISSION. I AM THE AIRPORT RELATIONS OFFICER. UH, MY ROLE AT THE AIRPORT IS TO STAND UP A COMMUNITY AFFAIRS PROGRAM, WHICH INCLUDES COMMUNITY ENGAGEMENT, COMMUNITY OUTREACH, AND EFFECTIVELY BUILD BETTER TRUST AND RELATIONSHIPS WITH OUR NEIGHBORS AND WITH THE COMMUNITY AT LARGE. AND SO IN THAT VEIN TODAY, I HAVE A COUPLE OF SLIDES I'M GONNA GO OVER WITH YOU ON WHAT WE'VE DONE OVER THE PAST, UH, MONTH FOR THE M D P ORDINANCE UPDATE. UH, ABOUT A MONTH AGO, AS YOU'RE ALL FAMILIAR WITH, THERE WAS THE ENVIRONMENTAL COMMISSION MEETING WHERE THIS ITEM CAME BEFORE, UH, THAT BODY AHEAD OF THAT MEETING. THERE WAS AN EMAIL FROM THE COMMUNITY, UH, WITH, UH, A NUMBER OF NOTED CONCERNS. WE WORKED WITH SUMMER'S TEAM TO RESPOND TO ALL OF THOSE CONCERNS AND QUESTIONS, UH, OUTLINING ALL OF THE INFORMATION, UH, THAT YOU JUST HEARD FROM SUMMER AND ADDRESSING, UH, SOME OF THOSE SPECIFIC, UH, CONCERNS. WHAT WE REALLY WANTED TO DO WITH THAT EMAIL WAS TO REITERATE WHAT THIS ORDINANCE IN THIS UPDATE IS DOING AND WHAT IT IS NOT DOING. UM, WE WANTED TO MAKE SURE WE WERE ACKNOWLEDGING WHAT THOSE CONCERNS WERE AND PROVIDE WHATEVER ASSURANCES WE COULD TO THE PUBLIC. AND SO I THINK MOST OF YOU GOT A COPY OF THAT EMAIL. IF YOU DIDN'T, I'M HAPPY TO SEND IT TO YOU. UM, CERTAINLY THAT WAS NOT THE ONLY ACTIVITY THAT WE DID WITHIN THE VEIN OF COMMUNITY ENGAGEMENT, UNDERSTANDING THAT THE RECIPIENTS OF THOSE EMAILS, UH, THAT EMAIL WAS WASN'T THE FULL COMMUNITY AROUND THE AIRPORT. WE REACHED OUT TO A NUMBER OF DIFFERENT KNOWN NEIGHBORHOODS THAT WE'RE WORKING TO BUILD BETTER RELATIONSHIPS WITH TO MAKE SURE THAT THEY SAW THOSE QUESTIONS, OUR RESPONSES, AND MAKE SURE THAT THEY KNEW THAT WE WERE HERE TO ANSWER ANY QUESTIONS THAT THEY HAD. NEXT SLIDE. ANOTHER ACTIVITY, UH, ABOUT FOUR WEEKS AGO. SO NEARLY A MONTH, WE STOOD UP A DEDICATED WEBSITE USING PUBLIC INPUT.COM. THIS IS A TOOL THAT A NUMBER OF CITY DEPARTMENTS USE TO HAVE, UM, COMMUNITY ENGAGEMENT INITIATIVES TO SHARE INFORMATION AND OF, OF COURSE TO RECEIVE FEEDBACK FROM THE COMMUNITY. SO IF YOU GO TO THAT SITE, YOU WILL SEE KIND OF A DISTILLED VERSION OF WHAT'S BEING PROPOSED WITH THE M D P ORDINANCE UPDATE. UM, THAT ALSO INCLUDES A BREAKDOWN OF EACH VARIANCE, WHICH SUMMER JUST DID, AND REALLY DIVES INTO AGAIN, WHAT THIS IS DOING AND WHAT IT IS NOT DOING, UH, AND HOW IT MAY OR MAY NOT IMPACT THE COMMUNITY. SO ON THAT WEBSITE, UH, PLEASE FEEL FREE TO SHARE THAT WITH YOUR CONSTITUENTS, WITH YOUR COMMUNITY PARTNERS, AND WITHIN YOUR NETWORK. WE REALLY WANT TO BE [00:45:01] VERY TRANSPARENT AND OPEN ON WHAT IS BEING PROPOSED. AND SO SINCE THE LAUNCH OF THIS WEBSITE, WE'VE GOTTEN ABOUT 300 UNIQUE VISITORS. UH, WE HAVE NOT GOTTEN ANY QUESTIONS OR COMMENTS TO THIS POINT, BUT WE'RE STILL ACTIVELY SOLICITING THOSE. AND, UH, ANYTHING THAT WE DO RECEIVE, WE'LL BE SURE TO RESPOND TO AND OF COURSE, SHARE WITH ANYONE WHO'S INTERESTED. NEXT SLIDE. THESE ARE SOME SCREEN GRABS FROM THE WEBSITE, AS YOU CAN SEE. AND AS YOU KNOW, UH, THERE'S A LOT OF VARIANCES THAT WE JUST WENT THROUGH AND TRYING TO BREAK THOSE DOWN INTO SIMPLE TERMS THAT SOMEONE LIKE ME AS A LAYPERSON CAN UNDERSTAND, UH, WAS A TASK. BUT WE KNOW WITH THIS TECHNICAL INFORMATION, WE NEED TO BE TRANSPARENT AND WE NEED TO MAKE SURE THAT WE ARE BEING, UH, EFFECTIVE COMMUNICATORS WITH THE COMMUNITY. AND SO THIS IS JUST AN EXAMPLE OF SOME OF THE INFORMATION THAT WE'RE SHARING AND WE'RE HOPEFUL THAT THE COMMUNITY CAN SEE THIS, UH, AND REACH OUT TO US WITH ANY QUESTIONS. NEXT SLIDE. LAST SLIDE HERE. THIS IS JUST KIND OF A WRAP UP OF WHAT THOSE ACTIVITIES HAVE LOOKED LIKE. UH, WE'VE NOTIFIED, NOTIFIED 300 PLUS RESIDENTS OF THE WEBSITE ANSWERED QUESTIONS, UH, THAT HAVE BEEN PROPOSED TO US. WE'VE CROSS PROMOTED THE WEBSITE AND INPUT OPPORTUNITIES WITH OUR PARTNERS IN THE DISTRICT TWO OFFICE. WE'D LIKE TO THANK THEM FOR THAT. UH, WE'VE PROMOTED THE SITE ON OUR SOCIAL MEDIA FEEDS, WHICH HAVE A LARGE FOLLOWING AT THE AIRPORT, AND WE'VE OFFERED IN-PERSON MEETINGS TO MULTIPLE NEIGHBORHOOD ASSOCIATIONS. SO THE NEXT BIG TOUCH POINT IS GOING TO BE THIS COMING MONDAY, UH, AIRPORT, UH, STAFF IS JOINING WITH WATERSHED PROTECTION TO GO TO THE SOUTHEAST COMBINE, UH, SOUTHEAST COMBINED NEIGHBORHOOD PLANNING CONTACT TEAM. GOT IT. UH, THEIR MONTHLY MEETING TO SHARE INFORMATION. AND WE ACTUALLY JUST HAD A MEETING WITH THEM TODAY AT, UH, THE LOCATION FOR THAT, UH, MEETING. I BELIEVE IT'S AT THE SOUTHEAST BRANCH LIBRARY ON KNUCKLES CROSSING IN SOUTHEAST AUSTIN. SO WE'LL BE PROVIDING A PRESENTATION TO THEM, RECEIVING FEEDBACK, AND MAKING SURE THAT WE ANSWER ANY QUESTIONS AND ADDRESS ANY CONCERNS ABOUT WHAT'S BEING PROPOSED TO THE COMMUNITY. UH, OBVIOUSLY THERE ARE OTHER TOUCH POINTS WITH THE PLANNING COMMISSION AND THEN EVENTUALLY GOING TO CITY COUNCIL. SO THOSE ARE OPPORTUNITIES FOR THE COMMUNITY TO COMMENT AS WELL. HAPPY TO ANSWER ANY QUESTIONS. THANK YOU VERY MUCH FOR BRINGING THAT FORWARD. UM, WE'LL HAVE AN OPPORTUNITY NEXT MONTH TO, UM, DISCUSS AND PO AND RECOMMEND THIS PRIOR TO COUNCIL'S VOTING ON IT. IT'S A 10 YEAR COMMITMENT TO UNRAVELING SOME VARIANCES AND, YOU KNOW, CODE REQUIREMENTS THAT, UM, IN TERMS OF RESILIENCE CAN BE TROUBLING FOR THOSE LIVING WITHIN A MILE OR TWO OF THE AIRPORT. UM, BUT I REALLY APPRECIATE THE TRANSPARENCY AND USING PLAIN LANGUAGE WHERE POSSIBLE TO EXPLAIN THIS TO US AND MEMBERS OF THE PUBLIC. UM, ARE THERE ANY QUESTIONS FROM YOU ALL AT THIS TIME? WOW. WELL, UM, WHAT