[00:00:08]
[CALL TO ORDER]
GOOD EVENING.THIS IS THE, UM, JULY MEETING OF THE AUSTIN MAYORS COMMITTEE FOR PEOPLE WITH DISABILITIES.
UM, LET'S GET STARTED WITH ATTENDANCE.
LISA, IF YOU'RE HERE, IF YOU COULD JUST TURN ON YOUR CAMERA SO WE CAN COUNT YOU AS PRESENT.
I DIDN'T REALIZE MY VOLUME WAS DOWN UNTIL NOW.
AND COMMISSIONER VASSO, IF YOU JUST TURN ON YOUR CAMERA MOMENTARILY SO WE CAN COUNT YOU AS HERE.
WE'LL COME BACK TO COMMISSIONER VAS.
UH, SHE MAY HAVE JUST STEPPED AWAY FOR A MOMENT.
AND VICE-CHAIR FRANKS IS NOW JOINING US, SO HE IS HERE AS WELL.
DO WE HAVE, UM, THE NEXT ITEM ON OUR AGENDA IS PUBLIC COMMENT.
DO WE HAVE ANY PUBLIC COMMENTS FOR TONIGHT? NO, WE DO NOT.
[1. Approve the minutes of the Mayor’s Committee for People with Disabilities regular meeting on June 14, 2024.]
WILL BE THE APPROVAL OF THE MINUTES FROM THE JUNE.NO, YEAH, THIS SAYS APRIL THOUGH.
IS IT A TYPO? IT MIGHT JUST BE A TYPO.
I THINK YOU MIGHT BE REFERENCING THE MEETING MINUTES.
UH, THERE'S TWO DOCUMENTS THERE.
IT'S THE APPROVAL OF THE MINUTES FOR THE MAYOR'S COMMITTEE FOR PEOPLE DISABILITIES FOR THE JUNE 14TH MEETING.
UM, OKAY, SO, UM, WE NEED TO APPROVE THE MINUTES FROM THE JUNE 14TH, 2024 MEETING.
DO I HAVE SOMEONE TO MOTION THAT MOTION? THIS IS KRISTEN.
UM, SO WE ARE GONNA, WHAT, WHAT KIND OF ROLL CALL DID YOU CALL IT? WE'RE GONNA DO A ROLL CALL VOTE, JUST BECAUSE WE HAVE DIFFERENT ABILITIES AND IT'S ALSO BETTER FOR ME TO BE ABLE TO SEE WHO, WHO'S VOTING HOW.
SO WE'LL JUST, UH, DO IT THAT WAY IF NO ONE'S OPPOSED, UH, FOR APPROVAL OF THE MINUTES.
PETE SALAZAR IS NOT HERE AT THE MOMENT.
UM, LET'S MOVE ON TO OUR DISCUSSION ITEMS.
[2. Introduction of new District 10 Commissioner, Gabriel Arellano.]
UM, THE FIRST DISCUSSION ITEM IS INTRODUCTION OF OUR NEW DISTRICT 10 COMMISSIONER.UM, GABRIEL, HOW DO YOU, I'M SORRY, HOW DO YOU SAY LAST NAME? ANO.
WELL, THANK YOU FOR HAVING ME HERE, EVERYONE.
I WAS NOMINATED TO THIS COMMITTEE, UM, SO I THINK IT WAS A REALLY GOOD, YOU KNOW, OPPORTUNITY AND SO I'M EXCITED TO WORK WITH EVERYONE HERE.
AND WE LOOK FORWARD TO WORKING WITH YOU, GABRIEL.
UM, SO THE NEXT ACTION, WHAT DISTRICT OR WHAT DISTRICT ARE YOU FROM? DISTRICT 10.
SO THE NEXT DISCUSSION ITEM IS UPDATE
[3. Update by Chair Elisabeth Meyer on accessibility and inclusivity in Texas state parks.]
BY CHAIR ELIZABETH MEYER ON ACCESSIBILITY AND INCLUSIVITY OF TEXAS STATE PARKS.UM, I DON'T WANNA SPEND TOO MUCH ON THIS ITEM BECAUSE I KNOW IT'S KIND OF OUTSIDE OF OUR PARTICULAR SCOPE FOR THE AUSTIN MAYORS COMMITTEE, BUT I DID WANNA SAY THAT I ATTENDED A WEBINAR AND, UM, EVERYBODY SHOULD HAVE GOTTEN A COPY OF THAT WEBINAR.
UM, AND IT JUST, PEOPLE WITH DISABILITIES OFTEN MISS OUT ON RECREATIONAL OPPORTUNITIES
[00:05:02]
AND THE TEXAS PARK AND WILDLIFE ORGANIZATION HAS BEEN OVER THE LAST MAYBE FOUR TO SIX YEARS, WORKING REALLY HARD TO MAKE, UM, DIFFERENT LIKE CAMPING AND FISHING OPPORTUNITIES MORE ACCESSIBLE FOR PEOPLE WITH VARIOUS TYPES OF DISABILITIES.SO I REALLY ENCOURAGE YOU, UH, TO WATCH THAT WEBINAR, WEBINAR AS SOME REALLY GOOD INFORMATION.
AND IF YOU WANT TO GO, I KNOW THAT WE HAVE MCKINNEY FALLS STATE PARK HERE IN AUSTIN, AND IF YOU GO TO THAT WEBSITE AND SCROLL DOWN A LITTLE BIT, YOU'LL FIND A BUTTON CALLED, UM, ACCESSIBILITY.
AND IF YOU CLICK ON THAT ACCESSIBILITY BUTTON, THERE'S A LOT OF INFORMATION INCLUDING WAYS THAT YOU CAN CONTACT SOMEBODY AND LET THEM KNOW IF YOU THINK A PARTICULAR, UM, PLACE CAN BE MORE ACCESSIBLE OR IF YOU LIKE CHANGES OR THINGS LIKE THAT.
UM, AND IT ALSO MADE ME JUST THINK OF AUSTIN AS WELL KNOWN FOR OUR OUTDOOR ACTIVITIES.
AND SO I JUST KIND OF WAS THINKING ABOUT WHAT WE HAVE GOING ON HERE IN AUSTIN FOR ACCESSIBILITY IN OUTDOOR ACTIVITIES.
DOES ANYBODY HAVE ANY QUESTIONS? OKAY, GREAT.
YEAH, I DO HAVE A QUICK QUESTION.
YEAH, I JUST WANTED TO MENTION, ONION CREEK PARK IS NOW WORKING ON AN AN ALL AROUND GOAL AND THEY'RE GONNA INCLUDE ALL DIFFERENT TYPES OF POPULATIONS FROM, YOU KNOW, FROM CHILDREN TO ADULTS.
AND SO I'M NOT SURE IF YOU WERE ALREADY AWARE OF THAT IMPROVEMENT THAT'S BEEN GOING ON WITH THE ONION CREEK PARK AS WELL.
I HAVE NOT BEEN AWARE OF THAT.
THANK YOU SO MUCH FOR SHARING.
IT SOUNDS LIKE A REALLY GREAT OPPORTUNITY FOR AUSTIN.
MOVING ON TO OUR NEXT DISCUSSION ITEM,
[4. Discuss and gather feedback on the Community Council Report, Building a Person Centered Community to provide to the Community Advancement Network.]
UM, TO DISCUSS AND GATHER FEEDBACK ON COMMUNITY COUNCIL REPORT, BUILDING A PERSON-CENTERED COMMUNITY TO PROVIDE TO THE COMMUNITY ADVANCE WORK ADVANCEMENT NETWORK.UM, DO YOU KNOW WHO PUT THAT ITEM ON THE AGENDA? VICE CHAIR FRANKS? UM, THIS IS THE ITEM THAT, UM, THE CAN IS REQUESTING FEEDBACK FOR THIS PERSON CENTERED REPORT AND, UM, WE WERE GONNA OPEN IT UP FOR DISCUSSION AND THEN APPROVE, UM, VICE CHAIR FRANKS TO PROVIDE THAT FEEDBACK.
SO BASICALLY CAN, UM, HAS ASKED FOR OUR INPUT, CORRECT? THAT'S RIGHT.
THE, UM, DOES ANYBODY WANNA MAKE A MOTION TO APPROVE THAT AT THE MOMENT YOU'RE ON THE DISCUSSION AND THE GATHER FEEDBACK.
UM, VICE CHAIR FRANKS, DO YOU HAVE ANY INFORMATION ON THIS, UH, REPORT? UH, NOT TO MY KNOWLEDGE.
UH, THEY'RE JUST REQUESTING THAT I WOULD SPEAK ON THEIR, ON, ON THEIR COMMISSION MEETING.
