[CALL TO ORDER]

[00:00:03]

COURT ADVISORY COMMISSION.

IT'S FEBRUARY 14TH, 2024 AT, UH, 3:04 PM THANK YOU FOR YOUR PATIENCE.

HAPPY VALENTINE'S DAY.

EVERYONE.

UM, PRESENT FOR THE MEETING ARE, UM, COMMISSIONERS, ENNIS, ER, BROCK, TODD OLE FG FONG, AND YOUNG AND VIRTUALLY.

WE HAVE, UH, SECRETARY ROSE AND COMMISSIONER KUHN.

HELLO EVERYONE.

ALL RIGHT.

UH, WE NOW HAVE A PUBLIC

[PUBLIC COMMUNICATION: GENERAL]

COMMUNICATION.

I'M GONNA CALL, UM, WILLIE GONZALEZ FROM UNITE HERE.

YOU HAVE THREE MINUTES.

CAN YOU HEAR ME NOW? YEAH.

OKAY.

SO, UM, MY NAME IS WILLIE GONZALEZ AND I'M THE SECRETARY TREASURER FOR UNITED HERE, LOCAL 23.

OUR UNION REPRESENTS OVER A THOUSAND FOOD SERVICE WORKERS AT A BIA AIRPORT.

THESE ARE THE PEOPLE THAT WORK AT ALL THE COMPANIES IN THERE.

THESE ARE THE PEOPLE MAKE THE FOOD, UM, FOR THE GUESTS THAT COME TO VISIT OUR CITY.

WE ALL KNOW, AND WE'VE ALL UNDERSTAND THE IMPORTANCE OF TOURISM AND GUESTS COMING TO AUSTIN.

WELL, YOU KNOW, AND WE TALK ABOUT THE AIRPORT AND WE SOMETIMES TALK ABOUT A BRICK AND MORTAR BUILDING.

UNDERSTAND THAT'S PART OF IT.

BUT WE ALSO HAVE TO TALK ABOUT THE HUMAN BEINGS THAT MAKE IT SUCCESSFUL.

THE PEOPLE HAVE SAT IN A VERY HOT KITCHEN ALL DAY AND COOKED THE FOOD.

THE PEOPLE THAT DEAL WITH A GUEST THAT'S ANGRY 'CAUSE THEIR FLIGHT WAS DELAYED AND THEY'RE CALMING 'EM DOWN, SERVING THEM A DRINK AND TALKING TO 'EM AND MAKING THEM FEEL AT HOME IN AUSTIN.

THESE ARE THE PEOPLE, THESE ARE THE FACES OF AUSTIN.

THE FIRST FACES THAT EVERY GUEST THAT COMES SEES.

THESE ARE THE FRONTLINE WELCOMING COMMITTEES TO OUR CITY, AND THEY DO IT WITH PRIDE.

AND SO, AND THEY'VE DONE IT FOR MANY YEARS.

BUT AS THIS CITY HAS GROWN AND AS THIS AIRPORT IS GROWING, UH, YOU ARE ALL TALKING ABOUT HOW YOU'RE GONNA EXPAND IT AND MAKE IT EVEN BIGGER.

IT IS PARAMOUNT THAT WE KEEP IN MIND THE PEOPLE THAT MAKE THE AIRPORT SUCCESSFUL.

NO PASSENGER SAYS, WOW, WHAT A NICE, WHAT A NICE WALL I SAW THERE.

THEY SAY, WHAT GREAT SERVICE I GOT FROM A BARTENDER.

WHAT A GREAT DRINK THEY MADE ME.

WHAT A GOOD MEAL, MAN.

THEY WERE VERY HOSPITAL ME.

THAT'S WHAT THEY SAY.

AND THESE ARE THE PEOPLE THAT DO THIS.

BUT WE WANT TO TALK ABOUT HOW THEY'RE, WHAT THEY'RE GOING THROUGH RIGHT NOW.

BECAUSE AS THE CITY OF AUSTIN HAS CONTINUED TO GROW, THEY HAVE BEEN LEFT BEHIND.

AND OUR UNION LED THE CHARGE FOR A FIGHT FOR A $20 MINIMUM.

AND WE GOT IT.

AND THAT WAS VERY HELPFUL TO PEOPLE.

BUT IT'S NOT ENOUGH STILL, YOU'RE GONNA HEAR FROM THESE WORKERS.

IT'S NOT ENOUGH.

AND I, I THINK EVERYONE IN HERE KNOWS WHAT'S HAPPENING IN AUSTIN.

PEOPLE ARE LEAVING THE CITY.

PEOPLE AREN'T MAKING IT.

AND THESE ARE THE PEOPLE THAT YOU COUNT ON TO MAKE THAT AIRPORT A SUCCESS.

SO WE'RE COMING HERE TODAY, AND WE'LL BE GOING HERE.

WE'RE GOING TO THE CITY HALL.

WE'LL BE GOING WHEREVER WE GOTTA GO TO STRESS THE MESSAGE THAT WE NEED A $25 MINIMUM FOR THAT AIRPORT.

OTHER CITIES HAVE HAD AIRPORT MINIMUMS, OKAY? AIRPORTS ARE UNIQUE TO A CITY.

THEY'RE AN ECONOMIC ENGINE OF THE CITY, AND THEREFORE THEY NEED A UNIQUE APPROACH AS THAT'S WHY THERE IS A PARTICULAR BOARD FOR THIS.

SO WE WANNA MAKE SURE THAT THEY ARE HEARD, THEIR VOICES ARE HEARD.

I UNDERSTAND.

AND AGAIN, THEY'RE PROUD TO SERVE THIS CITY.

AND THIS IS SOME OF THEM, A LOT OF 'EM ARE STILL WORKING.

UM, BUT THEY WANT TO BE HERE.

SO I WANT THANK YOU FOR YOUR TIME, AND NOW I WILL YIELD TO SOME OF OUR NEXT SPEAKERS.

THANK YOU, MR. GONZALEZ.

THANK YOU FOR BEING HERE.

OUR NEXT SPEAKER IS, UH, LUCY MONTANEZ.

CAN I COUNSEL SHE TRANSLATION? LUCY, YOU HAVE THREE MINUTES.

OKAY.

[00:05:05]

SO MY NAME IS LUCIA MONTAN.

I'VE WORKED FOR 13 YEARS AT THE AIRPORT AT DELAWARE NORTH.

UM, WE ARE THE PEOPLE THAT WORK HARD EVERY DAY TO GIVE GOOD SERVICE TO THE PEOPLE WHO COME TO OUR CITY.

SO NOW I WANT TO TELL YOU ABOUT A TRAGIC TRUTH WE ALL GO THROUGH.

LONG AGO, UNFORTUNATELY, I HAD TO LEAVE THE CITY OF AUSTIN BECAUSE I COULD NO LONGER AFFORD TO LIVE HERE.

UM, SO THAT, AND THAT IS BECAUSE OF OUR WAGES ARE NOT HIGH ENOUGH TO LIVE IN THIS CITY.

THAT HAS ACTUALLY LED TO ME PAYING MORE FOR GAS, MORE FOR CHILDCARE, MORE FOR EVERYTHING ELSE, BECAUSE I CAN'T LIVE IN THE CITY.

I HAVE TO MOVE OUT.

AND THEN I GET EVEN ADDITIONAL EXPENSES.

AS I SAID, AS MY EXPERIENCE AS A MOTHER.

CHILDCARE IS SO EXPENSIVE AND VERY, VERY IMPORTANT, BUT VERY EXPENSIVE, AND I CAN'T AFFORD IT WITH THE WAGES I MAKE.

SO WITHOUT, UM, ALWAYS LIVING IN FEAR, I COULD HAVE ANY INJURY OR ANY ACCIDENT.

SO, UM, SO WE ARE HERE STANDING TOGETHER FROM ALL THE COMPANIES IN THE AIRPORT BECAUSE WE KNOW ABOUT THE EXPANSION, WE SUPPORT THE EXPANSION, WE SUPPORT THE GROWTH, BUT WE NEED TO BE REMEMBERED AS PART OF THAT EXPANSION AND THAT GROWTH.

OUR NEXT SPEAKER IS BARBARA DUNMORE.

HELLO ANN DUNMORE.

AND I'M HERE ON THE BEHALF OF HMS HOST IN AUSTIN MUNICIPAL AIRPORT RIGHT NOW, CLOSER.

AND I'M JUST HERE TO SAY MY LIVING EXPENSES IS NOT LIVING BECAUSE I HAVE TO MAKE A CHOICE.

DO I WANT TO EAT? DO I WANNA PAY MY RENT? DO I NEED TO GO TO THE DOCTOR? I'M AT THIS STAGE IN MY LIFE RIGHT NOW AT THE AGE OF 61 THAT I HAVE TO MAKE THE DECISION.

I TAKE MEDICINE, I HAVE TO MAKE THE DECISION.

CAN I GET MY MEDICINE? YOU KNOW? SO PRETTY MUCH WHAT I'M SAYING RIGHT NOW, I REALLY NEED THE MONEY TO HELP PAY MY BILLS AND TO ALSO MAKE SURE THAT I'M ABLE TO GET MY MEDICINE.

I HAVE TO MAKE A DIFFERENCE IF I WANNA GET GROCERIES, YOU KNOW, I HAVE ANIMALS ALSO.

I LOVE THEM.

SO I HAVE TO MAKE A DECISION IF THEY CAN EAT.

ALSO 'CAUSE GAS AND EVERYTHING, I HAVE TO MAKE DECISIONS.

I DON'T HAVE ENOUGH.

I DON'T HAVE ENOUGH.

I'M LIVING FROM PAYCHECK TO PAYCHECK AND I'M BARELY MAKING IT.

I HAVE TO BORROW TO GET GAS TO GET TO WORK, YOU KNOW? SO I'M JUST HERE HOPING THAT SOMEONE CAN HEAR OUR MESSAGE AND I CRY.

AND OUR NEEDS, IT'S NOT A WANT, IT'S SOMETHING WE NEED TO TRY TO LIVE.

'CAUSE IF WE DON'T, WE GONNA END UP ON THE STREETS.

AND WE ARE NOT TRYING TO END UP ON THE STREETS.

WE JUST WANNA HAVE A LIFE LIKE NORMAL PEOPLE DO.

THAT'S ALL I GOT TO SAY.

THANK Y'ALL.

THANK YOU, COMMISSIONERS.

DO WE HAVE ANY QUESTIONS FOR OUR SPEAKERS? I HAVE A QUICK QUESTION, MR. GONZALEZ.

UM, UH, DO YOU KNOW THE HIGHEST

[00:10:01]

MINIMUM WAGE AND THE LOWEST MINIMUM WAGE IN THE, UH, AIRPORT IN THE US JUST TO, FOR COMPARATION? I I DON'T KNOW THE EXACT, WE CAN FIND OUT A LOT OF MINIMUM WAGES IN SOME OF THESE AIRPORTS INCLUDE HEALTHCARE.

SO SOMEONE CAN GO WAY HIGHER THAN EVEN JUST THE WAGE.

SO, BUT WE CAN GATHER SOME OF THAT INFORMATION.

YEAH, BUT I, I WOULD SAY THERE'S SOME THAT ARE PROBABLY WITH HEALTHCARE OVER THE $30.

'CAUSE SOME OF 'EM HAVE HEALTHCARE COMPONENTS BUILT INTO THAT TOO.

UM, BUT WE'RE, AND WE'RE BASING IT THOUGH ON AUSTIN AND THE COST OF LIVING IN AUSTIN.

UM, AND WE CAN GET YOU SOME MORE INFORMATION ON THAT, WHERE WE'RE COMING UP WITH THIS.

THANK YOU.

OKAY.

I HAVE AN ADDITIONAL QUESTION BY JUST A SHOW OF HANDS.

FOR THOSE PRESENT, HOW MANY OF YOU HAVE OTHER JOBS OR, OR HAVE SECOND JOBS IN ADDITION TO THE JOB AT THE AIRPORT? OKAY, .

OKAY.

THANK YOU SO MUCH.

WE HAVE ONE MORE SPEAKER.

UH, HOLD ON.

ARE WE SIGNED UP? WE HAVE, UH, DAN WARTH.

IS THAT YOUR SPEAKER? HOPE BLAND.

UH, HOPE BLAND IS NOT SIGNED UP TO, UH, UH, SURE.

I MEAN, SHE'S SIGNED UP ON THIS FORM.

AMY, ARE WE OKAY WITH THAT? THAT'S MS. CHAIR, MR. CALL? YEAH, GO AHEAD, MS. BLANDING.

THANK YOU.

HI.

UM, MY NAME IS HOPE LANDING.

I WORK AT THE AIRPORT FOR A COMPANY CALLED PARODIES.

AND I DON'T WANNA REHASH WHAT WE'VE ALREADY SAID, BUT I JUST WANNA MAKE A VERY IMPORTANT POINT TO ME.

MM-HMM.

.

I LOVE THE CITY.

I GENUINELY DO.

I CHOSE IT TO BE MY HOME.

AND I WANT TO DO SIMPLE, VERY SIMPLE LIFE GOALS.

LIKE, JUST HAVE A PLACE TO LIVE, HAVE A ROOF OVER MY HEAD, RAISE A FAMILY.

I WOULD LOVE TO RAISE A FAMILY IN AUSTIN, BUT UNFORTUNATELY, THAT IS NOT PO FEASIBLE RIGHT NOW.

