, UH, WITH THE DESIGN COMMISSION.

[CALL TO ORDER]

THE TIME IS 6 0 5, UH, OF JUNE 24TH.

2024.

UM, WE'LL START WITH ROLL CALL.

UH, VICE CHAIR MINS.

HERE.

COMMISSIONER CARROLL.

PRESENT.

COMMISSIONER GILLES.

PRESENT.

COMMISSIONER HOWARD? HERE.

COMMISSIONER LADNER.

COMMISSIONER LEE.

COMMISSIONER LUKINS.

HERE.

COMMISSIONER MCKINNEY.

COMMISSIONER WALLACE HERE.

AND COMMISSIONER, WHICH DRUG? UM, DO WE HAVE ANYBODY SIGNED UP FOR PUBLIC COMMUNICATION? WE DO NOT.

ALL RIGHT.

ALL RIGHT.

[APPROVAL OF MINUTES]

THE APPROVAL OF THE MINUTES.

HAS EVERYONE HAD A CHANCE TO READ THE MINUTES? AND WOULD ANYONE LIKE TO MAKE A MOTION? I'LL MAKE A MOTION TO APPROVE.

ALL RIGHT.

AND WE'LL GET A SECOND.

SECOND.

ALRIGHT.

ALL IN, UH, FAVOR.

RAISE YOUR HAND.

ALL RIGHT.

IT'S UNANIMOUS, THEN.

IT'S APPROVED.

ALL

[2. Discussion and possible action to approve the Design Commission Annual Internal Review.]

RIGHT.

OUR DISCUSSION ACTION ITEMS. UM, WE HAVE THE DESIGN, UH, COMMISSION, ANNUAL INTERNAL REVIEW.

AND SO I HAD CREATED A BACKUP OR A, A DRAFT, UH, AND WE CAN, DID YOU, WERE YOU ABLE TO GET THAT SO THAT WE CAN, WE CAN PULL IT UP.

I, I DO HAVE IT.

UM, IT WON'T BE POSTED IN THE BACKUP.

IF YOU'RE LOOKING, UM, YOU KNOW, ONLINE, YOU'LL SEE THE TEMPLATE, BUT WE CAN PULL IT UP ON THE BIG SCREEN.

OKAY.

LET'S, LET ME PULL UP MY DRAFT.

I ALL RIGHT.

IF WE CAN YEAH.

PULL IT UP ON THE BIG SCREEN SO EVERYBODY CAN TAKE A LOOK.

I, I HAVE IT, BUT WHICH ONE? THE DRAFT, THE, UH, ANNUAL REVIEW DRAFT.

OKAY.

WITH ALL THE STUFF PULLED UP? YEAH.

OKAY.

DOUBLE CHECK.

THERE'S JUST THREE QUESTIONS ON HERE.

UM, THE QUESTION ONE, DESCRIBE THE BOARD'S ACTIONS SUPPORTING THE MISSION DURING THE PREVIOUS CALENDAR YEAR, UH, ADDRESSED ALL ELEMENTS OF THE BOARD'S MISSION STATEMENT AS PROVIDED IN THE RELEVANT SECTIONS OF THE CITY CODE.

UM, SO WHAT I HAD DONE HERE IS JUST LIST, UH, ALL THE ITEMS THAT WE HAD PASSED, UH, OVER THE COURSE OF THE LAST YEAR.

UM, AND THAT'S JUST ABOUT IT.

EVERYTHING FROM JUNE 26TH OF LAST YEAR TO APRIL 22ND OF THIS YEAR WOULD, IS THERE ANY OTHER ITEM THAT WE SHOULD, UH, LIST ON HERE? BESIDES THAT, AND I DON'T KNOW, COMMISSIONER CARROLL, IF THERE'S ANY ADDITIONAL INFORMATION THAT WE SHOULD PUT ON HERE BASED ON YOUR EXPERIENCE? SORRY, YOU SAID YOU JUST PUT THE RECOMMENDATION I ITEMS ON THERE.

I LISTED THE RECOMMENDATION AND THE, AND THE TITLE.

UH, SO THE RECOMMENDATION NUMBERS AND THE TITLE OF THAT PARTICULAR RECOMMENDATION.

I DIDN'T PUT ANY INFORMATION ON THE RECOMMENDATION.

YEAH.

SEEMS SUFFICIENT TO ME.

ALL RIGHT.

ANY QUESTIONS OR COMMENTS? WE'LL GO TO NUMBER TWO.

NUMBER TWO IS PRETTY STRAIGHTFORWARD.

DETERMINE IF THE BOARD'S ACTIONS THROUGHOUT THE YEAR COMPLY WITH THE MISSION STATEMENT.

MY DRAFT SAYS ALL OF THE DESIGN COMMISSION'S ACTIONS COMPLY WITH THE MISSION STATEMENT.

UM, IF YOU'RE CURIOUS TO LOOK, UM, AT THE SECTION WHICH IDENTIFIES THE, UM, THE COM DESIGN COMMISSION'S ROLE, UM, YOU CAN LOOK AT SECTION TWO DASH ONE, DASH ONE 30 IN THE CITY CODE.

UM, I DO HAVE A COPY OF THAT.

IF Y'ALL WOULD LIKE ME TO PULL THAT UP.

WE CAN GET THAT PULLED UP AS WELL.

[00:05:15]

YEAH, THERE YOU GO.

I DON'T KNOW IF Y'ALL HAVE GONE THROUGH THAT, BUT IT'S KIND OF STANDARD LANGUAGE ON WHAT WE DO HERE.

UM, AS FAR AS BEING AN ADVISORY GROUP, UH, TO CITY COUNCIL, UM, LET ME KNOW IF YOU'ALL HAVE ANY QUESTIONS.

