[Call to Order]
[00:00:03]
I'M CALLING TO ORDER THE ZONING.
CAN YOU PAUSE FOR A SECOND? UH, WE'RE GOING TO PAUSE FOR A SECOND.
WE'RE WORKING ON YOUR, UH, MICROPHONE.
DOES THE CHAIRS DOES MINE WORK? I DON'T KNOW IF MINE WORKS.
CHAIR COMMISSIONER LEE ON ANDREW, YOU CAN PROCEED, PLEASE.
PRESENT VICE CHAIR GREENBERG HERE.
I DO NOT SEE COMMISSIONER THOMPSON.
UM, AND THEN WE HAVE TWO VACANCIES, SO I THINK THAT IS A COMPLETE ROLL CALL.
IS THERE ANY PUBLIC COMMUNICATION? OKAY.
[Consent Agenda]
ON THE APPROVAL OF THE MINUTES FROM MARCH 12TH, 2024? NOT THOSE WILL BE ON THE CONSENT AGENDA.GOING THROUGH THE REST OF THE CONSENT AGENDA, WE HAVE ITEM TWO A REZONING CASE C 14 20 23 0 0 0 9 AT TEN NINE THIRTY ONE STONE LAKE BOULEVARD.
IT IS A REZONING FROM LI TO L-I-P-D-A AND IT IS RECOMMENDED BY STAFF.
AND ON THE CONSENT AGENDA, ITEM THREE IS A REZONING CASE, C 14 20 23 DASH 0 1 5 5 21 0 3 OAK VALLEY ROAD DISTRICT FIVE.
AND IS THIS CONTINUED POSTPONED POSTPONED CHAIR COMMISSIONER LEERO, THAT'S THE STAFF, UH, APPLICANT POSTPONEMENT TO MAY 21ST.
THERE'S A POSTPONEMENT TO MAY 21ST FOR ITEM THREE.
ITEM FOUR IS A CONDITIONAL USE PERMIT.
PROJECT CONNECT, EXPO, CENTER, PARK AND RIDE AT 7,001 DECKER LANE.
AND AGAIN, THAT IS A CONDITIONAL USE PERMIT.
UM, AND IT IS RECOMMENDED BY STAFF AND ON THE CONSENT AGENDA, ITEM FIVE IS A CONDITIONAL USE PERMIT AND ENVIRONMENTAL VARIANCE.
S PC 2022 DASH 0 5 3 7 C NORTHWEST AREA LIST STATION IMPROVEMENTS.
GREAT HILLS LIFT STATION NUMBER 53.
IT IS RECOMMENDED BY STAFF AND ON THE CONSENT AGENDA.
AND THERE ARE TWO ENVIRONMENTAL VARIANCES AND THE CONSTRUCTION IS IN THE CRITICAL WATER QUALITY ZONE AND CONSTRUCTION ON SLOPES.
AND BOTH OF THOSE VARIANCES WERE RECOMMENDED BY THE ENVIRONMENTAL COMMISSION.
SO THAT WILL STAY ON THE CONSENT AGENDA.
WE ALSO HAVE AN ITEM NUMBER SIX TO NOMINATE A MEMBER TO THE SMALL AREA PLANNING AND JOINT COMMITTEE.
AND WE ARE NOMINATING MR. PKI, UNLESS ANYBODY HAS ANY ISSUES WITH THAT.
FOR THE SMALL AREA OF PLANNING JOINT COMMITTEE, I HAVE NO ISSUES WITH THAT.
SO THAT WILL STAY ON THE CONSENT AGENDA.
MOTION MADE BY COMMISSIONER FLORES AND SECONDED BY COMM BY VICE CHAIR GREENBERG.
ANY QUESTIONS? ALL THOSE IN FAVOR SAY AYE.
ANY OPPOSED? WELCOME TO YOUR FIRST COMMITTEE, COMMISSIONER PKI
AND THAT IS THE COMPLETION OF THE YES.
IS THIS WORKING FOR YOU? OKAY.
