THIS PROPERTY WAS REPORTED IN AUGUST 10TH, 2020 18 AND MAY 5TH, 2022.

I WAS REASSIGNED THIS PROPERTY AND UPON MY INSPECTIONS OF THIS PROPERTY AND ITS CASE, I FOUND THAT THE PROPERTY HAS MULTIPLE EXTERIOR I P M C VIOLATIONS ON APRIL 12TH OF, UH, THIS PRESENT YEAR.

I POSTED THIS PROPERTY WITH THE NOTICE OF VIOLATION SINCE MAY 5TH, 2022

WHEN THE CASE WAS ASSIGNED TO ME THROUGH AUGUST 8TH OF THIS YEAR.

I'VE CONTINUED TO MAKE MULTIPLE INSPECTIONS OF THIS PROPERTY AND HAD FOUND THAT SOME DEFICIENCIES HAVE BEEN ADDRESSED, BUT MANY REMAIN OVER THE FA OVER THE PAST FIVE YEARS.

SINCE 2018, MULTIPLE INSPECTORS HAVE MADE CONTACT WITH THE OWNER AND GIVING THE OWNER TIME AFTER TIME, UH, TO REPAIR, ALONG WITH CONNECTING HIM WITH, UH, POSSIBLE AVAILABLE RESOURCES.

THE FOLLOWING PHOTOGRAPHS I WILL BE PRESENTING AS EVIDENCE ARE REPRESENTATION OF THE MANY DEFICIENCIES FOUND THROUGHOUT THE PROPERTY AND ITS BUILDING OR SLIDE PLEASE.

ON JUNE 28TH, 2018, THIS CASE CAME INTO THE AUSTIN CODE DEPARTMENT THROUGH 3 1 1 SYSTEM FOR POSSIBLE NEW CONSTRUCTION WORK WITHOUT PERMIT AND POSSIBLE ILLEGAL ACTIVITY.

FROM JULY 25TH, 2018 TO MAY 29TH, 2019.

I ADDRESSED NUMEROUS VIOLATIONS INCLUDING AND NOT BUT LIMITED TO WORK WITHOUT PERMIT FOR THE MOBILE HOME THAT WAS BROUGHT ONTO THE PROPERTY AROUND 2016.

I OBSERVED TALL WEEDS AND GRASS TRASH DEBRIS AS WELL AS FOUL AND GOATS IN THE BACK AREA OF THE PROPERTY.

ON MAY 29TH, 2019, THIS CASE WAS TRANSFERRED TO A NEW CODE OFFICER.

I RESUMED OVERSEEING THIS CASE JANUARY 6TH, 2020 20.

FROM JANUARY OF 2020 TO THE EARLY 2023, I DOCUMENTED CONTINUING NON-COMPLIANCE AND VIOLATIONS OF SANITARY REQUIREMENTS, BUILDING PERMIT REQUIREMENTS AND STRUCTURAL VIOLATION.

I ALSO WORK WITH THE ENVIRONMENTAL HEALTH INSPECTORS WHO HAVE THE AUTHORITY OVER FOUL HOOPS, DOMESTIC LIVESTOCK CONDITIONS.

ALL OF THESE CONDITIONS CONTINUE TO CREATE A BLIGHT CONDITION FOR THIS NEIGHBORHOOD.

DURING THIS TIMEFRAME, OUR TEAM TEAM RECEIVED MORE THAN 10 NEW COMPLAINTS FOR THESE CONDITIONS.

MARCH 29TH, 2023 I POSTED TWO CITATIONS FOR WORK WITHOUT PERMIT PERTAINING TO THE ILLEGAL MOBILE HOME IN THE REAR PROPERTY AS WELL AS PROPERTY ABATEMENT VIOLATIONS.

ON JUNE 29TH, 2023, I CONDUCTED A FOLLOW-UP AND OBSERVED TALL WEEDS, INGRESS, AND PERMITTED MOBILE HOME LOCATED IN THE REAR PROPERTY.

A GENERATOR WAS RUNNING ON THE SIDE OF THE PROPERTY.

UTILITIES WERE CONFIRMED TO BE OFF.

WE ALSO LEARNED THAT SHAA REYNOLDS, THE ORIGINAL OWNER AND OCCUPANT WAS NO LONGER OCCUPYING THE PROPERTY.

ALL ANIMALS WERE REMOVED FROM THE PROPERTY, BUT ONE TENANT REMAINED ON SITE.

NEW REGISTERED AND CERTIFIED NOTICE OF VIOLATION WAS SENT TO THE OWNER, REGISTERED AGENT FOR NEW VIOLATIONS REGARDING NO UTILITIES, PROPERTY ABATEMENT VIOLATIONS, UN PERMITTED STRUCTURE AND STRUCTURE VIOLATIONS.

ON AUGUST 2ND, 2023, I CONDUCTED A FOLLOW UP TO THIS LOCATION WHERE I OBSERVED THE TRAVIS COUNTY DEPUTY ON SITE POSTING AN EVICTION NOTICE ON THE FRONT DOOR.

