I PLANNED TO BE THERE IN PERSON, BUT WOKE UP FEELING A LITTLE BIT UNDER THE WEATHER AND WAS LIKE, I'M, I WANNA SHARE ABOUT THE PLAN AND NOT, NOT ANYTHING, ANYTHING ELSE.

SO, THANK, UM, YES.

MY NAME IS KARA BERTRAN.

I'M WITH THE CITY'S PLANNING DEPARTMENT AND THE HISTORIC PRESERVATION OFFICE, AND I'M REALLY EXCITED TO, UH, TO TALK ABOUT THE EQUITY-BASED PRESERVATION PLAN THIS EVENING.

ON NEXT SLIDE, PLEASE.

OKAY.

SO, VERY QUICKLY, A LITTLE BIT OF OF BACKGROUND.

WE DO, WE HAVE A HISTORIC PRESERVATION PLAN ALREADY IN AUSTIN.

IT WAS ADOPTED IN 1981, WHICH WAS A REALLY DIFFERENT TIME, WELL, IT WAS A LONG TIME AGO, FULL STOP.

BUT IT WAS ALSO A REALLY DIFFERENT TIME IN AUSTIN AND THE PRESERVATION FIELD.

AUSTIN HAD A THIRD OF ITS CURRENT RESIDENTS, UM, DEFINITELY DID NOT FACE THE, THE SAME TYPES OF DEVELOPMENT PRESSURES WE'RE SEEING TODAY.

AND AT THE TIME, THE HISTORIC PRESERVATION FIELD IN GENERAL, UH, VALUED, I THINK A, A NARROW, SORT OF A NARROW, UM, SLICE OF WHAT WE VALUE TODAY.

SO THERE WAS A LOT OF FOCUS IN THE EARLY 1980S AND OTHER EARLY PRESERVATION ERAS ABOUT LARGE BUILDINGS THAT WERE ARCHITECT DESIGNED THAT WERE ASSOCIATED WITH, UM, SORT OF VIPS IN THE, IN THE TYPE OF FORMER MAYORS OR SENATORS OR, YOU KNOW, JUST LIKE THE, THE, THE FOLKS WHO, UM, WERE SORT OF AT THE UPPER ECHELONS OF, OF THE CITY, WHICH IS MOST OFTEN WHITE MEN.

SO THERE WERE, THERE WERE A LOT OF COMMUNITIES THAT WERE LEFT OUT OF THAT, UM, THAT CONSIDERATION.

SO, UM, AS PRESERVATION HAS CHANGED AND EXPANDED OVER THE LAST 40 YEARS, UM, IT HAS COME TO VALUE MORE VERNACULAR BUILDINGS, MORE EVERYDAY BUILDINGS, EVERYDAY STORIES TO LOOK AT, UH, BETTER REPRESENTING AUSTIN'S FULL HISTORY, WHICH I'LL TALK ABOUT A LITTLE BIT MORE, BUT LOOK, LOOKING AT, AT, UM, DIFFERENT, UH, COMMUNITIES AND, AND CULTURES AND HOW WE ARE SORT OF, UH, RECOGNIZING AND CELEBRATING THOSE.

AND ALSO LOOKING AT CULTURAL HERITAGE, LIKE LEGACY BUSINESSES.

UM, AND, AND THERE HAVE BEEN SOME NEW TOOLS DEVELOPED TO, UM, HELP TO SUPPORT THOSE.

SO, IN TERMS OF WHY THIS MATTERS FOR SUSTAINABILITY, UM, I THINK I WANTED TO INCLUDE SOME FIGURES.

THESE ARE FROM THE DRAFT PLAN THAT IT CAN TAKE A LONG TIME, 10 YEARS, NOT THAT LONG, 80 YEARS, A VERY LONG TIME FOR A NEW ENERGY EFFICIENT BUILDING TO RECOUP THE, THE EMBODIED ENERGY LOST WHEN AN OLDER BUILDING IS DEMOLISHED.

