GOOD AFTERNOON EVERYBODY.

I'D LIKE TO CALL

[CALL TO ORDER ]

THE, UM, MAY 8TH, 2024 MEETING OF THE AIRPORT ADVISORY COMMISSION.

TO ORDER.

PRESENT ARE, UM, COMMISSIONERS HENDRICKS, VICE CHAIR BROCK, SECRETARY ROSE, MYSELF, COMMISSIONERS, ER AND VALDEZ.

WE HAVE, UM, COMMISSIONER FANG FANG ONLINE, AND WE ARE WAITING FOR ANOTHER COMMISSIONER, UM, STAFF.

WILL YOU PLEASE WHEN, UM, FANG FANG, I'M GONNA NEED TO SEE YOU ON SCREEN TO TAKE ROLL.

HI.

GOOD AFTERNOON.

THANK YOU.

OKAY, THANK YOU.

WELCOME.

OH, COMMISSIONER YOUNG.

I'M SO SORRY.

AND COMMISSIONER INC.

SORRY, I DID NOT SEE YOU THERE.

THANK YOU ALL FOR BEING HERE.

AND COMMISSIONER KON IS PRESENT.

WOW.

WE MIGHT HAVE, WE MIGHT HAVE EVERYBODY IF WE HAVE, UM, MR. ENNIS, COMMISSIONER ENNIS.

THAT'S FANTASTIC.

HELLO.

UM, THANK YOU FOR BEING HERE.

WE, UM, I

[PUBLIC COMMUNICATION: GENERAL ]

BELIEVE WE HAVE TWO PUBLIC COMMUNICATIONS THIS AFTERNOON.

THE FIRST ONE IS JONATHAN APPEL.

YOU HAVE THREE MINUTES, BUT I UNDERSTAND THAT YOU HAVE TIME ALSO DEDICATE DONATED FROM A MR. HUNTSMAN.

IS THAT CORRECT? CORRECT.

DO YOU PLAN ON TAKING SIX MINUTES? UH, I MIGHT NOT BE.

OKAY.

ALRIGHT.

THANKS A LOT, SIR.

COULD YOU PLEASE TURN THE MIC ON THE MIC ON, UH, YOU'RE GONNA NEED TO PUSH THE BUTTON TO TURN THE MICROPHONE ON.

I'M SO SORRY.

OKAY.

I HOPE THAT MAKES IT A LITTLE BETTER.

AND WHEN I SAY ALL, I MEAN ALL IN OUR EQUIPMENT, WE CAN PROCESS PLASTICS WITH FOOD WASTE, WITH WATER, WITH POOP DOWN TO EVERY SINGLE THING YOU CAN IMAGINE THAT IS CONSTRUCTED FROM CARBON, INCLUDING OFF SPEC HYDROCARBONS.

NOW, OUR PROCESS IS SPECIAL IN THE FACT THAT IT IS ENVIRONMENTALLY POSITIVE.

THERE IS NO WASTE STREAM THAT COMES OFF OF OUR TECH.

EVERYTHING HAS A VIABLE END PRODUCT.

WE CREATE FOUR MAIN PRODUCTS FROM OUR PROCESS.

NO MATTER WHAT.

YOU FEED THE SYSTEM, YOU CREATE A REGENERATIVE FUEL OIL, WHICH IS CLEAN, BURNING, AND CARBON NEUTRAL.

YOU CREATE A REGENERATIVE NATURAL GAS, WHICH AGAIN, IS CLEAN, BURNING AND CARBON NEUTRAL, AND CAN BE USED FOR ANY POWER SOURCE.

YOU CREATE A BIOCHAR, WHICH DEPENDING ON THE FEEDSTOCK, WILL CHANGE IN COMPOSITION, BUT CAN EITHER BE USED AS A SOIL AMENDMENT OR A CLEAN COAL SUBSTITUTE.

AND YOU CAN ALSO CREATE A LIQUID FERTILIZER CONCENTRATE WITH THE ONLY BYPRODUCT BEING WATER.

OUR SYSTEM IS NET POSITIVE.

NOW IMAGINE ALL THE WASTE THAT IS PRODUCED EVERY DAY AT OUR AIRPORTS, FROM THE BATHROOMS TO THE RESTAURANTS, TO THE PLANES THEMSELVES.

IMAGINE BEING ABLE TO PROCESS

[00:05:01]

THAT WASTE BACK INTO ENERGY, TO POWER THE AIRPORT AND EVEN TURN OUR KEROSENE INTO JET FUEL.

THIS IS NOT SOMETHING THAT I JOKE WITH.

WE CAN DO THIS AND WE CAN MAKE AUSTIN A WASTE FREE AIRPORT, A TRUE CLOSED LOOP SYSTEM THAT AUSTIN CAN BE A BEACON OF HOPE AND INSPIRATION FOR THE CITY AND THE WORLD.

THAT IS WHY WE CALL AUSTIN HOME.

THAT IS WHY I TRAVEL ALL THE WAY HERE FROM MIAMI SEVERAL TIMES A MONTH BECAUSE I BELIEVE AUSTIN IS GOING TO BE THE MECCA FOR CHANGE FOR THIS ENTIRE WORLD.

AND AUSTIN BERGSTROM AIRPORT HAS THE CHANCE TO SHOW EVERYBODY WHAT TRUE INNOVATION IS CAPABLE OF.

WE LOOK FORWARD TO HEARING WHAT YOU GUYS HAVE TO THINK ABOUT WHAT WE CAN DO.

THIS IS JUST A SMALL GLIMPSE INTO THE POTENTIAL OF THE EDEN ENERGY PROCESS.

WE HAVE BIG VISIONS FOR THIS WORLD, AND IT ALL STARTS HERE.

THANK YOU VERY MUCH.

THANK YOU MR. APPEL.

UM, NO OTHER SPEAKERS SIGNED UP.

OKAY.

COMMISSIONERS, ANY QUESTIONS? ALL RIGHT.

UH,

[INTRODUCTIONS ]

WE HAVE A INTRODUCTION TODAY WITH, UM, IS THAT ON ME OR ON STAFF TO DO THAT? I WOULD BE.

WELL, IT'S MY PLEASURE TO, UM, WELCOME SHANE HAR BACK TO AUSTIN BERGSTROM INTERNATIONAL AIRPORT AS THE CHIEF DEVELOPMENT OFFICER.

UM, WOULD YOU MIND, UM, FOR THE COMMISSIONERS WHO HAVE NOT MET YOU IN THOSE PRESENT, TALK A LITTLE BIT ABOUT YOUR, YOUR BACKGROUND AND, UM, THE, AND YOUR FUTURE WITH, UH, YEAH.

NO, UH, THANKS.

UH, THANKS FOR THE INTRODUCTION.

UM, SHANE HARSON, UM, A LITTLE BIT OF MY BACKGROUND.

UH, BORN AND RAISED IN MINNESOTA AND, UH, WENT TO SCHOOL FOR AIRPORT MANAGEMENT AT ST.

CLOUD STATE.

UH, INTERNED FOR SEMESTER AT MINNEAPOLIS, AND I REALIZED I MADE A GOOD CAREER CHOICE, UH, AND, UH, RIGHT AFTER MINNEAPOLIS WENT TO MIDLAND, TEXAS FOR ABOUT TWO YEARS.

AND WHILE I WAS THERE, THEY WERE BUILDING A NEW AIRPORT, UH, OR A NEW TERMINAL.

AND WITH THAT CONNECTION, I WAS ABLE TO, UH, MEET A LOT OF FOLKS.

UH, PART OF THE NEW AIRPORT PROJECT TEAM EVEN WAS READING JAMIE'S REPORTS ON ONLINE, UH, BACK THEN GATHERING INFORMATION.

AND, UH, WAS FORTUNATE ENOUGH TO, UH, UH, JOIN THE CITY OF AUSTIN RIGHT BEFORE, UH, THEY OPENED UP THE AIRPORT.

SO I GOTTA SPEND SOME TIME OUT ROBERT MUELLER AND, UH, SEE, UH, THE OPERATIONS THERE AND, AND, UH, THE CHALLENGES AND CONSTRAINTS AND, UH, AND WAS FORTUNATE ENOUGH TO, UH, UH, MOVE AROUND IN THE ORGANIZATION WITH THE DEPARTMENT OF AVIATION, FROM OPERATIONS TO PLANNING DEVELOPMENT, AND THEN IT BACK TO OPERATIONS AND MAINTENANCE.

AND, UH, ULTIMATELY RIGHT AROUND 2000 8 0 9, UH, PLANNING DEVELOPMENT FULL TIME.

UH, DID THAT TILL 2022, UH, RETIRED AND BEEN IN SAN ANTONIO FOR THE LAST COUPLE YEARS, UH, DOING THE PROGRAM THERE.

UH, BUT, UH, UH, A LOT OF FOLKS, UH, IN THIS ROOM KEPT, UH, ASKING ME TO COME BACK AND, UH, UM, UM, UH, REALLY ABOUT A MONTH AGO, HE SAID, UH, YEAH, I'D BE HAPPY TO COME BACK.

UH, I THINK HE GOT A GREAT PROGRAM HERE.

GREAT FAMILIAR FACES, GREAT NEW FACES.

SO I'M EXCITED TO BE BACK AND, AND, UH, TRY TO MOVE, UH, UH, THE PROGRAM ALONG AS BEST I CAN.

BUT WE'VE GOT A GREAT TEAM THAT'S BEEN, UH, I DON'T KNOW IF YOU KNOW, BUT YOU'RE GONNA HAVE ABOUT A BILLION, A COUPLE BILLION DOLLARS WORTH OF WORK PROCUREMENT FOR THE NEXT, UH, THROUGH THE SUMMER.

AND IT WAS ALL SET UP BY, BY THE TEAM.

SO THEY REALLY SET THE TABLE FOR, FOR US TO, UH, START THE DESIGN AND CONSTRUCTION.

SO I'M EXCITED ABOUT THAT.

THAT'S A LITTLE BIT OF MY BACKGROUND, SO THANKS.

OH, WELCOME BACK.

WE ARE THRILLED WITH THE THROUGH LINE OF OVER 25 YEARS OF SERVICE TO THE CITY OF AUSTIN.

AND, UM, WE'RE EXCITED FOR THE FUTURE.

COMMISSIONERS.

ANY, UM, COMMENTS OR QUESTIONS FOR MR. HARSON? HE'S, HE WILL BE AN EXCELLENT RESOURCE.

HE ANSWERS, HE HAS A LOT OF ANSWERS TO MY QUESTIONS, .

ALRIGHT.

UM, NEXT ITEM, OR THE FIRST ITEM OF BUSINESS IS THE APPROVAL OF MINUTES

[APPROVAL OF MINUTES ]

FROM THE REGULAR MEETING OF THE AIRPORT ADVISORY COMMISSION THAT WAS KINDLY AND EXPERTLY, UM, MANAGED BY VICE CHAIR BROCK ON APRIL 10TH, 2024.

