[00:00:01] ONE, I'D LIKE TO, UH, CALL THIS MEETING OF THE AIRPORT ADVISORY COMMISSION TO ORDER, UH, THE TIME IS 3:02 PM ON APRIL THE 10TH. AND MR. ALEXANDER, DO WE HAVE QUORUM? YES, SIR. WE HAVE QUORUM. UH, THANK YOU, SIR. UM, THE FIRST, UH, MATTER [PUBLIC COMMUNICATION: GENERAL] BEFORE US WILL BE A PUBLIC COMMUNICATION AND THAT'LL BE FROM TERRY CROSS FROM MILLIONAIRE. IF MR. CROSS CAN JOIN US. THANK YOU. NOW? YES. PERFECT. FIRST TIME OPERATING. SO, UM, THANK YOU FOR HAVING US. UH, TERRY CROSS WITH MILLIONAIRE CHIEF COMMERCIAL OFFICER BASED OUT OF HOUSTON, TEXAS. WE DO, UH, OPERATE IN FBO HERE AT AUSTIN ON WHAT WE CALL TRACK ONE OF TWO TRACKS OF OUR LEASE. AND, UM, I HAVE A FEW MINUTES TO SHOW A VIDEO TO SHOW YOU IF YOU WILL, UM, OUR PLANNED EXPANSION FOR THE NEXT TRACK, WHICH IS TRACK TWO. BETWEEN THE TWO TRACKS WE HAVE APPROXIMATELY 40 ACRES UNDER LEASE. AND THE FIRST TRACK THAT YOU SEE, UM, THAT ALREADY HAS HANGERS AND FBO AND FUEL FARM ON IT IS ABOUT 20 ACRES OF THAT TRACK. SO THERE'S NO SOUND TO THIS VIDEO, BUT A PICTURE'S WORTH A THOUSAND WORDS, I THINK. AND I DON'T KNOW HOW MANY OF YOU HAVE SEEN THE PROJECT, SO I WILL TALK THROUGH IT A LITTLE BIT AS IT SHOWS. UM, WE CALL IT PHASE TWO EXPANSION BECAUSE THAT'S OUR TRACK TWO IS DEFINED IN THE LEASE. IF YOU HAVE BEEN TO THE FACILITY, YOU'LL SEE THIS SECTION THAT'S ALREADY CONSTRUCTED. THAT'S THE FIRST 20 ACRES. UH, WHAT HAS POPPED ON THE VIDEO NOW IS WHAT WE'RE PROPOSING IS DEVELOPMENT ON THE ADJACENT 20 ACRES OF, OF PROPERTY. THE HANGERS ARE LARGER, THE HANGERS HAVE A HIGHER DOOR HEIGHT BECAUSE THE WHOLE COUNTRY WE'RE DEALING WITH NOW IS HEAVIER AIRCRAFT AND A SHORTAGE OF HANGAR SUPPLY. SO THAT'S ONE, UM, INITIATIVE WE'RE SATISFYING OR SEEKING TO SATISFY AT, AT AUSTIN. UM, WE ARE NOT BUILDING A SECOND FBO, IT'S ALL, IT'S ALL CONTIGUOUS. UM, WE CALL THEM HANGERS, UM, EIGHT, NINE, AND 10 BECAUSE WE ALREADY HAVE HANGERS, SEVEN HANGERS UNDER THE DEVELOPMENT. THIS FBO THAT WE JUST SHOWED YOU, WHERE THE AIRCRAFT IS IN FRONT OF IS EXISTING. UM, THAT SIDE IS HANGAR ONE THROUGH SEVEN AND THE RAMP, THERE'S CURRENTLY ALSO OUT IN FRONT OF THAT RAMP, UH, AN ENVIRONMENTAL POND THAT IS APPROXIMATELY THREE ACRES. PART OF OUR PROJECT IS TO MOVE THAT TO TRACK TWO AND OPEN UP AND IMPROVE SAFETY FOR AIRCRAFT MOVEMENT ON, ON THE ENTIRE PROPERTY. THE AREA ON YOUR RIGHT OF THE SCREEN, IT IS FACED WITH WHERE MILLIONAIRE IS NOW, WHICH IS A OFF MULTI TENANT OFFICE AREA. 'CAUSE THE HANGERS ARE FAIRLY CLEAR, CLEAR SPAN HANGERS. THAT SECTION WHERE YOU SEE MILLIONAIRE NOW IN BETWEEN THE HANGERS IS WHAT YOU WOULD CALL A DEPARTURE LOUNGE. SO IT IS AVAILABLE TO POTENTIALLY A LARGER OPERATOR THAT WANTS TO RENT AN ENTIRE HANGAR, WHICH MAY OR MAY NOT HAPPEN, BUT IT WILL BE A DEPARTURE LOUNGE AND A PLACE FOR THEIR GUESTS TO ARRIVE BEFORE THEY'RE WELCOME TO THE AIRCRAFT. UM, THE PROPERTY PROJECT, I SHOULD SAY HAS ALREADY BEEN SUBMITTED FOR PERMIT THAT PERMITS HAVE ALREADY BEEN APPROVED AT THE CITY WE HAVE ALREADY PAID FOR AND PULLED THE PERMIT. UM, AND WE, WE ARE EXPECTING TO BREAK GROUND, UM, THIS, THIS SUMMER, SPRING SUMMER WITH APPROXIMATELY AN 18 MONTH TO 24 MONTH DEVELOPMENT PERIOD SUBJECT TO WEATHER, AND, UH, AND ALL OTHER THAT GOES WELL IN A PROJECT THAT YOU THINK IT'S GONNA TAKE YOU X AMOUNT OF TIME AND IT TAKES YOU X PLUS. UM, BUT IT IS ADJACENT, IT IS IMMEDIATELY ADJACENT. THAT PROPERTY IS ALREADY UNDER OUR, UNDER OUR EXISTING LEASE. THE PHASE TWO PROJECT IS ABOUT A $50 MILLION PROJECT. SO WE'VE UM, WE ARE WORKING ON THE TERMS AND, UH, ARE SEEKING [00:05:01] THE APPROVAL AND THE GROUPS ARE SEEKING THE APPROVAL OF YOUR GROUP SO THAT WE CAN CONTINUE TO, UH, WORK ON AND