[00:00:03] GOOD AFTERNOON [CALL TO ORDER] EVERYONE. I'D LIKE TO CALL US TO ORDER. UH, MY NAME IS AKARI BROCK, VICE CHAIR. I'LL BE RESIDING IN INSTEAD OF CHAIR. UH, TODD TODAY PRESENT ARE COMMISSIONER C HENDRICKS, ENNI, ME, COMMISSIONER FANG, AND ER I'LL MOVE THIS ALONG [PUBLIC COMMUNICATION: GENERAL] TO OUR PUBLIC, UH, COMMUNICATION. AND TODAY WE'RE JOINED BY MIKE NAHAS. AND YOU HAVE THREE MINUTES, SIR. OKAY. THANK YOU. SURE. UH, THANK YOU VICE CHAIR BROCK. THANK YOU, COMMISSIONERS. UH, MY NAME IS MICHAEL NEHA. I'M CHAIR OF THE ECONOMIC PROSPERITY COMMISSION. UM, IT'S AN ADVISORY COMMISSION TO CITY COUNCIL, AND WE'VE HAD ISSUES WITH TRYING TO MEET QUORUM, UM, AND JUST COHESION BECAUSE WE CAN'T COMMUNICATE. WE'RE LIMITED BY THE TEXAS OPEN MEETINGS ACT AS ALL COMMISSIONS IN THE CITY OF AUSTIN ARE. THIS COMMISSION, I'M SURE IS INCLUDED. THE, THE ISSUE IS YOU, YOU CANNOT HAVE MORE THAN A QUORUM, A QUORUM OR MORE OF PEOPLE TOGETHER OUTSIDE OF A MEETING WITHOUT A PUBLIC ANNOUNCEMENT, WITHOUT PUBLIC DISCLOSURE AND ALLOW PUBLIC COMMENTS AND ALL THAT KIND OF THING. UM, AND I AM FOR TRANSPARENCY AND OPENNESS, UM, BUT I ALSO WANT MY COMMISSION TO BE ABLE TO COMMUNICATE AND LIKE HAVE COHESION. UM, AND THERE'S AN OPTION IN THE TEXAS OPEN MEETINGS ACT. THIS IS SECTION 5 5 1 0.06. IT ALLOWS FOR A MESSAGE BOARD. I DON'T KNOW IF YOU'RE FAMILIAR, BUT CITY COUNCIL HAS A MESSAGE BOARD WHERE THEY CAN SHARE DOCUMENTS THAT CAN COMMUNICATE WITH EACH OTHER, UM, SEND MESSAGES, AND IT'S PUBLICLY AVAILABLE. IT'S ON THE INTERNET. ANYBODY HERE CAN FIND THIS AND SEARCH AND SEARCH FOR DOCUMENTS. UM, AND SO SINCE THAT'S AVAILABLE THROUGH THE TEXAS OPEN MEETINGS ACT, I WOULD LIKE IT FOR MY COMMISSION. I WOULD LIKE IT FOR EVERY COMMISSION, AND I IMAGINE YOU WOULD WANT THIS FOR YOUR COMMISSION. UM, AND SO, UH, IN MY ROLE, I WENT TO THE TECHNOLOGY COMMISSION, UH, COMMUNITY TELECOMMUNICATIONS TECHNOLOGY COMMISSION, UM, TO ASK THEM TO PASS A MEASURE ENCOURAGING THIS, AND THEY WANTED IT FOR THEIR COMMISSION. SO, UH, THEY'VE PASSED A RECOMMENDATION FOR IT. WE'VE PASSED A RECOMMENDATION FOR IT. I'VE INFORMED OTHER CHAIRS AND VICE CHAIRS THAT I'M FAMILIAR WITH ABOUT THIS, AND I'D LIKE TO SEE AS MANY COMMISSIONS PASS THIS AS POSSIBLE SO IT SHOWS ATTENTION AT CITY HALL. UM, AND IF IT'S SOMETHING INTERESTED FOR YOUR COMMISSION, I'M ENCOURAGING YOU TO PASS IT, AND I'D BE HAPPY TO ANSWER ANY QUESTIONS. UH, ONE FUN TRIVIA FACT IS SECTION 5 5 1 0.006 WAS ADDED TO THE TEXAS OPEN MEETINGS ACT BY OUR MAYOR, UH, THEN SENATOR KIRK WATSON, UH, WHEN HE WAS AT THE TEXAS SENATE. SO I'M HOPING IT WILL GET SOME, UH, EAR AT CITY COUNCIL. THANK YOU. ANY QUESTIONS, COMMISSIONERS? COULD I ASK QUESTION? OF COURSE. YEAH. AND IN, SO, OKAY, COME IN . I GOT IT. UH, IN, IN DOING WHAT YOU'RE DOING WITH THE, THE RECORDS, DO YOU FIND THAT THAT CULTIVATES ADDITIONAL INTEREST FOR THE PUBLIC SHOWING UP AT THE MEETINGS THAT YOU HAVE OR OTHER PEOPLE HAVE? WELL, AT THE MOMENT WE DON'T HAVE THIS ABILITY. UM, CITY COUNCIL HAS IT, AND THERE'S DEFINITELY REPORTERS WHO READ THE, THE MESSAGES ON THE MESSAGE BOARD BETWEEN CITY COUNCIL MEMBERS AND USE THAT TO, YOU KNOW, WRITE ARTICLES AND DESCRIBE THE POSITIONS OF DIFFERENT CITY COUNCIL MEMBERS. UM, I DON'T KNOW IF THE, HOW THE PUBLIC WILL INTERACT WITH IT IN TERMS OF OUR COMMISSION. UM, WE'RE JUST AN ADVISORY COMMISSION ON ECONOMICS, BUT WE WILL LIKE, BUT YEAH, IT WOULD MAKE OUR ACTIONS A LITTLE MORE TRANSPARENT. THANK YOU. THANK YOU. AND BEFORE WE MOVE ON TO OTHER, UH, ITEMS OR, OR TOPICS, I JUST WANNA ACKNOWLEDGE FOR ATTENDANCE, UH, SECRETARY ROSE AND PRIOR TO THE MINUTES, I WOULD LIKE TO PROVIDE, UH, MS. THOMPSON SOME TIME. THANK YOU. THIS IS TRACY THOMPSON, CHIEF COMMERCIAL OFFICER, AND I HAD THIS GREAT PLAN FOR TODAY THAT DIDN'T QUITE WORK OUT. UM, MY PLAN WAS TO ACKNOWLEDGE JASON ALEXANDER, WHO IS MY COLLEAGUE AND THE DEPUTY CHIEF OF AIRPORT AFFAIRS, AND OF COURSE, FOR [00:05:01] THIS COMMISSION, THE PRIMARY MUSCLE, BRAINS AND HEART, YOU KNOW, BEHIND THE COMMISSION. UM, HE HAS BEEN WITH THE DEPARTMENT OF AVIATION FOR ABOUT 18 MONTHS NOW, AND I'VE THOROUGHLY ENJOYED WORKING WITH HIM AND APPRECIATE HIS DEDICATION AND HIS SMARTS AND HIS, UH, PERSEVERANCE AND HIS ADAPTABILITY TO JOIN THE DEPARTMENT OF AVIATION. BUT I WANTED TO ACKNOWLEDGE HIM TODAY. AND OF COURSE HE'S NOT HERE BECAUSE HE'S WORKING SO HARD. HE'S DOWN AT CITY HALL REPRESENTING THE DEPARTMENT OF AVIATION AT WORK SESSION. BUT JASON IS CELEBRATING HIS 20 YEAR ANNIVERSARY WITH THE CITY OF AUSTIN. I BELIEVE HE STARTED WHEN HE WAS 12. AND SO I JUST WANTED FOR, UH, THIS COMMISSION TO ACKNOWLEDGE HIM ON THE RECORD. AND, UM, WE'LL JUST HAVE TO CONGRATULATE HIM IN PERSON, UH, NEXT MONTH. SO THANK YOU FOR THE TIME AND ACKNOWLEDGING JASON ALEXANDER, THANK YOU SO MUCH. [APPROVAL OF MINUTES] NOW WE'LL MOVE ON TO APPROVAL OF THE MINUTES. DO I HAVE A MOTION COMMISSIONER INEZ? YEAH. DO WE HAVE A SECOND? COMMISSIONER F FANG. ALL IN FAVOR, ONE ABSTENTION. THANK YOU ALL. NOW, I BELIEVE WE WILL TURN TO STAFF BRIEFINGS. UH, FIRST UP IS [2. June 2024 Financial Results presented by Rajeev Thomas, Chief Financial Officer] THE FINANCIAL, FINANCIAL RE RESULTS, EXCUSE ME, UH, FROM RAJIV THOMAS, OUR CFO. GOOD AFTERNOON, UH, CHAIR AND COMMISSIONERS. UH, NAME IS RAJEEV THOMAS, UH, CFO FOR THE AVIATION DEPARTMENT. SO I'LL BE GOING OVER THE JUNE, 2024 FINANCIAL RESULTS. UH, STARTING WITH THE PASSENGER TRAFFIC OR PASSENGER TRAFFIC, UH, INCREASE SLIGHTLY, OR YOU COULD SAY IT WAS ESSENTIALLY FLAT WITH JUNE, 2023 AT ABOUT 0.2% INCREASE IN EMPLOYMENTS. UM, OUR AVERAGE DAILY DEPARTURES WHEN WE COMPARE TO THE PRIOR YEAR WAS DOWN ABOUT 11 DAILY DEPARTURES OR 4.1%. UM, LANDED WEIGHTS ALSO SHOWED A SLIGHT DECREASE OF, UH, 2% VERSUS JUNE OF 2023. UH, BUT CARGO VOLUME DID INCREASE, UH, QUITE A BIT OF, UH, 16.5% COMPARED TO JUNE OF 2023. UH, ON THE REVENUE SIDE, UH, WE HAD A GREAT MONTH, UH, IN THE MONTH OF, UH, JUNE, UH, VERSUS THE PRIOR YEAR, UM, A 15.2% INCREASE IN OUR OPERATING REVENUES, OR ALMOST $3.8 MILLION. YEAR TO DATE, UH, IT IS 33 MILLION HIGHER THAN THE PRIOR YEAR. UH, ON THE OPERATING EXPENSE SIDE, UM, OUR OPERATING EXPENSES WERE ABOUT 4.7% HIGHER IN THE MONTH OF JUNE THAN THE PRIOR YEAR. AND I KIND OF NOTED, UM, IN THE, IN THE MEMO THAT, UH, LAST YEAR, UH, JUNE OF 2023, WE HAD UPFRONT COSTS RELATED TO THE VANDERLANDE CONTRACT THAT CAME ON. THAT'S WHY, YOU KNOW, WHEN YOU LOOK AT PREVIOUS MONTHS, YOU'VE SEEN A HIGHER INCREASES IN OPERATING COSTS THAN THE 4.7%. SO THAT WAS BECAUSE JUNE OF 2023 WAS ELEVATED, UM, AS WELL. UM, YEAR TO DATE ON THE OPERATING EXPENSES, WE ARE 25% HIGHER THAN PRIOR YEAR. UH, BUT ON THE NET INCOME OR UH, NET REVENUE SIDE, UH, WE ARE STILL 2 MILLION HIGHER THAN WHERE WE WERE, UH, LAST YEAR, YEAR TO DATE THROUGH JUNE. UH, VERSUS BUDGET ON THE REVENUES, WE ARE 24 MILLION HIGHER THAN WHAT WE BUDGETED. UH, ALMOST 3.7 MILLION HIGHER THAN WHAT WE HAD IN THE ESTIMATE TOO. SO BOTH THE TRENDING VERY WELL ON THE OPERATING EXPENSES SIDE. UM, THE, THE EXPENSES ON THE AVIATION SIDE IS FIVE, FIVE AND A HALF MILLION DOLLARS HIGHER, OR 5.2% HIGHER THAN WHAT WE BUDGETED. BUT TRACKING BELOW WHAT WE ESTIMATED, UM, AT 300,000, ROUGHLY 300,000 OH 0.3% BELOW WHAT WE BUDGETED FOR CYE. SO YEAR TO DATE THROUGH THE BUDGET, UM, WE ARE ON THE NET INCOME SIDE, WE ARE ABOUT 19 MILLION HIGHER THAN WHAT WE BUDGETED, AND ABOUT 5 MILLION HIGHER THAN WHAT WE HAD IN OUR ESTIMATE. SO OVERALL, PRETTY GOOD. WELL, THANK YOU COMMISSIONERS. ARE THERE ANY QUESTIONS? YES, I HAVE ONE, UH, COMMISSIONER. I'M SORRY. UH, CHAIR TODD. HELLO EVERYONE. UM, YEAH, RAJIV, CONGRATULATIONS ON THOSE NUMBERS. TWO QUESTIONS. ONE IS THE FISCAL YEAR ENDS SOON, CORRECT? THIS IS, THIS IS YOUR, THIS IS ALMOST THE END OF THE FISCAL YEAR. THAT'S RIGHT. SEPTEMBER 30TH, YEAH. OKAY. AND TO WHAT DO YOU ATTRIBUTE THE INCREASE IN REVENUE? UH, THE [00:10:01] INCREASE IN REVENUE, YOU KNOW, ONE IS IF YOU LOOK AT THE NON AIRLINE SIDE, WE'VE HAD, UM, SOME PARKING RATE INCREASES THAT IS INSTITUTED LAST YEAR, UH, THAT IS CONTRIBUTING TO HIGHER PARKING REVENUES. BUT ALSO ON THE, ON THE TERMINAL CONCESSION SIDE, IT IS KIND OF OUTPERFORMED OUR EXPECTATIONS A LITTLE BIT. UH, PART OF IT IS WHEN WE BUDGET THE TERMINAL CONCESSION REVENUE, UM, YOU KNOW, BECAUSE THERE ISN'T ANY MORE SPACE TO ADD MORE VENUES IN THERE, WE HAVE A LITTLE CONSERVATIVE WITH THAT. SO THE BUDGET HAS DONE BETTER, UH, THAN WE, THAN WE EXPECTED. UH, WE ALSO HAD THAT ECLIPSE EVENT, UH, THAT REALLY CONTRIBUTED TO HIGHER RENTAL CAR REVENUES IN THAT MONTH. SO THAT'S ALSO, UH, PERFORMED BETTER THAN WE EXPECTED. SO ON, ON THE NON AIRLINE SIDE, THAT IS REALLY WHAT IS CONTRIBUTING TO IT. AND IF YOU LOOK AT VERSUS BUDGET, THE NON AIRLINE SIDE IS DRIVING ALMOST 16 MILLION OF THE $24 MILLION, UH, IN FAVORABLE TO BUDGET. THANK YOU FOR THAT CLARIFICATION. SO IT'S FAIR TO SAY THAT SPECIAL EVENTS LIKE THE ECLIPSE AND CONCESSIONS, AND I'LL, I'LL GUESS BECAUSE THE CONCESSIONS HOURS HAVE EXPANDED TO MEET THAT'S TRUE. THE DEMAND. THAT IS TRUE. WELL, YOU KNOW, WHEN WE WERE BUDGETING IN 2024, YOU KNOW, WE WERE LOOKING BACK AS TO WHAT HAPPENED IN 2022 AND 2023, WHERE, UM, SOME OF THE CONCESSION VENUES WERE NOT OPEN THE FULL AMOUNT OF THE TIME THAT THEY WERE IN OPERATING THE FULL, UM, HOURS, UH, BECAUSE OF STAFFING ISSUES AT THAT TIME. AND ALL THOSE, UH, APPEARS TO HAVE BEEN RESOLVED. SO THAT'S ALSO HELPING. VERY GOOD, THANK YOU. ANY ADDITIONAL QUESTIONS? COMMISSIONER F COMMISSIONER? HELLO. THANK YOU. UM, THANKS FOR THE, AND UPDATES IN YOUR DISCUSS. WELL, DO YOU WANNA COVER THAT BUDGET GOING OVER THE, ANY FURTHER QUESTIONS? UM, THANK YOU. AT HOME, WE'RE GETTING A LOT OF FEEDBACK, AND I THINK JAMIE, ONE OF YOUR SCREENS WAS COMMISSIONER DOYLE IS ON. OKAY, I'M SORRY. COMMISSIONER VALDEZ IS ON. DOYLE. VALEZ IS ON ALSO ACKNOWLEDGE, UH, COMMISSIONER VALDEZ FOR ATTENDANCE. NEXT WE HAVE THE [3. Air Service Update provided by Jamy Kazanoff, AUS Air Service Development] AIR SERVICE UPDATE FROM JAMIE KASSOFF FROM THE AIR SERVICE DEPARTMENT. AIR SERVICE. HI EVERYBODY. YOU HEAR ME? OKAY, I HOPE YOU CAN HEAR ME. ALRIGHT. LEMME TRY AGAIN REAL QUICK. THAT'S MUCH BETTERER HEARING. SO AUGUST, 2024, JUST A BRIEF RECESS. [00:15:54] I THINK WE HAVE THE TECHNICAL ISSUES SOLVED. WE CAN, UH, RESUME THE MEETING NOW. THANK YOU. AND THANK YOU. OKAY, SO BEFORE YOU, YOU SHOULD HAVE THE AUGUST, AUGUST, 2024 WE'RE, WE ARE CONTINUING TO SEE RATIONALIZATION BY THE AIRLINES. IF YOU LOOK AT, UH, AUGUST 9% IN SEPTEMBER, THIS IS CONSIDERED THE SUMMER SHOULDER SEASON. BUT IF YOU LOOK, TAMMY, I'M SORRY TO INTERRUPT, THE, THE, THE ECHOING CONTINUES OVER HERE FOR US JOINING REMOTELY. AND I'M SORRY TO BE THE BEARER, BAD NEWS, BUT SHALL I CONTINUE OR STALL OR ? UM, I, I REALLY DON'T HAVE A WHOLE LOT TO ADD BEYOND WHAT'S IN, BUT I CAN, OKAY, CAN I HAVE A MEMBER THAT'S ON THE WEBEX RIGHT NOW? UM, DO A AUDIO TEST REAL QUICK. TEST ONE, TWO. OKAY. I THINK I FIGURED OUT THE PROBLEM. UM, I THINK WE SHOULD BE ABLE TO, UM, GO ON WITH THE MEETING NOW. THANK YOU ALL FOR YOUR PATIENCE, AND THANK YOU. THANK YOU. THANK YOU COMMISSIONERS. SO, AUGUST SNAPSHOT 24, COMPARED TO AUGUST 23, WE ARE DOWN ONE DESTINATION AND WE'RE CONTINUING TO SEE RATIONALIZATION BY THE AIRLINES AND THEIR SEATS LOADED. UH, AUGUST IS DOWN 10% AND SEPTEMBER IS DOWN 9%, BUT OF COURSE, THAT'S YEAR OVER YEAR, AND WE'RE STILL UP 24% PRE COVID. I WANNA BRING TO YOUR ATTENTION, UH, DECEMBER, WHICH IS DOWN 2%. SO I THINK I'M STARTING TO SEE SOME LEVELING OFF, BUT MOST IMPORTANTLY, I WANNA EMPHASIZE THAT THE ROUTES THAT HAVE BEEN EXITED BY AMERICAN AIRLINES, WE'RE WORKING HARD TO FILL THOSE BY OTHER CARRIERS. SO SOME OF THIS IS OVER CAPACITY BY THE CARRIERS. AND COVID, AS YOU ALL KNOW, WE RAMPED, THEY RAMPED UP A GREAT DEAL OF CAPACITY THAT WAS SURPRISING TO