UH, LAST NIGHT WE EXPERIENCED RECORD BREAKING LOW TEMPERATURES IN THE AUSTIN AREA.

OUR THERMOMETER SANK DOWN TO THE TEENS AND OUR FEEL LIKE TEMPERATURES WERE IN THE SINGLE DIGITS.

THE TEMPERATURE AT AUSTIN CAMP MAYBERRY REACHED 16 DEGREES, WHICH BREAKS THE PREVIOUS RECORD OF 19 DEGREES THAT WAS SET IN 1944.

YESTERDAY, THE NATIONAL WEATHER SERVICE UPGRADED THE, UH, WINTER WEATHER ADVISORY TO A WINTER STORM WARNING.

SO WE WENT FROM AN ADVISORY TO A WARNING, AND ALSO THE, THE NATIONAL WEATHER SERVICE ISSUED A HARD FREEZE WARNING THROUGH WEDNESDAY, JANUARY 17TH AT 10:00 AM SO WE'RE UNDER A HARD FREEZE WARNING THROUGH WEDNESDAY THE 17TH AT 10 O'CLOCK.

AS WE ANTICIPATED, THE COMBINATION OF BELOW FREEZING TEMPERATURES AND WINTERY PRECIPITATION CREATED POTENTIALLY DANGEROUS ROAD CONDITION.

BUT AS THE CITY'S TRANSPORTATION AND PUBLIC WORKS DIRECTOR, RICHARD MENDOZA WILL SHARE WITH MORE DETAIL.

UH, HERE IN JUST A FEW MINUTES, WE'RE PREPARED AND WE TREATED ABOUT 30 LOCATIONS ALL AROUND AUSTIN WITH A SPECIAL BRINE THAT'S DESIGNED TO PREVENT ICE ACCUMULATION.

THAT BEING SAID, PLEASE, PLEASE, EVERYONE, PLEASE CONTINUE TO AVOID ALL NON-ESSENTIAL TRAVEL AND STAY INDOORS, IF AT ALL POSSIBLE.

AVOID NON-ESSENTIAL TRAVEL AND STAY INDOORS IF YOU CAN.

WE ALSO CONTINUE TO FOCUS ON OUR MOST VULNERABLE POPULATIONS.

LAST NIGHT, OUR COLD WEATHER OVERNIGHT SHELTERS WELCOMED 400 PEOPLE AND SEVEN DOGS, GIVING THEM ALL A WARM PLACE TO STAY.

DURING THIS ARCTIC BLAST, UH, COUNTY JUDGE BROWN AND I VISITED TWO OF THOSE SHELTERS THIS MORNING, VISITED NOT ONLY WITH THE PEOPLE THAT ARE STAFFING THOSE SHELTERS AND, AND HELPING, UH, OUR MOST VULNERABLE CITIZENS THROUGH THIS COLD SNAP, UH, BUT ALSO WITH MANY OF THE FOLKS THAT ARE, UH, TEMPORARY RESIDENTS IN THOSE SHELTERS.

AND I WILL TELL YOU, AND I THINK THE JUDGE WOULD AGREE WITH ME, THINGS ARE MOVING VERY EFFICIENTLY, SMOOTHLY, AND WE'RE TAKING CARE OF A LOT OF PEOPLE, UH, UNDER THE CIRCUMSTANCES CURRENTLY, FORECAST CALL FOR MORE RECORD BREAKING PERIODS OF PROLONGED SUBFREEZING TEMPERATURES AS LOW AS 10 TO 15 DEGREES WITH SOME AREAS IN THE REGION POSSIBLY REACHING NEGATIVE WINDSHIELDS.

THE LOWEST WINDSHIELDS ARE EXPECTED TUESDAY MORNING.

IF WINDSHIELDS DIP BELOW ZERO DEGREES, THE NATIONAL WEATHER SERVICE MAY NEED, UH, THE ISSUANCE OF A WIND CHILL WARNING, BRINGING WITH IT AN INCREASED RISK OF HYPOTHERMIA AND FROSTBITE FOR THOSE EXPOSED TO THE ELEMENTS.

AGAIN, IF YOU CAN STAY INDOORS, PLEASE DO THAT.

AUSTIN HOMELAND SECURITY AND EMERGENCY MANAGEMENT DIRECTOR KEN SNIPES, AGAIN, SOMEONE YOU'LL HEAR FROM IN JUST A MINUTE, UM, HE'LL TALK ABOUT HOW ANYONE NEEDING ACCESS TO COLD WEATHER SHELTERS CAN DO THAT.

AND THAT WAY WE CAN HELP GET THE INFORMATION OUT AND KEEP PEOPLE FROM BEING IN A, A VERY UNSAFE SITUATION FOR THOSE PLANNING TO TRAVEL THROUGH THE AUSTIN AIRPORT.

