[CALL MEETING TO ORDER] [00:00:04] LET'S SEE. THE AGENDA IS PRETTY STRAIGHTFORWARD. AND, UH, COMMISSIONER, IF WE CAN, WE'LL JUST STICK WITH THE, UH, ACTUAL AGENDA ITSELF. UH, THE FIRST ITEM OF BUSINESS IS, UH, PUBLIC COMMUNICATION. AND I DON'T THINK THERE WAS ANYONE WHO SIGNED UP TO SPEAK. I'M SEEING NO ONE SIGNING UP TO SPEAK. THE NEXT ITEM [APPROVAL OF MINUTES] IS ITEM NUMBER ONE, WHICH IS THE APPROVAL OF THE MINUTES FROM THE, UH, SPECIAL CALLED JULY 22ND, 2024 MEETING. DO I HEAR ANY DISCUSSION OR ANY ACTION ON THAT? I MOVE THAT WE, UH, VOTE ON THE PAST THE MINUTES. UH, WE HAVE A MOTION TO APPROVE THE MINUTES. DO I HEAR A SECOND? I'LL SECOND. WE HAVE A SECOND, MELISSA. THANK YOU, COMMISSIONERS. ANY DISCUSSION ON THE MINUTES HEARING? NO DISCUSSION. ALL THOSE IN FAVOR, RAISE YOUR HAND. UNANIMOUS. THANK YOU. THANK YOU. COMMISSIONERS ONLINE. ALRIGHT, MOVING [2. Discussion and action on the Annual Internal Review of the Zero Waste Advisory Commission for July 2023 through June 2024.] ON HERE. UH, THE NEXT ITEM IS THE ACTUAL, UH, DISCUSSION AND ACTUALLY, UH, ACTION ON THE INTERNAL, UH, THE ANNUAL INTERNAL REVIEW OF, UH, OF THE COMMISSION. AND THAT WAS THE, UH, 20 23 24 BUSINESS THAT WE CONDUCTED. JAN AND I HAD A CHANCE TO, TO KIND OF PIECE THIS TOGETHER, WHICH JAN DID A GREAT JOB. THANK YOU, JAN, FOR, FOR THIS. BUT I WANTED TO SHARE THIS WITH THE COMMISSION, WHICH BASICALLY SHOWS THE GOALS, THE CONCERNS, AND THE GOALS THAT WE HAVE GOING INTO THE, THE UPCOMING, UH, UH, WHAT IS IT, UH, FISCAL YEAR. AND IF THERE ARE ANY QUESTIONS AT ALL FROM, UH, FROM THE COMMISSION, I'D LOVE TO, YOU KNOW, TO HEAR THOSE. NO, STRAIGHTFORWARD. I MOVE THAT WE APPROVE THE REPORT. CRAIG MOVES APPROVAL. DO I HEAR A SECOND? I'LL SECOND KATHY. SECONDS THAT. DO I HEAR ANY DISCUSSION ON THE ITEM? HEARING? NO DISCUSSION. ALL THOSE IN FAVOR, RAISE YOUR HAND. THANK YOU, COMMISSIONERS. UNANIMOUS. THANK YOU GUYS. NOT THE JINXES, BUT I THINK WE'RE MOVING TOO FAST NOW. SO, . ALRIGHT. THE NEXT ITEM OF [3. Staff briefing on Keep Austin Beautiful Education Outreach Program by Rodney Ahart, Chief Executive Officer for Keep Austin Beautiful. ] BUSINESS IS, IS THE, UH, IS A STAFF BRIEFINGS, ACTUALLY. AND I THINK, RODNEY, THANK YOU. WELCOME RODNEY. AND THANK YOU FOR THE PATIENCE. OKAY. ABSOLUTELY. THANK YOU MR. CHAIRMAN AND VICE CHAIRMAN AND MEMBERS OF THE ZERO WASTE ADVISORY COMMISSION. MY NAME IS TAKE TWO, . THANK YOU. UM, MR. CHAIRMAN, VICE CHAIR, UM, MEMBERS OF THE ZERO WASTE ADVISORY COMMISSION. MY NAME IS RODNEY AHART. I'M CEO OF KEEP AUSTIN. BEAUTIFUL. IT'S GREAT TO BE HERE AGAIN WITH YOU THIS EVENING TO SHARE SOME OF OUR, UM, VOLUNTEER INITIATIVES AS WELL AS SOME OF OUR EDUCATION PROGRAMMING THAT WE HAVE. WE'VE PREPARED A SLIDE DECK HERE. CAN WE GO TO SLIDE DECK NUMBER TWO, PLEASE? SO I WANTED TO START OFF WITH, UM, VOLUNTEERISM IS OUR FOUNDATION. SO EVERYTHING THAT WE DO FROM OUR CLEANUPS TO OUR BEAUTIFICATION EFFORTS, UH, THEY ALL ARE GROUNDED IN OUR VOLUNTEERISM. SO, I KNOW IN A COUPLE DAYS WE HAVE SCHOOL STARTING, SO I WANTED TO START OFF WITH A LITTLE ONE QUESTION QUIZ. SO, UM, HOW MANY HOURS OF COMMUNITY SERVICE DID KEEP AUSTIN BEAUTIFUL VOLUNTEERS CONTRIBUTE IN 2023? SO WE HAVE A 10,000 HOURS, WE HAVE B, 15,000 HOURS, WE HAVE C 20,000 HOURS GO THE NEXT CC. VERY GOOD. THAT'S VERY GOOD. WE CAN GO TO THE NEXT SLIDE AND YOU'LL SEE THE ANSWER. IT'S A LITTLE BIT OF A TRICK QUESTION 'CAUSE IT'S ACTUALLY 24,767, BUT 20 IS CLOSE. THANK YOU. UM, BUT JUST ONE I I, THIS SLIDE HERE JUST SHOWS, UM, IT'S JUST SUCH A, A DEPICTION OF HOW CIVIC ENGAGED AND INVOLVED LIKE OUR COMMUNITY IS. IMAGINE BEING ABLE TO HAVE, UH, 1032 DAYS OR EQUIVALENT OF 2.8, UH, YEARS OF SERVICES HAPPENING. AND OF COURSE, AS A SLIDE IS GONNA SHOW, UH, FOR 2023, UH, WE ENGAGED OVER 9,000 VOLUNTEERS, WHICH IS EQUIVALENT OF WOODWAY, WHICH IS A LITTLE CITY OUTSIDE OF WACO. NEXT SLIDE PLEASE. SO, UH, KEEP AUSTIN BEAUTIFUL WAS FOUNDED IN 1985. UH, OUR MISSION IS THAT WE INSPIRE AND EDUCATE ALL AUSTINITES TO VOLUNTEER TOGETHER, BEAUTIFY GREEN SPACES, CLEAN WATERWAYS, AND REDUCE WASTE EVERY SINGLE [00:05:01] DAY. OUR VISION IS FOR AUSTIN TO BE THE CLEANEST, THE MOST BEAUTIFUL COMMUNITY. UM, WE HAVE A GREAT PLATFORM TO WORK WITH 'CAUSE OUR, OUR CITY IS, IS NATURALLY BEAUTY AND WE'RE GREAT. WE'RE LUCKY AND FORTUNATE FOR THAT. SO AS YOU CAN SEE, WE WERE FOUNDED IN 1985, SO WE ARE 39 YEARS OLD. WE'RE ABOUT TO HIT THAT BIG FOUR ZERO IN, UH, 2025. UH, AND WE ARE JUST EXTREMELY PROUD OF THE WORK THAT, UH, WE'VE BEEN ABLE TO DO. THE, THE GREAT AMAZING PARTNERSHIP WITH THE, THAT WE HAVE WITH AUSTIN RESOURCE RECOVERY TO JUST ENGAGE SO MANY VOLUNTEERS IN CLEANUP, UH, AND BEAUTIFICATION AS WELL AS OUR YOUTH EDUCATION PROGRAMMING HERE IS. NOW I WANNA MOVE INTO OUR THREE PLATFORMS. AS I MENTIONED, WE HAVE CLEAN, BEAUTIFY AND EDUCATE. OUR CLEAN PROGRAMS ARE GEARED TOWARDS REMOVING LITTER FROM NEIGHBORHOODS, ROADWAYS AND PUBLIC SHARED SPACES IN COLLABORATION WITH THE COMMUNITY. AND OF COURSE, ALWAYS TRYING TO RAISE AWARENESS ABOUT LITTER. SO WE HAVE THREE PROGRAMS THAT, UM, I'M GONNA TALK TO YOU ABOUT TONIGHT. OUR COMMUNITY CLEANUPS, WHICH IS OUR 24 7 365 DAYS A YEAR. ANYONE CAN COME TO US WITH A SITE THAT THEY'D LIKE TO PERFORM A CLEANUP. WE CAN PROVIDE THEM THE TRASH BAGS, THE LITTER, GRABBERS, THE GLOVES, AND ALSO PROVIDE THEM HEALTH AND SAFETY GUIDELINES. AND THEN BECAUSE OF OUR GREAT PARTNERSHIP WITH A RR, IF THEY HAVE LARGE, BULKY ITEMS OR A TON OF OF TRASH THAT THEY END UP COLLECTING AT THAT SITE, WE CAN HAVE THAT TRASH PICKED UP, WHICH IS A REALLY GREAT, UM, OPPORTUNITY AND SERVICE. OUR SECOND PROGRAM IS ADOPT A STREET. SO YOU ALL MAY HAVE DRIVEN AROUND AND SEEN SOME OF OUR ADOPT A CREEK, ADOPT A STREET SIGNS THERE ALL AROUND. AND THOSE GROUPS WILL MAKE A COMMITMENT FOR TWO YEARS TO DO AT LEAST FOUR CLEANUPS PER YEAR. AND THEY ADOPT AT LEAST A ONE MILE STRETCH. UH, AND AGAIN, SIMILAR TO OUR COMMUNITY CLEANUPS, WE DO PROVIDE THEM, PROVIDE SUPPLIES, GRABBERS. AND THEN OF COURSE, AUSTIN RESOURCE RECOVERY HELPS US IN ANY OF THOSE LARGE BULKY ITEMS AS WELL. THE LAST ITEM IS KEEP AUSTIN BEAUTIFUL DAY. IF YOU COULD GO TO THE NEXT SLIDE. SO KEEP AUSTIN. BEAUTIFUL DAY IS OUR LARGEST DAY OF SERVICE THAT HAPPENS IN APRIL EVERY MONTH IN HONOR EARTH MONTH. UM, JUST HERE IS SOME STATS FROM 2024. SO WE HAD 148 SITES. WE ENGAGED OVER 3000 VOLUNTEERS. THEY CONTRIBUTED OVER 6,000 VOLUNTEER HOURS. WE CLEANED 123 MILES AND COLLECTED OVER 21 TONS, UH, OF TRASH. SO I WANTED TO SHARE JUST SOME NUMBERS 'CAUSE I KNOW THERE'S, THERE'S, UM, BEEN QUESTIONS ABOUT IF WE HAVE AND CAN AND CAN PROVIDE SOME OF THESE NUMBERS BY DISTRICT. SO FOR KEEP AUSTIN BEAUTIFUL DAY FOR INSTANCE, I CAN GO THROUGH D ONE THROUGH D 10 