US EVEN. AND SOME OF THIS IS WEAKENING, UH, CONSUMER SENTIMENT, UM, PARTICULARLY IN THE SHOULDER SEASON WHEN THERE'S LESS TRAVEL, AS THE AIRLINES HAVE LEARNED FROM MID-AUGUST THROUGH SEPTEMBER, THERE'S LESS TRAVEL, AND SO THEY'VE CORRECTED FOR THAT. UM, SOME OF THE HIGHLIGHTS I DO WANNA MENTION THAT IS IN THE REPORT IS AMERICAN AIRLINES DID A ADD ALBUQUERQUE ROUND TRIPS ON OCTOBER 4TH AND 13TH FOR THE BALLOON FESTIVAL. THIS IS ANOTHER INDICATION THAT THIS MAJOR CARRIER CONTINUES TO PAY VERY CLOSE ATTENTION TO AUSTIN, TEXAS. AND DESPITE THE RECENT DECLINES IN YOUR REPORT, YOU'LL SEE THAT BASED ON THE SCHEDULED SEATS IN DECEMBER OF 2024, OUT OF ALL 350 PLUS AIRPORTS, AMERICAN AIRLINES HAS IN THE WORLD, UH, AUSTIN IS NUMBER 15. SO AT OUR PEAK WITH AMERICAN AIRLINES, AUSTIN WAS THE 11TH LARGEST AIRPORT WITH AMERICAN, AND WE'RE NOW NUMBER 15. SO WE'RE STILL WAY UP THERE WITH AMERICAN AIRLINES. DELTA WILL BE INTRODUCING HARLINGEN OCTOBER 7TH. SO THAT'S A GOOD BIT OF NEW NEWS. UM, WHAT ELSE DID I WANNA MENTION? AGAIN, DOWN ONE DESTINATION ON THE HORIZON. [00:20:01] WE'VE GOT SOUTHWEST STARTING OMAHA AS WELL ON NOVEMBER 23RD, UH, WITH THE LATEST DATA THAT WE HAVE, OUR, UH, AVERAGE FAIR CONTINUES TO BE BELOW THE US AVERAGE, WHICH IS, WHICH IS GOOD. SO WE'RE WORKING TO BACKFILL. I FEEL VERY CONFIDENT THAT AUSTIN ESPECIALLY IS A GROWING MARKET, GROWING NUMBER OF TRAVELERS THAT, UM, IN SPITE OF THE SHOULDER SEASON CAPACITY CUTS AND THESE EXITS BY AMERICAN AIRLINES, UH, WE WILL CONTINUE TO GROW AND DO WELL. ARE THERE ANY QUESTIONS, COMMISSIONERS? JAMIE? I SHARE, JAMIE, I HAVE, I'VE GOT A QUESTION FOR YOU. WHEN WE SIGN NEW AIRLINES ON, DO WE HAVE ANY, ANY DISCUSSION WITH THEM ABOUT THE LEVEL OF SERVICE THAT WE EXPECT THEM TO HAVE? AND BY THAT I MEAN, UH, WE EXPECT THEM TO, TO, TO MAN A LOST BAGGAGE POINT OF CONTACT, UH, OR, UH, SOMETHING LIKE THAT. I MEAN, A LOT OF, A LOT OF AIRLINES I KNOW COME IN AND THEY DON'T, THEY, THEY DON'T HIRE VERY MANY PEOPLE AND THE PEOPLE THEY HIRE ARE, UH, THEIR TIME IS TIED UP ON, ON MAKING SURE THAT THEY'RE, THEY'RE, UH, HANDLING CUSTOMERS AS THEY, THEY COME IN THE DOOR, GETTING THEM BOARDING PASSES AND THAT KIND OF STUFF. BUT THE, THE PASSENGERS THAT JUST GOT OFF THAT AIRPLANE, UH, MAY BE MORE INTERESTED IN WHERE THEIR BAGGAGE WENT. AND THAT'S SOMETHING THAT, UH, IN MY, FROM MY PERSPECTIVE, I'VE KIND OF NOTICED AT THE INFORMATION DESK, I'VE HAD TO ANSWER A WHOLE LOT OF QUESTIONS ABOUT, WELL, WHERE IS, AND SOMETIMES I DON'T EII DON'T EVEN KNOW WHERE, UM, WHICH, NOT UNUSUAL, BUT, BUT, UH, THAT'S SOMETHING THAT, THAT, UH, I THINK, UH, I, I GUESS IS THERE A LEVEL OF STANDARD FOR SERVICE THAT AIRLINES PROVIDE HERE SO THAT THE AIRPORT ITSELF CAN MAINTAIN A REPUTATION OF HIGH ATTENTION TO THAT KIND OF SERVICE? SCOTT, I'M GONNA, UM, DEFLECT TO TRACY THOMPSON, WHO OVERSEES THE PROPERTIES GROUP AS THE AIRLINES DO SIGN CONTRACTS WITH THE AUSTIN AIRPORT AND, UH, THE SERVICE STANDARDS. I'M GONNA GO AHEAD AND, UH, HAND TO TRACY. THANK YOU VERY MUCH. JAMIE. TRACY THOMPSON, CHIEF COMMERCIAL OFFICER. SO WITH RESPECT TO A MINIMUM REQUIREMENT SET FORTH IN A LEGAL DOCUMENT, TO MY KNOWLEDGE, THERE IS NOT THAT LEVEL OF YOU WILL HAVE WHAT WE DO. WE HAVE A VERY ROBUST OPERATIONS TEAM AND GUEST SERVICES TEAM THAT WORKS WITH NEW ENTRANT AIRLINES, WHETHER THEY'RE ACTUALLY NEW TO THE MARKET OR ADDING FLIGHTS TO MAKE SURE THAT WE HAVE NOT THE GATES AND THE, AND THE EQUIPMENT AND WHATNOT FOR THEIR SERVICE. AND IN THAT CONVERSATION AND IN THAT COORDINATION IS HOW ARE YOU STAFFING THIS? WHAT, WHAT'S IT GOING TO BE? SO YES, THERE, THERE'S NOT LIKE A LEGAL MINIMUM, BUT THERE'S AN EXPECTATION OF OPERATIONAL, UH, RELIABILITY AND EFFICIENCY THAT YOU'RE GETTING TO. SO THAT'S WHAT HAPPENS UP FRONT. AND THEN CERTAINLY AS THE SERVICE ROLLS OUT AND ROLLS ON FROM ROLLING OUT, UH, WE MAKE A, WE MAKE ADJUSTMENTS AND RECOMMENDATIONS TO THE AIRLINE OPERATIONS STAFF, THEIR GENERAL MANAGER AS TO STAFFING AND WHAT WE SEE AS PROBLEMS. AND SO OUR INTERNAL AND AIRSIDE OPERATIONS STAFF ARE REALLY DAY TO DAY WORKING WITH ALL THOSE AIRLINES. I DO APPRECIATE YOUR PERSPECTIVE ON WHAT YOU OBSERVE IN THE TERMINAL WITH RESPECT TO BAGGAGE CLAIM AND, AND THOSE OPERATIONS. AND SO ANYTIME YOU HAVE A SPECIFIC ISSUE THAT COMES UP, PLEASE FEEL FREE TO CALL US AND WE'LL WORK WITH THAT AIRLINE. WAS THAT RESPONSIVE ENOUGH? OKAY, THANK YOU. THANK YOU COMMISSIONER FOR THE QUESTION. AND, UH, MS. THOMPSON, I MIGHT TAKE YOU UP ON THAT. I'M STILL MISSING A PACK AND PLAY FROM AMERICAN. YES, SIR. ANY FURTHER QUESTIONS? I HAD A QUESTION. UH, CHAIR TODD. UH, HELLO. UM, WITH THE CLOSING OF THE SOUTH, THIS MAY BE A TREND, JAMIE, THAT BOSTON DOESN'T, UM, HAS NO CONTROL OVER, BUT I I, BECAUSE OF THE FINANCIAL TIGHTENING AND LESS TRAVELED BY [00:25:01] LOWER INCOME MEMBERS OF THE PUBLIC, AND WE'RE, WE'VE LOST SOME OF THE, UM, ULTRA LOW COST FLIGHTS. IS THAT A TREND GENERALLY? AND ALSO THOSE ULTRA LOW COST FLIGHTS WENT TO TERTIARY MARKET CITIES THAT ARE NOW UNDERSERVED OR UNSERVED IN GENERAL, THESE SMALL TOWNS IN IOWA AND THE MIDWEST THAT USED TO BE ABLE TO ACCESS THROUGH ALLEGIANT OR FRONTIER OR SUN COUNTRY OR WHATEVER YOU, THEY'RE, THOSE, ARE THOSE FLIGHTS GENERALLY EVAPORATING IN THE SYSTEM? NATIONALLY, I CAN'T REALLY SPEAK, SPEAK TO WENDY. IN OUR MARKET, WE HAVE SEEN SOME CURTAILING OF THESE FLIGHTS. WE KNOW OF COURSE ABOUT THE ALLEGIANT BASE CLOSURE, BUT STILL, EVEN WITH, UH, ALLEGIENT, THERE ARE STILL OPPORTUNITIES TO GROW ALLEGIANT WITH, UH, FLYING TO OTHER BASES THAT THEY CURRENTLY DO NOT FLY TO. UM, SO THERE'S STILL OPPORTUNITY FOR ALLEGION TO GROW. I'M HAPPY TO SEE SPIRIT UP AT A HIGHER LEVEL IN DECEMBER IN AUSTIN. BUT AS FAR AS NATIONALLY, YEAH, I MEAN, FROM WHAT I READ FROM THE TRADES, THE UCCS HAVE SOME ISSUES AND ARE WORKING THESE THROUGH. UM, WE LOVE HAVING THE HYBRID CARRIER MIX HERE IN AUSTIN AND DO EVERYTHING WE CAN TO MAINTAIN THIS INCREDIBLE MIX OF SERVICE. THANK YOU. AND THANK YOU ALL. THANK YOU, MS. KOFF. NEXT WE HAVE JOURNEY [4. Journey with AUS (AUS AEDP/Capital Improvement Program) Active Projects Update provided by Lyn Estabrook, Deputy Chief Development Officer] WITH A US AND WE'LL BE JOINED BY LYNN ESTERBROOK. YES, GOOD AFTERNOON. LYNN ESTERBROOK, DEPUTY CHIEF DEVELOPMENT OFFICER ON THE PACKET. I'M JUST GONNA GO OVER TWO SPECIFIC PROJECTS. UM, THERE'S A WHOLE SLEW OF, UM, REQUESTS FOR COUNSEL ACTIONS IN THE BACKUP. I'M GONNA GO OVER FOUR OF THOSE ACTIONS IN THIS. SO IF WE WANNA SCROLL IN THE PACKET, IT'S PAGE 33 FOR THOSE THAT HAVE, UM, THE PACKET FROM ONLINE, IT'S THE AIRFIELD INFRASTRUCTURE, MIDFIELD, TAXIWAYS. SO IF YOU WANNA SCROLL THROUGH, UM, A FEW NUMBER OF PAGES, KEEP ON GOING. I'LL TELL YOU WHEN TO STOP. GO AHEAD. MORE. OH, GO BACK, BACK ONE. THERE WE GO. UM, SO THIS PROJECT IS FOR ITEM 17 AND 18 IN THE, UM, PACKET. THIS IS THE AIRFIELD, UM, MIDFIELD, UM, TAXIWAY PROJECT. AND SO THIS PROJECT, THIS, SORRY, THIS PROJECT WILL CON CONSTRUCT NEW TAX UAS THAT WILL ALLOW FOR THE CLOSURE OF THE EXISTING MIDFIELD TAX UAS IN ORDER TO BUILD CONCOURSE B. THE PROJECT INCLUDES DEMOLITION OF EXISTING INFRASTRUCTURE AND CONSTRUCTION OF NEW AIRFIELD, TAXIWAY PAVEMENT, AIRCRAFT RATED BRIDGES, SORRY, SERVICE ROADS, UTILITIES, RECONSTRUCTION OF THE SOUTH CAMPUS, DRAINAGE SECURITY IMPROVEMENTS AND UPDATES TO THE AIRFIELD LIGHTING AND SIGNAGE SYSTEMS. SO FOLLOWING PRELIMINARY DESIGN, IT WAS DETERMINED THAT ADDITIONAL INFRASTRUCTURE AND DETAILED CONSTRUCTION PHASING WAS NEEDED. AND SO WHEN WE HAVE ITEM 19 THAT'S RELATED TO ITEM 19 AND ITEM 18, DO YOU WANNA GO AHEAD AND MOVE ON? UM, A FEW PAGES IN THE BACKUP? IT IS PAGE 37. IT'S THE CONCOURSE B AND TUNNEL, GRAB MY WATER. THERE WE GO. SO THE CONCOURSE B AND TUNNEL. SO THIS IS, UM, THIS PROJECT IS THE NEW CONCOURSE B, WHICH WILL BE A MINIMUM OF 20 GATES AND UNDERGROUND TUNNEL SERVING PASSENGERS, BAGGAGE, AND UTILITY. THE TUNNEL WILL CONNECT AND INTEGRATE TO THE EXISTING BARBARA JORDAN CON TERMINAL AND THE NEW CONCOURSE B TERMINAL THROUGH AN INTERFACE INFRASTRUCTURE. ADDITIONAL SCOPE INCLUDES AIR APRON WORK, TEMPORARY HOLD ROOM, AND ANY ASSOCIATED INFRASTRUCTURE FOR THE PROJECT. SO THAT'S RELATED TO ITEM 14 AND ITEM 15 LATER IN THE PACKET. SO I'M JUST GONNA GO OVER THOSE TWO SPECIFICALLY SO THAT WHEN WE GET TO THE RCAS, WE CAN TALK, UM, YOU UNDERSTAND SORT OF WHAT THE SCOPE OF THOSE TWO PROJECTS ARE. AND THAT'S IT, UNLESS ANYONE HAS ANY QUESTIONS. THANK YOU, COMMISSIONERS. ANY QUESTIONS? [00:30:01] AND PERHAPS WE CAN DIVE IN AS WE GET TO, TO THOSE ACTION ITEMS. WELL, THANK YOU. WE CAN MOVE ON TO [5. Update on City of Austin Construction Training Program presented by Michelle Pierre, Contract Management Supervisor II, Financial Services Department] THE UPDATE ON CITY OF AUSTIN CONSTRUCTION TRAINING PROGRAM. I, GOOD AFTERNOON COMMISSIONERS, LADIES AND GENTLEMEN. UH, MY NAME IS MICHELLE PIERRE, AND I SERVE AS A CONTRACT MANAGEMENT SUPERVISOR FOR CENTRAL PROCUREMENT WITHIN THE FINANCIAL SERVICES DEPARTMENT. UM, MY TEAM MEMBER, ROSIE ARENAS, IS THE PRIMARY ADMINISTRATOR OF THIS PROGRAM, SO SHE'LL BE THE ONE PRESENTING YOU THE INFORMATION. AND, UM, I WILL PASS OUT, UM, SOME INFORMATION FLYERS ON THE PROGRAM AS WELL AS OUR NEWSLETTER THAT WE, UM, PUT TOGETHER ANNUALLY, JUST SHARING SOME GOOD NEWS STORIES ON THE PROGRAMS AS WELL. SO, ROSIE, THANK YOU. GOOD AFTERNOON, EVERYONE. AGAIN, LIKE MICHELLE SAID, MY NAME IS ROSIE ENA, I'M A PROGRAM COMPLIANCE COORDINATOR AND, UH, ADMINISTRATOR OF THE CONSTRUCTION TRAINING PROGRAM. I ALWAYS LIKE TO START TO SEE MY SHOW OF HANDS, WHO KNOWS ABOUT THE PROGRAM. SURE, YES. OKAY. SO I DO HAVE SOME PEOPLE IN HERE WHO DUNNO ANYTHING ABOUT THE PROGRAM, SO THAT'D BE GREAT. I'M GONNA KIND OF GO OVER IT WITH YOU. SO IS DO I JUST SAY NEXT ON THE SLIDES OR WHO'S, OR IS THERE SOMETHING JUST NEXT? OKAY, NEXT SLIDE PLEASE. ALL RIGHT, SO THE PROGRAM, BASICALLY, THIS IS THE AGENDA. I'M GONNA BE GOING OVER THE DEVELOPMENT, WHAT CAME OUT OF A COUNCIL RESOLUTION, UM, IN WHICH THE COUNCIL DEVELOPED A REQUIREMENT TO TRAIN WORKERS ON CITY CONSTRUCTION PROJECTS THAT HAD A BUDGET OF OVER $500,000 AND MORE. OKAY, I'LL BE GOING MORE INTO THAT COUNCIL RESOLUTION AND THE PROGRAM REQUIREMENTS. ON THE NEXT SLIDE, WHAT WE DO, WE CURRENTLY, TO MAKE THIS ALL KIND OF COME TOGETHER, WE CURRENTLY PARTNER WITH, UH, 15 DEPARTMENT OF LABOR TRAINING PROGRAMS THAT THE CITY PARTNERS WITH AND 22 PIPELINE ORGANIZATIONS THAT PROVIDE THE TRAINING. OKAY. IN ORDER FOR THE GENERAL CONTRACTORS TO MEET COMPLIANCE, UH, THEY'RE REQUIRED TO, UH, SUBMIT AN INITIAL TRAINING PLAN THAT'S, UH, TURNED INTO US. IT BASICALLY STATES THEIR INTENT ON HOW THEY'RE GONNA MEET THE REQUIREMENT OF THE PROGRAM, AND THEN SUBSEQUENTLY THEY'RE SUPPOSED, THEY'RE, THEY'RE REQUIRED TO TURN IN MONTHLY, UM, TRAINING REPORTS UNTIL SUBSTANTIAL COMPLETION IS MET ON THAT PROJECT. AND THEN LASTLY, I'LL BE GOING OVER SOME STATISTICS SHOWING HOW MANY PROJECTS WE'VE HAD WITH THE CITY OF AUSTIN THAT, UH, REQUIRED THE CONSTRUCTION TRAINING PROGRAM COMPONENT INTO IT, AND THEN ALSO SPECIFIC TO AIRPORT PROJECTS AS WELL. AND THEN ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE. NEXT SLIDE, PLEASE. OKAY. SO IN 20, UM, IN JUNE 20, WHAT WAS IT, JUNE 28TH, 2018, I REMEMBER THIS. 