ITEM TWO, AUGUST, 2023, FINANCIAL RESULTS.

RAJIV THOMAS, UM, DEPUTY CHIEF OF FINANCE.

THANK YOU.

UH, GOOD AFTERNOON, COMMISSIONERS.

UM, SO THESE ARE THE RESULTS FOR AUGUST OF 2023.

UM, OUR UNEMPLOYMENTS HAD A SLIGHT DECLINE OF 0.2%, AND THIS IS, YOU KNOW, WHAT WE'VE SEEN SINCE APRIL, UH, ROUGHLY FLAT YEAR OVER YEAR GROWTH, UH, VERSUS THE PRIOR YEAR.

UH, BUT IN SPITE OF THAT, OUR REVENUES, UH, INCREASED BY ABOUT 2.3 MILLION OVER THE PRIOR YEAR, UH, AUGUST, AND IT WAS UP ABOUT 10.7% OVER THE PRIOR YEAR.

UH, YEAR TO DATE, OUR REVENUES ARE 12.6% HIGHER THAN FISCAL YEAR 22, AND OUR OPERATING EXPENSES ARE ABOUT 23% WORSE, UH, OR HIGHER THAN LAST YEAR.

BUT IN TERMS OF EXCESS REVENUES OR NET INCOME, WE HAVE FLAT VERSUS WHERE WE WERE LAST YEAR.

SO OVERALL, FINANCIALLY, WE ARE DOING VERY GOOD WITH HIGHER REVENUES IN SPITE OF, UH, HIGHER OPERATING EXPENSES.

WE'VE BEEN ASKING ABOUT, THIS IS THE FISCAL YEAR 24 GRANT PLAN.

UM, PLEASE PROCEED.

UM, SO THIS ONE IS, IT'S MORE OF AN INFORMATIONAL, UH, FOR INFORMATIONAL PURPOSES.

UH, IN 2022, WE DID GO AND GET, RECEIVE, UH, COUNCIL APPROVAL TO ACCEPT $300 MILLION WORTH OF GRANT, UH, OVER A THREE YEAR PERIOD FROM 2022 TO 2024.

SO THESE ARE JUST KIND OF PLANS OF SOME OF THE GRANTS THAT, UH, THAT WE ARE SEEKING FROM THE F A A.

UM, SO THE, THE, THE, JUST FROM A TYPES OF GRANTS, THIS IS PAGE ONE ON THE PRESENTATION.

NEXT, NEXT SLIDE, PLEASE.

YES.

SO CURRENTLY WE HAVE THREE TYPES OF INFRASTRUCTURE GRANTS, IF YOU WANT TO CALL IT OUR REGULAR A I P GRANTS, WHICH IS AIRPORT IMPROVEMENT PROGRAM THAT WE RECEIVE ANNUALLY.

WE HAVE ENTITLEMENT DOLLARS RELATED TO THAT, AND ALSO DISCRETIONARY DOLLARS.

MOST OF THAT IS SPENT ON TAXIWAYS RUNWAYS, YOU KNOW, AIRFIELD PROJECTS.

THOSE ARE WHAT, WHAT THOSE GRANTS ARE ELIGIBLE FOR, UM, FOR QUITE A FEW YEARS NOW.

YOU KNOW THAT A I P GRANT HASN'T BEEN ELIGIBLE FOR TERMINAL RELATED PROJECTS, SO IT'S KIND OF BEEN CONFINED TO THOSE AIRFIELD PROJECTS JUST BECAUSE OF, I THINK OVERALL FROM AN OVERALL NATIONAL FUNDING PRO, UM, UM, SIZE.

THEY JUST DON'T HAVE ENOUGH DOLLARS TO DISTRIBUTE FOR IT OR TERMINAL PROJECTS.

SO LAST YEAR IN 2022, UM, YOU KNOW, THEY CREATED THE BI BIPARTISAN INFRASTRUCTURE LAW.

THEY HAD TWO COMPONENTS OF IT.

ONE IS THE AIRPORT INFRASTRUCTURE GRANT, AND THEN THE AIRPORT TERMINAL PROGRAM.

UH, THE AIRPORT INFRASTRUCTURE GRANT IS A FIVE YEAR ROLLOUT, 3 BILLION ANNUALLY DISTRIBUTED TO

ALL THE AIRPORTS.

