[CALL TO ORDER]

[APPROVAL OF MINUTES]

[2. January 2024 Financial Results presented by Rajeev Thomas, Chief Financial Officer]

[00:01:26]

UM, FOR PASSENGER TRAFFIC.

UM, THE UNEMPLOYMENTS WERE DOWN ABOUT 2% FOR JANUARY VERSUS THE PRIOR YEAR, AND, UH, THE LANDED WEIGHTS WERE DOWN ABOUT 7%.

UH, THIS WAS REALLY DUE TO THE, THE DIFFERENCE IN AMERICAN AIRLINES, UH, FLIGHTS, UH, THAT, UH, THE SCHEDULE, UH, DECREASES IN THOSE FLIGHTS.

BUT OVERALL, UM, IN TERMS OF, UM, AIRLINE REVENUES, YEAR OVER YEAR, AIRLINE REVENUES WERE STILL UP ABOUT 19%, MOSTLY DRIVEN BY TERMINAL RENTAL RATES.

UH, WE HAD A CATCH UP ON, UH, ONE OF THE AGREEMENTS FROM ALL THE WAY BACK TO NOVEMBER 1ST.

SO YOU'LL SEE THAT THE TERMINAL RENTAL RATES INCREASED ABOUT 30%, UH, VERSUS JANUARY, 2023.

LANDING FEES ARE ABOUT UP ABOUT 2.3% IN TERMS OF REVENUE.

UH, EVEN THOUGH IT DECLINED THE, THE RATES ARE UP VERSUS THE PRIOR YEAR.

SO THAT'S WHY YOU'RE SEEING THE 2.3% INCREASE ON THE, ON THE LANDING FEE REVENUE.

AND OVERALL OPERATING REVENUE IS ABOUT 14.5% HIGHER THAN THE PRIOR YEAR OR $2.9 MILLION HIGHER.

UM, OPERATING EXPENSES IS ABOUT 2.8 OR $2.9 MILLION WORSE THAN PRIOR YEAR, ABOUT 32% HIGHER, UH, VERSUS BUDGET.

WE ARE NOW ABOUT TWO AND A 2.6 MILLION OVER BUDGET ON OPERATING EXPENSES.

AND, UH, BUT STILL ON A NET INCOME BASIS, UM, BECAUSE THE REVENUES ARE EXCEEDING THE BUDGET BY $9 MILLION, WE ARE STILL ABOUT 6.6 MILLION HIGHER THAN BUDGET.

ON THE NET INCOME ON THE OPERATING EXPENSE SIDE, UM, YOU WILL SEE UNFAVORABLE VARIANCE FOR THE MONTH OF FEBRUARY, AND IN STARTING IN MARCH, IT WILL START TO MODERATE TO WHAT OUR BUDGETED EXPECTATIONS ARE.

UH, PART OF THE REASON FOR THE, THE INCREASE IN OPERATING EXPENSES VERSUS BUDGET IS BECAUSE OF THE PERSONNEL.

WE HAVE ABOUT 126 MORE FTES THAN PRIOR YEAR.

THAT'S INCLUDING TEMPORARY AND FULL-TIME, AND THAT IS HIGHER THAN WHAT WE HAD BUDGETED.

AND, UM, SO THAT'S, UH, CAUSING THE UNFAVORABLE, UH, EXPENSE VERSUS BUDGET COMMISSIONERS.

DO YOU HAVE ANY QUESTIONS? UM, HOW DO YOU ANTICIPATE THE REST OF THE FISCAL YEAR LOOKING? THE, THE REVENUES WILL CONTINUE TO EXCEED OUR, OUR BUDGET, EXPECT EXPECTATIONS.

OPERATING EXPENSES WILL PLATEAU AT ABOUT $4 MILLION, UM, OVER WHAT WE BUDGETED.

AND YOU'LL SEE THAT MODERATING ONCE YOU GET INTO THE MARCH, FINANCIALS.

FEBRUARY.

WE WILL STILL BE WORSE FROM WHAT WE ARE LOOKING, SEEING RIGHT NOW, SO, BUT IT'LL BE ABOUT 4 MILLION.

AND WE HAVE, WE HAVE TAKEN SOME, UH, MEASURES TO KIND OF, UH, DECREASE SOME OF THE OPERATING EXPENSES WHERE WE ARE SEEING SOME AREAS WHERE WE COULD DECREASE, AND SOME OF THOSE WON'T REALLY TAKE EFFECT TILL WE STARTED DOING THAT AND MEETING WITH A LOT OF THE DIVISIONS IN JANUARY.

AND, UH, YOU'LL SEE THAT AFFECT SOME OF THAT EFFECT STARTING IN FEBRUARY, MARCH, ET CETERA.

VERY GOOD.

THANK YOU.

I SEE THAT COMMISSIONER KUH HAS JOINED US.

HELLO, JONATHAN.

UM, ANY QUESTIONS FOR RAJIV ONLINE? NOT RIGHT NOW.

OKAY.

UM, I DO JUST HAVE A QUICK QUESTION.

I JUST HAVE THE RETAIL CONCESSION RIGHT NOW.

I HAVE, OH, I CAN'T HEAR YOU.

BAKARI.

I CAN'T HEAR YOU.

YEAH, I, I, I, I,

[00:05:01]

SO I THINK HE'S ASKING ABOUT THE RETAIL CONCESSION REVENUE, WHY THAT IS DOWN YEAR OVER YEAR, IS THAT RIGHT? OKAY.

YES, THAT IS BECAUSE, YOU KNOW, THE TYLER'S STORE THAT WAS RIGHT NEXT TO CHECKPOINT TWO EAST HAS BEEN, HAS BEEN, WELL, THEY HAVE A SMALLER STORE.

WE HAD TO RELOCATE THAT TO EXPAND CHECKPOINT TWO EAST, SO THEY HAVE A SMALLER SPACE BY THE, UM, THE EAST GATES, AND THEY'RE GOING TO HAVE A NEW LOCATION, UM, A A NEW, UH, LOCATION BY THE EAST GATES, BUT THAT'S NOT IN PLACE YET TO KIND OF COMPENSATE FOR THAT.

IT'S MOSTLY DRIVEN BY THAT RELOCATION OF THE TYLERS.

UNDERSTOOD.

THANK YOU.

THANK YOU.

GOOD QUESTION.

UM, COMMISSIONERS, SHALL WE, IS THERE,

[Items 3 & 4]

I JUST, I GUESS, WANNA ENTER TO THE RECORD THAT ITEMS THREE AND FOUR, THE AIR SERVICE UPDATE IS IN THE PACKET.

IS THAT CORRECT? AND POSTED ONLINE? AND IF WE HAVE ANY QUESTIONS FOR JAMIE KOFF, JASON ALEXANDER WILL RECORD THEM, OR AMY WILL RECORD THEM AND SEND THEM BACK TO, UH, JAMIE.

I HAVE NOT HAD A CHANCE TO REVIEW THEM, UNFORTUNATELY.

AND THEN THE JOURNEY WITH OS ACTIVE PROJECTS UPDATE, UM, ALSO, UM, IS IN THE PACKET, BUT I HAVE ALSO NOT THOROUGHLY REVIEWED IT, ALTHOUGH I UNDERSTAND THAT WE WILL HAVE REQUESTS FOR CANCEL ACTION NEXT MONTH ON SOME OF THE ITEMS IN HERE.

YEAH.

GOOD AFTERNOON.

JASON ALEXANDER? UH, THAT'S MOSTLY CORRECT.

I DON'T BELIEVE THAT THE SLIDES FOR ITEM FOUR ARE ACTUALLY IN THE PACKET.

WE DON'T HAVE THOSE SLIDES UPLOADED.

UH, LYNN IS OUT, BUT SHE WILL BE BACK WITH A FULL BRIEFING SET FOR THE APRIL MEETING.

OKAY.

SO IF YOU'RE INTERESTED IN THE JOURNEY WITH US, I WOULD REFER YOU TO FEBRUARY'S, UM, PACKET FOR THE MOST CURRENT INFORMATION FOR, UM, FOR US RIGHT NOW.

OKAY.

THANK YOU.

THAT BRINGS US TO

[5. Fiscal Year 2024 Grant Plan Update presented by Rajeev Thomas, Chief Financial Officer]

ITEM NUMBER FIVE, WHICH IS THE FISCAL YEAR 2024 GRANT PLAN UPDATE, ALSO PRESENTED BY RAJIV THOMAS.

ALL RIGHT.

GOOD AFTERNOON.

AGAIN, THIS IS GOOD NEWS FOR US.

UM, SO WE DID RECEIVE AN A TP GRANT, UH, FOR FISCAL YEAR 24.

AND, UH, THERE'S TWO COMPONENTS TO THIS, UH, TOTALING OVER $39.5 MILLION.

UH, I'M GONNA INTERRUPT YOU FOR A SECOND AND MAY, CAN YOU TELL US WHAT A TP STANDS FOR? OH, YEAH.