IF YOU'RE ONLINE, I CAN'T SEE YOU.

JUST, UH, GO AHEAD AND SPEAK UP.

I HAVE A GENERAL QUESTION CHAIR.

OKAY.

COMMISSIONER GALLES.

YEAH.

I'M CURIOUS.

THE INTERNAL AUDIT IS AN ANNUAL AUDIT, OR IS IT BIANNUAL OR EVERY FIVE YEARS? WHAT'S THE DURATION AND WHO, WHO RECEIVES THAT? WHERE DOES IT END UP? THAT'S A GOOD QUESTION.

IT DOES, I ASSUME HAPPEN EVERY YEAR.

UH, BUT YEAH, WHERE DOES THIS GO? ONCE WE TURN IT IN TO YOU? IT, I SEND IT TO THE CITY CLERK AND IT WILL LIVE ONLINE.

BUT OTHER, OTHER THAN THAT, I DON'T KNOW WHAT THE CITY CLERK DOES WITH IT.

UM, BEYOND READING IT, MAKING SURE THAT IT'S COMPLETED, BECAUSE ALL THE DIFFERENT BOARDS AND COMMISSIONS DO HAVE TO COMPLETE AN ANNUAL REVIEW.

OKAY.

'CAUSE YEAH, WE HAD THE, THE, UH, JOINT SUSTAINABILITY COMMITTEE ALSO HAD, DID THIS ALSO CAME THROUGH, UM, THIS FOR THIS MONTH.

OKAY.

THANK YOU.

JUST CURIOUS.

AND NUMBER THREE, LIST THE BOARD'S GOALS AND OBJECTIVES FOR THE NEW CALENDAR YEAR.

UM, A LOT OF THESE ARE OUR GENERAL GOALS THAT ARE LISTED IN THIS PORTION OF THE, UM, CODE, UH, WITH THE TWO AT THE BOTTOM, THAT STATE, UH, PER COUNCIL RESOLUTION DESIGN COMMISSION HAS BEEN TASKED WITH UPDATING THE URBAN DESIGN GUIDELINES.

THE WORKING GROUP CONTINUES TO WORK TOWARDS THE GOAL OF PROVIDING A DRAFT TO THE COMMISSION BY SEPTEMBER OF 2024.

UM, AND THEN THE NEXT ITEM THAT I ADDED WAS, UH, PER COUNCIL RESOLUTION TO CREATE GUIDELINES FOR INFRASTRUCTURE PROJECTS TO COMMISSION PLANS TO CREATE WORKING GROUPS, UH, TO DEVELOP A TIMELINE AND DELIVERY PROCESS FOR THE CREATION OF THE INFRASTRUCTURE GUIDELINES.

THAT'S SOMETHING WE HAVEN'T REALLY DISCUSSED YET, BUT, UM, THAT'S SOMETHING THAT WE ARE GONNA DISCUSS TODAY.

ANY QUESTIONS, COMMENTS, ANY ADDITIONS? SURE.

YES.

COMMISSIONER WALLACE, I WOULD MAYBE PROPOSE MENTIONING IN THE FIRST PART OF THE DRAFT, JUST THAT WE HEARD CITIZEN INPUT SERVED AS LIAISONS WITH OTHER BOARDS AND PROGRESSED ON THE URBAN DESIGN GUIDELINES UPDATE JUST TO KIND OF TRACK, UM, WHAT THE GOALS ARE PER CITY CODE.

OKAY.

UPDATES.

SORRY.

SO I'M JUST ADDING IT TO THAT PARTICULAR LINE ABOUT, UH, THE DESIGN COMMISSION HAS BEEN TASKED WITH UPDATING THE URBAN DESIGN GUIDELINES.

THE WORKING GROUP, UH, LISTENED TO, OR I'LL SAY ENGAGED, UH, ENGAGED THE COMMUNITY AND TOOK

[00:10:01]

RECOMMENDATIONS FROM THE COMMUNITY.

ALL RIGHT.

SO THE WORKING GROUP ENGAGED AND TOOK COM RECOMMENDATIONS FROM THE COMMUNITY TO SHAPE THE FRAMEWORK OF THE, OF THE UPDATED OH.

OF THE URBAN DESIGN GUIDELINES UPDATE.

DOES THAT SOUND OKAY TO EVERYBODY? ALL RIGHT.

AND THOSE ARE THE THREE QUESTIONS THAT ARE JUST ON THIS ANNUAL REVIEW.

SO IS THIS SOMETHING THAT WE NEED TO VOTE ON? AND YOU DON'T HAVE TO VOTE ON IT, UM, BUT IT IS POSTED FOR POSSIBLE ACTIONS.

SO IF YOU WANTED TO VOTE ON IT, YOU COULD.

ALL RIGHT.

LET'S GO AHEAD AND TAKE, TAKE A VOTE.

UM, A MOTION TO APPROVE THE ANNUAL, UH, INTERNAL REVIEW.

UM, WOULD ANYONE LIKE TO MAKE A MOTION? I'LL MAKE A MOTION.

DO I HAVE A SECOND? I'LL SECOND.

ALL RIGHT.

UH, ALL IN FAVOR? ALL RIGHT, UNANIMOUS.

ALL RIGHT.

OUR NEXT

[3. Select a representative to serve on the Downtown Commission per City Code § 2-1-140]

ITEM IS, UM, TO SELECT A REPRESENTATIVE TO SERVE ON THE DOWNTOWN COMMISSION.

ANYONE INTERESTED, SINCE WE'VE LAST MET? WE'RE STILL LOOKING FOR A REPRESENTATIVE TO, UH, BE PART OF THE DOWNTOWN COMMISSION, UM, TO REPRESENT THE DESIGN COMMISSION ON THAT BOARD.

