ALONG TO ITEM, UH, AGENDA ITEM NUMBER TWO ARE THE STAFF BRIEFINGS, UM, WHICH IS THE, ARE THE OCTOBER 22, 23 FINANCIAL RESULTS.HI, GOOD AFTERNOON COMMISSIONERS.
UH, RAJIV THOMAS, DEPUTY CHIEF OF FINANCE.
UM, SO THE MONTH OF OCTOBER IS THE FIRST MONTH OF OUR FISCAL YEAR, AGAIN FOR FISCAL YEAR 24.
UM, SO, UH, IT'S ALSO ONE OF THE BUSIEST MONTHS, UH, WITH ACL AND F1.
SO OUR UNEMPLOYMENTS WERE UP 1.7% OVER THE PRIOR YEAR, UH, WHICH TRANSLATED TO, YOU KNOW, EXCELLENT REVENUES AGAIN FOR THE MONTH.
UM, OUR REVENUES WERE ABOUT 19% HIGHER THAN LAST YEAR'S OCTOBER, 2022.
UH, PART OF THAT REASONING IS, AND YOU'LL SEE THIS FOR THE REST OF THE FINANCIAL STATEMENTS, UM, IN THE FISCAL YEAR, IS AIRLINE REVENUES.
YOU WILL SEE AN INCREASE IN AIRLINE REVENUES BECAUSE WE HAVE NEW RATES IN FISCAL YEAR 24.
UH, SO THOSE WENT INTO EFFECT AND YOU'LL SEE THAT THE AIRLINE REVENUES WERE UP ABOUT 21% OVER, UH, LAST YEAR.
OCTOBER, UH, NON AIRLINE REVENUES WERE UP 15%.
SO OVERALL OPERATING REVENUES WERE UP 19% OR 4.5 MILLION OVER LAST YEAR.
UH, OPERATING EXPENSES WERE ABOUT 2.9 MILLION WORSE THAN, UH, LAST YEAR'S OCTOBER.
AND THIS IS DUE TO, UH, YOU KNOW, INCREASED HIRING IN OUR, OUR PERSONNEL AND INCREASED CONTRACTS THAT WE'VE HAD, UH, SINCE, UH, LAST YEAR.
BUT OVERALL, NET INCOME, IT'S A SLIGHTLY BETTER THAN LAST YEAR WITH 700,000, UM, DOLLARS BETTER THAN LAST YEAR'S OCTOBER, 2022.
SO EVEN THOUGH WITH THE INCREASE IN EXPENSES, WE ARE STILL MAINTAINING OUR, OUR MARGINS.
UM, COMMISSIONERS, DO WE HAVE ANY QUESTIONS FOR RAJEEV THOMAS? UM, DID I HEAR WHAT PERCENTAGE THE OPERATING EXPENSES HAVE INCREASED? I HEARD A NUMBER DOLLAR AMOUNT.
UH, THE AIRPORT OPERATING EXPENSES UP ABOUT 37%.
BUT IT'S, UH, A LITTLE BIT SLIGHTLY ABOVE WHAT WE BUDGETED FOR THE MONTH.
UH, BUT YOU KNOW, WE ARE LOOKING AT, UM, SOME OF THE COSTS AND, UH, WHERE, YOU KNOW, WE CAN BRING IT BACK DOWN INTO THE BUDGET IN LINE WITH BUDGET.
UM, THIS MAY NOT BE A YOU QUESTION, BUT WHERE ARE WE WITH VACANCIES? VACANCIES? I BELIEVE WE ARE A HUNDRED, UM, 200 NOW.
UH, I THINK THE LAST NUMBER I HEARD WAS AROUND 1 61 70 VACANCIES.
YOU KNOW, WE CAME FROM OVER 200, UH, ABOUT A YEAR AGO.
SO WE MADE TREMENDOUS PROGRESS ON THAT.
I, I NOTICED LAST YEAR WE HAD, UH, FEDERAL RELIEF REIMBURSEMENT AND THIS YEAR AT ZERO, IS THAT GONNA BE OVER FOR NOW? YEAH, IT IS OVER.
WE DREW DOWN EVERYTHING IN FISCAL YEAR 23.