UNFORTUNATELY, MAKING $20 AN HOUR IS NOT ENOUGH IN THE CITY ANYMORE.

AND IF YOU WANNA KEEP PEOPLE SUCH AS MYSELF, IF YOU WANNA KEEP THE NEXT GENERATION OF AUSTINITES HERE IN THE CITY TO MAKE IT BETTER, TO MAKE IT GREAT, WE'RE GONNA HAVE TO JUST MAKE MORE IN ORDER TO BE ABLE TO SURVIVE, IN ORDER TO BE ABLE TO SUSTAIN OURSELVES, SUSTAIN OUR FAMILIES.

AND THAT'S, THAT'S ALL I HAVE TO SAY.

THANK YOU ALL FOR BEING HERE.

THANK YOU FOR YOUR COMMENTS.

THANK YOU.

THANK YOU.

TAKE CARE.

THANK YOU.

OKAY.

WE HAVE ONE OTHER SPEAKER TODAY, DAN WALTH.

DAN, WHO WAS DAN? OH, PARDON ME.

OH, SORRY.

UM, I THINK THAT CONCLUDES OUR PUBLIC COMMUNICATION FOR TODAY.

UM, I WOULD HOPE THAT EVERYONE IN ATTENDANCE REMEMBERS TO SIGN INTO THE SIGN IN SHEET SO WE CAN GET A COUNT OF HOW MANY ARE HERE AS WELL TODAY.

OKAY.

OUR FIRST ITEM OF BUSINESS ON THE AGENDA IS THE APPROVAL OF THE MINUTES FROM THE JANUARY 10TH, 2024 MEETING.

DO I HAVE A MOTION? I MOVED.

WE HAVE ONE MORE MR. .

OH, I'M SO SORRY.

PARDON ME.

LET'S BACK UP ONE MORE TIME.

THAT'S CORRECT.

UM, OH, THAT'S RIGHT.

MR. ABED, INDIVIDUALS THAT WE MET WITH.

THANK YOU.

THANK YOU.

MR. AHMED, DO YOU HAVE THREE MINUTES? YES.

THANK YOU.

THANK YOU SO MUCH FOR SO THE OPPORTUNITY.

MY NAME IS SHA AHMED.

I WORK FOR IEA AS A OWNER OF THE FIRM.

AND THEN OPPORTUNITY COMMITTEE.

I ASKED ME TO COME AND PRESENT, UH, IEA, UH, HOW A DBE FIRM STARTED AS A DB SMALL BUSINESS AND NOW SERVING AS A PRIME FIRM AT DIFFERENT AIRPORTS.

UH, NEXT SLIDE PLEASE.

SO THIS SLIDES, UH, HAS, UH, A SAMPLE OF PROJECTS.

YOU CAN SEE ON THE LEFT COLUMN.

I HAVE RAIL PROJECTS IN THE MIDDLE ROADWAY PROJECTS.

AND, AND THE, TOWARDS THE END OF THE RIGHT HAND SIDE ARE THE AVIATION PROJECTS.

THESE ARE SOME OF THE PROJECTS THAT WE WORK AS A SUB CONSULTANT, BUT WE HAD THE PRIME ROLE IN WHAT WE WERE DELIVERING.

I'LL GIVE YOU TWO EXAMPLE.

THE PROJECT ON THE LEFT TOP CORNER IS CALLED DART.

ORANGE LINE IS A RAIL PROJECT.

UH, I A WAS THE LEAD FOR THE TWO SEGMENTS OF THE RAIL PROJECT.

[00:15:01]

AND THIS PARTICULAR PICTURE THAT A FIRM WHO DEVELOPED THE SCHEMATIC DESIGN, IEA AS A FIRM, WE DEVELOPED THE ALTERNATIVE TECHNICAL CONCEPT FOR THIS DESIGN BUILD PROJECT THAT SAVED $10 MILLION IN CONSTRUCTION COSTS.

AND ALSO WE WERE ABLE TO AVOID FOUR PROPERTIES, FOUR PROPERTY TAKES ON THIS PROJECT.

AND ORIGINAL DESIGN MAY HAVE REQUIRED TONS OF UTILITY RELOCATIONS AND OUR CONCEPT HELP MITIGATE ALL THOSE UTILITY RELOCATION.

JUST ONE EXAMPLE.

SECOND EXAMPLE I LIKE TO GIVE, UH, IS THE, IS A PICTURE ON THE TOP, UH, WHERE YOU SEE THE AIRPLANE ON THE TOP.

UH, SECOND TO THE LEFT, THIS HARDEST STAND, UH, DFW ASKED US TO DESIGN THIS HARDEST STAND IN EIGHT WEEKS.

UH, A THREE 80 AIRPLANE WERE COMING TO THE DFW AIRPORT AND THEY WERE COMING BEFORE THE THANKSGIVING.

SO AIRPORT WANTED TO START SERVICE OCTOBER 3RD.

WE WERE GIVEN EIGHT WEEKS FROM NOTICE TO PROCEED TO DESIGN.

EVEN CONTACT WAS NOT WRITTEN UP, BUT IA WAS ABLE TO DESIGN AND DELIVER THIS JOB.

IN FOUR WEEKS, IN HALF OF THE TIME, UH, THIS PROJECT WAS DELIVERED AND AIRPORT WAS ABLE TO SERVICE A TA.

AND THEN THESE ARE THE PROJECTS.

THESE ARE THE PROJECTS THAT WE LAID AS A PRIME FIRM, AS A DB FIRM.

AND I WILL GO THROUGH TWO PROJECTS FOR YOU ON THIS.

ON THE LOWER LEFT HAND SIDE, IT IS HOUSTON AIRPORT, THE RUNWAY, UH, RUNWAY 15 R.

THIS RUNWAY, WHICH IS AN INTERNATIONAL RUNWAY, GOT SOME SERIOUS, UH, REPAIR WORK NEEDED TO BE DONE.

CONCRETE WAS FALLING ALL OVER THE PLACE.

SO THE HAS CALL US, IE CAN YOU TAKE THIS? THIS IS AN EMERGENCY PROJECT.

WE NEED TO OPEN THE RUNWAY AS QUICK AS POSSIBLE.

SO IE WAS RECEIVED THE CALL ON FRIDAY EVENING.

OUR ENGINEERS WERE ON SITE ON SATURDAY, EIGHT IN THE MORNING ON SITE.

WE COME UP WITH A DESIGN WORK WITH THE ON-CALL CONTRACTOR FLIGHT IRON.

AND THEN WE DESIGN AND BUILD THE ENTIRE REPAIR OF THIS WORK IN 56 DAYS FROM BEGIN TO END.

AND THIS SHOWS THE NIMBLENESS AND THE ATTENTION TO THE DETAIL THAT WE CAN PROVIDE AS A LOCAL FIRM, UH, IN TEXAS.

AND THEN OTHER PROJECT I DID DESCRIBE IS ON THE RIGHT SIDE TOP CORNER.

MR. AHMED, UM, CAN YOU WRAP THIS UP? YES.

SO WHAT DFW INTERNATIONAL AIRPORT IN INTERNATIONAL PARKWAY.

I WANNA SAY THIS, THIS IS THE RECONDITIONING MODERNIZATION OF THE INTERNATIONAL PARKWAY THAT REQUIRE US TO COORDINATE WITH ALL THE STAKEHOLDERS AT THE AIRPORT FROM, FOR THE, FOR THE PEOPLE LIKE THEM FRONT DESK ALL THE WAY TO THE AIRLINERS.

AND WE WERE ABLE TO MODERNIZE PLANT FOR THE DFW.

OKAY.

THANK YOU FOR BEING HERE.

YES.

AND FOR THIS PRESENTATION, I HOPE YOU DO NOT CURRENTLY HAVE ANY PROJECT, UM, UNDER CONSIDERATION BY THE CITY, CORRECT? NOT AS A PRIME AT THIS POINT.

OKAY.

BUT WE ARE LOOKING FOR OPPORTUNITY TO COME IN AS A SUB.

WELL, OKAY.

I THOUGHT, OKAY.

I COMMISSIONERS, DO WE HAVE ANY QUESTIONS FOR MR. AHMED? NO.

COMMISSIONER FONG? YES.

SO, UM, WE HAD TWO, UM, OPPORTUNITY, UH, WORK WORKING GROUP, UH, MEETINGS.

AND, UH, MR. AHED WAS ONE OF THE VERY, UM, HELPFUL, KNOWLEDGEABLE SOURCE THAT WE TAP INTO TO, ESPECIALLY GIVEN HIS EXPERIENCE WITH THE DF W AIRPORT TO UNDERSTAND HOW THE MINORITIES AND DISADVANTAGED, UH, BUSINESS ARE INTEGRATED AND, AND THEN HAVE, UH, UH, MORE OPPORTUNITIES, UH, TO BE INVOLVED IN THE LARGE AIRPORT AVIATION PROJECT LIKE THAT.

AND, UH, UM, SO I WANTED TO THANK YOU FOR SHARING YOUR KNOWLEDGE.

AND THEN HERE, MAYBE, MAYBE IF YOU, DO YOU HAVE ANY QUESTIONS OR, OR, UH, ASKED FOR THIS COMMITTEE TO THINK OF RATHER THAN YOUR SIDE OF THE BUSINESS IN TERMS OF THAT? I MEAN, SO I MEAN, WE ARE LOOKING FOR THE OPPORTUNITIES.

SO JUST LIKE SOME OTHER AIRPORTS HAVE PROGRAMS AND PLANS THAT ALLOWS THOSE DB FIRMS TO COME IN AND PLAY AS A PRIME ROLE, UH, WE'LL LOOK FOR THOSE OPPORTUNITIES.

SO NOT ONLY WE WORK AS A SUB, BUT ALSO WE ARE ABLE TO SERVE AS A PRIME, UH, AT THIS AIRPORT.

WE ARE DOING PRIME WORK IN AUSTIN WITH AND OTHER CLIENTS.

SO WE LOVE TO WORK WITH YOU AND SHARE OUR EXPERIENCES AT OTHER AIRPORT AT THE, AT THIS AIRPORT.

OKAY.

THANK YOU VERY MUCH.

AND I GUESS WE'LL, WE'LL GET A BRIEFING AT THE OPPORTUNITY WORKING GROUP UPDATE AT THE END OF THE AGENDA.

UM, MRED, THANK YOU FOR BEING HERE TODAY.

THANK YOU.

AND THANK YOU FOR COOPERATING WITH THE OPPORTUNITY WORKING GROUP.

DO WE HAVE ANY OTHER SPEAKERS TODAY? NO.

OKAY.

[00:20:01]

UM, AND, UH, UH, EVERYONE CAN HEAR THOSE ONLINE.

WE HAVE A LITTLE BIT OF A, EVERYONE'S GOOD WITH.

OKAY, GREAT.

THANK YOU.

UM, I'M LOOKING FOR

[APPROVAL OF MINUTES]

A MOTION TO, WE'RE ON AGENDA ITEM ONE.

NOW I'M LOOKING TO APPRO APPROVE THE AN A MOTION TO APPROVE THE MINUTES OF THE REGULAR MEETING OF THE AIRPORT ADVISORY COMMISSION ON JANUARY 10TH, 2024.

THANK YOU.

COMMISSIONER ENNIS.

IS THERE A SECOND? UH, COMMISSIONER YOUNG.

ALL IN FAVOR? ANYONE ABSTAINING? ANYONE OPPOSED? THANK YOU.

THAT MOTION PASSES STAFF.

DID YOU, WERE YOU ABLE TO COLLECT ALL THAT? YEAH, WE DID.

THANK YOU.

ALL RIGHT.

UM, UP NEXT ARE STAFF BRIEF

[2. December 2023 Financial Results presented by Rajeev Thomas, Chief Financial Officer]

BRIEFINGS, INCLUDING THE DECEMBER, 2023 FINANCIAL RESULTS PRESENTED BY RAJIV THOMAS, CHIEF FINANCIAL OFFICER.

HELLO.

HELLO.

GOOD AFTERNOON, COMMISSIONERS.

UM, THIS IS THE RESULTS FOR DECEMBER, 2023.

UM, SO ON THE UNEMPLOYMENT SIDE, UH, WE HAD AN INCREASE VERSUS THE PRIOR YEAR OF 4.6% ON THE IN PLACEMENTS AND TOTAL PASSENGERS WERE UP 5%, WHICH WAS GOOD NEWS.

SO WE HAVE NOW ABOUT TWO MONTHS WHERE WE'VE SEEN A PRETTY GOOD LIFT ON THE PASSENGER IN PLACEMENTS.

UH, COMPARED TO, UM, APRIL THROUGH OCTOBER OF LAST YEAR.

UH, LANDED WEIGHTS CAME IN ABOUT 9% HIGHER THAN LAST YEAR.

AND YEAR TO DATE, WE ARE ABOUT, UH, 7% HIGHER.

UH, CARGO ALSO IMPROVED.

IN DECEMBER, IT WAS UP ABOUT 8.5%.

OH.

SO THAT WAS KIND OF GOOD TO SEE, KIND OF REVERSE THE TREND IN THE PRIOR MONTHS WHAT THAT WE HAD.

AND ALL THIS RESULTED IN A OPERATING REVENUE THAT IS ABOUT 3.6 MILLION HIGHER THAN, UM, DECEMBER OF 2022.

