[2. Presentation and discussion regarding outcomes for the Community Services Block Grant (CSBG) for August 2024 (Angel Zambrano, Manager, Neighborhood Services Unit, Austin Public Health).]
WITH ITEM, UH, AGENDA ITEM NUMBER TWO, WHICH IS A DISCUSSION ITEMS. WE DO HAVE, UM, ANGEL WHO WILL COME AND, UH, SHARE WITH US ABOUT THE RESULTS, UM, THE[00:05:01]
OUTCOMES OF THE CSBG ON, AND MR. ZAMBRANO, I'LL BE MENTIONING THIS TO ALL THOSE WHO ARE PRESENTING.UM, JUST WANNA LET YOU KNOW, UM, WE ARE LOOKING AT SOMETHING AS TRUNCATED AS POSSIBLE, BUT, UM, BE AS THOROUGH AS YOU CAN WITH THE EMPHASIS ON TIME.
UH, THIS IS, UH, ANO ANGELS ANO FROM THE NEIGHBORHOOD SERVICES UNIT HERE TO PRESENT ON THE CSPG, UH, COMMUNITY SERVICES BLOCK GRANT, UH, PROGRAMMATIC AND FINANCIAL REPORT.
I JUST START ALWAYS WITH THE, UH, PURPOSE OF THE COMMUNITY.
UH, THE COMMUNITY SERVICES BLOCK GRANT FUNDS THE DELIVERY OF SERVICES TO LOW INCOME TEXAN RESIDENTS IN ALL 254 COUNTIES, OF WHICH WE ARE ONE.
UM, WE PROVIDE BASIC NEEDS SERVICES, PREVENTIVE HEALTH, CASE MANAGEMENT, AND EMPLOYMENT SUPPORTS.
OUR MISSION IS THE NEIGHBORHOOD SERVICES UNIT IMPROVES THE LIVES AND HEALTH OF PEOPLE EXPERIENCING POVERTY BY PROVIDING PUBLIC HEALTH AND SOCIAL SERVICES, AND CONNECTING RESIDENTS OF AUSTIN AND TRAVIS COUNTY TO COMMUNITY RESOURCES.
THE BOTTOM OF PAGE ONE HAS OUR, UH, EXPENDITURES TO DATE FOR OUR 2024 YEAR CONTRACT.
WE'VE EXPENDED ABOUT 30% OF THE FUNDS THROUGH JULY.
A REMINDER THAT ALL THESE FUNDS GO TO PERSONNEL, WE HAVE OTHER FUNDING FOR THE ACTUAL SERVICES.
UH, IF YOU GO TO PAGE TWO, OUR TRANSITIONS, UH, IT'S ONE OF OUR MEASURES FROM OUR GRANTOR.
UH, WE'VE ACHIEVED 13 TRANSITIONS, INDIVIDUALS WHO TRANSITIONED OUTTA POVERTY SO FAR THIS YEAR, THAT'S 30%.
WE'RE NOT DOING AS WELL AS WE WANT TO BE DOING, OBVIOUSLY, BUT IT'S A CHALLENGING JOB.
UH, WE HAVE MORE TRANSITIONS IN THE PIPELINE.
MORE FOLKS WORKING TOWARD THAT BY THE END OF THE YEAR.
SO HOPEFULLY I'LL HAVE, UH, GOOD NEWS.
I DON'T WANT TO, I APOLOGIZE FOR INTERRUPTING COMMISSIONERS.
HE'S COMING FROM PAGE 31 WITHIN OUR PACKET, JUST SO THAT YOU ALL KNOW THAT'S WE'RE ON PAGE.
SO, ON PAGE 31, I'LL JUST FOCUS ON A COUPLE OF OUTCOMES AND SOME OF OUR SERVICES.
FMPI FOUR E HOUSEHOLD TO AVOIDED EVICTION.
OUR TARGET FOR THE YEAR WAS 800, AND WE HAVE ACTUALLY ACHIEVED 1,131 HOUSEHOLDS AVOIDING EVICTION WITH OUR RENT ASSISTANCE PROGRAM.
UH, LET'S GO DOWN TO ONE OF OUR SERVICES.
FIVE JJ OUR FOOD DISTRIBUTIONS.
THAT'S BECAUSE IT'S ONE OF OUR BIGGEST, UH, AREAS OF NEED OR FOR THE COMMUNITY.
A LOT OF FOLKS ARE, UH, FOOD INSECURE.
UH, THROUGH JULY OF THIS YEAR, WE'VE ASSISTED 63,452 FOLKS, UH, WITH, UM, FOOD DISTRIBUTIONS.
A YEAR AGO, THAT NUMBER WAS 40 2030.
SO, AGAIN, IT CONTINUES TO JUST TREND UP UPWARD.
AND WE'RE DOING EVERYTHING WE CAN IN PARTNERSHIP WITH THE CENTRAL TEXAS FOOD BANKS AND FOOD RECOVERY PROGRAMS TO HELP PEOPLE, NOT JUST WITH NON-PERISHABLE FOODS, BUT ALSO FRUITS, VEGETABLES, AND THINGS LIKE THAT.
AND EVERY ONCE IN A WHILE, I KIND OF FOCUS ON THREE A ONE OR VOLUNTEER HOURS.
IT TAKES A LOT MORE THAN JUST STAFF HELPING PROVIDE THESE SERVICES AND PREPPING FOR THE SERVICES.
SO FAR THIS YEAR, WE'VE HAD, UH, A TOTAL NUMBER OF 1,785 VOLUNTEER HOURS DONATED TO OUR AGENCY.
WE COULDN'T DO IT WITHOUT OUR VOLUNTEERS.
THAT'S WHAT I'M TRYING TO SAY.
IF YOU GO TO THE BOTTOM OF PAGE, UH, I FORGET THE NUMBER.
YOU GUYS SAID IT'S PAGE TWO HERE.
UH, JUST GIVES FOR THE NEW COMMISSIONER A LITTLE BIT OF AN OVERVIEW OF WHAT THE NEIGHBORHOOD SERVICES ARE.
SINCE WE HAVE A NEW COMMISSIONER.
WE OFFER BASIC NEEDS, INCLUDING FOOD HELP, EMERGENCY RENTAL ASSISTANCE AND COLLABORATION WITH CATHOLIC CHARITIES OF CENTRAL TEXAS WHEN WE HAD FUNDING.
UH, NOW UTILITY ASSISTANCE IN COLLABORATION WITH, UM, AUSTIN ENERGY, THE PLUS ONE PROGRAM, SELF-SUFFICIENCY CASE MANAGEMENT SERVICES, HELPING FOLKS GET BACK INTO THE WORLD OF WORK, HELPING WITH RESUME INTERVIEWING, UH, WARM HANDOFFS TRAINING, UM, JUST BASICALLY HELPING THEM BE SUCCESSFUL AT WORK.
AND WE ALSO PROVIDE HEALTH SCREENINGS FROM OUR PUBLIC HEALTH NURSING STAFF.
UH, FREE SERVICES FOR ALL FOLKS THAT COME AND ASK OR REQUEST BLOOD PRESSURE, UM, A1C CHOLESTEROL CHECKS, THINGS LIKE THAT AT ALL OF OUR SIX NEIGHBORHOOD CENTERS.
UH, NUMBER TWO, AN UPDATE ON THE CDC NOMINATION SELECTION PROCESS.
WE ARE REVIEWING THE PROCESS OF AMENDING THE BYLAWS.
I'M GONNA PRESENT ON THAT ON ITEM I THINK SIX TODAY.
[00:10:01]
APPROVAL FROM YOU ALL THAT WE CAN MOVE AHEAD WITH OUR LEGAL DEPARTMENT AND WITH, UM, COUNSEL TO GET THOSE BYLAWS AMENDED.SO WE NO LONGER HAVE TO HAVE RESPONSIBLE ORGANIZATIONS THAT CAN, UH, GO DIRECTLY TO ELECTIONS, UH, WITH THE COMMUNITY INVOLVED.
AND I'LL TALK A LITTLE MORE ABOUT THAT IN MY OTHER ITEM.
AND NUMBER THREE, IT'S THE 60 YEAR ANNIVERSARY OF COMMUNITY ACTION.
A REMINDER TO ALL OF YOU HERE LISTENING, UH, IT WAS 60 YEARS AGO THAT LYNDON B JOHNSON DECLARED THE WAR ON POVERTY.
AND, UH, THAT'S WHY WE'RE HERE.
THERE'S OVER A THOUSAND COMMUNITY ACTION AGENCIES.
WE ARE ONE OF THOSE IN EVERY SINGLE COUNTY IN THE UNITED STATES.
SO IT'S A LOT OF, A LOT OF MANPOWER, A LOT OF FOLKS DEDICATED TO HELP ERADICATE POVERTY.
OBVIOUSLY, WE'RE NOT THERE YET 'CAUSE I'M HERE REPORTING ON THESE THINGS.
BUT WE HAVE COME A LONG WAY, AND I JUST WANTED TO INCLUDE THAT IN, IN MY REPORT TODAY.
THERE'S A LONG QUOTE HERE BY DAVID BRADLEY.
I, I INVITE YOU TO READ THAT AT YOUR OWN LEISURE.
HE'S THE AUTHOR OF THE CSPG GRANT, AND BELIEVE IT OR NOT, HE'S STILL AROUND ADVOCATING FOR US IN WASHINGTON.
AND HE ACTUALLY IS THE AUTHOR OF THIS GRANT THAT'S BEEN GOING ON SINCE 1974.
UM, I HAD A CHANCE TO SEE HIM A FEW WEEKS AGO IN SEATTLE, WASHINGTON FOR A PRESENTATION.
AND HE WAS REALLY INSPIRATIONAL AND STILL DOING THE WORK ON BOTH SIDES OF THE AISLE IN WASHINGTON TO MAKE SURE THAT WE GET THE FUNDING THAT IS NECESSARY TO DO THIS WORK.
UH, NUMBER FOUR, THE CLIENT SATISFACTION SURVEYS.
IN JULY, WE SENT OUT TWO SURVEYS.
ONE FOR OUR GENERAL SERVICES AND ONE TO OUR SELF-SUFFICIENCY CASE MANAGEMENT CLIENTS.
THOSE ARE THE ONES THAT ARE BEING ASSISTED BY, UH, SOCIAL WORKERS GETTING BACK INTO THE WORLD OF WORK.
THE RESULTS WERE OVERWHELMINGLY POSITIVE.
I HAVE THOSE BACKUPS, WE CAN GO THROUGH 'EM, 'EM QUICKLY IN A FEW MINUTES, BUT HERE'S JUST A COUPLE OF DATA POINTS.
85% OF THE SELF-SUFFICIENCY CASE MANAGEMENT CLIENTS REPORTED THAT CASE MANAGEMENT HAS MADE THEM MORE SELF-SUFFICIENT.
MORE INDEPENDENT, BEING ABLE TO HOLD A JOB, BEING ABLE TO HELP MEET THE NEEDS OF THEIR FAMILIES, UH, MORE EASILY.
85% AGREED THAT THEIR CASE MANAGER HELPED 'EM FIND SERVICES.
THAT INCLUDES JOBS, HEALTHCARE SUPPORTS, ET CETERA.
AND 80% OF CLIENTS WHO RECEIVED OUR BASIC NEEDS SERVICES, THIS IS EVERYTHING BUT CASE MANAGEMENT.
UH, WERE VERY HAPPY WITH THE SERVICES THEY RECEIVED, AND 91% WOULD RECOMMEND US TO A FAMILY OR FRIEND OR NEIGHBOR IN NEED.
AGAIN, I'LL GO OVER THOSE, UH, SLIDES IN A MINUTE.
UH, THE OTHER ONES HERE, YOU CAN READ 'EM AT YOUR OWN LEISURE.
OUR FRESH FOODS FOR FAMILIES PROGRAM IS GOING STRONG.
OUR HOME DELIVERY PROGRAM WAS JUST TRANSFERRED OVER TO THE FOOD BANK, SO WE NO LONGER WILL BE REALLY REPORTING ON THAT ONE.
BUT FOR THE NEW COMMISSIONER, THAT WAS A VERY INNOVATIVE PROGRAM THAT STARTED WITH A COLLABORATION BETWEEN AMAZON, THE FOOD BANK, AND OURSELVES IN JUNE OF 22, I BELIEVE.
AND, UH, WE WERE ABLE TO DELIVER NON-PERISHABLE FOODS TO THE CLIENT'S HOMES WHO WERE ELIGIBLE AND NEEDED THESE SERVICES.
THE BIGGEST BRIGHT SPOT FOR ME AND FOR OUR STAFF IS THAT OVER THE LAST YEAR, WE HAVE BEEN ABLE TO FIGURE OUT HOW TO INCORPORATE FRESH FRUITS AND VEGETABLES INTO THOSE ORDERS.
IT'S A HUGE CHALLENGE DUE TO, UH, FOOD SAFETY ISSUES AND JUST LOGISTICS AND, UH, AMAZON AND ALL OF THOSE THINGS.
THE FOOD BANK JUST INFORMED US THAT IN ABOUT A MONTH OR TWO, THEY WILL BE ABLE TO START PROVIDING THAT 10 POUNDS OF FRESH FOODS AND VEGETABLES, ALONG WITH THE 20 POUNDS OF NON-PERISHABLE FOODS TO FAMILIES STRAIGHT TO THEIR HOME AT NO COST.
UH, ITEM NUMBER SEVEN, OUR FINANCIAL STABILITY RENTAL ASSISTANCE FUNDING.
FROM JANUARY THROUGH AUGUST, WE'VE ASSISTED, UH, 671 PEOPLE.
AND 252 HOUSEHOLDS AVOID EVICTION.
THAT'S ABOUT ALMOST $700,000 IN IN FUNDING.
UH, RIGHT NOW WE ARE, WE NO LONGER HAVE FUNDS.
WE WAITING FOR MORE THIS COMING FISCAL YEAR.
SO WE'RE DOING A LOT MORE FOOD, UH, FOOD PANTRY AND FOOD SERVICES.
UM, NUMBER EIGHT, YOU CAN READ ON YOUR OWN AUSTIN ENERGY PLUS ONE PROGRAM.
NUMBER NINE, HIGHLIGHTING THE NSU PUBLIC HEALTH NURSING SERVICES.
AGAIN, ALL THIS IS FREE BLOOD PRESSURE SCREENINGS, BLOOD SUGAR, CHOLESTEROL, HEALTH EDUCATION, PREGNANCY TESTS, GENERAL INFORMATION, UH, TRYING TO FIND PEOPLE, MEDICAL HOMES IF THEY NEED THAT, CONNECTING THEM BACK TO THEIR PRIMARY CARE PROVIDER, ET CETERA.
SO JUST KIND OF HELPING PEOPLE GET RECONNECTED WITH HEALTHCARE.
AND MORE IMPORTANTLY, IT'S NOT REALLY HERE.
IT'S JUST EMPOWERING PEOPLE TO TAKE CHARGE OF THEIR OWN HEALTH AND, UH, MAKE THOSE HEALTHIER FOOD CHOICES AS MUCH AS THEY CAN WHEN THEY HAVE LIMITED FUNDS FOR SOME OF THOSE HEALTHIER FOODS.
AND NUMBER 10 IS THE SELF-SUFFICIENCY CASE MANAGEMENT SERVICES.
AND DURING THERE WERE SEVEN TRANSITIONS OUT OF POVERTY.
WE HAVE MORE HOPEFULLY COMING IN THIS FALL AND WINTER.
ALRIGHT, IF WE CAN QUICKLY GO TO THE, UH, NEIGHBORHOOD
[00:15:01]
SERVICES CUSTOMER SATISFACTION SURVEY.AGAIN, WE'LL GO REALLY QUICKLY THROUGH HERE.
YOU CAN, AND THAT'S THE VERY FRONT PART.
AND, AND ON ANGEL, YOU'VE GIVEN US A SUMMARY OF THAT AND COMMISSIONERS YOU ALL.
IT'S, IT'S, IT'S IN BIG FONT, SO IT'S SOMETHING YOU WE CAN READ PRETTY RAPIDLY, UH, ON HILL IF YOU HIT, UH, PICK YOUR BEST FIVE SLIDES.
YOU GUYS CAN READ ON YOUR OWN.
UH, THE SLIDE, SLIDE ON PAGE, MY PAGE FOUR.
WHAT DO YOU REMEMBER GETTING AT OUR NEIGHBORHOOD CENTER? MOST PEOPLE REALLY FOCUS ON THE FOOD PANTRY.
THE, THE FOOD SERVICES THAT WE RECEIVED.
THE PEOPLE THAT ACTUALLY REPLIED TO US, UH, WHICH IS INTERESTING.
UM, I'LL GO TO, UM, THEY'RE NOT, NOT NUMBERED THE SAME WAY AS YOU ALL, BUT, UM, MAYBE JUST GO IN TOTAL.
90% OF RESPONDENTS FEEL STAFF CARED FOR THEM AND LISTENED TO THEIR NEEDS.
THAT'S VERY IMPORTANT FOR US AS WELL.
SOMETHING DOESN'T GET MEASURED.
PEOPLE FEEL COMFORTABLE AND SAFE.
NOBODY REALLY WANTS TO COME SEE US.
SOMETIMES THERE'S SHAME INVOLVED.
THERE'S EMBARRASSMENT, BUT IT'S, THAT'S A SOMETHING SOMETHING I WANNA POINT OUT.
WE, WE MAKE PEOPLE FEEL WELCOMED.
SLIDE 16 IS WHAT HE'S REFERENCING.
I KNOW THAT SOMETIMES YOU HAVE PUBLIC SPEAKERS HERE THAT TALK ABOUT HOW SOMETIMES IT'S NOT ACCESSIBLE OR WE'RE, WE'RE NOT PROVIDING THE RIGHT SERVICES.
NOT REALLY FOR THE NEIGHBORHOOD SERVICES UNIT.
HOW WE REALLY TRY TO MAKE IT AS EASY AS POSSIBLE.
UM, AND THEN THE LAST ONE I ALREADY KIND OF HIT ON WITH YOU GUYS, I WOULD RECOMMEND THE FRIEND OR RELATIVE TO GET HELP AT OUR NEIGHBORHOOD CENTER.
ALRIGHT, LET'S GO TO THE SELF-SUFFICIENCY CASE MANAGEMENT, UH, PRESENTATION.
THERE IS A TYPO ON PAGE ONE THAT I'LL JUST CLARIFY NOW.
IT SAYS 25 PEOPLE IN 15 HOUSEHOLDS.
UM, IT'S ACTUALLY 17 AND NINE.
WE WERE LOOKING AT THE FISCAL YEAR.
SO THE NUMBER IS ACTUALLY 17 AND NINE AND 48 HOUSEHOLDS ASSISTED TO REDUCE OR ELIMINATE INCOME BARRIERS WITH FINANCIAL ASSISTANCE.
UM, 44 CLIENTS, UH, WERE SENT THE SURVEY.
THAT'S A, IT'S A SMALLER GROUP OF PEOPLE THAT WE CASE MANAGE.
AND I'LL JUST KIND OF GO TO, UM, I WOULD SAY WE, WE HOVERED AROUND 85% AGREE OR STRONGLY AGREE WITH, UM, THE CASE MANAGEMENT WAS EASIER TO CONTACT.
THEY HELPED THEM FIND SERVICES, THEY CARED AND LISTENED TO THEIR NEEDS.
UH, WE DID ASK, UH, WHAT ADDITIONAL SERVICES WOULD BE HELPFUL.
I THINK THE CHAIR LAST YEAR MENTIONED THAT.
THAT'D BE GOOD TO KNOW, YOU KNOW, NOT JUST, UH, ARE YOU HAPPY WITH OUR SERVICES, BUT WHAT ELSE WOULD YOU WANT TO SEE IF WE COULD DO IT? UH, MOST SAID NONE VERY GRATEFUL.
MM-HMM,
AND SOME ADDITIONAL NEEDS FOR TRANSPORTATION.
UH, WHICH I KNOW THAT THAT IS A NEED.
AND WE ONLY HAVE A FEW BUS PASSES AND IT MAKES IT KIND OF DIFFICULT.
BUT THAT'S AS MUCH AS WE CAN DO RIGHT NOW IS THE BUS PASSES A VEHICLE.
UM, FINDING AFFORDABLE HEALTHCARE.
I MEAN, WE CAN HELP PEOPLE SOME WAYS, BUT THAT'S, IN SOME WAYS THAT'S OUT OF OUR HANDS.
NAVIGATING HEALTH INSURANCE PLANS, SOMETHING WE CAN TAKE INTO ACCOUNT THAT WE CAN SIT WITH PEOPLE AND ACTUALLY, YOU KNOW, ONCE THEY HAVE A JOB AND IF THEY HAVE BENEFITS, WE CAN ACTUALLY WALK 'EM THROUGH THAT, UH, AT OUR OFFICE.
SO WE WILL BE DOING SOME OF THAT.
AND THEN AGAIN, FOOD, IMMEDIATE WORK, MONEY, FINANCIAL BUDGET HELP, ET CETERA.
SO WE'LL TAKE THESE THINGS INTO CONSIDERATION WITH OUR SOCIAL WORKERS AND TRY TO INCORPORATE SOME MORE ASSISTANCE REGARDING THESE, UH, ADDITIONAL NEEDS.
WHAT WOULD YOU CHANGE ABOUT THE PROGRAM? PHONE CALLS BEING ACCEPTED AS APPOINTMENTS? MM-HMM.
YOU KNOW, THERE'S SOME, SOMETIMES, YOU KNOW, PEOPLE CALL AND, UM, IT MIGHT BE DIFFICULT TO GET THROUGH, ESPECIALLY WHEN WE'RE DOING RENT.
UM, BUT OTHER THAN THAT, A LOT OF PEOPLE SAID NOTHING.
IT'S GOOD TO HEAR THOSE THINGS, BUT IT'S ALSO GOOD TO KIND OF GO BACK TO THE PREVIOUS SLIDE AND KIND OF FOCUS ON SOME OF THE OTHER NEEDS THAT THEY MENTIONED.
UH, AND THEN YOU CAN READ THE ADDITIONAL COMMENTS ON YOUR OWN.
AND A COLLEAGUE OF MINE WANTED ME TO PUT THIS QUOTE IN HERE, WHICH I REALLY LOVE QUOTES.
UH, BUT THIS IS ESPECIALLY GOOD.
WE DELIGHT IN THE BEAUTY OF THE BUTTERFLY, BUT RARELY ADMIT THE CHANGES THAT HAS GONE THROUGH TO ACHIEVE THAT BEAUTY.
MAYA ANGELO, VERY APPROPRIATE TO THIS WORK THAT WE DO AND HELPING PEOPLE FLOURISH AND THRIVE.
[00:20:01]
SO THAT'S THE END OF MY REPORT.THANK YOU SO MUCH, COMMISSIONERS.
UM, LET ME KNOW BY HAND IF YOU HAVE SOMETHING TO SAY.
I, I WILL WRAP IT UP WHEN WE GET THERE.
IF ANYONE DOESN'T HAVE ANYTHING IN PARTICULAR, I'LL GO.
IF YOU HAVE A QUESTION OR A COMMENT.
WHO IS THAT? COMMISSIONER WOODS.
APPRECIATE HEARING ABOUT THE CENTERS.
UM, I'M ACTUALLY QUITE FAMILIAR WITH THE CENTERS BEING IN THE COMMUNITY, WORKING IN THE COMMUNITY, ESPECIALLY DOING WORK AS A COMMUNITY HEALTH WORKER.