DO I HAVE A MOTION TO APPROVE? UH, VICE CHAIR BROCK? IS THERE A SECOND? SECOND.

A SECOND FROM COMMISSIONER HENDRICKS.

I AM GOING TO ABSTAIN BECAUSE I WAS NOT PRESENT, BUT ALL IN FAVOR.

THANK YOU.

ALL THAT.

OH, HELLO, COMMISSIONER ENNIS.

GLAD TO SEE YOU.

EV WE, THAT IS EVERYONE EXCEPT FOR EVERYONE PRESENT EXCEPT FOR MYSELF.

THANK YOU.

UM,

[00:10:01]

MOVING ON TO STAFF BRIEFINGS

[2. March 2024 Financial Results presented by Rajeev Thomas, Chief Financial Officer]

FOR THE MARCH, 2024 FINANCIAL RESULTS, THE CHIEF FINANCIAL OFFICER AND LATEST BOARD MEMBER TO ABEL, UM, RAJIV THOMAS.

THANK YOU.

UH, GOOD, GOOD AFTERNOON COMMISSIONERS.

UH, RAJIV THOMAS, CHIEF FINANCIAL OFFICER WITH THE AVIATION DEPARTMENT.

UM, SO WE ARE AT THE MIDYEAR MARK OF OUR FISCAL YEAR, UH, WITH THESE RESULTS FOR MARCH.

UM, SO FOR THE MONTH OF MARCH, UM, OUR UNEMPLOYMENTS WERE DOWN YEAR OVER YEAR, ABOUT 1.3%, BUT FOR THE FISCAL YEAR, YEAR TO DATE, WE ARE STILL UP ABOUT 1.2%.

UM, OUR OPERATING REVENUES FOR THE MONTH OF MARCH CAME IN ABOUT 12.3% HIGHER THAN PRIOR YEAR MARCH, OR $3 MILLION HIGHER.

OUR YEAR TO DATE, OPERATING REVENUES ARE 16% HIGHER OR $21 MILLION HIGHER THAN THE PRIOR YEAR VERSUS BUDGET.

ON THE OPERATING REVENUE, WE ARE UP 10%, UM, OR $13.8 MILLION HIGHER THAN WHERE WE BUDGETED FOR THE FISCAL YEAR.

OUR LANDED WEIGHTS FOR THE MONTH OF MARCH, WERE DOWN ABOUT 5%, BUT BECAUSE THE RATE IS HIGHER, OUR REVENUES ON THE LAND LANDING FEES ARE UP 4.7%.

NON-AIR AIRLINE REVENUE FOR THE MONTH OF MARCH IS UP 7% VERSUS THE PRIOR YEAR, MARCH OR YEAR TO DATE, WE ARE UP ABOUT 9.8%.

UM, GOING TO THE OPEX OPERATING EXPENSES, UM, THIS WAS A THREE PAY PERIOD MONTH FOR MARCH, SO WAS LAST YEAR MARCH.

SO IT'S AN EVEN COMPARISON YEAR OVER YEAR.

OUR OPERATING EXPENSES ARE UP ABOUT 22.9%.

ON YEAR TO DATE, WE ARE UP ABOUT 29 AND A HALF PERCENT.

OUR VARIANCE TO BUDGET, UH, ON THE OPERATING EXPENSE IS ABOUT $3.7 MILLION.

UH, IN FACT, FOR THE MONTH OF MARCH IT WENT DOWN AND IT WAS, WE WERE HAPPY TO SEE THAT FINALLY, IT KIND OF WENT DOWN AND THE VARIANCE WAS FAVORABLE IN THE MONTH OF MARCH, BUT STILL, UH, YEAR TO DATE THAT VARIANCE IS 3.7%.

SO I JUST WANT TO KINDA GIVE YOU A HEADS UP THAT, UH, WHEN OUR OPERATING EXPENSE, UM, EXCEEDS THE BUDGETED NUMBER, WE HAVE TO GO BACK TO CITY COUNCIL TO GET APPROVAL FOR THE REVISED BUDGET.

SO WE WILL BE COMING WITH A BUDGET AMENDMENT, UH, IN JUNE OR JULY.

UH, THIS ITEM WILL BE GOING TO CITY COUNCIL ON JULY 18TH.

UM, SO WE HAVE, WORKING WITH A BUDGET OFFICE, WE ARE ALREADY AWARE OF IT.

WE WILL, UM, START INITIATE THE RCA AND WE'LL BE COMING FOR, UM, FOR THE, FOR THE, TO THE COMMISSION FOR APPROVAL FOR THE BUDGET AMENDMENT.

UM, ON THE INCOME SIDE, UM, STILL WE ARE 10 MILLION HIGHER THAN BUDGET ON THE NET INCOME OR EXCESS, UM, CASH OR SURPLUS FRONTS.

AND YEAR TO DATE VERSUS PRIOR YEAR, WE ARE ABOUT TRENDING, ABOUT TRACKING ABOUT 1.3 MILLION LOWER THAN WHAT WE WERE LAST YEAR IN TERMS OF SURPLUS FRONTS.

BUT OTHER THAN THAT, IT'S STILL A GREAT YEAR COMPARED TO LAST YEAR.

SO THAT WAS, THANK YOU.

UM, HAVE, I HA WHEN WILL WE BE ABLE TO SEE THE, THE, UM, THE CHANGE IN, IN, IN, UM, REVENUE FROM THE, THE COST, THE RI THE RISING COST OF THE PARKING? WE WILL START TO SEE THAT IN THE MONTH OF APRIL, BECAUSE THAT WENT INTO EFFECT THE MONTH OF APRIL.

OKAY.

SO WE SHOULD SEE A PICKUP IN THE MONTH OF APRIL.

WE DON'T HAVE THE RESULTS YET, OBVIOUSLY FOR THE MONTH OF APRIL YET, BUT WE WILL SEE THAT IN THE, IN THE NEXT MONTH'S FINANCIAL RESULTS.

OKAY.

COMMISSIONERS, ANY QUESTIONS FOR MR. THOMAS? THANK YOU VERY MUCH.

OH, YEAH, GO AHEAD.

YEAH, JUST A QUICK, QUICK, UH, QUESTION.

I NOTICED THAT WE ARE ABOUT 30% FAVORABLE ON FOOD AND BEVERAGE.

WAS THERE LIKE AN, AN AMENDMENT TO THE FOOD PROGRAM OR WHAT DO YOU THINK IS DRIVING THAT? NO, UM, YOU'RE TALKING ABOUT VERSUS PRIOR YEAR? MM-HMM.

, UM, YES, THE FOOD AND BEVERAGE SECTOR IS STILL DOING VERY WELL.

IT'S JUST A, A, THERE WAS NO CHANGE TO THE RATES.

IT'S JUST, YOU KNOW, THE, THE PRICES ARE SET ANNUALLY BASED ON, UM, MARKET RATES AND THAT, AND PLUS THE UNEMPLOYMENTS ARE DOING STILL QUITE WELL.

UM, SO IT'S JUST A, UH, IT IS JUST AN INCREASE YEAR OVER YEAR JUST BASED ON THE, THE SPEND OF THE, THE PASSENGERS.

UH, THE ONLY ONE THAT IS DOWN IS THE RETAIL.

AND I MENTIONED THAT BECAUSE OF THE TYLER, WE SHOULD HOPEFULLY START SEEING SOME OFFSET TO THAT BECAUSE WE DO HAVE THAT LOCATION ON THE EAST END NOW FOR TYLER.

AND ALSO WE HAVE A NEW RETAIL OUTLET CALLED, I THINK IT'S CALLED AUSTIN WIPES, IF I'M NOT MISTAKEN.

UM, SO THAT SHOULD KIND OF HOPEFULLY START HELPING OFFSET SOME OF THE LOSS THAT WE SAW FROM TYLER.

BUT WE'LL, WE'LL SEE WHEN WE GET THE RESULTS FOR APRIL AND MAY.

THANK YOU.

YEAH, THANK YOU.

UM,

[00:15:01]

NOW WE HAVE AN AIR SERVICE UPDATE AGENDA

[3. Air Service Update provided by Jamy Kazanoff, AUS Air Service Development]

ITEM THREE, UH, BY JAMIE KOFF.

THANK YOU.

NICE TO SEE YOU.

THANK YOU.

THANK YOU, COMMISSIONER.

SO BEFORE YOU HAVE THE MAY CAPACITY SEAT CHANGES MAY IS VIRTUALLY FLAT OVER THE YEAR PRIOR, AND WE'VE HAD ADDITIONAL TWEAKING TO THE SUMMER SCHEDULES.

WE SHOW HERE BOTH COMPARISONS TO 2019 PRE COVI AND YEAR OVER YEAR.

JUST A REMINDER, AUSTIN HAD A VERY EARLY SPIKE POST COVID AND THE AIRLINES ARE BEGINNING TO RIGHT SIZE THE SEATS HERE FOR AUSTIN.

SOME OF THE AIR SERVICE HIGHLIGHTS, WE HAD A FANTASTIC AIR CANADA TO MONTREAL EVENT LAST WEEK.

UH, THIS IS A SEASONAL SERVICE MADE THROUGH OCTOBER, AND OUR GOAL IS TO, IN 25, HOPEFULLY HAVE THIS YEAR ROUND.

THAT'S, UH, WONDERFUL CONNECTIONS TO, UH, EUROPE, ASIA, AND OTHER PLACES THROUGH, THROUGH MONTREAL.

ALLEGIANCE STARTS NEW NONSTOP SERVICE TO EUGENE, OREGON ON MAY 31ST.

LOVE SEEING ALLEGIANT GROW.

UH, DELTA THE SAME DAY OF THE EXPANSION, UH, CEREMONY DELTA, UH, PRESENTED AND OFFERED ITS 20% ADDITION IN CAPACITY IN AUSTIN WITH THE NEW NONSTOPS INTRA TEXAS AND ADDITIONAL NONSTOPS TO MARKETS ALREADY SERVED.

SO DELTA'S PICKED UP SOME OF THE, THE SLACK, IF YOU WILL, WHEN AMERICAN AIRLINES RETRENCHED HERE IN AUSTIN HAWAIIAN.

A REMINDER THAT THEY'LL GO TO FOUR A WEEK, STARTING MAY 25TH FROM THREE TO FOUR.

IT'S GREAT TO SEE HAWAIIAN GROWING KLM AND LUV TANZA.

THEY'LL BE ADDING LARGER JETS, MORE SEATS FOR OUR SUMMER SEASON.

OUR TRANSATLANTIC FLIGHTS DO EXTREMELY WELL IN THE SUMMER.

SOUTHWEST AIRLINES, UH, THEY HAD THE KENTUCKY DERBY FLIGHTS, WHICH WERE COOL TO SEE.

