[00:00:05] CAN YOU THAT AGAIN? [CALL TO ORDER] OKAY. THANK YOU. UM, GOOD AFTERNOON EVERYONE. IT'S SEPTEMBER 11TH. WE JUST HAD A MOMENT OF REFLECTION AND QUIET, AND I'D LIKE TO CALL THE MEETING OF THE AIRPORT ADVISORY COMMISSION TO ORDER. PRESENT ARE, UM, COMMISSIONERS, VALDEZ ROSE, FANG FANG, ER HENDRICKS, AND MYSELF. TODD, VIRTUALLY. HELLO? OH, I CAN SEE YOU. HI, AKARI BROCK. AND, UM, JONATHAN C**N. UM, PRESENT FOR TODAY FOR STAFF, UM, HAR SHANE HARBISON IS ONLINE AND WE HAVE OUR REGULAR RENU IN THE, UM, IN THE CHAMBERS, BUT WE ALSO HAVE A SPECIAL GUEST. UM, WOULD YOU LIKE TO INTRODUCE YOURSELF PERHAPS? OR MAYBE JASON CAN DO THAT FOR YOU? YEAH, GOOD AFTERNOON, COMMISSIONERS. UH, JUST BEHIND ME HERE IS SEAN WILLETT. SHE'S OUR DEPUTY PROCUREMENT OFFICER FOR THE CITY OF AUSTIN. BUT, UM, WE WANTED TO TAKE THIS OPPORTUNITY JUST TO INTRODUCE HER TO YOU. UH, SHE'S BEEN INSTRUMENTAL IN HELPING US ONBOARD THE EMBEDDED PROCUREMENT TEAM, WHICH WE'VE, UH, SPOKEN TO YOU ALL ABOUT JUST A LITTLE BIT AS WE WERE KICKING THINGS OFF FOR THE EXPANSION PROJECTS. AND SO SHE SPENDS A GOOD PART OF HER TIME AT OUR OFFICE AND REALLY HAS BEEN HELPFUL IN ADMINISTERING ALL THE CONTRACTS, KEEPING HER TEAM, UH, DIALED IN WITH LYNN. AND SO WE JUST WANTED TO TAKE A CHANCE TO INTRODUCE HER TO ALL OF YOU. THANK YOU. THANK YOU VERY MUCH. AND THANK YOU FOR BEING HERE. UM, I WILL SAY I DID CALL THE HER OFFICE EARLIER TODAY WITH A QUESTION REGARDING AN ITEM THAT WE'RE GONNA HEAR LATER, UM, IN THE AGENDA THAT, UM, WE'LL LEARN ABOUT. OKAY. UM, WE HAVE NO PUBLIC COMMUNICATION TODAY, IS THAT CORRECT? CORRECT. OKAY. WELL, LET'S GET STARTED. WE CALLED THE MEETING TO ORDER. WE HAD NO PUBLIC COMMUNICATION, AND, [APPROVAL OF MINUTES] UM, I'D LIKE A MOTION FOR TO APPROVE THE MINUTES FROM THE AIRPORT ADVISORY MEETING OF AUGUST 14TH, 2024. DO I HAVE A MOTION TO APPROVE? MOTION TO APPROVE. UM, SORRY. JEREMY HENDRICKS. MOTION TO APPROVE. THANK YOU. AND A SECOND, SECOND, SECOND. UM, SECRETARY ROSE. UM, DO ARE, UH, ARE THERE ANY COMMENTS OR QUESTIONS ON THE MINUTES? ANY EDITS? OKAY. SEEING NONE. UM, WE'LL, UH, WE'LL APPROVE THIS BY CONSENT. OKAY. ALL [2. Briefing on July 2024 Financial Results presented by Rajeev Thomas, Chief Financial Officer] RIGHT. NEXT ITEM ON THE AGENDA WOULD HAVE SOME BRIEFINGS TODAY. THE FIRST IS ITEM NUMBER TWO IS A BRIEFING ON JULY, 2024, FINANCIAL RESERVES PRESENTED BY RAJIV THOMAS, CHIEF FINANCIAL OFFICER. GOOD AFTERNOON, RAJIV. GOOD AFTERNOON. UH, GOOD AFTERNOON COMMISSIONERS. UM, SO FOR JULY, UM, A A VERY TYPICAL MONTH FOR THE PEAK SEASON AND SUMMER. UM, WHAT WE SAW WAS, YOU KNOW, AS THE, THE PAST PASSENGER TRENDS AND THE, IN THE PAST FEW MONTHS, THE UNEMPLOYMENTS HAVE BEEN KIND OF FLAT, UM, THROUGHOUT THIS YEAR VERSUS PRIOR YEAR. BUT ONE OF THE BRIGHT SPOTS IS WE ARE SEEING REALLY GOOD INTERNATIONAL TOTAL PASSENGER GROWTH, UH, YEAR TO DATE, AS AT LEAST CALENDAR, YEAR TO DATE, UH, YOU KNOW, A LITTLE OVER 9%. AND LAST MONTH, I MEAN, FOR JULY, IT WAS A LITTLE OVER 13% IN TOTAL INTERNATIONAL PASSENGER GROWTH. SO THAT'S REALLY GOOD NEWS THERE. UH, THE OTHER, UH, AREA THAT IS DOING VERY WELL IS CARGO. UH, FOR THE PAST FOUR MONTHS, WE'VE HAD DOUBLE DIGIT GROWTH IN CARGO, AND ACTUALLY IN JULY WE HAD ALMOST A 30% GROWTH IN CARGO, UH, WHICH WAS REALLY, REALLY GOOD. UH, SO IT'S BEEN CONTINUING SINCE APRIL, UH, 10 TO 16% IN THE PRIOR THREE MONTHS VERSUS 30% LAST MONTH. UM, IN TERMS OF REVENUES, UM, FOR THE MONTH OF JULY WAS $29 MILLION IN REVENUE, WHICH WAS ABOUT 3.6 MILLION HIGHER THAN JULY OF 2023 OR 14.3% HIGHER THAN THE PRIOR YEAR, MONTH, UH, YEAR TO DATE, WE ARE 16% HIGHER THAN LAST YEAR, YEAR TO DATE. UM, YOU KNOW, UH, PARKING, AGAIN, JULY IS A VERY GOOD MONTH FOR PARKING. UM, YOU CAN SEE THAT WE WERE RECOVER ABOUT $7.7 MILLION IN THE MONTH FOR PARKING REVENUE, WHICH WAS ABOUT ALMOST 5% OVER PRIOR YEAR. JULY. UH, RENTAL CAR WAS ALSO GOOD AT ABOUT 3% HIGHER. UM, RENTAL CAR TRANSACTIONS YEAR TO DATE HAVE BEEN VERY GOOD. UM, GROWING AT ABOUT 7% IN TERMS OF TRANSACTIONS AND 9% IN TERMS OF TRANSACTION DAYS OVER THE PRIOR YEAR. SO THAT AREA IS TRENDING VERY WELL. FOOD AND BEVERAGE REVENUE, UM, AGAIN, ALMOST 10% OVER PRIOR YEAR IN JULY. AND THAT HAS BEEN CONSISTENT WITH [00:05:01] EVERYTHING THAT WE HAVE SEEN YET TO DATE, WHICH IS ABOUT 9.6%. SO, NON AIRLINE REVENUES HAVE GROWN ABOUT 5% IN JULY, UH, AND YEAR TO DATE, ABOUT 9%. UM, AND ALSO YEAR TO DATE, TOTAL REVENUES ARE 266 MILLION, AND THAT IS A 16% INCREASE, OR ALMOST, ALMOST 37 MILLION HIGHER THAN PRIOR YEAR. UH, FOR JULY. ON THE OPERATING EXPENSES, UM, FOR THE MONTH OF JULY, WE CAME IN ABOUT 17% HIGHER THAN, UH, LAST YEAR. JULY, UH, PRIMARILY DRIVEN BY HEAD COUNT. UH, WE HAVE ABOUT A HUNDRED MORE FTES THAN WE HAD LAST JULY. AND YEAR TO DATE, WE ARE ABOUT ABOUT 24% HIGHER THAN PRIOR YEAR, YEAR TO DATE ON THE NET INCOME OR NET REVENUE SIDE. UM, LAST MONTH WAS, I MEAN, FOR JULY IT WAS VERY GOOD, UM, VERY SIMILAR TO WHAT WE SAW. UM, IN TERMS OF JULY, 2023, ABOUT $10 MILLION IN TERMS OF NET REVENUES. AND WE ARE SEEING 10 MILLION, 10.1 MILLION, UM, THIS JULY 20, 24 AND YEAR TO DATE, UM, YOU KNOW, BEFORE ACCOUNTING FOR FEDERAL, THE REIMBURSEMENTS THAT HAPPENED LAST YEAR WITH THE CARES ACT, ET CETERA. UM, WE ARE AT 70, 73 0.5 MILLION VERSUS 69 MILLION LAST YEAR, OR ALMOST A 4 MILLION INCREASE OVER THE PRIOR YEAR VERSUS BUDGET. UM, WE ARE TRENDING 11.5% HIGHER THAN WHAT WE BUDGETED, OR 27.3 MILLION HIGHER, UH, VERSUS OUR CURRENT YEAR ESTIMATE. ON THE REVENUE SIDE, WE ARE ABOUT 4.3 MILLION HIGHER, OR ALMOST 2% HIGHER OPERATING EXPENSES. UM, AS, UH, WE DISCUSSED IN IN PRIOR MEETINGS, IT IS RUNNING HIGHER THAN WE BUDGETED, UH, COMING IN ABOUT 6.7 MILLION YEAR TO DATE OVER WHAT WE BUDGETED OUR 5.7%. AND WE HAVE A BUDGET AMENDMENT, AMENDMENT REGARDING THAT, THAT JUST GOT APPROVED BY CITY COUNCIL ON THAT. UM, AND WITH OUR CURRENT YEAR ESTIMATE, ABOUT 300,000 HIGHER THAN WHAT WE ESTIMATED OR 0.2%. SO WE ARE TRACKING WELL AND, UM, I THINK AUGUST, AND WE ONLY HAVE TWO MORE MONTHS TO GO AUGUST AND SEPTEMBER, AND WE WILL THINK WE, WE WILL COME IN BELOW THAT BUDGET AMENDMENT NUMBER. SO YEAR TO DATE VERSUS BUDGET, WE ARE 22 AND A HALF MILLION HIGHER THAN WE BUDGETED IN TERMS OF NET REVENUES AND ALMOST 6.8 MILLION HIGHER, UH, THAN WE WE HAD IN THE CURRENT AREA ESTIMATE. SO ANY QUESTIONS? THANK YOU. THANK YOU. THANK YOU. ARE THERE ANY QUESTIONS FOR RAJIV THOMAS? I CAN'T SEE THE FOLKS ONLINE IF THEIR HANDS ARE UP. YOU HAPPY? I'M LOOKING. I'M HOPING TO SEE THE PEOPLE ONLINE AS WELL. OH, I'LL, I'LL GIVE YOU A MINUTE. SORRY. I KNOW HE HAS THE, THIS, SO THIS IS GONNA BE A LITTLE TRICKY. WE HAVE THE, THE SCREEN UP FOR THERE YOU ARE. UM, ANY QUESTIONS, JONATHAN? OKAY. UM, ANY CHALLENGES THAT YOU ANTICIPATE BESIDES INCREASING HEADCOUNT AND OPERATING EXPENSES GOING UP? I THINK THAT THAT'S THE DRIVER, BUT NO, I MEAN, NO, I DON'T SEE ANY CHALLENGES. WE ARE ALREADY AT, YOU KNOW, SEPTEMBER 11TH, THEN WE HAVE ANOTHER 20 DAYS TO GO BEFORE WE CLOSE THE FISCAL YEAR. SO UNLESS SOMETHING UNEXPECTED UN EXPENSES HAPPENS, WE DON'T SEE ANY CHALLENGES. BUT NO. OKAY. THIS IS FOR, UM, FISCAL YEAR 24. SO, UM, IS THIS, ARE YOU ADJUSTING 25 AS WE GO ALONG, OR NO, NOT YET, BUT ONCE WE SUBMIT THE BUDGET, WE CAN KEEP IT THE SAME TILL WE HAVE TO OH, LOOK AT, FOR THANKS FOR EXPLAINING THAT NEXT YEAR. OKAY. GOT IT. GREAT. OKAY. UM, I'M MULTITASKING HERE. THE AGENDA IS ON MY SCREEN. OKAY. [3. Briefing on Air Service Update provided by Jamy Kazanoff, AUS Air Service Development] THE NEXT ITEM IS THE BRIEFING ON AIR SERVICE BY JAMIE KOFF, THE AIR SERVICE DEVELOPMENT OFFICER. HELLO THERE. HELLO. THANK YOU. WELCOME. WELCOME TO THE NEW SPOT HERE, UNION CITY HALL. IT'S EXCITING TO BE HERE. UM, NOT TOO MANY CHANGES FROM LAST MONTH. WE'RE CONTINUING TO SEE RATIONALIZATION BY THE AIRLINES. WE ARE DOWN 9% YEAR OVER YEAR CHANGE, BUT UP 24% FOR SEPTEMBER COMPARED TO PRE COVID. SO, AGAIN, SUBSTANTIALLY HIGHER THAN PRE COVID, BUT YEAR OVER A YEAR, A LITTLE BIT FLAT. IF YOU LOOK AT THE FULL YEAR, SOME OF THE HIGHLIGHTS ARE ERROL, MEXICO IS CELEBRATING ITS 90TH ANNIVERSARY. WE JUST DID A LITTLE BIT OF DIGITAL MARKETING FOR THEM. UM, WE'VE GOT SOME NEW SERVICE COMING ON BOARD. WE'RE STARTING TO SEE SOME OF THE MARKETS THAT AMERICAN AIRLINES EXITED ACTUALLY BE PICKED UP. MM-HMM. . SO HAPPY TO SEE THAT. I'LL START WITH RENO. UM, THIS IS A SOUTHWEST MARKET. RENO'S GOING [00:10:01] IN. THIS WAS FORMALLY, UH, AN AMERICAN AIRLINES ROUTE. THEY'LL BE STARTING IN MARCH 6TH IN 2025. VERY PLEASED TO SEE THAT MILWAUKEE SOUTHWEST PICKED UP MILWAUKEE AS WELL. THIS IS YEAR ROUND. THIS WAS FORMALLY A FRONTIER AIRLINES FLIGHT. I'LL START THAT ALSO. MARCH 6TH, DELTA. WE'LL BE GOING INTO NEW ORLEANS BEFORE MARDI GRAS. UH, THIS WAS FORMALLY AN AA ROUTE. SOUTHWEST STILL FLIES IT. SO NOW WE HAVE SOME COMPETITION. I'D LIKE TO SEE SOMETHING BEYOND A MONOPOLY ON A POPULAR ROUTE, UH, SOUTHWEST INTO OMAHA ON NOVEMBER 23RD, THAT, UH, ALLEGION IS SERVING THAT