[00:00:04]
[CALL TO ORDER]
MEETING WITH A ROLL CALL.I'M ELIZABETH MEYER, VICE CHAIR.
UM, LET'S GET THE PEOPLE ONLINE.
KRISTEN VASSALLO, LIRA RAMIREZ.
HE, HE DIDN'T SAY HE WAS HERE.
HEY, MICKEY, CAN YOU PLEASE, UM, LET YOURSELF BE KNOWN FOR THE MINUTES? YES.
HEY, MICKEY, IF YOU DON'T MIND, CAN YOU PLEASE UNMUTE, UNMUTE YOUR COMPUTER, AND, UM, TURN ON YOUR CAMERA AND LET US KNOW THAT YOU ARE HERE TO PARTICIPATE SO THAT WE CAN MAKE QUORUM.
I'LL, I'LL SAY THAT BEFORE WE VOTE.
IT LOOKS LIKE WE DO HAVE QUORUM WITHOUT MICKEY, SO WE CAN GO AHEAD AND GET STARTED TONIGHT.
UM, WE, OUR FIRST ORDER OF BUSINESS IS, UM, PUBLIC COMMUNICATION.
IS THERE ANYBODY HERE FROM THE PUBLIC? NO.
NOBODY HERE IS FROM THE PUBLIC.
[1. Approval of the minutes from the Mayor’s Committee for People with Disabilities October 13, 2023, regular meeting]
APPROVAL OF THE COMMITTEE, UH, WORDS, THE APPROVAL OF THE MINUTES FROM OUR OCTOBER MEETING.SOMEONE WANT TO, UM, MOTION THAT WE APPROVE MOTION.
MOTION TO APPROVE PETE THAT ALL SECOND.
IT LOOKS LIKE THAT WE, UM, DID APPROVE THOSE COMMITTEE MEETING MINUTES.
UM, THE SECOND ORDER OF BUSINESS OR
[2. Discussion and updates on the Joint Inclusion Committee (JIC). (Jeremy Garza and Alejandra Mireles)]
DISCUSSION ITEMS. UM, LET'S START WITH THE UPDATE FROM THE JOINT INCLUSION COMMITTEE.IS JEREMY HERE? UM, I'M SORRY.
[00:05:01]
ONBOARDING ME.I'M SORRY I'M HIDING MY FACE, BUT AS YOU CAN HEAR MY CHILD SCREAMING IN THE BACKGROUND.
SO THE ONLY UPDATE WOULD BE, UH, THAT TOMORROW IS OUR LAST IS THE J'S LAST TOWN HALL IN PERSON.
IT'S AT WILDFLOWER COMMUNITY CHURCH.
UH, WE HAVE GOTTEN AMAZING FEEDBACK JUST A MINUTE.
WE HAVE GOTTEN AMAZING FEEDBACK, UM, FROM COMMUNITY MEMBERS AND ORGANIZATIONS, UH, THAT HAVE BEEN ABLE TO GO, ESPECIALLY THE LAST ONE.
AND COMMISSIONERS WERE ABLE TO ASK FOLLOW UP QUESTIONS IMMEDIATELY.
SO THE MAJORITY OF THE TIME IS SPENT ON, UH, COMMUNITY INPUT FOR RECOMMENDATIONS.
SO PLEASE, THIS IS A GREAT CHANCE, UH, BRING A FRIEND, BRING A BUDDY.
UH, WE'LL HAVE SUPERVISED CHILD ACTIVITIES AND FOOD, UH, PROVIDED.
AND THEN OF COURSE, UM, WE'LL PROVIDE AN UPDATE AFTERWARDS.
UM, JUST A, A QUICK REMINDER, UH, THAT THE JIC STARTED HOSTING THESE, UH, BUDGET TOWN HALL MEETINGS EARLY BECAUSE CITY COUNCIL SAID THAT THEY WILL CONSIDER RECOMMENDATIONS FROM THE QUALITY OF LIFE BOARDS AND, UH, COMMISSIONS.
AND SO IT MUST, IF A COMMUNITY MEMBER WOULD LIKE SOMETHING IN THE BUDGET, IT WOULD COME FROM Y'ALL'S RECOMMENDATIONS.
UM, ARE THERE ANY QUESTIONS? I HAVE A QUESTION.
SO, SHOULD WE AS A BOARD PUT TOGETHER RECOMMENDATIONS TO SUBMIT TO THE JIC OR HOW DO YOU RECOMMEND THAT WE DO THAT? OR DO WE JUST GO ON OUR OWN AND ADVOCATE AND, AND OUR RECOMMENDATIONS? YOU MEAN? UM, FOR YOUR, FOR THE RECOMMENDATIONS? FOR THE BUDGET.
UM, A LOT OF COMMISSIONS, UM, THEIR CHAIRS DO SHARE WITH THE JIC THE RECOMMENDATIONS THAT COME FROM EACH PARTICULAR, UH, COMMISSION.
FOR EXAMPLE, UM, THE CHAIRS FROM THE HUMAN RIGHTS COMMISSION HAVE SHARED SEVERAL, UH, RECOMMENDATIONS THAT THE HUMAN RIGHTS COMMISSION HAS PUT FORTH.
AND THE IDEA BEHIND THAT IS THE, YOU KNOW, RECOMMENDATION GETS HEARD TWICE.
SO IT'S WHAT A WAY TO SUPPORT EACH OTHER'S, YOU KNOW, COMMISSION WORK.
AND THEN SOMETIMES THE JIC MEMBERS WILL TAKE, FOR EXAMPLE, WE HAVE SEEN AGING TO HISPANIC LATINO, SO OKAY.
