I KNOW WE HAVE A SERIES OF, OF PRESENTATION AND A FULL AGENDA, AND I THINK THE SECOND HALF OF THIS PRESENTATION ON THE OPEN DATA PEARLS WILL BE MORE, MORE INTERESTING THAN THE FIRST PART WHERE I TALK ABOUT CRIME STAT.

SO I PROMISE IT WON'T, UH, TAKE TOO LONG ON IT AS, UM, ALWAYS WITH OUR QUARTERLY STATISTICS, THESE STATS GO THROUGH JUNE 19TH, NOT THROUGH THE FULL MONTH.

WE'LL BE UPDATED WITH THAT DATA AND WE'RE WORKING WITH THE FORMAT THAT WE WERE TOLD TO WORK WITH.

UM, OUR TARGET, OBVIOUSLY AT 10 MINUTES IS NOT BEING MET AT THIS TIME.

UH, WE'RE HOPING THAT AS WE INCREASE STAFFING, WE'RE ABLE TO REDUCE THAT A LITTLE BIT.

BUT OUR PRIORITY ZEROS AND ONES RIGHT NOW ARE AVERAGING ANYWHERE FROM THREE TO FOUR MINUTES OVER THE 10 MINUTE TIMEFRAME.

EVENTS ACROSS THE CITY OVER THIS LAST QUARTER, UM, 17 OF THOSE AS EVENTS, 34 IS MEETINGS AND 31 IS OUTREACH AND EDUCA AND EDUCATION.

UH, KIND OF BROKE DOWN THE DIFFERENT TYPES OF INVOLVEMENT AND REPRESENTATION THAT WE HAVE THERE.

ON THE NEXT SLIDE, YOU'LL SEE A COUPLE OF HIGHLIGHTS.

UM, WE, WE HAVE STARTED A PROGRAM THAT'S CALLED THE BEACON PROGRAM AT THE AUSTIN POLICE DEPARTMENT, WHERE WE ARE REACHING OUT TO FOSTER YOUTH ACROSS THE STATE OF TEXAS TO TRY TO INCREASE DIALOGUE AND TRUST WITH THAT COMMUNITY, INSTILL CONFIDENCE IN THEM AND CREATE OPPORTUNITIES FOR THEM.

UH, WHETHER IT'S A JOB AT THE AUSTIN POLICE DEPARTMENT OR THE CITY OF AUSTIN OR WHEREVER ELSE IT IS THAT THEY WANT TO GO IN LIFE.

UH, WE WANNA MAKE SURE THAT THEY KNOW THAT THERE'S PATHWAYS FOR THAT TO HAPPEN.

UH, THIS PARTICULAR EVENT, WE'RE ABLE TO ACTUALLY TALK TO THEM ABOUT INTERACTIONS WITH POLICE AND WE WERE ABLE TO DO A MOCK TRAFFIC STOP AND WALK THEM THROUGH A, A TRAFFIC STOP AND, AND KIND OF WALK THEM THROUGH WHAT TO EXPECT AND HOW TO INTERACT WITH POLICE OFFICERS IF THEY'RE IN A CAR THAT STOPPED BY THE POLICE.

WE DID OUR FIRST, UM, ANNUAL AUTISM POLICE SENSORY AWARENESS FAIR AS WELL THROUGH THE OFFICE OF, UH, COMMUNITY LIAISON, WHICH WAS A, A BIG SUCCESS.

UM, AUSTIN YOUNG MINES DAY AND COMMUNITY KETA NEIGHBORHOOD NEIGHBORHOOD MEETINGS CONTINUE ALMOST ON A WEEKLY BASIS.

NEXT SLIDE OR OVERTIME BUDGET.

UM, WE USE OVERTIME QUITE HEAVY ON THE OVERTIME IN ORDER TO STAFF PATROL SO THAT WE CAN ANSWER THOSE NINE ONE ONE PHONE CALLS.

SO THAT'S WHY WE'RE OVERAGE THERE.