CURRENTLY TO FRONTIER INTO ATLANTA. DELTA AND SOUTHWEST ARE IN ATLANTA TOO. SO IT'S INTERESTING THAT FRONTIER IS PICKING A LARGER MARKET AND A POPULAR MARKET. THEY, THEIR MODEL HAS CHANGED RECENTLY, AND SO THEY'RE LOOKING AT LARGER MARKETS AND AUSTIN MAY BE ABLE TO BENEFIT FROM THAT. OUR CUSTOMERS BENEFIT FROM THAT BECAUSE OF THE FAIR DIFFERENTIAL THAT THE ULCC BRINGS IN. AND DELTA STARTED, WELL, WE'LL START, EXCUSE ME, UH, HARLINGEN, OCTOBER 7TH AND SOUTHWEST IS IN THERE TOO. SO AGAIN, THAT WAS A MONOPOLY THAT NOW WE HAVE TWO CARRIERS IN 10. OVERALL IN SEPTEMBER, WE ARE DOWN 11 DESTINATIONS, PRIMARILY FROM AMERICAN, BASED ON THE RATIONALIZATION THERE. WE'RE UP THREE THOUGH, AND THREE GOOD ONES. UM, WHAT ELSE CAN I SHARE WITH YOU HERE? THOSE ARE THE HIGHLIGHTS, REALLY. AND I CONTINUE TO BE OPTIMISTIC ABOUT WHERE WE'RE HEADED. AND, UH, WE MAY HAVE SOME EXCITING ANNOUNCEMENTS AROUND THE CORNER. I WAS WONDERING, UM, I THINK WE'RE, UM, ALWAYS INTERESTED IN ANY NEW INTERNATIONAL FLIGHTS, AND I WOULD BE CURIOUS IF YOU COULD SHARE WITH US WHETHER OUR PEER MARKETS, MAYBE CHARLOTTE AND OTHER AIRPORTS ARE ALSO FLATTENING OUT A BIT THAT THE CAPACITY'S GOING UP, BUT THE FLIGHTS, THE NUMBER OF DIRECT FLIGHTS ARE GOING DOWN, OR, WELL, SOME OF OUR PEER MARKETS ARE JUST NOW CATCHING UP WITH AUSTIN. MM-HMM. , WE HAD THE EARLY SPIKE AND THEN THE TREMENDOUS AMOUNT OF SERVICE THAT AMERICAN AIRLINES ADDED HERE WHEN THEIR HUBS WERE NOT WORKING DURING COVID AND THEY HAD A LOT OF EXTRA JETS AND THESE CAME INTO AUSTIN AND NOW THEY NEED THOSE JETS. SO THEY'RE RATIONALIZING WHAT THEY'VE DONE IN AUSTIN. UM, SO THEY'RE CATCHING UP WITH AUSTIN, IF I MAY. OKAY. UM, THAT'S FAIR. OKAY. UM, AND THIS, I DON'T KNOW IF THIS IS YOUR PURVIEW PER SE, BUT ARE PERHAPS THE CONTRACT, HAS THE USE AGREEMENTS BEEN SIGNED OR ARE THEY, WHERE ARE WE WITH THAT? YEAH, SO THE USE AGREEMENTS, AND THIS IS TRACY THOMPSON, CHIEF COMMERCIAL OFFICER. THE USE AGREEMENT FOR THE SIGNATORY AND NONS SIGNATORY AIRLINES IS CURRENTLY IN NEGOTIATE NEGOTIATION. WE EXPECT IT TO BE EFFECTIVE OCTOBER 1ST, 2025. OKAY. YEAH. SO WE HAVE WAIT, WAY TO GO, BUT IT HAS EXPIRED AND IT'S NOW, NO, IT'S CURRENTLY IN PLACE, I THOUGHT. OKAY. SO THE, THE, THE CURRENT AGREEMENT IS CURRENT IS STILL EFFECTIVE. OH, I I, WITH ALL OF THE AIRLINES, I HAD UNDERSTOOD THAT, THAT IT EXPIRED AND THAT THERE'S A MONTH TO MONTH NO SITUATION HERE. IT WAS EXTENDED. OKAY. YEAH. YEAH. SO WE'RE GOOD. AND, AND, UH, WE HAVE ROBUST NEGOTIATIONS AND THEY'RE ONGOING. WHAT IS THE TERM THAT, THAT THAT'S EXPIRED IN 2025? HOW LONG HAS THAT CONTRACT BEEN IN PLACE? YEAH, IT WAS, IT WAS, UH, BEEN AMENDED SEVERAL AMENDED AND EXTENDED SEVERAL TIMES. SO IT REALLY, UM, REFLECTS THE 1999 AGREEMENT WHEN THE AIRPORT OPENED AND HAS HAD AMENDMENTS AND EXTENSIONS UP THROUGH 2025. OKAY. AND THAT, I MEAN, WE ARE THE AIRPORT ADVISORY COMMISSION. WE HAVE NOT REALLY EVER BEEN BRIEFED ON IT. AND IT MAY BE THAT BECAUSE IT'S, THERE'S REAL ESTATE AND OTHER THINGS INVOLVED, BUT I THINK THAT MOVING FORWARD WITH THE EXPANSION AND ALSO BASED ON THE SERVICE, THAT UM, WE GET A LOT OF, UM, UH, COMMUNICATIONS ABOUT, UM, THE KIND OF CUSTOMER SERVICE AND EXPERIENCE THAT PEOPLE ARE HAVING WITH THE AIRLINES, UM, THAT IT WOULD BE OF ANYTHING THAT WOULD BE OF INTEREST TO US. SURE. THAT YOU COULD SORT OF ENCOURAGE CITY STANDARDS WITH THE AIRLINES. THAT WOULD BE GREAT. THANK YOU. YES, WE WILL. THANK YOU. OKAY. THANK YOU. ALRIGHT, [4. Briefing on Journey with AUS (AUS AEDP/Capital Improvement Program) Active Projects provided by Lyn Estabrook, Deputy Chief Development Officer] COMMISSIONERS AGENDA. THE NEXT AGENDA ITEM IS THE, A BRIEFING OF THE JOURNEY WITH A US ACTIVE PROJECTS PROVIDED BY LYNN ESTHER BOOK, DEPUTY CHIEF DEVELOPMENT OFFICER. GOOD. A GOOD AFTERNOON. MAKE SURE. GOOD AFTERNOON EVERYONE. YES IT IS. MAYBE I HAVE TO GET CLOSER. [00:15:01] GOOD AFTERNOON EVERYONE. UM, LYNN ESTERBROOK, I'M GOING TO GIVE AN OVERVIEW OF SOME OF OUR ACTIVE PROJECTS. UM, WE'VE MAKING SOME GREAT PROGRESS AND SO WE WILL TALK A LITTLE BIT ABOUT THOSE. UM, NEXT PAGE PLEASE. SO I'M GONNA GO OVER A NUMBER OF THE PROJECTS ON THIS LIST. I'M GOING TO TALK ABOUT THE UTILITIES INFRASTRUCTURE CAMPUS-WIDE. I'M GONNA GO AHEAD AND TALK ABOUT, UM, THE PARKING, UM, PARKING GARAGE. UM, THAT'S GOT A GREAT UPDATE THE WEST GREAT EXPANSION. AND I'M ALSO GONNA TALK ABOUT THE WEST INFILL, THE MIDFIELD, TAXIWAYS, THE CONCOURSE AND THE ARRIVALS DEPARTURE HALL. SO WE'VE MADE A LOT OF PROGRESS ON ALL OF THESE. UM, AND IT'S REALLY EXCITING. WE'RE MOVING FORWARD, UM, ON THE PROGRAM AND MAKING SUBSTANTIAL MOVEMENTS. SO IT'S EXCITING. NEXT PAGE. SO THIS IS THE, THE UTILITY AND CAMP, THE UTILITY INFRASTRUCTURE AT CAMPUS WIDE, UM, AS WE LIKE TO KNOW IT AND LOVE ACRONYMS, THE UICW. AND WHAT WAS REALLY EXCITING THIS WEEK IS THAT WE GOT THE NOTICE TO PROCEED SIGNED FOR, UM, THIS DESIGNER AND THEY WILL NOW BE ACTUALLY MOVING INTO THE OFFICIAL DESIGN PHASE FOR THIS PROJECT, WHICH IS REALLY EXCITING FOR THE TEAM. UM, I REALLY WANT TO THANK THE PROCUREMENT OFFICE 'CAUSE WE'VE BEEN WORKING ON MANY, MANY PROCUREMENTS AND GETTING ALL THESE NOTICE TO PROCEED AS THE OFFICIAL, UM, FINAL CLOSEOUT OF THE PROCUREMENT AND MOVING INTO THAT NEXT PHASE. SO THAT'S REALLY EXCITING AND WE WILL COME BACK AS WE, UM, SHOW PROGRESS IN THIS. THERE'S NOTHING REALLY PRETTY TO DESIGN. IT'S A BUNCH OF UTILITIES, WATER, STORM WATER, POWER, UH, NATURAL GAS, UM, ALL KINDS OF IT LINES, MANY, MANY DIFFERENT LINES. ALL THOSE COLORS REPRESENT DIFFERENT THINGS. AND SO, UM, THERE WON'T BE MAYBE PRETTY PICTURES TO SEE, BUT WHEN WE'RE IN CONSTRUCTION, UM, WE'LL PROBABLY SHOW SOME OF THOSE IMAGES AS WE MOVE INTO THAT PHASE LATER. UM, YES. LENA, WE, IS THIS DIAGRAM THE ENTIRE AIRPORT CAMPUS OR IS IT JUST THE AREAS WHERE THERE'S CON UH, THE TERMINALS ARE, THIS IS THE AREAS. THAT'S A GOOD QUESTION. THANK YOU. SO THE, UM, THE NORTH ARROWS TO THE NORTH, DID YOU SEE AT THE TOP OF THE IMAGE THE EXISTING TERMINAL IS AT THE TOP OF THE PAGE? IT IS. THERE'S THAT ORANGE LINE, IT'S KIND OF THREE BLOCKS LOWER THAN THAT. UM, YOU'LL SEE ANOTHER SORT OF BIG BLOCK IN THE MIDDLE THAT'S THE EXISTING RED GARAGE AND THEN THE NEW TERMINAL, YOU CAN KIND OF SEE IT GOES ACROSS THE PAGE. SO THIS IS WHAT I WOULD CALL FROM THE CENTER OF THE EXISTING CAMPUS TO THE SOUTH. AND THAT'S REALLY WHERE THE BULK OF THE WORK IS GOING TO BE BE FOR THIS PROJECT BECAUSE THE NEW CONCOURSE, AS YOU CAN SEE FROM THE DIAGRAMS WHERE THE NEW CONCOURSE IS GOING AND MANY OTHER THINGS ON THE SOUTH SIDE, THERE ARE NOT UTILITIES DOWN THERE OR THE UTILITIES AREN'T LARGE ENOUGH TO BE ABLE TO ENCOMPASS, UM, A NEW 20 PLUS GATE CONCOURSE. WE ARE MAKING SURE THAT WHEN WE DESIGN THESE UTILITIES THAT IT CAN HANDLE THE 40 GATE CONCOURSE, WHICH IS OUR LONG, LONG-TERM CONCOURSE AS WELL HA AS HAVE TIE-INS FOR ANY FUTURE CONCOURSES THAT ARE GOING TO BE ON THE SOUTH SIDE. SO A LOT OF OUR NEW DEVELOPMENT IS ALL GOING TO BE TOWARDS THE SOUTH. AND SO THAT IS WHY WE'VE GOTTA SPEND A LOT OF TIME THINKING THROUGH WHAT ARE WE DOING, HOW ARE WE DOING IT, IS IT THE RIGHT SIZE CAPACITY, SO THAT WE ARE TRYING TO FUTURE PROOF IT AS MUCH AS POSSIBLE BUT NOT OVERDO IT SO THAT WE'RE SPENDING MONEY WHERE WE DON'T NEED TO. OKAY, GREAT. NEXT, UM, THE UIC, THE CENTRAL UTILITY PLANT RELOCATION, THIS IS, UM, ALSO KNOWN AS OUR CUP. THE, WE ARE VERY CLOSE TO GETTING THIS NTP AND THIS IS A DESIGN BUILD PROJECT, SO IT'S A LITTLE MORE COMPLICATED 'CAUSE WE'VE GOT A, UM, WORK ON MULTIPLE THINGS. AND SO WE ARE LOOKING TO SIGN THIS, UM, NEGOTIATION AND MOVE FORWARD AND MOVE INTO DESIGN, UM, BY THE END OF SEPTEMBER. AND SO WE ARE NEARING A MILESTONE FOR THIS ONE. AND AS EVERYONE CAN REMEMBER THAT WE'RE GOING TO BE DEMOING THE EXISTING CUP, UM, WHEN THE NEW ONE IS IN PLACE. SO THIS, THE EXISTING CENTRAL UTILITY PLANT WILL STAY ONLINE THE ENTIRE TIME WHILE THE NEW ONE IS BEING BUILT. ONCE THE NEW ONE IS UP AND RUNNING, WE WILL THEN, UM, ANOTHER PROJECT WILL THEN DEMOLISH THE CUP, UM, SO THAT WE CAN MAKE ROOM FOR ANOTHER PROJECT THERE LATER. ANY QUESTIONS ON THE CUP? OKAY, HAVE A QUESTION. UH, SO JEREMY HENDRICKS, UH, JUST ON THAT LAST POINT, SO THE, UH, DEMOLITION OF THE OLD CUP WILL BE A SEPARATELY BID PROJECT. [00:20:01] IS THAT WHAT I JUST HEARD? THE DEMOLITION OF THE OLD CUP WILL NOT BE PART OF THE CUP PROJECT? YES. THE DEMOLITION OF THE CUP IS ACTUALLY GOING TO BE PART OF THE, THE RIVALS DEPARTURE HALL, WHICH I'LL TALK ABOUT LATER BECAUSE THAT PROJECT HAS A LARGE AMOUNT OF DEMO IN IT. UM, SPECIFICALLY THE RED GARAGE DEMO. ALSO THE NEW ROADWAY AND CURBSIDE THAT YOU'LL SEE WHEN I TALK ABOUT THE RIVALS OF PATROL WILL PROBABLY ECLIPSE AND NEED A PART OF THIS LAND. UM, MAINLY WHERE THAT SIGN IS AND THE ROADWAY THAT YOU SEE RIGHT IN FRONT OF IT, WHICH IS ACTUALLY NOT A ROAD THAT THE, THAT PEOPLE USE, BUT IT'S A SERVICE ROAD, SO THAT SERVICE ROAD WILL PROBABLY HAVE TO TURN INTO PUBLIC PUBLIC ROAD FOR THE PASSENGERS. THANK