[CALL TO ORDER]
[00:00:03]
AFTERNOON, WELCOME TO THE SEPTEMBER 13TH MEETING OF THE AIRPORT ADVISORY COMMISSION.
OUR FIRST ORDER OF BUSINESS IS, UH, ATTENDANCE.
CALL TO ORDER, AND PRESENT IN THE MEETING IS COMMISSIONER ELLER, VICE CHAIR BROCK, MYSELF, COMMISSIONER FONG FONG, UH, SECRETARY ROSE, COMMISSIONER YOUNG AND VIRTUALLY, COMMISSIONER KON.
[PUBLIC COMMUNICATION: GENERAL]
COMMUNICATION.WE HAVE, I BELIEVE, ONE SPEAKER, ANA AGUIRE.
UH, GOOD AFTERNOON, UM, COMMISSIONERS AND CHAIR.
I'M THE IMMEDIATE PAST CHAIR OF THE SOUTHEAST COMBINED NEIGHBORHOOD PLAN CONTACT TEAM.
AND I'M A DISTRICT TWO RESIDENT, AND I AM SPEAKING ON ITEM NUMBER NINE.
I'M SPEAKING WITH YOU TODAY REGARDING THE PUBLIC SAFETY AND ENVIRONMENTAL CONCERNS WE HAVE IN SOUTHEAST AUSTIN.
WE APPRECIATE MR. K CARVILLE'S RESPONSE TO OUR CONCERNS AND THE A B I A STAFF THAT ATTENDED OUR CONTACT TEAM MEETING ON AUGUST THE 14TH.
SEVERAL OF OUR CONCERNS WERE BROUGHT UP BY OUR COMMUNITY RESIDENTS AND A B I A STAFF RESPONDED TO, TO RESPONDENT AND OR ADVISED US THAT THEY WOULD PROVIDE US WITH REQUESTED ADDITIONAL INFORMATION OR A FOLLOW UP.
A COMMUNITY MEETING IS SCHEDULED FOR SATURDAY SEPTEMBER THE 23RD, AND WE'RE LOOKING FORWARD TO THAT.
EFFORTS HAVE BEEN MADE BY A B I, STAFF AND COMMUNITY LEADERS TO GET THE WORD OUT, INCLUDING COUNCIL MEMBER FUENTES.
WE RECOGNIZE THAT ANY ENVIRONMENTAL DECISIONS MADE BY A B I A HAS AN IMPACT ON THE RESIDENTS AND WORKERS IN SOUTHEAST AUSTIN AND DELL VALLEY.
THE CLOSEST NEIGHBORHOOD IS THE ONE LOCATED ON MCCALL STREET, WHICH IS RIGHT ACROSS FROM THE FUEL TANKS ON HIGHWAY 180 3.
WE RESPECTFULLY REQUEST THAT WE, WHEN WE REQUESTED, UH, DURING OUR CONTACTING MEETING, THAT THE A B I A PROVIDE US AN ANNUAL PROGRESS REPORT TO THE APPLICABLE BOARDS AND COMMISSIONS AND CITY COUNCIL.
THE RESPONSE FROM STAFF IS THAT THEY WOULD TAKE THAT INTO CONSIDERATION.
WE URGE THE COMMISSION TO ENSURE THAT THIS LEVEL OF TRANSPARENCY BE INCLUDED IN THE ORDINANCE.
WE ALSO ASK THAT NOTIFICATION PROTOCOLS REGARDING PUBLIC SAFETY THAT COULD HAVE AN ADVERSE IMPACT ON SURROUNDING NEIGHBORHOODS IN COMMUN IN COMMUNITIES BE BE INCLUDED IN THIS ORDINANCE.
I'M ALSO OFFERING AN EXAMPLE AS TO WHY THIS IS IMPORTANT TO US.
I HANDED OUT, UM, INFORMATION, UM, THIS, WE WERE AWARE ABOUT JET FUEL HAVING A HIGH FLAMMABILITY PIECE, AND WE'RE COMFORTABLE WITH THE RESPONSES THAT WE'VE RECEIVED FROM A B I A, BUT WE WERE NOT AWARE ABOUT THE HAZARDOUS COMPONENT REGARDING EXPOSURE TO THE JET FUEL AND THIS INFORMATION.
I ONLY GOT THROUGH A MAILER BECAUSE I'M A RESIDENT THAT LIVES VERY CLOSE TO A PIPELINE, AND THAT'S WHY WE HAVE THIS INFORMATION.
SO, UH, WHAT WE'RE ASKING THAT IS THAT THIS IS A FIRE HAZARD, NOT ONLY A FIRE HAZARD, BUT AN EXPOSURE HAZARD.
AND WE ASK THAT A B I A ASSURE US THAT THERE HAVE BEEN STEPS THAT HAVE BEEN TAKEN TO PREVENT THESE POTENTIAL DISASTERS, INCLUDING NOTIFICATION REQUIREMENTS TO THE COMMUNITY AND HOW THEY'RE GOING TO COLLABORATE WITH A B I A FIRST RESPONDERS, AS WELL AS THE CITY'S FIRST RESPONDERS, INCLUDING LAW ENFORCEMENT, FIRE DEPARTMENT, AND E M SS.
WE ASK THE A B I STAFF STAFF SINCERELY TAKE OUR PUBLIC SAFETY AND ENVIRONMENTAL PROTECTIONS INTO CONSIDERATION BY PROVIDING US WITH THIS TRANSPARENCY.
WE CONTINUE TO INVITE A B I A STAFF TO WORK WITH US AND REMAIN GOOD NEIGHBORS.
AND WE'RE WORKING LOOKING FORWARD TO ESTABLISHING THAT RELATIONSHIP WITH AS WELL.
I'M HAPPY TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE.
THANK YOU FOR YOUR TIME AND CONSIDERATION AND FOR YOUR SERVICE TO OUR COMMUNITY.
UM, THERE WAS A CITY COUNCIL WORK SESSION CONDUCTED ON TUESDAY, AND A BRIEFING WAS MADE BY THE AIRPORT STAFF.
AND I BELIEVE THAT COUNCIL MEMBER FUENTES SPOKE UP ABOUT THIS, UM, COMPONENT OF PUBLIC OUTREACH.
HOWEVER, I, A COPY OF THE ORDINANCE IS IN, IS, IS POSTED ONLINE AND MENTIONS NOTHING OF IT.
I DON'T KNOW THAT THAT'S SOMETHING THAT IS YOU TYPICALLY INCLUDED IN AN ORDINANCE, BUT THAT MAY BE SOMETHING YOU'D LIKE TO SPEAK TO THE COUNCIL ABOUT.
ACTUALLY, I DID SPEAK WITH SOPHIA MORALES, WHO'S OUR, UM, CONTACT PERSON WITH COUNCILWOMAN FUENTES OFFICE.
AND, AND OUR GOAL IS THAT THAT IS INCLUDED.
UM, UH, YOU KNOW, COUNCIL, MY UNDERSTANDING IS THAT COUNCIL MEMBER FUENTES WILL BE ASKING FOR THAT CALLED TOPIC OF COLLABORATION.
AND WE'RE HOPEFUL THAT WE'RE, WE HAVE THAT SUPPORT.
UH, COMMISSIONERS, ANY QUESTIONS? OKAY, LET'S MOVE ON TO APPROVAL OF THE MINUTES
[APPROVAL OF MINUTES]
OF THE AUGUST 9TH, 2023 MEETING.IS THERE A MOTION TO APPROVE? SO MOVED.
DO I HAVE A SECOND? COMMISSIONER YOUNG.
[00:05:01]
COMMENTS, QUESTIONS, EDITS? UM, IS, ARE THE MINUTES? YES.THEY ARE IN THIS PACKET, CORRECT? YES.
UM, ALL IN FAVOR OF APPROVAL OF THE MINUTES.
OR RAISE YOUR HAND, UNA? UH, YES.
DO WE HAVE THAT UNANIMOUS APPROVAL OF THE MINUTES? MOTION BY ROSE.
I'M TRYING TO DO MY WORK HERE.
UM, THE FIRST ONE IS THE JULY, 2023
[2. July 2023 Financial Results presented by Rajeev Thomas, Deputy Chief, Finance.]
FINANCIAL RESULTS PRESENTED BY RAJIV THOMAS, DEPUTY CHIEF OF FINANCE.HELLO, GOOD AFTERNOON COMMISSIONERS.
UM, DEPUTY CHIEF OF FINANCE, RAJIV THOMAS.
UH, THE JULY RESULTS, UM, YOU KNOW, WE DID HAVE FROM A PASSENGER, UH, STANDPOINT, TOTAL PASSENGERS.
I WAS A RECORD PASSENGERS FOR THE MONTH OF JULY, AND TYPICALLY JULY IS OUR BUSIEST MONTH OF THE YEAR, UM, WHICH TRANSLATED TO OVER 25 AND ALMOST 25 AND A HALF MILLION DOLLARS IN OPERATING REVENUES, WHICH WAS ALSO A NEW HIGH.
UH, IN TERMS OF MONTHLY REVENUES FOR US, THIS WAS A 9.7% INCREASE OVER THE PRIOR YEAR.
SO, UH, A, A VERY GOOD RESULT, UH, OVER LAST YEARS.
AND ALSO LANDED WEIGHTS WERE ALSO, UH, SET AS A NEW HIGH FOR THE, THE MONTH OF JULY, 2023.
ON THE OPERATING EXPENSE SIDE, UM, OPERATING EXPENSES ARE ABOUT 28% HIGHER THAN LAST YEAR, WHICH IS IN LINE WITH WHAT WE BUDGETED.
WE ARE ABOUT $8 MILLION LOWER THAN WHAT WE BUDGETED AND ALSO ABOUT $1.9 MILLION LOWER THAN OUR CURRENT YEAR ESTIMATE.
SO WE ARE DOING WELL ON THE OPERATING EXPENSES SIDE AND MOSTLY THAT MOST OF THAT IS DUE TO THE VACANCY RATE.
UH, SO OVERALL A VERY GOOD, UH, MONTH OF JULY FOR US.
UH, CONGRATULATIONS COMMISSIONERS.