ON THE NEXT SLIDE, YOU'LL SEE WE'RE A LITTLE BIT UNDER ON THE TOTAL, UH, BUDGET FORECAST FOR THIS FISCAL YEAR.

WE ARE LOOKING AT GRADUATING APPROXIMATELY 115 TO 120 CADETS INTO PROBATIONARY OFFICERS FOR THIS, UM, CALENDAR YEAR OF 2024.

AND WE'RE CURRENTLY PROJECTED TO SEPARATE UNDER A HUNDRED.

SO THIS MAY BE, UM, CROSSING OUR FINGERS.

THIS COULD BE THE FIRST YEAR SINCE 2019 WHERE WE END UP WITH MORE OFFICERS THAN WE LOSE.

IT WOULD BE THE FIRST TIME IN OVER FIVE YEARS THAT THAT HAPPENED.

SO WE'RE, WE'RE ANXIOUSLY WAITING, UM, THE END OF THE YEAR TO SEE HOW THAT SHAKES OUT FOR US.

AND THEN WE HAVE, UH, THE FUTURE SCHEDULED CLASSES AS WELL FOR 2025.

STAFFING TROUBLES STILL CONTINUE WITH OVER 300 TRUE VACANCIES AND SWORN IN 96 IN CIVILIAN.

I KNOW WE KIND OF ZOOMED THROUGH THE, THE CRIME FIGURES AT THE BEGINNING.

IS MY READ ACCURATE THAT CRIME SEEMS TO BE DOWN ACROSS THE BOARD? UM, THERE WERE DEFINITELY SOME CATEGORIES OF CRIME THAT WERE DOWN AND ONLY A FEW THAT WERE UP.

AND THAT'S GONNA BE A COMPARISON TO THE PREVIOUS QUARTER, UM, OR THE PREVIOUS YEAR DEPENDING ON WHICH SLIDE YOU'RE LOOKING AT.

UH, SO WE ALWAYS CAUTION PEOPLE, WHILE IT'S IMPORTANT TO KNOW WHAT THOSE CRIME SETS LOOK LIKE, WHEN YOU TAKE A SMALLER SNAPSHOT, THERE COULD BE A WEIRD ANOMALY THAT'S CAUSING THAT AND TO LOOK AT THE CRIME SETS OVER A LONGER PERIOD OF TIME TO REALLY GET A GOOD READ ON WHAT'S HAPPENING.

BUT YES, UH, THERE WERE NUMBER OF, UM, NUMBER OF CRIME STATISTICS THAT WERE DOWN AS COMPARED TO LAST YEAR AND LAST QUARTER.

AND CAN YOU SPEAK SPECIFICALLY TO VIOLENT CRIME? MOST OF THE VIOLENT CRIME WAS DOWN, I THINK THAT HOMICIDES WERE UP, LET ME SCROLL BACK UP IN MY, UM, MIND HERE TO JUST LOOK AT, TO MAKE SURE HOMICIDE OFFENSES WERE UP 33% FOR A ONE YEAR CHANGE.

UH, AND THEN SEXUAL ASSAULTS AND KIDNAPPING SLASH ABDUCTIONS WERE BOTH DOWN BY 30% FROM LAST YEAR.

AND IN TERMS OF THE FIVE YEAR, UH, DIFFERENCE, UH, YOU'RE LOOKING AT MOSTLY A DECREASE IN VIOLENT CRIME WITH THE EXCEPTION OF HOMICIDES, WHICH WERE UP 9%.

UM, AND JUST THE, THE, THERE'S A SIGNIFICANT REDUCTION IN CALL VOLUMES OF, I MEAN, HONESTLY OF OVER 2500, 2500 TO 2,800 FEWER CALLS, UM, CALLS.

UM, CAN YOU SPEAK A LITTLE BIT TO WHAT THAT, WHAT THAT REDUCTION IN CALL VOLUME IS AND WHY IT DOESN'T, WHY IT DIDN'T IMPACT POTENTIALLY RESPONSE TIME MORE? ARE YOU TALKING ABOUT THE DIFFERENCE BETWEEN APRIL AND MAY VERSUS JUNE? NO, I'M TALKING ABOUT THE DIFFERENCE.