AIRPORT TERMINAL, UM, UM, PROGRAM.

IT'S, UM, IT'S, YEAH, AIRPORT TERMINAL PROGRAM IS, YEAH, A TP.

AND, UH, SO THERE'S TWO COMPONENTS OF THAT.

THIS IS PART OF THE, THE BIL GRANTS, UH, WHICH, UH, IS A BUILT, UM, THE BIPARTISAN INFRASTRUCTURE LAW.

AND, UH, THERE WERE TWO COMPONENTS OF THAT IS ONE IS A IG, WHICH IS THE AIRPORT INFRASTRUCTURE GRANT, AND THEN THERE IS THE AIRPORT TERMINAL PROGRAM.

SO THIS GRANT IS FOR THE AIRPORT TERMINAL PROGRAM.

IT'S THREE, UH, $39.5 MILLION.

UM, AND, UM, THIS IS THE YEAR THREE AMONG ALL THE AIRPORTS.

AND THIS WAS THE THIRD HIGHEST, UM, AWARD, UH, NATIONWIDE THAT WE GOT.

THE FIRST WAS FORT LAUDERDALE, UH, SECOND WAS CHICAGO HERE, AND WE GOT THE THIRD HIGHEST AMOUNT, UH, ON THIS GRANT.

SO THIS IS GONNA GO TOWARDS TWO OF THE PROJECTS, WHICH IS THE ATRIUM INFILL.

UH, 25.2 MILLION OF THAT IS GOING, GOING TO GO TOWARDS ATRIUM INFILL.

AND 14.2 MILLION IS GONNA GO TOWARDS, UH, MIDFIELD TAX AWAY PROJECT.

UH, CONGRATULATIONS.

UM, WHAT PERCENTAGE OF THE ESTIMATED PROJECT COSTS ARE THOSE GRANTS? UM, FOR THE ATRIUM INFILL, THE TOTAL PROJECT COST, RIGHT NOW, THE BUDGET IS AROUND 32 MILLION OR SO, SO I DON'T KNOW THE PERCENTAGE.

I WOULD SAY THE CLOSE, CLOSE ENOUGH.

IT WAS QUITE A LARGE PERCENTAGE.

CLOSE ENOUGH.

OKAY.

BUT FOR THE MIDFIELD TAXIWAY, THE MIDFIELD TAXIWAY BUDGET IS ABOUT $323 MILLION.

SO THIS IS A SMALL PORTION, BUT, UH, OF THAT, CONGRATULATIONS AGAIN, COMMISSIONERS.

ANY QUESTIONS REGARDING THIS? ARE THERE ANY OTHER APPLICATIONS OR DEADLINES OUT THERE FOR THIS, FOR THE DEADLINE FOR THIS ONE IS, UH, JULY 31ST.

UH, SO WE HAVE TO HAVE THE CONTRACTS IN PLACE AND SIGNED AND THEN SUBMIT IT TO THE, UH, FA TO DRAW THANK YOU ONLINE.

UM, ANY QUESTIONS FOR RAJEEV? NOPE.

OKAY.

MOVING ON.

UM, ITEM

[6. AUS Wayfinding Update presented by Jennifer Williams, Planning and Design Management Officer]

NUMBER, AGENDA ITEM SIX IS THE A US OS WAY FINDING UPDATE, PRESENTED BY JENNIFER WILLIAMS, PLANNING AND DESIGN PLANNING AND DESIGN MANAGEMENT OFFICER.

HELLO.

THANK YOU.

HELLO.

JENNIFER WILLIAMS, PLANNING AND DESIGN MANAGEMENT OFFICER.

UM, JUST WANTED

[00:10:01]

TO GIVE EVERYBODY AN UPDATE ON SOME WAY FINDING, UM, IMPROVEMENTS THAT WE'RE GONNA BE MAKING AT THE AIRPORT.

WE'LL GO TO THE NEXT SLIDE.

LET'S START OFF WITH STANDARDS.

SO, UM, WE'LL GO TO THE NEXT SLIDE.

WE'VE GOT, UM, A LOT OF EXISTING SIGNAGE IN THE TERMINAL TODAY THAT CONFLICTS WITH EACH OTHER.

UM, THERE'S NOT A VERY CLEAR UNDERSTANDING OF WHERE THE SIGNAGE IS, WHAT IT LOOKS LIKE.

WE'VE, WE'VE DEFINITELY TRANSITIONED A LOT OF THE SIGNAGE FROM WHEN THE AIRPORT WAS BUILT IN 99 TO BRINGING THINGS UP TO DATE, UP TO SPEED, ADDING A LOT OF DIGITAL SIGNAGE IN THE TERMINAL.

AND SO WE WANTED TO MAKE SURE THAT WE WERE GETTING SOME STANDARDS TOGETHER AS WE GO FORWARD WITH THE A A DP AND BUILD, UM, CONCOURSE B.

AND SO THE PURPOSE REALLY IS TO JUST PROVIDE A MORE STREAMLINED, CONSISTENT AND CLEAR MESSAGING TO MAKE SURE THAT WE'RE MEETING, UM, THE NEEDS OF ALL OF OUR PASSENGERS.

SO, UM, YOU'LL SEE HERE THAT WE DID A BIG INVENTORY ON OUR EXISTING SIGNAGE AND MESS.

UH, MENTIONED A LITTLE BIT OF THAT, BUT YOU CAN KIND OF SEE IN THAT PICTURE THERE'S SOME INCONSISTENT LIGHTING, MAKING SURE THAT WE'RE ACTUALLY LIGHTING UP THE SIGNAGE.

IT'S EASY TO SEE FROM LONG DISTANCES.

UM, THE FONTS, THE ARROWS, THE SYMBOLS, THIS APPLIES NOT JUST TO, UM, THE SIGNAGE IN THE TERMINAL, BUT IT'S SIGNAGE ALL AROUND CAMPUS.

SO WE'RE GONNA BE LOOKING AT IT, UH, HOLISTICALLY AND MAKING SURE THAT WE'RE, UM, WE DON'T HAVE ANY CONFLICTING PLACEMENT AND MAKING SURE THAT WE'RE ALSO TAKING INTO ACCOUNT, UM, BOTH DIGITAL AND STATIC WAY, FINDING THE PUBLIC SAFETY ASPECTS AND INTEGRATING THE ADVERTISING, UM, AS WELL AS BEING, UM, MORE IN TUNE WITH THE ART THAT WE'VE GOT GOING ON IN THE TERMINAL AS WELL.

SO HOPEFULLY ELIMINATE SOME OF THOSE CONFLICTS THAT WE'VE SEEN IN THE PAST AND CLEAN SOME OF THAT UP.

UM, WE'LL BE POSTING THOSE TO THE CONSTRUCTION AND DESIGN RESOURCES PAGE THAT THE AIRPORT HOLDS, UM, WHICH IS WHERE OUR DESIGN MAN, UM, OUR A, UH, DESIGN STANDARDS MANUAL WILL ALSO BE UPDATED, UM, HOPEFULLY BY THE END OF THE MONTH.

SO NEXT SLIDE.

UM, MENTION THIS.

THIS IS ACTUALLY JUST AN EXAMPLE OF WHAT OUR SIGNAGE LOOKS LIKE OUT AT OUR OUT BUILDINGS AROUND CAMPUS.

UM, WE DID DO THAT BACK IN 2012 AND HAVE HELD THAT CONSISTENCY THROUGHOUT SO PEOPLE KNOW, HEY, THESE BUILDINGS ARE AVIATION BUILDINGS.

THEY'VE GOT OUR, UM, BRANDING AND ALL OF THAT, TRYING TO KEEP THAT CONSISTENCY, BE ABLE TO, TO FIND THOSE OUTBUILDINGS.

UM, BUT AGAIN, IT'S GONNA BE INTERNAL, EXTERNAL, UM, IT'LL BE INCLUDE THE DIGITAL SIGNAGE ABOVE THE ROADWAYS AND, UM, ALL OF OUR ROAD SIGNAGE AS WELL.

NEXT SLIDE.

AND THIS IS KIND OF WHERE I WAS GOING WITH, UM, THAT VISUAL ZONING.

AND SO WE'RE, WE'RE REALLY LOOKING AT IS MAKING SURE THAT, UM, WE HAVE SOME WAY FINDING ZONES SO WE KNOW AND TRY AND GET THE EYE OF THAT PASSENGER TO STAY WITHIN THAT ZONE, AND THEN HAVE THAT CONSISTENCIES THROUGHOUT THE TERMINAL.

OBVIOUSLY THIS ISN'T SOMETHING THAT'S GONNA BE ABLE TO BE DONE OVERNIGHT.

UM, THIS IS GONNA BE A PHASED PUSH OUT IN, UM, OUR EXISTING INFRASTRUCTURE.

HOWEVER, IN CONCOURSE B, IT'LL BE TAKING INTO ACCOUNT, UM, ALL OF THE NEW STANDARDS THAT WE WOULD BE PUTTING IN.