AND THE REPORT IS PUBLISHED TO BACKUP AND I BELIEVE WAS ALSO SENT OUT VIA EMAIL TO THE COMMISSION.
IF THE COMMISSION IS NOT READY TO PROVIDE FEEDBACK, YOU CAN CERTAINLY MOVE TO POSTPONE IF YOU LIKE.
UM, OR, UM, IT IS IN THE BACKUP IF FOLKS WANNA LOOK AT IT.
NOW, IS THERE A TIMEFRAME THAT CAN, IS LOOKING AT VICE CHAIR FRANKS, DO YOU KNOW OF THEIR TIMEFRAME? I BELIEVE THEY HAD MENTIONED SOMETHING ABOUT, UM, TRYING TO GATHER FEEDBACK BY AUGUST AS TO AS FAR AS MY KNOWLEDGE? THAT IS CORRECT.
UM, THEY'VE BEEN TRYING TO GET ME ON THERE FOR A WHILE, BUT OTHER CIRCUMSTANCES HAVE HAPPENED.
SO IT SOUNDS LIKE THAT IF WE DO POSTPONE THIS ITEM UNTIL AUGUST, IT MAY BE TOO LATE FOR CAN.
UM, I AM CERTAINLY OKAY IF, UM, VICE CHAIR FRANKS IS OKAY WITH IT.
I'M JUST TRUSTING HIS EXPERTISE IN THIS SITUATION.
UM, WHAT DO THE OTHER COMMITTEE MEMBERS THINK? I THOUGHT THAT SOUNDED GREAT.
UM, YEAH, I I THINK THAT HE'S VERY KNOWLEDGEABLE ON, ON OUR PRIORITIES AND I THOUGHT IT, I DON'T KNOW IF THIS IS THE APPROPRIATE TIME TO FILE A MOTION OR ANYTHING OR IF WE NEED TO WAIT, BUT I, I THINK DECIDING NOW TODAY WOULD BE GREAT IF THAT'S POSSIBLE.
YOU, UM, UH, UNLESS THERE'S MORE DISCUSSION, YOU CAN CERTAINLY MOVE ON TO ITEM FIVE, WHICH WOULD APPROVE HIM TO SPEAK ON BEHALF OF THE COMMITTEE.
[00:10:01]
YOU CAN DISCUSS FURTHER IF NEEDED.DOES ANYONE ELSE HAVE ANY DISCUSSION ON THIS PARTICULAR TOPIC? OKAY, HEARING NONE, WE WILL GO AHEAD AND MOVE ON TO THE DISCUSSION WITH ACTION ITEMS
[5. Approve Jonathan Franks to provide feedback on behalf of the Mayor’s Committee for People with Disabilities to the Community Advancement Network for their Community Council Report, Building a Person Centered Community.]
OF APPROVE.JONATHAN FRANKS TO PROVIDE FEEDBACK ON BEHALF OF THE MAYOR'S COMMITTEE FOR PEOPLE WITH DISABILITIES TO THE COMMUNITY ADVISORY ADVANCEMENT NETWORK FOR THEIR COMMUNITY COUNCIL REPORT, BUILDING A PERSON-CENTERED COMMUNITY.
I MOVE, WAS THAT COMMISSIONER CHANG AND COMMISSIONER POWELL SECOND.
UM, CHRISTY, DO YOU WANNA CALL THAT ROLE? YES, OF COURSE.
ADRIAN, HOW HOGAN IS NOT HERE.
SO THE NEXT DISCUSSION AND ACTION.
I DON'T KNOW IF I CAN STILL BE COUNTED.
UH, CHAIR MEYER, UH, COMMISSIONER HOGAN IS HERE AND SHE HAS SUBMITTED HER CONFLICT OF INTEREST FORM, SO SHE CAN DEFINITELY BE COUNTED.
SO YOU SAID SHE'S SUBMITTED A CONFLICT OF INTEREST, SO SHE'S NOT COUNTED OR SHE NO, SHE IS, YES.
SHE HAS SUBMITTED HER ATTENDANCE FORM, SO SHE'S ALL GOOD.
I THOUGHT MAYBE SHE HAD SUBMITTED THAT THERE WAS A CONFLICT.
UM, SO THE NEXT DISCUSSION AND ACTION ITEM IS APPROVE
[6. Approve the Mayor’s Committee for People with Disabilities annual report.]
THE MAYOR'S COMMITTEE FOR PEOPLE WITH DISABILITIES ANNUAL REPORT.UM, I WENT AHEAD AND TYPED THAT UP THIS WEEK, AND I KNOW THAT, UM, CHRISTIE SENT IT OUT.
DO WE, HAVE Y'ALL REVIEWED IT? DO WE HAVE ANY DISCUSSION ABOUT IT? ANY ADDITIONS OR, UM, THINGS THAT YOU WANNA TAKE AWAY? THIS IS VICE FRANKS.
HAVE WE GONE OVER THIS? UM, WE HAVE NOT AS A COMMITTEE, BUT CHRISTIE DID SEND IT OUT.
UM, SO WE CAN GO OVER IT TOGETHER IF YOU WANT.
I SHOULD'T KNOW IF PEOPLE HAD REVIEWED IT.
THE FIRST PART OF IT TALKS ABOUT THE BOARDS AND COMMISSIONS, OUR MISSION AND PURPOSE STATEMENT AND IT OUR, UM, I TOOK ALL OF THIS DIRECTLY FROM OUR WEBPAGE.
UM, IT SAYS THE COMMITTEE IS ESTABLISHED TO ENCOURAGE AND ASSIST AND ENABLE PERSONS WITH DISABILITIES TO PARTICIPATE IN THE SOCIAL AND ECONOMIC LIFE OF THE CITY, ACHIEVE MAXIMUM PERSONAL INDEPENDENCE, BECOME GAINFULLY EMPLOYED AND USE AND ENJOY FULLY ALL PUBLIC AND PRIVATE FACILITIES AVAILABLE WITHIN THE COMMUNITY.
THIS COMMITTEE SHALL ONE SERVE AS THE ADVISORY BOARD TO THE CITY COUNCIL AND THE CITY MANAGER REGARDING PROBLEMS AFFECTING PERSONS WITH DISABILITIES IN THE AUSTIN AREA.
TWO, SERVE IN AN ADVISORY AND CON CONSULTATIVE CAPACITY TO THE HUMAN RESOURCES DEPARTMENT AND THE CITY COUNCIL TO ENSURE EFFECTIVE COMPLIANCE AND ENFORCEMENT OF CHAPTER FIVE AND SIX.
UH, THE DISCRIMINATION AGAINST A PERSON WITH A DISABILITY.
THREE, RECOMMEND TO THE MAYOR, COUNCIL MEMBERS AND THE CITY MANAGERS MEASURES AIMED AT IMPROVING THE ABILITY OF VARIOUS CITY DEPARTMENTS AND CONTRACTORS AT PROVIDING SERVICES AND EMPLOYMENT OPPORTUNITY FOR PEOPLE WITH DISABILITIES.
FOR ANNUALLY, EVALUATE THE CITY'S EFFORTS TO IMPLEMENT CHAPTER FIVE AND SIX, DISCRIMINATION AGAINST A PERSON WITH DISABILITY.
SPONSOR EDUCATIONAL PROGRAMS TO PROMOTE EQUAL TREATMENT OPPORTUNITY AND UNDERSTANDING AND SPONSOR MEETINGS, INITIATIVES, FORUMS, AND COURSES OF INSTRUCTION LAY THAT LEAD TO CLEARER UNDERSTANDING AND SOLUTION OF ISSUES AND CONCERNS WITH PEOPLE WITH DISABILITIES.
ASSIST THE HUMAN RESOURCE DEPARTMENT IN TRAINING CITY EMPLOYEES AND CONTRACTORS REGARDING PERSONS WITH DISABILITIES
[00:15:01]
AND THE NEEDS AND THE CONCERNS OF SEVEN.PROVIDE SERVICES AND INFORMATION TO THE MAYOR, CITY COUNCIL, CITY MANAGER AND HEADS OF ALL CITY DEPARTMENTS AND AGENCIES TO ACHIEVE THE PURPOSE OF CHAPTER FIVE AND SIX, DISCRIMINATION AGAINST A PERSON WITH A DISABILITY.
PERFORM ADDITIONAL DUTIES AND FUNCTIONS AS REQUIRED BY THE CITY COUNCIL.
AND NINE, THE COUNCIL ENCOURAGES THE COMMITTEE TO HOLD PERIODIC JOINT MEETINGS WITH THE COMMISSION ON AGING.
UM, SO THEN THE SECOND PART SAYS, DESCRIBE THE BOARD'S ACTIONS SUPPORTING THEIR MISSION DURING THE PREVIOUS CALENDAR YEAR.
