[00:00:01]
UM, THAT THIS IS A SPECIAL MEETING.
UM, SO LET'S START OUR MEETING AND WE'RE GONNA START WITH A ROLL CALL.
[CALL TO ORDER ]
UM, I WOULD LIKE TO CALL THE MEETING TO ORDER AT 5 33.VICE CHAIR MEYER, I'M GONNA GO AHEAD AND CALL ROLL.
UM, DO WE HAVE ANYBODY SIGNED UP FOR PUBLIC COMMENT? NO.
[APPROVAL OF MINUTES]
LET'S MOVE ON FOR, UM, THE APPROVAL OF THE MINUTES FROM OUR LAST MARCH, UM, COMMITTEE MEETING ON MARCH 8TH, 2024.[2. Approve a Recommendation for the City of Austin to conduct a point in time count to determine the number of people living with disabilities in Austin. ]
UNDER DISCUSSION AND ACTION ITEMS, WE'RE GONNA APPROVE THE RECOMMENDATION FOR THE CITY OF AUSTIN TO CONDUCT A POINT IN TIME COUNT AND TO DETERMINE THE NUMBER OF PEOPLE LIVING WITH PEOPLE WITH DISABILITIES IN THE AUSTIN AREA.AND WE ALSO WANNA DISCUSS, UM, THE APPROVAL OF A RECOMMENDATION TO CREATE AN ONLINE COMMUNITY PARTICIPATION AND INFORMATION SHARING SITE.
UM, MR. SALAZAR, HE WAS THE ONE THAT WROTE THE PROPOSAL FOR THE POINT IN TIME COUNT.
MR. SALAZAR, WOULD YOU LIKE TO TALK ABOUT THAT AND READ THAT INTO THE RECORD? YOU WANT ME TO READ THE WHAT? DO YOU HAVE IT? I'M, I'M
I CAN READ IT IF YOU WANT ME TO.
YEAH, YOU CAN READ IT AND YEAH.
READ IT AND THEN I CAN GO OVER.
SO IT SAYS, UM, THIS IS A BOARD AND COMMISSION'S RECOMMENDATION FROM THE MAYOR'S COMMITTEE FOR PEOPLE WITH DISABILITIES.
RECOMMENDATION NUMBER, UH, 20 24 0 3 22 DASH ZERO TWO APPROVE A POINT IN TIME COUNT FOR PEOPLE WITH DISABILITIES IN AUSTIN, WHEREAS THE MAYOR'S COMMITTEE FOR PEOPLE WITH DISABILITIES IS AUTHORIZED BY CITY COUNCIL CODE TWO DASH ONE DASH 1 0 8 TO SERVE AS AN ADVISORY BOARD TO THE CITY COUNCIL AND THE CITY MANAGER REGARDING PROBLEMS AFFECTING THE PERSONS WITH DISABILITIES IN THE AUSTIN AREA.
WHEREAS THE COMMITTEE SERVES IN AN ADVISORY AND CON CONSULTATIVE CAPACITY TO THE HUMAN RESOURCES DEPARTMENT AND THE CITY COUNCIL TO ENSURE EFFECTIVE COMPLIANCE AND ENFORCEMENT OF CHAPTERS FIVE THROUGH SIX.
UH, DISCRIMINATE DISCRIMINATION AGAINST A PERSON WITH A DISABILITY.
WHEREAS THE COMMITTEE HAS TRIED TO GET A PROPER COUNT OF AUSTINITES WITH DISABILITIES AND HAS FOUND THAT NO CITY HAS TRACKED AUSTINITES WITH DISABILITIES.
WHEREAS A POINT IN TIME COUNT IS NECESSARY TO PROVIDE INFORMATION TO THE MAYOR, CITY COUNCIL, CITY MANAGER, AND HEADS OF ALL CITY DEPARTMENTS AND AGENCIES TO ACHIEVE THE PURPOSES OF CHAPTER FIVE AND SIX DISCRIMINATION AGAINST A PERSON WITH A DISABILITY.
WE RECOMMEND A POINT IN TIME COUNT, BE DONE AT THE EARLIEST TIME POSSIBLE AND THAT THE PROPER FUNDS TO ACHIEVE THIS BE RESEARCHED AND SET ASIDE TO ACHIEVE THIS GOAL IN A MOST EXPI EXPEDIENT MANNER POSSIBLE.
NOW THEREFORE, BE IT RESOLVED THAT THE MAYOR'S COMMITTEE FOR PEOPLE WITH DISABILITIES SUPPORT OF POINT IN TIME COUNT THE CITY COUNCIL REVIEW, SUPPORT AND TAKE COUNT, TAKE ACTION TO APPROVE A POINT IN TIME COUNT.
