THE COMBINATION OF OUR WATER RIGHTS AND OUR CONTRACT ALLOW US TO TAKE UP TO 325,000 ACRE FEET OF WATER ANNUALLY.
UM, ADDITIONALLY, UM, LCRA, UH, EXCUSE ME, THE CITY OF AUSTIN, UH, PAID LCRA ABOUT A HUNDRED MILLION DOLLARS TO PREPAY FOR RESERVATION OF WATER SUPPLY.
BY DOING THAT, WE DON'T HAVE TO PAY LCRA FOR WATER DIVERTED UNTIL WE REACH THAT 201, UH, THOUSAND ACRE FEET USAGE PER YEAR.
SO JUST A LITTLE BIT OF A BACKGROUND THERE.
SO WHY DO WE NEED THESE PLANS? UM, TEXAS UTILITIES HAVE TO PROVIDE WATER CONSERVATION PLANS AND DROUGHT CONTINGENCY PLANS, UH, FOR THEIR OPERATIONS.
UM, THOSE PLANS ARE REQUIRED BY TCEQ TO BE UPDATED EVERY FIVE YEARS.
UM, SO WHAT WE'RE PRESENTING TO YOU TONIGHT IS REALLY JUST THE STANDARD OPERATION OF THE EXPIRATION OF THAT FIVE YEAR TERM WHERE WE'RE GETTING BACK AND

UPDATING OUR PLANS.UM, SPECIFICALLY IN, IN VERY HIGH LEVEL WATER CONSERVATION PLANS DEAL WITH PROGRAMMATIC ACTIVITIES ASSOCIATED WITH REDUCING OVERALL WATER CONSUMPTION OR IMPROVING, UM, WATER USE EFFICIENCY.
UM, AND THAT SORT OF CHARACTERIZED FROM OUR DROUGHT CONTINGENCY PLANS, WHICH ARE SPECIFIC PLANS RELATED TO, UH, WATER USE RESTRICTIONS OR RESPONSE ACTIVITIES THAT ARE ASSOCIATED WITH CERTAIN DROUGHT TRIGGERS.
SO THOSE ARE VERY SIMILAR AT SOME LEVEL, BUT THOSE ARE KIND OF THE NUANCED DIFFERENCES BETWEEN THE TWO PLANS.
THE WATER CONSERVATION PLAN, OF COURSE, APPLIES TO ALL WEATHER CONDITIONS.
THE PLAN DESCRIBES THE UTILITY AND WATER USE INFORMATION FOR OUR UTILITY.
IT FURTHER DESCRIBES CONSERVATION ACTIVITIES SUCH AS REBATES, EDUCATION OR ENFORCEMENT.
UM, DISCUSSES OUR WATER LOSS REDUCTION, UM, ACTIVITIES AND WATER REUSE ACTIVITIES.
AND FINALLY, IT IDENTIFIES SPECIFIC WATER CONSUMPTION AND WATER LOSS TARGETS OR GOALS COMPARED WITH THE DROUGHT CONTINGENCY PLAN.
THAT REALLY FOCUSES ON RESPONSES TO SPECIFIC DROUGHT ACTIVITIES OR DROUGHT CONDITIONS.

UM, THIS PARTICULAR PLAN THAT'S PRESENTED BEFORE YOU TONIGHT DESCRIBES ALL THE DIFFERENT ACTIVITIES THAT WE UNDERTAKE.
NOT ONLY JUST PUBLIC OUTREACH, BUT ALSO RESIDENTIAL ASSISTANCE, SUCH AS, UH, DISTRIBUTING FREE MATERIALS TO HOUSEHOLDS OR PARTNERSHIP WITH THE HOUSING DEPARTMENT TO PROVIDE PLUMBING ASSISTANCE TO HOUSEHOLDS.