UM, AND ON THE NET INCOME SIDE, OR, OR I SHOULD SAY THE, THE SURPLUS, UH, WE WERE ABOUT 1.6 MILLION HIGHER THAN WE DID IN DECEMBER OF 2022.

UH, PART OF THAT REASONING IS ALSO BECAUSE GAIN SHARING IN 2022 WAS PAID OUT IN, IN, UM, IN DECEMBER IN 2022, WHEREAS IT WAS PAID OUT IN NOVEMBER THIS YEAR.

SO THAT KIND OF CONTRIBUTED A LITTLE BIT TO THAT FAVORABLE, UH, YEAR TO DATE.

UH, WHEN YOU LOOK AT, UH, THE NET INCOME, IT'S ROUGHLY FLAT VERSUS WHERE WE WERE LAST YEAR, YEAR TO DATE, UH, ABOUT 279,000 IMPROVEMENT OVER LAST YEAR.

SO WE ARE HOLDING WELL IN TERMS OF THE FINANCIAL PERFORMANCE.

UH, ON THE BUDGET SIDE, WE ARE, UM, REALLY FAVORABLE ON THE REVENUE YEAR TO DATE FOR THE FIRST THREE MONTHS, UH, 7.8 MILLION HIGHER THAN WHAT WE WERE EXPECTING.

UH, BUT ON THE OPERATING EXPENSE SIDE, WE ARE ABOUT 1.7 MILLION WORSE OR 5% WORSE THAN WE HAD BUDGETED.

UH, WE ARE LOOKING INTO, UM, KIND OF BRINGING SOME OF THAT OPERATING EXPENSES DOWN.

WE ARE LOOKING AT VARIOUS ITEMS, UH, LIKE OVERTIME, WHERE OVERTIME HAS BEEN HIGH IN THE FIRST THREE MONTHS, ET CETERA, TO KINDA START LOOKING AT WHERE THE EXPENSES, UH, WE COULD START MODERATING A LITTLE BIT BEFORE WE REACH THE END OF THE FISCAL YEAR.

BUT IN TERMS OF NET INCOME, AGAIN, UH, WE ARE TRENDING ABOUT 6 MILLION HIGHER THAN, UH, BUDGETED SO FAR, YEAR TO DATE.

THANK YOU.

THANK YOU.

I, I HAVE A, UH, COMMISSIONERS, ARE THERE ANY QUESTIONS? I HAVE A QUESTION REGARDING THE, UM, TEMPS AND CONTRACT WORKERS AT THE AIRPORT.

ARE THEY, IS THERE OVERTIME PART OF YOUR CALCULATIONS AND BUDGET? OR THEY HAVE A CONTRACT AMOUNT AND THAT IS WHAT THEY GET? IT'S A CONTRACT AMOUNT FOR THE, OKAY.

YEAH, THIS IS JUST OVERTIME RELATED TO THE AIRPORT EMPLOYEES.

THANK YOU.

OKAY.

UH, AGENDA ITEM THREE

[3. Air Service Update provided by Jamy Kazanoff, AUS Air Service Development]

IS THE AIR SERVICE UPDATE PROVIDED BY JAMIE KANA.

GOOD AFTERNOON COMMISSIONERS.

SO THIS, THIS INDUSTRY IS ALWAYS CHANGING, AND JUST THIS MORNING WE HAD AN ANNOUNCEMENT BY FRONTIER.

THEY'VE ADDED CLEVELAND TO AUSTIN, WHICH IS GREAT NEWS, A NEW NONSTOP.

UH, THIS STARTS MAY 16TH.

SO MY REPORT'S A COUPLE WEEKS OLD, AND WE'VE HAD SOME OTHER ANNOUNCEMENTS TOO.

UH, FRONTIER DID SERVE CLEVELAND BACK IN 2019, AND ALLEGIANCE SERVED CLEVELAND IN 2017 AND PART OF 2018.

SO IT'S NICE TO SEE THAT NONSTOP BACK POST COVID, UH, KLM UP GAUGE THE AMSTERDAM FLIGHT THIS SUMMER FROM JUNE 3RD TO OCTOBER 26TH, MOVING FROM, UH, 7, 8, 7 9 TO A SEVEN SEVEN FROM 275 SEATS UP TO 288 SEATS.

SO THAT'S AN INCREASE IN SEATS FOR TRANSATLANTIC.

UH, SUN COUNTRY ADDED TWO MINNEAPOLIS ROUND TRIPS IN MAY.

AND SOME GOOD NEWS FROM, UH, SOUTHWEST AIRLINES, OUR NUMBER ONE CARRIER, THEY WENT BACK AND REVISED THE SUMMER SCHEDULE FOR AUSTIN AND IMPROVED IT

[00:25:01]

FOR US YEAR OVER YEAR.

THE CHANGES WERE GOING FROM 118 DAILY DEPARTURES FROM JUNE TO AUGUST 4TH, UP TO 124.

SO THAT'S FIVE OR 6% INCREASE IN THEIR DAILY DEPARTURES OVER THE SUMMER AND SOUTHWEST ALSO, UH, LOADED ITS FALL SCHEDULE.

THIS FALL SCHEDULE IS FROM, UH, OCTOBER 3RD THROUGH NOVEMBER 2ND.

AND IT'S IMPROVED OVER WHAT THEY HAD LO LOADED IN 2023, UH, UP TO A HUNDRED AND TWENTY FOUR, A HUNDRED AND TWENTY FIVE DAILY DEPARTURES WHERE THEY WERE 118 LAST YEAR.

SO WE CONTINUE TO SEE OUR NUMBER ONE CARRIER ADDING SERVICE INTO AUSTIN, WHICH IS GREAT NEWS.

UM, THE CHARTS ARE ALL HERE SHOWING THE GOOD, BAD, AND THE UGLY.

I THINK WHAT'S MOST IMPORTANT HERE IS WE'RE STARTING TO SEE THE SUMMER CHANGES, AND WE'RE STARTING TO SEE SOME YEAR OVER YEAR INCREASES.

UH, THEY'RE NOT DOUBLE DIGIT LIKE WE ENJOYED WITH OUR EARLY START POST COVID, BUT WE ARE SEEING SOME SINGLE INCREASES HERE, 2% FROM MAY AND FOR JUNE.

AND THIS WILL GO UP EVEN, UH, AFTER THIS REPORT WAS MADE WITH THESE OTHER ANNOUNCEMENTS.

UM, WHAT ELSE CAN I HIGHLIGHT FOR YOU? JUST A GENTLE REMINDER ABOUT THE NEW SERVICE UNDERWAY, SAN JUAN, PUERTO RICO, STARTING UP NEXT MONTH, MARCH 9TH BY SOUTHWEST MONTEREY, MEXICO.

VIVA ABO NEW CARRIER TO AUSTIN.

ACTUALLY SERVED HERE YEARS AGO, OH EIGHT AND OH NINE, STARTING UP MARCH 22ND, DELTA TO MACALLAN, DELTA TO MIDLAND, DELTA TO NASHVILLE, AIR CANADA TO MONTREAL IN MAY.

ALLEGIANT TO EUGENE AND OREGON, SOUTHWEST TO BOSTON IN JUNE.

ANY QUESTIONS FOR THE REPORT? THANK YOU, JAMIE.

UM, COMMISSIONERS, I HAVE A QUESTION ABOUT SOUTHWEST.

UM, IF THEY'RE BUMPING THEIR FLIGHTS UP, ARE THEY JUST TURNING THE GATES MORE QUICKLY, UM, DURING THE DAY? OR ARE THEY GETTING MORE GATES? IT'S THE SAME NUMBER OF GATES.

IT'S MY UNDERSTANDING.

AND IN ADDITION TO THEIR PROPRIETARY GATES, THERE'S ALSO COMMON USE GATES FOR OVERFLOW.

OKAY.

I SEE.

UM, COMMISSIONER AL, I HAVE A QUESTION.

WE'RE LOOKING AT, WE'RE LOOKING AT EXPANSION.

WE'RE LOOKING AT THE DEVELOPMENT OF ALL YOUR AIRCRAFT AND AIRLINES COMING IN, AND IT LOOKED VERY GOOD.

MY QUESTION IS, HOW DOES THAT TRACK TO THE EXPAND THE, THE PROJECTED EXPANSIONS THAT WE'RE GONNA HAVE IN THE FUTURE? AND WHERE ARE WE GOING TO BE AS FAR AS ARE WE GONNA BE WAY BEHIND, SOMEWHAT BEHIND, OR WHERE ARE WE GONNA BE? AND I THINK I'VE ASKED THAT BEFORE, BUT THAT'S, THAT'S, THAT'S, I I THINK WHAT I, I'M, I'M, I'M LOOKING FOR IS, OKAY, WHERE, WHERE, WHERE IS THE POINT WHERE WE'RE GOING TO HAVE A REAL PROBLEM? MM-HMM, .

WELL, I KNOW THAT WE'VE DISCUSSED BEFORE, OPTIMIZING THE EXISTING FACILITIES, THE PURCHASE OF CO BUSES, THE BEGINNING OF GROUND LOADING, WHICH IS CURRENTLY DONE AT THE SOUTH TERMINAL.

GROUND LOADING CAN OCCUR AT THE MAIN TERMINAL.

THESE ARE FIXES UNTIL THE LARGER FIX, UM, AND ACCOMMODATING AS WE CAN.

ALL RIGHT.

THANK YOU COMMISSIONERS.

UM, WE'LL MOVE ON TO, I WILL, I WILL SAY, UM, WE'RE, WE'RE AT 3 32, UM, PM TODAY, AND THEY WILL SHUT US OFF AT 5:00 PM SO, UM, THERE ARE SOME, WE HAVE A ROBUST AGENDA.

I'M TRYING TO MOVE THROUGH IT BRISKLY, BUT PLEASE, UM, AT LET'S PARTICIPATE AND GET AS MUCH OUT OF OUR TIME TOGETHER TODAY AS WE USUALLY DO.

ALRIGHT, THE NEXT ITEM

[4. Journey with AUS (AUS AEDP/Capital Improvement Program) Active Projects Update provided by Lyn Estabrook, Deputy Chief Development Officer]

IS THE JOURNEY WITH OS, UH, CAPITAL IMPROVEMENT PROGRAM AND THE EXPANSION PROGRAM, ACTIVE PROJECTS UPDATE PROVIDED BY LYNN ESTE BROAD.

HI, LYNN.

HI, COMMISSIONERS.

UM, I WOULD LIKE TO, IN YOUR PACKET IN YOUR BACKUP IS THE MONTHLY REPORT THAT HAS ALL THE ACTIVE PROJECTS.

I JUST WANNA DO SOME QUICK HIGHLIGHTS ON THE PACKET IN PAGE 26, THE A A DP AIRFIELD INFRASTRUCTURE, UTILITY INFRASTRUCTURE CAMPUS WIDE, THAT, UM, DESIGN SOLICITATION CLOSED TO EIGHT, AND WE GOT FOUR BIDDERS FOR THAT.

UM, SO THAT WAS EXCITING NEWS.

UM, THE NEXT PAGE ON 28 IS THE AIRFIELD INFRASTRUCTURE ESSENTIAL UTILITY PLANT THAT CLOSED, UM, JANUARY 12TH.

IT'S A DESIGN

[00:30:01]

BUILD FOR THAT ONE.

AND WE GOT SIX BIDDERS.

UM, AND THEN ON THE NEXT PAGE, ON PAGE 28, THE GARAGE, THE DESIGN, UM, THE DESIGNER CLOSED ON THE 2ND OF FEBRUARY, AND WE GOT FOUR BIDDERS.

THE CMR CONTRACT IS STILL ON THE STREET AND CLOSES ON THE 27TH, AND WE'RE ACTIVELY, UM, EXCITED TO SEE HOW MANY BIDDERS WE GET FOR THAT.

UM, AND I JUST WANTED TO HIGHLIGHT THOSE BECAUSE SOMETIME IN APRIL OR MAY, THESE SOLICITATIONS WILL BE COMING TO YOU.

SO THEY ARE IN THE WORKS OF BEING REVIEWS REVIEWED, AND THEY'RE STILL ALL ACTIVE SOLICITATIONS.

BUT, UM, WE'RE MOVING ALONG AND, UM, HOPEFULLY SOMETIME IN APRIL AND MAY, YOU'LL SEE THE ACTUAL, UM, RCAS COME THROUGH WITH THE THANK YOU, LYNN.

UM, WE HAVE A, AN AGENDA ITEM NUMBER NINE REGARDING THE, UM, BARBARA JORDAN TERMINAL OPTIMIZATION.

SHALL WE WAIT TO DISCUSS THAT THEN? OR, UM, DO YOU HAVE SOMETHING TO SHOW US? THIS PART? IT'S UP TO YOU.

THIS PACKET.

IT'S, UM, I MEAN, IS IT, IS IT, IT'S IN THE DECK HERE OR IS THERE SOMETHING THAT NO, IT'S NOT IN AN ACTIVE PROJECT DECK YET.

UM, BUT WE CAN TALK ABOUT IN ITEM NINE IF YOU WOULD LIKE.

OKAY.

WE'LL WAIT TO ITEM NINE.

THANK YOU, COMMISSIONERS.

ANY QUESTIONS FOR MS. ESTABROOK? OKAY.

