FIRST OFF, WE HAVE, UH, AFTER THIS WONDERFUL CALL TO ORDER, UH, BY YOURS TRULY, UH, I WOULD

LIKE TO CALL FOR PUBLIC COMMUNICATION.

WE HAVE TWO SCHEDULED PUBLIC SPEAKERS TODAY, UH, THAT I'D LIKE TO ASK TO COME FORWARD TO THE DAAS.

UH, MR. DAVID PONTON, EXECUTIVE DIRECTOR OF THE ZUKO THEATER PRODUCTIONS, AS WELL AS LISA MUIR, UH, THE BOARD PRESIDENT OF ZUKI THEATER PRODUCTIONS AS WELL.

WELCOME, UM, GOOD AFTERNOON.

UH, I'M DAVID PONTON, EXECUTIVE DIRECTOR OF ZILKER THEATER PRODUCTIONS, THE NONPROFIT ORGANIZATION BEHIND AUSTIN'S BELOVED ZILKER SUMMER MUSICAL, THE FREE OUTDOOR MUSICAL TRADITION HELD AT THE CITY'S ZILKER HILLSIDE THEATER SINCE 1959.

UH, I'M JOINED TODAY BY LISA MUIR, PRESIDENT OF OUR DEDICATED ALL VOLUNTEER BOARD OF DIRECTORS, AND TODAY WE ADDRESS THE CRITICAL NEED FOR SUSTAINING THIS CHERISHED AUSTIN TRADITION.

LAST YEAR, OVER 44,000 PEOPLE FROM ALL WALKS OF LIFE ENJOYED OUR SIX WEEK PRODUCTION.

THAT'S UP FROM 30,000 THE YEAR BEFORE.

ACCORDING TO OUR AUDIENCE SURVEYS FOR 42%, THE ZILKER SUMMER MUSICAL IS THEIR ONLY LIVE THEATER EXPERIENCE ALL YEAR.

THIS SPEAKS VOLUMES ABOUT THE IMPACT WE HAVE ON THE COMMUNITY.

HOWEVER, DESPITE GROWING AUDIENCE, DEMAND FUNDING IS SHRINKING.

PUBLIC GRANTS, INDIVIDUAL DONATIONS AND CORPORATE SPONSORSHIPS ARE DECLINING, MAKING IT INCREASINGLY DIFFICULT TO MAINTAIN THE QUALITY OF PRODUCTION OUR AUDIENCES DESERVE WHILE KEEPING THE SHOW FREE TO SEE FOR EVERYONE.

SO, PRE PANDEMIC, THE CULTURAL ARTS FUNDING WE RECEIVED HAD STEADILY INCREASED YEAR OVER YEAR, WHICH WAS KEEPING PACE WITH THE COST.

OUR AUDIENCE, UH, UH, ASSOCIATED WITH THE EVENT.

WHEN THE CULTURAL ARTS FUNDING STOPPED DUE TO THE PANDEMIC, ZPT WORKED TIRELESSLY TO KEEP THE FREE TRADITION OF THE SUMMER MUSICAL ALIVE FOR THREE SEASONS WITH NO CITY FUNDS.

WHILE WE ARE INCREDIBLY GRATEFUL THAT THE CITY HAS RESUMED CULTURAL ARTS FUNDING IN THIS MOST RECENT GRANT CYCLE, ZT P'S AWARD FROM THE CITY WAS 70% LESS THAN PRE PANDEMIC.

THIS SIGNIFICANT GAP DIRECTLY IMPACTS THE EIGHT 80 TO A HUNDRED ARTISTS, TECHNICIANS, AND STAFF.

WE CONTRACT EACH SUMMER KEY CONTRIBUTORS TO AUSTIN'S ART ECONOMY.

LIKE MOST EMPLOYERS, OUR GOAL IS TO PAY A LIVING WAGE.

UNFORTUNATELY, CURRENT FUNDING CONSTRAINTS PREVENT US FROM OFFERING ANYTHING CLOSE TO THEIR WORTH.

UH, THE SUMMER MUSICALS VALUE EXTENDS BEYOND ENTERTAINMENT.

IT FOSTERS ARTISTIC TALENT, SERVES AS A VITAL COMMUNITY GATHERING SPACE AND THREATEN, EXCUSE ME, AND STRENGTHENS OUR CULTURAL IDENTITY.

UM, AS AUSTIN GRAPPLES WITH THE LOSS OF SO MANY OF ITS CULTURAL TRADITIONS, MOST RECENTLY BLUES ON THE GREEN, YOUR SUPPORT IS CRUCIAL.

WE URGE YOU TO CONSIDER INCREASING CITY OF AUSTIN CULTURAL ARTS FUNDING FOR THE ZILKER SUMMER MUSICAL AND ZILKER THEATER PRODUCTIONS.

YOUR INVESTMENT WILL ENSURE THAT THIS FREE, UNIQUELY AUSTIN TRADITION CONTINUES FOR GENERATIONS TO COME.