UM, AND THEN ALSO THE AIRPORT TERMINAL PROGRAM IS 1 BILLION ANNUALLY FOR FIVE YEARS, OR 5 BILLION IN TOTAL.

UM, AND THESE TWO GRANTS ACTUALLY HAVE THESE BUY AMERICA AND, AND BUILD AMERICAN PROVISIONS.

UM, SO WHEN WE GO OUT FOR GRANTS, UH, THAT ARE ELIGIBLE UNDER THESE LAWS, UH, WE HAVE TO BE VERY CAREFUL ON WHICH ONES THAT WE ARE, UM, APPLYING FOR.

SO WE TEND TO, BECAUSE A LOT OF THE COMPONENTS, YOU KNOW, ARE, COULD BE BUILT ELSEWHERE.

SO WE JUST WANT TO MAKE SURE WE ARE, WE ARE GOING FOR PROJECTS THAT ARE LOCALLY SOURCED AND BUILT IN AMERICA.

SO, UH, THE NEXT SLIDE, UH, SHOWS, UH, THREE TYPES OF GRANTS RELATED, RELATED TO THIS THAT WE ARE GONNA GO, WE ARE GONNA SEEKING, UH, ONE IS THE CENTRAL UTILITY PLAN, THE NEW CENTRAL UTILITY PLAN.

UNDER THE A I G PROGRAM, WE'LL BE SEEKING APPROXIMATELY $11.2 MILLION.

UH, THE ATRIUM INFILL, UH, THIS IS MOSTLY ALL CONCRETE WORK, UH, THAT IS GONNA GO OVER THE CURRENT BAGGAGE CLAIM ON THE CONCOURSE LEVEL.

SO WE FEEL LIKE THIS WILL BE FULLY ELIGIBLE FOR THE A T P GRANT.

SO THAT'S $25.2 MILLION.

THE OVERALL PROJECT IS ABOUT $34 MILLION, BUT WE HAVE TO FUND 25% OF IT.

SO, UM, 75% OF THAT IS THE 25 MILLION RIGHT THERE.

AND ALSO UNDER THE A I P PROGRAM, UH, WE ARE ALSO LOOKING, THIS IS UNDER THE DISCRETIONARY GRANTS.

WE ARE LOOKING TO RECEIVE ABOUT 15 MILLION OR SO IN ADDITIONAL FUNDING FOR THE MIDFIELD TAXIWAY PROJECT, WHICH WILL MOSTLY, AGAIN, BE MOSTLY CONCRETE.

UH, AND, YOU KNOW, THAT WOULD EASILY QUALIFY FOR, UH, UNDER THE BABA PROVISIONS.

KIND OF JUST BREAKS IT OUT BY HOW THAT BIPARTISAN INFRASTRUCTURE LAW IS BROKEN OUT BY, UH, THE, THE TYPES OF AIRPORT.

LARGE HUBS OBVIOUSLY GET A BIGGER PROPORTION OF THE OVERALL FUNDING DOCK FALLING INTO THE LARGE HUB CATEGORY.

WE HOPE TO GET A LARGER, UH, SLICE THAN WE DID UNDER THE MEDIUM CATEGORY, BUT WE DON'T KNOW, QUITE KNOW THE AMOUNTS YET.

UH, THAT WILL BE DETERMINED BY THE F A A, BUT THE, THE AMOUNTS PROVIDED IN THE PREVIOUS LETTER ARE APPROXIMATE AMOUNTS.

PREVAILING WAGES, DEFINITELY I THINK APPRENTICESHIP REQUIREMENT, I'M NOT QUITE SURE.

I MEAN, MAYBE LYNN OR KATHY CAN CONFIRM ON THAT ONE.

YEAH.

APPRENTICESHIP REQUIREMENT, I'M NOT FAMILIAR.

SO WE FOLLOW THE CITY OF AUSTIN APPRENTICESHIP PROGRAM, UM, AND WE'LL FOLLOW ALL OF THE D B E AND OTHER FEDERAL REQUIREMENTS, UM, FOR PREVAILING WAGE AND IN ANY OTHER DAVIS BACON OR ANY OTHER RULES LIKE THAT, THAT COMPLY IF WE GET THOSE GRANTS.