TIME, WHAT TIME IS THE NEIGHBORHOOD PLANNING CONTACT TEAM MEETING ON MONDAY? I BELIEVE THAT IT'S AT 6:30 PM OKAY. AND THAT'S AT THE SOUTHEAST LIBRARY ON KNUCKLES CROSSING. WE DID GET A CORRESPONDENCE FROM ANNA AGUIRE WHO IS THE, UM, CHAIR OR THE PRESIDENT OR WHATEVER THE, THE, OF THAT TEAM JUST NOW. AND ONE OF THE THINGS THAT SHE STRESSED IS TO MAKE SURE THAT THE EQUITY OFFICE IS AWARE OF THIS. UM, WE KNOW THIS IS CRITICAL INFRASTRUCTURE, WE KNOW THAT THIS IS IMPORTANT TO MOVE FORWARD QUICKLY, BUT AGAIN, UM, THE MORE INFORMATION THAT YOU PROVIDE TO US UP AHEAD OF TIME, THE BETTER FOR OUR UNDERSTANDING OF WHAT, UM, THE PUBLIC HAS AGREED TO, TO, TO MAKE THIS HAPPEN TO CAREFULLY AND SAFELY. YOU'VE DONE A GOOD JOB SO FAR, AND, UM, I'M GONNA LET SECRETARY ROSE HAVE A FEW COMMENTS. GREAT. I'LL BE, I'LL BE BRIEF. I JUST WANNA UNDERLINE OUR COLLECTIVE. THANKS FOR ALL THE HARD WORK. I KNOW THAT THIS HAS BEEN A BIG PROCESS AND THESE NEXT FEW WEEKS ARE VERY CRITICAL. UH, I WOULD ONLY ADD THAT WE, ALL OF US AS COMMISSIONERS AND ALL OF US AS A GENERAL AUSTIN CITY OF AND REGION PUBLIC REALLY BELIEVE THE, UM, PACE OF THE EXPANSION IS IMPORTANT. AND, UM, WE ALSO INHERENTLY UNDERSTAND THAT THESE ARE IMPORTANT PIECES OF THAT IMPORTANT GOAL. SO WE, UH, WE LOOK FORWARD TO THESE NEXT STEPS. I, I SUPPOSE MADAM CHAIR, WE'VE GOT A A DISCUSSION ON THIS NEXT MONTH AND THEN QUICKLY TO COUNCIL, RIGHT? YES. GREAT. WELL, HERE'S TO QUICKLY TO COUNCIL AND THANK YOU FOR ALL YOUR HARD WORK. AND I WOULD ENCOURAGE ALL THE COMMISSIONERS TO REVIEW THIS INFORMATION AS WELL AS THE BUDGET INFORMATION AT YOUR OWN LEISURE TO, UM, GET FAMILIAR WITH IT BECAUSE IT'S GONNA GET VERY COMPLICATED VERY QUICKLY, AS YOU CAN SEE BY THE LIST OF PROJECTS COMING FORWARD. AND WE CANNOT SLEEP THROUGH THIS. I MEAN, WE HAVE GOT TO DO OUR PART TO PARTICIPATE AS COMMISSIONERS. ANY COMMENTS OR QUESTIONS? UH, COMMISSIONER HENDRICKS OR KON OR [00:50:01] BROCK? OKAY. THANKS SO MUCH. THANK YOU SO MUCH. THANK YOU. AND GOOD LUCK WITH EVERYTHING. WE WILL, UM, BE WATCHING WHAT HAPPENS AT THE PLANNING COMMISSION AS WELL, AND I WANNA THANK WATERSHED YOU FOR, UM, WORKING WITH WATERSHED PROTECTION AND DEVELOPMENT SERVICES TO FIND SOMETHING THAT THEY CAN AGREE TO AS WELL. FOR A 10 YEAR COMMITMENT. YES. OKAY. THANK YOU. YOU'RE WELCOME. THANKS. SUMMER. ARE YOU, I'VE GOTTA FIND THE AGENDA NOW. I HAVE SO MANY PIECES OF PAPER. OH DEAR. WHAT DID I DO WITH, OH, I'M SO SORRY. YOU'RE HERE. WE'RE, OH, I'M, I'M, I'M, PARDON ME. EXCUSE ME. HERE WE ARE. WE'RE UP TO ITEM NUMBER 5 7 7. OKAY. HOLD ON. DID I, I JUST WANT THE, I TURNED THE PAGE JUST TO KEEP, TO FOLLOW ALONG, BUT I JUST LIKE THE AGENDA IN FRONT OF ME. OKAY. ITEM NUMBER SEVEN IS A BRIEFING ON ALTERNATIVE [7. Briefing on alternative delivery methodology for upcoming procurements in support of the Airport Expansion & Development Plan presented by David Smythe-Macaulay, Project Manager, Department of Aviation.] DELIVERY METHODOLOGY FOR UPCOMING PROCUREMENTS AND SUPPORTIVE AIRPORT EXPANSION DEVELOPMENT PLAN PRESENTED BY DAVID SMYTH, MCCAULEY, PROJECT MANAGER, DEPARTMENT OF AVIATION COMMISSIONERS. I REQUESTED THIS FOR THOSE WHO ARE NOT IN THE PROJECT MANAGEMENT WORLD, BECAUSE THEY WILL ASK FOR THINGS LIKE C M R OR DB R. THIS WAY WE KNOW WHAT YOU'RE TALKING ABOUT BEFORE YOU DO IT. HELLO, DAVID. THANK YOU. GOOD AFTERNOON, COMMISSIONERS. UM, SO I'LL JUST JUMP STRAIGHT INTO THIS, UM, PRESENTATION 'CAUSE I KNOW WE'RE PRESSED FOR TIME. UH, THE FIRST NEXT SLIDE, PLEASE. UM, ACTUALLY I THINK WE DID, WE MISS, UH, THE 12 MONTH PROCUREMENT SCHEDULE SLIDE. DAVID, I, IT'S IN THE, THE, THE OLD ONE IS IN THE PACKET. UH, SO JUST THE ONE WAS SENT AS AN AMENDMENT, A QUICK AUDIBLE. SO WE HAVE MADE COPIES, HARD COPIES AVAILABLE FOR THE COMMISSIONERS. IT'S AN UPDATED, UM, SCHEDULE LOOKOUT. THAT'S SLIDE NUMBER TWO. SO DISREGARD THE ONE THAT'S IN YOUR PACKET NOW. AND I THINK YOU ALL SHOULD HAVE THE HARD COPY IN FRONT OF YOU. IT'S THE ONE THAT SAYS 12 MONTH ON IT, AND THE ORIGINAL ONE DOESN'T HAVE 12. THERE YOU GO. YEP. JUST FOR CLARIFICATION. OKAY. AND, UM, THERE WERE SOME MY, UM, CHANGES FROM THE ORIGINAL OR TO THE CURRENT, UH, 12 MONTH PROCUREMENT SCHEDULE. UH, WE COMBINED SOME PROJECTS, UH, MOVED, UH, A BUNCH OF PROJECTS UP, UH, TO AN EARLIER START. AND, UH, ALSO ADDED TWO NEW PROJECTS, UH, TO THAT 12 MONTH LIST. AND SEVERAL, UH, A FEW PROJECTS GOT MOVED OUT, UH, BEYOND THE 12 MONTH. OKAY. SO STARTING WITH THE DESIGN BID BUILD, UH, METHOD, UH, FOR DELIVERY METHODS, THAT IS OUR STANDARD DELIVERY METHOD. AND FROM THERE, EVERYTHING IS A VARIATION OF THAT DESIGN BID BUILD METHOD. AND I'LL KIND OF GO INTO REAL QUICKLY, UH, IT STARTS WITH THE OWNER AND THE OWNER CONTRACTS WITH A DESIGN PROFESSIONAL FIRM TO PROVIDE CONSTRUCTION DOCUMENTS, AND THEN THEY HIRE A CONTRACTOR THAT BIDS ON THOSE CONSTRUCTION DOCUMENTS TO PROVIDE THE, UH, VENDORS AND SUBCONTRACTORS TO BUILD A FACILITY. UH, THE COMPETITIVE, UM, BIDDING PROCESS, UH, IS A ONE STEP, UH, CONTRACTOR SELECTION PROCESS. IT'S A LOW BID, UH, PROCESS AND IT INCLUDES A LUMP SUM PROCESS. AND, AND ITS TECHNICAL REQUIREMENTS ARE A HUNDRED PERCENT, UH, DESIGN, UH, COMPLETED DESIGN CONSTRUCTION DOCUMENTS. THE OTHER VARIATION OF THAT PROCESS IS CALLED A COMPETITIVE SEALED PROPOSAL, WHICH IS VERY MUCH THE SAME EXCEPT THAT IT INCLUDES A BEST VALUE AND NON-PRICE FACTORS. UH, SO WHEN THEY SELECT THE CONTRACTOR IN THE COMPETITIVE SEAL