ADDRESS ALL ELEMENTS OF THE BOARD'S MISSION STATEMENT AS IT IS PROVIDED IN RELEVANT SECTIONS OF THE CITY CODE.
SO I PUT, UH, BELOW IS A DETAILED LIST OF ALL PRESENTATIONS, RECOMMENDATIONS, AND ACTIVITIES OF THIS COMMISSION BETWEEN JULY, 2023 AND JUNE, 2024.
AND THEN I WENT BACK TO THE MEETING MINUTES.
EVERYTHING JUST LISTED LIKE JULY, 2023.
THIS IS WHAT WE DID, UM, ALL THE WAY FOR EVERY MONTH.
UM, AND THEN, UM, I'M SCROLLING DOWN THROUGH THE MONTH.
AND THEN THE SECOND PART SAYS, DETERMINE IF THE BOARD'S ACTIONS THROUGHOUT THIS YEAR COMPLY WITH THE MISSION STATEMENT.
AND I WROTE, THE MAYOR'S COMMITTEE FOR PEOPLE WITH DISABILITIES HELD NINE MEETINGS BETWEEN JULY, 2023 AND JUNE, 2024.
THE COMMITTEE HAD SEVERAL NEW MEMBERS AND SOME VACANT SEATS.
UM, THE VACANCIES CONTRIBUTED TO AN OCCASIONAL LACK OF QUORUM, THE LACK OF EXPERIENCE AMONG NEW MEMBERS AND, UM, LED TO AN INCOHESIVE UNDERSTANDING OF PURPOSE AND GENERAL LACK OF DIRECTION FOR THE COMMITTEE.
BUT IN SPITE OF THESE LIMITATIONS, THE MEMBERS WERE ABLE TO LEARN AND GROW TOGETHER.
DURING THE COURSE OF THE YEAR, WE WERE ABLE TO MEET OUR PURPOSE BY CREATING WORK GROUPS ON PUBLIC TRANSPORTATION SAFETY AND HOW TO IDENTIFY THE SCOPE OF OUR TARGET POPULATION.
WE MADE TWO BUDGET RECOMMENDATIONS AND HOSTED TWO TOWN HALLS.
WE HEARD AND GAVE FEEDBACK ON SEVERAL PRESENTATIONS BY CITY ORGANIZATIONS RELATED TO ISSUES SUCH AS POLICE, PUBLIC SAFETY, EMERGENCY MANAGEMENT PLANNING, AND HOUSING EQUITY.
WE HAVE COMMISSIONERS FROM THE MAYOR'S COMMITTEE FOR PEOPLE WITH DISABILITIES PARTICIPATING REGULARLY ON THE JOINT INCLUSION COMMITTEE AND THE CAPITAL METRO ADVISORY COMMITTEE.
ADDITIONALLY, WE HAD ONE COLLABORATIVE MEETING WITH THE COUNCIL ON AGING AND HAVE HAD COMMISSIONERS REPRESENT THE MAYOR'S COMMITTEE WITH PEOPLE WITH DISABILITIES IN COMMUNITY MEETINGS.
LASTLY, WE HAVE MADE RECOMMENDATIONS, UH, TO RECONSIDER.
LASTLY, WE HAVE MADE A RECOMMENDATION TO RECONSIDER RECENT CHANGES IN THE ZONING RULES THAT COULD HAVE AN UNINTENDED NEGATIVE IMPACT ON THE SAFETY OF PEOPLE LIVING IN GROUP HOME ENVIRONMENTS.
WHILE, UM, WHILE WE STAND BEHIND OUR WORK IN ACCOMPLISHMENTS, THE COMMISSION RECOGNIZES WE DID NOT HAVE ANY ACTIVITIES RELATED TO ASSISTING THE HUMAN RESOURCES DEPARTMENT IN TRAINING CITY EMPLOYEES AND CONTRACTOR AND CONTRACTORS REGARDING PERSONS WITH DISABILITIES.
WE HOPE TO REACH OUT TO THAT DEPARTMENT FOR A MEETING BY THE END OF THE YEAR.
UM, I PUT THAT IN THERE BECAUSE THAT WHAT DID SEEM TO BE A BIG PART OF OUR, UM, OF OUR MANDATE, AND WE REALLY DIDN'T DO THAT THIS YEAR.
WE, WE DID A LOT OF THINGS AND I'M VERY PROUD OF ALL THE THINGS WE'VE DONE.
SO SECTION NUMBER THREE SAYS, LIST THE BOARD'S GOALS AND OBJECTIVES FOR THE NEW CALENDAR YEAR.
UM, AND I JUST BULLETED THIS, I SAID THAT WE WILL CONTINUE TO SUPPORT THE ISSUES RELATED TO PEOPLE WITH DISABILITIES AS OUTLINED IN THE PURPOSE STATEMENT.
WE WILL CONTINUE REPRESENTATION ON THE JOINT INCLUSION COMMITTEE AND CAPITAL METRO ADVISORY COMMITTEE.
WE'LL CONTINUE TO FOCUS ON INCREASING EFFECTIVE COMMUNICATION BETWEEN THE MAYOR'S COMMITTEE FOR PEOPLE WITH DISABILITIES AND AUSTINITES WITH DISABILITIES.
WE WILL CONTINUE FOCUSING ON ISSUES RELATED TO PUBLIC TRANSPORTATION, SAFETY AND ACCESS.
UH, WE'LL REACH BACK OUT REGARDING RECOMMENDATIONS MADE IN THE TOWN HALL PUBLIC SAFETY REPORT TO ENSURE THAT RECOMMENDATIONS ARE CONVERTED INTO ACTUAL POLICY AND TRAINING CHANGE, UM, TRAINING CHANGES THAT SUPPORT THE CIVIL RIGHTS AND SAFETY OF AUSTINITES WITH DISABILITIES.
THAT WE WILL CONTINUE COLLABORATING WITH THE COMMISSION ON AGING, AND THAT WE WILL IDENTIFY AND COLLABORATE WITH ORGANIZATIONS IN THE COMMUNITY SERVING AUSTINITES WITH DISABILITIES AND THE MAYOR'S COMMITTEE FOR PEOPLE WITH DISABILITIES.
WHAT IS THE TITLE OF THIS DOCUMENT? IT'S THE 2023 ANNUAL REPORT FOR THE MAYOR'S.
[00:20:01]
I HAD A TEMPLATE TO FOLLOW.SO, UH, BASICALLY THERE WERE THREE QUESTIONS AND I ANSWERED THEM TO THE FULLEST EXTENT THAT I KNEW, UM, PARTICULARLY WITH THE GOALS MOVING FORWARD.
UM, DOES ANYBODY HAVE ANYTHING THAT THEY WOULD LIKE TO ADD TO THOSE GOALS OR YOU THINK THAT WE SHOULD ADD TO THOSE GOALS? I JUST WANTED TO SAY THANK YOU FOR ALL YOUR HARD WORK ON THE DOCUMENT, AND I THINK IT LOOKS WONDERFUL.
I REALLY, UM, BECAUSE I WAS NEW LAST YEAR, I STARTED, UM, IN APRIL OF 2023, AND I FELT LIKE I WAS REALLY FLOUNDERING.
I DIDN'T REALLY KNOW WHAT WAS GOING ON.
AND I KNOW THAT WE'VE HAD SEVERAL DISCUSSIONS ABOUT LIKE, WHAT ARE WE SUPPOSED TO BE DOING AND HOW ARE WE SUPPOSED TO BE DOING IT? UM, BUT WHEN I LOOKED BACK AND SAW ALL THE THINGS THAT WE HAVE DONE THIS YEAR, I WAS, I WAS PRETTY PROUD OF US.
UM, I THINK WE DID GET OFF TO A ROUGH START, UM, BUT I THINK WE RALLIED AND DID A GREAT JOB.
AND NOW THAT I THINK THAT WE'VE ALL HAD THE EXPERIENCE OF THIS YEAR TOGETHER AS A COMMITTEE, I THINK THAT WE ARE GONNA DO THAT MUCH BETTER NEXT YEAR.
I THINK YOU GUYS HAVE, UH, DONE GOOD WORK AND, UM, I LOOK FORWARD TO, UM, HAVING A GREAT YEAR WITH, WITH YOU GUYS.
I WANTED TO ADD AN IDEA, SOMETHING ABOUT, UM, ONION CREEK.
WE CAN SUGGEST HAVING A BIG LIKE EVENT, UM, SO THAT, SO THAT, UM, THE COMMUNITY CAN LEARN ABOUT WHO WE ARE AND WHAT WE DO.