'CAUSE OF ALL THE, UM, THE ENERGY THAT'S GONE INTO BUILDING THAT, THAT BUILDING AND, AND RETAIN AND, UH, RETAINING IT, RE REPAIRING IT OVER THE YEARS, UM, REHABILITATING OLDER BUILDINGS, REDUCE LANDFILL WASTE, AND REDUCING DEMOLITIONS HELPS TO AVOID, UM, SOME NEGATIVE PUBLIC HEALTH IMPACTS.

IT PRESERVES MARKET AFFORDABLE HOUSING, OLDER HOUSING, AND IT, IT CREATES JOBS WITH DECONSTRUCTION AND, AND REHABILITATION WORK.

NOW I'M GONNA, UH, NEXT SLIDE PLEASE.

SO, THE PROCESS, I WANTED TO, TO TALK A LITTLE BIT ABOUT THE PROCESS OF DEVELOPING THE PLAN, WHICH IS DIFFERENT THAN A TYPICAL CITY PLAN.

USUALLY CITY DEPARTMENTS HIRE A CONSULTANT, WHICH IS, IT'S A FINE WAY TO DO THINGS.

UM, BUT FOR THIS PLAN, THE HISTORIC LANDMARK COMMISSION CREATED A COMMUNITY WORKING GROUP AND APPOINTED 26 PEOPLE TO THAT WORKING GROUP IN CHARGE THEM WITH DEVELOPING THE PLAN ITSELF.

UM, THE, THE FOLKS IN THE WORKING GROUP ARE THE ONES WHO, WHO WROTE THE LANGUAGE AND WHO CREATED THESE POLICY RECOMMENDATIONS.

THEY HEARD FROM A LOT OF OTHER PEOPLE IN DOING THIS.

SO ALTOGETHER, MORE THAN 300 PEOPLE HELP TO SHAPE THE DRAFT PLAN.

UM, SO IT'S, IT REALLY DOES REFLECT SOME, SOME BIG COMMUNITY PRIORITIES.

THESE ARE MANY OF THE PEOPLE IN THE PRESERVATION PLAN WORKING GROUP THAT DEVELOPED THE PLAN.

THEY COME FROM 19 ZIP CODES ACROSS THE CITY.

THEY GENERALLY REFLECT THE CITY'S RACIAL AND ETHNIC DIVERSITY.

THEY INCLUDE A THIRD VENTURES, WHICH IS UNUSUAL FOR HISTORIC PRESERVATION PROCESSES.

UM, IT WAS REALLY EXCITING, UH, AND THEY BROUGHT A REALLY WIDE RANGE OF EXPERTISE TO THE PROCESS.

SOME PEOPLE CAME IN REALLY, UM, WELL STEEPED IN, IN, IN THE MINUTIA OF HISTORIC PRESERVATION.

AND, AND PROBABLY WITH A VERY SPECIFIC LIST OF CHANGES, THEY THOUGHT THEY, THAT SHOULD BE MADE.

OTHER PEOPLE BROUGHT EXPERTISE IN ARCHEOLOGY OR PLANNING.

OTHER PEOPLE WERE REALLY CONNECTED TO THEIR COMMUNITIES AND, UM, OR, OR HAD, UH, YOU KNOW, THEIR FAMILIES PREPS HAVE BEEN IN, IN AUSTIN FOR GENERATIONS THEY FELT REALLY CONNECTED TO, TO LOCAL HERITAGE.

SO IT WAS A REALLY NEAT MIX OF FOLKS.

UM, WE WERE ABLE TO OFFER PEOPLE COMMUNITY COMPENSATION, AND ABOUT HALF OF THE WORKING GROUP OPTED INTO THAT, UH, COMPENSATION FOR BOTH MEETING TIME AND PREPARATION.