SO I'M CURIOUS ABOUT THE DISTRIBUTION OF RESOURCES, UM, ACROSS THE NEIGHBORHOOD CENTERS AND WONDERING IF THERE IS A PRIORITIZATION THAT TAKES PLACE.
UH, IN SOME OF MY EXPERIENCES, I'VE SEEN CERTAIN CENTERS HAVE OFFERED RESOURCES THAT OTHER CENTERS DO NOT HAVE OR LACK OR MAY NOT HAVE ACCESS TO.
SO JUST CURIOUS WHAT THAT PROCESS IS LIKE.
NO, THAT'S A GREAT, IF YOU'RE ABLE TO SHARE
UH, WE TRIED TO OFFER THE SAME SERVICES AT ALL THE CENTERS.
THEY'RE ALL DIFFERENT SIZES AND HAVE DIFFERENT STORAGE, UH, CAPABILITIES.
BLACKLINE IS A STANDALONE, VERY SMALL CENTER.
UH, WE HAVE, UM, ON TOPLESS, WHICH IS PAIRED WITH O UH, WITH, UH, DIRECT CENTER THERE.
IT'S A LOT MORE, UM, CAPACITY FOR STORAGE AND THINGS.
SO THAT KIND OF ANSWERS THE QUESTION.
AT SOME CENTERS LIKE EAST AUSTIN IS ABLE TO HOLD A LOT MORE FOOD, A LOT MORE FOOD RECOVERY.
SO WE SEND PEOPLE THERE WHO MIGHT NEED MORE FRESH FRUITS AND VEGETABLES IF WE DON'T HAVE THAT RESOURCE IN THE SAME NUMBERS THAT, LET'S SAY ST.
BUT OVERALL, WE TRY TO, WE NOT TRY, WE OFFER THE SAME SERVICES AT ALL NEIGHBORHOOD CENTERS.
SOMETIMES THERE'S JUST NOT THE SAME AMOUNT OF STORAGE OR, UH, RESOURCES FOR WHATEVER REASON.
SOME CENTERS MIGHT HAVE 400 PEOPLE FOR A FRESH FOODS EVENT, AND WE MIGHT HAVE TO SEND PEOPLE TO OTHER CENTERS.
SO THAT'S, OTHERWISE WE SERVE EVERYONE.
I DO HAVE A FEW OTHER QUESTIONS, SO I HOPE THAT'S OKAY, CHAIR.
UM, IT'S TO CONTINUE DOWN THE LIST.
SO, UH, A QUESTION ABOUT THE HVAC CLOSE, UH, CENTER.
SO FOR INSTANCE, BLACKLAND WHEN, UH, THE PUBLIC HAS BEEN REDIRECTED.
I'M CURIOUS ABOUT HOW THE STAFF HAS BEEN IMPACTED, UM, BY THIS CHANGE.
HAVE THEY ALSO BEEN REDIRECTED TO OTHER CENTERS ON? ARE THERE REPEAT CUSTOMERS? I GUESS KNOWLEDGEABLE ABOUT THIS? THAT'S ANOTHER REALLY GREAT QUESTION.
UM, AND TO ANSWER, STAFF HAVE BEEN REDIRECTED OR REASSIGNED TO OTHER CENTERS.
SO WE, BUT WE'RE STILL HAVING SOME EVENTS IN THE PARKING LOT OF THESE CENTERS THAT ARE CLOSED.
SO IF YOU WANT MORE INFORMATION ON THAT, IT'S ON OUR WEBSITE.
UH, FOR INSTANCE, BLACKLAND IS STILL DOING HOPE, WHICH IS, UH, A FOOD DELI FOOD PROGRAM FOR THE ELDERLY AND FRESH FOOD FOR FAMILIES IN THEIR PARKING LOT.
ROSEWOOD IS ALSO DOING IT AT CALLING GUERRERO OR ON THE BACK.
SO WE STILL HAVE A PRESENCE AND WE STILL HAVE SOME FOOD DISTRIBUTIONS, BUT STAFF ARE DEFINITELY HELPING AT OTHER CENTERS AND, UH, LOCATED AT THOSE CENTERS FOR A WHILE.
AND I LOVE THAT YOU MENTIONED HOPE.
THAT IS A REALLY, REALLY GREAT PROGRAM, WHICH MAKES ME THINK OF THE DELIVERY SERVICE WITH AMAZON AND IT BEING TRANSITIONED TO THE, UM, CENTRAL FOOD BANK.
AND I'M WONDERING ABOUT THE IMPACT REPORTS AND THE DATA.
WILL YOU STILL HAVE ACCESS TO THOSE, THE IMPACT THAT IS BEING MADE FROM THE DELIVERY PROGRAMS THROUGH AMAZON? THAT, THAT'S ANOTHER GREAT QUESTION.
UH, I DID REQUEST THIS PAST YEAR'S DATA SO THAT I COULD, UH, CREATE A PRESENTATION WITH THE HELP OF SOME OF OUR MORE TECH SAVVY STAFF.
UM, SO I HOPE TO BRING THAT TO YOU GUYS AT SOME POINT.
DIDN'T, I WAS HOPING THAT WOULDN'T BE LOST IN A TRANSITION.
I THINK THAT'S GREAT FOR LOGISTICAL REASONS.
UM, THE OTHER QUESTION THAT I HAVE IS, YOU KNOW, IN TERMS OF THESE SERVICE GAPS, UM, WHEN, AND YOU PROVIDED A LIST OF IT WHEN, WITH THE SURVEYS THAT YOU GATHERED FROM THE PUBLIC.
UM, BUT I'M WONDERING ABOUT HOW THE SURVEYS WERE DISTRIBUTED, AS IT SAID, VIA EMAIL.
UM, WERE SURVEYS EVER GATHERED FROM INDIVIDUALS THAT DID NOT HAVE ACCESS TO AN EMAIL OR MAY HAVE HAD LIMITED ACCESS, UM, IF THESE WERE SURVEYS, UH, COMPLETED IN THEIR HOMES? WERE THERE OPTIONS, I GUESS IS MY QUESTION.
[00:25:01]
IT.WHEN YOU WERE GATHERING THE SURVEY DATA AND IT SAYS VIA EMAIL, WAS EMAIL ONLINE THE ONLY METHOD AVAILABLE FOR THE SURVEY COMPLETION? IT WAS THE MOST ROBUST METHOD.
'CAUSE ALL OUR CLIENTS ARE PUT INTO THE OASIS DATABASE AND THEY HAVE CONTACT INFORMATION IN THERE.
SO WE WERE ABLE TO SEND OUT, UH, TEXT MESSAGES IN ENGLISH AND SPANISH TO OVER 6,739 HOUSEHOLDS.
SO IT'S SORT OF THE MOST EFFICIENT WAY TO DO IT.
UM, AND 23% OF THE RESPONSES CAME BACK IN SPANISH.
THERE WERE A LOT OF PEOPLE WHO DID NOT COMPLETE THE SURVEY.
UM, BUT AGAIN, THIS WAS THE MOST EFFICIENT, ROBUST WAY TO JUST SEND IT OUT TO ALL THE CLIENTS THAT WE ASSISTED IN THE LAST EIGHT MONTHS.
CAN I GET A CLARIFICATION? I THINK COMMISSIONER T VON, UH, TISHA, NIK ASKED ABOUT EMAIL.
IS IT EMAIL OR TEXT? TEXT THAT WAS UTILIZED? IT WAS TEXT.
OASIS ALLOWS US TO DO A TEXT, A TEXT BLAST WITH A, WITH A LINK TO THE, UH, SURVEY AND THE TEXT.
AND THEN PEOPLE CAN, IT'S VERY, UH, MOBILE DEVICE FRIENDLY.
I JUST WANTED TO MAKE SURE THAT, UM, HER SPECIFIC WAS ADDRESSED.
THANK YOU CHAIR FOR, UM, PONDERING THAT CLARIFICATION AS WELL.
UM, AND THEN THE LAST ONE, UM, IS IF YOU CAN EXPAND MORE ON THIS ON THE HOLIDAY HELP.
UH, I KNOW ONE OF THE RESPONSES THAT YOU HAD PLACED IN THE PRESENTATION DESCRIBED THE THANKSGIVING TURKEY.
UM, BUT WONDERING THE OTHER ONE THAT SAID HOLIDAY HELP OR EVENT, UH, CAN YOU ELABORATE A LITTLE BIT MORE AS TO WHAT THAT MEANS? YEAH.
SOME OF THE CENTERS PROVIDE DIFFERENT HOLIDAY EVENTS, LIKE A COUPLE OF CENTERS PROVIDE THE, UM, THANKSGIVING BASKETS, UH, IN COLLABORATION WITH THE FOOD BANK.
SOME DO MORE, UM, CHRISTMAS SLASH DECEMBER HOLIDAY, UH, GIFT BAGS AS WELL.
JOHN DID A HOLIDAY EVENT THAT DID NOT HAVE FOOD, BUT IT HAD ALL THE, UM, I WOULD SAY ACCESSORIES TO CREATING A, A, A FEAST FOR YOUR FAMILY.
UH, THE CLEANING SUPPLIES, THE PLATES, THE CUTLERY, THOSE THINGS.
AND THAT WAS VERY WELL RECEIVED AS WELL.
SO THAT'S WHAT HOLIDAY EVENTS MEAN.
IT'S USUALLY THE THANKSGIVING AND THEN THE CHRISTMAS HOLIDAYS.
THANK YOU FOR CLARIFYING MY POINTS OF CLARIFICATION.
ARE, ARE YOU? THAT WAS, YOU'RE GOOD? I AM.
ALRIGHT, COMMISSIONERS, OTHER COMMISSIONERS.
UM, JUST FOR THE RECORD, I AM IN ATTENDANCE TODAY.
UM, I THINK YOU MISSED ME EARLIER, BUT IT'S BEEN GOOD.
I'M VERY, VERY PROUD OF MYSELF.
UM, I JUST, THANK YOU ONHAND A GREAT REPORT.
UH, I LOVE THE, UH, YOUR COLORFUL, UH, PRESENTATION.
UM, I DID HAVE A COUPLE OF QUESTIONS.
SO ON THE SERVICE, UH, DESCRIPTION UNDER IMMUNIZATION, UH, FIVE A, DID WE DO ANY OF THAT IN THE PAST YEARS? 'CAUSE I SEE THAT IT SAID A YEAR AGO, THERE'S NOTHING THEN IT SAYS, NUMBER SERVED AND THERE'S NOTHING.
AND I JUST DID, DO WE PROVIDE THAT, THOSE SERVICES AT THE NEIGHBORHOOD SERVICE? THAT'S A GOOD QUESTION TOO, BECAUSE I SAW THAT AND I WAS LIKE, WAIT, WHEN WE HAVE IMMUNIZATIONS, WE MEAN THE, THE FLU VACCINE.
SO THE A PH JUST HAS RECEIVED THE FLU, UH, VACCINE.
AND WE WILL HAVE DATA FOR YOU PROBABLY IN DECEMBER.
'CAUSE WE THEN USE OCTOBER NOVEMBER TO REALLY GET IT OUT TO OUR CLIENTS.
SO YES, WE DO, WE DO PROVIDE SOME FLU VACCINE FOR OUR CLIENTS.
WE JUST DIDN'T HAVE ANY IN THAT TIMEFRAME.
'CAUSE THE LAST TIME I REPORTED ON THE, ON THIS WOULD'VE BEEN LAST DECEMBER.
SO WHEN I SHOW YOU IN, SO YOU, THIS DECEMBER, YOU START, YOU START THAT IN OCTOBER? WE'RE STARTING THAT RIGHT NOW.
THERE'S THE CALENDAR THAT I CAN SHARE WITH ALL OF YOU.
I JUST WANTED TO MAKE SURE WE DIDN'T LOSE THAT SERVICE.
THAT'S WHY, THAT'S WHAT MY CONCERN WAS.
SO GREAT QUESTIONS FOR OUR NEW COMMISSIONER.
THEY'RE ALL OPEN, SO THEY CAN GO ANYWHERE.
THAT, THAT'S WHAT I WANTED TO KNOW IS THE, UM, SECOND STREET CENTER, THE EAST
[00:30:01]
AUSTIN CENTER, TWO 11 KAMAL? YES.IS THAT ONE OPEN? THAT'S OPEN.
IS THAT ONE GIVING FULL SERVICES AS WELL? EXACTLY, YES.
UM, ALSO THAT WAS ALSO A GOOD CONCERN AND QUESTION ABOUT THE CENTRAL TEXAS FOOD BANK.
DID YOU SAY THAT THEY WERE GONNA STOP PROVIDING SERVICES FOR HOME DELIVERY? UH, NO.
THEY'RE EXPANDING BECAUSE WE KINDA WORK, GOT ALL THE WAY TO THE FINISH LINE WITH THE, UH, FRESH FOOD AND VEGETABLES PLANNING AND VETTING.
SO WE'RE NOT LOSING THEM AT ALL.
WE'RE NOT LOSING, WE'RE ACTUALLY GETTING MORE.
AND HOW CAN PEOPLE REGISTER FOR THAT? THEY CAN CALL OUR CENTERS.
UM,
SO IT'S, UH, ELDERLY PEOPLE WITH FAMILIES, VETERANS.
UM, IT'S ALL, I THINK IT'S RIGHT HERE.
UM, TRAVIS COUNTY RESIDENTS LOW INCOME TARGET POPULATION IS HOUSEHOLD WITH CHILDREN.
ZERO TO 18 SENIORS, INDIVIDUALS WITH A DISABILITY, VETERANS, UM, ACTIVE MILITARY MEMBERS.
SO IT'S PRETTY BROAD PUBLICATIONS.
ANOTHER, UH, QUESTION ON THE NORTH AUSTIN NOMINATION FOR, UM, THE ELECTION COMING UP.
UM, I'M, I'M REALLY EXCITED ABOUT IT.
UM, WHAT'S THE TIMELINE FOR AFTER THEY GET, UM, ELECTED? THAT DEPENDS ON THE CITY CLERK AND HOW THEY PROCESS, YOU KNOW, THAT APPLICATION, ONCE SOMEBODY GETS ELECTED, I SEND THAT NAME IN AND JUST GET THE BALL ROLLING AT CITY CLERK'S OFFICE.
AND THEY HAVE TO GO THROUGH SOME TRAININGS AND DO A COUPLE OF, YOU KNOW, ORIENTATIONS.
BUT I WOULD HOPE THAT WITHIN A MONTH OR TWO THEY CAN BE ON THE BOARD.
AND ONE MORE QUESTION AND THEN I'M DONE.
UM, ON THE NSUI RENT A UTILITY ASSISTANCE REPORT FOR AUGUST, 2024.
UM, LOOKING AT THE, UM, THE DATA, SO I DIDN'T SEE 7 8, 7 0 2, UH, ON THE RENTAL ASSISTANCE OR HOW TO OUR HOUSEHOLDS WHO WERE AVOIDING EVICTION.
I SAW THAT Y'ALL DID REALLY WELL.
Y'ALL, Y'ALL SERVICED A LOT OF INDIVIDUALS, BUT I DON'T SEE MY ZIP CODE ON THERE.
IS THERE, WAS THERE NOT? I MEAN, HOW DO Y'ALL, UM, DETERMINE WHO YOU'RE SERVING AS FAR AS ZIP CODE AND DO Y'ALL DO SOME TYPE OF, YOU KNOW, UH, WE'RE GONNA SERVE, YOU KNOW, THIS AMOUNT OF RECIPIENTS FOR OH 2 2 1 4, 1 4, YOU KNOW, LIKE, HOW, HOW DOES THAT WORK THERE IN THE RENTAL ASSISTANCE? YEAH, THAT'S A GOOD QUESTION.
WE DON'T DO ANY SCREENING IN TERMS OF ZIP CODE.
ANYBODY WHO APPLIES AND GET THE SLOT WILL BE ASSISTED.
SO I AM THINKING THAT YOU, YOU DON'T SEE YOUR ZIP CODE? 'CAUSE WE TOOK THE TOP SIX ZIP CODES FOR THE YEAR.
SO YOU MIGHT HAVE BEEN SEVENTH OR EIGHTH ON THAT LIST.
I COULD, I COULD LOOK AND SEE WHERE YOU ARE IN TERMS OF YOUR NEIGHBORHOOD OR THE O2, BUT WE DEFINITELY SERVE PEOPLE IN THE O2.
IT JUST DIDN'T RISE TO THE TOP SIX.
AS A, AS A HIGH NUMBER OF, OF, UH, IT'S ON PAGE 34.
AND, AND THAT'S STILL THE SAME RIGHT? WHERE THEY CALL IN ON MONDAY, YOU ALL GIVE A CERTAIN AMOUNT OF SLOTS AVAILABLE ON A WEEKLY BASIS AND IT'S A FIRST COME FIRST SERVE.
SO WE'RE ON HOLD UNTIL WE GET FUNDING.
COMMISSIONER BERTHA DELGADO, WHO IS ALWAYS HERE.
AND I APOLOGIZE 'CAUSE YOU WERE THE ONE WHO REMINDED ME THAT WE, I NEEDED TO RECOGNIZE EVERYONE.
UH, ANY OTHER COMMISSIONERS BEFORE I WRAP UP? ALRIGHT, UH, PIGGYBACKING OFF OF, UM, WHAT, UM, COMMISSIONER TISHA, MONIQUE MENTIONED, UH, ANGEL STICK AROUND.
UM, I WANT TO ASK THE QUESTION, THIS IS SOMEWHAT RHETORICAL, BUT I UNDERSTAND THAT ALL OF THE VARIOUS CENTERS CAN'T HAVE THE SAME STORAGE OR, YOU KNOW, WHATEVER THE FACILITIES ARE IN GENERAL.
UM, MY QUESTION IS SOMEWHAT RHETORICAL, BUT YOU KNOW, ARE, IS THERE ANY EFFORT BEING DONE TO CORRECT THAT INEQUITY AND BALANCE IT? OR ARE WE RESIGNED TO JUST MORE OF THE POLICY? IT IS WHAT IT IS AND WE CAN'T, YOU KNOW, WE DON'T HAVE THE SPACE OVER HERE OR THE SPACE OVER THERE.
AND AGAIN, I, I DO SAY THAT RHETORICALLY, I'M NOT SEEKING A AN ANSWER SPECIFICALLY, BUT I DO WANNA SAY, UM, I DON'T WANT US TO BE, UH, BECOME COMPLACENT WITH THE FACT THAT INDIVIDUALS ARE HAVING TO TRAVEL TO AREAS OUTSIDE OF THEIR IMMEDIATE VICINITY AND THAT, UM, WE'RE OKAY WITH THAT, YOU KNOW? MM-HMM.
SO, UM, THE OTHER THING I DO WANNA SAY, GOOD JOB.
[00:35:01]
OVERALL, THE RESULTS WERE OUTSTANDING.I, I WAS, I, UH, CONGRATULATIONS.
UM, THE LAST THING THAT I'LL SAY, AGAIN, JUST HIGHLIGHTING THOSE THINGS THAT STAND OUT.
IT SEEMS THAT THE ONLY ISSUE, OTHER THAN OF COURSE WE UNDERSTAND WE CAN'T HELP INDIVIDUALS WITH PROVIDING THEM WITH A VEHICLE, BUT IS THERE ANY WAY THAT WE CAN GET AN, UH, INCREASE IN BUS PASSES SO THAT WE CAN INCREASE THAT CAPACITY? UH, AGAIN, LOOKING FOR IF THAT'S SOMETHING THAT WE CAN DO.
AND THEN TO WRAP UP, UM, THE ONLY THING THAT THE, UM, SURVEY, UM, FLUSHED OUT WITH TO ME WAS THAT SOMETIMES THERE MAY HAVE BEEN, UM, A, A, A CHALLENGE IN REACHING THEIR CASEWORKER.
UH, UH, DEFINITELY MANY OF THE CASEWORKERS WERE REALLY ACCESSIBLE AND THAT'S GREAT.
BUT YOU KNOW HOW THAT IS ALL IT TAKES IS FOR YOUR CASEWORKER TO NOT BE AVAILABLE AND THAT, THAT THAT'S ALL IT MATTERS.
AND SO, UM, IS THERE A, UM, SYSTEM WHERE IF A CASE MANAGER IS OUT, THAT ANOTHER CASE MANAGER IS ASSIGNED TO JUST THE BASIC EMERGENCY TYPE OF DEALS? AND YOU CAN ANSWER THAT QUESTION PLEASE.
THAT, THAT'S A LOT OF, A LOT OF GOOD QUESTIONS TONIGHT.
WE DO HAVE A PROCESS WHERE THERE'S COVERAGE.
AND EVEN IF THERE'S, EVEN IF THEY'RE NOT IN THAT DAY, RIGHT? LIKE THEY'RE JUST OUT MM-HMM.
WE ALWAYS WARM MY HAND OFF TO ANOTHER OKAY.
SOCIAL WORKER TO ANSWER THEIR QUESTIONS.
I APPRECIATE YOUR, UH, TIMING.
UM, COMMISSIONERS AND CITIZENS, WE
[3. Presentation and discussion regarding Project Connect Anti-displacement Community Initiated Solutions (CIS) investments and strategies (Susan Watkins, Division Manager, Housing Department).]
ARE MOVING ON TO NUMBER THREE OF OUR DISCUSSION ITEMS. AND WE HAVE A PRESENTATION AND DISCUSSION REGARDING THE PROJECT CONNECT, UH, ANTI DISPLACEMENT COMMUNITY INITIATED SOLUTIONS, ALSO REFERRED TO AS CIS, UM, THEIR INVESTMENT IN STRATEGIES.MS. SUSAN WATKINS, THE DIVISION MANAGER OF THE HOUSING DEPARTMENT IS HERE.
AND, UM, MS. WATKINS, UM, WE ARE, UM, ASKING THAT YOU, UM, TRUNCATE YOUR PRESENTATION AS MUCH AS YOU CAN BE THOROUGH.
UM, BUT BE MINDFUL THAT WE ARE CONCERNED ABOUT TIME.
THANK YOU SO MUCH FOR BEING HERE.
THANK YOU FOR, UM, HAVING US HERE.
WE'RE REALLY EXCITED TO GIVE THIS PRESENTATION.
I'M A HOUSING DIVISION MANAGER, UH, FOR DISPLACEMENT PREVENTION, TENANT STABILIZATION AND COMMUNITY INITIATED SOLUTIONS PROGRAMS IN THE DISPLACEMENT PREVENTION DIVISION.
UM, THIS IS KIND OF PART TWO FROM LAST MONTH.
ALEX RADKEY WAS HERE TO TALK ABOUT THE REAL ESTATE INVESTMENTS AND TONIGHT WE'RE GONNA FOCUS ON THE PROGRAMMING.
UM, THERE IS A LOT OF INFORMATION IN THIS PRESENTATION, AND SO I WOULD LIKE TO START BY SAYING I'M HAPPY TO COME BACK TO KINDA GIVE MORE.
I KNOW WE'RE SHORT ON TIME TONIGHT, SO, UM, I'M GONNA HIT THE HIGH POINTS AND THEN ANYTHING ELSE WE WANNA TALK ABOUT.
AND WE, WE ABSOLUTELY WILL COME BACK.
UM, SO WE PROVIDED A LITTLE BIT MORE BACKGROUND AND CONTEXT IN THE FIRST ABOUT, UH, NINE SLIDES THAT AROUND THE FUNDING.