PROPOSAL, THEY'RE NOT JUST LOOKING AT LOW PRI, LOW BID OR LOW PRICE, THEY'RE ALSO LOOKING AT OTHER FACTORS OF WHICH PRICE IS, UH, A FACTOR. NORMALLY THE PRICE WEIGHT ON THAT IS USUALLY 40% OR MORE. GOING TO THE NEXT SLIDE PLEASE. THE OTHER DELIVERY METHOD, AS YOU MENTIONED, CMAR CALLED CONSTRUCTION MANAGER AT RISK, UH, IS SET UP SIMILAR TO THE DESIGN BID BUILD WHERE YOU HAVE AN OWNER, A SEPARATE DESIGN, UH, PROFESSIONAL CONTRACT WITH THE OWNER AND A SEPARATE CONTRACT WITH THE CMAR UH, COMPANY. AND THROUGH THE CMAR COMPANY, THE VENDORS AND SUBCONTRACTORS FOR CONSTRUCTION ARE PROVIDED. THIS PROCESS IS SELECTED THROUGH A TWO STEP PROCESS. WE START WITH QUALIFICATIONS FIRST, UH, AND THEN WE SHORTLIST THE QUALIFICATIONS AND THEN, UH, EVALUATE THE [00:55:01] COST OR THEIR PROPOSALS, WHICH INCLUDES COST AND OTHER FEES. UH, CONSTRUCTION IS DONE BY GUARANTEED MAXIMUM PRICE DURING THE DESIGN PHASE, SO YOU DON'T HAVE TO WAIT FOR ALL OF THE DESIGN DOCUMENTS TO BE A HUNDRED PERCENT COMPLETE. YOU CAN GO AHEAD AND START ON, SAY, THE FOUNDATION DOCUMENTS OR IF THE SITE, UH, PREPARATION DOCUMENTS ARE COMPLETE. YOU CAN GO AHEAD AND, AND BEGIN WORK ON SITE AND FOUNDATION WORK. UH, THE OPTIMAL, OPTIMAL TIME TO ENGAGE THE UH, C IS AROUND 10 TO 30% DESIGN, UH, COMPLETION AND PRICE COMPONENT IS A WEIGH-IN, AND IT'S USUALLY ABOUT 30% OF, OF THE OVERALL EVALUATION OF THE CMAR. NEXT SLIDE, PLEASE. THE DESIGN BUILD IS ANOTHER ALTERNATIVE TO THE, UH, DESIGN BID BUILD, UM, STANDARD METHOD. UH, IT ONLY INCLUDES ONE FIRM, UH, THE OWNER CONTRACTS DIRECTLY WITH, AND THAT SHOULD HAVE SAID THE DESIGN BUILD FIRM INSTEAD OF CMAR. AND UNDER THE DESIGN BILL FIRM, WHICH IS NORMALLY A JOINT VENTURE, JOINT VENTURE BETWEEN A CONTRACTOR AND A, UH, PROFESSIONAL SERVICES, UH, COMPANY TO PROVIDE DESIGN SERVICES, THE OWNER ALSO CONTRACTS WITH A OWNER ADVISOR TO HELP THEM THROUGH, UH, INSPECTIONS AND QUALITY CONTROL ISSUES. THIS PROCESS IS DONE AGAIN BY A TWO STEP PROCESS WITH AN R F Q OR QUALIFICATIONS BASED SELECTION IN THE FIRST STEP. AND THEN IT COMPLETES WITH A PROPOSAL AND FEE EVALUATION PROCESS. UH, IT'S BEST VALUE AGAIN, SAME AS, UH, CMAR IS THAT YOU HAVE, UM, YOU CAN WEIGH BOTH PRICE AND NON-PRICE FACTORS DURING THAT SELECTION PROCESS. AND IT ALSO HAS A GUARANTEED MAXIMUM PRICE OF GMPS DURING DESIGN PHASE. UH, AND YOU CAN START DESIGN BUILD WITH VERY LITTLE, UH, TECHNICAL REQUIREMENTS, UH, OR YOU CAN START THEM WITH A LOT OF TECHNICAL REQUIREMENTS. AND THE PRICE, WEIGHT IN ON THIS IS USUALLY ABOUT 25% OR LESS. NEXT SLIDE PLEASE. AND WE'LL GO INTO SOME OF THE BENEFITS AND CHALLENGES OF EACH ONE. NEXT SLIDE. BENEFITS OF A, OF THE DESIGN BID BILL. THE STANDARD METHOD IS IT'S A QUALITY-BASED SELECTION OF THE DESIGNER. UH, SO YOU GO THROUGH THAT, UH, R F Q PROCESS, REQUEST FOR QUALIFICATIONS TO SELECT A DESIGNER. UH, YOU ALSO, UM, COST-BASED SELECTION OF THE GENERAL CONTRACTOR IS DONE BY LOW BID, AND IT'S A WELL-KNOWN METHOD, AND THAT'S WHY IT'S OUR STANDARD. IT'S PRACTICED, BEEN PRACTICED FOR SEVERAL HUNDRED YEARS. UH, IT'S OWNER CONTROLLED. WE CONTROL BOTH CONTRACTS, THE DESIGN AND THE, UH, CONTRACTOR, AND IT'S, UH, WELL-DEFINED, UH, VERY LIMITED OR LOW RISK IN THAT, UH, PROCESS. THE CMAR PROCESS IS ALSO QUALITY BASED SELECTION OF THE DESIGN FIRM AS THEY'RE A SEPARATE FIRM FROM THE CMAR. UH, SELECTION OF THE CONSTRUCTION MANAGER IS ALSO BASED ON QUALIFICATIONS AND PRICE, AND THE CMAR GETS TO BID OUT ALL OF THE WORK, WHICH WE'RE CLOSELY INVOLVED WITH DURING THAT PROCESS. AND ONE OF THE GOOD ADVANTAGES OF THE CMAR IS THAT THEY ARE INVOLVED DURING THE DESIGN PHASE, SO THEY CAN PROVIDE INPUT INTO DESIGN AND PHASE IN OF DESIGN WORK. UM, THIS, UH, THE G M P ESTABLISHES A COLLABORATIVE, UH, IS ESTABLISHED COLLABORATIVELY WITH THE, UH, CMAR, UH, AS A, UM, BID OUT WORK ON THE DESIGN BUILD PROCESS. SOME OF THE BENEFITS OF THAT IS THAT IT'S, UH, QUALIFICATIONS BASED ALSO INCLUDES COST AND OTHER CRITERIA, UH, SUCH AS PERFORMANCE OF THE FACILITY, SINGLE POINT OF RESPONSIBILITY. UM, THE OWNER DOES NOT HAVE TO DEAL WITH, UM, TWO DIFFERENT, UH, FIRMS AND POINTING FINGERS AT EACH OTHER. THEY HAVE ONE FIRM THAT, UH, THEY CAN 0.1 FINGER AT, UH, DESIGN. UH, EFFICACY RISK IS TRANSFERRED FOR TESTING AND WARRANTY PERIOD. AND THAT JUST MEANS THAT, UH, UM, QUALITY CONTROL IS, IS A LOT, UH, IS, IS A LOT MORE EFFICIENT AND IMPROVED DURING THIS, UH, METHOD. AS YOU HAVE ONE TEAM, THE DESIGN BUILD TEAM IS RESPONSIBLE FOR DELIVERING THE QUALITY AND [01:00:01] PERFORMANCE OF THE FACILITY. AND THE OTHER METHODS, UH, YOU DON'T REALLY HAVE THAT MUCH SAY IN IF THE END PRODUCT, THE FACILITY ACTUALLY MEETS THE QUALITY AND CON, UH, OR, OR FUNCTION THAT YOU INTENDED. UH, ALSO, UM, YOU HAVE A POTENTIAL TO REDUCE, UH, SCHEDULE, UM, USING THE DESIGN BUILD METHOD. UM, COLLABORATIVE APPROACH FOR FINALIZING DESIGNS IS INVOLVED. UH, THE BUILDER, UH, HAS A LOT OF DESIGN INPUT, UH, INTO THE PROCESS AS THEY NORMALLY, UH, CONTRACTED DIRECTLY WITH THE DESIGN BUILDER, UH, TO PROVIDE THOSE SERVICES. SO THE BUILDER CONTROLS THE DESIGNER IN MOST DESIGN BUILD, UM, SCENARIOS. A FEW OF THEM YOU WILL HAVE A DESIGN TEAM THAT ACTUALLY, UH, CONTRACTS DIRECTLY WITH A CONTRACTOR ALSO, UM, CONSTRUCTION PRICING IS NEGOTIATED AFTER INITIAL STAGE OR THE INITIAL, UM, DESIGN STAGE OF THE, OF THE PROCESS. SOME OF THE NEXT SLIDE PLEASE. SOME OF THE CHALLENGES THAT WE HAVE WITH, UH, EACH OF THESE, UH, METHODS. THE STANDARD