'CAUSE 20 JUNE 28 IS MY ANNIVERSARY, SO THAT'S WHY I KIND OF REMEMBER THAT DATE AS AN IMPORTANT DATE. , UH, THE COUNCIL CAME TOGETHER AND THEY BASICALLY HAD A RESOLUTION, WHICH WAS PRIORITY THREE OF IMAGINE AUSTIN, FOR JUST TO CONTINUE TO GROW THE AUSTIN'S ECO ECONOMY BY INVESTING IN OUR WORKFORCE EDUCATION SYSTEMS AND ENTREPRENEURS AND LOCAL BUSINESSES. IT WAS FURTHER RESOLVED, IT WAS PART OF THE RESOLUTION THAT THEY DEVELOP A, A, A PROPOSAL THAT WOULD REQUIRE CONTRACTORS TO ENSURE A MINIMUM PERCENTAGE OF CONSTRUCTIONAL WORKERS ON CITY PROJECTS WITH SIGNIFICANT BUDGETS. I DON'T WANNA SAY THAT THERE, THERE WAS SIGNIFICANT BUDGETS INVOLVED, AND THEY WERE ALSO GRADUATES OR CURRENT STUDENTS OF THE DEPARTMENT OF LABOR REGISTERED APPRENTICESHIP PROGRAMS OR DOL CERTIFIED BILINGUAL TRAINING PROGRAMS. NEXT SLIDE, PLEASE TO GO ON INTO THE FURTHER OF THE DEVELOPMENT. UH, THE CITY DIRECTS THE CITY MANAGER TO CONSIDER THIS PROPOSAL, AND IT WAS FOR VERTICAL CONSTRUCTION PROJECTS AT 15% OF THE WORKFORCE TO MEET THOSE STANDARDS. OKAY. FURTHERMORE, THEY DIRECTED THE CITY MANAGER TO DEVELOP AND PRESENT TO THE CITY COUNCIL, UH, FOR CONSIDERATION BEFORE THE CITY'S CONSTRUCTION PROGRAM TRAINING PROGRAM IS IMPLEMENTED, IMPLEMENTED, UH, PROPOSED CHANGES TO ALSO INCLUDE HORIZONTAL CONSTRUCTION PROJECTS. NEXT SLIDE PLEASE. SO, AS A RESPONSE FROM THE CHIEF, UH, CAPITAL CON CONTRACTING OFFICER AT THE TIME, SO HIS RESPONSE WAS IN NOVEMBER OF 2018, AND NOT ONLY DID [00:35:01] HE MEET THOSE REQUIREMENTS, BUT HE KIND OF EXCEEDED THEM. SO THERE WAS A, A RE, UH, WHERE WE PUT INTO PLACE FOR A MINIMUM OF 50% OF WORKERS ON BOTH VERTICAL AND HORIZONTAL CONSTRUCTION PROJECTS THAT ARE OVER 10 MILLION AND ABOVE THAT ARE 10 MILLION ABOVE, MEET THAT 15% REQUIREMENT OF WORKERS OF TRAINEES IN THOSE PROGRAMS TO BE PART OF A DEPARTMENT OF LABOR REGISTERED APPRENTICESHIP PROGRAM FOR VERTICAL. AND THEN, UH, DEPARTMENT OF LABOR ON JOB TRAINING FOR HORIZONTAL CONSTRUCTION PROJECTS. IN ADDITION, HE ADDED A REQUIREMENT ALSO FOR THOSE CONTRACTS THAT WERE AT 10 MILLION AND BELOW, TO BE ABLE TO, TO HAVE A WORKFORCE THERE FOR, TO HAVE THE TRAINING FOR THOSE TRAINEES IN THOSE CONTRACTS THAT ARE 10 MILLION AND BELOW. NEXT SLIDE, PLEASE. OKAY. SO THIS KIND OF OUTLINES THE PROGRAM REQUIREMENTS. SO IF YOU, THIS CHART KIND OF SHOWS THAT IF THE CONSTRUCTION BUDGET IS BETWEEN 500002.5 MILLION, THE REQUIRED AMOUNT OF TRAINING ON THE PROJECT IS TWO. UM, AND IF YOU NOTICE THE TYPE OF TRAINING ORGANIZATION OR TRAINEES THAT GET, THAT, THEY GET THE TRAINING FROM, FOR BUDGETS THAT ARE 10 MILLION AND BELOW, IT'S, THEY CAN EITHER PARTNER WITH A PIPELINE ORGANIZATION OR DEPARTMENT OF LABOR PROGRAM OR OJT PROGRAM, ANY OF THOSE PROGRAMS WITH THE DEPARTMENT OF LABOR. AND IT GOES INCREMENTALLY, DEPENDING ON THE BUDGET, HOW MANY TRAINEES ARE REQUIRED FOR THE PROGRAM. THOSE THAT ARE OVER 10 MILLION, IT'S 15% OF THE WORKFORCE, AND IT'S FURTHER DELINEATED INTO WHETHER IT'S A VERTICAL OBESITY PROJECT OR A HORIZONTAL UH, PROJECT. OKAY. ARE THERE ANY QUESTIONS BEFORE I GO ON? OKAY, NEXT SLIDE, PLEASE. OKAY, SO THIS IS JUST GOING INTO A, A LITTLE BIT MORE INTO DETAIL OF THIS. SO FOR ALL PROJECTS THAT ARE AT $500,000 AND ABOVE, UH, THE, UM, THE GDT, EXCUSE ME, THE GT DETERMINES THE GENERAL CONTRACTOR GC DETERMINES IF CURRENT EMPLOYEES ARE ENROLLED OR A GRADUATE OF ANY OF THESE PROGRAMS. OKAY? THEY CAN, UH, LOOK INTO THAT. IF NOT, THEY COULD SELECT THEIR EMPLOYEES TO SEE AND IF THEIR, IF THEY HAVE, IF THESE PROGRAMS CAN ACTUALLY MEET THOSE REQUIREMENTS, THEY CAN LOOK AT AUGMENTING THEIR STAFF THROUGH THESE PROGRAMS, OR THEY CAN ENROLL, ENROLL THEIR EMPLOYEES IN ANY ONE OF THE ABOVE PROGRAMS. NOW, IMPORTANT TO NOTE THAT THESE ARE THE ONLY OPTIONS FOR 10 MILLION AND ABOVE. FOR ABOVE 10 MILLION, EXCUSE ME, FOR ABOVE 10 MILLION. NOW, FOR THOSE CONTRACTS, 10 MILLION AND BELOW, THEY CAN AUGMENT THEIR CURRENT STAFF WITH PERSONAL FROM PIPELINE ORGANIZATIONS, OR THEY CAN UPSCALE THEIR CURRENT EMPLOYEES WITH TRAINING PROVIDED BY ONE OF THE PIPELINE ORGANIZATIONS. OKAY. NEXT SLIDE PLEASE. OKAY. NOW THERE ARE SITUATIONS SOMETIMES WHERE, UH, WE CAN LOOK AT SOME CRITERIA IN WHICH WE HAVE TO DETERMINE WHETHER THE REQUIREMENT MAY BE LESS, AND THESE ARE SOME OF THE CRITERIA. THERE'S MATERIAL COSTS VERSUS LABOR COSTS, THERE'S SCOPE OF WORK, SCHEDULE, VALUES, PROJECT DURATION AND SCHEDULE ASPECTS OF THE PROJECT. UNIQUE ASPECTS, THE AVAILABLE PROGRAMS FOR THE SPECIFIC TRAINING PLAN, OR THE WORKFORCE DETERMINED BY THE NUMBER OF WORKERS THAT WILL BE ON THE PROJECT. TO DATE, SINCE THE PRO, UH, THE PROGRAM, UH, HAS BEEN IN PLACE, IT'S BEEN SINCE 2019, WE'VE ONLY HAD ONE INCIDENT OR ONE SITUATION WHERE WE USE THIS CRITERIA TO CUT WITH A CONTRACTOR TO NEGOTIATE THE NUMBER OF CONTRACT, I MEAN, TRAINEES THAT THEY WERE REQUIRED TO HAVE BECAUSE THE, THE LABOR COSTS, EXCUSE ME, THE MATERIAL COSTS WAS A WHOLE LOT MORE THAN THE LABOR COSTS. OKAY. ANY QUESTIONS BEFORE I GO ON? OKAY, NEXT SLIDE PLEASE. OKAY, SO THESE ARE THE 15, UH, PIPELINE OR I MEAN THE 15 DEPARTMENT OF LABOR TRAINING PROGRAMS THAT WE CURRENTLY PARTNER WITH. I'LL GIVE YOU A MINUTE TO REVIEW THOSE. NEXT SLIDE. AND THESE ARE THE 22 PIPELINE ORGANIZATIONS THAT WE CURRENTLY PARTNER WITH. IF YOU NOTICE SOME OF THE SAME LOGOS WERE ON THE PREVIOUS SLIDE. THEN THIS AND THIS SLIDE AS WELL IS BECAUSE SOME OF THESE PROGRAMS BOTH OFFER, UH, PIPELINE TYPE TRAINING, AND THEY ALSO ARE OFFERED THE DOL PROGRAM. SO THEY OFFER PRE-APPRENTICESHIP PROGRAMS AND APPRENTICESHIP PROGRAMS AS WELL. OKAY. ANY QUESTIONS? [00:40:01] OKAY, NEXT SLIDE PLEASE. ALL RIGHT, SO TO ME, COMPLIANCE, THE GENERAL CONTRACTOR HAS TO SUBMIT A TRAINING PLAN FOR CONTRACTS THAT ARE, UM, 10 MILLION AND BELOW THAT TRAINING PLAN IS 10 DAYS AFTER AWARD BY COUNCIL. FOR THOSE CONTRACTS THAT ARE ABOVE 10 MILLION, THE TRAINING PLAN IS DUE 14 DAYS AFTER AWARD BY COUNCIL. AND DEFINITELY THE PLAN HAS TO APPROVE BEFORE NTP IS ISSUED. NOTICE TO PROCEED IS ISSUED. OKAY, NEXT SLIDE, PLEASE. AND THIS IS THE TRAINING REPORT, THE MONTHLY TRAINING REPORT THAT IS REQUIRED TO BE SUBMITTED ON A MONTHLY BASIS UNTIL SUBSTANTIAL COMPLETION IS MET ON THE PROJECT. NOW, ALL THIS INFORMATION CAN BE GONE ON TO THE NEXT SLIDE. SORRY ABOUT THAT. NEXT SLIDE I'LL KIND OF GIVE YOU THIS, IS THAT ALL THIS INFORMATION IS KEPT IN OUR REPORTING SYSTEM AND IN OUR ERE OR, UH, WHERE WE KEEP ALL THIS, AND WE, AND I ENTER ALL THIS DATA TO DATE, SINCE THIS PROGRAM WAS, UH, CAME INTO EXISTENCE AND WE STARTED TRACKING THESE HOURS AND TRACKING THE PROJECTS THAT REQUIRED CTP REQUIREMENTS, WE'VE HAD 133 PROJECTS TOTAL. WE'VE HAD 88 PROJECTS THAT WERE 10 MILLION OR BELOW 45 PROJECTS ABOVE 10 MILLION. AND WE'VE HAVE, UH, ACTUALLY DOCUMENTED OVER 500,000 UH, HOURS OF TRAINING BY THESE WORKERS ON THESE PROJECTS. ANY QUESTIONS? NEXT SLIDE, PLEASE. OKAY, SO NOW LET'S LOOK AT THE AUSTIN AIRPORT PROJECTS. CURRENTLY THERE ARE 14 PROJECTS. OKAY? FOUR PROJECTS ARE 10 MILLION OR BELOW 10 PROJECTS ARE ABOVE 10 MILLION. AND WE HAVE, UH, OVER A HUNDRED THOUSAND HOURS KIND OF WALKED IN ON THAT. THIS ALSO INCLUDES A P THREE PROJECT, THE FUEL TANK PROJECT. THAT WAS A, I THINK THAT'S PRETTY MUCH Y'ALL FAMILIAR WITH THAT PROJECT. IT WAS A HUGE PROJECT. IT ALSO INCLUDES THOSE HOURS AND THAT PROJECT IN ITS TOTAL. OKAY. UH, ANY QUESTIONS ON THIS? ALL RIGHT, NEXT SLIDE. SO THEN I WENT AHEAD AND BROKE OUT THE INFORMATION TO WHAT ARE THE WAGE, UH, CLASSIFICATIONS ON ALL THESE PROJECTS ON, AND THIS IS JUST FOR THE AIRPORT. SO HERE YOU SEE THAT THE MAJORITY OF THE WORKERS ARE, HAVE BEEN ELECTRICIANS OR LABOR COMMON OR GENERAL LABORERS. OKAY? UH, THERE'S BEEN 231 I BELIEVE TOTAL ON THERE. I'LL GIVE YOU A MINUTE TO LOOK AT THAT. NEXT SLIDE PLEASE. AND THEN THESE ARE THE HOURS WORK. THERE WERE, UH, RECORDED BASED ON THOSE OVER A HUNDRED, UH, THOUSAND HOURS RECORDED. THESE ARE THE HOURS WORK I WAGE CLASSIFICATION. GIVE YOU A MINUTE TO REVIEW ANY QUESTIONS. AND NEXT SLIDE PLEASE. I WANNA THANK YOU FOR YOUR TIME, THE PRIVILEGE OF YOUR TIME. MY NAME AGAIN IS ROSIE ENA. THERE'S MY CONTACT INFORMATION. YOU CAN ALSO, UH, THERE'S A QR CODE THAT GOES TO OUR WEBSITE, WHICH HAS ADDITIONAL INFORMATION ON THERE IN ADDITION TO THE REQUIREMENTS OF THE CONTRACT, WHICH ARE THE SECTION 0 0 8, 40, ALL THAT INFORMATION AS WELL. THERE'S ALSO THE TRAINING PLANS, THE TRAINING REPORTS, THE, THE COUNCIL RESOLUTION. SO IF YOU WANNA FURTHER LOOK INTO IT, YOU CAN VISIT THE WEBSITE. OKAY. ARE THERE ANY QUESTIONS? THANK YOU FOR THAT, THAT, THAT, UH, PRESENTATION COMMISSIONERS, DO WE HAVE ANY QUESTIONS? I ACTUALLY DO HAVE ONE QUICK QUESTION. YES, SIR. SO IT, IT LOOKS LIKE FROM THE MATERIALS THAT WERE JUST, UH, PASSED OUT IN THE SUPPLEMENTAL THAT GENERAL CONTRACTORS ARE ACCOUNTABLE FOR THAT, INCLUDING THE COST OF THE TRAINING PROGRAM AND THEIR BIDS, BUT CAN THEN ASK THE SUBSIDIARIES TO ENFORCE COMPLIANCE OR GAIN COMPLIANCE. UM, IS THERE ANY CONCERN THAT THE GENERAL CONTRACTORS ARE NOT REIMBURSING THE SUBCONTRACTORS FOR THAT TRAINING COST? OKAY, SO THE GENERAL CONTRACTOR, WHEN WE GO TO BID OR IF THEY PUT IN A BID, UH, WE BASICALLY, WHEN THE SOLICITATION GOES OUT, WE GO OVER THIS WITH THEM AND THEY ASK THEM TO INCLUDE IT IN THE REQUEST OR IN THEIR BID, IN THE BID OR THE PROPOSAL TO INCLUDE THE COST OF THIS. AND THEY'RE RESPONSIBLE FOR MEETING THE REQUIREMENTS AND NOT NECESSARILY [00:45:01] PUTTING THAT. NOW THEY CAN USE SUBCONTRACTORS AS THAT. WE KNOW IN A LOT OF THESE HUGE PROJECTS, ESPECIALLY AT THE AIRPORT, THERE'S A LOT OF SUBCONTRACTORS, RIGHT. YOU KNOW, SO A LOT OF THE TRAINING IS MET BY THE SUBCONTRACTORS THAT THEY, THEY BRING IN AND A LOT OF THE, UM, UH, TRAINEES OR WORKERS ARE ALREADY ENROLLED IN A PROGRAM AND THEY'RE JUST CONTINUING TO CLOCK THEIR HOURS. SO THEY'RE NOT SUPPOSED TO PUT THAT COST BACK ON THE SUBCONTRACTORS. OKAY, GOOD. THANK YOU. ANYTHING ELSE? THIS IS JEREMY HENDRICKS. I, UH, WANTED TO, I DON'T HAVE A QUESTION, BUT I WANTED TO THANK, UH, ROSIE AND MICHELLE FOR COMING TODAY AND GIVING THIS PRESENTATION. THIS IS SOME REALLY GOOD INFORMATION. AS SOMEONE THAT HELPED WRITE THIS PROGRAM, UM, IT IS, I'M PROUD OF THE, HOW IT HAS DEFINITELY BEEN A SUCCESS, UH, FOR THE CITY OF AUSTIN, BUT IT'S REALLY ALSO BECOME A MODEL FOR OTHER CITY AND COUNTY ENTITIES, A-I-S-D-A-C-C WHO ARE LOOKING TO CITY OF AUSTIN FOR REALLY HOW TO IMPLEMENT THIS SAME PROGRAM AND REQUIREMENTS. AND SO I JUST REALLY WANTED TO THANK YOU GUYS FOR ALL THE HARD WORK YOU DO. THANK YOU, JEREMY. APPRECIATE IT, AND THANK YOU. NEXT WE HAVE ES [6. Update on AUS Hidden Disabilities Sunflower Program presented by Ramonika Carr, Guest Services Officer] HIDDEN DISABILITIES SUNFLOWER PROGRAM, BAKARI, CHOTA, PAUL ROMAN. WHILE RAMON'S GETTING READY, I ALSO WANT TO THANK, UH, ROSIE AND SHE FOR COMING OUT TODAY AND FOR JEREMY FOR PROPOSING THIS AS AN AGENDA ITEM. UM, I WOULD BE INTERESTED TO KNOW IF ANY OF THE TRAINEES ARE CONTRACTORS OF THEIR OWN RIGHT AT THIS TIME, OR IF THERE'VE BEEN ANY SUCCESS STORIES LIKE THAT. IT LOOKS LIKE THE MAJORITY OF THE TRAINING IS FOR LIKE THE LOWEST SKILLED, UM, BESIDES THE ELECTRICIANS, IT LOOKED LIKE LABORERS WERE LIKE THE LARGEST MAJORITY OF THE PEOPLE IN THE TRAINING PROGRAM, WHICH, YOU KNOW, YOU DO HAVE TO LEARN HOW TO LABOR ON A WORK SITE CORRECTLY AND ACCORDING TO, UH, SAFETY STANDARDS, ET CETERA. BUT, UM, I WOULD GUESS I WAS LOOKING FOR MORE HIGHLY SKILLED TRADES, UH, IN ADDITION TO ELECTRICIANS, PLUMBERS, UM, OTHER, OTHER, YOU KNOW, TRADES. SO, UM, JEREMY, IF YOU HAVE SOME SUCCESS STORIES OR IF STAFF DOES, THAT WOULD BE GREAT. I'LL, I'LL JUST ADD THAT ONE OF THE REASONS IN THE BEGINNING THAT WE ASKED MICHELLE, AND SHE'S DONE A REALLY GOOD JOB AND ROSIE HAS OF, UM, TRACKING THIS, IS SO THAT WE COULD REALLY SEE WHAT THE EFFECT OF THE 15% REQUIREMENT WAS. WAS IT SPREAD ACROSS THE LOWER SKILLED TRADES, THE HIGHER SKILLED TRADES? WHO'S IT REALLY INCENTIVIZING? ARE WE GETTING IT THE RIGHT COMMUNITIES? AND ONE OF THE THINGS I'VE ALSO ASKED JASON TO KIND OF BRING BACK IN THE FUTURE IS HOW THIS PROGRAM IS GOING TO WORK AS WE BUILD OUT THE INFRASTRUCTURE ACADEMY. AND THE INFRASTRUCTURE ACADEMY REALLY HAS THE OPPORTUNITY TO GO BEYOND WHAT THE C-O-A-C-T-P PROGRAM HAS, BECAUSE THEY'LL HAVE FOLKS THAT CAN REALLY REACH INTO THE COMMUNITY TO MAKE SURE THAT ONE, WE'RE INCENTIVIZING THE RIGHT GROUPS, MORE