DOES ANYONE SHOW ANY INTEREST IN INTERESTED IN LEARNING MORE ABOUT IT? WANT TO TRY IT OUT? WE CAN JUST TRY IT OUT.

I BELIEVE IT'S ON WEDNESDAYS.

I DON'T KNOW WHICH WEDNESDAY IT IS.

CHAIR SALINAS.

IT'S THE THIRD WEDNESDAY OF THE MONTH.

THE THIRD HALL WEDNESDAY.

ALL RIGHT.

IT'S ON THE THIRD WEDNESDAY OF THE MONTH, WHICH IS, I'M ASSUMING.

YEAH, NO, NO ONE.

JUST WANNA TRY IT.

WOULD ANYONE BE INTERESTED IN THE JSC? IF SOMEBODY WANTS TO TAKE MY SPOT ON THE JSC, I CAN SWITCH OVER TO THE DOWNTOWN COMMISSION, THE JOINT SUSTAINABILITY COMMITTEE.

UM, IT'S ON THE SAME NIGHT, UH, THE THIRD WEDNESDAY.

SO IF ANYONE'S INTERESTED IN DOING THAT, I'D BE MORE THAN HAPPY TO JUMP ON THIS ONE CHAIR.

YES.

I THOUGHT COMMISSIONER CARROLL IS ON, IS ON THIS COMMISSION? YEAH, I AM, BUT I'M NOT THE DESIGN COMMISSION'S REPRESENTATIVE.

I WAS APPOINTED.

OKAY.

SO YOU CAN'T BY COUNCIL MEMBER BE SO THERE'S STILL A POSITION? YOU CAN'T BE BOTH.

I MEAN, TECHNICALLY THEIR, TECHNICALLY, NO.

I GUESS.

'CAUSE THEIR BYLAW SAYS THAT DESIGN COMMISSION HAS A REPRESENTATIVE THERE, SO THAT'LL BE AN EMPTY SEAT.

'CAUSE ALSO, I DON'T THINK, I COULD BE WRONG, BUT I DON'T THINK THAT REPRESENTATIVE VOTES GETS TO VOTE.

I THINK YOU'RE CORRECT.

UM, YEAH.

[00:15:01]

SO HOW DOES THAT WORK? YOU JUST PARTICIPATE, BUT YOU'RE A NON-VOTING MEMBER.

YEAH, I THINK YOU CAN JUST PARTICIPATE IN THE CONVERSATIONS.

OKAY.

SO WHAT DO THEY DISCUSS IN THERE? CAN YOU JUST GIVE US A LITTLE BIT ABOUT, I ACTUALLY HAVEN'T ATTENDED A MEETING YET.

UM, THE, THIS MONTH'S MEETING, SUPPOSED TO BE LAST WEEK.

IT'S, THEY GOT MOVED TO THIS WEEK.

SO IT'S ACTUALLY THIS WEDNESDAY WILL BE MY FIRST OKAY.

MEETING.

UH, BUT I CAN SAY WHAT'S INTERESTING THAT'S GONNA BE ON THE AGENDA IS, UM, THEY'RE PUTTING FORTH A MOTION TO REQUEST COUNSEL TO DIRECT THE CITY MANAGER TO UPDATE THE DOWNTOWN PLAN, WHICH IS PRETTY OLD RIGHT NOW, .

SO IF THAT GETS SOME TRACTION, THAT'LL BE INTERESTING.

ENDEAVOR.

DO YOU KNOW HOW OLD THAT IS? THE EXISTING DOWNTOWN PLAN? I WANNA SAY HE IS 2010 MAYBE.

ALRIGHT.

SOMEWHERE AROUND THERE.

IT'S A VERY EXCITING OPPORTUNITY.

ALL RIGHT.

WELL, WE'LL REVISIT IT NEXT MONTH.

UNLESS SOMEBODY SAYS, OH, I'D LOVE TO BE ON THE JSC, THEN I'LL JUMP OVER TO THIS.

UM, WE MEET USUALLY THE WEDNESDAY AFTER, UH, THIS MEETING.

UM, AND THAT HAS TO DO WITH THE CLIMATE EQUITY PLAN, AUSTIN'S CLIMATE EQUITY PLAN.

UM, SO, UH, THERE'S SO MANY TOPICS THAT COME THROUGH THERE THAT ARE ALL BASED ON, UM, SUSTAINABILITY AND, AND MEETING THE GOALS OF THE CLIMATE EQUITY PLAN.

SO IF YOU WANNA LEARN MORE ABOUT, IT'D BE MORE THAN HAPPY TO SHARE.

SO.

ALL RIGHT.

THE

[4. Update from the Urban Design Guidelines Working Group regarding the meeting on May 31, 2024.]

URBAN DESIGN GUIDELINES WORKING GROUP, AN UPDATE, UH, FROM OUR, REGARDING THE MAY 31ST MEETING, COMMISSIONER CAROL.

THE, I GUESS THE UPDATE IS THAT, YOU KNOW, WE, WE TOOK THE FEEDBACK THAT WE WERE GIVEN FROM THIS COMMISSION, AND WE ARE WORKING TO FINALIZE THE FIRST DRAFT.

WE'RE GETTING VERY CLOSE.

THE PLAN IS TO BRING THE FIRST DRAFT TO THIS COMMISSION AT OUR NEXT MEETING, WHICH IS IN AUGUST.

YEAH.

LET'S SEE.

UM, AS WELL AS GIVING IT TO CITY STAFF TO REVIEW AS WELL.

SO IN OUR AUGUST MEETING, SO WE DON'T HAVE A MEETING IN JULY FOR EVERYBODY, EVERYBODY TO KNOW.

UM, IN OUR AUGUST MEETING, WE'RE GONNA HAVE A DRAFT, BUT THEN WE'RE GONNA GET THE OFFICIAL ONE IN SEPTEMBER.