DO WE HAVE ANY QUESTIONS FOR MR. THOMAS? I'M GONNA HAVE SOME QUESTIONS FOR YOU LATER, BUT, UM, CONGRATULATIONS ON THAT.
[3. Air Service Update provided by Jamy Kazanoff, AUS Air Service Development.]
SERVICE UPDATE.UH, JAMIE KOFF IS HERE IN REAL LIFE.
THEY'RE POSITIVE, WHICH IS GOOD.
AND HERE WE ARE IN SEPTEMBER WITH 4% MORE CAPACITY THAN WE HAD IN SEPTEMBER LAST YEAR.
UH, THE HIGHLIGHTS OF THEIR RECENT AIR SERVICE ANNOUNCEMENTS ARE INCLUDED IN HERE, UM, INCLUDING SOME SUSPENSIONS TOO.
SOME OF THIS WE HOPE TO COME BACK.
ONE THING I DO WANNA HIGHLIGHT IS DELTA.
DELTA TYPICALLY FLIES TO ITS HUBS, BUT FROM AUSTIN, THEY HAVE POINT TO POINT SERVICE STARTING IN OCTOBER TO LAS VEGAS AND ORLANDO.
THAT'S A BIG NEW DEAL FOR AUSTIN.
UM, WE ALSO SAW A LOT OF UT ACTIVITY WITH COLLEGE FOOTBALL, AND THOSE WERE FULL FLIGHTS.
THEY SOLD OUT VERY QUICKLY, AND WE LOVE TO SEE THOSE EXTRA FLIGHTS COME IN.
OCTOBER WILL BE VERY, VERY BUSY WITH OUR CAPACITY.
AND THE WEEK OF FORMULA ONE IN PARTICULAR, WHEN WE COMPARE, UH, SEPTEMBER 23 TO 22, WE'RE UP 3% WITH NONSTOP DESTINATIONS.
WE HAVE 4% MORE DEPARTURES, 4% MORE SEATS.
OUR CURRENT AIR SERVICE IS LISTED.
ONE NEW CHART I DO WANNA POINT OUT IS ON THE LAST PAGE AND IT'S CONCERNING FARES.
SO WE PULLED THE MEDIUM AND LARGE HUB AIRPORTS, AND THIS IS FEDERAL DATA.
AND THE YELLOW LINE IN THE MIDDLE IS US AVERAGE, AND AUSTIN IS TO THE RIGHT OF THE MIDDLE.
THIS IS WHERE WE LIKE TO BE ON THE LOWER END OF, UH, LOW FARE, LOWER FARE SERVICE.
SO VERY PLEASED TO TO REPORT THAT THIS COMES OUT EVERY QUARTER, AND I'LL CONTINUE TO UPDATE THIS EACH QUARTER.
OUR CONNECTING TRAFFIC IS 18% WITH OUR LATEST DATA AVAILABLE.
THAT'S SUED NEARLY ONE OUT OF FIVE FOLKS.
NOT MANY CHANGES FROM THE PREVIOUS MONTH.
I HAVE A COUPLE OF QUESTIONS FOR YOU AND COMMISSIONERS.
UM, FOR THE RECORD, I'D LIKE TO RECORD THAT COMMISSIONER VALDEZ IS HERE.
UM, I DID NOTICE A SLIGHT CHANGE IN ALLEGIANCE AND AND FRONTIER.
IS THAT W SHOULD WE BE EXPECTING THAT MOVING FORWARD BECAUSE OF THE SOUTH TERMINAL, OR IS THAT THEIR CHOICE? WELL, UM, FRONTIER IS GOING
[00:10:01]
TO BE FLYING JUST, UH, DENVER IN THE FUTURE.THEY'VE SLOWLY BEEN INCHING OUT WITH, UH, LESS CAPACITY IN AUSTIN OVER THE YEARS ACTUALLY.
AND, UH, THAT'S PARTLY BECAUSE OF THE COMPETITION AND THEIR BUSINESS MODEL.
AS FAR AS ALLEGIANT, WE ARE A BASE FOR ALLEGIANT AND THEY HAVE ROBUST SERVICE FROM HERE.
THEY DO HAVE A LOT OF SEASONALITY TOO.
SO SOME OF THE SERVICE THAT WE SEE FROM ALLEGIANT THAT PULLS OUT, WE EXPECT TO SEE BACK.
AND THEN, UM, COMMISSIONER MEDO ISS NOT HERE, BUT I KNOW HE'LL ASK YOU ABOUT THE CONNECTING FLIGHTS.
AND I DID NOTICE THAT THERE SEEMED TO BE EQUAL NUMBER OF DOMESTIC AND INTERNATIONAL CONNECTING FLIGHTS THROUGH AUSTIN PREVIOUSLY.
I THINK THE, THE DOMESTIC CONNECTIONS WERE GREATER THAN THE ONES TO CENTRAL AMERICA AND SOUTH AND MEXICO TO MEXICO, COSTA RICA, ET CETERA.
AND IT LOOKS LIKE THERE, THOSE ARE PICKING UP.
IS THAT A CORRECT TREND? WELL, THESE, THESE LISTINGS ARE THE TOP 10.
SO THERE'S EVEN MORE CONNECTING FLIGHTS THAN THESE TOP 10.
TOP 10 DOMESTIC AND TOP 10 ARE INTERNATIONAL.
BUT IT'S ABOUT ALMOST, IT'S INCHING UP TOWARDS A FIFTH OF THE FLIGHTS.
INBOUND ARE CONNECTING FLIGHTS NOW.
AND WE MAY SEE SOME FLUCTUATION WITH THAT, THAT'S DEPENDENT ON HOW THE CARRIERS FILL THE FLIGHTS.
UM, BUT IT'S NOT UNUSUAL THESE DAYS TO BE IN THE TERMINAL WITH SOMEONE WHO'S CONNECTING THAT DID NOT PARK THERE, THAT CAME FROM MIAMI, GOT OFF IN AUSTIN ON THEIR WAY TO SEATTLE.
ANY OTHER QUESTIONS? ALL RIGHT, THANK YOU.
UM, YOU'D THINK I WOULD KNOW HOW VIDEO CALLS WORK BY NOW.
UH, I JUST HAD ONE QUESTION ON THE, WHEN WE'RE SHOWING STUFF, UM, FOLKS KNOW I'VE ASKED ABOUT ACRONYMS BEFORE THAT CHART.
THE, THE PAGE, UM, AND THE BOARD PACK, I THINK IT'S 17, UH, WHERE IT SHOWS LIKE THE, THE CONNECTING FLIGHTS AND THE MARKETS.
UM, COULD IT, CAN WE HAVE JUST KIND OF A, WITHOUT HAVING, HAVING THE LITTLE LEGEND THAT WE HAVE TO GO LOOK AT, JUST HAVE THE ACTUAL SPELL THEM OUT.
I'LL SPELL THEM OUT FOR YOU FOR SURE.
SO LIKE, IT SAYS SAN FRANCISCO OR LAS VEGAS OR WHATEVER.
UH, SOME OF 'EM, YOU KNOW, I, I MAY ADMIT I DON'T, I DON'T KNOW ALL OF 'EM.
M I A TO P H X, THAT'S PROBABLY MIAMI TO PHOENIX.
THAT ONE'S EASY, BUT THERE'S OTHER ONES THAT I'M NOT SURE WHAT THEY, WHAT THEY ARE.
YEAH, SORRY, IT'S A MINOR THING.
I WAS JUST THINKING IF OTHER PEOPLE ARE LOOKING AT IT, IT WOULD, IT WOULD HELP.
[4. Journey with AUS (AUS AEDP/Capital Improvement Program) Active Projects Update provided by Lyn Estabrook, Division Manager, Planning and Development.]
TO, UM, TO THE JOURNEY WITH OS THE AIR, UH, HERE'S SOME, HERE'S SOME ACRONYMS.MAY I INTERRUPT FOR JUST A SECOND? YES.
I, YOU'RE THE, AFTER YOU WERE HAVING A PRESENTATION FROM THE FINANCIAL SERVICES DEPARTMENT THAT RELATES TO A NUMBER OF THE PROJECTS THAT YOU'RE GONNA DIS MAY OR MAY NOT DISCUSS WITH US.
SO IF YOU COULD TAILOR YOUR COMMENTS, HIGHLIGHT WHAT YOU NEED TO TELL US, BUT ALSO TAILOR THEM TO THE NEXT PRESENTATION IF YOU'RE, IF YOU'VE SEEN IT.
UM, I DIDN'T KNOW IF EVERY, EVERYONE HAS HAD A CHANCE TO LOOK AT THE, UH, BACKUP IN THE PRESENTATION ON THE EXISTING PROJECTS THAT ARE GOING ON, AND IF THERE ARE ANY SPECIFIC QUESTIONS.
UM, I DID WANNA SAY THAT, UM, ON PAGE 27, IT DOES SHOW THE B J T OPTIMIZATION.
THERE'S SOME NEW GREAT PICTURES OF THAT, INCLUDING THE GROUNDBREAKING PICTURE.
AND THEN THE BAGGAGE HANDLING SYSTEM PROJECT IS ALSO, UM, SOMETHING THAT WE, THAT IS IN, IN THE RECOMMENDATION.
WE HAD A PROJECT DESCRIPTION LAST MONTH ON THAT.
BUT IF THERE WERE ANY ADDITIONAL SPECIFIC QUESTIONS ABOUT, UM, THE B J T, UM, THE BAGGAGE HANDLING PROJECT AND INFILL, THAT'S PART OF THAT PROJECT, I CAN ANSWER THOSE QUESTIONS.
COMMISSIONERS, DO WE HAVE ANY QUESTIONS FOR MS. ESTABROOK? THAT IS A LOT TO KEEP TRACK OF.
AND, UM, THANK YOU FOR ALL THIS INFORMATION.
I WILL VISIT WITH THE COMMISSIONERS TO SEE IF MOVING FORWARD THERE MAY BE A WAY TO MAKE THIS LESS BURDENSOME ON YOU.
I MEAN, I'M COMFORTABLE NOW WITH THE PROJECTS, THEIR NAMES, THEIR SCHEDULES.
[00:15:01]
NOT GONNA BE HERE FOREVER.AND IF THERE ARE OTHERS WHO WOULD LIKE TO START TRACKING THIS AS CLOSELY, THAT WOULD BE VERY HELPFUL TO ME AND TO THE BOARD.