UM, DO YOU WANNA GO GO AHEAD AND SPEAK ABOUT THAT, MR. SALAZAR? YES.
I MEAN, THAT'S JUST SOMETHING FOR US TO TAKE TO COUNCIL BECAUSE OBVIOUSLY A COUNCIL MEMBER WILL HAVE TO PICK THIS UP AND THEY'RE USUALLY, THEIR CHIEF OF STAFF WOULD GO AND DO THE RESEARCH AND THEN REWORD IT SO THAT THEIR COUNCIL MEMBER COULD THEN BRING IT TO THE DAIS AND OTHER COUNCIL MEMBERS WILL VOTE ON IT.
[00:05:01]
THE FINAL ITERATION.WE'RE JUST LETTING THEM KNOW THAT WE WANT THIS TO BE CONSIDERED AND DONE.
AND I'M GONNA TALK TO MY COUNCIL MEMBER ALSO TO SEE IF SHE WOULD PICK THIS UP.
SO WE JUST HAVE TO VOTE ON IT TO MAKE SURE THAT THEY CAN MAKE THEIR SECONDARY STEPS.
IS THERE ANY, IS IS THERE ANYONE THAT WANTS TO HAVE FURTHER DISCUSSION ABOUT THIS TOPIC BEFORE WE VOTE? UM, WOULD SOMEONE LIKE TO MOTION THAT WE APPROVE THIS? YES, I WILL.
WILL THE COUNCIL PEOPLE, WILL THEY KNOW WHAT A POINT IN TIME COUNT IS? YES.
AND WE DO POINT IN TIME COUNTS FOR OTHER DEMOGRAPHICS THROUGHOUT AUSTIN AND I DON'T KNOW WHY WE HAVEN'T DONE IT WITH ALSO KNIGHT WITH DISABILITIES, BUT IT JUST HASN'T BEEN DONE.
BUT EVERYBODY DOES A POINT IN TIME COUNT FROM HOMELESS PEOPLE TO VETERANS TO EVERYTHING ELSE.
WELL, THANK YOU FOR ALL YOUR WORK AND I'D LIKE TO MOVE THAT WE APPROVE THIS.
UM, ALL IN FAVOR OF APPROVING THIS RECOMMENDATION, SAY AYE.
ANY OPPOSED? ALL RIGHT, GREAT.
ALL RIGHT, LET'S MOVE ON TO OUR
[3. Approve a Recommendation to create an online community participation and information sharing site. ]
SECOND RECOMMENDATION.AND, UM, THIS RECOMMENDATION IS THE ONE THAT I WORKED ON, WE HAD PREVIOUSLY DISCUSSED ABOUT, HOLD ON JUST A SECOND.
UM, SO WE HAD DISCUSSED TRYING TO FIND A WAY TO DISSEMINATE INFORMATION TO THE PO OUR TARGET POPULATION AS WELL AS BE ABLE TO HAVE THEM GET INFORMATION TO US.
UM, SO THIS RECOMMENDATION SAYS BOARD AND COMMISSION'S RECOMMENDATION, MAYOR'S COMMITTEE FOR PEOPLE WITH DISABILITIES.
RECOMMENDATION NUMBER 20 24 0 3, 22 DASH ZERO THREE, ELECTRONIC COMMUNITY PARTICIPATION AND INFORMATION SHARING.
WHEREAS TO BE EFFECTIVE, THE AUSTIN MAYORS COMMITTEE FOR PEOPLE WITH DISABILITIES REQUIRES A COORDINATED WAY TO GET INFORMATION TO PEOPLE WITH DISABILITIES IN THE AUSTIN COMMUNITY.
WHEREAS AUSTIN HAS A LARGE BUT FRAGMENTED WEB OF SERVICES FOR VARIOUS POPULATIONS WITHIN THE DISABILITY COMMUNITY.
SO, AUSTIN HAS A LARGE BUT FRAGMENTED WEB OF SERVICES OF VARIOUS POPULATIONS WITHIN THE DISABILITY COMMUNITY, MAKING IT IMPOSSIBLE FOR THE AMER'S COMMITTEE FOR PEOPLE WITH DISABILITIES TO COLLECTIVELY AND EFFECT, UM, AN EFFECTIVE, UH, TO COLLABORATE EFFECTIVELY WITH THE POPULATION WE SERVE.