PEOPLE OF COLOR, MORE WOMEN, ET CETERA, TO GET INTO THE TRADES AND HAVE ACCESS TO THESE GOOD JOBS. UM, AND THERE'LL ALSO BE A LOT MORE WRAPAROUND SERVICES. YOU KNOW, THE COUNTY JUST PASSED THEIR CHILDCARE DEAL, IT'S GOING ON THE BALLOT, THAT'S ALL PART OF THAT. SO THERE'S REALLY A LOT OF WORK AROUND THIS THAT ALL KIND OF STARTED WITH THE CTP, BUT I THINK IT ALREADY GIVES US A LOT OF GOOD CORE INFORMATION ABOUT WHERE WE NEED TO FOCUS TO KIND OF, UH, SHORE UP THOSE OTHER TRADES AND MAKE SURE THAT WE'RE INCENTIVIZING MORE PLUMBERS, MORE, ET CETERA, ALL THOSE OTHER TRADES THAT REALLY AREN'T AS HIGH THERE. ALSO, I'LL JUST SAY, I THINK IT'S THE NATURE OF THE WORK THAT'S WENT ON AT THE AIRPORT. UM, LABORS DO CONCRETE, THERE'S A LOT OF CONCRETE, YOU KNOW, THINGS LIKE THAT. AND SO, UH, AND OF COURSE THERE'S A LOT OF ELECTRICAL WORK THAT COMES INTO THE FACTOR THERE. SO I THINK AS WE SEE THE NEW REALLY, REALLY BIG PROJECT COMING THROUGH IN THE FUTURE WITH THE FULL TERMINAL EXPANSION, I THINK WE'RE GONNA SEE THAT SPREAD ACROSS THE TRADES A LOT MORE THAN WE HAVE PREVIOUSLY. YEAH, AND I'D LIKE TO ADD THAT I DID PASS OUT, UH, SOME SUCCESS STORIES ON OUR SPOTLIGHT, AND THEY WERE ACTUALLY, WE WERE OUT AT THE AIRPORT, SO THERE'S A COUPLE OF, UH, INDIVIDUALS THAT WE KIND OF, UH, KIND OF TARGETED AT AND A CO AND, UH, LA THE YEAR BEFORE LAST, WE ACTUALLY WENT OUT TO ANOTHER, UH, NOT AN AIRPORT BY, BUT A CONSTRUCTION SITE WHERE WE BASICALLY, I INTERVIEWED, AND IT'S MY PICTURE'S ON THE FLYER FOR THE CTP ON THERE, ON THE INFORMATION. I ACTUALLY INTERVIEWED, UH, THAT FRANCISCO, THAT, UH, GENTLEMAN THAT'S IN THAT PICTURE. AND HE STARTED AS A LABORER, JUST A RE YOU KNOW, DOING RESTAURANT BUSINESS, DIDN'T THINK, DIDN'T KNOW ANYTHING ABOUT CONSTRUCTION, ENTERED THE CONSTRUCTION FIELD. AND TO DATE, HE'S A SUPERVISOR NOW. SO THERE IS SUCCESS WITH THE PROGRAM AND IN FOR US TO ACTUALLY, YOU KNOW, HAVE THAT REQUIREMENT OF INDIVIDUALS BEING TRAINED [00:50:02] AND GETTING ADDITIONAL TRAINING AND MAKING THAT PART OF THAT. OKAY. MICHELLE, IS THERE ANYTHING ELSE YOU WANTED TO ADD? OH, THE WAGE OR THE CLASSIFICATIONS. SO IN REGARDS TO THE SUCCESS OF THE PROGRAM, IT IS ALSO REQUIRED, AS, YOU KNOW, FOR EACH DOL PROGRAM TO HAVE A SPECIFIC AMOUNT OF HOURS BEFORE THEY ADVANCE TO THE NEXT LEVEL OF APPRENTICESHIP. AND SO THAT'S ONE OF THE BIGGEST ADVANTAGES TO THIS PROGRAM, IS THAT THEY ARE EARNING THOSE HOURS ON CITY OF AUSTIN PROJECTS, AND THEN WITHOUT THAT, THEY WOULD NOT BE ABLE TO ADVANCE AND THEN BECOME JOURNEYMEN ONCE THEY GRADUATE THE DOL PROGRAM. AND SO THE DOL PROGRAMS, DEPENDING ON THE SKILL, THEY RANGE BETWEEN THREE TO FIVE YEARS, AND THEN ONCE THEY GRADUATE THAT PROGRAM, THEY BECOME A JOURNEYMAN AT THAT POINT. AND SO THEY'RE, THEY'RE MAKING VERY GOOD MONEY, UM, DOING, UH, THESE, THESE TRADES. AND SO I WOULD JUST SAY THAT IS ONE OF THE BIGGEST ADVANTAGES OF THE PROGRAM BECAUSE WITHOUT THESE OPPORTUNITIES WITH THE CITY OF AUSTIN, THEY MAY NOT HAVE A JOB WHERE THEY WOULD BE ABLE TO EARN THOSE HOURS TOWARD THEIR NEXT LEVEL OF APPRENTICESHIP. I HOPE THAT COVERED EVERYTHING. COMMISSIONERS. THANK YOU. LOVELY. THANK YOU. HELLO, RAMONICA CARR, GUEST SERVICES OFFICER. UM, I'M HERE TO GIVE AN UPDATE ON OUR SUNFLOWER PROGRAM. I'LL START OFF FIRST WITH, UM, JUST GIVING A LITTLE, UH, UH, STATS HERE. SO GLOBALLY, ONE IN SEVEN OF US LIVE WITH A DISABILITY. AND WHAT THAT MEANS IS APPROXIMATELY 1.3 BILLION PEOPLE LIVE WITH A, A DISABILITY. AND SO THE HIDDEN DISABILITY SUNFLOWER PROGRAM GIVES OUR CUSTOMERS, UM, THE OPPORTUNITY TO SHARE THAT THEY HAVE A DISABILITY, UM, AND IT MAY NOT BE SOMETHING THAT IS IMMEDIATELY APPARENT. UH, SO THIS ALLOWS US TO KNOW THAT THIS INDIVIDUAL MAY NEED HELP. UH, THEY MAY NEED A LITTLE MORE TIME, UH, OR THEY JUST MAY NEED A LITTLE UNDERSTANDING AS THEY'RE GOING THROUGH THE AIRPORT. NEXT, UH, PLEASE. SO WANTED TO GIVE YOU A LITTLE UPDATE ON WHERE WE ARE, WHAT, WHAT WE DID IN 2023 AND, UM, WHAT WE ARE DOING IN 2024. UH, AS FAR AS OUR COMMUNITY AWARENESS, UH, OUR A US MEDIA OUTLET DID, UH, PUT OUT, UH, PRESS RELEASE, WHICH WAS PICKED UP BY ALL OF THE LOCAL, UH, NEWS OUTLETS AND, UM, WHICH WAS OUTSTANDING. UH, WE ALSO, UH, THEY'VE CREATED AN ACCESSIBILITY WEBPAGE, AND SO OUR, THIS INFORMATION IS ALSO ON THAT WEBPAGE AS WELL AS SOCIAL MEDIA POSTS. UM, OUR BLOGS THAT WERE DONE, NEWSLETTERS, AND WE ALSO HAVE SIGNAGE WITHIN THE TERMINAL, UH, DIGITAL DISPLAYS, GRAPHICS THAT GIVE THIS INFORMATION, UH, TO CUSTOMERS AS WELL. SO IN 2024, UH, WE CONTINUE THAT, UH, A US MEDIA OUTREACH, UH, BUT WE ALSO, UH, INTRODUCED US GOING INTO THE COMMUNITY, UH, WHICH WAS THE A US COMMUNITY OPEN HOUSE. WE HAD AN OPPORTUNITY TO, UH, TALK WITH THOSE IN THE COMMUNITY ABOUT THE PROGRAM, UM, AS WELL. UM, AND THEN WE ALSO CREATED A VIDEO, AN A US FOR ALL AIRPORT ACCESSIBILITIES PROGRAM, A DA SERVICE VIDEO, UM, THAT, UH, WAS RELEASED ABOUT TWO MONTHS AGO. UM, AND WE CONTINUE TO PUSH THAT OUT ON OUR SOCIAL MEDIA, UH, AND THAT GIVES ALL THE TYPE OF INFORMATION THAT WE HAVE AS RESOURCES FOR ANYONE, UM, WHO NEEDS ANY TYPE OF ASSIST, UH, ACCESSIBILITY, UH, INFORMATION. AND THEN, UM, WE'VE ALSO CREATED SOME TERMINAL CARDS, UH, FRONT AND BACK, ENGLISH ON ONE SIDE, SPANISH ON THE OTHER SIDE ABOUT THE PROGRAM. AND, UM, IT'S HOW YOU CAN REACH OUT TO RECEIVE A LANYARD. NEXT SLIDE, PLEASE. SO, UH, WHAT WE ARE DOING FOR OUR EMPLOYEES, WE WANNA MAKE SURE THAT WE, UM, CONTINUE TO, UH, GIVE THEM AWARENESS OF THE PROGRAM. AND SO, UM, JUST KIND OF GIVE YOU SOME UPDATES ON HOW THAT TRAINING LOOKS. SO AS OF JULY 27TH, WE HAD 625 AIRPORT EMPLOYEES WHO HAVE RECEIVED THE AWARENESS TRAINING. UM, OUR, UM, AVIATION EMPLOYEES. WE HAVE A NEW EMPLOYEE ORIENTATION EACH MONTH. AND SO WE HAVE, UH, PUT IN THAT, UH, THREE DAY ROTATION TRAINING FOR THE SUNFLOWER PROGRAM. UM, ALSO AS FAR AS OUR GENERAL, UH, AVIATION EMPLOYEES, SO THAT COULD BE ANYONE FROM OUR PARTNERS, OUR TENANTS, [00:55:01] OUR CONCESSIONAIRES, WE, UM, MAKE SURE THAT WE DO AN ANNUAL TRAINING FOR THEM. AND THAT TRAINING WILL BE THIS MONTH, END OF THIS MONTH, AND ALSO IN SEPTEMBER. SO WE WANNA MAKE SURE THAT WE ARE CONTINUOUSLY, UM, PROVIDING THIS TRAINING EVERY YEAR. AS WE KNOW MANY PEOPLE, WE HAVE MANY NEW EMPLOYEES THAT JOIN THE AIRPORT, AND SO WE DON'T WANNA MISS OUT ON GIVING THEM THAT OPPORTUNITY TO LEARN ABOUT THIS PROGRAM. THIS PROGRAM IS OPTIONAL. THIS IS NOT SOMETHING THAT WE ARE FORCING ON ANY OF THE PARTNERS THAT WE HAVE, BUT WE MAKE IT AVAILABLE SO IT CAN BE A RESOURCE AND A TOOL FOR THEIR EMPLOYEES TO HELP THE CUSTOMERS. UM, ALSO WE WANTED TO GIVE YOU AN IDEA OF WHAT THIS LOOKS LIKE. SO IF YOU WERE TO EMAIL US AND SAY, HEY, I WOULD REALLY LIKE TO RECEIVE A LANYARD. ALL YOU NEED TO DO IS EITHER YOU CAN SEND US YOUR EMAIL, UM, YOUR, UM, MAILING ADDRESS, AND WE JUST MAIL IT OUT. AND SO THAT SHOWS YOU A LITTLE PICTURE OF WHAT THAT IS. SO WHAT'S IN THAT WE'VE SENT OUT SINCE JULY 27TH, WE'VE SENT OUT 751 LANYARDS. UM, AND THE SUNFLOWER PACKET CONSISTS OF THE LANYARD AND ID CARD. AND ON THE ID CARD, THEY HAVE THE OPTION OF PUTTING THEIR NAME, A FAMILY CONTACT NAME, A NUMBER, UH, IN CASE THEY NEED US TO REACH OUT TO SOMEONE IF THEY'RE TRAVELING BY THEMSELVES AND THEY NEED US TO REACH OUT TO SOMEONE, TO SOMEONE FOR THEM. UM, WE ALSO INCLUDE THE TSA CARES INFORMATION. THIS IS A PROGRAM THAT I'M, I'M FINDING THAT NOT MANY PEOPLE KNOW ABOUT. SO IF THERE IS SOMEONE WHO NEEDS ASSISTANCE GOING THROUGH THE CHECKPOINTS, THEY CAN GET ASSISTANCE FROM TSA PERSONALLY. UM, AND SO WE GIVE THEM THAT INFORMATION ON HOW YOU MAKE THAT HAPPEN FOR YOU BEFORE YOU TRAVEL. UM, AND SO JUST WANTED TO GIVE YOU ALL A LITTLE UPDATE ON WHAT WE'RE DOING AND WHERE WE ARE. THE PROGRAM IS, HAS BEEN VERY SUCCESSFUL FOR US, AND WE, UH, PLAN ON CONTINUING, UH, THIS PROGRAM. ARE THERE ANY QUESTIONS, COMMISSIONERS, MONICA, CAN VOLUNTEERS DO THIS TOO? ABSOLUTELY. AND THE VOLUNTEERS WILL BE RECEIVING THE INFORMATION ON THOSE, THE TRAINING THAT'S GONNA BE OFFERED LATER ON THIS MONTH AND NEXT MONTH. SO THERE ARE FOUR OPPORTUNITIES, SO I INTEND TO SEE YOU AT ONE OF THOSE. ALRIGHT, AND THANK YOU. THANK YOU. [Items 7 & 8] AND NEXT UP WE HAVE MR. THOMAS AGAIN. DO YOU MIND IF WE COMBINE, UH, ITEM SEVEN AND EIGHT? YEAH, I, SO THIS IS, UH, I DON'T HAVE ANY SLIDES ON THE, THE, ON THIS ITEM. UM, THIS IS JUST TO INFORM THE COMMISSION THAT THERE IS AN RFP OUT ON THE STREET FOR A SHORT-TERM FINANCING FOR THE AVIATION DEPARTMENT. UH, WE ARE SEEKING A, A CREDIT FACILITY OF $150 MILLION, UM, FOR, UH, FOR THAT FACILITY. UM, THE RESPONSES FROM THE BANKS ARE DUE, UH, ON AUGUST 15TH, AND WE HOPE TO, BASED ON THE PROPOSALS THAT WE RECEIVED, HOPE TO SELECT A BANK IN SEPTEMBER SOMETIME. UH, SO I, AND YOU KNOW, WHEN ONCE THE PROPOSALS COME BACK, UM, AND WE UNDERSTAND WHAT THE TERMS OF THE DEAL THAT WE ARE DEALING WITH, AT THAT POINT, WE CAN COME BACK AND GIVE YOU A FULL BRIEFING ON WHAT PROPOSAL WAS ACCEPTED AND THE TERMS THAT WE HAVE AGREED TO ON THAT. ANY QUESTIONS ON THAT? COMMISSIONERS? OKAY. SO I'LL JUMP OVER TO THE NEXT ITEM, WHICH IS THE 2025. THIS. OH, OKAY. DID WE HAVE A QUESTION? I HAVE A QUESTION. UM, WHERE SHE, YEAH, I'M HERE. UM, I'M SORRY, I MISSED, WHAT IS, WHAT IS THE FUNDING FOR? THIS IS FUNDING FOR THE CAPITAL PROGRAM. THIS IS A SHORT TERM FACILITY FROM A BANK THAT WE ARE REQUESTING, AND IT'S FOR $150 MILLION. IT'S, IT'S SORT OF A BRIDGE TILL WE GO OUT FOR THE NEXT, UH, BOND ISSUANCE. SO IT GIVES US SOME FLEXIBILITY ONTO WHEN WE GO TO MARKET, ET CETERA. AND ALSO WHEN WE GET TO REALLY INTO THE CONSTRUCTION PHASE OF THE PROJECTS. SO THIS IS A LOAN RATHER THAN A YEAH. OKAY. ESSENTIALLY, YEAH, IF YOU WANNA CALL IT THAT, YEAH. OKAY. OKAY. OVER TO [01:00:01] THE BUDGET. SO NEXT ITEM IS THE FISCAL YEAR 25, UM, AVIATION DEPARTMENT BUDGET FOR, UM, UM, FOR, SO NEXT SLIDE PLEASE. SO I JUST WANTED TO KINDA GIVE YOU A LITTLE BIT OF CONTEXT ON HOW, UH, WE BUILT THIS B BUDGET, UH, SORT OF THE BASELINE EXPECTATIONS THAT WE PUT INTO THIS BUDGET. UM, SO NEXT YEAR WE ARE LOOKING AT AN UNEMPLOYMENT GROWTH OF ROUGHLY 3%, IS WHAT WE ARE FORECASTING, UM, FOR THIS BUDGET. UH, ALSO WE LOOKED AT THE ASSUMPTIONS BEHIND THE LANDED WEIGHTS YEAR OVER YEAR. AND AS, UM, YOU ALL KNOW WITH, YOU KNOW, SOME OF THE FLIGHTS THAT HAVE BEEN PULLED BACK, WE DID REDUCE THE LANDED WEIGHTS, UM, FOR THE CALCULATION OF THE LANDING FEE IN THE 25 BUDGET. UH, IN THE 24 BUDGET, WE HAD ABOUT 13.75 BILLION IN LANDED WEIGHTS. UM, AND WE ARE, UH, REDUCING THAT TO 13 BILLION. WE DID GET SOME A SCHEDULE FROM, FOR EXAMPLE, SOUTHWEST WHO, YOU KNOW, WHO FORECASTED THEY LANDED RATES FOR NEXT YEAR AND THEY ACCOUNT FOR ABOUT 40% OF OUR SEATS IN THE MARKET. AND, UH, SO WE USED ALL THOSE ASSUMPTIONS TO COME UP WITH THAT 13 BILLION AS THE FISCAL YEAR 25, UM, LANDED WEIGHTS. UM, SO JUST THAT, THAT GRAPH TO THE LEFT IS JUST SHOWING THE ANNUAL GROWTH OF THE UNEMPLOYMENTS. AND WE ARE ASSUMING 3% ALL THE WAY THROUGH 2029, UH, AFTER WE HAVE THE CONCOURSE BE, UM, IN PLACE. YOU KNOW, WE EXPECT HIGHER GROWTH AT THAT TIME, BUT FOR NOW, THIS IS WHAT THE AIRLINES AND THE AVIATION DEPARTMENT HAS AGREED TO AS THE GROWTH RATE FOR THE NEXT FIVE YEARS. UM, AND JUST LOOKING AT DEPARTURES, UH, THIS IS THE LAST, UH, BULLET ON THAT SLIDE, UM, THROUGH JUNE YEAR TO DATE, WE HAVE, YOU KNOW, AVERAGE DAILY DEPARTURES OF 254 COMPARED TO 256 FOR THE PRIOR YEAR. UH, BUT STILL AVERAGE DAILY DEPARTURES ARE STILL ABOUT 40%, UH, OVER WHERE WE WERE IN 2019. NEXT SLIDE PLEASE. SO THIS SLIDE IS ON THE REVENUES AND, AND WHERE THE REVENUES ARE FALLING BASED ON OUR PROJECTIONS. UM, THE AIRLINE REVENUES ARE OBVIOUSLY INCREASING BECAUSE WE HAVE HIGHER DEBT SERVICE, AND YOU'LL SEE THOSE NUMBERS IN THE NEXT FEW SLIDE. WHAT THE DEBT SERVICE NUMBERS ARE IN 24 WAS ABOUT 66 MILLION IS GOING TO A LITTLE OVER 80 MILLION, UH, IN 