UH, THANK YOU FOR YOUR TIME AND CONSIDERATION.

IT'S A NEW SETUP.

UM, WE'VE HAD A NUMBER OF SPEAKERS COME FROM DIFFERENT CULTURAL ARCH PROGRAMS OVER THE YEAR, UH, THE LAST YEAR OR SO, COMMENTING ON THE SHIFT IN SOME OF THE FUNDING THAT THE, THE CITY'S CULTURAL ARTS PROGRAM HAS.

AND I'M, I, I, I GREW UP IN AUSTIN.

I REMEMBER GOING TO YOUR PRODUCTIONS AS A LITTLE KID, UH, AND IT WAS ALWAYS REALLY STRIKING TO ME, YOU KNOW, THE PEOPLE FROM ALL OVER TOWN COME TO THIS FREE THEATER.

UM, AND IT WAS AN INTERESTING PLACE TO WATCH ACTORS AND, UH, YOU KNOW, IT, IT WAS, IT REFLECTED THE DIVERSITY OF THE TOWN.

AND I'M WONDERING IF, IF THOSE SORT OF CONSIDERATIONS ARE PART OF THE CITY'S FUNDING DECISION ON, ON THE CULTURAL ARTS FUNDING THAT COMES TO YOU, OR, UM, BECAUSE WE'VE HAD A NUMBER OF PEOPLE COME TALK TO US AND SAY, WOW, EVERYTHING KIND OF CHANGED, AND THERE'S A NEW REGIME OF CRITERIA.

UM, IT FOCUSES ON WHO'S ON THE BOARD, UM, AND A LOT OF OTHER CRITERIA THAT THAT KIND OF CAUGHT A LOT OF GROUPS BY SURPRISE.

AND I DON'T KNOW IF YOU HAVE ANY SENSE OF, OF LIKE WHO YOUR AUDIENCE IS AND HOW THAT REFLECTS THE DIVERSITY OF AUSTIN OR WHO YOUR ACTORS ARE.

THESE ARE FACTORS THAT SEEM LIKE THEY OUGHT TO BE CONSIDERED BY THE CITY, BUT I CAN'T TELL 'CAUSE I DON'T KNOW HOW THE DECISIONS ARE MADE.

WHAT, WHAT, WHAT THOSE FACTORS ARE IN TERMS OF FUNDING DECISIONS WITH, WITH CULTURAL ARTS LENDING.

YES.

IT'S OUR UNDERSTANDING THAT, UM, WHO WAS CONSIDERED FOR CONSIDERATION, UM, WHOSE APPLICATIONS ACTUALLY GOT READ WERE BASED ON THE, UH, DIVERSITY MAKEUP OF WHO HAS DECISION MAKING POWER IN YOUR ORGANIZATION.

UM, IT'S NOT INDICATIVE OF THE TYPE OF, UH, PEOPLE THAT YOU EMPLOY.

SO ALL OF THE ACTORS THAT WE'RE PUTTING ON STAGE, THE

VOLUNTEERS THAT WE HAVE, THE ENTIRE ORGANIZATION AS A WHOLE AND HOW WE HIRE, UM, I WILL SAY THAT SINCE 2022, WE HAVE IMP WE HAVE VOTED IN A LATINA BOARD PRESIDENT TO OUR BOARD OF DIRECTORS AND HIRED AN EXECUTIVE DIRECTOR WHO IDENTIFIES AS LGBTQ PLUS.

UM, WITH THE REMAINDERS BEING ONE-OFFS.

THESE ARE ALL ACCORDING TO AUDIENCE SURVEYS THAT WE PUT OUT, UM, IN OUR, IN OUR PROGRAMS INTERMISSION THAT PEOPLE FILL OUT AND SUBMIT TO US.

THOSE QUESTIONS WERE NOT ASKED BECAUSE THE CRITERIA DID NOT INCLUDE AUDIENCE DID NOT INCLUDE OUR, SINCE WE ONLY DO ONE SHOW A YEAR, IT IS SEASONAL.

SO THE RED RIVER CULTURAL DISTRICT IS A 5 0 1 C3.

UM, WE WERE FORMED OUT OF A CALL TO ACTION IN 2015 WHEN SEVERAL, UM, LIVE MUSIC VENUES CLOSED IN THE RED RIVER CULTURAL DISTRICT.

UM, OUR GOAL IS REALLY TO PROVIDE A COMMUNITY THAT PROVIDES EXPERIENCES, UM, OF DIVERSE LOCAL MUSIC, ART, AND FOOD FOR EVERY FAN AND GUEST.

UM, IT'S DEFINITELY A MAJOR TOURIST DESTINATION FOR BOTH, UM, FOLKS THAT ARE COMING STATEWIDE, BUT ALSO BEYOND.