IT CAN BE TRIPLE, TRIPLE REPRESENTED.
SO, SO IN THE PAST WHEN I WAS ON A DIFFERENT COMMISSION, WE DID, UH, TOWN HALL MEETINGS, AND THEN WE TOOK THAT INFORMATION AND THEN WE WROTE AND ADOPTED A RECOMMENDATION TO TAKE TO COUNCIL FOR THEIR REVIEW.
IS THAT, IS THAT SOMETHING THAT YOU WOULD WANT US TO DO IN THIS INSTANCE AS WELL? SO THE QUESTION IS, IT SOUNDS LIKE WE COULD DO IT TWICE, I THINK IS WHAT ALEJANDRA'S SAYING THAT THEY'RE DOING.
THE JIC IS DOING TOWN HALL MEETINGS NOW, WHICH WOULD BE RECOMMENDED EARLIER, AND THEN WE COULD GO AGAIN.
IS THAT RIGHT? DURING THE BUDGET PROCESS? IS THAT, AM I GETTING THAT RIGHT? YEAH, A A LITTLE.
SO, UM, FOR EXAMPLE, UM, SOME COMMISSIONS HAVE, AND I'M NOT APOLOGIZE IF, IF, UH, REPRESENTATIVES HAVE COME AND SHARED HERE, BUT, UM, AN THERE'S COMMUNITY INTEREST IN, UH, AN ADDITIONAL BUILDING FOR GUS'S RECREATIONAL CENTER, UH, IN SPECIFICALLY FOR THE AGING COMMUNITY AND THE SURROUNDING COMMUNITIES.
UM, WHAT, HAVING THE CONVERSATION EARLY HAS ALLOWED THOSE COMMISSIONS TO REACH OUT TO THE DEPARTMENTS AND ASK FOR A STAFF BRIEFING AND GET A LITTLE BIT MORE DETAILS SO THAT THEY CAN TAILOR THE RECOMMENDATION IN A WAY THAT, UM, WOULD BE IN PARTNERSHIP WITH THE DEPARTMENT, SO TO SPEAK.
SO IT'S, YOU KNOW, THE INPUT RIGHT NOW IS SO THAT YOU KNOW, YOU CAN GET IDEAS, PRIORITIES, NEEDS, GOALS, REACH OUT TO WHICHEVER DEPARTMENT YOU WOULD LIKE FOR MORE INFORMATION AND CLARITY, AND THEN FROM THERE TAILOR YOUR RECOMMENDATIONS FOR MARCH.
UM, SOMETHING ELSE THAT WE'VE, UM, TALKED ABOUT IN THE VIRTUAL, UH, TOWN HALL AND IN THE FIRST ONE IS THOSE ARE NOT THE ONLY OPPORTUNITIES FOR COMMUNITY MEMBERS TO SPEAK ABOUT PRIORITIES OR NEEDS.
UM, WE ARE PROVIDING PARTICIPANTS WITH A LIST OF MEETING BETWEEN NOW AND MARCH, AND THE, THE NAMES OF THE CHAIRS AND HOW TO GET INVOLVED.
SO KIND OF INVITING THE PUBLIC, LIKE, IF YOU CAN'T COME TOMORROW, YOU CAN
[00:10:01]
GO TO A DIFFERENT TIME.SO I KNOW IN THE PAST, AND ANOTHER, UH, MISSION I SERVED IN, WE INVITED THE COMMUNITY MEMBERS TO COME TO ONE OF OUR MEETINGS AND HAD AQ AND A WITH THE SERVICE PROVIDERS AND THE PEOPLE THAT WE HELPED.
AND THEN WE TOOK THAT INFORMATION WITH OTHER DEPARTMENTS, AND THEN WE CRAFTED A RECOMMENDATION TO BE CONSIDERED FOR COUNCIL.
UM, WE, I HAVE HEARD SOME COMMISSIONS, UH, TALKING ABOUT POSSIBLY ALLOWING TIME FOR ONE MEETING FOR PUBLIC INPUT.
SO YOU CERTAINLY, THAT'S SOMETHING THAT IS AVAILABLE FOR YOU ALL AS WELL.
IT'S A, IT SEEMS LIKE THIS MIGHT BE SOMETHING TO, UM, DISCUSS FOR OUR FUTURE AGENDA ITEMS. UM, I DO THINK IT'S GREAT THAT WE WOULD BE CONSIDERING THIS EARLY, LIKE SHE SAID, TO BE ABLE TO REACH OUT TO OTHER DEPARTMENTS AND TO HAVE OUR QUESTIONS ANSWERED, UM, BEFORE WE MAKE OUR RECOMMENDATIONS IN MARCH.
PLEASE FEEL FREE TO REACH OUT TO ME AT ANY TIME WITH QUESTIONS OR IDEAS OR, YOU KNOW, TALK TO, UM, COMMISSIONER AUSTIN, I BELIEVE IS, SHE'S STILL HERE.
DOES SHE JUST, REBECCA, DOES SHE, POWELL OR JENNIFER, SORRY, COMMISSIONER POWELL, UM, TO, YOU KNOW, COLLABORATE WITH ANY OTHER COMMISSIONS.
HAS ANYBODY BEEN THROUGH THIS PROCESS IN PREVIOUS YEARS WITH THIS COMMITTEE? I KNOW A LOT OF US ARE NEW.
WHEN YOU SAY THIS PROCESS, WHAT DO YOU MEAN? UM, I MEAN THE, THE BUDGET RECOMMENDATIONS.