THEY DID ELIMINATE KOMEL FROM AUSTIN.

KOMEL IS A, AN AIRPORT THAT THEY ELIMINATED COMPLETELY FROM THEIR NETWORK ALONG WITH THREE OTHER AIRPORTS.

SO WE WERE AFFECTED BY THAT CORPORATE DECISION.

AGAIN, NOT THE AUSTIN TRAFFIC, BUT THERE'S A LOT OF BUSINESS ALREADY.

A LOT OF, UM, TRAFFIC AND AIRPORTS IN THAT YUCATAN REGION ALREADY WITH CANCUN AND NOW TULUM AND CAMA.

SO THEY MADE THAT CORPORATE DECISION.

UH, SOUTHWEST DID RECENTLY ANNOUNCE, UH, UT FOOTBALL SOME EXTRA SCHEDULED SEATS FOR MICHIGAN AND ATLANTA FLIGHTS.

SO HOPEFULLY WE'LL SEE SOME OTHER CARRIERS JOIN IN ON THAT BANDWAGON FOR UT SCHEDULED FLIGHTS.

V ABOS, VERY IMPORTANT CARRIER TO AUSTIN, BRINGS LOW-FARE SERVICE TO MONTEREY, STARTED MARCH 22ND.

WE CONTINUE TO WORK TO MARKET THAT, THAT WONDERFUL SERVICE AT WESTJET RESUMED CALGARY, APRIL 28TH.

OVERALL, UH, WE ARE DOWN TWO DESTINATIONS.

MAY 24 TO 23.

I DID ADD TWO NEW CHARTS TO THE, UH, AIR SERVICE REPORT THAT I THOUGHT COULD BE HELPFUL TO THE COMMISSIONERS.

ONE IS SHOWING EACH MONTH OVER THE PAST FIVE YEARS.

AND IF YOU MAY PLEASE LOOK DOWN AND SEE, I'M COMPARING MAY NONSTOP DESTINATIONS MADE DAILY DEPARTURES, MADE DAILY SEATS AND AIRCRAFT SIZE ALL THE WAY BACK TO 2019.

SO WHEN WE LOOK AND SEE, MAYBE NOT A A A MAJOR YEAR OVER YEAR INCREASE, BUT WHEN YOU LOOK AT THE, THE YEARS PRIOR, YOU'LL SEE THAT THERE'S BEEN A LOT OF GROWTH POST COVID.

UM, WE ALSO HAD A DIFFERENCE IN OUR CONNECTING TRAFFIC IN AUSTIN THAT WE PICKED UP ON IN THE FOURTH QUARTER OF 2023.

WE HAD ABOUT 6% CONNECTING TRAFFIC VERSUS THE 15%, 13%, 17% THAT WE'D SEEN IN PREVIOUS QUARTERS.

SO WE ARE STARTING TO SEE FEWER CONNECTING TRAFFIC, UH, PASSENGERS THROUGH AUSTIN.

AND MOST OF THESE CONNECTIONS, 91% ARE DOMESTIC TO DOMESTIC CONNECTIONS VERSUS INTERNATIONAL TO DOMESTIC.

ANOTHER NEW CHART I ADDED IS, UH, A LIST OF OUR CURRENT DOMESTIC MARKETS WITHOUT NONSTOP SERVICE AND A CURRENT LIST OF INTERNATIONAL MARKETS WITHOUT NONSTOP SERVICE.

SO YOU CAN SEE SOME OF THESE WERE DROPPED, LIKE BOISE, NUMBER THREE, DOMESTIC, UH, ALASKA HAD DROPPED THAT AND NOW IT'S BACK UP THERE FOR ME TO WORK TO FIND A CARRIER TO FILL THAT.

FORT MYERS AMERICAN AIRLINES DROPPED FORT MYERS, UM, ON THE INTERNATIONAL SIDE.

PARIS WAS ORIGINALLY GOING TO BE FLOWN BY NORWEGIAN AIRLINES.

THEY HAD ANNOUNCED IT AND WITH COVID, THEY RETRENCHED BACK INTO EUROPE

[00:20:01]

AND SAN JOSE, COSTA RICA.

WE HAD LIBERIA ON THE WESTERN PART OF COSTA RICA AND THAT WAS DROPPED BY AMERICAN.

AND AS YOU CAN SEE FOR ASIA, SEOUL IS OUR LARGEST AIRPORT UNSERVED IN ASIA.

SO THOSE WERE THE MAJOR CHANGES AND TWO NEW CHARTS FOR THE MAY AIR SERVICE REPORT.

THANK YOU.

UM, I, I NOTICED THAT JETBLUE IS NO LONGER FLYING THAT DIRECT FLIGHT TO FORT LAUDERDALE.

THEY ARE PICKING UP A FLIGHT TO BOSTON.

IS THAT CORRECT OR IS THAT EXISTING SERVICE? LET ME SEE IF I HAVE MY HANDY NONSTOP SERVICE.

'CAUSE THERE'S TOO MANY TO MEMORIZE NOW, WENDY.

YEAH, I'M SORRY ABOUT THAT.

SO LET ME SEE TO BOSTON, I KNOW THAT WE HAVE, WE HAVE THREE ALREADY SERVED AMERICAN DELTA AND, AND JETBLUE ALREADY GOING TO BOSTON, SO THEY'VE BEEN FLYING A WHILE.

IN FACT, JETBLUE STARTED IN AUSTIN IN 2006 AND STARTED WITH BOSTON.

ALRIGHT.

OKAY.

THANK YOU.

COMMISSIONERS.

ANY QUESTIONS FOR, FOR JAMIE KOFF? GOD BLESS YOU.

THANK YOU.

OKAY, THANKS SO MUCH.

UM, GOOD LUCK IN THE SUMMER SEASON.

ALL RIGHT,

[4. Journey with AUS (AUS AEDP/Capital Improvement Program) Active Projects Update provided by Lyn Estabrook, Deputy Chief Development Officer]

UM, ITEM NUMBER FOUR, JOURNEY WITH A US.

THIS IS THE EXPANSION DEVELOPMENT PROGRAM, CAPITAL IMPROVEMENT PROGRAM, ACTIVE PROJECTS UPDATE PROVIDED BY THE DEPUTY CHIEF DEVELOPMENT OFFICER, LYNN ES EASTERBROOK.

HI LYNN.

GOOD AFTERNOON COMMISSIONERS.

UM, I WANTED TO POINT OUT A FEW DIFFERENT THINGS THIS AFTERNOON.

UM, ONE, THE CONCOURSE B AND TUNNEL DESIGN PROCUREMENT CLOSED YESTERDAY AND WE HAD NINE BIDDERS.

UM, AND THERE WERE, UM, A HANDFUL OF BIDDERS THAT HAVE NEVER BID FOR ANY AIRPORT PROJECTS AND SOME FOR ANY CITY PROJECTS.

SO THAT'S REALLY EXCITING THAT WE HAVE SOME, A DIVERSE, A DIVERSE POOL FOR THAT CONCOURSE PROCUREMENT, THE CONCOURSE B AND TUNNEL CONTRACTOR PROCUREMENT WAS POSTED ON 4 29 AND IT WILL CLOSE SIX FOUR.

AND WE'LL BE PLANNING RIGHT NOW, WE'RE PLANNING TO BRING THAT TO Y'ALL IN AUGUST.

UM, SOMETIME DEPENDING ON HOW MANY BIDDERS WE GET, UM, WE MAY NEED TO EXTEND REVIEW TIME IF WE GET A LOT.

UM, THE 80 HALL DESIGNER ALSO, UM, THE SOLICITATION ALSO OPENED FOUR 30 AND IT IS DUE SIX FIVE AND THAT IS WE'LL BE BRINGING TO YOU CURRENTLY, UM, IN SEPTEMBER IS THE PLAN FOR THAT.

THEN IN THE PACKET IN YOUR BACKUP ON PAGE 29, IT IS THE AIRFIELD INFRASTRUCTURE, UH, UTILITY INFRASTRUCTURE CAMPUS WIDE.

THIS IS RELATED TO ITEM NINE IN ON THE AGENDA.

AND I JUST WANTED TO POINT OUT, THIS IS A GOOD GRAPHIC OF WHAT THE UTILITIES THAT THAT PROJECT WILL BE PROVIDING EVERYTHING FROM STORM WATER TO POWER TO, UM, FRESH WATER TO RECLAIMED WATER AND IT DUCK BANKS AND MORE.

UM, THIS PARTICULAR PROJECT, THE DESIGN IS SCHEDULED TO START LATER THIS YEAR IN THE CONSTRUCTION WILL START, UM, TOWARDS THE END OF 2025.

UM, THE ITEM NINE IS SPECIFICALLY FOR THE DESIGNER AND THE CONTRACTOR WILL BE BRINGING TO YOU.

UM, CURRENTLY THE SCHEDULE IS IN JULY, AND THEN ON PAGE 31 IS THE GARAGE AND LOT B, WHICH IS ALSO RELATED TO ITEM 10 AND 11 IN THE AGENDA.

AND THIS IS, UM, THE BUILDING OF THE NEW GARAGE THAT'S AT, UH, EITHER, UH, ROUGHLY SIX TO 7,000 PARKING SPOTS.

WE'RE LOOKING TO START THE DESIGN OF COURSE LATER THIS YEAR AND START CONSTRUCTION EARLY 26, IF NOT SOONER.

UM, AND THIS PARTICULAR, UM, SOLICITATION, THE DESIGN AND THE CONSTRUCTION WE'RE, UM, HOPING TO BRING ALONG WITH THE UICW, THE, THE PREVIOUS ONE FROM PAGE 29 TO COUNCIL ON MAY 30TH.

SO THAT'S THE UPDATE THAT I WANTED TO GIVE THE COMMISSION, UM, THIS AFTERNOON.

COMMISSIONERS, ANY QUESTIONS FOR BROOK AT THIS TIME? UM, THIS IS A LOT TO PROCESS AND SOME OF THE PROJECTS WE'LL NOTE ARE FOR DESIGN ONLY, SOME ARE FOR DESIGN AND CONSTRUCTION.

UM, I MIGHT REQUEST A LOGIC MAP OR SOME KIND OF DIAGRAM THAT WOULD BE EASIER FOR US, UM, AS COMMISSIONERS TO TRACK THESE PROJECTS.

UM, I, WE, WE KNOW THAT THEY'RE ALL ENABLING PROJECTS FOR THE EXPANSION AND THEY'RE ALL IMPORTANT, BUT IT IS A LITTLE BIT CONFUSING WHICH ONES ARE FOR CONSTRUCTION

[00:25:01]

CONTRACTS AND WHICH ONES ARE FOR DESIGN AND WHEN THERE ARE VERY LARGE NUMBERS AS WELL.

AND SOME OF THEM ARE JUST FOR DESIGN THAT DON'T EVEN HAVE THE FUNDING AVAILABLE FOR THE CONSTRUCTION.