WHEREAS THE AUSTIN MAYORS COMMITTEE FOR PEOPLE WITH DISABILITIES TRIED TO USE PERSONAL CHANNELS TO DETERMINE AN IMPORTANT SURVEY ABOUT EXPERIENCES OF TRANSPORTATION AND SAFETY.
BUT THIS RESULTED IN ONLY THREE RESPONSES, WHEREAS DUE TO LACK OF OPPORTUNITIES IN EDUCATION, TRANSPORTATION IN CENTRAL AND A CENTRALIZED INFORMATION POINT, PEOPLE WITH DISABILITIES ARE CURRENT, ARE NOT CURRENTLY ABLE TO PARTICIPATE OR SELF-ADVOCATE IN CITY PROCESSES AFFECTING THEM IN ANY MEANINGFUL WAY.
NOW, THEREFORE, BE IT RESOLVED, THE CITY WILL UPDATE THE AUSTIN MAYOR'S COMMITTEE, UM, FOR PEOPLE WITH DISABILITIES WEBPAGE TO INCLUDE THE FOLLOWING.
FIRST, A SELECTION OR, OR A SECTION TO HIGHLIGHT WAYS PEOPLE WITH DISABILITIES CAN PARTICIPATE AT THE CITY LEVEL.
THIS COULD INCLUDE UP-TO-DATE, IMPORTANT INFORMATION, LINKS TO SURVEYS AND ITEMS OF INTEREST RELATING TO THE CITY COMMUNITY, UM, ACTIVITIES, POLICY CHANGES AND OPPORTUNITIES TO PARTICIPATE IN VARIOUS OPEN COMMENT PERIODS THAT HAVE AN IMPACT ON THE EXPERIENCE OF CITIZENS WITH DISABILITIES IN THE AUSTIN COMMUNITY.
SECOND, AN OPPORTUNITY FOR AUSTINITE WITH DISABILITIES TO ENTER THEIR EMAIL INFORMATION AND THE SUBSEQUENT CREATION OF AN EMAIL LIST THAT CAN BE, UM, USED BY THE AUSTIN MAYOR'S COMMITTEE FOR PEOPLE WITH DISABILITIES CHAIR OR VICE CHAIR TO COMMUNICATE IMPORTANT INFORMATION AND OPPORTUNITIES FOR PARTICIPATION WITHIN THE AUSTIN COMMUNITY.
[00:10:03]
OKAY.DO WE HAVE ANY, UM, DISCUSSION ON THAT RECOMMENDATION? I DON'T, I JUST KNOW SOMEBODY WOULD'VE TO DEAL WITH A COUNCIL MEMBER IF IT'S APPROVED ON THEIR END AND KIND OF WORK WITHIN THE SECTION AND OUT.
UM, THIS IS COMMISSIONER RAMIREZ.
I THINK THE IDEA OF CENTRALIZED LOCATION FOR ALL OF THIS INFORMATION WOULD BE REALLY AMAZING.
UM, I'M WONDERING IF OUR COMMISSION'S WEBPAGE WOULD BE THE BEST PLACE FOR THAT.
'CAUSE I KNOW THAT IT CAN, IT'S EMBEDDED IN A LIST OF A WHOLE BUNCH OF OTHER COMMISSIONS.
I'M JUST WONDERING WORKLOAD WISE AS WELL, IF THIS COULD BE SOMETHING THAT COULD BE PASSED TO A DEPARTMENT WITHIN THE CITY, UM, AS WELL AS FAR AS RESOURCING SOMETHING.
'CAUSE I THINK THIS COULD BE A, THIS COULD GROW TO BE A PRETTY BIG PROJECT.
THAT COULD BE A REALLY HELPFUL RESOURCE BEYOND THE, THE COMMISSION AS WELL.
AND, BUT THAT'S UP TO COUNCIL.
WE HAVE TO BRING IT UP TO 'EM, SAY THAT IT'S, THAT IT IS A NEED AND ONCE A COUNCIL MEMBER PICKS IT UP, THEN THAT'S HOW IT MANEUVERS OR PIVOTS, HOWEVER THAT MAY BE.
BUT WE NEED TO TELL THEM THAT THIS IS A NEEDED ITEM AND THEN THEY FIGURE IT OUT WITHIN THEIR OWN TEAM.
WHOEVER DECIDES TO PICK IT UP AS A COUNCIL MEMBER AND THEN THEY WORK ON IT OR THOSE, ARE THESE THINGS GOING TO THE JOINT INCLUSION COMMITTEE? CORRECT.
I'M GONNA, I'M GONNA PUT THEM IN THE FOLDER FOR THE JOINT INCLUSION COMMITTEE.
