AND I'M A DISTRICT TWO RESIDENT, AND I AM SPEAKING ON ITEM NUMBER NINE.

I'M SPEAKING WITH YOU TODAY REGARDING THE PUBLIC SAFETY AND ENVIRONMENTAL CONCERNS WE HAVE IN SOUTHEAST AUSTIN.

WE APPRECIATE MR. K CARVILLE'S RESPONSE TO OUR CONCERNS AND THE A B I A STAFF THAT ATTENDED OUR CONTACT TEAM MEETING ON AUGUST THE 14TH.

SEVERAL OF OUR CONCERNS WERE BROUGHT UP BY OUR COMMUNITY RESIDENTS AND A B I A STAFF RESPONDED TO, TO RESPONDENT AND OR ADVISED US THAT THEY WOULD PROVIDE US WITH REQUESTED ADDITIONAL INFORMATION OR A FOLLOW UP.

A COMMUNITY MEETING IS SCHEDULED FOR SATURDAY SEPTEMBER THE 23RD, AND WE'RE LOOKING FORWARD TO THAT.

EFFORTS HAVE BEEN MADE BY A B I, STAFF AND COMMUNITY LEADERS TO GET THE WORD OUT, INCLUDING COUNCIL MEMBER FUENTES.

WE RECOGNIZE THAT ANY ENVIRONMENTAL DECISIONS MADE BY A B I A HAS AN IMPACT ON THE RESIDENTS AND WORKERS IN SOUTHEAST AUSTIN AND DELL VALLEY.

THE CLOSEST NEIGHBORHOOD IS THE ONE LOCATED ON MCCALL STREET, WHICH IS RIGHT ACROSS FROM THE FUEL TANKS ON HIGHWAY 180 3.

WE RESPECTFULLY REQUEST THAT WE, WHEN WE REQUESTED, UH, DURING OUR CONTACTING MEETING, THAT THE A B I A PROVIDE US AN ANNUAL PROGRESS REPORT TO THE APPLICABLE BOARDS AND COMMISSIONS AND CITY COUNCIL.

THE RESPONSE FROM STAFF IS THAT THEY WOULD TAKE THAT INTO CONSIDERATION.

WE URGE THE COMMISSION TO ENSURE THAT THIS LEVEL OF TRANSPARENCY BE INCLUDED IN THE ORDINANCE.

WE ALSO ASK THAT NOTIFICATION PROTOCOLS REGARDING PUBLIC SAFETY THAT COULD HAVE AN ADVERSE IMPACT ON SURROUNDING NEIGHBORHOODS IN COMMUN IN COMMUNITIES BE BE INCLUDED IN THIS ORDINANCE.

I'M ALSO OFFERING AN EXAMPLE AS TO WHY THIS IS IMPORTANT TO US.

I HANDED OUT, UM, INFORMATION, UM, THIS, WE WERE AWARE ABOUT JET FUEL HAVING A HIGH FLAMMABILITY PIECE, AND WE'RE COMFORTABLE WITH THE RESPONSES THAT WE'VE RECEIVED FROM A B I A, BUT WE WERE NOT AWARE ABOUT THE HAZARDOUS COMPONENT REGARDING EXPOSURE TO THE JET FUEL AND THIS INFORMATION.

I ONLY GOT THROUGH A MAILER BECAUSE I'M A RESIDENT THAT LIVES VERY CLOSE TO A PIPELINE, AND THAT'S WHY WE HAVE THIS INFORMATION.

SO, UH, WHAT WE'RE ASKING THAT IS THAT THIS IS A FIRE HAZARD, NOT ONLY A FIRE HAZARD, BUT AN EXPOSURE HAZARD.

AND WE ASK THAT A B I A ASSURE US THAT THERE HAVE BEEN STEPS THAT HAVE BEEN TAKEN TO PREVENT THESE POTENTIAL DISASTERS, INCLUDING NOTIFICATION REQUIREMENTS TO THE COMMUNITY AND HOW THEY'RE GOING TO COLLABORATE WITH A B I A FIRST RESPONDERS, AS WELL AS THE CITY'S FIRST RESPONDERS, INCLUDING LAW ENFORCEMENT, FIRE DEPARTMENT, AND E M SS.