I ALSO OBSERVED THE AREA BETWEEN THE MAIN STRUCTURE AND MOBILE HOME WITH A LARGE AMOUNT OF TRASH, WOOD BRUSH PALLETS, GAS, EXCUSE ME, GAS CANS, ET CETERA, LOCATED NEXT TO THE GENERATOR ON THE PORCH OF THE MOBILE HOME RUNNING.

I OBSERVED THE INTERIOR CONDITIONS OF THE MOBILE HOME AND IT WAS EVIDENCE THAT ANIMALS HAD BEEN OCCUPYING THE STRUCTURE DUE TO THE ANIMAL BEDS, FECES, CRATES, AND PALLETS.

AND IT, IT WAS THE SUBTENANT THAT BROUGHT IN THE GENERATOR THAT, UM, YOU KNOW, CAUSED, UH, A LOT OF ISSUES.

AND, UM, WE FINALLY GOT THE EVICTION AND THE CONSTABLE TO COME OUT TO DRIVE OUT THE SUBTENANT SO THE PROPERTY WILL BE, UH, TURNED AROUND.

SO I'M TOTALLY HAPPY TO RECEIVE SOME ORDER TO CLEAN UP THE PROPERTY AND, AND SO FORTH AND SO ON, BECAUSE THAT IS THE INTENT.

MY NAME IS SANDY VAN CLEVE AND I AM THE ASSIGNED CITY OF AUSTIN CODE OFFICER FOR THIS CASE.

THIS COMPLAINT ORIGINATED ON SEPTEMBER THE 15TH OF 2021 THROUGH A THREE ONE ONE CALL CONCERNING SUBSTANDARD ISSUES WITH THE ROOF AT A SINGLE FAMILY RESIDENTIAL PROPERTY AT 25 19 ROCK RIDGE DRIVE.

I FIRST INSPECTED THIS PROPERTY ON SEPTEMBER THE 15TH OF 2021, AND I OBSERVED THE FASCIA AND SOFFIT AT THE BACK OF THE STRUCTURE WAS IN A DETERIORATED CONDITION AND HAD PARTIALLY SEPARATED FROM THE ROOF AND THE STRUCTURE ALSO OBSERVED TRASH AND DEBRIS AND NUMEROUS JUNK VEHICLES ON THE PROPERTY AS WELL.

NOTICE OF VIOLATIONS WERE SENT TO THE PROPERTY OWNER ON SEPTEMBER THE 16TH, 2021, AUGUST THE 12TH, 2022, AND AN ADMINISTRATIVE HEARING FOR THE STRUCTURAL VIOLATIONS WAS HELD ON NOVEMBER THE 15TH OF 2021.

THE OWNER OR ANYONE ON BEHALF OF THE OWNER DID NOT APPEAR AT THE ADMINISTRATIVE HEARING.

THEREFORE, THE OWNER WAS FOUND ALLOWABLE FOR THE STRUCTURAL VIOLATIONS PRESENTED AT THE HEARING.

I HAVE MADE NUMEROUS GOOD FAITH EFFORTS TO TRY TO CONTACT A PROPERTY OWNER BY LEAVING DOOR TAGS, TALKING TO NEIGHBORS, AND LEAVING MESSAGES.

IT WAS LATER LEARNED THAT THE ACTUAL PROPERTY OWNER IS DECEASED, UH, AS OF MAY OF 2015, AND IS BELIEVED THAT RELATIVES OF THE DECEASED ARE LIVING AT THE PROPERTY.

I HAVE MADE CONTACT WITH SOMEONE WHO CLAIMED HE WAS THE PROPERTY OWNER, BUT I BELIEVE HE'S THE SON OF THE DECEASED PROPERTY OWNER.

DURING AN INSPECTION ON AUGUST THE 25TH OF 2023, ADDITIONAL STRUCTURAL VIOLATIONS WERE DOCUMENTED AS A RESULT OF MY INSPECTION ON THAT DATE.

AS A RESULT OF THOSE ADDITIONAL VIOLATIONS DOCUMENTED, A NOTICE OF VIOLATION WAS SENT TO THE PROPERTY OWNER ON RECORD ON APRIL 25TH, 2023.

THE NOTICE OF VIOLATION WAS POSTED ON THE FRONT DOOR OF THE PROPERTY ON APRIL 26TH, 2023.

SO THE FOLLOWING PHOTOGRAPHS ARE REPRESENTATION OF THE DEFICIENCIES THAT I OBSERVED AT THE PROPERTY DURING MY INSPECTION ON APRIL 25TH, 2023.

AND TWO, ON THE 46TH DAY, IF COMPLIANCE HAS NOT BEEN ACHIEVED, ASSESS A CIVIL PENALTY OF $250 PER WEEK THAT WILL CONTINUE TO ACCRUE UNTIL THE CODE OFFICIAL DETERMINES THAT THE REPAIRS REQUIRED BY THIS ORDER ARE COMPLETE INTEREST SHALL ACCRUE A RATE OF 10% PER YEAR FROM THE DATE OF THE ASSESSMENT UNTIL PAID IN FULL.
