UM, IF WE COULD GO TO THE NEXT SLIDE, PLEASE. SO, FROM THE, UH, FINANCIAL SERVICES PERSPECTIVE, WE HAD, UH, TWO MAIN TAKEAWAYS. ONE WAS TO LOOK FOR CAPITAL IMPROVEMENTS AND PROGRAMS TO MAXIMIZE INFLATION REDUCTION ACT TAX CREDITS. UM, BUT OUR FOCUS TODAY IS ON, UH, ANOTHER TAKEAWAY, WHICH WAS TO REVIEW AND IDENTIFY WHICH INVESTMENTS THAT THE COMMITTEE ULTIMATELY IDENTIFIES. UM, HAVE THE OPTION OF BEING FUNDED, UH, THROUGH THE CITY'S DIFFERENT, UH, REVENUE SOURCES AND SORT OF BUCKETS OF FUNDS. UH, AMONG THOSE ARE THE UTILITIES RATES AND FEES, UM, GENERAL FUND REVENUE AND EXPENDITURES, GRANTS AND BOND INSTRUMENTS. UH, NEXT SLIDE PLEASE. SO THIS IS, UH, JUST A PIE CHART SHOWING AN OVERVIEW OF THE CITY AS A WHOLE. A LOT OF THE TIME WHEN WE THINK ABOUT THE CITY, WE FOCUS ON THE GENERAL FUND, UH, ESPECIALLY I DO IN THE BUDGET OFFICE, BUT IT'S ACTUALLY A MUCH BROADER ORGANIZATION. UM, ACTUALLY, AUSTIN ENERGY REPRESENTS THE LARGEST SHARE OF THE CITY'S OVERALL REVENUE AND EXPENDITURES AT OVER A QUARTER. UH, THE GENERAL FUND'S RIGHT BEHIND THAT. AND THEN YOU CAN SEE AUSTIN WATER IS THE NEXT LARGEST CHUNK WITH, UH, OVER 10% OF, OF THE CITY'S TOTAL BUDGET. UH, NEXT SLIDE, PLEASE. PARDON ME. UH, SO WITH RESPECT TO AUSTIN ENERGY, THEY'RE ABOUT $1.7 BILLION IN REVENUE THIS YEAR. UM, MOSTLY FROM RATES AND THEN A LITTLE BIT FROM SOME ANCILLARY FEES. OF COURSE, THEIR MAJOR EXPENDITURES ARE ASSOCIATED WITH GENERATING AND PROVIDING ELECTRIC SERVICE DELIVERY, INCLUDING POWER SUPPLY COSTS, TRANSMISSION COSTS, AND THE OPERATING EXPENSES THAT GO ALONG WITH THAT. UM, THEY ALSO HAVE DEBT SERVICE EXPENSES. THEY ARE, UH, LIKE WATER ALLOWED TO ISSUE THEIR OWN DEBT, AND BELINDA WILL GET INTO MORE DEPTH ABOUT THAT. UM, AND JUST TO GIVE AN EXAMPLE OF THE TYPE OF, UH, CLIMATE RELATED PROGRAM THAT ENER AUSTIN ENERGY CURRENTLY FUNDS, UH, THEY HAVE A COMMUNITY BENEFIT CHARGE [00:05:01] AS PART OF THEIR RATES, AND THEY USE THAT IN PART TO PROVIDE REBATES AND INCENTIVES FOR ENERGY EFFICIENCY IMPROVEMENTS, REBATES FOR ROOFTOP SOLAR SYSTEMS, AND FOR THE AUSTIN ENERGY GREEN BUILDING PROGRAM. SO THE MAIN THING, UM, TO REMEMBER WITH RESPECT TO THE UTILITIES IS JUST THAT THEY, THEY CAN FUND CLIMATE RELATED INITIATIVES, BUT THEY NEED TO BE, UH, SUBSTANTIAL RELATED TO, UM, THE MISSION OF, OF THAT UTILITY. NEXT SLIDE, PLEASE. UH, AUSTIN WATERS ALMOST $700 MILLION IN REVENUE. OBVIOUSLY, MOST OF THEIR EXPENSES ARE, UH, INVOLVED WITH TREATING AND TRANSPORTING, UH, CLEAN WATER TO AUSTIN'S RESIDENTS AND BUSINESSES. UM, A MAJOR, UH, SUSTAINABILITY AND CLIMATE RELATED INITIATIVE FOR AUSTIN WATER RIGHT NOW. MANY OF YOU HAVE, I'M SURE, HEARD OF THE, UH, PURPLE PIPE PROGRAM, AND THAT IS, UH, AN INITIATIVE TO INCREASE RECLAIM WATER USAGE IN AND AROUND AUSTIN, UM, WITH THE HOPE OF ULTIMATELY SAVING 6 MILLION GALLONS A DAY. AND, UH, THAT AGAIN, IS FUNDED THROUGH, UH, THEIR RATES AND FEES. NEXT SLIDE, PLEASE. NOW, IF