THE AIRPORT REMAINS OPEN AND HAS CONTINUED NORMAL OPERATIONS THROUGHOUT THIS WEATHER EVENT.

AIRPORT RUNWAYS ARE CLEAR, THEY'RE SAFE, AND THEY'RE IN USE.

HOWEVER, SOME FLIGHTS HAVE BEEN AFFECTED DUE TO WEATHER CONDITIONS IN OTHER PARTS OF THE COUNTRY.

PASSENGERS, PLEASE STAY IN TOUCH WITH THE AIRLINES, THE AIRLINE THAT YOU'RE FLYING WITH, UH, FOR THE MOST UP-TO-DATE FLIGHT INFORMATION SO THAT YOU'LL KNOW WHAT IT IS.

AND WE RECOMMEND TRAVELERS CHECK ROAD CONDITIONS BEFORE LEAVING FOR THE AIRPORT, AND, AND YOU SHOULD ALSO PLAN TO ARRIVE AT LEAST TWO AND A HALF HOURS EARLY FOR DOMESTIC FLIGHTS AND THREE HOURS EARLY FOR INTERNATIONAL FLIGHTS DURING THIS PERIOD.

IMPORTANTLY, ERCOT HAS ISSUED ANOTHER ENERGY CONSERVATION APPEAL FOR TOMORROW FROM SIX TO NINE IN THE MORNING.

THERE'S ANOTHER ENERGY CONSERVATION APPEAL THAT'S BEEN MADE BY ERCOT FOR TOMORROW MORNING FROM SIX TO NINE IN THE MORNING.

LAST NIGHT WE VISITED WITH, UH, GREG, A CITY EMPLOYEE AND, AND, UH, MARK, SOMEONE WHO WORKED AT THE MONT TOPLESS SHELTER WHO'S WORKED THERE FOR SEVERAL YEARS.

AND FROM VISITING WITH THE FOLKS THAT WERE THERE, SOUNDS LIKE, UM, IT WAS WARM ALL NIGHT.

THINGS WENT AS, UH, DESIRED TO BE AND FROM THE FOLKS THAT WE TALKED TO THAT WERE ABLE TO, UH, TAKE ADVANTAGE OF THOSE CITY SERVICES THAT WERE VERY THANKFUL THAT IT WAS, UM, A NICE WARM, SAFE PLACE TO BE.

THEY HAD ALREADY SERVED THEM BREAKFAST THIS MORNING, THEY WERE WORKING ON ON LUNCH, UM, UPCOMING AFTER OUR VISIT.

UM, JUST WANT TO REITERATE THAT IF YOU CAN STAY HOME TODAY AND, UH, PLEASE DO SO BECAUSE THE ROADS, WHILE UM, MANY OF THEM ARE PASSABLE, WE WANNA MAKE SURE THAT OUR EMERGENCY CREWS, UH, ARE ABLE TO BE OUT THERE THAT WERE NOT CAUSING UNNECESSARY WRECKS THAT CAUSE ADDITIONAL STRAIN ON OUR EMERGENCY CREWS.

UM, WE'VE DECIDED TO SHUT TRAVIS COUNTY PARKS, SO YOU CAN'T GO TO HAMILTON POOL TODAY TO SWIM, UH, JUST OUT OF THE SAFETY OF RESIDENTS AND, UM, DON'T WANT TO CREATE EXTRA BURDENS THERE.

SO UNTIL FURTHER NOTICE, TRAVIS COUNTY PARKS ARE CLOSED.

WHAT THIS MEANS IS THAT ALL OF OUR STAFF, ALONG WITH TRAVIS COUNTY'S OFFICE OF EMERGENCY MANAGEMENT, TRAVIS COUNTY TRANSPORTATION AND NATURAL RESOURCES, THE TRAVIS COUNTY SHERIFF'S OFFICE, AND REPRESENTATIVES FROM AUSTIN, TRANSPORTATION AND PUBLIC WORKS, HUMAN RESOURCES POLICE, FIRE, EMS, CAP, METRO PUBLIC HEALTH PARKS AND RECREATION, AUSTIN LIBRARIES, HOME HOMELESS STRATEGY OFFICE, UH, DEVELOPMENT SERVICE, AND AUSTIN ENERGY ARE HERE AND READY TO RESPOND.

OTHERS ARE ON STANDBY AS WELL.

RIGHT NOW, OUR FOCUS IS ON MONITORING THE WEATHER IMPACTS THAT ARE IMPACT THAT ARE HERE IN OUR AREA.

OUR PRIORITY CONTINUES TO BE THE SAFETY OF EVERYONE IN OUR COMMUNITY, ESPECIALLY OUR MOST VULNERABLE POPULATIONS.

