I'M THE, UH, HOUSING AND COMMUNITY DEVELOPMENT OFFICER WITH THE HOUSING DEPARTMENT.

UM, AND, UH, I BELIEVE THERE WAS A REQUEST FROM THIS COMMITTEE TO, UH, TO HAVE A OVERVIEW OF HOUSING, UH, IN THE CITY OF AUSTIN TO, UH, KIND OF DISCUSS HOW, UH, THIS COMMITTEE AND THE POPULATION THAT IT SERVES AND REPRESENTS, UH, INTERACT WITH THAT HOUSING MARKET.

I'VE INVITED, UH, UM, UH, STEPHANIE AND TREY, UH, TO JOIN ME TO HELP ANSWER SOME QUESTIONS THAT YOU MIGHT HAVE, UM, WHERE I AM UNABLE TO, UH, TO PROVIDE INFORMATION.

UH, STEPHANIE HAS A LONG EXPERIENCE WITH, UH, THE, UM, THE AFFORDABLE HOUSING AUSTIN, UH, AND, UH, THE DEVELOPMENTS THAT THEY HAVE, UH, PURSUED OVER THE LAST SEVERAL YEARS.

UH, SO SHE'S GOT REAL WORLD, UH, EXPERIENCE AND THE SCARS TO PROVE IT.

UH, AND, UH, WE ARE HAPPY TO, TO ANSWER YOUR QUESTIONS, BUT I DO WANT TO JUST SAY THAT THIS IS PROBABLY GONNA BE A VERY HIGH LEVEL OVERVIEW OF THE HOUSING DEPARTMENT, THE SERVICES WE PROVIDE, UM, AND, UH, SOME OF THE, SOME OF THE PROGRESS AND PRODUCTION THAT WE'VE SEEN OVER THE LAST SEVERAL YEARS.

UH, WITH THAT, STEPHANIE, IF YOU HAVE ANYTHING ELSE TO, TO ADD OR TREY, WELL, I JUST WANTED TO SAY THAT ACCESSIBLE HOUSING AUSTIN IS A, UM, COMMUNITY DEVELOPMENT.

I MEAN, A, WE'RE AT CHODO, WHICH IS A HOUSING DEVELOPMENT ORGANIZATION, AND WE'RE A NONPROFIT ORGANIZATION.

WE'RE ABOUT 20 YEARS OLD.

AND, UM, WE HAVE A MIXTURE OF, OF, UH, DUPLEXES, SINGLE FAMILY.

AND MOST RECENTLY, WE BUILT AN APARTMENT BUILDING, WHICH IS WHAT JAMIE WAS REFERRING TO WHEN HE SAID THE SCARS.

AND, UM, SO, UH, WE, WE WANTED TO TALK ABOUT THAT.

AND I ALSO WAS HOPING TO SHARE A FEW, UM, THOUGHTS ABOUT, UM, SOME OF THE CITY PROGRAMS AND ABOUT, UM, SOME OF THE THINGS THAT I HOPE THE MAYOR'S COMMITTEE MIGHT BE INTERESTED IN WORKING ON IN THE FUTURE RELATED TO HOUSING.

UM, AND JUST AS AN OVERVIEW, UH, WE'RE GONNA BE LOOKING AT OUR DEPARTMENT, THE STRATEGIC HOUSING BLUEPRINT, WHAT THE AUSTIN HOUSING FINANCE CORPORATION IS LOOKING AT OUR AFFORDABLE HOUSING PRODUCTION, AND IDENTIFYING SOME OF THE RESOURCES THAT OUR DEPARTMENT PROVIDES.

UH, NEXT SLIDE.

AND THE NEXT SLIDE.

SO, THE MISSION OF THE HOUSING DEPARTMENT IS TO THE HOUSING DEPARTMENT PARTNERS WITH THE COMMUNITY TO SHARE A MORE EQUITABLE AUSTIN AND TO PREVENT THE DISPLACEMENT OF PEOPLE AND SERVICES THROUGH THE INVESTMENT OF AFFORDABLE HOUSING RESOURCES.

SO THAT REALLY CAPTURES THE TWO MAIN PRODUCTION AREAS OF OUR DEPARTMENT.

WE HAVE OUR REAL ESTATE AND HOUSING DEVELOPMENT SIDE, AND THEN WE HAVE OUR DISPLACEMENT PREVENTION SIDE.

WE KNOW THAT, UH, AUSTIN IS EXPENSIVE.