UM, AND PEOPLE THAT MIGHT NEED SUPPORT CAN, UH, FIND SUPPORT AND WE CAN GET THEM IN TOUCH WITH PEOPLE THAT THEY MIGHT NEED TO.
AND, UM, I THINK IT, IT, IT WOULD BE A, A GREAT IDEA TO HAVE A BIG EVENT AND SPONSOR IT.
UM, I THINK THAT THAT IS A REALLY GREAT IDEA.
DID WE WANNA ADD THAT TO THIS DOCUMENT OR DID WE JUST WANNA PUT IT ON A, UM, FUTURE AGENDA ITEM? I'M COMFORTABLE ADDING IT TO THE DOCUMENT JUST FOR SOME ACCOUNTABILITY.
DOES ANYBODY ELSE HAVE ANY OPINION ABOUT THAT? NO, I THINK WE SHOULD ADD IT TO THE DOCUMENT AND, UM, PLACED IT ON A FUTURE MEETING.
I'D ALSO LIKE TO COORDINATE WITH OUR DISTRICT COUNCIL MEMBER FOR, I, I THINK IT'S IN DISTRICT TWO, SO, BUT VANESSA ESS OFFICE.
SO WOULD THAT BE RELATED TO THIS ITEM OR AS A SEPARATE, LIKE, ADDITION TO THINGS THAT WE WANNA ACCOMPLISH NEXT YEAR OR YOU'RE JUST SAYING YOU WANNA COORDINATE WITH HER, ADD THIS THE ONION CREEK PARK EVENT OR, OKAY.
NOW, OKAY, BEFORE WE GO AHEAD AND DO ANYTHING WITH THE, FOR THE ONION CREEK, UM, I THINK WE NEED TO MAKE SURE THAT THE THING IS ACTUALLY THAT WE ARE ACTUALLY BEHIND IT BECAUSE ADAPT HAS SOME PROBLEMS WITH IT.
I, I THINK THAT'S A REALLY IMPORTANT THING AND I KNOW THAT WE PROBABLY NEED TO DISCUSS THIS FURTHER, BUT WE COULD PUT IN THIS DOCUMENT THAT WE HAVE A GOAL OF HAVING AT LEAST ONE COMMUNITY EVENT.
DOES THAT SOUND GOOD TO EVERYBODY? YES.
SO I WILL ADD THAT TO THE DOCUMENT.
UM, IS THERE ANYTHING ELSE OR ANY OTHER DISCUSSION AROUND THIS ITEM? CHAIR, DO YOU WANNA MAKE A MOTION TO JUST ADD THE COMMUNITY EVENT AS A BULLET POINT ON THE FUTURE PLANS FOR THE COMMITTEE? YEAH.
CAN I MAKE THAT MOTION MR. MR. CHAIRMAN? YES.
THE CHAIRS CANNOT MAKE MOTIONS.
OH, WELL I'LL MAKE THE IT, WE DO DO FOLLOW ROBERT'S RULES, BUT WE DO ALSO ALLOW THE CHAIR TO HAVE VOTING PRIVILEGES AND THEY CAN ALSO MAKE MOTIONS.
SO IF YOU PREFER NOT TO, THAT'S, THAT'S OKAY.
UM, SO IF VICE CHAIR, IF YOU WANNA, UM, IF VICE CHAIR FRANKS WANTS TO MAKE THAT MOTION, I'M AGREEABLE TO THAT.
AND THE MOTION WAS TO, UM, GO AHEAD, REPEAT THE, TO, UM, TO ADD THE BULLET POINT TO THE ANNUAL REPORT OF HAVING A GOAL OF HAVING ONE EVENT.
SO I MOTION THAT WE ADD TO THE BULLET POINTS OF THE ANNUAL REPORT TO HAVE A COMMUNITY, ONE COMMUNITY EVENT.
MS. KRISTEN, I'LL GO AHEAD AND TAKE A ROLL CALL.
[00:25:01]
TO ADD THE, UM, BULLET POINT FOR, UH, ONE COMMUNITY EVENT.I THINK IT WILL BE A REALLY GOOD LEARNING EXPERIENCE FOR ALL OF US, UM, TO PUT ON AN EVENT NEXT YEAR AND ALSO HELPFUL TO OUR COMMUNITY.
SO THE NEXT SECTION OF OUR AGENDA IS WORKING GROUPS.
NOW WE JUST NEED TO APPROVE IT.
NO, UNLESS THERE ARE MORE AMENDMENTS TO IT.
UM, DID ANYBODY WANT TO DISCUSS ADDING ADDITIONAL AMENDMENTS? UM, NO.
SO DOES ANYONE WANT TO, UM, MAKE A MOTION TO APPROVE THE 2023 ANNUAL REPORT? SO MOVED.
ALL RIGHT, THANK YOU CHRISTIE FOR THAT REMINDER.
I JUST GOT A LITTLE AHEAD OF MYSELF.
UM, SO THE NEXT SECTION IS WORKING
[7. Update from the Joint Inclusion Committee (JIC) on the upcoming JIC Budget Town Halls in October.]
[8. Update from the Joint Inclusion Committee (JIC) on the upcoming City budget presentations on the finalized 24-25 budget.]
[9. Update from the Joint Inclusion Committee (JIC) on a presentation by the City Demographer.]
GROUP AND COMMITTEE UPDATES.UH, THE FIRST ONE IS AN UPDATE FROM THE JOINT INCLUSION COMMITTEE ON THE UPCOMING JOINT INCLUSION COMMITTEE, BUDGET TOWN HALLS IN OCTOBER.
DOES ANYBODY HAVE AN UPDATE ON THAT ITEM? COMMISSIONER POWELL, YOU MIGHT BE MUTED.
SO THOSE DO START RIGHT AT THE BEGINNING OF OCTOBER.
I THINK THEY START THE SECOND.
AND I DON'T KNOW IF WE WERE ABLE TO SEND THE DOCUMENT TO EVERYBODY RIGHT NOW IT'S JUST A DRAFT.
I DON'T THINK IT'S IMPORTANT THAT WE GO OVER ALL THE DATES WITH YOU GUYS.
UM, BUT WE'RE GONNA HAVE A WHOLE LOT OF THEM THIS YEAR.
UH, I THINK EVEN MORE THAN WE HAD LAST YEAR.
BUT THERE'S GONNA BE OPPORTUNITIES TO DO THESE VIRTUALLY END IN PERSON, UM, ALL OVER THE CITY AND THEY'RE USUALLY REALLY INFORMATIVE.
UM, MICKEY AND I WENT TO ONE, I THINK, I'M NOT SURE IF IT WAS LAST YEAR OR THE YEAR BEFORE MICKEY, BUT UM, THEY'RE USUALLY REALLY GREAT.
I BELIEVE IT WAS LAST YEAR, I THINK.
SO YEAH, WE'RE GONNA BE HAVING EVEN MORE OF THEM THAN LIKE WE'VE HAD IN THE PREVIOUS YEARS IT LOOKS LIKE.
AND, UM, THEY'RE, THEY'RE TYPICALLY REALLY FANTASTIC.
THIS, THERE'S GONNA BE A LOT OF OPPORTUNITIES FOR COMMISSIONERS AND, AND THE PUBLIC TO INTERACT WITH, UH, THE BUDGETING PROCESS STARTING IN OCTOBER.
SO THIS WON'T BE THIS YEAR'S BUDGET.
THIS WILL OF COURSE BE THE FOLLOWING YEAR'S BUDGET.
SO, UM, THE OTHER THING THAT'S GOING ON RIGHT NOW, I THINK TODAY, UM, THE BUDGET WAS INTRODUCED, UH, TO THE CITY COUNCIL.
IS, IS ANYBODY FAMILIAR WITH THAT PROCESS BESIDES ME?
UM, THERE'S, IT DID, THERE'S, UH, I'VE HEARD THERE'S TOWN HALLS GOING ON.
I HAVEN'T BEEN ABLE TO LOCATE DATES FOR THOSE, BUT THERE IS A ONGOING SURVEY OF THE PUBLIC AND THAT'S ON SPEAKUP.ORG IF ANYBODY'S INTERESTED IN HAVING THEIR VOICE HEARD.
FOR THE CITY BUDGET THAT IS GOING ON RIGHT NOW.
UM, THERE'S GOING TO BE EVENTUALLY THERE ARE GOING TO BE TOWN HALLS, BUT THEY'RE ALL DISTRICT BASED AS FAR AS I UNDERSTAND FOR THE CITY BUDGET FOR THIS YEAR.