OR IS THIS, UH, I MEAN, THE, THE, THE ONE IN AUGUST MAY NOT HAVE ALL THE BELLS AND WHISTLES ON IT YET.

YEAH.

UM, 'CAUSE STAFF'S GONNA NEED SOME TIME TO, TO DO THAT.

SO YEAH.

THE, THE PROBABLY OFFICIAL PUBLIC DRAFT WILL BE IN SEPTEMBER.

ALL RIGHT.

UM, HOW ARE YOU FEELING ON IT? DO YOU NEED, DO WE NEED TO CREATE EITHER A WORKING GROUP TO HELP PRODUCE IT TO THE NEXT LEVEL? JUST DO LIKE PRODUCTION WORK? OR DO WE, OR, I'M FEELING PRETTY GOOD ABOUT IT RIGHT NOW.

I DON'T KNOW.

COMMISSIONER HOWARD, IF YOU WANNA COMMENT.

YEAH, I THINK, UM, AT THIS POINT WE HAVE A REALLY STRONG FRAMEWORK.

YEAH.

UM, WE HAVE THE CATEGORIES, UH, WE'VE GOT THE, ALL OF THE INDIVIDUAL GUIDELINES, ESSENTIALLY, EVERYTHING'S BLOCKED OUT AND FRAMED UP.

IT'S JUST ABOUT PUTTING IN THE TIME TO FILL OUT THE TEXT, UM, AND THEN REVIEW.

YEAH.

UM, AND I WOULD SAY THAT, UM, SO FAR THE DRAFTING'S GONE PRETTY WELL.

AND IT'S JUST, UM, YOU KNOW, WE'RE ALL, WE ALL HAVE FULL-TIME JOBS AND TRYING TO, TRYING TO GET THROUGH EVERY SINGLE ONE OF THE GUIDELINES.

UM, SO IT'S REALLY JUST A MATTER OF TIME.

BUT I THINK WE'VE, WE'VE GOT A PRETTY GOOD SCHEDULE.

IT'S, YOU KNOW, WE'VE, WE'RE AT A SUSTAINABLE CLIP TO GET US TO THE END, AND I THINK WE CAN GET THERE BY AUGUST.

ALRIGHT.

WHAT

[00:20:01]

ABOUT, UM, LIKE THE IMAGES AND WHATNOT FOR THAT? IS THAT PART OF THAT? YEAH.

THERE'LL, THERE'LL BE IMAGES.

UM, I MEAN, WE MAY WANT TO TWEAK THEM LATER.

OKAY.

UM, BUT YEAH, I, I THINK THE, THE BIGGEST HOLE RIGHT NOW IS JUST THE FRONT END STUFF, WHICH STAFF HAS, UM, VOLUNTEERED TO HELP WITH THAT PIECE.

UM, I, I WOULD SAY THAT, YOU KNOW, THIS IS ACTUALLY PROBABLY A REALLY GOOD, UM, GROUP FOR KIND OF PRECEDENT IMAGERY.

SO, UM, IF YOU TAKE A LOOK AT THAT LIST OF GUIDELINES MM-HMM.

, UM, YOU KNOW, JUST BASED ON THE TEXT OF THE GUIDELINE LANGUAGE, EVEN THOUGH YOU DON'T HAVE ALL THE DETAILS, IF THERE, IF YOU HAVE PRECEDENT IMAGERY THAT YOU CAN SHARE, I THINK THAT WOULD BE REALLY HELPFUL.

UM, YOU KNOW, I THINK THAT THE WORKING GROUP HAS BEEN REALLY FOCUSED ON THE TEXT, UM, AND WITH, YOU KNOW, PHOTOS HERE AND THERE.

MM-HMM.

AND HOPEFULLY STAFF CAN HELP US A LITTLE BIT WITH THE, THE PHOTOS AS WELL.

BUT, UM, I THINK THAT, YOU KNOW, COMING FROM DESIGN COMMISSIONERS, HAVING REALLY GOOD PRECEDENCE IS A REALLY STRONG SORT OF, UH, MESSAGING TOOL.

AND, AND SO FROM THERE, YOU KNOW, IF IT'S RELEASED TO THE PUBLIC IN SEPTEMBER, THEY'LL HAVE 30 DAYS TO PROVIDE FEEDBACK.

SO, YOU KNOW, IN THEORY BY THE END OF OCTOBER, UM, WE'RE WORKING ON THAT NEXT DRAFT WITH THE, WITH THE COMMENTS.

SO THAT GIVES, YOU KNOW, THIS COMMISSION ESSENTIALLY TWO MONTHS TO OKAY.

TO PROVIDE COMMENTS.

ALRIGHT.

AND IF WE WANNA PROVIDE IMAGES, I ASSUME WE SEND THOSE TO YOU AND THEN YOU SEND THOSE OUT.

UM, DO YOU MEAN THAT I'LL SEND THEM OUT TO THE COMMISSION? WELL, TO THE WORKING GROUP.

TO THE WORKING GROUP, UH, SO THAT WE'RE NOT ALL PARTICIPATING IN THIS WORKING GROUP SO THAT WE SEND IT TO YOU.

UM, YOU KNOW, IF WE WERE TO FIND AN IMAGE THAT WE THINK WORKS MATCHES ONE OF THE, ONE OF THE HEADLINES FOR THE GUIDELINES, UH, TITLES THAT WE COULD SEND IT TO YOU AND YOU'LL SEND IT TO THE GROUP.

IS THAT THE BEST WAY TO MOVE FORWARD WITH THAT? I, UM, I THINK SO.

AND YOU CAN, IF YOU WANNA COPY DAVID OR, OR, OR SORRY, COMMISSIONER CAROL OR COMMISSIONER HOWARD.

MM-HMM.