FINISH THAT LEASE FOR, UH, FOR THAT ADDITIONAL 50 BINGO CUT OFF . SO THAT'S A SUMMARY, MY THREE SECOND, THREE MINUTE SUMMARY. SO IF THERE'S ANY QUESTIONS, I'M HAPPY TO ANSWER. AND THANK YOU MR. CROSS AND COMMISSIONERS. WE'LL ALSO HAVE TIME FOR, UH, FOR FURTHER DISCUSSION OF THIS UNDER DISCUSSION ITEM NUMBER EIGHT. BUT IF THERE'S ANY, UH, HIGH LEVEL, UH, QUICK QUESTIONS, FEEL FREE TO TO ASK THEM NOW. OKAY, THANK YOU. THANK YOU. [APPROVAL OF MINUTES] WE'LL NOW MOVE ON TO THE APPROVAL OF THE MINUTES. DO I HAVE A MOTION? COMMISSIONER HENDRICKS AND IT SECOND COMMISSIONER ROSE. ACTUALLY, LET ME BACK UP. I WASN'T HERE LAST MARCH, SO I SHOULD, I'M GONNA ABSTAIN FROM THAT VOTE. YOU SHOULD FIND ANOTHER SECOND. TRYING TO TRICK ME IN MY FIRST TIME. I UNDERSTAND. , DO WE HAVE A SECOND? AND THANK YOU. ALL IN FAVOR? AYE. I BELIEVE IT'S UNANIMOUS WITH ONE AB, ONE ABSTENTION. YEAH. COMMISSIONER RE I'M GONNA ABSTAIN TOO, 'CAUSE LIKE, LIKE SECRETARY ROSE, I WASN'T THERE EITHER. AND ABSTENTION FROM COMMISSIONER ENNIS. WE MAY NOW MOVE ON TO OUR FIRST OF OUR [2. February 2024 Financial Results presented by Rajeev Thomas, Chief Financial Officer] SEVERAL STAFF BRIEFINGS. THIS ONE FROM RAJIV THOMAS, OUR CHIEF FINANCIAL OFFICER. GOOD AFTERNOON. GOOD AFTERNOON COMMISSIONERS. UH, RAJIV THOMAS, CHIEF FINANCIAL OFFICER. UH, THIS IS THE RESULTS FOR FEBRUARY, 2024. UM, THE, OUR PASSENGER TRAFFIC OR IN PLACEMENTS FOR FEBRUARY OF 2024 WAS 0.6% HIGHER THAN LAST YEAR. UH, LANDED WEIGHTS WERE ACTUALLY DOWN ABOUT 5.6% AND, UH, MOST OF THAT IS ATTRIBUTED TO THE, THE PULLBACK OF, UH, AMERICAN AIRLINES FLIGHTS. UH, ON THE REVENUE SIDE, OUR OPERATING REVENUES WERE ACTUALLY 3.5 MILLION BETTER THAN LAST YEAR. UH, OR THAT, THAT'S EQUIVALENT TO ABOUT ALMOST 18% HIGHER THAN LAST YEAR. UH, YEAR TO DATE, WE ARE ABOUT 17% HIGHER THAN LAST YEAR ON THE OPERATING EXPENSES SIDE. AND THIS IS THE AIRPORT OPERATING EXPENSES, UH, WE CAME IN FOR THE MONTH AT 20% HIGHER THAN LAST YEAR. KIND OF CONTINUING THE SAME TREND WE'VE SEEN YEAR TO DATE. AND YEAR TO DATE, WE ARE, UM, 31% HIGHER THAN LAST YEAR ON THE OPERATING EXPENSES, BUT YEAR OVER YEAR ON THE NET INCOME OR SURPLUS CAPITAL SIDE, UH, WE WERE ESSENTIALLY FLAT VERSUS LAST YEAR, ABOUT 4.4 MILLION IN, IN THE SURPLUS, UM, CAPITAL. AND YEAR TO DATE, WE ARE ABOUT 500,000 LOWER THAN WHERE WE WERE LAST YEAR. VERSUS BUDGET. WE ARE TRENDING BETTER. ON THE REVENUE SIDE. WE ARE ABOUT $11 MILLION BETTER THAN LAST, UH, AND, SORRY, UH, VERSUS WHAT WE BUDGETED OR NINE, NINE AND A HALF PERCENT HIGHER. AND OPERATING EXPENSES ARE ABOUT $3.8 MILLION WORSE THAN WHAT WE HAD BUDGETED YEAR TO DATE. AND COUPLE OF THE ITEMS THAT, UM, THAT WE ARE SEEING THAT IS CONTRIBUTING TO THE, TO THAT VARIANCE, ESPECIALLY IN THE MONTH OF FEBRUARY, WAS, UM, THE A PD EXPENSES, UM, INCREASED. UM, SO THE BUDGET VARIANCE FOR BOTH A PD AND ARF IS NOW ABOUT 400,000 WORSE. UH, ONE WAS DUE TO THE BONUSES THAT WERE PAID FOR THE A PD OFFICERS, UH, THAT RESULTED IN, UH, A PD BEING ABOUT 300,000 HIGHER THAN LAST YEAR AND 250,000 OVER BUDGET. UH, ONE OTHER ITEM THAT WE ARE SORT OF LOSING FUNDING ON IS OUR GRANTS ON THE TSA SIDE, BOTH THE CHECKPOINT GRANT AND ALSO THE CANINE GRANTS. WE ARE LOSING FUNDING STARTING APRIL 1ST, SO THAT WILL BE ABOUT A $400,000 VARIANCE TO BUDGET, UH, THAT WASN'T F FUNDED AT THE FEDERAL LEVEL THIS YEAR. SO THAT WAS THE END OF IT. THANK YOU. ANY QUESTIONS FROM THE, UH, COMMISSIONERS? THANK YOU. ACTUALLY, I'LL, I'LL TAKE ONE WITH REGARDS TO THE A PD BONUSES. THOSE JUST WEREN'T FACTORED IN BECAUSE THEY WERE SORT OF A ONE TIME EVENT OR YEAH, IT IS A ONE TIME BONUS EVENT THAT WAS PAID. OKAY. YEAH. YEAH, I APPRECIATE THAT. YEAH, AND