THE OTHER THING THAT WAS REALLY INTERESTING FROM THE LAST JIC MEETING THAT I THINK REALLY MIGHT
[00:30:01]
BE INTERESTING TO YOU GUYS IS THAT WE HAD A DEMOGRAPHICS PRESENTATION, UM, FROM LEAH VALENCIA.AND THIS WAS DEMOGRAPHIC INFORMATION ABOUT ALL OF THE DIFFERENT PARTS THAT MAKE UP OUR CITY.
AND I'M SORRY, DID SOMEBODY SAY SOMETHING? I THINK IT WAS JUST AN ACCIDENTAL MIC THING.
AND, UH, I ASKED, I WAS ABLE TO ASK THE DEMOGRAPHER IF THERE WAS ANY INFORMATION ON PEOPLE WITH DISABILITIES, UM, TAKEN IN ALL OF THIS INFORMATION.
IT WAS A REALLY COMPREHENSIVE PRESENTATION AND UNFORTUNATELY THERE WASN'T.
UM, BUT LELA SAID THAT THEY, THAT SHE WOULD BE HAPPY TO FOLLOW UP WITH OUR COMMISSION AND I THINK THAT WOULD BE SOMETHING THAT WOULD BE REALLY VALUABLE TO US.
MAYBE NOT THE ZOOM PRESENTATION, BUT SOMETHING SIMILAR OR MAYBE SOME FOLLOW UP INFORMATION IN THE FUTURE.
IT'S JUST A LOT OF, UH, MIKE FEEDBACK FROM SOME OTHER COMMISSIONER
UM, AND THAT'S, THAT'S ALL I HAVE FOR YOU GUYS.
SO, UM, THANK YOU FOR ALL YOUR INFORMATION AND FOR ATTENDING THOSE MEETINGS.
UM, THAT THE INFORMATION YOU GAVE ALSO COVERED THE SECOND AND THIRD ITEM FOR THE WORK GROUP UPDATE.
THE UPDATE FOR THE JIC ON UPCOMING CITY BUDGET, AS WELL AS UPDATE FROM THE JIC ON THE PRESENTATION ABOUT A CITY DEMOGRAPHER.
UM, I AM REALLY PARTICULARLY INTERESTED ON THIS COLLECTING DEMOGRAPHIC DATA.
UM, THE HEARING THIS THAT THE DEMOGRAPHER DID NOT HAVE ANY DATA ON PEOPLE WITH DISABILITIES.
UM, IT'S BEEN MY UNDERSTANDING THAT AS I'VE LOOKED AT THINGS FROM, UM, THE CAC THAT I'M A PART OF, IT DOESN'T TEND TO BE BEST PRACTICE ACROSS FOR THE CITY TO TAKE DEMOGRAPHIC DATA ON PEOPLE WITH DISABILITIES.
THEY TAKE IT ON AGE, THEY TAKE IT ON RACE, THEY TAKE IT ON A WHOLE OTHER LIST OF THINGS.
UM, SO THAT MIGHT JUST BE SOMETHING THAT WE NEED TO CONSIDER MOVING FORWARD.
WELL, AND I'M NOT SURE THAT, I'M NOT SURE THAT HER ANSWER WAS THAT SHE, THAT SHE DIDN'T HAVE IT OR THAT SHE DIDN'T HAVE IT WITH HER BECAUSE SHE SAID THAT SHE WOULD BE HAPPY TO FOLLOW UP WITH ME.
AND I, I'M NOT, SHE, SHE SAID THAT SHE WASN'T SURE IF THE CITY HAD THAT INFORMATION, SO, UM, SHE, SHE DEFINITELY DIDN'T HAVE IT WITH HER FOR THAT PRESENTATION PRESENTATION.
SO I, I DON'T KNOW IF THE, IF THE ANSWER TRULY WAS THAT THEY DON'T HAVE THE INFORMATION, BUT THEY REALLY MAY NOT.
I WAS GLAD THAT I WAS THERE TO BE ABLE TO ASK THE QUESTION BECAUSE MAYBE, UH, THAT WILL GET THEM THINKING ABOUT ASKING THOSE KINDS OF QUESTIONS IN THE FUTURE BECAUSE I, I REALLY DO THINK THAT WE NEED TO, I I THINK EVERYBODY NEEDS TO START ASKING THOSE QUESTIONS ALONG WITH, YOU KNOW, RACE, AGE, EVERYTHING ELSE.
LIKE WITH US BEING INCLUDED IN THE JICI THINK WE NEED TO START, START THINKING ABOUT IT AS A, A, A CATEGORY LIKE THAT.
AND, UH, I THINK IT WOULD BE REALLY HELPFUL FOR US, FOR US TO HAVE THAT INFORMATION.
I THINK IT, I THINK IT WOULD BE HELPFUL FOR EVERYBODY TO HAVE THAT INFORMATION FOR US ALL TO BE ABLE TO BETTER SERVE THIS COMMUNITY.
SO I, I DON'T KNOW, UM, IF IT WOULD HELP OUR COMMITTEE TO BE ABLE TO FOLLOW UP WITH LELA, UM, VALENCIA OR NOT, UM, IF ANYBODY ELSE WOULD BE INTERESTED IN, UM, REACHING OUT TO HER TO FIND OUT OR IF YOU GUYS WOULD LIKE ME TO, TO FIND OUT IF THERE, IF THERE IS ANY MORE INFORMATION THAT SHE HAS, I'D BE HAPPY TO.
BUT WELL, I THINK THAT MAYBE WE COULD, UM, CONSIDER WHEN WE GET TO OUR FUTURE AGENDA ITEMS, PUTTING THAT ON AN AGENDA, JUST THAT WAY WE MAKE SURE IT DOESN'T SLIP THROUGH THE CRACKS.
I WOULD CONCUR SINCE, UM, THERE'S A LOT OF INTERSECTIONALITY BETWEEN AGE, RACE, AND OTHER DEMOGRAPHIC INFORMATION WITH PEOPLE WITH DISABILITIES.
SO I THINK IT'S OF HIGH IMPORTANCE TO AT LEAST INVITE HER AND, UM, IF SHE HASN'T ADDED THAT CATEGORY, YOU KNOW, WE CAN ADVOCATE TO HAVE THAT ON THERE.
BECAUSE AS I MENTIONED, THERE IS A LOT OF INTERSECTIONALITY.
[00:35:01]
PRESENTATION WAS, WAS VERY INTERESTING.UM, JUST TO, JUST TO NOTE, UM, THE, THE MAKEUP OF OUR, OUR CITY IN THE FIRST PLACE.
BUT I, I DEFINITELY THINK THAT IT'S SOMETHING IN THE FUTURE THAT THE CITY SHOULD BE THINKING ABOUT IS, I KNOW THAT WE HAVE HAD LIKE A MAJOR SURVEY OF PEOPLE WITH DISABILITIES, BUT, UM, THEY'RE OBVIOUSLY TAKING A WHOLE LOT OF INFORMATION.
UM, ANYWAY, SO I I DON'T KNOW WHY THEY CAN'T ASK ONE MORE QUESTION ABOUT, UM, ABOUT OUR GROUP.
UM, IS THERE ANY OTHER DISCUSSION ABOUT THE, UH, JOINT INCLUSION COMMITTEE UPDATES? THAT'S ALL I HAD.
I JUST WANTED TO GET YOU THE INFORMATION, ESPECIALLY ABOUT OUR TOWN HALLS.
THESE TAKE A, YOU KNOW, JUST A, A LONG TIME TO PUT TOGETHER JUST, JUST ABOUT AS LONG AS THE BUDGET.
UM, SO COMMISSIONER POWELL, I KNOW THAT WHEN YOU GET INFORMATION ABOUT THE VARIOUS TOWN HALLS, SOME OF THEM DO HAPPEN BETWEEN OUR MEETINGS AND, UM, I KNOW FOR QUORUM REASONS THE JOINT INCLUSION COMMITTEE CANNOT SEND OUT INFORMATION TO EVERYBODY, SO THEY MAY JUST SEND IT TO YOU.
UM, SO IF YOU FIND SOMETHING THAT YOU THINK WILL PERTAIN TO THE REST OF US, OR THERE MIGHT BE A MEETING THAT PEOPLE MAY RANDOMLY BE INTERESTED IN, YOU CAN SEND THAT TO CHRISTIE AND THEN SHE CAN FORWARD IT TO US.
THE ONE CAVEAT IS THAT WE HAVE TO BE CAREFUL ABOUT HOW MANY PEOPLE SHOW UP TO THE MEETING.
SO IF WE DO GET, UH, AN EMAIL ABOUT AN UPCOMING MEETING THAT YOU MIGHT BE INTERESTED IN JUST SEEING, UM, WE CANNOT PARTICIPATE AS A MEMBER OF THE MAYOR'S COMMITTEE WITHOUT PRIOR AUTHORIZATION.