AND SHARE WITH YOU THE NUMBER OF SITES THAT WE HAD. D ONE, WE HAD 28 SITES, D TWO, WE HAD EIGHT D THREE, THERE WERE 25 D FOUR 13, D FIVE EIGHT, D SIX 11, D SEVEN 13, D EIGHT, EIGHT, D 9 23, AND D 10 11. SO AS YOU CAN SEE, UH, THESE SITES ARE ACTUALLY TAKING PLACE THROUGHOUT, UH, OUR CITY. NEXT SLIDE, PLEASE. WE HAVE, FOR THE LAST THREE YEARS, UM, WE HAVE HELD A LITTER SURVEY. UM, THIS LITTER SURVEY IS BASED ON BEST PRACTICES FROM KEEP AMERICA. BEAUTIFUL. UM, WE HAVE SELECTED, UM, WE HAVE, UM, WE HAVE, UH, FOR EACH ONE OF THESE, UH, WE HAVE 10 AREAS SELECTED WITHIN EACH COUNCIL DISTRICT. WE HAVE AT LEAST A, UH, HALF A MILE OR A MILE STRETCH. UM, AND OUR TEAM WILL GO OUT AND SURVEY THOSE. AND THEY ARE ACTUALLY SCORED FROM ONE TO FOUR, WHICH ONE IS VERY LITTLE LITTER, LITTER, ALL, ALL THE WAY TO FOUR, WHICH IS SUBSTANTIAL AMOUNT OF LITTER. UM, THAT DATA HAS BEEN HELPFUL FOR US IN LOOKING FOR WAYS THAT WE CAN ENGAGE SOME STAFF LED VOLUNTEER PROJECTS IN SOME OF THOSE AREAS THAT HAVE HAVE A LOT OF LITTER. UM, I WANTED TO SAY THAT WE DEFINITELY LOOK AT BEING ABLE TO, UH, TAKE THESE THREE YEARS OF DATA AND MAKE SOME ANALYSIS ON THOSE. UM, I CAN TELL YOU OVERALL IN 2024, WE HAD A SCORE OF 1.739, IF YOU WANTED TO COMPARE THAT WITH CITIES. I KNOW THAT FORT WORTH IS AT 1.71. WE DEFINITELY WANT TO BE BELOW THEM. UH, BUT, BUT, BUT WE LOOK FORWARD TO HAVING AN OPPORTUNITY TO COLLECT SOME MORE OF THAT DATA AND USING, UM, USING SOME OF THIS DATA FOR SOME OF OUR PROGRAMMING AND [00:10:01] SITES. UM, THE OTHER THING I WANTED TO ADD, AND WE'D REALLY LIKE TO GAIN SOME INPUT FROM THE ZERO WASTE ADVISORY COMMISSION IS ON THOSE SITES AND ON THOSE LOCATIONS IN THE DISTRICT. OF COURSE, WE SELECTED THESE SITES THREE YEARS AGO. SO WE REALLY LOOK FORWARD TO HAVING AN OPPORTUNITY TO, WE CAN SHARE OUR CURRENT LIST WITH THE COMMISSION. YOU CAN SEE ALL THOSE, UM, AREAS THAT WE'RE DOING THE LITTER SURVEY AND WE'D APPRECIATE SOME FEEDBACK, UM, SO THAT WE CAN MAKE SOME CHANGES IF, IF NEEDED. OKAY, NEXT SLIDE. NEXT WE HAVE OUR EDUCATE PROGRAM. SO THIS IS OUR LEADING OF PRESENTATIONS, SERVICE LEARNING PROJECTS AND AWARENESS CAMPAIGNS TO NURTURE ENVIRONMENTAL CONSCIOUSNESS OF, OF COURSE, OUR BIGGIE IS GENERATION ZERO. UH, I KNOW I'VE HAD THE OPPORTUNITY TO COME HERE AND, AND SPEAK, UH, TO THE COMMISSION BEFORE ABOUT THIS, ABOUT THIS PROGRAM. NEXT SLIDE, PLEASE. UM, AS YOU CAN SEE, FOR THIS YEAR, WE HAD 735 EVENTS. SO THAT INCLUDES PRESENTATIONS IN CLASS, AND THAT ALSO INCLUDES SOME, UH, TABLING AND, AND SOME AFTERSCHOOL EVENTS. WE'VE ENGAGED 148 SCHOOLS AND OVER 11,000 STUDENTS, AND THIS IS UP TO JUNE, UM, THAT WE HAVE THE NUMBERS FOR. WE'RE ALSO EXCITED TO REPORT THAT OUR TEACHERS HAVE GIVEN US A 4.95 EVALUATION, UH, ON A FIVE POINT SCALE OF, OF THEIR, UH, THOUGHTS ON THE PROGRAM. NEXT, PLEASE. UM, THIS SLIDE REALLY BREAKS DOWN SOME OF THE STUDENT DEMOGRAPHICS. I KNOW WE HAD THIS QUESTION THE LAST TIME I CAME TO, TO SPEAK ABOUT GZ. SO JUST WANT TO SHOW HERE THAT, UH, FOR 20 23, 20 24, WE HAD 6% AFRICAN AMERICAN STUDENTS. WE HAD 0.3% AMERICAN INDIAN, WE HAD 7% ASIAN, WE HAVE 48% HISPANIC, WE HAD 0.7% PACIFIC ISLANDER, AND 5%, TWO EM ARE RACISTS AND 33% WHITE. I THINK THE KEY TAKEAWAY FROM THIS SLIDE IS THAT 67% OF THE STUDENTS THAT WE'RE REACHING ARE, UH, ARE NON-WHITE, ARE ARE MINORITY STUDENTS, WHICH I THINK IS GREAT. UM, THE SECOND PIE CHART THERE SHOWS OUR SCHOOL DESIGNATIONS. SO 40, UM, SO WE HAVE 42% OF OUR STUDENTS THAT ATTEND TITLE ONE SCHOOLS AND A TITLE ONE SCHOOL IS A SCHOOL THAT THEIR STUDENTS, AT LEAST 40% OF THEIR STUDENTS ARE ELIGIBLE FOR FREE AND REDUCED LUNCH. NEXT SLIDE. UM, JUST, UH, WANTED TO MAKE THREE QUICK, UH, PLUGS. ONE IS FOR OUR WEEKLY, UH, E-NEWSLETTER. WE HAVE VOLUNTEER PROJECTS EVERY SINGLE WEEK THAT WE WOULD LOVE THE COMMUNITY TO JOIN US, COME OUT, HELP US KEEP AUSTIN CLEAN AND BEAUTIFUL. OUR SECOND IS CLEAN STREETS DAY, SEPTEMBER 21ST, 2024. WE LOOK FORWARD TO HAVING A FOCUS, A FOCUS CLEANUP ON SEPTEMBER 21ST. THAT'S ALL ABOUT CLEANING OUR STREETS. AND THEN, OF COURSE, IN NOVEMBER 15TH, WE'LL BE LOOKING AT, UH, EDUCATION CAMPAIGN, SOCIAL MEDIA CAMPAIGN AROUND AUSTIN RECYCLES DAY. AND WITH THAT, I'M OPEN TO ANY QUESTIONS THAT THE COMMISSIONERS MAY HAVE. OOH, THANK YOU, RODNEY. APPRECIATE IT. COMMISSIONERS. GREG, PLEASE. FIRST OF ALL, I JUST WANNA SAY THIS IS SUCH A GREAT GROUP, AND NOT ONLY BECAUSE YOU GAVE ME AWARD IN 2015, , BUT I I, I HAVE A CREEK IN MY NEIGHBORHOOD THAT I HAVE DONE CLEANUPS ON. AND WHAT I FIND IS LIKE THE, THE, THE TRASH TENDS TO COLLECT IN OUR WATERSHEDS MM-HMM. . AND ONE OF THE THINGS I SEE HAPPEN IS ON A TRASH DAY, IF PEOPLE DON'T PUT THEIR STUFF IN THE CANS, WELL, YOU KNOW HOW THE, YOU KNOW, YOU GOTTA GET THROUGH THERE, EMPTY IT, AND THEN THAT WASHES INTO THE STORM TRAINS, AND THEN THAT GOES INTO THE CREEKS. YES. AND, AND THEN WHEN YOU GET INTO A CREEK, THAT'S NOT THE EASIEST CLEANING JOB. AND THEY HAVE, YOU HAVE GREAT BOOTS, BY THE WAY, . MM-HMM. . AND I WARN THEM. UM, SO MY THING IS, DO YOU DO ANYTHING WHERE YOU LOOK JUST AT THE CREEKS, JUST AT THE WATERSHEDS? SURE. I MEAN, WE, WE THANK YOU SO MUCH FOR THAT, UH, FOR THAT QUESTION. AND OF COURSE, CONGRATULATIONS AGAIN ON YOUR AWARD FROM BEAUTIFUL. I WAS YOUNGER . WE, WE DO HAVE A CLOSE PARTNERSHIP WITH WATERSHED PROTECTION AND, UM, WITH OUR PARTNERSHIP WITH WATERSHED PROTECTION, WE DO HAVE A ADOPT A CREEK PROGRAM AND OUR CLEAN LADY BIRD LAKE PROGRAM. SO WE ARE PARTNERING, UH, WITH THEM ON A LOT OF THOSE LAKEWAY CLEANUPS. I KNOW THEY DO A REGULAR CREEK LITTER STUDY THAT WE USE TO HELP US, UH, TRY TO TARGET AREAS THAT WE WOULD LIKE TO GET ADOPT ADOPTERS FOR. [00:15:01] SO WE DO ACTUALLY GET TO WORK ON A LOT OF THOSE, UH, CREEK INITIATIVES WITH WATERSHED PROTECTION. RIGHT. UM, I HAVE ANOTHER QUESTION ABOUT THE SCHOOLS. UM, SURE. DO YOU JUST GO TO PUBLIC SCHOOLS OR DO YOU GO TO CHARTER SCHOOLS, OR HOW DOES THAT WORK? WE ACTUALLY GO TO ALL, SO EVERY SCHOOL THAT IS WITHIN A RR SERVICE AREA IS ELIGIBLE, UM, TO PARTICIPATE IN THE PROGRAM. SO THAT INCLUDES, YOU KNOW, WE HAVE AWESOME ACHIEVE, WE HAVE CHARTER SCHOOLS, WE HAVE PRIVATE SCHOOLS, UH, AND OF COURSE, A ISD THAT WE ADMINISTER PROGRAMMING FOR. OKAY. WELL THAT'S GOOD. AND THE, THE THING, THE EDUCATION THING THAT I FIND MOST DIFFICULT IN MY NEIGHBORHOOD, JUST TALKING, YOU KNOW, WITH NEIGHBORS, IS HOW TO USE THE CONTAINERS PROPERLY. MM-HMM. , WHAT GOES IN, WHAT DOESN'T, UH, IS THAT PART OF YOUR PROGRAM? THAT IS THE, THE MAIN FOCUS OF GENERATION ZERO FOR SURE. I MEAN, IT, IT IS K THROUGH 12 RECYCLING, COMPOSTING, HOW TO REDUCE YOUR WASTE. SO WE DEFINITELY, UM, ARE ARE TEACHING YOUTH HOW TO DO THOSE PROPERLY. UM, WE ALSO ARE, AND MOST OF OUR COMMUNITY CLEANUPS, WE ALSO HAVE OUR VOLUNTEERS