25. UH, NON AIRLINE REVENUES ARE INCREASING ABOUT 19%. AGAIN, UH, I TALKED ABOUT THIS, UM, IN THE JUNE, 2024 FINANCIAL RESULTS THAT THERE WAS A RATE INCREASE IN PARKING THAT WAS IMPLEMENTED. IT'LL BE IN FULL EFFECT AND WILL HAVE THE FULL EFFECT OF THAT FOR THE FULL FISCAL YEAR IN 25. UM, WE ARE ALSO SEEING HIGHER, UH, RIDE SHARE TRIPS. UM, ACTUALLY THROUGH THIS YEAR WE ARE SEEING DOUBLE DIGIT GROWTH IN RIDE SHARE TRIPS, UH, AND ALSO THE TERMINAL CONCESSION RATES. AND, UM, AND THAT'S REALLY MODERATE GROWTH. AND THERE'S ANOTHER SLIDE THAT WILL KIND OF SHOW YOU THE DETAILS BEHIND THE REVENUE. BUT OVERALL, UH, FOR THE BUDGET FOR TWO, FOR 2024, IT WAS 289 MILLION INTO OPERATING REVENUE. WE ARE GOING TO TWO 351 MILLION IN 2025. AND SINCE WE SUBMITTED A TWO YEAR BUDGET, UH, THIS IS THE FIRST TIME, YOU KNOW, THE CITY HAS REQUIRED A TWO YEAR BUDGET. UH, WE ARE SHOWING THE 2026 ASSUMPTIONS IN YEAR, WHICH IS ABOUT 360 MILLION. SO NEXT YEAR GROWING 21% AND FROM 25 TO 26 GROWING 2.6%. UH, WHAT THIS ALSO MEANS IN TERMS OF, UM, REVENUE PER EMPLOYMENT IS IN THE 24 BUDGET WE HAD AT $25 REVENUE PER EMPLOYMENT, WE ARE NOW SHOWING IN, IN 25, I MEAN, I'M SORRY, IN 24 BUDGET HAD A $25 REVENUE PER EMPLOYMENT. WE ARE SHOWING A $30 REVENUE PER EMPLOYMENT IN THE 25 BUDGET. NEXT SLIDE PLEASE. SO THIS IS THE DETAIL OF THAT REVENUE BREAKDOWN. UM, YOU CAN SEE AIRLINE REVENUES ARE GOING UP 15% IN 2025. UM, THE TERMINAL RENTAL RATES ARE GOING TO GO FROM $200 A SQUARE FOOT TO ABOUT 260. THIS SHOWS 263, BUT THE LATEST NUMBERS, WE DID A LITTLE REVISION ON THE SPACE. IT'S, IT'S GONNA SHOW 262, UM, SQUARE FOOT, UH, DOLLARS PER SQUARE FOOT. UM, AND THE LANDING FEES WILL GO FROM $3 AND 83 CENTS TO ABOUT $4 AND 68 CENTS [01:05:01] IS WHAT IS, UH, WHAT, WHAT THE BUDGETS CALLS FOR. UM, PARKING REVENUES, AS YOU CAN SEE, IS GOING FROM 67 MILLION TO 75 MILLION. AND THEN THAT INCREASE IN THE GROUND TRANSPORTATION RELATED TO ALL THE RIDE SHARE INCREASE IN THE TRIPS IS GOING FROM 8.9 MILLION TO ALMOST 11 MILLION. RENTAL CAR REVENUES ARE JUST GOING UP ROUGHLY 3% OR SO. UM, AND FOOD BEVERAGE AND RETAIL IS ALSO BETWEEN THREE TO 5%. WE REALLY DON'T EXPECT MUCH GROWTH IN THERE, UM, JUST BECAUSE WE ARE JUST CONSTRAINED IN TERMS OF THE SPACE THAT WE HAVE TO ADD, UH, MORE VENUES IN THERE. UH, ADVERTISING REVENUE IS ACTUALLY GOING UP ABOUT, UM, 5%. AND THEN IN THE OTHER CONCESSIONS, RENTALS AND FEES, YOU CAN SEE IT IS GOING FROM ABOUT, UH, FROM 22 MILLION IN 2024. AND OUR CURRENT YEAR ESTIMATE FOR THIS YEAR IS 24 MILLION, AND IT IS GOING TO 27 AND A HALF MILLION IN 25. AND THAT IS REALLY RELATED TO THE EAST CARGO, UH, FACILITY COMING ONLINE. AND THE RENT, UH, THAT WE HOPE TO RECEIVE, UH, IN RELATION TO THAT. UH, AND YOU CAN SEE THE REVENUE PER PLAN MEANS AT THE BOTTOM OF IT, UH, THIS YEAR WE ARE GONNA COME IN ABOUT $28 IN TERMS OF REVENUE PER EMPLOYMENT. AND SO WE EXPECT TO BE AT $30 NEXT YEAR. NEXT SLIDE PLEASE. AND THIS IS ON THE OPERATING EXPENSE DRIVERS. SO ONE BIG ASSUMPTION AND ONE BIG, UM, DRIVER OF THE OPERATING EXPENSE, ESPECIALLY ON THE PERSONNEL SIDE. IT IS OUR VACANCY RATE. SO IN JANUARY OF 2023, WE HAD A VACANCY RATE OF ABOUT 38%. BY DECEMBER OF 2023, WE HAD REDUCED IT DOWN TO ABOUT 23 TO 22%. AND CURRENTLY WE ARE AT 19% VACANCY RATE. SO IN THE 24 BUDGET, WE HAD ASSUMED AN AVERAGE VACANCY RATE OF 26%. AND IN THE 25 BUDGET, WE ARE ASSUMING A 13% VACANCY RATE. SO THAT, AS YOU SEE IN THE NEXT SLIDE, DOES INCREASE OPERATING EXPENSE JUST BECAUSE YOU HAVE A LOT MORE ADDITIONAL FTES THAT ARE ACTUALLY, UH, IN PLACE. UH, THIS IS THE WAGE INCREASE IS BASED ON THE, UH, THE CITY BUDGET, UH, WHICH IS A 4% WAGE INCREASE. AND THERE'S ALSO THE IMPACT OF A AVIATION AND CITY MARKET STUDIES THAT HAVE THE CITY MARKET STUDY HAS ALREADY BEEN IMPLEMENTED. UH, AND THEN THE AVIATION MARKET STUDY. AND THEN WE HAVE SOME INCREASED TEMPORARY EXPENSES FOR RAMP CONTROL THAT WE HOPE TO HAVE IN PLACE. THE TEMPORARY RAMP CONTROL AND SOME FACILITY SERVICES AND GROUND TRANSPORTATION PERSONNEL THAT WE NEED. UH, WHEN WE HAVE CONSTRUCTION, ESPECIALLY WITH THE A THREE IN FULL ET CETERA, WE WILL NEED SOME EMPLOYEES THERE TO KIND OF HELP, UH, THE PASSENGERS NAVIGATE THROUGH, UM, THE CONSTRUCTION ZONES. AND ALSO, UH, A 10% INCREASE IS WHAT IS BEING ASSUMED FOR HEALTH INSURANCE COSTS IN THIS. SO I CAN GO BACK AND KIND OF, UM, TALK ABOUT THE, THE RETENTION. I THINK THAT THE EARLIER QUESTION THAT WAS ASKED REGARDING RETENTION, UM, SO RIGHT NOW OUR VACANCY RATE IS AT 19%. UH, WE ARE WORKING WITH HRD TO IMPLEMENT THE MARKET STUDY, UH, AND WE ARE WORKING WITH, UH, HRD TO, UM, UM, TO BRING THAT VACANCY RATE DOWN FROM 19% TO AT LEAST 13% ON AVERAGE AS WE HAVE BUDGETED, BUDGETED IT. NEXT SLIDE PLEASE. SO THIS KIND OF JUST BREAKS, BREAKS OUT THE INCREASE IN THE OPERATING EXPENSES. UM, SO THIS IS JUST THE AVIATION RELATED EXPENSES. IT IS GOING FROM 157 MILLION TO 183 OR ALMOST 184 MILLION, UH, IN 2025. UH, AS I MENTIONED BEFORE THAT IM IMPROVEMENT IN THE VACANCY RATE IS ACCOUNTING FOR ABOUT $8 MILLION IN ADDITIONAL COSTS NEXT YEAR. UH, THE WAGE INCREASE AND THE MARKET STUDIES ARE BUDGETED FOR ABOUT $5.9 MILLION. AND THE TEMPORARY EMPLOYEES, EMPLOYEES THAT I MENTIONED BEFORE WILL ADD ANOTHER 1.3 MILLION. AND THEN YOU HAVE THE INSURANCE ON BENEFITS ON TOP OF IT. ON THE CONTRACTUAL SIDE, UH, THE PARKING OPERATIONS, THE COST IS GOING UP ABOUT $2.2 MILLION. AND THIS IS ACTUALLY THIS YEAR, THIS IS A BUDGET MISS. UM, YOU KNOW, WE HAD $11 MILLION IN PARKING, UM, OPERATIONS BUDGET, BUT IT IS COMING OUT TO ABOUT $13 MILLION. AND THIS IS KIND OF KEEPING THAT LEVEL, UH, FOR NEXT YEAR OR TWO. UM, I TALKED ABOUT THAT SHORT TERM, UM, FINANCING THAT WE ARE SEEKING. THERE IS AN OPERATIONAL COST TO THAT, UH, THAT WILL, THAT WE HAVE BUDGETED ABOUT ONE AND A HALF MILLION DOLLARS RELATED TO THAT, UH, LINE OF CREDIT, UH, HOPEFULLY A REVOLVING LINE OF CREDIT. AND THEN BUILDING MAINTENANCE IS GOING UP ABOUT 1.8 [01:10:01] MIL, $8 MILLION. UH, THE FIREFIGHTING UNIT EXPENSES ARE GOING ABOUT $1.26 MILLION. AND A PD, WHICH IS THE POLICE DEPARTMENT, IS GOING UP ABOUT $600,000 ON THE COMMODITY SIDE. UH, WE ARE INCREASING YEAR OVER YEAR ABOUT $1.4 MILLION. UH, THIS IS, AGAIN, THIS WAS AGAIN, UM, IN, IN THE 24 BUDGET. WE ARE JUST SEEING A VARIANCE HERE, AN UNFAVORABLE VARIANCE, AND WE ARE JUST ACCOUNTING FOR THAT IN NEXT YEAR'S BUDGET. IT IS REALLY NOT RELATED TO, TO INCREASED, UM, INFLATIONARY PRESSURES BECAUSE INFLATIONARY PRESSURES HAVE KIND OF COME DOWN IN THE LAST FEW MONTHS. UH, BUT IT IS JUST MAINTAINING THAT LEVEL OF COMMODITY COST THAT WE HAVE CURRENTLY AND WHAT WE ARE ACTUALLY SEEING THIS YEAR. NEXT SLIDE PLEASE. SO THIS IS THE OVERALL FUND SUMMARY. UM, IN THE 2024 BUDGET, UH, WE HAD, WE HAD BUDGETED TO HAVE ABOUT NET INCOME, ABOUT $48 MILLION, 48 AND 48 AND A HALF. UH, NEXT YEAR'S BUDGET IS SHOWING A $68 MILLION NET INCOME, AND THEN 26, ABOUT 80 MILLION. AND ONE OF THE REASONS WHY THERE'S AN INCREASE IN 2026 IN TERMS OF NET INCOME IS BECAUSE OUR DEBT SERVICES ACTUALLY GOING DOWN. YOU CAN SEE THAT LINE, I THINK THIRD TO LAST FROM THE BOTTOM. OUR DEBT SERVICE WAS 66.6 MILLION THIS YEAR, AND IT IS GOING TO 81 MILLION IN 2025, AND IT IS GOING DOWN TO 79 MILLION. AND THAT IS BECAUSE THE ORIGINAL DEBT ASSOCIATED WITH BUILDING THE AIRPORT IS ACTUALLY FINALLY FALLING OFF. UH, SO WE ARE PAYING FOR THAT ALL ALONG SO THAT THAT WILL KIND OF HELP WITH AIRLINE RATES AND CHARGES FOR ONE YEAR BEFORE WE ISSUE ADDITIONAL DEBT. BUT IF AT LEAST IT'S, IT'S A LITTLE, UH, YOU KNOW, A GOOD SIGN THERE, UH, IN 26. UM, AND YOU CAN SEE THAT YEAR OVER YEAR, UM, THE NET INCOME IMPROVES, UH, 40% IN THE 25 BUDGET, AND THEN 18% IN 26. AND I DON'T WANT TO GO INTO TOO MUCH IN 2026 BECAUSE, YOU KNOW, WE, WE ARE NEGOTIATING A NEW USE AND LEASE AGREEMENT WITH AIRLINES, AND THAT THE METHODOLOGY THAT WE FINALLY INCORPORATE IN THERE WILL PROBABLY CHANGE HOW THE AIRLINE REVENUES COME IN. SO, NEXT SLIDE PLEASE. AND THESE ARE SOME OF THE NEW FACILITIES THAT WE EXPECT IN 2026. UM, THE ATRIUM INFILL, THE WESTGATE EXPANSION TO COME ONLINE AND THE WEST INFILL WITH THE NEW TSA CHECKPOINT AND THE INTERNATIONAL F-I-S-R-I WILL AREA ALSO. UH, AND WE WILL NEED IN 2026, SOME NEW STAFFING POSITIONS PROBABLY RELATED TO THE, THE INCREASE IN SQUARE FOOTAGE THAT WE'LL BE ADDING, UH, IN 2026. AND OUR CIP CEMENT PLAN FOR NEXT YEAR IS RIGHT NOW CALLING FOR ABOUT 378 MILLION AS THE EXPENDITURES THAT WE EXPECT. UH, A LOT OF THAT, AS YOU CAN SEE, IS DRIVEN BY A EDP. AND IF YOU LOOK AT THOSE PROJECTS THAT ARE UNDER A EDP IS THE MIDFIELD TAXIWAY. WE WILL BE IN CONSTRUCTION IN THE MIDFIELD TAXIWAY, UH, WE'LL HAVE THE WESTGATE EXPANSION CONSTRUCTION EXPENSE, THE WEST INFILL CONSTRUCTION EXPENSE, AND THE DESIGN OF THE WEST GARAGE. AND THE CENTRAL UTILITY PLAN WILL ALL BE IN THERE. AND THE OTHER ITEMS ARE, UH, RENEWAL AND REPLACEMENT. UH, WE HAVE A FENCE AND PERIMETER SECURITY PROJECT, UM, THAT IS, UM, ONGOING RIGHT NOW. WE ARE LOOKING FOR A GOLF COURSE ROAD REALIGNMENT AND ALSO REPLACING, UH, THE PASSENGER BOARDING BRIDGES. SOME OF THEM ARE CLOSE TO 30 YEARS OLD, SO WE ARE REPLACING SOME OF THOSE, UH, WITH NEWER ONES. AND THEN YOU HAVE THE IT AND THE VEHICLES, UH, EXAMPLES OF WHAT ARE DRIVING SOME OF THE COSTS RELATED TO THAT. AND YEAH, THAT'S THE END OF THE PRESENTATION. ANY QUESTIONS? THANK YOU, COMMISSIONERS. SCOTT, SIR, UM, I KNOW YOU PROBABLY, YOU MAY HAVE DONE THIS, BUT HOW DID THE IMPACT OF, I SAY THAT WRONG, DID THE IMPACT OF LARGER AIRCRAFT ON, ON THESE NUMBERS, DID IT HAVE AN IMPACT ON, ON, ON IT? IN OTHER WORDS, WE'RE PUT, AIRLINES ARE GONNA PUT MORE SEATS IN AN AIRPLANE. YEAH. DID IT, DID THAT IMPACT AT ALL WHAT YOU DID? I MEAN, WHEN WE LOOKED AT THE LANDED WEIGHTS, WE ARE LOOKING AT THE CURRENT TREND. UH, FOR EXAMPLE, I THINK I MENTIONED, UM, THAT LANDED WEIGHTS WERE DOWN, UH, IN JUNE, I THINK 4% OR 2%, UH, 2%, YEAH, 2% DOWN. SO WE ARE FACTORING THAT [01:15:01] INTO ACCOUNT. UM, THERE MIGHT BE ADDITIONAL SERVICES THAT ARE ADDED, UH, BY SOME AIRLINES, WHICH WE ARE NOT QUITE AWARE OF YET. UH, BUT WE DID USE SOUTHWEST AS A BASE, UM, BASED ON THE LANDING WEIGHTS THAT THEY EXPECT. AND WE USED THAT BECAUSE THEY ACCOUNT FOR 40% TO KIND OF INFORM US ON THE LANDED WEIGHTS. AND ONE, AND WE SHARED THIS WITH THE AIRLINES AND THEY WERE IN AGREEMENT WITH THE LANDED WEIGHTS THAT WE PUT IN. I DO HAVE A QUESTION. DID DID WE SEE ANY CHANGE IN GUEST BEHAVIOR ONCE PARKING RATES WENT UP? NO, NOT YET. WE HAVEN'T SEEN THAT. UM, YOU KNOW, DURING SOME OF THE SUMMER MONTHS, THE GARAGE WAS, WERE, UH, FULL ALMOST. UM, I MEAN, RIGHT NOW IT'S SLOWED DOWN BECAUSE SURE. YEAH. BUT WE HAVEN'T SEEN ANY, I WAS JUST WONDERING, I MEAN, THE SURFACE LOTS DIDN'T CHANGE. OKAY. THAT RATE WAS LEFT THE SAME. UM, IT'S ONLY THE WEST GARAGE AND THE RED GARAGE THAT CHANGED. YEAH, I WAS WONDERING IF THAT WAS A DRIVER TO INCREASE UTILIZATION OF, UH, RIDESHARE OR TNCS. I I THINK PART OF IT IS ALSO, I, YOU KNOW, BACK IN 2022, THERE WAS A, I THINK, UM, UH, SHORTAGE OF DRIVERS. UM, AND, AND NOW IT IS KIND OF WHAT WE ARE SEEING IT IS KIND OF NORMALIZED VERSUS WHAT WE SAW PRE PANDEMIC. OKAY. UM, YOU KNOW, THIS, THIS TYPE OF RIDE SHARE GROWTH AND THE NUMBERS IS WHAT WE WERE SEEING PRE PANDEMIC, AND WE ARE KIND OF SEEING THE SAME THING. AND WHEN WE LOOKED AT, WHEN WE LOOK AT LIKE PARKING AND WE LOOK AT WHAT WE CALL, UM, PARKING TRANSACTIONS TO END PLACEMENTS, UM, WE ARE NOT SEEING A DECLINE IN THAT. WE ARE STILL AT ABOUT 10% OR ROUGHLY. SO, YOU KNOW, THE RATES REALLY HAVEN'T. OKAY. THANK YOU. VICE CHAIR. JUST A COUPLE OF ITEMS. UM, NUMBER ONE, I BELIEVE COMMISSIONER KUHN HAS JOINED US FOR THE RECORD. AND NUMBER TWO, WE HAVE LESS THAN 45 MINUTES TO GO THROUGH ALL THE ACTION ITEMS. SO I, IF Y'ALL CAN SUGGEST THIS, THAT WE GO THROUGH THEM WITH A LOT, NOT A LOT OF PRESENTATION ABOUT