SO I UNDERSTAND THAT.

MY QUESTION IS, THOUGH, ON THIS GRANT, A LOT OF THE FEDERAL GRANTS THAT HAVE BEEN CREATED MM-HMM.

ALSO HAVE THAT 15% APPRENTICESHIP REQUIREMENT.

IT'S MY UNDERSTANDING THAT THIS ONE DOES OR THESE DO, IS THAT CORRECT? THEY, THEY SHOULD, SHOULD.

'CAUSE THEY KIND FOLLOW THE SAME A I P.

AND IF SO, THAT SHOULD HELP US, THE FACT THAT WE ALREADY DO THAT, SO YEAH.

UH, BUT THE APPLICATION IS GONNA GO TO THE F A, WE WILL RECEIVE CORRESPONDENCE ONCE THEY LOOK AT THE POOL OF ALL THE PROJECTS, UH, NATIONALLY AND ALSO REGIONALLY.

AND THEN WE'LL GET CONFIRMATION ON THE AMOUNTS LATER.

BUT I DON'T KNOW EXACTLY WHEN WE WILL FIND OUT ON THE, WHEN WE GET THE EXACT DOLLARS WE'LL FOLLOW UP AND WE'LL LET YOU KNOW ONCE THEY APPROVE IT.

AND YEAH, SO IN NOVEMBER TIMEFRAME LAST YEAR, THIS NOVEMBER TIMEFRAME.

SO THAT'S A PRETTY FAST TURNAROUND WITHIN FOUR TO SIX WEEKS.

AND THEY WILL ALSO TRACK THE APPRENTICESHIP PROGRAM.

COMMISSIONER HENDRICKS AND THE CONSTRUCTION TRAINING PROGRAM AT THE CITY OF AUSTIN ACTUALLY DOES A REALLY GOOD JOB OF TRACKING THAT.

AND WE'VE BEEN ASKING FOR SOME DIFFERENT REPORTS OVER THE LAST FEW YEARS, AND THEY'VE ACTUALLY ABOUT A MONTH AGO, UH, GOT ME THAT FIRST REPORT.

SO IF THAT'S SOMETHING YOU'RE INTERESTED IN, THEY'RE DOING A GOOD JOB OF TRACKING THAT.

BUT SINCE THIS IS ALREADY LOADED FOR SALE, UH, TO CUSTOMERS, I WANTED TO BE SURE AND MENTION IT.

UM, JUST A GENERAL REMINDER ABOUT, UH, SANTA FE.

THEY, IT'S JUST EIGHT FLIGHTS THAT AMERICANS ADDED TO SANTA FE, WHICH IS A NEW ROUTE FOR US.

THESE EIGHT FLIGHTS ARE OCTOBER AND NOVEMBER, AND IF WE FLY THEM, WE MIGHT GET THEM TO FLY YEAR ROUND.

AGAIN, THESE ARE NOT TO THEIR HUBS, THESE ARE TO POINT TO POINT, WHICH IS DISTINGUISHES AUSTIN FROM MANY OF THE AIRPORTS THAT DELTA FLIES TO.

SAN JUAN WAS DROPPED BY AMERICAN AIRLINES AND SOUTHWEST AIRLINES PICKED IT UP.

SO WE'RE THRILLED TO SEE THIS START IN MARCH 9TH.

ON MARCH 9TH, UH, OF NEXT YEAR, SAN JUAN VEEVA ABO.

THAT WAS A BIG ANNOUNCEMENT.

VIVA ABO WAS, UH, ON HOLD FOR A COUPLE OF YEARS OWING TO THE SECURITY CATEGORY, ONE REQUIREMENT BY THE F A A AND, UH, VEEVA ABOS HAD ANNOUNCED BEFORE THAT FREEZE THAT THEY HAD PLANNED TO FLY AUSTIN AGAIN.

AND, UM, THEY'RE FOLLOWING THROUGH.

THEY WILL BE STARTING AUSTIN TO MONTEREY FOUR TIMES A WEEK, STARTING MARCH 22ND WITH AN A THREE 20.