YEAH.

JUNE IS DOWN TO 5,000 OR SO.

UM, THE FIRST ONE, THERE SEEMS TO BE A LOT OF VARIABILITY FROM UP AND DOWN BY COUNCIL DISTRICT OR BY PRECINCT, IS, DO YOU HAVE ANY SENSE, IS THAT JUST THE RANDOMNESS OF A MONTH TO MONTH OR IS THERE ANY BROADER TRENDS? 'CAUSE SOME ARE UP 30% IN, IN SOME CATEGORIES AND OTHERS ARE DOWN 15 OR 20% IN TERMS OF THE RESPONSE TIME OR THE CRIMES, UH, SORRY.

THE ACTUAL NUMBER OF CRIMES, THE NUMBER OF CRIMES WIDE SWINGS BY EITHER, UM, COUNCIL DISTRICT OR ALSO BY BY SECTOR.

I THINK THAT, UM, WHEN WE LOOK AT THE LONG-TERM TRENDS, THOSE WILL EVEN OUT MORE SO THAN THE, YOU KNOW, LOOKING AT JUST FROM THIS QUARTER TO LAST QUARTER, LAST YEAR'S QUARTER THE SAME QUARTER OR JUST LAST QUARTER.

AND THE REASON I SAY THAT'S BECAUSE YOU CAN HAVE A SPECIFIC INCIDENT THAT HAS MAYBE A DOUBLE MURDER OR UM, A MURDER THAT INCLUDES A REVENGE FACTOR.

SO YOU HAVE TWO DIFFERENT HOMICIDES OR AGAT A******S THAT HAPPEN IN THE SAME AREA THAT CAN SPIKE THE NUMBERS.

AND THEN ANOTHER COUNCIL DISTRICT THAT JUST FOR SOME REASON IS QUIET OVER THE COURSE OF THREE MONTHS.

SO WHEN YOU LOOK AT ONE QUARTER ONLY, I DON'T THINK IT GIVES A TRUE SNAPSHOT.

I THINK YOU HAVE TO LOOK AT THE LONG, LONG-TERM TRENDS FOR THOSE.

OKAY.

AND I ASSUME THAT THAT'S SOMETHING THAT Y'ALL ARE KEEPING AN EYE ON TO LOOK FOR HOTSPOTS FOR INTERVENTIONS AND THAT TYPE THING? ABSOLUTELY.

SO WE, WE DO HOTSPOTS DOWN TO THE ADDRESS.

WE DON'T NECESSARILY LOOK AT A COUNCIL DISTRICT OR A SECTOR TO DEPLOY RESOURCES.

WE LOOK AT 'EM, UH, GRANULARLY TO AN ACTUAL APARTMENT COMPLEX OR STREET SO THAT WE CAN DEPLOY THE RESOURCES TO ACTUALLY WHERE THE CRIME IS HAPPENING.

AND THEN ONE THING THAT WOULD BE NICE TO SEE AT SOME POINT, I KNOW WE DISCUSSED THIS BEFORE, BUT SOMETHING LIKE, UH, A RATE BY POPULATION AS AUSTIN GROWS, YOU KNOW, GOING FROM 12 MURDERS TO 13 MURDER AS WELL.

ANY MURDER IS TOO MUCH THAT THAT'S A DIFFERENT NUMBER.

WOULD, WOULD BE USEFUL TO PUT IN CONTEXT OF THOSE CHANGES OVER TIME.

UM, SO IF THERE RECENT, IF IT'S A RECENT QUARTER YES MA'AM.

YEAH.