SO WHEN WE WERE AT ENVIRONMENTAL BOARD, WE HAVE THREE YES.
I WANNA MAKE SURE THAT ALL THREE OF THEM ARE ON THE LIST.
SO THE MOTION DID INCLUDE ALL OF THE COM COMMENTS FROM THE ENVIRONMENTAL COMMISSION ON THERE, CORRECT? THAT IS THE CASE, YES.
AND THEN, UM, THE ONE CLARIFICATION FROM THE ENVIRONMENTAL COMMISSION RECOMMENDATION, THEY DID NOT WANT US TO DO CONSTRUCTION DURING THE NESTING SEASON FOR THE ENDANGERED BIRDS.
WE ARE GOING TO DO CONSTRUCTION DURING THAT TIME PERIOD.
THAT WAS THE ONLY CHANGE OKAY.
FROM ENVIRONMENTAL COMMISSION.
I THINK THAT WAS ALL, THAT WAS ALL IN THE BACKUP.
OH, SO THAT WAS, THAT WAS PER THE BACKUP FROM WHAT I READ.
UM, I THINK THAT COMPLETES THE CONSENT AGENDA.
[COMMITTEE AND WORKING GROUPS REPORTS]
AND ORDINANCES, JOINT COMMITTEE REPORT.WE HAD A SPECIAL MEETING YESTERDAY TO DISCUSS AND TAKE ACTION ON SOUTH CENTRAL WATERFRONT AND SITE
[00:05:01]
PLAN, LIKE PHASE TWO AND INFO PLATS BOTH MOVE FORWARD WITH A RECOMMENDATION FROM THE COLTON ORDINANCES COMMITTEE.WE DON'T NEED ANY MOTION ON THAT HERE.
UH, I I THOUGHT I'D JUST PROVIDE MORE DETAIL ON, ON SURE.
SOUTH CENTRAL WATERFRONT, THERE WERE SEVERAL RECOMMENDATIONS TO MAKE AMENDMENTS THERE.
UM, THERE WAS A RECOMMENDATION TO STUDY COMMUNITY BENEFITS.
UM, CERTAIN THINGS HAD ALREADY GOTTEN SCORES AND SOME DID NOT FROM STAFF.
UH, AN EXAMPLE IS, UH, AFFORDABLE CHILDCARE VERSUS, UM, MUSIC VENUES NOT HAVING A SCORE, UM, OR ADULT CARE NOT HAVING A SCORE.
UM, THERE WAS A RECOMMENDATION TO EXPAND THE AREA IN WHICH AFFORDABLE HOUSING FUNDS COULD BE SPENT, UH, TO BE USED ALL THE WAY DOWN TO BEN WHITE BOULEVARD, UH, ADJACENT TO TRANSIT.
UH, SO THAT WAY IT DOESN'T ALL HAVE TO BE WITHIN THE SOUTH CENTRAL WATERFRONT ITSELF.
THERE WAS ALSO A RECOMMENDATION TO INCREASE HEIGHTS IN THE SOUTHERN END OF THE SOUTH CENTRAL WATERFRONT DISTRICT BETWEEN SOUTH FIRST STREET AND SOUTH CONGRESS.
SO THAT IT WAS, UM, THE TALLEST, UM, ALLOWABLE HEIGHT IN THAT DISTRICT.
AND THERE WAS A RECOMMENDATION TO STUDY ON THE INTERSECTION OF BARTON SPRINGS ROAD AND RIVERSIDE, UM, BECAUSE OF INCREASED HEIGHT IMPACTING BUS SERVICE AT THAT INTERSECTION.
AND ALSO THEN THERE WAS ALSO THE SITE PLAN LIGHT.
UH, I DON'T KNOW IF YOU WANTED TO BRING UP, UM, SOME OF THAT DISCUSSION THERE.
THERE WAS ALSO A RECOMMENDATION TO TRY TO INCREASE THE AMOUNT OF AFFORDABLE HOUSING THAT WOULD BE REQUIRED.