UH, THEY LAST, THEY HAVE SERVED AUSTIN BEFORE AND 2008 AND 2009, AND SPIRIT WAS FLYING, MONTEREY AND SPIRIT DISCONTINUED THESE FLIGHTS LAST MONTH.

SO IT'S NICE TO SEE THESE FLIGHTS IF THEY'RE DISCONTINUED.

AND WE'VE GOT ANOTHER CARRIER IN THE WINGS PICKING 'EM UP.

UM, OVERALL NET, WE'RE DOWN ONE NONSTOP DESTINATION COMPARING OCTOBER 23 TO 22.

AND I'VE LISTED THOSE THERE, BUT YOU CAN, BUT SEVERAL OF THESE ARE GONNA BE PICKED UP AGAIN IN THE SPRING.

UM, WE'RE UP, WE HAVE 19 CARRIERS VERSUS 17, AND OUR NONSTOP DEPARTURES ARE UP 8% FOR TOTAL FLIGHTS IN TERMS OF CARRIER SEAT SHARE.

WE LIKE TO LOOK AND SEE WHO'S GAINING AND WHO'S LOSING YEAR OVER YEAR.

AND YOU CAN SEE THAT HERE WITH 23 AND 22.

UM, SOME DIFFERENCES THERE IN OUR MARKET SHARE.

WE DO NOT HAVE ANY NEW INFORMATION YET ON OUR CONNECTING TRAFFIC OR OUR AIRFARE PRICES TO UPDATE THESE CHARTS.

I'LL HAVE INFORMATION LATER THIS MONTH, SO FOR THE NEXT NOVEMBER REPORT, I'LL BE ABLE TO UPDATE THAT.

UM, WHEN AN AIRLINE ANNOUNCES A NEW ROUTE THAT IS GONNA BE, UM, YOU KNOW, SIX MONTHS FROM NOW, WHAT KIND OF COMMITMENT DO THEY MAKE? HOW LONG WILL THAT FLIGHT? UM, HOW LONG IS THE COMMITMENT? IT DEPENDS.

THEY, THEY DO TELL US IMMEDIATELY WHEN THEY'RE APPLYING FOR THE INCENTIVE, IF, IF THEY'RE INCENTIVE ELIGIBLE MM-HMM.

IF IT'S A YEAR ROUND OR A SEASONAL FLIGHT.

UM, SO WE KNOW THAT IMMEDIATELY AND SOMETIMES A CARRIER WILL COMMIT TO SEASONALLY FLYING AND THEN CONTINUE ON YEAR ROUND IF IT WORKS WELL.

BUT WE, OTHER THAN THE INCENTIVE PROGRAM, WHICH IS FOR INTERNATIONAL CARRIERS AND NEW INTERNATIONAL ROUTES AND NEW CARRIERS ONLY NOW SINCE WE'VE FROZEN DOMESTIC INCENTIVES, WE DON'T HAVE A MECHANISM THAT MAKES A COMPLIANCE FOR AN AIRLINE TO CONTINUE A FLIGHT FOR A CERTAIN AMOUNT OF TIME.

SO I WOULD ASSUME THAT THE AIR CANADA, MONTREAL FLIGHT IS INCENTIVIZED AND THEY ARE, THEY, BUT THEY'RE NOT COMMITTED TO SIX MONTHS A YEAR, A CERTAIN AMOUNT OF TIME.

WELL, THE, THE INCENTIVE WILL JUST LAST NO LONGER THAN UP TO ONE YEAR.

OKAY.

SO THEY, IF THE LANDING FEES ARE FOR UP TO ONE YEAR, AND IF THEY'RE FLYING JUST SEASONALLY, THEY'LL JUST RECEIVE THEM SEASONALLY.

OKAY.

BUT OUR GOAL IS TO HAVE THEM FLY THE FULL YEAR OF COURSE.

AND THEN CONTINUE ON SUCCESSFULLY.

WE'RE REALIZING THERE'S MANY PROJECTS THAT ARE GONNA HAPPEN AT THE SAME TIME, AND WE NEED A LITTLE MORE OVERSIGHT ON THE DESIGN.

IT ALSO ALLOWS, THE C M R METHODOLOGY ALLOWS FOR, UM, MORE BIDDING TO THOSE SUBS AND ALLOWING MORE PARTICIPATION OF THOSE, UH, MINORITY, MINORITY COMPANIES AND OTHER SUBS.