SO, UM, DOWN THE ROAD, UM, MAYBE THIS SOMETIME THIS SUMMER, UM, WE CAN GET A SORT OF CHART OR DIAGRAM TO BETTER UNDERSTAND FROM THE 2019 MASTER PLAN WHICH OF THOSE PROJECTS ARE HAPPENING AND WHICH ARE, YOU KNOW, MIGHT ARE DOWN THE ROAD.

SURE, WE COULD WORK ON SOMETHING FOR YOU LIKE THAT.

THANK YOU.

NOT A PROBLEM.

THANKS A LOT.

UH, COMMISSIONERS ONLINE, ANYTHING FOR LYNN BROOK? OKAY, THANK YOU.

WE ARE NOW UP TO AN UPDATE

[5. Update on recent Media Events at AUS presented by Sam Haynes, Deputy Chief of Communications and Marketing]

ON MEDIA EVENTS, UM, PRESENTED BY OUR DEPUTY CHIEF COMMUNICATIONS AND MARKETING OFFICER, SAM SAMANTHA HAYNES.

HELLO THERE.

HI, GOOD AFTERNOON.

I AM SAM HAYNES.

I'M THE DEPUTY CHIEF OF COMMUNICATIONS AND MARKETING.

AND HERE AT THE CHAIR'S REQUEST TO PRESENT AN OVERVIEW ON ALL OF OUR MEDIA EVENTS THAT HAVE, UH, HAPPENED OVER THE LAST 60 DAYS OR SO.

GOT A SLIDE DECK THAT THEY'RE WORKING TO BRING UP AND THEN WE'LL DIVE RIGHT IN.

THANK YOU.

NEXT SLIDE, PLEASE.

MEDIA EVENTS AT THE AIRPORT.

WHY DO WE HOST THEM? WELL, MOST OF THE TIME IT IS REALLY JUST TO RAISE AWARENESS TO ALL OF OUR STAKEHOLDERS, THE COMMUNITY AT LARGE, CUSTOMERS AND INDUSTRY AND BUSINESS PARTNERS TO THE EXCITING AND TRANSFORMATIVE CHANGES THAT ARE HAPPENING AT A US.

SO WE HOST DIFFERENT TYPES OF MEDIA EVENTS FROM SMALL SCALE MEDIA AVAILABILITIES, WHERE IT IS JUST ME AND MY STAFF GIVING ONE-ON-ONE INTERVIEWS TO THE PRESS ABOUT THE TOPIC DU JO OF THE AIRPORT.

FOR EXAMPLE, FOR TODAY, WE'RE GIVING A LOT OF INTERVIEWS ABOUT THE TSA CHECKPOINT CHANGES THAT WE ANNOUNCED EARLIER THIS WEEK TO PROACTIVELY COMMUNICATE THAT CHANGE TO OUR CUSTOMERS.

BUT RECENTLY WE'VE BEEN DOING A LOT OF LARGE SCALE MAJOR EVENTS.

AND SO I'M HERE TO TALK A LITTLE BIT ABOUT THAT.

NEXT SLIDE, PLEASE.

NOT ONLY DO THESE EVENTS PROVIDE US WITH AN OPPORTUNITY TO GARNER MEDIA COVERAGE, SOCIAL MEDIA CHATTER, UM, BUT IT'S JUST ANOTHER WAY THAT WE CAN GIVE THANKS TO ALL OF OUR PARTNERS THAT ARE INSTRUMENTAL INTO THE AIRPORT SUCCESS, INCLUDING OUR AIRLINES, OUR CONSTRUCTION AND DESIGN FIRMS, UH, PARTICULARLY OPPORTUNITY AUSTIN, VISIT AUSTIN, THE AUSTIN CHAMBER OF COMMERCE, AND ALL OF THE OTHER, UM, DIFFERENT CHAMBERS OF COMMERCE AND OF COURSE, ELECTED OFFICIALS.

AND YOU ALL AS AIRPORT ADVISORY COMMISSION MEMBERS, WE ALWAYS APPRECIATE THE SUPPORT WHEN YOU SHOW UP TO OUR EVENTS.

UM, WE WOULD NOT BE ABLE TO ACHIEVE ALL OF THESE COLLECTIVE SUCCESSES WITHOUT THE SUPPORT OF THESE PARTNERS.

SO, UM, WE OFTEN LOOK AT THESE EVENTS AS A WAY NOT JUST TO GET THE INFORMATION OUT THERE, BUT REALLY TO ENSURE THAT OUR PARTNERS UNDERSTAND THAT WE APPRECIATE THEM.

NEXT SLIDE, PLEASE.

IT HAS BEEN A VERY BUSY TIME FOR THE PIO AND MARKETING AND COMMUNITY AFFAIRS TEAMS AT THE AIRPORTS.

WE'RE AVERAGING A MAJOR EVENT EVERY 10 DAYS AND HAVE DONE SO FOR THE LAST 60 DAYS, AND WE STILL HAVE ONE MORE TO GO, WHICH I'LL TALK ABOUT IN JUST A BIT.

UH, BUT THIS WORK, WHEN, WHEN YOU ALL COME TO THE EVENTS, MY HOPE IS THAT IT LOOKS LIKE IT WAS SUPER EASY TO DO, VERY EASY TO MANAGE ALL OF THE SCHEDULES OF CONGRESSMEN AND ELECTED OFFICIALS AND OUR BUSY AIRPORT EXECUTIVES.

BUT REST ASSURED IT IS NO SMALL FEAT.

AND I HAVE AN INCREDIBLE TEAM THAT, THAT I WORK WITH THAT KEEPS THAT EVENTS RUNNING SMOOTHLY AND MAKING THEM BETTER EACH AND EVERY TIME WE DO THEM.

AND IN PARTICULARLY, I WANT TO RECOGNIZE THE WORK OF OUR MARKETING MANAGER, TAY GALLEGOS, AND OUR AIRPORT RELATIONS OFFICER, KYLE CARVELL, WHO LEADS ON OUR COMMUNITY ENGAGEMENT EVENTS.

THOSE ARE SEPARATE FROM MEDIA EVENTS, BUT I'M SURE KYLE WOULD BE, UM, HAPPY TO PRESENT A PRESENTATION AND BRIEFING SIMILAR TO THIS ONE IN THE FUTURE.

SO, UH, IN THE LAST 60 DAYS, WE HOSTED A 10TH ANNIVERSARY OF BRITISH AIRWAYS.

AND THIS IS A HUGE MILESTONE, NOT JUST FOR THE AIRPORT, BUT FOR THE AUSTIN AND CENTRAL TEXAS COMMUNITY AT LARGE.

THE ADDITION OF BRITISH AIRWAYS BACK IN 2014 REALLY CEMENTED US AS THE CENTRAL TEXAS AIRPORT OF CHOICE AND OPENED UP A WEALTH OF OPPORTUNITIES TO CONNECT TO EUROPE AND BEYOND.

SO WE CELEBRATED THAT, UH, WE WERE JOINED BY COMMISSIONER ELLER AND COMMISSIONER FANG.

SO THANK YOU FOR JOINING US.

AND THEN ON MARCH 22ND, WE INAUGURATED VEEVA ABUS WITH THEIR NEW NONSTOP FLIGHT TO MONTEREY.

AND THAT'S PRETTY TRIED AND TRUE.

ANYTIME WE HAVE A NEW AIRLINE, WE'RE ALWAYS GOING TO, UH, THROW ALL OF OUR SUPPORT BEHIND THAT AIRLINE TO HOST THESE TYPE OF THINGS TO GARNER AS MUCH ATTENTION AND SUPPORT TO THEIR NEW SERVICE AS POSSIBLE.

NEXT SLIDE, PLEASE.

AND THEN JUST LAST MONTH WE CELEBRATED THE GROUNDBREAKING FOR THE WEST INFILL AND TSA CHECKPOINT THREE EXPANSION.

AND SO, UM, WHEN, WHEN WENDY WAS SAYING, YOU KNOW, THERE'S SO MANY PROJECTS, HOW CAN WE KEEP TRACK? THIS IS JUST ANOTHER WAY THAT MY TEAM CAN HELP SUPPORT THAT, HELP ENSURING THAT COMMUNITY MEMBERS AS A WHOLE UNDERSTAND WHAT WE'RE DOING AT OUR AIRPORT AND HOW IT TIES IN, UH,

[00:30:01]

TO THE LARGER EXPANSION PROGRAM.

SO WE DID THAT ON APRIL 22ND.

HAD SEVERAL OF YOU JOIN, THANK YOU FOR JOINING US FOR THAT.

AND THEN JUST LAST FRIDAY, WE INAUGURATED NONSTOP SERVICE TO MONTREAL FOR THE VERY FIRST TIME WITH AIR CANADA.

NEXT SLIDE, PLEASE.

IN OUR LAST EVENT FOR THIS, UH, BUSY EVENT SEASON FOR US WILL BE OUR 25TH ANNIVERSARY ON MAY 23RD, OF WHICH YOU'VE RECEIVED INVITATIONS FOR, I THINK EARLIER THIS WEEK OR LAST WEEK, I CAN'T QUITE RECALL, BUT THIS WILL BE ON THE SECURE SIDE, HOSTED AT OUR ASLEEP AT THE WHEEL, MAIN STAGE.

AT ONE O'CLOCK WE'LL BE JOINED BY MAYOR WATSON, WHO WILL PROCLAIM MAY 23RD AS AUSTIN BERGSTROM INTERNATIONAL DAY.

WE'LL HAVE LIVE MUSIC REMARKS FROM GHISLAINE AND OTHER KEY STAKEHOLDERS OF OUR AIRPORT COMMUNITY.

AND WE HAVE A FEW MORE SURPRISES IN STORE THAT I'M NOT QUITE READY TO, TO REVEAL EXACTLY WHAT THEY ARE.

BUT KEEP AN EYE ON OUR SOCIAL MEDIA PAGES AND OUR WEBSITE, AND I REALLY HOPE THAT WE'LL SEE YOU ALL IN JUST, UH, I THINK IN JUST TWO WEEKS OR SO.

IT'S COMING UP REALLY FAST.

SO, UH, NEXT SLIDE PLEASE.

THAT CONCLUDES THE, THE BRIEF OVERVIEW.

I'M HAPPY TO TAKE ANY QUESTIONS.

AND THEN PER THE CHAIR'S REQUEST, IF YOU LOOK AT THE BACKUP MATERIALS, I HAVE PROVIDED AN APPENDIX THAT IS MY ORG CHART FOR THE TEAMS THAT REPORT UNDER ME.

SO YOU CAN SEE ALL THE PLAYERS THAT, UH, THAT BRING TOGETHER THIS HARD WORK AND MAKE THESE EVENTS A REALITY.

SO HAPPY TO TAKE YOUR QUESTIONS IF THERE ARE ANY.