WE ALSO KNOW THAT IT'S ONLY GETTING MORE EXPENSIVE, AND INDIVIDUALS AND HOUSEHOLDS WHO HAVE LIVED HERE FOR, UH, GENERATIONS, UM, ARE BEING PRICED OUT.

UH, SO OUR, WE'VE, UH, UM, HIGHLIGHTED THAT FOCUS IN OUR DEPARTMENT AND WITHIN OUR MISSION STATEMENT TO, TO PREVENT THE DISPLACEMENT OF PEOPLE AND SERVICES, UH, THROUGH THE INVESTMENT OF AFFORDABLE HOUSING RESOURCES.

RIGHT NOW, WE HAVE 84 FULL-TIME EMPLOYEES IN OUR DEPARTMENT, AND THAT INCLUDES OUR FINANCE DEPARTMENT, OUR ADMIN, OUR ADMINISTRATION, UM, ALL OF OUR STAFF.

UM, AND WE HAVE A VERY LOW VACANCY RATE.

WE ARE STILL HIRING, BUT WE DO HAVE, UH, SOME, UH, UM, WE HAVE, UH, SOME AVAILABLE POSITIONS, UH, THAT ARE, THAT ARE POSTED NOW.

JUST LOOKING AT A, AT THE, UH, OVERALL DIS, UH, PROGRAMS THAT ARE PROVIDED, UH, BY OUR DIVISION, I'D LIKE TO FOCUS REALLY ON THE, ON THE MIDDLE TWO, UH, STRATEGIC DISPLACEMENT PREVENTION AND PROGRAM DELIVERY AND REAL ESTATE SERVICES.

UH, UNDER DISPLACEMENT PREVENTION, WE HAVE CAPACITY BUILDING FOR LOCAL, OH, CAN WE GO BACK ONE, OH, UH, UNDER, UH, DISPLACEMENT PREVENTION, WE HAVE CRISIS RESPONSE.

WE HAVE, UH, CAPACITY BUILDING FOR, UH, FOR SMALL NONPROFITS.

WE'VE ALSO GOT, UH, PLANNING POLICY AND RESEARCH WHERE WE WANT TO, UH, LOOK AT HOW WE CAN SERVE, UH, DIFFERENT POPULATIONS AND OVERALL COMMUNITY DEVELOPMENT, UM, IN, UH, PROGRAM DELIVERY.

AS I MENTIONED, WE HAVE, UH, OUR, WE HAVE REAL ESTATE SERVICES, SUCH AS ACQUIRING PROPERTIES, DEVELOPING PROPERTIES, UM, PROVIDING, UH, GROUND LEASES ON PROPERTIES.

WE ALSO HAVE OUR FINANCIAL SERVICES, UH, UM, UH, DIVISION WITHIN THE PROGRAM, DELIVERING REAL ESTATE SERVICES, UH, WHERE WE PROVIDE GAP FINANCING FOR DEVELOPING, UH, FOR DEVELOPERS OF AFFORDABLE HOUSING.

UM, ADDITIONALLY, WE MANAGE

ALL OF THE DEVELOPMENT INCENTIVES, UM, AND, UH, DEVELOPER, UH, UM, UH, DEVELOPER INCENTIVE PROGRAMS SUCH AS DENSITY, BONUS PROGRAMS, SMART HOUSING AND AFFORDABILITY UNLOCKED.

UH, AND THAT IS A, A LARGE, A VERY LARGE AND SIGNIFICANT SOURCE OF OUR AFFORDABLE HOUSING GENERATION IN THE CITY.

NEXT SLIDE.

I IN, UH, THIS YEAR, THIS CURRENT FISCAL YEAR, UH, WE HAVE ABOUT $75.8 MILLION.

AND I WANT TO, UH, BRING THIS UP, UH, JUST TO SHOW THAT, UH, THIS IS, UH, FOR OUR TURS, WHICH IS A-H-P-D-A HOUSING PRESERVATION DISTRICT TAX INCREMENT REINVESTMENT ZONE.

UM, ON THE EAST SIDE, UH, THIS IS ALSO OUR GENERAL OBLIGATION BONDS.

UH, SO IN, UH, SEP IN NOVEMBER OF LAST YEAR, UH, THE CITIZENS APPROVED A, UH, UH, $350 MILLION, UH, UH, GENERAL OBLIGATION BOND PACKAGE, UH, FOR THE DEVELOPMENT OF, UH, AFFORDABLE HOUSING.

UM, IT INCLUDES, UH, PROJECT CONNECT, UH, GRANT FUNDS, UM, AND OUR GENERAL FUNDS.