COLLECT RECYCLING. SO THAT'S ANOTHER OPPORTUNITY FOR US TO EDUCATE ADULTS ON THE PROPER WAY TO RECYCLE AS WELL. OKAY. AND I HAVE ONE MORE QUESTION. SURE. WHI, WHICH IS, IF WE WANTED TO INCREASE LITTER CLEANUP IN AUSTIN, WHAT WOULD, WHAT WOULD YOU NEED TO EXPAND YOUR PROGRAM? HMM. THAT'S A GOOD QUESTION. UM, I THINK, RIGHT, RIGHT NOW, I MEAN, I THINK WE ARE AT OUR CAPACITY IN REGARDS TO WHAT OUR STAFF IS ABLE TO DELIVER IN THE COMMUNITY. SO I THINK RIGHT OFF THE BAT I'M LOOKING AT ALONZO, OUR OPERATIONS DIRECTOR, AND LAUREN LANGFORD, WHO'S OUR SENIOR PROGRAMS MANAGER. AND THEY PROBABLY WOULD SHAKE THEIR HEADS AND AGREE WITH ME THAT, UM, YOU KNOW, WE REALLY, IF WE WANTED TO EXPAND A LOT OF THE LITTER COLLECTION THAT WE'RE DOING, WE REALLY WOULD HAVE TO FIGURE OUT A WAY TO INCREASE OUR STAFF AND BANDWIDTH, ESPECIALLY IF WE WANTED TO DO MORE STAFF LED CLEANUPS, WHICH THAT GIVES US THE OPPORTUNITY TO REALLY MEET THOSE IMMEDIATE NEEDS. UM, WE TRY IT, IT'S GREAT SOMETIMES WHEN WE HAVE A WANT AND A NEED AND WE CAN PAIR 'EM UP. UM, JUST THIS PAST APRIL, UH, TEXAS ROADHOUSE CAME TO US AND SAID, WE'RE GONNA BE IN AUSTIN FOR A CONFERENCE. WE'D LOVE TO HAVE AN OPPORTUNITY TO GIVE BACK. MM-HMM. . SO WE WERE ABLE TO HAVE A PROJECT IN THE LBJ COLONY PARK LAKESIDE AREA, WHICH I KNOW IS ONE OF ARRS PRIORITY AREAS. WE WERE ABLE TO DO A, A DUMP SITE CLEANUP. WE HAD A PARK CLEANUP AT DAVIS WHITE, AND THEN WE ALSO DID A BEAUTIFICATION PROJECT AT LBJ HIGH SCHOOL. SO WE'RE CONSTANTLY LOOKING FOR WAYS THAT WE CAN TAKE THOSE, LIKE WHEN PEOPLE WANT TO VOLUNTEER AND PAIR 'EM UP, UH, WITH THOSE NEEDS FOR SURE. OKAY. AND, AND THEN HOW ABOUT UT DO YOU HAVE CONTACTS ON UT 'CAUSE STUDENTS ARE A GREAT RESOURCE FOR WE DO HAVE, WE DO HAVE CONTACTS AT, AT UT I KNOW OUR, OUR OUTREACH TEAM, UM, WORKS WITH SEVERAL UT CIVIC ORGANIZATIONS, FRATERNITY AND SORORITY ORGANIZATIONS. WE HAVE SEVERAL THAT ARE, UH, UH, PARTICIPATE IN OUR ADOPT A STREET PROGRAM. SO THEY HAVE THEIR SON AND THEY'RE DOING THEIR AT LEAST FOUR CLEANUPS A YEAR. UM, WE'RE ALSO LOOKING AT WAYS THAT WE CAN DEEPEN SOME OF THOSE RELATIONSHIPS AND, UH, LIKE IN COMING INTO 2025. OKAY. THANK, THANK YOU VERY MUCH THAT YOU'RE, YOU'RE A GREAT ORGANIZATION. THANKS. THANK YOU. THANK YOU VERY MUCH. THAT MEANS A LOT TO US. THANK YOU, CRAIG. ANY OTHER QUESTIONS, JERRY? SO, KATHY, GOOD. IS IT ON NOW? IT'S ON. IT'S ON NOW. IT'S OFF. IT'S OFF. HEY RODNEY. HI THERE. THANK YOU SO MUCH FOR THE WORK. IT'S REALLY ABSOLUTELY. IT IS A GREAT ORGANIZATION. UH, I WAS WONDERING, ON GENERATION ZERO, THE THE 148 SCHOOLS, WHO'S USUALLY THE CONTACT PERSON AT THE SCHOOL OR WHO, WHO INITIATES IT? DO YOU ALL INITIATE IT? THE SCHOOLS DO. SO OUR, OUR TEAM WILL, RIGHT WHEN WE GET TO THE BEGINNING OF THE SCHOOL YEAR, THEY WILL SEND OUT, UM, UH, RECRUITMENT EMAIL TO ALL THE TEACHERS, UM, AT A, AT A SCHOOL CAMPUS. AND THEN THEY WILL REGISTER, UH, I THINK WE'VE ALREADY DONE THAT, AND WE ALREADY HAVE LIKE 24 TO 25 WHO'VE ALREADY SIGNED UP FOR THIS SCHOOL YEAR THAT'S COMING UP. UM, SO THAT, THAT REALLY IS ONE OF THE WAYS THAT WE, WE, UM, WILL DO THOSE PRESENTATIONS, BUT WE ALSO HAVE REALLY GREAT WORD OF MOUTH. LIKE TEACHERS WILL SAY, HEY, WE HAD GENERATION ZERO COME TO OUR CLASS AND IT WAS SO GREAT, YOU SHOULD REACH OUT TO THEM AND TRY TO GET 'EM FOR [00:20:01] THE NEXT, UH, UH, SESSION. AND SO A LOT OF TIMES IT'S THROUGH WORD OF MOUTH TOO, THAT WE GET TEACHERS. SO IS IT PER SCHOOL OR PER CLASSROOM IN THE SCHOOL? UM, THERE ARE TIMES THAT, AND I'M LOOKING AT LAUREN, I KNOW THERE ARE TIMES THAT WE WILL DO THREE CLASSROOMS AT ONE SCHOOL. UM, AND, UM, SO WE DO HAVE MULTI, UH, WE DO, WE WILL HAVE MULTI CLASSROOMS AT ONE SCHOOL, UH, OFTEN. OKAY, THANK YOU. AND ALSO ON THE, THE CREEKS, UM, IF SOMEONE WANTED TO ADOPT A CREEK, DO THEY CALL THEIR OFFICE OR ARE THERE SIGNS THAT CREEKS HAVE BEEN ADOPTED OR? YES, THEY, UM, THE BEST, THE BEST, UH, LOCATION WOULD BE TO GO TO KEEP AUSTIN BEAUTIFUL.ORG. OKAY. AND WE HAVE AN ADOPT A CREEK SITE THAT YOU CAN CLICK ON. WE HAVE A LIST OF THE ADOPT A CREEK SITES THAT ARE THERE, BUT THEN THEY WOULD BE WORKING WITH OUR TEAM MEMBER AT WORD PUNG WHO HEADS UP THAT PROGRAM. UH, AND MOST OF THE TIME THEY'LL TAKE THE LOCATION, THEY'LL GO OUT AND DO A SITE VISIT, UH, DEVELOP LIKE A, A CLEANUP RESTORATION PLAN, AND THEN THEY GET THEIR NICE LITTLE DECAL ON THE, ON THE CREEK DRAIN. UH, AND THEN THEY DO AT LEAST FOUR OF THOSE CLEANUPS, UH, RESTORATION PROJECTS IN A YEAR. YEAR. OKAY. THANK YOU. THANK YOU. KATHY. ANY OTHER QUESTIONS? MELISSA? GOOD. HELLO? HI. FIRST OFF, I, GOING BACK TO THE CHARACTERIZATION SURVEY, THAT ONE OFF, SORRY ABOUT THAT. UM, THE TER CHARACTERIZATION SURVEY, UM, YOU SAID THAT FORT WORTH IS DOING A LITTLE BIT BETTER THAN US. I WAS JUST CURIOUS, UM, IN RELATION TO SAN ANTONIO OR HOUSTON, IF YOU KNEW WHERE WE WERE AT. YEAH, WE, UM, THAT IS A REALLY GOOD QUESTION AND THAT IS SOMETHING THAT I KNOW WE HAVE ON OUR LIST TO, TO VERIFY AND CHECK. FORT WORTH WAS JUST THE, THE GROUP THAT I WAS ABLE TO REACH OUT BEFORE THIS MEETING. OKAY. UM, BUT WE DEFINITELY COULD, UH, PUT THAT DETAIL TOGETHER AND SHARE IT BACK. OKAY, GREAT. WITH THE COMMISSION FOR SURE. YEAH. AND THEN, UM, HAS THERE BEEN, YOU, YOU GET A LOT OF FEEDBACK FROM YOUR TEACHERS, WHICH IS GREAT. IS THERE ANY COMMON FEEDBACK THAT YOU'RE GETTING FROM THEM IN REGARDS TO ANYTHING THAT THEY THINK WOULD WORK BETTER? I, I THINK, I MEAN, FOR THE MOST PART, I MEAN, WE'RE GETTING THAT 4.95 OUT OF FIVE, RIGHT? SO I THINK WE'RE GETTING REALLY GOOD FEEDBACK FOR THOSE. I THINK ONE OF THE KEYS THAT I KNOW THE TEAM IS LOOKING AT NOW IS HOW CAN WE CREATE MORE INTERACTIVE, HOW CAN WE LOOK AT, I MEAN, WE'RE, WE'RE EVEN ACTUALLY TALKING ABOUT COULD WE RECRUIT, CREATE SOME VIRTUAL REALITY EXPERIENCES FOR THE KIDS. UM, SO I THINK WE'RE LOOKING AT WAYS THAT WE CAN, OF COURSE, CONTINUE TO DELIVER, LIKE THE BASIC RECYCLING, COMPOST AND REDUCING WASTE, UH, MESSAGE, BUT BEING ABLE TO UTILIZE SOME INNOVATIVE, UH, TECHNOLOGY. NICE. SOUNDS GOOD. UM, I GUESS LASTLY, HOW EASY DO YOU FIND IT IS TO EDUCATE THE KIDS ABOUT HOW TO RECYCLE? WHAT GOES INTO THE COMPOST? DO YOU FEEL LIKE THERE'S SPONGES THAT GET IT RIGHT AWAY, OR, UM, WELL, I MEAN, I, I WILL GO BY WHAT MY TEAM TELLS ME. AND SO I THINK THAT WHAT WE DO FOR GENERATION ZERO IS THAT WE, WE DELIVER A PRETEST. SO BEFORE THE KIDS EVEN START GENERATION ZERO, WE GET AN ASSESSMENT OF WHERE THEY ARE ON RECYCLING, AND THEN WE FOLLOW UP AT THE END OF THE CURRICULUM AND DELIVER THAT SAME TEST. GOTCHA. AND SO JUST FROM THOSE, I MEAN, WE'RE, WE'RE SEEING 80% LIKE, YOU KNOW, LIKE A 80%, UH, KIND OF, UM, REMEMBER AND, YOU KNOW, BEING ABLE TO RECYCLE CORRECTLY. UM, SO THAT REALLY HAS BEEN ONE OF OUR WAYS TO GAUGE, UH, RETENTION