SO OVER TIME WE'LL BE ABLE TO UPDATE THE, UM, SIGNAGE IN THE EXISTING, UM, BJT AROUND, OR BARBARA JORDAN TERMINAL AND AROUND CAMPUS AS WELL.

UM, NEXT SLIDE.

THEN WE'RE GONNA GO INTO THE BIKE PATHWAY FINDING.

I KNOW THERE'S BEEN SOME, UM, REQUESTED UPDATES IN THIS IN THE PAST, SO I FIGURED I'D ROLL THIS IN AS PART OF THE UPDATE.

NEXT SLIDE.

UM, SO JUST EVENTS TO DATE, UM, THE PLANNING TEAM ACTUALLY COME UP WITH A, UM, SIDEWALK CAMPUS-WIDE PLAN BACK IN 2015.

UH, WE IMPLEMENTED THE SHARED USE PATH FROM SH 71 TO THE BARBARA JORDAN TERMINAL IN 2016, WHICH WAS IN PLACE.

THAT WAS IN ANTICIPATION OF KNOWING THAT T DOTS, UM, EXPANSION OF 71 WAS ALSO GONNA INCLUDE A SHARED USE PATH.

SO WE WANTED TO MAKE SURE THAT WE WERE, UM, PROVIDING THAT SENSE OF MOBILITY FROM 71 OUT TO THE AIRPORT.

SO, UM, DEFINITELY ON THE FOREFRONT OF MAKING SURE WE COULD GET ALL OF THAT IN.

UM, HOWEVER, WE DIDN'T SIGN IT.

UM, SO THERE, IT, IT WAS SHOWN ON THE CITY'S BIKE PATH, UM, AND IN THEIR BIKE PLAN.

UM, BUT WE'VE ADDED SOME SIGNAGE AND WORKED WITH, UM, PUBLIC WORKS, TRANSPORTATION, UH, TRANSPORTATION, PUBLIC WORKS, UM, AS A JOINT EFFORT TO GET SOME SIGNAGE TOGETHER ON THAT PATH.

UM, WE HAVE ORDERED SOME BLANK SIGNS, FIGURED OUT WHERE THOSE NEEDED TO GO, AND WE JUST HAVE, UM, SOME INSTALLATION, UH, ISSUES WITH RESOURCING.

AND SO WE ARE TRYING TO GET THOSE SIGNS INSTALLED.

UM, THEY ARE MADE, WE'RE JUST TRYING TO FIGURE OUT HOW TO GET THEM INSTALLED AT THIS POINT.

SO ONCE WE GET THOSE DONE, WE'LL SEND, UH, JASON A

[00:15:01]

NOTE TO LET YOU GUYS KNOW.

, I THINK THAT'S MY LAST SLIDE.

DO YOU HAVE ANY QUESTIONS, COMMISSIONERS? DO WE HAVE ANY QUESTIONS FOR JENNIFER WILLIAMS? UH, I HAVE A A COUPLE OF QUESTIONS.

THANK YOU FOR COMING TODAY AND SHOWING THIS TO US.

I'M CURIOUS IN THE ZONING FOR THE INTERIOR TERMINAL SIGNAGE, WHETHER THE FLOOR IS A PLANE THAT'S BEING CONSIDERED FOR, UM, WAY FINDING.

THAT'S A GOOD QUESTION.

UM, NOT AT THIS TIME.

THAT DOES BECOME SOME OF WHAT OF A MAINTENANCE, UM, ISSUE TO DO THAT.

WE HAVE SEEN IT DONE IN OTHER WAYS, WHETHER THAT'S A PROJECTION ON THE FLOOR, UM, WHICH IS REALLY HELPFUL DURING A TEMPORARY KIND OF WAY FINDING.

MM-HMM, .

UM, BUT IT'S NOT SOMETHING THAT WE'RE TAKING INTO ACCOUNT RIGHT NOW AS A PERMANENT.

WE ARE GONNA TRULY TRY AND MAKE SURE THAT THAT PASSENGER'S EYE IS UP AND ABOVE AND, UM, LOOKING AT THE PATH THAT THEY'RE, THAT THEY'RE GOING AND NOT, MOST PEOPLE, WHILE THEY ARE STARING AT THEIR PHONES, AREN'T STARING AT THE FLOOR .

WELL, UM, OKAY.

AND THEN, UM, IT IS VISUALLY DISTRACTING CURRENTLY.

MM-HMM, .

AND IS THERE ANY, UM, ORDINANCE OR ANY REQUIREMENT THAT THE NON WAYFINDING SIGNAGE, THE COMMERCIAL SIGNAGE IN THERE, NOT EXCEED A CERTAIN ILLUMINATION LEVEL OR, OR TYPE SIZE OR FONT OR SOMETHING LIKE THAT? UM, BECAUSE OF ITS PLACEMENT, IT CAN BE O OVERWHELMING.

THIS IS TRACY THOMPSON COMMERCIAL MANAGEMENT.

UM, WE'LL BE PLEASED TO PROVIDE TO YOU SOME OF OUR ADVERTISING STANDARDS IN THE FUTURE.

WE'RE NOT PREPARED TO GO INTO WHAT THOSE STANDARDS ARE RIGHT NOW, BUT WE'RE PLEASED TO PROVIDE THOSE TO YOU IN THE FUTURE.

THANK YOU.

BUT THERE, THERE WILL BE, UM, WE'RE GONNA LOOK AT ALL OF IT TOGETHER TO MAKE SURE THAT, YOU KNOW, THE PRIORITY IS TAKING EFFECT AS WELL.

VERY GOOD.

COMMISSIONERS, I KNOW, UH, COMMISSIONER BROCK HAD ASKED FOR A WAY FINDING STUDY IN, IN PARTICULAR ON HOW TO GET TO THE RIDE SHARES AND OTHER THING IS THIS, IS THIS PART OF THIS PACKAGE? YEAH, I MEAN, THE, THE WHOLE JOURNEY, THE JOURNEY OF THE PASSENGER IS BEING TAKEN INTO ACCOUNT AS WELL AS EMPLOYEES FROM THE BUS STOPS, THE JOURNEY IN THE JOURNEY OUT EMPLOYEES, LIKE, I MEAN, WE'RE LOOKING AT EVERY SIGNAGE THAT'S KIND OF POSSIBLE ON CAMPUS AND MAKING SURE THAT'S BEING PUT INTO THE WAY FIGHTING STANDARDS.

GREAT.

SO THERE'LL BE A LOT MORE SIMILARITIES OF WHAT WE'RE CALLING THINGS UHHUH.

SOMETIMES IT'S, YOU KNOW, YOU DON'T WANNA CALL OUT COMPANIES, BUT ARE WE CALLING IT RIDE SHARE? DO PEOPLE KNOW WHAT THAT MEANS? SO PROVIDING SOME STANDARDS AROUND THAT.

VERY GOOD.

COMMISSIONERS, ARE WE READY TO PROCEED? ARE YOU OKAY? I HAD A GREAT QUESTION ON, ON THE RIDE SHARE WAY FINDING, I KNOW, I WANNA SAY ABOUT SEVEN YEARS AGO.

SO, UM, IT WAS EITHER AAE OR, UH, OR ANOTHER TRADE INDUSTRY GROUP PUBLISHED A STANDARDIZED REFERENCE TO RIDESHARE, UM, I THINK IT WAS RIDE HA APP AT THE TIME.

HAS THERE BEEN ANY LIKE, FORWARD PROGRESSION ON, ON THAT, THAT STANDARD? I KNOW, YOU KNOW, PERHAPS 10 OR SO LARGE HUB AND MANY, UH, MIDSIZE HUB AIRPORTS HAVE ADOPTED IT.

NO, NOT THAT I'M AWARE.

NO.

UH, I HAVE ONE OTHER MICROPHONE PLEASE.

I HAVE ONE OTHER SUGGESTION.

UH, CAN WE TAKE A LOOK SOMEHOW ABOUT THE CROSSWALK THAT EXISTS RIGHT IN FRONT OF, I GUESS IT WOULD BE, UM, IT'S ON, IT'S GONNA BE ON THE EAST SIDE, EAST SIDE CROSSWALK THAT GOES ACROSS THE, THE MAIN, UH, PLACE WHERE PEOPLE BASICALLY, UH, COME CARS AND THAT KIND OF STUFF.

WE HAVE A EMPLOYEE OF THE AIRPORT DIRECTING TRAFFIC, AND HE DOES A GREAT JOB.

I THANK HIM EVERY SINGLE TIME I CROSS THAT CROSS THAT GO ACROSS THAT CROSSWALK.

BUT IF THERE, IF THERE'S THINGS LIKE WE CAN DO IS EMBED LIGHTS ON THAT, ON THE, UH, ON THE CROSSWALK TO INDICATE THE VEHICLES, HEY, YOU GOTTA STOP.

UH, I'VE CROSSED THAT CROSSWALK SEVERAL TIMES, AND BELIEVE ME, THEY DON'T CARE IF THEY LET OFF THEIR PASS THEIR, THEIR, THEIR PASSENGERS IN THE MORNING.