YOU. ANY OTHER QUESTIONS ON THE CUP? OKAY, NEXT, UM, THE WEST GARAGE. UM, SO THIS PROJECT IS IN DESIGN. IT'S BEEN MOVING REALLY QUICKLY AND THE DESIGN TEAM, UM, IS, UH, P GAL AND THE CONTRACTING TEAM IS, UH, AUSTIN COMMERCIAL. AND THEY HAVE, THEY WERE THE ONES WHO DID THE ORIGINAL BLUE OR THE ORIGINAL, THE NEW NEWER BLUE GARAGE, WHICH IN THIS IMAGE IT'S THE PICTURE BEHIND THE ONE IN THE FRONT. AND SO THEY ARE WORKING VERY QUICKLY BECAUSE OF THAT. AND WE ARE EXCITED TO TELL YOU THAT THE 30% DESIGN WILL BE COMING, UM, IN OCTOBER BY THE END OF OCTOBER. AND SO NEXT MONTH I SHOULD HAVE A, A REAL PICTURE AND NOT JUST A RENDERING, BUT A MUCH REALER RENDERING OF WHAT WE'RE PROPOSING THE GARAGE TO BE. AND THE TEAM HAS BEEN WORKING REALLY CLOSELY WITH THE FIRE DEPARTMENT AND I WANNA THANK THEM ON THAT COLLABORATION TO BE ABLE TO HELP US UNDERSTAND HOW WE CAN BUILD THIS AND POTENTIALLY OPEN UP SOME EARLY, UM, LEVELS OR EARLY PIECES OF IT SO THAT WE CAN THEN GO AHEAD AND DEMO THE GARAGE. WE DON'T WANNA LOSE THAT PARKING FOR OUR PASSENGERS AND SO WE WANNA BE ABLE TO BUILD THAT, AT LEAST THAT AMOUNT OF PARKING SO THAT WE CAN THEN GO AHEAD AND DEMO THE OTHER GARAGE. SO THAT'S ALSO A REALLY EXCITING MILESTONE FOR THAT PROJECT. ANY QUESTIONS ON THAT PROJECT? OKAY, NEXT ONE, THE WESTGATE EXPANSION. UM, THIS IS THE PROJECT, UM, THAT A LOT OF YOU MAY HAVE BEEN THERE OR SAW THAT WE DID, UM, A GROUNDBREAKING, UM, AND IT WASN'T REALLY A GROUNDBREAKING, IT WAS A COLUMN RISING. AND SO THIS PROJECT IS ACTUALLY, A LOT OF THE STEEL IS NOW IN PLACE FOR THE FIRST FLOOR AND THEY'RE WORKING ON THAT SECOND FLOOR STEEL. UM, AND I HOPE THAT, UM, ONCE WE HAVE A TOPPING, WE'LL BE ABLE TO CELEBRATE THAT AS WELL. BUT THIS PROJECT IS MOVING ALONG AND TO REMIND EVERYONE, THIS IS PROVIDING THREE GATES THAT WILL ENABLE US TO SHUT DOWN THE CENTER OF THE TERMINAL TO BUILD THAT TUNNEL. AND SO WITHOUT THIS ENABLING PROJECT, WE WON'T BE ABLE TO BUILD, UM, THE NEW TUNNEL AND THE SPACE INSIDE WILL PROVIDE NOT JUST THE THREE NEW GATES, BUT REALLY SPACE FOR FIVE BECAUSE OF WHERE AND HOW YOU CONNECT TO THE BUILDING. SO IT'LL HAVE FIVE GATES THAT YOU ACCESS. THERE'LL BE NEW RESTROOMS AND NEW OTHER AMENITIES, INCLUDING A CLUB THAT, UH, THE COMMERCIAL TEAM WILL BE, UM, SOLICITING OUT FOR, UM, A LIKE A CREDIT CARD TYPE CLUB. ANY QUESTIONS ON THAT PROJECT? OKAY, NEXT WE'RE GONNA SKIP THE NEXT TWO. IF YOU WANNA SKIP THAT ONE AND SKIP THAT ONE. UM, THE WEST INFILL. SO LOOK, UM, SOME NEW GREAT PICTURES, THEY'RE STEEL UP. IF YOU HAVE FLOWN, I THINK A COUPLE OF YOU HAVE FLOWN OVER THE, THE HOLIDAY RECENTLY YOU SAW MAYBE A LITTLE BIT MORE STEEL. THE STEEL GOES UP QUICKLY AND THESE PICTURES ARE DUE TO JASON TWO WEEKS AHEAD OF TIME. SO THEY'RE TWO WEEKS OLD. UM, AND MORE STEEL IS EVEN THERE. THAT HAS BEEN PUT UP IN THE LAST TWO WEEKS. UM, BUT THAT'S REALLY EXCITING 'CAUSE IF YOU DO DRIVE UP, UM, IF YOU DO HAVE THE OPPORTUNITY TO FLY AND YOU DO DRIVE ON THE CURB, YOU'LL SEE THE ENTIRE STEEL FOR THE FIRST FLOOR IN. AND THEY'RE STARTING TO WORK ON THAT SECOND FLOOR STEEL. AND SO THIS ONE IS QUICKLY ALSO MOVING ALONG AND VERY EXCITING, UM, PROJECT TO ENABLE US TO HAVE THE NEW CHECKPOINT SCREENING, WHICH WILL GET US SIX TO EIGHT SCREENING LANES. SO THAT'S REALLY EXCITING. LYNN, I HAD A QUESTION ABOUT THAT. SO THIS, THIS AREA, THIS NEW AREA IS, AND THE EXISTING AREA IS DEDICATED FOR TSA. SO THE, THERE ARE MULTIPLE LEVELS OF THE BUILDING, RIGHT? IT'S ACTUALLY A FOUR LEVEL BUILDING STRUCTURE. SO ON THE, WHAT I WOULD CALL THE CONCOURSE LEVEL WHERE YOU GET YOUR GO TO YOUR GATES, THERE'LL BE A NEW CHECKPOINT SCREENING. IT'S THE AREA WAS WHERE THE OLD ONE CHECKPOINT ONE WAS, RIGHT? CORRECT. I MEAN, CHECKPOINT THREE, SORRY, CHECKPOINT THREE WAS, WHICH ONLY HAD TWO LANES. AND SO THE NEW AREA WILL HAVE SIX TO EIGHT LANES AND IT WILL HAVE A HUGE QUEUING AREA [00:25:01] AS WELL. SO IT'S NOT JUST THE MACHINES. OKAY. BECAUSE IN THE OLD ONE IT WAS JUST THE MACHINES, THERE WASN'T REALLY SPACE FOR QUEUING. CORRECT. BUT IN THIS NEW SPACE, THERE'LL BE A LARGE AMOUNT OF SPACE FOR QUEUING. AND THEN, UM, ON THE LOWER LEVEL, WHICH IS KIND OF IN THIS PICTURE, YOU CAN SEE IT'S THE DIRT LEVEL THAT'S THERE. THERE'LL BE OFFICES FOR TSA AS WELL AS OFFICES FOR, UM, OUR OWN OPERATION SPACE AND SOME SPACE FOR CONCESSIONAIRES AS WELL. AND THEN ON THE VERY TOP FLOOR WILL BE, UM, A NEW SPACE FOR, UM, A RENTABLE SPACE THAT WE'LL HAVE THAT, UM, AN AIRLINE MAY WANNA TAKE AND CONVERT TO THEIR OWN, BUT WE'LL BE ABLE TO GENERATE REVENUE FROM THAT TOP LEVEL SPACE. UM, UM, SO THE PUBLIC WILL ONLY BE ON THE CONCOURSE LEVEL? THEY'LL, YES. SO THE, THE, SO THERE IT'S OFFICE SPACE ON THE LOWER LEVEL, ON THE LOWER LEVEL, UPPER LEVEL. IT'S NOT PART OF THE BAGGAGE HANDLING SYSTEM. THERE'LL BE, THERE'LL BE A AREA THAT THE BAGGAGE HANDLING SYSTEM CAN EXPAND AND GROW INTO. SO THE OFFICE SPACE TAKES UP A SMALL PART OF THE WEDGE. AND THE OTHER SPACE IS THE GROWTH OF THE BAGGAGE HANDLING SYSTEM. SO THE NEW BAGGAGE HANDLING SYSTEM THAT OPENED THIS SUMMER, UM, HAS FOUR MACHINES. AND THIS ALLOWS FOR THE GROWTH OF EVEN MORE MACHINES. SO WE CAN GET 6, 8, 10 AS TSA BRINGS US THOSE NEW MACHINES. WE WILL HAVE THE SPACE READY SET UP TO EXPAND THAT SECTION OF THE SCREENING AREA WHERE THE, THE BAGS THEMSELVES GO THROUGH. UM, OKAY. WILL THERE BE AN EXIT AT THAT LEVEL YET? I KNOW WE'VE HAD A LOT OF DISCUSSIONS THROUGH THE YEARS ABOUT THOSE FLYING ON GATES 21 AND TO THE WEST, WHO, WHO WILL, IF YOU LAND INTO THOSE GATES, YOU HAVE A QUITE A WALK TO GET OUT TO EXIT THE BUILDING. MM-HMM. . UM, AND THERE WERE DISCUSSIONS, I KNOW WHEN THIS WAS IN DESIGN TO HAVE SOME EGRESS FOR THE PUBLIC FROM THOSE WEST GATES THROUGH THIS AREA. AND WHERE THERE USED TO BE HISTORICALLY THERE WAS, AND NOW THERE ISN'T. AND I DIDN'T KNOW IF THAT WAS PART OF THE PROGRAM AS WELL TO ALLOW FOR SECURE EXITING. WE'RE STILL WORKING ON THAT, UM, OPTION FOR PASSENGERS TO EXIT THROUGH. THERE WILL BE AN EXIT DOOR OBVIOUSLY FOR EMERGENCY USES WITHIN THE GLASS AREA. UM, WE HAVE TO WORK CLOSELY REALLY WITH TSA, UM, BECAUSE ALL OF, MOST OF ALL THE SPACE WILL BE A DEDICATED OPEN AREA WHERE MACHINES ARE. AND SO WE'RE WORKING CLOSELY WITH THEM TO MAYBE HAVE A LANE, UM, WHERE WE CAN EXIT OR NOT. WE'RE STILL WORKING ON THAT POTENTIAL OPTION AND IT REALLY DEPENDS ON HOW MANY MACHINES WE CAN SQUEEZE IN THERE. UM, WITH THEIR STANDARDS, WELL CONSIDER THIS A REQUEST FOR THE OPTION FOR EXITING THERE. OKAY. I MEAN, THAT IS, UH, THAT IS A VERY LONG WALK FOR MANY TO GO FROM ONE END OF THE TERMINAL TO THE CENTER TO EXIT. AND I DON'T KNOW IF THAT'S THE STANDARD NOW IF THAT'S REQUIRED BY TSA, THAT THERE'S ONLY ONE MEANS OF EGRESS FOR 30 SOME ODD GATES. BUT, UM, IT WOULD SEEM THAT YOU COULD SPLIT IT UP IF YOU COULD. AND MAYBE, UM, COMMISSIONERS WE MAY WANNA BRING A RECOMMENDATION FORWARD LATER TO, TO FOLLOW UP ON THAT. I SECOND THAT IDEALLY. OKAY. WELL, WE'LL, WE'LL DO IT AT ANOTHER, A FUTURE MEETING, BUT, UM, OKAY. YEAH, WE CAN, WE CAN DEFINITELY CONTINUE TO LOOK INTO THAT AND WORK WITH TSA ON THAT. THANKS LYNN. YEAH. ANY OTHER QUESTIONS ABOUT THE INFILL WEST INFILL PROJECT? I, I DO HAVE ONE. OH, YEP. SORRY. YEAH. SO YOU QUICKLY MENTIONED THE, UH, LEASEABLE SPACE BY THE AIRLINE. IS THAT FOR COMMERCIAL PURPOSES? LIKE IT COULD BE TURNED INTO A STOREFRONT OR SOMETHING? OR IS THAT LEASEABLE FOR OFFICE PURPOSES? YEAH, I'LL LET TRACY ANSWER THAT QUESTION. HI, THIS IS TRACY THOMPSON. UM, IT WOULD BE FOR AN AIRLINE LOUNGE, LIKE AN ADMIRALS CLUB, UH, TYPE OF LOUNGE. AND IT ALSO COULD BE A CONFERENCE ROOM SPACE THAT COULD BE RENTED OUT. SO IT WON'T BE CONCESSIONS AS IN RETAIL, FOOD AND BEVERAGE 'CAUSE IT'S ON THE MEZZANINE LEVEL AND THEREFORE WOULDN'T HAVE THE TRAFFIC. BUT IT COULD BE A LOUNGE FOR AN AIRLINE OR IT COULD BE CONFERENCE ROOMS AND OFFICES THAT WOULD BE AT LEASEABLE BY THE HOUR OR BY THE DAY IS THE KIND OF THE PLAN. I APPRECIATE THAT AND SORT OF CHANNELING, UM, THE CHAIR'S COMMENTS ABOUT A YEAR AND A HALF OR TWO YEARS AGO WITH THE CHASE LOUNGE. IT'D BE GREAT IF WE COULD, UH, HEAR ABOUT THE PROPOSALS BEFORE IT, IT, IT SORT ABSOLUTELY. ABSOLUTELY. THEY, WE HAVE A COMPREHENSIVE, COMPREHENSIVE, WE HAVE THE, UM, INITIAL CONCEPT FOR, UM, AN OVERALL LOUNGE PROGRAM FOR OUR AUSTIN AIRPORT. AND IT WOULD INCLUDE NOT ONLY THE PROPRIETARY AIRLINE LOUNGES THAT WOULD BE EXCLUSIVE TO THE, THE TICKETED PASSENGERS AND AND CARD MEMBERS FOR THE SPECIFIC AIRLINES, WHETHER IT BE DELTA, UNITED, UM, AMERICAN, UM, AND THEN THERE'S ALSO GOING TO BE THE CREDIT CARD LOUNGES AS A, AS AN OFFERING. AND THEN IN ADDITION, OF COURSE WE HAVE TO HAVE, UM, PUBLIC USE LOUNGES LIKE DAY, DAY PASS LOUNGES WHERE YOU DON'T HAVE TO BE A MEMBER, UM, TO JOIN. YOU CAN BUY IT. AND THEN OF COURSE, FREE LOUNGES FOR THE TRAVELING PUBLIC TO HAVE FREE SPACES [00:30:01] AS WELL AS SENSORY ROOMS, PLAY AREAS, ALL THE TYPE OF CONVENIENT TYPE OF SPACES FOR OUR DIFFERENT, UH, TYPES OF TRAVELERS TO ALL HAVE OPTIONS AS TO WHERE THEY WOULD