FOR SURE ON SOME OF THE BASIC RECYCLING AND COMPOSTING CONCEPTS. GREAT. THANK YOU. THANK YOU, MELISSA. UH, THERE WE GO. THANK YOU, MELISSA. ANY OTHER QUESTIONS? RODNEY, AS USUAL. THANK YOU. ALL RIGHT. THANK YOU. THANK YOU YOU FOR, FOR A WONDERFUL PRESENTATION AND ALL THE GOOD HARD, WONDERFUL WORK THAT YOU GUYS DO FOR THE CITY OF AUSTIN. WELL, THANK YOU VERY MUCH. PLEASURE TO BE HERE. THANK, THANK YOU. ALRIGHT, COMMISSIONERS, [4. Staff briefing on proposed amendments to Department Administrative Rules for Single Family Homes by Jason McCombs, Strategic Initiatives Manager] MOVING ALONG HERE. THE NEXT ITEM OF BUSINESS IS ITEM NUMBER FOUR, WHICH IS A, UH, BRIEFING FROM, UH, JASON ON THE, UH, UPCOMING CHALLENGES. ALL RIGHT. STILL ON. GREAT. SOME GOOD EVENING COMMISSIONERS. UH, JASON [00:25:01] MCCOMBS. I'M, UH, THE STRATEGIC INITIATIVES DIVISION MANAGER WITH AUSTIN RESOURCE RECOVERY. UM, SO YEAH, WHAT I'VE GOT HERE TODAY, WE'RE GONNA TALK ABOUT IT. IT'S, IT'S REALLY TWO THINGS. UM, ONE IS, UH, WE'VE GOT ADMINISTRATIVE RULES, UH, THAT WE NEED TO START UPDATING, I THINK FOR OUR DEPARTMENT, UH, FOR, AND, UM, ONE WILL BE TO GET A PROPOSAL FOR A PROCESS FOR US TO BE ABLE TO WORK COLLABORATIVELY TOGETHER ON THAT AS WE KIND OF MOVE FORWARD. UM, YOU KNOW, THAT'S, THAT'S, LIKE I SAID, WORKING TOGETHER ON THIS, BUT ALSO BEING MINDFUL, YOU KNOW, OF STAFF TIME AND RESOURCES. UM, AND THEN THE OTHER THING IS, I'M JUST KIND OF DIVING IN, GIVING AN EXAMPLE HERE OF SOME, UH, SOME RULE CHANGES TO THE, UH, SINGLE FAMILY HOME COMPONENT OF OUR RULES. AND SO, UM, YEAH, WE CAN JUMP TO THE NEXT SLIDE. SO YEAH, WHAT OUR ADMINISTRATIVE RULES, JUST TO KIND OF STAGE SET A LITTLE BIT, UM, IT'S A LITTLE BIT NUANCED. THERE'S, THERE'S KIND OF HIERARCHY OF POLICY, UM, THAT WE, AS THE CITY FOLLOWS, WE'RE IMPLEMENTING. THE ORDINANCE IS, UM, AT THAT TOP OF THAT, OR LIKE THE LAWS AND ORDINANCES AND BELOW THAT IS THE RULES. AND THAT'S HOW WE AS THE DEPARTMENT IMPLEMENT THOSE ORDINANCES. AND SO, I MEAN, AN EXAMPLE OF THIS MIGHT BE, I MEAN, THIS IS KIND OF OVER OVERSIMPLIFYING, BUT THE ORDINANCE WOULD SAY, YOU KNOW, UH, THE DEPARTMENT WILL COLLECT, UH, TRASH RECYCLING AND COMPOST FROM, UH, SINGLE FAMILY HOMES WITH FIVE UNITS OR LESS. UM, AND SO THE RULES WOULD THEN BE, YOU KNOW, TALK ABOUT MAYBE THE CART SIZES OR THEY WOULD TALK ABOUT, YOU KNOW, THE SET OUT TIMES, UM, FOR EXAMPLE. UM, BUT WHAT IT CAN'T DO IS EXCEED THOSE ORDINANCES. WE CAN'T SAY YOU'RE GONNA PICK UP FROM SIX, YOU KNOW, OF SIX UNITS OR HIGHER. AND SO, UM, SO THAT'S WHAT WE'RE LOOKING AT HERE. UM, GO TO THE NEXT SLIDE. SO JUST FOR, UH, JUST CONTEXT, THIS IS WHAT MOST OF THE CITY RIGHT NOW IS CURRENTLY DOING FOR THE RULES. UM, AND A LOT OF IT STARTS WITH STAFF DEVELOPMENT OF RULE CHANGES. IT'S POSTED ONLINE, IT GOES THROUGH KIND OF INTERNAL LEGAL REVIEW PROCESS, BUT ULTIMATELY IT ENDS UP AT THE CITY MANAGER AND THERE'S AN APPEAL TO THE CITY MANAGER. UM, WE CAN GO TO THE NEXT SLIDE. AND SO, BUT IN 2012 THERE WAS A, A REVISION TO THE, UH, ORDINANCES IN CHAPTER 15 SIX, WHICH IS C OURS REQUIRING US TO GO TO CITY COUNCIL FOR RULES. SO WE'RE, WE ARE JUST TRYING TO DEVELOP A STANDARDIZED PROCESS HERE THAT WE CAN, YOU KNOW, AGREE ON. I THINK THIS IS SOMETHING WE CAN WORK ON AND TWEAK AND KINDA GIVE THIS A TEST RUN AS WE GO THROUGH. BUT HERE AT THE END OF THIS, YOU'LL SEE THAT ULTIMATELY ENDS UP AT COUNCIL RATHER THAN THE CITY MANAGER. BUT, UM, BUT THE GENERAL IDEA THOUGH IS THAT, YOU KNOW, WE WOULD LIKE, WHAT I'LL DO TODAY, WE'LL PRESENT, YOU KNOW, THE INTENT OR IDEAS FOR SOME CHANGES. WE WILL THEN, UH, THEN BE POSTING THOSE ONLINE, UM, ON SPEAK UP AUSTIN. UM, WE'LL TAKE THAT FEEDBACK AND THEN WE CAN THEN COME BACK TO ZAC, UM, WITH THOSE CHANGES. UM, AS YOU CAN SEE, THERE'S AN ARROW THERE. WE CAN HAVE THOSE DISCUSSIONS SO WE CAN CONTINUALLY, YOU KNOW, KEEP LOOPING BACK IF THERE'S ANY CONCERNS OR THINGS THAT AREN'T PICKED UP OR WE FEEL ARE ADEQUATELY ADDRESSED BEFORE TAKING THOSE FORWARD. BUT YOU CAN TELL TO SEE, I WANT YOU TO SAY THOSE, UH, JUST MONTHS JUST AS A GUIDE UP, UP ABOVE THESE. AND YOU CAN SEE IT'S A MULTI-MONTH PROCESS THAT WE'RE LOOKING AT HERE. SO THERE'S GONNA BE TIME TO KIND OF ABSORB THESE, REVIEW. THESE HAVE TIMES TO, YOU KNOW, DISCUSS ALL OF THESE. UM, YOU CAN GO TO THE NEXT SLIDE, I THINK. GO BACK ONE. I THINK WE SKIPPED ONE. UM, YEAH, SO WHAT WE'VE GOT HERE IS STAFF HAS IDENTIFIED A NUMBER OF RURAL CHANGES IN DIFFERENT AREAS, AND WE'VE BEEN GROUPING THEM KIND OF IN GENERAL THEMES JUST TO KIND OF HELP MANAGE THE SCOPE OF WHAT WE'RE TALKING ABOUT. UM, BUT LIKE I SAID, WE CAN ADJUST THIS AS WE GO ALONG. BUT, UM, I JUST WANT, BUT WHAT I'M REALLY TRYING TO THINK TO COMMUNICATE HERE IS THAT THERE IS GONNA BE A CON CONTINUOUS PROCESS HERE. WE'RE GONNA NEED TO BE DOING THIS KIND OF OVER AND OVER AGAIN AND WE'LL PROBABLY BE DOING THIS FOR, YOU KNOW, FOR A WHILE. SO THAT'S WHY WE WANT TO GET TO A CONSISTENT PROCESS THAT WE ALL CAN AGREE ON IS, IS A GOOD WAY TO MOVE FORWARD. UM, NEXT SLIDE PLEASE. AND, OKAY, SO YOU SHOULD HAVE THIS BACK UP. UM, WE HAVE, UM, THE STRIKE THROUGH LANGUAGE OF, OF WHAT THE RULES LOOK LIKE FOR THESE PROPOSED SECTIONS. THIS WILL ALSO BE ONLINE, UM, TOMORROW IT'S GONNA BE ON SPEAK UP AUSTIN AS WELL TO START COLLECTING COMMENTS. AND WE WILL START DOING OUTREACH AROUND THAT TIME AS WELL TO STAKEHOLDERS TO LET THEM KNOW ABOUT THIS. WE'LL BE ASKING, I THINK, EACH OF YOU AS WAC MEMBERS TO ONE, PLEASE START REVIEWING THESE, UM, PROBABLY POTENTIALLY FOR THE NEXT, YOU KNOW, SEPTEMBER MEETING IN CASE THERE ARE QUESTIONS. UM, BUT ALSO HELP US, YOU KNOW, WITH THE OUTREACH AS WELL. UM, BUT THIS FIRST 4.1 SECTION IS REALLY IS RE IS RESIDENTIAL RESIDENTIAL SERVICES, WHICH IS SINGLE FAMILY HOMES THAT WE'RE TALKING ABOUT HERE. AND THE FIRST SECTION IS REALLY JUST A GENERAL CATCHALL SECTION. A LOT OF IT IS [00:30:01] JUST CLEANING UP LANGUAGE. UM, WE HAVEN'T HAD THIS RULES UPDATED IN SOME OF THESE SECTIONS FOR, YOU KNOW, OVER 10 YEARS. AND SO THERE'S JUST KIND OF, SOME OF OUR INFORMATION'S JUST IN STRANGE SPOTS AND SO WE'RE KIND OF, YOU KNOW, SHUFFLING 'EM AROUND A LITTLE BIT. SO YOU'LL SEE A LOT OF STRIKETHROUGHS, BUT I THINK THE REALITY IS, UM, THEY MAYBE JUST WERE MOVED TO ANOTHER SECTION TO KIND OF ORGANIZE 'EM A LITTLE BETTER. UM, BUT YEAH, THIS IS JUST A GENERAL KIND OF OUTLINE AND LIKE I SAID, YOU'VE HAD THE ACTUAL STRIKE THROUGH. AND THEN IN SPEAK UP AUSTIN, THEY'LL HAVE, IT'LL HAVE INFORMATION AS WELL. UM, GO TO THE NEXT ONE. AND THEN 4.2 IS, UH, REALLY GETTING INTO KIND OF THE MEAT OF THE SINGLE FAMILY SECTION AND WHAT IT IS. UM, SINGLE FAMILY HOME SECTION. AND, UM, THIS IS DOING TWO THINGS. IT'S, IT'S, IT'S PULLING A LOT OF EXISTING INFORMATION