I EXPECT THAT TO BE UPLOADED ASAP.
GOD BLESS, PRESIDENT TRUMP, OUR TRUE PRESIDENT, UH, CHAIR.
JUST TO NOTE THAT COMMISSIONER SMITH HAS
[00:05:01]
JOINED US ONLINE, I BELIEVE COMMISSIONER SIERRA ARREVALLO WILL ALSO BE JOINING SHORTLY.UM, WE DO HAVE PATRICK JONES REGISTERED.
HE WAS HAVING SOME TECHNICAL DIFFICULTIES AND GETTING, HE'S REMOTE AND, UM, SO I DON'T KNOW IF YOU WANT TO MOVE TO APPROVAL TO MINUTES AND THEN CHECK BACK OR YEAH, IF YOU CAN JUST LET ME KNOW WHEN, WHEN HE'S AVAILABLE.
WE'LL, WE'LL SQUEEZE, UM, COMMENTS ON OKAY.
[APPROVAL OF MINUTES]
WE CAN JUST MOVE ON TO THE APPROVAL OF MINUTES.EVERYONE SHOULD HAVE GOTTEN COPIES, THEY WERE AVAILABLE IN BACKUP.
DO WE HAVE ANY QUESTIONS, SUGGESTIONS, CHANGES AVAILABLE? I HAVE A SINGLE COMMENT.
I JUST, UM, WANNA MAKE SURE THAT ALL OF THE MATERIALS, UM, THAT WERE DISTRIBUTED TO COMMISSIONERS, BOTH IN PERSON AND VIA EMAIL THAT THEY BE ADDED TO THE BACKUP FOR THIS PARTICULAR MEETING ALONGSIDE.
SO THAT, AND IF SO, YES, I'M JUST MAKING THAT REQUEST.
UH, CAN YOU JUST CLARIFY ONE MORE TIME WHAT YOU'RE ASKING FOR? YES.
THERE WERE SEVERAL MATERIALS, UM, DELIVERED TO COMMISSIONERS VIA EMAIL.
THERE WAS A REPORT, I BELIEVE, AND THEN THERE WERE ALSO MATERIALS DISTRIBUTED TO US IN PERSON HERE, UM, BY THE UNIONS, I BELIEVE.
AND I WOULD LIKE ALL THAT MATERIAL ADDED TO BACKUP FOR LAST MONTH'S MEETING.
AND SO I JUST WANTED TO MAKE THAT NOTE WHILE WE WERE TALKING ABOUT MINUTES.
ANYTHING ELSE? DO I HAVE A MOTION FOR I MOVE TO APPROVE? OKAY.
CAN I JUST DO A SHOW OF HANDS FOR A VOTE? 1, 2, 3, 4, 5, 6, 7.
AND THEN WE ARE READY FOR WHAT COMES NEXT, WHICH IS OUR, UH,
[PUBLIC COMMUNICATION: GENERAL (Part 2 of 2)]
CHAIR.MY APOLOGIES THERE IS THE, UH, SPEAKER WHO IS DIALED IN.
SORRY I COULDN'T FIGURE IT OUT.
CAN YOU HEAR ME? YES, GO AHEAD.
UM, HI, I'M CALLING, UM, JUST, UH, TO REGISTER SOME CONCERNS REGARDING PUBLIC SAFETY AROUND, UH, GO VALLEY NEIGHBORHOOD AND ALSO THE E SEVENTH CORRIDOR.
UM, I HAVE LIVED IN GOO VALLEY SINCE, UH, 2009.
UM, AND OVER THE LAST FEW YEARS I'VE NOTICED SOME CHANGES.
UM, STARTING OUT, UM, ON, UH, THERE'S A STREET CALLED LIONS, WHICH IS AN EAST WEST.
UM, OVER THE LAST, I THINK MONTH OR SO, THERE WERE LIKE, I THINK IT WAS LIKE THREE OR FOUR, UH, DRIVE BY SHOOTINGS, UM, LIKE SOMEONE WAS DRIVING BY, LIKE SHOOTING INTO THE AIR IN THE SAME AREA.
UM, AND THAT HAS BEEN A REALLY BIG CONCERN FOR NEIGHBORS, AND IT'S ALSO SOMETHING THAT I'VE NEVER, IT'S JUST COMPLETELY, COMPLETELY UNHEARD OF HERE, YOU KNOW? AND, AND MY TIME HERE IS JUST, I, I HAD NEVER EXPERIENCED ANYTHING LIKE THAT BEFORE.
UM, UH, AND WHAT I, YEAH, IT WAS REALLY QUITE BAD TO HEAR THAT I WAS ONLY LIKE A BLOCK AWAY FROM THAT.
UM, SO THAT WAS REALLY UNSETTLING.
SECOND THING IS THE SEVENTH STREET.
WELL, LET'S GO BACK TO ACTUALLY 2,800 LIONS.
THE WORKS DEPARTMENTS, THERE'S BEEN ONGOING PROBLEMS WITH NOISE AND OTHER STUFF THERE FOR, FOR QUITE SOME TIME, UM, THAT THEY, I DON'T THINK THEY HAVE CAR CLUB MEETUPS THERE ANYMORE, BUT THERE'S GUYS DOING BURNOUTS AND BLASTING THEIR STEREOS AT EXTREMELY LOUD LEVELS.
UM, THE NEIGHBORS DO NOT LIKE IT.
UM, AND IT'S JUST BEEN AN ONGOING PROBLEM.
UH, YOU KNOW, I I, I REMEMBER THAT PLACE BEING BILLED.
IT USED TO BE A FIELD BEHIND ME AND LIKE, IT USED TO BE NICE AND PEACEFUL AND, YOU KNOW, SOMETIMES IT GETS REALLY LOUD OVER THERE.
THE SEVENTH STREET CORRIDOR IS A REAL PROBLEM.
UM, PRETTY SURE AP D'S AWARE OF IT, BUT IT'S REALLY, IT REALLY HAS GOTTEN BAD NEAR SEVENTH AND PLEASANT VALLEY.
UM, THERE'S JUST CONSTANT PEOPLE PASSED OUT OVERDOSES, UM, OCCASIONAL SHOOTINGS, UM, REALLY, REALLY NOT GOOD.
[00:10:01]
CONTINUE TO, YOU KNOW, JUST EMPHASIZE MY REAL LEVEL OF CONCERN.I SENT A BUNCH OF EMAILS TO PEOPLE, BUT A GREAT DEAL OF CONCERN ABOUT WHAT'S GOING ON OVER THERE.
UM, YEAH, THE CRIME GOT CLEAN UP AND HONESTLY, THE PROPERTY OWNERS NEED TO NEED TO MAINTAIN WHAT, WHAT THEY HAVE OUT THERE.
IT'S A REAL URBAN DECAY SITUATION GOING ON OVER THERE.
AND I, YEAH, PEOPLE NEED TO TAKE A LOOK AT THAT CORRIDOR FOR SURE.
UM, UH, YEAH, UM, THIS, THIS IS MY MAIN, LIKE, PROBLEM SITUATIONS, I GUESS IS MY TIME.
UM, THANK YOU FOR YOUR SERVICE ALL AND HAVE A GOOD AFTERNOON.
[2. Public Safety Quarterly Report, Austin/Travis County Emergency Medical Services. ]
I BELIEVE WE HAVE OUR QUARTERLY REPORT FROM EMS UP NEXT.GOOD AFTERNOON, COMMISSIONERS.
I'M THE CHIEF OF STAFF FOR AUSTIN TRAVIS COUNTY EMERGENCY MEDICAL SERVICES.
I'LL BE GIVING THE FISCAL YEAR 24 Q3 REPORT.
DO THAT FIRST SLIDE AND I'LL GIVE YOU A SECOND THAT.
UH, CURRENT EMS STAFFING FOR EMS AUTHORIZED STRENGTH IS 689, FIELD SWORN IS 567, BUT PUTS OUR SWORN VACANCIES AT 122.
AND WE HAVE A CURRENT ACADEMY GRADUATION ON FRIDAY, SEPTEMBER 20TH, WHICH WE'RE GONNA TALK ABOUT HERE IN JUST A SECOND.
BUT THAT PUTS OUR Q3 AVERAGE RIGHT AT 18%, UH, SWORN SEPARATIONS BY TYPE YEAR TO DATE, UH, 37 RESIGNED AND SEVEN RETIRED.
UH, IF YOU BREAK OUT THAT RANK SWORN TENURE AT SEPARATION, THE LION'S SHARE FALLS WITHIN THAT LESS THAN ONE YEAR, UH, WITH THE SECOND BEING ONE TO FIVE YEARS.
UH, VACANCY RATE SWORN RIGHT AT ABOUT 18% WITH OUR CIVILIAN VACANCY RATE HOVERING RIGHT AT 12%.
OUR ACADEMY CLASS GRADUATION, LIKE I MENTIONED ON FRIDAY, SEPTEMBER 20TH IS AT 10:00 AM AT THE TEXAS STATE CAPITOL.
UM, EVERYBODY IS INVITED TO ATTEND, AND SO IF YOU WANT TO GET WITH ME AFTER THE MEETING, IF YOU'D LIKE TO ATTEND, WE'D, WE'D SURE LIKE TO HAVE YOU.
UM, THE NUMBER OF CADETS GRADUATING FROM THIS CLASS IS 31, UH, THAT'S 27 MEDIC OR THAT ENTRY LEVEL POSITION, AND FOUR DIRECT HIRE PARAMEDICS.
OUR NEXT ACADEMY CLASS BEGINS IN OCTOBER AND IT WILL HAVE 20 CADETS, AND THAT'S ALL GONNA BE AT THAT MEDICAL LEVEL OR ENTRY LEVEL POSITION.
OUR IN-HOUSE PARAMEDIC PROGRAM, UH, THAT IS IN SESSION RIGHT NOW, CURRENTLY HAS 23 EMT TO, TO PARAMEDIC TRAINING, AND THEY'RE GONNA GRADUATE IN JANUARY.
AND THEN OUR NEXT IN-HOUSE PARAMEDIC PROGRAM WILL BEGIN IN FEBRUARY, AND IT'S SLATED TO HAVE 12 IN ATTENDANCE, UH, EMS TURNOVER RATE ON THE SWORN SIDE, UH, BELOW 1% IN APRIL AND JUNE, AND THEN NO TURNOVER RATE ON THE CIVILIAN SIDE IN APRIL AND JUNE.
UH, LOOKING AT OUR OPIOID OVERDOSE EMS DATA.
SO OF COURSE THE, UH, PLEASE DISREGARD THE STATION UPDATES ON THE LOWER LEFT SIDE OF THE GRAPH.
THAT'S A, A CARRYOVER FOR A FUTURE SLIDE, SO APOLOGIES FOR THAT.
UM, OPIOID ALERTS INTO THE 9 1 1 SYSTEM ARE NOTATED IN BLUE ORANGE IS THE NUMBER OF NARCAN RESCUE KITS USED AND THE GRAY LINE NOTATES, THE KITS DISTRIBUTED INTO THE COMMUNITY.
UH, WE ALSO, ON THE UPPER RIGHT GRAPH TALK ABOUT, UM, ADOLESCENTS THAT ARE EXPERIENCING EXPERIENCING OVERDOSE ALERTS, UH, UNDER THE AGE OF 18 AND WHAT WE'RE SEEING IN PILLS.
UH, THE TAKEAWAY FROM THIS SLIDE IS THAT WE'RE SEEING A SLOW DECLINE IN OPIOID ALERTS AND AN INCREASE IN ENROLLMENT IN OUR OPIATE BRIDGE PROGRAM.
SO WE'RE, WE'RE MAKING A DENT, BUT WE STILL HAVE A WAYS TO GO.
I'M HAPPY TO REPORT THAT OUR BREATH NOW CAMPAIGN HAS TRAINED OVER 250, MOSTLY CITY OF AUSTIN EMPLOYEES ON HOW AND WHEN TO UTILIZE NARCAN RESCUE KITS.
BUT THIS IS, UH, SHOWING GREAT SUCCESS.