SO WHEN WE LOOK AT THIS FIRST CHART, WE'RE LOOKING AT 24 OVER 23, YOU CAN SEE DECREASES OVER THE NUMBER OF SEATS THAT ARE IN OUR MARKET FOR JANUARY AND FEBRUARY AND FLAT, OR JUST A SLIGHT DECREASE AT THIS POINT WITH MARCH AND APRIL, BUT WE'RE STILL A WAYS AWAY FROM MARCH AND APRIL THAT MAY CHANGE.
UM, BUT I ADDED THE NEW CHART TO SHOW THE 2024 COMPARISON TO PRE COVID 'CAUSE THIS IS BACK TO OUR TOP YEAR.
AND, UH, IT GIVES YOU A PERSPECTIVE OF WHAT WE WERE DOING IN 2019 WITH 2024.
SO WE'RE UP 40% STILL IN 24 COMPARED TO PRE COVID.
SO WE'RE, WE ARE STILL AN INCREDIBLY FAST GROWING AIRPORT WITH A LOT OF CAPACITY, BUT WE ARE STARTING TO SEE SOME OF THIS SEAT DISCIPLINE WITH OUR CARRIERS IN AUSTIN.
UM, HIGHLIGHTS OF RECENT AIR SERVICE, ONE OF THE BIGGER ONES IS AIR CANADA, STARTING AGAIN, STARTING IN VANCOUVER.
MAY ONE, UH, BOISE ON ALASKA IS STARTING IN MAY, MAY 16TH, CURRENTLY LOADED THROUGH THE SUMMER.
ALLEGIANT WILL BE SERVING 18 MARKETS AND THEY START THE NEW MARKET OF EUGENE, OREGON, MAY 31ST.
THEN I HAVE THE LIST OF ALL THE AMERICAN AIRLINES PULL DOWNS HERE, AND IT'S LONG.
AND THE REDUCTIONS DELTA, DELTA HAS, UH, ADDED SOME SUGAR BALL FLIGHTS FOR THE UT GAME, WHICH IS KIND OF FUN FOR NEW ORLEANS.
AND WE HAVE SOUTHWEST AIRLINES AND AMERICAN ALREADY FLYING SCHEDULED SERVICE.
SO IT'S DIFFERENT THAT DELTA'S PLOPPED IN ON, UH, UH, THIS OPPORTUNITY FOR AUSTIN.
LUFTHANSA'S BRINGING BACK THE 7, 8, 7 9 IN JANUARY, AND THEY'RE INCREASING TO FIVE TIMES A WEEK THIS SUMMER.
ALL THEIR CHANGES HERE, UM, THEY'LL BE LOADING THEIR AUGUST THROUGH OCTOBER SCHEDULES, UH, TOMORROW.
SO WE'LL SEE WHAT'S IN STORE FOR AUSTIN TOMORROW WITH SOUTHWEST.
THEY CONTINUE TO BE, UH, HIGHLY INVESTED IN AUSTIN.
SPIRIT HAS RATCHETED BACK A BIT TOO WITH SOME REVISED SCHEDULES IN JANUARY AND FEBRUARY.
SO THAT'S WHY WE SAW THAT DECREASE YEAR OVER YEAR.
THE ABOS, THEY WILL START MONTEREY IN MARCH, WHICH IS JUST RIGHT AROUND THE CORNER.
AND MONTEREY HAS BEEN SERVED PREVIOUSLY IN AUSTIN.
IT'S AN IMPORTANT MARKET TO, TO MARKET FOR AUSTIN AND FLY MONTEREY.
AND WE UNDERSTAND THERE'S SOME TESLA BUSINESS DOWN THERE TOO.
ALL IN ALL, WHEN WE LOOK AT DECEMBER 23 COMPARED TO 22, WE SEE THAT WE'RE UP ONE DESTINATION.
THERE WERE NO CHANGES ON CONNECTIONS OR, UM, NOT ANY HUGE MAJOR CHANGES IN DECEMBER FOR SHEET SHEET SEAT SHARE COMPARISONS.
UH, YEAH, SO THOSE ARE THE MAJOR HIGHLIGHTS FOR DECEMBER AND THE NEW CHART COMPARING CAPACITY OR SEATS TO PRE COVID TO KEEP IT ALL IN CONTEXT FOR YOU.
UH, COMMISSIONERS, DO WE HAVE ANY QUESTIONS OR COMMENTS? UM, I, I'M WONDERING WHAT AUSTIN MIGHT EXPECT FOR THE HAWAIIAN.
SO WE ARE THE ONLY AIRPORT IN TEXAS, HAWAIIAN AIRLINES FLIES DO.