.

AS LONG AS WE'RE NOT REACHING A QUORUM.

OKAY.

AND I'M GONNA BRAINSTORM A LITTLE AND SEE IF WE CAN'T HAVE A FOLDER.

GOTCHA.

UM, I'M JUST TRYING TO THINK OF WHAT KIND OF FOLDER WE COULD HAVE, BUT IT SEEMS LIKE IT WOULD MAKE SENSE.

SO I'LL, I'LL JUST SEE WHAT KIND OF, WHAT WE'RE ALLOWED TO DO.

OKAY.

IT SEEMS LIKE A FOLDER COULD MAKE A LOT OF SENSE IN OUR NEAR FUTURE SO THAT WE CAN JUST MAKE SURE THAT WE CAN GET MATERIAL AROUND AND THEN, YOU KNOW, WHEN IT COMES TO COPYRIGHT, WE'RE GONNA HAVE TO BE CAREFUL ABOUT THAT.

YEAH.

UM, SO I CAN, I CAN ALSO LOOK INTO THAT TOO AND SEE WHERE WE'RE AT.

I, I'M NOT SURE WHEN IT COMES TO A PUBLIC DOCUMENT, ALL THE DIFFERENT THINGS THAT WE ARE AND ARE NOT ALLOWED TO DO.

LIKE IF WE NEED TO CITE, IF WE'RE ALLOWED TO CITE A SOURCE.

UM, I HAVEN'T THOUGHT ABOUT THAT IN A WHILE, BUT, UM, JUST MAKE SURE ANY PHOTOS THAT YOU'RE SHARING, THAT YOU'VE SHARED THAT INFORMATION, THE SOURCE.

YEAH, THAT'S A GREAT POINT.

ALSO, IF, WHATEVER OTHER INFORMATION, IF, IF IT'S A BUILDING WHERE IT IS, WHAT, WHAT THE NAME IS OF THE BUILDING, THAT KIND OF THING.

UM, BUT YES, THE, THE IMAGE CREDIT AS WELL.

ALRIGHT.

ALRIGHT.

SO YEAH, JUST TO REPEAT IT, WE SEND AN IMAGE, UH, JUST MAKE SURE WE HAVE THE SITE, UH, AND THE, OR THE IMAGE SOURCE IN THE BUILDING LOCATION.

UM, AND THEN YOU'RE GONNA FIGURE OUT IF WE COULD DO THE FOLDER WHEN YOU SAID THE, THE FRONT END STUFF, LIKE WHAT ARE YOU REFERRING TO FOR THAT, THAT, SO AT THE FRONT WE'RE GOING TO HAVE A SECTION THAT BASICALLY SAYS LIKE, HOW TO USE THIS.

GOTCHA.

UM, BECAUSE, YOU KNOW, AS WE FORMATTED IT, YOU KNOW, WE HAVE APPLICABILITY, WE HAVE PRIORITY INTENT, SO JUST BRIEF DESCRIPTIONS ON WHAT ALL THOSE MEAN AND, AND HOW TO USE THE DOCUMENT, UM, AS WELL AS MAYBE A BRIEF JUST BACKGROUND, UM, BUT, BUT NOT THE 20 PAGES OF FILLER THAT THE CURRENT DOCUMENT HAS.

[00:25:01]

YEAH.

SO IT'LL BE PRETTY BRIEF.

OKAY.

ALL RIGHT.

UM, YEAH, I THINK IF YOU, IF Y'ALL, YOU KNOW, NEED ANYTHING, YOU KNOW, WE'RE, THERE'S, THERE'S A GOOD HANDFUL OF US AND OF COURSE WE DON'T WANNA HIT QUORUM, BUT FIGURE OUT, WE'LL FIGURE OUT HOW TO, HOW TO DO THAT.

IF SOMEBODY CAN'T MAKE A MEETING, THEN I WOULD SAY YEAH, JUST REACH OUT AND WE'LL SEE IF WE CAN GET SOMEBODY ELSE THERE.

THANKS CHAIR.

I HAVE A QUESTION.

YES.

FOR THE WORKING GROUP.

I'M CURIOUS, UM, AS YOU KNOW, FOR GENERAL CONVERSATION HERE WITHIN THIS GROUP, UM, WITHOUT GETTING INTO TOO MUCH DETAIL, DID YOU FIND YOU, UH, SAW A USEFUL OR SUCCESSFUL PRECEDENT FOR A APPROACH TO FUTURE SHARED STREETS? I'M JUST CURIOUS IF THERE WAS SOMETHING YOU WERE LOOKING AT.

I KNOW WE'VE TALKED IN THE PAST ABOUT CITIES LIKE MELBOURNE, UM, HAVING A GREAT SORT OF URBAN DESIGN GUIDELINE, UM, FRAMEWORK.

I'M WONDERING IN YOUR RESEARCH AS YOU'RE DEVELOPING IT, UM, AND BEARING IN MIND HOW MOBILITY IS LIKELY TO SHIFT IN THE NEXT 20 YEARS.

ARE YOU SEEING ANY GOOD WRITING OR RESOURCES THAT TALKS ABOUT, YOU KNOW, UH, SELF-DRIVING CARS, UM, ANY OTHER SOURCE OF MOBILITY IN HOW WE APPROACH SHARED STREETS, INCREASED PEDESTRIAN, UM, USAGE OF THE ROAD SURFACE, ET CETERA? OR IF NOT, IS THAT SOMETHING THAT YOU'RE LOOKING, LOOKING FOR? 'CAUSE WE, ME, IN, IN MY OWN PERSONAL WORK AND RESEARCH, I'M LOOKING INTO THAT.

I'M JUST CURIOUS IF YOU'RE SEEING ANYTHING LIKE THAT.