LIKE TO HANG OUT IF THEY DON'T WANNA HANG OUT IN THE HOLD ROOM. SO WE'RE REALLY TRYING TO CREATE IN THE SPACE THAT WE HAVE NOT ONLY CURRENTLY, BUT IN THE FUTURE, A REALLY BALANCED PROGRAM TO MEET THE NEEDS OF, IF NOT ALL, YOU KNOW, AS MANY OF THE PASSENGERS AS WE CAN. THANK YOU. YOU'RE WELCOME. THANK YOU. LYNN. IS THERE VERTICAL CIRCULATION IN THIS, UM, NEW IN THE WEST INFILL? I NEVER REALLY SAW A FLOOR PLAN OF WHAT YOU'RE DOING. THE ONLY VERTICAL CIRCULATION THAT EXISTS IS TO GO UP AND DOWN FOR EITHER THE RENTABLE SPACE ABOVE OR THE OFFICE SPACE BELOW. SO THE PASSENGERS WOULDN'T BE IN THOSE ELEVATORS. IT WOULD BE BADGED ACCESS ONLY FOR WORKERS. RIGHT. BUT IT'S A, SO THERE'S STAIRS AND THERE'S A LARGE ELEVATOR AND A LARGE. OKAY, THANKS. ANY OTHER QUESTIONS ABOUT THE WEST INFILL? YEAH, WHEN IT'S GONNA BE DONE, , WE'RE LOOKING AT FIRST QUARTER OF 2026 TO BE DONE. BOTH THE WEST GATES AND THE WEST INFILL WILL BE DONE BY UM, 2026, SO DON'T WORRY, WE'LL MAKE SURE THAT YOU'LL ALL INVITED TO A CELEBRATION OF THOSE OPENINGS. ANY OTHER QUESTIONS ON THE WEST INFO? OKAY, NEXT I'LL WAIT FOR HIM TO BRING UP THE PRESENTATION. THE MIDFIELD TAXIWAYS. SO THIS PROJECT, UM, AS YOU Y'ALL APPROVED IN THE LAST FEW MONTHS, UM, ADDITIONAL AUTHORITY HAS BEEN MOVING FORWARD AND WE'RE SIGNING ALL OF THOSE CONTRACTS. AND THE GROUND, UM, BREAKING CEREMONY IS 9 26 THAT YOU EITHER SHOULD BE RECEIVING OR HAVE RECEIVED ALREADY OF, UH, INVITE TO AND THE ACTUAL CONSTRUCTION, UM, MOVING OF DIRT BY THE CONTRACTOR. WE'LL START IN THE FIRST WEEK OF OCTOBER. WHAT, UM, I ALSO WANTED TO THANK WAS AUSTIN ENERGY ON OUR PARTNERS. THEY HAVE BEEN WORKING ALREADY OUT THERE MOVING THINGS, IDENTIFYING THINGS, HELPING US, UM, GET STARTED ON THEIR PORTION OF THE PROJECT. AND UM, SO IF YOU DO FLY AND THE, THE PLANE'S BEEN TEXTING, UM, GOING UP AND DOWN ON THE LONG RUNWAY, YOU MAY SEE PEOPLE OUT THERE AND IT'S AUSTIN ENERGY AND THEIR CREWS. UM, AND COME OCTOBER THE CONTRACTOR WILL BE OUT THERE STARTING THEIR WORK. UM, WE WILL START THIS PROJECT FROM THE EAST SIDE MOVING TO THE WEST SIDE. AND SO THERE'LL BE A LOT OF UTILITIES AND THINGS LIKE THAT THAT WILL START FIRST, UM, ON THAT EAST SIDE. AND IT'S REALLY IMPORTANT IN ORDER TO GET THE NEW, UM, BRIDGES IN FOR THE PLANES SO THAT THE TOWER AND THE FIRE DEPARTMENT HAVE THAT, UM, SPECIFIC DRIVE UNDER THE TAXIWAY SO THEY DON'T HAVE TO DRIVE ON THE AIRFIELD ANYMORE. SO WE'RE REALLY FOCUSED ON THAT END OF IT SO THAT WE CAN GET THAT UP AND RUNNING SO THAT, UM, DURING CONSTRUCTION THEY'LL HAVE TO BE DIVERTED AND SO WE WANNA GET THAT PART OF IT DONE AS QUICKLY AS POSSIBLE. ANY QUESTIONS ON THE MIDFIELD? NOPE. OKAY. NEXT. SO THE CONCOURSE AND TUNNEL. SO THE DESIGNER DID GO TO COUNCIL, UM, BUT THE CONTRACTOR IS STILL YET TO GO TO COUNCIL. IT'S ON THE AGENDA FOR THE 26TH. AND AS A REMINDER THAT, UM, CONSTRUCTION MANAGER AT RISK DID COME TO YOU GUYS LAST MONTH, AND THAT'S HENSEL PHELPS TO DO THE CONSTRUCTION OF THE CONCOURSE AND THE SURROUNDING, UM, APRON. EVERYTHING IN THAT PICTURE IS WHAT THAT CONTRACTOR IS GOING TO BE WORKING ON, INCLUDING THE TUNNEL, INCLUDING THE INTERFACE TO THE BJT, INCLUDING, UM, ADDITIONAL REMAIN OVERNIGHT PARKING SPACES TO HELP US DURING CONSTRUCTION BECAUSE IT'S TAKING UP A LOT OF THOSE SPOTS AS THAT WE HAVE RIGHT NOW. AND SO THAT PROJECT IS STILL MOVING FORWARD. THE DESIGNER THAT WAS SELECTED, UM, AND IS NOW, UM, PAST COUNSEL AND WE'RE WORKING ON THAT NEGOTIATION WAS FRUS PA PAGE. IT WAS A JOINT VENTURE TEAM. UM, FRUS AND PAIGE ARE THE MAIN FRU MAIN PROJECT PRINCIPAL AND PROJECT MANAGER ARE FROM FRUS, NOT FROM PAGE, BUT THEY'RE WORKING AS A JOINT VENTURE. UM, AND THEY HAVE WORKED TOGETHER AND THEY'RE ACTUALLY WORKING TOGETHER RIGHT NOW ON, ON UM, OTHER AIRPORT PROJECTS, INCLUDING AT THE AIRPORT, AT OUR AIRPORT AS WELL. ANY QUESTIONS ABOUT THE CONCOURSE B OR TUNNEL PROJECT? ALRIGHT, NEXT ONE. SO GREAT NEW PICTURE ARRIVALS, DEPARTURE HALL. THIS IS A CONCEPT, UM, DRAWING THAT, UM, HNTB DID FOR US. AND WHAT I [00:35:01] REALLY WANTED TO HIGHLIGHT HERE IS THAT THE ARRIVALS DEPARTURE HALL IS NOT JUST THE ARRIVALS DEPARTURE HALL, THERE'S A WHOLE NEW ROADWAY NETWORK IN FRONT OF IT AND UP AND AROUND THE EXISTING GARAGES. AND IN THIS CONCEPT YOU CAN KIND OF SEE THAT THERE'S THREE LEVELS OF ROADWAYS AS WELL AS A BRIDGE THAT GOES FROM THE ARRIVALS DEPARTURE HALL TO THE EXISTING GARAGES. SO WE WANTED TO BE ABLE TO HIGHLIGHT THAT IT IS OUR INTENT TO HAVE A WALKABLE SPACE FROM NOT ONLY WHERE THE NEW GARAGES ARE, WHERE THE EXISTING GARAGES ARE. I STILL SAY NEW, THE BLUE GARAGE HAS BEEN THERE SINCE 2019, BUT, UM, WHERE THOSE GARAGES ARE, IT'S STILL NEW. IT FEELS NEW TO ME STILL, UM, ACROSS SO THAT WE ARE ABLE TO SEPARATE THE PEDESTRIANS. THE PEDESTRIANS WILL NOT HAVE TO CROSS THE ROADWAYS ANYMORE. UM, AND THAT'S ALSO WHY WE HAVE THESE THREE LEVELS. SO THERE'LL BE AN OPPORTUNITY TO PROTECT, PROTECT THOSE PEDESTRIANS THAT THEY DON'T HAVE TO CROSS LIKE THEY DO NOW FROM THE PARKING GARAGES ACROSS THE WHOLE SPACE INTO THE NEW ARRIVALS, THE HARTER HALL, THERE WILL BE A DEDICATED BRIDGE THAT'S ISOLATED SO THAT THEY DON'T HAVE TO CROSS TRAFFIC. AND THAT'S REALLY IMPORTANT TO US. WE'RE ALSO LOOKING AT THE THREE DIFFERENT CURBS BECAUSE WE WANNA BE ABLE TO SEPARATE PEOPLE LIKE, UM, THE TNC, THE, THE HOTEL SHUTTLES, ANY CHARTER BUSES SO THAT THEY ALSO HAVE A DEDICATED SPACE SO THAT THEY HAVE THE ROOM THAT THEY NEED AS WELL. SO THAT'S A CONCEPT THAT WE'RE MOVING FORWARD WITH THE NEW DESIGN TEAM. AND, UM, SO THAT'S AN EXCITING STEP FORWARD, UM, IN YOUR PACKET TODAY FOR ITEM SIX AND ITEM SEVEN, WE HAVE THE DESIGN FIRM AND THE CONSTRUCTION MANAGER AT RISK FIRM, AND THEY'RE ON THE COUNCIL AGENDA FOR SEPTEMBER 26. BOTH OF THOSE. AND THE SELECTED ARCHITECTURE ENGINEERING FIRM THAT IS BEING PROPOSED IS SOM SKIDMORE, OWINGS AND MERRILL. AND I WANTED TO TALK A LITTLE BIT ABOUT THAT TEAM HERE. UM, WHEN WE GET TO THE ITEM, I'LL TALK A LITTLE BIT MORE ABOUT WHAT'S IN THE RCA, BUT FOR THE TEAM SPECIFICALLY, UM, THEY'RE PROPOSING, UM, A STRONG PROJECT TEAM AND THEIR PROJECT MANAGER IS THEIR AIRPORT AND TRANSPORTATION LEAD AT SKIDMORE ORANGS. THEIR, UM, PROJECT PROFESSIONAL HAS DONE MANY OTHER AIRPORTS, UM, THROUGHOUT THE WORLD, SPECIFICALLY IN THE LAST 10 YEARS. SHE'S DONE THE KANSAS CITY AIRPORT, WHICH IS A $1.5 BILLION PROJECT. SHE WORKED ON THE PEARSON INTERNATIONAL AIRPORT TERMINAL ONE IN TORONTO, WHICH IS A $2.2 BILLION PROJECT. AND THE, I'M GOING TO BUTCHER THIS, BUT THE MAHAR MAHAR INTERNATIONAL AIRPORT IN MUMBAI, WHICH WAS A $1.5 BILLION PROJECT. AND NOT ONLY THAT, BUT THOSE TWO HAVE WORKED TOGETHER ON ALL OF THOSE PROJECTS. SO WE FELT VERY COMFORTABLE THAT THEY WILL UNDERSTAND WHAT NEEDS TO HAPPEN. THEY'VE ALSO DONE A LOT OF SMALLER AIRPORT PROJECTS AND THE AIRPORT PROJECT, UM, MANAGER WHO IS BEING PROPOSED FOR IT, DEREK MOORE, HE ACTUALLY TALKED ABOUT ON, ON HIS PAGE, AND YOU CAN SEE THIS ON THE SOM PAGE. UM, BUT HE TALKS SPECIFICALLY ABOUT THE FACT THAT, UM, SPACES HERE, I'LL READ IT. UM, HE, HE BELIEVES THAT ENDURING EFFICIENT SPACE SPACES, UM, NEED TO, NEED TO BE PART OF THE NETWORK OF CIVIC PURPOSE, RIGHT? SO IT'S NOT JUST BEAUTIFUL BUILDINGS THAT ARE EXPENSIVE, BUT THAT THEY HAVE TO BE EFFICIENT AND EFFECTIVE AND FUNCTIONAL AS WELL. AND THAT REALLY SPOKE TO THE AIRPORT. UM, IT WASN'T PART OF THEIR PROPOSAL, BUT IT WAS REALLY NICE TO SEE THAT, UM, THAT THAT'S WHAT THEY BELIEVE AND THAT'S WHAT WE'RE LOOKING FOR BECAUSE WE AREN'T HERE TO JUST SPEND A LOT OF MONEY. WE WANT SOMETHING THAT'S AFF EFFICIENT AND FUNCTIONAL FOR THE AIRPORT, UM, AND FOR THE COMMUNITY. SO THAT WAS REALLY EXCITING. UM, THEY ALSO HAVE A LOT OF, UM, EXPERIENCE WORKING WITH THE CONSTRUCTION MANAGER AT RISK, WHICH IS ALSO PART OF ITEM SEVEN AND THEY'VE WORKED TOGETHER BEFORE. UM, AND WHEN WE GET TO THE CONSTRUCTION MANAGER AT RISK, I'LL TALK A LITTLE BIT MORE ABOUT, UH, THEIR EXPERIENCE THEMSELVES. ANY QUESTIONS ABOUT THE RIVALS DEPARTURE HALL? WE HAVE SOMETHING FROM FFA. YEAH, I HAVE A QUESTION. UM, WOULD THIS PROJECT CHANGE THE CURRENT SETTING AND LAYOUT FOR THE RIDE SHARE? UM, DESIGN, WE'RE HOPING TO BRING THEM BACK TO THE CURB. THAT IS OUR HOPE THAT THEY WILL HAVE A DEDICATED CURB ALONG WITH OTHER, UM, TRANSPORTATION NETWORKS, UM, INCLUDING HOTEL SHUTTLES AND THINGS, CHARTER BUSES, THOSE KINDS OF THINGS THAT THEY WILL POTENTIALLY HAVE THEIR OWN DEDICATED LANES [00:40:01] AND OWN, OWN DEDICATED LEVEL EVEN POTENTIALLY. THAT'S EXCITING TO HEAR. 