AND RIGHT NOW WE, COMMISSIONER POWELL, UM, IS OUR PERSON.
UM, SO MAKE SURE YOU REPLY TO THAT TO LET PEOPLE KNOW SO THAT WE DON'T END UP WITH, YOU KNOW, THAT WE ONLY HAVE LIKE TWO OR THREE PEOPLE COMING TO THAT.
DOES THAT MAKE SENSE? YES, ABSOLUTELY.
AND WHEN WE GET CLOSER TO OCTOBER, UM, I'LL DEFINITELY BE HOUNDING YOU GUYS ABOUT THESE AGAIN.
UM, AND, UH, I, I'LL DEFINITELY MAKE SURE WE DON'T HAVE A QUORUM CONFLICT.
UM, DID ANYBODY ELSE HAVE ANYTHING TO SAY ABOUT THIS TOPIC BEFORE WE MOVE ON? COMMISSIONERS, THIS IS THE STAFF LIAISON COMMISSIONER POWELL DID PROVIDE A DRAFT DOCUMENT WITH SOME OF THE BUDGET DATES AND THAT IS UPLOADED TO BACKUP IF YOU'D LIKE TO TAKE A LOOK THERE.
[FUTURE AGENDA ITEMS]
AGENDA ITEM IS FUTURE AGENDA ITEMS. AND SPEAKING ABOUT THE, THE BACKUP, I HAD TO REALLY GO THROUGH OUR WEBSITE IN DETAIL TO MAKE OUR ANNUAL REPORT.AND SO I WOULD JUST, I THINK IT WOULD BE BENEFICIAL TO EVERYBODY IF WE JUST TOOK LIKE FIVE OR SEVEN MINUTES OUT OF ONE OF OUR MEETINGS TO KIND OF GO OVER THAT TOGETHER SO WE CAN SEE WHERE TO FIND INFORMATION.
UM, LIKE I KNOW SOMETIMES IF I HEAR A PRESENTATION, IT MAY BE EMAILED TO US, IT MAY BE LOST IN MY EMAIL.
UM, BUT THE WEBSITE IS ACTUALLY REALLY, REALLY THOROUGH AND ANYTHING OF ANY PRESENTATION IS THERE.
UM, THERE ARE BACKUP COPIES OF ALL OF OUR MEETINGS THERE.
SO IF YOU WANT US, IF YOU WANNA GO BACK, YOU'RE LIKE, OH, I DON'T REALLY REMEMBER ABOUT THAT.
YOU CAN GO BACK TIMESTAMP IN FIVE MINUTES, FIGURE IT OUT.
UM, SO I WOULD LIKE TO MAKE A MOTION THAT WE PUT A FUTURE AGENDA ITEM JUST TO GO OVER THAT TOGETHER.
UM, CAN, CAN WE CALL FOR A VOTE? DID YOU HEAR HE SECOND? IT? IS THAT OKAY.
UH, CHAIR MEYER FOR, UM, FUTURE AGENDA ITEMS, YOU ONLY NEED TWO SPONSORS AND THERE'S NO NEED FOR A VOTE.
SO YOU'VE, YOU'VE SPONSORED IT AND VICE CHAIR SPONSORED IT, SO IT'S ON THE AGENDA FOR NEXT TIME.
UH, WOULD YOU WANT TO, UM, HOW WOULD YOU WANT TO HAVE THAT, WHAT WOULD YOU WANT THAT TO LOOK LIKE? PROJECTED ONTO WEBEX? YEAH.
AND THEN KIND OF GO THROUGH I CAN, I CAN PULL IT UP ON MY COMPUTER AND WE CAN JUST PROJECT IT TO EVERYONE.
AND THEN I KNOW THAT COMMISSIONER SALAZAR ALSO LAST TIME WE WANTED TO PUT, UM, HOLD ON.
I'M LOOKING AT, UM, THE OFFICE OF CIVIL RIGHTS.
SO I DID REACH OUT TO THEM AND ORIGINALLY THEY THOUGHT THEY COULD DO JULY, BUT THEY HAD A CONFERENCE THEY HAD TO ATTEND.
SO, UM, THEY ARE SUGGESTING AUGUST IF, UM, EVERYBODY'S OKAY WITH THAT, I CAN INVITE THEM TO COME AND PRESENT ON THAT QUALITY OF LIFE STUDY IN AUGUST.
UM, I THINK THAT'S A GREAT IDEA.
[00:40:02]
I AGREE.AND I KNOW COMMISSIONER SALAZAR HAD ALSO SUGGESTED AUGUST, AND THEN, UM, ON THE PRIOR ITEM YOU HAD ALSO MEN MENTIONED, UH, LILA VALENCIA, THE CITY DEMOGRAPHER, AND I SEE THAT, UM, VICE CHAIR FRANKS AND COMMISSIONER POWELL HAD WANTED TO, UH, HAVE HER, ARE YOU GUYS THINKING FOR AUGUST AS WELL? OR AS WELL? UM, YEAH, AUGUST.
UM, BECAUSE THEN WE COULD GET THOSE TWO PEOPLE TOGETHER BECAUSE THEY'RE, THEY SEEM TO GET A LITTLE BIT RELATED.
I'LL REACH OUT TO LILA TO SEE IF THAT MAY BE SOMETHING SHE CAN ACCOMMODATE AND I'LL BE IN TOUCH.
UM, ONE OTHER THING THAT I HAD WAS KARA BURTON, UM, REACHED OUT, UH, WE HEARD FROM HER ALREADY THIS YEAR ABOUT THE EQUITY BASED, UM, PRESENTA PRESERVATION PLAN.
AND, UM, THERE HAVE BEEN UPDATES TO THAT AND SHE WANTED TO COME AND TELL US ABOUT THE UPDATES IN, UM, ON OUR SEPTEMBER AGENDA.
IS THERE ANOTHER COMMISSIONER WHO WOULD LIKE TO SPONSOR THAT ITEM? THIS IS GABRIEL.
DOES ANYONE ELSE HAVE ANY FUTURE AGENDA ITEMS ON THEIR MIND? THIS IS VICE CHAIR FRANKS, UH, LAST MEETING I SPOKE AS A FUTURE AGENDA ITEM TO REVISIT, UH, WHAT WE'VE PREVIOUS, PREVIOUSLY DONE AS A COMMISSION, WHICH IS OUR DIS DISABILITY EMPLOYMENT AWARDS, WHERE ONE, WE FOCUS ON, UM, UH, A GROUP OR ORGANIZATION THAT FOCUSES ON PROMOTION OF HIRING PEOPLE WITH PEOPLE WITH DISABILITIES.
AND THEN THE SECOND BEING THAT AN ENTREPRENEUR THAT, UH, SPECIALIZES IN HIGHLIGHTING PEOPLE WITH DISABILITIES AS, UH, THEIR EMPLOYEES.
SO I, I DEFINITELY THINK WE COULD REVISIT THAT AND SO THAT WE CAN GET THE INFORMATION CIRCULATED AMONGST OUR GROUPS AND, UM, YOU KNOW, REACH OUT TO OUR, YOU KNOW, PUBLIC NETWORKS IN ORDER TO, UM, INQUIRE IF THEY WOULD LIKE TO BE NOMINATED.
SO THAT, SO THAT, BECAUSE, UM, OCTOBER IS COMING UP SOON, EVEN THOUGH IT'S STILL A FEW MONTHS AWAY, BUT THAT IS DISABILITY AWARENESS MONTH, SO I THINK AS WELL AS JULY BEING DISABILITY PRIDE MONTH, I THINK THAT WE SHOULD REALLY GET THIS GOING.
SO THAT WOULD BE A DISCUSSION WITH ACTION ITEM, RIGHT? YES.
AND JUST FOR MY CLARITY IN WRITING THE AGENDA, WHAT IS THE ULTIMATE GOAL FOR THAT? ARE YOU WANTING TO AWARD A BUSINESS OR MULTIPLE BUSINESSES WITH A DISABILITY AWARENESS AWARD? UH, ONE, ONE BUSINESS AND ONE ENTREPRENEUR IF POSSIBLE.
AND SO AT THAT NEXT, IS THAT FOR SEPTEMBER OR OCTOBER? UH, WE WOULD PRESENT THE AWARD IN OCTOBER.
AND SO IS THE IDEA THAT, SO MAYBE, MAYBE ON AUGUST WE WILL HAVE, WE WILL HAVE A DISCUSSION WHERE WE WILL PLAN OUT HOW WE'RE GONNA DO IT.
AND, UM, THEN THAT WAY IF WE DO THAT IN AUGUST AND WE MAKE THE PLAN THE ACTION TO DO IT, THEN IN SEPTEMBER WE CAN BRING PEOPLE THAT WE CAN BRING RECOMMENDATIONS TO THE COMMITTEE AND THEN IN OCTOBER WE CAN GO AHEAD AND RECOGNIZE SOMEONE AT OUR OCTOBER MEETING.