E THANK YOU VERY MUCH FOR BEING HERE TODAY AND ESPECIALLY ON A BUSY DAY.

HOW IS IT GOING, UH, ANECDOTALLY, UH, WITH THE NEW TSA CHECKPOINTS TODAY? I ACTUALLY JUST TEXTED OUR AIRPORT, UM, UH, TERMINAL OPERATIONS OFFICER DION, TO CHECK IN AND SEE.

SO I, I HAVEN'T BEEN IN THE TERMINAL TODAY, SO I DON'T KNOW FOR SURE.

BUT, UH, I'M WAITING ON A TEXT BACK FROM DION AND HE'LL LET ME KNOW AND I CAN SHARE THAT.

OKAY.

COMMISSIONERS.

UM, IS ANYONE FLYING IN THE NEXT COUPLE OF DAYS? YES.

ALL RIGHT.

WILL YOU REPORT BACK TO ME PLEASE? OKAY.

THANKS A A LOT.

THANK YOU.

THANKS A LOT.

OKAY.

THANKS SO MUCH.

AND WE LOOK FORWARD TO JOINING YOU, UM, IN A FEW WEEKS.

UM, AND ALSO CONGRATULATIONS TO YOUR TEAM ON THE EVENT AT MONTOPOLIS REC CENTER, THE, UM, OPEN HOUSE DAY.

ALRIGHT, WE ARE NOW UP TO THE DISCUSSION AND ACTION ITEMS AND TODAY IS ELECTION DAY.

UM, THANK YOU FOR POSTPONING THIS.

UM, WE HAVE THREE POSITIONS ACCORDING TO OUR BYLAWS.

WE HAVE A SECRETARY OF VICE CHAIR AND A CHAIR.

UH, WE WILL START WITH THE SECRETARY, UM, UNLESS ANYONE HAS ANY GENERAL REMARKS THEY WOULD LIKE TO MAKE AT THIS TIME.

OKAY.

UM, I AM, UM, ENTERTAINING.

IS THERE A NOMINATION FOR

[6. Nomination and election of Airport Advisory Commission Secretary ]

THE SECRETARY OF THE AIRPORT ADVISORY COMMISSION? I WOULD LIKE TO NOMINATE SECONDARY, UH, ROSE.

PATRICK.

ROSE.

DO I HAVE A SECOND? SECOND.

THANK YOU.

ARE THERE OTHERS? OTHER NOMINATIONS? ALL RIGHT.

SEEING NONE.

UM, I THINK WE CAN ACCEPT SECRETARY ROSE BY ACCLIMATION, BUT IF, DO WE NEED TO VOTE JUST THE SAME? YES.

OKAY.

ALL IN FAVOR OF SECRETARY ROSE.

OKAY, THAT'S EVERYBODY.

THANK YOU ALL.

UM, AND NOW WE HAVE UH, ITEM A AGENDA.

ITEM NUMBER SEVEN IS A NOMINATION FOR THE, UM, VICE CHAIR.

IS THERE A NOMINATION FOR THE VICE

[7. Nomination and election of Airport Advisory Commission Vice-Chair ]

CHAIR? YES.

BAKARI BROCK.

OKAY.

THANK YOU.

COMMISSIONER HENDRICKS.

IS THERE A SECOND? SECOND? UH, UH OH.

TY SCORE HERE.

I'M GONNA GIVE IT TO, UH, COMMISSIONER ELLER HERE.

I HEARD HIM VERBALLY.

THANK YOU.

AND, UM, ARE THERE ANY OTHER NOMINATIONS ON THE FLOOR TODAY? OKAY, SEEING NONE.

UM, ALL IN FAVOR OF VICE CHAIR B BAKARI BROCK FOR VICE CHAIR.

I SEE EVERYBODY AGAIN.

THANK YOU.

ALL THIS HAS BEEN PAINLESS.

ALL RIGHT, NOW WE HAVE A NOMINATION

[8. Nomination and election of Airport Advisory Commission Chair ]

AND ELECTION FOR THE, UM, CHAIR OF THE AIRPORT ADVISORY COMMISSION.

IS THERE A NOMINATION? OH DEAR.

OKAY, THANK YOU.

THANK YOU.

ARE, UM, IS THERE A SECOND? UM, SECRETARY ROSE.

OH, HELLO.

OH, HI GUYS.

.

THANK YOU.

THANK YOU.

COMMISSIONERS ONLINE.

I APPRECIATE THAT.

UM, IS THERE ARE, UM, ALL IN FA WAIT, I GUESS, ARE THERE OTHER NOMINATIONS ON THE FLOOR FOR PRESIDENT OR CHAIR? AGENDA READER.

OKAY.

UM, ALL IN FAVOR OF, UM, ME , WENDY PADE FOR CHAIR.

[00:35:01]

I'M GONNA ABSTAIN 'CAUSE I THINK IT'S KIND OF BAD MANNERS TO VOTE FOR MYSELF.

BUT, UM, THANK YOU ALL.

WELL THAT'S GREAT.

WE HAVE, UH, THE SAME DOCKET AS LAST YEAR.

I'M REALLY EXCITED.

THANK YOU ALL.

ALRIGHT, THAT WAS EASY.

AND NOW

[9. Authorize negotiation and execution of a contract for design services for the Airport Expansion and Development Program Utility Infrastructure Campus Wide Project with HDR Engineering, Inc., in an amount not to exceed $10,000,000. Note: This contract will be awarded in compliance with the requirements of 49 CFR Part 26 (Disadvantaged Business Enterprise Program) and City Code Chapter 2-9A (Minority Owned and Women Owned Business Enterprise Procurement Program) by meeting the goals with 5.75% DBE participation. ]

WE'RE ONTO AGENDA ITEM NINE.

THIS IS, UM, A LITTLE MORE, UM, HEAVY HERE.

UM, WE HAVE THE NEGOTIATED NEGOTIATION AND EXECUTION OF A CONTRACT FOR DESIGN SERVICES FOR THE UTILITY INFRASTRUCTURE CAMPUSWIDE PROJECT, AS DESCRIBED BY, UM, LYNN ESTERBROOK EARLIER.

THE AWARD, UM, IS NOT TO EXCEED $10 MILLION FOR THE DESIGN AND IT WAS GIVEN TO HDR ENGINEERING, UM, THEIR, I'M LOOKING HERE, BUT THEIR, UH, DISADVANTAGED BUSINESS ENTERPRISE BENCHMARK IS 5.75%.

UM, DO I HAVE A MOTION TO APPROVE THIS ITEM? UH, THAT'S COMMISSIONER YOUNG.

IS THERE A SECOND? UH, SECRETARY ROSE, IS THERE ANY DISCUSSION OR QUESTIONS REGARDING THIS CONTRACT? UM, I'M CURIOUS TO KNOW WHAT THE, UM, IT MAY SAY THIS ON HERE.

WHAT IS THE TIMEFRAME FOR THE, UM, COMPLETION OF THIS PROJECT? WHEN'S THE DEADLINE? YES.

UH, THANK YOU COMMISSIONERS AGAIN.

LINDA ESTABROOK AIRPORT W CHIEF.

SO THIS IS, UH, SPECIFICALLY FOR THE AIRFIELD INFRASTRUCTURE, UTILITY INFRASTRUCTURE CAMPUS WIDE, WHICH MEANS THEY'RE, UM, THIS PROJECT WILL TOUCH UTILITIES ACROSS THE ENTIRE CAMPUS AND WILL, UM, DEAD END THEM INTO A LOCATION THAT ANOTHER PROJECT WILL PICK IT UP AND ACTUALLY TIE INTO IT.

SO FOR EXAMPLE, THE CONCOURSE WILL HAVE, UH, ALL THE UTILITIES NEAR TO WHERE THE CONCOURSE NEEDS TO THEN PICK IT UP AND TIE INTO IT.

SO THIS PROJECT IS AN ENABLING PROJECT AND IS PART OF, UM, GETTING ALL OF THE OTHER PROJECTS ACCOMPLISHED.

SO THE DESIGN WILL START LATER THIS YEAR AND WE'LL FINISH IN, UM, 2025.

AND THE BUILDING WILL THEN OF THE, THE CONSTRUCTION WILL THEN START IN LATE 2025 AND UH, END SORT OF MID 2027.

AND THAT'S THE CURRENT SCHEDULE FOR THIS PROJECT.

SO THAT'S A PRETTY SHORT TIMELINE FOR DESIGN FOR IT IS.

AND BY UTILITIES WE'RE PUSHING ALL OF OUR PROJECTS QUICKLY AS FAST AS WE CAN.

RIGHT.

OKAY.

UM, OKAY.

ANY QUESTIONS? COMMISSIONERS ONLINE? OH YES.

COMMISSIONER DULL MICROPHONE PLEASE.

OKAY.

ARE YOU ENVISIONING ANY ISSUES WITH REGARD TO THE LOCATION OF UTILITIES THAT ARE CURRENTLY IN, UH, INSTALLED? SO AS PART OF THE PROJECT THAT H AND TB DID, THEY DID A, A CAMPUS-WIDE UTILITY MAPPING PLAN.

THAT WAS, UM, LONG TERM.

IT WASN'T EVEN JUST FOR THE A DP, IT WAS FOR ALL UTILITIES.

WE'VE ALSO WORKING WITH FAA AND THERE'S, UM, AN ITEM ABOUT THAT LATER ON IN, UM, IN THE AGENDA SO THAT WE KNEW WHERE THEY WERE AND WHERE THEY NEEDED TO GO.

SO WE HAVE HELPED, UM, DO SOME OF THAT EARLY DESIGN.

I WOULD CALL IT A 10%, MAYBE EVEN A 15%, SO THAT WHEN THIS NEW DESIGNER PICKS UP, UM, THEY KNOW EXACTLY WHERE EVERYTHING NEEDS TO GO.

AND IN THIS MAP ON PAGE 29, IT CLEARLY SHOWS THAT.

AND SO THAT IS WHY WE'RE CONFIDENT THAT THE DESIGN SCHEDULE CAN BE MET.

'CAUSE WE'VE DONE A LOT OF LEGWORK AHEAD OF TIME.

UH, THANK YOU.

WHO'S THE STAFF LEAD ON THIS ITEM ALSO? SO OUR AIRPORT PROJECT MANAGER IS ALAN BRANCH AND SHE IS OUR, UM, MAIN PROJECT MANAGER.

SHE'S A TEAM UNDER HER OF ABOUT FOUR OR FIVE PEOPLE, UM, THAT WORK WITH HER ON THIS PROJECT, INCLUDING, UM, SOMEONE FROM CAPITAL DELIVERY SERVICES.

MARI IS, UH, HER NAME.

I CAN'T REMEMBER HER LAST NAME RIGHT NOW, BUT I KNOW MARI.

OKAY, VERY GOOD.

UM, UH, WE HAVE A MOTION AND A SECOND, UH, ANY OTHER QUESTIONS TODAY? ALRIGHT.