SO IF IT'S POSSIBLE TO IN PARTICULAR, UM, GET THE DATA, YOU KNOW, FOR WHATEVER THE LAST SORT OF FULL CALENDAR YEAR IS, OR IT NEEDS TO BE, YOU KNOW, A BUDGET YEAR, A FISCAL YEAR, UM, AND REALLY BE ABLE TO LOOK AT THE NUMBER OF OFFENSES THAT WERE LOGGED IN THAT TIME PERIOD AND THE NUMBER OF THOSE OFFENSES THAT WERE CLEARED.

AND WE HAVE OBVIOUSLY A DIVERSIFIED VENDOR POOL AS A RESULT OF THAT.

SO WE CAN CHOOSE WHICH VENDORS WE SOURCE FROM IN ORDER TO EXPEDITE DELIVERY TO THE GREATEST EXTENT POSSIBLE.

THAT'S WHY VENDOR DIVERSIFICATION AND PUBLIC SAFETY WAS SO IMPORTANT.

AND THEN WE'VE STRATEGICALLY, AND YOU SAW THE SPIKES IN CAPITAL SPENDING ON FLEET REPLACEMENTS.

UM, BUT WE'VE STRATEGICALLY ALIGNED OUR PURCHASING TIMING TO, UM, WITH THE OEMS PRODUCTION SCHEDULES WHEN THEY'RE ACTUALLY PRODUCING THE VEHICLE.

SO OUR ORDERS ARE THE FIRST IN LINE, SO WE'RE THE FIRST VEHICLES TO COME OFF THE PRODUCT LINE.

AND SO INSTEAD OF THE LAST AND BEING CAUGHT BEHIND THE EIGHT BALL, AND THEN WE MAINTAIN ROBUST COMMUNICATION ON A MONTHLY BASIS, WE CONTACT ALL OF OUR VENDORS AND GET DELIVERY DATES FOR EVERY VEHICLE ON A MONTHLY BASIS.

AND WE'RE ONE OF THE FIRST THAT'S GONNA GO, AND WE'RE GONNA ABSOLUTELY COMMUNICATE HOW IT WENT.

WE USE LITHIUM ION IRON, LITHIUM IRON BATTERIES, AND THEN LITHIUM ION, AND THEY'RE MOVING TO LITHIUM IRON, AND THEN THEY'RE GONNA MOVE TO SOLID STATE.

SO THERE'S TRANSITION THAT'S TAKEN PLACE IN TECHNOLOGY.

AND THEN THE MANUFACTURERS HAVE BEEN KIND OF PULLING BACK ON THEIR BEV PRODUCTION.

PEOPLE AREN'T WANTING TO BUY 'EM.

WE HAD A LOT OF UPTICK IN SALES OF BATTERY ELECTRIC VEHICLES IN THE UNITED STATES LAST YEAR.

THINGS KIND OF SLOWED DOWN WITH THE COST OF CAPITAL AND THINGS LIKE THAT.

JUST PRIVATE SECTORS KIND OF IMPACTING THIS.

UH, AND, UM, AND THEN THE, THE MANUFACTURERS NEED TO DIVERSIFY THEIR, THEIR BATTERY ELECTRIC VEHICLE OFFERING TO US FOR THINGS THAT WE WANT.

UM, MAYBE THEY HAVEN'T BEEN MAKING EVERYTHING THAT WE COULD USE FROM A PUBLIC, UH, SECTOR FLEET.

UH, WE'RE LIKE, WE'RE LOOKING TO GET INTO SOME LARGER VEHICLES WHERE OUR OPPORTUNITIES FOR SAVINGS ARE EVEN MUCH GREATER THAN THE LEASE VEHICLES.

UM, AND THERE'S ONE THING ABOUT, UM, POLICE, UH, THAT I WANTED TO KIND OF MENTION IS THAT, AGAIN, OUR VEHICLE, OUR FLEET TRAVELS 45 MILLION MILES A YEAR, AND 40% OF ALL THOSE MILES IS A PD.

SO, UM, IF IT CAN BE DONE IN A LIMITED WAY, THERE MIGHT BE SOME GREAT SAVINGS.

OTHERWISE, WE'RE LOOKING FOR THE HEAVIER DUTY VEHICLES WHERE THE COST PER MILE IS, IS SUPER HIGH.