IS THAT KIND OF WHAT YOU'RE THINKING? VICE CHAIR? YES.
DOES, UH, DOES ANYONE ELSE HAVE ANY OTHER FUTURE AGENDA ITEMS? UM, POSSIBLY.
I WONDERED IF WE MIGHT WANNA DISCUSS BOTH DISABILITY AWARENESS AND DISABILITY PRIDE MONTHS MAYBE FOR NEXT YEAR AS WE'RE GOING THROUGH THIS YEAR.
I MEAN, THERE MAY BE WAYS THAT WE CAN RECOMMEND THAT THE CITY REALLY HIGHLIGHT THOSE MONTHS.
AND I THINK, YOU KNOW, LONG TERM AS WE CHANGE, OR I GUESS I WOULD SAY ADD AWARENESS TO THESE THINGS WITHIN THE CITY, PEOPLE MIGHT NOT BE, UM, RESERVED ABOUT IDENTIFYING THEMSELVES AS DISABLED, WHICH I THINK HAS BEEN ONE OF OUR CONCERNS.
I MEAN, GIVEN IN PREVIOUS DISCUSSIONS, WE'VE TALKED ABOUT A LOW NUMBER OF PEOPLE IDENTIFYING WITHIN AUSTIN, GIVEN THE US CENSUS NUMBERS, ET CETERA.
UH, CONTINUING ON THAT IDEA, ONE THING THAT WE'VE DONE IN THE PAST, WE HAVEN'T DONE IN SEVERAL YEARS, BUT, UM, IN OCTOBER FOR A WHITE CANE SAFETY
[00:45:01]
AWARENESS DAY, WHICH IS BASICALLY, UH, DAY TO HIGHLIGHT THE INDEPENDENCE OF BLIND AND VISUALLY IMPAIRED PEOPLE, WE WOULD HAVE, UM, THE CHAIR, UM, BREED LIKE A PROCLAMATION, UM, ALONGSIDE WITH THE MAYOR OR THE A REPRESENTATIVE, UM, AT THAT MEETING, WHICH IS TYPICALLY HELD AT THE SCHOOL FOR THE BLIND.CAN, DO YOU THINK, IS ANYBODY ELSE INTERESTED IN KIND OF THINKING OF IDEAS TO HIGHLIGHT OR CREATE EVENTS FOR THAT MONTH? LIKE, I DON'T KNOW WHAT WE CAN DO AS A COMMITTEE, BUT IS THAT A DISCUSSION WORTH HAVING PERHAPS IN AUGUST OR SEPTEMBER? I THINK IT'S A REALLY GOOD, UM, DISCUSSION FOR US TO HAVE.
I WOULD LIKE TO HAVE IT IN AUGUST.
I KNOW THAT OBVIOUSLY OUR, UM, AUGUST AGENDA IS FILLING UP, BUT MAYBE WE COULD JUST HAVE A BRIEF DISCUSSION IN AUGUST BECAUSE I KNOW THAT, UM, SOMETIMES IT DOES TAKE A LITTLE WHILE IN AUGUST TO OCTOBER IS NOT VERY LONG.
SO MAYBE WE COULD HAVE A BRIEF DISCUSSION.
SO EVERYBODY BETWEEN NOW AND AUGUST HAVE A BRIEF DISCUSSION.
UM, THINK ABOUT HOW YOU WOULD LIKE TO SEE US REPRESENTED IN OCTOBER.
WE HAVE A BRIEF DISCUSSION, THEN WE CAN MAYBE DECIDE ON IT AND APPROVE IT IN SEPTEMBER.
UM, AND THEN WE'LL BE READY FOR OCTOBER.
DOES THAT SOUND GOOD TO EVERYBODY? I CONCUR.
SO WE'LL DISCUSS IT IN AUGUST.
WE'LL DISCUSS IT WITH ACTION IN SEPTEMBER AND THEN OCTOBER WE WILL DO WHATEVER IT IS THAT WE DECIDED IN SEPTEMBER.
DOES THAT SOUND GOOD TO EVERYBODY? THAT SOUNDS GREAT.
AND THEN JUST, UM, JUST FOR THE AGENDA, JUST TO MAKE SURE THAT IT'S ALL ON THE UP AND UP, I KNOW THAT, UM, I DON'T THINK I SAID THIS, BUT, UH, KARA BERTIN ASKED THAT WE PUT THE EQUITY BASED, UH, PRESERVATION PLAN AS A DISCUSSION AND ACTION ITEM.
I WOULD JUST MENTION THAT IF THERE ARE IS GOING TO BE A RECOMMENDATION ATTACHED TO THAT EQUITY-BASED PRESERVATION PLAN, UM, A COMMISSIONER WOULD NEED TO VOLUNTEER IN ORDER TO PROVIDE THAT, OR IT WOULD NEED TO BE READ OUT LOUD INTO THE RECORD AT THAT TIME.
I'M SORRY, CAN YOU SAY THAT AGAIN?
NO, I JUST, I I JUST WAS LIKE, SO IF, IF THAT'S A DISCUSSION AND ACTION ITEM TO APPROVE A RECOMMENDATION TO COUNSEL TO ADOPT THOSE EQUITY-BASED PRESERVATION PLANS, SOMEONE ON THE COMMISSION WILL NEED TO VOLUNTEER TO WRITE THAT RECOMMENDATION.
AND IF IT'S A DISCUSSION AND ACTION ITEM, IT SHOULD BE AVAILABLE PRIOR TO THE MEETING IF POSSIBLE.
IF NOT, IT WOULD NEED TO BE READ INTO THE RECORD DURING THE MEETING.
SO IF IT'S OKAY WITH THE RULES, I'M HAPPY TO REACH OUT AND, YOU KNOW, GET A, A PREVIEW OF THE EQUITY BASED PLAN AND WRITE UP ONE AND PROVIDE IT PRIOR TO THE SEPTEMBER, UM, PRIOR TO THE SEPTEMBER MEETING.
IS THAT WHAT YOU'RE SAYING? THAT NEEDS TO HAPPEN? RIGHT? THAT'S ONE WAY.
IF MS. BERTRAN WANTS TO SHARE THE PRESENTATION BEFOREHAND, OTHER COMMISSIONS WILL TYPICALLY HAVE A PRESENTATION FIRST AND THEN APPROVE THE RECOMMENDATION AT THE NEXT MEETING.
BUT SOMETIMES THAT DOESN'T WORK FOR TIMELINES.
SO IF YOU WANT TO REPLY TO HER AND SEE IF THAT'S AN OPTION, THAT MAY WORK AS WELL.
YEAH, LET ME SEE IF SHE'S AVAILABLE IN AUGUST AND, UM, IF SHE IS, I'LL LET YOU KNOW AND IF NOT, UM, WE CAN JUST TELL HER THAT WE ARE GOING TO, THAT WE'LL HAVE TO MOVE IT TO NOVEMBER BECAUSE IT SEEMS LIKE OCTOBER IS GONNA BE A PROBABLY A SPECIAL MEETING.
SO, UM, I'LL JUST REACH OUT TO HER AND LET HER KNOW THAT AND SEE WHAT SHE WANTS TO DO.
IS THERE ANY FURTHER DISCUSSION ABOUT FUTURE ACTION ITEMS? YES.
AM I SUPPOSED TO ADD A POTENTIAL, UH, JIC UPDATE FOR NEXT MONTH NOW? UM, DO YOU THINK THAT THAT WE WILL REALLY NEED IT BECAUSE OUR AUGUST MEETING IS FILLING UP REALLY? IT'S GONNA BE REALLY, REALLY FULL.
UM, BUT YES, IF YOU DO, THERE'S NO MORE STANDING ITEMS. WE HAVE TO GO EVERY MEETING AND MAKE THAT, UM, SO YOU'LL HAVE TO, YOU'LL HAVE TO ASK FOR THAT EVERY MEETING.
UM, SO DO, DO YOU, DO YOU WANNA DO IT IN AUGUST? I MEAN, YOU'RE WELCOME TO, I'M NOT TRYING TO DISCOURAGE YOU.
I HAVEN'T LOOKED AT THE AGENDA YET.
IS THERE ANY WAY THAT I CAN PUT IT ON AND DROP IT OFF IF I DON'T HAVE ANYTHING IMPORTANT FOR YOU GUYS? YEAH, SURE.
FRANKS MY SUGGESTION WOULD BE IF YOU FEEL AS THOUGH THERE'S ANYTHING, ANY PERTINENT ITEMS, UM, COMMUNICATE WITH OUR LIAISON AND SHE CAN SEND, SEND IT OUT AND ASK FOR A SECOND.