ALL RIGHT.

ALL IN FAVOR OF $10 MILLION DESIGNED TO HDR AWARD FOR UTILITIES.

OKAY, THAT'S EVERYBODY.

CORRECT.

OKAY.

THANK YOU ALL.

UM, ITEM NUMBER

[10.Authorize negotiation and execution of a contract for engineering and architectural services for West Garage – Lot B project with PGAL, Inc. in an amount not to exceed $15,000,000. [Note: This contract will be awarded in compliance with City Code Chapter 2-9B (Minority Owned and Women Owned Business Enterprise Procurement Program) by meeting the goals with 22.80% MBE and 15.20% WBE participation. ]

10 IS THE NEGOTIATION AUTHORIZED THE NEGOTIATION AND EXECUTION OF A CONTRACT FOR ENGINEERING AND ARCHITECTURAL SERVICES FOR THE WEST GARAGE.

LOT B NOT TO EXCEED $15 MILLION WITH PGAL.

UM, THIS ONE HAS A MUCH HIGHER, UH, WOMEN AND, UM, MINORITY BUSINESS PARTICIPATION.

THAT'S VERY EXCITING.

I BELIEVE THAT THIS ALSO, THAT THIS DESIGN FIRM WORKED ON THE BLUE GARAGE, IS THAT CORRECT? THAT IS CORRECT.

OKAY.

UM, DO I HAVE A MOTION FOR DESIGN SERVICES FOR THIS?

[00:40:01]

YES.

UH, COMMISSIONER HENDRICKS.

UH, DO I HAVE A SECOND? SECOND.

COMMISSIONER VALDEZ.

UM, ANY QUESTIONS OR COMMENTS ABOUT THIS PROJECT? COMMISSIONER, UH, UH, COMMISSIONER ME DOLE MICROPHONE PLEASE.

SORRY.

THANK YOU.

THANK YOU COMMISSIONER.

OKAY.

IN THE PROCESS OF DOING THIS DESIGN IS THE, UH, PEDESTRIAN TRAFFIC, UH, IS THAT PART OF IT THAT, THAT NEEDED TO BE DESIGNED IN SO THAT PEOPLE CAN GET TO WHERE THEY NEED TO GO? LIKE TAXI CABS AND SHARED RIDE AND THAT KIND OF THING? SO THIS PROJECT WILL BUILD A BRAND NEW PARKING GARAGE BEHIND THE EXISTING BLUE GARAGE.

WE'RE ALSO LOOKING AT TYING IT INTO THE BLUE GARAGE, AT LEAST AT ONE LEVEL, IF NOT MORE, BUT A PRIMARILY ONE LEVEL SO THAT THERE WOULD BE A SEAMLESS CONNECTION BACK AND FORTH AS PART OF THAT CONCEPT.

ANY PEDESTRIANS WALKING FROM THAT GARAGE? THE NEW GARAGE, WE HAVEN'T NAMED IT YET.

THROUGH THE BLUE GARAGE, WE WILL MAINTAIN A PEDESTRIAN WALKWAY ACCESS TO THEN CONNECT THROUGH THAT EXISTING BRIDGE.

THERE ARE TWO BRIDGES IN THE BLUE GARAGE THAT CONNECT TO THE RED GARAGE AND INTO THE FRONT OF THE TERMINAL.

AND AS A REMINDER, WHEN WE DO BUILD THE ARRIVALS DEPARTURE HALL, ALL OF THESE INFRASTRUCTURES WILL BE MUCH, MUCH CLOSER.

OKAY.

THAT'S A CONTINUING ISSUE WITH PEOPLE ARRIVING FROM OTHER DESTINATIONS ASKING FOR, I NEED MY SHARED RIDE.

AND THE YOUR FIRST ANSWER IS, WELL, I DON'T COME TO THE FRONT OF THE TERMINAL AND THEN WELL TYPICALLY AT LEAST I WALK HIM DOWN TO AN EXIT AND IN POINT AND SAY, WAIT FOR, GO ACROSS THE STREET, WAIT FOR THE TRAM.

SOME OF THAT KIND OF OF, UH, OPERATION I THINK WE NEED TO MAKE SURE WE'RE DESIGNING IN EARLY ON SO WE KNOW THAT THAT'S GONNA WORK.

YEAH.

AS PART OF THE ARRIVALS DEPARTURE HALL, THERE WILL BE A NEW CURB, UM, A NEW ROADWAY THAT HAS A DEDICATED AREA FOR BOTH.

UM, THE PLAN IS A DEDICATED AREA FOR BOTH THE RIDE SHARES AND THE TAXIS SO THAT THAT WALKING WILL BE, UM, ELIMINATED AND THEY'LL BE ABLE TO BE, GET PICKED UP OR DROPPED OFF BACK AT THE FRONT OF THE HOUSE.

BUT FOR NOW, UNTIL THAT CONSTRUCTION AND THAT PROJECT IS COMPLETE, THEY'LL BE WHERE THEY ARE TODAY.

CAN WE, UM, UH, UH, THAT'S A GOOD QUESTION, BUT I WOULD LIKE TO STICK TO THIS, UM, UH, UH, MOTION AND, UM, SECOND FOR THIS, FOR THE PURPOSES OF THIS.

I MEAN, I THINK THAT IS AN IMPORTANT USER QUESTION AND WE'VE BEEN ASKING FOR A LONG TIME ABOUT THAT ON BEHALF OF THE FLYING AND TRAVELING PUBLIC.

UM, THERE IS A CLARIFICATION THAT MAY BE OF OF INTEREST, UM, IF YOU MIGHT EXPLAIN HOW THERE WON'T BE A NET LOSS OF PARKING SPACES, UM, FOR THIS PROJECT.

THEY'RE DESIGNING IT, IT'S NOT BEING BUILT UNTIL IT'S DESIGNED.

THAT IS CORRECT.

THIS IS A CMR DESIGN BUILD PROJECT.

WE WILL BE BRINGING, UM, THE CMR TO YOU, UM, IN JULY.

OKAY.

CURRENTLY, UM, THE PLAN IS THAT WE ARE ASKING THE TEAM TO EXPEDITE THE PARKING GARAGE AND BUILD A MINIMUM OF THREE FOURS EARLY SO THAT ONCE THOSE THREE FLOORS ARE UP, WE CAN THEN START THE DEMOLITION OF THE RED GARAGE AND START THE 80 HALL.

SO WE'VE GOTTA TIME ALL OF OUR PARKING, UM, NEEDS AND FURTHER TRAVELING PUBLIC TOGETHER.

AND SO THE GOAL IS TO BUILD THIS NEW GARAGE BEFORE WE TAKE OUT ANY OTHER PARKING.

THANK YOU.

UM, WE HAVE A MOTION AND A SECOND ARE ANY OTHER QUESTIONS? ALRIGHT, THOSE IN FAVOR OF THIS CONTRACT, CONGRATULATIONS.

I THINK WE'RE AG UH, I DO NOT SEE COMMISSIONER FONG FONG? YES.

OKAY.

AND THAT'S EVERYBODY? CORRECT.

ANY UM, ANYONE ABSTAINING OR VOTING NO ON THIS? OKAY.

GREAT.

UNANIMOUS, THANK YOU.

AND CONGRATULATIONS.

UH, RIGHT ITEM NUMBER 11

[11.Authorize negotiation and execution of a contract for preconstruction and construction services for the West Garage Lot B project with Austin Commercial, L.P., in an amount not to exceed $250,000,000. [Note: This contract will be awarded in compliance with City Code Chapter 2-9A (Minority-Owned and Women-Owned Business Enterprise Procurement Program) by meeting the goals with 13.95% MBE and 6.34% WBE participation]. ]

IS TO, IS THE AUTHORIZATION AND NEGOTIATION AND EXECUTION OF A CONTRACT FOR PRE-CONSTRUCTION AND CONSTRUCTION SERVICES FOR THE WEST GARAGE.

LOT B WITH AUSTIN COMMERCIAL IN AN AMOUNT NOT TO EXCEED READY, HOLD ON TO THIS $250 MILLION.

SO THIS IS FOR PRE-CONSTRUCTION AND CONSTRUCTION SERVICES.

UM, THIS PROJECT HAS, UM, SOME MINORITY BUSINESS ENTERPRISE PARTICIPATION CLOSE TO 14% AND 6% SIX AND ALMOST SIX AND A HALF FOR WOMEN.

UM, IS THERE A MOTION TO APPROVE, UM, THIS ITEM? UH, VICE CHAIR BROCK? IS THERE A SECOND? THANK YOU.

UM, COMMISSIONER YOUNG.

[00:45:01]

OH, THANK YOU.

COMMISSIONER ENNIS TOO.

I SAW YOU SECOND .

UM, ARE THERE ANY QUESTIONS ABOUT THIS ITEM? CAN YOU TELL US EXACTLY WHERE THIS IS PLEASE? THE CONSTRUCTION FOR THE NEW GARAGE.

IF YOU LOOK AT PAGE 31 IN YOUR BACKUP, IT SHOWS THE EXISTING GARAGE IS, UM, IN THE, IN THE, IN THE BACK OF THE IMAGE.

AND THE NEW GARAGE IS THE FRONT, BASICALLY IT'S RIGHT BEHIND THE BLUE GARAGE.

SO IF YOU'VE EVER TRAVELED TO THE AIRPORT AND YOU SAW OUR BLUE GARAGE, UM, IT'S THE GARAGE THAT'S CLOSEST TO THE ENTRY AND EXIT ROADWAY AND THIS GARAGE WILL BE RIGHT BEHIND IT.

VERY GOOD.

OKAY.

THAT IS WHAT I THOUGHT.

SO 10 AND 11 GO TOGETHER? YES.

UM, ALL OKAY.

ALL IN FAVOR OF THIS ITEM UNLESS THERE ARE OTHER QUESTIONS.

OKAY.

THAT IS EVERYBODY.

THANK YOU.

THANK YOU ALL AND CONGRATULATIONS TO AUSTIN COMMERCIAL.

THEY ARE WORKING CURRENTLY AT THE AIRPORT SOMEWHERE ELSE, AREN'T THEY? UH, YES, THEY'RE WORKING ON THE MIDFIELD TAX UAS.

OKAY.

ALRIGHT.

ITEM

[12.Authorize negotiation and execution of a contract for air service development and retention services with Campbell-Hill Aviation Group LLC, for up to five years for a total contract amount not to exceed $1,827,000. [Note: This solicitation was reviewed for subcontracting opportunities in accordance with City Code Chapter 2- 9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program) and subcontractor goals were applied to the solicitation. The subcontracting goals were met, and the resulting contract will include 4.98% MBE and 1.00% WBE participation]. ]

NUMBER 12, TO AUTHORIZE NEGOTIATION AND EXECUTION OF A CONTRACT FOR AIR SERVICE DEVELOPMENT AND RETENTION SERVICES WITH CAMPBELL HILL FOR UP TO FIVE YEARS IN A CONTRACT AMOUNT, NOT TO EXCEED 1.8 MILLION TO TWO $27,000.