I, [3. Air Service Update provided by Jamy Kazanoff, AUS Air Service Development] I WAS GONNA SAY NEXT WE'LL MOVE ON TO THE AIR SERVICE UPDATE, BUT UNFORTUNATELY, UH, JAMIE KASSOFF IS UNABLE TO MAKE TODAY'S MEETING, BUT IF THE COMMISSIONERS HAVE ANY QUESTIONS, [00:10:01] UM, BOTH JASON AND TRACY CAN TAKE THEM, UH, AND PASS THEM ALONG. THANK YOU, SIR. THE HIGHLIGHTS OF THE REPORTER ON PAGE 15 AND 16 IN YOUR BACKUP. AND IF THERE ARE ANY QUESTIONS, WHETHER TODAY OR AS A FOLLOW UP, BE PLEASED TO TAKE THEM. THANK YOU. THANK YOU. AND NEXT WE'LL MOVE ON TO JOURNEY [4. Journey with AUS (AUS AEDP/Capital Improvement Program) Active Projects Update provided by Lyn Estabrook, Deputy Chief Development Officer] WITH A US. GOOD AFTERNOON COMMISSIONERS. LYNN ESBERG, DEPUTY CHIEF OF PLANNING DEVELOPMENT. I WANNA REFER TO YOUR, UM, BACKUP, UM, PRESENTATION. AND WE'LL START WITH A QUICK UPDATE ON PAGE OF THE BACKUP. IT'S PAGE 26. IT IS THE UTILITY INFRASTRUCTURE CAMPUS-WIDE PROJECT. AND I WANTED TO CALL THIS OUT BECAUSE NEXT MONTH THIS PROJECT WILL BE COMING TO Y'ALL WITH A DESIGN RECOMMENDATION. UM, AND THEN WE'LL BE GOING TO COUNCIL, UH, LATER AT THE END OF MAY, MAY 30TH IS CURRENTLY WHAT IT'S TRACKING THAT, UH, WE GOT FOUR DESIGN BIDDERS, AND THAT'S WHAT THE TEAM IS REVIEWING. AND SO WE'LL LOOK FORWARD TO THAT COMING NEXT MONTH. THE, UH, CONTRACTOR, WHICH IS, UH, A CONSTRUCTION MANAGER AT RISK, IS SCHEDULED TO COME TENTATIVELY IN JULY TO, UM, TO Y'ALL. AND THEN ON THE NEXT PAGE, 27, THE CENTRAL UTILITY CUP IS, UH, ITEM NINE ON THE AGENDA, AND THAT'S ON THAT PAGE. THERE'S A REFERENCE, SORT OF A CONCEPTUAL DRAWING OF WHAT A ESSENTIAL UTILITY PLANT IS. IT'S BASICALLY A VERY LARGE STRUCTURE THAT, UM, CREATES HOT AND COLD WATER FOR AIR CONDITIONING AND HEATING. AND THAT WILL HEAT AND COOL THE NEW CONCOURSE, THE NEW ARRIVALS DEPARTURE HALL, AND PROVIDE A BACKUP LOOP TO THE EXISTING, UH, BARBARA JORDAN TERMINAL. AND THEN ONE MORE THAT'S COMING TO Y'ALL NEXT MONTH IS THE NEXT PAGE 28, WHICH IS THE GARAGE. SO IN MAY, IN MAY, ALSO THE DESIGNER AND THE CONTRACTOR, THOSE SELECTIONS WILL BE COMING TO Y'ALL IN MAY. AND SO THAT'S ALSO AN EXCITING, UM, TIME. AND WE HAD FOUR DESIGN FIRMS AND THREE CONSTRUCTION FIRMS THAT BID ON THE GARAGE PROJECT. SO THOSE ARE THE HIGHLIGHTS THAT I WANTED TO GO OVER FOR THE EXPANSION PROGRAM. ANY QUESTIONS? ANY QUESTIONS? WELL, THANK YOU. WE APPRECIATE IT. THANK YOU. [5. Overview of Airport Community Open House event scheduled for April 27, 2024 presented by Kyle Carvell, Airport Relations Officer] WE'LL NOW MOVE ON TO THE OVERVIEW OF AIRPORT COMMUNITY OPEN HOUSE FROM KYLE CARVAL. THANK YOU COMMISSIONERS. KYLE CARVE, AIRPORT RELATIONS OFFICER, THANK YOU FOR HAVING ME TODAY. I HAVE A VERY BRIEF PRESENTATION FOR YOU. UH, WE ARE HERE TODAY TO TALK ABOUT OUR COMMUNITY OPEN HOUSE. THIS IS THE SECOND OPEN HOUSE THE AIRPORT HAS HOSTED IN AS MANY YEARS. UH, SOME OF YOU MAY RECALL, UH, LAST YEAR IN JANUARY, 2023, THERE WAS A, A TREMENDOUSLY SUCCESSFUL EVENT PUT ON, UH, BY AIRPORT STAFF TO SHOWCASE JOURNEY WITH A US SPECIFICALLY AND TALK ABOUT A LOT OF THE GREAT STUFF THAT'S HAPPENING AT THE AIRPORT. I KNOW A NUMBER OF YOU ATTENDED THAT EVENT AND WE RECEIVED, UH, A LOT OF GREAT FEEDBACK ON, UH, HOW IT WENT. UH, THIS YEAR. WE'RE AT THE VERY LEAST, LOOKING TO REPLICATE THAT WITH AN EVENT IN A COUPLE OF WEEKS. SO I KNOW JASON SENT YOU ALL, UH, A FORMAL INVITATION A COUPLE OF WEEKS AGO. AND, AND IF WE'VE BEEN DOING OUR JOBS, WELL, YOU MAYBE HAVE HEARD ABOUT IT INDIRECTLY, UH, THROUGH SOME OF OUR PROMOTIONAL EFFORTS. BUT TODAY I WANTED TO DIVE IN A LITTLE BIT DEEPER AND TELL YOU WHAT WE HAVE GOING