UM, RECENTLY OUR MISSION, MISSION HAS KIND OF GONE BEYOND THAT BECAUSE IN AN EVER-CHANGING AUSTIN, OUR NONPROFIT REALLY FINDS OURSELVES AT THE HELM OF TRYING TO FIGURE OUT HOW TO GROW, UM, AND PRESERVE WHAT RED RIVER HAS TO OFTEN, UM, OFFER, UM, AS A COMMUNITY ROOTED IN ARTISTS AND MUSICIANS, PERFORMERS, MUSIC VENUES, AND CULTURAL INSTITUTIONS.

UM, WE FEEL THAT THIS DISTRICT REALLY EMBODIES KIND OF THE HEART AND SOUL OF AUSTIN.

UM, THE DISTRICT WAS DESIGNATED AS A STATE CULTURAL DISTRICT DESIGNATION IN 2020 BY THE TEXAS COMMISSION OF THE ARTS.

AND THEN WE BECAME A LOCAL CULTURAL DISTRICT IN, UM, 2013

SO, AS I SAID BEFORE, IT'S OVER A DOZEN INDEPENDENT LIVE MUSIC VENUES.

UM, WE SUPPORT THOUSANDS OF LOCAL MUSICIANS AND PERFORMERS ANNUALLY THROUGH DIRECT SUPPORT THROUGH OUR ORGANIZATION.

UM, THIS AREA SPECIFICALLY PROVIDES OVER A THOUSAND MUSIC AND SERVICE INDUSTRY JOBS.

UM, OUR DISTRICT IS TRULY THE BACKBONE TO MAJOR TOURISM AND ECONOMIC GENERATORS LIKE SOUTH BY SOUTHWEST, ACL LEVITATION, OVIA ACCESS, AND THE GERMAN TEXAN HERITAGE SOCIETY NOT ONLY HONORS AN OCTOBER FEST, BUT ALSO A MAY FEST.

UM, AND THEY'RE LOOKING AT MORE INTERNATIONAL, UM, GERMAN DELEGATIONS THAT ARE ACTUALLY COMING INTO THE DISTRICT AND EXPERIENCING WHAT ALL THEY HAVE TO OFFER.

WE REALLY HAVE SERVED AGAIN AT THE FOREFRONT IN LEADERSHIP FOR ADVOCACY, UM, ON AUSTIN'S LIVE MUSIC ECOSYSTEM AT THE LOCAL, STATE AND FEDERAL POLICY LEVEL.

UM, THIS HAS INCLUDED STUFF THAT OCCURRED DURING THE PANDEMIC WITH SAVE OUR STAGES.

UM, WE ARE A CREATIVE ECONOMY HUB FOR PHOTOGRAPHERS, VIDEO PRODUCTIONS, DESIGNERS, AND FASHION.

SO NOT JUST FOLKS THAT ARE ON THE STAGE, BUT THERE ARE SO MANY OTHER FOLKS THAT ARE BEHIND THE SCENES THAT COME THROUGH NATIONAL TOURING ACTS.

UM, WE ARE A DESTINATION FOR LOCAL AND TEXAS BASED MUSIC HERITAGE, UM, AND IMPORTANTLY INDUSTRY DEVELOPMENT INCUBATOR.

SO WHEN WE THINK ABOUT OUR MUSICIANS, WE KNOW OF, UM, MUSICIANS THAT STARTED OUT AT A VERY SMALL STAGE AND HAVE WORKED THEIR WAYS UP TO LARGER STAGES AND MANY THAT HAVE SEEN THEIR FACES ON AN ACL LIVE STAGE, AS WELL AS GOING ON TO A NATIONAL TOUR OR INTERNATIONAL TOUR.

SOME OTHER STUFF THAT OUR ORGANIZATION HAS DONE IS WE DID PROVIDE OVER 200,000 IN DIRECT PANDEMIC RELIEF TO MUSIC AND SERVICING INDUSTRY WORKERS.

WHEN VENUES WERE CLOSED, WE KNEW WE NEEDED TO STEP IN AND SUPPORT FOLKS.

UM, WE'VE BEEN AN ADVOCATE FOR OVER A MILLION AND A HALF DOLLARS IN, IN PUBLIC KIND OF CURB APPEAL IMPROVEMENTS, AND AGAIN, LOOKING AT THAT ADVOCACY AND EDUCATION AROUND LIVE MUSIC.

TWO OF THE BIGGEST EVENTS THAT WE HOST EVERY YEAR ARE OUR FREE MUSIC FESTIVALS.

UM, THESE ARE THREE DAY EVENTS, UM, THAT ARE REALLY DEDICATED TO THE TWO SLOWER, UM, MONTHS OF THE YEAR, WHICH ARE JANUARY AND JULY.

AND THOSE ARE FREE WEEK AND HOT SUMMER NIGHTS.

UM, WE PROVIDE THROUGH DONORS, SPONSORSHIPS, UM, AND DIRECT PAYMENTS, UM, TO OVER TWO 300 MUSICIANS PLUS, UM, OVER THREE DAYS.