UM, THIS PROJECT HAS A KIND OF A LOWER, UM, MINORITY BUSINESS ENTERPRISE PARTICIPATION IN A QUITE A SMALL, UM, WOMEN PARTICIPATION, ALTHOUGH I UNDERSTAND YOUR CONTACT PERSON IS A WOMAN.

AND, UM, IS THERE A MOTION TO APPROVE ITEM 12 CHAIR? I HAVE A QUESTION.

DO WE ASK AFTER WE VOTE? YEAH, WE NEED A MOTION AND A SECOND, THEN WE CAN HAVE DISCUSSION.

YES.

UH, COMMISSIONER HENDRICKS MAKES A MOTION.

DO I HAVE A SECOND TO APPROVE, UM, THIS CONTRACT A SECOND FROM, UM, VICE CHAIR BROCK, GO ON FONG.

COMMISSIONER FONG.

YEAH.

UM, MY QUESTION IS, UH, I MEAN, IF WE SEE THE CONSTRUCTION AND, YOU KNOW, WE CAN SEE THE COMPLETION OF THE CONSTRUCTION AND MAYBE TO A CERTAIN EXTENT OF THE QUALITY, HOW DO WE, UM, EVALUATE THE PERFORMANCE OF A, YOU KNOW, CONTRACT LIKE THIS ONE, THIS ITEM? UM, IS THERE A PLACE TO SEE, YOU KNOW, THEIR IMPACT THAT THE RESULT? UM, AND THEN MAYBE HOW, MAYBE A GUIDELINE OF HOW DO WE EVALUATE HOW WELL, YEAH.

UM, I DON'T WANNA SPEAK FOR STAFF HERE, BUT I DO UNDERSTAND THAT THIS IS A, A CONTRACTOR THAT IS, THIS IS A CONTINUATION OF AN EXISTING CONTRACT AND MANY OTHER AIRPORTS THROUGHOUT THE UNITED STATES AND PART, AND ESPECIALLY IN TEXAS, USE THE CONSULTING SERVICES OF THIS FIRM FOR DEMOGRAPHIC INFORMATION FOR THE, UM, CATCHMENT AREA FOR THE AIRPORT TO INFORM, FOR EXAMPLE, THAT WE NEED A FLIGHT TO, UM, IN LIKE, TO SOLE OR THAT IT'S, IT'S APPARENT THAT WE NEED SOME SERVICES THAT WE CURRENTLY DON'T HAVE.

AND THERE'S, THEY PROVIDE THE DATA TO SUPPORT THAT.

BUT I WOULD LIKE FOR STAFF TO ADDRESS THIS.

IS THAT, UH, JAMIE KASSOFF IS THIS CONTRACT IN IN YOUR DEPARTMENT? YES, IN SERVICE.

OKAY.

THANK YOU.

SO THE VENDOR, THE CONTRACTOR, BASICALLY THEIR SUCCESS IS BASED ON THE AIR SERVICE SUCCESS FOR AUSTIN.

SO WHEN WE PRESENT THE AIR SERVICE REPORT TO YOU EACH MONTH, UH, THIS FIRM PROVIDES THE PROFESSIONAL SERVICES OF ASSISTING US WITH THE DATA THAT HELPS US DEVELOP AND RETAIN OUR AIRLINES.

SO WE LOOK AT SEAT CAPACITY, WE LOOK AT THE TYPES OF CARRIERS THAT WE HAVE IN AUSTIN, WE LOOK AT RETENTION FACTORS, THE NUMBER OF NONSTOP DESTINATIONS, ET CETERA.

THIS AUGMENTS OUR INTERNAL EFFORTS AND LIKE, UH, THE CHAIR SAID EVERY AIRPORT DOES UTILIZE THESE PROFESSIONAL SERVICES.

THEY PROVIDE A GREAT DEAL OF, OF DATA TO US.

SO, UM, IT'S, THAT'S MOSTLY HOW, IS HOW THE AIR SERVICE OVERALL IS PERCEIVED IN AUSTIN, TEXAS AND ACCEPTED BY THE AIRLINES, THIS PHARMACIST WITH, WITH THAT METRIC AND ALL THE AIR SERVICE METRICS.

AND AGAIN, THE, THE, UH, MINORITY AND WOMEN, UH, COMPONENT IS DECIDED BY THE RFP ISSUER.

RIGHT? IT WAS DETERMINED BY THE CITY OF AUSTIN, SMBR OFFICE.

MM-HMM.

, THIS IS A HIGHLY SPECIALIZED FORM OF ECONOMIC DEVELOPMENT, AIR SERVICE DEVELOPMENT.

THERE'S PROBABLY 10 FIRMS IN THE UNITED STATES THAT DO THIS KIND OF WORK AT THIS LEVEL THAT, THAT

[00:50:01]

AUSTIN NEEDS.

AND THIS IS THE FIRST TIME THAT SUBCONTRACTING, UH, GOALS HAVE BEEN MADE FOR THIS, FOR THIS, UH, FOR THIS CONTRACT.

AND, UH, THE CITY DETERMINED THOSE.

ALL RIGHT.

THANKS FOR THE INFORMATION.

THANK YOU.

ALRIGHT.

UM, WE HAVE A MOTION AND A SECOND AND SOME CLARIFICATIONS ON THE CONTRACT.

UM, THOSE ARE WE READY TO VOTE? ANY OTHER QUESTIONS? OKAY, THOSE IN FAVOR? THOSE, UH, OPPOSED OR ABSTAINING? OKAY, THAT PASSES.

THANK YOU.

ITEM NUMBER 13,

[13.Authorize funding for multiple project-specific Reimbursable Agreements with the Federal Aviation Administration (FAA) for the reimbursement of FAA costs for additional or expanded services outside of the FAA’s normal operating duties related to construction oversight at Austin-Bergstrom International Airport, for five years in an amount not to exceed $5,000,000. ]

AUTHORIZE FUNDING FOR MULTIPLE PROJECT SPECIFIC REIMBURSABLE AGREEMENTS WITH THE FEDERAL AVIATION ADMINISTRATION, WHICH WE HOPE GETS REAUTHORIZED ON, UH, BY FRIDAY OF THIS WEEK FOR THE REIMBURSEMENT OF COSTS FAA COSTS FOR ADDITIONAL OR EXPANDED SERVICES OUTSIDE OF THEIR NORMAL OPERATING DUTIES RELATED TO CONSTRUCTION OVERSIGHT AT THE AIRPORT FOR FIVE YEARS IN AN AMOUNT NOT TO EXCEED $5 MILLION.

UM, THIS IS SOMETHING THAT COMES UP ANNUALLY, ALTHOUGH THIS FOR SOME REASON IS A FIVE YEAR AMOUNT RATHER THAN A ONE YEAR AMOUNT.

UM, IS THERE A MOTION TO APPROVE, UH, VICE CHAIR BROCK? IS THERE A SECOND? UH, COMMISSIONER HENDRICKS, IF YOU'RE HERE, I CAN SEE YOU QUICKLY.

I LOOK UP TO THE SCREEN SECOND.

SO SORRY.

COMMISSIONERS ONLINE.

UM, ARE THERE QUESTIONS ABOUT THIS OR IS IS STAFF HERE TO CLARIFY WHAT IT, WHAT IT IS WE'RE EXACTLY PAYING FOR? YEAH, I MEAN YOU WANNA GO AHEAD.

GO AHEAD .

LET'S LET, LET'S LET SHANE HARSON TELL US TODAY.

HE JUST STARTED TWO DAYS AGO.

SO , JASON AND I, AND I, JA JASON AND I WORKED ON IT.

BUT YOU CAN ANSWER JAKE, GO AHEAD.

YEAH.

THE, THE FA, UM, IN THE FORT WORTH OFFICE, THEY HAVE STAFF THAT, UH, UM, REVIEW OUR DRAWINGS OR PROPOSED, UH, CONSTRUCTION AND MAKING SURE IT DOESN'T IMPACT THEIR, UH, EQUIPMENT.

SO THEIR RADAR EQUIPMENT, THEIR COMMUNICATIONS, THEIR NAV AIDS, MEANING THE APPROACH LIGHTING OR THE INSTRUMENT LANDING SYSTEM.

SO IF YOU'RE IN THEIR CRITICAL AREA, THEY PARTICIPATE IN AND UH, REQUEST THAT THEY GET PAID TO DO THAT REVIEW.

AND IF THEN THERE'S A COST FOR RELOCATING IN ANY OF THEIR EQUIPMENT, SOMETIMES IT IS, UH, THEN IT GOES INTO OTHER LINES OF BUSINESS WITH THE FA AND MORE THAN LIKELY THEY MIGHT HAVE THEIR, UH, SPECIALIZED CONTRACTOR DO THAT WORK THAT IS NOT, UH, PART OF THE CITY, BUT IT WOULD BE PART OF THE FAA THAT THEY GO AROUND BASICALLY ALL THE AIRPORTS IN THEIR AREA BE DONE, YOU KNOW, CONTRACTOR A WOULD DO ALL THAT WORK AND THEY WOULD COME IN AND PERFORM THAT WORK ON BEHALF OF THE FAA ON BEHALF OF OUR PROJECT.

SO THAT WOULD BE THAT REIMBURSEMENT OF THAT SERVICE.

SO REALLY IT'S THE FAA CONTROLLING THEIR NAVIGATION SYSTEMS AND THEIR EQUIPMENT AND MAKING SURE IT DOESN'T GET IMPACT.

AND IF IT IS GONNA BE AN IMPACT, THEY TAKE THE LEAD OF, UH, MITIGATING THAT IMPACT.

THIS SEEMS QUITE IMPORTANT TO THE SAFETY OF THE AIRPORT.

AND I'M CURIOUS TO KNOW WHETHER THIS AMOUNT WILL COVER THE ALLEGED INSTALLATION OF, AND I'M, PARDON ME, I'M GONNA MESS UP THE ACRONYM, BUT FOR THE SURVEILLANCE, THE RATE THE GROUND SURVEILLANCE SYSTEM THAT IS SUPPOSED TO HAPPEN IN JULY OF THIS YEAR? UH, NO.

THIS, THIS IS NOT MEANT TO COVER THAT.

SO IN PREVIOUS YEARS, UM, THESE TYPE OF REIMBURSEMENTS HAVE BEEN BELOW THE, THE CITY COUNCIL AUTHORITY.

IT HAS BEEN BELOW 74,000, UH, JUST UNDER THE CITY MANAGER.

BUT BECAUSE WE ARE DOING THE A EDP PROGRAM AND WE DON'T WANNA DELAY IT, SO WE ARE JUST ASKING FOR A BLANKET AMOUNT.