SOME BRIEFING ON THE SITE PLAN LIGHT AND INFO PLATS.
UM, THERE WAS SOME DISCUSSION REGARDING SOME OF THE, UM, REQUIREMENTS FOR THE, OR FOR WHICH SITES WOULD BE APPLICABLE FOR THESE.
WATERSHED IS STILL EXPLORING WHICH SITES AND WHY ARE, UM, GOOD CANDIDATES FOR THIS.
UM, DRAFT LANGUAGE WASN'T PROVIDED YET.
SO MORE DETAIL TO BE PROVIDED IN PLANNING COMMISSION.
WE DON'T NEED ANY KIND OF MOTION FOR ANYTHING THAT WAS DONE AT THE COMMITTEE LEVEL.
NO, BUT, UM, YOU KNOW, I THOUGHT, UM, UH, CHAIR IT WOULD BE HELPFUL FOR YOU TO HAVE SOME FEEDBACK ABOUT IT.
BUT, UM, DURING THE EVENING, I, I WOUND UP OB ABSTAINING ON THIS ONLY BECAUSE, UM, IN SITE PLAN LIGHT, IT WAS REDUCING THE WATER DRAINAGE REQUIREMENTS FOR SMALL DEVELOPMENTS, WHICH TO ME SOUNDS FINE WHEN YOU'RE TALKING ABOUT 16 UNITS OR LESS, OR 8,000 SQUARE FEET OR LESS.
UM, BUT THE PART THAT I WAS WORRIED ABOUT IS IT SAID IT WAS OKAY IF THE WATER DRAINS TO THE RIGHT OF WAY WHEN THEY, AND, UM, YOU KNOW, WE'VE SEEN OUR FAIR SHARE OF, UM, UM, SUBSTANDARD STREETS ON THIS COMMITTEE AND STREETS THAT DON'T HAVE SEWERS.
AND THAT SEEMED LIKE AN OVERSIGHT TO ME.
AND SO, UH, I I WASN'T SURE IF YOU HAD, UM, ANY THOUGHTS ABOUT THAT, BUT, UM, AS A RESULT I DIDN'T FEEL LIKE I COULD VOTE FOR IT.
SO I THOUGHT I'D BRING THAT TO THE ATTENTION OF THIS COMMITTEE.
THAT'S ONE THING WE KIND OF CORRELATED OVER TO THE BUDGET WORKING GROUP WAS THAT WE WANTED TO INCREASE THE BUDGET TO WATERSHED PROTECTION TO BE ABLE TO COMPLETE THEIR MAPPING OF LOCALIZED DRAINING LOCALIZED FLOODING AREAS SO THAT WE HAVE A MAP OF WHERE ARE THE LOCALIZED FLOODING AREAS IN THE CITY.
RIGHT NOW, THE ONLY MAP WE HAVE HAS GOT DOTS ON IT WHERE THERE'S PHONE CALLS AND COMPLAINTS THAT ARE MADE, NOT NECESSARILY ANY BACKUP THAT THIS IS AN ACTUAL AREA THAT FLOODS.
SO IF WE HAD THAT BACKUP TO SAY THIS IS AN AREA THAT IS NOT PRONE TO LOCALIZED FLOODING, WE MAY BE MORE INCLINED TO SUPPORT ADDING MORE FLOW TO THE RIGHT OF WAY.
BUT IF IT'S AN AREA THAT'S ALREADY FLOODING, THEN WE WOULDN'T WANT TO ADD TO THAT FLOODING.
BUT RIGHT NOW WE HAVE NO WAY OF KNOWING THAT.
UM, SO WE INCLUDED IN OUR BUDGET RECOMMENDATIONS, SOME ADDITIONAL FUNDING TO COMPLETE THE LOCALIZED FLOODING AREA MAP.
SO WE HAVE THAT MAPPED IN FRONT OF US.
SO THAT CAN BE PART OF OUR INPUT TO US FROM THE FLOODING GROUP.