UM, AND THEN, UM, THE SUPPLY CHAIN, RIGHT? THE MINING OPERATIONS AND SUPPLY CHAINS AND ASSEMBLY PLANTS, THESE THINGS AREN'T TOTALLY STOOD UP YET IN THE UNITED STATES.

THESE MINING OPERATIONS ARE IN, UH, UH, NOT FREE TRADE COUNTRIES YET AT THIS POINT.

SO THOSE THINGS ARE BEING PULLED BACK DOMESTICALLY.

UH, SO SUPPLY CHAIN CONTRACTS BACK TO THE UNITED STATES OR INTO THE FREE TRADE COUNTRIES WHERE WE CAN TAKE ADVANTAGE OF THOSE THINGS.

TAKE THE PEOPLE OUT OF THOSE AREAS.

UM, I WANNA TALK SPECIFICALLY ABOUT OUR FORENSIC NURSING PROGRAM AND THEN FOLLOW UP WITH OUR SEXUAL ASSAULT SURVIVOR ADVOCACY PROGRAM, AND THEN DISCUSS BRIEFLY ALL OF THE OTHER PROGRAMS THAT MAY SERVE THESE, UM, THESE VICTIMS. SO AS FAR AS OUR FORENSIC NURSING PROGRAM, THIS CONSISTS OF FULL-TIME AND RELIEF STAFF NURSES.

THESE NURSES ARE SPECIALLY TRAINED TO OFFER A FORENSIC EXAMINATION IN THE IMMEDIATE AFTERMATH OF A SEXUAL ASSAULT.

A SURVIVOR MAY REQUEST A FORENSIC EXAM WITH AN INTENTION TO REPORT TO LAW ENFORCEMENT.

THEY MIGHT PRESENT AND WANT TO EXPLORE THE OPTION TO PRESENT TO LAW ENFORCEMENT, OR THEY MAY CHOOSE TO NOT ENGAGE WITH LAW ENFORCEMENT, WHICH WE CALL A NON-REPORT EXAM, BECAUSE NOT ALL OF OUR SERVICES THAT ENGAGE WITH THE FORENSIC NURSES CENTER AROUND THE CRIMINAL JUSTICE SYSTEM OR WITHIN THE SCOPE OF REPORTING, THE FOCUS OF OUR FORENSIC NURSING IS GOING TO BE BASED ON THE HEALTH AND SAFETY OF THE SURVIVOR, NOT RELATED TO THE OUTCOME NECESSARILY OF THEIR CRIMINAL JUSTICE CASE.

SO I JUST WANTED TO NAME THAT, THAT AS WE KNOW THE PERCENTAGE OF, UM, SEXUAL ASSAULT SURVIVORS THAT CHOOSE TO REPORT, WE KNOW THAT THIS IS A SIGNIFICANTLY UNDER-REPORTED CRIME.

SO, AS FAR AS, UM, JUST RELATING TO THE PRESENTATION, AN OVERVIEW OF WHAT OUR FORENSIC NURSE EXAMINERS, UM, DO IS THEY WILL EVALUATE AND TREAT TRAUMA AND OTHER MEDICAL CONDITIONS AS NEEDED.

UM, AS FAR AS THE FORENSIC EXAM, THEY, THEY MAY COLLECT BIOLOGICAL TRACE PHYSICAL EVIDENCE INTERWOVEN WITHIN THE EVIDENCE COLLECTION.

UM, IS THE CONVERSATION PIECE.

THIS IS A SIGNIFICANT PORTION OF A FORENSIC EXAM.

I THINK WHEN PEOPLE THINK OF FORENSIC EXAM, THEY THINK PRIMARILY OF THE ACTUAL PHYSICAL EXAM EXAMINATION.