METHOD, UH, FINAL QUALITY, AS I SAID OF THE FACILITY IS NOT GUARANTEED. UH, THERE'S NO SINGLE POINT OF RESPONSIBILITY. UH, SO YOU'VE GOT, UH, TWO FINGERS TO POINT AT. UH, AND ALSO THERE'S VERY LITTLE RISK TRANSFER IN, IN THIS METHOD. UH, YOU'RE PRETTY MUCH PUT IN A PACKAGE OF DRAWINGS OUT THERE, AND DEPENDING ON HOW GOOD THOSE DRAWINGS ARE, HOW BAD, UM, IS, IS WHERE YOUR RISK, UH, FALLS AND COST, UH, UNCERTAINTY UNTIL BIDS ARE RECEIVED. SO YOU'RE NOT GOING TO KNOW YOUR ABSOLUTE COST UNTIL YOU RECEIVE YOUR BIDS. AND BASED ON, UH, THE RISK FACTORS, UH, WITHIN THOSE BIDS OR WITHIN THOSE DOCUMENTS, YOU COULD HAVE MORE CHANGE ORDERS. SO THAT'S A, UH, DOWNSIDE TO THIS, UM, PROCESS. ALSO, IT INCLUDES THE, UM, IT'S A LOW BID PROCESS, SO YOU GET WHAT YOU GET. UM, COULD I JUST JUMP IN HERE? GO AHEAD. SINCE, UM, WE HAVE THIS PRESENTATION AND, AND WE HAVE YOUR EXPERTISE HERE FOR THE SAKE OF TIME, SINCE WE'RE GOING THROUGH THE PRESENTATION PRETTY CLOSELY, COULD WE JUMP AHEAD TO THE, UM, SORRY TO GET, GET YOU OFF THREAD TO THE METHOD SELECTION AND THEN MAYBE PERHAPS YOU CAN TELL US WHICH PROJECTS ARE UTILIZING WHICH, LIKE THE BAGGAGE HANDLING SYSTEM CURRENTLY AND OTHER PROJECTS SO WE COULD HAVE A CONVERSATION ABOUT IT, BECAUSE WE CAN, AND I WILL ENCOURAGE YOU ALL TO REVIEW THESE BECAUSE THESE WILL BE TERMS THAT WILL KEEP COMING BACK, BUT IT'S, IT'S GREAT INFORMATION AND WE REALLY APPRECIATE IT. AND SOME, SOME ARE AUDIO LEARNERS AND SOME ARE VISUAL LEARNERS. I'M A VISUAL LEARNER, SO YOU'RE LOSING ME HERE A LITTLE BIT. I DON'T KNOW ABOUT THE OTHER COMMISSIONERS , SO THANK YOU. OKAY, SO ACTUALLY I'LL JUST, UM, JUMP AHEAD OF, OF THAT. I MEAN THE, UM, I MEAN THE, THE, THE MAIN CHALLENGE BETWEEN UH, CONSTRUCTION MANAGER AT RISK AND UH, YOU KNOW, IS THAT, UM, THE ADDITIONAL PROCUREMENT PROCESS THAT YOU HAVE TO GO THROUGH IN ORDER TO SELECT A CONSTRUCTION MANAGER AT RISK. UM, AND ALSO, UH, YOU KNOW, HAVING, BECAUSE YOU CAN BEGIN WORK AT, UH, EARLY PHASES OF DESIGN, YOU DON'T NECESSARILY HAVE A COMPLETE SET OF DOCUMENTS, RIGHT, UM, TO BEGIN. SO YOU'RE GOING ON A LITTLE BIT OF RISK AND THAT'S WHERE THE RISK ALSO FALLS. UH, AND THE SAME THING WITH DESIGN BUILD AND, AND ALSO WITH DESIGN BUILD, THE, THE BIG THING IS THAT YOU DON'T REALLY HAVE, UH, COMPETITIVENESS ON THE DESIGN PORTION OF THAT. UM, YOU DON'T REALLY SELECT, UM, THE, THE BEST DESIGNER. THEY COME AS A PACKAGE TEAM. SO YOU SELECT THE DESIGN BUILD TEAM. OKAY. AND I'LL KIND OF SKIP THE OTHER TWO, UM, OF WHEN YOU USE, UH, EACH OF THESE METHODS. UH, AND JUST KIND OF GO STRAIGHT INTO, SINCE YOU CAN READ THAT AND IF YOU HAVE ANY QUESTIONS, PLEASE DO EMAIL ME AND, AND ALSO CAPITAL CONTRACTING, UH, TEAM. UM, BUT FOR THE CURRENT PROJECTS THAT ARE, UH, ONGOING RIGHT NOW, WE HAVE THE B H SS, WHICH IS A DESIGN BUILD TEAM. UM, AND THEY ARE, THAT TEAM IS PROVIDING ALL OF THE DESIGN AND CONSTRUCTION OF THE BAGGAGE HANDLING SYSTEM ON THE WEST. THE WESTGATE EXPANSION PROJECT THAT IS A CMAR, A CONSTRUCTION MANAGER AT RISK. WE HIRED A DESIGN TEAM SEPARATELY WITH, UM, PAIGE OFF OF THE ROTATION LIST. THEY DESIGNED A FACILITY AND THEN WE HIRED, UM, PENCIL PHELPS TO DO [01:05:01] THE CONSTRUCTION AND THEY CAME ON EARLY ENOUGH TO GIVE A LOT OF INPUT INTO, UH, MORE EFFICIENTLY PHASING, UH, THE CONSTRUCTION WORK SO THAT WE CAN GET, UM, BEST PRICES AND ALSO GET THE PROJECT DONE ON TIME. UM, WHAT OTHER FACILITIES ARE YES, STILL TAXIWAY. SO THE CMAR, UM, THAT'S A PRETTY UNUSUAL FOR AIRFIELD PROJECT, UM, AND FOR THE F A A, SO, BUT THIS WILL ALLOW US TO DO A LOT OF, UM, UH, WE'VE BEEN HAVING AUSTIN BRIDGE IN ROAD ON THAT PROJECT HELPS US WITH A FRONT ENGINEERING AND PHASING, WHICH IS CRITICAL, WHICH IS VERY IMPORTANT IN THAT PROJECT SO THAT WE CAN ACCESS, UM, THE SITE, UM, EARLY FOR THE CONCOURSE. SO, UM, AND, UM, FOR THE PROJECTS THAT ARE UPCOMING, UM, THAT 12 MONTH PROCUREMENT, UM, YOU SEE A VARIOUS, UM, USE OF ALL OF ALL OF THESE, UM, DESIGN, BID BUILD, UM, WILL MAKE SENSE FOR SURFACE LOTS FOR, YOU KNOW, FIXED QUANTITIES, THOSE SORTS OF THINGS. UM, YOU SEE DESIGN BUILD, UM, WHERE, UM, WE NEED QUICK CONSTRUCTION, MAYBE IT'S MODULAR, UM, STANDARD CONSTRUCTION. SO YOU SEE THAT, UH, PROPOSED FROM THE CENTRAL UTILITY PLANT IN DECEMBER. UM, AND IN PARKING GARAGES, 'CAUSE WE'LL HAVE TO DO REPLACEMENT PARKING GARAGES AS WELL. SO THOSE ARE PRETTY STANDARD. WE'RE LOOKING AT A PROGRESSIVE DESIGN BUILD FOR THE CONCOURSE AND TUNNEL IN ONE PACKAGE. UM, CURRENTLY THAT WOULD GO OUT, COME OUT NEXT QUA, UM, FIRST QUARTER OF 2024 CALENDAR YEAR. AND, UM, THIS IS BECAUSE WE REALLY WANNA DRIVE INNOVATION IN THAT SCHEDULE AS WELL. AND THEN WHEN IT COMES TO THE OTHER PACKAGES AND THE B J T OPTIMIZATION, WE'RE LOOKING AT C MARS THERE WHERE WE ARE, UM, WORKING WITH THE DESIGNERS DIRECTLY, BECAUSE IT IS A 24, UM, HOUR OPERATION AND AN EXISTING FACILITY, WE DO NEED TO BE HANDS-ON WITH OUR DESIGNER IN THAT TYPE OF ENVIRONMENT. OKAY, THANK YOU. YEAH. AND WE WILL BE GOING, UH, COMING BEFORE YOU ALL IN AT YOUR NEXT MEETING TO REQUEST A RECOMMENDATION TO, UM, USE THE DESIGN BUILD METHODOLOGY FOR BOTH THE PARKING, UH, GARAGE, THE CONCOURSE B AND TUNNEL, AND THE CENTRAL UTILITY PLANT PROJECTS. AND I'LL BE GOING BEFORE COUNCIL ON THE 21ST OF SEPTEMBER. TO CLARIFY, THAT'S FOR THE PROGRESSIVE DESIGN BUILD, NOT THE DESIGN BID BUILD. IS THAT CORRECT? CORRECT. CORRECT. OKAY. WELL, WE WILL DO OUR HOMEWORK ABOUT THESE. I I KNOW YOU HAVE A COUPLE MORE SLIDES