UM, ITEM NUMBER

[5. City of Austin FY2025 Budget Timeline and Deliverables presented by Rajeev Thomas, Chief Financial Officer]

FIVE IS THE CITY OF AUSTIN FISCAL YEAR 25.

BUDGET, TIMELINE, AND DELIVERABLES, MR. THOMAS? YES.

GOOD AFTERNOON.

AGAIN.

WELL, IT'S THAT TIME OF THE YEAR, JUST LIKE TAXES.

SO IS BUDGET TIME, UH, FOR THE CITY.

AND, UH, YOU KNOW, JUST LIKE LAST YEAR, THE, THE TIMELINES ARE VERY SIMILAR TO WHAT WE DID LAST YEAR IN THE FISCAL YEAR 24 BUDGET.

UM, SO, YOU KNOW, RIGHT NOW WE ARE KICKING OFF OUR FIVE YEAR FORECAST, UM, WHICH, UH, THAT'S AN INTERNAL DOCUMENT THAT WE DO FOR THE, FOR THE CITY.

UH, BUT THE RECOMMENDATIONS FROM THE BOARDS AND COMMISSION IS DUE ON MARCH 31ST, AND IT IS GOING TO THE BUDGET OFFICE.

SO YOU'LL SEE A MEMO IN YOUR ATTACHMENT WHERE, WHERE IT SHOWS THERE IS A WEBSITE LINK, AND THEN THERE IS ALSO AN EMAIL THAT, UH, YOU CAN SEND YOUR RECOMMENDATIONS TO THE BUDGET OFFICE TOO.

AND THEY COORDINATE THAT FOR ALL THE CITY DEPARTMENTS, AND THEY, UH, DISSEMINATE THAT TO THE INDIVIDUAL, UH, DEPARTMENTS FROM THERE.

BUT, UH, FOR, FOR US, IN TERMS OF DELIVERING THE BUDGET, UM, FOR US IT'S MAY 3RD.

WE SUBMIT THE BUDGET TO THE CITY, THE, SO THE CITY BUDGET OFFICE.

AND, UM, IT GOES TO COUNCIL ON JULY 12TH.

THE COUNCIL WORK WORK SESSIONS ARE JULY 24TH, THE 30TH, AUGUST 1ST, SIXTH, AND EIGHTH.

THOSE ARE THE DATES THAT ARE SCHEDULED FOR THE COUNCIL WORK SESSIONS.

AND THE BUDGET ADOPTION IS SUPPOSED TO TAKE PLACE BETWEEN AUGUST 14TH AND THE 16TH.

BUT ALL THE RECOMMENDATIONS FROM THE COMMISSION NEEDS TO SERVE TO BE SUBMITTED BY MARCH 31ST.

THANK YOU.

UM, SO COMMISSIONERS, IF THERE ARE, I MEAN, WE WOULD BE INTERESTED TO KNOW IF THERE ARE ANY UNMET NEEDS THAT INTERFACE WITH THE CITY.

WE UNDERSTAND YOU'RE AN ENTERPRISE DEPARTMENT, YOU COVER YOUR OWN EXPENSES.

WE COVER OUR OWN EXPENSES HERE, BUT THERE SOMETIMES ARE CITY PROJECTS OR CITY, UM, POLICIES THAT HAVE A FISCAL, UM, IMPACT ON THE AIRPORT'S BUDGET.

AND, UM, COMMISSIONERS JUST, UH, BE THINKING ABOUT ANYTHING THAT WE MIGHT WANNA BRING UP AT THE NEXT MEETING.

'CAUSE WE'LL BE MORE POWERFUL AS A RECOMMENDATION IF IT COMES FROM THE COMMISSION RATHER THAN INDIVIDUALLY, I WOULD THINK.

BUT EVERY YEAR THE CITY DOES PUT A BUDGET, UM, SORT OF DASHBOARD ONLINE AND PUB AND PRIVATE CITIZENS ARE ABLE TO, OR MEMBERS OF THE PUBLIC ARE ABLE TO MANEUVER IT TO SEE WHICH DEPARTMENTS FEEL THAT THEY FEEL, UM, THE NEED TO ENHANCE OR TAKE AWAY FROM.

THANK YOU.

ANY QUESTIONS? ALL RIGHT.

UM, WE ARE NOW UP

[6. AUS Special Events Response and Operations presented by Sam Haynes, Public Information and Marketing Division Manager]

TO AGENDA ITEM SIX, WHICH IS THE, UM, SPECIAL EVENTS RESPONSE AND OPERATIONS PRESENTED BY SAM HAYNES, PUBLIC INFORMATION AND MARKETING DIVISION MANAGER.

HELLO, MS. HAYNES, NICE TO SEE YOU TODAY.

HELLO, HAPPY VALENTINE'S DAY.

GOOD TO SEE YOU ALL.

I'M SAM HAYNES, I'M THE PIO DIVISION MANAGER, UM, AND MARKETING MANAGER AS WELL.

AND I'M HERE TO CHAT A LITTLE BIT ABOUT OUR 2023 SPECIAL EVENT.

SO THIS WILL BE A BIT OF A RECAP ON WHAT WE DID LAST YEAR, BUT I ENCOURAGE YOU TO THINK OF THIS AS ALSO HOW WE WILL CONDUCT EVENTS MOVING FORWARD.

NEXT SLIDE, PLEASE.

I'M GOING TO TALK THROUGH SOME OF OUR 2023 STATS, AND HOPEFULLY YOU ALL SAW THAT THIS WEEK EARLIER WE ANNOUNCED THAT 2023 WAS INDEED ANOTHER RECORD BREAKING YEAR FOR A US WITH OVER 22 MILLION PASSENGERS FLYING IN AND OUT.

WE'LL TALK A LITTLE BIT ABOUT OUR PREPAREDNESS, SPECIFICALLY OUR DEPARTMENT OPERATIONS CENTER, AND

[00:35:01]

OUR FOCUS ON PUBLIC COMMUNICATIONS.

AND THEN I'LL OPEN IT UP FOR QUESTIONS.

NEXT SLIDE PLEASE.

2023, LIKE I SAID, ANOTHER RECORD BREAKING YEAR SURPASSING THE PREVIOUS YEAR'S RECORD BY JUST A LITTLE OVER 4%.

SO OUR AVERAGE DAY LAST YEAR, AND WHAT WE'LL LIKELY SEE THIS YEAR, AGAIN, IS ANYWHERE FROM 27,000 TO 30,000 PEOPLE FLYING OUT OF THE AIRPORT.

AND THAT'S REALLY OUR METRIC.

AND HOW WE GAUGE HOW BUSY WE WILL BE IS NOT NECESSARILY HOW MANY PEOPLE ARE COMING IN OR HOW MANY ARE CONNECTING, BUT HOW MANY PEOPLE ARE FLYING OUT, HOW MANY PEOPLE WILL NEED TO BE SCREENED BY TSA.

OUR BUSY DAYS ARE ANYTHING OVER 35,000 PEOPLE FLYING OUT IN A SINGLE DAY.

AND THE BUSIEST DAY EVER WAS SET LAST YEAR BY THE MONDAY AFTER FORMULA ONE WITH JUST OVER 43,000 DEPARTING TRAVELERS.

SO WHEN WE'RE STARTING TO TALK ABOUT NUMBERS IN THE 40 THOUSANDS, THAT IS QUITE BUSY.

UH, AND REALLY O OBVIOUSLY VERY RECORD BREAKING.

AND WE TRADITIONALLY SEE THAT RIGHT AROUND F ONES.

WE DON'T SEE THOSE 40,000 NUMBERS FOR OTHER EVENTS, BUT WE ARE STILL VERY BUSY.

AND I'LL SHOW YOU IN THE NEXT SLIDE, PLEASE.

SO YOU CAN SEE HERE THAT, UH, THE TOP FIVE BUSIEST DAYS, AND IN FACT OUT OF ALL TOP 10 BUSIEST DAYS, UM, NINE OF THEM ARE FROM JUST LAST YEAR.

WE'VE STILL GOT 1 20, 22 NUMBER ON THE CHART, AND THAT IS GOING TO BE THE MONDAY AFTER 2020 TWOS F1.

SO WHAT YOU CAN SEE HERE IS THAT WE'RE SEEING THOSE REALLY BUSY DAYS AFTER SPECIAL EVENTS, NOT USUALLY HOLIDAYS.

AND AS THE LEAD SPOKESPERSON FOR THE ORGANIZATION, I OFTEN HAVE TO EDUCATE MEDIA MEMBERS THAT KNOW IT IS IN FACT NOT THANKSGIVING.

THAT IS OUR BUSIEST TIME OF YEAR.

IT REALLY IS THE SPECIAL EVENTS AND THE THINGS THAT MAKE AUSTIN SO UNIQUE AND SPECIAL.

NEXT SLIDE, PLEASE.

SO WE KEEP AN EYE ON EVENTS.

THE GOOD NEWS IS, UH, FORMULA ONE, MOTO GP, SOUTH BY SOUTHWEST SPRING BREAK.

AND OF COURSE, HOLIDAYS, UH, FOLLOW US AT SCHEDULE.

SO THERE'S HOPEFULLY NOT TOO MANY SURPRISES AS WE BEGIN TO PREPARE FOR THESE PLANNED EVENTS.

SO WE TRACK CONVENTIONS, SPECIAL EVENTS, HOLIDAYS, REGULARLY KEEPING AN EYE ON ANY PLANNED EVENT THAT'S HAPPENING THROUGHOUT THE CITY OF AUSTIN OR SURROUNDING AREAS THAT WE WOULD NEED TO PROACTIVELY COORDINATE WITH ALL OF OUR TENANTS AND ALL OF OUR ON-AIRPORT PARTNERS.

AND SO OUR APPROACH FOR PREPAREDNESS REALLY FOCUSES ON TWO KEY THINGS.

THE FIRST IS COORDINATING WITH ALL OF OUR ON-AIRPORT PARTNERS.

AND KEEP IN MIND THERE ARE OVER A HUNDRED BUSINESSES THAT OPERATE AT THE AIRPORT IN ANY SINGLE DAY.

AND THE SECOND PIECE IS OUR A US EVENT RESPONSE TEAM.

I'LL DIVE A LITTLE BIT MORE INTO THAT IN JUST A BIT, BUT LET'S TALK ABOUT THE COORDINATION THAT WE CONDUCT WITH OUR TSA AIRLINE PARTNERS, SO ON AND SO FORTH.

SO AS WE GET CLOSER TO EVENTS, WE HOST MEETINGS WITH THEM, STAKEHOLDER COORDINATION CALLS, WHERE WE TALK THROUGH STAFFING PLANS, WHAT UNMET NEEDS MIGHT BE THAT WE HAVE FOR OUR PARTNERS AND WHAT THEY MIGHT HAVE FOR US.

AND SO WE WORK WITH ALL OF THEM HOLISTICALLY ACROSS THE AIRPORT TO ENSURE THEIR NEEDS ARE MET WHERE WE CAN MEET THEM, UH, AND THAT THEY'RE DOING THEIR PART TO BE A GOOD AIRPORT BUSINESS PARTNER IN PROVIDING CUSTOMER SERVICE AND ADEQUATE STAFFING FOR THEIR OPERATIONS.

SO WHILE THAT COORDINATION OCCURS AS WE GET CLOSER TO THE EVENTS, SOME COORDINATION IS ALWAYS HAPPENING AT THE AIRPORT TO SOME EXTENT.

AND THAT IS OUR A US EVENT RESPONSE TEAM.

AND THAT'S COMPRISED OF TRAINED VOLUNTEERS, AND I CALL THEM VOLUNTEERS.

THEY'RE NOT VOLUNTEERS FROM THE COMMUNITY, BUT THEY ARE VOLUNTEERS WHO DON'T TYPICALLY HAVE A FRONTLINE CUSTOMER FACING ROLE.

THEY'RE EMPLOYED BY US, THE DEPARTMENT OF AVIATION, AND THEY COME FROM TEAMS LIKE FINANCE OR LENS PLANNING AND DEVELOPMENT TEAM, RICK'S INFORMATION SYSTEMS TEAM, RAJEEV'S FINANCE TEAM.

AND THESE FOLKS GET TRAINED BY GUEST SERVICES DIVISION MANAGERS IN ORDER TO RESPOND AND GIVE THAT FACE TO FACE, UM, SUPPORT TO OUR CUSTOMERS DURING BUSY DAYS.

AND SO THAT'S REALLY A KEY PIECE THAT WE AS THE AIRPORT CAN OFFER TO OUR CUSTOMERS WHEN IT IS BUSY, WHEN THERE ARE LINES, WHEN THE TERMINAL IS LOUD, WE FIND THAT THE BEST THING WE CAN OFFER IS THAT FACE-TO-FACE CONTACT, AND THAT HELP.

AND SO THAT OUR CUSTOMERS ARE NOT, UH, LOOKING AROUND AND TRYING TO FIND OUR STAFF OR AIRLINE STAFF WHEN THEY NEED SUPPORT.

SO THIS IS REALLY KEY BECAUSE IT NOT JUST TRAINS STAFF AND HOW TO SUPPORT CUSTOMERS DURING BUSY DAYS, BUT THEY'RE ALSO CROSS-TRAINED IN HOW TO SUPPORT CUSTOMERS IF THERE WERE AN IRREGULAR OPERATION OR AN EMERGENCY.