WE DON'T KNOW YET IF THE FEDERAL GOVERNMENT WILL FALL SUIT AGAINST THIS, UM, MERGER OR NOT.
THAT MAY HAPPEN, SUCH AS WHAT THEY'VE DONE RECENTLY WITH OTHER MERGERS.
UM, FROM WHAT I'M READING IN THE INDUSTRY, IT'S GONNA BE VERY HEALTHY FOR BOTH CARRIERS AND MY CONTACTS AT HAWAIIAN ARE VERY EXCITED ABOUT IT.
UM, I DON'T KNOW OF ANY CHANGES YET FOR AUSTIN, BUT I IMAGINE THAT WITH NEW AIRCRAFT THAT ALASKA WOULD HAVE, THAT IT MAY CREATE SOME OPPORTUNITIES FOR AUSTIN, PARTICULARLY

WITH OUR GEOGRAPHIC AREA FOR THEM.SO WE LOOK FORWARD TO SEEING WHERE THAT GOES.

YEAH, BUT I THINK WE MIGHT HAVE SOMEONE ELSE, SOMEONE LYING THAT YOU, WELL, YOU MIGHT BE RIGHT.
WELL, IT SOUNDS LIKE MAYBE OTHER THAN FORT MYERS, YOU KNOW, WE AREN'T LOSING ANY DOMESTIC CITIES.

THE, ON THIS MAP, THE BLUE REPRESENTS THE MOVEMENT AREAS OR THOSE AREAS THAT AIR TRAFFIC CONTROL IS PROVIDING.
UH, SEPARATION FOR ALL AIRCRAFT INCLUDES THE TWO RUNWAYS, AND IT INCLUDES ALL OF OUR TAXIWAYS.
UH, BUT ONCE THOSE, THOSE AIRCRAFT GET TO THE APRON, THEY ARE HANDS OFF.
THEY HAVE NO ACTIVITY, NO, NO INTERACTION WITH THOSE AIRCRAFT OTHER THAN JUST PURELY ADVISORY WHEN THEY HAVE TIME.
AND WE'VE SEEN OVER THE YEARS THAT THERE'S LESS AND LESS TIME FOR THAT SORT OF ACTIVITY TO TAKE PLACE.
UM, SO IN THE GREEN AREAS, WHAT WE REFER TO AS NON-MOVEMENT AREAS, THOSE THAT ARE NOT CONTROLLED BY OUR TRAFFIC IN MOST CASES, UM, ON AN AIRPORT OR SMALLER AIRPORTS, THOSE ARE UNCONTROLLED.
AND AS, AS WE'VE GOTTEN BUSIER, WE'VE FOUND THAT THERE'S, UH, MORE OF A NEED TO PROVIDE THAT SORT OF DIRECTION TO AIRCRAFT THAT ARE IN THE SPACE.
UM, AND, AND TODAY, BECAUSE, UH, OF THAT LACK OF COORDINATION, THE RAMP IS JUST CONGESTED.
AND SO RAMP CONTROL ACTIVITY WILL HELP PROVIDE THAT ORDER, UM, ADDED A LEVEL OF SAFETY AND EFFICIENCY FOR AIRCRAFT COMING AND GOING FROM THE TERMINAL APRON.
SO OUR OBJECTIVES, UM, BASICALLY WE'RE OUT HERE TO TRY TO, UH, MANAGE THE MOVEMENT OF AIRCRAFT ON THE TERMINAL APRON AND ENSURE THE SAFE AND EFFICIENT, UH, OPERATIONS OF AIRCRAFT.
UM, AND LIKE I SAID BEFORE, THIS IS MEANT TO SOLELY BRING THAT ORGANIZATION WHERE THERE ISN'T SOME.
TODAY, THERE ARE A COUPLE WAYS THIS CAN BE DONE.
UM, RAMP CONTROL HAS SORT OF A TRADITIONAL METHOD, WHICH IS BRICK AND MORTAR.
UH, A CONTROLLER LOOKING OUT THE WINDOW OF A FACILITY, USUALLY ON TOP OF A TERMINAL BUILDING.
UH, SOMETIMES THEY'VE BEEN CO-LOCATED IN AIR TRAFFIC FACILITIES, BUT IT'S BASICALLY SOMEBODY LOOKING OUT THE WINDOW AND, AND MAKING MENTAL PICTURES OF WHAT'S MOVING OUT THERE.