KIND OF UNDER A SINGLE FAMILY HOME UMBRELLA THAT WAS JUST KIND OF LIVING IN A GENERAL SECTION BEFORE. UM, BUT IT'S ALSO SETTING THE STAGE TOO FOR SOME FUTURE DISCUSSIONS THAT WE'RE GONNA HAVE, WHICH WE'RE GONNA TALK ABOUT MUL, WHAT WE CONSIDER A RR SERVICE MULTIFAMILY PROPERTIES. SO THESE ARE THE, THE BETWEEN TWO AND FOUR UNITS. AND THOSE WILL COME NEXT I THINK AFTER THIS DISCUSSION. UM, THERE IS ONE NEW BIT OF LANGUAGE WITHIN THIS SECTION THAT I WOULD JUST LIKE TO HIGHLIGHT. UM, AND THAT'S, UH, WHAT WE'RE CALLING, UH, LIKE D SUPPLEMENTAL DOORSTEP SERVICES. AND THAT'S A LOT OF WORDS, BUT, UH, , THE IDEA IS WE HAVE SEEN A, A RISE OF THESE KIND OF HARD TO RECYCLE, UM, COLLECTION COMPANIES THAT ARE COLLECTED FROM DOOR, UM, FROM DOORSTEP. I THINK RID WELL IS PROBABLY ONE OF THE BETTER, ONE KNOWN ONES HERE. AND, UM, WHAT THEY'LL DO IS THEY'RE LIKE A SUBSCRIPTION SERVICE THAT FROM YOUR DOORSTEP CAN COLLECT THINGS LIKE STYROFOAM, YOU KNOW, TEXTILES, ET CETERA. AND SO WE DIDN'T HAVE ANYTHING IN THE RULES OR ORDINANCES THAT SPOKE TO THIS 'CAUSE THEY WERE RELATIVELY NEW TO OUR COMMUNITY. AND SO WE WANTED TO, UM, MAKE SURE WE ALLOWED SPACE TO HAVE THEM HERE, BUT ALSO MAKE SURE THAT ONE, THEY WEREN'T, UM, YOU KNOW, A REPLACEMENT FOR EXISTING CITY SERVICES, BUT ALSO THEY WEREN'T, UM, AT THE CURBSIDE OR IN THE RIGHT OF WAY OR IN AN ALLEYWAY THAT THEY WERE NEAR, YOU KNOW, A DOOR, A DOOR DOORSTEP TO HELP DEFINE THE SEPARATION BETWEEN THOSE TWO. UM, GO TO THE NEXT SLIDE. AND SO, LIKE I SAID, WE WILL HAVE THE SPEAK UP AUSTIN PAGE RUNNING, UH, TOMORROW. UM, WE'LL START ALSO DOING, UM, EMAILS AND OUTREACH AROUND THAT AS WELL. WE WILL SEND YOU THIS INFORMATION, I THINK AS, AS FAR AS AN EMAIL AS WELL TOO. UM, BUT AS I WAS SAYING, I THINK THIS, THIS WOULD BE MY ASK OF SWAC AS TO, YOU KNOW, PLEASE TAKE A, TAKE A LOOK AT THIS LANGUAGE, START DEVELOPING QUESTIONS. YOU CAN RESPOND ON THE SPEAK UP AUSTIN PAGE. YOU CAN ALSO REACH OUT TO US, UM, INDIVIDUALLY. MY EMAIL IS UP HERE AS WELL. UM, TO, IF YOU HAVE ANY COMMENTS, CURRENT CONCERNS, JUST QUESTIONS YOU KNOW ABOUT WHAT ANY OF THIS MIGHT MEAN. UM, AND WE CAN TALK THROUGH THOSE THINGS. UM, AND LIKE I SAID, THIS IS WHAT I'M HOPING WE CAN DO HERE WITH THIS PROCESS IS LIKE, LIKE I SAID, DEVELOP A CONSISTENT PROCESS THAT WE CAN ALL AGREE ON HERE. WE'RE PROPOSING THAT WE KIND OF GIVE THIS TRIAL RUN, UM, SEE HOW IT GOES. THERE'S A LOT OF RULES THAT I THINK WE NEED TO GET THROUGH. AND SO, UM, YOU KNOW, I THINK IF THIS ONE GOES SMOOTH, YOU KNOW, MAYBE WE CAN START SPEEDING UP THE PROCESS OR OVERLAPPING, BUT I JUST, I WANNA SEE HOW THIS GOES FIRST, BUT, UM, BUT YEAH, I THINK THAT'S IT FOR THE PRESENTATION, BUT IF YOU HAVE ANY QUESTIONS, LEMME KNOW. YEAH. JASON, THANK YOU VERY MUCH. QUESTIONS, COMMISSIONER? I THINK KATHY, YOU HAD A QUESTION THEN, CRAIG? SURE. UH, JASON ON, UH, 4.1 POINT, WELL, TWO AND ON, UH, THE RELOCATED INFORMATION, WHAT DOES THAT MEAN? SO THERE WAS A VERY BROAD GENERAL SECTION. IT WAS JUST LIKE DEPARTMENT INFORMATION THAT WAS A 4.1 AND IT HAD A LOT OF INFORMATION ABOUT SINGLE FAMILY HOMES. IT WOULD HAVE INFORMATION. I, UM, I'VE GOT I THINK A BETTER LIST OVER HERE, BUT A LOT, WHEN I SAY RELOCATED INFORMATION, IT MAY JUST BE THE ORDER THAT IT WAS PUT IN OR WE MOVED IT INTO THE SINGLE FAMILY HOME, UH, THE NEW 4.2 BELOW. UM, OH, OKAY. THANK YOU. YEAH, DIDN'T SAY THAT WAS IN THERE. SO IT'S, I MEAN, IT'S UH, IT'S, IT'S GRITTY WORK LOOKING AT STRIKE THROUGH, YOU KNOW, LANGUAGE, BUT OKAY. BUT WE ARE, LIKE I SAID, WE ARE HAPPY TO, UH, MEET WITH YOU AND TALK WITH YOU TOO AS WELL IF YOU'VE GOT QUESTIONS. YOU KNOW, KATHY, ANY QUESTIONS? THAT'S ALL. THANK YOU. CRAIG, GO THE RED LIGHT, IS IT ON THERE? OKAY. UM, NOW I HAVE GONE THROUGH MUNI CODE AND IT'S KIND OF BIZARRE TO GO THROUGH. YEAH. BUT, UH, IF YOU CAN SEND US ARE, HOW ARE YOU GONNA DO THIS? I MEAN, SEND US LINKS WHERE WE CAN GO AND EXAMINE WHAT YOU'RE GOING TO DO, OR, I MEAN, EXACTLY. HOW DO YOU PLAN ON DOING THAT? YES. I, THE, THE SPEAKUP PAGE I THINK IS GONNA BE A LITTLE MORE INTUITIVE, BUT [00:35:01] IT'S GONNA HAVE LINKS TO THE CODE AND ALSO THE RULES, LIKE THE EXISTING RULES THEMSELVES, IT WILL HAVE THE STRIKE THROUGH INFORMATION THAT YOU SEE. MM-HMM. . AND THEN WHAT IT'S GONNA HAVE IS EACH ONE OF THESE KIND OF CHANGES. AND THEN AN ABILITY TO, YOU KNOW, YOU KNOW, BE, I THINK IT'S SUPPORT OR CONCERN, I THINK MIGHT BE THE WORDS. AND ALSO PROVIDE ANY COMMENTS ON THAT AS WELL. AND SO, UM, THAT'LL, THAT'LL BE THE FORMAT, BUT YOU SHOULD, YOU SHOULD BE ABLE TO SEE ON THE SPEAK OF BOSTON'S PAGE IS PROBABLY GONNA BE THE CLEAREST PAGE TO BE ABLE TO SEE THE, LIKE, YOU KNOW, WHAT'S NEW VERSUS WHAT'S THE EXISTING. SO. OKAY. WELL, UH, I'LL BE INTERESTED IN LOOKING AT THAT BECAUSE WHEN I'VE LOOKED THROUGH THE MUNI CODE IN THE PAST, IT SURE LOOKS LIKE SOME OF IT CAN USE CLEANING UP, I MEAN, JUST ON A LOT OF AREAS. SO YES, I AGREE. YEAH. QUESTIONS? ANYONE? MELISSA? HEY JASON. HELLO. UH, SO I DON'T HAVE ANY QUESTIONS ABOUT THE LANGUAGE ITSELF, UH, BUT WHEN I WAS READING THROUGH IT AND I GOT TO 4.2 0.4, UH, IT PIQUED MY CURIOSITY ABOUT, UM, IF YOU COULD GIMME SOME EXAMPLES FOR 4.2 0.1, WHERE THE DIRECTOR WOULD DETERMINE THAT A LOCATION WOULD BE ABLE TO GET A WAIVER BASED ON THE VOLUME OF MATERIALS BEING SET OUT ON A REGULAR BASIS FOR CURBSIDE THAT'S TOO LARGE IN TERMS OF QUANTITY, SIZE, OR WEIGHT. UH, I'M JUST CURIOUS WHAT THOSE SITUATIONS HAVE COME UP, WHAT THOSE LOOK LIKE. YEAH, SO TYPICALLY WHERE WE'LL SEE THIS FOR SINGLE FAMILY HOMES IS WHEN WE'LL, LIKE A NEW DEVELOPMENT OR NEIGHBORHOOD WILL BE BUILT AND, UM, WE WILL HAVE OUR SAFETY TEAM GO AND LOOK AT THE SITE. THEY'LL USUALLY REQUEST, YOU KNOW, CITY SERVICE DEPENDING ON THE SIZE OF IT. WE DO A PROPERTY CHECK TO MAKE SURE IT'S, YOU KNOW, SINGLE FAMILY HOME VERSUS, YOU KNOW, A CONDO DOESN'T FALL UNDER THE URO, FOR EXAMPLE. SO WE DO A NUMBER OF CHECKS THERE. PART OF THAT CHECK IS A SAFETY CHECK AND IT LIT. THOSE THINGS ARE THE, ARE WHAT WE LOOK FOR AS WELL. IF, YOU KNOW, FOR EXAMPLE, THERE, YOU KNOW, WE WERE UNABLE TO SERVE THAT FOR SAFETY REASON. THAT MIGHT BE A REASON THAT WE WOULD OFFER A WAIVER. AND, UM, WHAT THAT MEANS IS POTENTIALLY WE WOULD LOOK TO PRIVATE HAULERS TO SERVICE THOSE. OKAY. I GUESS MY QUESTION IS HOW OFTEN HAS THAT HAPPENED? UM, I HONESTLY DON'T HAVE NUMBERS IN FRONT OF ME RIGHT NOW. OH, IT DOES HAPPEN FROM TIME TO TIME, BUT IT, BUT I WOULDN'T SAY IT'S FREQUENT, BUT I, I COULD DEFINITELY GET THOSE NUMBERS FOR YOU. OKAY. YEAH, I WAS JUST CURIOUS. 