UM, WE ADOPTED A CONSERVATION PLAN BACK IN 2019, SO WE JUST WANTED TO CALL ATTENTION TO THINGS THAT HAVE CHANGED IN THIS PLAN.
OF COURSE, WE'VE UPDATED ALL THE PROGRAM ACTIVITIES AND INCLUDED WATER SAVINGS AND THE NUMBER OF APPLICATIONS THAT WE GOT FOR EACH ONE OF THESE PROGRAMS. AND WE'VE INCLUDED MORE INFORMATION ABOUT THE NEW MYY WATER PROGRAM, THE SMART METER PROGRAM, THAT WE ARE ALMOST FULLY DEPLOYED.
SO WE'RE ALMOST THERE ACROSS THE CITY.
SO WE'RE A LONG WAYS, UH, NOW THAN WHAT WE WERE IN THE LAST PLAN.
SO WE TRIED TO INCLUDE MORE OF THAT IN THIS NEW PLAN.
AND IT ALSO INCLUDES UPDATED WATER CONSERVATION GOALS AND WATER LOSS GOALS.
AND WE'LL TALK ABOUT THOSE OVER THE NEXT TWO SLIDES.
THESE WATER CONSERVATION PROPOSED GOALS WITHIN THESE, THE WATER CONSERVATION PLAN, WE ARE REQUIRED TO INCLUDE, UM, GOALS AT FOR FIVE YEARS AND 10 YEARS OUT.
AND THAT WOULD BE 2029 AND 2034.
AND THESE GOALS ARE BASED ON THE FIVE YEAR AVERAGE OF OUR PER PERSON WATER USE OR FIVE YEAR AVERAGE OF OUR WATER LOSS PER PERSON WATER PER PERSON WATER LOSS, OR THE INFRASTRUCTURE LEAKAGE INDEX.
SO EACH ONE OF THOSE, THERE'S A GOAL OUT IN 2029 AND 2034.
NOW, WE CHOSE THESE GOALS BY LOOKING AT THE BEST PRACTICES, WHAT WE ARE DOING, AND WHAT WE FEEL THAT WE CAN ACHIEVE IN THE NEXT FIVE AND 10 YEARS.
THESE GOALS ARE, WE BELIEVE, ARE BOTH ASPIRATIONAL AND ACHIEVABLE.
SO THE GOALS TO SEE UP ON THE SLIDE NOW ARE, ARE WHAT ARE ARE IN THE WATER CONSERVATION PLAN, TOTAL GPCD.
THAT MEANS, UM, TOTAL GALLONS PER CAPITA DAILY.
ESSENTIALLY, THAT'S THE TOTAL WATER USE COMING OUR OUT OF OUR TREATMENT PLANTS DIVIDED BY THE POPULATION SERVED.
SO PER PERSON WATER USE, THE FIVE YEAR AVERAGE IS 1 27.
AND THEN BY 2029 AND 2034, WE FEEL THAT WE CAN, UH, ACHIEVE A SAVINGS TO GET THOSE DOWN TO 1 23 AND ONE 16.
YOU SEE RESIDENTIAL GPCD, THAT'S THE VOLUME OF WATER USED BY SINGLE FAMILY HOMES AND MULTIFAMILY, UH, COMPLEXES DIVIDED AGAIN BY THE POPULATION SERVED, UH, GOING FROM 64 DOWN TO 62 AND 58.
AND THE WATER LOSS GALLONS PER CAPITA DAILY, THAT'S OUR ESTIMATED WATER LOSS FOR A YEAR DIVIDED BY THE POPULATION.
AND THEN FINALLY, INFRASTRUCTURE LEAKAGE INDEX.
UH, THAT'S A MEASURE, UM, THAT ESSENTIALLY SEES HOW MUCH YOU'RE DOING ABOVE THE THEORETICAL.
SO IN A SENSE, IT, WELL, NOT IN A SENSE, ACTUALLY, YOU TAKE THE TOTAL REAL LOSS FOR A YEAR, HOW MUCH REAL LOSS THERE WAS, AND DIVIDE IT BY A THEORETICAL MINIMUM.
SO EVERY WATER SYSTEM WILL LOSE SOME WATER.
UM, YOU KNOW, SOME WILL LOSE MORE OR LESS DEPENDING ON THEIR SIZE, THEIR AGE, WHAT HAVE YOU.
SO THERE'S A THEORETICAL MINIMUM YOU CAN GET DOWN TO.
SO THAT INFRASTRUCTURE LEAKAGE INDEX DIVIDES THE REAL LOSS DIVIDED BY THE THEORETICAL.
SO THOSE ARE OUR GOALS IN THE WATER CONSERVATION PLAN.
SWITCHING OVER TO AUSTIN'S DROUGHT CONTINGENCY PLAN.

UH, WE UNDERTAKE A NUMBER OF ACTIVITIES, UH, INCLUDING EXPANDED ENFORCEMENT WORKING WITH OTHER CITY DEPARTMENTS.
AND, UH, THE PLAN ALSO INCLUDES POSSIBLE INCREASE IN INCENTIVES FOR RECLAIMED AND CONSERVATION ACTIVITIES BEYOND THOSE THREE POINTS THERE, THE TIME THAT PEOPLE CAN WATER DECREASES SLIGHTLY, UM, STILL ONE DAY A WEEK FOR AUTOMATIC IRRIGATION, OR YEAH, ONE DAY A WEEK FOR AUTOMATIC IRRIGATION.
AND JUST THE TIME DECREASES A BIT.
STAGE TWO IS 900,000 ACRE FEET.
UM, AND THAT'S THE STAGE THAT WE ARE IN NOW.
AND WENT INTO LAST AUGUST, UH, WE WERE ABOUT 850,000 ACRE FEET.
RIGHT NOW, YOU SEE ONE BULLET DOWN THERE, UM, REDUCES THE TIME FOR IRRIGATION.
UM, THAT DOESN'T MEAN WE, THAT'S THE ONLY THING WE'RE DOING.
UH, THAT'S JUST THE, THE ADDITIONAL, UH, STEP THAT WE TAKE.
WE CONTINUE TO WORK ON THAT ENFORCEMENT AND INCENTIVES AND WORKING WITH OTHER CITY DEPARTMENTS.