SO THIS A US EVENT RESPONSE TEAM KIND OF DOUBLES, AND THAT'S THE BEAUTY OF IT.

IT'S NOT JUST FOR DAYS THAT WE KNOW WILL BE BUSY, BUT LET'S SAY A FIRE ALARM HAPPENED RIGHT NOW AT THE TERMINAL THAT CAUSED AN EVACUATION.

WE WOULD PULL IN TEAMS FROM THIS A US EVENT RESPONSE TEAM THAT HAVE UNDERGONE THE TRAINING.

WE'LL BRING THEM INTO THE TERMINAL AND HAVE THEM

[00:40:01]

HELP US WITH THAT PASSENGER FLOW.

NEXT SLIDE, PLEASE.

SO THE NEXT COUPLE OF SLIDES ARE JUST SHOWING YOU HOW BUSY THE AIRPORT IS, WHICH I KNOW YOU'VE, YOU'VE SEEN IT, IT'S NOT A SURPRISE, BUT I ALWAYS THINK IT'S HELPFUL TO UNDERSCORE JUST EXACTLY WHAT WE'RE TALKING ABOUT WHEN, WHEN I SAY 43,000 PEOPLE DEPARTING, OR EVEN 37.

SO, UM, THIS IS OVER ON THE SECURE SIDE, RIGHT IN THE MIDDLE OF THE CONCOURSE.

NEXT SLIDE PLEASE.

HERE WE HAVE CUSTOMERS WAITING FOR TSA CHECKPOINT TWO WEST, AND IT LOOKS LIKE A COUPLE OF OUR EVENT RESPONSE TEAM VOLUNTEERS IN THE BOTTOM RIGHT CORNER IN THE VEST.

NEXT SLIDE.

AND HERE IS, UH, I HOPE YOU WON'T GET MAD AT ME, BUT THIS IS WILL MACK.

HE IS ONE OF OUR FINANCIAL MANAGERS ON RAJEEV'S TEAM.

AND THIS IS A GREAT EXAMPLE OF THAT.

UH, EVENTS RESPONSE TEAM VOLUNTEER IN ACTION.

SO TODAY YOU WOULD NOT FIND WILL IN THE TERMINAL.

YOU WOULD FIND HIM, UH, IN HIS OFFICE AT THE ADMINISTRATION BUILDING, CONDUCTING HIS ROLE AND RESPONSIBILITIES AS A FINANCIAL MANAGER.

BUT WHEN WE'RE VERY BUSY OR THERE IS AN EMERGENCY, WE'LL QUICKLY DAWN THAT HIGH VIS VEST AND HEAD TO THE TERMINAL TO SUPPORT WITH WHATEVER CUSTOMERS MIGHT NEED.

AND YOU CAN SEE HIM HERE HELPING A CUSTOMER, UH, AS SHE IS PRESUMABLY CHECKING IN WITH AN AIRLINE OR PERHAPS ASKING WHERE THE NEXT TSA CHECKPOINT IS.

NEXT SLIDE, PLEASE.

SO ASIDE FROM OUR A US RESPONSE TEAM, ANOTHER CRITICAL COMPONENT IS ACTIVATING OUR DEPARTMENT OPERATIONS CENTER.

AND SO IF YOU'VE EVER HEARD THE TERM DOC, THAT IS WHAT WE'RE REFERRING TO, UH, WHEN WE TALK ABOUT THAT.

SO OUR DEPARTMENT OPERATION CENTER USES THE INCIDENT COMMAND SYSTEM TO ORGANIZE A CENTRAL POINT OF COLLABORATION AND RESPONSE ACROSS ALL THE KEY TEAMS AT THE AIRPORT.

SO ESSENTIALLY IT'S PULLING TOGETHER LEADERSHIP REPRESENTATIVES FROM ALL OF OUR ESSENTIAL TEAMS THAT WOULD RESPOND TO AN EMERGENCY.

SO DURING F1, WHAT THAT LOOKS LIKE IS ALL OF, UM, THE, THE GROUPS LISTED OVER ON THE RIGHT HAND SIDE OF THIS SLIDE ARE ALL REPRESENTED.

WE'RE ALL TOGETHER IN A ROOM, WE'RE WATCHING CAMERAS, WE'RE PROBLEM SOLVING IN REAL TIME.

WE'RE TRYING TO MAKE SURE THAT ANY IRREGULAR THING THAT COULD BE OCCURRING IN THE TERMINAL IS VERY QUICKLY RESPONDED TO.

SO THIS SAVES US AN INCREDIBLE AMOUNT OF TIME.

WE DON'T HAVE TO WRANGLE THE PLAYERS, GET THEM IN THE ROOM, BECAUSE WE'RE ALREADY TAKING THAT PROACTIVE APPROACH OF BEING ONSITE AND BEING TOGETHER.

NEXT SLIDE, PLEASE.

A BIG PIECE TO OUR RESPONSE FOR LARGE EVENTS IS, OF COURSE, PREPARING STAFF, PREPARING PARTNERS, BUT IT'S ALSO THE WORK THAT WE DO TO PREPARE OUR TRAVELERS AND TRYING TO SET THAT EXPECTATION THAT YES, IT WILL BE BUSY, BUT THERE ARE THINGS YOU CAN DO TO ENSURE YOUR EXPERIENCE IS SMOOTH AND COMFORTABLE.

SO MY TEAM, SPECIFICALLY ON PUBLIC INFORMATION SIDE, USES THE PASSENGER VOLUME PROJECTIONS THAT WE RECEIVE FROM TSA 24 HOURS IN ADVANCE TO TRIGGER PROACTIVE COMMUNICATIONS.

ANY DAY OVER 35,000 DEPARTING TRAVELERS, WE WILL START TO PUSH OUT ON SOCIAL MEDIA, A TRAVEL ALERT.

AND ANY DAY WITH OVER 37,000 TRAVELERS TRIGGERS A COUPLE OF EXTRA COMMUNICATION PIECES.

THAT'S WHERE WE'LL UPDATE THE WEBSITE WITH THE HOMEPAGE ALERT.

AND THEN ANYTIME WE HAVE PROLONGED EVENTS LIKE SOUTH BY SOUTHWEST OR SPRING BREAK, HOLIDAY WEEKENDS, LIKE MEMORIAL DAY OR LABOR DAY, AND THEN OF COURSE ACL AND F1, UH, WE DO A COMPREHENSIVE COMMUNICATIONS CAMPAIGN.

AND SOMETHING THAT WE TRIED FOR THE FIRST TIME LAST YEAR THAT I THINK WAS SUCCESSFUL, AND IT'S VERY, VERY HARD TO SEE IN THIS SLIDE DECK AND IN THIS PHOTO, BUT IN THE COLLAGE, THE BOTTOM LEFT PHOTO IS A PHOTO OF ONE OF THE MANY GIANT TV SCREENS AT THE CIRCUIT OF THE AMERICAS.

WE PARTNERED WITH CODA TO RUN ADS ON THEIR TV DISPLAYS DURING THE FORMULA ONE RACE.

AND THIS IS SOMETHING THAT'S A, A BIT UNIQUE TO F1, THE MAJORITY OF THE TIME WHEN WE'RE COMMUNICATING TO THE PUBLIC, WE ARE COMMUNICATING TO AUSTINITES IN CENTRAL TEXANS WHO ARE FLYING OUT OF A US AS THEIR HOME AIRPORT.

BUT F1 IS TOTALLY DIFFERENT, RIGHT? WE HAVE PEOPLE COMING IN FROM ALL OVER THE WORLD, AND THAT'S NOT TRADITIONALLY OUR TRIED AND TRUE TARGET MARKET FOR AIRPORT MESSAGING.

SO WE REALLY HAVE TO THINK CREATIVELY ON HOW DO WE GET TO THESE PEOPLE WHO ARE NOT FOLLOWING US ON SOCIAL MEDIA.

THEY'RE NOT SIGNED UP FOR OUR NEWSLETTER.

THEY MIGHT GO TO OUR AIRPORT WEBSITE, BUT THEY'RE PROBABLY AT THEIR AIRLINES WEBSITE.

SO THIS WAS ONE OF OUR SOLUTIONS TO REACHING THAT KIND OF HARD TO REACH AUDIENCE.

NEXT SLIDE, PLEASE.

IN CONCLUSION, THE REAL SUCCESS IN OUR RESPONSE AND PREPAREDNESS IS, IS THE PEOPLE.

UM, I WISH WE HAD SOME SORT OF LIKE SECRET WEAPON THAT MADE EVERYTHING PERFECTLY SMOOTH.

UH, WE DON'T, WE JUST HAVE INCREDIBLE HARDWORKING PEOPLE AT THE DEPARTMENT OF AVIATION, BUT ALSO ACROSS ALL OF OUR TENANTS AS WELL, WHO WORK WITH US TO ENSURE A SAFE AND COMFORTABLE PASSENGER JOURNEY EVEN DURING THOSE 40,000 PLUS PASSENGER DAYS.

AND WITH THAT, I'M, I'M HAPPY TO

[00:45:01]

ANSWER ANY QUESTIONS AND PERHAPS CALL UPON SOME COLLEAGUES IF THERE'S SOMETHING I DON'T KNOW.

THANK YOU FOR BEING HERE, AND THANK YOU FOR THE PRESENTATION.

UM, COMMISSIONERS, DO WE HAVE ANY QUESTIONS FOR SAM HAYNES? NOT AT THIS TIME.

OKAY.

I WOULD LIKE TO KNOW A COUPLE.

OH, I THINK, I THINK SCOTT HAS A QUESTION.

YOU DO.

I DID HAVE A QUESTION.

MICROPHONE.

MICROPHONE.

WE'VE GOT VOLUNTEERS AT THE, UH, INFORMATION DESK.

MM-HMM.

, UH, THOSE FOLKS, IT'S BEEN MY EXPERIENCE ARE EXTREMELY EDUCATED IN WHAT'S HAPPENING IN THE BAGGAGE AREA.

ONE THING THAT, UH, I THINK WHEN YOU LOOK AT HOW YOU HAVE TO RUN THE AIRPORT DURING THESE DIFFICULT TIMES IS HOW YOU MANAGE THE, THE, UH, ACTUAL BAGGAGE ARRIVALS.

BECAUSE A LOT OF TIMES WHAT WILL HAPPEN IS AN AIRLINE WILL RUN OUTTA SPACE.

IT WILL NEVER GET POSTED, BUT THEY WILL MAKE AN ANNOUNCEMENT, WHICH NOBODY ANSWER, NOBODY LISTENS TO, AND SAY, YOUR BAGS FOR THIS FLIGHT ARE NOW ON THIS CAROUSEL.

UH, THAT DURING A HEAVY PERIOD IS A, AN ISSUE.

AND I THINK IT'D BE, IT'D BE GOOD IF WE START TRYING TO FIGURE OUT HOW THAT WHOLE THING WORKS.

YEAH.

THANK YOU COMMISSIONER MADU.

THAT'S A, THAT'S A GREAT, UM, RECOMMENDATION AND I'LL BRING THAT UP WITH OUR GUEST SERVICES TEAM.

ABSOLUTELY.

THANK YOU.

I ALSO HAVE A REQUEST OR A QUESTION ABOUT THE NEWSLETTER OR THE E THE BLAST.

I THINK IT'S OPT IN THAT YOU CANNOT READ IT OR SEE IT UNLESS YOU GIVE, PROVIDE AN EMAIL ADDRESS.

AND FOR PURPOSES OF TRANSPARENCY AND SPEED AND PRIVACY, I DON'T KNOW WHY IT'S NOT JUST ON SOCIAL MEDIA WITH A HOT LINK OR ON YOUR WEBSITE WITH A HOT LINK, BUT SOME OF THE INFORMATION IS USEFUL AND IT'S BEHIND, YOU KNOW, IT REQUIRES A, A MEMBER OF THE PUBLIC TO PROVIDE A PERSONAL EMAIL.

SO IT'S LIKE AN EXTRA STEP.

IT DOES.

WE DO POST OUR NEWSLETTERS ON SOCIAL MEDIA, AND WE DO HAVE AN ARCHIVE OF EVERY SINGLE EDITION THAT GOES OUT ON THE WEBSITE.

SO IF YOU ARE SOMEONE WHO DOES NOT WANT TO RECEIVE A MONTHLY EMAIL FROM THE AIRPORT, BUT YOU WANT TO FIND OUT WHAT IS HAPPENING AT THE AIRPORT, WHAT'S THE LATEST AND GREATEST? THE WEBSITE IS A REALLY GREAT SINGLE TOOL, ONE STOP SHOP THAT HAS ALL THE INFORMATION.

SO THE ARCHIVE OF THE NEWSLETTERS, UH, I'M NOT CONTROLLING THE SCREEN, BUT IF YOU GO TO FLY AUSTIN.COM UP AT THE VERY TOP OF THE PAGE, THERE'S GONNA BE A DROPDOWN LINK THAT SAYS NEWS.

CLICK THAT HEAD OVER TO OUR NEWSROOM, AND IN THE MIDDLE OF THE PAGE YOU WILL SEE AN ARCHIVE OF ALL OF OUR MONTHLY NEWSLETTERS.

AND THE MONTHLY NEWSLETTER IS THE STAY IN TUNE? YES.

IT'S CALLED STAY IN TUNE.

THAT'S CORRECT.