EVERY YEAR, UM, BOARDS AND COMMISSIONS MAKE BUDGET RECOMMENDATIONS.
UM, USUALLY, UM, IT'S, YOU KNOW, KIND OF AT THE LAST, NOT, I WOULDN'T SAY LAST MINUTE.
UM, THEY USE THE MEETINGS LEADING UP TO JANUARY AND FEBRUARY TO DISCUSS POSSIBLE PRIORITIES AND GOALS FOR THE NEXT FISCAL YEAR.
AND ON INDIVIDUALLY, PERHAPS COMMISSIONERS WILL COME IN WITH CONCERNS FROM COMMUNITY MEMBERS AND THEN YOU ALSO USE THAT FOR RECOMMENDATIONS.
BUT, UM, THE TOWN HALLS THEMSELVES, UM, USUALLY DONE CLOSER TO THE MARCH DEADLINE.
SO AGAIN, WE'RE TRYING TO JUST DO IT SOONER AND SOONER.
AND WE ALSO WELCOME ANY FEEDBACK AT ANY POINT, YOU KNOW, PLEASE, YOU KNOW, LET LET US KNOW SOMETHING THAT YOU NEED AND GLADLY ADAPT TO IT.
WHEN IS THE NEXT BUDGET TIME ALL GONNA BE? IT IS TOMORROW AT WILDFLOWER COMMUNITY.
AND I'M, I AM GOING TO SEND ONE LAST PUSH EMAIL IN HERE IN A LITTLE BIT, UM, TO EVERYBODY.
I HOPE EVERYBODY'S BEEN GETTING MY EMAILS.
SO, UM, UH, IT IS TOMORROW AT WHAT TIME? AT 11.
AND DO ERDP FOR THAT? IN THEORY, NO.
THE CONCERN WOULD BE TO AVOID A QUORUM.
SO IF, YOU KNOW, IF THERE IS A POSSIBILITY THAT YOU KNOW, FIVE OR SIX OF YOU ARE GOING TO GO, THEN YES, YOU WOULD NEED TO RVP.
'CAUSE WE WOULD NEED TO PUT IN A COMMUNITY, UM, INTEREST.
UH, BUT NO, YOU DON'T NEED TO RVP.
I'M NOT GONNA BE ABLE TO GO, SO I HOPE, I HOPE SOME PEOPLE CAN GO.
UM, MY DAUGHTER'S GOING TO THE FINALS FOR MARCHING BAND, SO, UH, IN SAN ANTONIO AND I JUST, I CAN'T MAKE IT.
AND I REALLY WANTED TO, 'CAUSE I AM JUST LEARNING THIS PROCESS THIS YEAR, SO, UM, I'M KIND OF UPSET THAT I CAN'T GO, BUT, UM, I HOPE SOMEBODY FROM OUR BOARD CAN GO SO THAT WE CAN GET MORE INVOLVED IN THIS PROCESS FOR THIS NEXT YEAR.
CONGRATULATIONS TO YOUR DAUGHTER.
WE'RE ALMOST DONE WITH THIS YEAR.
I ACCIDENTALLY MISSED LAST MONTH'S MEETING FOR THIS BOARD 'CAUSE I'M LIKE SO ABSORBED IN IT.
UM, YEAH, I MEAN, PLEASE, UH, I KNOW YOU HAVE, I, I HEARD SOMEBODY SAY WE HAVE A LOT OF NEW, UM, COMMISSIONERS.
WE'RE ALL IN THIS COLLECTIVELY.
UM, HOW LONG IS IT? AN HOUR AND A HALF.
BUT THAT IS REALLY FOR, YOU KNOW, SOCIAL COMMUNITY FOOD GATHERING.
THE BUDGET OFFICE WILL BE GIVING A SMALL PRESENTATION AND THEN THE REST WILL BE
[00:15:01]
COMMUNITY INPUT FOR NEXT YEAR.I HAVE A QUESTION FOR THE BOARD, SINCE I'M NEW TO THIS PARTICULAR BOARD.
DO YOU, IS THERE ANYTHING IN OUR HISTORY THAT HAS THE, OUR GOALS THAT WERE ESTABLISHED PREVIOUSLY? BECAUSE NORMALLY YOU GO BY YOUR GOAL LIST.
SEE HOW YOU WOULD DO A RECOMMENDATION WITHIN COMMUNITY INPUT.
THIS IS MY FIRST YEAR ON THE COMMITTEE AND THE CHAIRPERSON WHO HAS BEEN ON FOR SEVERAL YEARS CANNOT ATTEND THIS MEETING TONIGHT.
UM, SO WHEN WE GET TO THE PART IN OUR AGENDA FOR THE FUTURE AGENDA ITEMS, UM, POSSIBLY MAKING A RECOMMENDATION TO DISCUSS THIS WHEN HE'S BACK WOULD BE A GOOD IDEA.
DO YOU, YOU MEAN THE WOW WASHER OVER THERE ON, UM, OVER THERE ON
IT'S, UM, YEAH, RIGHT THERE ON I 35, SIR.
SO JUST TO BE SURE THAT WE'RE GONNA AVOID QUORUM.
UM, IT SOUNDS LIKE MICKEY IS VERY INTERESTED IN GOING AND I WOULD APPRECIATE THAT SO MUCH.
IS ANYONE ELSE THINKING ABOUT GOING JUST TO MAKE SURE WE DON'T HAVE FIVE OR SIX PEOPLE SHOW UP.