ON. AND, AND IF YOU HAVE ANY QUESTIONS, PLEASE, UH, PLEASE LET ME KNOW. I'M HAPPY TO ANSWER THOSE TODAY. NEXT SLIDE. SO THIS IS OUR FLYER. YOU'LL BE SEEING THIS EITHER ON SOCIAL MEDIA OR, UH, ALONG THE ROADSIDE OR HOPEFULLY IN SOME, UH, NEWSPAPERS AND, AND DIGITAL MEDIA, UM, OUTLETS AROUND TOWN OVER THE NEXT COUPLE OF WEEKS. WE ARE PROMOTING THIS TO THE COMMUNITY AT LARGE. UH, THIS IS A COME ONE, COME ALL, COME AND GO STYLE EVENT. UH, WE'RE REALLY HOPING TO GET A BROAD SWATH OF THE COMMUNITY TO DROP BY AND LEARN ABOUT WHAT'S HAPPENING. UH, AS YOU CAN SEE, THE EVENT IS ON A SATURDAY. THIS IS A LITTLE BIT DIFFERENT THAN LAST YEAR. UH, IT'S ALWAYS, UM, A LITTLE BIT TRICKY TO FIGURE OUT THE, THE, THE SECRET FORMULA FOR HOW TO GET THE MOST ATTENDEES SOMETIMES AFTER, UH, THE WORKDAY AND THE EVENING DURING THE WEEK IS MORE EFFECTIVE. AND SOMETIMES SATURDAY AFTERNOON GIVES PEOPLE A LITTLE BIT MORE FLEXIBILITY. SO LAST YEAR IT WAS IN THE EVENING, I BELIEVE, ON A THURSDAY, AND THIS YEAR WE'RE, WE'RE GOING FOR A SATURDAY. AND SO WE'LL HAVE BREAKFAST TACOS, REFRESHMENTS, IT'LL BE A VERY FAMILY FRIENDLY EVENT. UH, AND WE'RE REALLY LOOKING FORWARD TO, UM, MEETING THE COMMUNITY AND TALKING ABOUT ALL THE GREAT STUFF THAT'S THAT'S HAPPENED OVER THE PAST YEAR AND WHAT'S AHEAD FOR THE AIRPORT. NEXT SLIDE. IN TERMS OF SOME OF OUR OUTREACH AND PROMOTION, UH, WE'VE REPLICATED SOME OF WHAT WE DID LAST YEAR AND ADDED TO THAT AS, AS WELL AS YOU [00:15:01] CAN SEE ON PAID MEDIA, WE'RE DOING A BROAD SWATH OF DIFFERENT, UH, OUTLETS, UH, REALLY TRYING TO HIT, UH, DIFFERENT SEGMENTS OF THE POPULATION AND, AND FIGURING OUT HOW THEY CONSUME INFORMATION AND MEET THEM WHERE THEY ARE IN THOSE SPACES. IN TERMS OF SPECIFIC, IN-PERSON OUTREACH, UH, WE HAVE BEEN MEETING WITH SOME FOLKS, UH, AT PRE-EXISTING NEIGHBORHOOD AND HOA MEETINGS TO HAND OUT FLYERS AND PROVIDE INFORMATION. UH, WE'VE BEEN REACHING OUT TO OUR DATABASE OF STAKEHOLDERS AND COMMUNITY GROUPS THAT WE'VE BEEN BUILDING OVER THE PAST YEAR, UH, TO LET THEM KNOW ABOUT THIS EVENT AND PUTTING OUT FLYERS, COFFEE SHOPS, REC CENTERS, LIBRARIES, ELEMENTARY SCHOOLS, THINGS LIKE THAT. SO REALLY JUST TRYING TO MEET PEOPLE WHERE THEY ARE AND PUSH THIS INFORMATION OUT TO GET AS MANY PEOPLE TO ATTEND AS POSSIBLE. WE HAVE AN EVENT WEBSITE SET UP. UH, AT THAT WEBSITE YOU CAN ACTUALLY REGISTER RSVP. IT'S NOT REQUIRED FOR ATTENDANCE. IT'S, IT'S A FREE EVENT. IT'S LIKE I SAID, COME AND GO AS YOU PLEASE. BUT THAT HAS HELPED US KIND OF GAUGE INTEREST. AND SO WE'VE HAD NEARLY 500 UNIQUE VISITORS TO OUR WEBSITE IN A MONTH. WE HAVE ABOUT 70 RSVPS RIGHT NOW. AND AGAIN, THOSE ARE JUST THE FOLKS THAT SAID THEY'RE COMING. SOME OF THOSE MAY NOT COME AND A LOT OF PEOPLE WHO DID AN RSV WILL PROBABLY COME LAST MINUTE OR BE LOOKING HOPEFULLY FOR SOMETHING FUN TO DO ON A SATURDAY AND COME JOIN US TO, TO LEARN ABOUT THE AIRPORT. SO WE'RE EXCITED ABOUT THE FEEDBACK AND THE RESPONSE RATE SO FAR ON THAT. AND, UM, YEAH, WE'RE REALLY LOOKING TO, TO BREAK THAT 100 ATTENDEE BEAR, UH, MARK FROM LAST YEAR. THAT'S KIND OF OUR GOAL AT THIS POINT. SO WE REALLY HOPE TO SEE YOU ALL OUT THERE. NEXT SLIDE. AND WHEN I SAY OUT THERE, I'M REFERRING TO THE MONTOPOLIS RECREATION COMMUNITY CENTER. THIS IS A, A GREAT COMMUNITY SPACE. SOME OF YOU MAY BE FAMILIAR WITH IT. UH, IT WAS BUILT IN THE LAST COUPLE OF YEARS. UH, IT'S RIGHT THERE ON MONTOPOLIS DRIVE. UM, SO WE'RE REALLY HOPING TO GET A LOT OF THE FOLKS THAT ARE IN THAT SPECIFIC COMMUNITY AND A LOT OF THE AIRPORT NEIGHBORS, UH, UH, TO, TO ATTEND. WE'RE REALLY PUSHING A LOT OF OUR PROMOTIONAL EFFORTS IN THAT KIND OF RADIUS AROUND THE AIRPORT TO MAKE SURE THAT WE, UH, HIT ON