AND SO NOW THAT WE'VE GOT A REALLY GOOD, UH, CURRICULUM, UH, WE'RE ABLE TO CONTINUE OUR EFFORTS IN THE COMMUNITY BROKEN OUT BY ZIP CODES, SPECIFICALLY IN THOSE HOTSPOT AREAS, UM, WHERE, WHERE WE MIGHT SEE THAT UPTICK OF OVERDOSE AND TARGET THOSE AREAS.
I WANT TO TAKE JUST A MOMENT AND UPDATE YOU FIRST ON WHERE WE'RE AT ON AMBULANCE REPLACEMENTS, WHICH WE HIGHLIGHTED IN AN ISSUE AND THEN WE'LL, WE'LL TALK ABOUT SOME OF OUR FACILITIES R RENOVATIONS AT IT.
UH, IT DAWNED ON ME THAT WE HAVEN'T GOTTEN THAT IN FRONT OF THIS COMMISSION.
SO I WANTED TO TAKE THIS OPPORTUNITY AND WE MAINLY ORDER OUR AMBULANCES OUT OF FLORIDA AND WITH, UH, THE COVID-19 PANDEMIC.
UH, WE SAW, UH, A MAGNIFICATION OF A SHORTAGE OF AMBULANCE CHASSIS, UM, EXACERBATED BY THE MICROCHIP SHORTAGE, AND WE WERE TRACKING AT ABOUT 24
[00:15:01]
AMBULANCES BEHIND ON REPLACEMENTS.AND SO THIS COULD HAVE CAUSED AN INCREASE IN CRITICAL FAILURES.
THAT'S WHEN YOU CALL 9 1 1 IN THE AMBULANCE THAT WE'RE GONNA ASSIGN TO.
YOU CAN'T MAKE THE CALL BECAUSE IT HAS A MECHANICAL ISSUE.
AND SO, UM, WE ARE HAPPY TO SEE A REPRIEVE AND, AND SOME, SOME INFUSION OF THOSE CABIN CHASSIS INTO THE MARKET IN 2023.
AND THAT'S ALLOWED OUR, UH, AMBULANCE MANUFACTURER AT A FLORIDA TO PRODUCE SOME AMBULANCES FOR US.
BUT WE HAD A FEAR THAT THEY WEREN'T GONNA BE ABLE TO MEET THE DEMAND WE WERE TRACKING BEHIND AND AT A SIGNIFICANT SHORTAGE.
SO WE WENT AND LOOKED NATIONALLY AT OTHER AMBULANCE MANUFACTURERS.
THERE ARE NOT A LOT OF AMBULANCE MANUFACTURERS IN THE COUNTRY.
THERE'S REALLY ONLY ABOUT THREE OR FOUR.
WE ALSO DON'T LIKE TO CHANGE THE OFFICE THAT OUR MEDICS WORK OUT OF BECAUSE WE, WE KNOW THE SPEC AND WE KNOW WHAT OUR MEDICS ARE ACCUSTOMED TO, TO WORKING IN, AND WE'RE VERY SENSITIVE ABOUT HOW WE CHANGE THAT, THAT OFFICE ON WHEELS THAT THEY'RE IN FOR 24 HOURS.
SO AT, AT A RAPID PACE, UH, WE LOOKED AT, UH, OTHER MANUFACTURERS AND WHAT COULD MEET AS CLOSE TO OUR SPEC AS, AS WE COULD GET.
UM, AND WE, WE FOUND ANOTHER COMPANY, I'LL MOVE TO THE NEXT SLIDE, UM, OUT OF OHIO, WHICH IS HORTON AMBULANCES, THE NEW VENDOR FOR US.
UH, THEY, RIGHT AT THE BEGINNING OF COVID AND INTO COVID ENDED UP BUYING A SIGNIFICANT NUMBER OF CABIN CHASSIS IN PREPARATION FOR ANY KIND OF SHORTAGE, WHICH PROVED HELPFUL TO US.
UH, BECAUSE THEY WERE BUYING CHASSIS.
THEY BOUGHT FOUR WHEEL DRIVE CABIN CHASSIS, AND THAT'S NOT SOMETHING WE TYPICALLY UTILIZE IN OUR SYSTEM.
BUT LIVING THROUGH WINTER STORM, UY AND, AND MARO, WE FELT IT ADVANTAGEOUS TO INFUSE SOME OF THOSE INTO OUR FLEET.
AND SO WE WERE ABLE TO, UH, SPEC AND PURCHASE SOME OF THOSE.
AND THEY'RE CURRENTLY IN PRODUCTION.
WE'RE ACTUALLY RECEIVING OUR FIRST ALLOTMENT, APPROXIMATELY FIVE FROM FLORIDA OF ROAD RESCUE.
AND THEN WE HAVE ABOUT SEVEN COMING AT A, AT A HORTON OUT OF OHIO CURRENTLY AS OF THIS WEEK.
AND THEY'RE MAKING THEIR WAY THROUGH MAKE READY, THEY'RE GETTING THE COMPUTERS AND THE RADIOS AND EVERYTHING THAT THE MEDICS NEED.
HORTON HAS ANOTHER ADVANTAGE THAT WE TALKED ABOUT IN A PREVIOUS MEETING WHEN WE TALKED ABOUT FLEET, AND THAT IS THAT, UM, IT HAS A PATIENT CARE AIRBAG SYSTEM IN THE BACK, WHICH IS NOT SOMETHING WE'VE TYPICALLY HAD.
AND SO WE'RE EXCITED TO, TO TRIAL THAT.
BUT WE'RE ALSO VERY EXCITED TO GET AHEAD OF OUR AMBULANCE REPLACEMENTS.
YOU'LL SEE IN THE FUTURE SLIDE THAT WE'VE ADDED SOME STATIONS.
SO AS WE ADDED AMBULANCE, THIS WAS IMPORTANT TO, TO, TO MAKE SURE WE COULD MEET THE DEMAND OF THOSE OPENING STATIONS.
I WANNA REAL QUICK GO THROUGH THE PORTFOLIO OF EMS STATIONS THAT WE'RE CURRENTLY RENOVATING OR ADDING, BECAUSE I, I THINK IT'S IMPORTANT FOR THIS COMMISSION TO, TO HEAR THIS, AND WE'VE NOT DONE THIS YET.
AND SO THE FIRST STATION I'LL TALK ABOUT IS PART OF THE 2018 BOND.
IT'S OUR EMS STATION ONE, IT'S AT THAT SOUTH FIRST IN BEN WHITE AREA.
IT HOUSES AN AMBULANCE AND A SUPERVISOR, A DISTRICT COMMANDER.
YOU CAN SEE THAT WE'LL BE MOVING INTO THAT IN JUST ABOUT TWO MONTHS, THE END OF OCTOBER.
AND SO THE CHALLENGE WITH THESE 2018 BOND STATIONS IS THAT THOSE AMBULANCES ARE SO BUSY THAT WE COULDN'T MOVE THE AMBULANCE TO AN ADJOINING AREA.
UH, THEY NEEDED TO MEET THE DEMAND OF THEIR SERVICE AREA.
SO WE ARTFULLY WITH OUR PARTNERS FROM THE FIRE DEPARTMENT, NAVIGATED ADDING, UH, TRAILERS AT THESE SITES TO HOUSE THE MEDICS AND SOMETIMES THE FIREFIGHTERS.
THE STATION HAPPENS TO BE A STANDALONE EA STATION, BUT WHAT IT WILL BOAST AT THE END OF OCTOBER IS NOW A THIRD BAY, SO THAT WE'LL BE ABLE TO ADD A SECOND AMBULANCE TO THIS VERY DENSE AREA.
WE ALSO HAVE SOME DEMAND TRUCKS OR 12 HOUR AMBULANCES THAT DON'T HAVE HOMES.
AND SO THIS ALLOWS US TO, TO PUT THOSE IN STATIONS, WHICH IS WHAT WE DESPERATELY NEEDED.
NEXT ON OUR LIST IS OUR EMS STATION FIVE.
IT'S IN THAT KAGAN LAMAR AREA TRACKING ON THAT LATE OCTOBER COMPLETION, UH, THIS STATION WILL ACTUALLY GET TWO ADDITIONAL BAYS.
SO THIS WILL MAKE THIS A FOUR BAY STATION FOR US.
AND SO THIS WILL ALLOW US TO ADD TWO AMBULANCES AGAIN TO A VERY DENSE AREA, BUT ALSO ADD, UM, OR MOVE A SUPERVISOR OR A SINGLE UNIT RESPONDER, LIKE A COMMUNITY HEALTH PARAMEDIC MENTAL HEALTH RESPONDER TO THIS AREA AND POTENTIALLY OUR, OUR SHIFT CHIEF.
UM, AND SO, SO THIS STATION COMING ONLINE IS GONNA HELP KIND OF BRIDGE THAT GAP IN THAT AREA, WHICH WE'VE HAD FOR A WHILE.
UH, MY COLLEAGUES FROM THE FIRE DEPARTMENT TALKED ABOUT THE CENTRAL FIRE STATION.
THEY'RE AT THE FIFTH AND TRINITY.
IT ALSO HOUSES OUR EMS STATION SIX.
AND SO IT IS ACTUALLY COMPLETE, UM, A LITTLE BIT AHEAD OF SCHEDULE OF WHAT WE WERE FORECASTING, WHICH IS GOOD.
AND SO THEY'RE ACTUALLY BACK HOME.
I WAS OUT ROUNDING WITH CREWS, UH, THIS PAST FRIDAY NIGHT, AND I WAS ABLE TO, TO STOP BY THERE AND SEE HOW THE CREWS WERE, WERE ACCLIMATING TO THEIR NEW HOME.
UM, THIS STATION WAS A HIGH PRIORITY FOR US BECAUSE IT, AS WE'VE TALKED ABOUT PREVIOUSLY, HAD SIGNIFICANT ELECTRICAL ISSUES.
UM, AND SOMETIMES WHEN THE ELECTRICAL WOULD GET, UH, SIDEWAYS ON US, WE ENDED UP HAVING TO MOVE THE EMS CREW REFRIGERATOR INTO THE SHOWER AREA, NOT INTO THE SHOWER, BUT IN THAT AREA, WHICH IS NOT IDEAL.
[00:20:01]
AND THIS IS A STATION THAT HAS A HIGH NUMBER OF CALL VOLUME, AND THE STATION IS A BIG FOOTPRINT.THE FIREFIGHTERS TYPICALLY LIVE UPSTAIRS.
THEY HAVE A KITCHEN AND IT INCREASED OUTTA CHUTE TIMES FOR OUR AMBULANCE TO GO UP THERE WHEN THEY WANTED TO HEAT A MEAL.
SO WE WERE ARTFUL LABELED TO ADD A, A KITCHEN AREA TO THE DOWNSTAIRS AREA, ALLOWS OUR CREWS TO AT SHIFT CHANGE, UH, COOK AND COLLABORATE NEED IN A PLACE TO CHECK OUT AND, AND WRITE REPORTS.
THE STATION WAS, WAS HUGELY IMPORTANT TO US BECAUSE I HAVE ANOTHER STATION DOWNTOWN THAT IS, THAT REALLY NEEDS SOME LIKE AND KIND WORK WHERE WE REPLACE, UH, KITCHENS AND COUNTERTOPS AND APPLIANCES AND BATHROOM FIXTURES.
AND HAVING THIS STATION BACK ON A LINE ALLOWS US TO MOVE THAT AMBULANCE OVER HERE WHILE WE RENOVATE THAT ONE.
SO IT'S DEFINITELY VIA THE DOMINO EFFECT.
AGAIN, PART OF THE 2018 BOND IS OUR EMS STATION.
IT'S FIRE STATION EIGHT, UH, TRACKING A LITTLE LONGER.
IT'S A BIGGER STATION, UH, IN DECEMBER OF 2024.
THIS IS NEAR THE RESEARCH AREA NEAR MOPAC.
UH, THIS STATION WAS HIGH ON OUR LIST BECAUSE THE EMS PORTION WAS BREAKING OFF FROM THE ACTUAL MAIN STRUCTURE.
SO IT WAS JUST A MATTER OF TIME BEFORE WE HAD TO MOVE THE AMBULANCE BECAUSE THIS STATION WAS UNINHABITABLE.