WE JUST DRILL DOWN INTO THAT, ABOUT QUARTER OF THE FIRST PIE CHART. THAT'S THE GENERAL FUND, WHICH REPRESENTS, UH, $1.4 BILLION IN REVENUE AND EXPENDITURES. UM, THIS IS FUNDED ALMOST HALF BY PROPERTY TAX, UH, WITH OVER A QUARTER BY SALES TAX. THEN THE UTILITY TRA UH, THE UTILITIES BOTH TRANSFER A PAYMENT EACH YEAR TO THE GENERAL FUND, WHICH REPRESENTS OUR RETURN AS THE, UH, COMMUNITY OWNERS OF THOSE UTILITIES. AND THEN WE HAVE A VARIETY OF OTHER REVENUE SOURCES MAKING UP, UM, THE REMAINING ABOUT 13%. I JUST WANT TO NOTE HERE THAT, UH, ESPECIALLY DUE TO ACTIONS OF THE STATE LEGISLATURE OVER THE LAST FIVE YEARS, WERE SEVERELY CONSTRAINED IN, UH, THE AMOUNT OF ADDITIONAL PROPERTY TAX WE CAN RAISE EACH YEAR. AND THEN WITH RESPECT TO SALES TAX, WE DON'T HAVE CONTROL OVER THAT RATE. UH, WE RECEIVE 1% OF TAXABLE SALES IN THE AUSTIN, UH, WITHIN AUSTIN CITY LIMITS. AND, UH, SO WE'RE SUBJECT TO, UH, THE ECONOMIC AND BUSINESS CYCLE AND THE EBBS AND FLOWS OF THE REVENUE THAT GOES ALONG WITH THAT. NEXT SLIDE, PLEASE. ON THE EXPENDITURE SIDE, AGAIN, IT'S $1.4 BILLION. UM, OUR PUBLIC SAFETY DEPARTMENTS REPRESENT, UM, A MAJORITY OF THOSE EXPENSES. AND, UH, YOU KNOW, WE HAVE A VARIETY OF OTHER, UM, GENERAL FUND DEPARTMENTS, PARKS AND RECREATION, PUBLIC HEALTH, LIBRARY, HOUSING AND PLANNING, MUNICIPAL COURT. UM, WE HAVE A NEW FORENSIC SCIENCE DEPARTMENT AS WELL, UH, ROUNDING OUT, UH, THE REST OF OUR SERVICES. NEXT SLIDE, PLEASE. SO, UH, GENERAL FUND EXPENDITURES CAN BE PRETTY BROAD AND THEY CAN BE USED FOR ANY LAWFUL MUNICIPAL PURPOSE AS DEFINED BY STATE LAW. BUT TO JUST TO GIVE YOU, UM, A FEW EXAMPLES OF SOME SUSTAINABILITY RELATED INITIATIVES THAT THE GENERAL FUND CONTRIBUTES TO, UH, WE SPEND ABOUT $2 MILLION IN THE FLEET MOBILITY BUDGET, UM, TO INCREASE OUR SUPPLY OF, UM, BATTERY ELECTRIC VEHICLES. WE'RE GONNA INCREASE THAT TO 388 VEHICLES THIS YEAR. UM, THE URBAN FORESTRY DIVISION IS HOUSED WITHIN THE DEVELOPMENT SERVICES DEPARTMENT, BUT IT'S FUNDED THROUGH A TRANSFER FROM THE GENERAL FUND, AND THAT'S THE FUND, UH, THAT DIVISION'S WORK, UH, COLLECTING AND MONITORING TREE CANOPIES. AND THEN JUST AS ANOTHER EXAMPLE, WE PARTNER WITH CAP METRO TO OFFER FREE TRANSIT PASSES TO CITY EMPLOYEES TO, UH, REDUCE TRAFFIC AND CONGESTION, AS YOU PROBABLY UNFORTUNATELY HAVE EXPERIENCED TONIGHT. NEXT SLIDE PLEASE. FINALLY, UH, THE RESOLUTION ALSO ASKS US TO LOOK AT GRANTS. UM, ZACH WILL BE ABLE TO SPEAK MORE ABOUT THIS, BUT WE CERTAINLY DO PURSUE GRANTS, UM, INCLUDING CLIMATE RELATED GRANTS. AND JUST AS A COUPLE OF EXAMPLES, WE HAVE A $1 MILLION GRANT WITH THE EPA, UH, RELATED TO REDUCING GREENHOUSE GAS EMISSIONS. AND WE HAVE, UM, AN AIR MON AIR MONITORING GRANT THROUGH THE STATE. UH, MOST OF OUR GRANTS ARE GOING TO BE THROUGH THE FEDERAL GOVERNMENT OR, UM, THROUGH THE STATE OF TEXAS. AND I THINK WE'LL BE MOVING ON TO BELINDA TO GIVE YOU MORE DETAIL ABOUT, UH, THE CITY'S