UM, AND SO WE CAN KIND OF BRIEFLY LOOK AT THAT AND THEN, UH, GO INTO THE PROGRAM DESCRIPTIONS AND THE NEXT STEPS.
SO THE BACKGROUND AND RESEARCH, WE PUT THIS IN HERE BECAUSE WE WANTED TO REALLY HIGHLIGHT, UM, ALL OF THE THINGS THAT HAVE GONE INTO THE DECISION MAKING AROUND THE $300 MILLION FOR ANTI DISPLACEMENT FUNDING.
AND SO STARTING WITH THE 2016 CORRIDOR PROGRAM CONTRACT WITH THE VOTERS, TWO OF THE PROJECT CONNECT CONTRACT WITH THE VOTERS, THE CITY'S HAD A FOCUS ON EQUITY.
UM, AND THAT HAS INFLUENCED THE DECISION MAKING AROUND HOW WE'RE SPENDING THE $300 MILLION FOR ANTI-DISPLACEMENT FUNDING.
UM, WE ARE ALSO, I DON'T KNOW IF I HIT THIS BUTTON, IS IT ADVANCING? UM, WE'RE ALSO USING THE AUSTIN STRATEGIC HOUSING BLUEPRINT, UM, TO GUIDE US, UM, WHEN WE ARE MAKING DECISIONS AROUND PREVENTING HOUSEHOLDS FROM BEING PLACED DISPLACED OUT OF AUSTIN.
UM, IN THE IMPLEMENTATION DOCUMENT, THERE'S A DISPLACEMENT MITIGATION STRATEGIES COMPONENT THAT HAS 15 STRATEGIES.
UM, WE USE THAT TO INFORM HOW WE SPEND MONEY, UM, TO PROTECT HOUSEHOLDS, VULNERABLE HOUSEHOLDS IN AUSTIN.
UH, THIS SLIDE REPRESENTS, UH, THE RESEARCH AND DATA THAT WE USE.
UH, THIS IS A SNIPPET OF THE MAPS THAT WERE INITIALLY CREATED BY THE UT RESEARCHERS AND THE UPROOTED REPORT WE HAVE SINCE UPDATED THIS MAP.
UM, BUT IT REALLY SERVES AS A BASIS FOR, UM, ELIGIBILITY AND UNDERSTANDING,
[00:40:01]
UH, WHERE PEOPLE ARE BEING AFFECTED IN OUR CITY AND HELPS US, UM, INFORM, UH, WHERE OUR PRIORITIES AND SPINNING, UH, WILL BE.AND SO YOU'LL SEE KIND OF HOW WE'RE USING THIS AGAIN LATER IN THE PRESENTATION.
UM, SO THESE NEXT COUPLE OF SLIDES, UM, TALK ABOUT, UH, THE $300 MILLION KINDA GIVES MORE DETAILS.
THIS WILL BE SPENT OVER 13 YEARS.
ALEX COVERED THIS A LITTLE BIT IN HER PRESENTATION.
UM, BUT THERE, THERE'S A LOT THAT GOES INTO IT.
UH, COUNCIL, THE COMMUNITY CATALYST, UM, THE COMMUNITY CATALYST WERE INSTRUMENTAL IN CREATING THE RACIAL EQUITY ANTI DISPLACEMENT TOOL.
UM, THE PROJECT CONNECT COMMUNITY ADVISORY COMMITTEE, UH, HAS WORKED WITH US ON ALLOCATING FUNDING AROUND THE COMMUNITY INITIATED SOLUTIONS PROGRAMMING AND ALL OF THAT REALLY.
UM, WHAT WE'D LIKE TO HIGHLIGHT IS THAT THE COMMU, THE COMMUNITY INITIATED SOLUTIONS HAVE BEEN INFORMED BY THE COMMUNITY.
AND AT EVERY POINT IN THE PROCESS, WE'VE SOUGHT TO, UM, INCORPORATE THE COMMUNITY INTO DECISIONS AROUND HOW THAT FUNDING WILL BE SPENT.
UM, SO THIS IS THAT SAME 13 YEAR, UH, DIVISION OF THE FUNDING THAT YOU SAW LAST, LAST MEETING.
UM, AND SO WE ARE ENDING YEAR FOUR, THAT 23, 24, AND GOING INTO 24 25.
UM, THERE WERE COMMUNITY MEETINGS AROUND THE PRIORITIES FOR THE SPENDING IN THOSE FIRST FOUR YEARS, WHICH TOTALS THE $120 MILLION.
UM, WE'VE HAD ENGAGEMENT SESSIONS FOR THE INITIAL THREE YEARS, AND THEN THE NEXT THREE YEARS, AND WE'RE ACTUALLY COMING UP ON ANOTHER ENGAGEMENT PROCESS THAT WILL INFORM THE SPENDING FOR THE FOLLOWING THREE YEARS.
BUT THIS PIE GRAPH HERE SHOWS HOW THE, UM, THE PRIORITIES THAT THE COMMUNITY COMMUNICATED FOR, UM, TO KIND OF INFLUENCE HOW THE BUDGET WOULD BE ALLOCATED, UM, FOR THE NEXT THREE YEARS.
AND YOU'LL SEE THAT A LARGE PORTION OF PORTION OF IT IS GOING TO LAND ACQUISITION AND AFFORDABLE HOUSING DEVELOPMENT.
AND THEN THAT IMMEDIATE, UM, THE IMMEDIATE, UH, INTERVENTIONS, THAT WORD IS A LITTLE HARD TO READ FROM HERE.
I CAN SEE IT BETTER OVER THERE.
UM, THAT 14 MILLION IS, THAT REPRESENTS THE COMMUNITY INIT, COMMUNITY INITIATED SOLUTIONS.
SO WE'LL TALK A LITTLE BIT ABOUT EACH OF THOSE PROGRAMS TONIGHT.
AND BEFORE THE FISCAL YEAR, 2325, THERE WAS $20 MILLION ALLOCATED TO COMMUNITY INITIATED SOLUTIONS.
AND SO THAT'S, THOSE ARE THE PROGRAMS THAT ARE BEEN RUNNING A LITTLE OVER A YEAR NOW.
UM, AND SO THIS IS A LITTLE MORE DETAIL ABOUT THAT $120 MILLION.
AGAIN, IF WE HAVE MORE QUESTIONS ABOUT THAT, HAPPY TO COME BACK AND TALK ABOUT IT.
THIS IS A LITTLE MORE DETAIL ABOUT THE NEXT STEPS FOR THE COMMUNITY INITIATED SOLUTIONS.
WE HAD THE 20 MILLION WE ALLOCATED THAT ONE ORGANIZATION DIDN'T PARTICIPATE, SO WE HAD $1.9 MILLION.
WE WERE ABLE TO, UM, WORK WITH FOR ADDITIONAL FUNDING FOR THE EXISTING ORGANIZATIONS.
WE JUST HAD THE COMMUNITY EVALUATION WHERE WE HAD COMMUNITY EVALUATORS, UM, LOOK AT ALL OF THE APPLICATIONS FOR ADDITIONAL FUNDING FROM OUR EXISTING ORGANIZATIONS AND SCORE THEM.
UM, AND THEN THE COMMUNITY ADVISORY COMMITTEE, UM, AWARDED THE AMOUNTS TO THE ORGANIZATIONS THAT WILL BE PRESENTED ON THURSDAY AT THEIR MEETING OF THE COMMUNITY ADVISORY COMMITTEE OF PROJECT CONNECT.
AND THEN WE'RE WORKING ON THE NEXT SOLICITATION OF $5 MILLION.
UM, THAT WILL BE OPEN TO ALL COMMUNITY ORGANIZATIONS.
UM, AND SO THERE'LL BE INFORMATION ABOUT THAT FORTHCOMING.
SO NOW WE WILL GET INTO SPECIFICALLY, UH, INFORMATION ABOUT THE COMMUNITY INITIATED SOLUTIONS PROGRAM.
UM, THESE THREE AREAS WERE IDENTIFIED BY THE COMMUNITY AS THE FOCUS AND PRIORITY AREAS.
AND SO IN 2022, WHEN THE FIRST SOLICITATION FOR $20 MILLION, UH, WENT OUT, UH, WE ASKED COMMUNITY ORGANIZATIONS TO COME UP WITH A PROGRAM AND, UM, PROPOSE A PROGRAM THAT FIT IN ONE OF THESE THREE CATEGORIES, TENANT STABILIZATION, HOME OWNERSHIP, PRESERVATION, AND EXPANSION, AND ECONOMIC MOBILITY.
UH, 37 ORGANIZATIONS APPLIED FOR A TOTAL OF $65 MILLION.
THERE WAS ONLY $20 MILLION TO ALLOCATE.
AND SO, UM, 14 ORGANIZATIONS ENDED UP RECEIVING THAT MONEY.
AND WE WILL, UH, LOOK AT EACH OF THESE CATEGORIES AND THE ORGANIZATIONS DOING THAT WORK RIGHT NOW.
SO, UH, TO START WITH OUR TENANT STABILIZATION, WE HAVE A TOTAL OF SEVEN ORGANIZATIONS THAT ARE, I DON'T KNOW IF I SKIPPED ONE, LET SEE, NO.
UM, THAT ARE DOING TENANT STABILIZATION WORK.
EL BU ANO, UH, WAS A ONE YEAR PROGRAM.
THEY SERVED 196 HOUSEHOLDS WITH DIRECT RENTAL ASSISTANCE THAT WERE IN THE PROJECT CONNECT ELIGIBILITY AREA.
UM, AND THEY ALSO DID A CRADLE TO CONTRIBUTOR, UM, PROGRAM THAT WORKED
[00:45:01]
ON ECONOMIC MOBILITY.UM, WORKERS' DEFENSE IS WORKING ON, UM, ASSISTING ORGANIZING OF TENANTS, UH, THROUGHOUT THE PROJECT CONNECT, UM, AREA.
AND THE AUSTIN TENANTS COUNCIL IS ALSO, UM, WORKING ON TENANT EDUCATION, UM, FOR TENANTS THAT ARE LIVING, UH, NEAR THOSE AREAS.
UH, WE HAVE AN ANOTHER FOUR PROGRAMS. UM, MEALS ON WHEELS IS SPECIFICALLY SERVING THOSE OVER 60, UM, COMMUNITIES AND SCHOOLS IN AUSTIN.
VOICES ARE SERVING, UH, DIFFERENT SCHOOLS.
UM, AND THEY ALREADY HAVE ESTABLISHED RELATIONSHIPS, UH, WITH FAMILIES, BUT THEY'VE COMMUNICATED TO US ONE OF THE GREAT THINGS ABOUT THIS PROGRAM HAS BEEN THEY'VE REALLY BEEN ABLE TO, UM, LEVERAGE THE RELATIONSHIPS THEY HAVE AND REALLY SERVE FAMILIES WITH, UM, RENTAL AND UTILITY ASSISTANCE.
AND THEN WE HAVE MAMA ASANA, VIBRANT WOMAN, UM, WHO'S WORKING WITH, UH, RESIDENTS OF THIS AREA THAT ARE PARTICIPATING IN THE AUSTIN'S MATERNAL HEALTH EQUITY COLLABORATIVE.
UM, AND THEY ARE PROVIDING DIRECT ASSISTANCE AS WELL TO THOSE FAMILIES.
UH, THE NEXT GROUP OF PROGRAMS, UH, SERVING OUR PRIORITY PROGRAM OF HOMEOWNER PRESERVATION, UM, AND STABILIZATION ARE THE AUSTIN COOPERATIVE BUSINESS FOUNDATION.
THIS IS A GROUP ON NORTH LAMAR, IT'S A MOBILE HOME PARK.
THE TENANTS, THERE'RE ORGANIZED TO PURCHASE THAT LAND, AND THIS PROGRAM IS ASSISTING THEM WITH BUILDING THAT COOPERATIVE, UM, AND, UH, ORGANIZING.
AND SO THAT'S A REALLY NEAT PROGRAM THAT'S, UM, RIGHT NEXT TO THAT NORTH LAMAR TRANSIT CENTER.
UH, THE DE DELL VALLEY COMMUNITY COALITION HOMEOWNER RESILIENCE PROGRAM.
THIS, UM, IS A PROGRAM THAT ASSISTS WITH, UM, MORTGAGE ASSISTANCE AND HELPING HOMEOWNERS WITH REPAIRS AND OTHER THINGS IN THIS AREA TO HELP HOMEOWNERS STABILIZE.
THEY'RE DOING A LOT OF EDUCATION.
THIS HAS BEEN A REALLY SUCCESSFUL PROGRAM.
AND THEN WE HAVE OUR BUSINESS AND COMMUNITY LENDERS THAT ARE DOING THE COMMUNITY LAND TRUST ACCELERATOR.
THERE ARE SIX COMMUNITY ORGANIZATIONS THAT ARE WORKING WITH BCL, INCLUDING, UM, GNDC, UH, AND THEY ARE, UM, MAKING A LOT OF GOOD PROGRESS WITH THIS.
AND THEN OUR LAST THREE PROGRAMS ARE ECONOMIC MOBILITY OR THE PROGRAMS THAT FALL UNDER THIS ECONOMIC MOBILITY CATEGORY.
WE HAVE GOODWILL OF CENTRAL TEXAS.
UM, THIS IS A WORK PROGRAM THAT'S ALSO PROVIDING, UM, THE NEEDED SUPPORTS FOR PEOPLE PARTICIPATING IN THE PROGRAM.
SO EDUCATION, CHILDCARE, UM, RENTAL STIPENDS FOR PEOPLE THAT ARE IN THIS WORKFORCE PROGRAM.
UM, THE LIFE, A NEW RESTORATIVE JUSTICE PROGRAM IS AN ESTATE PLANNING PROGRAM, AND THIS IS ONE THAT HAS BEEN REALLY GREAT TO, TO LEARN ABOUT.
UM, THEY'RE WORKING IN THE COMMUNITY, UM, ON SOME OF THE VERY IMPORTANT ISSUES AROUND PEOPLE NOT LOSING, UH, THEIR PROPERTY AND FAMILIES, UM, WORKING TOGETHER.
THEY ACTUALLY HAVE A MEDIATION COMPONENT OF THIS, WHICH IS REALLY CRITICAL, UH, TO THE ESTATE PLANNING FOR FAMILIES.
AND THEN OUR LAST PROGRAM IS BY INTERFAITH ACTION OF CENTRAL TEXAS.
THIS IS A FINANCIAL LITERACY PROGRAM WITH CHILDREN GRADES SIX THROUGH 12.
THEY JUST FINISHED THEIR FIRST ROUND AND HAD A REALLY NICE CEREMONY WITH THE FAMILIES, UM, MAYBE TWO WEEKS AGO.
UH, AND INVITED, UH, CITY STAFF THERE.
AND SO THAT WAS REALLY, REALLY GREAT TO SEE.
IT'S BEEN A PLEASURE TO WORK WITH ALL OF THESE ORGANIZATIONS.
ONE OF THE THINGS, UM, THAT WE'RE DOING AS A STAFF IS, UM, TRYING TO CREATE A LEARNING COHORT, UM, AS WE WORK WITH THESE GROUPS AND WE'VE BROUGHT THEM TOGETHER SEVERAL TIMES TO KIND OF TALK THROUGH CHALLENGES, UM, ASK HOW THE PROGRAM IS GOING, SHARE HIGHLIGHTS WITH EACH OTHER, AND THAT HAS BEEN REALLY GREAT.
ANOTHER THING THAT'S BEEN OFFERED THROUGH THIS IS CAPACITY BUILDING THROUGH, UM, PROFESSIONAL CONSULTANTS THAT HAVE WORKED, UM, ON AREAS THAT THE ORGANIZATIONS HAVE IDENTIFIED AS AS NEEDED FOR THEIR, FOR THEM.
UM, SOME HAVE INCLUDED ORGANIZATIONAL DEVELOPMENT.
UM, SOME OF IT'S BEEN AROUND FUNDRAISING.
IT'S KIND OF VARIED BY ORGANIZATION BECAUSE ALL OF THESE ORGANIZATIONS ARE DIFFERENT SIZES, UM, DIFFERENT LEVELS OF, YOU KNOW, SOME ARE JUST STARTING AND SOME ARE REALLY WELL ESTABLISHED.
SO, UM, WANTED TO SHOW YOU REALLY QUICKLY WHAT WE'RE USING FOR OUR ELIGIBILITY MAP.
IN THE BLUE IS THE AREA WHERE, UM, WE'VE CREATED A TOOL FOR OUR ORGANIZATION SO THAT THEY CAN JUST TYPE IN THE ADDRESS AND KNOW IF SOMEBODY IS LIVING IN THE COMMUNITY INITIATED SOLUTIONS ELIGIBILITY AREA SINCE THE GEOGRAPHY, UM, IS AN ELIGIBILITY CRITERIA.
AND SO, UM, WE WORK WITH THE ORGANIZATIONS ON THIS.
THIS HAS ALSO RECENTLY BEEN UPDATED.
UM, AND THEN THIS IS, UM, JUST A SCREENSHOT.
[00:50:01]
OF OUR DASHBOARD.I KNOW AT THE LAST MEETING THERE WAS A QUESTION AROUND HOW THIS GETS UPDATED.
AND YOU'LL SEE THAT THERE'S THE 13 ORGANIZATIONS LISTED HERE.
EACH OF THEM, UM, TURNS IN THEIR INVOICE, IN THEIR PERFORMANCE REPORT IN ANY SUPPORTING DOCUMENTATION TO US THROUGH FORMS STACK EACH MONTH.
AND THEY ANSWER THESE QUESTIONS THAT YOU SEE HERE.
UM, AND THESE, UH, CATEGORIES REPRESENT THE FIVE CHARACTERISTICS OF HOUSEHOLDS THAT ARE VULNERABLE TO DISPLACEMENT, WHICH INCLUDE BEING A LOW INCOME HOUSEHOLD, A HOUSEHOLD OF COLOR, UM, NOT HAVING A BACHELOR'S DEGREE, BEING A RENTER HOUSEHOLD, OR HAVING CHILDREN LIVING IN POVERTY.
AND SO WHEN THEY TURN IN THEIR INVOICE, THEY, THEY FILL THESE QUESTIONS OUT AND THEN THAT ACTUALLY AUTOMATES TO THIS DASHBOARD, WHICH UPDATES EVERY WEEK.
UM, AND IT, AND CAN BE UPDATED MORE FREQUENTLY, BUT IT'S AUTOMATED TO UPDATE EVERY WEEK.
UM, SO THE NEXT STEPS, WE TALKED A LITTLE BIT ABOUT THIS, UH, THE 10.9 MILLION, UH, WAS JUST, THAT PROCESS JUST HAPPENED.
AND SO WE'LL BE ANNOUNCING THE RESULTS OF THAT SOON.
UM, IT WAS, YOU KNOW, WE WERE IN A ROOM WITH COMMUNITY EVALUATORS, PAID COMMUNITY EVALUATORS WHO WENT THROUGH THESE APPLICATIONS AND THEY SHARED WITH US THE, THE THINGS THAT THEY FOUND VALUABLE THAT THE ORGANIZATIONS WERE DOING, UM, AND, AND STRENGTHS AND WEAKNESSES OF THE APPLICATIONS.
UM, AND SO THAT WAS A REALLY GREAT EXPERIENCE, UH, FOR US TO HAVE AS STAFF IN WORKING WITH THE COMMUNITY IN THAT WAY.
AND THEN, UH, THIS $5 MILLION, WE'LL HAVE MORE INFORMATION ABOUT SOON.
UM, AND SO WE'RE GONNA CONTINUE TO COLLABORATE WITH, UM, THIS TRI PARTY OF CITY OF AUSTIN, A TP AND CAP METRO.
UM, WE CONTINUE TO COORDINATE WITH THE COMMUNITY AND ASSESS, UH, THE NEIGHBORHOOD PRIORITIES THROUGH THESE ENGAGEMENT, UM, SESSIONS THAT WE DO.
UM, AND THERE WILL BE AN EVALUATION OF THESE PROGRAMS TO DETERMINE THEIR EFFECTIVENESS IN THE CONTINUED FUNDING NEEDS.
AND I TRIED TO GO THROUGH THAT AS QUICKLY AS POSSIBLE.
AND SO IF WE NEED TO GO BACK ANYWHERE, PLEASE LET ME KNOW.
NO, NO, THAT'S, THAT WAS FINE BECAUSE OUR COMMISSIONERS WILL ASK QUESTIONS THAT WE'LL DIVE INTO A LITTLE BIT MORE.
COMMISSIONERS WHO WOULD LIKE TO, UM, OH, OKAY.
COMMISSIONER ORTIZ, I SEE YOU.
THANK YOU SO MUCH FOR SHARING, UM, ALL OF THIS INFORMATION.
I WAS ABLE TO LOOK IT OVER, UM, EARLIER TODAY.
UM, MY QUESTION ACTUALLY IS AROUND ENGAGEMENT.
I'M FORTUNATE ENOUGH TO WORK FOR CAMP METRO THAT I KNOW WHEN A LOT OF THE ENGAGEMENT OPPORTUNITIES ARE GONNA HAPPEN, AND OF COURSE, I TRADE SHARE WITH MY NETWORK, BUT AS YOU CAN TELL, OUR, OUR, UH, BOARD HERE, COMMISSION HERE IS SMALL AND WE HAVE A, A SMALL CIRCLE AS, AS BIG AS THE CITY IS.
WHAT ARE THE PLANS FOR THE NEXT ROUND OF ENGAGEMENT? HOW ARE Y'ALL REACHING OUT TO FOLKS, UM, THAT AREN'T ON THOSE REGULAR MM-HMM.
WELL, I, I DON'T WANNA PULL ENOUGH R TD IN BECAUSE, UM, MY GROUP IS REALLY, WE'RE OVER THE, THE PROGRAMMING AND WE COORDINATE WITH THE VENDORS.
AND THEN I HAVE A COUNTERPART, MARLA RADO, WHO WORKS ON THE ENGAGEMENT PORTION.
AND SO THOSE PLANS ARE UPCOMING.
UM, I KNOW THAT SHE'LL BE JOINING US I THINK NEXT MONTH AND MAYBE WE'LL BE ABLE TO SPEAK ON THAT A LITTLE BIT MORE.
UH, THANK YOU COMMISSIONER FOR YOUR QUESTION.
NEFERTITI JACKMAN, UH, COMMUNITY DISPLACEMENT PROVISION OFFICER.
UM, WE HAVE, UM, ONE OF THE THINGS WE'RE DOING, AND THIS IS ONE REASON WHY WE CONTRACTED WITH COMMUNITY BASED ORGANIZATIONS BECAUSE OF THEIR REACH, BECAUSE OF THEIR TRUST IN THE COMMUNITY, UM, BECAUSE OF THEIR ESTABLISHED PROGRAMS. UM, THEY'RE WORKING WITH CLIENTS THAT THEY HAVE AND THEY ARE DOING SOME OUTREACH.
UM, IN ADDITION TO THAT, WE ARE ALSO IN THE MIDST OF A MARKETING CONTRACT TO HELP SPREAD THE WORD ON THE VARIOUS PROGRAMS THAT WE HAVE.
IN ADDITION TO PROJECT CONNECT, WE HAVE A NUMBER OF CITYWIDE PROGRAMS THAT WE REALLY NEED, UM, TO DO A BETTER JOB OF GETTING THE WORD OUT.