THOSE FOLKS AND INVITE THEM TO, TO COME JOIN US SINCE IT IS OUR COMMUNITY AIRPORT. I DON'T KNOW IF YOU ALL CAN STILL SEE THE PRESENTATION, IT WENT BLANK HERE, BUT I'M HAPPY TO ANSWER ANY QUESTIONS. THANKFULLY. THAT WAS MY LAST SLIDE. , DO YOU HAVE ANY QUESTIONS? COMMISSIONER VALDEZ? CAN YOU HEAR ME? I CAN HEAR YOU. THANKS. I'M USING THE LET APPEAL ATTORNEYS. RED NOT, OH, THERE, IT'S GOOD. UM, UH, WELL THANK YOU FOR THAT. I THINK THIS CAN BE REALLY, UH, GOOD FOR OUR COMMUNITY TO SEE WHAT'S GOING ON AND SET THAT TONE FOR THIS COMING YEAR. WHEN YOU TALK ABOUT THE FLYER GOING TO THE LIBRARIES AND OTHER REC CENTERS, ARE THOSE IN ENGLISH AND SPANISH TO YEAH, THAT'S A GREAT QUESTION AND MY APOLOGIES, UH, FOR NOT MENTIONING THAT ANY MATERIALS WE'VE BEEN PUTTING TOGETHER, INCLUDING THE WEBSITE, UH, HAVE BEEN TRANSLATED INTO SPANISH. UH, A LOT OF THE SIGNAGE YOU'LL SEE ON THE DIFFERENT RIGHT OF WAYS AND ANYTHING PUT OUT THERE FOR THE PUBLIC CONSUMPTION WILL BE, UH, BILINGUAL IN TERMS OF, UM, SPANISH SPECIFICALLY, UH, AT THE ACTUAL EVENT, ALL OF THE BOARDS AND INFORMATION WE WILL HAVE WILL BE TRANSLATED INTO SPANISH AS WELL. AND WE WILL HAVE MULTIPLE PEOPLE, UH, WHO CAN INTERPRET, UH, AT THE EVENT FOR FOLKS WHO MAY NEED THAT SERVICE. GREAT. MM-HMM. , ANY FURTHER QUESTIONS? AND APOLOGIES TO COMMISSIONER C**N WHO'S ON, UH, ON VIDEO. WE CAN'T CURRENTLY SEE HIM. OKAY. WELL THANK YOU. THANK YOU ALL. HOPE TO SEE YOU THERE. AND LAST WE'LL, [6. Update on the appointment of Rajeev Thomas to the Austin-Bergstrom Landhost Enterprises, Inc. (ABLE) board of directors and amendments to ABLE articles of incorporation and bylaws provided by Tracy Thompson, Chief Officer of Business and External Affairs] UH, CONCLUDE WITH, UH, RAJIV AGAIN, I BELIEVE ACTUALLY, UH, CHAIR, I'M VICE CHAIR. I'M GONNA, I'M SORRY TO MAKE THIS PRESENTATION. THAT'S OKAY. BUT IT'S ALL ABOUT, ABOUT RASHIV. YOU'RE NOT WRONG. . TRACY, TRACY THOMPSON, CHIEF COMMERCIAL OFFICER. I'M HERE TO GIVE, UM, THE COMMISSIONER COURTESY BRIEFING ON A ACTION ITEM IN FRONT OF COUNSEL MAY THE SECOND, BUT I WANTED TO BRIEF YOU GUYS ON ON WHAT THAT WAS IN CASE YOU HAD ANY QUESTIONS ABOUT IT. UM, AS YOU KNOW, THE T THE, UH, SORRY, THE ABLE, WHICH IS AUSTIN BERGSTROM LAND HOST ENTERPRISE IS INC. IS A PUBLIC CORPORATION, PUBLIC FACILITY CORPORATION OF THE CITY OF AUSTIN. AND IT OPERATES AND MANAGES THE HILTON HOTEL ON AIRPORT PROPERTY. THEY HAVE THEIR OWN SOVEREIGN BOARD OF DIRECTORS WHO IN THE FEBRUARY BOARD MEETING PASSED, UM, RESOLUTION AUTHORIZING RAJIV THOMAS TO BECOME A BOARD MEMBER OF THE ABLE CORPORATION THAT IS SUBJECT TO APPROVAL BY CITY COUNCIL, WHICH IS WHY THERE'S THE ACTION ITEM IN FRONT OF THE AUSTIN CITY COUNCIL. RAJIV IS GOING TO, UH, REPLACE MOKI PATEL, WHO NO LONGER WORKS FOR THE DEPARTMENT OF AVIATION AND WILL SERVE OUT HIS TERM AS A BOARD MEMBER ON THE, UM, ON THE ABLE BOARD OF DIRECTORS. IN ADDITION TO THE APPOINTMENT OF RAJIV TO THE BOARD OF DIRECTORS, WERE TAKING THE OPPORTUNITY, THE ABLE CORPORATION IS TAKING THE OPPORTUNITY TO UPDATE THE ARTICLES OF INCORPORATION AND BYLAWS ALSO SUBJECT TO CITY COUNCIL APPROVAL. THEY'RE MAINLY ADMINISTRATIVE, WELL, THEY'RE ALL ADMINISTRATIVE CHANGES AND CORRECTIONS, UH, PRIMARILY TO UPDATE RAJEEV'S NAME AND BOTH THE ARTICLES AND THE BYLAWS AS A BOARD MEMBER. UM, AND TO [00:20:01] ADD GHISLAIN BADAWI AS THE REGISTERED AGENT IN THE ARTICLES OF INCORPORATION. WE ALSO TOOK THE LEGAL COUNSEL FOR THE ABLE, UM, BOARD ALSO TOOK THE OPPORTUNITY TO CLEAN UP SOME AMBIGUOUS LANGUAGE IN THE BYLAWS REGARDING HOW MANY MEMBERS OF THE BOARD WE HAVE AND, AND SOME OF THE REELECTION. IT'S JUST CLEANUP. IT'S NOTHING MATERIAL AND DOES