UH, BOTH ORGANIZATIONS COULD ACTUALLY SEE LIGHT THROUGH THE WALLS, SO VERY, VERY HIGH ON OUR LIST, BUT HAPPY TO GET THIS COMPLETED AND, AND GET THIS CREW BACK HOME.
THEY'RE LIVING ON SITE IN A, IN A CONSTRUCTION TRAILER, AND THEY'RE READY TO MOVE BACK INTO THE STATION.
NEXT SLIDE AGAIN ON THE 2018 BOND IS OUR STATION 10 AT THE 180 3 IN DUVAL AREA, TRACKING FOR THAT OCTOBER, 2024 COMPLETION.
UM, OUR MEDICS HAD DORM STYLE SLEEP ROOMS AND ONLY ONE RESTROOM FACILITY.
SO THIS WILL ALLOW US TO, UH, HAVE INDIVIDUAL SLEEP ROOMS AND JUST, JUST BETTER PRIVACY AND BETTER ACCOMMODATIONS FOR OUR MEDICS.
UH, NOT PART OF THE BOND, BUT ADVANTAGEOUS TO BOTH ORGANIZATIONS.
YOU SAW THAT IT'S BACK ONLINE FIRE STATION 22, OUR EMS STATION 12.
UH, THIS STATION HAD SIGNIFICANT FOUNDATION ISSUES, AND SO THEY WERE DEEMED NON-REPAIRABLE.
THIS STATION SITS ON EAST RIVERSIDE, AND THIS WILL ALLOW FOR OUR CREWS WHO REALLY LIVED FOR THE BETTER PART OF 20 YEARS IN A PRETTY ANTIQUATED EMS SIDE OF THE STATION TO HAVE JUST A MODERN SHIFT CHANGE ROOM.
AGAIN, INDIVIDUAL SLEEP ROOMS, THINGS OF THAT NATURE.
FINAL E ON THE 2018 BOND IS OUR EMS STATION 13, WHICH LIVES IN ABOUT THE CAMERON AND RUNDBERG AREA.
AGAIN, TRACKING FOR THE OCTOBER, 2024 COMPLETION.
THE STATION WAS THE HIGHEST OUT OF THE 2018 BOND ON OUR PRIORITY LIST BECAUSE THE MS STATION, WHEN IT WAS ADDED TO THE STATION A NUMBER OF YEARS AGO, BUT IT WAS ADDED AT AN AFTERTHOUGHT.
AND SO THE WAY THAT IT WAS BUILT, THE CREWS REALLY HAD TWO OPTIONS TO ACCESS THEIR AMBULANCE.
IT WAS A, THROUGH A MEN'S LOCKER ROOM, WHICH WAS NOT IDEA OF SOMEONE WAS USING THAT OR TO DISTURB A COMMUNAL SLEEP ROOM AND WAKE UP THE ENTIRE STATION IF THEY WERE GOING ON A CALL.
SO HAPPY TO REPORT THAT THE CREWS WILL HAVE A SHIFT CHANGE ROOM AND A, A MODERN KITCHEN INDIVIDUAL SLEEP ROOMS AND JUST, JUST A, A REALLY GREAT PLATFORM TO DO THEIR JOB.
I'M, I'M INCREDIBLY PROUD OF IT.
IT IS OUR STATION 38 AND IT IS AT LOYOLA AND 180 3.
IT IS TECHNICALLY NOT IN THE CITY OF AUSTIN.
IT IS RIGHT ON THE BORDER, THE CITY OF AUSTIN AND THE COUNTY RIGHT IN THE ETJ.
AND SO THIS STATION WAS PURCHASED A NUMBER OF YEARS AGO BY THE CITY.
IT WAS A ESD FOUR, AN EMERGENCY SERVICE DISTRICT FIRE STATION THAT BASICALLY CONTRACTS WITH THE CITY AND THE CITY PURCHASED THIS.
IT'S NOT LARGE ENOUGH TO HOUSE A FIRE AND EMS CREW, BUT IT'S THE RIGHT SIZE FOR AN AMBULANCE.
AND SO WE WERE ABLE TO PUT AN AMBULANCE AT THIS STATION AND WE WORKED OUTTA THERE FOR SOME NUMBER OF YEARS.
AND THEN WE RECEIVED SOME, SOME LIKE AND KIND FUNDING OR SOME DEFERRED MAINTENANCE FUNDING.
AND BUILDING SERVICES HAS BEEN A, A GREAT ASSET TO HELP US RENOVATE THIS STATION.
UM, IT'S ACTUALLY BACK ONLINE NOW.
WE HAVE AN AMBULANCE THERE, BUT BECAUSE OF THE RENOVATIONS, WE WERE A ABLE TO ADD A COMMUNITY HEALTH PARAMEDIC MENTAL HEALTH RESPONDER, WHICH WE REALIZED BY OUR HEAT MAPS IN THIS AREA THAT WE REALLY NEEDED THIS, UH, THAT ASSET IN THIS AREA.
IT'S ACTUALLY BACK ONLINE LIKE I SPOKE EARLIER.
AND OUR RIBBON CUTTING IS GONNA BE AT 10:00 AM ON THURSDAY, SEPTEMBER 19TH.
AND SO ANYBODY IS MORE THAN WELCOME TO COME OUT AND SEE THIS STATION AND KIND OF HOW WE RENOVATE AN EXISTING STRUCTURE.
SO AGAIN, SEE ME AFTER THE MEETING AND WE'LL MAKE SURE THAT WE, UH, THAT WE GET YOU ALL THE, ALL THE DETAILS.
AND THEN LAST BUT NOT LEAST IS OUR, UH, ADDITION, WHICH IS GONNA BE OUR STATION 43 UP IN CANYON CREEK.
THAT'S AT SIX 20 AND 2222 AREA.
AND SO THIS IS A, A LARGE STRUCTURE, IT'S A NEW BUILD FOR US, UH, BUT IT DEFINITELY, UH, BRIDGES A GAP FOR US IN THAT AREA BY ADDING AN AMBULANCE TO THIS AREA.
AND IT'S ACTUALLY A LITTLE NORTH OF THAT FM 2222 ON SIX 20.
[00:25:01]
GONNA KEEP AMBULANCES IN THEIR SERVICE AREA AND NOT PULL THEM INTO THIS AREA.AND SO THAT'S ULTIMATELY GONNA GONNA HELP US IN IN THE LONG RUN.
UM, HAPPY TO TAKE ANY QUESTIONS IF YOU HAVE ANY.
DO WE HAVE ANY QUESTIONS ONLINE? AND HERE, COMMISSIONER RUTTEN.
UM, THANKS FOR THE PRESENTATION.
I, I HAD A QUESTION ABOUT THE RESONATIONS.
THE, THE, THE NUMBER, UM, THAT YOU HAD HAD CITED IS THAT I DON'T SEE THE PREVIOUS YEAR COMPARISON.
IS THAT HIGHER THAN, THAN NORMAL WITH THE 24 FIELD MEDICS? UM, SWORN SEPARATIONS? IT, IT IS UP A LITTLE BIT.
IF I GO BACK TO THE HISTORICAL DATA, WHICH, WHICH I DID LOOK AT, WE ARE RUNNING FOUR ACADEMIES A YEAR.
THAT ENTRY LEVEL POSITION TYPICALLY DON'T HAVE TO HAVE EXPERIENCE.
AND SO MM-HMM,
AND SO WITH THAT, WE SEE THESE FOLKS WHO HAVE GOT SOME SCHOOL AND THEY COME IN AND THEY GO THROUGH THE ACADEMY AND, AND THEN THEY REALIZE THAT, THAT THIS JOB ISN'T FOR THEM.
OR THEY MOVE HERE FROM OUTTA STATE AND TIES BACK HOME, FORCE THEM TO MOVE BACK HOME BECAUSE Y'ALL DO SOME ANALYSIS WITH THAT, WITH FOLKS WHO ARE LEAVING
AND DOES THAT, HOW DOES THAT TIE INTO THE TURNOVER RATE PERCENTAGE THAT WAS LOWER THAN NORMAL? ARE THOSE NOT REFLECTED YET IN THAT AUGUST 20, 24? RIGHT.
THEY DON'T BECOME SWORN UNTIL THEY GRADUATE THE ACADEMY.
COMMISSIONER BERNHARDT, UM, YOU KNOW, WE HAD CONVERSATIONS A WHILE BACK AND THE CITY DID INCREASE THE PAY FOR ENTRY LEVEL, UM, EMTS, IT SEEMS LIKE THAT MIGHT NOT HAVE BEEN SUFFICIENT.
UM, IS THAT Y'ALL'S IMPRESSION OR IS IT THESE OTHER, YOU KNOW, IT JUST WASN'T A GOOD FIT KIND OF ISSUES? I BELIEVE THAT IT'S HELPED IN THE RECRUITING AND TO THE RETENTION, EXCEPT ON THAT, THAT ENTRY LEVEL WHERE, WHERE YOU JUST, YOU MIGHT MOVE HERE OUTTA STATE AND, AND YOU JUST DON'T KNOW, UH, PICKING UP FROM YOUR HOMETOWN AND MOVING HERE AND HOW YOU MAKE TIES INTO THE COMMUNITY.
UM, I, I THINK THE PAY HAS DEFINITELY HELPED, BUT I ALSO THINK THAT WHEN YOU'RE RUNNING FOUR ACADEMIES A YEAR, AND WE, WE REALLY WOULD LIKE TO GET TO 40 IN THOSE ACADEMIES, BUT, BUT YOU KNOW, THIS ACADEMY CLASS WE'RE GRADUATING AT 31 IS A PRETTY GOOD NUMBER THAT, THAT SOME OF THOSE, UH, ON THE PREVIOUS ACADEMIES JUST, JUST REALIZE THAT, THAT THIS ISN'T FOR THEM.
YEAH, GO AHEAD, COMMISSIONER JEN ON THAT.
IS THERE ANYTHING THAT YOU FEEL YOU NEED FROM THE CITY OR FROM US TO HELP TO FACILITATE SOME OF THAT RETENTION COMPONENT? IT SOUNDS LIKE WE'RE DOING A BETTER JOB IN TERMS OF THE RECRUITMENT SIDE, AND THEN OBVIOUSLY THERE'S LIFE STUFF THAT HAPPENS.
BUT IS, ARE THERE ANY RESOURCES THAT YOU ALL FEEL THAT WOULD BE BENEFICIAL FOR RETAINING THOSE FOLKS OTHER THAN ALL THESE NEW BEAUTIFUL BUILDINGS? RIGHT.
YOU SEE THESE, UH, THE, THE MEDICS COMING IN AND, AND WE WORRIED THAT WE WEREN'T GONNA BE ABLE TO GET THE, THAT MEDIC PART IN THE DOOR, BUT WE'RE SEEING THIS, THIS ACADEMY'S GOT 31 AND THE LION'S SHARE OF THOSE ARE MEDICS.
UM, BUT OUR IN-HOUSE PARAMEDIC PROGRAM IS ACTUALLY WHAT'S TURNING OVER OR BRIDGING THAT CLINICAL SPECIALIST GAP.
AND SO I, I THINK AT THIS JUNCTURE, IT'S, IT'S JUST PROBABLY PRUDENT TO, TO WATCH IT.
UM, I, I DO HAVE A PRETTY VESTED INTEREST IN THESE ACADEMY CLASSES.
I, I WORK OUT WITH THEM AND THEN I TEACH THEIR, THEIR CODE OF CONDUCT AND I ALSO CONDUCT EXIT INTERVIEWS.
SO I'M, I'M DEFINITELY TALKING TO THESE EMPLOYEES TO SEE WHAT, WHAT KIND OF CAUSED THIS TO NOT BE A GOOD FIT FOR THEM.
BUT AT THIS POINT, I, I THINK IT'S, IT'S WORTH TO WATCH IT.
BUT I'M CERTAINLY HAPPY TO COME BACK IF WE IDENTIFY SOMETHING.
YEAH, I ACTUALLY, UH, I, I NOTICED THE CLINICAL SPECIALIST FIELD AS WELL.