'CAUSE IN 4.2 0.4 0.2 IT SAYS MATERIALS ARE DETERMINED BY THE DIRECTOR TO BE A THREAT TO PUBLIC HEALTH. I WAS JUST CURIOUS WHAT THAT LOOKS LIKE. THE PUBLIC HEALTH COMPONENT. YEAH, THAT'S, THAT'S USUALLY GONNA BE HAZARDOUS WASTE OR CONSISTENT HAZARDOUS WASTE OF SOME KIND IS WHAT I THINK THE MOST COMMON THING THAT WE WOULD SEE THERE. OKAY. THANK YOU. SURE. THANK YOU MELISSA. KATHY, I HAD ANOTHER QUESTION HERE. I ASSUME THE, UH, THE HOME INITIATIVE THAT'S HAPPENING, UM, YES. IS IF THERE'S MORE THAN ONE DWELLING ON A LOT, WHAT, WHAT ARE WE GONNA CALL THAT? UM, IF THERE'S MORE DWELLING ON A LOT, IT, IT WOULD FALL INTO THIS MUL, POTENTIALLY THE MULTIFAMILY COMPONENT. SO IF IT'S, IF IT'S LIKE TWO UNITS, THREE UNITS, FOR EXAMPLE, IT'S GONNA FALL BETWEEN THE TWO FOUR. SO IT'D BE AN A RR SERVICED, UM, MULTIFAMILY PROPERTY. WE'RE GONNA CALL THAT SMALL MULTIFAMILY IS GONNA BE OUR FUTURE KIND OF PROPOSAL FOR THAT. BUT, UM, YEAH, AND THAT'S, THAT'S WILL BE KIND OF THE NEXT STEP THAT WE'LL TALK ABOUT, UM, THAT END. BUT, UM, WE HAVE BEEN ACTIVELY ENGAGED IN ALL THOSE DISCUSSIONS WITH HOME. WE'VE BEEN ON A, UM, A, UH, THERE'S A LARGE, UH, ONE JUST WORKING ON THE ORDINANCE ITSELF WITH STAFF. UM, I'VE BEEN INVOLVED WITH, UH, THIS GROUP CALLED IT, IT'S A TARP THAT I THINK IT'S CALLED, I CAN'T EVEN REMEMBER WHAT THE ACRONYM IS FOR, BUT IT'S A RULE. THEY'RE, WE'RE REVIEWING ALL THE RULES THAT ARE COMING THROUGH, UM, UH, FOR THE HOME INITIATIVE. UM, AND IT'S A, UH, MULTI-STAKEHOLDER GROUP, A CITY STAFF, BUT IT'S ALSO GOT, UM, UH, PEOPLE FROM THE PRIVATE INDUSTRY AS WELL LOOKING AT THAT. SO WE ARE TRACKING IT CLOSELY. UM, THE EFFECT THAT'LL HAVE PART OF IT INDUSTRY. YEAH. SO PART OF THAT, UH, REVIEW GROUP, IT'S STAKEHOLDERS, UM, THEY MIGHT BE, UH, HOME BUILDERS MM-HMM. , UH, DEVELOPERS FOR NEIGHBORHOODS, UM, ENG UH, CIVIL ENGINEERS, FOR EXAMPLE. UM, AND INCLUDING CITY STAFF. AND, UH, IT'S A LARGE STAKEHOLDER GROUP REVIEWING RULES THAT WOULD FOLLOW UP IN ALL THE HOME INITIATIVES COMING FORWARD. SO COMMISSIONERS, ANY OTHER QUESTIONS? COUPLE COMMENTS, FIRST OFF, GREAT JOB. THANKS. I MEAN, THIS IS, THIS IS INTENSE. IT'S A GOOD START. OBVIOUSLY IT'S NOT FINISHED YET. RIGHT? YOU KNOW, HERE, WE'VE, WE'VE GOT, UH, WE'RE SUCH A, I WANNA SAY A UNIQUE CITY. I MEAN, YOU'VE GOT, UH, THE UNIVERSITY AND, AND THE SMALL STREETS AND, AND THE, UH, LARGE LOT LINES THERE THAT COULD, COULD POSE SOME CHALLENGES, YOU KNOW, IN THE OLD DAYS, AND I THINK THERE'S STILL QUITE A FEW OF THE DEVELOPMENTS HERE WHERE YOU HAD MASTER MEDIA PROPERTIES. AND IN LOOKING [00:40:01] AT THIS, WE ARE, UH, LOOKING AS OUR GAUGE ON THE NUMBER OF CONTAINERS THAT ARE GOING TO BE PLACED AT THESE PERSPECTIVE LOTS. IT IT'LL BE BASED ON, UH, METERS YES. ON METERS. AND A LOT OF THESE MASTER PROPERTIES LITERALLY HAVE ONE METER, WHICH, YOU KNOW, THE, THE, UH, OWNER IS DIVIDING THIS IN THE RENTS. AND I, I'M SURE THERE'S A SOLUTION TO THAT. IN FACT, I KNOW THERE'S A SOLUTION TO THAT AND I, I THINK WE'LL EVENTUALLY GET THERE. BUT, UH, THE BIGGEST CONCERNS THAT I HAVE ARE THE HEALTH AND SAFETY ISSUES OF, OF THE, UH, OF THE EMPLOYEES, THE, UH, COLLECTION CREWS. I MEAN, YOU'RE LOOKING AT, UH, I MEAN, WITH AN ADDITIONAL DWELLING UNIT ON SOME OF THESE SMALL STREETS, IT IS GONNA BE CHALLENGING. AND I LIKE THE FACT THAT WE'RE AT LEAST LOOKING AT, UH, THINKING OUTSIDE THE BOX WITH A COMPONENT SUCH AS THE, YOU KNOW, PRIVATE INDUSTRY ASSISTANCE AND OR AT LEAST ALLOWING FOR THIRD PARTIES TO COLLECT SOME OF THESE MATERIALS. AGAIN, DON'T GET IN OUR WAY, STAY ON YOUR PROPERTY, BUT PLEASE, YOU KNOW, HELP US. LET'S WORK TOGETHER. I MEAN, THIS IS A GOOD START AND I APPRECIATE, UH, I APPRECIATE THE WORK THAT'S GONE, BEEN GONE INTO THIS. NOW, AGAIN, I'D LOVE TO SEE WHAT, UH, WHAT COMES ABOUT AT CITY HALL. I MEAN, THAT'S WHERE A LOT OF THIS IS GOING TO, TO ACTUALLY COME TO FRUIT FRUITION ONE WAY OR THE OTHER. RIGHT. BUT WE HAVE A CHALLENGE AHEAD OF US, AND YOU GUYS HAVE DONE A HECK OF A JOB. I APPRECIATE IT. AND I'M LOOKING FORWARD TO, TO THE, A FINISHED PRODUCT. I'M LOOKING FORWARD TO THIS COMMISSION HELPING, YOU KNOW, CRAFT SOME OF THIS. BUT ANYWAY, JASON, THANK YOU GUYS. OF COURSE. YEAH, VERY MUCH. CRAIG, GO AHEAD. YOU, YOU JUST BROUGHT SOMETHING UP WHERE YOU'RE TALKING ABOUT HOME TWO. YES. UH, I KNOW THAT WHEN I LOOKED INTO THIS, THAT, AND, AND I HAVE PERSONALLY NOT SEEN THIS, BUT LIKE IN EUROPE FOR A GARBAGE COLLECTION AND, YOU KNOW, ALL THE CARTS ON THE STREET, , INDIVIDUAL CARTS, ONE OF THE THINGS THEY DO IS THEY HAVE A LOCATION AT, AT THE END OF A BLOCK AND EVERYBODY ON THE STREET BRINGS THEIR STUFF DOWN TO THE LOCATION OF THE BLOCK, AND THEN THE TRUCKS JUST PICK UP AT THAT LOCATION. RIGHT. IS IS THERE ANY IDEAS TO, BECAUSE WHEN DENSITY HAPPENS, I DON'T KNOW HOW WE'RE GONNA FIT ALL THOSE CARTS. ARTS, ARE THEY, ARE YOU TALKING ABOUT THAT? UM, WELL THAT'S, THAT'S FUNNY. YOU MENTIONED THAT. UM, THAT WAS BACK WITH CODE NEXT MANY YEARS AGO. MM-HMM. , THAT WAS ACTUALLY ONE OF THE PROPOSALS IN THAT, THAT HAS LONG SINCE DISAPPEARED. BUT, UM, THAT, BUT IT, IT IS A CHALLENGE FROM A, FROM A DEVELOPMENT KIND OF PLANNING. 'CAUSE YOU HAVE TO PRE-PLAN IT, ESPECIALLY WITH EXISTING, YOU KNOW, COMMUNITIES. IT'S HARDER. UM, SO IT'S DEFINITELY SOMETHING ON THE TABLE THAT, YOU KNOW, WE'VE DISCUSSED, BUT IT'S, IT'S MORE OF A LAND DEVELOPMENT CODE KIND OF PLANNING, YOU KNOW, TO BE ABLE TO DO THAT. UM, BUT I THINK AS PART OF THIS KIND OF NEXT PHASE WITH THE RULES TOO, THIS IS WHAT WE'RE GONNA START LOOKING AT. WHAT, YOU KNOW, I THINK WE AS A DEPARTMENT ARE LOOKING AT DOING TO HELP KIND OF, YOU KNOW, UH, ADDRESS SOME OF THESE DENSITY ISSUES THAT WE'RE STARTING TO LOOK AT. AND, UM, YOU KNOW, DOES THAT MEAN, YOU KNOW, CHANGING, YOU KNOW, THE TYPE OF AMOUNT OF CARTS OR WHAT THAT LOOKS LIKE, IS THERE MORE SHARED? AND SO, WE'LL, WE'LL GET THERE, BUT THAT'LL BE PART OF, I THINK THIS NEXT ROUND THAT WE TALK, WE'LL DO A LITTLE BIT OF, BIT OF A DEEP DIVE, I THINK, INTO THAT. SO, OKAY. JASON, WHO'S HOLDING THE STAKEHOLDER MEETINGS, THEY ARE MANAGED THROUGH DEVELOPMENT SERVICES STAFF. UM, BUT I CAN, UH, I CAN GET YOU INFORMATION ON THEM. YEAH. COMMISSIONERS, ANY OTHER QUESTIONS HERE OR NO OTHER QUESTIONS? JASON, AGAIN, THANK YOU VERY, VERY MUCH FOR THE, UH, INFORMATION. OF COURSE. AND, UH, WE'LL STAY TUNED. THANK YOU, BUDDY. THANK YOU. WELL, [5. Staff briefing on the status of Austin Resource Recovery Operational and Administrative projects as well as public outreach efforts by Richard McHale, Director of Austin Resource Recovery. ] NEXT ITEM HERE IS THE DIRECTOR'S REPORT. RICHARD, THANK YOU. GOOD EVENING COMMISSIONERS. RICHARD MCHALE, DIRECTOR FOR AUSTIN RESOURCE RECOVERY. UM, IN FRONT OF YOU, YOU HAVE THE, UH, THE REPORT, UM, THAT WE DO ON A MONTHLY BASIS AND, UH, CONTAINS SOLICITATIONS AND A LOT OF DATA. UM, WE DON'T HAVE A NARRATIVE NECESSARILY FOR THIS POINT. WE'VE BEEN PRETTY BUSY WITH BUDGET THIS LAST, UH, THIS LAST MONTH. AND WE