AND WE AVERAGE 15,000 ATTENDEES DURING THESE FESTIVAL WEEKENDS.

UM, OUR MARKETING FOR THIS STRETCHES BEYOND LOCAL.

UM, AND WE DO TAP INTO MARKETING AT IN HOUSTON, DALLAS, SAN ANTONIO.

AND AS FAR AS EL PASO, UM, WE DO HAVE SOME BAND MEMBERS FOR SOME OF THE BANDS THAT HAVE RELOCATED, AND THEY ALSO COME IN FOR THOSE SHOWS.

THE GREAT THING ABOUT THIS IS THAT 15 TO 25% OF FIRST TIME PERFORMERS ARE ACTUALLY COMING IN.

SO WE ARE SEEING NEW MUSICIANS, UM, CURATING OUR STAGES DURING THESE EVENTS.

THESE EVENTS ALSO PROVIDE US AN OPPORTUNITY TO WORK WITH HOTELS IN THE AREA TO CREATE EITHER A STAYCATION OR A, UM, VACATION TO, UM, AUSTIN TO OUR FESTIVALS FOR THESE THREE DAYS.

UM, SO WE'VE BEEN PARTNERSHIP WITH SOME OF THE HOTELS THAT ARE LOCATED IN OUR DISTRICT.

THESE ARE JUST SOME OF THE STATISTICS FROM OUR HOT SUMMER NIGHTS EVENT, WHICH WAS LAST IN JULY.

IT WAS ONE OF OUR LARGEST HOT SUMMER NIGHTS.

WE DID SOME PROGRAMMING ON SUNDAY.

YOU SEE SOME OF THE COMMUNITY PARTNERS THAT WE WORK WITH.

UM, AND ALSO JUST OUR BASE OF KIND OF MEDIA IMPRESSIONS, UM, AND HOW FAR THAT REACH ACTUALLY GOES.

UM, SO REALLY THINKING ABOUT HOW THIS HAS AN, HOW THESE EVENTS HAVE AN IMPACT ON OUR LOCAL ECONOMY.

THEY'RE BRINGING FOLKS TO AUSTIN TO EXPERIENCE THIS, UM, AND BEYOND.

SO WHY WE'RE HERE TODAY IS REALLY TO ONE, GIVE YOU AN OVERVIEW OF WHO WE ARE AS AN ORGANIZATION, UM, BUT ALSO TO TALK A LITTLE BIT ABOUT SOME OF THE HORIZON ISSUES THAT ARE FACING THIS VERY IMPORTANT DISTRICT.

UM, AS YOU HEARD FROM THE FOLKS FROM ZILKER, WE ALSO, UM, APPLIED FOR THE CITY OF AUSTIN'S HOT FUNDED PROGRAM THROUGH ELEVATE AND DID NOT RECEIVE THAT FUNDING.

UM, WE ARE LOOKING AT OTHER WAYS FOR FUNDING OUR, UM, ORGANIZATIONAL EFFORTS, BUT ALSO, UM, OUR EVENTS IN GENERAL.

UM, SOME OF THE BIGGEST ISSUES THAT ARE IMPACTING, UM, OUR DISTRICT RIGHT NOW IS THAT THE GENERAL AND LIQUOR LIABILITY INSURANCE INCREASES FOR MUSIC VENUES HAVE GONE UP 400 TO 500%.

SO WHILE VENUES ARE ALREADY, UM, TAGGED WITH HIGHER RENTS AND TAXES, WE'RE ALSO DEALING WITH INCREASING COST OF OPERATION.

WE'VE GOT THE LIVE MUSIC FUND, WHICH IS A GRANT PROGRAM, UM, THAT WE ARE CROSSING OUR FINGERS OVER THE NEXT MONTH.

UM,

OUR, OUR, OUR LIVE OUR MUSIC COMMISSION, UM, GUARANTEES SOME FUNDING, UM, TO THE MUSIC COMMUNITY VENUES 'CAUSE THAT REALLY IS THE BACKBONE HERE TO THE INDUSTRY.

UM, WITH SO MANY VENUES IN RED RIVER, UM, SOME OF THAT PROGRAM AT PROGRAMMATIC AND GRANT FUNDING WOULD REALLY BE BENEFICIAL.

SOME OF THE THINGS YOU MAY HAVE HEARD IN THE NEWS IS, UM, STREAM REALTY HAS PURCHASED UP A LOT OF PROPERTIES ALONG SIXTH STREET AND RED RIVER.

SO WE'RE REALLY FOCUSED ON WHAT DOES THAT LOOK LIKE? WHAT IS OUR PRESERVATION TACTICS, WHAT ARE OUR EVOLUTION TACTICS TO MAKE SURE THAT WE DON'T LOSE, UM, WHAT WE HAVE TO OFFER.