[00:50:01]
THAT'S FINE WITH ME TOO.I JUST WANTED TO MAKE SURE I DIDN'T MISS, MISS, WHEN IS THE MEETING? WHEN IS IT, WHEN IS THE NEXT MEETING FOR THE JIC? UH, I THINK IT'S IN A WEEK AND A HALF.
SO YEAH, I JUST WANNA MAKE SURE THAT YOU HAVE TIME BECAUSE WE HAVE TO HAVE AGENDA ITEMS IN.
YEAH, NO, IT LINES UP PERFECT.
WE USUALLY HAVE PLENTY OF TIME.
I I DON'T WANNA WASTE ANYBODY'S TIMES TIME AND I REALIZE THAT WE DO HAVE A BUSY MEETING.
UM, SO Y'ALL, I'M REALLY EXCITED ABOUT BEING BUSY BECAUSE I KNOW THAT THERE WERE SOME TIMES LIKE LAST SPRING OR SO THAT WE WERE ALL JUST LIKE, WE DON'T REALLY KNOW.
WE, UM, SO I AM REALLY, REALLY EXCITED ABOUT THE DIRECTION OF THIS COMMITTEE.
UM, I THINK OUR NEW COMMISSIONER HAD AN AGENDA ITEM.
DID YOU, GABRIEL, DID YOU HAVE AN AGENDA ITEM? YEAH, I DID HAVE A QUESTION.
OH, YOU MADE A COMMENT ABOUT THE WHITE CANE DAY.
AND I LOVE THAT IDEA AND I WOULD LOVE TO BE PART OF THAT.
NOW, I DO KNOW THAT THERE ARE DIFFERENT TYPES OF DISABILITIES, LIKE YOU HAVE PEOPLE WITH SPINAL CORD INJURY OR, UM, CEREBRAL PALSY OR DIFFERENT TYPES OF THINGS.
AND SO I THINK WE GET TOGETHER AND WHAT WE DO IS WE HAVE, UM, CHAIR BASKETBALL AND SO WE CAN REALLY HAVE A LOT OF EMPATHY AND LEARN ABOUT WHAT OTHER PEOPLE ARE GOING THROUGH.
AND SO WE REALLY HAVE A LOT OF PEOPLE WITHIN WHEELCHAIRS WHO LIVED WITHIN THE CITY.
AND SO I THINK THIS WOULD BE A REALLY GREAT OPPORTUNITY.
MAYBE WE COULD FIND LIKE A SEMI-PROFESSIONAL BASKETBALL TEAM THAT ARE A CHAIR BASKETBALL TEAM.
BUT IF WE COULD DO SOMETHING LIKE THAT WITH OTHER DISABILITY POPULATIONS, YOU KNOW, FROM SEPTEMBER 15TH TO OCTOBER 15TH, THEY KIND OF OVERLAP WITH THE DISABILITY AND THE SPANISH HERITAGE AND, AND MAYBE WE COULD FIND EITHER OTHER, OTHER TYPE OF EVENTS OR COMMUNITIES THAT WE COULD KIND OF OVERLAP WITH.
AND SO WE CAN REALLY KIND STRENGTHEN THAT NETWORK THROUGHOUT THE COMMUNITY.
I KNOW THAT THE CITY OF HOUSTON, UM, HAS REALLY SUPPORTS THEIR ADAPTIVE SPORTS, AND I WOULD REALLY LIKE TO BRING THAT TO AUSTIN.
UM, SO DO WE WANNA MAYBE TALK ABOUT IT IN SEPTEMBER? IT MIGHT, IT MIGHT BE A LITTLE AMBITIOUS TO GET IT DONE BY OCTOBER OF THIS YEAR, BUT DOESN'T MEAN THAT WE CAN'T DO IT.
I MEAN, NOT EVERYTHING RELATED TO DISABILITY EVENTS HAS TO HAPPEN IN OCTOBER.
AND WE CAN ALSO, UM, MAKE ANNOUNCEMENTS, UM, DURING OUR MEETINGS ABOUT UPCOMING EVENTS THAT SOME OF US MAY WANNA ATTEND AS NOT, MAYBE NOT NECESSARILY AS REPRESENTATIVE MAYOR'S COMMITTEE, BUT TO JUST CHECK, CHECK THAT EVENT OUT.
AND, UM, IF YOU FEEL LIKE YOU WOULD LIKE TO PRESENT AN INSTANT INFORMATION, WHICH YOU LEARNED, WE COULD ADD THAT AS A, A AGENDA ITEM IN BETWEEN MEETINGS.
WE JUST HAVE TO, YOU KNOW, ADD THAT TO THE AGENDA WITH A, A CO-SPONSOR.
SO I WOULD REALLY LIKE TO PUT THAT IN THE, ON THE NOVEMBER.
I KNOW WE ARE RUNNING OUTTA TIME, LIKE RIGHT NOW, BUT I WOULD LIKE TO PUT THAT ON THE NOVEMBER AGENDA, UM, RIGHT NOW BECAUSE I DON'T WANT IT TO FALL THROUGH THE CRACKS.
AND I THINK IF WE START IN NOVEMBER THINKING ABOUT THESE THINGS THAT, UM, WE'LL, WE'LL HAVE A BETTER OPPORTUNITY TO DO THINGS THROUGHOUT THE YEAR.
AS PART OF MY JOB I RECEIVE, I RECEIVE A LOT OF DIFFERENT INFORMATION ABOUT, BECAUSE I WORK WITH, UH, FAMILIES, WITH CHILDREN WITH MULTIPLE DISABILITIES, NOT JUST INCLUDING BLINDNESS, BUT CEREBRAL PALSY, UM, SOME WHO ARE JUST HOME BOUND.
SO I RECEIVE A LOT OF INFORMATION ABOUT UPCOMING FAIRS AND STUFF LIKE THAT WHERE I COULD PRESENT TO THE COMMITTEE ABOUT THAT.
AND IF YOU WANT TO ATTEND, THAT'D BE REALLY AWESOME.
Y'ALL, I FEEL LIKE WE'VE HAD A REALLY GOOD DISCUSSION.
AND AGAIN, I AM SUPER EXCITED ABOUT THE THINGS THAT WE HAVE PLANNED FOR THIS UPCOMING YEAR.
UM, DOES ANYBODY HAVE ANYTHING SUPER PRESSING THAT THEY WANNA SHARE? UM, ACTUALLY I DON'T KNOW IF IT'S POSSIBLE TO REOPEN.
I DON'T KNOW IF WE TECHNICALLY CLOSED OUT RECOMMENDATIONS FOR AGENDA ITEMS, BUT NO, NOT YET.
UM, I DON'T KNOW WHEN IT WILL FIT, SO I'LL ACCEPT YOUR GUIDANCE, BUT I'M RUNNING ON THE ASSUMPTION THAT, UM, THE CITY DEMOGRAPHER MAY ACCEPT WORDING FROM US ON THE FUTURE DEMOGRAPHIC QUESTIONNAIRES THAT THE CITY HAS.
SO I'D KIND OF LIKE TO HAVE AN AGENDA ITEM FOR THE FUTURE THAT PUTS THAT IN VIEW.
WE COULD PROBABLY ADD THAT IN SEPTEMBER IF THE DEMOGRAPHER CAN COME AND MAKE A PRESENTATION IN AUGUST.
[00:55:03]
ALL RIGHT GUYS, AS ALWAYS, PLEASE, AND I KNOW, AGAIN, I'M NOT THE ALWAYS THE BEST AT DOING THIS MYSELF, BUT PLEASE TRY TO CHECK YOUR EMAIL AT LEAST WEEKLY.UM, THERE, THERE IS IMPORTANT INFORMATION THAT'S COMING THROUGH, UM, FROM CHRISTIE AND SHE SENDS OUT ALL THE PRESENTATIONS, UH, BEFOREHAND.
AND SO IT'S JUST, IT MIGHT BE A MORE EFFECTIVE USE OF OUR TIME IF WE CAN JUST GO THROUGH THOSE TO THE EXTENT POSSIBLE.
I KNOW WE ALL HAVE JOBS AND FAMILIES AND LIVES.
UM, BUT ANYWAY, JUST A REMINDER.
UM, DOES ANYBODY HAVE ANYTHING ELSE BEFORE WE DO I HAVE A, A MOTION TO ADJOURN OUR MEETING? I MOVE SECOND.
NO NEED TO DO A ROLL CALL ON THE ADJOURN
THANK YOU EVERYBODY FOR YOUR WORK AND WE'LL SEE YOU IN AUGUST.