WE ASK THE A B I STAFF STAFF SINCERELY TAKE OUR PUBLIC SAFETY AND ENVIRONMENTAL PROTECTIONS INTO CONSIDERATION BY PROVIDING US WITH THIS TRANSPARENCY.

WE CONTINUE TO INVITE A B I A STAFF TO WORK WITH US AND REMAIN GOOD NEIGHBORS.

AND WE'RE WORKING LOOKING FORWARD TO ESTABLISHING THAT RELATIONSHIP WITH AS WELL.

FINANCIAL RESULTS PRESENTED BY RAJIV THOMAS, DEPUTY CHIEF OF FINANCE.

HELLO, GOOD AFTERNOON COMMISSIONERS.

UM, DEPUTY CHIEF OF FINANCE, RAJIV THOMAS.

UH, THE JULY RESULTS, UM, YOU KNOW, WE DID HAVE FROM A PASSENGER, UH, STANDPOINT, TOTAL PASSENGERS.

I WAS A RECORD PASSENGERS FOR THE MONTH OF JULY, AND TYPICALLY JULY IS OUR BUSIEST MONTH OF THE YEAR, UM, WHICH TRANSLATED TO OVER 25 AND ALMOST 25 AND A HALF MILLION DOLLARS IN OPERATING REVENUES, WHICH WAS ALSO A NEW HIGH.

UH, IN TERMS OF MONTHLY REVENUES FOR US, THIS WAS A 9.7% INCREASE OVER THE PRIOR YEAR.

SO, UH, A, A VERY GOOD RESULT, UH, OVER LAST YEARS.

AND ALSO LANDED WEIGHTS WERE ALSO, UH, SET AS A NEW HIGH FOR THE, THE MONTH OF JULY, 2023.

ON THE OPERATING EXPENSE SIDE, UM, OPERATING EXPENSES ARE ABOUT 28% HIGHER THAN LAST YEAR, WHICH IS IN LINE WITH WHAT WE BUDGETED.

UH, YEAR TO DATE.

WE ARE ABOUT $8 MILLION LOWER THAN WHAT WE BUDGETED AND ALSO ABOUT $1.9 MILLION LOWER THAN OUR CURRENT YEAR ESTIMATE.

SO WE ARE DOING WELL ON THE OPERATING EXPENSES SIDE AND MOSTLY THAT MOST OF THAT IS DUE TO THE VACANCY RATE.

UH, SO OVERALL A VERY GOOD, UH, MONTH OF JULY FOR US.

DELTA TYPICALLY FLIES TO ITS HUBS, BUT FROM AUSTIN, THEY HAVE POINT TO POINT SERVICE STARTING IN OCTOBER TO LAS VEGAS AND ORLANDO.

THAT'S A BIG NEW DEAL FOR AUSTIN.

POINT TO POINT BY DELTA.

UM, WE ALSO SAW A LOT OF UT ACTIVITY WITH COLLEGE FOOTBALL, AND THOSE WERE FULL FLIGHTS.

THEY SOLD OUT VERY QUICKLY, AND WE LOVE TO SEE THOSE EXTRA FLIGHTS COME IN.

AS WE LOOK AHEAD.

OCTOBER WILL BE VERY, VERY BUSY WITH OUR CAPACITY.

AND THE WEEK OF FORMULA ONE IN PARTICULAR, WHEN WE COMPARE, UH, SEPTEMBER 23 TO 22, WE'RE UP 3% WITH NONSTOP DESTINATIONS.

WE HAVE 4% MORE DEPARTURES, 4% MORE SEATS.

OUR CURRENT AIR SERVICE IS LISTED.

ONE NEW CHART I DO WANNA POINT OUT IS ON THE LAST PAGE AND IT'S CONCERNING FARES.