VARIOUS OPTIONS FOR ISSUING DEBT. THANKS, ERIC. UM, GOOD EVENING AGAIN, COMMITTEE MEMBERS. UH, SO A COUPLE OF OTHER FUNDING SOURCES TO DISCUSS SPECIFICALLY AROUND CITY OF AUSTIN ISSUED BONDS. THIS IS JUST A GENERAL HIGH LEVEL OVERVIEW OF THESE TYPES OF BONDS THAT WE ISSUE. UM, STARTING WITH GENERAL OBLIGATION BONDS, OTHERWISE KNOWN AS GEO BONDS, THESE BONDS ARE BACKED BY THE FULL FAITH AND CREDIT OF THE CITY. UM, AND THE OUT, OR EXCUSE ME, THE DEBT SERVICE, UM, ASSOCIATED [00:10:01] WITH THESE BONDS ARE PAID FOR, UM, BY AVALOR PROPERTY TAXES. I DO ALSO HAVE NOTATED HERE THAT STATUTORY PROVISIONS DEFINE ALLOWABLE BOND PROCEED USES, UM, ASSOCIATED WITH OUR GEO DEBT. AND IN ADDITION TO THAT, THE CITY ALSO HAS FINANCIAL POLICIES THAT DETAIL VARIOUS GEO DEBT REQUIREMENTS THAT WE ADHERE TO AS WELL. SO, UM, WE HAVE LISTED HERE THE THREE TYPES OF GENERAL OBLIGATION DEBT THAT THE CITY, UM, DOES CURRENTLY ISSUE. THEY ARE PUBLIC IMPROVEMENT BONDS, CERTIFICATES OF OBLIGATION AND CONTRACTUAL OBLIGATIONS. THE PUBLIC IMPROVEMENT BONDS ARE PROBABLY THE ONES THAT YOU'RE MOST FAMILIAR WITH, AND THEY ARE THE LARGEST PORTION OF OUR GEO DEBT PROFILE. THEY DO FUND CAPITAL IMPROVEMENT PRO PROJECTS, UM, ALONG WITH CAPITAL ASSETS. THEY ARE VOTER AUTHORIZED AND THEY HAVE A 20 YEAR TERM. THE VOTER AUTHORIZATION IS OBTAINED THROUGH BOND ELECTIONS, WHICH IS WHAT YOU'RE PROBABLY FAMILIAR WITH WHEN YOU HEAR THE CITY OF AUSTIN IS, UM, HAVING A BOND ELECTION. THERE'S VARIOUS PROPOSITIONS THAT ARE ASSOCIATED WITH THAT BOND ELECTION. UM, IF THE BOND ELECTION AND THOSE PROPOSITIONS ARE APPROVED. UM, WHEN WE GO TO ISSUE DEBT, WE ISSUE THEM AS PUBLIC IMPROVEMENT BONDS. UM, AND KIND OF COUPLED WITH THAT, I TALKED A LITTLE BIT ABOUT STATUTORY PROVISIONS THAT DEFINE ALLOWABLE BOND PROCEED USES. THERE ARE ALSO STATUTORY PROVISIONS IN STATE LAW ASSOCIATED WITH BOND ELECTIONS, UM, AS WELL. UM, NEXT IS CERTIFICATES OF OBLIGATION, AND THESE ARE USED TO FINANCE REAL PROPERTY AND CONSTRUCTION OF, UH, A PUBLIC WORK. THESE ARE NOT VOTER AUTHORIZED, UH, DEBT, AND, UM, THEY HAVE A 20 YEAR TERM AS WELL. THE USE OF BOND PROCEEDS RELATING TO CERTIFICATES OF OBLIGATION, UM, ARE DEFINED IN STATUTE. IT'S ACTUALLY CHAPTER 2 71 OF THE GOVERNMENT CODE. AND I HAVE PUBLIC WORK HERE KIND OF IN QUOTATIONS BECAUSE, UM, PUBLIC WORK IS DEFINED WITHIN THAT STATUTE. AND ANY CERTIFICATE OF OBLIGATION ISSUED IN THE STATE MUST FALL WITHIN THAT DEFINITION. AND THEN FINALLY, WE HAVE CONTRACTUAL OBLIGATIONS. UM, THIS IS USED TO FINANCE PERSONAL PROPERTY. I GENERALLY EQUATE THIS TO LIKE MOVABLE ASSETS, UH, EQUIPMENT, MACHINERY, VEHICLES, THINGS OF THAT NATURE. UM, THIS, UH, TYPE OF GENERAL OBLIGATION BOND IS NOT VOTER AUTHORIZED. UM, IT HAS A SEVEN YEAR TERM ASSOCIATED WITH THE DEBT. UM, THE SHORTER TERM VERSUS THE, UH, CERTIFICATES OF OBLIGATION AND THE PUBLIC IMPROVEMENT BONDS IS ASSOCIATED WITH THE USEFUL LIFE OF THE ASSET