FINALLY, TODAY BUDGET WAS APPROVED. SO WE'LL HAVE A LITTLE, UH, LITTLE BREATHING TIME, UM, MAYBE A COUPLE MONTHS BEFORE WE START ON THE NEXT MONTH, UH, NEXT YEAR'S BUDGET. BUT, UH, UH, WE DO HAVE SOME TIME THERE. BUT I DO WANT TO, UH, AT OUR LAST MEETING THERE WAS SOME DISCUSSION ABOUT, UH, UH, WAYS THAT THIS BODY CAN HELP THE DEPARTMENT, UH, FURTHER OUR GOALS. SO I DO PLAN ON REACHING OUT TO, TO EACH OF YOU AND HAVE SOME, UH, MEETINGS WITH YOU ALL TO JUST KIND OF PICK YOUR BRAINS ON THINGS THAT YOU THINK MIGHT BE BENEFICIAL FOR THE DEPARTMENT TO WORK ON, [00:45:01] AND, UM, KIND OF GET THAT DIALOGUE GOING SO WE CAN BETTER, UH, WE'RE BETTER ABLE TO, TO RESPOND TO THAT. SO, UM, BUT REALLY THERE'S, UH, OTHER THAN THE TABLES AND A LOT OF NUMBERS IN HERE, I REALLY DON'T HAVE MUCH OTHER THAN THAT TO REPORT. SO IF YOU DO HAVE ANY QUESTIONS, I'D BE HAPPY TO TAKE THEM THOUGH. COMMISSIONERS, ANY QUESTIONS FOR RICHARD? YOU GUYS DESERVE A BREAK. YOU'VE HAD A ROUGH, WHAT, TWO, THREE MONTHS IN BUDGET TALKS AND I AGAIN, COMMEND YOU GUYS FOR, FOR THE HARD WORK. THANK YOU VERY, VERY MUCH. WELL, I'D LIKE TO THANK OUR, OUR FINANCE STAFF. ABSOLUTELY. THAT HAS BEEN ABSOLUTELY THANK YOU. SPENDING DAY AND NIGHT WORKING ON BUDGET VICTORIA AND OUR, OUR NEW, UH, BUDGET ANALYST, UM, DOING A LOT OF WORK, A LOT OF LATE HOURS TO, TO GET THIS STUFF DONE. THIS WAS A DIFFERENT KIND OF BUDGET YEAR. OUR NEW CITY MANAGER IS LOOKING MORE AT A TWO YEAR BUDGET, SO THAT WAS KIND OF A LAST MINUTE KIND OF, UH, TWIST THAT WAS THROWN IN THERE. SO WE HAD TO DO SOME, SOME ADJUSTING AND WORK ON THAT. SO, UM, BUT I THINK FROM A, A LONG RANGE STANDPOINT, I THINK IT'S A, IT'S A BETTER WAY TO BUDGET. THIS GIVES US A LITTLE BIT MORE, UH, CERTAINTY AS WE MOVED INTO FUTURE YEARS. SO THANK YOU RICHARD, CRAIG. YEAH, I, I THINK FROM WHAT I SAW TODAY ANYWAY, THAT YOU, YOU HAVE ONE OF THE LEAST CONTROVERSIAL BUDGETS, WHICH IS GOOD AT A TIME LIKE THIS. SO THAT, THAT SPEAKS WELL FOR YEAH, YEAH, DEFINITELY, DEFINITELY AN INTERESTING MEETING TODAY, ESPECIALLY IF YOU'RE A FAN OF ROBERT TOOLS OF ORDER. SO OH YEAH. . YES. ANY OR COMMENTS FOR RICHARD FOR STAFF? THANK YOU BUDDY. THANK YOU FOR EVERYTHING. HARD WORK. THANKS STAFF. ALRIGHT, COMMISSIONERS, [FUTURE AGENDA ITEMS] I THINK WE'RE DOWN TO THE, BELIEVE IT OR NOT, THE, UH, LAST ITEM, WHICH IS FUTURE AGENDA ITEMS. I THINK WE HAD SOME THOUGHTS, IDEAS HERE. YOU WANTED TO, WERE YOU LOOKING AT, UH, YES. THE, UH, TO GET GRANTS FOR ELECTRICAL, RICHARD, IS IT POSSIBLE TO, TO PERHAPS IN THE FUTURE, MAYBE NEXT MEETING, HAVE SOMEBODY GIVE US, UH, AN IDEA FROM FLEET SERVICES AND OR STAFF? I MEAN, I, I DON'T KNOW. OR TOGETHER AN IDEA ON THE CHALLENGES AND OR THE OPPORTUNITIES OF GOING AFTER SOME OF THIS GRANT MONEY THAT'S OUT THERE. I KNOW IT'S, THERE'S MONIES AVAILABLE. HOW DID WE TAKE ADVANTAGE OF THAT? IS THAT SOMETHING, IS THAT FLEET SERVICES THAT WOULD DO THIS FOR US? SO THANK YOU. AND THEN, UH, IN ADDITION TO THAT, I GUESS THE, UH, AUSTIN ENERGY GREEN BUILDING THING, WE CAN PERHAPS MAYBE GET THEM, IF THEY CAN'T DO IT THIS MONTH, PERHAPS THE NEXT, BUT JUST GIVE US SOME IDEAS ON, ON WHERE, UH, GREEN BUILDING OPPORTUNITIES ARE GOING TO BE COMING FROM. SO ANY OTHER, CAN I HAVE AN UPDATE ON COMPOSTING A QUESTION OR IDEA? I'M SORRY. THIS IS JAN. YES. UM, IS IT OKAY IF I TALK? YEAH. OH YEAH, GO, GO. I'M SORRY. OKAY. YEAH, NO, THAT'S OKAY. JUST MAKING SURE. IT'S HARD TO, SINCE I CAN'T REALLY SEE THE ROOM. UM, I BELIEVE THERE WAS SOME DISCUSSION ABOUT WHETHER WE HAVE STANDING SUBGROUPS THAT THOSE MAYBE NEED TO BE REVIEWED. I, I DON'T EVEN KNOW WHAT THE NAMES OF TEMPORARY VERSUS MORE PERMANENT. UM, UH, YEAH, LIKE I SAID, SUBGROUPS OR WHATEVER WE CALL THOSE, JUST KIND OF, DO WE HAVE ANY ADDITIONAL RESPONSIBILITIES OR IS THERE, LIKE, WE HAD THE C AND D COMMITTEE, UH, OR SUBCOMMITTEE FOR A WHILE THAT KIND OF PETERED OUT JUST DUE TO A LOT OF, UH, OTHER FACTORS THAT HAPPENED. UM, DO WE NEED TO FORMALLY WIND THAT DOWN? I BELIEVE THERE'S SOME REQUIREMENTS THERE, SO, OR DO WE NEED TO SPIN IT BACK UP AGAIN? YOU'RE TALKING ABOUT THE WORKING GROUPS? YEAH, THE WORKING GROUPS I GUESS IS ONE OF THEM. UM, GOOD POINT Y GOOD POINT. I MEAN, I, I GUESS THE URO IS ONE OF THOSE GROUPS. UH, THE, UH, C AND D UH, GROUP WAS, WAS THE OTHER ONE. AND WHAT WAS, UH, I THINK WE HAD A COUPLE OF, THREE OF THESE GROUPS, OF WHICH THOSE TWO WERE PROBABLY THE MOST, UH, CHALLENGED ONES. MY EXPERIENCE WITH WORKING GROUPS IS THAT, THAT THE CLERK'S OFFICE, THEY GET TOGETHER, THEY DO A REPORT, AND THEN THEY STOP THAT THEY DON'T WANT THEM, THAT THE OTHER THING WOULD BE A COMMITTEE, BUT YOU HAVE TO GET SOME KIND OF APPROVAL FOR COMMITTEES, I THINK. AND I THINK WE DID GO THROUGH THAT. [00:50:01] I MEAN, DID, SO WE HAVE STANDING COMMITTEES. I, YEAH, WE HAVE THE URO COMMITTEE, AND THEN WE HAD THE, UH, ACTUAL, UH, C AND D COMMITTEE. AND WHICH OTHER COMMITTEES DO WE HAVE? UM, BRAIN DID HERE. GOOD EVENING COMMISSIONERS. GINA MCKINLEY, ASSISTANT DIRECTOR. YOU GOT IT. I WAS JUST GONNA LET YOU FINISH, BUT YES, JUST TO CLARIFY. THANK YOU. I THINK WHAT JAN WAS TALKING ABOUT ARE THE COMMITTEES. SO THOSE ARE IN YOUR BYLAWS. UM, THERE ARE REQUIREMENTS AROUND THE COMMITTEES, UM, INCLUDING STAFF TIME AND A AND A A I BELIEVE A QUARTERLY MEETING REQUIREMENT. WORKING GROUPS ARE MUCH MORE INFORMAL. I THINK COMMISSIONER NAER, YOU WERE REFERRING TO THAT, THOSE, UM, YOU CAN KIND OF MEET AD HOC, BUT THEY'RE TYPICALLY FORMED WITH A SPECIFIC PURPOSE, KIND OF A SPECIFIC TASK WITH A REPORT OR SOMETHING AT THE END OF THAT WORKING GROUP, WHATEVER IT IS YOU SET OUT TO WORK ON AND THEN WRAPPED UP. SO THOSE, THOSE ARE THE DIFFERENCES. BUT YES, YOU DO HAVE, I BELIEVE, FOUR COMMITTEES THAT SHOULD BE MEETING QUARTERLY, UM, THAT ARE IN THE BYLAWS. SO YOU COULD, AS A COMMISSION, REVISIT THOSE COMMITTEES, SEE IF THEY'RE THE RIGHT COMMITTEES, IF THAT, THAT'S WHAT YOU NEED OR IF THEY NEED TO CHANGE, KIND OF BE SUNSET OR, OR WHATNOT. SO THAT'S SOMETHING THAT YOU GUYS COULD CONSIDER. GREAT IDEA, JAN. THANK YOU FOR, FOR BRINGING THAT TO OUR ATTENTION. AND IF WE CAN, UH, I CANNOT GET CREDIT. I WELL, I'M GONNA GIVE IT CREDIT. ALRIGHT. COMMISSIONER MCHA, ME OR, UH, THE, UH, DIRECTOR MIKAIL WHO BROUGHT THAT. NICE. YEAH. . YEAH. HEY, THANK YOU JAN. BUT, UH, YES, WE CAN LITERALLY VISIT THAT AT THE NEXT, UH, MEETING WOULD BE FUN. CAN, SO FOR NEXT, NEXT MONTH IS THE IMPLEMENTATION OF THE, OF THE COMPOSTING FOR MULTIFAMILY. CAN WE HAVE SOME INFORMATION ON THAT? DO YOU WANT UPDATE. UPDATE? MM-HMM. IT'S, YEAH, IT'S OCTOBER THE FIRST, ISN'T IT? I DON'T WANT JUST TWO MINUTES. NO, NO, NO. I THINK IT ACTUALLY STARTS WITH THE FISCAL YEAR. OCTOBER 1ST. OCTOBER. YEAH, OCTOBER 1ST. UH, GOOD EVENING COMMISSIONERS. SO, UM, JASON