THEM MM-HMM. , BUT READ THEM INTO THE RECORD AND THEN TAKE QUESTIONS AS OPPOSED TO HAVING STAFF PRESENT AND DISCUSS UP FRONT AND GET THROUGH ALL THE AGENDA ITEMS. WE CERTAINLY WANNA ADDRESS ANY QUESTIONS ANYBODY HAS, BUT WE DON'T WANNA RUN OUT OF TIME WITH A HARD STOP AT FIVE O'CLOCK. OF COURSE. THANK YOU. THAT SOUNDS GREAT. THANK YOU, COMMISSIONERS. WE'LL [9. Discussion and possible action on a recommendation from the Opportunity Working Group of the Airport Advisory Commission to expand Disadvantaged Business Enterprise (DBE) participation at Austin-Bergstrom International Airport.] NOW MOVE ON TO THE DISCUSSION AND, AND ACTION ITEMS NUMBER NINE. FIRST A DISCUSSION AND POSSIBLE ACTION ON A RECOMMENDATION FROM THE OPPORTUNITY WORKING GROUP OF THE AIRPORT ADVISORY COMMISSION TO EXPAND DISADVANTAGED BUSINESS ENTERPRISE PARTICIPATION AT A BIA. I'LL FIRST KICK THIS OFF BY THANKING COMMISSIONER FANG FOR ALL HER HARD WORK AND COORDINATION WITH OTHERS, UH, TO GET THIS DONE. ARE THERE ANY QUESTIONS ON THIS RECOMMENDATION? OKAY. WELL, WITHOUT ANY OTHER QUESTIONS, UH, I'D LIKE TO ASK FOR A MOTION TO APPROVE JIM, TO APPROVE JEREMY HENDRICKS SECOND. YEP. SORRY, JUST A LITTLE DELAY THERE. OKAY. IT'S BEEN SECONDED. ALL IN FAVOR? LOOKS LIKE A UNANIMOUS VOTE. OH, I'M, I'M AGAINST, OH, MY APOLOGIES. COMMISSIONER. ENNIS OPPOSED? ANY ABSTENTIONS? OKAY, WE HAVE PASSED NUMBER NINE NOW WE'LL MOVE ON TO [10. Discussion and possible action on a recommendation by the Airport Advisory Commission supporting the development of a public message board system for use by City boards and commissions] DISCUSSION AND ACTION. ITEM NUMBER 10, RECOMMENDATION BY THE AIRPORT ADVISORY COMMISSION SUPPORTING THE, THE DEVELOPMENT OF A PUBLIC MESSAGE BOARD SYSTEM FOR USE BY CITY BOARDS AND COMMISSIONS. AND WE HEARD TESTIMONY EARLIER TODAY ON THAT. DO I HAVE A MOTION? I CHAIR TODD, DO I HAVE A SECOND? I'M SORRY. THERE'S A, OH, THERE'S BALLOONS, . WHICH COMMISSIONER IS BEHIND THE BALLOONS ALERT. LET'S TAKE A VOTE, PLEASE. ALL IN FAVOR? OKAY. ANY OPPOSED? ABSTENTIONS, IT IS UNANIMOUS. WE'LL MOVE ON TO [11. Authorize negotiation and execution of a lease with Air General, Inc., for certain premises consisting of approximately 17,701 square feet of building space, 12,768 square feet of cargo handling space, and related improvements for its air freight and mail handling operations at Austin-Bergstrom International Airport, for a term of 10 years.] ITEM NUMBER 11, NEGOTIATION EXECUTION OF A LEASE WITH AIR GENERAL INC. [01:20:01] FOR CERTAIN PREMISES CONSISTING OF APPROXIMATELY 17,701 SQUARE FEET OF BUILDING SPACE, UH, 12,768 SQUARE FEET OF CARGILL HOLDING SPACE AND RELATED IMPROVEMENTS. AND MS. THOMPSON, I ASSUME I DON'T NEED TO READ THE ENTIRE VERBATIM JUST TO CLARIFY. OKAY. CAN I MOVE FOR A VOTE? DO I HAVE A MOTION? NO. COMMISSIONER INES SECOND HENDRICKS HENDRICKS SECONDED. ANY QUESTIONS FOR COMMENTS FOR, FOR DISCUSSION? WE'LL TAKE A VOTE. ALL IN FAVOR? ALL OPPOSED OH A, THAT'S WHAT WE'RE DOING. UNDERSTOOD. UM, ANY, ANY OPPOSED AND PASS ITEM 11 UNANIMOUSLY. MOVE ON TO NUMBER [12. Authorize negotiation and execution of a lease with DHL Express (USA) Inc. for premises consisting of approximately 44,549 square feet of building space and 58,604 square feet of air cargo ramp space, for its air freight and cargo handling operations at Austin-Bergstrom International Airport, for a term of five years, with a renewal option for one additional five-year term.] 12 FOR THE AUTHORIZATION AND NEGOTIATION AND EXECUTION OF LEASE WITH DHL EXPRESS FOR PREMISES CONSISTING OF BUILDING SPACE AND AIR CARGO RAM. PLEASE DO I HAVE A MOTION TO VOTE CHAIR? TODD? WAS THAT THAT YOUR MOTION? NO, I HAD A QUESTION ONCE THERE'S A MOTION AND A SECOND. UNDERSTOOD. MOVE, MOVE FOR APPROVAL. DO YOU HAVE A SECOND IF I CAN GET THAT MIC ON? COMMISSIONER INES QUESTIONS? COMMENTS? YEAH, I JUST HAD A QUICK QUESTION. I'M LOOKING AT THE FISCAL NOTE ON THE BACKUP, AND IT LOOKS LIKE THAT THE RENT DOES NOT GO UP LIKE THAT. IF YOU, IF THEY, IF THEY MAKE AN OPTION FOR ANOTHER FIVE YEAR TERM, IT'S THE SAME, UM, SQUARE FOOTAGE FEE AS IF THEY LEASED IT FIVE YEARS PRIOR. AND, UM, THAT'S REALLY GENEROUS AND THAT'S WHY IT'S SORT OF LOCKING IN. I DON'T KNOW HOW THE AIRPORT NEGOTIATES THESE, UM, LEASES, BUT IT WOULD SEEM THAT THERE, BECAUSE WE HAVE DRIVERS THAT ARE MORE EXPENSIVE EVERY YEAR AND WE HAVE A COST OF LIVING AND OTHER INCREASES THAT RENT SHOULD TRACK WITH THAT AS WELL. AND IT LOOKS LIKE WE MAKE VERY, VERY NICE DEALS FOR SOME OF OUR TENANTS. AND I DON'T KNOW IF THAT'S STANDARD OR IF THAT IS NOT COMPETITIVE ENOUGH. YEAH, THIS IS JOHN GALLO, UH, DIVISION MANAGER FOR COMMERCIAL MANAGEMENT. UM, IN THAT RATE, UH, WE DO ANNUAL CPI ADJUSTMENTS. SO, UM, THOSE ARE RAISED EVERY YEAR BASED ON CPI. SO WHAT WAS PROBABLY IN THE PACKET WAS THE INITIAL RATE, UM, THAT THE LI TENANT WOULD START WITH. SO THEN WHAT WE'RE LOOKING AT AT IS FOR THE FISCAL NOTE IS NOT AVERAGED, I MEAN, IT'S JUST THE, THE BASE RATE. AND SO IT COULD ALWAYS BE MORE, MORE BECAUSE OF THE, UM, CONSUMER PRICE INDEX INCREASES THAT. AND THAT'S I THINK WHAT CPI MEANS. YES. THAT, THAT, UM, RENT WOULD BE GREATER THAN JUST SORT OF DOUBLE THE FIRST FIVE YEAR CONTRACT OVER A 10 YEAR CONTRACT. CORRECT. WENDY? I THINK THAT'S ADDRESSED IN THE LAST LINE OF THE, SORRY, BACKUP ADDITIONAL TERMS WILL INCLUDE. UH, AND THEN THE, THERE'S THE 3% HE'S OH, IS DISCUSSED ON PAGE 88 OF THE BACKUP IS, UH, THE, THE REFERENCE. THANK YOU. ALWAYS TURN THE PAGE. I APPRECIATE IT. THANKS SO MUCH. ANY FURTHER QUESTIONS? ALL IN FAVOR? ANY OPPOSED, ANY ABSTENTIONS AND COMMISSIONER AL, DID YOU NOT VOTE ABS COPY ABSTENTION. AND THAT'S PASSED. WE'LL [13. Authorize negotiation and execution of five contracts for professional architectural and engineering services for the 2024 AUS Architectural & Engineering Services Rotation List with AECOM Technical Services Inc., Garver LLC, RS&H, Inc., Jacobs Engineering Group Inc., and HDR Engineering Inc., each for total contract amounts not to exceed $60,000,000, divided among the firms. [Note: These contracts will be awarded in compliance with City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program) by meeting the goals with 7.28% MBE and 2.66% WBE participation.].] MOVE ON TO JUNE ITEM THIR, OR I'M SORRY, 14. NO APOLOGIES. 13 FOR THE NEGOTIATION EXECUTION OF FIVE CONTRACTS FOR PROFESSIONAL ARCHITECTURAL AND ENGINEERING SERVICES. HAVE A MOTION TO APPROVE HENDRICKS. THANK YOU. COMMISSIONER HENDRICKS, DO WE HAVE A SECOND? COMMISSIONER FEN QUESTIONS AND DISCUSSION POINTS? YES, I WOULD LIKE TO MAKE A, UM, COMMENT. UH, I REALLY LIKE THIS LAYOUT. [01:25:01] WAIT, LEMME SEE. I'M SORRY. THAT'S A NEXT . ANY ADDITIONAL QUESTIONS? ALL IN FAVOR OF APPROVING COMMISSIONER . OKAY. ANY OPPOSED? AND ANY ABSTENTIONS. AND WE HAVE PASSED UNANIMOUS UNANIMOUSLY. WE'LL MOVE ON TO [14. Authorize negotiation and execution of a contract for design and construction support services for the Concourse B and Tunnel with Page/Fentress Joint Venture, in an amount not to exceed $72,000,000. [Note: This contract will be awarded in compliance with the requirements of 49 CFR Part 26 and City Code Chapter 2- 9A (Minority Owned and Women Owned Business Enterprise Procurement Program) by meeting the goals with 8.85% DBE participation.].] AGENDA ITEM 14, WHICH I BELIEVE WAS ALSO COVERED IN THE EARLIER CONVERSATION AND DISCUSSION. UH, TO AUTHORIZE THE NEGOTIATION AND EXECUTION OF A CONTRACT FOR DESIGN AND CONSTRUC CONSTRUCTION SUPPORT SERVICES FOR THE CONCOURSE B AND TUNNEL MOVE FOR APPROVAL. COMMISSIONER FINK CHAIR AND A SECOND FROM CHAIR, CHAIR PO. UM, UH, VICE CHAIR BROCK, I DO HAVE A REQUEST THOUGH YES, THAT YOU, UM, THAT YOU MENTIONED THE DOLLAR AMOUNTS FOR THESE CONTRACTS WHEN YOU, UM, RECORD THEM AND NO PROBLEM AT ALL. AND THANK YOU FOR THE FEEDBACK. THANK YOU. SO WE HAVE OUR SECOND. ANY QUESTIONS OR COMMENTS TO STAFF? HERE'S MY COMMENTS ON THIS ITEM, AND I REALLY LIKE THIS, UH, UH, LAYOUT OF HOW CLEARLY THIS JOINT VENTURE WHO ARE FORMING THIS JOINT VENTURE AND, UH, WHO ARE THE SUB-CONSULTANT SUBCONTRACTORS, UH, WHICH CATEGORY THEY FALL INTO, WHOEVER DOES THIS JOB IS REALLY, REALLY APPRECIATED, UM, AT THIS LEVEL. SO IT, IT'S ENCOURAGING TO, UH, YOU KNOW, FOR THE SMALL BUSINESSES, UM, DISADVANTAGED BUSINESS TO VISUALLY SEE WHICH AREA THEY MIGHT BE ABLE TO ENTER, RIGHT. AND AS THE DB TO GRADUATE OUT OF THIS, UM, YOU KNOW, ELEVATING PROGRAM, AND THEN THEY CAN PASS THE BATON TO THE SMALLER ONES. YOU KNOW, THEY, THEY, THEY SEE A CLEAR PASS. SO IF WE'RE COUNTING TIER TWO, TIER THREE SUBCONTRACTORS, THAT'S HOW WE GROW THE DISADVANTAGED OF BUSINESS COMMUNITY. SO REALLY APPRECIATE IT. THANK YOU. I'D LIKE TO, TO SECOND, UH, COM COMMISSIONER STRING THINGS, UM, APPLAUSE HERE. THIRD, I GUESS WE WILL MOVE FOR A VOTE. ALL IN FAVOR? ALL OPPOSED, ANY ABSTENTIONS? AND IT PASSES UNANIMOUSLY. WE'LL NOW MOVE ON TO [15. Authorize negotiation and execution of a contract for preconstruction and construction services for the Concourse B and Tunnel Project with Hensel Phelps Construction Company, in an amount not to exceed $1,031,000,000. [Note: This contract will be awarded in compliance with the requirements of 49 CFR Part 26 and City Code Chapter 2- 9A (Minority-Owned and Women-Owned Business Enterprise Procurement Program) by meeting the goals with 8.89% DBE participation.].] AGENDA ITEM 15 TO AUTHORIZE THE NEGOTIATION AND EXECUTION OF A CONTRACT FOR PRE-CONSTRUCTION AND CONSTRUCTION SERVICES FOR THE CONCOURSE B TUNNEL PROJECT FOR THE AMOUNT OF 1 BILLION OR NOT TO EXCEED THE AMOUNT OF $1,031 MILLION MOVE FOR APPROVAL. DO I HAVE A MOTION MOVED? AND DO WE HAVE A SECOND? SECOND. COMMISSIONER ENNI, THANK YOU. QUESTIONS, UH, I HAVE A QUESTION ON, I TALKED TO STAFF ABOUT IT ON MONDAY, FOLKS, THAT'S A VERY, VERY LARGE NUMBER AND UM, I KNOW WE DON'T WANNA GET IN THE WAY OF PROGRESS HERE AND I REALLY APPRECIATE RAJEEV'S TRANSPARENCY WITH US ABOUT THE FISCAL BUDGET FOR THE NEXT YEAR OR TWO. BUT I WOULD BE INTERESTED DOWN THE ROAD, AND MAYBE THIS IS A FUTURE AGENDA ITEM, BUT A PLAN OF FINANCE, THAT THAT IS A NUMBER THAT IS NOT FROM, UH, FROM REVENUE CURRENTLY PROJECTED AND OR FROM GRANTS OR OTHER ITEMS. SO I KNOW YOU'RE GOING OUT FOR FINANCING AND WE'D BE INTERESTED TO KNOW FURTHER DOWN, YOU KNOW, WHAT SORT OF OPTIONS OR RISKS ARE INVOLVED WITH THAT KIND OF ENORMOUS CONTRACT OR WHETHER THAT IS STANDARD FOR, UH, AIRPORTS. THANK YOU. THANK YOU. WE CAN CERTAINLY PROVIDE THAT INFORMATION. SO WE'LL WORK WITH YOU, UH, CHAIR TODD ON THAT. THANK YOU. I I HAVE A QUESTION AS WELL, COMMISSIONER KEN? UH, YES. UM, SO THIS IS FOR ONE, YOU KNOW, FOR A BILLION, 31 MILLION, BUT IT, IT SAYS IT'S FOR, YOU KNOW, BOTH PRE-CONSTRUCTION AND CONSTRUCTION SERVICES. HAS, ARE WE, ARE WE SORT OF APPROVING ALL OF IT OR DO WE KNOW IT DOESN'T LOOK LIKE IN THE BACKUP THAT THERE'S A BREAKDOWN AT THIS POINT. IS THAT BECAUSE [01:30:01] SOMEHOW THE WHOLE AMOUNT HAS BEEN NEGOTIATED, BUT THE AMOUNT THAT'S FOR PRE-CONSTRUCTION HAS NOT YET BEEN NEGOTIATED? THIS IS LYNN ESTHER BRICK, UM, DEPUTY CHIEF DEVELOPMENT OFFICER. SO THIS IS AN AUTHORITY LIMIT MAXIMUM NOT TO EXCEED. AND THIS WILL ALLOW US TO START THOSE NEGOTIATIONS OF WHAT PRE-CONSTRUCTION ACTUALLY COSTS. THIS IS BASED ON OUR CONSTRUCTION, OUR TOTAL CONSTRUCTION ESTIMATE THAT WE'VE DONE INTERNALLY THAT THEN GETS POSTED TO, UM, THE SOLICITATION PROCESS. AND THAT'S WHAT THEY USE IN ORDER TO HELP THEM UNDERSTAND ALL THE SUBS THAT THEY NEED AND, UM, WHAT POTENTIAL OVERHEAD RATE THEY USE. AND SO, UM, AS PART OF THIS, UM, APPROVAL AT COUNCIL, WE WILL THEN WORK TO GET THOSE ACTUAL COSTS AND ALSO NOTE THAT THE DESIGN IS REALLY AT A CONCEPTUAL LEVEL. WE'RE ABOUT 15% DESIGN. SO THE DESIGNER THAT YOU GUYS JUST APPROVED TO MOVE THE COUNCIL WILL