I'M THE PUBLIC AFFAIRS DIRECTOR FOR FLINT HILLS RESOURCES.
AS SOME OF YOU MAY KNOW, FOR THE PAST THREE DECADES, FLINT HILLS RESOURCES HAS BEEN THE PRIMARY PROVIDER OF JET FUEL FOR THE AUSTIN AIRPORT.
WHEN I VISITED WITH YOU IN NOVEMBER, I SHARED OUR PROPOSAL ANNOUNCING CONSTRUCTION OF THE BASTROP, AUSTIN, TEXAS, BATX PIPELINE, WHICH WILL CONNECT OUR FUEL TERMINAL IN BASTROP DIRECTLY TO THE AIRPORT, PROVIDING AN UNINTERRUPTED AND MORE RELIABLE FUEL SUPPLY SYSTEM.
SINCE THAT TIME, OUR TEAM HAS ACTIVELY SOUGHT INPUT FROM THE COMMUNITY AND LANDOWNERS ALONG THE PROPOSED ROUTE, MAKING SIGNIFICANT PROGRESS ON THE PROJECT.
IN FEBRUARY, WE HELD TWO PUBLIC HEARINGS, ONE IN DELL VALLEY AND ONE IN BASTROP, TO ENGAGE WITH THE COMMUNITY AND ANSWER QUESTIONS ON THE PROJECT'S CURRENT PHASE.
I'VE PROVIDED A HANDOUT WITH SOME PICTURES FROM THE EVENTS.
BOTH EVENTS WERE WELL ATTENDED AND PROVIDED THE PUBLIC A CHANCE TO LEARN MORE ABOUT THE PROJECT AND GET ANSWERS TO SOME OF THEIR QUESTIONS.
WE REMAIN COMMITTED TO TRANSPARENCY, TO BEING RESPONSIVE TO THE COMMUNITY'S CONCERNS.
WE CONTINUE TO PROACTIVELY SEEK FEEDBACK FROM LANDOWNERS AND OTHER STAKEHOLDERS THROUGH OUR BILINGUAL CONTACT PORTAL VIA PHONE AND EMAIL.

WE ALSO PROVIDE REGULAR UPDATES ABOUT THE PROJECT AND THE PROPOSED ROUTE TO CITY OF AUSTIN OFFICIALS, AIRPORT STAFF, ELECTED LEADERS, AND OTHER COMMUNITY ORGANIZATIONS.
WE ALSO CONTINUE TO COORDINATE WITH AIRPORT OFFICIALS ON DETERMINING THE OPTIMAL PIPELINE ROUTE WITHIN AIRPORT PROPERTY.
THE ROUTE IS EXPECTED TO FOLLOW HIGHWAY 71, MOSTLY IN TXDOT RIGHT OF WAY AND ENTER THE AIRPORT NEAR PRESIDENTIAL BOULEVARD.
SURVEYING IS SUBSTANTIALLY COMPLETE, AND WE'VE INITIATED PERMITTING DISCUSSIONS IN BASTROP COUNTY.
WE WILL SOON BEGIN PERMITTING DISCUSSIONS WITH TRAVIS COUNTY AND THE CITY OF AUSTIN.
A PORTION OF THE AFFECTED LANDOWNERS RECENTLY RECEIVED OPTION AGREEMENTS FOR EASEMENTS, AND THOSE INTERACTIONS ARE ONGOING.
AS YOU KNOW, AUSTIN IS THE LARGEST AIRPORT IN THE COUNTRY THAT STILL RELIES ON DAILY TRUCK DELIVERIES FOR ITS FUEL.
IT'S ALSO ONE OF THE NATION'S FASTEST GROWING AIRPORTS.
WE BELIEVE THE BATX PIPELINE WILL PROVIDE AN IMMEDIATE IMPROVEMENT IN THE RELIABILITY, THE SAFETY, AND THE EFFICIENCY OF THE AIRPORT'S FUEL DELIVERY SYSTEM, WHILE ALSO PREPARING IT FOR THE FUTURE.