MCCOMBS, UH, DIVISION MAJOR FOSTER RESOURCE RECOVERY. UM, SO YEAH, MULTIFAMILY COMPOSTING. THAT'S THE BIG KIND OF ORDINANCE PUSH THAT WE'RE MAKING RIGHT NOW. UM, WE'VE BEEN, UH, CONDUCTING, UH, VARIOUS OUTREACH, I THINK THROUGHOUT THE SUMMER FROM SPRING INTO SUMMER. WE'VE BEEN WORKING CLOSELY WITH THE APARTMENT ASSOCIATION AND DIFFERENT STAKEHOLDER GROUPS. UM, WE'VE ALSO BEEN SENDING OUT LETTERS REMINDING ALL THE PROPERTIES OF THE ORDINANCE. UM, AND ALSO, UH, EMAILS AS WELL. WE'VE ALSO BEEN SPEAKING WITH THEM. UM, WE ARE RIGHT NOW RAMPING UP TOWARDS, IN OUR KIND OF ANNUAL URO REPORTING SEASON EVERY YEAR, UM, UH, ALL UH, COMMERCIAL PROPERTIES, MULTI-FAMILY PROPERTIES, FOOD PERMIT HOLDERS NEED TO REPORT, UM, TO THE CITY, UH, TYPICALLY ONLINE ABOUT HOW THEY'RE MEETING ORDINANCE REQUIREMENTS. AS PART OF THAT, WE ARE DOING LETTERS AND OUTREACH RIGHT NOW THAT WE'RE RAMPING UP FOR. THAT WILL GO TO ALL, UH, ABOUT 15,000 PROPERTIES. AND IT WILL SPEAK TO THOSE, UM, TO THE MULTIFAMILY COMPOST REQUIREMENTS AS WELL. THERE. UM, WE ARE, UH, WE ARE STARTING TO SEE, UM, REQUESTS FOR EDUCATION. SO WE ARE GONNA BE GOING, YOU KNOW, TO SITE SPECIFIC, YOU KNOW, ON REQUEST IF PEOPLE HAVE THAT, TO TALK TO PEOPLE, UM, AS NEEDED. UM, AND WE'LL BE DOING THAT I THINK THROUGHOUT THE YEAR. UM, WHILE THE ORDINANCE IS, YOU KNOW, IN IT GOES INTO EFFECT OCTOBER ONE, WE DO HAVE THIS ONE YEAR KIND OF PERIOD WHERE WE DON'T DO HARD ENFORCEMENT. WE REALLY FOCUS ON EDUCATION AND MAKING SURE THAT WE'VE GOT, GOT PEOPLE GOING TO ALL THE SITES AND TALKING TO PEOPLE. UM, WE HAVE, WE'RE MIRRORING THE OUTREACH THAT WE DID WITH OUR, UM, WHEN WE, A FEW YEARS BACK WHEN WE EXPANDED OUR MULTIFAMILY RECYCLING, WE'D UPPED THE SIZE OF THE, UH, CONTAINERS THAT WERE NEEDED. UM, AND WE HAD A, A VERY STRONG SUCCESS RATE WITH THAT. WE HAD SOME, YOU KNOW, WE HAD A, UH, IT'S IN THE 90 SOMETHING PERCENT OF, OF, OF, UH, REACHING ORDINANCE REQUIREMENTS WITHIN THAT FIRST YEAR. UM, WE ARE SEEING A LOT OF PROACTIVE ENGAGEMENT, ESPECIALLY FROM THE APARTMENT ASSOCIATION, SOME OF THE LARGE PROPERTY MANAGERS AS WELL. AND SO, UM, ALSO GETTING QUESTIONS FROM THE HAULERS AS WELL AS THEY'RE STARTING TO RAMP UP FOR THIS AS WELL. SO, UM, ALL IN ALL THINGS ARE, I THINK ARE MOVING ALONG, UM, VERY SMOOTHLY. UM, BUT YOU KNOW, WE, AS THE DEPARTMENT, WE, YOU KNOW, WE WILL START GAUGING THE EDUCATION THROUGH THE FALL, BUT WE REALLY START LOOKING AT IT AS WE GET MORE INTO THE WINTER, WE START GETTING GOOD DATA FROM THOSE UR REPORTS. YOU KNOW, HOW MANY PEOPLE ARE COMPLYING? ARE WE SEEING A LOW, YOU KNOW, UH, UH, RATE OF COMPLIANCE OR NOT. AND SO, UM, SO WE'LL GET A BETTER IDEA AND A LOT OF TIMES WE'LL ADJUST, YOU KNOW, OUR KIND OF LEVEL OF EDUCATION AND OUTREACH. WE, IF WE SEE THAT IT'S, UH, GONNA BE LOWER THAN EXPECTED. SO. SO WHEN YOU SAID, UM, YOU'RE GETTING A LOT OF COMMENTS FROM THE STAKEHOLDERS, ARE THEY DIFFERENT THAN WHAT YOU, WHAT WE HEARD ALL THOSE MEANINGS [00:55:01] THAT WE HAVE? UM, BY AND LARGE, NO. I MEAN, YOU KNOW, WE HAVE HAD SOME LIGHT CONCERNS JUST ABOUT AFFORDABILITY, YOU KNOW, BUT THAT I THINK IS TO BE EXPECTED. WE'VE, YOU KNOW, WE HAVE, WE DID A LOT OF WORK ON THE, THE PILOT TO HELP, YOU KNOW, IN, IN, YOU KNOW, PROVIDE A KINDA A RESEARCH BASED INFORMATION ON WHAT WE THINK THE COST IMPACT WILL BE. UM, BUT WE'VE BEEN ABLE TO RESPOND TO THOSE. BUT BY AND LARGE, UM, WHAT WE'RE SEEING IS PEOPLE PREPARING, UM, YOU KNOW, FOR THIS, UM, UM, I'D SAY GENERALLY SPEAKING, SO ARE THEY ASKING FOR MUCH HELP AT THIS POINT IN TIME? UM, NOT A HUGE AMOUNT OF HELP. UM, YOU KNOW, IT'S, AND A LOT OF IT TOO IS, YOU KNOW, IS, YOU KNOW, WE WANT THEM TO BE WORKING WITH THEIR HAULER AND YOU KNOW, THAT RELATIONSHIP THERE AS WELL. AND SO, YOU KNOW, WE'LL PROVIDE RESOURCES AS WELL. UM, BUT YOU KNOW, A LOT OF IT'S WE ENCOURAGE THEM TO WORK WITH THEIR EXISTING HAULER AND TO, YOU KNOW, HELP FIND A SOLUTION THERE. SO. OKAY. AND SO MAYBE INTRODUCING THE RECYCLING OF THE MULTIFAMILY HAS, HAS SET THE STAGE FOR THIS? VERY MUCH SO. YEAH. WE HAD A, WE HAD A VERY SUCCESSFUL ROLLOUT WITH THAT, AND WE'VE KIND OF, WE'VE DONE A VERY SIMILAR KIND OF ROLLOUT WITH THIS. AND SO, SO FAR, UM, I THINK WE'VE HAD, UM, YOU KNOW, GOOD TURNOUT AND WE'VE SEEN A GOOD RESPONSE, SO THAT'S GREAT. YEAH. SO I'D LIKE TO HAVE A URO MEETING SOON. UH, UM, 'CAUSE I KNOW YOU ALL HAVE BEEN PLANNING AND YOU'VE BEEN DOING A LOT OF THINGS, BUT IT'S TIME FOR US TO DO THAT. WOULD YOU HAVE A LOT OF INFORMATION, UH, TO GIVE US SOON? UM, WELL, MOST OF THE DATA, ESPECIALLY ON MULTIFAMILY, UM, WE'RE NOT GONNA SEE UNTIL THE WINTER TIME. I THINK WE NEED TO GET SOME OF THESE REPORTS COMING IN. AND THEN I THINK WE'LL BE ABLE TO REPORT A, YOU KNOW, WE'LL HAVE BETTER DATA RIGHT NOW. ALL I CAN REALLY TELL YOU ABOUT IS, YOU KNOW, THE EDUCATION AND WHAT WE'RE HEARING FROM PEOPLE. BUT ONCE WE GET INTO OUR DATA REPORTING SEASON, THROUGH PROBABLY THE FALL, WE'LL PROBABLY HAVE A LOT BETTER INFORMATION TO BE ABLE TO, TO SHARE WITH ALL OF YOU IN THE FALL? YEAH. OR THE WINTER. I'D SAY AFTER FALL, PROBABLY EARLY WINTER. YEAH. SO, OKAY. WE CAN TALK ABOUT THAT. YEAH. THANK YOU. THANK YOU. KATHY, ANY OTHER THOUGHTS, IDEAS ON AGENDA ITEMS? UH, MELISSA, GO AHEAD. YES, I WAS HOPING MAYBE FOR NEXT YEAR TO HAVE, UM, AN AUDIT DONE, A WASTE AUDIT AND OR LIKE A RESIDUAL, UM, CONTAMINATION AUDIT JUST TO SEE IF WE'RE ON TRACK OR WHERE WE'RE AT WITH OUR ZERO WASTE GOALS. 'CAUSE NEXT YEAR WE'LL HAVE 15 MORE YEARS UNTIL OUR GOAL YEAR OF 2040 THAT WE WANNA REACH OUR, UM, 99% . SO I'M JUST KIND OF CURIOUS WHERE WE'RE AT AND HOW FAR WE GOTTA GO AND IF WE'RE ON TRACK AND IF WE'RE NOT, HOW FAR ARE WE FROM BEING ON TRACK AND POTENTIALLY REASSESS? I MEAN, NOT TO SPEAK FOR STAFF, BUT, UH, WE'VE PRETTY MUCH BEEN CONSISTENT OVER THE LAST, UH, FEW YEARS AT 38, 40% I GUESS, IN THAT BALLPARK. NOW, IS THERE ROOM FOR IMPROVEMENT? ABSOLUTELY. FOR ALL OF US. BUT, UH, NONETHELESS, GOOD QUESTION. UH, I MEAN, IS THAT SOMETHING STAFF WE CAN DISCUSS OR LOOK AT? THANK YOU, MELISSA. NOTE IT. ALL RIGHT, THANK YOU. ANY OTHER THOUGHTS, IDEAS? UH, ON LAST MONTH IT WAS THE CODE COMPLIANCE PRESENTATION. WHAT IS THAT ON THE CODE? COMPLIANCE. UH, THAT'S, THEY'RE GONNA PRESENT THAT NEXT? YES. YES. ALRIGHT. COMMISSIONERS, ANY OTHER THOUGHTS OR QUESTIONS? AND, UH, IF I HEAR NONE, I'LL ENTERTAIN A MOTION FOR ADJOURNMENT. I MOVE THAT WE ADJOURN. I WAS GONNA SAY, DON'T GET SHY ALL OF A SUDDEN, PLEASE. . THANK YOU. CRAIG MOVES. KATHY. SECONDS. ALL THOSE IN FAVOR? RAISE YOUR HANDS. THANK YOU GUYS. THANK YOU COMMISSIONER. STAFF. THANK YOU FOR TAKING TIME. THANK YOU FOLKS. THANKS EVERYONE. HAVE A GREAT ONE. THANK YOU. TAKE CARE. I'M MOVING ON. I'M MOVING ON. * This transcript was created by voice-to-text technology.