MICKEY, YOU CAN BE A REPRESENTATIVE AND THEN WE CAN DO FUTURE BUSINESS AND YOU CAN TALK TO US IF WE CAN HELP ESTABLISH GOALS IF WE DON'T HAVE ANY ESTABLISHED ALREADY.
I TO THE ONE, UM, LAST THAT I WENT TO ONE ABOUT THREE WEEKS AGO ALSO.
YOU WERE, I BELIEVE IN THE SEPTEMBER WORKSHOP.
THANK YOU SO MUCH FOR GOING, OH YEAH.
I WONDER IF I CAN ASK, UM, IF PUBLIC COMMENT IS MORE HEAVILY WEIGHTED THAN THE INPUT FROM COMMITTEES THAT MAY BE KIND OF AGGREGATED BY A COMMITTEE CHAIR.
UM, WHAT, UM, WHAT, WHAT IS THE QUESTION OR THE DETAIL? I'M, SO IN TERMS OF THE SU BUDGET OR ALLOCATE BUDGET, HOW DO THEY WAIT REQUESTS COMING FROM CITY COMMITTEES OR COMMISSIONS OR COMMISSIONERS VERSUS PUBLIC INPUT? I'M ASSUMING THEY GIVE PUBLIC INPUT MORE PROMINENCE.
WELL, UH, CITY COUNCIL ACTUALLY HAS SAID THAT PUBLIC INPUT SHOULD GO THROUGH THE BOARDS AND COMMISSIONS, WHICH IS WHY THE JIC IS HOST HOSTING THESE TOWN HALLS.
BUT THAT IS THE PROPER AVENUE TO GIVE FEEDBACK TO CITY COUNCIL IS THROUGH THE QUALITY OF LIFE BOARDS AND COMMISSIONS.
BECAUSE WHEN WE MAKE THE RECOMMENDATION, IT HAS TO BE REVIEWED BY COUNCIL.
IT HAS TO BE GOING ONTO THEIR AGENDA.
SO IN PERFECT WORLDS, WE WOULD ESTABLISH OUR RECOMMENDATION OR OUR GOALS BASED ON PUBLIC INPUT WITH THINGS THAT WE INVITE THE PUBLIC TO PARTICIPATE IN.
THEN WE WORK ON A RECOMMENDATION AND THEN SEND IT OFF TO COUNCIL FOR REVIEW.
I I NEED LIKE EVERYBODY'S BRAINS TO HELP ME
SO THANK YOU FOR THE QUESTION.
WELL, I THINK THAT THAT'S GREAT, MICKEY, THAT YOU CAN ATTEND TOMORROW.
AND, UM, THANK YOU FOR ALL YOUR HELP WITH ALL OF THE BUDGETING AND HELPING JUST, NOT, NOT ONLY OUR COMMISSION, BUT ALL THE OTHER COMMISSIONS, UM, KIND OF GO THROUGH THIS PROCESS IN AN EFFECTIVE MANNER.
UM, DOES ANYBODY ELSE HAVE ANY QUESTIONS BEFORE WE MOVE ON TO THE NEXT, UM, ITEM OF DISCUSSION? YES.
WERE YOU, WERE YOU THE PERSON THAT WAS THERE WITH ME THE LAST, THE LAST ONE? OR WAS THAT SOMEONE ELSE? I THINK THAT WAS ME, MICKEY.
YEAH, NO, I THINK WE WENT, UM, SO I'M SORRY I CAN'T MAKE THIS NEXT ONE.
UM, SO LET'S MOVE ON TO DISCUSSION
[3. Discussion on proposing an amended census for people with new physical or mental challenges and people who are experiencing lifelong physical or mental challenges. (Adrianne Hogan)]
ON PROPOSING AN AMENDED CENSUS FOR PEOPLE WITH NEW PHYSICAL OR MENTAL CHALLENGES AND PEOPLE WHO ARE EXPERIENCING LIFELONG PHYSICAL OR MENTAL[00:20:01]
CHALLENGES.CAN, WOULD YOU MIND READING THAT AGAIN? UM, IT SAYS ON THE AGENDA DISCUSSION ON PROPOSING AN AMENDED CENSUS FOR PEOPLE WITH NEW PHYSICAL OR MENTAL CHALLENGES AND PEOPLE WHO ARE EXPERIENCING LIFELONG PHYSICAL OR MENTAL CHALLENGES.
BY THE WAY, I HAVEN'T FORMALLY INTRODUCED MYSELF, GUYS.
I'M A LONGTIME AUSTIN RESIDENT, ABOUT 23 YEARS.
STILL SORT OF A TRANSPLANT, BUT, UM, IT'S REALLY NICE TO BE ON THE COMMITTEE AND VIRTUALLY MEET EVERYBODY.
UM, I WAS REALLY HOPING THAT JONATHAN WOULD BE A SECOND LEG OF SUPPORT IN INTRODUCING THIS TOPIC.
BUT, UM, IN PRESENTING MY RATIONALE FOR THIS PARTICULAR, UM, ITEM WAS THAT IT WOULD BE DIFFICULT TO MEASURE NEED UNLESS THE CITY HAD AN IDEA OF THE NUMBERS OF ITS CITIZENS WHO ARE EXPERIENCING EITHER PERMANENT, UH, LIFE CHALLENGES OR TEMPORARY OR NEWLY ACQUIRED LIFE CHALLENGES.
UM, AND SO IF MEASUREMENT IS PART OF APPORTIONING OR ALLOCATING FUNDS THAT A NEW CENSUS LOOKING AT THAT, AGAIN, MIGHT BE ONE WAY OF ENSURING THAT'S A PRIORITY.
DOES THAT MAKE SENSE? YES, IT DOES.