HOWEVER, A LOT OF THIS IS GOING TO BE SPEAKING WITH THE SURVIVOR, LEARNING WHAT, UM, THEIR NEEDS ARE, AND THAT IS GONNA IMPLEMENT SAFETY PLANNING, WHAT A FOLLOW UP LOOKS LIKE, BOTH IN TERMS OF EMOTIONAL CARE, AS WAS, AS WELL AS PHYSICAL AND MEDICAL CARE, AND THEN OFFER REFERRALS.

OUR GOAL IS TO MINIMIZE THE EMOTIONAL TRAUMA THAT MAY BE ASSOCIATED RELATED TO SEEKING SERVICES.

OUR NURSES WILL ADVOCATE WITH, UM, FOR OUR PATIENT'S NEEDS.

WE'LL COLLABORATE WITH OTHER RESPONDERS, AND THEN ADDITIONALLY, OUR NURSES WILL PARTICIPATE AS EXPERT WITNESSES.

THEY'RE SPECIALLY TRAINED AND THEY HAVE BEEN QUALIFIED AS EXPERTS, AND THEY WILL PARTICIPATE, IS CALLED UPON FOR PROSECUTION

IT'S SEXUAL ASSAULT VICTIM ADVOCACY.

UM, AGAIN, ALL OF OUR SERVICES ARE GOING TO BE CONFIDENTIAL.

THE WAY THIS PLAYS IN IS, FOR EXAMPLE, IF THERE IS A REPORTED EXAM, THAT SURVIVOR MAY NOT WANT TO DISCLOSE EVERY SINGLE DETAIL OF WHAT INCURRED DURING THE ASSAULT.

IF THEY CHOOSE TO DISCLOSE THAT TO LAW ENFORCEMENT OR A FORENSIC NURSE EXAMINER, THEY CERTAINLY CAN DO THAT.

THEY CAN ALSO UTILIZE OUR ADVOCATE FOR CONFIDENTIAL SERVICES.

MAYBE THEY WANNA TALK ABOUT SAFETY PLANNING OR SOMETHING THAT WE DON'T WANNA INCLUDE IN THAT REPORT.

AND SO WE ARE ALONGSIDE THERE WITH THEM.

UM, OUR ADVOCATES ARE PROVIDING A ACCOMPANIMENT DURING THE EXAM ITSELF.

WHAT THEY'RE OFFERING IS THAT CONFIDENTIAL SERVICE.

THEY PROVIDE CRISIS INTERVENTION, AND AS I MENTIONED, THE SAFETY PLANNING THROUGHOUT THIS.

WHAT THIS MIGHT LOOK LIKE IS A SURVIVOR MIGHT HAVE SIGNIFICANT AND IMMEDIATE LEGAL CONCERNS OR MEDICAL CONCERNS OR OTHER TYPES OF BASIC NEEDS, AND OUR ADVOCATES ARE THERE ON THE SPOT TO BE ABLE TO RESPOND TO THOSE TYPES OF QUESTIONS.

IN ADDITION TO BEING PRESENT DURING THE MEDICAL EXAM ITSELF, UM, THEY CAN ALSO ACCOMPANY A SURVIVOR TO A DETECTIVE INTERVIEW.

AND WE ALSO HAVE CONTINUOUS FOLLOW-UP SUPPORT SERVICES.

SO WHAT THAT MIGHT LOOK LIKE IN POST THE IMMEDIATE AFTERMATH, IT TAKES A SURVIVOR MONTHS, POSSIBLY YEARS TO MOVE FORWARD IN, IN NAVIGATE THAT JOURNEY OF HEALING THAT MIGHT OCCUR POST ASSAULT.

UM, WHAT THAT MIGHT INCLUDE IS CONNECTION TO OTHER SAFE PROGRAMS THAT WE HAVE PRESENT, WHICH I'LL TALK ABOUT MOMENTARILY.

IT MIGHT INCLUDE REFERRALS OR COMMUNICATION WITH OTHER COMMUNITY RESOURCES.

IT MIGHT INCLUDE SOMETHING AS BASIC AS PHYSICAL RESOURCES.