THEN FURTHER THAT DESIGN AND WE WILL GET, UM, THOSE CONSTRUCTION PRICES AS WE MOVE FORWARD. DO WE HAVE AN ESTIMATE NOW? HOW MUCH OF THIS WILL BE PRE-CONSTRUCTION OR IS THAT TOO EARLY TO SAY? UH, YES, I CAN. YES. BUT AS WE MOVE FORWARD, I CAN GET YOU THAT INFORMATION. OKAY, THANKS. I ALSO HAVE A RELATED QUESTION. IS THERE A RUNNING TALLY OR TOTAL THAT'S EASILY ACCESSIBLE THAT'S, THAT JUST REFLECTS ALL SORT OF, YOU KNOW, THE SUM TOTAL OF ALL LINE ITEMS APPROVED FOR WHAT'S COMMITTED AND WHAT'S YET TO BE SPENT OR ADVOCATED FOR IN TERMS OF COUNCIL AUTHORITIES? CORRECT? YES. SO ON OUR, UM, JOURNEY WITH A US WEBSITE, THAT'S GENERAL WEBSITE, WE HAVE A LIST OF ALL THE PROJECTS AND ONCE IT GETS APPROVED AT COUNCIL, WE UPDATE THAT, UM, AMOUNT. AND SO WE KIND OF LIST THE TOTAL AMOUNTS AS, AS THEY GET APPROVED. THERE IS, IS THERE IN ESSENCE, A, YOU KNOW, FOR ME, JUST LIKE A, A TICKER THAT, THAT SHOWS ONE NUMBER OF WHAT IS COMMITTED? UH, I'LL LET SHANE ANSWER THAT. SORRY. UH, SHANE HARSON DEVELOPMENT OFFICER. THAT'S A GOOD QUESTION. I WANT YOU TO BE AWARE OF WHAT WE'RE DOING INTERNALLY. WE'RE CREATING A PROGRAM CONTROLS OFFICE. WE'RE WORKING WITH G AND SO WE ALSO HAVE WHAT'S CALLED, UH, UH, PROCORE, WHICH IS A INDUSTRY STANDARD FOR CONSTRUCTION MANAGEMENT THAT'LL BE ABLE TO, UH, WORK WITH YOU FOR KEY PERFORMANCE INDICATORS AND OUR PRE PRE PERFORMANCE INDICATORS OF WHAT WE'RE SPENDING, WHAT WE ANTICIPATE TO BE SPENDING SO THAT, UH, ESTIMATED COMPLETION, VALUE EARNED, ALL THOSE WE'LL BE ABLE TO HAVE WHERE WE JUST HIT A RUNNING REPORT. AND, UH, ONCE WE HAVE THAT AND WE HAVE THAT CONSULTANT ON BOARD, WE'RE HOPING TO ADVERTISE SOON AND HAVE BY THE, UH, BEGINNING OF NEXT YEAR, UH, WE'LL BE ABLE TO HAVE SOMETHING FORMULATED FOR THE NEXT FIVE TO SIX YEARS WHERE IT'LL BE A MONTHLY REPORT REPORT BACK TO YOU WHAT WE SPENT, UH, SMALL MINORITY PARTICIPATION, ET CETERA. AND, UH, MAYBE EVEN INCLUDE WHAT WE ARE DOING FOR OUR LABOR PIPE PIPELINE AS WELL. SO WE'RE BRINGING ALL THAT TOGETHER AND WE'RE HOPING THAT, UH, UM, WE'LL HAVE A EASY MONTHLY REPORT. WE'LL HAVE ALL THAT INFORMATION THAT YOU'LL BE ABLE TO LOOK AT AND MONITOR WHAT OUR PROGRESS IS. THANK YOU. I THINK THAT WOULD BE, UM, RATHER HELPFUL. I ALSO, I THINK I RECALL CORRECTLY THAT WE APPROVED PROCORE A COUPLE, UH, MEETINGS AGO. YEAH. OKAY. IT'S A GOOD SYSTEM. ANY OTHER QUESTIONS? I'D JUST LIKE TO FOLLOW UP ON VICE CHAIR BROCK'S COMMENT AND ASK TO, UM, OR WHETHER THERE'S INTEREST BESIDES ON ANYONE BUT MYSELF ON THE SORT OF PERCENTAGE OF THE PROJECTS THAT ARE FINANCED. LIKE HOW, YOU KNOW, THERE, THERE ARE EXPENDITURES AND BUYING THINGS DOWN, BUT YOU KNOW, IT'D BE GOOD TO KNOW THE REVENUE SOURCES THAT FROM FEDERAL GRANTS FROM ONSITE REVENUE. I'M STILL UNCLEAR WHICH PROJECTS ARE CIP PROJECTS AND WHICH PROJECTS ARE EXPANSION PROJECTS AND YOU KNOW, I GUESS BY THE NUMBERS WE KNOW, BUT, UM, THAT WOULD BE REALLY A HELPFUL FILTER FOR PROCORE AS WELL, SO WE CAN, UM, BETTER UNDERSTAND THE, UM, THE RISKS INVOLVED. YEAH. UH, THIS IS RAJI THOMAS. UM, SO THE, WE DID PROVIDE A SLIDE AND I'LL, I'LL HAVE JASON SEND THAT TO YOU ON HOW THE, THE SOURCE OF FINANCING KIND OF BREAKS DOWN. ROUGHLY. WHAT IT COMES DOWN TO IS ALMOST 72% OF, YOU KNOW, LET'S SAY THIS IS A $4 BILLION CAPITAL PROJECT IS GONNA BE FINANCED WITH BONDS. AND ABOUT 22% OR SO, UM, IS GONNA BE FINANCED THROUGH THE REVENUES THAT THE AIRPORT GENERATES, THROUGH THE NON AIRLINE SOURCES, ET CETERA. AND THEN [01:35:01] WE'LL HAVE GRANTS, YOU KNOW, 3% OR SO, AND THEN, UH, PFCS, THE PASSENGER FACILITY CHARGES ANOTHER THREE TO 4%, ET CETERA. SO I'LL SEND THAT SLIDE TO YOU. UH, BUT YOU KNOW, THERE IS, THERE IS ASSUMPTIONS BEING MADE ON THERE THAT IS JUST BASED ON, UM, WHAT THE CURRENT, UH, CAPITAL SPENDING LOOKS LIKE. UM, SO IS, I DON'T KNOW. IS THAT WHAT YOU'RE LOOKING FOR? IT LOOKS LIKE, YES. OKAY. MM-HMM. . THANK YOU. OKAY. WE'LL, UH, MOVE FOR A VOTE. ALL IN FAVOR? ANY OPPOSED? AND ANY ABSTENTIONS? OKAY, WE'VE PASSED UNANIMOUSLY. MOVING ON TO [16. Authorize negotiation and execution of an amendment to the contract for professional services for the Technical Baggage Handling System Advisor for the ABIA Terminal Centralized Baggage Handling System Design with AECOM Technical Services Inc., to increase the amount by $13,075,155 for a revised total contract amount not to exceed $19,100,000. [Note: This amendment will be awarded in compliance with City Code 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program). Project Goal related to the Design Criteria Manual will remain 12.11% DBE as per the original contract.].] AGENDA ITEM NUMBER 16 TO AUTHORIZE NEGOTIATION AND EXECUTION OF AN AMENDMENT TO THE CONTRACT FOR, FOR PROFESSIONAL SERVICES FOR THE TECHNICAL BA BA BAGGAGE HANDLING SYSTEM, UH, TO THE TUNE OF 13 MILLION SEVENTY FIVE, A HUNDRED SEVENTY 5,155. UH, NOT TO EXCEED 19, EXCUSE ME, 19 ONE WITH THE 12, UH, POINT 11% DB AS THE ORIGINAL CONTRACT. CAN I MOVE FOR APPROVAL? I'M SORRY. NOT MOVE FOR APPROVAL. UH, DO I HAVE A MOTION? I DON'T SEE A MOTION. SO MOVED. YEAH, A SECOND. SORRY, I JUST CAN'T SEE THE SCREEN THAT FAR. DO I HAVE A SECOND? SECOND FROM HENDRICKS. THANK YOU. I I HAVE A QUESTION ON IT. AM I READING THIS RIGHT? IT, IT WENT UP BY 13 MILLION TO 19 MILLION, SO IT WAS 6 MILLION BEFORE. I'M LOOKING THROUGH THE BACKUP. I MEAN, AM I READING THIS RIGHT THAT IT TRIPLED LINDA? IS THAT BECAUSE IT'S A DIFFERENT PERIOD OF TIME OR IT'S JUST A DIFFERENT TIME PERIOD? UM, LYNN BERG, TO ANSWER YOUR QUESTION, UH, THANK YOU FOR THE QUESTION. THIS IS A PROVIDING SUBJECT MATTER EXPERT AND A, UM, NEXT PHASE, PHASE THREE FOR A DESIGN CRITERIA MANUAL. THE PROJECT WILL, UM, PROVIDE THAT PHASE THREE DESIGN CRITERIA MANUAL. IT WILL OUTLINE AND REQUIRE THE REQUIRED PERFORMANCE NEEDED ANY NECESSARY INTERFACES AND CAPACITIES FOR THE FULL INTEGRATED BAGGAGE HANDLING SYSTEM. THE DESIGN CRITERIA MANUAL IS NECESSARY TO GOVERN THE ARRIVALS DEPARTURE HALL AND THE CONCOURSE B TO ALLOW THE EXPANDED SYSTEM TO BE FULLY, SEAMLESSLY, UH, INTEGRATED INTO THE NEW SYSTEM. THIS WILL PROVIDE, THE SYSTEM WILL BE REQUIRED, UM, TO ALLOW THE EXPANSION TO OPERATE AS ONE AND NOT AS MULTIPLE SEGMENTED PARTS. SO THIS IS A PHASE THREE TO DESIGN, UM, THE DESIGN CRITERIA MANUAL FOR ALL THOSE OTHER PARTS OF THE PROGRAM. OKAY. THANKS. ANY OTHER QUESTIONS? GOOD. ALL IN FAVOR TO APPROVE ANY OPPOSITION AND ANY ABSTENTIONS VICE CHAIR? THIS IS TRACY. CAN I HAVE A CLARIFICATION ON WHO MADE THE MOTION AND WHO SECOND I MISSED IT, PLEASE. I BELIEVE THE SECOND WAS COMMISSIONER HENDRICKS AND THEN THE FIRST I COULDN'T SEE. SO ER I BELIEVE, I'M SORRY, WHO WAS THAT PLEASE? ELLER. ELLER. THANK YOU. THANK YOU. THANK YOU COMMISSIONER. AND WE'LL MOVE [17. Authorize negotiation and execution of an amendment to a contract for design services for the Airport Expansion Development Program Airfield Infrastructure Project with RS&H Inc., to increase the amount by $6,000,000 for a revised total contract amount not to exceed $26,700,000. [Note: This amendment will be executed in compliance with City Code 2-9A Minority-Owned and Women-Owned Business Enterprise Procurement Program) and 49 CFR Part 26 Disadvantaged Business Enterprise Program (DBE).].] ON TO AGENDA ITEM 17, TO AUTHORIZE NEGOTIATION AND EXECUTION OF AN AMENDMENT TO A CONTRACT FOR DESIGN SERVICES FOR THE AIRPORT EXPANSION DEVELOPMENT PROGRAM, AIRFIELD INFRASTRUCTURE PROJECT WITH RS AND H INC TO INCREASE THE AMOUNT BY 6 MILLION FOR REVISED TOTAL CONTRACT AMOUNT NOT TO EXCEED $26,000,700,000. DO I HAVE A MOTION? SO MOVED. COMMISSIONER SECOND AND THIS AND SECOND. I'M SORRY, WHO, WHO IS THE SECOND VALEZ? VALEZ. THANK YOU. [01:40:01] ANY QUESTIONS? COMM? ALL IN FAVOR TO APPROVE? ANY OPPOSED? AND ANY ABSTENTIONS? UH, IT LOOKS LIKE NOT. SO WE HAVE UNANIMOUS UNANIMOUSLY APPROVED AND WE'LL MOVE ON TO AGENDA [18. Authorize additional expenditures for the Construction Manager at Risk contract for the Airport Expansion Development Program Airfield Infrastructure with Austin Bridge and Road, to increase the amount by $155,000,000 for a revised total contract amount not to exceed $320,000,000. [Note: This request is for additional expenditure authority only. MBE/WBE goals will be established if a change order is requested.].] ITEM NUMBER 18 TO AUTHORIZE ADDITIONAL EXPENDITURES FOR THE CONSTRUCTION MANAGER AT RISK CONTRACT FOR THE AIRPORT EXPANSION DEVELOPMENT PROGRAM, AIRFIELD INFRASTRUCTURE WITH AUSTIN BRIDGE AND ROAD TO INCREASE THE AMOUNT BY 155 MILLION FOR REVISED TOTAL CONTRACT AMOUNT NOT TO EXCEED $320 MILLION. DO I HAVE A MOTION? YEP, WE DO. AND DO WE HAVE A SECOND? COMMISSIONER FING AND THANK YOU COMMISSIONER ANNESS, ARE THERE ANY QUESTIONS? YEAH, I THINK WE NEED AN EXPLANATION AGAIN OF WHY THIS CONTRACT AMOUNT HAS BEEN DOUBLED AND WHAT THE, UM, THE TIMEFRAME IS ON THE SPEND DOWN OF, UH, NOT TO EXCEED $320 MILLION FROM AN ORIGINAL $155 MILLION CONTRACT. THANK YOU. COMMISSIONER LYNN ESTERBROOK, DEPUTY CHIEF. UM, FOLLOWING THE PRELIMINARY ENGINEERING REPORT, THE PROJECT WAS DETERMINED THAT ADDITIONAL INFRASTRUCTURE AND DETAILED CONSTRUCTION PHASING WAS NEEDED. UM, THE NEW PROJECT PHASING PLANS HAVE BEEN DEVELOPED IN ACCORDANCE WITH THE AIRPORT OPERATIONS AND FAA AIR TRAFFIC CONTROL. THE NEW CONSTRUCTION PHASING PLANS INCLUDED REROUTING OF UTILITIES, REROUTING OF ROADS AND PARKING, ALLOWING THE CONSTRUCTION OF THE TAXIWAY AND BRIDGES TO START CONSTRUCTION AND PROGRESS OUTSIDE OF THE AIRPORT OPERATION FOOTPRINT. THE PHASED, UM, CHANGES ALSO INCLUDE ESCALATION OF PRICES BETWEEN 2022 AND 2024. THE VALUATION OF THE PROJECT RISKS HAVE RESULTED IN AN INCREASED COST OF THE PROJECT. THIS REQUEST ALSO INCLUDES THE EXPANSION OF A MAINTENANCE RAMP, WHICH WILL INCLUDE UTILITY RELOCATION AND IMPROVEMENTS NEEDED FOR THE A EDP ENABLING PROJECTS. THE PROPOSED MIDFIELD TAXIWAYS CONNECT TO THE EXISTING MAINTENANCE RAMP AND THAT CURRENT CURRENTLY, UM, USED FOR AIRCRAFT REMAIN OVERNIGHT PARKING AND ACCOMMODATES FOR DIVERT AIRCRAFT. THE PROJECT HAS DETERMINED THE NEED FOR THE EXPANSION OF THAT RAMP AND PARKING POSITIONS FOR THEIR, THOSE AIRCRAFT DURING THE LOSS OF, OF THOSE OPERATIONAL AREAS DURING THE CONSTRUCTION OF CONCOURSE B. UM, THIS REQUEST ALSO INCLUDES ADDITIONAL PAVEMENT WORK, ADDITIONAL PAVEMENT REPAIRS, AND, AND ADDITIONAL, UM, WORK WITHIN THE AIRFIELD ITSELF. SO THE SHORT ANSWER IS WHEN WE SCOPED THIS PROJECT, IT WAS AT PRELIMINARY ENGINEERING DESIGN AND WE HAVE A FULL GUARANTEED MAXIMUM PRICE AT 99% DESIGN AND THAT'S WHAT THIS COST IS. CHAIR, TODD, ANY FOLLOW UP? NO, AND I SEE THAT THE, THE SCOPE IS 912 CALENDAR DAYS. UM, SOMEONE WILL HAVE TO DO THE MATH FOR ME ON THAT, BUT THAT'S A COUPLE YEARS BUT NOT INDEFINITELY. I DIDN'T SEE AN INFINITY SIGN. SO, AND THIS IS AN ENABLING PROJECT. THERE'S NO TERMINAL B WITHOUT THIS PROJECT, IS THAT CORRECT? THAT IS CORRECT. WE MUST DO THIS PROJECT IN ORDER TO THEN, UM, MAKE WAY ON THE EXISTING MIDFIELD TAX IS WHERE THE NEW CONCOURSE IS GOING. THANK YOU. UM, THAT, THAT'S WHAT I WAS, UH, READING AS WELL AND, UH, MOVE TO SECOND. BUT UM, IS THIS PART OF THAT CASES WHERE WE AUTHORIZE THE, UH, CONTRACT AMOUNT NOT TO EXCEED THIS, BUT THE REAL ACTUAL COST WILL BE UPDATED LATER? THIS IS THE TOTAL AUTHORIZATION, MEANING WE WOULD HAVE TO GO BACK TO COUNSEL IF WE NEEDED TO GO HIGHER THAN THIS. SO IT DOES INCLUDE SOME SMALL AMOUNT OF CONTINGENCY. SO THE GUARANTEED MAXIMUM PRICE OF THE ACTUAL CONTRACT IS LESS THAN THREE 20. SO IT DOES INCLUDE SOME OF THOSE OTHER THINGS, BUT THIS AUTHORIZES [01:45:01] US UP TO THAT AMOUNT NOT TO EXCEED ONE. WOULD WE KNOW THE ACTUAL AMOUNT THEN OR THE COST WE, WHEN WE HAVE THOSE COSTS AND WE CAN GET THOSE TO YOU. BUT THIS DOES INCLUDE, UM, IT, IT INCLUDES THAT GUARANTEED MAXIMUM COST PRICE PLUS A FEW OTHER ADDITIONAL, UM, PERCENTAGES THAT THE CITY HOLDS