SO DID YOU WANT A DELINEATION BETWEEN THE TWO OR JUST A COUPLING OF, OF THOSE NUMBERS COUPLING, TRYING TO BE INCLUSIVE IN THE LANGUAGE, NOT TRYING TO SEGREGATE.
SO I, I MEAN I, IT SOUNDS LIKE A GREAT IDEA.
SO I, I WORRY I'M A LITTLE HUNG UP ON THE WORD CENSUS.
IF WE'RE JUST TALKING ABOUT AUSTIN.
I WOULD THINK OF IT MORE, RIGHT.
SO, YOU KNOW, NOT, AND I DON'T, I AM SORRY I DON'T HAVE THE WORD, BUT MAYBE A MORE OF A, UM, ACCOUNTING MM-HMM.
AND I DON'T KNOW, UM, ALEJANDRA WHAT DEPARTMENT WOULD DO THAT, UM, IF THE, IF YOUR DEPARTMENT WOULD DO THAT OR IF, UM, BUT I JUST THINK THAT IS AN AMAZING IDEA AND WE COULD LOOK, I'M SURE THEY COULD LOOK AT DIFFERENT SSI RECORDS PERHAPS, OR, UM, DISABILITY REC.
I DON'T, I DON'T KNOW EXACTLY, BUT I THINK IT WOULD SURELY FOCUS A NEED FOR THE COMMUNITY IF, I MEAN, I, I KNOW WHEN WE WERE ON THE VETERANS COMMISSION, WE DID A POINT IN TIME COUNT FOR AS FAR AS VETERANS AND NEED.
SO WE WOULD HOST DIFFERENT EVENTS UHHUH WITH DIFFERENT CITY OFFICES.
SO, I MEAN, THAT'S SOMETHING FOR OUR GOALS IN THE FUTURE AS WE'RE PLANNING OUT WHAT OUR GOALS ARE, YOU KNOW, IN THE NEAR FUTURE AS WE, AS WE DO THIS WITH NEW BUSINESS, THAT COULD BE SOMETHING THAT WE DO AS, AS, AS A COMMISSION THAT WE'RE ENCOURAGED TO HOST A VARIETY OF EVENTS TO DO THAT POINT IN TIME COUNT FOR THESE NUMBERS.
PETE, I THINK THAT'S A REALLY GOOD IDEA.
AND KRISTEN, THE ACCOUNTING OF SSI AND SSDI RECIPIENTS, UM, I I THINK IT SOUNDS LIKE A GOOD IDEA AS LONG AS IT'S NOT, UM, AS LONG AS IT DOESN'T, THERE'S NO PRIVACY CONCERN.
AND I DON'T, I I'M JUST THROWING OUT WAYS, BUT I THINK THAT WE COULD IDENTIFY YEAH.
BUT, BUT THERE ARE PEOPLE THAT HAVE DISABILITIES THAT ARE NOT I, ON SSI OR THE GI, THAT'S THE ONLY WAY TO JUST BE ONE WAY.
AND THEN WE COULD LOOK AND, YOU KNOW, AT, AS, UM, WAS MENTIONED, HAVE SOME COMMUNITY MEETINGS, PEOPLE THAT REPRESENT LARGER GROUPS AND, BUT, BUT PUTTING IT ON A PARTICULAR, UM, DEPARTMENT SO THAT, UM, YOU KNOW, THEY CAN COME UP WITH THESE IDEAS TOO.
I MEAN, HISTORICALLY, LIKE WITH THEM, FOR VETERANS, HISTORICALLY, THAT'S WHY THE COMMISSIONS EXIST, IS TO TAKE THESE IDEAS AND THEN RUN WITH THEM, BUT CODIFY THEM WITH THE DEPARTMENTS.
SO, YOU KNOW, THERE'S NO REASON WHY WE CAN'T HAVE,
[00:25:01]
GET TO MEET YOUR DISABILITY COUNCIL FOR THE CITY OF AUSTIN MEET AND GREET AND THEN HAVE THOSE PEOPLE TAKING THOSE NUMBERS.WE JUST HAVE TO FORMALIZE IT AND PUT A PLAN IN PLACE.
I GUESS I WOULD, THEY, I WAS, I WAS PARTICULARLY INTERESTED IN THE WAY THAT THE, UM, I'M NOT REMEMBERING EITHER THEIR ACRONYM OR THEIR FORMAL NAME, BUT THE COMMITTEE ON AGING IN AUSTIN THAT WE SPOKE, THAT WE MET WITH LAST SESSION, UM, THEY SEEM TO HAVE DISTRIBUTED A CENSUS AND I WAS REALLY INTERESTED IN THEIR WORDING AND THE WAY THAT THEY WERE COLLECTING AND APPROACHING THAT, THE SENSITIVITY OF THAT COLLECTION.
THEY MAY BE ABLE TO HELP US THEN.
UM, I THINK THEY, I THINK THEY OFFERED FOR US, WE COULD ASK QUESTIONS ON THAT AS WELL.
SO THAT'S A POPULATION, THE OLDER POPULATION THAT MAYBE WE COULD GET SOME IDEA ON AS WELL.
'CAUSE THERE'S A LOT OF COST OVER FROM FOR SURE TO EVERYTHING ELSE.
AND THEY SEEM TO BE VERY ORGANIZED.
WOULD ANYBODY BE INTERESTED IN POSSIBLY CREATING A WORK GROUP FOR THIS? UM, BECAUSE IT SOUNDS LIKE THIS WOULD BE A LOT OF INFORMATION GATHERING, TRYING TO FIND RESOURCES FOR DIFFERENT NUMBERS OF DIFFERENT TYPES OF POPULATIONS AS WELL AS PLANNING THESE COMMUNITY MEETINGS.