UM, AND SO IN THAT CLINICAL SPECIALIST FIELD, HOW MANY OF THOSE, UM, GET PROMOTED UP? LIKE DO THEY TAKE ON THE ADDITIONAL TRAINING? LIKE HOW MANY OF THEM SORT OF WORK THROUGH RANKS OR IS THAT A COMPLETELY DIFFERENT FIELD AND POINT OF ENTRY INTO THE A MS SYSTEM? YOU KNOW, IT, IT'S INTERESTING.
WE, WE, WE ARE SEEING SOME OF THE DIRECT HIRE IN PREVIOUS ACADEMIES.
WE'VE HAD HIGH NUMBERS WITH THIS, BUT LIKE IN THIS CURRENT CLASS, THERE'S ONLY FOUR.
AND THEN THE NEXT ACADEMY CLASS, THERE, THERE WON'T BE ANY.
BUT IF I GET YOU IN THE DOOR AS A MEDIC, AND THEN, UH, YOU DO THAT FOR ABOUT A YEAR, AND THEN YOU TEST FOR THAT PROMOTION WHERE WE PUT YOU THROUGH THE, IN-HOUSE PARAMEDIC COURSE, THAT'S WHERE WE'RE SEEING THE MOVEMENT.
I MEAN, IN JANUARY, GRADUATING 23 IS GONNA MAKE A SIGNIFICANT DENT IN THAT.
AND THEN ANOTHER ONE IN FEBRUARY THAT'S SLATED TO HAVE 12.
UM, AND SO I WAS JUST TALKING TO THAT PL FIVE ACADEMY CLASS, UH, THAT ARE DOING THAT IN-HOUSE PARAMEDIC PROGRAM.
AND BECAUSE I HAVE SUCH AN INTEREST IN THE MEDIC AT THE ENTRY LEVEL, I, I GO WORK OUT WITH THE CADETS AND I GIVE CODE OF CONDUCT AND THEN IT ROCKS ALONG FOR A LITTLE BIT AND THEN I SEE 'EM AND THEY'RE IN THE PL FIVE CLASS.
AND I THINK, BOY, THEY HADN'T BEEN HERE VERY LONG.
WHICH I THINK IS A POSITIVE BECAUSE THEY'VE GOT THAT UPWARD MOBILITY, WHICH I'M SEEING.
[00:30:02]
OKAY, THANK YOU.AND, UM, AND IF WE NEED TO GET MORE INFORMATION ABOUT THIS, THAT MIGHT BE THE DIRECTION THIS GOES, BUT I WAS CONCERNED ABOUT THE PUBLIC COMMENTS ABOUT, UM, DELL VALLEY AND SORT OF A, A RECENT CHANGE.
UM, I, I DO KNOW THAT IN PREVIOUS ITERATIONS, AND, AND JUST AS I GO TO MY MEMORY IN THE, IN THE, AND I THINK BACK, I DO KNOW THAT WE'VE TARGETED SOME PERKS, UH, OVER THERE AND SOME TARGETED COMMUNITY HEALTH PARAMEDIC ACTION.
AND SO I, LET ME, LET ME LOOK INTO THAT DATA AND TALK WITH MY INTEGRATED SERVICES ASSISTANT CHIEF.
AND I JUST DID WANNA MAKE A NOTE THAT I BELIEVE THE PUBLIC COMMENT WAS ABOUT GO, GO VIA GO GO.
NO, YEAH, SO
[4. Update on Text to 911 by Chief Jeff Greenwalt, Austin Police Department. ]
ON TO AN UPDATE ON TEXT TO 9 1 1 FROM A PD.DO YOU WANNA INTRODUCE YOURSELF TO EVERYONE? YES, MA'AM.
LEE ROGERS, ASSISTANT CHIEF, UH, WITH THE POLICE DEPARTMENT.
UH, SO THIS IS JUST A FOLLOW UP TO OUR QUARTERLY REPORT.
I BELIEVE THERE WAS A QUESTION LAST TIME ABOUT TEXT TO 9 1 1 WHEN IT WOULD GO ONLINE, WHAT THAT WAS LOOKING LIKE.
UH, IN FACT, TEXT TO 9 1 1 HAS BEEN GOING ON FOR THE LAST SEVERAL YEARS.
UH, WE RECEIVE SEVERAL THOUSAND TEXT TO 9 1 1 CALLS, BOTH ON THE POLICE FIRE AND, UH, COMBINING BOTH POLICE, FIRE AND EMS. IN FACT, THE NUMBERS FOR LAST MONTH WERE 4,348 CALLS.
UH, ANY CALLS THAT THESE ARE, THESE ARE ALSO INCLUDED IN OUR QUARTERLY REPORT, UH, THAT WE ISSUE TO THE COMMISSION.
AND, UH, THOSE NUMBERS ARE GOING TO ALSO BE INCLUDED IN OUR RESPONSE TIMES AS WELL.
THESE TEXT TO 9 1 1 ARE HANDLED THE SAME WAY AS CALLS FOR SERVICE.
IF THERE'S A CALL THAT REQUIRE A TEXT THAT REQUIRES TRANSLATION, IT'S TRIAGED THE SAME WAY THAT A CALL WOULD BE WITH RESOURCES ON THE CALL CENTER FLOOR OR THROUGH OUR LANGUAGE LINE.
DO WE HAVE ANY QUESTIONS? SURE.
UH, JUST TALKING ABOUT THE TEXT TO 9 1 1, IS THAT THE SAME AS A NEXT GEN 9 1 1 SYSTEM? NO, IT'S NOT.
UM, WITH THE TEXT TO 9 1 1, IS THAT WHERE THEY CAN, UH, TO, TO START THE 9 1 1 CALL? THEY CAN, THEY CAN JUST TEXT RATHER THAN CALL? OR IS IT WHERE THERE HAS TO BE A CALL FIRST? NO, THEY'RE, THEY'RE ACTUALLY TEXTING INTO 9 1 1.
I JUST HAVE A QUESTION ABOUT CLARIFICATION.
SO THE REASON THIS WAS ON, UM, WE HAD REQUESTED AN UPDATE ON THIS IS BECAUSE I, I, I WAS UNDER THE IMPRESSION A FEW MONTHS AGO, SIX MONTHS AGO, EIGHT MONTHS AGO, HOWEVER LONG AGO THAT THIS WAS, THAT THERE WAS SOME SORT OF NEW FUNCTIONALITY THAT WAS COMING ONLINE.
'CAUSE WE EVEN POSTPONED TALKING ABOUT THIS UNTIL THE SUMMER AT THAT POINT.
SO IS THERE NOT NEW FUNCTIONALITY BECAUSE YOU MENTIONED THIS'S BEEN, IT'S BEEN ONLINE FOR A LONG TIME.
THE CURRENT ITERATION THAT WE HAVE HAS BEEN IN PLACE FOR SEVERAL YEARS.
THERE WILL BE A, WHAT THE NEW SYSTEM I THINK THAT YOU'RE REFERRING TO ISN'T COMPLETELY ONLINE YET.
SO THERE THERE'LL BE, UH, FUTURE UPDATES AND I'LL MAKE SURE THAT IF THAT UPDATE IS READY WITHIN OUR NEXT QUARTERLY REPORT THAT WE INCLUDE AN, AN UPDATE TO THAT.
AND THIS, THIS NEW UPDATED SYSTEM, WILL, WILL IT PROVIDE ADDITIONAL SORT OF FUNCTIONALITY EITHER ON THE RECEIVING SIDE OR FOR THE PEOPLE MAKING CALLS, OR IS IT JUST NEW SOFTWARE? WELL, I'M, I'LL MAKE SURE THAT WHEN WE COME BACK WITH THE NEXT QUARTERLY REPORT THAT, THAT WE FLESHED OUT WHAT ANY ADDITIONS TO THE, TO THAT SYSTEM IS GONNA BE, WHAT THAT FUNCTIONALITY'S GONNA BE, BOTH FOR THE COMMUNITY AND AND FOR THE DEPARTMENT.
SO ON THAT NEXT GEN 9 1 1, I THINK THE ORDER WAS TRAVIS COUNTY SHERIFF'S OFFICE AND THEN AUSTIN, TRAVIS COUNTY EMS. WE'VE ACTUALLY GONE LIVE WITH THAT.
UH, WE MOVED TO THE, THE SECONDARY 9 1 1 CENTER WHILE THEY DID THAT, VIPER IS, I BELIEVE WHAT IT'S CALLED.
AND WE ENCOUNTER, UH, JUST A MINOR TECHNOLOGICAL ISSUE WITH AN AT AND T NUMBER THAT THEY UTILIZE FOR MEDICAL ALARMS. BUT, UH, CTM, THAT COMPANY AND AT AND T WERE ABLE TO NAVIGATE THAT AND, AND WERE ONLINE J JUST FOR, JUST FOR WHAT IT'S WORTH.
DID YOU HAVE A QUESTION, COMMISSIONER
[00:35:01]
JUST WANNA CLARIFY, SO THE TEXT TO 9 1 1 SYSTEM AND THE NEXT GEN YOU'VE MOVED FORWARD.CAN, CAN YOU JUST CLARIFY THE, THE DIFFERENCES BETWEEN THE TWO? I WILL, UH, I, I WILL TELL YOU, UH, AS MUCH AS I KNOW ABOUT IT, NOT NOT BEING A 9 1 1 EXPERT, BUT, UH, WE WERE ON SILICON AS I UNDERSTAND IT, WHICH WAS AN OLDER 9 1 1 SYSTEM, AND THIS IS THE NEW 9 1 1 SYSTEM, AND WE WERE SECOND IN LINE TO GO AND, AND THAT, THAT'S ABOUT THE EXTENT OF MY KNOWLEDGE IN IT.
I, I'M JUST TRYING TO UNDER, I'M JUST TRYING TO UNDERSTAND.
UM, SO THERE WAS THE E 9 1 1 SYSTEM, WHICH COULDN'T TAKE ANY TEXTS AT ALL.
AND MY UNDERSTANDING WAS THAT THE NEXT, UH, GEN 9 1 1 WAS THE SAME THING AS TEXT, TEXT TO 9 1 1.
BUT, UH, THAT'S WHERE I'M TRYING TO GET THAT CLARIFICATION OF, OF IF THIS WAS A COMPLETELY DIS DIFFERENT SYSTEM ALTOGETHER.
I KNOW NEXT GEN 9 9 1 HAS BEEN AROUND FOR PROBABLY ABOUT 10 YEARS NOW.
I KNOW THEY WERE, I I WAS ACTUALLY IN A MEETING HERE IN AUSTIN 10 YEARS AGO.
SO JUST TRYING TO UNDERSTAND ARE ARE THERE ADVANCES ON THAT? BUT WE CAN, WE CAN DISCUSS THIS FURTHER AND, AND IF THERE NEEDS TO BE ANY CLARIFICATION ON THAT, CERTAINLY IT'LL BE A GOOD OPPORTUNITY FOR ME TO, TO EDUCATE MYSELF ON THE CAPABILITIES OF THE NEW SYSTEM, WHICH I, I JUST DON'T HAVE RIGHT NOW.
UM, I THINK WE'RE GOOD ON THAT.
AND I'M GONNA APOLOGIZE BECAUSE I INADVERTENTLY SKIPPED OVER ITEM THREE, UM, TO ITEM FOUR.
SO I'M GONNA TAKE A STEP BACK AND, UM, WE'RE GONNA GET BACK TO ITEM
[3. Update from Public Safety Commissioners on the Austin Police Department Police Chief interview panel. ]
THREE, WHICH IS AN UPDATE ON THE AUSTIN POLICE DEPARTMENT POLICE CHIEF INTERVIEW PANEL.UM, AND JUST TO SORT OF SET THE GROUND, UM, WE AT NOT THIS PAST MEETING A COUPLE MEETINGS AGO, TOOK A VOTE ON A RECOMMENDATION, UH, REQUESTING THAT WE OFFICIALLY BE INCLUDED IN POLICE CHIEF AND FUTURE CHIEF INTERVIEW PANELS.
UM, OBVIOUSLY THAT THAT PANEL HAPPENED, WE DID GET A CALL.
UM, IT WAS A VERY SHORT NOTICE CALL AND WE DID NOT HAVE TIME IN BETWEEN MEETINGS TO FORMALLY APPOINT SOMEONE.