AND THIS IS A NEW STAGE THAT THE LOWER COLORADO RIVER AUTHORITY IMPLEMENTED IN THEIR DROUGHT CONTINGENCY PLAN.
AND, AND WE INCLUDED IT IN OURS.
SO THIS IS A NEW STAGE, 750,000 ACRE FEET, UH, FURTHER REDUCTION IN ELIGIBLE TIME FOR IRRIGATION.
SO IT GOES DOWN TO SIX HOURS THAT COULD BE IRRIGATED, UH, ONE DAY A WEEK FOR AUTOMATIC IRRIGATION SYSTEMS. WE'RE ALSO LOOKING TO INCLUDE VOLUNTARY WATER BUDGETING, UTILIZING THE MY TX WATER SYSTEM AND TRYING TO UTILIZE THAT TO ENCOURAGE INDIVIDUAL HOUSEHOLDS AND BUSINESSES TO, UH, SET THEIR OWN BUDGETS.
AND THEN THAT THIRD BULLET THERE WILL PLACE AUTOMATIC EXEMPTION FOR ATHLETIC FIELDS.
CURRENTLY, ATHLETIC FIELDS HAVE AN EXEMPTION, UH, THROUGH ALL STAGES IN DROUGHT IN WHICH THEY CAN WATER WHENEVER, HOWEVER THEY WANT.
UM, FIRST SAFETY REASON, GOOD REASONS FOR THAT.
BUT ONE OF THE THINGS THAT WE ARE PROPOSING IN STAGE THREE IS THAT THE, THAT AUTOMATIC BLANKET EXEMPTION TRANSFERS TO A VARIANCE IN WHICH IF THEY NEED TO WATER, THEY WILL FILL OUT OR SUBMIT AN ONLINE VARIANCE FORM, UH, TO AUSTIN WATER, UM, IN WHICH WE'LL REVIEW.
AND THE INTENT IS NOT TO, YOU KNOW, UM, STRANGLE ATHLETIC FIELDS OR TO MAKE THEM LESS SAFE OR ANYTHING BY THAT POINT IN THE DROUGHT.
THE INTENT IS TO, UM, SUBMIT, HAVE THE OPERATORS OF THESE ATHLETIC FIELDS SUBMIT INFORMATION TO US ABOUT THEIR BEST PRACTICES AND ENCOURAGE THEM TO HAVE THOUGHTFUL OPERATION OF THEIR ATHLETIC FIELDS IN TERMS OF WATER USE.
AND THEN FINALLY, AT THIS STAGE IN DROUGHT, UM, WE WILL TRANSFER OVER TO, UM, IRRIGATION CITATIONS WITHOUT WARNINGS.
UH, CURRENTLY IF, IF SOMEONE IS, UM, WITNESSED WATERING ON THE WRONG DAY OR WRONG TIME, THEY RECEIVE A WARNING INITIALLY, AND THEN IF THEY WERE SUBSEQUENTLY, UH, WITNESSED WATERING ON THE WRONG DAY OR WRONG TIME, THEY'LL RECEIVE A CITATION WITH A PENALTY.
AT THE STAGE THREE WE'RE PROPOSING, IN A SENSE, TO GO TO FOREGO THE, THAT INITIAL WARNING.
UM, IF THEY ARE WITNESSED WATERING ON THE WRONG DAY OR TIME AT THAT POINT IN DROUGHT, THEY WILL RECEIVE A CITATION WITH A PENALTY.
HOWEVER, THEY WILL HAVE AN OPPORTUNITY TO HAVE THAT PENALTY DISMISSED.
UM, WITH THE COMPLETION OF A ONLINE WATER CONSERVATION IRRIGATION COURSE, SOMEONE LIKE DEFENSIVE DRIVING THAT WE'RE ALL FAMILIAR WITH, UH, STAGE FOUR, STAGE FOUR IS 600,000 ACRE FEET, AND THIS IS OUR 30% OF OUR WATER SUPPLY REMAINS, AND WE HAVE NEVER REACHED THIS POINT.
UM, SO ANY ACTIVITIES AT THIS POINT, WE'LL HAVE TO DEAL WITH A VERY SERIOUS SITUATION IN TERMS OF WATER SUPPLY.
NEW ACTIONS, UH, THAT FIRST BULLET, THERE IS ONE RECOMMENDED BY STAFF, A TEMPORARY MORATORIUM ON NEW IRRIGATION AND POOL PERMITS.
SO THERE'D BE A TEMP TEMPORARY HALT ON THE APPROVAL OF PERMITS FOR NEW SINGLE FAMILY POOLS AND IRRIGATION SYSTEMS DURING THIS TIME OF THIS STAGE OF DROUGHT.

THE LAKES ARE SITTING AT 42% AND, UH, WE WERE RE ADVISED, UH, BY STAFF THAT WE'RE ENTERING A SOMEWHAT DRIER PERIOD BASED ON, UH, METEOROLOGICAL FORECASTS.
AND I WOULD WATCH THOSE LAKE LEVELS BECAUSE IN MY ESTIMATION, THEY WILL GO DOWN 1% EVERY TWO WEEKS WITHOUT SIGNIFICANT RAIN IN THE RIGHT SPOT.