FOLLOWING THIS. DID YOU JUST, UM, SUMMARIZE THEM SUMMER? DID SUMMER, OR DID YOU JUST SUMMARIZE THEM PRETTY MUCH SUMMER JUST SUMMARIZED THEM? YEAH. THANK YOU COMMISSIONERS. UM, ANY QUESTIONS, SECRETARY ROSE COMPLIMENTING THE PROPOSED PATH FORWARD, HAVING A LITTLE BIT OF FAMILIARITY ABOUT IT, UM, APPRECIATED TODAY'S DISCUSSION, BUT ALSO AGREE WITH YOUR APPROACH. YEAH, THANK YOU. AND SOMETIMES WE'RE ASKED AS A, AS A BOARD TO JUST VOTE ON OR TO RECOMMEND A, A, A CONTRACT, NOT THE CONTRACT DOOR, BUT JUST A METHODOLOGY. SO, UM, I JUST WANTED TO MAKE SURE EVERYONE WAS FAMILIAR WITH THOSE, THAT, THAT TERMINOLOGY WHEN WE'RE RECOMMENDING WE TEND GENERALLY TO SUPPORT STAFF ON THESE, BUT WE DO HAVE QUESTIONS. YEAH. YES, WE DO. UM, NEED, UH, COMMISSION COUNCIL, WE NEED COUNCIL APPROVAL FOR ANY ALTERNATIVE DELIVERY METHODS OUTSIDE OF DESIGN BID BUILD. SO WE ARE LOOKING TO COMING INTO GROUPS OF THESE UPCOMING. THESE ARE, IT'S A VERY BUSY 12 MONTH PERIOD AND VERY BUSY 24 MONTH PERIOD. UM, IT'S GONNA COME FAST AND FURIOUS. UM, WE'VE DONE LOTS OF OUTREACH ON, UM, ON THESE CONTRACTS, BUT WE DO HAVE TO GET THAT PERMISSION FROM CITY COUNCIL TO DO ANYTHING OUTSIDE OF DESIGN BID BUILD. SO YOU'LL SEE US IN SEPTEMBER AND YOU'LL SEE US IN NOVEMBER TRYING TO GET AHEAD OF THE NEXT 12 MONTHS OF ALL OF THESE ALTERNATIVE DELIVERIES. THANK YOU VERY MUCH. UM, VIRTUAL COMMISSIONERS. ANY QUESTIONS OR COMMENTS? OKAY, WELL, LET'S MOVE ON TO AGENDA ITEM EIGHT [8. Update regarding the Department of Aviation staff orientation that occurred on July 27, 2023 provided by Jason Alexander, Deputy Chief of Airport Affairs.] TO AN UPDATE REGARDING THE DEPARTMENT OF AVIATION STAFF ORIENTATION THAT OCCURRED ON JULY 27TH, 2023, UM, PROVIDED BY JASON ALEXANDER, DEPUTY CHIEF OF AIRPORT AFFAIRS. WELL, GOOD AFTERNOON COMMISSIONERS. UM, I WILL BE BRIEF. MOSTLY JUST WANTED TO HIGHLIGHT THE FACT THAT WE DID HAVE, UH, WHAT I THOUGHT WAS A VERY NICE ORIENTATION WITH MANY OF YOU AND STAFF A COUPLE OF WEEKS AGO. UM, UH, WE WERE CERTAINLY APPRECIATIVE THAT, UH, THE AUDIENCE THERE WAS MOSTLY OUR OFFICERS AND SOME NEW MEMBERS, AND SO WE THOUGHT THAT WAS A, A VERY NICE THING AS INTENDED. THIS PROVED TO BE AN OPPORTUNITY WHERE, UM, WE COULD, UH, SHARE QUITE A BIT WITH THE COMMISSIONERS ABOUT WHAT WE DO AS A DEPARTMENT, UH, WHAT AREAS WE AFFECT AT THE AIRPORT, HOW WE WORK CLOSELY WITH OTHER AGENCIES, UH, IN THAT WORK. UM, WE ARE GRATEFUL TO HAVE OUR, OUR PARTNERS AT THE CITY CLERK'S OFFICE AND THE LAW DEPARTMENT THERE TO GIVE SOME GOOD REFRESHERS ON, [01:10:01] UH, MATTERS PERTAINING TO OPEN MEETINGS, UH, AND THAT SORT OF THING. BUT OVERALL, IT WAS JUST A NICE, UH, GATHERING TO BE ABLE TO TALK CANDIDLY ABOUT THE BUSINESS OF THE AIRPORT AND TAKE ANY QUESTIONS THAT YOU ALL HAVE. UM, AND I'M HAPPY TO TAKE ANY QUESTIONS NOW IF THERE ARE ANY. I WOULD LIKE TO THANK YOU FOR THAT OPPORTUNITY TO ATTEND THE ORIENTATION. IT WAS VERY HELPFUL AND ALSO A GOOD TEAM BUILDING EXERCISE FOR US TO GET A TOUR OF THE AIRFIELD AND THE, UM, BAGGAGE HANDLING SYSTEM RO AND THE POSSIBLE AND THE, UM, INFILL AREA FOR THE WESTGATE AREA. I DON'T KNOW WHAT THAT PROJECT'S CALLED, BUT WE SAW IT FROM UNDERNEATH. UM, COMMISSIONERS, DO WE HAVE ANY, UM, COMMENTS OR QUESTIONS REGARDING THE ORIENTATION? WILL YOU BE SCHEDULING ANOTHER ONE FOR THOSE THAT COULD NOT ATTEND? WE CAN STRATEGIZE ABOUT THAT IF THERE'S DEMAND FOR THAT AND, UH, WE'RE ABLE TO PULL A GROUP TOGETHER. UM, THAT WAS A PRETTY BIG STAFF LIFT, SO IF THERE IS GONNA BE ANOTHER GROUP SETTING, WE'D BE HAPPY TO DO THAT. OTHERWISE, WE'RE ALSO OPEN TO JUST MEETING INDIVIDUALLY WITH SOME OF THE FOLKS WHO COULDN'T, COULDN'T MAKE IT, UM, AND DO SORT OF A SKINNY VERSION OF THAT. YEAH, I THINK THAT, UM, COMMISSIONER VALDEZ AND I DON'T KNOW WHO ELSE HASN'T BEEN ON A TOUR LATELY, BUT, UM, THAT WOULD BE GREAT. WE'D ALSO PROBABLY APPRECIATE SOME DIGITAL FILE OF THE INFORMATION THAT WAS RELAYED, SO WE CAN SHARE THAT WITH COMMISSIONER ENNIS ALSO AS WELL WAS NOT ON THIS PARTICULAR TOUR. UM, WE GOT TO WEAR SAFETY GOGGLES AND A HARD HAT IN THE BAGGAGE HANDLING SYSTEM. I, I, I, I'M, UH, APOLOGIZE, I'M BEHIND AND I SHOULD, UH, SEND THOSE DOCUMENTS OUT TO ALL OF YOU PRETTY QUICK, SO I'LL DO THAT. OKAY, THANK YOU. MOVING ALONG TO AGENDA ITEM NINE, [9. Update regarding status of the Settlement Agreement for the South Terminal Facility presented by Tracy Thompson, Chief Officer, Administrative and External Affairs.] WHICH IS AN UPDATE REGARDING THE STATUS OF THE SETTLEMENT AGREEMENT FOR THE SOUTH TERMINAL FACILITY PRESENTED BY TRACY THOMPSON, CHIEF OFFICER ADMINISTRATIVE AND EX EXTERNAL AFFAIRS. THANK YOU. HELLO EVERYONE. I'D LIKE TO, UM, PROVIDE THE COMMISSIONER SOME INFORMATION AND ALSO READ INTO THE RECORD, UM, FOR THIS MEETING AND UPDATE AS, AS NOTED IN THE AGENDA. SO THE CITY OF AUSTIN AND LONE STAR HOLDINGS L L C HAVE SUCCESSFULLY SIGNED A SETTLEMENT AGREEMENT THAT TRANSITIONS THE OPERATION OF THE SOUTH TERMINAL FACILITY TO THE DEPARTMENT OF AVIATION. THAT AGREEMENT WAS EFFECTIVE, SIGNED EFFECTIVE JULY 28TH, 2023. UH, THE TRANSFER OF OPERATIONS IS EXPECTED TO HAPPEN ON OR BEFORE NOVEMBER 1ST, 2023 WITH LITTLE OR NO IMPACT TO THE PASSENGERS WHO USE THE SOUTH TERMINAL. THE SETTLEMENT PROCESS IS INTENDED TO END THE TWO CURRENT LAWSUITS BETWEEN THE CITY OF AUSTIN AND LONE STAR HOLDINGS, L L C, AND LIKE ALL COMPONENTS OF THE AIRPORT EXPANSION AND DEVELOPMENT PROGRAM, THIS TRANSFER IS