YEAH, I'M INTERESTED IN THAT AS WELL.
UM, I'M NOT REALLY SURE OF THE RULES SINCE WE'RE DISCUSSING THIS TOPIC.
CAN WE MAKE A MOTION FOR TO CREATE ONE OR DO WE HAVE TO PUT IT ON THE FUTURE AGENDA? I THINK THAT'S THE FUTURE AGENDA.
WE'LL PUT ON THE FUTURE AGENDA, HAVE IT DISCUSSED WITH ACTION, AND SO ON THE NEXT MEETING YOU CAN ESTABLISH THAT.
UM, SO, UM, I THINK IT'S A GREAT IDEA.
UM, SO WE WILL, UM, WE'LL JUST PUT IT ON THE FUTURE AGENDA ITEMS, WHICH IS COMING UP VERY SOON.
DOES THAT SOUND GOOD TO EVERYBODY? CAN I ASK WHAT THE HOST'S NAME IS? BECAUSE I JUST SAY HOST.
I THINK THE CITY OF AUSTIN'S HOSTING IT.
[4. Discussion and action to vote on the 2024 Commission meeting schedule.]
ITEMS TONIGHT, WE NEED TO VOTE ON THE 2024 COMMISSION MEETING SCHEDULE.WE'RE GONNA PUT IT UP FOR EVERYBODY TO SEE.
IS THIS, UH, AMENABLE TO EVERYONE OR DOES ANYBODY, UM, HAVE ANY OBJECTIONS TO IT? WHAT IS THIS MEETING OR SCHEDULE? THIS IS A SCHEDULE FOR OUR MEETINGS FOR NEXT YEAR.
FOR FUTURE, UM, MAYOR'S COMMITTEE WITH PEOPLE FOR DISABILITY.
THOSE MEETINGS, THIS IS, UM, THE PROPOSED SCHEDULE.
DO WE HAVE A MEETING ON DECEMBER 13TH OF THIS YEAR, WHICH IS, UM, 2023? THIS IS FOR NEXT YEAR.
SO WE ALREADY HAVE MEETING, BUT I'M JUST ASKING.
WE WILL HAVE A MEETING THIS DECEMBER FOR, UM, 2023.
WE, WE ARE JUST, UM, RIGHT NOW TO, UM, APPROVING THESE DATES FOR 2024.
AND IT SOUNDS LIKE WE HAVE SOMEONE THAT MADE A MOTION TO APPROVE.
DO WE HAVE A SECOND? I'LL SECOND.
UM, EVERYBODY WHO WANTS TO APPROVE THESE AS THE NEXT YEAR'S, UM, MEETING DATES, SAY AYE.
CAN WE PLEASE HAVE EVERYONE ON CAMERA FOR THE VOTE? YEAH.
EVERYBODY HAS TO TURN ON THEIR CAMERAS FOR THE VOTE TO COUNT.
UM, SO ALL THOSE IN, IN FAVOR OF APPROVING THESE DATES, SAY AYE.
UM, ALL THOSE OPPOSED SAY NAY.
SO THOSE ARE APPROVED FOR NEXT YEAR.
CAN I ASK, WAS THAT GONNA BE THE FIRST WEEK OR IS THAT THE SECOND WEEK? UM, I THINK IT'S THE SAME.
[00:30:01]
OKAY.[FUTURE AGENDA ITEMS]
HAVE FUTURE AGENDA ITEMS. DOES ANYBODY WANNA MAKE A MOTION TO CREATE, TO DISCUSS THE CREATION OF A WORK GROUP FOR, UM, MOTION? I'LL MAKE A MOTION TO CREATE THE DISCUSSION OF A WORK GROUP.UM, EVERYBODY'S CAMERA'S ON, RIGHT? YES.
UM, ALL THOSE IN FAVOR SAY AYE.
UM, ALSO I WOULD LIKE TO MAKE A, A MOTION TO PUT ON FUTURE AGENDA ITEMS, THE DISCUSSION OF, UM, THE BUDGET PROCESS.
MAYBE OUR CHAIR WILL BE BACK AND HE CAN, UM, OFFER SOME LIGHT ON THAT SITUATION.
UM, AND ALSO JUST KIND OF WHAT, WHAT OUR GOALS WERE, WHAT OUR GOALS ARE, AND TRY TO GET A JUMP ON THAT PROCESS.
UM, WELL, WELL I WOULD LIKE TO CLARIFY THAT.
'CAUSE IF THEY'RE ONCE ESTABLISHED, THEN WE SHOULD REVIEW IT WITH ACTION.
THAT WAY IF THERE'S NONE ESTABLISHED, THEN WE CAN CREATE ACTION AT THE NEXT MEETING AND THEN ADOPT SOMETHING AND THEN WE CAN GO FORWARD FROM THERE.
SO DO YOU WANNA JUST PUT ON, UM, PUT ON THE FUTURE AGENDA TO DISCUSS, TO DISCUSS THE GOALS? TO DISCUSS REVIEW WITH ACTION.
THAT MEANS WE HAVE TO PUT WITH ACTION SO WE CAN ESTABLISH SOME, IF NONE EXISTS, I DON'T KNOW IF ANY EXISTS RIGHT NOW.
SO, UM, THEN I MAKE A MOTION THAT WE DISCUSS OUR GOALS IN RELATIONSHIP TO THE BUDGET.