SO A REQUEST WENT OUT TO SEE WHO WAS AVAILABLE.
UM, COMMISSIONER CILO WAS AVAILABLE.
UM, I HAD INITIALLY MADE MYSELF AVAILABLE, BUT IT WAS AN IN-PERSON MEETING ONLY.
UM, AND AGAIN, ON SHORT NOTICE.
SO COMMISSIONER CILO, DID YOU HAVE ANYTHING TO SHARE JUST ABOUT YOUR EXPERIENCE ON THE PANEL AND HOW THAT WENT GENERALLY OR OTHERWISE
UH, SO THE, THE GENERAL STRUCTURE OF THE INTERVIEW, THERE WERE TWO CANDIDATES.
UM, THERE WAS A LAW ENFORCEMENT PARTNERS PANEL THAT WAS THE PANEL THAT I WAS INCLUDED ON THAT INCLUDED REPRESENTATIVES FROM, UH, THE AUSTIN INDEPENDENT SCHOOL DISTRICT, THE NEW CAP METRO POLICE DEPARTMENT, UM, TRAVIS COUNTY SHERIFFS, AS WELL AS REPRESENTATIVES FROM THE DA'S OFFICE, THE STATE'S ATTORNEYS, UH, AND A LOCAL JUDGE.
AND THEN THERE WAS A COMMUNITY MEMBERS PANEL WITH A VARIETY OF REPRESENTATIVES FROM THE LOCAL COMMUNITY AS WELL AS LOCAL ACTIVISTS.
AND SO I'M NOT PRIVY TO WHAT OCCURRED IN THE MEETING WITH THE COMMUNITY PANEL.
I WAS IN THE, UH, PANEL THAT WAS SPECIFICALLY FOR QUOTE UNQUOTE LAW ENFORCEMENT PARTNERS.
UH, THE QUESTIONS WERE, UH, SUPPOSED TO BE CONSISTENT ACROSS THE TWO CANDIDATES, ONE OF WHOM WAS ONLY ABLE TO JOIN VIA ZOOM, BECAUSE THAT WAS PRECISELY WHEN THE CROWDSTRIKE SNAFU HAPPENED ACROSS THE ENTIRE COUNTRY.
SO ONE OF THE CANDIDATES WAS NOT ABLE TO JOIN IN PERSON, THOUGH I THINK THEY DID EVENTUALLY GET THEM THERE, UH, TO THE CITY OF AUSTIN.
UH, IT COVERED A VARIETY OF TOPICS.
UM, SOME OF THE TOPICS THAT WERE ADDED IN, UM, ON THE BACKEND OF QUESTIONS ABOUT EVERYTHING FROM, UH, CITY ISSUES TO EXPERIENCE AND A LARGER CITY, UH, WAS SPECIFICALLY HOW CANDIDATES WOULD DEAL WITH VIOLENCE PREVENTION.
UH, AND I ASKED A POINTED QUESTION OF BOTH CANDIDATES RELATED TO THE GFI, UH, SPECIFICALLY THEIR FAMILIARITY WITH THE G FILE, UH, AND HOW THEY WOULD RESPOND IF THEY WERE TO BE TOLD THAT, UH, IT'S ACTUALLY NOT CURRENTLY POSSIBLE FOR A CHIEF OF POLICE AND THE A PD TO FIND OUT ABOUT CASES, UH, THAT DID NOT RESULT IN, IN DISCIPLINE AND WHAT THE DETERMINATION OF THOSE CASES WERE AND WHY.
UM, SO BOTH OF THOSE, THOSE THINGS HAPPENED.
THE CONSULTANTS THAT WERE THERE COLLECTED ALL DOCUMENTATION.
WE WEREN'T ALLOWED TO LEAVE THE ROOM WITH ANYTHING, AND THEN WE WERE SET TO GO AT AROUND LUNCHTIME.
UH, IT WAS ALL RELATIVELY, UH, STRAIGHTFORWARD AND PAINLESS.
UM, DOES ANYBODY HAVE ANY QUESTIONS OR COMMENTS? UM, I THINK FOR ME, I, I REALLY LIKED THAT THE COMMISSION WAS ABLE TO PARTICIPATE EVEN THOUGH IT WAS A BIT RUSHED AND IT WAS HARD TO SORT OF ACTUALLY FIND SOMEONE TO PARTICIPATE.
UM, IDEALLY, AND THIS I THINK IS A QUESTION TO THE CLERK'S OFFICE FOR JUST
[00:40:01]
THE FUTURE.WHAT IS THE BEST MECHANISM THAT WE SHOULD BE EMPLOYING IN THE FUTURE SO THAT THIS IS SOMETHING THAT THE COMMISSION CAN PARTICIPATE IN REGULARLY AS THESE OPPORTUNITIES PRESENT THEMSELVES.
UM, THESE POLICE CHIEF INTERVIEWS IN PARTICULAR, BUT WHENEVER THERE ARE OTHER EVENTS OF THAT SORT.
AND SO IT'S JUST SORT OF A, AN OPEN-ENDED QUESTION ABOUT HOW WE CAN MORE READILY AND BE MORE AVAILABLE TO PARTICIPATE, WHETHER THAT BE, DO WE NEED TO TAKE VOTES, UM, UM, IN ADVANCE TO HAVE A SLATE OF PEOPLE SORT OF APPOINTED FOR THESE KINDS OF APPOINTMENTS IN THE FUTURE SO THAT WE HAVE A SLATE OF CANDIDATES AVAILABLE, UM, FOR THESE OPPORTUNITIES OR WHETHER WE NEED TO PASS INDIVIDUAL RECOMMENDATIONS.
SO I'M, I'M TURNING TO THE CLERK'S OFFICE FOR GUIDANCE AND NOT AN ANSWER NOW, BUT JUST SORT OF HOPING THAT WE CAN FIGURE OUT A BETTER PROCESS FOR THIS SO THAT THE OPPORTUNITY'S AVAILABLE TO MORE OF US.
WELL, ANYTIME YOU HAVE SOMEBODY WHO'S THERE APPOINTED TO, UM, SPEAK ON BEHALF OF THE COMMISSION, THERE WOULD HAVE TO BE A VOTE.
UM, BUT TO ANSWER YOUR QUESTION, IT WOULD INVOLVE SOME RESEARCH AND, AND SO I CAN'T GIVE YOU THE ANSWER AT THE MOMENT.
AND LIKE I SAID, IT'S JUST MORE OF AN OPEN-ENDED QUESTION, JUST SO THAT WE CAN MAYBE SORT OF TROUBLESHOOT FOR THAT MOVING FORWARD AND HAVE SOME, SOME PROCESSES IN PLACE.
ANYTHING ELSE OKAY WITH THAT? UM, WE WILL MOVE, WE WILL MOVE ON.
[5. Approve a Recommendation to Council for Workers’ Compensation for Public Safety sworn staff to adopt a policy to remove barriers and reduce impact on staffing.]
UP WE HAVE A RECOMMENDATION IF I CAN ENCOURAGE EVERYBODY TO PULL OUT THEIR COPY.UM, THIS IS AN, A RECOMMENDATION, UM, TO COUNSEL ON WORKERS' COMP, UM, FOR PUBLIC SAFETY SWORN STAFF TO ADOPT A POLICY TO REMOVE BARRIERS AND REDUCE IMPACT ON STAFFING.
WE DISCUSSED THIS QUITE A BIT AT OUR LAST MEETING.
UM, IF WE CAN HAVE A MOTION FROM THE FLOOR TO OPEN DISCUSSION I MOTION AND A SECOND.
AND WITH THAT, DO WE HAVE COMMENTS, QUESTIONS, GENERAL COMMENTS ABOUT YAY OR NAYS THAT WE MIGHT BE TAKING BEFORE WE OPEN THE FLOOR TO POTENTIAL AMENDMENTS? SO THIS IS NOT WHERE WE, I WILL HAVE AN AMENDMENT THAT I'LL BE OFFERING UP, BUT I JUST WANTED TO SEE IF THERE WAS ANYBODY ELSE HAD ANY SORT OF GENERAL THOUGHTS SO THAT WE DON'T ZOOM THROUGH THIS.
COMMISSIONER SMITH, UM, I THINK THE ONLY THING FOR ME, AND I MIGHT BE MISSING IT, IS IN THE RECOMMENDATIONS, JUST MAYBE ADDING TO THE BULLET POINT, UM, WITH NECESSARY ADDITIONAL RESOURCES, SOMETIMES TYPE OF AWARENESS OR EDUCATION CAMPAIGN, IT READS TO ME LIKE, AFTER YOU GET INVOLVED IN A SITUATION WHERE YOU'LL NEED THE RESOURCES, THEN WE WILL MAKE SURE THAT YOU HAVE ADDITIONAL RESOURCES TO ASSIST YOU.
BUT PERHAPS BEFORE WE EVEN GET THERE, WE MIGHT SEE A DROP OFF OF POTENTIAL ELIGIBLE CANDIDATES JUST BECAUSE THEY ARE UNCOMFORTABLE OR UNAWARE OF THE PROGRAM'S EXISTENCE.
SO WE'RE GETTING INTO AMENDMENTS THEN.
SO I HEAR COMMISSIONER SMITH REQUESTING AN AMENDMENT, UM, TO ENSURE THAT THERE'S SOME SORT OF MARKETING EFFORT, EDUCATION EFFORT AROUND WORKERS' COMPENSATION PROGRAMS. YEAH, IT WOULD BE NICE IF, HONESTLY IT WAS POSTED
PARDON ME? THE INFORMATION READILY AVAILABLE.
I MEAN, BASIC INFORMATION ABOUT WORKERS' COMP IS POSTED.
IT, IT'S ON THE LIKE STANDARD EMPLOYMENT POSTER THAT'S IN EVERY WORKPLACE.
I I'M ACTUALLY NOT SURE THAT WE COULD FIND A PUBLIC SAFETY OFFICER WHO DOESN'T KNOW THAT WORKERS' COMP EXISTS.
UM, LIKE, YOU KNOW, AND AND THEIR MANAGER WILL PROBABLY MENTION IT AT THE POINT OF INJURY THAT'S KIND OF, SORRY.
IT WAS JUST TO DO A DOUBLE DIP.
I THINK MORE INFORMATION AND MORE, UM, ARTICULATION THAT WE'RE HERE AND WE ACTUALLY WANT YOU TO, UM, YOU KNOW, LEAN IN TO WORKERS' COMP EVEN IN PROFESSIONS WHERE IT SEEMS LIKE WE WANT YOU TO GO, GO, GO AND BE ALL YOU CAN.
I THINK THAT EXTRA, UM, UH, INVITATION, UH, COULD BE ADVANTAGEOUS FOR THE, UH, SUCCESSFUL
[00:45:01]
OUTCOME WE WANNA SEE.COMMISSIONER SMITH, IF YOU HAVE SOME SPECIFIC LANGUAGE THAT YOU WOULD LIKE TO PROPOSE FOR AN ADDITION AND AMENDMENT, THAT WOULD BE VERY HELPFUL SO THAT WE CAN YEAH, FOR SURE.
SO I THINK TO THE THIRD BULLET POINT, NECESSARY ADDITIONAL RESOURCES TO ASSIST EMPLOYEES WITH THEIR WORKERS' COMPENSATION CLAIMS, UM, TO INCLUDE BUT NOT LIMITED TO, UM, UM, EDUCATION AND, UH, EDUCATION AND INFORMATION TO FACILITATE ENGAGEMENT.
PERHAPS JUST SOMETHING FOR THE PRE OKAY.
UH, ARENA OF THEIR, OF THEIR LIVES AND WORKPLACE.
COMMISSIONER RUTAN, TO MAKE IT SIMPLE, WHAT IF WE ADDED JUST AT THE END, UM, OF THAT BULLET POINT TO SAY, ASSIST EMPLOYEES OF THEIR WORKERS' COMPENSATION CLAIMS AND AWARENESS OF THE PROCESS, WOULD THAT BE SUFFICIENT FOR YOUR CONCERNS? YEAH, I THINK THAT'S BROAD ENOUGH TO COVER WHAT I'M TRYING TO GET AT.