BUT ALSO, UM, WHETHER THERE'S INFORMATION THAT'S INCLUDED ON HERE OR THAT, THAT YOU DON'T THINK YOU NEED, THAT WOULD BE HELPFUL.
LOOKS LIKE THE CARGO FACILITY WILL BE THE FIRST TO GO ONLINE.
IS THERE A TENANT? UM, PROPERTIES HAS A NUMBER OF TENANTS THAT THEY'RE WORKING THROUGH, UM, IN ORDER TO ASSIGN THAT SORT OF BEST TENANT AND BEST VALUE FOR THE AIRPORT.
AND I NOTED FROM, UM, RAJEEV'S REPORT THAT CARGO IS DOWN, BUT THAT DOESN'T AFFECT THE CARGO FACILITY'S ABILITY TO FIND TENANTS.
THEY HAVE A NUMBER OF, UM, PEOPLE WHO'VE ASKED FOR THE SPACE.
SO IT'S, THAT'S A BENEFIT TO THE AIRPORT.
ALRIGHT, UM, AND THANK YOU AGAIN FOR ALL THIS INFORMATION.
[5. Briefing on the procurement process related to the upcoming Airport Expansion and Development Program presented by Matthew Duree, Division Chief 1, Financial Services Department.]
AGENDA ITEM IS A, WE HAVE A GUEST TODAY AND IT'S A BRIEFING ON THE PROCUREMENT PROCESS RELATED TO THE UPCOMING AIRPORT EXPANSION DEVELOPMENT PROGRAM.AND IT'S PRESENTED BY MATTHEW DERE, I HOPE I'M PRONOUNCING THAT CORRECTLY.
MATT DERE, DIVISION ONE, DIVISION CHIEF FINANCIAL SERVICES DEPARTMENT.
AND I UNDERSTAND THAT YOU ARE OUR NEW ROLANDO FERNANDEZ, IS THAT CORRECT? I AM.
SO TO SPEAK, WE'RE GONNA, WE'RE GONNA GO THROUGH KIND OF THE, THE REORG THAT HAS HAPPENED AND EVERYTHING LIKE THAT AS WELL.
SO, UH, I WAS ASKED TO KEEP THIS PRESENTATION TO ABOUT FIVE TO 10 MINUTES, SO I HOPE THAT'S OKAY, BUT WE'VE GOT TIME FOR QUESTIONS AT THE END AS WELL.
SO ONCE AGAIN, UM, MY NAME IS MATTHEW DOREE.
I'M A DIVISION CHIEF WITH THE CAPITAL CONTRACTING DIVISION WITHIN F S D.
UM, THE AGENDA TODAY, WE'RE GONNA GO OVER OUR GENERAL ORGANIZATION PROCUREMENT METHODS, UM, HIGH LEVEL CONTRACT REQUIREMENTS THAT SOME OF YOU MAY BE FAMILIAR WITH OR MAY NOT BE FAMILIAR WITH.
I THINK, YOU KNOW, LENNON STAFF HAVE KEPT YOU, UH, WELL AWARE OF THE SPECIFICS ON SOME OF THOSE UPCOMING PROJECTS.
BUT, UH, BEFORE WE GET GOING, SO THERE HAS BEEN SOME ORGANIZATIONAL CHANGES, NOT ONLY WITHIN THE PREVIOUS CAPITAL CONTRACTING OFFICE, BUT WITHIN THE CENTRAL PROCUREMENT OFFICE AND F S D AS A WHOLE.
I DON'T, ON SLIDE FOUR, PLEASE.
THANK YOU FOR THE NICE IN, UH, SO THIS IS OVERALL F SS D THE, UH, EXECUTIVE HIERARCHY HERE.
SO WE HAVE OBVIOUSLY ED VAN ENO.
HE IS THE CHIEF FINANCIAL OFFICER FOR THE CITY OF AUSTIN.
AND THEN JAMES SCARBOROUGH, THE CHIEF PROCUREMENT OFFICER, THE CITY OF AUSTIN, MYSELF, SEAN WILLETT AND YOLANDA MILLER.
UH, TWO DEPUTY PROCUREMENT OFFICIALS, AND THEN MYSELF, UH, DIVISION CHIEF, UH, THAT CAPITAL CONTRACTING, WHAT I'M NOW IN CHARGE OF WAS A SEPARATE ENTITY.
AND OVER THE LAST YEAR AND A HALF HAS COMBINED WITH PURCHASING TO FORM CENTRAL PROCUREMENT.
AND NOW THAT UNIT HAS INTEGRATED MORE SO WITH FINANCIAL SERVICES THAN THE PRIOR, UH, UH, PURCHASING OFFICE HAS MYSELF.
WHAT THE CC DIVISION ACTUALLY LOOKS LIKE IS, UH, I HAVE THREE MANAGERS.
I'VE GOT RICK, RICK WILSON, BEVERLY MENDEZ, AND, UM, GARRETT COX.
UM, 29 DIRECT REPORTS REPORTING TO THOSE THREE MANAGERS.
AND THOSE THREE DIVISIONS ARE CONSTRUCTION, PROFESSIONAL SERVICES, AND THE ALTERNATE DELIVERY DIVISION.
SO REAL QUICK, I'M JUST GONNA GO OVER, I WAS, I WAS TOLD YOU WERE GIVEN, UH, A BRIEFING ON THIS.
SO I'M GONNA KIND OF GO THROUGH THESE A LITTLE BIT QUICKLY.
BUT, UH, THE OBVIOUS ONE THAT EVERYONE'S FAMILIAR WITH, WITH OUR CONTRACTING TOOLS AND METHODOLOGIES, DESIGN BID BUILD, WE HAVE A CONTRACT WITH AN ARCHITECT OR ENGINEER, AND THEN WE GO AND WE CONTRACT OUT FOR THAT LOW BID PRICE.
UH, THE MOST RESPONSIVE AND MOST RESPONSIBLE BIDDER RESPONSIBLE IS GONNA COME INTO PLAY LATER ON WHEN WE LOOK AT OUR CONSULTANT AND CONTRACTOR PERFORMANCE EVALUATIONS GETS THE WORK.
THE NEXT METHOD IS OUR COMPETITIVE SEALED PROPOSAL.
UH, WE HAVE A CONTRACT WITH ARCHITECTS AND ENGINEERS, AND THEN WE GO OUT AND WE GET ANOTHER GENERAL CONTRACTOR, WHOEVER THIS IS CONSIDERED A BEST VALUE.
WE ARE, WE ARE ALLOWED TO TAKE PRICE INTO THE EVALUATION FACTOR, AND SO IT'S CONSIDERED A BEST VALUE.
WE CAN ALSO CLARIFY AND DO SOME NEGOTIATIONS SLASH CLARIFICATIONS OF THE PRICING, UM, OF THE SCOPE OF WORK.
[00:20:01]
IS NOT A PUT IT OUT ON THE STREET AND THEN JUST AWARD.AS WE GET BACK, WE'RE ALLOWED TO GO BACK AND FORTH WITH THE CONTRACTOR A LITTLE BIT AND CLARIFY SOME ITEMS THERE AS WELL.
THE NEXT TWO WE GET INTO ARE HEAVILY USED, UM, ALTERNATE DELIVERY METHODOLOGIES.
UH, CONSTRUCTION MANAGER AT RISK.
SO THIS IS ONE THAT IS, IS OBVIOUSLY USED FOR LARGE COMPLEX PROJECTS.
AND ONCE AGAIN, THIS IS A BEST VALUE.
THIS IS NOT A LOW BID, OR THIS IS NOT JUST AN EVALUATION BASED ON QUALIFICATIONS.
SO ALL THOSE FACTORS ARE TAKEN INTO PLACE.
UM, BENEFIT HERE, CONSTRUCTION MANAGER, ENGINEER AND ARCHITECT, THEY'RE ON BOARD TOGETHER.
THEY'RE COLLABORATING, THEY'RE PREVENTING ISSUES PRIOR TO THEIR HAPPENING.
AND THE CONSTRUCTION MANAGER IS OBVIOUSLY RESPONSIBLE FOR CONSTRUCTION AND COST OVERRUNS DURING CONSTRUCTION AS WE GET INTO THAT PHASE OF THE CONTRACT.
EVERYTHING'S UNDER ONE SHOP HERE.
UM, YOU HAVE THE DESIGN BUILD ALL INTO ONE FIRM.
SO THIS IS GONNA SAVE TIME ON YOUR SCHEDULE.
UM, OBVIOUSLY WITH IN HOUSE, THEY'RE GONNA COLLABORATE AND GO BACK AND FORTH MUCH QUICKER THAN MULTIPLE FIRMS WOULD, UM, ONE AT A TIME.
ONCE AGAIN, ANOTHER BEST VALUE.
WE'RE NOT LOOKING AT JUST QUALIFICATIONS, JUST THEIR EXPERIENCE OR JUST THEIR PRICE.
AND, UM, THE PROFESSIONAL ENGINEER REPRESENTS THE OWNER IN THIS ONE AS WELL.
LAST ONE IS THE JOB ORDER CONTRACTING.
UM, WE'VE BEEN DOING JOB ORDER CONTRACTS AT THE CITY OF AUSTIN, I WANNA SAY, FOR ABOUT 10 YEARS.
UM, THEY GET MORE POPULAR WITH EVERY CONTRACT WE DO, BUT OUR JOB ORDER CONTRACTORS ARE SELECTED WITH BEST VALUE.
WE USE RS MEANS OR UNIT PRICES TO BREAK DOWN THE PRICE OF INDIVIDUAL JOB ORDER ASSIGNMENTS.
THEY'RE USED FOR MINOR CONSTRUCTION.
UM, IF THEY'RE ABOVE HALF A MILLION DOLLARS, WE DO HAVE TO GO BACK TO COUNSEL TO REQUEST, UH, APPROVAL TO $300,000.
ONCE AGAIN, THAT MINOR CONSTRUCTION LANGUAGE IS IN STATUTE, SO, SO WE TRY TO KEEP IT AROUND THAT AMOUNT OF MONEY.
UH, MULTIPLE JOB ORDER CONTRACTORS ON ONE PRO OR ON ONE CONTRACT.