THEY'RE ON THEIR WAY TO WORK, AND BY GOD, YOU BETTER NOT BE IN FRONT OF HIM.

AND THAT'S, THAT'S KIND

[00:20:01]

OF THE WAY IT WORKS.

AND I THINK THAT GENTLEMAN THAT DIRECTS TRAFFIC EVERY TIME I GO ACROSS THE, ACROSS THE STREET, I TELL HIM HE IS THE BIGGEST FACTOR IN, IN, UH, SAFETY THAT WE HAVE.

AND I THINK HE REALLY IS.

THAT'S ALL I REALLY GOTTA SAY ABOUT THAT.

THANK YOU.

COMMISSIONER MEDULLA.

I, I NOTICED THE SAME THING.

I WAS AT THE AIRPORT EARLY THE OTHER MORNING.

UM, I, I WENT ACROSS DEPARTURES, WAS SUPER BUSY.

THERE WERE LOTS OF FLASHLIGHTS AND, AND STAFF DIRECTING TRAFFIC.

PEOPLE WERE MOSTLY PAYING ATTENTION.

AND THEN ON THE, I I PICKED UP IN ARRIVALS ON THE LOWER LEVEL, IT WAS A LOT OF RIDE SHARE DROP OFFS DOWN THERE, AND NOT AS MUCH STAFF, BUT, UM, A LITTLE LESS BUSY IN WHEN IT WAS DARK OUT EARLY IN THE MORNING.

BUT, UM, I THINK THAT THEY ARE STAFFING UP FOR THIS CERTAINLY THIS WEEK, IT SEEMED THAT WAY.

UM, COMMISSIONERS, ANY OTHER QUESTIONS FOR JENNIFER TODAY? OKAY, GREAT.

[7. Update on Fixed Based Operations at AUS presented by John Gallo, Commercial Management Division Manager]

WELL, WE'RE GONNA MOVE ON TO AGENDA ITEM SEVEN.

WE HAVE A, A SPECIAL GUEST TODAY, JOHN GALLO, UM, COMMERCIAL MANAGEMENT DIVISION.

HE'S THE MANAGER OF THAT, AND HE'S GONNA GIVE US AN UPDATE ON FIXED BASE OPERATIONS AT THE AIRPORT.

THANK YOU.

YEAH.

UH, GOOD AFTERNOON COMMISSIONERS AGAIN, JOHN GALLO, UH, DIVISION MANAGER FOR COMMERCIAL MANAGEMENT.

AND, UM, AS WENDY SAID, I'LL BE GIVING A, UH, AN UPDATE ON A PARTICULAR TYPE OF BUSINESS THAT OPERATES AT THE AIRPORT CALLED FIXED BASE OPERATORS, OR COMMONLY KNOWN AS FBOS.

NEXT SLIDE.

SO WHAT IS FIRST OF ALL, UH, A FIXED BASED OPERATOR? UM, FIXED BASED OPERATORS ARE AVIATION RELATED COMPANIES THAT AIRPORTS GIVE PERMISSION TO OPERATE ON, UH, THAT PROVIDE SERVICES FOR AIRCRAFT, PASSENGERS AND CREW.

UH, GENERALLY FBOS ARE THE MAIN PROVIDERS OF SERVICE IN GENERAL AVIATION, UH, FOR OUR GENERAL AVIATION AND CORPORATE AVIATION COMMUNITY, ALONG WITH RECREATIONAL FLYING.

UM, THESE FBOS PROVIDE A WIDE VARIETY OF SERVICES, UH, TO THE AVIATION COMMUNITY THAT PRIMARILY FOCUSES ONE ON THE MAINTENANCE OF AIRCRAFT.

AND THEN, OF COURSE, DEPENDING ON THE SIZE OF THE AIRPORT, UH, MORE BASIC SERVICES FOR CREWS AND PASSENGERS.

UH, SOME OF THESE ADDITIONAL SERVICES, UM, OF COURSE INCLUDE, UH, AERIAL PHOTOGRAPHY, AIRCRAFT RENTAL AND SALES, PRIVATE JET CHARTERS, UH, PILOT INSTRUCTION, UM, VEHICLE SERVICES.

SO SOME OF THEM PROVIDE, UM, VEHICLES THAT WHEN THEIR PASSENGERS COME IN, THEY CAN USE WHILE THEY'RE IN TOWN.

UM, THEY HAVE CONFERENCE FACILITIES, UH, SO IF CUSTOMERS WANNA FLY IN, HAVE A MEETING, UH, AND THEN FLY RIGHT OUT, UH, THEY HAVE THOSE FACILITIES AND OF COURSE, PILOT LOUNGES.

UM, AND EVEN TO THE EXTENT OF SOME OF THEM OFFER SIGHTSEEING AND FLIGHT TOURS AND AERIAL ADVERTISING AND SURVEYING, UM, SERVICES THEY PROVIDE FOR OUR AIRCRAFT ARE, UM, DEPENDING ON THE SIZE OF THE AIRPORT, CAN INCLUDE STORAGE SERVICES, UH, FOR, FOR AIRCRAFT PARKING AND TIE DOWN, UH, HANGAR, UH, FUELING AND MAINTENANCE AND REPAIR.

AND THE MAINTENANCE AND REPAIR CAN VARY FROM SOME LIGHT AVIONIC REPAIR, UH, LIGHT MAINTENANCE ON AIRCRAFT TO FULL FA CERTIFIED SERVICE STATIONS.

NEXT SLIDE.

SO HERE AT A US, UH, WE HAVE THREE, UH, FBOS, UM, ATLANTIC AVIATION SIGNATURE FLIGHT SUPPORT AND MILLIONAIRE.

UM, EACH ONE OPERATES AROUND SEVEN HANGERS ON OUR GENERAL AVIATION, UM, RAMP.

AND MOST OF THEM ARE, UH, ALWAYS LOOKING TO WORK WITH US TO DEVELOP AND, AND, UM, LOOK FOR WAYS TO EXPAND THEIR OPERATION AT A US.

UM, THE WHOLE GA AREA, UH, ENCOMPASSES AROUND 50 ACRES OF APRON SPACE, UH, TO SERVICE, UM, AIRCRAFT DURING DAILY OPERATIONS AND SPECIAL EVENTS, UH, THAT INCLUDES FORMULA ONE, NASCAR, AND OF COURSE, THIS MONTH, SOUTH BY SOUTHWEST.

UM, AND THEN ANNUALLY WE DO AROUND THESE THREE, UH, FBOS SERVICE BETWEEN 45 AND 50,000 GENERAL AVIATION OPERATIONS, UH, ANNUALLY, I BELIEVE LAST YEAR IT WAS AROUND 47,000.

NEXT SLIDE.

SO JUST WANNA PROVIDE YOU SOME MAPS OF WHERE THESE, UH, BUSINESSES ARE LOCATED ON CAMPUS.

UM, THEY'RE LOCATED OFF OF EMMA BROWNING ON THE SOUTHEAST CORNER OF THE AIRPORT.

UM, AGAIN, THEY HERE, ALL THREE OF 'EM ARE, ARE LOCATED THERE.

UM, AND THEN THE PICTURE ON THE RIGHT IS FROM THE 2021, UM, FORMULA ONE EVENT.

AND YOU CAN SEE, UH,

[00:25:01]

JUST THE AMOUNT OF AIRCRAFT THAT THAT RAMP CAN, CAN, UM, FACILITATE AND, UM, AND OPERATE, UH, HERE AT A US NEXT SLIDE.

SO IN, UH, NEXT MONTH'S MEETING, UH, WE'LL BE BRINGING FORTH, UH, REQUEST FOR COUNSEL ACTION FOR, UM, MILLIONAIRE'S NEW RESTATED LEASE.

UM, MILLIONAIRE IS OUR SECOND LARGEST FBO OPERATOR AT A US.

UH, THEY HAVE AROUND 1.7 MILLION SQUARE FEET OF LEASEHOLD.

UM, AND THEY'VE BEEN PROVIDING FBO SERVICES, UH, FOR THE AUSTIN COMMUNITY SINCE 2016.

UH, IN 2023, THEY PAID AROUND 386,000 IN, UH, FUEL FLOWAGE FEES TO THE AIRPORT AND ARE, UH, OF COURSE AN IMPORTANT BUSINESS PARTNER OF OURS.

A MILLIONAIRE, UM, HAS REQUESTED A RESTATEMENT AN EXTENSION OF THEIR CURRENT LEASE, UH, TO PROVIDE AN EXPANSION OF THEIR CURRENT FACILITIES.

UM, THEY ARE ESTIMATING TO INVEST 50 TO $55 MILLION INTO THIS NEW TRACT, UH, TO INCLUDE THREE NEW ADDITIONAL HANGERS, RAMP AND OPERATIONAL AREAS.