WE GET GROCERIES FOR A LOT OF OUR SURVIVORS, GETTING THEM FOOD, GETTING THEM GAS, UM, BUS PASSES, THINGS LIKE THAT.

MANY, MANY BASIC NEEDS, INCLUDING CLOTHING.

UM, AS WE KNOW, UH, THE SUPPORT THROUGH THE CRIMINAL JUSTICE PROCESS CAN TAKE SEVERAL MONTHS, AND THERE'S A LOT OF QUESTIONS THAT MAY BE ASKED.

SO OUR ADVOCATES WILL BE PRESENT AGAIN, POST SEVERAL MONTHS, UM, TO HELP ANSWER ANY QUESTIONS THAT OUR ADVOCATES MIGHT HAVE.

UM, THIS MIGHT ALSO INCLUDE SUPPORT THROUGH THE CIVIL LEGAL SYSTEM.

UM, MAYBE PROTECTIVE ORDERS ARE AN ISSUE.

MAYBE THERE ARE FAMILY LAW ISSUES RELATED TO THE SEXUAL ASSAULT.

WE SEE A LOT OF HOUSING, UM, CONCERNS ABOUT A SURVIVOR MAY NOT FEEL SAFE IN THEIR APARTMENT, AND THEY WOULD LIKE TO RELOCATE AND KNOW WHAT THAT LOOKS LIKE.

UM, AND SO OUR ADVOCATES ARE WELL TRAINED TO OFFER THAT TYPE OF ACCOMPANIMENT.

UM, SURVIVORS MAY NEED ADDITIONAL, UM, MEDICAL NEEDS.

AND SO PLANNED PARENTHOOD SERVICES IS A VERY CLOSE COLLABORATION WE HAVE WITH THAT COMMUNITY PARTNER.

AND THEN WE CAN OFFER SOME MEDICAL CASE MANAGEMENT AS WELL.

UM, SO OUR ADVOCATES HERE AT SAFE AS WELL AS OUR FORENSIC NURSING.

WE DO A LOT MORE THAN WHAT DOES PRESENT AT THAT ONE MOMENT IN TIME, WHICH IS THAT FORENSIC EXAM.

UM, AND SO A LOT OF THE SAFETY PROTOCOLS THAT ARE, THAT ARE WITHIN THAT DEPARTMENT.

AND THEN WE ALSO OFFER SUPPORT TO SURROUNDING COUNTIES.

UM, SURVIVOR NEEDS ARE EXCEEDING OUR CAPACITY.

MEMBERS OF THE SART INCLUDE LAW ENFORCEMENT, PROSECUTORS, FORENSIC NURSES, MENTAL HEALTH ORGANIZATIONS, THE CRIME LAB AND COMMUNITY-BASED ORGANIZATIONS WHO SERVE SURVIVORS OF SEXUAL ASSAULT.

SAFE HAS BEEN ONE OF OUR, UH, LONGEST STANDING PARTNERS THAT, THAT WE REALLY APPRECIATE THAT RELATIONSHIP AND THE OPPORTUNITY TO BE HERE WITH SAFE TODAY TO TALK ABOUT THIS SHORTAGE OF, UH, AVAILABLE FORENSIC NURSING EXAMS AND ENSURING THAT NO EVIDENCE IS LOST AND NO VICTIMS ARE FORCED TO ENDURE LONG WAIT TIMES IS A CRITICAL STEP IN INCREASING ACCESS TO JUSTICE FOR SURVIVORS AND FOR OUR COMMUNITY AS A WHOLE.

THIS ISSUE HAS LONG BEEN A PRIORITY OF THE SAR FOR OVER A DECADE.

WE ADDRESSED THIS ISSUE BACK IN 2014 WHEN THERE WAS ALSO AN INABILITY TO PROVIDE, UM, FREE AND IMMEDIATE NURSING EXAM, FORENSIC NURSING EXAMS FOR EVERY SURVIVOR AT THAT TIME.

AND THAT IS WHAT LED TO THE CREATION OF EL LOUISE HOUSE, A MODEL THAT WE ARE VERY PROUD OF TO HAVE HERE IN OUR COMMUNITY THAT HAS BEEN REPLICATED THROUGHOUT THE COUNTRY.