SO DO WE HAVE A FIRST FROM COMMISSIONER SMITH FOR A MO A MOTION FOR AN AMENDMENT A SECOND ON THE AMENDMENT.
CAN YOU JUST REPEAT THE WORDING OF THE AMENDMENT? YES.
IT'S ADDING TO THE THIRD BULLET TO THE END OF THE THIRD BULLET WITH THEIR WORKERS' COMPENSATION CLAIMS AND AWARENESS OF PROCESS.
YOU NEED A SECOND? SECOND, SECOND.
COMMISSIONER HERMES MEYER GAVE A SECOND AND THEN IF I CAN SEE A RAISE OF HANDS IN SUPPORT OF THAT.
COMMISSIONER CIDO, ABSTAINING.
SO WE HAVE ADDED THAT AMENDMENT.
I HAD AN ADDITIONAL AMENDMENT, IT WAS AN OMISSION ON MY PART WHEN I FIRST, UM, DRAFTED IT.
AND IT IS AN AMENDMENT TO MAKE SURE THAT WE ARE ADDRESSING RETIRED PERSONNEL, UM, AS WELL.
AND SO THE WAY THAT SINCE THE, THE RECOMMENDATION WAS WRITTEN PRIMARILY WITH, UM, WITH A VERY RETURN TO WORK SORT OF MINDSET, I FELT LIKE WE WOULD POTENTIALLY NEED TO ADD BOTH THE WHEREAS AND AN AMENDMENT TO A BULLET TO INCLUDE ALL THAT.
THE WHEREAS THAT I'M PROPOSING IS WHEREAS RETIRED SWORN PERSONNEL ARE BOUND BY THE SAME WORKERS' COMP PROGRAM AND ENTITLED TO CONTINUED COVERAGE FOR INJURIES SUSTAINED ON THE JOB.
SO THAT WOULD BE THE RAZ THAT I WOULD LIKE TO ADD.
AND THEN THE, THE ADJACENT AMENDMENT TO THE BULLET, UM, WOULD BE TO THE FIRST BULLET OF OUR RECOMMENDATION WHERE IT SAYS THE CITY OF AUSTIN ADOPTIVE POLICY OF PRESUMPTIVE DISABILITY FOR ALL AND INSERT ACTIVE AND RETIRED PUBLIC SAFETY PERSONNEL.
WHERE'S THAT SECOND PART AGAIN? YOU SAID IN THE RECOMMENDATIONS? THE FIRST BULLET.
THE FIRST BULLET RIGHT BEFORE WHERE IT SAYS PUBLIC SAFETY PERSONNEL ADDING IN ACTIVE AND RETIRED PUBLIC SAFETY PERSONNEL.
AND I BELIEVE THAT ADDRESSES THE NEEDS OF, AND EVERYTHING ELSE WOULD APPLY TO ALL ACTIVE AND RETIRED PERSONNEL AS WELL.
CAN I JUST ALSO, SO, UM, MAKE SURE THAT WHEN WE TALK ABOUT RETIRED, UM, 'CAUSE RETIRED MEANS THAT YOU REACHED A CERTAIN THRESHOLD OF YOUR SERVICE TIME.
WHAT ABOUT THE INDIVIDUALS THAT, UM, HAVE SUSTAINED SOME SORT OF INJURY, UM, BUT ONLY SERVE, LET'S SAY FIVE OR 10 YEARS? ARE THEY GONNA BE INCLUDED IN THAT? RETIRED? I DON'T KNOW THE ANSWER TO THAT QUESTION.
UM, WE WERE DEALING SPECIFICALLY WITH RETIRED PERSONNEL.
THAT WAS WHAT WAS PRESENTED TO US DURING OUR MEETING.
WE WERE HERE LAST TIME, SO THAT'S WHAT I WAS TRYING TO ADDRESS.
UM, IS IT, CAN WE DIRECT A QUESTION TO OUR YEAH, OF COURSE.
IF WE, IF WE WANTED TO INCLUDE LANGUAGE TO INCLUDE ANYBODY
[00:50:01]
WHO HAS LEFT, UM, BUT TO COVER INJURIES SUSTAINED DURING THAT SERVICE, WHAT WOULD BE THE APPROPRIATE TERMINOLOGY IF WE SAY RETIREES, WOULD THAT BE INCLUSIVE OR DO WE NEED TO USE A DIFFERENT TERM? 'CAUSE THE INTENT IS TO CAPTURE PEOPLE WHO ARE INJURED ON THE JOB AND ARE STILL GOING THROUGH THAT PROCESS, EVEN IF THEY'RE NO LONGER ACTIVE EMPLOYEES.SO RETIREES ARE VERY SPECIFIC.
THE COMMITTEE WENT FOR 10 YEARS OR LONGER.
SO RETIREES OR THOSE WHO HAVE RESIGNED FROM BUT INJURED DURING THEIR, THEIR DUTY TIME MIGHT BE SOMETHING ALONG THOSE LINES AS FAR AS LANGUAGE.
SO WOULD WOULD SAY JUST CURRENT AND FORMER EMPLOYEES MAYBE COVER THAT INTENTION? CORRECT.
AND FORMER WOULD THAT, WELL, I HAVE A QUESTION THAT IS MORE CONCISE.
I, I ACTUALLY HAVE A QUESTION.
ARE ALL FORMER EMPLOYEE, FORMER PUBLIC SAFETY PERSONNEL ENTITLED TO CONTINUOUS WORKERS' COMP INSURANCE AFTER THEY'VE LEFT THE JOB OUTSIDE OF RETIREES? I BELIEVE SO.
IF THEY'VE BEEN INJURED AS, AS A PART OF THEIR JOB, THEN THAT CONTINUES ON EVEN AFTER THEIR EMPLOYMENT TIME.
I JUST WANTED TO CLARIFY THAT TO MAKE SURE.
UM, INSTEAD OF ACTIVE AND RETIRED, BOTH CURRENT AND FORMER, THAT DEFINITELY SIMPLIFIES THINGS.
UM, AND THEN REVISITING THE, WHEREAS FORMER SWORN STAFF AS OPPOSED TO JUST RETIRED SWORN STAFF IN THE WHEREAS, SORRY, THERE'S A FRUIT FLY.
UM, FORMER SWORN STAFF ARE ENTITLED AND BOUND FOR MY, WHEREAS, WHEREAS FORMER SWORN, UM, PUBLIC SAFETY PERSONNEL ARE BOUND BY THE SAME WORKERS' COMP PROGRAM AND ENTITLED TO CONTINUED COVERAGE FOR INJURIES SUSTAINED ON THE JOB.
UM, AND THEN THE FIRST BULLET TO CHANGE THAT TO CURRENT AND FORMER.
I GIVE A FIRST TO THAT AMENDMENT.
DO WE HAVE A SECOND? I SECOND.
AND IF WE CAN TAKE A VOTE ON THAT BY HAND.
WE HAVE ALL, DO WE HAVE, UM, A NO OR AN ABSTENTION?
AND SO WITH THAT, WE NOW HAVE, DO WE HAVE ANY ADDITIONAL AMENDMENTS? ADDITIONAL DISCUSSION? OKAY.
UM, SO I THINK WE JUST NEED TO TAKE OH, GO AHEAD.
I JUST WANTED TO MAKE A SUGGESTION THAT WE TRY TO HAVE A CHECK-IN ON THIS IN LIKE A YEAR OR SIX MONTHS OR, OKAY.
WOULD YOU LIKE TO ADD THAT TO THE RECOMMENDATION OR JUST THE CHECK-IN? WE CAN PUT ON A LIST OF, OKAY.
SO I THINK WHAT WE HAVE NEXT IS A VOTE ON THE RECOMMENDATION.
IF I CAN JUST SEE A SHOW OF HANDS IN SUPPORT THAT WOULD BE HELPFUL.
ONE, TWO, DO, DO WE NEED TO MOVE, DO WE NEED TO MOVE TO VOTE FIRST OR? OH, YES, WE NEED TO, WE, CAN I MOVE SECOND? OKAY.
I SEE ALL, UM, COMMISSIONER CILO? NO.
ALRIGHT, WELL, WITH THAT, I BELIEVE WE HAVE THE VOTES TO PASS.
[6. Approve the formation of a Collective Sex Crimes Response Model (CSCRM) Working Group to devise recommendations in support of the CSCRM’s project objectives until completion. ]
ITEM IS TO APPROVE THE FORMATION OF A COLLECTIVE SEX CRIMES RESPONSE MODEL WORKING GROUP TO DEVISE RECOMMENDATIONS IN SUPPORT OF THE CCR M'S PROJECT OBJECTIVES UNTIL COMPLETION.UM, IF YOU GUYS ALL REMEMBER, THERE WAS A WORKING GROUP PREVIOUSLY IN SUPPORT OF THE COLLECTIVE SEX CRIMES RESPONSE MODEL.
UM, THERE WERE RECOMMENDATIONS OFFERED.
WE WERE, UH, INITIALLY INVITED TO APPOINT SOMEONE BY THE WOMEN'S COMMISSION.
THE WOMEN'S COMMISSION PASSED A RECOMMENDATION WHICH AUTOMATICALLY DISSOLVED THE WORKING GROUP.
UM, MOVING FORWARD, I THINK WE'VE DECIDED TO HAVE, THE WOMEN'S COMMISSION IS GOING TO HAVE THEIR OWN WORKING GROUP, AND WE ARE GOING TO HAVE OUR OWN WORKING GROUP SO THAT WE CAN SUPPORT THE ACTIVITY OF THE COLLECTIVE SEX CRIMES RESPONSE MODEL.
UM, SO WE, SO YEAH, I JUST, WE WOULD NEED A COUPLE OF VOLUNTEERS.
[00:55:02]
THE WORK WILL LIKELY CONTINUE UNTIL ALL OF THE COLLECTIVE COLLECTIVE SEX CRIMES RESPONSE MODEL WORK IS LIKE THEIR ENTIRE PROJECT SCOPE IS COMPLETED.UM, AND WE MAY TAKE PRE VOTES IN THE FUTURE IF WE NEED TO REPLACE SOMEONE.
THIS, THIS APPOINTMENT COULD POTENTIALLY TAKE A FEW YEARS.
UM, I WOULD BE HAPPY TO DO IT, BUT I ANTICIPATE NO LONGER BEING ON THE PUBLIC SAFETY COMMISSION IN JANUARY OR FEBRUARY.
UM, SO I'M NOT SURE IF THERE'S A BETTER CHOICE.
DO WE HAVE ANYBODY ELSE THAT WOULD BE INTERESTED? I THINK THAT WOULD BE KIND OF THE FIRST POINT OF ORDER IS JUST KIND OF DISCUSSING WHETHER OR NOT WE HAVE ENOUGH INTEREST IN FORMING THE GROUP.
DO WE, SHOULD WE CLARIFY THIS SCOPE OF WORK AND FREQUENCY OF MEETINGS? AND ARE, ARE WE, ARE WE LOOKING AT MEETING WITH, WITH FOLKS FROM THE WOMEN'S COMMISSION? OR WHAT ARE WE LOOKING AT? JUST, SO, UM, I THINK WE'RE TALKING ABOUT MEETING WITH THE COLLECTIVE SEX CRIMES RESPONSE MODEL GROUP, UM, WHICH IS LED BY HANNAH CINCO.
WE GENERALLY DO THAT ON A QUARTERLY BASIS.
THERE MIGHT BE SOME LITTLE BIT OF BACK AND FORTH IN BETWEEN, UM, SO THAT WE CAN PROVIDE UPDATES TO THE COMMISSION.
UM, THIS GROUP WOULD BE DECIDING WHETHER THE STUFF THAT COMES UP DURING THE QUARTERLY MEETING IS SOMETHING THAT THE WORKING GROUP CAN UPDATE THE COMMISSION ON, OR WHETHER IT WOULD BE APPROPRIATE TO INVITE MEMBERS FROM THE C-S-C-R-M TO BRIEF US AS A WHOLE.
UM, AND, UM, I THAT THERE ARE SOME SPECIFIC, UM, SCOPE ITEMS, UM, SOME SPECIFIC ITEMS WITHIN THE PROJECT SCOPE THAT WOULD REQUIRE TRANSPARENCY THROUGH THE PUBLIC SAFETY COMMISSION.