NOT CHANGE THE INTENT OF THE BYLAWS OR THE ARTICLES. SO I'M PLEASED TO ANSWER ANY QUESTIONS ABOUT THE ABLE CORPORATION, THE HILTON HOTEL, OR RAJIV THOMAS, 'CAUSE I CAN SPEAK FOR HIM TODAY. , IF YOU'VE GOT ANY, PLEASE TO TAKE THOSE QUESTIONS AND THANK YOU. ARE THERE ANY QUESTIONS? QUESTION COMMISSIONER HENDRICKS, IS IT THE, UM, ABLE COMMISSION OR IS IT THE HILTON THAT UH, DEALS WITH WORKER ISSUES WHEN IT COMES TO THE UNION? I'M JUST CURIOUS. YEAH, THAT'S A VERY GOOD QUESTION. THANK YOU FOR THAT. SO THE, UM, THE ABLE CORPORATION IS THE CORPORATION THAT HIRES A MANAGEMENT COMPANY. AND THE MANAGEMENT COMPANY IS, UH, BOKEN PROSPERA AND IT'S THE MANAGEMENT COMPANY ITSELF WHO DOES THE MANAGEMENT OPERATION OF THE HOTEL. SO THE, UH, ACTUAL RELATIONSHIP BETWEEN THE UNION AND THE HOTEL OPERATOR IS THROUGH THE MANAGEMENT COMPANY PROSPERA. UM, THE CORPORATE ENTITY, OF COURSE OVERSEES THE MANAGEMENT CONTRACT AND IS MAKING AND MAKES SURE THROUGH THE DEPARTMENT OF AVIATION AND THE, UH, CORPORATION MANAGEMENT THAT THE CITY COUNCIL OBJECTIVES ARE ALL ACHIEVED THROUGH THAT MANAGEMENT CONTRACT. YOU'RE WELCOME. ANY FURTHER QUESTIONS? EXCUSE ME. THANK YOU SIR. THANK YOU. AND NOW WE WILL MOVE ON TO THE, UH, DISCUSSION AND ACT ACTION [7. Approve a resolution finding the use of the Construction Manager-at-Risk method of contracting, as authorized by F, Chapter 2269 of the Texas Government Code, is the project delivery method that provides the best value to the City for the Arrivals and Departures Hall project to allow for the future construction of Concourse B as part of the Airport Expansion and Development Program. [Note: MBE/WBE goals will be established prior to issuance of this solicitation].] ITEMS. UH, AGENDA ITEM NUMBER SEVEN. UM, THIS IS FIRST TO APPROVE OF RESOLUTION FINDING THE USE OF THE CONSTRUCTION MANAGER AT RISK METHOD OF CONTRACTING. I DON'T BELIEVE I NEED TO READ THIS FULL AND INTO THE RECORD. CORRECT. OKAY. AND IS THERE A MEMBER OF STAFF THAT WILL, WILL BE SPEAKING? THIS ONE I WILL BE SPEAKING ON THIS AGAIN. , UM, DUB BE CHIEF PLANNING DEVELOPMENT, I THINK. I DON'T KNOW IF HE'S GOT THE SYSTEM BACK FULLY OPERATIONAL. THERE'S ONE SLIDE IF YOU HAVE, HAVE THAT. IF NOT, I WILL JUST TALK TO THIS. THIS IS A CONSTRUCTION MANAGER AT RISK SELECTION, UM, METHODOLOGY, METHODOLOGY SELECTION FOR THE ARRIVALS DEPARTURE HALL. AND I WILL JUST GO ON IF HE DOESN'T HAVE THE SLIDE. SO THE ARRIVALS DEPARTURE HALL IS THE NEW AREA WHERE ALL TICKETING AND BAGGAGE CLAIM WILL BE MOVED TO. THERE WE GO. THAT'S THE PICTURE I WAS LOOKING FOR. UM, WE WILL, WHERE TICKETING AND BAGGAGE CLAIM WILL BE MOVED TO. UM, AND THE PROJECT WILL ALSO ENCOMPASS THE, WHAT WE CALL THE CURBSIDE. SO THAT ROADWAY RIGHT IN FRONT OF THAT NEW BUILDING. UM, THAT BUILDING WILL EVENTUALLY HAVE MULTIPLE PHASES THAT FILLS IN AND CONNECTS TO THE BJT, WHICH IS THE BARBARA JORDAN TERMINAL RIGHT NOW. PHASE ONE, WE'LL HAVE THE TICKET COUNTERS AND THE BAGGAGE CLAIM IN IT. AND THAT CURBSIDE AS I SPOKE TO, AS PART OF THAT PROJECT. AND THANK YOU. I GUESS WE'LL MOVE TO, UH, ANY QUESTIONS ON THAT? DO WE MOVE FIRST AND THEN QUESTIONS? YEAH, SO DO WE HAVE A MOTION? I, WE'LL TAKE A MOTION AND THEN QUESTIONS I'LL MOVE TO ACCEPT THE RECOMMENDED AND A SECOND. I'LL SECOND. THANK YOU. ARE THERE ANY QUESTIONS FROM THE, THE COMMISSION COMMISSIONER HENDRICKS? SO, UH, I JUST HAD ONE QUESTION JUST TO CLARIFY. DOES THIS CONTRACT INCLUDE, FOR EXAMPLE, LIVING WAGES, THE APPRENTICESHIP REQUIREMENT AND ALL THAT? OR DOES THAT COME LATER? SO THI THIS ACTION ITEM IS SPECIFICALLY TO SU APPROVE THE DESIGN METHODOLOGY DESIGN AND BUILD METHODOLOGY OF CONSTRUCTION MANAGER AT RISK. THAT'S A PROCESS THAT WE HAVE TO GO THROUGH HERE AT THE STATE OF TEXAS TO GET COUNSEL APPROVAL BEFORE WE CAN ACTUALLY SOLICIT FOR A DESIGNER CONTRACTOR. UM, THE CONTRACTS FOR THOSE DESIGNING CONTRACTORS WILL HAVE ALL OF THOSE NORMAL CITY CODES, POLICIES, REGULATIONS, FEDERAL REQUIREMENTS. 