I'M THE FINANCIAL MANAGER OVER THE OPERATING BUDGET HERE AT, UH, THE DEPARTMENT OF AVIATION.
THIS AFTERNOON, I'M PRESENTING THE APRIL, 2024 FINANCIAL RESULTS.
WE SERVED 949,000 PASSENGERS, UH, PASSENGER IN PLACEMENTS IN THE MONTH OF APRIL.
THAT REPRESENTS A 1.6% IMPROVEMENT COMPARED TO THE PRIOR YEAR.
THE INCREASE IN EMPLOYMENTS WAS DRIVEN, UH, LARGELY BY THE SOLAR ECLIPSE, WHICH BROUGHT A HIGH VOLUME OF PASSENGERS, UH, AND TRAVELERS INTO THE AREA DURING THE MONTH OF APRIL.
UH, IN THE WEEKS, UH, SURROUNDING THAT ECLIPSE YEAR TO DATE, IMP EMPLOYMENTS HAVE INCREASED BY 1.3%.
OUR AVERAGE DAILY DEPARTURES TOTALED 257 IN APRIL, 2024, WHICH IS DOWN SLIGHTLY FROM 262 IN THE PRIOR YEAR.
THIS REFLECTS, UH, CHANGE IN SERVICE, UH, FROM PRIMARILY FROM AMERICAN AND SPIRIT.
UH, ALTHOUGH THEY HAVE BEEN LARGELY OFFSET BY INCREASES IN IN TRAFFIC BY DELTA AND, UH, SOUTHWEST OPERATING REVENUES INCREASED 18% OR $4 MILLION FOR A TOTAL OF 26.9 MILLION IN APRIL, 2024.
WHEN YOU LOOK AT THE AIRLINE REVENUES, UH, YOU SEE A SUBSTANTIAL INCREASE IN LANDING FEES YEAR OVER YEAR, AND LANDING FEES ARE ELEVATED AS A RESULT OF THE MID-YEAR ADJUSTMENT TO THE LANDING FEES IN APRIL, 2023.
SO YOU SEE A, UH, A DECREASED LEVEL OF, OF LANDING FEE ACTIVITY IN THE PRIOR YEAR, WHICH LEADS TO A HIGHER VARIANCE YEAR OVER YEAR.
THIS IS, UH, PART OF THIS IS, IS DRIVEN BY, UH, INCREASED LANDED WEIGHTS.
UH, YEAR OVER YEAR, WE HAD HIGHER CARGO TONNAGE AS A RESULT OF THE, UH, MOTO GP RACE THAT OCCURRED IN IN APRIL.
THE ECLIPSE DROVE A HIGH VOLUME OF NON-AIR AIRLINE REVENUES.
SO WHEN YOU LOOK AT OUR, UH, RENTAL CAR REVENUES, ADDITIONAL GROUND TRANSPORTATION REVENUES AND CONCESSIONS, WE HAD STRONG PERFORMANCE AS A RESULT OF, UH, THE ADDITIONAL TRAFFIC RELATED TO THE ECLIPSE.
AND YEAR TO DATE, WE, UH, INCREASED OUR OPERATING REVENUES BY 16%.
SO STRONG PERFORMANCE, AND WHEN YOU LOOK AT IT COMPARED TO THE SEASONALIZED BUDGET, IT'S AN 11% INCREASE YEAR OVER YEAR.
OUR OPERATING EXPENSES, UH, INCREASED 22% OR $2.1 MILLION WHEN YOU COMPARE APRIL, 2024 TO APRIL, 2023.
THE INCREASE IS DRIVEN BY IMPROVED STAFFING, INCREASED, UH, PARKING, OPERATING COSTS, AND INCREASED COSTS FOR OUR A PD AND OUR UNITS, AS WELL AS SOME ADDITIONAL COMMODITY, UH, COSTS.
YEAR TO DATE, THOSE COSTS HAVE INCREASED 28% OR $19.2 MILLION, AND THEY EXCEED THE SEASONALIZED BUDGET BY 5% OR 4.3 MILLION.
OUR SURPLUS TOTALED $8.3 MILLION IN APRIL, 2024, WHICH IS A 16% INCREASE COMPARED TO THE PRIOR YEAR.
UM, VERY, UH, FAVORABLE PERFORMANCE, UM, ESPECIALLY WHEN IT COMES TO REVENUES.

THE DATA THAT WE WERE LOOKING AT WAS MORE SPECULATIVE FOR CONNECTIONS VERSUS ACTUAL.
SO I JUST WANNA MENTION THAT 14.7% OF THE AUSTIN PASSENGERS IN THE FOURTH QUARTER OF 2023 WERE CONNECTING.
WE HAD A LOWER NUMBER IN THE REPORT LAST, LAST MONTH, BUT THAT WAS A, A MISTAKE WITH THE DATA.
SO NOT QUITE 15%, BUT 15% CONNECTING IN THE FOURTH QUARTER.

IF THEY DIDN'T ADD ADDITIONAL FLIGHTS, THEY'RE ADDING ADDITIONAL FREQUENCIES.
FOR EXAMPLE, DELTA FLIES ALREADY TO ATLANTA, AND THEN THEY ADDED ADDITIONAL FREQUENCY TO ATLANTA TO ACCOMMODATE THE, THE UT CHARTERS, THE UT FOOTBALL FANS.
LAST BUT NOT LEAST, I WANNA CHAT A LITTLE BIT ABOUT COPA.

THE HISTORICAL DATA SO FAR, AND THE LATEST DATA WE HAVE IS THROUGH MARCH WITH THE WAY THE DATA COMES IN IS THAT ONE QUARTER OF THESE PASSENGERS ARE FLYING TO AND FROM PANAMA AND THE OTHER 75% ARE FLYING BEYOND PANAMA AND BACK AND FORTH.

ONCE THE RECOMMENDATION COMES FORWARD AND IS VOTED ON, THE ACTION IS TAKEN THAT KIND OF DE BY DEF, I GUESS DEFACTO DISBANDS IT.
BUT THAT DOESN'T MEAN WE STILL CAN'T TRACK IT AND, AND ESTABLISH A NEW WORKING GROUP UNLESS YOU HAVE A NEW MISSION.