UH, AND THEN IT ALSO INCLUDES VEHICLE PARKING AND ADMINISTRATIVE OFFICES FOR THESE HANGERS.

SO FOR THE, UM, APRIL MEETING, UH, WE PLAN ON GOING TO COUNCIL, UH, APRIL 18TH.

UH, WE'LL BE ASKING FOR AN RCA TO AUTHORIZE THE NEGOTIATION AND EXECUTION OF THIS RESTATED LEASE WITH MILLIONAIRE.

UH, NEXT SLIDE.

AND THAT'S ALL I HAVE FOR TODAY, AND HAPPY TO ANSWER ANY QUESTIONS THAT ANYONE MIGHT HAVE.

COMMISSIONERS, ANY QUESTIONS? ER, IS OUR GA TRAFFIC RELATIVELY STEADY, INCREASING, DECREASING? IT'S RELATIVELY STEADY, UH, ESPECIALLY SINCE COVID BOUNCED BACK, UH, WE SAW KIND OF A JUMP, JUST LIKE EVERYTHING THAT HAPPENED, BUT, UM, LAST COUPLE OF YEARS, IT'S KIND OF LEVELED OFF TO WHERE WE'RE SEEING AGAIN, THAT THAT 45 TO 50,000 IN IN OPERATIONS.

UM, I LOOKED AT STATS, I THINK LAST MONTH THEY WERE ON PAR WITH WHAT WE'RE SEEING ON AVERAGE.

SO MILLIONAIRE THOUGH, ANTICIPATES POTENTIAL GROWTH? CORRECT.

UM, THESE HANGERS WILL FACILITATE, UM, SUBTENANTS OF THEIRS, UH, FOR ADDITIONAL OPERATION, UM, SO THAT THEY CAN HANGAR THEIR, THEIR AIRCRAFT THERE.

OKAY.

COMMISSIONER KUHN.

SORRY, I MUTED.

UH, I'M JUST CURIOUS, UM, DOES THIS OPEN UP ANY OPPORTUNITY FOR, UH, AUSTIN TO GET JSX BACK? I DUNNO IF ANYBODY ELSE HERE USED IT TO GO TO DALLAS.

UM, THE, THE JSX AGREEMENT WAS AT THE TIME WAS, UH, THEY HAD AN AGREEMENT WITH SIGNATURE, UM, RIGHT.

THOSE ARE PRIVATE DEALS THAT JSX WOULD HAVE TO MAKE WITH, UM, ANY OF OUR FBO OPERATORS.

SO, UM, I DON'T WANNA SPEAK ON BEHALF A MILLIONAIRE, BUT, UM, THERE IS A POSSIBILITY THERE, BUT I, UM, THAT WOULD BE A, A BUSINESS DEAL BETWEEN MILLIONAIRE, UM, AND JSX.

THANKS.

MM-HMM.

, THANK YOU FOR THE PRESENTATION.

I AM CURIOUS TO KNOW IF THERE ARE 47,000 ANNUAL, UM, FLIGHTS.

WHAT IS, WHAT IS, HOW MANY ANNUAL FLIGHTS ARE THERE COMMERCIAL FLIGHTS FROM AUSTIN BERGSTROM, WHAT PERCENTAGE OF THESE ARE BIG SPACE FLIGHTS? UM, THESE FLIGHTS, UH, GENERAL AVIATION IS ABOUT 17% OF OUR, UM, TOTAL AIRCRAFT OPERATIONS.

UH, THEY WORK FOR, UH, CALENDAR YEAR 2023.

YEAH.

OKAY.

ABOUT, SO WE HAVE ABOUT 200,000, I THINK.

200, THANK YOU.

2000 COMMERCIAL, I BELIEVE.

AND THEN, UM, UH, ANOTHER QUE UH, COMMISSIONER KUN, DO YOU HAVE ANOTHER QUESTION? NO, I'M SORRY.

I GUESS I HAVE TO, SORRY.

OKAY.

I HAVE TO TURN IT OFF MYSELF.

THANK YOU.

SORRY ABOUT THAT.

JUST TRYING TO BE ATTENTIVE HERE.

UM, YEAH, NO, SORRY, I WAS JUST, OKAY.

MY SECOND QUESTION IS, UH, I'M GONNA DRILL DOWN A BIT.

PLEASE BEAR WITH ME A MINUTE HERE.

THANK REALLY, THANK YOU FOR BRINGING THIS FORWARD.

I KNOW OUR, WE ARE, WE ARE, WE'RE FACING, YOU KNOW, OUR, OUR PURVIEW IS, YOU KNOW, SORT OF CITY OPERATIONS AND THE AIRPORT OPERATIONS.

AND, AND, UM, I'M CURIOUS TO KNOW ABOUT THE LEASES THAT THE THREE, UM, FIXED BASE OPERATORS HAVE AND HOW THAT IS, DO THEY, DO THEY OWN THE BUILDINGS OR ARE THEY, IS IT A GROUND LEASE FOR THE STRUCTURES THAT THEY OCCUPY? YEAH, CURRENTLY ALL OF OUR FBOS HAVE GROUND LEASES WITH US.

UM, THEY PAY, UM, ROUGHLY ON AVERAGE ABOUT EACH ONE OF THEM AROUND HALF A MILLION DOLLARS A YEAR IN

[00:30:01]

GROUND RENT.

UM, THEY'RE ALL ABOUT THE SAME SIZE, UH, SQUARE FOOTAGE WISE, OR HAVE THE SAME AMOUNT OF PROPERTY.

UM, AND THEY ALL HAVE ABOUT THE SAME AMOUNT OF TERM.

UM, THE, THE MILLIONAIRE AGREEMENT WILL ADD 10 YEARS TO THEIR CURRENT AGREEMENT, UM, TO HELP ACCOUNT FOR THE NEW INVESTMENT THAT THEY'RE MAKING.

UH, BUT THEY ALL HAVE BETWEEN 30 AND 40 YEAR LEASE GROUND LEASES, AND THERE ARE NO ADDITIONAL FEES THAT COME TO THE AIRPORT FOR, UM, USAGE FEES FOR THE, UM, TAXIWAYS OR ANY OTHER, UM, EQUIPMENT ON THE, ON THE PROPERTY.

YEAH.

THEY PAY OF COURSE, GROUND RENT.

UH, THEY'LL PLAY, THEY PAY, UM, OTHER ANCILLARY FEES LIKE STORM WATER FEES FOR THE AIRPORT, AND THEN THEY PAY FUEL FLOWAGE.

SO FOR EVERY GALLON OF GAS THEY PUMP, WE GET 10 CENTS OF THAT.

OKAY.

AND, UM, TELL ME ABOUT RAMP CONTROL.

UM, IS IT, THEY'RE, THEY'RE, THEY'RE DOING THEIR OWN RAMP CONTROL ONCE THEY LEAVE THE TAXIWAY, THEY'RE ON THEIR OWN, CORRECT? CORRECT.

ONCE THEY'RE ON THE GA RAMP, THEY, THEY TAXI TO THEIR FBO AND THEY MAR THE FB OS, MARSHALED THEM IN TO THE APPROPRIATE PLACE TO PARK.

UM, HAVE THERE BEEN INSTANCES OF, UM, UH, SORT OF COMPETITION OR WAITING, LIKE DO COMMERCIAL, DO COMMERCIAL AIRLINES OR GOVERN OR, OR MILITARY TRANSPORT OR STATE AIR, AIR AIRCRAFT HAVE PRIORITY? OR IS IT JUST FIRST COME, FIRST SERVE FOR WHO GETS TO TAXI AND, AND TAKE OFF? YEAH, THAT'S AN A TC, UM, UH, THAT'S UP TO A TC ON HOW THEY MANAGE THE FLOW OF TRAFFIC ON THE AIRFIELD.

OKAY.

SO THAT'S, THAT'S TOTALLY UP TO THEM.

OKAY.

THANK YOU.

UH, COMMISSIONER KUHN, SORRY.

I MEAN, THERE'S NOT, THERE'S GOTTA BE LANDING FEES AS WELL RIGHT? THAT THE AIRPORT COLLECTS.

UM, SO YOU EITHER COLLECT LANDING FEES OR FUEL FLOWAGE, IT'S ONE OR THE OTHER.

SO MOST OF OUR PRIVATE GA, THEY SUBMIT FUEL FLOWAGE REPORTS, AND SO OUR, PRIMARILY, OUR COMMERCIAL CARRIERS LIKE SOUTHWEST AMERICAN, THEY PAY LANDING FEES.

INTERESTING.

SO OUR TOTAL, THE AIRPORT'S TOTAL REVENUE FROM, SAY THIS ONE, FBO FOR MILLIONAIRE IS ABOUT 300 AND SOMETHING THOUSAND DOLLARS A YEAR IN FUEL FLOW PLUS HALF A MILLION DOLLARS A YEAR OF GROUND RENT.

SO EIGHT TO $900,000 A YEAR.