AND IF THERE ARE NONE THAT WE CAN CREATE SOME, YEAH.
TAKE, TAKE POSSIBLE ACTION ON, UM, AFFIRMING THOSE GOALS OR ESTABLISH OR ESTABLISHING NEW ONES.
AND THE OVERALL GOALS OF OUR COMMISSION, I, I STILL HAVEN'T SEEN LIKE A GOALS LIST FOR OUR COMMISSION.
SO WE, THIS IS MAYBE WE JUST NEED TO START WITH ESTABLISHING SOME GOALS.
WE DO ALSO HAVE SOME, I GUESS, GOALS OUTLINED IN OUR BYLAWS.
THE PURPOSE AND DUTY SECTION THAT HAS SOME KIND OF GENERAL PARAMETERS.
UM, SO CAN LOOK AT THOSE AND SEE WHAT'S IN THERE.
AND ALSO BUILD STUFF OUTSIDE OF THE BYLAWS AS WELL.
'CAUSE THAT'S WHAT WE DID WHEN I WAS ON THE VETERAN COMMISSION.
WE LOOKED AT OUR ESTABLISHED GOALS AND THEN WE, HOW DO WE CODIFY THAT, MOVE THAT FORWARD, YOU KNOW, COME IN POLICE.
UM, SO THEN, THEN WE NEED TO MAKE A MOTION TO REVIEW AND ESTABLISH GOALS RELATED TO THE BUDGET BUDGETING PROCESS.
IT'S RELATED TO THE COMMISSION.
AND THAT'S GONNA BE WITHIN THE BUDGETING PROCESS, BUT IT'S RELATED SPECIFICALLY TO THE MAYOR'S COUNCIL FOR PEOPLE, RIGHT? CORRECT.
UM, SO I DON'T THINK I'M FULLY FULLY UNDERSTANDING THE WORDING YOU WANT, SO IF YOU WOULD LIKE TO MAKE A MOTION, THAT'D BE GREAT.
DO I MAKE A MOTION TO REVIEW AND OR ESTABLISH GOALS FOR THE COUNCIL FOR PEOPLE WITH DISABILITIES? I SECOND.
UM, DOES ANYBODY ELSE HAVE ANYTHING THEY WOULD LIKE TO PUT ON A FUTURE AGENDA? ITEMS OUR, OUR SUBGROUPS GONNA MEET? SO I THINK WE WOULD HAVE TO GIVE A REPORT BASED ON THAT MEETING COMING UP.
DID YOU WANNA MAKE A MOTION FOR THAT? WHAT IS OUR, I TRY WHAT THE TRANSPORTATION IT'S FOR, UM, IT'S FOR TRANSPORTATION.
UM, FOR TRANSPORTATION AND KIND OF WITH THE MI WITH THE EYE TOWARDS, UH, PUBLIC SAFETY.
SO WE'LL, WE'LL, WE'LL MEET AND THEN GIVE A, BUT I MAKE THE RECOMMENDATION THAT WE GIVE A REPORT BASED ON OUR FIRST INITIAL MEETING.
UM, ALL THOSE IN FAVOR SAY AYE.
ANYTHING ELSE? UM, THIS IS COMMISSIONER RAMIREZ.
UH, I KNOW THAT WE HAD HAD SOME DISCUSSION, UM, DURING OUR LAST MEETING RELATING
[00:35:01]
TO EMERGENCY PROCEDURES, REVIEWING WHAT THE CITY OF AUSTIN IS DOING, MAKING RECOMMENDATIONS.UM, I KNOW WE GOT SEVERAL THINGS ON OUR PLATE RIGHT NOW, UM, BUT WOULD BE INTERESTED IN, I DON'T KNOW IF A WORK GROUP WOULD BE BEST OR IF ANOTHER DISCUSSION, UM, JUST DISCUSSION WITHIN THE LARGE GROUP WOULD BE HELPFUL AS A STARTING POINT.
UM, WE'D BE INTERESTED IN GOING FURTHER WITH THAT.
HOW ABOUT IF WE INVITE AN EMERGENCY MANAGEMENT TO GIVE US A PRESENTATION SO WE KNOW WHAT THEIR PLANS ARE, IF ANY, DURING AN EMERGENCY FOR EVACUATION OR WHATEVER THAT IS? I THINK WE GOT A LITTLE BIT DURING THE CO MEETING WITH, UM, THE COMMISSION ON AGING.
UM, I'M NOT SURE IF THAT INFORMATION WAS SENT OUT AFTERWARDS.
UM, BUT I WOULD WANT TO, WE CAN DEFINITELY REQUEST, YEAH, I, I WOULD WANT SOMEONE TO ANSWER QUESTIONS, UM, THAT, THAT WE HAVE AS WELL.
YEAH, I WOULD WANT DO IT SPECIFICALLY FOR US AS FAR AS WHAT ARE THEIR PLANS WITH PEOPLE WITH MAJOR DISABILITIES, EXEMPLARY PEOPLE THAT ARE NOT MOBILE BLIND OR WHATEVER DURING AN EMERGENCY EVACUATION OR THINGS LIKE THAT NATURE.
WELL, UM, THE WHY DON'T WE, BECAUSE I, I DO AGREE THAT EMERGENCY MANAGEMENT PLANNING IS, UM, VERY IMPORTANT FOR PEOPLE THAT WE SERVE.
UM, SO SINCE WE'RE GONNA BE TALKING ABOUT GOALS, WE COULD TALK ABOUT MORE ABOUT THE EMERGENCY MANAGEMENT PLANNING AND, AND OUR ROLE IN IT AND WHAT WE WANT TO SEE DURING THAT GOALS DISCUSSION.