SO WE PULLED THE MEDIUM AND LARGE HUB AIRPORTS, AND THIS IS FEDERAL DATA.

AND THE YELLOW LINE IN THE MIDDLE IS US AVERAGE, AND AUSTIN IS TO THE RIGHT OF THE MIDDLE.

THIS IS WHERE WE LIKE TO BE ON THE LOWER END OF, UH, LOW FARE, LOWER FARE SERVICE.

WE'VE HAD A BUILDUP WHERE WE'VE HAD THREE DIFFERENT VIRTUAL OUTREACH WITH S N B R PARTICIPATES WITH US.

AND THEN NEXT WEEK WE'LL BE HAVING AN IN-PERSON CO-HOSTED WITH AMAC, UM, HERE OUT BY THE AIRPORT, UM, WHERE WE'LL HAVE MAP MA MATCH MATCHMAKING, UM, WHERE WE HAVE ALMOST 50 PRIME SI SI SIGNED UP TO HAVE TABLES WHERE THE SMALL BUSINESSES CAN MEET AND, UM, ALL THESE DIFFERENT BUSINESSES THAT THEY CAN PARTNER FOR OUR PROGRAM.

AND SO WE'VE ALREADY SEEN A SMALL INCREASE IN REGISTERED FIRMS, UM, FROM THIS EFFORT.

AND WE ARE LOOKING TO SEE OVER THE LIFE OF THE PROGRAM, WE, OUR GOAL IS A VERY LOFTY GOAL WITH 30% INCREASE OF THOSE CERTIFIED FIRMS. UM, I THINK THE NEXT SLIDE JUST GOES OVER SOME OF THE FUTURE EVENTS THAT WE ARE HAVING, LIKE I SAID, SEPTEMBER 20TH.

AND THEN WE HAVE TO TAKE OUR PART, YOU KNOW, YOU CAN'T JUST PUT IT ON THE PRIME.

IT IS OUR PART AS THE CITY, UM, OUR, OUR, YOU KNOW, OUR DUTY AND THAT'S WHY WE'RE HOSTING THAT MATCHMAKING EVENT, RIGHT.

SO, UH, THE REASON FOR A LOT OF THESE AREAS, AND THE REASON THAT WE HAVE THE CODE IS TO REALLY PROTECT THE AIRSPACE AND ALLOW THE AIRPORT TO GROW IN A, UM, I GUESS IN THE WAY THAT WE NEED TO OVER THE, THE FUTURE YEARS.

SO A LOT OF THIS, THIS CODE ORDINANCE WAS PUT INTO PLACE AROUND 2001.

UM, HASN'T REALLY CHANGED SINCE THEN.

SO THERE'S DIFFERENT AREAS OF THE CODE AND THE OVERLAY ZONE.

SO THE FIRST IS THE CONTROLLED COMPATIBLE LAND USE AREA.

THAT'S THE AREA THAT'S IN PURPLE.

UM, IT'S ROUGHLY AROUND TWO MILES, UM, AROUND THE AIRPORT.

AND ANY DEVELOPMENT, REGARDLESS OF NEW DEVELOPMENT OR RECONSTRUCTION ADDITIONS, ALL THAT.

UM, THE AIRPORT IS ACTUALLY PART OF THE DEVELOPMENT, UM, PERMIT.

SO WE REVIEW ALL THESE DEVELOPMENTS THAT COME IN.

THE REASON FOR THAT IS WE'RE REALLY MAKING SURE THAT WE'RE TRYING TO PROTECT THAT AIRSPACE.

WE LOOK AT THINGS FOR HEIGHT HAZARDS, GLARE ISSUES, PEOPLE WANNA PUT A SOLAR FARM IN.

UM, WE LOOK AT WHAT THE GLARE COULD HAPPEN TO THE APPROACH, UM, APPROACHES IN THE RUNWAY, WILDLIFE ATTRACT ATTRACTANTS.

AND THEN, UM, WE DO GET FOLKS THAT WANNA DO UPLIGHTING AND WE NEED TO MAKE SURE THAT THE UPLIGHTING ISN'T REFLECTING OR IN THE WAY OF THOSE APPROACHES AS WELL.