'CAUSE I KEEP HEARING AND EXPERIENCING THE INCONVENIENCE OF GETTING TO THE RIDE SHARE. YEAH. UH, IT'S, IT'S IN, PEOPLE FEEL LIKE IT'S INCONVENIENT TO AUSTIN AND WHEN WE'VE DONE A, AN ANALYSIS OF MANY OTHER AIRPORTS, WE'RE ACTUALLY STILL QUITE CLOSE COMPARED TO AIRPORTS OUR SIZE AND, UM, MEDIUM HUB AIRPORTS AS WELL. BUT WE UNDERSTAND THAT THE COMMUNITY IS ASKING, UM, TO RESOLVE THAT SITUATION. AND SO THAT'S WHY WE'RE LOOKING TO HAVE A DEDICATED, UM, COMMERCIAL AREA FOR ALL OF THAT COMMERCIAL TRAFFIC. THANK YOU. UM, WE HAVE A PRETTY FULL AGENDA TODAY, BUT AS A LATER, AT A LATER DATE, I THINK SOME EXPLANATION NEEDS TO BE MADE ABOUT THIS, THIS, UM, RENDERING HERE ON THE, IN THE PACKET. I DON'T REALLY UNDERSTAND HOW ONE GETS TO THIS GIANT CURB AND WHETHER IT IS ACTUALLY WIDER THAN THE ROADWAY. I DON'T SEE A LOT OF THAT IN AUSTIN WHERE THERE USUALLY IS GENERALLY MORE ROOM FOR AUTOMOBILES, TRUCKS, ET CETERA. THEN THERE ARE FOR PEOPLE, AND THIS IS NICE TO SEE, BUT I DON'T KNOW HOW YOU GET THERE BASED ON WHAT I'M LOOKING AT. SO THAT'S A LATER THING, BUT NOT SO MUCH LATER THAT, YOU KNOW. OKAY. AND THIS, THIS CONCEPT CAME THROUGH DURING OUR CONCEPTUAL DESIGN THAT WE WORKED WITH, WITH H AND TB, UM, AND THEY PUT TOGETHER, UM, WHAT'S CALLED IN OUR, OUR INDUSTRY A-A-P-P-B-D. IT'S A A, A DOCUMENT THAT HAS A LOT OF SPECIFICS ON SORT OF STANDARDS AND GETS THEM TO ABOUT 10% DESIGN SO THAT SOM CAN, IF APPROVED AT COUNCIL, CAN TAKE IT AND GO RUNNING. AND SO I THINK IN COMING MONTHS WE CAN BRING YOU, ONCE WE GET SOM ON AND WE CAN VALIDATE SOME OF THESE THINGS, WE'LL BRING A LOT OF REALLY COOL, I HOPE A LOT OF REALLY COOL CONCEPTS TO YOU GUYS AND DRAWINGS TO SHOW IT. UM, AND POTENTIALLY EVEN, UM, A A, A FLY THROUGH RENDERING OF HOW IT ALL WORKS FROM THE PASSENGER PERSPECTIVE. THANK YOU. AND PBD FOR THOSE, AND I DON'T, I CAN'T, I CAN'T SEE MY COMMISSIONERS ONLINE, BUT I GUESS THEY'LL SPEAK UP IF YOU NEED, IF YOU NEED ANYTHING. BAKARI AND JONATHAN. UM, BUT IF, WHAT'S PBD? IT'S BASICALLY A DOCUMENT THAT, UM, IS A, A 10% DESIGN THAT HAS STANDARDS IN IT. WHAT'S, WHAT'S THE ACRONYM FOR IT? PROGRAM, SORRY. PROGRAM DEFINITION DOCUMENT. UM, AND SO THAT PROGRAM DEFINITION PD UM, HAS MANY OF THOSE, UM, REQUIREMENTS. THINGS LIKE, YOU KNOW, UM, WHAT ARE THE PASSENGER FLOWS, WHAT ARE THE TIMES OF THOSE PASSENGER FLOWS, WHAT, UM, DOWN TO WHAT'S ACCEPTABLE IN TERMS OF STANDARD FINISHES FOR US. UM, ALL THOSE DIFFERENT THINGS ARE IN THAT DOCUMENT SO THAT WE DON'T HAVE TO GO THROUGH THAT TIME WITH SOM, WE CAN, IF APPROVED, WE CAN HAND THAT DESIGNER THAT DOCUMENT AND THEY CAN KIND OF HIT THE GROUND RUNNING. QUICK QUESTION. JUST, UM, THERE YOU GO. THANKS. UH, JUST WANNA UNDERSTAND YOUR COMMENT. ARE YOU SAYING THAT YOU THINK THERE'S TOO MUCH SIDEWALK OR ARE YOU SAYING THAT YOU DON'T KNOW HOW YOU GET FROM THAT SIDEWALK INSIDE? WHAT, WHAT IS YES. WHERE IS IS YOUR WELL, A COUPLE, I HAVE A LOT OF QUESTIONS. OKAY. BUT NAMELY, HOW DO YOU, HOW DOES ONE END UP ON THAT VERY NICE SIDEWALK ON, ON THE OUTSIDE. IT DOESN'T CONNECT. THERE'S A BRIDGE, BUT THE BRIDGE IS IN THE BACK OF THE RENDERING AND THE BRIDGE LOOKS LIKE IT LANDS FROM A HIGHER LEVEL TO ANOTHER PLACE. SO I CAN'T SEE THE CIRCULATION AND HOW ONE WOULD, I MEAN, AND I, I IMAGINE THAT IT'S GONNA BE A LOT OF LEVEL CHANGES YEAH. RIGHT. TO ACCOMPLISH STAYING AWAY FROM THE CARS. RIGHT. AND, UM, THAT MAY BE HARD TO NAVIGATE. YEAH. AND WE ARE TRYING TO LESSEN THE CHANGES IN ELEVATION FOR THE ARRIVING. THE PEOPLE WHO ARE LEAVING, GOING ON A PLANE AND LEAVING, UM, THE PEOPLE WHO ARE COMING WILL HAVE TO GO DOWN A BAGGAGE CLAIM ANYWAY, RIGHT? MM-HMM. , UM, AND GET THEIR BAGS. AND SO THAT LEVEL IS A LEVEL THAT IT'S HARD TO SEE, WHICH IS THE LEVEL OF THOSE PASSENGERS. AND THEN THERE'S THE COMMERCIAL, UM, TRAFFIC, WHICH MAY HAVE A DIFFERENT, MAY HAVE A DIFFERENT LEVEL. WHEN YOU SAY COMMERCIAL TRAFFIC MAY HAVE A DIFFERENT LEVEL, IS THAT IN ADDITION TO THE THREE SHOWN? NO, THAT'S, THEY WOULD'VE ONE OF THESE LEVELS. OKAY. I SAW THE POSSIBILITY OF THREE DIFFERENT ROADS. MIC. OH YEAH. SORRY. WE'RE SHARING ONE. YEAH. I MEAN, I, I DON'T THINK YOU'RE SEEING IT HERE, BUT I THINK THERE WAS, WE WERE TOLD THERE WAS SPACE FOR THREE DIFFERENT ROADWAYS. SO KIND OF LIKE DENVER AND SALT LAKE CITY, THEY HAVE THREE DIFFERENT CURBS, SO THAT'S ALSO A POSSIBILITY THAT IT'D BE GREAT TO SEE HOW THAT CIRCULATION WORKS. MM-HMM. [00:45:01] , TOTALLY. WE'LL BRING THAT IN TO YOU WHEN WE HAVE THAT. OKAY. UH, LYNN OR, SO THAT'S ALL IN THIS, UM, MONTH'S ACTIVE UPDATES. UM, I'LL TALK A LITTLE BIT MORE WHEN WE GET TO THE ACTION ITEMS, UM, FOR SIX AND SEVEN ABOUT THE ARRIVALS, DEPARTURE PATROL, AND THE TEAMS, UM, WHO ARE WORKING ON THESE. THANK YOU. THANK YOU. THANK YOU. ALRIGHT. UM, [5. Briefing on Hilton Austin Airport Hotel Management Agreement between Austin-Bergstrom Landhost Enterprises, Inc. and Boykin Prospera, LLC provided by Tracy Thompson, Chief of External and Business Affairs] NEXT UP IS TRACY THOMPSON, CHIEF OF EXTERNAL AND BUSINESS AFFAIRS IS GONNA BRIEF US ON THE HILTON HOTEL. THANK YOU. THANK YOU. THANK YOU CHAIR. SO COMMISSIONERS, AS YOU MAY BE AWARE, THAT HILTON, AUSTIN AIRPORT HOTEL IS LOCATED ON OUR CAMPUS, AND IT IS MANAGED AND OPERATED BY AN INDEPENDENT PUBLIC FACILITY CORPORATION. AND THAT CORPORATION IS CALLED AUSTIN BERGSTROM LAND HOST ENTERPRISES. AND SO THE ACRONYM IS ABLE, SO THE ABLE CORPORATION ACTUALLY OPERATES AND MANAGES THE HOTEL. UM, THERE IS A SCHEDULED, UH, CITY COUNCIL ACTION FOR A NEW HOTEL MANAGEMENT AGREEMENT. SO WE WANTED TO PROVIDE THE COMMISSION A COURTESY BRIEFING RELATED TO THAT COUNCIL ACTION ITEM. EVEN THOUGH ABEL HAS ITS OWN SOVEREIGN BOARD OF DIRECTORS THAT ACTUALLY VOTES ON THEIR ITEMS. SO THE HOTEL MANAGEMENT AGREEMENT, UH, THE CURRENT HOTEL MANAGEMENT AGREEMENT WAS EXECUTED IN 2017 AND WAS AMENDED ONE TIME AND APPROVED BY CITY COUNCIL, AND I BELIEVE IT WAS 2022, BUT I COULD BE WRONG ON THAT. 2022, I BELIEVE. AND SO ABEL HAS RETAINED THE SERVICES OF BOYKIN, PROSPERA, LLC, WHICH IS A PROFESSIONAL HOTEL MANAGEMENT COMPANY FOR SEVERAL YEARS. UM, MOST RECENTLY IN THE 2017 CONTRACT, UM, THIS HOTEL MANAGEMENT COMPANY HAS BEEN VERY SUCCESSFUL IN ITS MANAGEMENT OF THE HOTEL. AND SO THE ABLE CORPORATION, UM, ENTERED INTO NEGOTIATIONS FOR A NEW HOTEL MANAGEMENT AGREEMENT WITH THE CURRENT HOTEL OPERATOR, WHICH WE CALL PROSPERA. SO THE CURRENT AGREEMENT, UM, EXPE EXPIRES, EXCUSE ME, AT THE END OF NEXT MONTH, OCTOBER, 2024. SO THE NEGOTIATIONS ARE SUBSTANTIALLY COMPLETE FOR THE NEW HOTEL AGREEMENT BETWEEN PROSPERA AND THE ABLE CORPORATION. AND WE'LL BE BRINGING IT TO CITY COUNCIL OF NOTE ON SEPTEMBER 26TH IS WHEN WE'RE GOING TO COUNCIL. UM, AFTER THAT, THE ABLE BOARD OF DIRECTORS WILL, WILL VOTE ON THE APPROVAL OF THE CONTRACT. UM, TO REFRESH YOUR MEMORY, IT WAS THIS PROSPERA MANAGEMENT COMPANY THAT SUCCESSFULLY ENTERED INTO THE LABOR PEACE AGREEMENT AND THE COLLECTIVE BARGAINING AGREEMENT WITH, UH, UNITE HERE LOCAL 23. AND THE UNION DOES SUPPORT THIS NEW AGREEMENT AND DOES SUPPORT THE CONTINUATION OF PROSPERA BEING THE HOTEL MANAGEMENT COMPANY, UM, FOR THE, UH, HILTON HOTEL ON THE AIRPORT PROPERTY. SO THE TERM OF THE MANAGEMENT AGREEMENT WILL BE FOR FIVE YEARS. THE NEW TERM WILL BE FOR FIVE YEARS WITH TWO ONE YEAR OPTIONS. SO THAT WAS OUR, OUR BRIEFING, JUST TO LET YOU KNOW WHAT WAS COMING IN FRONT OF COUNCIL. BUT I'M HERE TO ANSWER ANY QUESTIONS IF YOU HAVE ANY. THANK YOU VERY MUCH. YOU'RE WELCOME. UM, ARE, AND THEY ARE ALL PAID UP ON THEIR, UM, NOTE. OH, THEY PAID THAT OFF EARLY. YES. THE OPERATING. YEAH, THE OPERATING, YEAH. OKAY. UM, THANK YOU. I, I THINK, UM, AND DO YOU RECEIVE REVENUE FROM ABEL? DOES THE YES. IN TERMS OF HOW, WHAT KIND OF, HOW, WHAT, WHAT BUCKET DOES THAT REVENUE GO INTO? IT GOES INTO THE OTHER REVENUE BUCKET THAT WE HAVE ON THE AIRPORT SIDE. UM, IT'S, IT'S ROUGHLY, I DON'T QUITE RECALL, IT'S FOUR OR 5% OF THEIR TOTAL REVENUES. OKAY. SO THAT'S WHAT THE AIRPORT KINDA GETS. AND THEY PAY RENT OR THEY HAVE A LEASE AGREEMENT. SO THERE'S LIKE A LEASE PLUS BEFORE? NO, THAT IS, THAT IS THE RENT. THAT FOUR 5% IS CONSIDERED THE RENT. OKAY. THAT THEY'RE PAYING. YEAH. ALRIGHT, COMMISSIONERS, ANY QUESTIONS ABOUT, UH, ABEL OR THE AIRPORT HOTEL? THE AIRPORT HILTON HOTEL? NO. OKAY. OKAY. THANK YOU. SORRY ABOUT THAT. TELL ME YOUR NAME, PLEASE. DANIEL. OH, DANIEL. THAT'S RIGHT. THANK YOU. THANK YOU, DANIEL. OKAY, WE'RE [6. Authorize negotiation and execution of a contract for design and construction support services for the Arrivals and Departures Hall with Skidmore, Owings & Merrill LLP, in an amount not to exceed $45,000,000. [Note: This contract will be awarded in compliance with the requirements of 49 CFR Part 26 and City Code Chapter 2- 9A (Minority-Owned and Women-Owned Business Enterprise Procurement Program) by meeting the goals with 10.25% DBE participation.]] UP TO DISCUSSION AND ACTION ITEMS. UM, THE FIRST ONE IS ITEM SIX FOR THE TO, UM, AUTHORIZE NEGOTIATION EXECUTION OF A CONTRACT FOR DESIGN AND CONSTRUCTION. SO SUPPORT SERVICES FOR THE ARRIVALS AND DEPARTURES HALL WITH SKIDMORE OWINGS IN MERRILL IN AN AMOUNT NOT TO EXCEED $45 MILLION. UM, COMMISSIONERS, DO WE HAVE A, A MOTION TO APPROVE? SO MOVED. UH, SECRETARY ROSE SECOND. UH, COMMISSIONER HENDRICKS. UM, COMMISSIONERS, ANY DI QUESTIONS OR DISCUSSION CONVERSATION FOR LYNN ABOUT THIS ITEM? SHE KIND OF BRIEFED US ON IT ALREADY. UM, AND [00:50:01] I MIGHT MENTION THAT IN THE, IN OUR CONVERS IN, UM, SECRETARY