THAT WE'RE FINANCING. UH, VEHICLES HAVE A MUCH SHORTER USEFUL LIFE THAN SAY, YOU KNOW, A ROADWAY OR A BUILDING. UM, AND JUST AS WITH THE CERTIFICATES OF OBLIGATION, THE USE OF BOND PROCEEDS, UM, FOR CONTRACTUAL OBLIGATIONS ARE DEFINED IN STATUTE. IT'S ACTUALLY THAT SAME, UH, CHAPTER 2 71 DIFFERENT SUB PROVISION, UM, WITHIN THAT, UH, THAT STATUTE. UM, BUT WE HAVE TO FALL WITHIN THE PARAMETERS, UM, THAT OF ALLOWABLE USES FOR THOSE CONTRACTUAL OBLIGATIONS WHEN ISSUED. AND SO THERE'S BEEN A LOT OF DISCUSSION REGARDING STATE LAW, STATUTORY PROVISIONS. AND JUST TO KIND OF TOUCH ON THE FACT THAT ALL MUNICIPAL DEBT THAT'S ISSUED IN THE STATE REQUIRES REVIEW AND APPROVAL BY THE ATTORNEY GENERAL'S OFFICE. THAT'S ANOTHER STATE LAW. UM, AND, UM, AS PART OF THEIR REVIEW, A MAIN FOCUS IS ENSURING THAT ALL ASPECTS OF, UH, THE SPECIFIC BOND ISSUANCE THAT'S BEING REVIEWED IS BEING DONE IN ACCORDANCE WITH STATE LAW. SO, NEXT SLIDE PLEASE. SO IN ADDITION TO THE GENERAL OBLIGATION, UH, BONDS, WE ALSO ISSUE REVENUE BONDS. UM, THE CITY HAS FOUR ENTERPRISE DEPARTMENTS THAT ISSUE REVENUE BONDS. THOSE ARE AUSTIN ENERGY, AUSTIN WATER UTILITY, THE CONVENTION CENTER AND AVIATION. UM, THESE REVENUE BONDS ARE USED FOR CAPITAL IMPROVEMENT THAT SUPPORT THE RESPECTIVE, UH, ENTERPRISE DEPARTMENTS. AND, UM, THEY ARE BACKED BY REVENUE COLLECTED BY THE RESPECTIVE ISSUING ENTERPRISE. UM, THERE ARE ALSO DEBT SERVICE COVERAGE REQUIREMENTS AND RESERVES ASSOCIATED WITH THESE REVENUE BONDS. AND THE COMMON THEME HERE IS THERE'S ALSO STATUTORY PROVISIONS THAT DEFINE ALLOWABLE BOND PROCEED USES FOR ALL OF THESE REVENUE BONDS. AND AGAIN, JUST AS I MENTIONED WITH THE GENERAL OBLIGATION BONDS, ALL REVENUE BONDS ARE REQUIRED TO BE REVIEWED AND APPROVED THROUGH THE ATTORNEY GENERAL'S OFFICE AS WELL. AND I'M GOING TO HAND IT BACK OVER TO ERIC TO GO OVER THE FISCAL YEAR 25, UH, BUDGET TIMELINE AND, UH, FINISH OUT THE PRESENTATION. THANKS, BELINDA. UH, WE NOTICED THAT YOU ALSO HAVE, UH, YOUR BUDGET RECOMMENDATIONS ON THE AGENDA FOR TODAY. AND SO I JUST [00:15:01] WANTED TO CONCLUDE WITH GIVING YOU A GENERAL OVERVIEW OF OUR ANNUAL BUDGET PROCESS AND TIMELINE. UM, HERE WE ARE IN MARCH, UM, AT THE BOARDS AND COMMISSIONS, AND, UH, THE BUDGET OFFICE IS ELBOW DEEP IN, IN PREPARING THE FINANCIAL FORECAST, WHICH WILL BE PRESENTED TO COUNCIL IN ABOUT THREE WEEKS. UM, MOVING FROM THERE, WE TAKE THESE BOARDS AND COMMISSIONS RECOMMENDATIONS AND THE COMMUNITY'S INPUT AND WORKED WITH CITY MANAGEMENT TO DEVELOP THE CITY MANAGER'S PROPOSED BUDGET, WHICH COMES OUT IN MID-JULY. UH, FROM THERE THERE'LL BE A SERIES OF COMMUNITY INPUT AND COUNCIL WORK SESSIONS THAT ALLOW THEM TO, UM, DIVE DEEPER INTO WHAT'S INCLUDED IN THE PROPOSED BUDGET AND, UH, BEGIN CONTEMPLATING, UH, AMENDMENTS AND ADDITIONS. UM, AND THEN IN MIDGUT WE GET TO, UH, THE BUDGET ADOPTION, UH, MEETING PROCESS WHERE WE FINALIZE THAT BUDGET. AND I WOULD JUST SAY