AND WE PUT TOGETHER A SERIES OF BACKGROUND BRIEFS SO THAT PEOPLE, UH, WHO WEREN'T COMING IN WITH FORMAL PRESERVATION EXPERIENCE, UH, FELT LIKE THEY WERE ABLE TO PARTICIPATE AND, UH, PARTICIPATE FULLY.

SO DIVING INTO THE DRAFT PLAN, NEXT SLIDE.

UM, THE VISION FOR THE PLAN IS THAT HISTORIC PRESERVATION IN AUSTIN ACTIVELY ENGAGES COMMUNITIES IN PROTECTING AND SHARING IMPORTANT PLACES AND STORIES.

PRESERVATION USES THE PAST TO CREATE A SHARED SENSE OF BELONGING AND TO SHAPE AN EQUITABLE, INCLUSIVE, SUSTAINABLE, AND ECONOMICALLY VITAL FUTURE FOR ALL.

AND WHAT I, I ALWAYS SAY THIS IS THAT I LOVE THE PLACES AT THE GEO, ALMOST AT THE GEOGRAPHIC CENTER OF THE VISION, BUT IT'S MUCH MORE ABOUT WHO'S DOING THAT WORK AND WHAT IT'S ACCOMPLISHING, UH, FOR THE CITY AS A WHOLE.

UH, AND THIS VISION WAS DRAWN FROM A COMMUNITY HERITAGE SURVEY THAT WAS, THAT WAS DONE AT THE BEGINNING OF THE WORKING GROUPS PLANNING PROCESS.

THIS ALSO COMES FROM THE COMMUNITY AS A WHOLE.

SO, THE DRAFT PLAN INCLUDES 108 RECOMMENDATIONS ARRAY UNDER 14 GOALS.

I'M NOT GONNA GO THROUGH ALL THE RECOMMENDATIONS, OF COURSE, I'M NOT EVEN GONNA GO THROUGH ALL THE GOALS, BUT I'LL JUST ASK YOU TO TAKE A MINUTE AND SCAN THESE.

LOOK AT HOW BROAD THEY ARE.

AMBITIOUS THEY ARE.

UM, THIS REALLY, UM, THE PLAN AIMS TO DO, DO MORE AND, AND BIGGER THINGS AND MAKE MORE CONNECTIONS, UH, THAN WE HAVE DONE HISTORICALLY WITH THIS, WITH RESERVATION.

UM, OKAY.

SO I, WHAT I WILL DO IS I'M GONNA GIVE Y'ALL A QUICK BIRD'S EYE VIEW OF THREE THEMES THAT THESE, THESE GOALS ARE SORTED INTO.

UM, AND THEN I'LL, I'LL SHARE A FEW SPECIFIC RECOMMENDATIONS WITH YOU THAT I THINK ARE PARTICULARLY RELEVANT TO THIS W AND, UM, TALK ABOUT ENGAGEMENT, AND THEN WE'LL BE DONE.

SO TO RECOGNIZE THE CITY'S RICH AND COMPLICATED HISTORY, UM, THROUGH MORE WORKING WITH COMMUNITY MEMBERS TO, TO HEAR WHAT'S IMPORTANT, DOING MORE INCLUSIVE RESEARCH AND INTERPRETING BACK WHAT WE HEAR, WHICH IS SOMETHING THAT WE, WE HAVE NOT REALLY DONE, UM, TO DATE, TO BETTER RECOGNIZE.

AND FOR TECH CULTURAL HERITAGE, LIKE LEGACY BUSINESSES THAT, THAT I MENTIONED EARLIER IN MURALS, AS WELL AS ARCHEOLOGICAL RESOURCES AND TO USE PRESERVATION TOOLS TO SUPPORT BROADER COMMUNITY GOALS LIKE DISPLACEMENT PREVENTION AND ENVIRONMENTAL SUSTAINABILITY.

THE SECOND THEME IS WHO PRESERVES.

THE BIG IDEA HERE IS REALLY TO INVITE MORE PEOPLE TO, TO PARTICIPATE IN THE WORK OF PRESERVATION, THE VARIED WORK OF PRESERVATION, AND TO SUPPORT THEM WHILE DOING THAT.