ALRIGHT, COMMISSIONERS, ARE YOU RECEIVING THAT IN YOUR INBOX? YOU SHOULD BE BECAUSE WE SIGN YOU UP FOR IT.

.

I KNOW EXACTLY , BUT, UH, IT MIGHT GET CAUGHT IN YOUR SPA FILTERS.

OKAY.

THANKS SO MUCH.

YES, OF COURSE.

ANYTHING TO ADD? OKAY.

THANKS A LOT.

THANK YOU.

GOOD LUCK.

UM, WE'RE NOT SEEING ANY, UM, SPECIAL BUMP IN MARCH.

ARE WE ANTICIPATING ANYTHING FOR BEA MACHO AT CODA OR SOUTH BY SOUTHWEST? YES, MARCH IS WHAT WE AFFECTIONATELY REFER TO AS MARCH MADNESS.

IT IS ALWAYS VERY BUSY WITH SOUTH BY SOUTHWEST AND SPRING BREAK HAPPENING AT THE SAME TIME.

AND WE ARE AWARE OF THAT EVENT THAT'S HAPPENING OUT AT CIRCUIT OF THE AMERICAS.

BEST MECHO, I DON'T REMEMBER WHAT THE TOTAL VOLUME OF ANTICIPATED ATTENDEES FOR THAT IS, BUT WE ARE EXPECTING A HIGH VOLUME OF TRAVELERS.

OKAY.

THANK YOU.

UH, COMMISSIONER DULL.

WHAT ONE OTHER ISSUE I THINK FOR YOUR TEAM TO PAY ATTENTION TO IS THE ROADWAY ON THE, ON THE, UH, DEPARTURE LEVEL, UH, THAT PLACE THAT, THAT THOSE CROSS WORKS ARE FLAT, DANGEROUS.

AND WE HAVE PEOPLE OUT THERE THAT ARE DIRECTING TRA TRAFFIC.

THEY AREN'T POLICE, THEY'RE PEOPLE THAT HAVE BEEN RECRUITED AND THEY'RE GOOD.

AND EVERY TIME I REPORT TO MY JOB, I ALWAYS STOP AND PAT 'EM ON THE BACK AND SAY, YOU ARE RESPONSIBLE, THE MOST RESPONSIBLE AGENT HERE FOR THESE PASSENGER ENTIRE EXPERIENCE THAT THEY'LL EXPERIENCE THE REST OF THE DAY BECAUSE OF THE TRAFFIC THAT GOES PAST.

AND I KNOW WHEN WE GET AROUND TO THE FAR OUT PLAN, MAYBE THAT'LL BE ALLEVIATED, BUT FOR THE NEXT COUPLE YEARS,

[00:50:01]

I WOULD SAY THAT'S GONNA BE THERE.

THANK YOU FOR THAT.

OKAY.

THANK YOU.

UM, WE'RE GONNA BE TALKING ABOUT

[7. Recognition of recent leadership staff promotions and reassignments]

SAFETY SOON, BUT AGENDA ITEM SEVEN IS THE RECOGNITION OF RECENT LEADERSHIP, STAFF PROMOTIONS AND REASSIGNMENTS.

WHO IS GOING TO ADDRESS THAT TODAY? GOOD AFTERNOON.

JASON ALEXANDER, DEPUTY CHIEF OF AIRPORT AFFAIRS.

I GUESS I WILL ADDRESS THAT.

UH, THE PLAN WAS FOR GLA BADI TO SPEAK TO YOU ALL TODAY, BUT SHE IS IN SAN ANTONIO AT A CONFERENCE AND UNABLE TO ADDRESS YOU ALL THIS AFTERNOON.

UM, SO I'LL DO THAT.

YOU MAY RECALL LAST MONTH WE JUST SHARED WITH YOU THAT, UM, WE HAD MADE SOME RECENT STAFF PROMOTIONS AND SOME APPOINTMENTS TO SOME CRITICAL POSITIONS.

WE'RE FORTUNATE THIS AFTERNOON TO HAVE SOME OF THOSE INDIVIDUALS HERE WHO ARE NOT HERE LAST WEEK.

AND SO JUST VERY QUICKLY THOUGHT IT WOULD BE GOOD FOR US TO RECOGNIZE THEM WHILE THEY'RE HERE.

UM, AND I'LL JUST START WITH, UH, AS YOU KNOW, GHISLAINE WAS RECENTLY APPOINTED THE INTERIM, UH, DIRECTOR OF THE DEPARTMENT.

UM, FOLLOWING THAT, UH, TAWANDA CORDONE WAS RECENTLY APPOINTED TO THE CHIEF OPERATIONS OFFICER.

UH, SHE'S ALSO DEALING WITH AN ISSUE AT THE AIRPORT RIGHT NOW, SO SHE COULD NOT JOIN US.

BUT LAUREN LITNER IS NOW THE NEW DEPUTY CHIEF OF OPERATIONS, UH, AND YOU'VE SEEN HIM SPEAK TO YOU BEFORE ON DIFFERENT ISSUES.

UM, NEXT TO HIM IS RICK TI AND HE IS NOW THE ACTING, UH, CHIEF OVER OUR EXPERIENCE AND PERFORMANCE GROUP.

UM, RAJIV THOMAS, I THINK I MENTIONED LAST MONTH, WAS RECENTLY APPOINTED TO THE, UH, CFO, THE CHIEF FINANCIAL OFFICER POSITION.

ANNA REJO ON HIS TEAM IS NOT HERE TODAY, BUT SHE IS THE, UH, DEPUTY CHIEF OVER FINANCE.

AND I THINK I JOKINGLY SAID IT WASN'T A PROMOTION FOR YOU LAST TIME, BUT TRACY THOMPSON IS ALSO ASSUMING NEW DUTIES, UH, OVER WHAT WE'RE NOW REFERRING TO AS THE, UH, COMMERCIAL MANAGEMENT, WHICH WAS, UH, PREVIOUSLY PROPERTIES.

AND SO IF YOU HAVE ANY QUESTIONS OF THEM OR WHAT THEIR ROLES WILL ENTAIL, UH, WE OPEN THAT UP TO YOU NOW.

BUT WANTED TO JUST EXPRESS OUR CONGRATULATIONS TO THEM IN PERSON.

THANK YOU.

AND WE SHARE THE CONGRATULATIONS AND APPRECIATE ALL THAT YOU DO.

AND, AND THERE'S LOTS MORE TO DO, I IMAGINE.

I ALSO WOULD LIKE TO RECOGNIZE THE, UM, THE VOLUNTEERS WHO ARE PART OF THE RESPONSE TEAM, THE EMERGENCY RESPONSE TEAM, UM, ARE, I KNOW THAT AMY CALDERONE OUR, UM, LIAISON, OUR STAFF LIAISON IS A MEMBER OF THAT TEAM.

I HAVE NEVER SEEN YOU IN A VEST, BUT I IMAGINE YOU HAVE ONE.

AND, UM, IT SOUNDS LIKE A REALLY GREAT PROGRAM.

AND, AND THANK YOU ALL AND THANKS WILL.

WE'D LOVE TO SEE AN ORGANIZATION CHART WHEN, WHEN THE TIME COMES, BUT I THINK WE MAY BE WAITING FOR A NEW CITY MANAGER BEFORE WE SEE ONE OF THOSE.

SO, UH, WE'LL TRY TO ETCH THIS IN OUR MINDS FOR THE TIME BEING.

OKAY.

THANK YOU SO MUCH FOR THAT.

UM, COMMISSIONERS, ANY, UH, WE GOT A, WE GOT A VIRTUAL APPLAUSE FROM SECRETARY ROSE.

THANK YOU.

UM, MOVING ON

[8. Discussion and possible action on a recommendation by the Airport Advisory Commission supporting improved roadway safety measures.]

TO DISCUSSION AND ACTION ITEMS IN YOUR, IN YOUR PACKET.

UH, IT'S, I BELIEVE IT'S PAGE NUMBER 47.

WE HAVE A RECOMMENDATION FOR THE DEPARTMENT OF AVIATION, UH, STAFF TO COORDINATE WITH THE AUSTIN POLICE DEPARTMENT, FIRE EMERGENCY MEDICAL TRANSPORTATION, PUBLIC WORKS, AND THE, AND TDOT AND OTHER MEANS TO PROMOTE PEDESTRIAN BICYCLE DRIVER AND VEHICLE SAFETY IN AND AROUND AUSTIN BERKSHIRE INTERNATIONAL AIRPORT.

AND ALSO TO KEEP AT LEAST ONE LANE IN EACH DIRECTION, INCLUDING AIRPORT ENTRANCE IS AN EXITS OPEN UNDER MOST CIRCUMSTANCES.

COMMISSIONERS, DO I HAVE A MOTION TO, UH, APPROVE COMMISSIONER, COMMISSIONER FANG FANG SECOND FROM SECOND FROM, UM, COMMISSIONER ELLER? ARE THERE ANY COMMENTS OR QUESTIONS THAT YOU HAVE ABOUT THIS RECOMMENDATION? NO.

NONE.

OKAY.

UM, THANK YOU ALL FOR YOUR SUPPORT, UM, OF THIS, UM, THOSE IN FAVOR OF THIS RECOMMENDATION, THOSE ABSTAINING, THOSE OPPOSED, IS IT UNANIMOUS? FANG FANG? DID YOU RA RAISE? DID YOU APPROVE? YEAH.

OKAY.

OKAY, UNANIMOUS, THANK YOU VERY MUCH.

UM, THE NEXT ITEM IS

[9. Authorize negotiation and execution of a contract for preconstruction and construction services for the Barbara Jordan Terminal (BJT) Optimization – Phase 2 (Area 2) project with The Whiting-Turner Contracting Company, in an amount not to exceed $150,000,000. [Note: This contract will be awarded in compliance with City Code Chapter 2-9A (Minority Owned and Women Owned Business Enterprise Procurement Program) by meeting the goals with 10.41% DBE participation.].]

ITEM NINE TO AUTHORIZE NEGOTIATION AND EXECUTION OF A CONTRACT FOR PRE-CONSTRUCTION AND CONSTRUCTION SERVICES FOR THE BJT BARBARA JORDAN TERMINAL OPTIMIZATION PHASE TWO PROJECT WITH THE WHITING TURNER CONTRACTING COMPANY IN AN AMOUNT NOT TO EXCEED $150 MILLION.

UM, LOOKS LIKE THERE'S A 10.41 DISADVANTAGED BUSINESS PARTICIPATION IN THIS CONTRACT.

UM, DO I HAVE, DOES, IS ANYONE HERE TO SPEAK TO THAT ITEM TODAY? I AM.

THANK YOU.

THANK YOU.

MS. ESTHER BROOK.

UM,

[00:55:01]

DO YOU WANNA JUST BRIEFLY DESCRIBE IT TO US BEFORE I CALL FOR A MOTION? SURE.

THIS PROJECT WILL BE CREATING ADDITIONAL SQUARE FOOTAGE IN THE BARBARA JORDAN TERMINAL.

UM, THE LARGER PART OF THE PROJECT WILL BE, UH, THE ATRIUM INFILL.

THERE IS ADDITIONAL SQUARE FOOTAGE THAT WILL IMPROVE BOTH TICKETING AND SECURITY QUEUING IN, UM, THE BARBARA JORDAN TERMINAL AND CREATE OTHER VITAL, UM, INTERFACE AND IMPROVEMENTS THROUGHOUT, UM, THIS PARTICULAR AREA OF THE BARBARA JORDAN TERMINAL.

IS THERE A DIAGRAM OR MAP THAT YOU CAN SHOW THE COMMISSIONERS? YES.

UM, IF THE, UM, PERSON CONTROLLING THE SCREEN, YOU WANNA PULL UP A DIAGRAM THAT I'VE GIVEN YOU, AND IN THE MEANTIME, I WILL CALL FOR A MOTION TO APPROVE.

ER, I'M GONNA GO TO THE NEXT SLIDE ONCE WE GET, AND A SECOND, JUST A SECOND.

A SECOND FROM ENNIS.

UM, OKAY.

FOR, AND I'M GONNA, I'M GONNA LET LYNN PRESENT.

UM, COMMISSIONER ELLER, AND THEN, AND THEN YOUR QUESTION.

OKAY, GO AHEAD.

SO THE AREA DOES COMPRISE, UM, A FEW DIFFERENT AREAS WITHIN THE CENTRAL PART OF THE TERMINAL.

PART OF IT IS THE AREA OF, UM, THE AREA OVER THOSE EXISTING, UM, STAIRS AND, UH, ESCALATORS.

IT ALSO INCLUDES THE AREA RIGHT BEHIND IT.

DO YOU WANNA GO TO THE NEXT SLIDE? SO THIS IS JUST A CONCEPTUAL DRAWING THAT SHOWS THE BAGGAGE CLAIM AND INFILLING THE AREA ABOVE THE BAGGAGE CLAIM.

SO ON THE LEFT OF YOUR IMAGE IS THE EXISTING ON THE RIGHT WOULD BE A CEILING THAT WOULD GO IN OR A FLOOR FOR THE SPACE ABOVE.

UM, NEXT, UM, THIS IS JUST A, A, A VERY, UM, CONCEPTUAL DRAWING.

IT DOESN'T LOOK CONCEPTUAL, BUT THE RENDERING IS REALLY GOOD.