YEAH, IT SEEMS IMPERATIVE THAT, UM, FUNDING BE PUT THERE IF THE GOAL IS TO SUPPORT SITE PLAN LATE.
ANYTHING ELSE ON CODES AND ORDINANCES? JOINT COMMITTEE? THAT WAS A GOOD REPORT.
COMPREHENSIVE PLAN JOINT COMMITTEE.
WE HAVE A PHONE CALL TOMORROW TO SET UP THE AGENDA AND THE AGENDA IS SET FOR APRIL 10TH, SO I'LL KNOW MORE TOMORROW.
WHAT'S GONNA BE ON THE APRIL 10TH AGENDA.
UM, SMALL AREA PLANNING JOINT COMMITTEE.
THE MEETING, MR. PKI, YOU'RE ON THAT COMMITTEE.
WHAT DO YOU HAVE TO SAY?
OKAY, SO NO UPDATE BUDGET WORKING GROUP.
WE'RE GONNA TAKE UP MORE OF THIS WITH ITEM 11.
HOPEFULLY EVERYBODY'S SEEN THE DRAFT.
[00:10:01]
AND THERE'S ONE MORE ITEM THAT I'D LIKE TO INTRODUCE THAT'S BEEN ENCOURAGED BY THE PLANNING COMMISSION AND THE BOARD OF ADJUSTMENT.SO THAT, ARE WE UP TO 11? WE CAN GO UP AND GO AND TAKE UP ITEM 11.
SO IF YOU GO TO THE THIRD PAGE.
THIRD PAGE, SOMEBODY CAN READ THIS.
UM, I'LL READ THE, UM, TO ESTABLISH THE OFFICE OF LAND USE COMMISSIONS, OLUC, WHICH WILL INVOLVE THE TRANSFER OF EXISTING COMMISSION LIAISONS AND THE RECRUITMENT OF SUPPLEMENTARY STAFF AS NEEDED.
THE OFFICE OF LAND USE COMMISSIONS WILL ENCOMPASS THE BOARD OF ADJUSTMENT PLANNING, COMMISSION, ZONING AND PLANNING COMMISSION, AS WELL AS THE JOINT COMMITTEE'S CODES AND ORDINANCES, COMPREHENSIVE PLAN JOINT COMMITTEE, AND SMALL AREA PLANNING JOINT COMMITTEE.
ADDITIONALLY, THE OFFICE WILL INCORPORATE A SPECIALIZED LEGAL REPRESENTATIVE TASK WITH ATTENDING COMMISSION MEETINGS IN PERSON, UM, EXCLUSIVELY REPRESENTING THE BEST INTERESTS OF THE COMMISSIONS.
WHAT WILL BE THE MAIN, WHAT WILL BE THE MAIN TOPICS THAT GROUP WOULD TAKE UP? I THINK IT'S JUST A ORGANIZATIONAL STRUCTURE SO THAT, UM, SORT OF TASKS THAT ARE IN COMMON ARE PUT TOGETHER.
UM, I HAVE TO SAY THAT INITIALLY WHEN, UM, UM, COMMISSIONER STERN AND I SAW IT, WE THOUGHT, OH, IT'S JUST ADDING MORE, MORE COMMITTEES OR MORE, WELL, IT'S THE SAME COMMITTEES, BUT JUST MORE ORGANIZATION.
BUT, UM, SPEAKING WITH, UM, REPRESENTATIVES FROM THE PLANNING COMMISSION AS WELL AS STAFF, IT SEEMS LIKE THIS WOULD BE HELPFUL.
SO ANY OTHER DISCUSSION ON THE MEMO? I I, Y'ALL DID A GREAT JOB, UM, PUTTING TOGETHER THE BUDGET RECOMMENDATIONS.
UM, I ALWAYS APPRECIATE THAT AND THERE'S SOME GOOD INFORMATION IN THERE.
DOES ANYBODY HAVE ANY QUESTIONS OR COMMENTS ON THIS? I, I'M READY FOR A MOTION TO APPROVE THE BUDGET RECOMMENDATION.