SO THERE ARE MULTIPLE PROJECTS WHERE THE F FA SOMETIMES EVEN HAVE TO COME ON SITE TO REVIEW AND THEY WANT REIMBURSEMENT FOR THE TRAVEL EXPENSES AND LABOR EXPENSES.

SO THAT'S WHY WE ARE SETTING THIS UP AS A BLANKET AMOUNT TO COVER AT LEAST FOR FIVE YEARS.

SO THERE IS NO DELAY TO OUR A DP PROGRAM AND, AND ONE OF THE ADVANTAGES, THEY'RE SHORT STAFF AS WELL.

YEAH.

SO YOU HAVE TO GET IN LINE AND IT MIGHT TAKE NINE MONTHS BEFORE THEY EVEN START ENGAGING YOU ON THAT REIMBURSABLE AGREEMENT.

SO HAVING A POSITIVE RELATIONSHIP WITH THE FA SOMETIMES THEY MAY BE ABLE TO EXPEDITE IT, BUT SOMETIMES THEY MIGHT GO, HEY, WE'RE STILL WORKING ON THESE FIVE OTHER AIRPORTS YOU'LL BE NEXT.

UM, THAT'S WHEN WE THEN NEED TO MAKE SOME VISITS.

MM-HMM.

.

BUT, UH, ULTIMATELY, UH, HAVING THIS AGREEMENT ALLOWS US THE FLEXIBILITY TO WORK WITHIN THEIR TIME AND EXECUTE WHEN NEEDED.

VERY GOOD.

OKAY.

ANY OTHER QUESTIONS? COMMISSIONER DULL

[00:55:03]

HARDWARE.

IT IS BASICALLY EXPENSES TO STUDY THAT THE AIR THAT THE, THAT THE FAA MAY DO.

IT, IT WOULD INCLUDE MULTIPLE THINGS FROM ONSITE COORDINATION OF CONSTRUCTION TO REVIEWING THE DRAWINGS TO POTENTIALLY MOVING ANY LINES.

UH, IT LINES, UH, WITHIN THE FAA DUCK BANKS THEMSELVES, WE'RE DOING A LOT OF UTILITIES, WE'RE CUTTING A LOT OF DIFFERENT, UM, CONCRETE AND, AND AREAS THROUGHOUT THE CAMPUS AND WE WILL BE INTERACTING WITH FAA LINES AND THEY WILL HAVE TO PROVIDE SUPERVISION COORDINATION AND RELOCATION OF THEIR OWN UTILITIES.

OKAY.

BUT IT'S NOT EXPANDING THE FAA CAPABILITY TO CONTROL TRAFFIC COMING OUT OF A NO, OUT OF, OF A GATE THAT THEY CAN'T SEE.

NO, THIS IS SPECIFICALLY FOR A EDP PROJECTS TO COORDINATE THE RELOCATION OR THE WORKING ADJACENT TO ANY OF THEIR, UM, IT LINES OR OTHER LINES THAT THEY HAVE.

OKAY.

OR RADARS OR ANYTHING LIKE THAT.

ALRIGHT.

ALL RIGHT.

THANK YOU FOR THE CLARIFICATIONS.

WHO ON STAFF IS RESPONSIBLE FOR THIS, UH, CONTRACT OR THIS, THIS ITEM? YEAH.

MY TEAM IS THE ONE THAT COORDINATES DIRECTLY AND I DIRECTLY COORDINATE WITH THEIR, UM, HEAD OF ENGINEERING FOR ALL THESE AGREEMENTS.

AND THEN THE PROJECT MANAGERS WORK CLOSELY WITH THEIR PROJECT MANAGERS TO PROVIDE THAT COORDINATION AND ONSITE REVIEW AND THEN YOU SPEAK TO FINANCE TO GET TO CUT THE CHECK.

SO THEY'RE, THEY'RE OKAY.

GOT IT.

ALRIGHT.

UM, WE HAVE A MOTION AND A SECOND.

ALL THOSE IN FAVOR OF THIS ITEM? ANY? WE DON'T.

WE'RE UNANIMOUS.

THERE WE GO.

DON'T SPEND IT ALL IN ONE PLACE.

OKAY.

SOUND.

SPEND IT ALL AT ONE TIME.

ALRIGHT.

UM, WE HAVE

[Items 14 - 18]

ITEMS 14 THROUGH 17 ARE, UM, HAVE BEEN APPROVED ON CONSENT BY THE CITY COUNCIL.

UM, I GUESS AT THE LAST MEETING, ARE THERE ANY QUESTIONS FOR STAFF REGARDING, UM, THERE THE, SOMETHING, THE THINGS YOU APPROVED LAST WEEK, THE, UM, EXTENSION OF AUSTIN FIXED BASED OPERATION, THE CMR, WHICH DID NOT HAVE A FINANCIAL ITEM TO IT, ITEM 15, ITEM 16 WAS THE DESIGN BILL FOR $162 MILLION.

AND THEN, UM, THERE WAS, UM, THE APPOINTMENT OF RAJIV THOMAS TO AUSTIN BERKSHIRE LAND HOST ENTERPRISES.

UM, CONGRATULATIONS.

ANY QUESTIONS REGARDING THESE DISCUSSION ITEMS FOR STAFF? OKAY, WELL CONGRATULATIONS.

I, UM, I WAS NOT HERE FOR ITEM 14 AND I'M SORRY THAT WE DID NOT HAVE A CONVERSATION ABOUT THAT.

UM, BUT, UH, LET'S HOPE THIS PROJECT PROCEEDS.

IT'S, WE HAVE A, I I NOTICED THAT WE HAVE A QUITE A, A LONG TERM CONTRACT WITH THIS OPERATOR THROUGH 2056 AND UM, I DON'T KNOW IF ANYONE ELSE PICKED THAT UP LAST TIME.

ALRIGHT.

UM, OH WAIT, I'M SO SORRY I DIDN'T TURN THE PAGE.

WE HAVE WHAT ITEM NUMBER 18 AS WELL, WHICH IS UM, FOR SP PLUS FOR THE PARKING SITUATION AS WELL.

UM, RAJIV, I HAVE A QUESTION ABOUT THAT, MR. THOMAS.

UM, HOW MANY PARKING SPACES ARE THERE AT THE AIRPORT? ROUGHLY? ROUGHLY ABOUT 16 TO 17,000 PUBLIC SPACES.

YEAH.

AND THOSE ARE MANAGED, THOSE ARE THE ONES MANAGED BY THE AIRPORT, NOT THE OTHER, UH, LEASE FEES? YES, THAT'S RIGHT.

YEP.

OKAY.

AND THIS CONTRACT COVERS ALL OF THOSE SPACES? YEAH, AND, AND FUTURE, UH, SURFACE LOTS WE MIGHT BUILD TOO.

OKAY.

THANK YOU VERY MUCH.

UH, COMMISSIONER MEDU, DO YOU HAVE A QUESTION ON ITEM 18? FORD IS MANAGING THAT CONTRACT.

MANAGING THE CONTRACT? YES.

UM, IT WOULD BE, UM, LEROY HARGROVE WHO IS IN CHARGE OF THE PARKING OPERATION.

SO HE OVERSEES, UH, THIS CONTRACT.

SO HE IS THE POINT OF CONTACT THAT THE VENDOR GOES TO? THAT'S RIGHT, YEAH.

FOR ANY ISSUES REGARDING THAT CONTRACT? THAT'S RIGHT.

YEAH.

OKAY.

ALL RIGHT.

UM, WE ARE

[FUTURE AGENDA ITEMS ]

UP TO THIS.

WE'RE UP TO FUTURE AGENDA ITEMS, COMMISSIONERS.

UM, DO WE HAVE ANY FUTURE AGENDA ITEMS? YEAH, SURE.

COMMISSIONER HENDRICKS.

SO WE, UM, THE, UH, AS

[01:00:01]

YOU I'VE TALKED ABOUT BEFORE, THE CONSTRUCTION TRAINING PROGRAM, THE CITY OF AUSTIN WAS INSTITUTED IN 2019.

WE'VE HAD SEVERAL YEARS.

WE'RE SEEING A LOT OF REPEAT CONTRACTORS LIKE AUSTIN COMMERCIAL JAY DUNN, THAT HAVE ALREADY DONE OR ARE DOING BIG WORK AT THE AIRPORT, ARE DOING FUTURE BIG WORK.

I WOULD LOVE TO HAVE SOMEONE FROM THE CTP PROGRAM COME TO GIVE A PRESENTATION ABOUT HOW WELL THEY'VE MET THOSE APPRENTICESHIP GOALS ON PAST PROJECTS AND CURRENT PROJECTS TO MAKE SURE THAT THEY'RE HITTING ALL THEIR MARKS.

UH, ALSO INTERESTED IN WHAT CRAFTS THEY'RE, IT'S SPREAD AROUND.

LIKE ARE THEY USING ALL ONE CRAFT TO MEET THE 15% OR ARE THEY ACTUALLY USING DIFFERENT CRAFTS AND THEY KEEP ALL TRACK OF THAT AT THE CTP.

SO IT WOULD BE GOOD TO HAVE SOMEONE FROM THAT OFFICE COME.

I WOULD COMPLETELY SECOND THAT.

THAT IS VERY INTERESTING TO ME AS WELL.

AND IMPORTANT TO KNOW, PARTICULARLY WITH THE, UM, INFRASTRUCTURE INSTITUTE OR WHATEVER THIS IN INFRASTRUCTURE ACADEMY COMING UP AND HAVING TO, UM, STAFF A TREMENDOUS AMOUNT OF CONSTRUCTION IN AUSTIN.

UM, WHO WOULD THE, WHO IS, IS THIS A CITY OR YEAH, IT'S A, IT WAS UNDER PUBLIC WORKS, BUT THEY'VE OF COURSE REDONE EVERYTHING.

MICHELLE PIERRE WAS THE PERSON IN CHARGE OF IT.

OH, RIGHT.

SHE'S HIRED SOMEONE NEW THOUGH.

THAT'S JUST UNDER HER.

SO IT'D BE ONE OF THOSE TWO.

AND I, I HAVE HER NAME, BUT I NOT OFF THE TIP OF MY TONGUE.

THAT'D BE GREAT.

UM, DO WE NEED TO VOTE OR YOU JUST GET A SECOND? OKAY, GREAT.

UM, COMMISSIONERS OTHER ITEMS OF, UM, INTEREST OR IMPORT THIS SUMMER? OKAY, WELL, UM, SEEING NONE, I WILL ANNOUNCE THAT THE NEXT MEETING OF THE AIRPORT ADVISORY COMMISSION IS SCHEDULED FOR WEDNESDAY, JUNE 12TH, UH, 2024.

AND, UM, WITH THAT, IF SEEING NO OBJECTION, THIS MEETING IS ADJOURNED.

THANK YOU ALL.