ROSE AND I MEET WITH AIRPORT STAFF ON MONDAYS PRIOR TO THIS MEETING AND, UM, AIRPORT, CEO GHISLAINE BALI WAS SUPER EXCITED THAT WE HAVE ACCOMPLISHED HEARING ALL OF THE MAJOR ENABLING PROJECTS FOR THE AIRPORT EXPANSION OF WHICH THIS AND THE NEXT ONE WILL BE. SO THANK YOU ALL. I MEAN, A LOT HAS HAPPENED VERY, SEEMS LIKE IT WASN'T SO FAST, BUT IT'S, IT'S HAPPENED PRETTY QUICKLY IN CALENDAR YEAR 24 AND MAYBE, NO, NOT IN THE FISCAL YEAR, BUT IN CALENDAR YEAR 24. OKAY. SO WE HAVE A MOTION AND A SECOND, WE DON'T HAVE ANY QUESTIONS ABOUT THIS. WE KNOW WE HAVE ASKED TO, UM, GET MORE INFORMATION ON THE CIRCULATION AND, UM, AND THE USE OF, OF THAT ARRIVALS AND DEPARTURE HALL, WHAT PARTICULARLY IS FOR THE PUBLIC, FOR PUBLIC USE IN THAT ARRIVALS AND DEPARTURE HALL. NOT ALL OF YOU KNOW, AND I'M SURE THAT YOU WILL DO YOUR OWN NEGOTIATIONS WITH THE AIRLINES AND OTHER CONCESSIONS AND THINGS HAPPENING, BUT, UM, WITH A MOTION AND A SECOND AND NO QUESTIONS, CORRECT. UM, I'LL CALL THE VOTE. ALL IN FAVOR AS UNANIMOUS? NO ABSTENTIONS OR, UM, NOS. THANK YOU. [7. Authorize negotiation and execution of a contract for construction services for the Arrivals and Departures Hall with Austin Commercial LP, in an amount not to exceed $820,000,000. [Note: This contract will be awarded in compliance with the requirements of 49 CFR Part 26 and City Code Chapter 2- 9A (Minority-Owned and Women-Owned Business Enterprise Procurement Program) by meeting the goals with 8.74% DBE participation.]] THE NEXT ITEM, ITEM NUMBER SEVEN IS TO AUTHORIZE NEGOTIATION AND EXECUTION OF A CONTRACT FOR CONSTRUCTION SERVICES FOR THE ARRIVALS OF DEPARTURE HALL WITH AUSTIN COMMERCIAL LIMITED PARTNERSHIP IN AN AMOUNT NOT TO EXCEED $820 MILLION. UM, COMMISSIONERS, IS THERE A MOTION? SO MOVE, ER SECOND, SECOND VALDEZ. UM, DO WE HAVE ANY QUESTIONS REGARDING THIS ITEM? I WOULD LIKE TO KNOW IF, UM, YOU, I'M GONNA RELY ON COMMISSIONER HENDRICKS FOR THIS, BUT TO, UM, ASK ABOUT THE INTERNSHIP PROGRAM AND ALL THE KIND OF, UM, WORKFORCE DEVELOPMENT THAT COULD HAPPEN, THAT COULD HAPPEN IN A, IN A CONTRACT OF THIS SIZE AND SCALE. UM, I KNOW WE HAD THE CONSTRUCTION TRAINING PROGRAM COME AND KIND OF TALK TO US ABOUT THEIR APPRENTICESHIP PROGRAM. I GUESS THAT WAS MONTH, LAST MONTH. MONTH, YEAH. AND, UM, SO THEY'RE DOING A GOOD JOB OF KEEPING FOLKS ADHERING TO THE CURRENT 15% APPRENTICESHIP REQUIREMENT. UM, I KNOW THAT ENTITIES LIKE THIS ACCOMPLISH THAT A LOT THROUGH THEIR SUBCONTRACTORS INSTEAD OF SELF PERFORMING. UM, AND SO THAT'S REALLY WHERE WE'VE GOTTA MAKE SURE THAT WE SAIL ON TOP OF SUBCONTRACTORS IN THAT SITUATION. AND I THINK THEY DO A PRETTY GOOD JOB OF INFORMING THEM. SO, BUT I THINK AS WE PROGRESS, WE'LL WANT TO GET REGULAR REPORTS. THANK YOU. UM, THANK YOU. I I ALSO CONFER THAT THIS IS, UM, A VERY LARGE CONTRACT TO BENCHMARK LESS THAN 10%. DBA IS KIND OF NOT WHERE WE WANNA BE OR WHERE WE THOUGHT WE MIGHT BE AT THIS TIME, BUT WE HAVE A MOTION AND A SECOND FROM HENDRICKS AND VALDEZ. UM, ANY OTHER QUESTIONS FOR STAFF? ALL RIGHT. OH, F PONG, I, I MIGHT HAVE A QUESTION, BUT I, I NEED TO CONFIRM THAT MY ASSUMPTION IS RIGHT. I WENT TO THE FINANCE ONLINE AND THEN CHECK ON THE FOUR BIDDERS PRICE OFFER DOCUMENT. A LONG DOCUMENT IS, AM I READING IT RIGHT? THE WINNER IS NOT THE LOWEST BIDDER. SO, UM, LYNN BROOK AGAIN, SO THIS IS A CONSTRUCTION MANAGER AT RISK. SO IT'S NOT JUST BASED ON PRICE, IT IS BASED ON QUALIFICATIONS. OKAY. AND SO WHEN YOU COMBINE THE PRICE AND THEIR QUALIFICATION SCORES, UM, THIS TEAM WAS THE HIGHEST TEAM. UM, AND THE THINGS THAT THEY'RE EVALUATED ON MM-HMM, ARE, I HAVE IT HERE JUST A SEC. THE THINGS THAT THE CONSTRUCTION MANAGER RISKS ARE EVALUATED ON, THEY GET POINTS FOR THEIR EXPERIENCE AS A CONSTRUCTION MANAGER AT RISK FOR THEIR TEAM MEMBERS THAT ARE GOING TO BE ON THE TEAM FOR, UM, ANY PROPOSED SUBS. AND THAT'S WHERE THAT PERCENTAGE COMES UP FROM. AND SO THE PERCENTAGE COULD INCREASE, UM, THEIR STRUCTURE AS A WHOLE, THEIR APPROACH AND DELIVERY SCHEDULE THAT THEY PROVIDE THEIR, UM, REPUTATION, QUALITY OF GOODS, SERVICES AND BUSINESS PRACTICES. AND THE CMR AS THE CONSTRUCTION MANAGER IS TEAM EXPERIENCE WITH THE AUSTIN AREAS. AND THEN THEIR FEE, SO THEIR FEE IS 30 POINTS AND ALL OF THOSE OTHER POINTS ARE MUCH HIGHER. UM, THIS, WE ALSO, YOU COULD ALSO POTENTIALLY HAVE, UM, INTERVIEW QUESTIONS AND, AND, [00:55:01] UM, INTERVIEW POINTS. AND I DON'T BELIEVE THIS ONE DID AN INTERVIEW. SO THE TOTAL POINTS WAS 160. SO IT'S QUITE A LOT OF POINTS. UM, AND THE SCORE IS ONLY 30 OF THAT 160. ALRIGHT. YEAH, THAT MAKES SENSE. THANKS FOR THE EXPLANATION. YEAH, NOT A PROBLEM. AND JUST, UH, LAST THING IS, IS THERE A, A TEAM OR COMMITTEE MEMBERS TO MAKE THIS FINAL DECISIONS? IF SO, WHO IS IT DISCLOSABLE WHO ARE IN THERE? HOW BIG IS THAT DECISION MAKER GROUP AS PART OF THE CITY? UM, POLICIES AND PROCEDURES AND POTENTIALLY EVEN, UM, UH, CODES. I, I'D HAVE TO VERIFY THAT PART, BUT WE DON'T DISCLOSE WHO'S ON THE PANEL, BUT I CAN TELL YOU THAT THE PANEL ARE MADE UP OF CITY OF AUSTIN EMPLOYEES, THAT IT'S A DIVERSE PANEL ACROSS MULTIPLE DEPARTMENTS. MM-HMM. BOTH AGE, GENDER, RACE, UM, AND, UM, EXPERTISE. MM-HMM. . AND SO, YOU KNOW, THEY MAY BE ENGINEERS, ARCHITECTS, YOU MAY HAVE OTHER, UM, CONSTRUCTION MANAGERS. YOU MAY HAVE OTHER, UM, TYPES OF EXPERTISE. AND SO THAT DIVERSE PANEL THEN GOES WORKING WITH PROCUREMENT. THEY INDIVIDUALLY SCORE AND ASSESS EACH OF THE PROPOSALS. THEY GET TOGETHER, THEY COMBINE THE SCORES AND THEN, UM, IF THEIR INTERVIEWS, THE SAME THING WOULD HAPPEN. THE INTERVIEW TEAM WOULD COME IN, THEY'D INDEPENDENTLY SCORE THAT INTERVIEW, PURCHASING WOULD GATHER THOSE SCORES AND THEN TALLY THEM UP SO THE SCORES DON'T SEE WHAT EACH OTHER ARE DOING. THEY DON'T KNOW WHAT EACH OTHER ARE DOING. MM-HMM. . AND SO IT, IT HELPS, UH, MAINTAIN THAT OBJECTIVE. UM, LAST KIND OF SCORING. THANK YOU. LAST FOLLOW UP QUESTION. DO HOW BIG IS THIS PANEL, SMALL OR BIG? AND DO THEY CHANGE PEOPLE ROTATE OR THEY'RE ALWAYS THE SIMILAR PEOPLE? NO, THE PANELS ARE ALWAYS SPECIFIC AND UNIQUE TO EVERY SINGLE PROJECT AND, AND DIVERSE THROUGHOUT ALL THE PROJECTS. AND THAT'S NOT ONLY THE TRUE FOR THE AUSTIN AIRPORT, BUT THAT'S TRUE FOR ANY CITY PROJECT. SO SOMEONE FROM THE AUSTIN AIRPORT MAY GET ASKED TO BE PUT ON A PARD PROJECT OR AN AUSTIN ENERGY PROJECT OR A WATER UTILITY PROJECT. SO IT'S A, WE WE COLLABORATE TOGETHER ACROSS ALL CITY PROJECTS AND EVERY TIME THERE'S A NEW SOLICITATION, NEW PANELS ARE CREATED. AND THAT'S WHY I SAID IT IS BASED ALSO ON THEIR EXPERTISE. SO YOU MAY PICK A CIVIL ENGINEER FROM, UM, AVIATION WHO HAS EXPERIENCE IN ROADS WHO COULD HELP TO TRANSPORTATION, DO A PROJECT, RIGHT? OR VICE VERSA. BUT YOU KNOW, YOU MAY NOT PICK, UM, SOMEONE WHO'S JUST AN ARCHITECT WHO, WHO MAY NOT KNOW SOMETHING, BUT YOU MAY BECAUSE THEY MAY HAVE HAD EXPERIENCE DOING THAT. AND SO THEY ALSO LOOK AT THEIR RESUME AND WHAT THEY'VE WORKED ON IN THEIR CAREER. THANK YOU FOR SHARING THE KNOWLEDGE. I GUESS ANOTHER QUESTION WE MIGHT HAVE ABOUT THAT IS WHO CREATE WHETHER THE DEV THE MATRIX FOR DECIDING THIS IS, IS UNIQUE TO EACH PROJECT OR WHETHER IT'S THEIR STANDARD ACROSS THE CITY? I RECALL FROM OTHER PROJECTS THAT IN, IN ANOTHER DEPARTMENT THAT THEY, YOU KNOW, WORKING HERE IN A PREVIOUS PROJECT, HAVING PAST EXPERIENCE OFTEN, UM, PREDICTS FUTURE PARTICIPATION AND THEREFORE NEWER, UM, CONTRACTORS FROM OTHER PLACES DON'T OFTEN GET CONSIDERED. I SEE THAT THIS, I MEAN, FOR THIS EXPANSION PROJECT, THERE ARE MANY DIFFERENT CONTRACTORS, BUT WHETHER THAT MATRIX IS UNIQUE TO THIS PROJECT OR, UM, NOT THE SCORING MATRIX THAT I JUST READ OUT IS SPECIFIC TO THE CITY. OKAY. UM, THE DEPARTMENTS CAN CHANGE THE SCORING NUMBERS BASED ON WHAT WE THINK IS MOST IMPORTANT. SO FOR EXAMPLE, IF WE THINK AIRPORT EXPERIENCES MOST IMPORTANT, WE MAY ADD FIVE POINTS OR, YOU KNOW, UH, CHANGE IT, BUT THE TOTAL, UM, BUT THE CATEGORIES ARE THE CATEGORIES. IS ANYBODY AUDITING THIS TO SEE IF THIS IS, I MEAN, WE'VE HAD A LOT OF SUCCESS, BUT THERE'S ALSO BEEN SOME PROBLEMS AND IS, UM, IS HOW OFTEN IS THIS UPDATED DO YOU THINK? THE SCORING CRITERIA? YEAH. OH, I, I DON'T KNOW. I CAN'T ANSWER THAT. YEAH. BUT I, I CAN SAY THAT AS PART OF THE PROJECT MANAGEMENT PROCESS, THERE IS AN EVALUATION EVERY PHASE OF THE PROJECT THAT THE PROJECT TEAM DOES, AND THEY SCORE BOTH THE DESIGNER AND THE CONTRACTOR. AND THAT GOES, UM, INTO PART OF THE, UM, SCORING IN THE END WHEN THEY ARE, UM, WHEN WHEN YOU PROPOSE ON ANOTHER PROJECT, THEY WILL LOOK ON THE AVERAGE SCORE THAT YOU GET AND IT GETS ADDED IN OR NOT. AND SO IF A PROJECT TEAM IS REALLY BAD, IT WILL REFLECT ON FUTURE PROJECTS THAT THEY BID ON. SO YOU BASICALLY, YOU NEVER GET OUTTA SCHOOL, YOU ARE ALWAYS BEING GRADED THE VALUE. OKAY. WELL, OKAY. WE HAVE A MOTION AND A SECOND I'M GONNA CALL THE VOTE. ALL IN FAVOR? I CANNOT SEE MY COMMISSIONERS. KUHN AND BROCK. THERE YOU ARE. OKAY. AND AGAIN, I BELIEVE THAT'S UNANIMOUS. THANK YOU. OKAY. [8. Approve a resolution finding the use