WHAT I WILL SHARE THE CHALLENGE WITH ANY MARKETING CAMPAIGN IS THE FACT THAT OUR RESOURCES ARE LIMITED, RIGHT? SO, UM, WE'VE HAD UPDATES FROM, UM, DR.
MARIA WITH I BELONG IN AUSTIN, AND, UM, WE DON'T HAVE ADDITIONAL FUNDING.
AND SO, UH, WE ARE GOING TO CONTINUE TO HAVE MORE ROBUST ENGAGEMENT TO HIGHLIGHT THE RESOURCES THAT ARE AVAILABLE.
WE ALSO HAD OUR DISPLACEMENT PREVENTION NAVIGATOR PROGRAM.
AND SO WE TRY A SERIES OF WAYS TO GET THE WORD OUT INTO THE COMMUNITY
[00:55:01]
SO IT'S NOT JUST ONE METHOD, UH, BUT WE USE A VARIETY OF METHODS AND REALLY HOPE TO EXPAND, UM, IN THE FUTURE.ANYTHING ELSE, COMMISSIONER ORTIZ? YOU'RE GOOD? OKAY.
ANY OTHER COMMISSIONERS ON THE, UM, REMOTELY? ALL RIGHT.
SO I, THIS A QUESTION MIGHT BLEND FOR BOTH OF YOU ALL, BUT SUSAN, UM, WHEN WE WERE LOOKING AT HOW THESE, THE TENANT STABILIZATION FUNDS ARE BEING DISTRIBUTED, YOU MENTIONED, UM, THAT THE ORGANIZATIONS THEN INVOICE YOU.
SO ARE THE, IS IT WHERE THEY RECEIVE THE FUNDS IN ADVANCE OR THEY WAITING UNTIL AFTER THE INVOICE IS PROCESSED? UM, THAT HAS REALLY DE DEPENDED ON THE ORGANIZATION.
SO FOR EL BUEN SAMANO, UM, THERE HAS BEEN, THEY HAVE BEEN ABLE TO DEMONSTRATE TO US THAT THEY'RE SERVING A CERTAIN AMOUNT OF CLIENTS AND WE CAN ADVANCE SOME OF THE DIRECT ASSISTANCE FUNDS TO THEM.
UM, AN ORGANIZATION LIKE MILLS ON WHEELS HASN'T ASKED FOR THAT.
UM, THEY, THEY ARE, ARE BEING REIMBURSED FOR THE DIRECT ASSISTANCE THAT THEY ARE NEEDING.
UM, AND SO WE'RE WORKING WITH THE ORGANIZATIONS KIND OF AS, AS NEEDED ON, ON THAT PARTICULAR QUESTION.
IT MAKES ME THINK OF THE TIMELINE WHEN WE'RE LOOKING, ESPECIALLY AT TENANT STABILIZATION.
UM, WHETHER IT'S STABILIZATION, EXCUSE ME, OR EVEN THE EXPANSION.
SO IF INDIVIDUALS ARE NEEDING TO BE DISPLACED BECAUSE OF WHERE THEY CURRENTLY RESIDE, UM, THE QUESTION FOR ME IS IF THE TIMELINE MATCHES WITH THE NEW HOUSING AVAILABILITY WITH WHEN THEY NEED TO BE DISPLACED OR MOVED INTO, UM, I, I WOULD HOPE THERE IS OVERLAP, UM, BEFORE A LOT OF THE, THE MAJOR DEVELOPMENT HAPPENS WITH PROJECT CONNECT.
SO I'M JUST WONDERING IF, IF THERE'S ANY INSIGHT THAT YOU CAN PROVIDE TO THAT IN TERMS OF YOU ALL LOOKING FORWARD AT THE TIMELINE TO FURTHER MITIGATE ANY DISPLACEMENT, UM, AS WELL AS AT RISK FOR BEING UNHOUSED INDIVIDUALS BECAUSE THE CONSTRUCTION WAS INCOMPLETE BY THE TIME THE INDIVIDUALS NEEDED TO BE MOVED.
UM, FOR THE, THESE PARTICULAR PROGRAMS AS THEY RELATE TO PROJECT CONNECT, UM, THAT IS ONE REASON THAT THE WORKERS DEFENSE AND THE, UM, TEXAS RIO GRANDE LEGAL AID COMPONENT OF THE TENANT ORGANIZING, THEY ARE IDENTIFYING, UM, MULTI-FAMILY PROPERTIES THAT ARE, ARE AT RISK, UM, FROM, FROM THIS PROJECT.
AND THEY'RE WORKING WITH TENANTS RIGHT NOW, UM, ON SOME OF THAT ORGANIZING.
UH, THE CONSTRUCTION FOR THE LIGHT RAIL HAS NOT YET STARTED.
AND SO, UH, MULTIFAMILY PROPERTIES THERE HAVE NOT, UM, YET BEEN IMPACTED BY THIS PROJECT.
OF COURSE, THERE'S OTHER REDEVELOPMENT THAT OCCURS THAT'S NON-PROJECT, PROJECT CONNECT RELATED, AND WE HAVE A SEPARATE PROGRAM, ACTUALLY A TENANT RELOCATION PROGRAM THAT ADDRESSES THAT.
WE WOULD LOVE TO COME BACK TO TALK MORE ABOUT THAT PROGRAM, UM, TOO.
UM, AND THEN THE LAST QUESTION I HAVE IS IN REGARDS, WELL, TWO LAST QUESTIONS, SO SORRY.
UH, WHEN, WHEN YOU ALL ARE DESCRIBING PRESERVATION, DOES THIS MEAN THE CURRENT TENANTS REMAINING IN THEIR HOMES, UM, THROUGHOUT THE ENTIRE PROJECT AND THAT PARTICULAR HOUSING NOT BEING AFFECTED BY PROJECT CONNECT WHEN WE TALK ABOUT PRESERVATION, OR ARE WE TALKING ABOUT SOMETHING ELSE? UM, I, I'M, I WILL START TO ANSWER THIS AND THEN LET ME KNOW IF I AM ON, UH, UNDERSTANDING THE QUESTION.
FOR THE HOMEOWNER PROGRAMS THAT WE HAVE, THE THREE HOMEOWNER, UM, PRESERVATION AND STABILIZATION PROGRAMS, THEY, THEY ARE WORKING WITH, WELL, I GUESS THE CLT MAY BE NEW RESIDENTS IN SOME AREAS, BUT FOR DELL VALLEY AND FOR THE AUSTIN CO-OP, UM, WHICH IS THE MOBILE, THE NORTH LAMAR MOBILE HOME PARK, THOSE ARE FOUR FAMILIES TO STAY IN THEIR CURRENT HOUSING, HOMEOWNERS TO STAY IN THEIR CURRENT HOUSING.
THAT'S THE, THE GOAL OF THOSE PROGRAMS. GREAT.
AND YES, YOU DID ANSWER
AND THEN THIS LAST QUESTION, UH, WHEN I AM LOOKING AT THE DIFFERENT ORGANIZATIONS THAT, UH, SERVICE THE COMMUNITY AND THE PUBLIC, UM, ANOTHER CONCERN OF OVERLAP.
UM, SO I'M WONDERING IF THERE'S SHARED KNOWLEDGE WHEN YOU DESCRIBE THE PORTAL, UM, THAT PROVIDES DATA,
[01:00:01]
BUT I'M WONDERING IF, FOR INSTANCE, ONE CLIENT THAT FALLS INTO THE SAME CATEGORY OR SAME AREA THATUM, SO I'M WONDERING IF THERE'S SHARED KNOWLEDGE IN RECOGNIZING, UH, THE DIFFERENT TYPES OF CLIENTS OR INDIVIDUALS.
UM, YOU MAY MOST LIKELY FOR PRIVACY, YOU DON'T NEED TO ELABORATE, BUT WONDERING IF THERE'S ANY KIND OF SHARED KNOWLEDGE OF WHO IS BEING SERVED TO ENSURE AND MITIGATE THAT THERE ISN'T DUPLICATION, SO THAT THE RESOURCES CAN BE, OF COURSE, REACH AS MANY PEOPLE AS POSSIBLE.
UM, THANK YOU FOR THAT QUESTION.
UM, THIS IS SOMETHING THAT WE WORKED ON, ON THE FRONT END AND WE'RE REALLY, IT WAS A PROUD OF AND WE'RE, IT WAS A PUZZLE TO TRY TO, TO TRY TO FIGURE THIS OUT.
AND SO WE TOOK A COUPLE OF STEPS.
UH, THE FIRST STEP THAT WE TOOK IS WE HAVE A SHARED DATA AGREEMENT BETWEEN OUR TENANT STABILIZATION ORGANIZATION, SO PEOPLE WHO ARE PROVIDING THOSE DIRECT RENTAL ASSISTANCE DIRECT SERVICES, THEY DO HAVE A SHARED DATA AGREEMENT.
AND SO THEY ENTER IN, UM, WE HAVE AN INQUIRY FORM.
WE DIDN'T EVEN TALK ABOUT THE INQUIRY FORM, BUT WE HAVE AN INQUIRY FORM THAT RESIDENTS CAN FILL OUT TO LET US KNOW THAT THEY NEED SERVICES.
AND SO A RESIDENT CAN CAN FILL THAT OUT.
BUT WE HAVE THE ORGANIZATIONS FILL THAT OUT FOR PEOPLE THAT THEY'RE SERVING.
AND THEN ON THE BACK END THAT GOES INTO A SHAREPOINT LIST THAT ALL OF THOSE ORGANIZATIONS CAN THEN GO AND CHECK AND SEE.
AND SO WE HAVE A COUPLE OF CHECKS IN PLACE THAT'S KIND OF LIKE A FIRST CHECK BECAUSE OF COURSE SOMEONE MIGHT THINK THEY NEED SERVICES FROM ONE ORGANIZATION AND IT TURNS OUT THEY, THEY NEED SERVICES FROM A DIFFERENT ORGANIZATION.
FOR US, THE, THE ONE THAT'S BEEN REALLY, UM, GOOD TO SEE IS FOR THOSE OVER 60, WE'VE BEEN ABLE TO KIND OF DIRECT MEALS ON WHEELS AND FOR THOSE CLIENTS, THEY'VE BEEN ABLE TO THEN ACCESS THE OTHER SERVICES FROM MEALS ON WHEELS, UM, FOR COMMUNITIES AND SCHOOLS IN AUSTIN.
VOICES WHO ARE IN THE SCHOOLS.
THEY ACTUALLY HAVE A LOWER ASSISTANCE LEVEL, AND SOME OTHER FAMILIES NEED MORE ASSISTANCE.
AND SO THEY'VE ACTUALLY WORKED WITH ELWEN TO HELP THE FAMILY WITH THE ASSISTANCE THAT THEY NEED.
AND THEN ELWEN HAS PROVIDED ADDITIONAL ASSISTANCE FOR THAT FAMILY.
UM, AND SO WE HAVE THE CHECK ON THE FRONT END, AND THEN ON OUR REPORTING END, WE HAVE A MASTER LIST OF THE CLIENTS THAT WE CHECK FOR DUPLICATION.
SO WE HAVE CHECKS IN PLACE, UM, A COUPLE OF WAYS, UM, BECAUSE THAT WAS DEFINITELY A CONCERN THAT WE HAD AT THE BEGINNING OF THIS WHEN WE HAD SO MANY ORGANIZATIONS PROVIDING SERVICES IN THIS AREA.
NIK, UH, COMMISSIONER ACHILLES.
AND I, I WANTED TO GO NEXT 'CAUSE I FEEL LIKE THIS PROBABLY TAGS PRETTY WELL ON WHAT COMMISSIONER NIK WAS ASKING ABOUT, AND SOME OF WHAT YOU JUST SAID HELPED INFORM MY, MY QUESTION.
UM, I LOVE THAT YOU HAVE DATA SHARING AGREEMENTS, AND Y'ALL ARE THINKING ABOUT THIS BECAUSE I'LL SAY, I, I FEEL LIKE IN MY MIND, RIGHT WHEN ALL OF THIS STARTED, THERE WAS AN ACTUAL DISCREET POPULATION, RIGHT? IT'S ALL OF THE FOLKS WHO MIGHT BE DISPLACED RIGHT? ON THAT CORRIDOR.
AND WE ACTUALLY LIKE, KNOW WHO THEY ARE AND WHAT THE PROPERTIES ARE IN WAYS THAT A LOT OF TIMES WHEN WE'RE TRYING TO SOLVE FOR PROBLEMS, WE, WE DON'T.
SO IT'S A POPULATION, AND I'M GONNA SAY, I UNDERSTAND WHAT I'M ASKING IS PROBABLY VERY HARD, AND THE ANSWER IS PROBABLY NO, BUT I'M GONNA ASK IT ANYWAY.
UM, DID WE BACK BACKWARD MAP WHAT IT WOULD ACTUALLY TAKE IN TERMS OF RESOURCES, SUPPORTS AND MONEY TO ACTUALLY DO THE GOAL OF MAKING SURE THAT EVERY PERSON WHO COULD BE AFFECTED WAS SERVED? BECAUSE IT FEELS LIKE THAT'S WHAT WE'RE TRYING TO GET AT.
AND I WONDER IF AT THE BEGINNING WE KNEW, OR EVEN NOW WE KNOW WHAT THAT WOULD ACTUALLY TAKE, SO THAT WHEN WE SAY THAT'S WHAT WE'RE TRYING TO, AND BY WE, I DON'T MEAN Y'ALL, SO THANK YOU GUYS FOR THE WORK THAT YOU'RE DOING.
I MEAN, WE AS A CITY, RIGHT? LIKE THE RESIDENTS OF AUSTIN, UM, IF WE KNEW WHAT IT, LIKE, WHAT IS OUR, WHAT IS OUR INTENDED GOAL? IS IT THAT, NO, I'M JUST GONNA SAY LIKE, IS THE VISION, RIGHT? THAT NO LOW INCOME PERSON WHO'S GONNA BE JUST LIKE DISPLACED BY PROJECT CONNECT ACTUALLY ENDS UP BEING HARMED BY THIS INITIATIVE THAT'S GOOD FOR OUR COMMUNITY, THE REST OF OUR, LIKE, MAKING SURE IT'S GOOD FOR ALL OF OUR COMMUNITY, RIGHT? AND SO IF THAT'S THE GOAL, IF THAT'S THE VISION, DO WE EVEN KNOW WHAT IT WOULD TAKE? AND THEN ARE WE ABLE TO DISCUSS WHETHER WE HAVE THE WILL TO DO THAT OR NOT AS A COMMUNITY? UM, I APPRECIATE THAT QUESTION.
UM, COMMISSIONER ACHILLES', NEFERTITI JACKMAN, COMMUNITY DISPLACEMENT PREVENTION OFFICER.
I THINK THAT'S MORE OF A PHILOSOPHICAL QUESTION.
UH, AND UNFORTUNATELY, UM, IDEALLY WE COULD SAY A HUNDRED PERCENT OF OUR RESIDENTS IN AUSTIN WOULD NEVER BE DISPLACED.
WE DO HAVE A NUMBER OF PEOPLE WHO MEET THE
[01:05:01]
POPULATION THAT WE'RE SEEKING TO SERVE, AND THOSE ARE PEOPLE WHO ARE IDENTIFIED IN THE MAPS AS VULNERABLE TO DISPLACEMENT.UM, UNFORTUNATELY, THE NEEDS VARY SO GREATLY, UM, FOR THE HOUSEHOLDS.
UM, IT'S NOT EVERYONE DOESN'T NEED HOUSING.
EVERYONE DOESN'T NEED $6,000 ASSISTANCE.
AND THEN WE'RE ALSO SORT OF, IF YOU WILL, WORKING BACKWARDS.
WE HAVE $300 MILLION, RIGHT? SO, UM, SO WE'RE, WE'RE TRYING TO FIT THAT KEEPING IN MIND.
WE HAVE LAND ACQUISITION, WE HAVE THE AFFORDABLE HOUSING DEVELOPMENTS, AND SO THEN WE HAVE TO SEE, OKAY, BASED ON THE AMOUNT OF MONEY THAT WE HAVE ALLOCATED PER THREE YEARS, AND WE'RE DOING THIS IN THREE YEAR INCREMENTS, IF YOU WILL, UM, WE'RE SEEKING TO SOLVE THAT.
I DON'T KNOW IF YOU WANNA ADD SOMETHING THAT MIGHT BE MORE HELPFUL.
AS WHAT, WHEN WE'RE DOING THIS WORK, WE, WE GET A LOT OF QUESTIONS KIND OF ABOUT, UH, HOW MUCH RENAL ASSISTANCE IS NEEDED.
OR, UH, HOW, HOW CAN, HOW CAN WE SOLVE THE WHOLE, UM, THOSE ARE REALLY DIFFICULT QUESTIONS.
WHAT, WHAT WE DO KNOW IS THAT THERE'S, THERE ARE A LOT OF FAMILIES IN NEED THAT WHEN WE HAVE OPEN APPLICATIONS, WE HAVE A LOT OF APPLICANTS.
UM, NONE OF THESE ORGANIZATIONS HAVE HAD DIFFICULTY FINDING PEOPLE TO WORK WITH MM-HMM.
UM, AND SO THERE'S A DEMAND FOR, FOR ALL OF THESE SERVICES.
AND SO THAT, THAT'S KIND OF WHAT WE, WE KNOW FROM RUNNING THE PROGRAMS. AND I WILL ALSO ADD, WE LIKE TO USE THE WORD MITIGATION AND NOT PREVENTION.
UM, AND I KNOW SOME PEOPLE ARE UNCOMFORTABLE WITH THE WORD PREVENTION, BUT WE CAN'T STOP IT BECAUSE THERE ARE SO MANY FACTORS MM-HMM.
SO WE CAN'T ANSWER OR SOLVE FOR ALL OF THE MYRIAD DISPLACEMENT AND AFFORDABILITY CHALLENGES THAT WE'RE SEEING.
UH, COMMISSIONER BERTHA DELGADO, YOU HAVE THE FLOOR.
THANK YOU FOR THE PRESENTATION.
UM, I DO HAVE A, A COUPLE OF QUESTIONS AND, AND CONCERNS.
SO, UM, ARE WE TALKING ABOUT THREE YEARS OF WORK? DID, DID EVERYTHING GETS STARTED IN 2020 OR 2021? I'M JUST TRYING TO BACKTRACK A LITTLE BIT.
SO, UH, SUSAN WILL SPEAK TO THE WORK.
UM, ARE YOU TALKING ABOUT, I WANNA MAKE SURE I'M CLEAR.
THE DELIVERY OF SERVICES TO THE PUBLIC.
NO, I'M JUST TALKING ABOUT WHEN, UM, IN 2016, THERE WAS A MOBILITY BLUEPRINT HOUSING THAT WAS PASSED.
AND THEN IN 2020, PROJECT CONNECT WAS PASSED.
SO FROM 2020 OR FROM 2021, UM, WERE WHEN DID, WHEN WAS OUR FUNDING ALLOCATED IN 2020 OR 2021.
IT WAS NOT ALLOCATED IN 2020, WHICH IS, IS IT? WELL, I THINK THE INTERLOCAL AGREEMENT WAS, WAS 2021.
AND THEN, BUT WHEN FUNDS WERE DISTRIBUTED, BECAUSE THERE WERE A COUPLE, YEAH.
THERE WERE A COUPLE OF THINGS THAT TOOK PLACE BEFORE THAT WE HAD TO DEVELOP THE RACIAL EQUITY, UH, ANTI DISPLACEMENT TOOL.
AND THEN WE HAD TO PUT OUT THE SOLICITATION.
SO WHEN WE FIRST DISTRIBUTED MONEY FOR COMMUNITY MM-HMM.
AND THAT WAS IN, I THINK THE FIRST PROGRAM STARTED IN MARCH OF 2023.
SO THE DATA THAT YOU HAVE PROVIDED TODAY IS ONE YEAR OF DELIVERABLE DATA, UH, A LITTLE OVER FOR SOME OF THE PROGRAMS. AND, AND THE PROGRAMS DID NOT ALL START ON THE EXACT SAME DATE.
SO ORGANIZATIONS WERE IN DIFFERENT PLACES.
AND SO THAT DASHBOARD FIGURE, YOU SEE, SOME ORGANIZATIONS WERE A LITTLE OVER A YEAR.
SO IF I JUST WANNA TELL MY, UM, MY COLLEAGUES, I'M LOOKING AT PAGE 56 ON COMMUNITY INITIATED SOLUTIONS.
SO MY, I THINK MY, MY QUESTIONS, UH, AND IT GOES TO ONE OF OUR COMMISSIONERS THAT STATED EARLIER ABOUT THE COMMUNITY ENGAGEMENT.
UM, YOU KNOW, HOW SHE IS EMPLOYED WITH CAPITAL METRO AND, AND, AND SHE'S HAS THAT TYPE OF NETWORK AND HOW THIS OFFICE, UM, HOW YOU ARE REACHING TO THE PUBLIC AS FAR AS WHAT SERVICES ARE OUT THERE, UM, FOR THE INDIVIDUALS THAT LIVE IN THESE, UM, DISPLACEMENT AREAS.
AND SO I HEARD YOU STATE THAT, UM,
[01:10:01]
MARKETING, WE WERE, WE DIDN'T HAVE FUNDING FOR MARKETING OR THAT WAS A CHALLENGING, UM, ITEM FOR, FOR YOU TO GET.BUT I REALLY WANNA PRI I WANT THE, OUR BOARD AND, AND A RECOMMENDATION TODAY, UM, I WANT TO PUT FORWARD IS TO MAKE SURE OR FIND SOME ALLOCATED MONIES FOR MARKETING.
UH, BECAUSE LIKE YOU JUST STATED, $300 MILLION.
SO WHEN WE TALK ABOUT NOT HAVING ANY MONEY, AND WHEN WE TALK ABOUT AUSTIN HOUSING FINANCE, UM, BEING THE, UH, SOLE DRIVER TO THIS INITIATIVE, UH, WE NEED TO FIND SOME MONEY FOR MARKETING.
UM, BECAUSE NOT EVERYONE'S ON THE INTERNET, NOT EVERYONE, UM, IS WITH THESE ORGANIZATIONS OR A PART OF THE, OF THEM BEING, UM, PAST RECIPIENTS OR SERVING RECIPIENTS.
AND SO THE MARKETING OF DISTRIBUTION TO THE COMMUNITY BY FLYER, BY MAIL, UM, COMMERCIAL, UH, RADIO, UH, NEWS, ALL OF THAT DOESN'T COST THAT MUCH.
AND SO WHAT WE NEED TO DO IS GO TO THE DRAWING BOARD WITH YOUR, UM, CIC IS THAT WHAT IT IS? YOUR WORKING GROUP THAT YOU HAVE? UH, AND MM-HMM.
SO CAN I JUST SHARE, JUST SO THAT I CAN, UH, WE DO HAVE FUNDING FOR MARKETING, AND THERE'S A, A PIE CHART IN THERE THAT SHOWS THE PERCENTAGE FOR OTHER OPERATIONAL COSTS.
WE HAVE DOLLARS FOR MARKETING, AND THIS IS SOMETHING THAT WE HAVE WORKED ON AND WE ARE CONTINUING TO WORK ON, AS I SHARED IN RESPONSE TO THE PREVIOUS QUESTION, UH, CAN WE DO BETTER? ABSOLUTELY.
AND THEN THERE'S ALSO TIMING ALIGNING THE MARKETING CONTRACTS TO ALIGN WITH WHEN THE CIS CONTRACTS GOES OUT.