AN EXAMPLE OF THIS WOULD BE WASHINGTON DULLES.
UM, THEY'VE GOT THREE RAMP CONTROL FACIL OR THREE RAMP CONTROL TOWERS THAT CONTROL THE VARIOUS TAXI LANES ON THEIR APRONS.
THE OTHER IS VIRTUAL, AND THAT'S USING A COMBINATION OF CAMERAS AND SOFTWARE, UM, TO, TO PROVIDE THAT SITUATIONAL AWARENESS FOR THE CONTROLLERS.
KANSAS CITY, UH, IS ONE OF THE MOST RECENT ONES, UH, THAT HAVE DEVELOPED THIS.
UH, HOUSTON INTERCONTINENTAL AND DALLAS FORT WORTH ARE ALSO USING, UH, THESE TECHNOLOGIES.
UM, AND IN THE NEXT SLIDE, WHEN WE GET TO THAT, I'LL SHOW YOU SOME PHOTOS OF WHAT THAT, THAT LOOKS LIKE.

AND THAT WAS IN OUR INITIAL RESEARCH, UH, HAD CONVERSATIONS WITH THE RAMP TOWER MANAGER AT DULLES, UH, TO UNDERSTAND THEIR STAFFING LEVELS, HOW MANY HOURS A DAY THEY OPERATE, WHAT SORT OF PROCEDURES THEY HAVE IN PLACE, UH, TO, TO MAKE THESE THINGS OPERATE EFFICIENTLY, AND WHAT THEIR LETTERS OF AGREEMENT WITH THEIR TRAFFIC LOOK LIKE.
UM, THEN WE MOVED ON INTO SEPTEMBER, UH, ATTENDED THE AIRPORT COUNCIL INTERNATIONAL CONFERENCE IN MINNEAPOLIS, AND THERE WAS A SESSION ON VIRTUAL RAMP CONTROL.
AND AT THAT SESSION, WE GOT TO MEET SOME OF THE PLAYERS IN THE INDUSTRY, UH, SOME OF THE AIRPORTS AND AIRLINES THAT ARE WORKING ON THIS AND, AND START ASKING QUESTIONS ON, YOU KNOW, TRYING TO GET A BETTER UNDERSTANDING OF WHAT IT MIGHT TAKE TO, TO

PUT SOMETHING LIKE THIS ON.UM, AND THEN IN OCTOBER OF, OF LAST YEAR, WE ACTUALLY MADE A TRIP TO THIS FACILITY THAT YOU'RE SEEING, AND THIS IS HOUSTON INTERCONTINENTAL.
UM, AND IT'S A SPACE IN ONE OF THE TERMINALS THAT THE, UH, UNITED AIRLINES IS, IS RUNNING ON BEHALF OF ALL THE AIRLINES THERE.
UM, AND THEY'RE PROVIDING WHAT'S BASICALLY AN OUT ALPHA WINDOW VIEW.
SO THERE ARE THREE POSITIONS IN THIS FACILITY, AND THEY CAN SEE ALL THE AIRCRAFT THEY'VE GOT, UH, MOVING OR THE SITUATIONAL DISPLAYS WITH MAPS AND THE DATA FOR THOSE AIRCRAFT TO KNOW WHO'S MOVING, UM, AND, AND HELP COORDINATE THOSE ACTIVITIES BEFORE HANDING THOSE OFF TO THE AIR TRAFFIC CONTROLLERS.
WE SEE THIS AS A LITTLE BIT OF A TWO-PART, UM, PROCESS.
UH, WHEN WE TALKED TO THE FOLKS AT UNITED, THEY BASICALLY SAID THEY, AND THEY WERE IN A, IN A BRICK AND MORTAR SITUATION BEFORE THEY MOVED TO THIS FACILITY, FROM THE TIME THEY ISSUED THEIR FIRST CONTRACT FOR THE HARDWARE AND SOFTWARE, IT WAS APPROXIMATELY 12 TO 14 MONTHS TO MOVE INTO AND BE OPERATIONAL IN, IN THE VIRTUAL ENVIRONMENT.
AND THAT'S, THAT'S A LITTLE BIT LONGER THAN WHAT WE, I THINK WE'VE GOT TIME TO DO.
UH, SO, SO WE'RE GONNA DO AN INTER INTERIM STEP.
UM, WE'VE HIRED AN OPS MANAGER WHO HAS PREVIOUS EXPERIENCE AT, UH, NEWARK AND LAGUARDIA.