AND SO, UM, WE ARE ACTUALLY A SIGN OFF ON THE PERMIT IF IT'S WITHIN THAT PURPLE AREA.

THAT ALSO INCLUDES, UM, THE AIRPORT AND THE OVERLAY ZONES.

AND SO, UM, WE'VE GOT A LOT MORE OF THE REQUESTS COMING IN.

WE WORK WITH THOSE DEVELOPERS AND OWNERS, UM, UH, VERY CONSISTENTLY.

IF ANYBODY WANTS TO DO DUE DILIGENCE ON THEIR PROPERTY, WE'RE HAPPY TO REVIEW THAT BEFORE THEY ACTUALLY GO DOWN FOR A PERMIT.

UM, SO WE DO WORK WITH THEM.

UM, WE DO RESTRICT THE LAND USES, UH, OF RESIDENTIAL AND PUBLIC SCHOOLS WITHIN THAT GREEN AREA THAT YOU SEE ON THE SCREEN.

AGAIN, THAT IS JUST TO ALLOW FOR THE AIRPORTS OPERATIONS, OUR FLIGHT OPERATIONS AS THEY INCREASE OVER THE YEARS, WE WANNA TRY AND STAY WITHIN THAT HALF MILE BUFFER.

UM, SO WE'RE PROTECTING THAT AREA AND ALLOWING US TO GROW WITHOUT PUTTING THE PUBLIC INTO, UM, A HAZARDOUS AREA IN REGARDS TO NOISE.

UM, AND JUST IN INCOMPATIBLE LAND USES AROUND THE AIRPORT.

UM, SO ONE OF THE OTHER REQUESTS THAT WE HAD WAS, UH, THE REDUCTION IN NOISE ATTENUATION METRICS.

UM, THAT'S ALSO IN THE CODE.

SO IF THERE ARE FOLKS THAT HAVE RESIDENTIAL PROPERTIES WITHIN THE GREEN AREA AND THEY DO EXIST, UM, WE DIDN'T GO IN AND BUY OUT ANYTHING IN THAT GREEN AREA WHEN WE BUILT THE AIRPORT.

IT WAS MORE JUST, AGAIN, A BUFFER.

UM, SO WE RESTRICT ANY NEW RESIDENTIAL THAT COMES INTO THAT AREA AND, UM, IF ANYBODY WANTS TO DO AN ADDITION ON THEIR HOME, ADD ANOTHER BEDROOM, WE'VE, WE'RE ABLE TO DO, UM, UH, WE'RE ABLE TO DO THAT.

SO THEY STILL HAVE THE ABILITY TO DO THAT.

WE JUST REQUIRE REDUCTION IN NOISE, UM, BY PUTTING IN THESE, THESE MEASURES.

UM, AND THAT INCLUDES HOTELS, HOSPITALS, NURSING HOMES, CHURCHES, AUDITORIUMS, CONCERT HALLS, AND AGAIN, ANY OF THAT EXISTING RESIDENTIAL.

SO, AND THEN THE, UM, NOISE ATTENUATION REQUIREMENTS, WE PUT THE TWO, UM, CODE REFERENCES ON THE SLIDE AS WELL.

AND THEN IT'S, YOU KNOW, YOU'RE MAKING A LITTLE BIT OF INTEREST INCOME OFF OF IT.

SO THESE ARE JUST RULES THAT PREVENTS PEOPLE, YOU KNOW, GOVERNMENTAL ENTITIES FROM DOING THAT.

SO THERE'S NO CHANCE OF YOU BEING SHORTCHANGE? NO.

LET'S SAY WE WERE TO SPEND A FEW TENS OF MILLIONS OF DOLLARS ON DESIGN ON CONCOURSE B RATHER THAN ISSUING THE BONDS.

, I WILL ISSUE THE BONDS AT A LATER DATE AND JUST REIMBURSE MYSELF ON THE CASH SIDE.