SO THERE ARE A NUMBER OF BALLS AT PLAY, AND WE RECOGNIZE, UM, THERE'S A CONTINUED NEED TO INCREASE AND INVEST MORE ROBUSTLY IN THE MARKETING, BUT THE DOLLARS ARE AVAILABLE FOR THAT.
AND THAT IS WORK THAT IS TAKING PLACE.
BECAUSE I, I, I JUST, I THOUGHT YOU HAD SAID THAT WE DIDN'T HAVE ANY NO DOLLARS IN MARKETING.
WELL, JUST FOR CLARIFICATION, IF, IF WE CAN REALLY, I THINK YOU SAID A MARKETING CONTRACT IS BEING REVIEWED.
A MARKETING CONTRACT HAS ALREADY BEEN EXECUTED.
WE'RE WORKING WITH THE MARKETING FIRM, UM, TO GET SOMETHING LAUNCHED THIS COMING YEAR.
WELL, WE WOULD LOVE TO SEE THAT.
UM, IF YOU CAN COME BACK WITH THAT, BECAUSE I THINK OUR GOAL IS CONNECTING THE COMMUNITY TO THE RESOURCES.
AND IF WE ARE ABLE TO SERVE THE COMMUNITY BETTER, IF WE HAVE THAT MARKETING TOOL TO BE ABLE TO ASSIST WITH THAT.
UM, GOING TO COMMUNITY, UH, THE CIS UH, ORGANIZATIONS, I WANTED TO ASK ANOTHER QUESTION.
UM, NUMBER OF PEOPLE REACHED, UM, I DO SEE THAT I GUESS EVERY, I'M, I'M, I'M, THIS IS ALL I'M TRYING TO FIGURE OUT WHO DOES WHAT.
SO MAYBE IN THE NEXT MEETING YOU CAN, YOU ALL CAN KIND OF BREAK DOWN A LITTLE BIT OF THE SERVICES THAT THEY'RE DOING, BECAUSE ALL OF ARE DOING DIFFERENT THINGS.
UM, LOOKING AT MEALS ON WHEELS, CENTRAL TEXAS CHILD ASSISTANCE PROGRAM, SO WAS THAT A PART OF THE DISPLACEMENT CONVERSATION THAT WE NEEDED MORE CHILDCARE FUNDING? AND IF WE DO, UM, HOW IS MEALS ON WHEELS DISTRIBUTING THAT? BECAUSE WE, WE ARE A MILLS ON WHEELS HOUSEHOLD, AND I KNOW SEVERAL RESIDENTS THAT ARE A PART OF THE MILLS ON WHEELS.
UM, I GUESS YOU CAN SAY, UM, RECIPIENT LIST.
UH, THERE HAS NOTHING THAT HAS BEEN PUT OUT THERE.
AND THEIR TERM STARTED 5 1 23.
THEY RECEIVED 900,000 AND CHILD ASSISTANCE PROGRAMMING.
IT SHOULD SAY CLIENT, I'M SO SORRY ABOUT IT'S A CLIENT ASSISTANCE PROGRAM.
SORRY ABOUT, I DON'T KNOW HOW WE MISSED THAT.
THANK YOU FOR POINTING THAT OUT.
AND I WILL SAY, OVER 60 CHILD.
I WAS LIKE, NOS ON WILSON NEVER HAD SERVED CHILDCARE.
AND I WILL SAY, YOU DRIVE HOW MUCH TIME? BECAUSE
[01:15:01]
THIS IS A VERY LONG PRESENTATION.AND I HAD SAID, I WANT WAY MORE TIME THAN WE WERE GIVEN, AND WE WERE TOLD WE HAVE 10 MINUTES.
SO IT IS, IT, YOU GUYS ARE THE DRIVERS OF HOW MUCH TIME WE SPEND ON THIS, AND WE CAN GO VERY DETAILED, BUT I'M, WE'RE CAUTIOUS BECAUSE IT'S SO MUCH INFORMATION.
SO IF WE CAN DO IT IN BITE-SIZED PIECES, IF YOU WILL, THAT WOULD BE HELPFUL SO THAT WE CAN HAVE MORE TIME TO DISCUSS IT.
AND I THINK THAT WOULD, I MEAN, OF COURSE, WE HAVE TO GET APPROVAL BY OUR CHAIR, BUT I REALLY THINK THAT WOULD BE BETTER BECAUSE I FEEL THAT THIS IS A 13 YEAR PLAN.
WE'RE TALKING ABOUT MILLIONS OF DOLLARS.
WE'RE TALKING ABOUT AREAS THAT NEED TO BE SERVED APPROPRIATELY.
UM, I'M VERY, VERY GLAD TO SEE THAT THE SELECTION PROCESS, UM, SEEMED VERY, UH, DIVERSE.
UM, BUT I DO HAVE QUESTIONS AND, AND I DO WANNA MONITOR AND, AND I DO SEE THE NUMBER OF PEOPLE THEY'RE REACHING ON A, ON A ONE YEAR BASIS.
AND IT, IT ONLY SHOWS THAT THE, UM, THE HIGHEST ONES THAT ARE, ARE SERVING THE COMMUNITY IS EDWIN, UH, EDWIN AND ALSO, UM, AUSTIN VOICES FOR EDUCATION AND YOUTH.
AND SO IF YOU LOOK AT THE NUMBERS, THOSE ARE THE DOUBLE DIGIT NUMBERS.
AND I AM, YOU KNOW, IT KIND OF MAKES ME WONDER, WELL, LOOK AT THE MONIES THAT THEY'RE RECEIVING.
WE JUST WANNA MAKE SURE THAT, YOU KNOW, WE'RE OVERSIGHTING THEIR DELIVERABLES.
AND SO, UM, AUSTIN VOICES FOR EDUCATION AND YOUTH, UM, I DID SEE THAT ON HERE, IT STATES THAT IT'S THE NORTH AUSTIN RUNDBERG AREA, AND THAT THEY ARE WORKING ON THIS COMMUNITY STABILIZATION PROJECT.
NOW, AUSTIN VOICES FOR EDUCATION YOUTH, TO MY UNDERSTANDING, IS A NONPROFIT THAT IS A PARTNER FOR, FOR ALL A ISD SCHOOLS.
AND THAT, UM, EVERY ZIP CODE HAS SOME TYPE OF, UH, PARENT SPECIALIST OR SOME TYPE OF, UM, YOU KNOW, I GUESS YOU CAN SAY EMPLOYEE IN EVERY DISTRICT.
SO I'M A LITTLE CONFUSED ABOUT WHO YOU ARE SERVING, UH, FOR DISPLACEMENT, UH, ONLY IN NORTH AUSTIN.
AND I, I KIND OF, THAT QUESTIONED ME.
UM, AND THEN ALSO THE MILLS ON WHEELS QUESTION ME, UM, THE WORKERS' DEFENSE PROJECT, UH, STRAIGHTENING TENANT ACTION, COMBATING DISPLACEMENT.
YOU KNOW, I WOULD LIKE TO SEE A LITTLE BIT MORE DETAILS ON HOW THEY'RE COMBATING DISPLACEMENT.
I HAVEN'T SEEN ANYTHING IN THE COMMUNITY.
I MEAN, WE HAVE PHONES RINGING, WHERE DO WE GO FOR RENTAL ASSISTANCE? WHERE DO WE GO FOR, YOU KNOW, YOU KNOW, ALL KINDS OF SERVICES.
AND I SEE THAT WE HAVE A LOT OF MONIES THAT'S BEEN ALLOCATED ALREADY FOR A YEAR, BUT I DON'T SEE THIS OUT THERE IN THE COMMUNITY.
SO MY, MY RECOMMENDATION IS WE'LL MOVE FORWARD WITH THAT, IS TO BRING YOU BACK.
AND, AND, AND LET'S GET MORE DETAILS ON THESE ORGANIZATIONS THAT YOU ALL SELECTED.
UM, I AM, UH, IS THERE ANYONE ELSE BEFORE I WRAP IT UP ON, ON THIS ONE? AND, UH, WE WILL BE, UM, DOING A FOLLOW UP ON THE DEALS BECAUSE, UH, WE DO, UM, WANT TO DO IT.
UM, THERE ARE, AGAIN, I'M JUST GONNA MAKE A FEW OBSERVATIONS, NOT LOOKING FOR A RESPONSE.
UM, THE MAPS IN GENERAL, I'M HOPEFUL THAT, UM, WHATEVER WEBSITE THEY'RE ON, THAT THEY ARE INTERACTIVE AND CAN BE REALLY ZOOMED IN, LIKE, TO THE STREET SO THAT INDIVIDUALS CAN REALLY SEE, UH, WHERE, UH, THEY, UH, FALL.
AND THAT'S FOR BOTH OF THE MAPS, THE MAP THAT WAS ON, UM, PAGE 42 OF OUR PACKET, THE RESEARCH AND DATA, AS WELL AS THE ELIGIBILITY MAP.
I'M HOPEFUL THAT BOTH OF THOSE, UM, HAVE SOME, UM, UM, GREAT INTERACTIVE ABILITIES, UM, IN REFERENCE TO WHAT, UM, AND THEY DO.
AND THE, AND THE DASHBOARD ALSO DOES, WHERE YOU CAN SEE, WHERE YOU TELL IT'S INTERACTIVE, YOU CAN GO, THIS SCREENSHOT OF IT IS, UH, LIMITED.
I, I WENT THERE, BUT THEN I, I, I WAS FOCUSING, SO I WAS HOPING FOR THAT.
IS, UM, COMMISSIONER PORTER, IS THAT YOU ASKING OR INTERJECTING? YEAH, YEAH.
I WANTED TO ASK A COUPLE QUESTIONS BEFORE WE MOVE ON AS WELL.
YOU GO AHEAD, AHEAD AND DO YOURS.
I WOULD LIKE TO KNOW ON THE P NUMBER OF PEOPLE REACH, SOME OF THEM HAVE ZERO.
AND I'M WONDERING WHY, UM, THAT, SO THIS DASHBOARD IS INTERACTIVE, AND SO IF YOU GO TO IT, UM, THERE ARE ORGANIZATIONS THAT DO OUTREACH, AND THERE'S ORGANIZATIONS THAT DO DIRECT SERVICES, AND SOME ORGANIZATIONS
[01:20:01]
DO BOTH.SO IF YOU SEE A ZERO, IT MEANS THAT IT'S IN THE OTHER COLUMN THAT IS HIDDEN ON THE SCREENSHOT, YOU'D HAVE TO GO TO THE WEBSITE TO SEE.
AND I'M GUESSING THAT THESE, LIKE, THESE DIFFERENT NONPROFITS HAVE TO REPORT BACK TO YOU GUYS ON HOW THEY'RE SPENDING THE MONEY.
THANK YOU, COMMISSIONER PORTER.
UM, AND WHAT, UH, MS. NEFERTITI WAS TALKING ABOUT AND KIND OF, SORT OF PIGGYBACKING A LITTLE BIT ON WHAT COMMISSIONER, UH, DELGADO, UM, I WOULD BE INTERESTED, I'M NOT ASKING NOW, BUT I'LL BE INTERESTED IN KNOWING WITH THE MARKETING THAT'S BEEN GOING ON THUS FAR, WHAT IS THE PERCENTAGE OF THAT IS EFFECTIVE IN CERTAIN AREAS? IN OTHER WORDS, IS 70% OF OUR CLIENTS COMING FROM, YOU KNOW, THIS PARTICULAR AREA OR SOMETHING SO THAT WE COULD FIGURE OUT WHAT AREA IS SEEMINGLY AWARE OF THE SERVICES AND WHAT ZIP CODES MAY NOT BE AS AWARE BASED ON PERCENTAGE.
SO THAT'S SOMETHING FOR THE FUTURE.
UM, IN REFERENCE TO THE THOUSAND, UM, UM, HOUSEHOLDS SERVED, I WOULD ALSO BE INTERESTED IN KNOWING WHAT IS THE PROJECTED CAPACITY.
I WOULD PRESUME THAT AS AN ORGANIZATION, THAT SOMEONE IS DOING THE DATA TO PROJECT OF THOSE, OF THOSE AREAS, HOW MANY HOUSEHOLDS SHOULD WE EXPECT TO BE SERVING? AND THEN I WOULD BE INTERESTED IN KNOWING WHAT PERCENTAGE OF THAT EXPECTATION, UH, ARE WE, UH, IN THE, IN REFERENCE TO THE DASHBOARD.
FIRST OF ALL, I DIDN'T TAKE THE TIME AND I APOLOGIZE TO SAY AGAIN, THIS IS GOOD STUFF.
UM, WE DO HAVE QUESTIONS TO DRILL DOWN FURTHER.
UM, BUT FOR THE OVERVIEW, THIS IS GREAT.
UM, THE, WHEN YOU TALK ABOUT THE PROJECT TERM AND YEARS, I, I WOULD BE INTERESTED IN YEAR OF WHAT YEAR.
SO IF THIS IS YEAR THREE, IS IT YEAR THREE OF THE THIRD YEAR? OR IS THIS THEIR FIRST YEAR OF FIVE YEARS, UH, ET CETERA.
SO THAT, I HAVE A IDEA JUST TO TELL ME THEY'RE IN YEAR THREE, DOESN'T REALLY TELL ME ARE THEY AT THE END OF THEIRS OR ARE THEY JUST, YOU KNOW, WHAT HAVE YOU.
UM, THE, ALSO, IN TERMS OF DATA, I WOULD BE INTERESTED IN KNOWING WHAT IS THE PER PERSON COST.
UH, OR, OR THE PER, NOT THE, YEAH, THE PER PERSON COST, UM, OR DOLLARS SPENT, UM, IN TERMS OF THE FUNDING.
SO AGAIN, JUST MORE OR LESS DIVIDING OUT SO THAT I CAN GET A FEEL FOR WHICH OF THE ORGANIZATIONS ARE REALLY MAXIMIZING THE FUNDS THAT WE ARE PROVIDING.
AND, AND OF COURSE, IT'S NOT ALWAYS AN APPLES TO APPLES.
BUT I WOULD LIKE TO SEE, UM, KIND OF WHAT THE BREAKDOWN IS PER PERSON SERVED VERSUS FUNDING PROVIDED.
AND, UM, UH, I'M DELIGHTED, LIKE COMMISSIONER ACHILLES MENTIONED, AND I THINK SOMEONE ELSE MENTIONED ABOUT THE SHARED DATA.
I DO WANNA FOLLOW UP A LITTLE BIT WHAT COMMISSIONER TISHA, UH, MONIQUE AND COMM, COMMISSIONER PORTER TALKED ABOUT THIS, UM, 88,000.
I'M INTERESTED IN KNOWING AT SOME POINT ARE THOSE, AND I DON'T BELIEVE THEY ARE, BASED ON WHAT YOU SAID, WHETHER OR NOT THOSE ARE UNIQUE RECIPIENTS.
IT DOESN'T SOUND LIKE THEY'RE UNIQUE RECIPIENTS.
AND SO, UH, AGAIN, YOU DON'T HAVE TO ANSWER NOW.
I WOULD, THE DIRECT SERVICES, THE THOUSAND ARE UNIQUE.
SO IT'S A THOUSAND UNIQUE DIRECT SERVED.
SO THAT, THOSE ARE PEOPLE RECEIVING RENTAL ASSISTANCE, UTILITY ASSISTANCE, SOMETHING FINANCIAL ASSISTANCE, AND THE OTHERS SERVED ARE THE EDUCATION, THE ORGANIZING, THE EVENTS, THE ESTATE PLANNING WORKSHOPS.
LIKE THAT REPRESENTS THAT GROUP.
SINCE YOU RESPONDED, LET ME, SORRY, I'M SORRY.
LET ME GET A LITTLE BIT MORE CLARIFICATION.
SO YOU HAVE A ROUND NUMBER OF 1000 INDIVIDUALS THAT YOU HAVE SERVED, HAVE RECEIVED DIRECT SERVICES SINCE WHEN? AT, AT THE TIME OF THIS SCREENSHOT, ONE YEAR, WHICH WAS LAST WEEK.
UH, A LITTLE OVER FOR SOME, A LITTLE UNDER FOR SOME.
AND THEN YOU CALCULATE THE 88,500, UM, HOUSE.
SO IF A THOUSAND HOUSEHOLDS, AND THEN THEY, THE EACH HOUSEHOLD HAS MULTIPLE INDIVIDUALS, AND SO YOU'RE COUNTING NO, IT'S, IT'S DIFFERENT SERVICES.
SO YOU MIGHT RECEIVE RENTAL ASSISTANCE FROM ELWEN, BUT YOU MIGHT BE DOING ESTATE PLANNING WITH LIFE ANEW.
AND THAT, THAT'S A WORKSHOP YOU ATTENDED WHERE 30 PEOPLE ATTENDED THE WORKSHOP.
AND THAT THAT'S WHAT THE 88,000 IS PEOPLE THAT WERE AT AUSTIN VOICES AT EDUCATIONAL
[01:25:01]
EVENT, WHERE THEY WENT, THE PEOPLE THAT WERE GETTING FLYERS FROM WORKERS' DEFENSE, BECAUSE THEIR MULTIFAMILY, UH, APARTMENT IS LOCATED ALONG THE LINE.NONE OF, WELL, I GUESS SOME OF THE 88,000 COULD HAVE RECEIVED DIRECT SERVICES, BUT WE HAVE DEMOGRAPHIC DETAIL IN THE THOUSAND.
WELL, THAT WOULD BE A PART OF THE DRILL DOWN THAT, UM, WE TALKED ABOUT THAT WE'RE, WE'LL COME BACK AND, UM, I, I DON'T KNOW, UM, ED, IF THIS IS APPROPRIATE RIGHT NOW BECAUSE OF, UM, BUT I WOULD LIKE TO PROPOSE LIKE A WORKING GROUP OF, UM, INDIVIDUALS, UM, UM, COMMISSIONER DELGADO, CAN I COUNT ON YOU YEAH.
TO BE PART OF THAT AND, AND, UM, AND YOU CAN GET MAYBE ONE OR ANOTHER, UH, COMMISSIONER TOGETHER.
AND THEN WHAT WE WANNA KNOW IS LIKE MAYBE FIVE TO SEVEN AREAS THAT WE WANNA BE SPECIFIC TO ASK THEM TO FOLLOW UP ON.
WOULD THAT BE HELPFUL? AND, AND EVEN IF WE CAN ENGAGE YOU, UM, MS. JACKMAN, YOU AND YOUR DEPARTMENT WITH THAT PROCESS SO THAT WE KNOW WHAT WE'RE ASKING.
AND THEN WE CAN COME BACK AND WE CAN DRILL DOWN AND JUST ISOLATE THOSE SPECIFIC ITEMS BECAUSE, UM, THERE IS A SUCH THING AS INFORMATION, UH, OVERLOAD.
AND, UH, I DON'T WANT US TO GLOSS OVER IT.
UM, UM, BUT TO GO ON, AND WE KNEW IT WAS A HEAVY LIFT.
WE WEREN'T TRYING TO GET IT, BUT I DID WANT THE OVERVIEW.
SO, UH, WITH THAT BEING SAID, UH, COMMISSIONERS, I'M FINISHED WITH THIS.
IF WE ARE FINISHED, WE'LL COME UP WITH A WORKING GROUP.
UM, DO WE NEED TO DO THAT ON RECORD? I JUST NEED ONE MORE VOLUNTEER.
UH, WHO'S GONNA, UH, WHO WANTS TO PARTICIPATE? UH, COMMISSIONER TISHA.
MONIQUE, CAN I GET YOU, UM, TO VOLUNTEER TO WORK WITH COMMISSIONER DELGADO, UM, BERTHA DELGADO IN REFERENCE TO COMING UP WITH, UH, ITEMS AND AREAS THAT YOU WOULD LIKE TO HAVE DRILLED DOWN? YES.
I THINK THAT'S GREAT AS A, UH, SOMETIMES COMING IN NEW, YOU HAVE THE, THE QUESTIONS AND THEN SHE'S A VETERAN.
SO THAT, I LIKE THE COMBINATION, UH, OF THOSE TWO.
DO THANK, UM, THANK YOU SO MUCH.
UH, MS. WAT WATKINS, RIGHT? YES.
AND I APPRECIATE, UH, YOUR TIME AND, AND HONORING IT.
AND I KNEW THAT WE WOULD HAVE A LITTLE BIT MORE ON THAT.
I THINK ED, I JUST WANTED TO MAKE SURE THAT AS A POINT OF ORDER, THAT THE FOUR COMMISSIONERS WHO ARE ON REMOTE CALLS, UH, SEND, SEND ME AN EMAIL THAT SAYS THEY'RE IN THE MEETING NOW AND HAVE NO CONFLICTS OF INTEREST IN REFERENCE.
I NEED THAT AS, BECAUSE THEY CANNOT SIGN A SIGN IN SHEET.
THEY NEED TO SEND ME AN EMAIL.
WE'LL MAKE SURE THAT, AND COMMISSIONERS, JUST WITH ALL DUE RESPECT, UM, THAT'S AN ASSUMPTION THAT I'M BELIEVING IS OCCURRING, UM, BEFORE I CALL THE MEETING TO ORDER.
AM I, IS THAT A FAIR ASSUMPTION? THAT'S CORRECT.
IT'S SUPPOSED TO BE DONE BEFORE THE MEETING STARTS.
'CAUSE I'M ACTUALLY SHOCKED THAT WE HAVING THIS CONVERSATION, WE NEED TO GET THOSE OVER TO LISA AND ME AS SOON AS POSSIBLE.
I WAS THINKING ABOUT IT EARLIER AND THEN FORGOT
AND LET'S SUPPORT EACH OTHER WITH THAT.
UM, AND, UM, UM, MS. RODRIGUEZ AND MS. UM, MS. LOPEZ, IS IT CHIAN, CHIAN, UH, L MS. LORENA, UM, WHOEVER IT IS THAT NEEDS, UH, WHO WE WANT THAT, I WANNA KNOW THAT WHEN I CALL US TO ORDER AND WHEN I DO THE, UH, ATTENDANCE, THAT IS, UM, WHEN COMMISSIONER DELGADO REMINDED ME ABOUT ATTENDANCE, THAT IS PART OF THAT PROCESS IS THAT EVERYONE IS, UH, ACCURATELY, UH, PRESENT.
DO, I DID WANNA POINT A CLARIFICATION, UHHUH, AND MAYBE STAFF CAN, CAN LET US KNOW, BUT I THOUGHT THAT IF IN HYBRID AND VIRTUAL, THEY DO HAVE TO HAVE THE SCREEN ON, UH, WHEN THEY'RE VOTING.
UM, STAFF, COULD YOU TELL ME, I'VE, I THOUGHT IT'S, IT'S DURING THE MEETING.
WHEN THEY'RE VOTING, WE PREFER THEY HAVE 'EM ON AT ALL TIMES, BUT THEY ONLY HAVE TO HAVE IT ON WHEN WE VOTE.
IT WAS POINT OF CLARIFICATION.
OR TO PARTICIPATE IN THE DISCUSSION, RIGHT? IF THEY WANNA PARTICIPATE.
ALRIGHT, WITH THAT, WE'RE MOVING ON.