of the design-build method of contracting, as authorized by Subchapter G, Chapter 2269 of the Texas Government Code, is the project delivery method that provides the best value to the City for the following project: Integrated Baggage Handling System. [Note: MBE/WBE goals will be established prior to issuance of this solicitation]] UM, NEXT [01:00:01] ITEM IS DO, DO WE HAVE SOMEONE FROM THIS, THIS FIRM IN THE ROOM TODAY? UM, WE ARE, UH, PART OF THE DESIGN TEAM WITH SLM, UM, NICK, NEW YORK ARCHITECTS. I'M NOW YORK AND YEAH, I'M BETH FROM MICHAEL. MICHAEL SHOE. SO THERE'RE SUBS. THOSE ARE TWO LOCAL SUBS FROM I THOUGHT I THOUGHT SAW FAMILIAR FACES. YEAH. THE, THE, THE PROPOSED SUB LIST FROM SOM HAS IS QUITE LONG AND IT IS IN THE PACKET AND THERE ARE EIGHT AUSTIN SUBS, LOCAL SUBS. THERE ARE FOUR TEXAS SUBS AND THERE ARE FOUR OTHER SUBS FROM OTHER STATES. AND THOSE SUBS TEND TO BE VERY, UH, AIRPORT CENTRIC TECHNOLOGIES AND OTHER THINGS THAT ARE FROM THE OTHER STATES. SO IT'S A, UM, THERE IS A NICE, UM, PARTICIPATION LOCALLY. THANK YOU. OKAY. THANKS FOR BEING HERE. THANK YOU. AND I WANTED TO SAY, I THINK IT'S LYNN OR JASON, WHOEVER PREPARED THIS LIST. IT'S HUGELY HELPFUL. VERY VISUAL. THANKS LYNN. YEAH, YOU ARE WELCOME. OKAY, NOW WE HAVE TO APPROVE A RESOLUTION FINDING. THE USE OF THE DESIGN BUILD METHOD OF CONTRACTING IS AUTHORIZED BY SUB CHAPTER G, CHAPTER 2269 OF THE TEXAS GOVERNMENT CODE AS THE PROJECT DELIVERY METHOD THAT PROVIDES THE BEST VALUE FOR THE INTEGRATED BAGGAGE HANDLING SYSTEM. UM, ISN'T THE, OKAY, DO YOU WANNA EXPLAIN THIS TO US, BECAUSE I THINK THAT THAT PROJECT IS IN PROCESS. CORRECT. SO THE BAGGAGE HANDLING SYSTEM PROJECT THAT EXISTS TODAY IS A PROJECT THAT IS DOING THE SECURITY PORTION OF THE INTEGRATED BAGGAGE HANDLING SYSTEM. SO THE, IT'S TAKING A SYSTEM, THE SCREENING PART OF THE SYSTEM THAT WAS TWO AND MAKING IT ONE. AND THAT'S THE PART THAT'S GOTTEN GO LIVE. THAT PHASE ONE HAS GONE GO LIVE, AND WE'RE WORKING ON THAT PHASE TWO. AND WE BROUGHT TO YOU LAST TIME PHASE THREE OF THE DESIGN CRITERIA MANUAL, WHICH TAKES THE DESIGN OF THE BAGGAGE SYSTEM THAT'S GOING TO BE IN THE RIVALS DEPARTURE HALL AND IN THE CONCOURSE, AND CONNECTS THE TWO. UM, AND MAKE SURE, MAKE, MAKE SURE I CAN'T, I TELL, TO, TO MAKE SURE THAT THE BAGS FROM THE NEW ARRIVALS DEPARTURE HALL, WHEN YOU CHECK IN, GOES THROUGH THE SCREENING SYSTEM, THEN GETS TO YOUR GATE. SO THAT'S THE DESIGN CRITERIA MANUAL. THIS IS THE STEP THAT'S REQUIRED, UM, AS PART OF CITY CHARTER AND CODE TO ENSURE THAT WE GO THROUGH CITY COUNCIL TO GET THE DESIGN METHODOLOGY APPROVED FOR THE CONTRACTING SIDE OF THAT PORTION OF IT. UM, AND IT'S A, WE'RE CALLING IT THE INTEGRATED BAGGAGE HANDLING SYSTEM, SO IT'S GOT A EVEN HIGHER LEVEL. UM, AND LET ME JUST SAY, THE PROJECT INCLUDES THE DESIGN AND CONSTRUCTION OF THE COMPLEX, INBOUND AND OUTBOUND BAGGAGE HANDLING SYSTEM. THE PROJECT WILL INCLUDE INTEGRATING THE EXISTING BAGGAGE HANDLING SYSTEM INTO THE DESIGN OF THE NEW ARRIVALS, DEPARTURE HALL, AND THE CONCOURSE B THE TUNNEL. UM, THE DESIGN TEAM WILL COORDINATE WITH ALL THE OTHER AIRPORT EXPANSION DEVELOPMENT, UM, PROGRAM DESIGNERS AND CONTRACTORS TO PROVIDE CONTINUAL CONTINUITY AND TO COMPLETE THE SYSTEM AND CONNECTIVITY WITH THE EXISTING BAGGAGE HANDLING SYSTEM BEING PRESENTED. AND, AND, UM, PER, UM, INSTALLED CURRENTLY IN THE NEW, IN THE BARBARA JORDAN TERMINAL, THE INTEGRATED BAGGAGE HE SYSTEM WILL INCLUDE, UM, ARRIVALS, DEPARTURE, HAUL TICKET, CURBSIDE BAGGAGE REQUIREMENTS, INLINE SCREENING SYSTEM FOR CHECK BAGS, OUTBA BAGGAGE SCREENING MAKEUPS IN BOTH THE BARBARA JORDAN TERMINAL AND THE NEW CONCOURSE OVERSIGHT BAG, SCREENING EARLY BAG STORAGE SYSTEM, WHICH WE DON'T HAVE TODAY. INTERNATIONAL RECHECK, WHICH WE DON'T HAVE TODAY, AND CONNECTING FLIGHT TRANSFER BAGGAGE, UM, AND ALL OF THE CONTROLLING AND MONITORING AND IT SYSTEMS RELATED TO IT. SO THAT'S WHAT THIS DESIGN BUILD TEAM WILL DESIGN AND BUILD. OKAY. DO WE HAVE A MOTION? MOTION TO APPROVE? THANK YOU. COMMISSIONER HENDRICKS. IS THERE A SECOND ON THIS? UH, VICE CHAIR BROCK. THANK YOU. I SEE YOU ALL IN FAVOR. OH, DO WE? ARE THERE, WERE THERE ANY MORE QUESTIONS OR? NO. OKAY. ALL IN FAVOR OF THIS METHOD. COMMISSIONER ELLER. OH, SORRY. SECRETARY. OKAY. THAT'S EVERYBODY. THANK YOU ALL. THANK YOU. THANK YOU. OKAY. I LIKE ONES THAT DON'T COST MONEY RIGHT NOW. OKAY. ITEM NUMBER NINE [9. Authorize negotiation and execution of a contract for soil relocation with Triumvirate Environmental d/b/a Gruene Environmental Services, in an amount not to exceed $1,138,448. For the services required for this procurement, there were no subcontracting opportunities; therefore, no subcontracting goals were established.]] IS TO AUTHORIZE NEGOTIATION AND EXECUTION OF A CONTRACT FOR SOIL RELOCATION WITH TRIUMVIRATE ENVIRONMENTAL DOING BUSINESS, AS [01:05:01] I SAY, GROWN. I KNOW IT'S GREEN ENVIRONMENTAL SERVICES AND AN AMOUNT NOT TO EXCEED, UH, $1,138,448. UM, IS THERE SOMEONE HERE TO SPEAK TO THAT ITEM? I BELIEVE SHANE HAR THIS. YEP. HI, SHANE. GO AHEAD, SHANE. COMMISSIONER. HI, SHANE. SORRY. CAN'T BE THERE IN PERSON, BUT, UH, HAPPY TO, UH, GIVE A BRIEFING, UH, REMOTELY. QUITE ALL RIGHT. I APPRECIATE YOUR TIME. AND, UM, I AM CONCERNED THIS, THIS SORT OF RAISED A FLAG, ANY KIND OF MOVING OF MATERIALS AROUND THE AIRPORT, PARTICULARLY. 'CAUSE WE KNOW THAT IT WAS AN AIR FORCE BASE AND A, A MEDIATED, UH, SUPERFUND SITE. I, IT RAISES A FLAG FOR ME, SO, UM, WOULD LOVE TO HEAR YOUR INPUT ON THIS. THANK YOU. YEAH. UH, THIS, UH, PILE OF, UH, SOIL, IT CAME FROM, UH, THE NINE GATE EXPANSION, SPECIFICALLY THE WATER QUALITY PONDS. UH, WHERE THE WATER QUALITY PONDS ARE LOCATED IS WHERE THE REGIONAL CONTROL FACILITY WAS FOR THE AIR FORCE AND NEXT TO THE FIRE STATION. SO WE KNOW THAT, UH, UH, WE WANT TO KEEP THAT SOIL ON SITE AND WE WANT TO USE A, AN ENVIRONMENTAL, UH, SERVICE THAT CAN SET THE SITE UP, A FUTURE RELOCATION SITE, RELOCATE THAT SOIL, AND THEN PUT A, A WRAP IT LIKE A BURRITO. UH, THAT'S WHAT WE HAVE RIGHT NOW. AND WE'RE HOPING IN THE FUTURE, UH, THAT THERE MIGHT BE SOME TECHNOLOGY WHERE WE CAN REUSE THAT SOIL, UH, UH, ON THE AIRPORT PROPERTY. BUT MOST CONSERVATIVE APPROACH FOR US IS JUST RELOCATE THAT PILE FOR THE MIDFIELD TAXIWAYS AND DO WHAT WE DID, UH, WHEN WE, UH, WE'RE DOING THE WATER QUALITY POND PROJECT, SET UP A SITE, PUT THE SOIL AND WRAP IT. AND, UH, SO WE WANNA REPEAT THAT. UH, WE JUST HAVE TO PUT IT IN A, A NEW LOCATION FROM WHERE IT IS NOW. HOW MANY CUBIC FEET OF SOIL IS IT? SORRY, I'M IN THE WEEDS HERE, BUT, UM, YEAH, RIGHT AROUND LIKE 35,000 SQUARE YARDS. OH, SQUARE YARDS. OKAY. BY, YES. NOT, YOU'RE NOT BUYING IT LIKE A YEAH. GRAVEL OR SOMETHING. OKAY. UM, AND, UM, WILL THERE BE ENVIRONMENTAL TESTING PUB? ABSOLUTELY. WHAT IS, I THINK WE MIGHT LIKE A BRIEFING FROM, I KNOW IT'S NOT A GIANT AMOUNT OF MONEY, AND I APPRECIATE THAT YOU'RE LEAVING IT ON THE AIRPORT PROPERTY, BUT I THINK THAT, UM, WE WOULD LIKE TO BE UPDATED ON THIS, WHERE IT GOES. AND JUST ANY, YOU KNOW, ANY IMPACTS. I KNOW THAT, THAT I'M PRESUME THAT THE CONTRACTOR IS EXPERIENCED IN THIS SORT OF WORK AND, UM, AND ACCOUNTABLE AND, UM, HOPE THEY DON'T DO IT ON A WINDY DAY. BUT, UM, JUST, UH, WHATEVER, WHATEVER INFORMATION YOU CAN PROVIDE TO US AS THIS PROGRESSES, I WOULD APPRECIATE IT. YEAH, I'D BE HAPPY TO. OKAY. YEAH, WE, UH, WE'RE ALSO, LIKE I SAID, WE PUT IN A GRANT DOLLARS TO SEE, UM, IF WE COULD GET SOME TYPE OF GRANT SUPPORT FOR LONG TERM OF THE SOIL, BUT, UH, UH, WE'RE HOPING TO GET THAT AWARD. IF NOT, THEN THE AIRPORT THAT DOES, WE'LL DEFINITELY GET IN CONTACT WITH THEM TO SEE WHAT, UH, OF WAYS OF, UH, MANAGING IT AND THEN, UH, REPORT BACK WHAT WE'RE MONITORING. SO THAT'D BE EASY TO DO. UH, COMMISSIONER, THANK YOU SO MUCH. THANKS FOR BEING HERE. OKAY. COMMISSIONERS. UM, DO WE HAVE A MOTION, OR WAIT, DID I ALREADY TAKE A MOTION IN A SECOND? DO WE HAVE A MOTION TO APPROVE THIS CONTRACT? TO, TO MOVE THE MOVE APPROVE THE PILE. OKAY. THAT'S VALDEZ. SECOND. SECOND. WAIT, WAS THAT A SECOND FROM ELLA? OR FROM HENDRICKS? DID I OH, THAT WAS YOU. OKAY. OKAY. THANK YOU JEREMY. UH, ALL IN FAVOR, THAT IS ALL OF US. THANK YOU. THANKS SHANE. ALRIGHT. YEAH, THANK YOU. HAVE A GOOD EVENING. YOU TOO. ALRIGHT. [10.Authorize negotiation and execution of a contract for developing an information technology master plan with Faith Group, LLC, for up to five years for a total contract amount not to exceed $2,000,000. However, the recommended contractor identified subcontracting opportunities.]] UM, I THINK I I I, I APOLOGIZE FOR NOT MENTIONING THIS EARLIER. I THINK THAT I, ITEM 10 IS BEING PULLED FROM THE AGENDA. UM, JASON, WILL YOU SPEAK TO THIS FOR A SECOND, PLEASE? YEAH, THAT'S CORRECT. UH, JASON ALEXANDER, DEPUTY CHIEF OF AIRPORT AFFAIRS. UM, JUST TO LET THE COMMISSION KNOW, WE ARE GONNA WITHDRAW ITEM 10, UH, THAT WAS INITIALLY GONNA GO TO COUNSEL. IT IS NOT AT THIS POINT. UM, WE'RE GONNA GO BACK AND REVISIT THE SCOPE OF THAT PROJECT, UM, AND