AND SO I AM, UM, EXPRESSING CONCERNS ON BEHALF OF MANY OF THE INDIVIDUALS IN OUR NEIGHBORHOOD THAT HAVE SUCH A HARD TIME ALREADY GETTING IN AND OUT.
UM, UP BLUFF SPRINGS ONTO 35 BLUFF SPRINGS RUNS PARALLEL WITH 35.
IT IS A MAJOR THOROUGHFARE AT THIS POINT.
I KNOW THEY SAID IT WAS RURAL.
IT USED TO BE RURAL MANY YEARS AGO.
AND, UM, IT, IT, PEOPLE USE IT ESSENTIALLY AS AN ACCESS ROAD.
AND IT ALSO IS, UM, WE'VE HAD MASSIVE DEVELOPMENT HERE.
AS YOU SEE IN MY NOTES, UH, THERE OVER THE PAST 10 YEARS WITH ALL THESE APARTMENT COMPLEXES COMING IN.
THE BIGGEST CONCERN HERE IS THAT TRAFFIC IS VERY PROBLEMATIC AND HAS BEEN PROBLEMATIC FOR QUITE SOME TIME.
AND WHEN I WAS TALKING TO CYNTHIA, SHE SAID

SHE HAD LOOKED AT GOOGLE MAPS IN MAKING HER, UM, UH, DETERMINATION AND ONE OF THE THINGS THAT SHE LOOKED AT, BUT SHE THOUGHT IT WAS TWO LANES IN EACH DIRECTION.IT IS NOT TWO LANES IN EACH DIRECTION.
GOOGLE MAPS IS EIGHT MONTHS OLD.
TWO MONTHS AGO THE CITY OF AUSTIN REDUCED THE LANES.
SO IT'S JUST ONE LANE IN EACH DIRECTION.
WEST SPRINGS IS, UM, HIGH TRAFFIC INCIDENTS.
THERE ARE MORTALITY RATES, UM, FROM THE, THE, UH, THE ACCIDENTS THERE LATELY HAVE BEEN CONCERNING.
SO THE CITY TOOK THIS TWO LANE IN EACH DIRECTION ROADWAY AND MADE IT ONE LANE WITH A TURNING LANE IN THE MIDDLE AND BIKE LANES.
BUT WHAT THIS HAS DONE HAS MADE IT SO THAT IT'S TAKING 20 TO 25 MINUTES TO GO ONE MILE FROM THE PROPOSED DEVELOPMENT SITE ON BLUFF SPRINGS, THIS PROPOSED DEVELOPMENT SITE TO GET ONTO I 35 DURING RUSH HOUR.
SO PEOPLE ARE VERY UPSET ABOUT THIS.
WE'VE BEEN CALLING THE DEPARTMENT OF TRANSPORTATION, BUT IT IS A MASSIVE PROBLEM AND I WAS VERY CONCERNED TO SEE IN READING THE NOTES LEADING UP TO THIS, THAT THERE SOMEHOW YOU WAIVED THE TRAFFIC ANALYSIS AND MAKING THIS RECOMMENDATION.
WE SHOULD NOT BE WAIVING A TRAFFIC ANALYSIS BECAUSE I CAN'T IMAGINE HOW WE'RE GONNA PUT MORE PEOPLE INTO THIS SITUATION, ESPECIALLY BECAUSE THE A ISD BUS DEPOT FOR SOUTH AUSTIN IS LOCATED ACROSS FROM THIS PROPOSED PLACE.
AND WE SEE BUSES ALL THE TIME REALLY STRUGGLE TO GET IN AND OUTTA THE NEIGHBORHOOD.
SO THIS WOULD IMPACT NOT JUST OUR RESIDENTS, BUT STUDENTS ALL OVER THE DISTRICT.
THE OTHER THING, UM, TO NOTE WAS, I KNOW LEAH SAID THAT ONE OF THE REASONS THIS IS A GOOD SITE IS BECAUSE IT HAS EXCELLENT PUBLIC TRANSIT.
WELL, THE PUBLIC BUSES DON'T WORK VERY EFFECTIVELY EITHER IF THEY CAN'T MANEUVER.
AND I SEE THAT WITH THEM TOO, BEING CUT OFF, BEING UNABLE TO GET IN AND OUT PROPERLY.
AND IT'S, IT IS A DANGEROUS ROADWAY.
SO I REALLY WOULD HOPE THAT THE CITY IS GOING TO DO A PROPER EXAMIN EXAMINATION TO SEE WHAT'S ACTUALLY HAPPENING HERE WITH HER TRAFFIC ISSUES BEFORE THEY START TO APPROVE MORE HOUSING.
RECENTLY THERE WAS ANOTHER DEVELOPMENT HASN'T EVEN BEEN BUILT YET THAT IS ZONED TO MF THREE THAT GOES INTO BLUFF SPRINGS THAT HAS BEEN APPROVED AND THERE IS A SPRING VILLAS APARTMENT RIGHT NEARBY AS WELL THAT'S ONLY CURRENTLY AT 30% CAPACITY 'CAUSE IT'S BRAND NEW.
SO WE, WE HAVEN'T EVEN SEEN ALL THE DEVELOPMENT FROM WHAT'S ALREADY BEEN APPROVED.
I DO NOT THINK THAT IT IS WISE TO BE APPROVING MORE, UM, WITHOUT FIRST LOOKING AT THIS ISSUE THAT'S CURRENTLY HAPPENING.