UM, SO I PROBABLY WILL DO THAT TOMORROW.
UM, BUT MY THINKING ON AS FAR AS JUST INCLUDING IT ON THE MAYOR'S COMMITTEE PAGE IS IT WOULD BE SOMEWHERE SMALL TO START.
I THINK THAT IF WE START SOMEPLACE AT A WEBPAGE THAT'S ALREADY CREATED AND REALLY IT WOULDN'T TAKE THAT MUCH EXTRA CODING WORK TO CREATE LIKE A LITTLE SECTION TO PUT, YOU KNOW, POINT OF INTEREST NEWS AND THEN TO CREATE AN EMAIL LISTSERV.
IT'LL BE EASIER TO GET OUR RECOMMENDATION CARRIED THAN IF WE ASK FOR A SEPARATE WEBSITE OR SOME OTHER, UM, SOMETHING ELSE.
WELL, I WOULD LIKE THE MOTION TO APPROVE IF THERE'S NO OTHER QUESTIONS, I WILL SECOND.
AND I WILL PUT THESE, UM, I'LL SHARE THESE WITH THE JOINT COMMISSION.
UM, COMMISSIONER SALAZAR, CAN YOU EMAIL ME THIS DOCUMENT SO THAT I CAN UPLOAD IT TO THE JOINT INCLUSION COMMISSION? THEY HAVE A, LIKE A LITTLE WEBPAGE THAT'S GOT ALL THE DIFFERENT RECOMMENDATIONS FROM ALL THE COMMITTEES.
JUST SEND ME AN EMAIL AND I'LL MAIL IT YOU OUT MONDAY.
'CAUSE I'M, I'M NOT IN TEXAS RIGHT NOW.
OR DID YOU, YOU, UM, YOU HAVE IT RIGHT.
YEAH, I'LL JUST GET IT FROM HER THEN.
UM, I, I, I KNOW THAT WE HAVE KIND OF GOTTEN A LITTLE BIT OF A ROUGH START AS A COMMITTEE, BUT I REALLY APPRECIATE Y'ALL COMING IN ON THIS FRIDAY AND MAKING SURE THAT WE GET THESE RECOMMENDATIONS AND I THINK THEY'RE SOLID RECOMMENDATIONS.
THIS IS FOR THE BUDGET, IS THAT CORRECT? CORRECT.
SO Y'ALL KNOW HOW, HOW Y'ALL KNOW HOW MUCH THESE ARE GONNA ARE GONNA COST.
WE HAVE NOT DONE A COST ANALYSIS THAT'S UP TO COUNCIL TO DO IF THEY CHOOSE TO PICK IT UP, TO TAKE THEIR STAFF AND FIGURE OUT HOW MUCH IT WOULD COST.
AND THAT'S UP TO THE COUNCIL MEMBER, WHOEVER CHOOSES TO PICK IT UP.
WE, BUT I GOTTA COME, I GOTTA GO.
CAN YOU STAY ON FOR LIKE TWO MORE MINUTES? I JUST HAVE TO MAKE TWO RECOMMEND.
[FUTURE AGENDA ITEMS ]
TO TALK ABOUT FUTURE AGENDA ITEMS AND I WOULD LIKE TO RECOMMEND TWO FOR APRIL.ONE IS A PRESENTATION FROM THE EQUITY BASED PRESENTATION PLAN.
UM, THIS PERSON EMAILED ME A COUPLE MONTHS AGO AND THEY'RE MAKING THEIR ROUNDS SO THAT THEY COULD GET COMMUNITY COMMENT.
AND THEN, UM, ONE ANOTHER ONE IS FOR BETSY GREENSBURG.
SHE WOULD LIKE TO COME AND MAKE A PRESENTATION ABOUT HOW THE NEW ZONING RULES MAY AFFECT GROUP HOMES AND SAFETY REGULATIONS.
[00:15:01]
YES.ANY OPPOSED? DOES ANYONE HAVE ANY OTHER FUTURE AGENDA ITEMS FOR APRIL? NO.
ARE THERE ANY LAST COMMENTS? NO.
UH, ONE QUICK ANNOUNCEMENT IS THAT APRIL WILL INCLUDE THE OFFICER ELECTION.
SO IF YOU CAN BE PRESENT FOR THAT, THAT WAY YOU CAN HAVE A REPRESENTATIVE OR VICE CHAIR AND CHAIR.
UM, THANK YOU AND CHAIR IF YOU WANT TO ADJOURN WITH YOU.
THANK YOU SO MUCH FOR EVERYBODY'S PARTICIPATION.