'CAUSE WE WILL BE SEEKING GRANTS FOR THIS PROJECT. SO IT WILL BE A DBE. UM, THERE'S STILL, UM, AS PART OF THE BIPARTISAN, UH, INFRASTRUCTURE LEGISLATION, THERE'S STILL MONEY OUT THERE THAT WE'LL WE'LL TRY TO GET. UM, AND SO IT WILL BE A DVE PROJECT AND SO IT WILL FOLLOW ALL OF THOSE NORMAL, UM, DAVIS BACON AND OTHER RULES REGARDING LIVING WAGE. AND ONE FOLLOW UP, ARE THESE BETTER BUILDER PROJECTS? ARE THEY MONITORED AS BETTER BUILDER PROJECTS? YEAH, SO ALL OF THE CITY OF AUSTIN, UH, PROJECTS, WHICH INCLUDES AVIATION PROJECTS THAT ARE FUNDED BY WITH US ARE, UH, FOLLOW THAT ORDINANCE ABOUT BETTER BUILDER. UM, THE CITY HAS A, WITHIN THE CONTRACTING, UM, DEPARTMENT, THEY HAVE A DIVISION THAT WORKS ON TRACKING ALL OF THAT AND, UM, GOING [00:25:01] OUT AND DOING INTERVIEWS AND MAKING SURE PEOPLE ARE GETTING THE RIGHT LIVING WAGE AND, UM, ALSO MAKING SURE THAT THE APPRENTICESHIP PROGRAM IS ACTUALLY HAPPENING. UM, AND SO THIS PROJECT AS WELL AS ANY OTHER, UH, PROJECT THAT THE AVIATION DEPARTMENT FUNDS, UM, FALLS UNDER THAT ORDINANCE AS WELL. YOU ARE WELCOME. ARE THERE ANY ADDITIONAL QUESTIONS? I GUESS WE'LL, WE'LL MOVE TO A VOTE ONLINE. OH, COMMISSIONER HO. MY APOLOGIES. COMMISSIONER C**N, DO YOU MIND, UH, WAITING JUST ONE MOMENT. WE'RE HAVING SOME AV ISSUES. LET'S TRY AGAIN, PLEASE. OKAY. UM, SO THE, THERE'S THAT AREA HIGHLIGHTED IN PURPLE MM-HMM, LIKE THE, THE RIFLE DEPARTURES LOUNGE. HOW MANY SQUARE FEET IS THAT? I'M JUST CURIOUS WHAT ALL IS INCLUDED IN THAT. I, I KNOW IT'S $620 MILLION, WHAT'S INCLUDED IN THE $620 MILLION? I ASSUME PART OF IT'S, IT SAYS IT'S GETTING READY FOR CONCOURSE FEE, BUT HOW MUCH OF THAT IS JUST THE AWARENESS DEPARTURE HALL AND HOW, HOW BIG IS THAT SPACE? SO THAT IS AN ESTIMATED BUDGET FOR THAT FIRST PHASE, WHICH INCLUDES THE ROADWAY, CURBSIDE ROADWAY, WHICH IS A MULTI-LEVEL, UH, MULTI-LANE ROADWAY. THAT'S A CHUNK OF THE MONEY. IT ALSO INCLUDES THE BUILDING AS IT AS, AS IT'S, AS IT, UH, THE WHOLE CONSTRUCTION COST OF THE BUILDING. AND SO THAT COVERS A MULTIPLE LEVELS. THAT INCLUDES ALL THE TICKETING, ALL THE SUPPORT SPACE FOR THE AIRLINES AND THE AIRPORT SUPPORT SPACE FOR, UM, TSA OR SECURITY AS WELL AS BAGGAGE CLAIM. AND ALL NEW BAGGAGE CLAIM DEVICES, MUCH LARGER, MORE DEVICES FOR BAGGAGE CLAIM AND ALL OF THAT SQUARE FOOTAGE FOR BAGGAGE CLAIM, AS WELL AS THAT LOWER ROADWAY CURB AND ALL OF THAT, UH, SUPPORTING SPACE. AND THE CURBSIDE ROADWAY ISN'T JUST RIGHT IN FRONT. IT KIND OF CURVES AROUND AND GOES TO THE EDGES OF THE GARAGES APPROXIMATELY. SO THAT THAT'S A QUITE A LONG LENGTH OF CURVE AS WELL. THANKS GUYS. SO IT'S WHERE IT WAY MORE THAN JUST DID ARRIVALS IN THE PARKRIDGE ALL HALL, CORRECT. IT'S ANYTHING THAT KIND OF CONNECTS TO IT ALSO HAS, UM, SOME TEMPORARY CONNECTION TO THE EXISTING TERMINAL AS WELL. 'CAUSE THERE'LL BE A GAP, UM, A TEMPORARY GAP BETWEEN THE BACKSIDE OF WHERE THE ARRIVALS DEPARTURE HALL IS AND WHERE THE BJT THE CURRENT TERMINAL IS UNTIL WE CAN BUILD THE SECOND PHASE. SO THERE'LL BE, UM, MULTIPLE BRIDGES, POTENTIALLY TWO BRIDGES THAT CONNECT AS WELL TO THE EXISTING, UM, TO THE EXISTING TERMINAL. AND THERE'LL ALSO BE BRIDGES THAT CONNECT FROM THE NEW ARRIVALS DEPARTURE HALL TO THE GARAGES AS WELL. SO THERE'S MULTIPLE COMPONENTS OF THE PRO OF THE PROJECT. THANKS. MM-HMM, . AND ARE THERE ANY, ANY FURTHER QUESTIONS? AND WITH THAT, I'LL ASK FOR THE COMMISSION TO, UH, TO APPROVE OR NOT ALL