SO IN ORDER TO PAY OUR STAFF, IN ORDER TO DO ALL THE THINGS THAT WE NEED TO DO, INCLUDING, UH, PROVIDING RESOURCES FOR COMMUNITY DEVELOPMENT ORGANIZATIONS SUCH AS AHA, UM, WE HAVE $75.8 MILLION IN FUNDS.

UM, AND I DO WANNA CORRECT MYSELF, THIS DOES NOT INCLUDE OUR GENERAL OBLIGATION BONDS, THAT GENERAL OBLIGATION BOND.

WE HAVE IDENTIFIED, I BELIEVE, $60 MILLION, UH, TO, UH, TO SPEND THIS YEAR ON AFFORDABLE HOUSING.

SO IN TOTAL, IT'S ABOUT $135 MILLION THAT WE ARE MANAGING THIS FISCAL YEAR.

SO, THE AUSTIN STRATEGIC HOUSING BLUEPRINT, UM, IS A DOCUMENT THAT WAS ADOPTED BY THE CITY COUNCIL IN 2017.

IT PROVIDES A PATHWAY FOR US TO ACHIEVE PARITY AND TO, UH, TO RESOLVE SOME OF THE HOUSING CRISES THAT WE SEE IN THE CITY.

UM, THE BIGGEST ISSUE WITH HOUSING THAT, UH, EVERYONE KNOWS IS DEMAND HAS OUTPA OUTPACED SUPPLY.

IT IS A SUPPLY AND DEMAND ISSUE.

UM, AND, UH, WHAT THIS DOCUMENT SAYS IS WE ARE MISSING ABOUT 135,000, UM, UNITS ACROSS THE ENTIRE IN INCOME SPECTRUM.

UM, THAT WAS IN 2017.

THAT WAS, UH, UH, SIX YEARS AGO NOW.

UH, SO I CAN TELL YOU THAT NUMBER HAS CHANGED.

WE HAVE BEEN BUILDING SIGNIFICANTLY.

UM, HOWEVER, UH, DEMAND STILL PERSISTS.

UM, SO WE ARE LOOKING TO, UH, RE UH, UH, REVIEW THIS DOCUMENT AND UPDATE IT FOR, UH, FOR THE NEXT GENERATION.

UH, WHAT THIS DOCUMENT, UH, SAYS, IT'S A 10 YEAR PLAN, UH, TO DEVELOP, UH, AFFORDABLE HOUSING.

AND, UH, UH, SINCE WE ONLY CAN CONTROL, WE ONLY CAN INVEST IN AFFORDABLE HOUSING.

IT IS A, UH, IT IS A PLAN TO INVEST IN AND DEVELOP, UH, AFFORDABLE HOUSING THROUGHOUT THE CITY IN ALL 10 DISTRICTS, UH, TO CREATE 60,000 UNITS, UH, THAT ARE AFFORDABLE TO HOUSEHOLDS EARNING BELOW 80% OF THE MEDIAN FAMILY INCOME.

AND THERE'S A SLIDE AT THE END WHERE YOU CAN SEE WHAT THOSE NUMBERS WOULD LOOK LIKE.

UM, AND WE'RE ALSO TRYING TO ALIGN THIS PLAN WITH ALL OF OUR OTHER PLANS, SUCH AS IMAGINE AUSTIN, UM, AND OTHER HIGH OPPORTUNITY AREAS.

UM, ULTIMATELY, WE ARE LOOKING TO SERVE THE POPULATION OF THE CITY OF AUSTIN, WHERE, AND, UH, ONE OF THE MOST VULNERABLE POPULATIONS IS, UH, THOSE OF US, UH, EXPERIENCING HOMELESSNESS.

UM, SO WE ARE CALLED ON TO CREATE PERMANENT SUPPORTIVE HOUSING AND UNITS FOR INDIVIDUALS EXITING HOMELESSNESS, UM, AS PART OF OUR INVENTORY.

NEXT SLIDE, AGAIN.

IN 2017, UH, THIS WAS ADOPTED, UH, WITH A VERY AMBITIOUS GOAL OF 60,000 AFFORDABLE UNITS.

60,000 UNITS OVER 10 YEARS IS, UH, 6,000 UNITS.

UM, AND IF EACH UNIT COSTS APPROXIMATELY $250,000 TO DEVELOP, UH, YOU CAN SEE HOW THOSE NUMBERS START TO ADD UP REALLY QUICKLY.

UM, THE, WHAT WE HAVE, UH, IDENTIFIED HERE ARE SOME TOOLS TO ACHIEVE THAT 60,000 AFFORDABLE UNITS IN 10 YEARS.