IS THE, THAT'S THE TOTAL REVENUE TO THE AIRPORT, CORRECT? FROM FROM MILLIONAIRES SPECIFICALLY? YEAH, THAT'S AROUND THE ESTIMATE.

I ASSUME ROUGHLY THE SAME FROM IF WE ADDED UP ALL THREE, PROBABLY NOT THAT MUCH DIFFERENT.

CORRECT.

UM, TOTAL, UH, REVENUE WE GET FROM FUEL FLOWAGE AND, UM, UH, GROUND RENT FROM ALL THREE FBOS IS, IS AROUND 3 MILLION A YEAR TOTAL.

OKAY.

THANKS.

MM-HMM? ? YES.

UH, COMMISSIONER VALDEZ.

SO YOU'RE SHOWING CURRENTLY THREE FB, UH, FBO, UH, OS ON HERE.

ARE THERE OTHER COMPANIES THAT INQUIRE TO TO POSSIBLY BE A, A VENDOR LIKE THAT, OR IS THIS A SMALL, A SMALL VENTURE? YEAH, THESE THREE COMPANIES IN PARTICULAR ARE THREE OF THE LARGEST COMPANIES NATIONALLY.

UM, AND WE DO, UM, HAVE IN THE PAST, UM, HAVE OTHER FBOS THAT HAVE INQUIRED ABOUT, YOU KNOW, THE FUTURE OF FURTHER CORPORATE AND GA ACTIVITY HERE AT THE AIRPORT FOR, SO WE, WE DO GET THOSE, BUT CURRENTLY BASED ON OUR LEASE AND OUR, OUR, UM, THE LAND THAT WE HAVE AVAILABLE FOR DEVELOPMENT, UM, WE'RE FOCUSED PRIMARILY ON THESE THREE, UM, CURRENT PARTNERS RIGHT NOW IN HELPING THEM GROW THEIR OPERATIONS HERE.

BUT IS THERE LAND FOR, OR FOURTH ONE, IF THERE, IF THERE WAS A RIGHT DEAL COME ALONG IN THE CURRENT LOCATION, IT'S PRETTY MUCH TAKEN UP.

UM, AS WE LOOK TO DEVELOP MORE OF OUR PROPERTY, UH, WE WOULD GO THROUGH AN ANALYSIS TO IDENTIFY PARTICULAR PROPERTIES.

IF, UM, AN F WE FELT AN F ENOUGH FOURTH FBO WAS WARRANTED.

THANK YOU.

YOU'RE WELCOME.

UM, I KNOW THAT THE, UH, MILLIONAIRE CONTRACT IS NOT READY TO BE SEEN, BUT, UM, WHAT ARE WE LOOKING AT A SUBLEASE LIKE WHAT, UM, COMMISSIONER VALDEZ IS TALKING ABOUT, OR, OR YOU KNOW, WHO IS GOING THAT THEY COULD RENT IT OUT TO ANOTHER BUSINESS THAT DOESN'T, IT'S NOT CONTRACTED TO THE AIRPORT PER SE, OR THE CITY, BUT CONTRACTED TO MILLIONAIRE DIRECTLY AND SUBJECT TO MILLIONAIRES, UM, OPERATIONS, NOT CITY, NOT IN ACCORDANCE WITH CITY OBLIGATIONS.

IS THAT CORRECT? THEIR LEASE WITH US, UH, ANY SUBLEASE AS THEY HAVE, HAVE TO INCORPORATE OUR STANDARDS FIRST SINCE WE HAVE THE MASTER LEASE WITH THEM.

SO, UM, THEY, THEY DEVELOP THOSE SUB SUBLEASES WITH, UH, THE CORPORATIONS AND THE, THE CHARTER COMPANIES THAT OPERATE AT THEIR FACILITIES IN

[00:35:01]

ACCORDANCE WITH OUR LEASE.

OKAY.

WITH OUR, OKAY.

AND, UM, TELL ME ABOUT CARBON OFFSETS.

DO THESE COMPANIES, I KNOW THAT ON THEIR WEBSITES THEY HAVE A COMMITMENT TO SUSTAINABILITY.

UM, I DON'T KNOW WHAT THAT MEANS, BUT, UM, ARE THEY PARTICIPATING, YOU KNOW, DO THEY HAVE AN ELECTRIC FLEET THAT PICKS UP AND DROPS PEOPLE OFF AT THEIR, UM, RESIDENCES OR DO THEY LEASE, YOU KNOW, WHAT SORT OF, UM, SUSTAINABILITY ARE THEY PARTICIPATING IN? UM, I CAN GET BACK TO YOU ON THAT.

UM, THOSE ARE PARTICULAR QUESTIONS FOR FBO PARTNERS AND HOW THEY, THEY MEET THOSE OBLIGATIONS.

I KNOW, KNOW, AS IT RELATES TO THIS DEVELOPMENT, UM, A MILLIONAIRE IS POTENTIALLY LOOKING AT ADDING SOLAR PANELS TO THE ROOFS OF THESE HANGERS.

UM, SO THAT'S A POTENTIAL THERE, THEY'RE, THEY'RE, UH, BUILDING THE STRUCTURE TO BE ABLE TO SUPPORT THE SOLAR PANELS, UM, IF THEY'RE DEEMED NECESSARY.

UM, BUT YEAH, WE CAN GET MORE INFORMATION YOU ON THAT ABOUT THEIR SUSTAINABILITY EFFORTS.

UM, DO YOU KNOW WHAT PERCENTAGE OF THE, UM, PRIVATE AIRCRAFT THAT IS PARKED AT OR THAT USES THE AIRPORT IS LOCALLY OWNED AND OPERATED? IS THERE A, YOU KNOW, THAT, THAT SERVES, THAT SERVES CENTRAL TEXAS RATHER THAN, YOU KNOW, IN AND OUT TRAFFIC? YEP.

I, I DON'T KNOW OFF THE TOP OF MY HEAD, I CAN GET YOU THAT INFORMATION, BUT, UM, ANNUALLY, UM, WE HAVE TO REPORT TO THE FAA WHAT AIRCRAFT ARE BASED HERE AT AUSTIN.

AND, UM, MOST OF THE TIME THOSE BASED AIRCRAFT ARE OF COURSE, HOUSED AT ONE OF OUR THREE FBOS.

UM, AND BY BEING BASED HERE, USUALLY THEY SIGN LIKE A LONG-TERM CONTRACT WITH AN FBO.

RIGHT.

UM, AND THEY USUALLY GET, UM, YOU KNOW, UM, UH, LITTLE BIT CHEAPER FUEL, STUFF LIKE THAT FOR SIGNING A LONG-TERM CONTRACT.

UM, BUT THAT, UH, WE HAVE TO REPORT THAT ANNUALLY, BUT THERE'S A, A CONTINUOUS CYCLE OF HOW PEOPLE BASE THEIR AIRCRAFT THAT CHANGES ALMOST WEEKLY, MONTHLY, SOMETIMES.

AND IS THERE ANY COMMITMENT, I'M GONNA, THIS IS A KIND OF, UH, JEREMY HENDRICKS QUESTION.

IS THERE ANY COMMITMENT TO TRIP PILOT TRAINING, UM, AIRLINE INDU, YOU KNOW, TRAINING FOR THE WORKFORCE, UM, BY THESE FBOS? UH, NOT IN THEIR CURRENT AGREEMENTS.

UM, THERE'S, THERE'S NO REQUIREMENTS FOR, UH, YOU KNOW, FLIGHT SCHOOLS AND, AND PILOT TRAINING OR ANYTHING LIKE THAT, BUT THOSE ARE JUST SERVICES THAT THEY CAN PROVIDE TO THE COMMUNITY.

I SEE.

OKAY.

THANK YOU.

COMMISSIONERS.

ANY OTHER QUESTIONS? THANK YOU VERY MUCH.

YOU'RE WELCOME.

THIS IS SORT OF A, A PRIVATE SECTOR, PUBLIC FACING THING THAT WE, UH, THIS IS ALL NEW TO US.

I DON'T THINK WE'VE EVER RECEIVED A BRIEFING ON THAT.

SO THANK YOU VERY MUCH FOR YOUR TRANSPARENCY ABOUT THIS.

YOU'RE WELCOME.

COMMISSIONERS, ARE WE READY TO MOVE ON? OKAY, THANK YOU.

UM, WE HAVE TWO ITEMS POSTED FOR DISCUSSION AND ACTION TODAY.

THE FIRST ONE IS TO AUTHORIZE

[8. Authorize negotiation and execution of a contract for AirportIQ airport management platform software support, maintenance, and related services with GCR, Inc. d/b/a Tadera, for a term of five years in an amount not to exceed $1,600,000. [Note: Sole source contracts are exempt from the City Code Chapter 2-9B (Minority-Owned and WomenOwned Business Enterprise Procurement Program); therefore, no subcontracting goals were established].]