UH, COMMISSIONER, I MEAN, UH, COMMISSIONER JOHN MAY, WOULD YOU, MR. UM, WE HAVE NEXT
[4. Discuss appointment to the Housing Investment Review Committee (HIRC) (James May, Officer, Housing Department)]
ON ITEM NUMBER FOUR, WE'RE GONNA DISCUSS THE APPOINTMENT OF THE HOUSING INVESTMENT REVIEW COMMITTEE.UM, THAT'S OUR HAR UH, OUR, UH, HERC, RIGHT? HERC, I THINK THAT'S WHERE WE'RE SAYING IT.
AND JAMES MAY IS HERE THE OFFICER, UM, FOR THE HOUSING DEPARTMENT.
[01:30:01]
UM, SO AGAIN, UM, WE ARE ASKING FOR OUR PRESENTATIONS TO BE THOROUGH, BUT YET, UM, TRUNCATED AS MUCH AS POSSIBLE, PLEASE.I'M THE HOUSING AND COMMUNITY DEVELOPMENT OFFICER WITH THE HOUSING DEPARTMENT.
I'M HERE TO ASK, UH, FOR AN APPOINTMENT OF TWO REPRESENTATIVES TO THE HOUSING INVESTMENT REVIEW COMMITTEE.
UH, THIS HOUSING AND REV INVESTMENT REVIEW COMMITTEE, UH, REVIEWS ALL LOANS ISSUED BY THE AUSTIN HOUSING FINANCE CORPORATION.
UM, SO WHEN DEVELOPERS SEEK GAP FINANCING, THIS COMMITTEE IS ONE STEP IN THAT PROCESS.
THE COMMITTEE ITSELF WAS CREATED, UH, BY RESOLUTION IN 2007, MARCH, 2007, UM, WITH, UH, TWO REPRESENTATIVES OF THE COMMUNITY DEVELOPMENT COMMISSION AND THREE REPRESENTATIVES FROM THE COMMUNITY WHO HAVE DEMONSTRATED EXPERIENCE IN HOUSING DEVELOPMENT AND FINANCE.
UH, AND 2021, UH, WHEN WE RECONSTITUTED THE HOUSING INVESTMENT REVIEW COMMITTEE, UH, COUNCIL, UH, COMMISSIONERS, JOE DESEL AND F FALU, UH, HAD BEEN APPOINTED AS THE CDC APPOINTEES.
UH, MOST RECENTLY, UH, UH, KENDRA GARRETT WAS APPOINTED AS, UH, UH, A REPRESENTATIVE.
AND I BELIEVE, UH, NOAH ALIAS WAS ALSO APPOINTED AS ONE.
UM, HOWEVER, IT IS TIME TO, UH, TO REAPPOINT TWO NEW ATTENDEES.
THIS WOULD BE, UH, A COMMITMENT OF FOUR MEETINGS PER YEAR, UH, QUARTERLY REVIEW CYCLE.
WE HAVE HAD, UH, AS MANY AS AN 18 APPLICATIONS PER CYCLE.
HOWEVER, UH, IN THE LAST YEAR, WE DID CANCEL THE THIRD CYCLE.
SO IT WAS ONLY THREE MEETINGS FOR THE YEAR WITH ABOUT 15 APPLICATIONS TO REVIEW FOR THAT, UH, FOR THAT MEETING, UH, STAFF WILL SUPPORT, UH, THE APPOINTEES TO ENSURE THAT THEY HAVE THE APPROPRIATE, UH, MATERIALS FOR THE MEETING.
AND, UH, WE'LL PROVIDE ANY INFORMATION THAT THE, UH, APPOINT THAT THE COUNCIL MEMBERS OR THE, UH, THE COMMISSIONERS, UM, OR THE COMMITTEE MEMBERS HAVE.
UH, SO WE WOULD, UH, WE WOULD LIKE FOR THOSE APPOINTEES TO BE NAMED TODAY, IF AT ALL POSSIBLE.
ARE YOU, YOU GONNA DO IT? ALRIGHT.
UH, UM, THANK YOU MR. MAY, UM, COMMISSIONERS, I WAS, UH, I'M ABOUT TO ASK IF ANYONE IS, UH, WANTS TO VOLUNTEER FOR THAT.
UH, WE DO NEED TWO, IS IT NOT? THAT'S CORRECT.
AND THE MEETINGS ARE MONTHLY? NO, MA'AM.
UM, AND, UM, SO COMMISSIONER DELGADO HAS INDICATED THAT SHE'S, BERTHA DELGADO IS INTERESTED.
UH, DO WE HAVE ANOTHER COMMISSIONER THAT IS INTERESTED IN HERC? UM, AND IF NOT AT THIS POINT, WE'LL MOVE FORWARD WITH THE ONE.
AND THEN WHAT WE'LL DO IS COMMISSIONERS, IF YOU WOULD, UM, UH, UH, MR. MAY, WOULD YOU SEND SOMETHING TO MR. BLAKE WHO CAN FORWARD IT TO US AND THEN, UM, WE COULD DIVE DOWN A LITTLE BIT MORE INDEPENDENTLY AND DETERMINE, UM, IF THAT WOULD BE SOMETHING WE'RE INTERESTED IN? ABSOLUTELY.
CHAIR COMMISSIONER ACHILLES SAYS SOMETHING TO SAY.
UM, WHAT ARE THE, WHAT ARE THE, BECAUSE I AM NOT VOLUNTEERING 'CAUSE I DON'T HAVE THE QUALIFICATION.
SO, UM, JUST, JUST, COULD YOU GO ONE MORE TIME OVER WHAT IS NEEDED TO BE ABLE TO DO THAT? AND THEN ALSO, IS THERE SUCH THING AS MEETING LIKE AN ALTERNATE OR LIKE, WHAT HAPPENS IF THEY BOTH CAN'T ATTEND? I THINK THAT THAT'S WHAT THE SECOND PERSON IS FOR.
AND YOU DO THAT VERY BRIEFLY, BECAUSE YOU'RE GONNA SEND THAT TO US IN WRITING AS WELL.
UM, IT, BY SIMPLY BEING A MEMBER OF THE CDC MM-HMM.
THE, UM, THE TASK IN FRONT OF THIS COMMITTEE IS TO REVIEW THE APPLICATIONS AND TO REVIEW STAFF'S WORK.
SO STAFF HAS ALREADY REVIEWED THESE APPLICATIONS, ALREADY MADE COMMENTS, ALREADY TRIED TO COORDINATE WITH THE DEVELOPER TO IMPROVE THE APPLICATION.
AND THEN THAT, JUST TO BE CLEAR, THAT THAT IS NOT THE FINAL STEP.
THERE'S STILL TWO MORE STEPS IN THE PROCESS.
UH, AND THANK YOU COMMISSIONER IANS FOR ASKING FOR THAT.
I DO KNOW THAT, UM, COMMISSIONER, UM, LONGORIA, UM, MAY HAVE MENTIONED SOMETHING SOME TIME AGO.
AND SO I'M, HE'S NOT PRESENT RIGHT NOW, SO I WOULD DEFINITELY LIKE TO MAKE SURE THAT HE HAS THE OPPORTUNITY, UH, AS WELL AS ANYBODY ELSE, UM, WITH THAT.
[01:35:01]
YOU SO MUCH.WOULD HE BE COMING BACK NEXT MONTH? WOULD THIS BE AGENDA ITEM NEXT MONTH? UH, IT'LL BE ONLY AN AGENDA ITEM IN THE FACT THAT WE'LL MAKE A DECISION AS TO WHO IT, BUT HE DOESN'T NEED TO COME BACK.
THANK YOU FOR THAT, COMMISSIONER.
WE DO HAVE TWO DISCUSSION AND ACTION ITEMS, GUYS.
SO
[5. Discussion, and possible action to approve the Equity-Based Preservation Plan (Cara Bertron, Program Manager, Planning Department, and Rocio Peña-Martinez, Preservation Plan Working Group member).]
THE DISCUSSION AND THE POSSIBLE ACTION, POSSIBLE ACTION TO APPROVE THE EQUITY BASED PRESERVATION PLAN.UH, WE DO HAVE KARA BERTRAN, UH, SHE'S THE PROGRAM MANAGER OF THE PLANNING DEPARTMENT, AND, UH, ROCIO, UH, PENA, UM, MARTINEZ, THE PRESERVATION PLAN WORKING GROUP MEMBER WHO IS ALSO, UH, APPEAR TO, UH, PRESENT, UM, AS YOU'VE HEARD US TELL AND COMMISSIONERS, WE'RE GONNA BE BEGINNING ON, UM, PAGE 60 OF OUR PACKET.
UM, YOU HEARD ME INDICATE THAT WE ARE, UH, ASKING THAT YOU HIGHLIGHT AND GIVE US A THOROUGH BUT YET TRUNCATED IF YOU CAN, NOT EVERY SLIDE.
AND IF IT IS SOMETHING THAT WE NEED TO, UM, WE WOULD LOVE TO INVITE YOU BACK, IF THAT'S OKAY.
KARA BERTAN WITH THE CITY'S PLANNING DEPARTMENT, AND AS YOU MENTIONED, I'M HERE WITH ROCIO PENA MARTINEZ, WHO'S A PRESERVATION PLAN WORKING GROUP MEMBER THAT, UH, A MEMBER OF THE GROUP THAT CREATED THE PRESERVATION PLAN, WHICH WE'LL TALK A LITTLE BIT MORE ABOUT.
UM, ROCIO ALSO HELPED TO GET THE WORD OUT ABOUT THE PLAN BY BEING A COMMUNITY AMBASSADOR.
AND DID ADDITIONAL RESEARCH ON INDIGENOUS HERITAGE, UM, AS PART OF A PROJECT THAT WAS FUNDED BY THE PLAN IN PARTNERSHIP WITH PRESERVATION AUSTIN.
SO REALLY AN HONOR TO HAVE HER HERE, UM, TO CO-PRESENT.
I JUST WANTED TO, TO GIVE THAT, UM, TO TOOT HER HORN.
SO, THE EQUITY BASED PRESERVATION PLAN.
WE WILL MOVE THROUGH THIS QUICKLY.
UM, YOU LAST HEARD ABOUT THIS PLAN IN MAY WHEN I CAME TO INVITE, UH, YOU TO, UH, COMMENT ON THE DRAFT PLAN.
WE'RE COMING BACK NOW WITH THE FINAL PLAN, UM, EN ROUTE TO CITY COUNCIL LATER THIS FALL.
SO, UM, THIS IS AN OPPORTUNITY TO TELL YOU ABOUT THE FINAL PLAN, WHICH MOSTLY WAS, WAS, UM, AFFIRMED THROUGH COMMUNITY OUTREACH AND ENGAGEMENT.
SO, UM, SO SOME OF THESE THINGS WILL LOOK FAMILIAR.
WE'RE GONNA GO, I'LL GO THROUGH THEM QUICKLY, BUT WE'RE COMING BACK TO GIVE THAT UPDATE AND INVITE YOU TO, IF YOU CHOOSE, MAKE A RECOMMENDATION TO COUNSEL TO ADOPT THE PLAN.
OF COURSE, THAT'S YOUR PREROGATIVE, BUT WE JUST WANTED TO CLOSE THE LOOP ON THAT.
SO, AS I MENTIONED IN MAY, THIS PLANNING PROCESS WAS DIFFERENT THAN MOST CITY PLANS.
IT WAS DEVELOPED BY A COMMUNITY WORKING GROUP OF 26 PEOPLE.
THOSE PEOPLE CAME FROM ACROSS THE CITY, 19 ZIP CODES.
UM, A REALLY, A GROUP THAT REFLECTED THE RACIAL AND ETHNIC DEMOGRAPHICS OF THE CITY, AS WELL AS THE GEOGRAPHY OF THE FULL CITY.
AND ALSO BROUGHT A LOT OF, UH, VARIED EXPERTISE FROM DIFFERENT KINDS OF PROFESSIONAL EXPERTISE TO REALLY DEEP CONNECTIONS TO NEIGHBORHOODS AND DEEP FAMILIAL CONNECTIONS TO THIS CITY.
THOSE 26 WORKING GROUP MEMBERS HEARD FROM 275 ADDITIONAL COMMUNITY MEMBERS.
AND YOU CAN SEE HOW THAT, THAT KIND OF SUMMARY OF HOW THAT BREAKS DOWN ON THE RIGHT SIDE OF SLIDE TWO.
THERE WAS A, THERE WERE THREE FOCUS GROUPS.
THERE WAS A TECHNICAL, AS A TECHNICAL ADVISORY GROUP OF CITY STAFF IN THE SUBCOMMITTEE, THE LANDMARK COMMISSION, ALONG WITH THE, UH, TECHNICAL ASSISTANCE PANEL THAT THE U UH, THE URBAN LAND INSTITUTE DID.
AND THAT WAS CO-SPONSORED WITH THE DISPLACEMENT PREVENTION DIVISION OF THE HOUSING DEPARTMENT, LOOKING AT OLDER HOUSING AND AFFORDABILITY AND ANTI DISPLACEMENT, WHICH WAS, UM, A DELIBERATE EFFORT TO EXPAND THE PLANS, FOCUS ON KEEPING PEOPLE IN PLACE AS WELL AS BUILDINGS.
HERE'S THE VISION FOR THE PLAN.
HISTORIC PRESERVATION IN AUSTIN ACTIVELY ENGAGES COMMUNITIES IN PROTECTING AND SHARING IMPORTANT PLACES AND STORIES.
PRESERVATION USES THE PAST TO CREATE A SHARED SENSE OF BELONGING AND TO SHAPE AN EQUITABLE, INCLUSIVE, SUSTAINABLE, AND ECONOMICALLY VITAL FUTURE FOR ALL.
IT WAS CREATED FROM A COMMUNITY HERITAGE SURVEY.
THE PLAN HAS 107 RECOMMENDATIONS UNDER 14 GOALS.
YOU CAN SEE THEY'RE VERY BROAD.
UM, IT'S EASIEST TO TALK ABOUT THESE KIND OF IN SUMMARY, UH, UNDER THREE THEMES, WHAT WE PRESERVE, WHICH COVERS THE FIRST FIVE GOALS, WHO PRESERVES THE NEXT THREE, AND HOW WE PRESERVE, WHICH IS THE LAST SIX.
SO THE FIRST THEME, WHAT WE PRESERVE, THE BIG IDEA IS REALLY TO THINK BROADLY ABOUT WHAT WE PRESERVE.
[01:40:01]
UM, LOOKING AT MORE EFFECTIVELY, PRESERVING OUR RICH AND COMPLICATED HISTORY IN A WAY THAT WE HAVE NOT REALLY DONE IN THE PAST.WORKING MORE ACTIVELY WITH COMMUNITY MEMBERS, BETTER RECOGNIZING AND PROTECTING CULTURAL HERITAGE AND USING PRESERVATION TOOLS TO, UH, SUPPORT OTHER COMMUNITY PRIORITIES LIKE DISPLACEMENT PREVENTION.
UM, WHICH WE, I KNOW WE SPENT A LOT OF TIME LIKE HEARING ABOUT THE GREAT WORK THAT'S BEING DONE THERE.
AND ALSO ENVIRONMENTAL SUSTAINABILITY.
THE SECOND THEME IS, WHO PRESERVES REALLY ABOUT THE PEOPLE WHO ARE DOING THIS WORK? SO INVITING MORE PEOPLE TO PARTICIPATE AND SUPPORTING THEM WHILE DOING THAT.
THAT IS, UM, THAT BROADENING OF AUDIENCE IN A DELIBERATE WAY.
STARTED WITH OUTREACH AND ENGAGEMENT AROUND THE PLAN.
WE LOOK FORWARD TO CONTINUING IT WITH IMPLEMENTATION.
WE WANNA MAKE SURE PEOPLE HAVE RESOURCES TO PARTICIPATE, AND WE WANNA SUPPORT PEOPLE WHO ARE DOING THE WORK IN A VARIETY OF WAYS.
THE THIRD THEME IS HOW WE PRESERVE THIS IS REALLY ABOUT THE NUTS AND BOLTS OF HOW THE HISTORIC PRESERVATION PROGRAM WORKS.
AND THE FOCUS IS BEING ON, IS ON BEING MORE STRATEGIC AND MORE EFFECTIVE.
SO, MODERNIZING OUR DESIGNATION CRITERIA, CONTINUING TO SUPPORT, UM, HISTORIC PROPERTY OWNERS, MOST OF WHOM ARE PRIVATE PROPERTY OWNERS IN A WAY THAT'S STILL EFFECTIVE AND MORE EQUITABLE.
AND, UM, BEING STRATEGIC WITH A VIEW, IMPROVING ENFORCEMENT, IMPLEMENTING THE PLAN COLLABORATIVELY.
WE PULLED OUT SOME SELECTED RECOMMENDATIONS THAT WE THOUGHT MIGHT BE OF PARTICULAR INTEREST RATHER THAN RUNNING THROUGH, OF COURSE, ALL 107.
UM, THE ONES WE'VE HIGHLIGHTED HERE ARE A CULTURAL MAPPING PROGRAM TO WORK ACTIVELY WITH COMMUNITY MEMBERS TO IDENTIFY IMPORTANT PLACES, UM, POTENTIAL HISTORIC LANDMARKS IN DISTRICTS, SURELY, BUT ALSO PLACES THAT MAY NOT QUALIFY FOR HISTORIC DESIGNATION, BUT SHOULD STILL BE RECOGNIZED AND CELEBRATED TO DO PROACTIVE OUTREACH TO OWNERS OF POTENTIAL HISTORIC PROPERTIES IN A WAY THAT, UM, THAT WOULD BE NEW FOR US, BUT IS REALLY, REALLY IMPORTANT, UM, TO STRONGLY SUPPORT, UH, LEGACY BUSINESSES.
UM, PARTICULARLY THOSE, UH, ASSOCIATED WITH HISTORIC THAT SERVE HISTORICALLY MARGINALIZED COMMUNITIES TO PROVIDE RESOURCES FOR PEOPLE TO STAY IN THEIR HOMES.
21 AND 22, I THINK ARE, ARE HIGHLIGHTS OF THAT.
THERE ARE OTHER RECOMMENDATIONS THAT, THAT, UH, ARE AIMED AT KEEPING THE PEOPLE IN PLACE WHO ADD MEANING TO THOSE PLACES.
THIS IS NOT WORK THAT WE WOULD LEAD IT'S WORK THAT WE WOULD, WE WOULD ASK OUR COLLEAGUES IN HOUSING HOW WE CAN SUPPORT THAT.
'CAUSE IT IS, WE SEE THAT AS REALLY ESSENTIAL AND TO PROVIDE, UM, REGULAR BUILDING MAINTENANCE EDUCATION AND TRAINING FOR HOMEOWNERS AND TENANTS.
AS YOU HEARD, THIS IS WORK THAT'S ALREADY BEING DONE, UM, THROUGH SOME OF THE, THROUGH THE HOUSING DEPARTMENT PROGRAMS. UM, AND SO I THINK THIS IS, THIS IS JUST SOMETHING WHERE WE CAN, WE CAN ASK HOW CAN WE, HOW CAN WE SUPPORT THAT? OKAY.
I'M GONNA TURN OVER THE CLICKER TO ROCIO TO TALK ABOUT OUTREACH AND ENGAGEMENT AROUND THE DRAFT PLAN.
SO, UH, THE COMMUNITY ENGAGEMENT DID TAKE PLACE, I THINK LAST TIME KARA VISITED YOU.
UH, THAT INTENSIVE ENGAGEMENT WINDOW WAS THIS SPRING.
UH, IT WAS CONDUCTED BY CITY STAFF CONSULTANTS AS WELL AS COMMUNITY AMBASSADORS AND COMMUNITY ORGANIZATIONS THAT WERE SELECTED SPECIFICALLY BECAUSE OF THEIR TIES TO MARGINALIZED COMMUNITIES.
UM, THESE ARE SOME OF THE FIGURES FROM THAT ENGAGEMENT.
I WILL LET YOU ASK US ABOUT IT IF IT COMES UP.
UH, AT THOSE ENGAGEMENT EVENTS AND BEYOND THE ENGAGEMENT EVENTS, WE ALSO CONDUCTED COMMUNITY SURVEYS FROM THOSE SURVEYS.
THESE ARE SOME DEMOGRAPHIC DATA THAT, UM, WE FELT RELEVANT.
UH, THE TABLE ON THE LEFT SHOWS THAT OUR SURVEY RESPONDENTS VERY CLOSELY ALIGNED WITH AUSTIN'S ACTUAL DEMOGRAPHIC DATA.
IN FACT, IN SOME PLACES LIKE COMMUNITIES WITH DISABILITIES AND LGBTQIA PLUS COMMUNITIES, OUR SURVEYS WERE MORE REPRESENTATIVE.
ONE PLACE WHERE THE SURVEY WAS LESS REPRESENTATIVE WAS RENTERS.
UM, THE MAP AT THE BOTTOM HERE REFLECTS OUR DIFFERENT ENGAGEMENT LOCATIONS.
WE WERE ABLE TO REACH AT LEAST 41 OF AUSTIN, 64 ZIP CODES.
AND AT THE TOP THERE, MORE THAN HALF TWO THIRDS OF OUR SURVEY PARTICIPANTS HAD BEEN IN AUSTIN FOR OVER TWO DECADES.
UH, SO WE EXPLICITLY ASKED IN THIS COMMUNITY SURVEY, WHAT COMMUNITY PRIORITIES WERE.
THESE SEVEN PRIORITIES YOU SEE LISTED HERE, HAVE BEEN DISTILLED FROM THE 14 PLAN GOALS THAT KARA SPOKE ABOUT AND SHOWED YOU.
UH, AS YOU CAN SEE, THEY ALL HAD REALLY HIGH NUMBERS ACROSS THE BOARD, UH, REFLECTING THAT ALL OF THESE PRIORITIES WERE IMPORTANT, UH, TO FOLKS.
WE ALSO ASKED WHERE WE SHOULD START.
AND, UH, 51% OF RESPONDENTS SAID THAT WE SHOULD START WITH THE, THE

HIGHEST SCORING PRIORITY, WHICH IS TO ENSURE LONGTIME RESIDENTS AND BUSINESSES CAN AFFORD TO STAY.UH, THE SECOND MOST HIGHLY SCORED PRIORITY, WHICH IS ALSO 20% OF RESPONDENTS TOP CHOICE FOR STARTING, WAS TO HELP NEIGHBORHOODS AND COMMERCIAL DISTRICTS MAINTAIN, LOOK AND FEEL.
UH, SO FROM THIS, WE CONFIRMED THAT, UH, DISPLACEMENT AND AND DEVELOPMENT WERE TARGET PRIORITIES, UH, FOR THE COMMUNITY AS THEY WERE FOR THE WORKING GROUP.
WHEN WE DEVELOPED THIS DRAFT, UH, WE ALSO RECEIVED 270 SPECIFIC COMMENTS ON THE DRAFT FROM THE BROADER COMMUNITY, UH, STAFF, WORKING GROUP MEMBERS.
A COUNCIL OF ADVISORS REVISED THE PLAN BASED ON COMMUNITY FEEDBACK.
UH, HALF OF RECOMMENDATIONS WERE REVISED BASED ON THAT FEEDBACK.
AND EIGHT NEW RECOMMENDATIONS HAVE BEEN ADDED AS A RESULT OF COMMUNITY INPUT.
UM, THE PLAN, YOU CAN SEE IT WAS DEVELOPED OVER THE COURSE OF ABOUT A YEAR.
UM, WE, UH, IT WAS PRESENTED TO THE LANDMARK COMMISSION, THAT ROBUST OUTREACH AND ENGAGEMENT PROCESS THAT ROCIO TALKED ABOUT THIS SPRING, AND THEN IT WAS REVISED THIS SUMMER.