SO THERE WOULD BE SOME WORK ON THAT TO ESTABLISH HOW THOSE, HOW THAT DATA, IT'S MOSTLY, MOSTLY HAS TO DO WITH DATA AND REPORTING AND PUBLIC REPORTING.
SO THAT'S SORT OF WHAT IT WOULD INVOLVE.
I, I PROBABLY NEED TWO TO THREE PEOPLE, WOULD BE AN IDEAL NUMBER.
I THINK WE WOULD NEED TWO TO THREE PEOPLE SO THAT WE COULD HAVE A GROUP AND IT'S NOT JUST ONE PERSON.
SO LIKE, SO THAT IF COMMISSIONER BERNHARDT HAS TO FALL OFF, WE STILL HAVE A COUPLE OF OTHER PEOPLE IN THE, IN THE MIX.
I'M HAPPY TO BE THE SECOND PERSON.
CHRISTIE, DID YOU HAVE SOMETHING? COMMISSIONER ORR? I, I, I CAN FILL IN AS WELL.
SO WITH THAT, I THINK WE HAVE ABOUT THREE PEOPLE THAT ARE INTERESTED.
UM, I'M HAPPY AS NEEDED TO OKAY.
HELP AS WELL IF, IF THERE'S NO, IF THERE'S ANYBODY ELSE WHO'S INTERESTED TO HAVE A, A THIRD PERSON.
UM, UH, BUT OTHERWISE I'M HAPPY TO STEP IN IF NEED.
SO WITH THAT, CAN I GET A MOTION, UM, FROM SOMEONE TO TAKE A VOTE ON THE FORMATION OF THE WORKING GROUP IYE MOTION AND A SECOND.
SO COMMISSIONER NOMAN AND COMMISSIONER BERNHARDT.
AND THEN A VOTE FROM EVERYONE.
UM, DO WE NEED TO OFFICIALLY NOMINATE PEOPLE TO THE WORKING GROUP OR IS IT FORMED AND WE CAN NO, IT'S FORMED.
FOR CLARITY, CAN YOU JUST REPEAT WHO ALL'S THE MEMBER? I THINK I'VE GOT YOU, BUT I WANNA MAKE SURE.
UM, SO FAR WE HAVE COMMISSIONER ORR, COMMISSIONER BERNHARDT, MYSELF AND COMMISSIONER RUTAN.
UM, I THINK NEXT UP THERE'S JUST A LOT OF BUSINESS IN OUR MEETING TODAY, WE HAD A SHORTER MEETING, SO THANK YOU FOR BEARING WITH US.
[7. Update from Austin Police Department Training Academy Working Group to include the progress on the review of content so far and an outline of the work plan.]
GROUP UPDATES AND WE HAVE AN UPDATE FROM THE AUSTIN POLICE DEPARTMENT TRAINING ACADEMY WORKING GROUP, UM, WHICH WAS FORMED A COUPLE OF MONTHS AGO.WE DIDN'T GET TO GIVE OUR UPDATE LAST, UM, MONTH 'CAUSE WE WERE SHORT ON TIME.
UM, I CAN JUST KIND OF KICK US OFF.
WE'VE, WE'VE MET IN INFORMALLY FOR THE PAST, UM, COUPLE OF MONTHS TO JUST KIND OF TRY TO GET A, A HANDLE ON THE CRAWL RECOMMENDATIONS, WHAT ALL IS, WHAT ALL HAS BEEN SAID, UM, WHAT THOSE RECOMMENDATIONS HOLD AND WHAT KIND OF PROCESSES HAVE BEEN FOLLOWED TO DATE.
UM, UH, AND I THINK WHAT OUR HOPE IS IS TO HOPEFULLY IN THE COMING MONTHS HAVE GATHERED ENOUGH INFORMATION AND MET WITH ENOUGH STAKEHOLDERS TO POTENTIALLY COME UP WITH A RECOMMENDATION FOR HOW, UM, THE TRAINING ACADEMY, UM, THE REPORTING OF PROGRESS ON TRAINING ACADEMY CAN HAPPEN AND WHAT WE'D LIKE TO SEE TRACKED.
[01:00:01]
UM, COMMISSIONER SMITH AND COMMISSIONER CILO HAVE BEEN JOINING IN ON THESE SESSIONS.DO YOU GUYS HAVE ANYTHING YOU'D LIKE TO ADD OR TALK TO A BIT MORE WHAT WE'D LIKE TO SEE IN THE COMING MONTHS? OKAY.
NO, I, YEAH, I THINK YOU'VE EXPLAINED IT WELL.
UM, I THINK, UM, OUR WANT IS PRETTY CLEAR, UM, FROM THE CREATION OF THE SUBCOMMITTEE AS FAR AS FIGURING OUT WHAT RECOMMENDATIONS HAVE BEEN MADE, UM, WHERE THEIR TIMELINE IS AND, UH, WHERE THE OPPORTUNITIES OF GROWTH LIE.
COMMISSIONER SIERRA? UH, YEAH.
FROM, FROM MY VIEW ON THE WORKING GROUP, I THINK THAT, UH, WHAT I'M HOPING TO ACCOMPLISH IN THE NEXT FEW MONTHS IS TO, UM, PROVIDE A CONCISE BUT THOROUGH OVERVIEW OF WHAT HAS AND HAS NOT BEEN ACCOMPLISHED BY THE A PD ACADEMY.
UH, TRY AND IDENTIFY SOME REASONS FOR EITHER PROGRESS LIKE THEREOF, AND THEN PROVIDE SOME VERY CONCISE, UH, AND ACTIONABLE METHODS BY WHICH WE CAN, UH, CONCRETELY MEASURE WHAT IS BEING DONE, TO WHAT EFFECT ON WHAT TIMELINE.
UM, BECAUSE I THINK WE'RE GOING ON CLOSE TO HALF A DECADE AT THIS POINT WITH WHAT SEEMS TO BE, UH, MODEST PROGRESS AT BEST.
I SAW COMMISSIONER RUTAN AND COMMISSIONER BERNHARDT AS WELL IS A QUESTION.
AND, AND THIS MAY NOT BE SOMETHING WE KNOW YET, BUT FOR YOU ALL, AS WE HAVE THE LEADERSHIP CHANGE WITH THE NEW CHIEF, ANY THOUGHTS OR STEPS IN TERMS OF HOW THAT'S GONNA ENGAGE FOR THE TRAINING ACADEMY AND OPPORTUNITIES THERE? WE HAVE NOT ENGAGED, UM, THE NEW CHIEF OR THE A PD TRAINING ACADEMY TEAM YET WE'VE BEEN SORT OF WRAPPING OUR HEADS AROUND, UH, STUFF INDEPENDENTLY AT THIS POINT.
UM, THAT'S ONE OF OUR NEXT STEPS WE HOPE.
UM, I, UH, IN PARTICULAR WOULD LIKE TO FIND OUT IF THERE'S ANY IMPROVEMENT IN TRANSPARENCY.
UM, I MEAN IT SEEMS LIKE AS A THRESHOLD ISSUE, BEING ABLE TO HAVE ACCESS TO, UM, SLIDE DECKS AND HAVE CIVILIANS ATTEND SOME PORTIONS OF THE ACADEMY.
UM, IT'S SOMETHING THAT WE ASKED FOR YEARS AGO.
YOU'RE TALKING ABOUT THE CURRICULUM REVIEW.
UM, NOT JUST, I MEAN, I THINK THAT THE SPECIFIC REQUEST WAS TO ATTEND THE CONSTITUTIONAL LAW TRAINING COURSE.
UM, BUT I THINK THAT'S REALLY A MINIMUM.
I DON'T UNDERSTAND WHY A BROAD RANGE OF THE COURSEWORK WOULD BE LIMITED.
BECAUSE IT'S A PUBLIC POLICE DEPARTMENT AND WE'RE NOT TRYING TO LEARN HOW, YOU KNOW, UNDERCOVER AGENTS OPERATE OR ANY KIND OF PROTOCOL THAT NEEDS TO BE KEPT RIGHT.
ANY OTHER QUESTIONS, COMMENTS FOR US IN TERMS OF, AS WE DIVE IN, THINGS THAT YOU GUYS WOULD LIKE US TO SORT OF KEEP IN MIND A BIG PICTURE? WE'LL, WE'LL TRY TO DO REPORTS BACK EVERY MONTH UNTIL WE GET TO A RECOMMENDATION OR A SUMMARY AND RECOMMENDATION OF SOME SORT.
UM, WE WILL BE REACHING OUT TO A PD IN THE COMING MONTHS SO THAT WE CAN SIT DOWN WITH NEW LEADERSHIP THERE AND JUST KIND OF TALK THROUGH WHAT IS IN PROGRESS, UM, AND HAVE LOTS OF QUESTIONS PROBABLY.
DO YOU GUYS HAVE ANYTHING ELSE? OKAY.
[FUTURE AGENDA ITEMS]
HAVE ON THE AGENDA IS ACTUALLY JUST FUTURE AGENDA ITEMS. UM, CHRISTIE WAS NICE ENOUGH TO CIRCULATE, UM, A RUNNING AGENDA ITEM LIST AND TENTATIVE SCHEDULE FOR THE REMAINDER OF THE YEAR.UM, IT DOES TAKE A FEW MONTHS TO SORT OF GET STUFF TALLIED UP ONTO THE CALENDAR.
I WISH LIKE IT, WE DON'T, WE DON'T NECESSARILY GET AN IDEA AND GET PEOPLE LIKE HERE NEXT MONTH.
SO WITH THAT IN MIND, I WOULD LOVE TO HEAR FROM YOU GUYS IN TERMS OF WHETHER OR NOT THERE'S SOMETHING ELSE YOU WOULD LIKE US TO TAP INTO IN THE COMING MONTHS.
ANY OTHER BIG SORT OF QUESTIONS OR ITEMS, EVEN LITTLE QUESTIONS.
THE DEPARTMENTS HAVE BEEN DEALING WITH THOSE AS PART OF THEIR QUARTERLY REPORTS WHEN WE HAVE SOMETHING THAT'S NOT NECESSARILY A FULL AGENDA ITEM.
SO ANYTHING ELSE THAT YOU GUYS DIDN'T SEE ON THE LIST? UM, THE, UM, OFFICE OF VIOLENCE PREVENTION IS TENTATIVELY ON FOR NOVEMBER.
THAT WAS AN AGENDA ITEM REQUEST FROM COMMISSIONER CILO WITH
[01:05:01]
REGARDS TO SOME REPORTING THAT THEY'VE DONE, UM, OR SOME REPORTING THAT THEY'RE WORKING THROUGH.AND SO WE'RE HOPING TO HEAR FROM THEM IN NOVEMBER.
UM, THE DEATH NOTIFICATION PROCESS WAS SOMETHING THAT CAME FROM COMMISSIONER N NEN AND ME.
UM, AND WE'LL ALSO BE HEARING FROM VICTIM SERVICES ON THEIR OFFICER WELLNESS INITIATIVES.
SO ANY OTHER IDEAS PRIOR? IF YOU GUYS HAVE IDEAS ABOUT PRIORITIES AND THAT REQUESTED ITEMS BUT NOT YET SCHEDULED? I GUESS ONE OF THE THINGS THAT CAME UP, UH, AND IT'S CONVENIENTLY COOLER, UH, TODAY,
UH, AND I KNOW THAT, UM, YOU KNOW, THERE, THERE IS SOME DISCUSSION ABOUT, UH, POSSIBLY, UH, TRYING TO HAVE A FEDERAL DISASTER DECLARATION AS, AS A PART OF, OF A WAY OF GETTING MORE ASSISTANCE FEDERALLY.
UM, AND, UH, IT THAT MIGHT BE A CHALLENGE IN TRYING TO RECORD BECAUSE IT'S SUCH A LONG PERIOD OF TIME AND THERE'S NOT REALLY A LOT OF, UM, I GUESS, UH, UH, CORRELATED DATA, UH, TO BE ABLE TO, TO SUPPORT, UH, THINGS THAT ARE HEAT RELATED DEATHS.