SO IT'S USED SIMILAR TO A ROTATION LIST, IF YOU'RE FAMILIAR WITH THAT.
UM, WE'RE, WE'RE ALLOWED TO, TO TAKE DIFFERENT PROJECTS TO DIFFERENT CONTRACTORS.
AND AS WE GO THROUGH THAT, THAT, THAT RANKING ORDER AS WELL.
SO A FEW HIGH LEVEL CONTRACT REQUIREMENTS, IF YOU'LL GO FORWARD.
A SLIDE OR TWO FOR ME, PLEASE.
SO WAGE COMPLIANCE IS INCLUDED IN ALL OF OUR, UM, CONSTRUCTION CONTRACTS.
SO, UH, PREVAILING WAGE AND LIVING WAGE, UM, BOTH HEAVY HIGHWAY AND BUILDING AND CONSTRUCTION.
UM, THESE WEIGHTS, THESE WAGES, EXCUSE ME, ARE DETERMINED BY THE DEPARTMENT OF LABOR.
THEY GET UPDATED ROUGHLY ON A QUARTERLY BASIS, AND WE'LL REPLACE THOSE WAGES IN OUR DOCUMENTS.
UM, LIVING WAGE IS ALSO INCLUDED IN THIS.
SO WE STATE HERE 20, OBVIOUSLY, I THINK EVERYONE KNOWS.
UM, THE NEW LIVING WAGE RATE CHANGES OCTOBER 1ST HERE IN A COUPLE WEEKS TO $20 AND 80 CENTS.
I BELIEVE PREVAILING WAGES INCLUDE FRINGE BENEFITS AS WELL.
IT'S NOT JUST THE RAW RATE THAT IS PAID TO THE WORKER.
UH, OUR STAFF GOES OUT AND THEY PERFORM AUDITS.
THEY PERFORM SITE VISITS, SURPRISE SITE VISITS.
THEY LOOK AT CERTIFIED PAYROLL.
THEY PERFORM INTERVIEWS WITH STAFF THAT ARE ONSITE TO ENSURE THAT WE ARE BEING COMPLIANT AND THEY'RE BEING COMPLIANT WITH THE CONTRACT, AND WE ARE BEING COMPLIANT WITH FEDERAL REGULATIONS WHEN IT COMES TO, UH, PREVAILING WAGE AND LIVING WAGE.
SO WE HAVE A CONSTRUCTION TRAINING PROGRAM, UM, AS A REQUIREMENT IN OUR SOLICITATION DOCUMENTS AND OUR CONTRACTS.
AND, AND REALLY THIS IS TO HELP BUILD THE POOL OF SKILLED LABOR THAT IS WITHIN OUR COMMUNITY.
UM, AND ALSO ENSURE THAT, UM, YOU KNOW, WE'RE, WE'RE SPREADING OUT THAT ECONOMIC BENEFIT OF A PROJECT.
SO YOU CAN SEE THERE, IT'S A LITTLE SMALL ON YOUR SCREEN, BUT, UM, THAT CHART SHOWS THE NUMBER OF INDIVIDUALS REQUIRED BASED ON THE DOLLAR VALUE FOR A A CONTRACT.
SO 500,000 TO TWO AND A HALF MILLION.
THE REQUIREMENT OF, OF A CERTIFIED, UM, YOU KNOW, TRAINEE IS, IS TWO, AND THEN IT GOES UP, UH, TO FOUR WHEN WE'RE AT TWO AND A HALF MILLION TO, UH, 5 MILLION GOES UP TO SIX WHEN WE'RE UP TO 10 MILLION.
AND THEN OVER 10 MILLION IS 15% OF THE TOTAL.
UM, WHAT HAPPENS HERE IS PRIOR TO AN N T P OR THE NOTICE TO PROCEED BEING ISSUED, THE, THE CONTRACTOR GIVES US THEIR PLAN FOR THE TRAINING, THE LIST OF, OF WHO THOSE INDIVIDUALS ARE AND, AND THE ORGANIZATIONS, BE IT A PIPELINE ORGANIZATION, A DEPARTMENT OF LABOR ORGANIZATION THAT THEY'RE GONNA BE USING THAT GETS APPROVED AND THEN THEY MOVE FORWARD WITH THE N T P IDEALLY.
SO IF A CONTRACTOR DOES HAPPEN TO FORGET, WE'RE ALWAYS, YOU KNOW, HAPPY TO REMIND 'EM AFTER THE FACT AND THEY'VE ALWAYS BEEN WILLING TO WORK WITH US.
OUR LAST ONE HERE, AND I MENTIONED THIS EARLIER ON,
[00:25:01]
BUT THIS IS OUR CONSULTANT AND CONTRACTOR PERFORMANCE EVALUATION.UH, IT PROVIDES A METHOD FOR OUR PROJECT MANAGERS TO RATE OUR CONTRACTORS OR CONSULTANTS AFTER A PROJECT IS DONE, THEY RATE THEM ON A A 30 POINT SCALE.
THERE'S, UM, NINE TO 10 DIFFERENT FACTORS THEY'RE RATED ON, DEPENDING UPON WHETHER IT'S A CONSULTANT EVALUATION OR A CONTRACTOR EVALUATION.
UH, THE TOTAL POINTS IS 30 POINTS, AND THEN WE FACTOR THAT DOWN TO A 10 POINT RANGE.
UH, THE WAY IT WORKS IS WE TAKE AVERAGES OVER A FIVE YEAR PERIOD, AND THAT NUMBER WILL THEN FACTOR INTO YOUR EVALUATION IF IT'S A PROFESSIONAL SERVICES CONTRACT FOR A CONSULTANT, OR WE LOOK AT THAT AS FAR AS BEING A RESPONSIVE, UH, RESPONSIBLE OR RESPONSIVE CONTRACTOR WHEN IT COMES TO CONTRACTORS.
SO YOUR DESIGN BID BUILD AS WELL.
UM, 8.66 ON THAT SCALE OF 10 IS CONSIDERED SUCCESSFUL.
UM, AND THEN BELOW 8.66, YOU START TO GET INTO THE UNSUCCESSFUL, UH, AND AND ABOVE IS IS OBVIOUSLY BETTER THAN SUCCESSFUL.
SO I DO HAVE A LIST IF YOU'LL GO FORWARD, TWO SLIDES PLEASE OF SOME CURRENT PROJECTS AND THEN SOME UPCOMING PROJECTS.
UM, THESE ARE TAKEN FROM, WE POST A FORECAST ON THE CAPITAL CONTRACTING WEBSITE, AND REALLY IT'S JUST FOR VENDORS TO KIND OF SEE WHAT'S COMING UP AND GET A GENERAL TIMEFRAME AND A GENERAL DOLLAR AMOUNT, UM, THAT ARE TAKEN FROM OUR PROJECT MANAGEMENT REPORTING SYSTEM E CAPRI.
BUT AS YOU CAN SEE HERE, WE'RE CURRENTLY, WE'VE GOT, UH, SEVERAL IFPS THERE, FIVE JOCK PROJECTS.
UM, THERE'S SOME, SOME BASIC BADGING O OFFICE REMODEL AND VERTICAL CIRCULATION.
JOCK HAS BECOME A POPULAR TOOL FOR, UH, HVAC, UM, WORK DONE AROUND THE CITY.
THEN WE'VE GOT, UH, THE A D P AIRFIELD INFRASTRUCTURE, CMAR, THE P S A AND DB FOR THE BAGGAGE HANDLING SYSTEM AND THE CMAR FOR THE B J T OPTIMIZATION.
AND THEN ON THE NEXT SLIDE, I'LL COVER SOME UPCOMING PROJECTS THAT ARE EXPECTED.
SO AS YOU CAN SEE, MULTIPLE PROCUREMENT METHODS.
UM, WE, WE RUN THE GAMUT OF I F B AND CMAR AND P SS A AND DB.
UM, BUT REALISTICALLY HERE WE'VE GOT, UH, QUITE A BIT OF WORK GOING ON.
I'M SURE THAT LYNN AND HER STAFF HAVE, HAVE WORKED WITH YOU ON TOO, THAT WE'VE BEEN LOOKING FORWARD TO.
ARE THE ARCHITECTURAL AND ENGINEERING SERVICES ROTATION LISTS? UH, BOTH ONE FOR CIVIL AND ONE FOR ARCHITECTURE, UH, FOR A B I A.
WE THINK THOSE ARE GONNA BE POPULAR.
AND THEN WE HAVE THE NEW CENTRAL UTILITY PLANT DESIGN BUILD, THE PURPLE PARKING GARAGE DESIGN BUILD CONCOURSE, UH, CONCOURSE B, EXCUSE ME, TUNNEL AND APRON AS WELL.
AND, UH, VARIOUS OTHER PROJECTS THERE THAT ARE UPCOMING AND IN VARIOUS STAGES OF PLANNING, DEVELOPMENT AND ISSUANCE.
AND I THINK THAT'S ALL I'VE GOT FOR YOU.
SO I'M HAPPY TO TAKE SOME QUESTIONS THOUGH.
DID I PRONOUNCE THAT CORRECTLY? DERI? YES, MA'AM.
UM, COMMISSIONERS, DO WE HAVE QUESTIONS? RAYMOND YOUNG, COMMISSIONER YOUNG.
UH, WHEN YOU SAID THAT YOU DO CHECKUPS ON THE CONTRACTORS, HOW OFTEN ARE THOSE CHECKUPS? SO WE TRY TO, WITH PREVAILING WAGE CONTRACTS, OUR GOAL IS TO HIT EVERY CONTRACT ANNUALLY.
UM, AND BUT OUR, I CAN GET BACK TO YOU ON SPECIFICALLY THE NUMBER, BUT I THINK JUST THIS YEAR WE HAD, UM, 250 SITE VISITS PERFORMED.
UH, AND IT MAY BE CLOSER TO 300 SITE VISITS PER PERFORM.
SO ONCE TO TWICE A WEEK, OUR STAFF GOES OUT UNANNOUNCED TO SITE VISITS AND, UH, WITH THE CONTRACT AND PREVAILING WAGES IN HAND AND TALKS TO THE EMPLOYEES OUT THERE AND INTERVIEWS THEM BASED ON, UH, OR INTERVIEWS THEM WITH QUESTIONS ABOUT, UH, THEIR PAY.
