A NOTICE OF VIOLATION WAS MAILED TO THE OWNER DETAILING THE VIOLATIONS TIMELINE FOR COMPLIANCE AND REMEDY PER THE UNITED STATES POSTAL SERVICE. THE NOTICE OF VIOLATION WAS RECEIVED ON 14 APRIL, 2023. AFTER NOT RECEIVING A RESPONSE TO MY TEXT ON 17 MARCH, 2023, ON 19 APRIL OF 23, I CALLED AND SPOKE WITH THE PROPERTY OWNER'S SON JASON SUPP. WE DISCUSSED THE CASE TO INCLUDE THE TROLLEY CARS IN THE BACKYARD, AND THE NEIGHBOR COMPLAINTS RECEIVED FROM AUSTIN 3 1 1. MR. SUPP STATED THAT HE WAS IN CONTACT WITH THE INSURANCE COMPANY AND EXPLAINED HE INTENDED TO HAVE THE PROPERTY DEMOLISHED AND THE TROLLEY CARS REMOVED A PERFORMED SUB SUBSEQUENT MONTHLY FOLLOW-UP INSPECTIONS AND OBSERVE THAT THE VIOLATIONS HAVE NOT BEEN CORRECTED AND NO PERMITS HAVE BEEN OBTAINED. I CONDUCTED MY INITIAL INSPECTION OF THE PROPERTY ON JULY 19TH, 2023 AND I DOCUMENTED THAT THE CENTRAL HE AND AIR CONDITIONING WAS NOT FUNCTIONING AS INTENDED. THE BLOWER WAS BLOWN OUT WARM AIR AND IT WAS DETERMINED THAT THE SYSTEM WAS NOT PERFORMING AS INTENDED. AFTER TAKING MULTIPLE READINGS FOR THE VENT REGISTERS FROM THE VENT REGISTERS IN THE RETURN VENT OF THE SYSTEM, THE OUTDOOR CONDENSER OF THE AC UNIT ALSO APPEARED WORN AND RUSTED. THE UH, VENT REGISTERS THROUGHOUT THE UNIT WERE RUSTED AND IN NEED OF REPLACEMENT, THERE WERE CRACKS OVER ONE EIGHTHS OF AN INCH THROUGHOUT THE INTERIOR WALLS THROUGHOUT THE STRUCTURE, INTERIOR OF THE STRUCTURE AND THE FLOORING AND THE INTERIOR OF THE STRUCTURE WAS NOT LEVEL AND WAS SLOPING TO ONE END. THESE WERE SIGNS OF POSSIBLE FOUNDATION PROBLEMS. I ALSO USED A LEVEL BUBBLER AT DIFFERENT AREAS OF THE FLOORING IN THE BEDROOMS AND THE LIVING AND IN THE LIVING ROOM TO SHOW THAT THE FLOORING AREA WAS SLOPE INTO ONE END. A CHECK OF THE EXTERIOR FOUNDATION SHOWED LARGE HOLES AND GAPS BETWEEN THE GROUND AND THE FOUNDATION WALL, UH, WHICH SHOWED SIGNS OF THE GROUND SHIFTING AND EROSION AROUND THE FOUNDATION AREA. THERE WAS A MOLD LIKE SUBSTANCE ON THE WALL IN THE GARAGE AREA AND IN THE MA MASTER BATHROOM AREA, UH, THERE IS A WINDOW THAT WAS BOARDED UP ON THE WEST SIDE OF THE STRUCTURE AND THERE'S A BOARDED UP WINDOW AT THE BACK OF THE STRUCTURE OVER THE AC UNIT. THERE WERE AC UNITS IN THE WINDOWS ON THE EAST SIDE OF THE STRUCTURE THAT DID NOT HAVE ANY SIDE PANELS AND WERE, THERE WERE SOME TYPE OF FABRIC STUFF. SO TO INTERPRET THESE RELATIVE MEASUREMENT READINGS, UH, YOU TAKE THE RELATIVE MEASUREMENT READING WHICH HAS WITH THE, WHICH HAVE AN INCREASED VALUE OF MORE THAN 10% COMPARED TO THE ESTABLISHED BASELINE READING MEASUREMENT READINGS.