FOR CONTINGENCY. UH, SO YOU HAVE THIS ACTUAL NUMBERS LAST FOLLOW UP QUESTION. SO YOU DO HAVE THOSE NUMBERS AND THAT'S ALREADY EX UH, EXCEEDED THE 155 MILLION THAT WAS AUTHORIZED IN THE PAST. THE PRICE THAT FOR THE ENTIRE PACKAGE OF ALL THE WORK I JUST TALKED ABOUT, UM, IS IN A GUARANTEED MAXIMUM PRICE PROPOSAL AND I CAN'T SIGN IT UNTIL, UM, AND THOSE WERE ALL BID OUT. UM, AND THOSE ARE REAL BID NUMBERS THAT THEY, UM, GOT, UH, BIDS FROM MANY DIFFERENT PLACES AND MANY DIFFERENT SUBCONTRACTORS FOR, AND I CAN'T SIGN THAT GUARANTEED MAXIMUM PRICE CONTRACT UNTIL WE GO TO COUNCIL BECAUSE WHEN WE DID THIS PROJECT, UH, INITIALLY WE BASED THE PRICE OFF OF A PRELIMINARY ENGINEERING STUDY. SO VERY ER VERY, VERY EARLY ON TWO YEARS AGO. I THINK. UH, UH, I THINK WHAT YOU'RE ASKING IS ACT AS ACTUAL EXPENDITURES EXCEEDED THE 155 MILLION. NO, IT HASN'T. IS THAT, IS THAT WHAT YOU'RE ASKING? YES, YES. NO, IT HASN'T. YEAH, WE ARE JUST, WE HAVEN'T JUST BARELY BREAKING GROUND ON THE CONSTRUCTION OF IT, SO, OKAY. THIS IS JUST BASED ON THE SCOPE CHANGES IS WHAT WE ADDITIONALLY NEED BASED ON WHAT WAS DONE PRELIMINARY. THANK YOU. AND JUST TO ADD WHAT LYNN SAID, ONE OF THE BIGGEST CHANGES IS THE BRIDGES TO MAKE SURE, UH, THE CONTROL TOWER, THE FIRE STATION STAYS AS A LANDSIDE CONDITION WHERE YOU DON'T NEED BADGE ACCESS. UM, ALSO, UH, UH, BECAUSE OF THOSE CONDITIONS AND SCOPE IT MAKES US WHERE WE CAN GO AFTER A LITTLE BIT MORE GRANT DOLLARS. YOU KNOW, IT'S AN FAA REQUEST. SO WE'RE LYNN AND HER TEAM ARE BEING VERY AGGRESSIVE OF GOING AFTER GRANT DOLLARS. AND YOU HOPEFULLY YOU'LL START SEEING SOME ANNOUNCEMENTS. I CAN'T SAY ANYTHING, BUT YOU'RE GONNA START SEEING SOME ANNOUNCEMENTS SOON. THANK YOU COMMISSIONERS. OKAY. ALL IN FAVOR? AND IT'S ER, HENDRICKS. ANY OPPOSED? SECRETARY ROSE? ANY APOLOGIES? ANY OPPOSED? ANY ABSTENTIONS? OKAY, IT IS UNANIMOUS NOW WE'LL MOVE ON. WE HAVE [Items 19 - 23] ABOUT 10 MINUTES LEFT, UH, TO DECE DISCUSSION ITEMS. MR. THOMPSON, SHOULD WE TAKE THESE LINE BY LINE OR SHOW TODD OR, WELL, WE DON'T HAVE TO TAKE THEM LINE BY LINE, BUT THE ITEMS IN THE AGENDA, ITEMS 19 THROUGH 23 ARE, UH, ITEMS THAT WERE TAKEN TO CITY COUNCIL ON JULY, UM, 18TH OF 2024. I HAD THE LAST AAAC MEETING, AS YOU CAN SEE IN THE NOTES, THEY WERE ALL APPROVED ON CONSENT. AND SO THEREFORE I WILL BE PLEASED TO ANSWER ANY QUESTIONS ANY COMMISSIONER HAS REGARDING ANY OF THESE APPROVED COUNSEL. ACTION ITEMS, COMMISSIONERS, ANY QUESTIONS? OKAY, WE CAN MOVE ON TO, [FUTURE AGENDA ITEMS] UH, FUTURE AGENDA ITEMS. THANK YOU MS. THOMPSON. WOULD ANY OF THE COMMISSIONERS LIKE TO HEAR OR SEE PRESENTATIONS OR RECEIVE PRESENTATIONS ON ANY GIVEN ITEMS? I HAVE A COUPLE OF FUTURE AGENDA ITEMS TO PROPOSE UNLESS, UM, ACCELERATION WORKING GROUP CHAIR KON WOULD LIKE TO PROPOSE THEM. UH, I'M HAPPY TO FOLLOW YOUR LEAD. OKAY. HAD SOME DISCUSSION ABOUT IT. BUT YEAH, I'D LIKE TO HEAR SUMMARY. I'D LIKE TO, UH, PROPOSE A FUTURE AGENDA ITEM TO DISCUSS OR TAKE ACTION TO ADDRESS THE VACANCIES AND WAGE DISCREPANCIES FOR WORK AT THE AIRPORT. UM, WE MAY, MAYBE WE NEED A PRESENTATION FROM STAFF ABOUT WHAT THE WORK PLAN IS TO DO THAT, BUT, UM, WE MAY ALSO LIKE TO HAVE A FUTURE AGENDA ITEM DISCUSSION AND ACTION ITEM AND COME FORWARD WITH A RECOMMENDATION TO SAY THAT WE ARE SUPPORTIVE OF, UM, WHATEVER IT TAKES TO FILL THE VACANCIES AND UM, BRIDGE THE WAGE GAP TO, TO FILL THOSE VACANCIES. I, I, I, THE ONLY THING I WOULD ADD, ADD TO THAT'S NOT REALLY AN ADDITION IS JUST, YOU KNOW, WE KNOW THAT [01:50:01] WE'RE OVER CAPACITY FROM WHAT THE AIRPORT WAS DESIGNED TO HANDLE ON IS WE'RE DOING THIS EXPANSION, IT'S GONNA BE EVEN MORE CHALLENGING. WE DON'T WANT TO MAKE IT MATTERS WORSE BY ALSO BEING UNDERSTAFFED. AND YOU KNOW, WE'RE, WE'RE DEFINITELY IN FAVOR OF HAVING THE AIRPORT HAVE MORE FLEXIBILITY TO PAY WHAT'S NECESSARY TO FILL THE POSITIONS THAT ARE OUTSTANDING. AND WE UNDERSTAND THAT CAN CURRENTLY BE DIFFICULT WITH THE GUIDELINES OF THE CITY THAT FOR INSTANCE, REQUIRE THAT WE PAY AN ELECTRICIAN AT THE AIRPORT, YOU KNOW, UH, THE SAME AS AN ELECTRICIAN PERHAPS AT THE LIBRARY. AND THAT THAT MAY OR MAY NOT BE WHAT THE MARKET DEMANDS. SO WE'D, WE'D LOVE TO SUPPORT SOME KIND OF RESOLUTION THAT WOULD GIVE THE THE TEAM MORE FLEXIBILITY TO DO WHAT'S NEEDED TO FILL THOSE POSITIONS. AND COMMISSIONER C**N, I THINK THAT THAT'S A, A CHALLENGE FOR OPPORTUNITY THAT THAT SORT OF, YOU KNOW, YOU, WE, WE FIND THAT THE REPORT WITH IT ROLES IN GENERAL, NOT JUST, UH, ELECTRICIANS. SO THAT COULD BE VERY INTERESTING. YEAH, I'M SURE THERE'S I'M SURE THERE'S LOTS OF ROLES WHERE THAT'S DIFFICULT, RIGHT? IT'S FARTHER AWAY FROM THE CITY AND, AND I THINK MY TWO SENSE IS THAT IT SHOULD, SHOULD BE TREATED DIFFERENTLY. I THINK AUSTIN ELECTRIC IS TREATED DIFFERENTLY BECAUSE IT DOESN'T REQUIRE TAXPAYER DOLLARS. AND TO MY KNOWLEDGE, THE AIRPORT, YOU KNOW, DOES NOT, UH, YOU KNOW, DOESN'T REQUIRE TAXPAYER DOLLARS. THERE'S NOT, THERE'S NOT A FISCAL NOTE ON IT. IF THE AIRPORT HAD MORE AUTHORITY TO, YOU KNOW, PAY WHAT'S NEEDED TO FILL THESE POSITIONS, UH, THAT DOESN'T REALLY COST THE CITY ANYTHING. 'CAUSE THE AIRPORT RUNS INDEPENDENTLY, RIGHT? WE'RE NOT SUBSIDIZED BY TAXPAYER DOLLARS TO THE AIRPORT. SO IT JUST SEEMS LIKE AN OPPORTUNITY AND IT'S SOMETHING THAT WE'D LIKE TO BE SUPPORTIVE OF AND MAYBE IT'S A RESOLUTION THAT WE, THAT WE PASS AND THEN TAKE THAT TO CITY COUNCIL BECAUSE OBVIOUSLY WE DON'T HAVE THE AUTHORITY TO ACTUALLY DO IT. WE CAN JUST MAKE RECOMMENDATION, BUT IT SEEMS LIKE A RECOMMENDATION THAT SHOULD BE SUPPORTED BY, BY COUNCIL. THANK YOU COMMISSIONER C**N. OKAY. I MADE THE MOTION. I THINK THAT I'M GONNA ASSUME THAT, UH, TO, AS I, WE NEED A SECOND TO GET IT ON THE AGENDA AND THEN I HAVE ANOTHER MOTION FOR ANOTHER FUTURE AGENDA ITEM. SO, JOE, DO YOU'RE ASKING ME, I'M SORRY, WITH BALLOONS. OH, SHOOT. I WAS GONNA LET YOU JONATHAN. I WAS GONNA, WELL YOU CAN MOTION WE HAVE A MOTION AND A SECOND. YEAH, I DON'T KNOW HOW COMMISSIONER HELLER'S EVEN DOING THAT. I DIDN'T KNOW THAT WAS POSSIBLE TO HAVE BALLOONS IN NOAX, NOR DO I. FANTASTIC. SO MOTION FROM COMMISSIONER, COMMISSIONER ELLER AND COMMISSIONER FANG FANG WITH THE SECOND. THANK YOU. UH, AND I HAVE ANOTHER FUTURE, A FUTURE AGENDA ITEM. SOMETHING WE'VE DISCUSSED BEFORE, AND WE HEARD IT BRIEFLY MENTIONED BY SHANE THAT THERE ARE KEY PERFORMANCE INDICATORS IN SOFTWARE PROGRAMS THAT THE AIRPORT CURRENTLY HAS. BUT, UM, I KNOW THAT THE ACCELERATION WORKING GROUP WAS OFTEN TALKING ABOUT THE USER EXPERIENCE AT THE AIRPORT AND HOW WE'D BE CURIOUS TO KNOW HOW THAT'S MEASURED AND IF THERE'S EXISTING DATA AND REPORTING ON THAT OR NOT. AND IF THERE IS, HOW DO WE BRING THAT TO LIGHT? SO, UH, THE PUBLIC KNOWS THOSE THINGS. SO MY FUTURE AGENDA ITEM IS RELATED TO KEY PERFORMANCE INDICATOR, UH, MEASURING AND REPORTING. SO CHAIR TODD, THAT THAT'S, THAT'S AROUND THE PRO COURT CONVERSATION. I'M SORRY, WAS THAT AROUND THE PROCORE, UH, CAPABILITIES? WELL, THAT, THAT'S IN RELATED, THAT'S MORE RELATED TO CONTRACT ADMINISTRATION. THIS IS WOULD BE RELATED TO THE PASSENGER EXPERIENCE. AH, UNDERSTOOD. YEAH. THINKING FROM THE, WE'RE JUST THINKING AS WE DO THIS EXPANSION AGAIN, THERE'S GONNA BE CONSTRUCTION, IT'S GONNA BE CHALLENGING, IT'D BE GREAT. I'M SURE WE HAVE A LOT OF THESE NUMBERS ALREADY WHEN WE'RE ON. UM, YOU KNOW, WHEN WE'RE DOING THESE MEETINGS WE LOOK A LOT AT FINANCIALS AND THE COST OF THINGS. BUT IT WOULD BE GREAT TO SEE HOW WE'RE MEASURING THE, THE PASSENGER EXPERIENCE. YOU KNOW, HOW LONG DOES SOMEBODY WAIT IN LINE? HOW LONG DO THEY WAIT FOR A BAG? UM, YOU KNOW, HOW LONG AFTER THEY LAND, UH, IS THERE, IS THE, WAIT UNTIL THE, UM, THAT BRIDGE IS OPENED, YOU KNOW, JUST IF THERE'S SOME METRICS THAT WE COULD BE LOOKING AT SO THAT WE CAN SEE ARE WE MAINTAINING THOSE SERVICE LEVELS AS WE GO THROUGH THIS CONSTRUCTION PERIOD? UM, BECAUSE IT'S GONNA BE EXTENSIVE AND IT'S, IT'S GONNA TAKE A WHILE. SO JUST BE GOOD TO KNOW, LIKE, HOW ARE WE DOING? I THINK WE ALL HEAR LIKE ANECDOTAL EXAMPLES OF, YOU KNOW, EXPERIENCES THAT PEOPLE HAVE. IT'D BE GREAT TO BE ABLE TO HAVE STATISTICS THAT WE CAN LOOK AT AND SAY, ACTUALLY WE'RE DOING, WE'RE DOING GREAT, UH, DESPITE CONSTRUCTION AND EVERYTHING ELSE THAT WE'RE GOING THROUGH OVER THE NEXT, YOU KNOW, NUMBER OF YEARS. BUT WE DON'T, IT'S NOT SOMETHING THAT WE LOOK AT. SO THE THINKING FROM THE ACCELERATION WORKING GROUP IS [01:55:01] AS WE'RE WORKING ON EXPANDING THE AIRPORT, SHOULD WE HAVE A BASELINE THAT WE START WITH SO WE KIND OF KNOW HOW ARE WE DOING AS WE, AS WE GO THROUGH, THROUGH THE EXPANSION. SO I BELIEVE IF I MAY, THAT THAT THE REQUEST FROM COMMISSIONER KON IS, IS IN ESSENCE BOTH SUBJECTIVE AND OBJECTIVE, UH, KPIS AROUND GUEST EXPERIENCE INCLUDING NPS OR NET PROMOTER SCORE AND OR SLAS WAIT TIMES, ET CETERA. IS THAT RIGHT? YEAH, I DON'T REALLY THOUGHT ABOUT NET NET PROMOTER SCORE. UM, 'CAUSE IT'S, YOU KNOW, WHAT'S YOUR ALTERNATIVE IF YOU LIVE IN, IF YOU LIVE IN AUSTIN, LIKE WOULD YOU RECOMMEND AUSTIN AIRPORT TO A FRIEND? IS THE QUESTION THAT YOU ASK IN A NET PROMOTER SCORE, UM, AS OPPOSED TO THE OTHER AIRPORT IN IN AUSTIN WHERE YOU CAN FLY OUT OF SO SURE. UM, I BELIEVE MORE ON JUST BASICALLY A DASHBOARD THAT SHOWS US KIND OF WHAT, WHAT IS THE PASSENGER EXPERIENCE AND WIDE OPEN TO SUGGESTIONS FROM, UH, FROM STAFF TO TELL, TO TELL US KIND OF LIKE WHAT ARE, HOW ARE WE MEASURING IT NOW? I THINK A LOT OF THESE THINGS ARE PROBABLY ALREADY BEING DONE. SUGGESTION IS REALLY LIKE HAVING, HAVING THAT BE A TOPIC THAT WE ALWAYS COVER. LIKE WE ALWAYS LOOK AT THE FINANCIALS FOR THE PRIOR MONTH. IT'D BE GREAT TO ALSO LOOK AT THE SERVICE, UH, THAT PEOPLE HAVE EXPERIENCED IN THE PRIOR MONTH. I, I'M NOT SUGGESTING THAT IT BE A SURVEY BY THE WAY, THAT WOULD LIKE, REQUIRE ADDITIONAL WORK AND COSTS AND SAYING LIKE, GRAB THE NUMBERS THAT WE'VE GOT AND PUT THEM ONTO KIND OF A DASHBOARD. SO WE ALWAYS KIND OF KNOW HOW WE'RE, HOW WE'RE DOING BECAUSE I FEEL LIKE NOW WE SORT OF, SOMETIMES WE'LL ACTUALLY TALK ABOUT ANECDOTAL, UH, EXPERIENCES THAT PEOPLE HAVE HAD AT THE AIRPORT INSTEAD OF ACTUALLY JUST HAVING A, A DASHBOARD THAT TELLS US HOW WE'RE DOING. THANK YOU. AND WITH ONE MINUTE TO GO, I'LL ASK FOR A MOTION. SECOND IS ON BOTH OF THOSE THINGS, I GUESS BECAUSE I DON'T THINK WE TOOK A VOTE ON THE PRIOR THING. PARDON? WE DIDN'T TAKE A VOTE ON THE PRIOR THING, RIGHT? WE HAD A MOTION A SECOND. SO IS THIS FOR THE TWO THINGS? I THINK YOU JUST NEED A MOTION IN A SECOND TO GET SOMETHING ON THE AGENDA. OKAY, PERFECT. I'LL SECOND JONATHAN'S GOOD. MOTION . THANK YOU. SECRETARY ROSE. ALL IN FAVOR? OH NO VOTE. OKAY. JUST A MOTION. THANK YOU CHAIR. I'VE GOT ONE THING THAT SAYS COMMISSIONER HENDRICKS. UM, I DON'T KNOW IF YOU GUYS SAW, BUT FIVE DAYS AGO THE UNITE HERE VOTED TO POTENTIALLY STRIKE THE FOOD SERVICE WORKERS AT THE AIRPORT. UM, SO I DON'T KNOW HOW MUCH THE AIRPORT CAN GIVE US INFORMATION ON THAT AT THE NEXT MEETING OR WHAT, BUT IT'S DEFINITELY SOMETHING THAT WE SHOULD ALL BE PAYING VERY CLOSE ATTENTION TO. DO WE NEED A MOTION FOR THAT UPDATE? DO I MAKE THAT MOTION? SOMEONE SECOND IT. I SEC. I'LL SECOND IT. OKAY. CHAIR TODD, WENDY TALK. THANK YOU. OKAY. ALL RIGHT. AND RIGHT AT TIME. THE NEXT REGULAR MEETING IS SCHEDULED FOR WEDNESDAY, SEPTEMBER 11TH, 2024. UH, DO I HAVE A MOTION TO ADJOURN? YES. MOVED. MOVED. THANKS SO MUCH. THANK YOU ALL. VICE CHAIR BROCK. THANK YOU BAKARI. THANK YOU ALL AND THANK YOU. THANK YOU STAFF. THANKS. UNDER, UNDER UNDER. COME DOWN. WE'VE BEEN INTO CONFESSION. IT INTERRUPT YOUR HOME AGAIN. IT GOT FIRES BLAZING. HOW? TURN YOUR HEAD INTO WHAT? HEAVEN. HEY. LOOKING FOR PERMISSION TO ASKING FOR YOUR PROTECTION. YOUR DISCRETION MEANS DISTRACTION. SO MY PEOPLE KEEP ON STEPPING. STEPPING. IT WAS LOVE BYS UP SCRUBBING CHUS. YEP. HYPNOTIZING AND LIES. * This transcript was created by voice-to-text technology.