UM, AND NOW WE'RE AT THE CITY BOARDS AND COMMISSIONS PHASE BEFORE GOING TO COUNCIL WITH THE TARGET DATE OF NOVEMBER 21ST.
UM, GENERAL NEXT STEPS, I THINK THAT TO SUMMARIZE THIS, WE WANT TO DO THE HIGH IMPACT RECOMMENDATION.
WE WANT TO IMPLEMENT THE HIGH IMPACT RECOMMENDATIONS WITH THE RESOURCES WE HAVE.
FIRST LOOK AT WHAT WE'LL NEED ADDITIONAL RESOURCES AND, AND, AND OF LAY THAT GROUNDWORK AND MAKE THAT ASK FOR THOSE RESOURCES TO START WORKING ON THEM.
NEXT YEAR, WE'LL DO IT, UM, IN A COLLABORATIVE WAY, HOPING TO CONTINUE TO WORK WITH COMMUNITY MEMBERS.
WE'LL HAVE A PUBLIC DASHBOARD AS WELL, SO THAT IT IS, IT'S CLEAR WHAT WE'RE WORKING ON.
UM, AND WE WILL BE CONTINUING TO WORK WITH OTHER CITY DEPARTMENTS ALSO AS, UM, I THINK PARTICULARLY THE, PARTICULARLY THE HOUSING DEPARTMENT FOR MANY OF THE RECOMMENDATIONS AROUND ANTI, ANTI-DISPLACEMENT TO SEE HOW WE CAN SUPPORT THEM AS WELL AS OTHER DEPARTMENTS.
THANK YOU SO MUCH, MS. BERTRAN AND AS WELL AS YOU, MS. PENA MARTINEZ, UM, COMMISSIONERS.
UM, DO YOU, UH, WHAT, WHAT IS IT THAT, UH, WHO IS, HAS QUESTIONS AND WANT TO SPEAK, AND I WILL, UH, DO FOR ALL OF US, UH, WE'RE GONNA DO KIND OF, SORT OF THE ROUND ROBIN.
UM, I DO FEEL WE MAY NEED TO HAVE YOU BACK AT SOME POINT.
UM, SO, UH, KEEP THAT IN MIND.
COMMISSIONERS, WE'RE NOT STUCK TO JUST FOR TODAY.
COMMISSIONER ACHILLES, YOU HAVE A QUESTION? ALL RIGHT.
AND THEN COMMISSIONER DELGADO.
THANK YOU GUYS SO MUCH FOR COMING AND THE WORK YOU'VE DONE AND THE RESPONSIVENESS TO, UM, AFTER YOUR COMMUNITY ENGAGEMENT, Y'ALL.
IT LOOKS LIKE Y'ALL MADE SOME SIGNIFICANT, SOME IMPORTANT CHANGES.
UM, I JUST WANTED TO NOTE THAT WHEN YOU CAME IN MAY, WE WERE REALLY EXCITED ABOUT THIS.
I THINK WE HAD INTENDED TO SUPPORT AND WE DID LOGISTICS WORKED OUT SO THAT WE WEREN'T, UM, BUT I JUST WANTED TO, AND ALSO FOR OUR NEW, NEW MEMBERS, WE YES, WE REALLY APPRECIATED YOUR LAST PRESENTATION.
UM, AND SO MY QUESTIONS ARE WHAT IS THE TIME? LIKE, WHEN DO YOU NEED SUPPORT? LIKE, WHAT SUPPORT DO YOU NEED FROM US? WHEN DO YOU NEED IT BY? THAT ALIGNS WITH OUR DEADLINES.
AND THEN IF IT'S A LETTER OR SOMETHING, CAN YOU PROVIDE A DRAFT? THANK YOU.
YOU YOUR QUESTION, COMMISSIONER.
SO OUR TARGET DATE TO GO TO COUNCIL IS NOVEMBER 21ST.
SO AT SOME POINT BEFORE THEN WOULD BE, UH, WHEN IT WOULD BE, I THINK MOST GERMANE FOR THE COMMISSION TO, TO, TO SUPPORT.
AND IT, IT WOULD BE, YOU WOULD DO THAT THROUGH, UM, A RECOMMENDATION TO COUNSEL.
UH, AND I DID PROVIDE A STAFF, THE STAFF LIAISON TODAY WITH A DRAFT RECOMMENDATION FOR YOUR, YOUR CONSIDERATION AND, AND, UM, REVISION IF YOU LIKE.
OH, UH, THANK YOU VERY MUCH FOR THAT.
UH, EARLIER I INDICATED THAT WE NEED TO, UM, UH, MR. UM, BLAKE BE READY TO ADD THAT TO OUR OCTOBER.
UM, AND IF WE CAN GET, UM, I DO BELIEVE THAT SOME OF OUR COMMISSIONERS HAVE BEEN, UH, IN THE AREA FOR A WHILE.
AND I WOULD LIKE OUR LONGSTANDING, UH, COMMISSIONERS OR ANYONE ELSE, UH, THAT WANTS TO PARTICIPATE, UH, WITH THIS PART, WE CAN, UM, BE READY TO REVIEW THE RECOMMENDATION ON THAT.
THANK YOU FOR BRINGING, UM, UH, MS. ROIL HERE, UH, TO OUR COMMISSION.
[01:50:01]
SEE, UM, OUR VOLUNTEERS AND, AND OUR COMMUNITY AMBASSADORS.UH, ONE OF THE THINGS I DID WANNA MENTION, I KNOW THIS PRESENTATION HAS GONE TO OTHER BOARDS AND COMMISSIONS, CORRECT? IT IT HAS.
UM, IF, IF, SO, AND THIS WOULD JUST HELP AS, AS A COMMISSIONER WHEN WE'RE LOOKING AT THE PRESENTATION, IT SAYS, WHO PRESERVES, UM, INVITE AND SUPPORT, AND THEN YOU HAVE YOUR BULLETINS, WHICH IS GREAT.
UM, I'M VERY, VERY GRATEFUL AND THANKFUL TO SEE REAL PICTURES.
UH, NOT MOCK PICTURES OR, YOU KNOW, UH, COMPUTER PICTURES.
YOU ACTUALLY HAVE SOME REAL PICTURES.
I REALLY, REALLY LIKE THAT Y'ALL DID THAT.
AND I AM, I'M REALLY EVEN MORE EXCITED BECAUSE, UM, I'M IN, I'M INTO THESE PICTURES
BUT I DO WANT TO SEE IF YOU CAN POSSIBLY EDIT THE PRESENTATION AND IDENTIFY WHAT THESE PICTURES, UH, STAND FOR OR WHAT THEY ARE WHEN IT COMES TO PRESERVATION.
'CAUSE PEOPLE CAN SEE THIS AND BE LIKE, WELL, I SEE A BUNCH OF PEOPLE WITH PROTEST SIGNS, YOU KNOW? MM-HMM.
WHAT ARE, WHAT ARE THEY PROTESTING? YOU KNOW? AND IT LOOKS LIKE A BIG EAGLE IN THE BACK.
AND JUST SO Y'ALL KNOW, I'M LOOKING AT PAGE 65 HERE.
UM, AND IT'S ACTUALLY A PROTEST I ORGANIZED, UH, ALMOST, UH, 16 YEARS AGO.
AND THIS WAS THE PRESERVATION OF CHICANO PARK, UH, WHICH IS EDWARD RENDON PARK AT FESTIVAL BEACH.
AND SO IF WE CAN IDENTIFY THE PHOTO AS A PRESERVATION OF THE, UH, EDWARD RENDON, UH, PARK, THAT WOULD BE REALLY GOOD, BECAUSE PEOPLE CAN IDENTIFY, HEY, THIS CITY DEPARTMENT HAS, UH, IS A PART OF REALLY PRESERVING SOMETHING.
AND SO, SAME THING WITH YOUR, UM, OTHER ONE ON 64.
UM, THE MURAL, UH, IF YOU CAN IDENTIFY THE MURAL AS LALO MURAL, UH, ON ESA CHAVEZ SO PEOPLE CAN SEE EXACTLY WHAT YOU'RE PRESENTING.
THAT WAS IN, UM, JUST A LITTLE EDIT.
I DID WANNA ALSO ASK ON THE IMPLEMENTATION OF THE PLAN AFTER IT GETS PASSED IN NOVEMBER, WHEN DOES THE PLA THE PLAN ROLL OUT THE NEXT YEAR OR DECEMBER? THANK YOU FOR, UH, FIRST COMMISSIONER, THANK YOU VERY MUCH FOR THE, UM, THE REQUEST.
AND I'M HAPPY TO ADD THAT CONTEXT.
I, I PUT THE SOURCES, BUT NOT THE FULL, UM, EXPLANATION.
BUT THAT'S A GREAT IDEA TO ADD THAT, UH, THAT CONTEXT FOR ALL THE PHOTOS.
UM, FOR THE IMPLEMENTATION, WE ARE LAYING THE GROUNDWORK NOW AS TO WHAT WE WILL START WITH, UM, AS STAFF.
WE, THAT'S, THAT'S BASED ON A LIST OF HIGH IMPACT RECOMMENDATIONS THAT THE WORKING GROUP AND THE PRESERVATION PLAN COMMITTEE OF THE LANDMARK COMMISSION IDENTIFIED.
IT'S A SHORT LIST OF 46 HIGH IMPACT RECOMMENDATIONS.
SO WE ARE ORGANIZING THOSE INTO ABOUT A FOUR YEAR PLAN AT THE REQUEST OF THE CITY MANAGER, UM, AND, AND PUTTING THAT IN PLACE.
SO WHERE WE'LL START, I THINK IT'S POSSIBLE WE WILL BEGIN IN DECEMBER, UM, OR EARLY NEXT YEAR.
WE WON'T BE WAITING UNTIL THE NEXT FISCAL YEAR TO, TO START.
BECAUSE THE, THE URGENCY, I THINK FOR ME, ESPECIALLY FOR EAST AUSTIN IN, WE'RE LOSING HOUSES AND BUILDINGS EVERY DAY.
AND, AND EVEN IN THE DISTRICT THREE, WHICH DISTRICT THREE IS PRETTY BIG IN THE DEMOGRAPHIC AREA.
AND SO, UM, EVEN IN THE OTHER ZIP CODES, THEY'RE FACING THE SAME.
SO YEAH, I JUST WANTED TO GET, UH, YOUR FEEDBACK ON, ON THAT IMPLEMENTATION PLAN AND JUST TO ALSO RECOMMEND, AND I GUESS THIS IS SOMETHING WE CAN DO WITH OUR DAAS HERE AND BRING BACK TO YOU ALL AS A RECOMMENDATION BEFORE YOU ALL APPROVE, I DO WANT, I, I WANNA GO BACK TO WHERE YOU ALL STATED THAT RECOGNIZING AUSTIN'S RICH AND COMPLEX HISTORY THROUGH ACTIVE LISTENING.
AND SO YOU'VE, YOU'VE LEARNED A LOT.
YOU, YOU'RE BETTER AT RECOGNIZING TO PROTECT THE LEGACY OF BUSINESSES MURALS.
SO AGAIN, ENVIRONMENTAL SU SUSTAINABILITY.
SO I WOULD LOVE TO SEE, UM, MORE LANGUAGE ON THE PARKS AND ATION OF OUR PARKS.
UM, BECAUSE OUR PARKS ARE, UM, AT RISK OF BEING REDEVELOPED AND BEING NEGOTIATED.
IT'S A TOTAL LAND GRAB THAT WE'RE GOING THROUGH THE CITY.
AND SO, UH, OUR, OUR GREEN SPACES AND OUR PARKS IS A PRIORITY AS WELL AS THE, THE MURALS AND THE ART AND THE PRESERVATION OF OUR HISTORICAL BUILDINGS AND HOMES OF PEOPLE WHO, UM, WERE IMPORTANCE OF PEOPLE IN AUSTIN.
I, I DO SEE THAT WORKING WITH, UH, THE HISTORICAL, UM, OFFICE, WE'VE HAD A CHALLENGE OF, OF PRESERVING HOMES, UH, THAT ARE, THAT IDENTIFY, UM, SOME TYPE OF HISTORICAL LANDMARK.
AND SO I JUST WANTED TO SEE IF WE CAN GET SOME MORE OF THAT LANGUAGE IN THERE, UH, TO KIND OF BE MORE SPECIFIC.
[01:55:01]
THAT'S SOMETHING I'M GONNA BRING TO MY, MY COLLEAGUES, THAT WE CAN DRAFT SOMETHING SO WE CAN HAVE SOMETHING OF THIS DIET RECOMMENDING THAT THOSE LITERALLY BE, UM, ADDRESSED AND THEY BE PRESERVED.AND SO, OTHER THAN THAT, KARA, YOU HAVE DONE A GREAT JOB IN THIS, UM, INITIATIVE.
I'VE SEEN YOUR WORK AT THE, UM, HISTORICAL COMMISSION.
AND, AND WE'RE HERE TO SUPPORT YOUR WORK.
IT'S BEEN A VERY COLLABORATIVE EFFORT, AND I THINK EXACTLY, IF, IF YOU SEE THINGS THAT ARE NOT IN THE PLAN RIGHT NOW, I THINK IT, UH, THAT WOULD BE EXACTLY THE THING TO DO, IS TO PUT IT IN THAT RECOMMENDATION FROM THE COMMISSION TO COUNCIL.
AND, UH, MS. BERTAND, DID I UNDERSTAND THAT YOU DO HAVE A DRAFT FOR US THAT YOU CAN PROVIDE? YES.
AND I KNOW THAT MR. BLAKE HAS STEPPED, UH, OFF THE DIAS RAI AT THE MOMENT, BUT I WANNA, UM, MAKE SURE, UM, UM, THAT IT, THAT'S FORWARDED TO HIM.
SO THAT HE CAN, UH, REACH OUT AND THEN COMMISSIONERS, THAT MEANS HE AND EVERYONE WHO WANTS TO PARTICIPATE NEEDS TO BE READY TO RESPOND VIA EMAIL SO THAT WE CAN HAVE SOMETHING READY BY, UH, OCTOBER.
THANK YOU SO MUCH AND WE APPRECIATE YOU HONORING OUR TIME REQUEST.
[6. Discussion and possible action on amendments to the Community Development Commission (CDC) bylaws related to the election process for elected commissioners (Angel Zambrano, Manager, Neighborhood Services Unit, Austin Public Health).]
ITEM COMING.UM, WE HAVE THE DISCUSSION AND THE POSSIBLE ACTION OF THE AMENDMENT.
I THINK WE CAN TAKE CARE OF THIS ONE TONIGHT OF THE COMMUNITY DEVELOPMENT COMMISSION.
UH, THE CDC BYLAWS RELATED TO THE ELECTION PROCESS FOR ELECTED COMMISSIONERS.
UH, AND, UM, ON HAIL ZAMBRANO, OUR MANAGER OF NEIGHBORHOOD SERVICES UNIT, UH, WITH THE AUSTIN PUBLIC HEALTH IS HERE TO EXPLAIN, UH, WHAT'S GOING ON, COMMISSIONERS.
THIS WOULDN'T, SHOULDN'T TAKE TOO LONG.
UH, SO AGAIN, LIKE I MENTIONED IN MY PRESENTATION ABOUT AN HOUR AGO, UM, I WOULD LIKE TO REQUEST THAT YOU APPROVE AMENDING THE BYLAWS.
I'VE ALREADY WORKED WITH LEGAL HERE AT THE CITY OF AUSTIN.
THEY MADE, THEY REVIEWED THE THREE DOCUMENTS THAT I'LL SHOW YOU TODAY, AND THEY'RE TAKING OUT THE LANGUAGE THAT REFERENCES THE RESPONSIBLE ORGANIZATIONS, WHICH IS THE BARRIER THAT'S GETTING IN THE WAY OF BEING ABLE TO HOLD ELECTION SOURCE SELECTION MEETINGS QUICKLY.
SO THE FIRST DOCUMENT IS THE BYLAWS OF THE COMMUNITY DEVELOPMENT COMMISSION.
IF YOU LOOK AT SECTION, UH, B, THERE IS A COMMENT FROM THE, UH, LEGAL DEPARTMENT HERE DELETED REFERENCES TO ORGANIZATIONS RESPONSIBLE FOR APPOINTING A DEMOCRATICALLY SELECTED MEMBER AS REQUESTED BY CITY STAFF.
SO WE'RE TAKING THE LANGUAGE OUT, UH, THAT NEEDS TO BE TAKEN OUT.
UH, SAME THING FOR PAGE, UH, TWO, WE'RE CROSSING OUT THE RESPONSIBLE ORGANIZATION PIECE.
AND THEN THERE IS SOME, UH, ADDITIONAL EDITS THAT ARE JUST MORE UPDATES OF LANGUAGE IN SECTION H, WHICH MAKES IT CLEAR THAT, UM, THE BOARD MUST PROVIDE A BOARD MEMBER WHO IS SUBJECT TO REMOVAL WITH AN OPPORTUNITY TO BE HEARD.
IT SORT OF FOLLOWS THAT CLARIFIES THE LANGUAGE.
SO WE'RE DOING TWO THINGS HERE.
ONE, WE'RE, UH, TAKING OUT THE RESPONSIBLE ORGANIZATION LANGUAGE, AND TWO, WE'RE CLARIFYING, UM, THE PROCESS FOR REMOVING A BOARD MEMBER IF NEEDED.
IF YOU GO TO THE NEXT PAGE, WHICH IS THE END OF SECTION H, THERE'S ANOTHER COMMENT.
IT COMPLIES WITH, UH, THE TEXAS ADMINISTRATIVE CODE REGARDING REMOVAL OF BOARD MEMBERS THAT ALLOWS AN ADVISORY BOARD, SUCH AS THE COMMUNITY DEVELOPMENT COMMISSION TO REMOVE BOTH PRIVATE SECTOR AND DEMOCRATICALLY SELECTED MEMBERS.
SO I THINK THE LANGUAGE WAS CLEAR BEFORE, SO WHEN THEY DID THE REVIEW OF THIS, THEY SAID, WHY DON'T WE JUST CLARIFY THOSE TWO THINGS.
SO THAT'S THE DRAFT OF THE, UH, BYLAWS AND THE PROPOSED CHANGES BY, UH, THE LEGAL DEPARTMENT.
IF YOU GO TO THE SECOND DOCUMENT, THE ORDINANCE WILL ALSO HAVE TO BE, UH, AMENDED.
SO IF YOU LOOK AT PART TWO IN BLUE, IT'S BASICALLY THE SAME LANGUAGE.
AMENDED AMENDMENTS REFLECT THE FOLLOWING.
DELETED ORGANIZATIONS RESPONSIBLE FOR NOMINATING DEMOCRATICALLY ELECTED MEMBERS THAT REPRESENT LOW INCOME POPULATIONS AS REQUESTED BY CITY STAFF.
SO THAT LANGUAGE WILL BE TAKEN OUT FROM THE ORDINANCE.
AND THEN THE THIRD DOCUMENT IS THE RESOLUTION, AND YOU WILL SEE IN BLUE AND CROSSED
[02:00:01]
OUT THE LANGUAGES THAT WILL BE TAKEN OUT HAS TO DO WITH THE RESPONSIBLE ORGANIZATIONS FOR EACH OF THE GEOGRAPHIC AREAS FOR THE EIGHT COMMISSIONERS WHO CURRENTLY SERVE ON THE BOARD.AND IT KIND OF GOES THROUGH FOR EACH OF THE AREAS CROSSING OUT THE NOMINATING ORGANIZATION.
MR. UM, MR. ON HILL? UH, I DON'T, WE DON'T SEEM TO HAVE IN OUR PACKET, UH, COMMISSIONERS.
SO IF YOU'RE LOOKING FOR THE RESOLUTION THAT ON HILL REFERENCING, UH, THAT IS NOT PART OF OUR PACKET.
UH, WE DO HAVE THE FIRST ONE, THE BYLAWS, UM, WHICH START ON PAGE 76 OF OUR PACKET.
AND WE ALSO DO HAVE THE ORDINANCE THAT BEGINS ON PAGE 82 OF OUR PACKET, BUT WE DO NOT HAVE THE RESOLUTION.
UH, I SHOULD HAVE SAID SOMETHING IN THE BEGINNING.
I NOTICED THAT IT WAS NOT AS UPLOADED AS A BACKUP OKAY.
SO THEY SAID THAT IT WOULD BE UPLOADED NOW.
AND THAT AS LONG AS YOU SEE IT ON THE SCREEN, YOU'LL BE ABLE TO, UH, YOU KNOW, DISCUSS AND JUST OKAY.
UM, UM, APPROVED MOVING FORWARD WITH THE AMENDMENT REQUEST.
SO IF YOU CAN STAND BY IT, THIS WAS PRETTY CLEAR.
EACH SECTION HERE TALKS ABOUT THE RESPONSIBLE ORGANIZATION FOR THOSE AREAS.
SO IF YOU LOOK AT THE NEXT PAGE, PAGE, IF YOU CAN GO TO PAGE TWO.
UM, BEFORE YOU GO ANY FURTHER, I'M SORRY TO INTERRUPT.
IS THIS PART, IS THIS UPLOADED ON THE WEBSITE? THIS RESOLUTION? I DON'T KNOW WHERE IT WAS UPLOADED.
UM, MR. BLAKE, UM, THIS IS LISA.
I DID UPLOAD IT, UH, THIS EVENING, UH, WHEN I REALIZED IT WAS MISSING.
AND SO IT'LL BE UP IN THE MORNING.
SO I CAN'T, IS MORE HELPFUL NOW, BUT, SO, OKAY.
SO IT IS CURRENTLY NOT UPLOADED, UH, ON THE WEBSITE, BUT IT WILL BE BY TOMORROW MORNING.
IS IS THAT WHAT I UNDERSTAND, MS. RODRIGUEZ? YES.
THE POSTINGS HAPPEN AT 10:00 AM SO IT'LL BE UP RIGHT, RIGHT AFTER 10:00 AM ALRIGHT THEN.
SO WE DO NEED TO PAY ATTENTION TO THE WHAT'S HERE.
WOULD YOU START AGAIN? I APOLOGIZE.
THE RESOLUTION ALSO HAS TO BE AMENDED.
SO THE LEGAL DEPARTMENT WENT THROUGH AND, UH, CROSSED OUT IN BLUE WHAT NEEDS TO BE REMOVED.
SO BASICALLY IT'S THE RESPONSIBLE ORGANIZATION LANGUAGE.
THE ONE FOR, UM, THE ON TOPLESS AREA.
YOU GO TO THE SECOND PAGE AS COLONY PARK.
ORGAN NOMINATING ORGANIZATION IS THE LANGUAGE IN THIS DOCUMENT, BUT IT'S RESPONSIBLE ORGANIZATION AND THE OTHERS, IT GOES THROUGH DOVE SPRINGS, REMOVING THAT, REMOVING IT FROM EAST AUSTIN, MONTOPOLIS, ROSA OSA, BLACKLAND, ST.
SO BASICALLY WE'RE REMOVING THE LANGUAGE SO THAT WE DON'T HAVE THAT BARRIER, AND WE CAN HOLD ELECTIONS AS SOON AS SOMEONE DROPS OFF THE BOARD.
FOR WHATEVER REASON, I, ONCE THESE CHANGES ARE MADE, I THINK WE COULD PROBABLY HAVE AN ELECTION WITHIN A MONTH IN TERMS OF GETTING IT, GETTING THE WORD OUT, GETTING FOLKS INTERESTED, AND THEN HAVING THE ACTUAL ELECTION.