UM, I JUST DON'T WANT TO HAVE SO MANY THINGS ON THE AGENDA THAT WE FEEL LIKE RUSHED.
UM, BUT WE, THAT COULD FIT IN WITH OUR GOALS AND PRIORITIES AND THEN WE COULD FOR JANUARY, IF WE DECIDE THAT WE NEED FURTHER DISCUSSION OR WORK GROUP, UM, OR WHATEVER WE DECIDE, WE CAN PUT THAT IN JANUARY.
DOES THAT SOUND GOOD? I MEAN, I'M OPEN TO ALL SUGGESTIONS.
I THINK THAT WOULD BE A GOOD, KRISTEN, THE ONLY THING I MIGHT ADD, UM, AND WE COULD DO IT IN JANUARY AS WELL OF DECEMBER, IS, UM, YOU KNOW, MAKE, UH, CREATE ACTION ON POTENTIAL ON AD HOC COMMITTEES.
SO IF SOME OF THOSE WERE READY TO GO AND WE COULD START THAT AD HOC COMMITTEE, UM, BASED ON THE GOALS THAT WE'VE ESTABLISHED.
SO I COULD DO A DECEMBER OR JANUARY, BUT IT MIGHT, THERE MIGHT BE SOME THINGS THAT, UM, ARE APPARENT THAT WE'RE READY TO MOVE FORWARD WITH.
IF YOU WOULD LIKE TO MAKE A MOTION ON THAT FOR DECEMBER.
THAT WAY WE CAN HAVE IT IF WE'RE READY, IF WE NEED IT, IF, AND WE'RE READY.
UM, I MOVE THAT WE, UM, CAN DETERMINE AD HOC COMMITTEES BASED ON GOALS OF THIS COMMISSION.
UM, ALL THOSE IN FAVOR SAY AYE.
THAT, THAT WAS A REALLY GOOD IDEA.
UM, ALL ANYTHING ELSE BEFORE WE WRAP UP? UH, I DO HAVE SOMETHING THAT I WONDER IF PEOPLE COULD KIND OF KEEP IN THE BACK OF THEIR HEAD.
SO, UM, ONE THING THAT I HAVE NOTICED IN TALKING TO PEOPLE OF MY ACQUAINTANCE, UH, IS THAT THEY ARE HESITANT TO IDENTIFY AS DISABLED, PARTICULARLY IF THEY'RE OF AN AGING POPULATION.
AND I WONDER IF MAYOR'S COMMITTEE ON FOUR PEOPLE WITH DISABILITIES IS A BIT OF A BLUNT STATEMENT, ESPECIALLY IF YOU COME FROM THE SOCIAL, UM, DEFINITION OF DISABILITY.
I WONDER IF AT SOME POINT WHEN THERE'S ENOUGH ROOM ON THE AGENDA AND PEOPLE FEEL READY TO DISCUSS IT, IF WE COULD DISCUSS MAYBE CHANGING IT TO MAYOR'S COMMITTEE FOR ACCESS TO AUSTIN OR AUSTIN ACCESSIBILITY, IT MIGHT BE MORE OPEN TO THE PUBLIC IDENTIFYING WITH OUR NEEDS, WHETHER THEY IDENTIFY AS BEING DISABLED OR NOT.
I MEAN, I WOULD JUST SAY THAT IN ALMOST EVERY, THAT'S WONDERFUL.
THERE'S A MAYORS COMMITTEE ON THIS THROUGHOUT STATE, STATE OF TEXAS.
AND THAT WAS AN EASIER WAY TO GET THE INFORMATION.
AND I UNDERSTAND WHAT YOU'RE SAYING ABOUT, YOU KNOW, PEOPLE'S FEELINGS, BUT THERE'S THINGS THAT ARE LIKE, NOT CODIFIED, BUT THINGS ON A LARGER SCALE WHERE THEY IMMEDIATELY GO TO, TO GET INFORMATION THAT HAVE MORE OF A BONE FETUS, SO TO SPEAK.
[00:40:01]
COULD HAVE A DISCUSSION EITHER IN JANUARY OR FEBRUARY, UM, BALANCES? UM, I'D LIKE TO HEAR OF COURSE, OF COURSE.UM, IF THAT IS SOMETHING THAT YOU WANNA BRING TO THE TABLE, UM, I THINK IT'S IMPORTANT THAT WE DO, UH, HAVE THAT DISCUSSION, BUT MAYBE IN JANUARY OR FEBRUARY.
UM, SO I WOULD DEFINITELY BRING THAT BACK UP.
WELL MEANT ABOUT WHAT IS ALREADY CODIFIED AND, UH, RIGHT.
READILY, READILY AVAILABLE FOR REFERENCE WITH MOST PEOPLE.
WELL, I, I DO THINK IT'S AN IMPORTANT POINT.
UM, I DO WANT PEOPLE TO FEEL COMFORTABLE AND PARTICIPATE, SO I, I WOULD REALLY HOPE THAT YOU DO BRING IT BACK UP IN THE FUTURE.
UM, ANYBODY ELSE? MOTION TO ADJOURN? I SECOND.
WELL THANK YOU SO MUCH FOR YOUR TIME.
I LOOK FORWARD TO NEXT MONTH'S MEETING.
I FEEL LIKE WE HAVE SOME REALLY GOOD, SOLID THINGS ON OUR AGENDA AND WE ARE MOVING IN THE RIGHT DIRECTION, AND I APPRECIATE EVERYBODY'S TIME AND EFFORT TONIGHT.