AND PARTICULARLY AS IT RELATES TO THE MUSIC ECONOMY AND HOW THAT GOES ON TO GENERATE HOTEL OCCUPANCY TAX FOR THIS COMMUNITY, AS WELL AS ADDITIONAL BENEFITS RELATED TO TOURISM.

THE CONVENTION CENTER IS CLOSING FOR, UM, UH, CONSTRUCTION.

SO WE THINK ABOUT, YOU KNOW, WHERE DOES SOUTH BY SOUTHWEST GO WITH SO MANY OF OUR VENUES BEING HOME-BASED FOR THAT.

UH, WATERLOO GREENWAY CONSERVANCY WILL BE DOING CONSTRUCTION, WHICH WAS ALSO MAY HAVE IMPACT ON THE VENUES.

UM, THINKING THROUGH SOME OTHER THINGS IS ALSO IMPACTS REGARDING THE MEDICAL DISTRICT CAMPUS ON RED RIVER PROJECT CONNECT I 35 CAP AND STITCH.

UM, THERE IS THE FIFTH STREET MEXICAN AMERICAN HERITAGE CORRIDOR AND THE AFRICAN AMERICAN CULTURAL HERITAGE DISTRICT, WHICH CURRENTLY RECEIVE A CITY ALLOCATION OF FUNDING.

UM, SO WE ARE ASKING THAT, UM, RED RIVER CULTURAL DISTRICT, UM, RECEIVE GAP FUNDING UNTIL FURTHER WORK IS PRESENTED TO CITY COUNCIL ON INITIATE ON AN INITIATIVE THAT WAS PROVIDED TO CITY COUNCIL TO CREATE A DISTRICT POLICY FRAMEWORK WHERE ALL DISTRICTS COULD THEN RECEIVE THE SAME SUITE OF SERVICES.

UM, THE MUSIC COMMISSION SUPPORTED, UM, UNANIMOUSLY THIS REQUEST AND WE'VE BEEN ACTIVELY WORKING WITH CITY COUNCIL TO ALSO, UM, FIND SOME FUNDING FOR OUR ORGANIZATION TO CONTINUE THE GOOD WORK THAT WE DO.

THE EXHIBIT PREMIERES AT THE LBJ LIBRARY, UM, OPENING THIS SATURDAY, UM, THE 17TH.

AND WE'LL RUN THROUGH AUGUST 11TH, 2024.

AND EACH OF THESE ARE GONNA DRAW FOLKS, AS YOU ALL KNOW, RIGHT? BECAUSE THEY'RE GONNA DRAW FOLKS FROM AROUND THE MSA WITHIN THE STATE NATIONAL AUDIENCES AND INTERNATIONAL AUDIENCES IN EACH OF THESE EVENTS.

UH, AND ONGOING, UM, UM, FESTIVALS AND, AND RACE WEEKS SEE CONTRIBUTIONS TO SALES AND USE TAX, RENTAL CAR TITLE, VABC, MIXED BEV, AND OF COURSE, UH, HOTEL TAXES.

SOME OF THE WAYS THAT WE CAPTURE THAT JUST TO BE AS TRANSPARENT AS POSSIBLE, IS WE'LL RELY ON SURVEY DATA FROM ATTENDEES.

WE'LL RELY ON CLIENTS PROVIDING SOME OF THEIR EXPENSES TO PUT ON THESE EVENTS.

AND IF THEY'RE HOSTING PEOPLE IN HOTELS, THAT DEFINITELY, UH, CONTRIBUTES TO THE HOT TAXES.

BUT FOR EACH OF THESE, WE'RE GONNA USE AN INDUSTRY STANDARD MODEL CALLED THE IMPLANT MODEL.

AND WE BREAK IT OUT INTO A COUPLE OF COMPONENT PIECES, LOOKING AT EVENT OPERATIONS AND ATTENDEE EXPENDITURES.

WE PUT THOSE TOGETHER, WE RUN THEM THROUGH OUR MODEL, AND THAT GIVES US OUR TOTAL ECONOMIC OUTPUTS.

WE CAN CAPTURE THOSE AT THE DIRECT LEVEL.

YOU KNOW, X AMOUNT OF DOLLARS WAS SPENT ON A HOTEL THAT NIGHT OF THE EVENTS INDIRECT, WHICH WILL INCLUDE INCREASED SALES, UH, INCOMES AND JOBS AND BUSINESS SECTORS THAT SUPPORT OR SUPPLY THE EVENT.

SO WE HIRE A FENCING COMPANY, UH, AT IL OR DURING ACL, AND THEN INDUCED IMPACTS.

SO THOSE INCREASES IN HOUSEHOLD SPENDING AS A RESULT OF THOSE INDIRECT PURCHASES SO THAT FENCING COMPANIES EMPLOYEES GET TO GO OUT AND, UH, SPEND MORE MONEY LOCALLY IN THE ECONOMY, WHETHER THAT'S TO, UH, RESTAURANTS OR BUYING MORE FOR THEIR, UH, LOVED ONES ON VALENTINE'S DAY.