UH, SADE IS BUILDING A TEAM OF, OF PERSONNEL NOW.
UH, WE'RE HOPING TO DO APPROXIMATELY 19 HOURS A DAY WITH, UM, ONE SUPERVISOR AND EIGHT CONTROLLERS, OR WE'RE CALLING 'EM SPECIALISTS, BUT THEY'RE BASICALLY PEOPLE WHO WILL ACTUALLY BE WORKING THOSE AIRCRAFT.
UM, AND SO RIGHT NOW WE'RE STARTING, WE'VE GOT THOSE FOLKS ON BOARD AND WE'RE WORKING THROUGH A PROCESS OF, OF TRAINING THOSE INDIVIDUALS, UM, REVIEWING PROCEDURES THAT WE'VE BEEN DRAFTING AND TRYING TO FIND A WAY TO ORGANIZE THIS.
AND THEN ALSO WORKING WITH OUR AIR TRAFFIC PARTNERS, UH, TO DEVELOP THOSE LETTERS OF AGREEMENT THAT DETERMINE HOW IT'S GONNA OPERATE, HOW OUR SPACE VERSUS AIR TRAFFIC SPACE INTERACT WITH EACH OTHER.
UM, AND THEN OUR IT TEAM IS WORKING ON, UH, BUILDING OUT WORKSTATIONS FOR US, GETTING A SOLUTION READY TO GO SO THAT WE'VE GOT SOME LEVEL, I HATE TO SAY RUDIMENTARY, BUT A BASIC LEVEL OF CONTROL THAT WE CAN START DOING IMMEDIATELY, UM, RIGHT NOW.
AND, AND, YOU KNOW, DATES ARE, ARE A LITTLE FLUID, BUT WE BELIEVE BY THE END OF JANUARY THE EQUIPMENT AND THE HARDWARE SHOULD BE READY TO GO.

UM, SO WILL WE SEE THE APPROVAL OF THE CONTRACT FOR THE DESIGNER IN JANUARY? WELL, WE'LL BE BRINGING WHEN THE, THE SAME WITH ANY SOLICITATION THAT GOES OUT THE STREET, INCLUDING THE ONE THAT'S CURRENTLY LISTED WITH THE, UM, CENTRAL UTILITY PLANT.
ANY SOLICITATION FOR DESIGNER CONTRACTOR WILL COME HERE FIRST BEFORE IT GOES TO CITY COUNCIL.
SO YOU'LL SEE THAT DESIGNER THAT IS RECOMMENDED BY THE PANEL, UM, AS WELL AS THE CONTRACTOR THAT IS RECOMMENDED BY THE PANEL.
UM, THIS MAY BE MORE INFORMATION THAN WE NEED AT THIS TIME IN THE MIDDLE OF THIS, BUT FOR, FOR PURPOSES OF A DISCUSSION, I'M NOT REALLY SUPER FAMILIAR WITH WHAT THIS PROJECT IS, ALTHOUGH I UNDERSTAND IT ENABLES THE EXPANSION OF THE ARRIVALS HALL, IS THAT CORRECT? SO THIS PARKING GARAGE, WHICH IS ITEM NUMBER 10, IS A NEW PARKING GARAGE THAT WILL BE GOING BEHIND THE EXISTING BLUE GARAGE.
UM, AND THAT IN THE ECONOMY LOT IN, IN ONE OF THE, THE AREAS OF THE ECONOMY OR SHORT TERM PARKING LOT.
AND THAT GARAGE, UM, WILL HELP US EXPEDITE THE TEARING DOWN OF THE RED GARAGE AND SO THAT WE STILL HAVE THE REVENUE COMING INTO THE AIRPORT IN LIEU OF, OF LOSING THAT RED GARAGE, WHICH IS THE GARAGE IN THE VERY FRONT OF THE, THE TERMINAL, WHICH IS WHERE THE ARRIVALS DEPARTURE HALL WILL GO.
SO IT'S A REAL ENABLING PROJECT IN ORDER TO MOVE FORWARD THAT ARRIVALS DEPARTURE HALL PLUS ACCOUNT FOR ALL THOSE LOSS SPACES.
THE REVENUE LOSS
AND THE PARKING SPACES AND THE PARKING SPACES FOR OUR CUSTOMERS SINCE WE WON'T HAVE RAIL OR ON ANY OTHER TRANSIT OPTION TO GET TO THE AIRPORT.