AND I'M SORRY, RAYMOND YOUNG? YES, I CAN, I'LL GET THE SPECIFIC NUMBER TO YOU.
OKAY, LET, WHY, WHY DON'T WE GO IN ORDER? THERE'S A LOT TO DIGEST HERE.
WE'LL, WE'LL GO IN ORDER, UM, AROUND THE TABLE.
HI, UH, GOOD AFTERNOON, MR. URI.
UH, I WAS CURIOUS ABOUT THE TRAINEES.
ARE THEY INDIVIDUALS OR ARE THEY COMPANIES? ARE THEY CERTIFIED BY THE DEPARTMENT OF LABOR AND HOW ARE THEY INVOLVED IN THIS? FOR OUR TRAINING PROGRAM? YES.
IF, ACTUALLY, I'LL GO AHEAD AND PULL THAT SLIDE BACK UP FOR EVERYBODY AS WELL, BECAUSE THERE'S A LITTLE BIT MORE INFORMATION ON THAT SLIDE.
SO IF YOU WILL PLEASE GO TO SLIDE 14.
WE, THERE'S EITHER PIPELINE ORGANIZATIONS OR THERE'S DEPARTMENT OF LABOR ORGANIZATIONS.
SO YOU'LL SEE THERE ON, UH, BULLET THREE.
WE CURRENTLY PARTNER, OH, I'M SORRY, I JUMPED AHEAD.
WE CURRENTLY PARTNER WITH 19 PIPELINE ORGANIZATIONS AND 13
[00:30:01]
DEPARTMENT OF LABOR ORGANIZATIONS, UM, FOR THOSE CERTIFIED TRAINEES.SO THE NUMBER OF STAFF BASED ON THE DOLLAR VALUE OF THE PROJECT WILL HAVE TO BE CERTIFIED THROUGH ONE OF THOSE ORGANIZATIONS TO COUNT AS A TRAINEE TOWARDS THIS PROGRAM.
ARE THOSE, UM, ORGANIZATIONS LISTED ONLINE ON THE FINANCE DEPARTMENT'S WEBSITE, OR CAN YOU PRO BE HELPFUL? JUST DON'T GO OVERBOARD, BUT IF YOU CAN GIVE US A NAME OF ALL THOSE ORGANIZATIONS IN PARTICULAR, I'D BE INTERESTED IN THE LOCAL ONES.
AND I BELIEVE THEY ARE LISTED, BUT I'LL FOLLOW UP.
UM, PERHAPS THIS IS A MULTI-PART QUESTION, BUT, UM, FOR I GUESS FOUR OF THE, THE FIVE STRUCTURES, UH, HERE DESCRIBED WHICH ENTITY IS, IS ACTUALLY BEING EVALUATED.
IS IT THE GENERAL CONTRACTOR AND THE SUBS, OR WITH ANOTHER METHODOLOGY? IS IT SORT OF THE DESIGN BUILDER? HOW DOES THAT WORK? PLEASE? SO YEAH, THAT'S, THAT'S A GOOD QUE.
SO FOR EVALUATION PURPOSES, UM, ALL OF THEM OUTSIDE OF THAT FIRST ONE, THE DESIGN BID BUILD, HAVE EVALUATIONS, UM, IN INCLUDED IN THE SOLICITATION PROCESS OF, OF THE CONTRACTOR BUT NOT THE SUBS, RIGHT? ALL OF CORRECT.
THEY, THEY COME TOGETHER AS A PACKAGE, THE PRIME, THE PRIME CONSULTANT WILL PUT TOGETHER THEIR TEAM OKAY.
SUBMIT THAT TO THE CITY, AND THEN THE CITY'S EVALUATORS WILL EVALUATE THAT TEAM AS A WHOLE.
AND, AND THEN SAY, I BELIEVE YOU, YOU PROVIDED US NUMBER 8.66.
IF I'M TRYING TO NEWLY CONTRACT WITH THE CITY AND I DON'T HAVE A PREVIOUS EVALUATION, UH, HOW AM I ASSESSED? 8.66
SO WE AUTOMATICALLY SET THAT NUMBER AND THAT IS WHAT THAT NUMBER IS.
THAT'S THE AVERAGE SUCCESSFUL RATING OF ALL THE CONSULTANT AND CONTRACTOR EVALUATIONS.
SO IF YOU'RE BRAND NEW TO THE CITY AND YOU DON'T HAVE A A SCORE, WE START YOU AT SUCCESSFUL AT THAT 8.66 NUMBER.
COMMISSIONER VALDEZ, ANY QUESTIONS? COMMISSIONER KON? UH, YEAH, I JUST WANTED TO ASK WHAT DO WE THINK OUR BORROWING NEEDS ARE GONNA BE IN THE NEXT COUPLE YEARS AHEAD AND WHAT RATES ARE WE EXPECTING TO PAY? WHEN WE FIRST STARTED LOOKING AT ALL THIS EXPANSION, YOU KNOW, RATES WERE A LOT LOWER, WHAT DO WE THINK OUR RATES ARE GONNA BE? NOW,
UH, MAYBE A LITTLE LOWER BETWEEN 4.75 AND 5%.
UH, THE LAST BOND ISSUANCE THAT WE DID IN 2022 WAS ABOUT 4.2 ROUGHLY PERCENT.
UM, AND SO YES, THEY HAVE MOVED UP A LITTLE BIT, BUT NOT BY A LOT.
IS IT LIKE 30 YEAR DEBT THAT WE'RE YEAH.
AND, AND THE SIZING OF THE ISSUANCE? YOU KNOW, WE WILL HAVE TO, AS WE ARE GOING THROUGH THE PROGRAM, UM, WE WILL HAVE TO LOOK AT THE SPEND PLANS AND, YOU KNOW, WHEN THAT IS SCHEDULED TO APPEAR, UH, WE CAN, FOR, YOU KNOW, BASED ON I R S REGULATIONS, WE, WE CANNOT, UH, GO TOO SOON TO THE DEBT MARKETS.
UM, YOU KNOW, WE HAVE TO SPEND, UM, OUR PROCEEDS 85% OF OUR PROCEEDS WITHIN THE FIRST THREE YEARS OF THAT DEBT ISSUE.
I'M GONNA JUMP IN HERE AND, AND THANK YOU FOR THAT ANSWER.
AND, BUT ALSO SAY THAT I THINK THIS IS A DIFFERENT AGENDA ITEM THAN THE PRESENTATION THAT WE HAVE.
AND, UM, COMMISSIONER KUHN, IF YOU WOULD, IF YOU COULD, IF THE ACCELERATION WORKING GROUP OR IF YOU WOULD LIKE TO HAVE A LIST OF QUESTIONS AND SEND IT THROUGH, UH, STAFF TO RAJIV, THAT WOULD BE GREAT.
AND WE WOULD, WE ALL WANNA KNOW THE ANSWERS TO THOSE, BUT I WANT TO STICK TO WHAT THE EXPERTISE OF THE PERSON WHO'S PRESENTING IS RIGHT NOW.
AND, UM, BUT I DO WANNA MAYBE LET'S HOLD THAT FOR FUTURE AGENDA ITEMS. 'CAUSE THOSE ARE IMPORTANT QUESTIONS AND I THINK WE ALL HAVE THEM.
UM, I WOULD LIKE TO KNOW, UM, UNLESS, IS THERE ANOTHER QUESTION COMMISSIONER KUHN RELATED TO YEAH, THAT IT, THAT WAS IT.
UM, I WOULD LIKE TO KNOW WHERE THE COMMISSION AND THE PUBLIC CAN VIEW THE DOCUMENTS.
I KNOW THAT THERE IS A DASHBOARD, I KNOW THAT CONTRACTORS KNOW HOW TO USE IT.
I'D LIKE TO BE ABLE TO GO A LITTLE BIT DEEPER AND UNDERSTAND WHAT WE'RE APPROVING AND WHAT WE'RE BEING ASKED TO APPROVE, UM, ONLINE QUICKLY, BECAUSE IT'S NOT IN OUR DOCUMENTATION, AND I KNOW THAT THERE ARE PROJECT NUMBERS, YOU CAN SEE THE BID PACKAGES, WE CAN LEARN MORE ABOUT THE SCOPE OF THE WORK, THEN A, A SIMPLE AGENDA WILL NOT, OR A SIMPLE LINE ITEM WILL NOT EXPLAIN.
SO, UM, COULD YOU HELP US DO THAT? YES, I CAN ACTUALLY FOLLOW UP WITH A LINK AS WELL.
BUT, SO THE SOLICITATION PACKAGE THAT INCLUDES SCOPE OF WORK AND TYPICALLY PROJECT ESTIMATES IS AVAILABLE ONLINE TO THE PUBLIC AT AUSTIN FINANCE ONLINE,
[00:35:01]
UM, UNDER OUR OPEN PROCUREMENTS TAB.UM, AND IF THE SOLICITATION ITSELF IS CLOSED, YOU CAN FIND IT UNDER THE CLOSED PROCUREMENTS TAB, UM, RIGHT BELOW THAT.
SO, AND THAT, THAT SOLICITATION LINK WILL INCLUDE ALL THE DOCUMENTS THAT HAS BEEN ISSUED TO THE PUBLIC OR ISSUED TO THE VENDORS IN ORDER TO PROVIDE A RESPONSE.
CAN YOU PLEASE WORK WITH STAFF OR STAFF, PLEASE WORK WITH THIS GENTLEMAN TO MAKE SURE THAT WHEN WE HAVE A REQUEST THAT THAT DOC, THAT FILE NUMBER IS A HOT, HOT LINK AND WE CAN FIND IT QUICKLY.
AND THEN I GUESS MY, MY LAST QUESTION, UNLESS ANOTHER QUESTION HAS COME UP FROM YOU ALL IS THAT, UM, SOME OF THESE ON THE LIST WE HAVE SEEN, SOME OF THEM WE HAVE NOT.
AND, UM, ARE SOME PROJECTS, DO THEY, DO SOME PROJECTS JUST SIMPLY GO THROUGH WITHOUT COMING TO THE, UM, AIRPORT ADVISORY COMMISSION? AND WHICH ONES DO, WHICH ONES COME TO THE AIRPORT ADVISORY COMMISSION? YOU WANT ME TO ANSWER
SO WHAT COMES TO THE AIRPORT ADVISORY COMMISSION IS ANYTHING THAT NEEDS TO GO TO COUNCIL.