THAT THE, UH, BOND DEVELOPMENT PROJECT OR PROCESS AND THE ORDERING OF A BOND ELECTION WOULD, WOULD ROUGHLY TRACK WITH THIS TIMELINE AS WELL. UM, AND JUST IN CONCLUSION, I GUESS I WOULD SAY, I KNOW THAT, UM, YOU ALL WILL BE, UH, RECOMMENDING THESE PROJECTS AND WE JUST WANT TO GIVE THIS OVERVIEW OF THE TYPES OF BUCKETS OF FUNDING THAT MAY BE AVAILABLE. BUT, UM, IT WILL DEPEND ON THE SPECIFIC PROJECT. UM, WHATEVER YOU RECOMMEND, STAFF WILL GO BACK AND, AND TRY TO DETERMINE THE MOST APPROPRIATE SOURCE OF FUNDS, UH, TO FUND THAT PROJECT. UM, BUT THAT IS AN ADDITIONAL HURDLE THAT WE'D HAVE TO CLEAR. WE'RE JUST GONNA GO THROUGH THE FIRST FEW SLIDES, BUT SOME FOOD WERE TAUGHT, WE HAVE, UH, A BEAUTIFUL FOOD SYSTEM THAT TO A DEGREE ONLY WORKS FOR A FEW, NOT FOR ALL. IN THIS SLIDE, YOU CAN SEE JUST VERY FEW OF SOME OF THE ISSUES THAT ARE OUTLINED IN OUR STATE OF THE FOOD SYSTEM REPORT. AND THESE ARE ECHOED BY A LOT OF THE ISSUES THAT OUR COMMUNITY MEMBERS EXPERIENCE. UH, NEXT SLIDE. UM, WHEN WE TALK ABOUT FOOD SYSTEMS, WE OFTEN TRY TO SIMPLIFY IT IN TERMS OF, YOU KNOW, FIVE THINGS, FOOD ACCESS, UH, FOOD PRODUCTION, UH, HOW FOOD TRAVELS TO PLACES, HOW DO YOU HAVE ACCESS TO THOSE FOODS, WHERE ARE THOSE STORES AND WHAT HAPPENS TO THE FOOD AFTER YOU ARE DONE WITH IT? UH, AND OF COURSE, ALL WRAPPED UP WITHIN THIS CONCEPT OF FOOD JUSTICE. UM, BASICALLY, WHO HAS ACCESS TO THESE BEAUTIFUL SYSTEMS AND WHO DOESN'T? AND WHAT ARE SOME OF THE EQUITY IMPLICATIONS OF THESE FOOD SYSTEMS? UH, [00:20:01] VERY QUICKLY, UM, YOU KNOW, THIS IS A, AN OVERSIMPLIFICATION OF THE FOOD SYSTEM. UM, IN REALITY IT PROBABLY LOOKS MORE LIKE A, LIKE A BOWL OF A SPAGHETTI WITH A LOT OF NODES AND JUST A HUGE MESS. UM, BUT FOR SIMPLISTIC WAYS, UH, WE JUST, AND FOR THE SAKE OF COMMUNICATIONS, WE LIKE TO JUST SAY THAT IT WORKS IN A CYCLICAL WAY OR IDEALLY IT WORKS IN A CYCLICAL WAY. UH, NEXT SLIDE. UH, SO IN DEVELOPING THIS FOOD PLAN, UH, WE ARE ESSENTIALLY TRYING TO SEE ALL THE ISSUES THAT OUR COMMUNITIES OUTLINING AND ALL THE THINGS THAT WE SEE THROUGH DATA AND CREATE A SET OF GOALS AND STRATEGIES TO ADDRESS THESE ISSUES. SO THE FOOD PLAN WILL ESSENTIALLY BE OUR NORTH STAR FOR LOCAL GOVERNMENT AND COMMUNITY MEMBERS AND STAKEHOLDERS TO SAY, THIS IS WHERE WE SHOULD GO TO SOLVE SOME OF THESE ISSUES. IT WILL BUILD ON SEVERAL OTHER INITIATIVES, SEVERAL ORDER PLANS. WE LIKE TO THINK THAT THIS FOOD PLAN IS A PLAN OF PLANS SUCH AS THE CLIMATE EQUITY PLAN, AND OF COURSE, IT CENTERS INEQUITY AS A LOT OF THE ISSUES IN THE FOOD SYSTEM, UH, AFFECT CERTAIN POPULATIONS THE MOST. NEXT SLIDE. UH, AGAIN, THIS IS A THING THAT WE ARE, HAVE BEEN WORKING ON SINCE JUNE, 2021, WHEN, UH, THE CITY MANAGER WAS MANDATED TO DEVELOP A PLANNING PROCESS TO ALLEVIATE THE, SOME OF THE ISSUES THAT WE SAW AFTER WINTER STORM URI AND THE AFTERMATH OF THE PANDEMIC. ESSENTIALLY, OUR FOOD PLAN OR OUR FOOD SYSTEM WAS JUST LAID BARE WITH