UM, KARA, I JUST WANTED TO HIGHLIGHT ONE OF THE THINGS THAT I, I PUT IN HERE, UM, JUST TO MAKE SURE, UM, THAT IT, IT'S EXPLAINED PROPERLY.
YEAH, IT'S IN THE TRANSPORTATION NOTE.
SO, UM, IT'S IN THE TRANSPORTATION DEPARTMENT ITEM.
I'M NOT SURE IF YOU CAN SLIDE TO IT PAGE ONE.
UM, YEAH, SO IT'S THAT ITEM AT THE BOTTOM OF THE PAGE AND IT TALKS ABOUT SUPER BLOCKS.
AND, UH, I WANTED TO MENTION THIS SPECIFICALLY FOR ZAP, UM, BECAUSE WE WIND UP LOOKING AT PARTS OF TOWN THAT ARE DIFFERENT THAN DOWNTOWN OR CENTRAL EAST AND IN PARTICULAR THOSE WAREHOUSE DISTRICTS.
AND, UM, YOU KNOW, COMMERCIAL ZONES WERE PLATTED IN BLOCKS.
AND SO AS THEY ARE CONVERTING TO MULTIFAMILY AND THEY, UM, THEY, THEY HAVE WALKABLE GRIDS, BUT WHEN YOU GO OUTSIDE THAT, THAT OLDER PART OF THE CITY, THEY DON'T HAVE A WALKABLE GRID AND IT DOESN'T TAKE THAT LONG TO GET THERE.
EVEN JUST ON SOUTH LAMAR, IF YOU'RE AT THE ALAMO DRAFT HOUSE, YOU'LL NOTICE THAT THOSE BUILDINGS, THEY HAVE FENCES BUILT AROUND THEM.
AND SO IT'S IMPOSSIBLE TO GET A WALKABLE GRID BUILT EVEN AS THESE CONDOMINIUMS AND APARTMENTS ARE BUILT SIDE BY SIDE NEXT TO ONE ANOTHER.
AND THIS IS IMPACTING PARTS OF THE CITY LIKE, UM, HIGHLAND, UM, THE BURNETT GATEWAY NORTH CROSS, UH, BURNETT ROAD, SOUTH LAMAR, ST.
ELMO, WESTGATE, AND, AND ON AND ON AND ON.
UM, THE, THERE IS NO BLOCK GRID THERE.
AND SO WHAT I'M HOPING IS THAT WE CAN HAVE FUNDING FOR THE TRANSPORTATION DEPARTMENT TO STUDY SUPER BLOCKS AND TO CREATE TRANSPORTATION EASEMENTS FOR THE FUTURE.
SO THAT WAY AS THESE DEVELOPMENTS ARE BUILT, THERE IS SPACE WHICH COULD POTENTIALLY BE SETBACK EASEMENT, BUT SET ASIDE FOR WHAT COULD BECOME LOCAL FEEDER ROADS OR HOPEFULLY, UM, SHARED USE PATHS SO THAT WAY WE CAN REESTABLISH A WALKABLE GRID IN THESE FUTURE ZONES.
SO I JUST WANTED TO EXPLAIN IT SINCE I'M NOT SURE IF SUPERBLOCK OR TRANSPORTATION EASEMENT IS THE RIGHT TERM.
[00:15:01]
TO MAKE SURE IT MADE SENSE TO SOMEBODY WHO IS LOOKING THIS OVER WHEN IT GETS OUT OF OUR COMMITTEE.I THINK EITHER TRANSPORTATION OR ACCESS EASEMENTS WILL GET THE SAME THING ACCOMPLISHED, BUT I DON'T, THAT PROB THAT LANGUAGE IS FINE.
UM, COMMISSIONER STERN, UH, IS THIS SIMILAR TO THE, THE DDA, THE DENSITY DEVELOPMENT AREA CONCEPT THAT'S BEING INTRODUCED FOR THE SOUTH CENTRAL WATERFRONT? NO.