NEGOTIATION EXECUTION OF A CONTRACT FOR AIRPORT IQ, AIRPORT MANAGEMENT PLATFORM SOFTWARE SUPPORT, MAINTENANCE, AND RELATED SERVICES WITH GCR INCORPORATED, DOING BUSINESS AS TEERA FOR A TERM OF FIVE YEARS IN AN AMOUNT NOT TO EXCEED $1,600,000.

THERE ARE NO SUBCONTRACTING GOALS FOR THIS CONTRACT.

IS THERE ANYONE HERE FROM STAFF TO SPEAK TO THIS CONTRACT? HELLO? WELL, LET ME, EXCUSE ME JUST A SECOND.

DO I HAVE A MOTION TO APPROVE? YES.

HENDRICKS APPROVE.

SECOND.

SECOND VALDEZ.

OKAY, THANK YOU.

WE'LL OPEN IT TO DISCUSSION.

HELLO.

PLEASE INTRODUCE YOURSELF.

OH, UH, CHRIS BLAC IT DIVISION MANAGER, UH, FOR A US CAN YOU TELL US ABOUT THIS CONTRACT, PLEASE? YES.

SO THIS CONTRACT IS A, UH, SOFTWARE REVENUE, UM, THAT WE USE INTERNALLY FOR OUR, UM, FINANCIAL PIECES.

SO FROM THAT STANDPOINT, THEY OFFER, UH, OPERATIONAL SERVICES, SECURITY SERVICES, AND FINANCIAL SERVICES.

UH, SO AIRPORT IQ IS JUST A PLATFORM OF THOSE THREE DIFFERENT SERVICES THEY OFFER.

AND IS THIS A, UM, IS THIS AN EXTENSION OF A, IS THIS A, IS THIS A, A, A VENDOR THAT YOU'VE USED IN THE PAST OR IS THIS A NEW VENDOR? NO, THIS IS AN EXTENDING EXTENSION OF A, UM, A VENDOR THAT WE CURRENTLY USE THAT IS GCR THAT IS NOW, UH, TO AND WAS THE LAST CONTRACT FOR FIVE YEARS AS WELL? YES, MA'AM.

OKAY, GREAT.

UH, COMMISSIONERS, ANY QUESTIONS? OKAY.

ALL IN FAVOR OF APPROVING THIS OR RECOMMENDING THIS? AYE.

OKAY.

IT LOOKS NONE AT ALL.

OKAY.

ANYONE, UM, ABSTAINING FROM THIS COMMISSIONER ONE, AND WE HAVE SEVERAL ABSENT TODAY.

THANK YOU.

STAFF.

[00:40:04]

I, I THINK IT PASSES WITH THOSE PRESENT.

1, 2, 3, 4, 5, 6, 7.

YES.

CONGRATULATIONS.

THANK YOU.

UM, NEXT ITEM,

[9. Authorize negotiation and execution of a contract for landing fee management software with Passur Aerospace, Inc., for a term of five years in an amount not to exceed $650,000. [Note: Sole source contracts are exempt from the City Code Chapter 2-9B (Minority-Owned and WomenOwned Business Enterprise Procurement Program); therefore, no subcontracting goals were established].]

ITEM NUMBER NINE IS TO AUTHORIZE NEGOTIATION AND EXECUTION OF A CONTRACT FOR A LANDING FEE MANAGEMENT SOFTWARE WITH PSER AEROSPACE INCORPORATED FOR A TERM OF FIVE YEARS IN AN AMOUNT NOT TO EXCEED SIX HUNDRED AND FIFTY FIVE, SIX HUNDRED $50,000.

AGAIN, UM, NO SUBTRACT, SUBTRACTING GOALS WERE ESTABLISHED.

COMMISSIONERS, DO I HAVE A MOTION TO APPROVE? SO, ELLER, SECOND.

SECOND HENDRICKS.

UM, IS THERE ANYONE HERE TO SPEAK TO THIS ITEM TODAY? UH, CHRIS , AGAIN FROM MY TEAM.

THANKS.

CHRIS.

CAN YOU TELL US A LITTLE BIT ABOUT, IS THIS IN A CONTRACT THAT YOU'RE EXTENDING FROM WITH AN EXISTING VENDOR AS WELL? YES, MA'AM.

THIS IS ANOTHER EXTENSION OF A FIVE YEAR CONTRACT.

THIS PASS IS A SOFTWARE SERVICES AS WELL THAT WE USE.

IT'S A, UM, UM, LANDING FEE SERVICES, UH, UH, SOFTWARE THAT WE LEVERAGE FOR ALL OF OUR CARRIERS ALONG WITH, UM, CARRIER CARGOES.

THEY USE THAT FOR OUR ACCOUNTS REVENUE AND IT ACTUALLY INTEGRATES IN WITH THE, UH, UH, CURRENT, THE PRIOR, WHICH IS GCR.

SO THEY WORK TOGETHER FOR LENDING FEES FOR OUR FINANCE DEPARTMENTS AS WELL.

THANK YOU.

AND THIS APPLIES ONLY TO COMMERCIAL AND CARGO, NOT TO FIXED BASED OPERATIONS, IS THAT CORRECT? CORRECT.

SO IF THE FIXED BASED OPERATIONS HAS CARGO, THAT'S THEIR OWN, WELL, IF, IF THEY HAVE LENDING FEES TO, TO HIS POINT EARLIER THAT YOU, WE FUEL OR THE LANDING FEES, SO THIS WOULD JUST ONLY BE LANDING FEES.

MM-HMM.

, UM, COMMISSIONERS, ANY QUESTIONS ABOUT THIS ONE? OKAY, ALL IN FAVOR, THAT IS ALL OF US.

THANK YOU.

THANK YOU.

CONGRATULATIONS.

UM, WE HAVE ONE, WELL, WE HAVE TWO.

I ALWAYS FORGET.

WAIT, WHAT IS THIS? OKAY, WE HAVE

[10. Discussion on the Airport Advisory Commission officer election process]

THE NEXT ITEM IS A DISCUSSION ITEM ABOUT THE AIRPORT ADVISORY COMMISSION OFFICER ELECTION PROCESS, WHICH I BELIEVE, UM, IS UPCOMING.

UH, JASON, DO YOU WANNA SPEAK TO THIS? EXCUSE ME, I'M HAPPY TO.

JASON ALEXANDER, DEPUTY CHIEF AIRPORT AFFAIRS.

UM, THIS IS JUST, UH, AN ITEM THAT OF COURSE HAPPENS EACH YEAR.

WE ELECT NEW OFFICERS.

UH, THIS COMMISSION HAS THREE OFFICERS, THAT'S CHAIR, VICE CHAIR AND SECRETARY.

UH, TYPICALLY THE, THE CITY CLERK ASKS US TO HOST THESE ELECTIONS AT THE APRIL MEETING OF EACH YEAR, UH, SO THAT MEMBERS CAN SERVE THEIR FULL TERMS, UM, WHICH CONCLUDE AT THE END OF APRIL.

BUT, UH, WE CAN, UM, HOST THIS IN.

I, I UNDERSTAND THERE MAY BE SOME FOLKS ABSENT NEXT MEETING, SO I'LL JUST CUT RIGHT TO THAT.

IF IT WERE, UH, IDEAL FOR THIS COMMISSION, WE CAN HOST THE VOTE IN AT OUR, I GUESS, SORRY, MAY MEETING, UM, IF THAT'S MORE PALATABLE FOR THE GROUP.

THANK YOU.

UM, I, I WILL NOT BE PRESENT NEXT MONTH.

AND, UM, IF I KNOW THAT, UM, VICE CHAIR BROCK WILL BE PRESENT IN PERSON AND CAN CONDUCT THE MEETING AND CAN CONDUCT THE ELECTIONS, HOWEVER, UM, THOSE NOT PRESENT CANNOT BE NOMINATED.

SO IF THERE'S SOMEONE ABSENT THAT MAY BE NOMINATED, UM, OR CONTINUE ON IN A POSITION THAT WOULD NOT HAPPEN.

AND, UM, IT WAS THE WISH OF THE SECRETARY WHO'S NOT PRESENT TODAY, UH, ACTIONS IN MAY WHEN WE'RE MORE LIKELY WHEN I'M, WHEN I KNOW I CAN BE HERE.

I DON'T KNOW IF OTHERS WILL OR WILL NOT BE HERE, SO AT LEAST I CAN CONDUCT THE ELECTION.

SO THAT WOULD NOT BE ON YOU VICE CHAIR TO, TO DO THAT.

BUT, UM, I WILL YIELD TO YOU ALL.

YES, CHAIRMAN.

DO WE NEED A MOTION TO MOVE IT TO MAY OR I THINK, YOU KNOW, WHEN WE PREPARE THE AGENDA, WE CAN PLAN FOR THAT.

'CAUSE IT'S JUST FOR DISCUSSION RIGHT NOW.

OKAY.

BUT WE'RE, WE'RE JUST IN THE AGENDA PLANNING MODE RIGHT NOW.

WE CAN DO THAT.

YEAH.