ALL ITS, UH, INEFFICIENCIES AND ALL THIS VULNERABILITIES. UM, WE HAVE RELEASED A DRAFT, UH, THIS MARCH 18TH, AND I WILL TELL YOU A LITTLE BIT MORE ABOUT IT IN THE FEW SLIDES. UH, ALSO VERY IMPORTANT TO NOTE THAT TRAVIS COUNTY IS AN OFFICIAL PARTNER AT THIS PROCESS EVER SINCE FALL 2022. THEY HAVE, UH, BEING, UH, AS MANY OF OUR MEETINGS AS POSSIBLE, AND WE ARE VERY HAPPY TO HAVE SO MUCH WORK WITH TRAVIS COUNTY. UH, NEXT SLIDE. UM, VERY QUICKLY, THIS IS OUR TIMELINE. UH, CURRENTLY WE ARE IN THIS REVIEW ON GROUND GROUND TRUTHING PROCESS WHERE I'LL SHARE A LITTLE BIT MORE ABOUT HOW YOU CAN GET INVOLVED AND DO THIS GROUND TRUTHING FOR THE FOOD PLAN DRAFT. AND THAT WAS ALMOST 200 PEOPLE. UH, A TEAM OF COMMUNITY FOOD AMBASSADORS, UH, HELPING US OUT WITH BROADER OUTREACH AND THOUSANDS OF COMMUNITY MEMBERS THAT ATTENDED OUR EVENTS. WE ATTENDED THEIR EVENTS, UH, ON TOP OF, UH, ALL THAT TO SUPPORT THE PLANNING TEAM, WHICH INCLUDED TRAVIS COUNTY STAFF, CITY STAFF, CONSULTING TEAMS, ET CETERA. NEXT SLIDE. UM, THE FOOD PLAN IS STRUCTURE. AND WE SPENT A LOT OF TIME READING, UH, ALL THESE PLANS THAT OUR BEAUTIFUL CITY HAS, UH, PUT OUT JUSTIFYING THESE ALIGNMENTS. UH, NEXT SLIDE. AND DID YOU ALSO KNOW THAT, UM, ABOUT 85% OF A BREWERY'S WASTE IS THEIR SPENT GRAIN? SO THIS PROJECT WILL NOT ONLY DIVERT WASTE AWAY FROM OUR LANDFILLS AND REDUCE GREENHOUSE GAS EMISSIONS, BUT WE WILL PRIORITIZE BREWERIES THAT ARE YET TO ESTABLISH DIVERSION METHODS FOR THEIR SPENT GRAIN. THIS FOCUS WILL ALLOW US TO CREATE, UH, RELATIONSHIPS WITH LOCAL FARMERS WHERE WE CAN BRING THAT SPENT GRAIN AND THEY CAN USE IT TO FEED THEIR LIVESTOCK, THEREBY KEEPING IT OUT OF THE LANDFILL AND MITIGATING THE NEED TO HAVE TO GROW MORE FOOD TO FEED THAT LIVESTOCK. AND PART OF THAT CONVERSATION HAS BEEN ABOUT HOW TO PAY FOR LOW INCOME DISCOUNTS WITHIN THAT PROGRAM. AND, UM, THIS RECOMMENDATION RECOMMENDS USING THE POT OF MONEY THAT IS FOR THAT PURPOSE, UM, TO PAY FOR THOSE DISCOUNTS. SO THIS IS, UH, SUPPORTIVE STATEMENT ON IMPLEMENTING THE RECOMMENDATIONS THAT THEIR CONTRACTOR MADE, UH, ABOUT INVESTING IN TRANSMISSION INFRASTRUCTURE. AND I BELIEVE THAT AUSTIN ENERGY IS ALREADY MOVING FORWARD WITH THEM. THIS IS KIND OF JUST TO EMPHASIZE THAT THAT WORK NEEDS TO BE DONE QUICKLY, UH, SO THAT THE, THAT TRANSITION CAN HAPPEN. AND THEN THE THIRD ONE, IF WE CAN SCROLL DOWN, IS PRETTY, PRETTY SIMPLE. UM, AND THIS ONE WE HAVE TAKEN UP, UH, IS A GENERAL ISSUE JUST SAYING DON'T INCLUDE ANY SORT OF CAPITAL, UH, INVESTMENTS FOR FAYETTE IN THE FAYETTE COAL PLANT IN THE, UH, IN THE BUDGET. SO, YEAH. HALF OF THE PROGRAM IS RESERVED FOR LOW INCOME CUSTOMERS, WHICH IS GREAT, AND THEY GET A SUBSCRIPTION AT A DISCOUNTED RATE, WHICH IS ALSO GREAT. BUT WHAT IT'S CAUSING IS THIS PRESSURE ON THE PRICE THAT THEY'RE WILLING TO PAY FOR THE SOLAR BECAUSE THEY WANNA HAVE THE DELTA COVER THOSE DISCOUNTS. SO THIS IS JUST SAYING TAKE THAT