WHEREAS NOW, AS YOU ALL KNOW FROM ROSEWOOD, THERE IS NO RESPONSIBLE ORGANIZATION.
AND IT'S TAKEN NOW MANY, MANY MONTHS THAT IT, THAT VACANT BECAUSE OF THIS BARRIER.
UH, SAN ANTONIO DOES IT THIS WAY.
THEY DON'T HAVE ANY MIDDLE MEN OR MIDDLE PEOPLE.
AND I TALKED TO THEM TODAY AS WELL, JUST TO GET A LITTLE MORE, UH, YOU KNOW, PICK THEIR BRAIN.
AND THEY SAID, THIS IS MUCH, MUCH EFFICIENT.
AND MORE QUICKLY, WE'RE MORE QUICKLY ABLE TO FILL THE SEEDS WHEN THEY'RE VACATED.
SO I'M JUST ASKING FOR SUPPORT.
UH, YOU GUYS CAN TALK AMONGST YOURSELVES, ASK QUESTIONS, AND IF YOU AGREE, THEN WE GO TO THE LEGAL DEPARTMENT AGAIN, AND THEN TO COUNSEL BEFORE THE END OF THE YEAR SO THAT THEY CAN APPROVE THESE CHANGES TO THESE THREE DOCUMENTS.
ANY QUESTIONS ABOUT, UM, THE PROCEDURES? THANK YOU.
COMMISSIONER WOODS COMMISSIONER, BOARDER COMMISSIONER TISHA.
COMMISSIONERS ON THE DAAS? ANY QUESTIONS? YEAH.
UM, SO I WANNA REFER TO NOT THE ORDINANCE, BUT TO THE BYLAWS.
AND SO I, MY UNDERSTANDING IS THAT YOU WERE GOING TO BE, UM, REACHING OUT TO LEGAL AND THAT YOU CAME TO US PRIOR, UM, TO DISCUSS THE, UM, THE CHANGING OF THE BYLAWS AND THE ORDINANCE.
UM, YOU KNOW, BECAUSE IT'S, IT'S BEEN SO CHALLENGING AND, AND, AND I KNOW I'M GONNA SUPPORT THAT, UM, YOUR INITIATIVE AND, AND WHAT WE'RE DOING, SO WE CAN EXPEDITE THE PROCESS.
[02:05:01]
UM, CHANGE IS BEING MADE THAT I DON'T THINK WE'VE DISCUSSED BEFORE.SO, I WILL COME TO MY CHAIR AND ASK FOR A POINT OF CLARIFICATION AND STAFF ABOUT THE REMOVAL OF BOARD MEMBERS.
IS THERE A REASON, CAN YOU EXPLAIN TO THE DAAS WHY THAT WAS A DISCUSSION? DOES IS THAT IN RELATE IN RELATION TO THIS, UM, MIDDLEMAN, UH, BEING THE NEIGHBORHOOD GROUP OR THE, UM, ORGAN, THE RECOGNIZED ORGANIZATION THAT IS CONDUCTING THE PUBLIC, UH, ELECTION? IS IT BECAUSE THEY'RE PART OF REMOVING SOMEBODY? I, I DON'T KNOW WHERE THE REMOVAL OF A COMMISSIONER DISCUSSION WAS, SO I JUST NEED SOME CLARIFICATION ON THAT.
I THINK WHEN LEGAL REVIEWED IT, THEY SAW THE LANGUAGE AND THEY WANTED TO CLARIFY THIS OTHER LANGUAGE AS WELL.
SO THEY SAID, WHY DON'T WE BRING THIS FORTH AS WELL? SO IT'S NOT RELATED TO THIS, IT'S NOT RELATED TO FILLING THE SEED.
IT'S RELATED TO THE QUESTION OF WHAT HAPPENS AND WHO CAN REMOVE, MOVE A COMMISSIONER FROM THIS COMMISSION SO THAT NOW THE LANGUAGE IS CLEAR THAT YOU ALL HAVE THE, UH, POWER TO BE ABLE TO HAVE.
SO A SAYING WHO'S REMOVED IT? IF THERE'S SOME KIND OF, UH, I DON'T KNOW.
BUT SEE A BEHAVIOR ISSUE OR SOME KIND OF, BUT I SEE ON OUR DISCUSSION AND ACTION ITEMS, A DISCUSSION AND POSSIBLE ACTION ON AMENDMENTS TO THE COMMUNITY DEVELOPMENT COMMISSION, CDC BYLAWS RELATED TO THE ELECTION PROCESS FOR ELECTED COMMISSIONERS BY UNHA MANAGER NEIGHBORHOOD SERVICES.
SO I JUST WANNA BE VERY CAREFUL, RIGHT, RIGHT, RIGHT.
BECAUSE THIS IS, WE'RE TALKING ABOUT A LEGAL, UM, A REVISING OF A LEGAL, UM, ACTION HERE.
AND THAT THIS BOARD HAS TO WEIGH IN.
AND SO I WANNA MAKE SURE THAT WE DON'T PUT THEM TOGETHER.
AND IF WE ARE GONNA TALK ABOUT THE RE IF, IF LEGAL SAW A RED FLAG AND SAID, HEY, WHY DON'T WE DO A, A REVISED EDIT, WELL, OKAY, BUT THAT NEEDS TO COME TO THE BOARD AS AN ITEM SEPARATE THAN THE ITEM WE'VE BEEN DISCUSSING, RIGHT.
AND WE'VE BEEN TRYING TO FIND A SOLUTION AND TRYING TO FIX, I JUST THINK THAT THESE TWO LEGAL, UM, YOU KNOW, REVISIONS DON'T, ARE NOT CONNECTED.
SO THEY SHOULD NOT BE TOGETHER TODAY.
AND THE REASON I HAD, I, I'M VERY, VERY IT RED FLAG ME RIGHT NOW.
'CAUSE I'M LIKE, WAIT A MINUTE.
WE DIDN'T TALK ABOUT REMOVING A COMMISSIONER TODAY.
BUT IT RED FLAGGED ME THAT LEGAL ALL OF A SUDDEN WANTS TO TALK ABOUT THAT REMOVABLE COMMISSIONER THROUGH THE CDC DAIS.
BUT WE NEED TO GET THAT FROM LEGAL OF WHY AND HOW AND WHAT, BECAUSE THIS IS THE FIRST TIME I'M SEEING IT AND IT CONCERNS ME BECAUSE I'VE SEEN, UM, THIS TYPE OF BEHAVIOR IN THE PAST OF, OF COMMISSIONERS OR FORMER CHAIRS TRYING TO, YOU KNOW, REMOVE PEOPLE FROM THE DAAS.
SO IT KIND OF GIVES ME A LITTLE RED FLAG AND CONCERN.
CAN YOU ELABORATE ABOUT THAT? I REALLY CANNOT, YOU KNOW, I CAN JUST FOLLOW WHAT LEGAL SAID THEY WANTED TO CLARIFY THE LANGUAGE.
I THINK THIS COMMISSION HAS HAD ISSUES IN THE PAST WITH PEOPLE WHO HAVE BEHAVED IN UNPROFESSIONAL WAYS.
UM, AND I THINK WHEN THEY LOOKED AT THIS AND REVIEWED IT, SAID, OH, WE CAN CLARIFY THE LANGUAGE TO GIVE THE COMMISSION, I BELIEVE READING THIS CLARIFICATION ON HOW MEMBERS CAN BE REMOVED.
I MEAN, IT MEMBERS CAN'T BE REMOVED JUST BECAUSE YOU DON'T LIKE EACH OTHER.
UM, SO I AGREE WITH THE FACT THAT IT WASN'T, THAT WOULD PROBABLY MY OVERSIGHT THAT I JUST SAW THIS AMENDING THE BYLAWS AND I REALLY SPECIFICALLY FOCUSED ON THE, UH, RESPONSIBLE ORGANIZATIONS.
AND I DO, UH, RESPECT YOUR OPINION IN TERMS OF, HEY, WE COULD SEPARATE IT.
IT JUST GONNA TAKE MAYBE SIX MONTHS TO A YEAR.
SO, WELL, I THINK THAT SINCE WE ARE AT THE POINT OF THE ENDING FOR YOU TO GET THE PROCESS GOING FOR THE, THE DISCUSSION THAT ABOUT AMENDING THE BYLAWS, UH, FOR NOT HAVING A THIRD PARTY.
I, I MEAN, I THINK THAT THIS WHOLE DIOCESE THAT'S BEEN FOLLOWING THAT DISCUSSION IS IN FULL SUPPORT BECAUSE WE WANNA SUPPORT, UH, YOUR INITIATIVE AND THAT, BUT THEN THE LEGAL COMES BACK AND, AND
[02:10:01]
THEN SAYS, OH, WELL WE THINK WE NEED TO REVISE THIS TOO.AND THEN YOU'RE GIVING AN OPINION.
WELL, I'VE WITNESSED A LOT OF, YOU KNOW, MISCONDUCT OR MISBEHAVIOR ON HERE, WHICH THAT DISCUSSION IS NOT TODAY'S DISCUSSION.
AND SO I'M CONCERNED ABOUT THAT.
SO I AM GIVING MY FACTUAL OBSERVATIONS OVER THE LAST SO MANY YEARS.
THERE HAS BEEN TIMES WHEN THIS COMMISSION HAS BEEN LIVELY AT, AT THIS, AT I'M JUST ASKING.
I'M JUST SAYING, THIS IS WHAT LEGAL SAID.
YOU KNOW, DOING AND THEY'RE JUST CLARIFYING.
THIS IS CLARIFYING THE PROCESS.
IF THERE IS EVER SOME ISSUE WITH A COMMISSIONER MM-HMM.
THIS ALLOWS YOU A CLEAR PROCESS ON HOW TO MOVE FORWARD.
IT DOESN'T HAVE ANYTHING TO DO WITH THE, I'M GONNA RESPONSIBLE ORGANIZATION.
SO I, I'M GONNA TAKE LIBERTY AS CHAIR.
UM, I HAD MADE A, A SIMILAR NOTE, UM, MM-HMM.
AND I'M GONNA MAKE LIBERTY AS CHAIR.
I'LL HOLD MY, I'LL, UH, I ALWAYS, UH, GIVE, SO COMMISSIONER A KEES, IF THERE'S SOMETHING YOU, I KNOW YOU HAVE SOMETHING, I'LL LET YOU GO AHEAD AND THEN I WILL, UH, COME BACK.
UH, AND, AND PRETTY MUCH, UM, PUT FORTH A, A, A VOTE, A MOTION, UH, HOW WE'RE GONNA PROCEED WITH THIS.
DO YOU HAVE SOMETHING? I WAS JUST GONNA CLARIFY THAT THE WAY I READ IT, WE COULD ALREADY REMOVE FOLKS.
THE ONLY WORDS THAT CHANGE ARE MINE AND ESTEBAN'S POSITIONS.
WE ARE ACTUALLY NOT ELECTED BECAUSE RIGHT NOW IT READS THAT THERE'S SEVEN ELECTED BY COUNCIL.
AND WE ARE NOT, WE'RE APPOINTED, BUT LIKE WE WENT THROUGH A DIFFERENT PROCESS.
AND THIS IS JUST SAYING YOU CAN ALSO REMOVE THEM.
AND IT'S CLARIFYING THAT WE'RE NOT PART OF THE FIVE COUNCIL.
WE DON'T HAVE TO GO BACK TO FIVE TO, TO COUNCIL LIKE THE OTHER FIVE DO.
WE ARE LIKE THOSE, UM, UH, SORRY, SEVEN, EIGHT AT, AT THE EIGHT THAT ARE ELECTED BY THE NEIGHBORHOODS CAN BE REMOVED BY THE CDC.
AND SO CAN ESTE AND I, WE DON'T HAVE TO GO TO CANCEL.
SO THAT'S THE WAY I READ IT WAS IT'S JUST REMINDING US THAT WE'RE NOT ACTUALLY PART OF THE FIVE.
WE'RE, WE'RE MORE LIKE THE EIGHT ALL.
UM, MY NOTE ON IT, WHICH IS WHERE WE'RE GOING TO DO, WAS I HAD CIRCLED THE DEMOCRATIC, UH, LEE, UM, SELECTED.
AND I HAD A QUESTION MARK SAID, NOT ALL ARE DEMOCRATICALLY SELECTED.
AND SO I WAS CURIOUS ABOUT THE, UM, MOVING FORWARD WITH THAT AND, AND HOW THAT MOVED, UH, HOW WE WOULD MOVE FORWARD WITH THAT.
I DO AGREE WITH WHAT COMMISSIONER DELGADO SAYS IS THAT, UM, I HAVE, I WOULD LIKE, JUST AS YOU HAD SOUGHT GUIDANCE FROM LEGAL IN REFERENCE TO THE ORGANIZATIONAL PART BEING REMOVED, I WOULD LIKE TO HAVE A MOTION ON THE FLOOR TO ASK YOU TO PLEASE HAVE LEGAL, JUST IF IT IS EXACTLY AS COMMISSIONER KEELEY'S HAS SAID, SHE'S INTERPRETED IT, UM, IT SOUNDS THAT YOU HAVE AN INTERPRETATION OF IT.
AND THERE MAY MAY VERY WELL BE MULTIPLE INTERPRETATIONS OF THAT.
I WILL BE SATISFIED WITH THERE BEING SOME STATEMENT FROM LEGAL TO SAY THE REASON WHY WE ARE REMOVING THAT PARTICULAR LANGUAGE IS, IS SUCH AND SUCH AND SO AND SO.
UM, BECAUSE ONE THING I WILL SAY, COMMISSIONER DELGADO, IS THIS IS CURRENTLY, THIS IS A CURRENT STATEMENT IN THE, UH, UH, ORDINANCE, OR I MEAN THE, UH, BYLAWS RIGHT NOW.
SO, UM, BUT I AM LIKE YOU, I AM, UM, I, I WOULD LIKE FOR THERE TO BE SOMETHING WHERE WE ARE GETTING, UH, PROFESSIONAL, UM, GUIDANCE, UH, COUNSEL ON THAT AND HOPEFULLY, UM, YOU CAN COME BACK WITH JUST THAT PIECE IN OCTOBER.
AND IF, UH, IF THAT'S FINE, UH, CAN I GET A MOTION THAT WE ASK ON ANGEL TO GO BACK JUST TO LEGAL FOR JUST THAT PART AND GIVE US AN EXPLANATION OF THAT PARTICULAR, UH, PARAGRAPH IN, UH, SECTION H OF OUR BYLAWS.
COMMISSIONER ACHILLES SECONDS.
IT CAN I GET EVERYONE VIDEOS ON IF YOU ARE IN APPROVAL OF UNHA GETTING LEGAL TO CLARIFY THE, UM, PARAGRAPH IN SECTION H REGARDING THE REMOVAL, PLEASE, UH, INDICATE BY RAISING YOUR HAND.
IT LOOKS LIKE WE'RE UNANIMOUS ON ANGEL.
IF WE COULD JUST COME BACK WITH THAT FROM LEGAL, JUST WITH A CLARIFICATION AS TO WHAT IS THE INTERPRETATION
[02:15:01]
OF THAT PARTICULAR PARAGRAPH.AND HOW, UM, WHY IT IS THAT WE'RE REMOVING THAT, BECAUSE THAT WAS NOT PART OF OUR PREVIOUS DISCUSSION.
SO CAN YOU VOTE ON THE OTHER PIECE SO I CAN MOVE FORWARD WITH THAT? SURE.
CAN, UM, ACHILLES, CAN YOU MAKE A MOTION THAT WE MOVE FORWARD WITH THE REMOVING OF THE ORGANIZATIONAL WORDING? YES.
I MOVE THAT WE MOVE FORWARD WITH THE THREE EDITED DOCUMENTS.
CAN WE VOTE ON THAT PORTION? UH, ALL THOSE IN FAVOR, PLEASE RAISE AND INDICATE BY A HAND.
SO WE CAN MOVE FORWARD ON THAT.
EVERYTHING ELSE, INCLUDING YOUR RESOLUTION AND, UM, WHAT WE ARE GONNA JUST COME BACK WITH JUST THAT PIECE.
I'LL GET THAT TO YOU NEXT MONTH.
UH, WE'RE A LITTLE BIT OFF OF MY TARGETED GOAL OF, UM, ENDING TONIGHT, BUT WE'RE NOT.
UM, I DO BELIEVE WE'VE BEEN, UH, PRODUCTIVE.
UH, WE HAVE FUTURE AGENDA ITEMS. DOES
[FUTURE AGENDA ITEMS]
ANYONE OTHER THAN ME HAVE, UM, STATEMENTS REGARDING FUTURE AGENDA ITEMS? I THINK I HAVE YOURS ALREADY.I DO BELIEVE WE WILL BE HAVING A WORKING GROUP OF, UM, AND COMMISSIONER DELGADO IS PART OF THAT.
CAN I GET A NAME FOR THAT WORKING GROUP? OH, THAT WORKING GROUP IS GONNA BE THE, UM, DEEP DIVE.
ARE Y'ALL GOOD WITH THAT? MM-HMM.
AND WE'RE GONNA DO A DEEP DIVE ON, ON, AND WHAT WE'RE LOOKING FOR IS ABOUT NO MORE THAN ABOUT, I THINK WE CAN DO 'EM IN CATEGORIES, NO MORE THAN FIVE TO SEVEN CATEGORIES OF WHAT WE WOULD LIKE TO KNOW.
AND THEN LET THEM, AND WE'LL WORK WITH, UM, RECOMMEND.
RECOMMEND THEY, THEY CAN COME BACK AND COME AND GIVE US THOSE OVER SOME TIME.
AND THEN WE'RE ALSO GONNA HAVE, UM, THE, WE'RE NOT GONNA BRING THE GENTLEMAN BACK ON, UM, APPOINTING ANOTHER FOR THE ADVISORY BOARD.
OH, THAT'S GONNA, I HAVE THAT ON MY, UH, THAT'S, YEAH, THAT'S ONE OF MY THINGS THERE.
HE'S, UH, BUT HE'S NOT COMING BACK.
BUT WE WILL HAVE DISCUSSION AND WOULD APPOINT AND APPROVE THE OTHER ONE WE'VE ALREADY APPOINTED.
SO I HAVE, UM, THE OTHER I-H-I-R-C.
UH, THE OTHER ITEM I HAVE IS THE, UM, ITEM FOUR, UH, THE HERC.
UM, WE DO HAVE, UH, ONE THAT HAS INDICATED THAT THE, UH, SHE'S INTERESTED, THAT WAS COMMISSIONER, UH, BERTHA DELGADO.
UH, BUT I DID SAY I WANTED TO REVISIT THAT WHEN WE HAD A FEW OF OUR OTHER, UM, UM, UH, REGULAR COMMISSIONERS PRESENT, BECAUSE I THINK I HEARD SOMEONE WAS INTERESTED IN THAT AND I WANNA GIVE THEM AN OPPORTUNITY.
UM, SO WE'LL HAVE THAT ADDED TO OUR, UH, ITEMS, UH, MR. BLAKE.
AND THEN, UH, THE RECOMMENDATION FOR THE, UM, EQUITY BASED PRESERVATION PLAN THAT MS. BERTRAN, UM, AND MS. PINA, UM, UM, MARTINEZ WAS TALKING ABOUT.
WE NEED TO HAVE THAT RECOMMENDATION AND DRAFT RECOMMENDATION READY NEXT, UH, MEETING, WHICH WILL BE OUR OCTOBER MEETING.
SHE'S GONNA FORWARD THAT TO YOU.
I I FORWARDED IT TO YOU ALREADY.
SO COMMISSIONERS, YOU'LL NEED TO, IF YOU WANNA MAKE SURE THAT IT HAS PARK WORDING IN IT, UM, WHATEVER THAT IS.
AND THEN, UM, I THINK THAT THEY CAN HELP DRAFT IT FOR US.
SO THE CIS DEEP DIVE, THOSE SIX POINT OR THAT'S AFFILIATED WITH THAT? CORRECT? THAT'S WHAT, THAT'S GONNA BE CONSIDERED SOME OF THE RECOMMENDATIONS FOR THAT TIME.
THAT'S THOSE TWO DIFFERENT, THE CIS.
THE CIS UM, DEEP DIVE IS GONNA COME FROM OUR PRESENTATION FROM ITEM NUMBER THREE.
AND THEN, UM, WHAT WE'RE TALKING ABOUT RIGHT NOW IS THAT PER THE ATION PLAN, THAT IS GONNA BE GOING TOWARDS COUNCIL BY, FROM ITEM FIVE.
SO WE NEED TO HAVE OURS, UH, IF WE WANNA HAVE A RECOMMENDATION, PARTICULARLY IF WE WANNA INCLUDE WORDING LIKE PARKS, ET CETERA.
SO CAN WE DO THE CIS DEEP DIVE? CAN WE IDENTIFY THAT AS A PROJECT CONNECT? 'CAUSE I THINK THAT CAN BE A LITTLE CONFUSING BECAUSE CIS IS YES, YES, YES, YES.
UM, UM, ED MAKE, WOULD YOU MAKE THAT, UM, CORRECTION? SO THAT'S GONNA BE THE PROJECT CONNECT,
[02:20:01]
RIGHT? UM, AND YOU CAN CALL IT CIS DEEP DIVE.BUT IT'S THE ANTI DISPLACEMENT.
AND THEN THE LAST ITEM THAT I, UM, DOES ANYBODY ELSE HAVE ANY OTHER, UM, FUTURE AGENDA ITEMS THAT I AM EITHER MENTIONED OR DIDN'T COVER? WE'RE GOOD? UH, THE LAST ITEM I DID WANT TO, UM, CORRECT, UM, COMMISSIONERS IS LAST MONTH I ADJOURNED OUR MEETING.
UM, AND I DIDN'T EXPLAIN WHY ITEMS NUMBER EIGHT, WHICH WAS THE DISCUSSION FOR THE POSSIBLE ACTION REGARDING THE CONSOLIDATED, UH, PLAN, THE 25, THE, UM, 2025, 2029 WITH MANDY, AS WELL AS ITEM NUMBER NINE, WHICH PART OF OUR AGENDA LAST MONTH, WHICH REGARDED THE, UH, CITIZEN PARTICIPATION PLAN ALSO WITH MANDY.
UM, AND THE REASON FOR THAT, CORRECT ME IF I'M WRONG, MR. BLAKE, WAS THAT WE HAD MISSED THE OPPORTUNITY TO COMMENT ON THOSE BECAUSE, UH, THEY HAD ALREADY, UH, GONE FORWARD TO COUNSEL.
IS THAT CORRECT? THAT'S CORRECT.
MY, PLEASE FORGIVE ME, GUYS, I, UH, ADJOURNED THE MEETING AND I JUST SAID THOSE WERE CANCELED AND I DIDN'T EXPLAIN WHY.
SO, UM, WITH THAT BEING SAID, IS THERE ANYBODY ELSE HAVE, WHAT'S MY TIME? UH, ANYBODY ELSE HAVE ANY OTHER, UH, ITEMS? ALL RIGHT.
I DO WANNA SAY THANK YOU TO EACH AND EVERY ONE OF THE COMMISSIONERS.
YOU ALL HUNG IN THERE ABOUT 45 MINUTES LATER THAN I WANTED YOU TO.
UH, THE TIME NOW ON DECK IS 8 54.