WE SEE THOSE RIPPLES THROUGHOUT THE ECONOMY.

UH, SO JUST A LITTLE BIT ABOUT OUR METHODOLOGY AND TO ACKNOWLEDGE THAT THIS METHODOLOGY IS NOT 100%, UH, CAPTURING ALL OF THE SPENDING THAT TAKES PLACE.

WE'RE RELIANT ON SURVEYS AND THE RESPONSES THAT WE GET ON THOSE SURVEYS.

UM, SO THERE, THERE MIGHT BE PARTS THAT, UM, ARE GOING UNCAPTURED AT LEAST AS WE REPORT THEM, BUT I WANTED TO GIVE A SENSE OF WHAT SOME OF THESE LARGE EVENTS ARE DOING IN TERMS OF HOTEL TAXES, IN TERMS OF RANGES, BECAUSE, UH, ALL OF THESE DIFFERENT EVENTS, UH, HAVE DIFFERENT LENGTH OF STAY ATTACHED TO THEM.

SO WHEN WE LOOK AT A MULTI-DAY MUSIC EVENT IN, UH, AND AROUND THE MSA, THOSE HOTEL TAX RANGES, SO THE HOT TAX COLLECTED, IT'S ANYWHERE FROM 520 5K TO TWO AND A HALF MILLION DOLLARS.

WHEN WE LOOK AT MULTI-DAY RACE EVENTS, AGAIN, IN AND AROUND THE MSA, AND THEN LOOKING AT SOME OTHER EVENTS AS WELL, WE'RE SEEING A HOT TAX IN THE NEIGHBORHOOD OF 350,000 TO 3.5 MILLION.

UH, UNIVERSITY OF TEXAS ATHLETICS, WHICH OF COURSE THIS IS A DIFFERENT ANIMAL ALTOGETHER RUNNING, UH, MUCH MORE CONSISTENTLY ACROSS THE CALENDAR YEAR.

UH, WE'LL SEE THAT RANGE ANYWHERE FROM 550,000 TO 4.4 MILLION.

AND AS WE'RE GEARING UP FOR SOUTH BY SOUTHWEST, AGAIN, A SLIGHTLY DIFFERENT LENGTH OF STAY FOR THAT GOING ON FOR A COUPLE OF WEEKS.

UH, WE'RE SEEING THAT HOTEL RANGE IN SOMEWHERE IN THE 1.1 TO 1.9 MILLION, UH, DOLLAR RANGE.

AND AS I MENTIONED BEFORE IN THE METHODOLOGY, THERE ARE RIPPLES THROUGHOUT THE ECONOMY, NOT ONLY DIRECT, INDIRECT AND INDUCED, UH, RIPPLES, BUT ALSO ACROSS SECTORS.

SO WHEN WE SEE THAT PEOPLE ARE STAYING IN HOTELS, WE KNOW PRETTY DARN QUICKLY THAT WE'RE GONNA SEE A BUMP UP IN FOOD AND BEVERAGE, OTHER NON-EVENT ENTERTAINMENT, GROUND TRANSPORTATION, AND MORE MERCHANDISE AND SHOPPING OPPORTUNITIES.

AND WE UNDERSTAND ALL OF THAT.

HOW CAN WE PIGGYBACK, THOUGH, ON THIS LENGTH OF STAY? UH, AND THIS IS

REALLY WHAT INTRIGUING ME AND MY TEAM IS WE'RE TRYING TO FIGURE OUT HOW DO WE INCREASE THIS LENGTH OF STAY RIGHT NOW WITH A LOT OF THE EVENTS THAT WE COVER PERSONALLY.

UH, THE LENGTH OF STAY IS ANYWHERE FROM 3.2 TO 3.7 DAYS.

AND THIS GETS US THINKING, HOW DO WE ENCOURAGE AN EXTRA DAY IF WE CAN BUMP THAT TO FOUR TO FOUR AND A HALF DAYS, EVEN GET 'EM ONE MORE NIGHT IN A HOTEL? WE'RE GONNA TALK ABOUT A LOT MORE HOT TAX GENERATION, AND HOW DO WE GET THIS TO WORK IN CONCERT WITH SOME OF THE OTHER, UH, PHENOMENAL OPPORTUNITIES AND ACTIVITIES AND EXPERIENCES IN AUSTIN.

UH, AND THIS LEADS US DOWN THIS PATH OF NICHE TOUR.

HOW DO WE GET, UH, MORE SPECIALIZED INTERESTS, PREFERENCES, CATERING TO SPECIFIC SEGMENTS OF TRAVELERS SEEKING MORE UNIQUE EXPERIENCES? UM, THERE ARE MANY DIFFERENT TYPES OF NICHE TOURISTS OUT THERE.

I JUST WANTED TO FOCUS ON A FEW HERE.