SO, FOR EXAMPLE, JOCK PROJECTS DO NOT NEED TO GO BECAUSE, OKAY, YOU'RE GONNA HAVE TO SAY WHAT JAY JO THE JOCK IS A JOB ORDER CONTRACT.
JOB ORDER CONTRACT, AND IT'S ON HIS LIST, UM, ON PAGE 17.
AND THOSE CONTRACTS, UM, ARE ONE-TIME ASSIGNMENTS, BUT THE CONTRACTING OFFICE GOES OUT EVERY SO OFTEN TO GET A NEW JOB ORDER CONTRACT.
AND SO ANYONE IN THE CITY COULD THEN REQUEST A CONTRACTOR FROM THAT LIST.
'CAUSE IT HAS PREVIOUSLY GONE TO COUNCIL.
SO A LOT OF THE JOCK, THE JOB ORDER CONTRACT PROJECTS ARE, ARE SMALLER C I P PROJECTS THAT ARE WITHIN THAT DOLLAR THRESHOLDS.
A LOT OF, UM, REHABS AND RENEW AND, UM, FIXES TO OUR EXISTING INFRASTRUCTURE.
UM, ANY OTHER QUESTIONS? UM, A QUESTION FROM, UM, COMMISSIONER VALEZ, UH, WHEN YOU'RE TALKING ABOUT THE, THERE'S A THRESHOLD ON THE DOLLAR AMOUNT, WHAT IS THAT DOLLAR AMOUNT? YEAH.
FOR A JOB ORDER CONTRACTING, UH, STATUTE SETS THE THRESHOLD AT $500,000 TO RETURN TO COUNSEL ONCE YOU HAVE A JOB ORDER CONTRACT.
I THINK WE'LL BE SEEING, UH, MORE OF YOU OR HEARING A LOT MORE ABOUT YOU.
WE, WE KNOW WE SEE BEVERLY MENDEZ'S NAME MM-HMM.
I DON'T WHO ARE THE OTHER PEOPLE UNDER THAT, THAT YOU, THAT WORK ON YOUR TEAM? THAT DEREK COX COX, RICK WILSON, UM, AND BEVERLY MENDEZ ARE MY THREE PROCUREMENT MANAGERS.
AND, AND THEY WORK WITH YOUR TEAM? MM-HMM.
YEAH, THANK YOU FOR YOUR TIME.
UM, COMMISSIONERS, I'D LIKE TO MOVE ON TO,
[6. Briefing on the Environmental, Social and Governance (ESG) Report (published May 2023) presented by Somer Shindler, Chief Officer, Planning and Development.]
UH, AGENDA ITEM NUMBER SIX, WHICH IS A BRIEFING ON THE ENVIRONMENTAL SOCIAL AND GOVERNMENT GOVERNANCE REPORT THAT WAS PUBLISHED IN MAY OF 2023, PRESENTED BY SUMMER SCHINDLER CHIEF OFFICER OF PLANNING AND DEVELOPMENT.UM, I FIRST JUST WANNA TAKE THIS TIME TO ACKNOWLEDGE AND CONGRATULATE LYNN ESTHER BROOKS.
SHE'S BEEN PROMOTED TO DEPUTY CHIEF OF DEVELOPMENT, AND SHE WILL BE THE LEADING THE A E D P.
SO CONGRATULATIONS, LYNN, ON YOUR PROMOTION.
UM, SO I WANTED TO JUST GIVE AN UPDATE ON OUR VERY FIRST E S G REPORT, UM, THAT THE, THE AIRPORT IS DOING.
GO TO THE, THE FIRST SLIDE HERE.
THIS REPORT IS ALSO ON THE FLY AUSTIN, UM, WEBSITE.
AND SO YOU CAN GO AND DOWNLOAD IT, READ IT.
IT'S, UH, NOT A VERY LONG READ, BUT, UM, UH, IT ALMOST READS A LITTLE BIT LIKE A GAP ANALYSIS, UM, UM, AND IT TELLS REALLY THE STATE, UM, UH, OF THE AIRPORT.
AS YOU KNOW, E S G IS A FRAMEWORK USED TO ASSESS AN ORGANIZATION'S IMPACT AND PERFORMANCE IN AREAS RELATED TO ENVIRONMENTAL SOCIAL RESPONSIBILITY AND CORPORATE GOVERNANCE.
E S G FACTORS ARE INCREASINGLY IMPORTANT FOR BUSINESSES, INCLUDING AIRPORTS, ESPECIALLY WHEN WE GO FOR BONDS.
THIS IS A, UM, A AN IMPORTANT REPORT THAT INVESTORS ASK ABOUT, UM, AS WE TRY TO ACHIEVE SUSTAINABILITY, ETHICAL PRACTICES, AND LONG TERM VALUE CREATION FOR ALL OF OUR STAKEHOLDERS.
UM, WE TOOK A, UH, OUR RISK-BASED APPROACH HERE.
UM, WE FOLLOWED BEST PRACTICES, UM, UM, AND MATERIALITY, STAKEHOLDER WITH STAKEHOLDER INTERVIEWS, SURVEY, LOTS OF BENCHMARKING, AND A VERY THOROUGH GAP ANALYSIS OF ALL THREE OF THESE AREAS.
ON THE ENVIRONMENTAL FRONT, THE REPORT COVERS CLIMATE RESILIENCE AND ADAPTATION, ENERGY CONSUMPTION, GREENHOUSE GAS EMISSIONS, WATER RESOURCES, WASTE AND RECYCLING MANAGEMENT, PROCUREMENT AND RESOURCE MANAGEMENT, AS WELL AS WILDLIFE PROTECTION AND BIODIVERSITY.
THE REPORT OUTLINES A S'S DEDICATION TO REDUCING ITS ENVIRONMENTAL IMPACT, MITIGATING CLIMATE CHANGE RISK, AND ADAPTING TO CHANGE CONDITIONS.
IT HIGHLIGHTS THE AIRPORT'S ALIGNMENT WITH F A A AND THE AIRPORT COUNCIL INTERNATIONAL CLIMATE
[00:40:01]
ACTION GOALS, AS WELL AS THE CITY OF AUSTIN'S WASTE DIVERSION GOALS.THE GOVERNMENT SECTION OF THE E S G HIGHLIGHTS, THE COMPLEX HIGHLIGHTS, THE COMPLEX OVERSIGHT, UM, STRUCTURE OF A U S, UM, INVOLVING VARIOUS FEDERAL AND LOCAL ENTITIES.
F A A, THE D O D E P A STATE OF TEXAS CITY OF AUSTIN.
THE MULTI-LAYERED OVERSIGHT ENSURES COMPLIANCE WITH REGULATIONS AND FOSTERS EFFECTIVE DECISION MAKING.
A U S ACTIVELY COLLABORATES WITH THE CITY OF AUSTIN'S OFFICE OF SUSTAINABILITY AND OTHER CITY DEPARTMENTS INTEGRATING SUSTAINABLE PRACTICES THROUGHOUT ITS OPERATIONS, AND MAINTAINING A STRONG CYCLE OF TRANSPARENCY THROUGH ANNUAL SUSTAINABILITY REPORTS.
ENGAGEMENT WITH EXTERNAL, UM, UH, ORGANIZATIONS SUCH AS THE AIRPORT CARBON ACCREDITATION PROGRAM.
IN THE SOCIAL CATEGORY, THE REPORT UNDERSCORES THE AIRPORT'S COMMITMENT TO EMPLOYEE WELLBEING, COMMUNITY ENGAGEMENT, AND PASSENGER SATISFACTION.
IT HIGHLIGHTS THE AIRPORT'S FOCUS ON ITS PEOPLE EMPHASIZING THE IMPORTANCE OF LONG-TERM SUCCESS AND RESILIENCE.
HEALTH WELLNESS AND SAFETY INITIATIVES ARE KEY COMPONENTS OF THE A'S EMPLOYEE RETENTION AND RISK MANAGEMENT STRATEGIES WITH PROACTIVE PROGRAMS AND, AND EDUCATION AIMED AT KEEPING EMPLOYEES HEALTHY, ENGAGED, AND SAFE.
THE REPORT ALSO EMPHASIZES A S'S COMMITMENT TO STAKEHOLDER AND COMMUNITY OUTREACH THROUGH INITIATIVES WITH DELL VALLEY ELEMENTARY SCHOOL, THE HONOR, HONOR FLIGHTS, A S FOOD RESCUE PROGRAM, AND MORE THE SECTION FOCUSES ON A'S COMMITMENTS TO ENHANCING THE OVERALL PASSENGER EXPERIENCE THROUGH SURVEYS AND VARIOUS PROGRAMS PROMOTING DIVERSITY AND INCLUSION, SUCH AS THE LANGUAGE ACCESS PROGRAM, THE AMBASSADOR PROGRAM, AND THE SUNFLOWER LANYARD PROGRAM.
UM, I ALSO HAVE WITH ME HERE TODAY, BJ CARPENTER, WHO HAS LED THIS EFFORT FOR US, UM, THE, UM, FOR THIS FIRST REPORT AND IS ALSO OVER OUR SUSTAINABILITY PROGRAMS. AND BJ'S HERE TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE AS WELL.
CONGRATULATIONS ON PUBLISHING THIS REPORT.
UM, OF COURSE, FROM MY BACKGROUND, I WILL ALWAYS WANT MORE.
I'M VERY, UM, SUSPECT AND I'M USED TO REVIEWING REPORTS LIKE THIS.
UM, THERE ARE THINGS THAT I'M WAS LOOKING FOR THAT I DID NOT SEE.
AND, BUT I'M GLAD THAT IT EXISTS.
UM, I DID HAVE A QUESTION ABOUT F A A PROGRAMS IN THE REPORT THAT, UM, DOES THE, THE PREVIOUS 2012 THROUGH 2019 SUSTAINABILITY REPORTS, ARE THEY, UM, WELL, LET ME BACK UP.