UH, THE LARGEST BLOCK HERE, UH, IS, UH, TAX INCREMENT FINANCING, HOMESTEAD PRESERVATION DISTRICT.

UH, THESE ARE ALL, UH, UH, TOOLS THAT WE CURRENTLY HAVE THAT ARE NOT UNDER THE CONTROL, PER SE, OF THE AUSTIN HOUSING FINANCE CORPORATION.

UM, THE, UH, DEVELOP PLAN UNIT DEVELOPMENTS, EXPANDED DENSITY, BONUS PROGRAMS, AND SMART HOUSING WITH EXTENDED AFFORDABILITY PERIODS.

THESE TOOLS, UH, ALL, UH, REQUIRE THE DEVELOPER, UH, TO PROVIDE THAT, UH, THAT HOUSING.

WE WOULD HAVE NO FUNDING

IN THESE UNITS.

UH, THE AREAS BELOW THAT ARE LISTING OUT ALL OF OUR DIFFERENT FUNDING SOURCES, SUCH AS, UH, THE 2013 AFFORDABLE HOUSING BOND PROGRAM.

UH, WHAT ARE FEDERAL FUNDS? WHAT IS NOT SHOWN HERE IS, UH, THE 2022 AFFORDABLE HOUSING BOND PROGRAM, WHICH HAS BEEN, UH, A, HAS BEEN INVESTED WISELY OVER THE LAST YEAR, UM, AND AGGRESSIVELY.

UH, CURRENTLY WE HAVE, AND I'LL GET TO ONE OF OUR PROGRAMS, UH, IN A MOMENT.

UH, ACTUALLY, I'LL JUST SAY THAT, UM, SORRY.

SO THIS IS JUST TO SHOW YOU THAT WE ARE NOT THE ONLY PLAYER IN TOWN, BUT WE DO NEED, UH, WE ARE PLAYING A LARGE ROLE IN THE DEVELOPMENT OF AFFORDABLE HOUSING THROUGHOUT THE CITY.

AND SINCE WE HAVE A STRATEGY, A 10 YEAR STRATEGY, WE HAVE PARTNERED WITH HOUSING WORKS TO PROVIDE US WITH A, UH, ANNUAL SCORECARD.

NOW, UH, IT TAKES A MINUTE TO, TO PROCESS THE NUMBERS AND TO MAKE EVERYTHING, UH, UH, IS MAKE SURE EVERYTHING IS CORRECT AND COUNT, UH, ALL THE UNITS.

UM, SO WE JUST RELEASED OUR 2022 BLUEPRINT SCORECARD.

THE NUMBERS ARE A BIT DIFFERENT, UM, BUT THIS IS THE PREVIOUS YEAR.

UM, AS YOU CAN TELL, AS YOU CAN SEE, DISTRICT 10, DISTRICT SIX, UM, THESE AND DISTRICT EIGHT, THESE ARE AREAS WHERE WE HAVE NOT HAD AS MUCH, UH, SUCCESS IN INCENTIVIZING AFFORDABLE HOUSING, UM, PRIMARILY 'CAUSE THESE AREAS ARE, UH, HAVE DIFFICULT TO DEVELOP TERRAIN, UM, AND, UH, THE, THE BUILDINGS GET BUILT WHERE THE LAND IS AVAILABLE.

UH, BUT AS YOU GO, AS YOU CAN ALSO SEE DISTRICTS, UH, 1, 2, 3, UH, 1, 2, 4, UH, NINE, UH, THESE ARE AREAS WHERE WE ARE, UH, BUILDING AGGRESSIVELY WHERE WE ARE, UH, TRYING TO ACHIEVE THOSE GOALS.

UM, JUST AS A POINT OF REFERENCE, UH, IN 2018 THROUGH TWENTY TWENTY ONE, NINE HUNDRED AND THIRTEEN UNITS WERE BUILT IN DISTRICT NINE.

HOWEVER, THAT IS OUT OF A, UH, OUT OF AN ASSIGNMENT OF CONSTRUCTING OVER 3,600 UNITS.

SO WHEN WE SAY IT'S AN AMBITIOUS GOAL, WE SAY IT'S A VERY AMBITIOUS GOAL.

SO OTHER THAN THE HUD GRANTS, WE DON'T HAVE, WE DON'T KNOW HOW MANY PEOPLE WITH DISABILITIES HAVE BEEN DISPLACED IN THE CITY OF AUSTIN BECAUSE WE DON'T TRACK IT.