ECOTOURISM IN LINE WITH, UH, SOME OF THE ETHOS OF MANY IN AUSTIN AROUND THE AREA, BEING GOOD STEWARDS OF THE ENVIRONMENT, UH, FOCUSED ON THAT RESPONSIBLE TRAVEL, NATURAL AREAS, CONSERVATION OF THE ENVIRONMENT, UH, AND SUSTAINING THE WELLBEING OF LOCAL COMMUNITIES, UH, AND BUILDING INTO THAT EDUCATIONAL EXPERIENCES.

THE WELLNESS TOURISM, UH, NICHE IS FOCUSED ON PROMOTING HEALTH, RELAXATION, HOLISTIC WELLBEING.

AND AS I WAS THINKING ABOUT THE ATTENDEES FROM SAY, F1 OR ACL, AFTER AN EXHAUSTING WEEK, WELLNESS ONE TO THE END OF THAT MIGHT BE A WELCOME, UH, ADDITION FOR A LOT OF FOLKS, UH, TO KIND OF DECOMPRESS OR MAYBE EVEN SOME OF THE FOLKS WORKING EVENTS, UH, TO HAVE A LITTLE BIT OF WELLNESS TOURISM RIGHT AFTER THOSE EVENTS CONCLUDE.

THERE'S ALSO, AS WE ALL KNOW, OR AT LEAST MY WAISTLINE KNOWS, A A, A GROWING, UH, CULINARY, UH, TOURISM SCENE TO BE HAD HERE IN AND AROUND THE CITY.

UH, AND DESIGNATING, YOU KNOW, DIFFERENT TYPES OF TOURS AROUND FOOD, UH, THE EXPLOSION OF FOOD-BASED TRAVEL SHOWS.

UH, SOMEBODY FEED PHIL COMES TO MIND VISITING THE DIFFERENT TAQUERIAS AND OTHER RESTAURANTS AROUND THE CITY AT LOCAL FOOD CULTURES, CULINARY TRADITIONS, AND, AND SOME GASTRO SPECIALTIES OF AUSTIN.

AND THIS CAN RANGE FROM FOOD TOURS, COOKING CLASSES, FARMER'S MARKETS, WINE TASTING, BEER TASTINGS, ET CETERA.

YOU KNOW, OUR SPIRITS SCENE IS, IS GROWING AND GAINING REPUTATION VERY QUICKLY AS WELL.

THEY'RE NOT EXTENDING IT HERE, BUT THEY'RE STARTING HERE AND THEY'RE EXTENDING IT IN THE STATES.

AND PROBABLY SOME COMMENTARY ABOUT THE DIFFERENCE BETWEEN A DOMESTIC, YOU KNOW, HERE VERSUS INTERNATIONAL AND WHAT THAT MIGHT MEAN.

UM, IS THAT AN ACCURATE NUMBER OR DO YOU THINK IT'S, IT'S A, UH, GREATER NUMBER THAN THIS BASED ON, UM, ALL THE, YOU KNOW, ECONOMIC STUDIES THAT, UH, YOU ALL PERFORM ON THE VARIOUS EVENTS? AND IS THIS JUST THE FIVE TAXES OR IS THE 8.2 BILLION

UH, AND SO WE GO FROM A SOLO TOURIST TO A FAMILY TOURIST WHERE IF IT'S F1, THE ENTIRE FAMILY'S COMING AND MAYBE MOM OR DAD IS AT THE RACE, BUT THE REST OF THE FAMILY IS DOING SOMETHING ELSE, TAKING ADVANTAGE OF BARTON SPRINGS, UH, BECAUSE THEY MIGHT BE COMING FROM MICHIGAN AND IT'S SNOWING ALREADY, AND THEY CAN GO SWIMMING OUTSIDE AND THINK THAT'S A FANTASTIC THING.

UH, AND THEN THEY GET TO EAT AT RESTAURANTS AND SUPPORT EVERY ASPECT OF AUSTIN'S ECONOMY AND NOT JUST THOSE REALLY SPECIFIC PARTS THAT ARE MAYBE CONNECTED TO A RACE OR A MUSIC FESTIVAL.

SO THAT'S, THAT'S WHY I SEE THESE HUGE EVENTS AS THE PLACES WHERE WE NEED TO START AND REALLY MAKE SURE THAT THEY'RE WELL SUPPORTED BECAUSE THEY CAN SERVE AS A LAUNCHING PAD FOR OTHER THINGS THAT WE WANNA ACCOMPLISH IN THE CITY AND MAKE SURE THAT THE ENTIRE TOURIST ECOSYSTEM IS REALLY ROBUST AND, AND AND STRONG FOR THE FUTURE.

WHEREAS S ST'S OPERATE IN AUSTIN LEADING TO LOST REVENUE FROM HOTEL OCCUPANCY TAXES, PERMIT FEES, AND INDIRECT COSTS, SUCH AS INCREASED ENFORCEMENT AND STRAIN ON CITY INFRASTRUCTURE.