UM, MY MAIN CONCERN WITH THE PROPOSAL, UM, TO MAKE THAT THAT PARTICULAR PROPERTY, ANOTHER MULTIFAMILY THREE UNIT, IS JUST THE AMOUNT OF TRAFFIC IMPACT THAT IT WILL CREATE FOR, FOR THE NEIGHBORHOOD JUST BASED ON PUBLIC RECORDS.
WE WERE ABLE TO DETERMINE IN THE LAST, UH, YEAR OR SO, THERE HAVE BEEN OVER 2000 UNITS THAT HAVE BEEN APPROVED FOR DEVELOPMENT ON BLUFF SPRINGS ROAD.
THERE WAS ALSO NO TRAFFIC IMPACT ASSESSMENT THAT WAS SUBMITTED WITH THE CURRENT PROPOSAL.
AND I GIVEN THE, UH, OUR CONVERSATIONS WITH THE CITY THAT THEY WERE UNAWARE THAT THE, THAT BLUFF SPRINGS HAS GONE DOWN TO A SINGLE LANE IN BOTH DIRECTIONS.
AND THE EXTREME AMOUNT OF TIME THAT WE ALREADY SPEND SITTING ON BLUFF SPRINGS JUST CONCERNED THAT ADDING ANY ADDITIONAL, UM, HIGH, HIGH RESIDENTIAL UNITS TO THE AREA MIGHT MAKE THE IMPACT ON TRAFFIC EVEN WORSE AND WOULD STRONGLY CONSIDER URGE THE COMMISSION TO DO A TRAFFIC IMPACT OF SUBSEQUENT AT A MINIMUM BEFORE GOING FORWARD OR POTENTIALLY REDUCING THE DENSITY OF THIS AREA.
WILL, I'LL HEAR FROM THE APPLICANT FOR A THREE MINUTE REBUTTAL COMMISSIONERS.
I'LL JUST QUICKLY, UM, I JUST WANNA CLARIFY THAT WHILE A TIA WAS NOT REQUIRED DURING ZONING, THAT DOESN'T MEAN THAT ONE WOULDN'T BE REQUIRED AT SITE PLAN.

WHAT'S WHAT'S GOING ON WITH THE BLUFF SPRINGS ROADWAY? SO THE BLUFF SPRINGS ROAD SAFETY IMPROVEMENT PROJECT, UH, THE ROADS WERE OPENED IN NOVEMBER OF 2023.
UM, THE PROJECT ITSELF IS A SAFETY IMPROVEMENT PROJECT.
CLEARLY IT'S NOT A CAPACITY IMPROVEMENT PROJECT.
IT WAS DONE WITH BOND MONEY AS WELL AS MONEY FROM THE FEDERAL HIGHWAY ASSOCIATION.
UM, SINCE 2018 THERE HAVE BEEN THREE FATALITIES, EIGHT SEVERE CRASHES IN 51 OTHER INJURIES ON THAT STREET.
AND SO THIS PROJECT WASN'T, IT'S NOT A FINAL PROJECT, IT'S SOMETHING THAT NEEDED TO BE DONE RIGHT NOW TO ADDRESS THE HIGH INJURY NETWORK ISSUES THAT WE WERE HAVING ALONG BUS SPRINGS.
UM, WE ARE AWARE OF THE INTERMITTENT CONGESTION ALONG, UH, BLUFF SPRINGS, ESPECIALLY ALONG AT THE WILLIAM CANNON INTERSECTION.
UH, IT'S STILL UNDER CONSTRUCTION, SO THERE'S GONNA PERIODICALLY BE WORK ZONES AND LANE CHANGES IN THE AREA THAT COULD CONTRIBUTE TO DELAY.
AND AS, UH, UM, ONE OF THE CALLERS MENTIONED, UH, THE I 35 CAPITAL EXPRESS PROJECT IS CURRENTLY UNDER CONSTRUCTION.