UM, THE RENDERINGS HAVE GOTTEN REALLY GOOD TO SHOW THAT WE ARE FOCUSED ON MAKING SURE THAT THE LIGHT QUALITY IS STILL, UM, HAS THAT LOOK AND FEEL OF WHAT IS CONSISTENT THROUGHOUT THE TERMINAL.

WE WANNA ENSURE THAT IT DOESN'T FEEL LIKE A, A DARK SPACE DOWN THERE.

SO THAT'S, UM, REPRESENTING THAT CONCEPT IN THIS IMAGE.

NEXT, UM, THIS JUST SHOWS THE OVERALL FLOOR INFILL THAT WOULD HAPPEN.

UM, BETWEEN, THERE'S, BETWEEN THE ESCALATORS ON EITHER SIDE, WE WOULD INFILL THAT FLOOR FOR THE, UM, CHEWING OF THE PASSENGERS, AND WE WOULD HAVE STANCHIONS AS YOU SEE.

SO BOTH FOR SECURITY AND FOR, UH, TICKET COUNTERS NEXT.

UH, AND THIS IS JUST AGAIN, A HIGH LEVEL, UM, RES UH, RENDERING.

THAT'S A HIGH RES RENDERING, UM, THAT SHOWS WHAT THAT FLOOR WOULD LOOK LIKE IN THOSE EXISTING SKYLIGHTS THAT EXIST TODAY.

UM, THIS PROJECT, LIKE I SAID, HAS, IS NOT JUST THE ATRIUM, ALTHOUGH THE BULK OF THE WORK IS, UH, FILLING IN THE ATRIUM.

AND I THINK THAT'S THE LAST PICTURE.

NEXT.

YEAH, THAT WAS THE LAST THING.

THANK YOU.

THAT IS REALLY HELPFUL.

UM, SO THE VERTICAL CIRCULATION WILL REMAIN THE SAME.

THE STAGE, THE VERTICAL CIRCULATION WILL REMAIN THE SAME.

OKAY.

I SEE YOU, UM, SECRETARY ROSE, I'M GONNA CALL ON COMMISSIONER ELLER.

AND THEN YOUR, IN READING THE NOTES OF THIS THAT CAME IN AFTER THE PACKET, IT WAS INDICATED THERE WAS ONE BIDDER ON THIS.

YES.

I WONDER IF STAFF HAD ANY ADDITIONAL COLOR OR TONE AROUND, UH, BEYOND THE COMMENTS THAT WERE PRESENTED IN THE PACKET.

YES.

SO I CAN GIVE YOU SOME ANECDOTAL INFORMATION THAT WE'VE GOTTEN FROM SOME OF THE CONTRACTING COMMUNITY, AND A LOT OF THEM ARE LOOKING AT THEIR RESOURCES AND WHAT THEY WANNA BID ON.

AND THERE'S SO MANY PROJECTS COMING, AND A LOT OF THOSE, UM, FIRMS ARE DECIDING BASED ON THEIR OWN WORKLOAD AND THEIR OWN CAPACITY, WHAT'S MOST IMPORTANT TO THEM, AND HOW THEY CAN HELP THE COMMUNITY, UM, GET THE, THE ADDITIONAL INFRASTRUCTURE WE NEED.

AND SO A LOT OF PEOPLE WE ARE BE BEING TOLD THAT ARE WAITING ON THOSE OTHER PROJECTS.

AND THAT'S WHY I THOUGHT IT WAS REALLY IMPORTANT TO DEMONSTRATE HOW MANY OTHER BIDDERS WE GOT AND ALL THE OTHER PROJECTS, BECAUSE THIS IS REALLY A TECHNICAL IN THE MIDDLE OF THE, THE BUILDING.

AND A LOT OF PEOPLE DIDN'T WANNA DO THAT.

THEY WANTED TO, TO WAIT FOR THOSE LARGER PROJECTS THAT ARE DOING, UM, DIFFERENT KINDS OF SCOPES.

I I MIGHT ALSO ADD THAT THE, THE, THE BID WAS, IS BEING AWARDED TO A CONTRACTOR THAT'S ALREADY WORKING ON THE BAGGAGE HANDLING SYSTEM.

AND IS THERE ANOTHER CONTRACT THAT THEY'RE WORKING ON? NO, THAT'S IT.

SO THEY'RE ALREADY THERE IN THE BAGGAGE HANDLING SYSTEM.

SO FOR COORDINATION, UM, IT MAY BE SMOOTHER.

UM, GOOD QUESTION.

UM, SECRETARY ROSE, ONE QUICK COMMENT AND THEN ONE QUESTION.

UH, THE COMMENT IS IF THERE'S ANY REPRESENTATIVES FROM WHITING TURNER WATCHING OR IN THE ROOM, WE APPRECIATE YOUR ONGOING, UH, WORK AND EFFORTS AND RAISING YOUR HAND FOR THIS,

[01:00:01]

UH, ARGUABLY CHALLENGING ASSIGNMENT.

UH, SO THANK YOU.

THE QUESTION IS TO LYNN.

LYNN, I ASSUME THAT PART OF THE, THE CONTEXT AND NEED FOR THIS PROJECT IS THAT THE BARBARA JORDAN WILL BE THE FRONT DOOR FOR BOTH TERMINALS ULTIMATELY, AND THAT, UH, THIS BECOMES THE ADDITIONAL CAPACITY BECOMES CRITICAL BECAUSE THIS IS THE ONBOARDING INTAKE CAPACITY FOR BOTH THE BARBARA JORDAN AND THE NEXT TERMINAL.

AM I THINKING ABOUT THAT CORRECTLY? IS THAT RIGHT? YES, COMMISSIONER.

SO AS WE CONTINUE TO GROW, WE NEED INCREMENTAL SPACE IN ORDER TO ADDRESS THE PICTURES YOU SAW FROM SAM HAYNES ON ALL THE PEOPLE STANDING EVERYWHERE.

SO THIS HELPS WITH THAT.

AND UNTIL WE CAN GROW THAT FRONT DOOR TOWARDS THE NORTH AND GROW MORE, MORE SQUARE FOOTAGE FOR THE OVERALL BUILDING, WE NEED TO HAVE THIS STEP FIRST.

THIS SPACE WON'T BE THROWAWAY SPACE.

IT WILL BE THE SAME FLOOR THAT PEOPLE WILL WALK THROUGH AND ACROSS DOWN THE CENTER OF THE TERMINAL INTO THE NEW, UM, SECURED AREA.

AND SO IT'S NOT A THROWAWAY SPACE, IT'S SPACE THAT WE KNOW THAT WE WILL CONTINUE TO USE AND OCCUPY.

AND WE WANNA REALLY GET OUR PASSENGERS FROM OUTSIDE AND IN THOSE LONG LINES IN THE CIRCULATION SPACE INTO A SPACE THAT'S SPECIFICALLY DESIGNED FOR QUEUING.

AND THAT HELPS IN SO MANY DIFFERENT WAYS.

AND AS WE LOOK TOWARDS THE FUTURE AND WE DO BUILD THE NEW ARRIVALS DEPARTURE HALL, WE WILL HAVE EVEN MORE ADDITIONAL SQUARE FOOTAGE AND QUEUING FOR BOTH THOSE USES.

THANK YOU, COMMISSIONER.

I, I THINK THAT ONE OF THE THINGS THAT WE OUGHT TO PAY PARTICULAR ATTENTION TO AS YOU DO THIS MODIFICATION IS SIGNAGE.

IT'S A MESS.

AND I SAY THAT BECAUSE ANYTIME I'M TALKING TO A PASSENGER WHO DOESN'T KNOW WHAT TO DO, I GIVE THEM DIRECTIONS AND THEY WALK AWAY A COUPLE STEPS, AND THEY LOOK AT A SIGN AND THEY FOLLOW THE SIGN, WHICH DOESN'T TAKE 'EM TO WHERE THEY NEED TO GO.

SO I, I THINK IT, IT REALLY, AND WE USED TO HAVE IN THE AIRPORT A CONCEPT CALLED INTUITIVE WAYFINDING, RIGHT? YOU WALK IN THE DOOR, YOU SAW WHERE THE AIRPLANES WERE, AND THAT'S WHERE YOU, YOU KNEW YOU HAD TO GO.

UH, THAT CONCEPT IS COMPLETELY LOST, AND I DON'T THINK WE NEED TO REINVENT IT.

BUT WHAT I DO THINK IS WE NEED TO HAVE CLEAR SIGNS THAT MAYBE SOMEBODY LIKE ME WHO'S DUMB BECAUSE YOU KNOW, YOU YOU, YOU WALK THROUGH THE TERMINAL AND YEAH, YOU CAN SEE WHERE THE BAGS ARE, OKAY, I AM GONNA GO DOWN THERE.

WELL, YOU GET DOWN THERE AND NOW WHERE DO I GO? O YOU GOTTA FIND YOUR AIR, YOUR, YOUR FLIGHT IN THE MIDST OF A WHOLE BUNCH OF STUFF.

AND THEN YOU LOOK AROUND AND SAY, WELL, WHERE'S THAT? I THINK ONE OF THE THINGS WE NEED TO TAKE A HARD LOOK AT IS, OKAY, LET'S, LET'S FIND A COMMON ORDINARY PERSON AND SAY, OKAY, FIND YOUR WAY TO THIS THING, UH, WHEREVER IT MIGHT BE.

HERE'S YOUR OBJECTIVE.

AND, UH, LOOK AT, LOOK AT THE SIGNS.

'CAUSE THAT I WILL TELL YOU, IS SOMETIMES REALLY TOUGH, ESPECIALLY IF YOU'RE A LITTLE BIT ELDERLY AND NOT MOBILE.

SO THAT, THAT'S MY 2 CENTS.

THANK YOU VERY MUCH.

COMMISSIONERS.

OTHER QUESTIONS? I DO HAVE A QUESTION, RICK.

SO IN, UH, SLIDE 34 OF OUR PACKET FOR OUR EXISTING CONTRACTOR, PURSUANT TO ITEM NINE, LOOKS LIKE THE CONSTRUCTION DESIGN, UH, M-M-W-B-E PERCENTAGES AROUND, YOU KNOW, FIVE AND A HALF PERCENT.

AND IN THIS EXTENSION, IN ESSENCE OR EXPANSION, WE'RE WE'RE TARGETING AT 10.4%, DBE PARTICIPATION.

DO THOSE STACK IN PROJECTS OR ARE THOSE DISTINCT FOR THOSE KIND OF BUCKETS OF BUDGET? SO THE WAY THAT THE DBE GOALS ARE CREATED ARE CREATED ON SCOPE.

AND SO EACH INDIVIDUAL PROJECT HAS THEIR OWN SCOPE DRIVEN GOALS.

AND BECAUSE THE BAGGAGE HANDLING SYSTEM IS THE TOTAL DOLLAR VALUE, SO HEAVILY, UH, MATERIALS AND EQUIPMENT, THAT GOAL IS A LOT SMALLER VERSUS THE ATRIUM AND SOME OF THE OTHER THINGS THAT WE'LL BE DOING.

THERE'S A LOT OF OTHER TRADES, UH, STEEL,

[01:05:01]

CONCRETE, ELECTRICAL, HVAC, THOSE KINDS OF THINGS.

AND SO THAT GOAL IS A LOT HIGHER.

THE OTHER, UM, THING ON BOTH THESE PROJECTS THAT YOU MENTIONED, THEY'RE BOTH DBE GOALS, THOSE ARE FEDERAL GOALS.

MM-HMM.

BOTH THESE PROJECTS HAVE BEEN AWARDED, UH, FEDERAL, UH, GRANTS INCLUDING, UH, MOST RECENTLY THE ATRIUM ON THIS PARTICULAR PROJECT THAT THE RCA IS ON.

OKAY.

AND, AND SO IF, IF I UNDERSTAND CORRECTLY, WHAT, WHAT, WHAT I TAKE FROM THAT IS THAT GIVEN THE FACT THAT IT'S SORT OF COST PLUS FOR, YOU KNOW, SOPHISTICATED MATERIALS AND MACHINES WE'RE, WE'RE LESS CONCERNED ABOUT DISTRIBUTING THAT ACROSS DBES VERSUS TRADES, WHICH WE HAVE A HIGHER SCRUTINY FOR.

SO THE TOTAL VALUE OF THE CONTRACT, RIGHT? SO YOU'RE LOOKING AT A PERCENTAGE AND SO THERE'S JUST MORE TRADES IN THE OTHER PROJECT THAT HAVE A HIGHER LEVEL OF PARTICIPATION THAN WE WOULD IN THE BAGGAGE HAILING ONE.

OKAY.

IT, IT, I GUESS MY GENERAL OBSERVATION IS THAT THE LARGER THE TICKET PRICE FOR THE BUCKET, IT IS ALWAYS, IT SEEMS TO BE THE CASE THAT WE HAVE A LOWER PERCENTAGE.

SO I'M JUST TRYING TO BETTER UNDERSTAND AND IT SOUNDS LIKE SORT OF YEAH.

THIS IS ONE OF THE FACTORS INTO THEM.

YEAH.

AND WE CAN, IF, IF YOU HAVE MORE QUESTIONS ABOUT THAT, WE CAN BRING, UM, SMBR TO HELP EXPLAIN THE DIFFERENCE IN THE NUANCES OF THE DBE GOALS AND HOW, UM, EQUIPMENT IS TAKEN INTO ACCOUNT OR NOT HAVE TAKEN INTO ACCOUNT.