DOES, DOES THE AUSTIN BERKSHIRE INTERNATIONAL AIRPORT HAVE A SUSTAINABILITY MASTER PLAN? UM, WE DON'T CURRENTLY HAVE A SUSTAINABILITY MASTER PLAN, AND BJ CAN, UM, ANSWER FOR ME.
WE ARE REEVALUATING OUR SUSTAINABILITY GOALS RIGHT NOW.
UM, WE'RE RIGHT IN THE MIDDLE OF THAT AND HOW WE WILL IMPLEMENT THOSE GOALS INTO THE A E D P.
IT WAS TIME TO REFRESH WHAT THOSE, THAT STRATEGY WAS, UM, AND THE SUCCESS OF THAT, AND THEN, UM, REEVALUATE AND REFINE FOR THE, FOR THE NEW PROGRAM.
BJ, DO YOU WANNA GIVE AN UPDATE ON THAT? I JUST, WELL, I, I JUST, AND A LITTLE BIT OF RESEARCH I DID PRIOR TO THE MEETING TODAY, I LEARNED THAT YOU, THERE ARE GRANTS AVAILABLE MM-HMM.
AND THAT, UM, DALLAS, D F W AND INTERCONTINENTAL, WELL, WHATEVER IT'S CALLED NOW, GE, THE HOUSTON, THE BIG HOUSTON AIRPORT.
THEY HAVE THOSE THINGS AND THEN THEY, THEN THEREFORE THEY QUALIFY FOR SOME FEDERAL FUNDING THROUGH F A A GRANTS.
BUT YOU ARE THE EXPERTS ON THIS.
ARE YOU RELATED TO KAY KANE CARPENTER?
UM, I, UM, I WORKED UNDER KANE FOR THE LAST SEVEN YEARS, UH, SEVEN YEARS.
THAT IS A GOOD QUESTION ABOUT THE, UH, SUSTAINABILITY MASTER PLAN.
WE HAVE BEEN WORKING TO, TO BUILD ONE THE NU, A NUMBER OF THE AIRPORTS THAT HAVE THOSE ALREADY, WHERE BASICALLY LARGER AIRPORTS THAN US AND HAD MAYBE MORE RESOURCES TO PUSH FORWARD ON A, ON THE SUSTAINABILITY PLANS.
DALLAS IS PRETTY MUCH LEADS THE WORLD IN SUSTAINABILITY AS ANY AIRPORT, UH, OVER THE WHOLE WORLD.
SO, UM, BUT WE ARE ACTIVELY WORKING ON PUTTING ONE TOGETHER.
WE'VE KIND OF HAD TO PUT THAT DOWN TEMPORARILY TO FOCUS ON SUSTAINABILITY GOALS FOR OUR DEVELOPMENT PROJECT.
AND TO GET GOALS PUT INTO THE DEVELOPMENT STANDARDS MANUALS MM-HMM.
UH, MASTER PLANS GENERALLY, UM, ARE A HIGHER LEVEL AND ARE KIND OF COMPARED TO THE CLIMATE EQUITY ACTION PLAN OF THE CITY WHERE YOU HAVE GOALS LIKE, YOU KNOW, CARBON, UH, NET, NET ZERO BY 2040 AND, UH, AND ZERO WASTE BY 2040.
WE'RE FOCUSING RIGHT NOW ON DEVELOPMENT AND TRYING TO GET THE CONCRETE GOALS INSIDE THE DEVELOPMENT PROJECTS, WHICH ARE VERY WIDELY RIGHT NOW IN THE PROCESS.
SO GENERALLY SPEAKING, I, I DID SEE THAT, THAT THE NEW PROJECTS WILL BE A AUSTIN GREEN BUILDER THREE STAR, WHICH IS THE, WHICH IS REQUIRED.
[00:45:01]
NOT MORE OR BETTER THAN WHAT IS ALREADY REQUIRED.IS THAT CORRECT? YEAH, SO THE ORDINANCE THAT THE CITY HAS HAS, UH, A G B AUSTIN ENERGY GREEN BUILD, UM, A LEVEL THREE OR LEAD SILVER MM-HMM.
WE HAVE, UM, SUCCEEDED TO GO HIGHER AND ABOVE, BUT WE SHOOT, UM, FOR THAT AS THE MINIMUM STANDARD.
BUT MANY TIMES WE DO EXCEED THAT.
WELL, WE LOOK FORWARD TO WORKING WITH YOU.
ARE THERE ANY OTHER PERSONNEL CHANGES WE NEED TO KNOW ABOUT? AND LYNN, CONGRATULATIONS.
UM, COMMISSIONERS, DO WE HAVE ANY QUESTIONS FOR BJ? UH, JEFF ELLER.
COMMISSIONER ELLER, YOU SAID IN DEVELOPMENT YOU USE A RISK BASED BASED APPROACH.
WHAT ARE THE THREE THINGS COMING OUT OF THIS THAT KEEP YOU UP AT NIGHT? UM, WELL, AND, UM, BJ AND I MAY DIFFER, BUT I THINK ONE OF OURS IS THIS, UH, ONE OF MINE WOULD BE ON THE, UM, SOCIAL SIDE OF EQUITY, UH, OF DIVERSITY, EQUITY INCLUSION, ESPECIALLY WHEN I THINK ABOUT THE A E D P AND MAKING SURE, UM, HOW WE INCLUDE THOSE SMALL BUSINESSES IN HAVING THAT CAPACITY HERE.
UM, THAT IS, THAT'S, THAT'S PROBABLY THAT ONE.
AND THEN ALSO MAKING SURE ALSO ON THE SOCIAL SIDE, UM, IS MAKING SURE WE HAVE THE, THE RIGHT ENGAGEMENT ON THE STAKEHOLDER AND COMMUNITY OUTREACH.
UM, AND, AND DEFINING WHAT THAT GOOD NEIGHBOR MEANS FOR AN AIRPORT, WHICH CAN BE AT TIMES IN CONFLICT WITH A LOT OF, A LOT OF THINGS, UM, JUST BY, BY NATURE OF BEING AN AIRPORT.
UM, SO THOSE ARE TWO ON MY LIST.
I DON'T KNOW IF, UH, BJ HAS, I KNOW HE SPENT, UH, A YEAR, UM, SETTING THIS UP SO THAT WE COULD DO THIS.
UM, HE MAY HAVE SOME OTHER THINGS THAT KEEP HIM UP AT NIGHT.
ONE OF THE INTERESTING THINGS ABOUT THAT QUESTION, UM, IS AS, AS PART OF THE PROCESS OF DEVELOPING THE E S G REPORT, WE ACTUALLY ASKED THAT EXACT SAME QUESTION
AND ZACH BALMER AND SOME OTHER PEOPLE WERE INVOLVED IN THE INTERVIEW PROCESS AS WELL AS A QUESTIONNAIRE PROCESS.
AND THAT QUESTION WENT OUT TO ALL, THROUGHOUT ALL DIFFERENT LEVELS OF THE ORGANIZATION, OF EXACTLY WHAT DOES IT KEEP YOU UP AT NIGHT.
AND WE DID RECEIVE DIFFERENT ANSWERS ACROSS THE, THE GROUP, UH, OF INDIVIDUALS.
UM, THOSE WERE ALL COMBINED WITH A GAP ANALYSIS TO FOCUS, UH, THIS FIRST REPORT, UH, FROM A BASIC SUSTAINABILITY REPORTS, WHICH WE DID BACK TO 2012.
BUT I WOULD AGREE WITH, UH, WITH SUMMER.
UH, THOSE ARE, UM, SEVERAL OF THE THINGS THAT KEEP ME UP AT NIGHT.
I THINK ONE OF THE CHALLENGES WE'VE SEEN OVER COVID WAS EMPLOYEE RETENTION MM-HMM.
UM, UH, I THINK THAT'S A KEY ONE.
AND I THINK ANOTHER ONE THAT WE'VE SEEN THAT, UH, THAT, THAT CAME OUT WAS RESILIENCY, UM, CHALLENGES.
WHETHER IT BE WE LOSE, UH, KEY UTILITIES LIKE WATER FOR A PERIOD OF TIME, OR WHETHER WE LOSE ELECTRICITY FOR A PERIOD OF TIME, AND HOW WE CAN INCLUDE RESILIENCY IN OUR DEVELOPMENTS AS WE MOVE FORWARD, AS WELL AS FOCUS ON THE, UH, SOCIAL SIDE, UH, THAT ARE THE TWO THINGS THAT, THAT LYNN MENTIONED.
BUT IN THE VERY BACK PAGE OF THE REPORT, YOU'LL FIND, UM, THAT IS A RECOMMENDED PATHWAY FORWARD AND THINGS THAT KIND OF WHERE THE, THE GAP ANALYSIS AND THE INTERVIEWS AND THE PROCESS ALL CULMINATED, AND THAT'S KIND OF A PATH FORWARD.
IS, IS THE ITEMS LISTED ON THE VERY BACK PAGE, ARE YOU A HUNDRED PERCENT RELIABLE ON AUSTIN ELECTRIC TODAY? YES.
AUSTIN ENERGY IS OUR POWER SOURCE, UH, COMPANY.
DO YOU HAVE, DO YOU HAVE NO ONSITE GENERATION? WE DO HAVE SOLAR.
UM, IT'S A COMMUNITY BENEFIT THOUGH.
WE DO HAVE BACKUP GENERAT, WE DO HAVE BACKUP GENERATORS ALSO.
ALSO ON KEY, UM, BUILDINGS AND INFRASTRUCTURE.
AND, UM, LET'S HAVE, LET'S KEEP THIS CONVERSATION GOING.
I'M PARTICULARLY INTERESTED IN THIS AND, AND SUPPORTING, UM, THE GOALS WHEN THEY'RE DEVELOPED
UM, WE'RE ON TO AGENDA ITEM SEVEN,
[7. Update on contractor outreach efforts, in coordination with the Small and Minority Business Resources Department, in support of the Airport Expansion and Development Program presented by Somer Shindler, Chief Officer, Planning and Development.]
WHICH IS AN UPDATE ON OUTREACH EFFORTS AND COORDINATION WITH THE SMALL MINORITY BUSINESS RESOURCE DEPARTMENT IN SUPPORT OF THE AIRPORT EXPANSION AND DEVELOPMENT PROGRAM PRESENTED BY SUMMER SCHINDLER.UM, WHAT I INCLUDED IN YOUR PACKET WAS THE PRESENTATION THAT, UM, I PRESENTED TO THE SS M B R COMMISSION AT THE BEGINNING OF AUGUST.