SO THAT COMES OUT TO ABOUT A FOUR, FIVE AND A HALF THOUSAND DOLLARS A MONTH INCOME.

THAT'S WHAT A LOT OF AFFORDABLE HOUSING IS POINTED AT, IS AT THAT 80% LEVEL.

THE REASON WHY IT'S SO HIGH IS BECAUSE LOW INCOME PEOPLE HAVE BEEN FORCED OUT OF AUSTIN.

AND SO THE INCOMES IN AUSTIN ARE VERY HIGH.

SO EVEN OUR AFFORDABLE HOUSING PROGRAMS TARGET A MUCH HIGHER LEVEL THAN WHAT MOST PEOPLE WITH DISABILITIES ACTUALLY LIVE AT.

AND SO THAT IS REALLY A BIG, HUGE PROBLEM WITH THE WAY THAT, I MEAN, IT'S NOT JUST AUSTIN, IT'S THE WHOLE COUNTRY THAT DOES THIS, BUT WITH OUR VERY HIGH INCOME, UM, THAT'S A VERY BIG PROBLEM ABOUT AFFORDABILITY FOR PEOPLE WITH DISABILITIES.

AND IF YOU WANNA KNOW THE NUMBER ONE, I MEAN, YOU, I I, FROM WHAT SOME OF YOUR EARLIER COMMENTS, I THINK YOU ALREADY KNOW THIS, BUT THE NUMBER ONE ACCESSIBILITY PROBLEM IN AUSTIN IS AFFORDABILITY.

AND I THINK THAT REALLY, REALLY IMPACTS, UM, THEIR ABILITY TO PARTICIPATE IN HOUSING AND THINGS LIKE HOME OWNERSHIP EXACTLY.

WE KNOW IS IMPORTANT, UM, TO FINANCIAL STABILITY.

AND NOT ONLY, ANOTHER THING I WANTED TO MENTION IS THAT, UM, THAT ARCHITECTURE BARRIER REMOVAL PROGRAM, UM, THERE IS A VERY LOW PARTICIPATION RATE RATE IN THE RENTER PART OF THAT PROGRAM.

AND THAT IS A CONCERN THAT I WOULD, AGAIN, HOPE THAT THE MAYOR'S COMMITTEE COULD TAKE, UM, SOME TIME WITH, BECAUSE, UM, I THINK THAT IT CAN BE BOOSTED.

I MEAN, THERE'S MILLIONS, LOTS OF PEOPLE IN AUSTIN WHO NEED ACCESSIBLE APARTMENTS THAT DON'T HAVE 'EM.

SO THEY COULD DEFINITELY BENEFIT FROM ARCHITECTURE BARRIER REMOVAL, BUT I'M NOT REALLY SURE WHAT THE PROBLEM IS, BUT IT'S VERY LOW.

AT ONE POINT, I HAD SUGGESTED TO THE CITY THAT THEY, UH, MAYBE TRY TO GET THE LANDLORDS TO USE THE ARCHITECTURE BARRIER REMOVAL PROGRAM BECAUSE, WELL, JUST SO YOU KNOW, LIKE THE AUSTIN TENANTS COUNCIL USED TO DO A REPORT ON THE PERCENTAGE OF DISCRIMINATION, UM, THAT THEY, UH, IN VARIOUS TYPES OF DISCRIMINATION THAT THEY INVESTIGATE.

AND THE HIGHEST LEVEL FOR YEAR AFTER YEAR AFTER YEAR, BY LARGE PORTIONS, WAS, UH, DISCRIMINATION AGAINST PEOPLE WITH DISABILITIES.

AND SO, UM, I THINK THAT ONE THING THAT WE NEED TO GUARD AGAINST, I MEAN, IT DOESN'T HAVE TO BE THAT THAT'S WHAT HAPPENS, BUT, UH, IF WE DON'T GUARD AGAINST IT, I MEAN, I THINK THERE'S A GOOD CHANCE OF THAT BECAUSE HOUSING IS SO LIMITED AND PEOPLE'S INCOMES ARE SO LIMITED.

WE'LL ALSO HAVE A DISCUSSION AND POSSIBLE ACTION TO REVIEW AND OR ESTABLISH GOALS FOR THE MAYOR'S COMMITTEE FOR PEOPLE WITH DISABILITIES DISCUSSION AND POSSIBLE ACTION TO DETERMINE AD HOC COMMITTEES BASED ON THE GOALS OF THE MAYOR'S COMMITTEE FOR PEOPLE WITH DISABILITIES.