AND I GUESS, UM, AGAIN, IF YOU'RE INTERESTED IN, IN A POSITION OR, UM, WANNA THINK ABOUT IT, JUST GIVE YOU SOME TIME TO DO SO.

THANK YOU.

I KNOW THIS IS DISCUSSION, BUT I AM IN FAVOR OF MOVING IT TO MAY.

LET'S, UM, LET'S MOVE, LET'S DO IT.

I MEAN, IT'S NOT POSTED FOR ACTION, BUT THIS WAY YOU HAVE SUPPORT.

UM, COMMISSIONER HENDRICKS MOVES TO HAVE THE ELECTIONS IN MAY, COMMISSIONER, UH, VALDEZ SECONDS THAT MOTION AND WILL ALLOW FOR THE ELECTIONS TO HAPPEN.

UM, THAT WORKS.

OKAY.

AND JUST IF IT'S HELPFUL TOO, IN THE MEANTIME, UH, AND WE ARE GIVING OURSELVES SOME ADDITIONAL TIME, WHICH I THINK IS A GOOD THING, UH, IF YOU WOULD, I DID SEND OUT TO THE COMMISSION KIND OF A LITTLE CHEAT SHEET FOR SOME, UH, IMPORTANT POINTS ABOUT THE ELECTION.

SO IF YOU DO HAVE QUESTIONS, MAYBE REFER TO THAT AND THEN CERTAINLY,

[00:45:01]

UH, EMAIL ME DIRECTLY IF YOU HAVE OTHER QUESTIONS.

OKAY.

WE SHOULD PROBABLY TAKE A VOTE EVEN THOUGH WE'RE NOT POSTED FOR ONE.

UM, ALL IN FAVOR, OF ELECTION IN THAT, UH, ANY ABSTENTIONS, ANY, UH, NOS? OKAY, THAT'S GOOD ENOUGH.

THANK YOU.

ALRIGHT, THAT BRINGS US TO, UM, SOMETHING I CAN'T READ BECAUSE IT'S ANOTHER, THE BOTTOM OF THE PAGE HERE.

OH, SOME DISCUSSION ITEMS. OH, THE, THE

[Items 11 & 12]

OTHER DISCUSSION ITEMS. UM, WHO WOULD LIKE TO DIS DISCUSS 11 AND 12, THE THINGS THAT WERE APPROVED ON CONSENT.

TRACY THOMPSON.

TRACY THOMPSON, UM, CHIEF OFFICER COMMERCIAL MANAGEMENT AIRPORT AFFAIRS.

UM, I'LL BE PLEASED TO READ INTO THE RECORD IF YOU'D LIKE ME TO CHAIR, BUT, UM, ITEMS 11 AND 12 WERE PREVIOUSLY RECOMMENDED BY THIS COMMISSION FOR CITY COUNCIL AND BOTH OF THESE ITEMS WERE APPROVED ON CONSENT AND THE, THE, ON FEBRUARY 29TH, 2024, THERE ARE ITEMS 29 AND ITEM 99.

SO I'M PLEASED TO ANSWER ANY QUESTIONS.

THANK YOU.

ARE THERE ANY ITEMS GOING TO COUNCIL BETWEEN THIS MEETING AND THE NEXT MEETING? NO, MA'AM.

UM, THE ITEMS THAT ARE COMING NEXT, THIS IS A POINT OF ORDER HERE.

THE ITEMS THAT ARE COMING NEXT MONTH TO THE COMMISSION, IS THERE ANY WAY TO, UM, SEND AN EMAIL TO THE MEMBERS OF THE COMMISSION PRIOR TO THE MEETING? NOT WAIT TILL FRIDAY BEFORE THE POSTED AGENDA? IF, WHEN THEY ARE READY TO SEND THEM OUT, I THOUGHT WE WERE GONNA HAVE A LIST TODAY OR A, A SLIDE THAT SHOWED WHAT WAS COMING IN APRIL.

OH, UH, NO.

AND APOLOGIES IF I MISSED THAT DIRECTION.

UM, NO, WE DIDN'T HAVE A LIST AND WE WEREN'T NECESSARILY BRINGING THAT, BUT WE CAN CERTAINLY GET YOU ALL THE, THE RCAS THAT ARE COMING OUT.

THOSE SHOULD BE, IF THEY'RE NOT ALREADY IN THE SYSTEM, THEY WILL BE ACTUALLY, I, I GUESS THEY ARE ALREADY IN THE SYSTEM, SO WHATEVER WE CAN PULL PUBLICLY, WE'LL, WE'LL SEND THAT TO YOU ALL.

I THINK, I THINK IT'S THE CENTRAL UTILITY PLANT.

I THINK THESE, THESE ITEMS ARE GONNA HAVE A LOT OF ZEROS NEXT MONTH.

SO, UH, YOU MAY WANNA KIND OF LOOK AT THEM BEFOREHAND.

I'LL HAVE TO GO BACK AND CHECK.

I THINK THERE ARE A COUPLE OF PROCUREMENT, SOME, SOME POSSIBLE CONTRACT AWARDS.

SO YEAH, YOU'RE RIGHT.

THERE WILL BE SOME ZEROS.

UM, I THINK WE MAY HAVE ANOTHER CONTRACT METHODOLOGY FOR YOU ALL TO REVIEW, WHICH YOU'VE SEEN THOSE BEFORE.

YES.

BUT THIS WILL BE FOR ANOTHER SIGNIFICANT PROJECT.

AND THEN OF COURSE, JOHN, WE BRING THE, UH, LEASE EXTENSION WITH MILLIONAIRE AT THAT TIME.

UM, I HAVE A QUESTION AGAIN FOR JOHN.

I APOLOGIZE IT'S A LITTLE OUT OF ORDER HERE.

DO ALL THE FBOS PAY THE SAME FEE PER PER SQUARE FOOT OR HOWEVER THAT IS DERIVED, OR, OR IS IT BASED ON WHEN THEY SIGNED THEIR CONTRACT ORIGINALLY? YEAH, THEY, THERE COULD BE SOME VARIANCE IN THAT.

UM, JUST BECAUSE, UM, YOU KNOW, WE, WE ADJUST ANNUALLY VIA CPI AND SO THAT MIGHT BE A LITTLE BIT DIFFERENT FOR MILLIONAIRE VERSUS SIGNATURE BASED ON WHEN THEY STARTED OPERATIONS HERE.

SO, BUT THEY ALL, UH, PAY AROUND THE SAME, DO ANY OF THESE AS A FOLLOW UP QUESTION? UM, DO ANY OF THESE RELATE TO THE UM, UH, LEASE BENEFIT ANALYSIS THAT THE CITY AUDITOR DID? A REPORT THAT HAD TO DO WITH RENTAL INCOME AND COMMUNITY BENEFITS FOR COUNCIL MEMBER, UH, FUENTES AND I BELIEVE COUNCIL MEMBER ALTER THE BUDGET AND COMMITTEE OF COUNCIL HAD REQUESTED, DO ANY OF THE FIXED BASE OPERATIONS LEASES OR RENT RENTAL FEES MET, WEIGH INTO THAT? WERE THERE ANY RECOMMENDATIONS IN THAT REPORT THAT RELATED TO THIS? I'D HAVE TO GO BACK AND REVIEW THAT REPORT AGAIN.

IT'S BEEN A MINUTE, SO, BUT I KNOW THAT IT WAS ALL GROUND LEASES THAT WERE REVIEWED AS PART OF THAT REPORT, SO THOSE WOULD'VE BEEN INCLUDED.

OKAY.

THANK YOU.

I I WILL TAKE A LOOK AS WELL.

ALRIGHT, COMMISSIONERS,

[FUTURE AGENDA ITEMS]

WE ARE READY FOR FUTURE AGENDA ITEMS. DOES ANYONE HAVE ANY ITEMS FOR DISCUSSION OR PRESENTATION NEXT TIME? COMMISSIONER YOUNG? I KNOW WE DISCUSSED SOMETHING EARLIER.

RAYMOND YOUNG.

UH, I HAVE A QUESTION ABOUT THE SECURITY IN THE GARAGES ON HOW WE WERE COMING ALONG WITH THAT OR ANY UPDATES.

AND DO WE HAVE A SECOND FOR AN UPDATE OR BRIEFING ON SEC ON SECURITY ISSUES AROUND THE AIRPORT? THIS WOULD BE FOR A FUTURE AGENDA ITEM, CORRECT? COMMISSIONER.

OKAY.

CORRECT.

SECOND, SECOND, VALDEZ.

THANK YOU.

ANY OTHER ITEMS FOR FUTURE AGENDA ITEMS? WOW, WELL, SEEING NONE, UM, THE NEXT REGULAR MEETING OF THE AIRPORT ADVISORY COMMISSION IS SCHEDULED FOR WEDNESDAY, APRIL 10TH.

AND WITH NO OBJECTION, UNLESS ANYONE HAS ANY ANNOUNCEMENTS, THIS MEETING IS ADJOURNED.

THANK YOU ALL.

HAPPY SPRING BREAK.

.