PRESSURE AWAY BY USING THE POT OF MONEY THAT'S THERE, COVER LOAN INCOME DISCOUNTS, SO THE PEOPLE, SO THAT MEANS THE PEOPLE NOT GETTING THE DISCOUNTS WON'T HAVE TO PAY AS MUCH OR THE PEOPLE WITH THE LOW INCOME. IT'S REALLY MORE ABOUT MAKING THE RATE THAT THE UTILITY WILL PAY FOR THE SOLAR HIGH ENOUGH TO BE ATTRACTIVE THAT THE SOLAR WILL ACTUALLY GET BUILT. THE UTILITY HAS PUT OUT TWO RFPS OVER SEVERAL YEARS HERE FOR LOCAL SOLAR AND THEN NOT TAKING ANY PROJECTS FOR THEM BECAUSE OF COST AND OTHER WORKING ON A DIFFERENT KIND OF STRATEGY WHERE THEY SET THE RATE AND THEN HAVE KIND OF A STANDARD OFFER WHERE, UH, SOLAR DEVELOPERS CAN THEN BUILD ROOFTOP SOLAR AND BE GUARANTEED THAT RATE, WHICH I THINK WOULD BE GREAT, BUT IT ONLY WORKS IF THE RATE IS HIGH ENOUGH THAT IT WILL ACTUALLY WORK. IF WE'RE LOOKING TO SHUT THAT DOWN AT SOME POINT WE NEED TO KNOW HOW MUCH WE'RE IN FOR AS FAR AS GETTING THE PLACE CLEANED UP SO THAT WE CAN PUT A PART THERE OR HOUSES OR WHAT, WHATEVER THE NEXT THING IS THAT GOES THERE. AND THE SECOND THING I'D LIKE TO RECOMMEND IS THAT WE LOOK TO STOP PUMPING GROUNDWATER OUT OF THERE BECAUSE THERE'S, UH, THE LCRA PUMPS A SIGNIFICANT AMOUNT OF GROUNDWATER OUT OF THE GROUND, AND WE NEED TO LOOK TO CUT THAT BACK. ARE THEY PUMPING AT THE FAYETTE SITE FROM AROUND THERE? YES. OKAY. AND THEY'RE USING IT FOR COOLING AND THE SITE AND, YOU KNOW, HOWEVER, WHATEVER THE PROCESS IS. AND SO BASICALLY WE'RE DRAINING THE AQUIFERS IN ORDER TO RUN THE PLANT. AND WE NEED TO KNOW, I MEAN, WE, FIRST OF ALL, WE PROBABLY SHOULD STOP IT, BUT WE ALSO SHOULD UNDERSTAND THE EXTENT AT WHICH WE'RE DRAINING THE AQUIFERS IN ORDER TO KEEP THAT GOING. LCRA IS PAYING A NUMBER OF THE AQUIFER DISTRICTS OR WHATEVER THOSE ORGANIZATIONS ARE CALLED GROUNDWATER DISTRICTS IN THE SURROUNDING AREA, MONEY TO PURCHASE WATER FROM THEM. IN ORDER TO ACCESS THAT, WE NEED TO KNOW HOW MUCH WATER THEY'RE PUMPING AND WHAT THE IMPACT TO THOSE DISTRICTS, AND WE NEED TO PULL THE PLUG ON THEM. OKAY. UM, I MEAN, I THINK I AGREE WITH YOU IN PRINCIPLE THAT SAID THIS IS A BUDGET RECOMMENDATION FOR THE CITY OF AUSTIN, SO I'M NOT SURE THAT'S MAY BE WE OUGHT TO RECOMMEND WE SPEND MONEY TO FIND OUT. I THINK THE, THE FIRST ONE IS WELL KIND OF WITHIN THIS, AND I WOULD BE HAPPY TO ADD THAT THE, UM, ASKING FOR, FOR FUNDING TO CONDUCT THAT GROUNDWATER TESTING, WHICH FRANKLY COUNCIL HAD ALREADY, I THINK, PASSED A RESOLUTION A COUPLE YEARS AGO SAYING THAT THEY WANTED THAT DONE. SO THAT, THAT SEEMS LIKE A VERY REASONABLE, UH, NEXT STEP. THIS OTHER ISSUE, I, I GUESS I KIND OF HAVE SOME HESITANCY ABOUT ADDING THAT HERE IN THIS DOCUMENT. COULD WE MAYBE WORK ON THAT MORE AS A POLICY STATEMENT TO SURE. TAKE FORWARD SEPARATELY? SURE. OKAY. DOES ANYBODY HAVE THOUGHTS ON ANY OBJECTION TO ADDING THE SUPPORT FOR, UH, FUNDING FOR GROUNDWATER TESTING AT THE FAYETTE SITE? UM, I CAN'T REMEMBER THE LATEST ON THIS, BUT I BELIEVE EPA