THEN COME BACK TO THE COMMISSION AT SOME POINT IN THE FUTURE. BUT THAT ITEM IS NOT READY AT THIS TIME. THANK YOU FOR THAT CLARIFICATION. AND IN THE FUTURE, SHOULD I HAVE MENTIONED THAT AT THE TOP OF THE MEETING? I HAD THAT QUESTION FOR YOU, SO I THINK WE HANDLED IT JUST FINE. OKAY. IT WAS A SURPRISE. IT WAS A SURPRISE, BUT, YOU KNOW, WE GET OUT OF SCHOOL EARLY TODAY. OKAY. AND, UM, THE FOLLOWING ITEMS [Items 11 - 18] WE HAVE ON THE AGENDA ARE DISCUSSION ITEMS. UM, TRACY, ANY IN INPUT YOU HAVE ON THIS? NO, UM, FOR THE COMMISSION'S BENEFIT, IT'S, UH, ITEMS 11 THROUGH 18. WERE, [01:10:01] UM, COUNCIL ACTION ITEMS THAT WERE APPROVED ON CONSENT ON AUGUST 29TH, 2024. SO THERE ARE NO ISSUES WITH ANY OF THOSE ITEMS, BUT HERE TO ANSWER ANY QUESTIONS IF YOU HAVE ANY. DO WE HAVE ANY QUESTIONS REGARDING THESE ITEMS? OKAY. [FUTURE AGENDA ITEMS] UM, I WILL CALL FOR ANY FUTURE AGENDA ITEMS. I THINK THAT, UM, WE'LL, WE ASKED FOR, I'M GONNA, UM, CAN I, CAN I BUNDLE THEM OR DO THEY HAVE TO BE UNIQUE? I GUESS THEY SHOULD BE UNIQUE. UM, ONE IS REGARDING THE, UM, ARRIVALS IN DEPARTURE HALL, UM, WHETHER, UM, AN UPDATE ON HOW THAT DIAGRAMMATICALLY WILL WORK. AND I MIGHT ENCOURAGE US IN THE FUTURE TO, TO HAVE A SEVERAL OR SOMEBODY APPOINTED TO JUST SORT OF TRACK THAT AND LOOK AT THAT SO WE CAN EXPLAIN IT TO EACH OTHER IF WE NEED TO. UM, BUT IN THE MEANTIME, THE ARRIVALS IN DEPARTURE HALL SECOND, UH, SO I MADE THE MOTION. IS THERE A SECOND L OR DO WE HAVE TO VOTE ON IT? NO. OKAY. AND THEN ANOTHER, UM, FUTURE AGENDA ITEM WILL BE TRACKING THIS, UM, UH, SOIL PILE, THE BUR THE SOIL BURRITO ACROSS THE AIRPORT PROPERTY JUST TO KIND OF KNOW WHAT THE ENVIRONMENT, JUST TO, SO I'M COMFORTABLE AND I'M HOPE THE PUBLIC IS COMFORTABLE THAT WITH, UM, HOW WE MOVE, UM, MEDIATED PRESUMABLY TOXIC, UM, SOIL ACROSS THE PROPERTY, UM, AND WHAT COULD POSSIBLY HAPPEN WITH THAT. DO I HAVE A SECOND FOR THAT ITEM? THANK YOU. COMMISSIONER HENDRICKS, UM, COMMISSIONERS BROCK OR KON, DO YOU HAVE ANYTHING FOR ANOTHER MEETING THAT WE, THAT WE NEED TO BE BRIEFED ON OR DISCUSS? UH, JUST FOLLOWING UP ON THE METRICS THAT WE TALKED ABOUT AT THE LAST MEETING. I SECOND THAT WE SHOULD JUST DRAFT SOMETHING. I SECOND THAT WE'RE WORKING ON THAT COMMISSIONER, THIS IS JASON. OKAY. HI JASON. JEREMY, YOU GOT SOMETHING? YEAH, JEREMY HENDRICKS HERE. UM, I STILL AM JUST CURIOUS WHERE YOU UNITE HERE IS WITH NEGOTIATIONS WITH DELAWARE NORTH, ESPECIALLY CONSIDERING THE RECENT UNITE HERE STRIKES AT HOTELS ACROSS THE COUNTRY. SO WE SHOULD, THIS IS TRACY THOMPSON. WE SHOULD BE ABLE TO GIVE YOU AN UPDATE ON THAT AT THE NEXT MEETING, IF NOT BEFORE. SO WE DO KNOW THAT THEY ARE IN CURRENT NEGOTIATIONS AND SO WE DON'T HAVE, THAT'S PROPRIETARY INFORMATION AT THIS TIME, BUT I THINK PROGRESS IS BEING MADE. SO IF I COULD ADD ON THAT POINT, I WOULD BE INTERESTED TO UNDERSTAND IF THERE ARE CONCESSIONS MADE THERE. AND IF THERE ARE, THAT'S GREAT. WHAT FLEXIBILITY, THE, I GUESS THE FRAME, THE WHAT IS THE, THE PRIME OR THE YEAH, RIGHT. WHAT FLEXIBILITY THEY HAVE TO SEEK AN ALTERNATE ARRANGEMENT WITH THE CITY TO MAKE THAT SOMETHING THAT IS NET NEUTRAL TO THEM. SO I WOULD, I WOULD ADD THAT CONSIDERATION INTO THE DISCUSSION. YES, SIR. YEP. WE'LL MAKE SURE THAT'S IN THE, IN THE BRIEFING. YEP. THANK YOU. I'LL, I'LL SECOND THAT. UM, I'M JUST CURIOUS, DO WE HAVE A PROCESS TO, OR UH, TO GATHER FEEDBACK FROM THE AIRLINES, UM, YOU KNOW, IN TERMS OF HOW HAPPY OR WHAT ARE THE OBSTACLES THAT THEY MIGHT HAVE? YOU KNOW, IS IT ESPECIALLY WHEN THE NUMBERS, YOU KNOW, FLUCTUATE WHEN THEY MAKE DECISIONS? DO WE HAVE THOSE INTERVIEWER CONVERSATION WHERE THEY CAN SHARE SOME INSIGHT TO US SO WE KNOW HOW TO WORK BETTER? UM, THAT'S, THANK YOU FOR THAT QUESTION. IT, IT IS, UM, WHAT WE LIVE AND BREATHE EVERY DAY OUR, OUR, UH, RELATIONSHIPS AND NEGOTIATIONS WITH THE AIRLINES. AND SO IT, IT HAPPENS AT I'LL SPEAK RULE. GENERALLY WE CAN, WE CAN FOLLOW UP AND, AND GET YOU A BRIEFING ON IT IF, IF YOU REQUIRE, IF YOU DESIRE AND REQUIRE, UM, WE HAVE DAILY OPERATIONAL, UM, CONVERSATIONS WITH THE AIRLINES FOR, WITH THE LOCAL STATION MANAGERS. AND THEN THERE'S A MONTHLY BIG MEETING WITH ALL OF OUR TENANTS. SO THAT HAPPENS AT THE OPERATIONS LEVEL, AT THE CONSTRUCTION LEVEL, WE HAVE AN AIRLINE TECHNICAL REPS AND ALL AIR AIRLINE FACILITIES PLANNERS THAT COME IN AND WORK WITH SHANE AND LYNN AND THEIR TEAMS ON EVERYTHING RELATED TO THE A A DP OR ANY OTHER CAPITAL PROJECTS. THEN ON THE BUSINESS SIDE, BUSINESS FINANCE SIDE, RAJE AND I, WE HAVE WHAT'S CALLED THE AIRLINE, UM, THE AIRPORT, AIRLINE, UH, UH, COMMITTEE, A COMMITTEE. AND UM, WE DEAL WITH ALL OF THE USE AGREEMENT, FINANCIAL AND ALL OF THE OTHER BUSINESS SIDE OF WHATEVER AIRLINE WANTS. AND SO I DON'T MIND SHARING THAT THERE'S TWO WAYS YOU WORK WITH AIRLINES, ONE OF WHICH IS AS A COLLECTIVE GROUP, AND WE'RE VERY TALENTED IN WORKING WITH THE AIRLINES AS A COLLECTIVE GROUP ON ISSUES AT THE AIRPORT. AND THEN ALSO WHERE THE MAGIC IS MADE IS INDIVIDUAL NEGOTIATIONS AND CONVERSATIONS [01:15:01] WITH EACH AIRLINE, MAKING SURE EACH AIRLINE IS SUPPORTED AND THAT WE LISTEN TO THEIR NEEDS AND THEY, AND GIVE THEM FEEDBACK FROM OUR SIDE TOO, WHETHER THAT'S BUSINESS, WHETHER THAT'S FINANCE, WHETHER THAT IS, UM, FACILITY PLANNING OR WHETHER THAT'S OPERATIONS. SO, UH, IT WAS THAT RESPONSIVE TO YOUR QUESTION IN GENERAL. YES. THAT HELPS, UH, A LOT WITH THE CONTACT AND KNOWING THAT'S DAILY OR VERY REGULAR, UH, UH, COORDINATION. I DUNNO HOW MUCH OF THAT IS ABLE TO SHARE WITH THE PUBLIC, YOU KNOW, AS LIKE BRIEFING OR SOME BRIEFING, LIKE YOU SAID, WE CAN LEARN SOME OF THE RATIONALES IF YOU GUYS HAVE DONE THAT BEFORE. YOU KNOW, LIKE JUST FOR ME TO JOIN SINCE I JOINED, I FEEL LIKE I HAVEN'T HEARD OF THE VOICE OF THE AIRLINE PARTNERS IN THE WELL AND WITHOUT IN ANY WAY BEING, TRYING TO BE CLEVER. I WILL, I'M NOT TRYING TO BE CLEVER AT ALL, BUT IF THEY HAD REAL PROBLEMS, THEY WOULD BE IN THIS AUDIENCE TALKING TO YOU. AND AGAIN, I SAY THAT SINCERELY. UM, SO, UM, THAT IS THE, NOT THE NUMBER ONE MISSION, BUT A VERY CRITICAL PART OF OUR MISSION AS AIRPORT STAFF IS TO MAKE SURE THAT WE HAVE ALL OF THOSE BASE COVERED WITH OUR BUSINESS PARTNERS. AND SO WHAT I, WE CAN DO, AND I'M PLEASED TO VISIT WITH YOU LATER ABOUT HOW WE CAN PROVIDE YOU THE INFORMATION THAT'S MOST HELPFUL TO THIS COMMISSION ON WHAT YOU'RE INTERESTED IN HEARING ABOUT AS OPPOSED TO THE DAILY GRIND. PLEASED TO DO THAT. YEAH. THANK YOU. I, THANKS DANIEL. OTHER FUTURE AGENDA ITEMS? I'D LIKE TO, TO ADD ONE, I'D, I'D LOVE TO HEAR, AND I, I'VE MENTIONED THIS BEFORE AND IT DOESN'T NEED TO BE IN THE IMMEDIATE TERM, BUT THE OVERALL ROADWAY PLAN, UH, TO ADDRESS TRAFFIC CONGESTION, SORT OF THE, THE, THE FLOW OF TRAFFIC, ESPECIALLY FOR TNCS, YOU KNOW, WE'RE, WE ARE GETTING DISCREET KIND OF, UH, DISCRETE VIEW INTO VARIOUS PROJECTS, WHETHER IT'S, YOU KNOW, SORT OF CURBSIDE AND THE SIDEWALKS AND ROADWAYS AND THEN WE HAVE THE PARKING PLAN. BUT, YOU KNOW, WHAT IS THE PLAN TO SAY, FOR EXAMPLE, YOU KNOW, TO THE EXTENT POSSIBLE, MAKE IT EASY TO REDUCE DEADHEAD RUNS FOR TNCS TO REDUCE IDLING, UM, YOU KNOW, AND JUST IN GENERAL REDUCE, UH, CONGESTION ON THE ROADWAYS. I'LL SECOND THAT. SO YES, VERY GOOD. UM, IT'S FUNNY, A LOT OF THESE SORT OF TIE INTO ONE ANOTHER, UM, THE, THE KEY PERFORMANCE INDICATORS AND THE, YOU KNOW, THE IDLING AND THE WAITING. AND SO, UM, I THINK WE'LL, WE'LL FIGURE THIS OUT. UM, I THINK I, I WOULD ENCOURAGE YOU IF YOU HAVE ANY SPECIFIC QUESTIONS TO FORWARD THEM TO JASON AND YOU CAN COPY ME ON IT, I'D BE INTERESTED TO KNOW AS WELL TO, IT HELPS, I THINK IT HELPS STAFF FIGURE OUT HOW TO, UM, RELAY THE INFORMATION. CHAIRMAN, EXCUSE ME FOR INTERRUPTING. UM, WITH ALL OF THESE, UM, FUTURE AGENDA ITEMS, WE WILL, WHAT JASON AND I WILL DO IS WE'LL TRY TO SCHEDULE THESE, METER THEM OUT, IF YOU WILL, OVER THE NEXT SEVERAL MEETINGS. THEY WON'T AS OPPOSED TO HAVING ALL IN ONE, ONE MONTHLY MEETING. AND WE'LL DO, SO WE'LL, WE'LL WORK WITH, WITH YOU ON, YOU KNOW, WHICH MONTHS WE'LL PRESENT EACH ONE DEPENDING ON WHAT'S TIMELY STAFF AVAILABILITY AND THE INFORMATION THAT WE HAVE. SO WE'LL, WE'LL, WE'LL PUT THESE THINGS ON A SCHEDULE SO THAT, UM, THE COMMISSIONERS KNOW THAT WE HEARD YOU, WE'VE GOT IT DOCUMENTED AND WE HAVE A SCHEDULE FOR WHEN WE'LL BE PRESENTING THIS INFORMATION. DOES THAT WORK? I THINK SO, YEAH. SURE. YEAH, UNLESS, SO WE DIDN'T PASS, UNLESS I KNOW THAT THERE ARE CERTAIN INSTANCES WHERE THE, UM, WHERE IT JUST MAY BE A PHONE CALL FROM SOMEBODY ON THE COMMISSION TO SOMEONE ON STAFF AND THAT THAT ISSUE IS RESOLVED AS WELL. SO, UM, BUT YEAH, THAT'S GREAT. THANK YOU FOR SCHEDULING. WE'LL WORK ON THAT. YES, YES MA'AM. ALL RIGHT. UM, I JUST NEED TO MAKE AN ANNOUNCEMENT AND THEN WE CAN ADJOURN THE MEETING. THE NEXT REGULAR MEETING OF THE AIRPORT ADVISORY COMMISSION IS SCHEDULED FOR WEDNESDAY, OCTOBER 9TH. AND WITH THAT, UM, WITH NO OBJECTION, THIS MEETING IS ADJOURNED. THANK YOU ALL. * This transcript was created by voice-to-text technology.