WE ARE ENSURING MAJOR ROADWAYS HAVE BEEN TREATED AS YOU'VE HEARD SO FAR, FOR CONTINUED ACCESS TO OUR HOSPITALS, UH, AND ACCESS FOR OUR EMERGENCY RESPONDERS.

COLD WEATHER SHELTERS REMAIN ACTIVATED.

THEY WILL BE ACTIVATED THROUGH TUESDAY MORNING.

SHELTER SERVICES ARE AVAILABLE FOR ANYONE NEEDING A WARM PLACE TO SPEND THE NIGHT.

REGISTRATION FOR OVERNIGHT SHELTER IS FROM FIVE TO 8:00 PM THAT HAPPENS AT ONE TEXAS CENTER, LOCATED AT 5 0 5 BARTON SPRINGS ROAD.

TRANSPORTATION TO A SHELTER WILL BE PROVIDED AFTER REGISTRATION.

ANYONE NEEDING SHELTER AFTER 8:00 PM CAN CALL 3 1 1 OR FIVE ONE TWO NINE SEVEN FOUR 2000.

AGAIN, THAT'S 5 1 2 9 7 4 2000 TO REQUEST ASSISTANCE.

SINCE SATURDAY, 32, SERVICE REQUESTS HAVE BEEN SUBMITTED TO AUSTIN'S 3 1 1, UH, BY RESIDENTS REQUESTING SHELTER SERVICE.

AUSTIN TRAVIS COUNTY EMS RESPONDED TO A HANDFUL OF CALLS OVERNIGHT FOR COLD EXPOSURE

AND ALL PATIENTS WERE TRANSPORT TRANSPORTED OVERNIGHT TO SHELTERS.

WE ARE HEARING REPORTS THAT IN SOME CASES SOME OF THESE FOLKS ARE BEING PICKED UP IN NEAR HYPO HYPERTHERMIC, EXCUSE ME, UM, CONDITIONS.

SO WE ENCOURAGE PEOPLE TO CONSIDER GETTING TO A SHELTER EARLY.

PLEASE DON'T WAIT.

WHEN PEOPLE CALL FOR A RIDE TO SHELTER, IN MOST CASES, WE'RE ABLE TO PICK THEM UP WITHIN AN HOUR, AND THEN SOME PEOPLE WE'RE PICKING THEM UP MUCH FASTER THAN THAT.

AS OF THIS MORNING, WE HAVE NO REPORTS OF CITY ROAD CLOSURES.

WE HAVE 12 STREET AND BRIDGE CREWS MOBILIZED AND GOING OUT AND RETREAT ROADS AND BRIDGES AS NEEDED.

WE'VE RESPONDED TO NINE WINTER WEATHER RELATED WORK REQUESTS AND PRETREATED AND RE-TREATED 36 HIGH PRIORITY BRIDGES WITH OVER 500 GALLONS OF A BRINE SOLUTION.

WE'VE CURRENTLY HAD TWO SIGNALS IN FLASH FOR NON WEATHER RELATED PURPOSES.

ONE WAS CRASH RELATED, ANOTHER DUE TO THE CONTRACTOR.

I WAS RECENTLY INFORMED THAT WE RESTORED OPERATIONS TO THOSE SIGNALS THIS MORNING.

WE HAVE OBSERVED LIGHT DRIZZLE IN ICY CONDITIONS ON MOSTLY ON OUR ELEVATED ROADWAYS.

SO WE CONTINUE TO URGE FOLKS TO ONLY TRAVEL WHEN NEEDED.

AND IF SO, ENSURE THAT YOU DRIVE SLOWLY AND LEAVE AMPLE DISTANCE BETWEEN YOURSELF AND THE CAR AHEAD OF YOU.

IF YOU DO ENCOUNTER ICY CONDITIONS ON THE ROADWAYS, REMEMBER TO MAINTAIN SPEED AND AVOID SUDDEN BRAKING OR ACCELERATION IF YOU GO INTO A SKID STEER IN THE DIRECTION OF THE SKID.

BUT BE CAUTIOUS NOT TO OVER STEER.

TRANSPORTATION.

PUBLIC WORKS HAS ALSO PURCHASED ADDITIONAL BACKUP BATTERIES AND BACKUP GENERATORS TO MAINTAIN SIGNAL OPERATIONS AS LONG AS POSSIBLE IN THE EVENT THAT WE DO LOSE POWER TO THOSE SIGNALS.

HOWEVER, IF YOU COME ACROSS A DARK SIGNAL, WE ASK THAT YOU TREAT IT AS A FOUR-WAY, STOP AND KNOW THAT OUR SIGNAL CREWS WILL BE RESPONDING TO RESTORE THAT SIGNAL AS SOON AS POSSIBLE.