HAS PROPOSED NEW FLY ASH RULES, WHICH I BELIEVE THIS IS, I SEE SOME NODDING HEADS. UM, AND I THINK THAT I WAS JUST CHECKING, LOOKS LIKE THE RULE WAS PROPOSED IN 2023, SO THIS MAY OR MAY NOT BE SOMETHING THAT'S ALREADY COVERED BY UPCOMING. UM, THAT WOULD BE FAST IF THE RULE'S ALREADY IMPLEMENTED, BUT THIS MAY BE SOMETHING ALREADY, UM, REQUIRED BY FEDERAL REGULATIONS. I THINK THAT THAT RULE WAS ABOUT NEW SITES, WASN'T IT? WAS IT ABOUT EXISTING? I, I HONESTLY CAN'T REMEMBER AND I CAN'T REMEMBER. JUST HAD THE TIME TO GO. LIKE I REMEMBER HEARING ABOUT IT, SO I LOOKED IT UP. I HAVEN'T HAD TIME TO FIGURE OUT WHICH ONE IT IS. IF ANYONE ON THE COMMISSION IS MORE IN TOUCH WITH THIS STUFF, PLEASE WELL SPEAK UP. WHAT I WILL SAY IS, IN PREPARATION FOR THIS MEETING, I'VE DONE SOME RESEARCH ON THE FAYETTE PLANT, AND I'M NOT GONNA CLAIM I'M AN EXPERT ON IT. I'VE DONE OVER THE PAST COUPLE OF WEEKS SOME RESEARCH, AND ONE OF THE CONCERNS THAT I SEE IS THAT THERE'S BEEN LACK OF GROUND TESTING FOR TOXINS JUST LAYING ON THE GROUND. THEN THERE'S THE FACT THEY SEEP INTO THE GROUNDWATER AND POLLUTE THE UNDERGROUND AQUIFERS. YES. SO REGARDLESS OF WHAT OTHER RULES AND REGULATIONS MAY BE RUNNING AROUND THAT ARE REQUIRED TO BE DONE, IT DOES NOT SEEM LIKE, FROM THE RESEARCH I'VE DONE THAT ANYONE HAS DONE ANY EXTENSIVE TESTING OF EITHER GROUND SURFACE CONTAMINATION AND GROUNDWATER [01:50:01] STYLES. YEAH, NO, YOU'RE, YOU'RE ABSOLUTELY RIGHT. THERE WAS A REPORT A FEW YEARS AGO THAT, THAT LOOKED AT THAT THERE ARE JUST, UM, KIND OF STANDARD MONITORING WELLS THAT ARE AT THE SITE. AND THE REPORT LOOKED ACTUALLY AT ALL THE COAL PLANTS IN TEXAS, AND I THINK THEY ALL, UM, INCLUDING FAYETTE, SHOWED THAT THERE, UM, THERE WAS LEAKAGE OF THOSE CONTAMINANTS SHOWING UP IN THOSE MONITORING WELLS. AND WHAT'S SUPPOSED TO HAPPEN WHEN A MONITORING WELL SHOWS TOXINS IN IT, THEN YOU'RE SUPPOSED TO DO ADDITIONAL GROUNDWATER TESTING. BUT THAT HAS NOT HAPPENED AT FAYETTE. SO I, I THINK YOU'RE, YOU'RE ABSOLUTELY RIGHT. UM, ON THAT, THE NEW REGULATIONS, I CAN'T REMEMBER, I WANNA SAY THEY HAD TO DO WITH THE TYPE OF LINING AND AND DISPOSAL THAT IS NEEDED FOR ANY KINDA NEW COAL ASH, UM, DISPOSAL. I DON'T THINK THAT IT ADDRESSED LIKE THE EXISTING WHAT WAS THERE. AND I, I MEAN, I, THAT'S, THAT'S MY BEST UNDERSTANDING. DOES IT HURT IF WE RECOMMEND, UH, TO CONDUCT TESTING AND THAT'S COVERED BY SOME OTHER RULE? YEAH, I PROBABLY NOT. ARE YOU OKAY WITH THAT, ANNA? YEAH, NO, I'M, I'M FINE WITH IT. OKAY. ALL RIGHT. UH, GROUNDWATER CONTAMINATION FROM COAL ASH DISPOSAL DISPOSAL AT THE FAA SITE HAS BEEN IDENTIFIED AS AN EXISTING PROBLEM AND A DIS ADDITIONAL TESTING, UH, AND REMEDIATION IS NEEDED. AND THEN WE CAN HAVE A SECOND, UM, RECOMMENDATION UNDER THIS NUMBER THREE THAT SAYS, THE JOINT SUSTAINABILITY COMMITTEE RECOMMENDS THAT THE BUDGET INCLUDES, UH, INCLUDES FUNDS FOR TESTING GROUNDWATER FOR TOXINS AT THE BAY SITE.