IN FAVOR? ANY OPPOSED? I BELIEVE IT IS UNANIMOUS. [8. Authorize negotiation and execution of an Amended and Restated Fixed Base Operator Lease and Development Agreement with Austin FBO, LLC, for approximately 40 acres of land at AustinBergstrom International Airport, to modify and add to the leased premises, provide for the relocation of the water quality and water detention pond system, and add 10 years to the term, for an updated term length of 40 years from the date of beneficial occupancy.] WE NOW HAVE AGENDA ITEM NUMBER EIGHT, WHICH IT CAN BE FOUND IN ON PAGE 47 OF YOUR BACKUP TO AUTHORIZE NEGOTIATION EXECUTION OF A AMENDED AND RESTATED FIXED BASE OPERATOR LEASE. I BELIEVE WE HEARD FROM THE, THE TOP OF THE MEETING FROM MR. CROSS ON THIS MATTER. UH, MAY I HAVE A MOTION AND A SECOND? THANK YOU. AND DO WE HAVE A MEMBER FROM STAFF WHO WILL BE SPEAKING TO THIS ITEM? THIS IS TRACY THOMPSON, CHIEF COMMERCIAL OFFICER. I'M PLEASED TO ANSWER ANY QUESTIONS REGARDING THIS ITEM. AS YOU SAID, WE BRIEFED IT LAST MONTH TO THE COMMISSION AND WE HAD, UH, TERRY AS REPRESENTATIVE FROM MEETING THERE HERE, BUT PLEASED TO ANSWER ANY ADDITIONAL QUESTIONS OF MYSELF OR TERRY. THANK YOU. ARE THERE ANY QUESTIONS? THANK YOU VERY MUCH. THANK YOU. LET'S MOVE TO A VOTE, PLEASE. UH, ALL IN FAVOR? I. ANY OPPOSED? I BELIEVE THIS PASSES UNANIM UNANIMOUSLY AS WELL. MR. CHAIR, JUST A QUICK COMMENT. I PERSONALLY, AND I THINK I SHARE, UH, EVERYONE HERE SHARES THESE SENTIMENTS JUST SPEAKING TO THE MILLIONAIRE TEAM, WE APPRECIATE YOUR INVESTMENT IN OUR AIRPORT. WE THINK, UM, THIS PARTICULAR TYPE OF SERVICE AND CAPACITY IS REALLY IMPORTANT AS WE CONTINUE TO GROW AS A CITY AND HAVE MORE OF A NATIONAL AND INTERNATIONAL, UH, IMPACT. SO THANK YOU [00:30:04] AND THANK YOU. WE'LL NOW MOVE ON TO AGENDA [9. Authorize negotiation and execution of a design-build contract for design and construction services for the Austin Bergstrom International Airport Central Utility Plant Relocation project with JE Dunn Construction Company, in an amount not to exceed $162,000,000. [Note: This contract will be awarded in compliance with 49 CFR Part 26 (Disadvantaged Business Enterprise Program and City Code Chapter 2-9A (Minority-Owned and Women-Owned Business Enterprise Procurement Program) by meeting the goals with 18.90% DBE participation].] ITEM NUMBER NINE, WHICH I BELIEVE CAN BE FOUND ON PAGE 50 OF YOUR BACKUP WITH REGARDS TO AUTHORIZING NEGOTIATION AND, AND EXECUTION OF A DESIGN BUILD CONTRACT. DO I HAVE A MOTION? COMMISSIONER HENDRICKS? DO I HAVE A SECOND? COMMISSIONER ENNI. AND DO WE HAVE A MEMBER OF STAFF TO SPEAK TO THIS ITEM AGAIN? HI, UH, LINDA BRECK TO SPEAK ON THIS ITEM. THIS WAS THE ITEM THAT I TALKED ABOUT THAT WAS ALSO, UM, OUR STANDING PROJECT UPDATE ON PAGE 27 AS WELL. AND SO THIS IS FOR A CENTRAL UTILITY PLANT. IT'S A BUILDING THAT CREATES HOT AND COLD WATER FOR AIR CONDITIONING AND HEATING FOR THE CONCOURSE AND THE ARRIVALS. DEPARTURE HALL DO, AGAIN, IT'S A BRAND NEW FACILITY AND THE OLD ONE WILL BE DECOMMISSIONED AND TORE DOWN. AND THIS ONE, UM, WILL BE PUT IN ITS PLACE AND, UM, BE MUCH MORE EFFICIENT AND MEET ALL NEW, UH, REGULATIONS BOTH ENVIRONMENTALLY AND SUSTAINABILITY. DO I HAVE ANY FOLLOW UP QUESTIONS FROM EITHER THE PRESENTATION OR, UH, AT THE MOMENT? FISHER HENDRICKS, THEN COMMISSIONER ROSE. WAS THAT YOUR HAND RAISED? SO THE, UM, DEMOLITION OF THE CURRENT PLANT THAT'LL BE FORTHCOMING LATER AFTER THAT'S NOT PART OF THIS SOLICITATION THEN UM, THE DEMOLITION WON'T HAPPEN UNTIL THE NEW ONE IS UP AND RUNNING BECAUSE THE RIGHT, BUT IS THE EXISTING ONE HAS TO, IS THAT DEMOLITION PART OF THIS SOLICITATION OR WILL THAT BE SEPARATE?