UM, YOU KNOW, I'M NOT FAMILIAR WITH THAT PARTICULAR TERMINOLOGY FOR SOUTH CENTRAL WATERFRONT, BUT UM, YOU BRING UP A GOOD POINT.
UM, WHEN YOU TALK ABOUT THE SOUTH CENTRAL WATERFRONT, YOU'RE TALKING ABOUT AN OVERLAY.
UM, AND SO IF YOU WANT TO COMMAND AND CONTROL EVERY PART OF THE CITY WITH OVERLAYS, WE CAN DO THAT.
BUT, UM, A LOT OF THIS DEVELOPMENT IS HAPPENING ORGANICALLY WITHOUT OVERLAYS.
AND SO THIS PROVIDES US AN OPPORTUNITY TO DO IT WITHOUT USING THE OVERLAY PROCESS.
YEAH, I GUESS I'M JUST WONDERING IF THE, THE CONCEPT THAT, UM, STAFF INTRODUCED THERE MIGHT BE THAT PARTICULAR PHRASE, THE OVERLAY ASIDE MIGHT BE SOMETHING THAT, UM, IS SIMILAR TO THIS SINCE IT WAS LIKE A 90,000 SQUARE FOOT, UM, BLOCK, I BELIEVE.
UM, COMING UP WITH A STANDARD BLOCK LENGTH.
SO WHAT IS THE TERM OF ART YOU WERE SUGGESTING? I BELIEVE THEY'RE CALLING IT THE DENSITY, UH, DEVELOPMENT AREA.
UM, IT WAS BASICALLY LIKE A MAXIMUM SIZE THAT YOU COULD CREATE WITHIN THE, THE SOUTH CENTRAL WATERFRONT, UM, DISTRICT WOULD BE, UM, THE INTENT OF TRYING TO CREATE SOME SORT OF GRID-LIKE, UH, DEVELOPMENT PROCESS THERE.
SO, UH, THEY, THEY MIGHT HAVE LANGUAGE OR YOU KNOW, MORE ON THIS CONCEPT THAT THEY'RE, THEY'RE THINKING ABOUT.
SO IT MIGHT BE WORTH TALKING TO THEM SINCE IT, IT SOUNDS SORT OF SIMILAR TO ME, BUT I DON'T, BUT THIS IS A STUDY SO, UM, I DON'T KNOW THAT WE NECESSARILY WANT THE 90,000 TYPE NUMBER.
WHERE IT'S APPROPRIATE DEPENDING ON THE PROPERTIES.
THIS CONCEPT WAS A MAXIMUM THAT THEY WERE SUGGESTING.
AND ARE BIG PROPERTIES IN THE UM, SOUTH CENTRAL WATERFRONT OVERLAY.
I WAS JUST CURIOUS IF IT WAS RELATED.
ANY OTHER QUESTIONS? THIS ALL LOOKED GOOD TO ME.
I'LL MAKE A MOTION TO APPROVE THE BUDGET RECOMMENDATIONS.
MOTION BY COMMISSIONER FLORES.
[FUTURE AGENDA ITEMS]
ITEMS. FUTURE AGENDA ITEMS. WHAT DO WE GOT? WE HAVE ELECTION OF OFFICERS NEXT TIME.ARE WE GONNA GET THAT ON THE AGENDA? WELL, OFF ELECTION OF OFFICERS FOR THIS COMMISSION NEXT TIME.
ANY OTHER FUTURE AGENDA ITEM? NO.
BUT IN TERMS OF THAT, MAYBE SOMEBODY WANTS TO THINK ABOUT BECOMING PARLIAMENTARIAN 'CAUSE WE DON'T CURRENTLY EVEN HAVE ONE CHAIR.
IT USED TO SAY THAT NEXT TO YOUR NAME.
IT WILL BE ON YOUR NEXT AGENDA.
ANYTHING ELSE? IF NOT, WE CAN ADJOURN AT 6 24 AND WE CAN ALL JUMP BACK IN TRAFFIC AGAIN.