FUNDED THROUGH THE AIRPORT'S GENERAL FUND, WHICH RECEIVES NO LOCAL AUSTIN TAXPAYER DOLLARS. SO I'M PLEASED TO ANSWER ANY QUESTIONS YOU MAY HAVE ABOUT THE SETTLEMENT AGREEMENT OR THE TRANSFER PROCESS. THANK YOU. THANK YOU FOR BRINGING THIS FORWARD. UM, SO PASSENGERS CAN EXPECT A SEAMLESS TRANSITION OR AT LEAST THINK BUSINESS AS USUAL UNTIL, UH, THE TRANSFER ON NOVEMBER, NOVEMBER 1ST OR THEREABOUTS. YES. AND EVEN AFTER NOVEMBER 1ST, THE PASSENGERS AND THE PUBLIC WON'T, WON'T SEE ANY DIFFERENCE. OKAY. BY CHANGING THE OPERATION TO THE DEPARTMENT OF AVIATION. I SEE. OKAY. ANY SECRETARY ROSE, YOU LOOKING FORWARD TO GETTING THIS BEHIND YOU? YES, SIR. , CONGRATULATIONS ON CONTINUED PROGRESS. THANK YOU. ALRIGHT, UM, WE ARE MOVING ALONG TO DISCUSSION AND ACTION ITEMS. [10. Authorize execution of a contract to provide baggage handling system replacement parts, with EPS Logix, INC and Liber Holdings LLC for a five-year contract in an amount not to exceed $875,000.] THERE ARE TWO, UM, REQUESTS FOR COUNSEL FOR OUR RECOMMENDATIONS IN THE PACKET TODAY. THE FIRST ONE, ITEM AGENDA ITEM 10, IS TO AUTHORIZE EXECUTION OF A CONTRACT TO PROVIDE A BAGGAGE HANDLING SYSTEM. REPLACEMENT PARTS WITH E P SS LOGICS INCORPORATED IN LIBOR HOLDINGS L L C FOR A FIVE-YEAR CONTRACT IN AN AMOUNT NOT TO EXCEED $875,000. SO THIS IS THE BAG OF CHANNELING SYSTEM, THE BLUE AND YELLOW EQUIPMENT THAT WE TOURED, UM, UH, THE ORIENTATION. AND, UM, THAT'S GREAT THAT THERE'S A CONTRACT FOR REPLACEMENT PARTS AND IT IS AT A NUMBER THAT IS NOT, UH, STARTLING FOR COMPARED TO THE ACTUAL CONSTRUCTION COST. DO I HAVE A MOTION TO APPROVE THIS MOVE APPROVAL? UH, COMMISSIONER VALDEZ MOTIONS. DO WE HAVE A SECOND? SECOND, SECOND. SECRETARY ROSE, ARE THERE ANY QUESTIONS FOR STAFF OR, UM, DISCUSSION ABOUT THIS ITEM? UM, SINCE WE HAVE ROHE MGA HERE, WOULD YOU LIKE TO [01:15:01] EXPLAIN WHAT THIS IS OR IS THIS NOT? YOUR ITEM IS BRIAN'S ITEM. OKAY, THANK YOU. GOOD AFTERNOON COMMISSION. MY NAME IS BRIAN LONG, DEPUTY CHIEF OF INFRASTRUCTURE. UM, JUST WANTED TO COME UP HERE AND THANK YOU FOR THE OPPORTUNITY TO DISCUSS THIS. UM, WE HAVE A BAG OF HANDLING SYSTEM, AS YOU SAW. UM, THE CURRENT ONE IS RATHER OLD AND REQUIRES PARTS THAT ARE HARD TO COME BY. UH, MANY OF THOSE PARTS ARE IN THIS ITEM THAT WE'RE JUST TRYING TO KEEP GOING UNTIL WE HAVE THE NEW BAGGAGE HANDLING SYSTEM, WHICH HAS REALLY NICE NEW SHINY PARTS, UH, THAT ARE CURRENTLY AVAILABLE AND EASY TO INSTALL AND WORK WITH. UH, SO THIS IS FOR THE EXISTING AND, UH, FOR THE PLAN TRANSITION TO THE NEW. SO THAT IS WHAT THIS CONTRACT'S ABOUT. I'D BE GLAD TO ANSWER ANY OTHER QUESTIONS IF YOU HAVE THEM. GREAT. UM, LET'S KEEP THIS MOVING. I DO HAVE A QUESTION. ARE WE, ARE YOU SEEING FEWER CHECKED BAGS THAN PREVIOUS OR IS IT JUST IT THE SAME? NO, THE DEMAND HAS INCREASED. DEMAND HAS INCREASED, YES. ISN'T THAT INTERESTING? WITH THE, UH, NUMBER OF FLIGHTS AND THE TYPE OF TRAVEL WE HAVE DEFINITELY HAD AN INCREASE, UH, IN DEMAND WITH BAGS AND THE EQUIPMENT HAS, UH, ONLY AGED AND IT LOVES THIS HOT WEATHER. YEAH, UHHUH, I'M JUST KIDDING. IT DOES NOT. SO, UH, WE, WE ARE, WE AND OUR PARTNERS WORK VERY HARD TO, UH, DELIVER THE BAGS AS BEST WE CAN. THANK YOU VERY MUCH. OKAY, SO WE HAVE A MOTION AND A SECOND. UM, ALL IN FAVOR OF THIS ITEM. I CANNOT SEE COMMISSIONER BROCK BAKARI, ARE YOU ABLE TO VOTE ON SCREEN? OKAY, WELL WE HAVE, UH, CAN WE VOTE AGAIN PLEASE? JUST FOR THE RECORD. ANYONE? AH, THERE WE ARE. OKAY. HELLO, EVERYONE IS IN FAVOR. IT'S A UNANIMOUS VOTE. ENNIS FONG VALDEZ, TODD ROSE, YOUNG AND ONSCREEN, I GUESS. BROCK HENDRICKS AND C**N. THANK YOU VERY MUCH AND THANK YOU BRIAN. ALRIGHT, ITEM NUMBER 11 IS AUTHORIZED [11. Authorize negotiation and execution of a contract to provide maintenance, support, and related repair parts for the energy management control system, with Climatec, LLC, for a term of five years in an amount not to exceed $610,000.] NEGOTIATION AND EXECUTION OF A CONTRACT TO PROVIDE MAINTENANCE SUPPORT AND RELATED REPAIR PARTS FOR THE ENERGY MANAGEMENT CONTROL SYSTEM WITH CLIMATE TECH L L C FOR A TERM OF FIVE YEARS IN AN AMOUNT NOT TO EXCEED $610,000. DO I HAVE A MOTION TO APPROVE THIS ITEM? NO. UH, COMMISSIONER ENNIS IS THERE A SECOND? THANK YOU. THANK YOU. COMMISSIONER KON. ALL RIGHT. IS THIS AN, UH, IS THIS ONE OF YOUR ITEMS, BRIAN? YES. TELL US WHAT IT IS, PLEASE. WELL, JUST LIKE THE, UH, BAGGAGE HANDLING SYSTEM PRIOR, THIS IS, UH, PART OF OUR SYSTEM THAT, UH, HELPS US MONITOR ON THE COMPUTER SCREEN ALL OF THE TEMPERATURES IN THE TERMINAL AND MODIFY AIR HANDLER UNITS THAT ARE A LITTLE BIT COOLER TO AREAS THAT ARE A LITTLE BIT WARMER. AND, UH, THE SYSTEM LOOKS AT NOT ONLY THE TERMINAL, BUT MANY OF OUR, UH, OUTBUILDINGS AS WELL. IT REQUIRES A LOT OF CONNECTION AND, UM, HELPS US TO BE EFFICIENT IN THE MONITORING OF ALL THE EQUIPMENT. SO IT IS, UH, VITAL COMPONENT FOR US TO TRY TO DO OUR BEST TO, UH, KEEP IT COOL. AND IT'S BEEN USED A LOT THIS PAST TWO MONTHS. YES. I THINK. WE'LL, UM, COMMISSIONERS, ANY QUESTIONS FOR, UM, BRIAN LONG? OKAY. WE ALL, YES, WE ALL SUPPORT WORKING THERMOSTATS AND, UH, CLIMATE BALANCE. ABSOLUTELY. UM, ALL IN FAVOR? WAIT, DID WE HAD WE HAD A MOTION AND WE HAD A SECOND. ALL IN FAVOR? ANOTHER UNANIMOUS VOTE. CONGRATULATIONS. THANK YOU. THANK YOU COMMISSIONERS. OKAY. UM, MADAM, MADAM CHAIR, QUICK QUESTION. YES, I KNOW TRACY, WE ARE SUPPOSED TO BE, UH, SIGNING IN AND SPEAKING TO THE CONFLICTS OF INTEREST PIECE. I