SO MAKING, UH, INFORMATION AND, UH, SORT OF GENERAL, LIKE BOTH KIND OF STRAIGHT UP FACTS.

AND ALSO HOW, HOW TO DO THINGS MORE AVAILABLE TO COMMUNITY MEMBERS.

UM, INVITING MORE FOLKS TO PARTICIPATE IN THESE, THE HISTORIC LANDMARK COMMISSION TO, FOR US TO BETTER STREAMLINE AND EXPLAIN OUR HISTORIC REVIEW AND DESIGNATION PROCESSES, SUPPORT FOLKS WHO ARE ON THE GROUND DOING THE WORK, WHETHER THAT'S ON WITH HISTORIC BUILDINGS OR THE

UM, BUT HOW PRESERVATION CAN CONTRIBUTE TO THESE OTHER GOALS.

SO REALLY WORKING WITH PARTNERS ON THAT NEXT STEP.

UH, NEXT SLIDE, PLEASE.

THE THIRD THEME IS HOW WE PRESERVE THAT BIG IDEA HERE IS TO BE MORE STRATEGIC AND MORE EFFECTIVE.

UM, THIS IS A LOT OF THE NUTS AND BOLTS STUFF, LIKE WHAT WE ALREADY DO.

HOW CAN WE DO IT BETTER, MORE EFFECTIVELY AND MORE EQUITABLY IN TERMS OF HISTORIC DESIGNATION, UH, INCENTIVES FOR HISTORIC PROPERTY OWNERS, MORE STRATEGIC REVIEW, BETTER ENFORCEMENT, AND IMPLEMENTATION OF THE PLAN COLLABORATIVELY.

UM, NEXT SLIDE PLEASE.

OKAY, SO HERE, THIS IS A SHORT LIST OF RECOMMENDATIONS THAT WE THOUGHT MIGHT BE OF, OF SPECIAL INTEREST, AND IT'S NICE TO HEAR ABOUT THE BIG PICTURE OF A PLAN, BUT ALSO NICE TO SEE SOME OF THE ACTUAL DRAFT RECOMMENDATIONS.

UM, SO THESE ARE MOSTLY, ALTHOUGH NOT ENTIRELY IN THE SUPPORT, ENVIRONMENTAL SUSTAINABILITY GOAL, UM, REALLY TO, TO TRY TO REDUCE DEMOLITION, UM, AND OR TO, TO DE TO INCENTIVIZE THINGS OTHER THAN DEMOLITION TO MAKE IT EASIER TO RELOCATE BUILDINGS WITHIN AUSTIN.

THIS FOLLOWS UP WITH, UH, A COUNCIL RESOLUTION LAST FALL TO ENCOURAGE, IT'S ANOTHER THING, UM, TO ENCOURAGE RELOCATION IN PLACE OF DEMOLITION AND, BUT IDEALLY, UH, ENCOURAGE PEOPLE TO REHABILITATE BUILDINGS IN PLACE.

UM, BE TRYING, HOPEFULLY MAKING IT MORE POSSIBLE FOR PEOPLE TO REHABILITATE BUILDINGS IN PLACE.

THEN, IF THAT'S NOT POSSIBLE, ENCOURAGING, MAKING IT EASIER TO RELOCATE BUILDINGS, AND IF THAT'S NOT POSSIBLE, UM, REALLY, AND FIGURING OUT WAYS TO, UM, ENCOURAGE DECONSTRUCTION MATERIAL SALVAGE TO TWO.

UM, THERE'S A, AND THEN THERE ARE A, A, A FEW, AND IN THOSE LAST THREE BULLETS, UM, THINKING ABOUT HOW TO PROVIDE PEOPLE WITH MORE INFORMATION AND ALSO JUST MAKE IT EASIER IN TERMS OF CITY PROCESSES TO RETAIN OLDER BUILDINGS.