UM, THERE'S A, A LITTLE BIT OF RESEARCH THAT I'VE, I'VE SEEN AROUND DRIVERLESS CARS.

UM, I THINK NTO PUT OUT A GUIDE GUIDEBOOK, UM, WHILE BACK.

UM, AND A LOT OF INFORMATION, A LOT OF DISCUSSION ABOUT THE CURB LANE IN GENERAL.

UM, UH, NOT AS MUCH ON SHARED STREETS.

UM, I KNOW THERE'S BEEN, YOU KNOW, THERE'S A LOT OF, UH, DESIGN, UH, STANDARDS FOR SHARED STREETS IN OTHER COUNTRIES.

UM, AND WE HAVEN'T, UH, DEVELOPED A VERY COHESIVE SET IN THIS COUNTRY, UM, THAT I, THAT I'VE SEEN AT LEAST.

BUT IF YOU HAVE ANY RESOURCES TO SHARE, I THINK GONNA BE REALLY GREAT.

UM, AND PRECEDENT, IMAGERY, OBVIOUSLY FROM THOSE WOULD BE TERRIFIC.

UM, RIGHT NOW, AS WE'VE FRAMED IT THERE, UM, THERE IS KIND OF, THERE'S LANGUAGE IN THERE THAT COULD, YOU KNOW, ESSENTIALLY COULD, COULD GIVE A LOT OF CREDIT TO SOMEONE THAT'S PURSUING A, A SHARED STREET MODEL.

UM, BUT IT DOESN'T DIRECTLY, UH, PUSH ON TOWARDS SHARED STREETS.

UM, BUT THAT IS, YOU KNOW, THAT IS SOMETHING WE COULD CHANGE IF, UH, AND WE, WE COULD MODIFY OR ADD A GUIDELINE.

UM, I, AND I, I MISSED THE KIND OF PRESENTATION BACK TO Y'ALL, UM, FROM THE WORKING GROUP, BUT, UM, I THINK Y'ALL HAVE SEEN THE, THE CATEGORIES AND THE, UM, INDIVIDUAL GUIDELINES.

SO IF, UH, IF THERE'S SOMETHING IN THERE THAT YOU'RE NOT SEEING THAT YOU WANT TO SEE, YOU SHOULD LET US KNOW.

'CAUSE I THINK THERE'S NOT A GREAT OPPORTUNITY TO DO IT.

BUT LIKE, W THE WINDOW IS CLOSING, I THINK, FOR US TO BE ABLE TO, TO DRAFT EVERYTHING.

BUT I THINK THERE'S STILL A LITTLE BIT OF TIME WHERE WE COULD INCORPORATE THAT SORT OF CHANGE.

OKAY.

YEAH, I'LL DEFINITELY, UM, PUT MY THOUGHTS DOWN AND SHARE THEM WITH, UM, STAFF TO SEND YOUR WAY OR CC YOU ON, ON THE EMAILS.

BUT, UM, IT SEEMS, IT STRIKES ME AS THOUGH IF, IF THE GUIDELINES ARE INTENDED TO SERVE INTO THE FUTURE 10, 20 YEARS UNTIL THE NEXT DRAFT, THAT THAT SPECIFIC AREA IS THE SORT OF LARGEST UNKNOWN IN TERMS OF POTENTIAL, POTENTIAL CHANGE THAT, YOU KNOW, WE ARE SORT OF TRYING TO DESIGN AHEAD FOR.

UM, SO YEAH, I'M, I'M VERY CURIOUS AS TO HOW WE WILL ADDRESS THAT IN THE GUIDELINES AND IN THE CURRENT STRUCTURE.

UM, THE GUIDELINES ARE KIND OF INTENT DRIVEN, AND SO RATHER THAN FOCUSED DIRECTLY ON SHARED STREETS, SHARED STREET COULD BE A, UH, A DESIGN EXAMPLE OF HOW TO ACHIEVE THAT, UM, GUIDELINE.

UM, SO IF, IF YOU ARE, AS YOU'RE RESEARCHING, AS YOU'RE KIND OF PUTTING YOUR THOUGHTS TOGETHER, IT COULD THINK ABOUT IT AS LIKE, WHAT IS IT ABOUT SHARED STREETS THAT WE WANNA CAPTURE? YOU KNOW, WHAT'S THE ESSENCE OF, OF THAT INTENT? UM, I THINK THAT'D BE REALLY HELPFUL FOR US DRAFTING IT AND JUST MAKE IT KIND OF CLEARER FOR EVERYBODY AND, UM, A LOT EASIER TO DRAFT ON OUR END.

YEAH, THAT MAKES SENSE.

SURE.

OKAY.

LET ME DO THAT AND SEND SOMETHING YOUR WAY.

ONE ITEM WE DIDN'T DISCUSS, AND IT'S NOT PART OF THE URBAN DESIGN GUIDELINES, BUT IT'S THE INFRASTRUCTURE PORTION.

AND I THINK,

[00:30:01]

UM, I'M TALKING WITH STAFF ABOUT IT.

UM, WE'RE JUST GONNA HOLD OFF UNTIL WE GET OVER THIS, YOU KNOW, SEPTEMBER, AUGUST, SEPTEMBER DEADLINE AND THEN CREATE ANOTHER WORKING GROUP TO, UH, TO FOCUS ON THE INFRASTRUCTURE PORTION.

UM, COMMISSIONER CAR.

YEAH.

I WILL SAY, UM, THERE ARE GUIDELINES IN THE DOCUMENT THEY'RE WORKING ON THAT WOULD ADDRESS INFRASTRUCTURE.

JUST, YOU KNOW, AGAIN, WE NO LONGER HAVE THOSE CATEGORIES WE'RE DIFFERENTIATING, BUT WHEN, WHEN EACH GUIDELINE, AGAIN HAS THAT LINE OF APPLICABILITY, IT WOULD SAY WHETHER IT APPLIES TO INFRASTRUCTURE PROJECTS.