THINK I WAS SUPPOSED TO BRING THAT UP EARLY IN THE MEETING AS THE SECRETARY. SORRY. UM, REMIND US WHAT WE NEED TO DO. IS IT THAT DOCUMENT THAT SITS ON THE CORNER, CORRECT. WE ALL NEED TO SIGN CORRECT AND SPEAK TO THAT ISSUE. IS THAT RIGHT AMY? CORRECT. YOU WHEN YOU SIGN IN, YOU ALSO CUS RECUSED YOURSELF OF ANY AGENDA ITEM AND YOU WOULD NOTE IT BY AGENDA ITEM NUMBER RIGHT DURING SIGN IN AND NONE OF US RECUSED OURSELVES. AND IT'S IMPORTANT THAT YOU HAVE THE RECORD THAT WE SIGN IN, IS THAT RIGHT? CORRECT. CORRECT. AND THERE'S A LITTLE DIFFERENT VERSION FOR VIRTUAL MEMBERS. YEP. THEY, THEY HAVE TO SEND A SEPARATE SIGN IN SHEET, BUT THAT'S THE PROCESS FOR THOSE ON THE SCREEN. DO YOU HAVE ANY QUESTIONS ABOUT THOSE LOGISTICS AND, AND, UM, GRATUITOUSLY, UH, VOLUNTEERING, UM, IF ANY COMM COMMISSIONER KNOWS IN ADVANCE THAT THEY WILL BE VIRTUAL, THAT'S VERY HELPFUL SO THAT WE CAN MAKE SURE YOU HAVE YOUR SIGN IN SHEET WELL IN [01:20:01] ADVANCE. SO COMMISSIONERS ON SCREEN, HAVE YOU SUBMITTED YOUR DIGITAL SIGNIN SHEET AND, AND SAID THAT YOU HAVE NO CONFLICTS OF INTEREST? I GUESS THIS IS GONNA BE VERY IMPORTANT MOVING FORWARD. WE'RE, UM, WE'RE A BIG CITY, BUT A SMALL TOWN AND WE MAY CONFLICT, UM, WITH THESE CONTRACTS COMING FORWARD. THERE ARE A LOT GOING BE A LOT OF, UM, CONTRACTORS, SUBCONTRACTORS, AND WHEN THINGS ARE OUT TO BID, UM, WE'RE NOT SUPPOSED TO DISCUSS THEM, THAT'S AN ORIENTATION ITEM. UM, BUT PLEASE, UM, LET'S JUST DO OUR PAPERWORK THAT'S REQUIRED. AND I THINK I SIGNED IN AND YEAH. AND AGREED. APOLOGIES EVERYBODY HAD DONE THAT BUT ME. , SORRY, . ABUNDANCE OF CAUTION. ALRIGHT, WELL, UM, I HAVE A LITTLE BIT [12. Recognition of Kane Carpenter, Chief Environmental Officer for the Department of Aviation, for twenty-four years of dedicated service.] OF GOOD NEWS FOR A DISCUSSION ITEM TODAY. WE DO NOT HAVE KANE CARPENTER HERE, BUT THE CHIEF ENVIRONMENTAL OFFICER FOR THE DEPARTMENT OF AVIATION IS RETIRING AFTER 24 YEARS OF, ACCORDING TO HIS DISTINGUISHED SERVICE AWARD THAT WAS AWARDED UNTIRING SERVICE TO THE RESIDENTS OF AUSTIN. AND AS A, AS A COMMISSION, ONE OF OUR GOALS IN THIS COMING YEAR WAS TO RECOGNIZE STAFF FOR THEIR ACCOMPLISHMENTS. AND, UM, WHILE WE DON'T HAVE A RECOMMENDATION OF OUR OWN COMING FORWARD, I JUST WANTED TO TAKE A, A HAVE A PERSONAL POINT TO SAY THAT I REALLY, UM, APPRECIATE THE WORK OF KING. HE'S APPEARED BEFORE US SEVERAL TIMES TO DISCUSS THINGS REGARDING THE LANDFILL ACROSS FROM THE AIRPORT AND THE JET FUEL FACILITY, AND HAS GONE TO OTHER BOARDS AND COMMISSIONS AS WELL. HE PARTICIPATED IN THE, UM, IN SEVERAL SUSTAINABILITY AND CLIMATE ACTION INITIATIVES FOR THE CITY, THE COMMUNITY CLIMATE PLAN IN 2014 AND 2015, AS WELL AS THE CLIMATE EQUITY PLAN IN 2019 AND 20 THROUGH 2021. SO, UM, CAN WE JUST HAVE LIKE A VIRTUAL ROUND OF APPLAUSE FOR KING CARPENTER SERVICE? , THANK YOU ALL. UM, ITEM 13, [13.Review of Action of City Council at the July 20, 2023 meeting – [Item 09] Approve an ordinanceamending the Fiscal Year 2022-2023 Aviation Department Operating Budget Airport Capital Fund(Ordinance No. 20220817-004) to increase transfers out by $88,000,000 and amending the AviationDepartment Capital Budget (Ordinance No. 20220817-004) to transfer in and appropriate $88,000,000for the payment of the settlement to Lonestar Holdings, LLC. (approved on consent)] UH, I WILL, I'LL PROB LET TRACY PRESENT THAT IF YOU'RE COMFORTABLE DOING THAT. SURE. UH, WHAT WE DO FOR ON, UH, EVERY MONTH IS WE, UM, PROVIDE TO THE COMMISSION THE ACTIONS THAT WERE TAKEN TO COUNSEL THAT HAD BEEN PREVIOUS, BE PREVIOUSLY BROUGHT BEFORE THIS BOARD, THIS COMMISSION, EXCUSE ME. SO ITEM 13, UH, REFLECTS THAT, UH, ON, ON JULY 20, 20, 23, ITEM NUMBER NINE, THAT THE, UH, THE ORDINANCE RELATED TO THE TRANSFER OF $88 MILLION, UH, FROM ONE FUND HERE AT THE DEPARTMENT OF AVIATION TO ANOTHER FUND, UH, WAS APPROVED ON CONSENT BY CITY COUNCIL. SO I, THAT WAS MY SHORTHAND OF READING THE ENTIRE ACTION ITEM. SO THANK YOU. WELL, THANK YOU VERY MUCH. AND, AND, UM, COMMISSIONERS, I HAVE REQUESTED THAT WHEN SOMETHING DOES GO TO COUNCIL, EVEN IF IT'S FROM THE LEGAL DEPARTMENT OR FROM THE PAPERCLIP PURCHASING DEPARTMENT OR WHATEVER, THAT WE'D BE NOTIFIED OF IT AHEAD OF TIME SO WE CAN TRACK IT AT COUNSEL EVEN IF IT'S NOT SOMETHING THAT WE'RE ASKED TO RECOMMEND. BUT IF IT PERTAINS TO THE AIRPORT, THAT'S OFTEN HELPFUL FOR US TO KNOW. WE GET QUESTIONS FROM THE PUBLIC AND WE DON'T WANNA BE THE LAST TO KNOW. MM-HMM. OKAY. UM, OUR SECOND TO LAST ITEM ON [14.Update from the Acceleration Working Group.] THE AGENDA TODAY IS A WORKING GROUP UPDATE FROM THE ACCELERATION WORKING GROUP. COMMISSIONER KON, DO YOU HAVE AN UPDATE FOR US WITH A MISSION STATEMENT OR MEMBERS OR ANYTHING FOR US? WE, WE DO NOT HAVE AN UPDATE, BUT WE'LL HAVE ONE AT THE NEXT MEETING. THANK YOU VERY MUCH. I WAS CONTEMPLATING TASKING THE ACCELERATION WORKING GROUP WITH LOOKING AT THE CONTRACTS THAT ARE COMING FORWARD TO BE THE, UM, TO COME FORWARD SO YOU ALL COULD MEET SEPARATELY AND COME FORWARD WITH A RECOMMENDATION TO US AS A FULL BOARD, UM, OR QUESTIONS TO, UM, TO THE FULL BOARD ABOUT ANY OF THE PROJECTS COMING FORWARD. DOES THAT SEEM REASONABLE OR IS THAT NOT IN THE PER IN YOUR INTEREST OR TO, YOU KNOW, NOT SOMETHING THAT YOU, COMMISSIONER VALDEZ AND SECRETARY ROSE ARE INTERESTED IN? UH, UH WHAT DO YOU THINK? SECRETARY ROSE? I'M HERE TO SUPPORT YOU. UH, MR. C**N . YEAH, I, I, I'M, I'M, WE'RE FINE TO TAKE