WHEREAS UNRELIABLE DATA HINDERS ACCURATE ESTIMATES OF THE LOST TAX REVENUE AND POSES RISKS RELATED TO INACCURATE PROPERTY INFORMATION HOSTS, BACKGROUND CHECKS AND HEALTH HAZARDS.

AND WHEREAS LEGAL LIMITATIONS SUCH AS THE SARI VERSUS CITY OF AUSTIN CASE RESTRICT THE CITY'S ABILITY TO DIRECTLY ELIMINATE TYPE TWO SDR LICENSES.

UH, IT WOULD BE GREAT TO ALSO HAVE A SENSE OF, YOU KNOW, WHEN WE COLLECT THIS REVENUE, HOW IS IT BEING SPENT? AND WE'VE ACTUALLY HAD PRESENTATIONS FROM THE CITY IN THE PAST WITH REGARD TO THIS.

UM, BUT, YOU KNOW, I THINK AN UPDATE ON THIS WOULD BE, UH, IN, IN DUE TIME AT THIS POINT, THAT WOULD BE ALMOST A YEAR SINCE OUR LAST PRESENTATION WITH REGARD TO THE SPENDING OF THE HOT TAX, UH, WITH POTENTIAL SPEAKERS, AGAIN, BEING THE CITY OF AUSTIN, UM, CFO, UH, ECONOMIC DEVELOPMENT DEPARTMENT, UM, AND, UH, SOME PRESENTERS THAT COULD COME AND SPEAK TO, UH, THE IMPACTS OF THE HOT TAX COMMISSIONER.

IN ADDITION TO, UH, OTHER SPEAKERS THAT TAKE A LOOK MORE BROADLY AT THE CULTURAL VITALITY OF DOWNTOWN AUSTIN, INCLUDING THE DOWNTOWN AUSTIN ALLIANCE, UH, PRESERVATION AUSTIN, WHEN IT COMES TO THOSE HISTORIC DISTRICTS.

AND I WANTED TO MENTION WHEN WE'RE TALKING ABOUT THE MUSIC MAKERS AND, AND THINKING ABOUT EVENT PROMOTERS, DEPENDING ON HOW WE SHAPE THE CONVERSATION, WHEN YOU THINK ABOUT C3, WHICH IS ONE OF THE COUNTRY'S BIGGEST FESTIVAL PROMOTERS, PERIOD, THEY JUST HAPPEN TO BE HERE TO SCOPE BEYOND THINGS LIKE ACL, WHICH WE'VE TALKED ABOUT EXTENSIVELY.

I MEAN, PEOPLE ARE GETTING INTO THE FESTIVAL BUSINESS FOR A REASON, AND THEY'RE, AND THEY'RE, AND THEY'RE DEVELOPING THESE BECAUSE OF THE ECONOMIC IMPACT AND TOURISM.

SO I THINK STEPPING OUTSIDE OF AUSTIN AND GETTING SOME OUTSIDE PERSPECTIVES WHERE, WHERE WE CAN, THAT CAN ONLY ENRICH WHAT WE HAVE HERE.

NO, UM, AND I THINK, SO FOR NEXT STEPS, OBVIOUSLY THE RECOMMENDATION WILL GO TO COUNCIL.

UH, WITH US TODAY WHO IS GOING TO GIVE AN, UH, AN UPDATE FROM THE PARKS AND ENVIRONMENTAL WORKING GROUP AND CAN GIVE US SOME BACKGROUND AS TO, UM, THIS WORK GROUP AND HOW IT WAS, UH, ESTABLISHED AND ITS WORK, UM, MOVING FORWARD.

UM, IN GENERAL, WORKING GROUPS ARE SHORT LIVED.

WE HAVE THIS WORKING GROUP THAT WAS SET UP TO ADDRESS FOUR TOPICS, TWO OF WHICH WE'VE ALREADY COMPLETED, AND WE HOPE TO COME TO THE TOURISM COMMISSION WITH A RECOMMENDATION ON THE THIRD TOPIC THAT WAS IDENTIFIED REGARDING FUNDING OPPORTUNITIES THAT COULD BENEFIT OUR PARKS IN OUR ENVIRONMENTAL SPACE.

UH, THERE'S ACTUALLY A FOURTH TOPIC THAT THAT WORKING GROUP WAS ASSIGNED, WHICH NO ONE HAS REALLY TAKEN UP YET.

I CAN'T REMEMBER EXACTLY WHAT IT RELATES TO, BUT IT'S ABOUT THE PALM DISTRICT PARK.

BUT, UM, AS FAR AS NEXT STEPS FOR THAT WORKING GROUP, WE DO HOPE TO COME TO THE COMMISSION FOR THE NEXT, UH, MEETING WITH OUR RECOMMENDATIONS FOR CONSIDERATION.