OKAY.

UM, YOU KNOW, THAT SAID, IF THERE'S A DESIRE AND NEED TO, TO DO A SEPARATE DOCUMENT LATER, THEN, THEN, YOU KNOW, THAT'S UP TO THE COMMISSION.

BUT, UH, JUST TO LET YOU KNOW, WE'RE, WE'RE STILL, WE'VE STILL BEEN INCORPORATING THAT INTO THIS DOCUMENT AS WELL.

OKAY.

I, I WOULD ADD TO THAT, I MEAN, I THINK THERE'S, UM, DEFINITELY THE FRAMEWORK FOR IT, BUT I DON'T, I STILL DON'T THINK THAT ANYONE HAS REALLY DONE A TON OF ANALYSIS TO FIGURE OUT, IS THIS COVERING EVERYTHING WE NEED TO COVER FOR INFRASTRUCTURE PROJECTS.

SO WHAT I WOULD, WHAT I MIGHT SUGGEST IS THAT WE CONTINUE IN OUR CURRENT MODEL, HAVING THESE DESIGN GUIDELINES THAT REALLY APPLY TO EVERYTHING AND, UM, UH, IN THE URBAN ENVIRONMENT AND LOOKING AT KIND OF, YOU KNOW, CHANGING THAT APPLICABILITY BASED ON WHETHER IT IS REASONABLE TO APPLY IT TO OUR, UH, INFRASTRUCTURE PROJECTS.

BUT THEN AFTER THIS DRAFT, POTENTIALLY AMEND THE, THE, UM, DESIGN GUIDELINES AFTER KIND OF A MORE, UH, A DEEPER DIVE INTO THAT SORT OF, UM, INTO THE INFRASTRUCTURE.

UH, WHAT, WHAT GUIDELINES ARE NECESSITATED BY INFRASTRUCTURE PROJECTS SPECIFICALLY.

YEAH.

'CAUSE IT'S SUCH A DIVERSE PROJECT TYPE, AND SO IT CAN, IT CAN JUST RANGE FROM AUSTIN ENERGY STUFF ALL THE WAY TO, TO THE POOLS, YOU KNOW.

AND SO, UM, IT SEEMS LIKE IT'S GOT, YEAH, IT'S JUST SUCH A WIDE RANGE, SO, OKAY.

I DO LIKE THE IDEA OF AMENDING IT A LITTLE, LITTLE DOWN THE ROAD.

ALL RIGHT.

ANY MORE QUESTIONS ON THE, UH, DESIGN, DESIGN STANDARDS UPDATES? THE URBAN DESIGN STANDARD UPDATES? UM, THE JOINT

[5. Update from the representative of the Joint Sustainability Committee regarding the meeting on May 22, 2024.]

SUSTAINABILITY COMMITTEE WE MET LAST MONTH, UM, IT WAS A PRETTY QUICK MEETING.

ALL WE DID WAS, UH, COMPARE WHAT SUSTAIN THE, THE OFFICE OF SUSTAINABILITY STAFF, UH, PROVIDED ON THE ENVIRONMENTAL INVESTMENT PLAN VERSUS WHAT THE COMMISSION DID.

SO, UM, THERE WAS JUST SOME BACK AND FORTH ON THAT.

UM, THERE WERE A LOT OF PARALLELS, BUT THERE WERE A LOT OF DIFFERENCES.

SO, UM, WE, I DON'T, I DON'T BELIEVE WE EVEN VOTED ON IT.

WE JUST HAD A DISCUSSION.

UH, SO IT WAS A PRETTY QUICK MEETING.

UM, AND THAT IS ALL THAT WE HAVE.

ARE THERE ANY ITEMS, UH, THAT WE NEED TO KEEP ON OUR, I KNOW WE HAVE, UM, AN ITEM THAT YOU HAD MENTIONED IS, IS IN, UH, OCTOBER.

IS IT THE CORRIDORS UPDATE ON THE CORRIDOR PLAN? YES.

THAT, UM, THAT'S CORRECT.

SO I DID HEAR BACK FROM, UH, MY COLLEAGUES IN THE CORRIDOR PROGRAM.

THEY'RE PLANNING TO COME IN OCTOBER.

OKAY.

AND WE DON'T HAVE A MEETING IN JULY, BUT IN AUGUST WE'VE GOT, UM, WE'VE GOT A HANDFUL OF THINGS.

WE'VE KIND OF HAVE A, A SMATTERING, A SAMPLER PLATTER OF AGENDA ITEMS. WE'VE GOT A DOWNTOWN DENSITY BONUS PROJECT, UH, THE 400 WEST 14TH.

UM, AND ALSO OUR, MY HOUSING COLLEAGUES ARE GONNA PRESENT ON AFFORDABLE HOUSING RELATED TO DOWNTOWN DENSITY BONUS.

MM-HMM.

.

UM, AND I BELIEVE WE HAVE ANOTHER CITY OF AUSTIN PROJECT THAT'S COMING FORWARD.

IT'S A FUN ONE AND I'M BLANKING ON IT.

UM, LET'S SEE.

OKAY.

I THINK THOSE ARE, THOSE ARE THE BIG ONES.

I, I HAVEN'T, I DID REACH OUT TO THE MUSIC COMMISSION LIAISON AND, AND I HAVEN'T HEARD BACK.

UM, BUT I WILL KEEP ON THAT.

UM, WHAT, WHAT WAS THAT, WHAT WERE THEY GONNA PROVIDE AN UPDATE ON ON THE MUSIC COMMISSION? WELL, I, I BELIEVE IT WAS, UM, VICE CHAIR MINORS HAD SEEN AN, HE WAS REFERENCING AN ARTICLE.