THANK YOU.

INTERESTING QUESTION.

SO COMMISSIONERS, WE HAVE A, A MOTION AND A SECOND ON THE FLOOR.

DO WE HAVE ANY OTHER QUESTIONS FOR, UH, LYNN ESTERBROOK AT THIS TIME? OKAY.

ALL IN FAVOR OF THIS CONTRACT.

OKAY.

THANK YOU.

OKAY.

EVERYONE IS IN FAVOR? EVERYONE PRESENT IS IN FAVOR? ANYONE OPPOSED? ANYONE ABSTAINING? OKAY.

JUST CHECKING.

ALRIGHT.

UM, THE LAST, I BELIEVE THIS IS OUR LAST DISCUSSION ITEM BEFORE WE GO ON.

OKAY.

DISCUSSION ITEM IS AUTHORIZED, AUTHORIZED NEGOTIATION AND EXECUTION OF A CONTRACT FOR RADIO FREQUENCY ENGINEERING SUPPORT WITH BOOZE ALLEN HAMILTON FOR A TERM OF FIVE YEARS IN AN AMOUNT NOT TO EXCEED $1,625,000.

UM, IT WAS REVIEWED FOR SUBCONTRACTING OPPORTUNITIES IN ACCORDANCE AND, UM, THERE WERE NO SUBCONTRACTING OPPORTUNITIES.

HOWEVER, I DO KNOW THAT THE CONTRACTOR THEMSELVES IS A, UM, A BROADLY BASED FIRM THAT DOES, UM, BENCHMARK FEDERAL.

UM, WELL I'LL LET YOU SPEAK TO THAT.

DO WE, DO WE HAVE ANYONE HERE TO SPEAK TO? WELL, ACTUALLY LET ME CALL FOR, DO I HAVE A MOTION TO APPROVE OF THIS OR WOULD YOU LIKE WERE THE COM? YES.

MOTION TO APPROVE COMMISSIONER, UH, VICE CHAIR BROCK, AND A SECOND, UH, COMMISSIONER YOUNG.

OKAY.

UM, THANK YOU.

OKAY.

TI YEAH.

UH, SO I'M GONNA PUT ON MY OTHER HAT FOR NOW.

I'M STILL, UH, CHIEF INFORMATION OFFICER AS WELL.

SO, UM, THIS PARTICULAR CONTRACT IS AN ON-CALL AND WE USE THEM WHEN AIRLINES OR OUR OTHER SPECIALTY RADIOS NEED A NEW ANTENNA LOCATION.

THEY COME IN, THEY DO A SURVEY, THEY MAKE SURE THERE'S NO CONFLICT AND FREQUENCY.

SO IT'S VERY, UM, UNIQUE WORK AND IT'S USUALLY GROUND TO GROUND RADIOS.

SO THE AIRLINES WILL COME IN WITH THEIR, UM, NEEDS AND THEN WE'LL MAKE SURE THAT WE CAN FIND A PLACE ON OUR, UH, ROOF SYSTEM FOR THOSE TO, TO WORK.

AND THAT'S WHAT BOOZ ALLEN PROVIDES FOR US.

I HAVE A QUESTION.

I HAVE TWO QUESTIONS.

MM-HMM.

ONE IS THIS, IS THIS AN EXTENSION OF AN EXISTING CONTRACT? IT IS NOT.

WE WENT OUT TO BID.

UM, IT IS THE SAME COMPANY THAT HAS BEEN DOING IT, BUT WE DID GO OUT TO BID, SO IT'S TECHNICALLY NOT AN EXTENSION OF THE SAME CONTRACT, BUT WE'VE BEEN DOING THIS FOR QUITE A WHILE.

IT'S THE SAME CONTRACTOR.

IT'S THE SAME CONTRACTOR THAT, AND, UM, WHAT, I HAD ANOTHER QUESTION, BUT I CANNOT REMEMBER.

UM, WHICH OFFICE IS THIS OUT OF? DO THEY HAVE AN AUSTIN OFFICE? NO, I THINK THEY'RE OUTTA HOUSTON, BUT I'M NOT A HUNDRED PERCENT SURE.

I CAN CHECK ON THAT.

OKAY.

COMMISSIONERS, ANY OTHER QUESTIONS FOR RICK BE REGARDING THIS CONTRACT FOR RADIO FREQUENCY? I DON'T REALLY UNDERSTAND WHAT IT IS, BUT I KNOW IT'S IMPORTANT.

UM, OKAY.

THOSE IN FAVOR, .

OKAY.

AND THAT'S EVERYBODY PRESENT.

COMMISSIONER ANIS, DID I SEE YOUR HAND UP? YES.

OKAY.

THANK YOU ALL.

WOW.

WELL, THE, UM, ACCELERATION WORKING GROUP SHOULD BE VERY HAPPY THAT WE, UH, WE MOVED TO ITEM THREE ITEMS TODAY.

THAT'S GREAT.

OKAY.

UM, WE'RE NOW UP TO

[11. Update from the Acceleration Working Group]

AGENDA ITEM 11, WHICH IS AN UPDATE FROM THE ACCELERATION WORKING GROUP.

DO WE HAVE ANYTHING TO REPORT? WE DO NOT YET MEETING, COMING UP.

HOPE WE HAVE SOMETHING TO REPORT NEXT MONTH.

[01:10:01]

OKAY.

THANK YOU.

I DID, UM, I SHOULD SHARE, I DIDN'T HEAR BACK FROM, UM, I, I DID, I HOPE I SENT IT TO YOU.

I MET WITH THE DIRECTOR LAST WEEK, UM, REGARDING JUST AN UPDATE AND I LEARNED THAT WHAT WE WERE HOPING FOR HAPPENING, WHICH IS EMBEDDING THE PERMITTING TEAMS AT THE AIRPORT IS HAPPENING.

SO, UM, THIS IS VERY GOOD NEWS AND I GUESS WE'LL FORMALIZE IT WHEN GAZILLION BOI IS HERE AND ABLE TO TELL US ABOUT IT OR IF WE MEMORIALIZE IT IN A MEMO OR SOMETHING.

BUT, UM, THOSE THINGS ARE HAPPENING.

SO AUSTIN ENERGY, AUSTIN WATER DEVELOPMENT SERVICES ARE COMING TO THE AIRPORT, FUNDED BY THE AIRPORT IN ORDER TO, I DON'T KNOW IF THAT'S A CONFLICT, BUT IN ORDER TO PROCESS ALL OF THE PERMITS REQUIRED TO, UH, REALIZE THE EXPANSION PROGRAM.

AND YOU DID PROVIDE A VERY GOOD SUMMARY OF THAT DISCUSSION.

SO I'LL, I'LL GET THAT AROUND TO THE COMMISSIONERS.

MY APOLOGIES FOR NOT YET.

WELL, IT IS A PROCESS, SO, OKAY.

AND AGENDA ITEM 12 IS AN UPDATE

[12. Update from the Opportunity Working Group]

FROM THE OPPORTUNITY WORKING GROUP.

THANK YOU ALL FOR YOUR TIME AND YOUR EXPERTISE ON THIS ITEM.

I'M INTERESTED TO HEAR WHAT YOU HAVE TO TELL US TODAY SINCE, UH, WITH GREAT, THANKS TO COMMISSIONER FANG FANG THAT, THAT WE, UM, HAVE MADE SOME FORWARD PROGRESS.

WE'VE DONE ROUGHLY, I, I'D SAY, UH, SEVEN, IF NOT EIGHT INTERVIEWS PRIMARILY, UH, MINORITY OWNED OR, OR LED FIRMS THAT HAVE PARTICIPATED IN THE PROCESS IN ADDITION TO SOME OF THE MORE TRADITIONAL PRIMES.

UM, I BELIEVE WE WILL TAKE ACTION, UH, IN THE FORM OF ONE MORE ROUND OF, OF DATA COLLECTION, UH, WITH MR. EASTERBROOK OFF OFFERING TO INTRODUCE US TO, OR TO SET A MEETING WITH, UH, IS IT SMBR? UM, I THINK THAT MAYBE, WE'LL, WE'LL ACTUALLY EXPAND THAT.

AT LEAST I, I WILL ADVOCATE THAT WE EXPANDED, BUT WE ARE EXPECTING TO PROVIDE A PROPOSAL, A RECOMMENDATION IN THE NEXT MEETING.

AND I THINK WE HAVE, UH, A BASIC OUTLINE OF, OF WHERE WE WANT TO TAKE IT.

SO VERY, VERY EXCITED FOR THIS.

UM, MEMBERS OF YOUR GROUP ARE YOU FF AND, UM, JEREMY HENDRICKS IS PARTICIPATING AS WELL.

UM, HE, HE WAS UNABLE TO ATTEND TODAY'S MEETING.

OKAY.

TODAY'S MEETING, UM, I DO HAVE A, A I WANT TO MAKE SURE, AND THIS IS MAYBE NOT MY EXPERTISE HERE, BUT THAT THE, THE CONTRACTORS, SUBS, PRIMES, PEOPLE YOU'RE TALKING TO DO NOT HAVE ACTIVE PROJECTS UNDER CONSIDERATION RIGHT NOW IN THE BID PROCESS AT THE AIRPORT.

BECAUSE IT IS MY UNDERSTANDING IF THAT'S THE CASE.

OKAY.

I MEAN, NOT THAT I DON'T THINK THERE'S A CONFLICT, BUT I JUST, I THINK THAT THE CITY REQUIRES THAT THAT NOT HAPPEN HAPPEN.

SURE.

YEAH.

NOT, NOT, NOT WITH SENDING THE, UH, ZEALOUS NATURE OF, OF ONE OF OUR INTERVIEWS.

YEAH.

WELL, IT'S ALL MARKETING.

OKAY.

WELL, THANK YOU.

UM, COMMISSIONERS, DO

[FUTURE AGENDA ITEMS]

WE HAVE ANY, UM, FUTURE AGENDA ITEMS, OUTSTANDING FUTURE AGENDA ITEMS THAT, UH, YOU'RE INTERESTED IN OR WOULD LIKE TO DISCUSS? WELL, IT SOUNDS LIKE AS THE, UH, PARKING HAS IS TAKING SHAPE, I STILL THINK IT'S IMPORTANT THAT WE, UM, HAVE SOME, YOU KNOW, INSIDE OR AT LEAST, UH, A CLUE INTO WAYFIND AND, AND RIDESHARE AND HOW THAT'LL BE STRUCTURED.

I KNOW THAT'S, UH, IT'S SAY, UH, A TOPIC THAT'S CLOSE TO MY HEART, BUT, YOU KNOW, ESPECIALLY GIVEN CAPACITY AND AS WE'VE HEARD ABOUT UPDATES WITH F1 AND ALL THE REST, YOU KNOW, EVERYONE IS TAKING RIDESHARE, UH, AND AROUND HOPEFULLY IN BEING SAFE AND DOING SO, BUT IT'LL BECOME A BIGGER PICTURE.

I, I WOULD IMAGINE IN THE FUTURE.

UM, I WOULD SECOND THAT AND REQUEST THAT THERE BE A, A BRIEFING.

I MEAN, THIS IS SOMETHING THAT MOST COMMISSIONERS WILL GET COMMENTS ON PRETTY REGULARLY ABOUT THE SITUATION REGARDING, UH, UH, RIDE HAILING AND, AND TRANSPORTATION ALTERNATIVES.

I ALSO GET ONE BUS IN ONE DIRECTION FROM THE AIRPORT, AND THAT'S IT FOR WHAT WE UNDERSTAND TODAY IS NOW HOW MANY 27,000 DAILY PASSENGERS DEPARTING AUSTIN AIRPORT, PLUS THE FIVE OR 6,000 PEOPLE WHO ARE WORKING THERE EVERY DAY.

AND THERE'S ONLY ONE ALTERNATIVE MEANS OF TRANSPORTATION THAT IS PUBLICLY RUN.

THAT'S, UM, I, I'M, I'M, I'M PUSHING TO DO BETTER THERE.

YEAH.

AND WE APPRECIATE THAT.

UM, YOU MIGHT RECALL, I THINK IT WAS LAST MONTH'S MEETING, YOU ALL ACTUALLY DID A MOTION IN A SECOND ON A VERY SIMILAR TOPIC.

AND SO I'VE COUCHED THAT AS A WAY FINDING ITEM.

WE JUST COULDN'T GET IT ON THIS AGENDA, BUT WE'LL, UH, WORK TO GET THAT TO YOU PRETTY QUICK.

I'M TALKING TO THE PLANNING DIVISION RIGHT NOW, SO WE'LL, WE'LL COME BACK WITH SOMETHING ON WAYFINDING THAT KIND OF DIPS INTO THAT, BUT WE KNOW IT'S IMPORTANT.

THANK YOU.

COMMISSIONERS.

ANY OTHER ITEMS? THIS IS OUR CHANCE.

OKAY.

WELL, ARE THERE ANY ANNOUNCEMENTS FROM ANY OF YOU REGARDING ANYTHING THAT WE NEED TO KNOW ABOUT AS A, AS A BODY HERE? NO.

OKAY.

WELL, UM, UNLESS THERE'S OBJECTION, I'D LIKE TO ADJOURN THIS MEETING.

THANK YOU ALL FOR BEING HERE.

HAPPY VALENTINE'S DAY.

THANK YOU.