UM, WE HAVE TO, TO ADDRESS THIS CURRENT ISSUE, WE HAVE FORMED A FORENSIC EXAM WORK GROUP WITH THE SAR TO TRY TO ADDRESS THIS FROM MULTIPLE ANGLES AND CONSIDER LOTS OF DIFFERENT, UH, VIEWPOINTS IN TERMS OF HOW WE EXAMINE THE PROBLEM, HOW WE DEFINE THE PROBLEM, AND HOW WE CAN BRAINSTORM FOR SOLUTIONS.

SO WHETHER THAT BE WITH, UM, WITH SAFE, UM, EXCLUSIVELY, OR IF WE, IF WE END UP AS A COMMUNITY USING OTHER PROVIDERS FOR, UM, TO HELP FILL THIS GAP, WE ARE ASKING THAT THERE BE DEDICATED FUNDING THAT IS SPECIFICALLY FOR, UM, MAINTAINING COMPETITIVE FORENSIC NURSING SALARIES IN OUR COMMUNITY SO THAT WE CAN ADDRESS THIS SHORTAGE OVER THE LONG TERM AND FIND SUSTAINABLE SOLUTIONS.

THOSE TWO PROGRAMS DO SPECIFICALLY ADDRESS, UH, SURVIVOR SEEKING ASSISTANCE WITH AN IMMEDIATE AFTERMATH SEEKING A FORENSIC EXAM.

SURVIVORS OF SEXUAL ASSAULT ARE ASKING FOR A LOT OF OTHER STUFF AS WELL.

UM, AND SO WHEN WE TALK ABOUT THE SERVICES FOR THEM, WE NEED TO LOOK AT OUR HOUSING.

WE DO NEED TO LOOK AT OUR COUNSELING, WE NEED TO LOOK AT OUR TRAINING.

UM, THERE'S JUST, IT'S SO EXPANSIVE IN TERMS OF HOW THAT WORKS.

UM, WHEN IT COMES TO SUPPORT OF ONE PARTICULAR PROGRAM, UM, OUR NURSES AND OUR ADVOCATES, WE ALSO WANNA BE EQUITABLE IN HOW WE TREAT THE REMAINDER OF OUR STAFF.

UM, AND SO THAT'S SOMETHING THAT WE NEED TO ALWAYS INCLUDE OUR HUMAN RESOURCES DEPARTMENT AND OUR FINANCE DEPARTMENT.

UM, AND THAT'S WHY WE ASK FOR, FOR THAT FROM OUR SAFE PERSPECTIVE.

UH, YOU KNOW, THAT THAT'S THE GOAL THAT WE'RE TRYING TO ADDRESS IS THIS WORKING GROUP, NOT, NOT ANYTHING SPECIFIC TO SAFE, REGARDLESS OF WHO'S GOING TO PROVIDE THESE FORENSIC EXAMS. UM, THE BACKGROUND ON THIS IS, UH, AS YOU ALL KNOW, UM, WE ARE UNDERGOING A SEARCH FOR A NEW, UH, PERMANENT POLICE, UH, CHIEF, WHICH OBVIOUSLY HAS SOME IMPACT UPON OUR, UH, PUBLIC SAFETY AND OUR COMMISSION, AND EVERYBODY WHO'S INTERACTING.

THIS IS A ASK, UM, TO INCLUDE AT LEAST SOME MEMBERS FROM THE PUBLIC SAFETY COMMISSION, AS WELL AS, UH, SOME, UH, MEMBERS FROM OTHER RELEVANT COMMISSIONS TO PARTICIPATE IN THAT PUBLIC INPUT PROCESS, WHICH HAS, FROM MY UNDERSTANDING, HAS SOMETIMES HAPPENED AND HAS SOMETIMES NOT IN THE PAST.

UM, SO HAS EVERY OPENS UP FOR DISCUSSION.