I, I, I'M LOOKING,

[00:35:01]

I'M LOOKING AT YOU ON THE CAMERA.

UM, UH, THERE WAS AN INTERESTING ARTICLE AND I REMEMBER IT WAS RELEVANT FOR AN UPDATE FROM, FROM THAT COMMISSION TO, UM, TO THIS COMMISSION.

THAT'S RIGHT.

AND SO, AND I THINK THAT'S A GREAT PRACTICE.

I MEAN, JUST LIKE WE'RE SEEING WITH DOWNTOWN COMMISSION WANTING US TO BE INVOLVED WITH THEM, UM, IT'S ALWAYS AVAILABLE TO REACH OUT TO ANOTHER COMMISSION AND SAY LIKE, HEY, WHAT'S GOING ON THERE? LET'S, UM, LET'S LEARN SOMETHING.

OR IF IT'S RELEVANT TO THE WORK THAT WE DO, IT COULD BE BEYOND, BEYOND JUST LEARNING.

CAN I ADD ONE PIECE OF DETAIL TO THAT? ALRIGHT.

COMMISSIONER, VICE CHAIR, MINOR.

UH, YEAH, SO JUST, UM, WITH REGARD TO THE ARTICLE THAT, UH, SOPHIA'S MENTIONING, IT'S, UH, IN REFERENCE TO THE MUSIC COMMISSION, LOOKING FOR WAYS TO ENSURE THAT THERE ARE LIVE MUSIC VENUES ON RED RIVER AND IT INCLUDED IN ANY NEW CONSTRUCTION AS WELL.

AND I KNOW THAT THAT IS SOMETHING THAT WE HAVE KIND OF FLOATED AS KIND OF LOOSELY COMPLYING WITH THE PUBLIC ART.

UM, BUT THERE'S REALLY NOTHING IN OUR DESIGN GUIDELINES THAT REALLY SPEAK TO MUSIC.

UM, SO I THINK, UM, IT'S KIND OF COOL TO SEE THAT, UH, THEY'RE TRYING TO DO THIS ON THEIR END.

AND I THINK THAT WE ARE ONE OF THOSE ENTITIES THAT CAN REINFORCE THAT, UH, YOU KNOW, DESIRE AND THEN, UM, EVEN EXPAND IT BEYOND RED RIVER.

UM, SO I KNOW WE'VE TRIED TO DO IT KIND OF AGAIN OFF HAND, BUT, UM, IT'D BE COOL TO SEE HOW WE CAN CONTRIBUTE TO THEIR EFFORTS.

SO THAT WAS KIND OF MY INTENT.

ALRIGHT, WELL, THANKS.

AND I KNOW, UH, COMMISSIONER LUKINS, YOU HAD SENT ME AN, AN ARTICLE AS WELL, UM, ABOUT PARKING, UM, WHICH I NEED TO DIG INTO AND, AND SEE WHO THE SOURCE IS OF THAT.

CORRECT.

SO I'LL BE IN TOUCH WITH YOU AND WITH STAFF ABOUT IT AND SEE IF IT'S SOMEBODY WE WANT TO HAVE PRESENT TO THE COMMISSIONER.

RIGHT.

AND, UM, CHAIR SALINAS, IT WAS THE, IT'S THE UMOFF PLAN THAT'S COMING IN IN AUGUST.

ALRIGHT.

OH, REALLY? AND CAN, UH, CHAIR SALINAS, CAN I SHARE? YES.

AN ANNOUNCEMENT, I GUESS.

UM, SO NICOLE CORONA IS, SHE IS JUST STEPPING AWAY FOR A LITTLE BIT.

UH, SHE'S BEEN PULLED OVER TO HELP WITH PLANNING COMMISSION, WHICH AS YOU'ALL KNOW, TAKES A LOT OF TIME.

UM, SO THAT'S WHY YOU'RE SEEING MORE COMMUNICATIONS COME FROM ME RIGHT NOW.

UM, I DON'T HAVE A TIMELINE ON THAT WHEN SHE'LL BE BACK, BUT I ALSO WANTED TO INTRODUCE MY COLLEAGUE JASPER, SITTING HERE.

UM, IF YOU WANNA INTRODUCE YOURSELF.

JASPER .

SORRY.

LOVE IT.

HOW DO I KNOW IF IT'S ON? YOU'RE GOOD.

THERE'S NO LIGHT.

OH, THERE, THERE'S A LIGHT.

HI.

UM, YEAH, JASPER SILA, WHEN YOU DO THE URBAN DESIGN GROUP HERE AND, UM, SERVING AS THE ALTERNATE TO THIS COMMISSION.

WELCOME, JASPER.

SO HOW LONG, HOW LONG ARE YOU GONNA BE WITH US? DO YOU KNOW? OR ARE WE PLAYING BY EAR ? UM, JASPER'S RELATIVELY NEW ON THE URBAN DESIGN TEAM, AND SO HE'S TRAINING TO BE MY BACKUP.

SO YEAH, YOU'LL BE SEEING, YOU'LL BE SEEING HIM AROUND.

WELL, ALL RIGHT.

WELL, THANK YOU FOR BEING HERE.

WELL, THAT'S ALL THAT WE HAVE TODAY.

UH, UNLESS ANYONE HAS ANY COMMENTS OR ANY ADDITIONAL INFORMATION YOU WANNA SHARE.

UM, IF THERE ARE NO OBJECTIONS, I'M GONNA ADJOURN TODAY'S MEETING A REALLY QUICK ONE.

I APPRECIATE EVERYBODY BEING HERE AND TUNING IN.

UM, ANY OBJECTIONS? ALL RIGHT.

OUR MEETING IS ADJOURNED AT 6 43.

THANK YOU.

I.