SO I, I WAS WONDERING IF WE COULD OPEN UP A DISCUSSION.
I KNOW THAT I SEE A LOT OF POSTS FROM, UH, AUSTIN, TRAVIS COUNTY MS ABOUT, UH, HOW TO BE AWARE OF HEAT STROKES AND THINGS LIKE THAT.
UH, JUST WONDERING IF WE COULD HAVE A PRESENTATION IN HOW WE'RE TACKLING THAT AT THE LOCAL LEVEL, UM, UH, AND HOW WE'RE, WE'RE TAKING CARE OF, UH, UM, YOU KNOW, SOME OF OUR UNHOUSED NEIGHBORS AND, AND INDIVIDUALS THAT MIGHT, UM, LOSE THEIR AC OR ANYTHING LIKE THAT.
UH, WHEN IT COMES TO HEAT RELATED, UH, DEATHS AND DISASTERS.
UM, I WOULD LIKE TO ADD INTO THAT POTENTIALLY, I KNOW THE OFFICE OF RESILIENCY MM-HMM.
UM, SO IF WE CAN FIND A WAY TO WRAP IN THE OFFICE OF RESILIENCY INTO THAT LARGER SORT OF DISCUSSION, UM,
DO YOU HAVE ANYTHING ELSE, COMMISSIONER? OH, COMMISSIONER SMITH.
YEAH, THAT'S EXACTLY WHERE I WAS HEADED.
I WAS JUST THINKING INCLEMENT WEATHER RESPONSE IN GENERAL SO WE CAN GET ALL THE WEATHERS YES.
UM, MAYBE A INCLEMENT WEATHER RESPONSE ECOSYSTEM REPORT OUT SO THAT WE CAN UNDERSTAND KIND OF HOW WE'RE PREPPING NOT ONLY INTERNALLY, BUT HOW WE'RE WORKING WITH EXTERNAL PARTNERS.
UM, FOR THE SEASONS WE KNOW ARE GOING TO COME EVERY YEAR.
IT HAS BEEN QUITE SOME, I, I MEAN AT THIS POINT I FEEL LIKE IT'S PROBABLY BEEN SIX MONTHS SINCE WE LAST TALKED ABOUT INCLEMENT WEATHER STUFF AND SO, YEAH.
AND MAYBE THIS IS A, MAYBE THIS IS A RECURRING SORT OF ITEM THAT WE TOUCH ON A COUPLE OF TIMES A YEAR, ONCE A YEAR IF WE CAN FIGURE THAT OUT.
WE CAN DO IT IN A NICE WEATHER WINDOW BEFORE IT'S, UH,
THAT'S WHY I SAID IT'S CONVENIENT
UM, IS THERE ANYTHING ON THIS, UM, REQUESTED ITEMS NOT YET SCHEDULED THAT JUMPS OUT AT ANYBODY THAT YOU FEEL LIKE IS MORE PRESSING THAN THE REST? JUST KIND OF WORKING THROUGH THEM SLOWLY OR ANY NEW IDEAS? UM, I HAD A QUESTION, AND I KNOW IF THIS WOULD BE APPROPRIATE TO INCLUDE APDS QUARTERLY OR IF YOU AS A SEPARATE ITEM.
UM, THE, UH, ONE THAT IS LISTED FOR USE OF FACIAL RECOGNITITION AND THE AUTOMATED LICENSE PLATE READERS.
I KNOW WITH THOSE BEING THE MEDIA AND WITH BEING IMPLEMENTED, I DON'T KNOW WHAT THE APPROPRIATE TIMEFRAME TO SCHEDULE THAT TO COME BACK FOR.
I, I, I DON'T KNOW, UM, IF ROGERS, YOU'D HAVE A, A RECOMMENDED TIMEFRAME TO, TO CHECK BACK ON THAT.
IT'S DEFINITELY SOMETHING THAT WE CAN INCLUDE IN THE, IN THE NEXT QUARTERLY AS A, AS AN ADDITION OR AN ADDENDUM, UH, TO THAT.
AND, UH, I, I JUST, UNLESS YOU HAVE SOMETHING VERY SPECIFIC THAT YOU'RE LOOKING FOR THAT IT WOULD BE BETTER SUITED AS A STANDALONE ITEM.
DO YOU THINK IT'S, IF, IF YOU'VE GOT SOMETHING MORE SPECIFIC THAT YOU WANT FLESHED OUT? I I THINK THAT A STANDALONE ITEM MAYBE, BUT IF IT'S JUST LOOKING AT THE, THE NUMBERS, UH, ANY RECENT SUCCESS STORIES, SOMETHING LIKE THAT, I THINK THAT WE COULD JUST IN INCLUDE IT AS ANOTHER SLIDE IN THE, IN THE QUARTERLY.
I THINK WE CAN PULL TOGETHER AN AGENDA ITEM REQUEST FORM WITH QUESTIONS AND WE CAN KIND OF TAKE IT FROM THERE.
THE, THE MORE SPECIFIC YOU ARE WITH ANY, UH, OKAY.
QUESTIONS UP FRONT, THE, THE MORE DETAIL WE'RE GONNA BE ABLE TO BRING BACK TO YOU.
BUT WOULD, WOULD IT BE SOMETHING I THINK THAT MAKES TOTAL SENSE TO DO THAT, BUT MAYBE INCLUDING IT AS LIKE A, A ITEM JUST TO, AS PART OF THAT UPDATE AND THEN OH, IT IS IF YOU'RE ABLE TO HAVE A SLIDE AND THEN WE CAN
[01:10:01]
PULL TOGETHER A MORE COMPREHENSIVE ONE AS WELL.IF THAT'S NOT TOO, TOO MUCH TROUBLE.
UM, AND THE, JUST BECAUSE I MENTIONED THE AGENDA ITEM REQUEST FORM ON THE, THE INCLEMENT WEATHER RESPONSE ECOSYSTEM, IF ANY OF YOU THAT WERE INTERESTED IN THE ITEM HAVE ANY PARTICULAR QUESTIONS THAT YOU WOULD LIKE ANSWERED, ENCOURAGE YOU TO SEND THOSE OVER SO THAT WE CAN USE THOSE, UM, TO PUT TOGETHER OUR AGENDA ITEM REQUEST FORM, JUST TO MAKE SURE THAT WE'RE GETTING EVERYTHING THAT WE, UM, ALL THE INFORMATION THAT WE WANT.
WE ALSO DID HAVE LIKE A RUNNING LIST OF QUESTIONS IN OUR LAST MEETING YES.
AND I KNOW THAT THAT INDIVIDUAL ACTUALLY TRANSITIONED BECAUSE I, THERE WAS AN INVITATION FOR HIM TO COME TALK TO SOME SERVICE PROVIDERS, BUT HE, THE, THE EMAIL BACK AND FORTH, HE'S, HE'S TRANSITIONED SINCE THEN.
SO OH, WELL, REVAMPED FOR THE PERSON, A GOOD DEBRIEF FOR THE PERSON THAT NOW, OKAY.
IS THAT INTERIM OR HOLDS THAT POSITION? WELL, THAT IS NEWS.
SO THAT MAYBE WE NEED TO MEET OUR NEW HESO DIRECTOR THEN
WELL WITH THAT YOU HAD ANOTHER ITEM.
UH, WELL I DON'T KNOW WHERE THIS WOULD BE WRAPPED IN WHETHER IT'S GONNA BE WRAPPED INTO WILDFIRE, BUT I KNOW PANO AI IS, IS UP AND OPERATIONAL, UM, NOW FROM WHAT I UNDERSTAND.
AND, UM, WONDERING IF, UH, WE COULD GET A LITTLE BIT MORE OF A COMPREHENSIVE, UH, REPORT ON THAT OF HOW THAT'S WORKING OUT.
I KNOW IT'S COVERING ABOUT 400 ACRES OR A VERY LARGE AMOUNT OF SPACE.
UM, AND, YOU KNOW, EMERGING TECHNOLOGY, WE TALK ABOUT THE 9 1 1 SYSTEM, WONDERING IF WE CAN GET A BETTER IDEA OF IT'S, IF IT'S WORKING OR NOT FOR SURE.
AS IF IF THE, UH, WILDFIRE READINESS UPDATE IS INCLUDED IN OCTOBER, WE CAN WE'LL CERTAINLY ADD THAT ONTO THERE.
UM, SO I JUST WANTED TO MAKE SURE THAT ON OUR OCTOBER 7TH AGENDA, THE DISCUSSION OF THE A POA, UM, EXPRESSLY INCLUDED AN UPDATE ON THE LITIGATION YES.
UM, AND ON THE WILDFIRE READINESS UPDATE, IF IT'S POSSIBLE FOR US TO GET REGIONS OF TOWN AND, UH, SQUARE MILES OR ACRES OR HOWEVER IT'S MEASURED, UM, THAT ARE, YOU KNOW, AT HIGH RISK OF WILDFIRES AND NOT CURRENTLY PART OF THE PROGRAMS THAT ORGANIZE, YOU KNOW, UM, YOU KNOW, THE NEIGHBORS TO BE WILDFIRE READY, UM, LIKE BASICALLY THE GAPS AND THE PLACES WHERE, YOU KNOW, PEOPLE ARE GONNA BE IN THE WORST SHAPE.
I THINK THEY'VE GOT MAPS THAT'LL SHOW THAT.
SO I, SO I KIND OF LEFT MORE TIME FOR THIS BECAUSE I FEEL LIKE WE DON'T HAVE TIME FOR THIS A LOT OF TIMES AND I, I DON'T WANNA COME UP WITH THE AGENDA BY MY, I DON'T WANT, I DON'T WANT TIM AND I TO END UP COMING UP WITH THE AGENDA ALL ON OUR OWN.
HAVING A LIST OF RUNNING ITEMS HELPS.
NO, WE CAN GO FOR AS LONG AS WE NEED TO.
WELL, NOT AS LONG AS WE NEED TO, BUT I TAKE THAT BACK.
UM, WOULD FOLKS BE INTERESTED IN HEARING ANY UPDATES OR REVISITING THE COUNCIL AT FIRST APPEARANCE? I KNOW THAT'S COME UP MUTE WITH US BEFORE AND WITH SOME OF THE RECENT APPROVALS.
UM, I DON'T KNOW WHAT THE APPROPRIATE TIMELINE OR IS THAT SOMETHING YEAH, I THINK LET'S LOOK AT WHEN, UM, LET'S CHECK IN ON THE STATUS OF LIKE, I MEAN THERE WERE VOTES OF COURSE, UM, BOTH AT TRAVIS COUNTY AND AT COUNCIL AND SO YEAH, I WOULD LOVE TO REVISIT COUNCIL AT FIRST APPEARANCE.
I BELIEVE TRAVIS COUNTY IS ALSO BEING SUED ABOUT COUNCIL AT FIRST APPEARANCE.
SO YEAH, SOUNDS LIKE WE'VE GOT SOME UPDATING.
I THINK WE'VE GOT PLENTY TO WORK ON FOR THE NEXT FEW MONTHS.
UM, BEFORE WE SIGN OFF, I JUST WANTED TO KIND OF SHOUT OUT AND ASK IF YOU GUYS COULD PLEASE REACH OUT TO CHRISTIE IN THE COMING, UM, WEEK OR SO, IF YOU ANTICIPATE ANY MISSING, UM, NOT BEING ABLE TO MAKE ANY OF OUR NEXT FEW MEETINGS.
I KNOW THAT IT GETS BUSY WITH HOLIDAYS AND STUFF IN NOVEMBER AND DECEMBER IN PARTICULAR.
AND SO IF YOU WON'T BE ABLE TO JOIN US, YOU COULD JUST GIVE US A HEADS UP BECAUSE IF WE AREN'T, IF WE CAN ANTICIPATE NOT MAKING QUORUM, WE CAN POTENTIALLY RESCHEDULE A MEETING IF NEEDED OR JUST KIND OF TRYING TO STAY ON TOP OF THAT STUFF.
'CAUSE IT DOES GET, IT DOES GET TIGHT.
UM, IF WE DON'T HAVE ANYTHING ELSE FOR AGENDA ITEMS, THEN WE'RE ADJOURNED EARLY.