BECAUSE TECH, A LOT OF TIMES IN DESIGN, PROGRESSIVE DESIGN BUILD THE PRIME DESIGN, DESIGN BUILD FIRM DOES A LOT OF THE, UM, PROJECT THEMSELVES.

AND SO IN FOCUSING ON THE SEQUENCING AND THE COLLABORATION AND THE PARTICIPATION, WE REALLY DECIDED THAT THOSE, UM, BROUGHT TO THE FOREFRONT AND WE WANTED TO CHANGE THE DELIVERY METHODS.

THIS IS A LARGE CONTRACT FOR THE OPERATIONS AND MANAGEMENT OF THE SOUTH TERMINAL FACILITY.

IT HAS MANY SERVICES, INCLUDING MAINTENANCE DUTY MANAGERS, SECURITY JANITORIAL.

SO, UH, IT'S A VERY LARGE CONTRACT.

AND WE DID SUCCESSFULLY NEGOTIATE A MODIFICATION TO THAT CONTRACT TO CHANGE SOME OF THE, UM, REQUIRED TERMS FROM LONE STAR HOLDINGS, L L C TO THE CITY OF AUSTIN LIVING WAGE, SOME OTHER REQUIRED CITY, UM, CITY PROVISIONS.

I WANNA THANK, UH, BOTH, UH, YOU KNOW, IT WAS A ACTING DIRECTOR SMITH, UH, AND, UH, JIM SMITH AND, AND JUST LANE, UM, FOR A MEETINGS A COUPLE WEEKS AGO.

UM, AND, UH, I, I WOULD SAY I HAVE A NEWFOUND RESPECT FOR HOW COMPLICATED IT IS TO, UH, RUN THE AIRPORT AND, UH, HOW HARD IT'S GONNA BE TO EXPAND IT.

THERE'S A LOT OF CONSTITUENTS AND A LOT OF DIFFERENT GOALS TO MANAGE.

UM, WE DON'T HAVE A SPECIFIC RECOMMENDATION RIGHT NOW.

YOU KNOW, WE WOULD DEFINITELY LIKE TO SEE, UM, YOU KNOW, THIS COMMISSION, UH, THAT WE SERVE ON REALLY HELP SOLVE SOME PROBLEMS. UM, INSTEAD OF, AS I WITNESSED BY, UH, YOU KNOW, AGAIN TODAY SORT OF JUST ASKING ANNOYING QUESTIONS.

UM, WE'D LIKE TO ACTUALLY HELP SOLVE SOME THINGS.

UH, SO WE'RE GONNA BE COMING BACK, UH, HERE WITH A RECOMMENDATION TO HELP, UH, YOU KNOW, HELP THE EXECUTIVE TEAM AT THE AIRPORT SORT OF HAVE THE AUTHORITY THAT THEY NEED TO ACTUALLY OPERATE IT AND EXPAND IT.

AND, UH, AS WE THINK ABOUT IT, I MEAN OUR, OUR, YOU KNOW, WE ALL SERVE IN THIS CAPACITY FOR THE SAME REASON.

THE AIRPORT'S THE FIRST THING THAT PEOPLE EXPERIENCE WHEN THEY COME TO AUSTIN AND THE LAST THING THEY EXPERIENCE WHEN THEY LEAVE.

AND WE WANT TO MAKE SURE THAT, YOU KNOW, THAT I THINK WE HAVE ONE OF THE BEST AIRPORTS IN THE COUNTRY.

UH, JUST WANT TO MAKE SURE THAT IT STAYS THAT WAY.

IT SEEMS LIKE OUR BIGGEST CHALLENGE IS NOT ONLY EXPANDING THE AIRPORT, BUT MAKING SURE THAT WE CONTINUE TO DELIVER A GREAT EXPERIENCE BETWEEN NOW AND WHEN WE'RE ABLE TO DO THAT.

SO WE WANNA SEE WHAT WE CAN DO TO BE, UH, TO BE HELPFUL AND WE'LL BE COMING BACK SOON WITH A, WITH A RECOMMENDATION TO TRY TO DO THAT.