UM, SO THAT YOU WOULD SEE WHAT WE SHARED WITH THAT TEAM, UM, AS WELL.
BUT WE CAN, WE CAN START ON THE SLIDE THAT SAYS CONTRACTOR COMMUNITY AND SUPPORT SERVICES PROGRAM.
AND I JUST WANNA KIND OF HIGHLIGHT SOME THINGS HERE.
UM, IT'S A LITTLE BIT MORE INTO THE, THERE WAS A LOT OF BACKUP THAT WE, WE CAUGHT, CAUGHT UP THE COMMISSION ON, UM, THAT YOU GUYS ALREADY KNOW.
[00:50:01]
THOSE ARE CURRENT PAGE 70 IN THE BIG PACKET.YEAH, YOU CAN KEEP GOING TO THE NEXT ONE.
AND WE CAN GO TO THE, THE FIRST SLIDE IN THIS SECTION HERE.
UM, REALLY, UH, WE HAVE WORKED WITH, UH, THE S M B R TEAM TO COME UP WITH A CO STRATEGY, UM, TO SUPPORT, UM, THIS PROGRAM.
SO WE'VE DEFINED OUR C C T S S PROGRAM, UM, WITH SS M B R FOUR PILLARS CON CONTRACT OUTREACH.
UM, THIS IS WHERE WE ARE REALLY TAKING A MUCH BIGGER INITIATIVE THAN WE HAVE EVER DONE BEFORE AS AN AIRPORT.
UM, AND, UM, OUR M W B E ENGAGEMENT, WORKFORCE DEVELOPMENT, UM, THAT'S WHAT THE, UM, ED DEPARTMENT ECONOMIC DEVELOPMENT DEPARTMENT, UM, AND THEN COMMUNITY ENGAGEMENT AS THE, AND THIS IS COMMUNITY OF VENDORS THAT'S WITHIN THAT COMMUNITY.
THAT'S WHAT THIS PILLAR IS FOR.
UM, WE'VE SET SOME, OH, WE GO TO A LOT OF EVENTS.
UH, WE HAVE A SMALL TEAM AND WE'RE BUILDING THAT TEAM, BUT ALL OF OUR, UH, MEMBERS IN THE PROGRAM PARTICIPATE.
UM, WE HA WE TRY TO GO TO AT LEAST FOUR EVENTS A MONTH, UM, EITHER IN THE STATE OR NATIONAL TO GET OUT THE WORD TO ACTUALLY, UM, RECRUIT BUSINESSES TO COME AND DO WORK ON OUR PROGRAM.
SO WE DO A LOT OF EDUCATION ON THE SCOPE TRADES, THOSE SORTS OF THINGS.
UM, AND THEN WORK WITH SS M B R TO GET THOSE BUSINESSES REGISTERED HERE.
UM, SO OUR GOAL IS TO GO TO, UM, AT, AT LEAST FOR A MONTH, WE GO TO WAY MORE, WE DO A LOT MORE SPEAKING ENGAGEMENT, WHETHER IT'S AT, UM, THE ONE THAT WAS PICTURED WAS AT AMAC, THE AIRPORT MINORITY ADVISORY COUNCIL, NATIONAL CONVENTION IN SAN ANTONIO, OR LOCAL D B I A, THE DESIGN BUILD INSTITUTE, UM, UH, STATE CONFERENCES.
AND WE, WE HAVE A, WE ALWAYS HAVE A TABLE THERE, WE GO THROUGH THE PROGRAM.
UM, WE ALSO HAVE MADE AN EFFORT TO AT LEAST SAY EVERY QUARTER TO HAVE A FOCUSED OUTREACH THAT WE PUT ON.
WE'VE ACTUALLY HAD FOUR SINCE APRIL.
WE HAD A HUGE INDUSTRY DAY WITH OVER 400 ATTENDEES THIS SUMMER.
WE'VE HAD A BUILDUP WHERE WE'VE HAD THREE DIFFERENT VIRTUAL OUTREACH WITH S N B R PARTICIPATES WITH US.
AND THEN NEXT WEEK WE'LL BE HAVING AN IN-PERSON CO-HOSTED WITH AMAC, UM, HERE OUT BY THE AIRPORT, UM, WHERE WE'LL HAVE MAP MA MATCH MATCHMAKING, UM, WHERE WE HAVE ALMOST 50 PRIME SI SI SIGNED UP TO HAVE TABLES WHERE THE SMALL BUSINESSES CAN MEET AND, UM, ALL THESE DIFFERENT BUSINESSES THAT THEY CAN PARTNER FOR OUR PROGRAM.
AND SO WE'VE ALREADY SEEN A SMALL INCREASE IN REGISTERED FIRMS, UM, FROM THIS EFFORT.
AND WE ARE LOOKING TO SEE OVER THE LIFE OF THE PROGRAM, WE, OUR GOAL IS A VERY LOFTY GOAL WITH 30% INCREASE OF THOSE CERTIFIED FIRMS. UM, I THINK THE NEXT SLIDE JUST GOES OVER SOME OF THE FUTURE EVENTS THAT WE ARE HAVING, LIKE I SAID, SEPTEMBER 20TH.
UM, WE HAVE ON, UM, FLY AUSTIN, IF YOU GO TO THE JOURNEY WITH A U S, THERE IS LIKE UPCOMING OPPORTUNITIES YOU GO THERE.
WE LIST ALL, UM, OUR FUTURE SESSIONS TO SIGN UP FOR EVEN THE FUTURE ONE ON NOVEMBER 9TH, WHICH WILL BE A FOCUSED INDUSTRY DAY, ESPECIALLY ON, UH, THE PROCUREMENTS FOR AN ESSENTIAL UTILITY PLANT AND CONCOURSE B.
AND WE, AND AS WE HAVE OUR DESIGN CRITERIA MANUALS, UM, UM, WRAPPING UP, WE'LL HAVE MUCH MORE SCOPE IN THOSE, UM, AS WELL.
PLUS WE ALSO POST UP EVERY, UM, ALL PRESENTATIONS, ALL HANDOUTS SO THAT IF YOU CANNOT ATTEND THESE EVENTS, YOU CAN GET ALL THAT INFORMATION.
UH, THEY'RE VERY TEXT-HEAVY PRESENTATIONS BECAUSE WE WANT YOU TO HAVE EVERYTHING THAT AN ATTENDEE HAS.
WE WANNA MAKE SURE IT'S FAIR AND EQUITABLE AND THAT WE, UM, WE GET BUSINESSES REGISTERED HERE THAT HAVEN'T DONE WORK AT THE AIRPORT BEFORE.
UM, THAT'S ALL I HAVE ON THIS, BUT I JUST WANTED TO GIVE Y'ALL AN UPDATE OF OUR EFFORTS AND I'M REALLY PROUD OF THE TEAM OF THE PROGRESS WE'VE MADE.
THANK YOU FOR ALL THE EFFORT AND WE HOPE THAT IT YIELDS SOME, UM, SOME STRONG TEAMS. UM, COMMISSIONERS, ARE THERE ANY QUESTIONS REGARDING THIS? UH, JUST ONE QUICK ONE.
REALLY APPRECIATE THE, THE EFFORTS HERE.
UM, WHEN YOU NOTED THAT THERE'S A 3% IN INCREASE, HOW MANY FIRMS DOES THAT REPRESENT? MAYBE I MISSED IT.
UM, YOU KNOW, I DON'T KNOW RIGHT OFF THE TOP OF MY HEAD THE NUMBERS OF FIRMS AND THEN IN WHAT AREA? I'LL GET THAT FOR YOU.
UM, BUT YOU KNOW, WE ARE MEASURING EXACTLY IN THE AREAS THAT WOULD BE RELATED TO OUR SCOPE, NOT IN ALL AREAS.
SO I WANT GET THAT NUMBER FOR YOU.
AND WE MAY ACTUALLY INCREASE SINCE WE'VE HAD A COUPLE MORE EVENTS SINCE THAT METRIC WAS TAKEN PLACE, FINGERS CROSSED FOR US.
[00:55:01]
THANK YOU FOR EVEN THINKING YOUR DREAM ABOUT THE ECONOMIC EQUITY.UM, SO I, THESE ARE THE QUESTIONS ABOUT AREA THAT I JUST WANTED TO GAIN MORE CLARITY.
UM, SO THE, THESE ARE ANECDOTAL STORIES.
UM, FOR EXAMPLE, THE, UH, MINORITY OWNED BUSINESSES ARE, UM, EITHER TOO LATE, YOU KNOW, TO BE REACHED TO RECEIVE THIS R F P INQUIRY FROM THE PRIME.
UM, OR WHEN THEY ARE REACHED OUT, USUALLY THEY'RE, THERE ARE, UM, IT'S CLOSING DAY IS LIKE THE NEXT DAY OR WITHIN 24 HOURS, RIGHT? MM-HMM.
SO IT'S, UH, UNREALISTIC FOR THEM TO RESPOND MM-HMM.
UM, AND, UH, UM, SO SOME SAYS THE ATTEMPT OF TRYING ALSO IS COUNTED AS, YOU KNOW, THE CRITERIA FOR THE PRIME.
YOU KNOW, EVEN TRYING WITHOUT THE RESULT, BEING, GETTING IT THE SUB SUBCONTRACTOR OR NOT, NOT SURE IF IT'S TRUE OR NOT, BUT I HEARD SOME STORIES FROM THE MINORITY SIDE OF THE VENDORS.
UM, SO, UH, AND MAYBE THERE ARE SOME OBSTACLES THAT, UH, UH, SOME MINORITY, UH, BUSINESS ARE FACING THAT I'M NOT AWARE.
AND I DUNNO IF, UM, OUR COMMISSIONERS, UH, FELLOW COMMISSIONERS ARE AWARE OR YOUR STAFF IS AWARE, MAYBE THIS IS AREA THAT, UH, UM, IF YOU HAVE MORE INFORMATION TO GIVE A LITTLE, YOU KNOW, OVERVIEW, WALKTHROUGH