A LOOK AT IT. I MEAN, ANYTHING THAT AFFECTS THE ACCELERATION. I, I, I HAVE TO ADMIT, I'M TRYING TO FIGURE OUT HOW WE HAVE A GOOD FEEDBACK LOOP ON HOW HOW MUCH OUR PASSENGERS ARE PAYING. THAT'LL BE ONE OF THE FIRST THINGS I WANNA TALK ABOUT IN OUR, UH, IN OUR GROUP, IS HOW DO WE KNOW KIND OF HOW OUR, HOW THE, HOW THE LACK OF CAPACITY AT THE AIRPORT IS AFFECTING OUR ACTUAL PASSENGERS IF WE DON'T KNOW WHAT THEY'RE PAYING. THAT'S KIND OF TOUGH. WELL, THAT SOUNDS SOMETHING DIFFERENT THAN WHAT I'M ASKING, SO I'M GONNA WITHDRAW THAT REQUEST THAT'S D WITH IT, BUT I AM GONNA SAY I'M OKAY WITH IT IF IT HELP, IF IT'S HELPFUL WHERE I I I'M TOTALLY FINE WITH IT. WELL, I THINK IT'LL BE HELPFUL FOR SOMEONE OTHER THAN, UM, ME TO LOOK AT THESE THINGS REALLY CLOSELY BEFORE THE MEETING. OKAY. WE'RE HAPPY TO, WE'RE WE'RE [01:25:01] HAPPY TO DO IT. WE'RE HAPPY TO DO IT. UM, IS THAT OKAY THERE? HOW MANY ITEMS ARE COMING FORWARD NEXT MONTH? SUMMER, WE HAVE A CONTRACT AMENDMENT ON THE BAG OF HANDLING PROJECT AND WE ALSO HAVE, I BELIEVE, THREE ALTERNATIVE DELIVERY METHODS AS WELL, UM, FOR JUST ALTERNATIVE DELIVERY APPROVAL. AND THAT WOULD BE A GOOD TIME, UM, AS THOSE PROJECTS WILL GO OUT IN THE NEXT FOUR MONTHS TO GET ANY INPUT ON, UM, ANY SCOPE OR SO, UM, OR APPROACHES IN THOSE PROJECTS THAT WE COULD INCLUDE IN THE RFPS AND QUEUES. SO THAT'D BE GREAT. I'D REALLY APPRECIATE THAT. AND I WILL, AND THINK ABOUT THIS IN SEPTEMBER. WE'LL, I THINK WE'LL HAVE THE FULL BOARD. WE HAVE ANOTHER COMMISSIONER ELLER WHO'S HERE, COMMISSIONER FG FONG IS HERE TODAY. SHE MAY BE INTERESTED IN PARTICIPATING. I'M NOT VOLUNTEERING YOU OR, OR COMMISSIONER ELLER, BUT THEY MAY BE INTERESTED IN PARTICIPATING AND I BELIEVE YOU CAN HAVE UP TO FIVE COMMISSIONERS AS WELL AS PEOPLE FROM THE OUTSIDE. AND I KNOW THAT THERE WAS A COUPLE OF INDIVIDUALS FROM THE OUTSIDE WHO WERE INTERESTED IN SERVING AS WELL, BUT WE'LL TALK ABOUT THAT NEXT MONTH. BUT THANK YOU FOR LOOKING AT THOSE CONTRACTS FOR NEXT MONTH. I THINK THAT WILL HELP. OKAY. QUICK, QUICK OBSERVATION. UM, UH, COMMISSIONER C**N, I'LL JUST ADD THINKING ABOUT THE PURPOSE OF, UH, THE GROUP THAT YOU'VE FORMED THAT I'M HAPPY TO PARTICIPATE IN AND EXCITED TO A, UM, A REAL BENEFIT TO THIS PROGRAM AND TO THE PURPOSE OF THAT COMMITTEE IS, IS ULTIMATELY, UM, MAKING SURE THAT THE MASTER DEVELOPMENT PLAN ORDINANCE IS, IS AUTHORIZED. RIGHT. SO JUST SURE. FLAGGING THAT ISSUE FOR ALL OF US TO CONSIDER AS WE APPROACH NEXT MONTH. WELL THEN, UM, I WOULD BE HAPPY. I WOULD, I WOULD REALLY APPRECIATE IF THE WORKING GROUP CAME FORWARD WITH A RECOMMENDATION FOR, ON ANY ITEM OF THAT NATURE. THAT'D BE GREAT. OR ANY CONCERN AS WELL. THAT'S GREAT. GREAT. GOOD. UM, I'LL BE FOLLOWING WHAT, WHAT HAPPENS, I'M NOT ON YOUR COMMITTEE, BUT I'LL BE FOLLOWING WHAT HAPPENS WITH THE NEIGHBORHOOD PLANNING CONTACT TEAM WITH THE, THE DEVELOPMENT ORDINANCE AND THEN ALSO THE, UM, THE, AT THE PLANNING COMMISSION. SO, OKAY, GREAT. WELL, WE ARE ALMOST DONE. UM, DO WE HAVE ANY FUTURE [FUTURE AGENDA ITEMS] AGENDA ITEMS? I HAVE ONE, UM, COMMISSIONER KON, YOU MIGHT BE INTERESTED IN. THIS ONE I'VE BEEN READING A LOT ABOUT, AND I LOOKED AT THE F A A REAUTHORIZATION BILL AND UM, I'VE BEEN READING LATELY ABOUT VERTI PORTS. I UNDERSTAND THE F A A IS RELEASING STANDARDS FOR THOSE, THIS IS FOR, UM, ADVANCED AIR MOBILITY DEVICES THAT TAKE OFF LIKE THAT. AND, UM, SOME OF THEM ARE ELECTRIC AND I KNOW THAT THERE'S AT LEAST ONE COMPANY IN THE AREA THAT IS WORKING ON THOSE. THERE ARE ABOUT EIGHT OF THEM NATIONALLY. L A X IS SORT OF FOLLOWING THEM, TRACKING THEM PRETTY CLOSELY. AND I WOULD LIKE TO KNOW WHAT, WHETHER THERE ARE PROVISIONS OR WHAT PROVISIONS THERE MIGHT BE IN THE, UM, THE EX. I, I DON'T, I DIDN'T SEE ANYTHING IN THE 2019 MASTER PLAN DOCUMENT AND I DIDN'T HEAR ABOUT IT IN ANY A E D P INFORMATION. BUT WHETHER THIS IS SOMETHING THAT, YOU KNOW, FIVE OR 10 YEARS FROM NOW, THE AUSTIN BERGSTROM INTERNATIONAL AIRPORT WOULD BE INTERESTED IN HAVING COMMUTERS COME IN, UM, I KNOW THAT THAT THIS KIND OF LIKE CHOPPER TO YOUR PRIVATE JET HAPPENS QUITE A BIT IN OTHER MARKETS, NAMELY NEW YORK CITY. AND, UM, I JUST DIDN'T KNOW IF THIS IS SOMETHING THAT AUSTIN IS LOOKING AT OR, UM, IS PURSUING AND WHETHER THERE'S SPACE OR INTEREST IN IT, UM, FOR DELIVERY EVEN, EVEN NOT, UH, FOR PE FOR MANNED, UM, STAFFED, YOU KNOW, WITH PEOPLE IN THESE VEHICLES, BUT THESE DRONES, BUT ALSO FOR DELIVERIES OF PARCELS AND, UM, PACKAGES AND THINGS, WHETHER, WHETHER CARGO IS INTERESTED IN THESE ITEMS. BUT THAT IS, DOES NOT HAPPEN TO HAPPEN NEXT MONTH OR THE MONTH AFTER THAT. BUT THAT IS A FUTURE AGENDA ITEM THAT I'D BE REALLY INTERESTED IN TRACKING. DO I HAVE A SECOND ON THAT? , COMMISSIONER KON? IT'S NOT A TUNNEL, BUT IT'S SOMETHING ELSE. YEAH. OKAY. ALL RIGHT. IT'S STILL NERDY, SO, YOU KNOW, I'M INTERESTED. ANY, ANY, ANY NERDY STUFF? . OKAY, GOOD. ALRIGHT. UM, UH, COMMISSIONERS, ANY OTHER, UH, PET PROJECTS OR OTHER INFORMATION THAT YOU THINK WOULD BE PERTINENT TO, UM, THE PROGRESS AT, AT THE AIRPORT? OKAY. HEARING NONE, I WANNA THANK YOU ALL FOR BEING HERE TODAY AND ESPECIALLY THANK THE STAFF FOR, UM, SHARING THEIR KNOWLEDGE WITH US. UM, WE NEED ALL THE HELP WE CAN GET TO USHER THIS FORWARD, UM, WITHOUT, IS THERE, THERE'S NO OBJECTION. I'D LIKE TO, UM, ADJOURN THIS MEETING AT WHAT, TELL ME WHAT TIME IT IS AT 4:33 PM THANK YOU ALL FOR THOSE MEETINGS. * This transcript was created by voice-to-text technology.
