SO THESE ARE CRIMES AGAINST SOCIETY, DRUG DRUG OFFENSES, A A LOT OF THEM. UH, SO DRUG EQUIPMENT VIOLATIONS AS A TOP ONE. ALL THAT MEANS IS CLASS C MISDEMEANOR DRUGS. UM, THAT'S JUST FANCY FOR JUST CLASS C STUFF. DRUG NARCOTIC VIOLATIONS AND WEAPON LAW VIOLATIONS. SO THOSE ARE, UH, CRIMES AGAINST SOCIETY. SO WE HAVE 47 DRUG VIOLATIONS, 21 CLASS C OFFENSES, WEAPON LAW VIOLATIONS, GAMBLING, ANIMAL CRUELTY, AND THEN PORNOGRAPHY. SO HERE'S WHAT YOU GUYS PROBABLY CARE ABOUT THE MOST OF, LIKE, WHERE IS IT HAPPENING, RIGHT? MAINLY UN UNHOUSED IN INDIVIDUALS, RIGHT? AND YOU SEE THEY HAVE NUMEROUS, NUMEROUS ARRESTS. SO THOSE ARE JUST CRIME IN A, IN A NUTSHELL. BUT HERE IS WHAT WE'RE DOING TO GET INVOLVED IN THE COMMUNITY. SO, COMMUNITY OUTREACH EVENTS. OVER THE LAST YEAR, WE'VE HAD 81. OUR MOST RECENT ONE, THIS IS AS OF NINE FIVE, IS A TEXAS DANCE TEAM, PONY SHOW. EVERYBODY LOVES HORSES, RIGHT? SO WE, UM, LIKE TO GET THE HORSES OUT AS MUCH AS WE CAN. AND THAT'S, LIEUTENANT DU DOES A GREAT JOB OF, UM, GETTING MOUNTED OUT AND VISIBLE. SO, UM, THESE ARE SOME OF THE EVENTS. AND WE'VE HAD A LOT OF PROTESTS LATELY, AND WE MIGHT BE IN THE PROTEST, THE PROTEST SEASON COMING UP. UM, SO WE ARE PREPARING FOR, FOR THAT DOWNTOWN AS WELL AS WE SPEAK. OUR, OUR NIGHT SHIFTS ARE STRUGGLING AS, AS IS OUR EVENING SHIFTS. SO, UM, YOU KNOW, STAFFING IS AN ISSUE AS YOU ALL YOU ALL KNOW. SO, UM, DOWNTOWN DOESN'T HAVE REALLY AN ISSUE WITH, UM, RESPONSE TIMES, JUST BECAUSE MOST CRIMES ARE HAPPENING WITHIN THIS ONE MILE AREA. AND WE CAN GET THERE VERY QUICKLY, WHETHER IT'S ON BIKE OR ON FOOT, OR, UM, JUST OUR CARS. 'CAUSE IT'S JUST SUCH A SMALL AREA. SO, UM, WE HAVE, UH, OVERTIME IS HOW WE'RE MANAGING RIGHT NOW. AND HE DID A REMARKABLE JOB WITH, WITH, WITH GETTING RESOURCES OUT THERE AND, UH, TAR TARGETING THAT, UM, THE GUN VIOLENCE. SO THAT'S WHY, UM, WE HAVE BEEN, UM, PRETTY GOOD LATELY WITH AS FAR AS GUN VIOLENCE. AND WE'VE BEEN, HE'S, HIS GUYS AND GIRLS HAVE BEEN VERY PROACTIVE IN GETTING GUNS OFF OF THE STREETS. OFFICERS RESPONDED, CONDUCTED A SEARCH AND SECURED THE SECOND FLOOR AND LOCATED THE IDENTIFIED, UH, SUBJECT. SO THE PERSON WAS HAVING A, BASICALLY BROKE INTO THE POLICE STATION, UM, HAVING A MENTAL EPISODE. UM, AND OUR OFFICERS DID A REMARKABLE JOB OF GETTING HIM OUTTA THERE, UM, AND, AND GETTING HIM ARRESTED. SO THIS, THE TOP ONE ON THE RIGHT IS THE AGGRAVATED ASSAULT. IT IS KIND OF CRAZY WHEN YOU BREAK INTO THE POLICE STATION AND THEN CALL ON YOURSELF, RIGHT? THAT'S CLEARLY HAVING A MENTAL HEALTH EPISODE. SO OFFICERS RESPONDED TO A STABBING AND LOCATED A SUBJECT, UH, LOC INVOLVED IN AN INCIDENT. ONE OF OUR SERGEANTS DOWN OR NIGHT SERGEANTS LOCATED, UH, THAT PERSON. AND SO WHEN WE SEE INCREASES IN THOSE, AND WE'VE SEEN, UH, INCREASES IN ARRESTS FOR THE LAST FOUR YEARS, THAT TO US IS ACTUALLY A GOOD THING. IT MEANS THAT OFFICERS ARE LOOKING FOR THOSE THINGS AND THAT THOSE ARRESTS ARE BEING MADE. IF THEY WERE ON THE DOWNWARD TREND AND WE WEREN'T MAKING THOSE ARRESTS, I'D BE A LITTLE BIT CONCERNED. IS IT, YOU KNOW, COLLEGES OR EXACTLY WHAT'S, OR MAYBE EVEN FINDING POLICE OFFICERS IN OTHER CITIES? SO WHAT ARE THE, THE AVENUES, I GUESS, FOR RECRUITING? RIGHT. UM, AND I, I'M AWARE THAT, UH, MONEY WAS SET ASIDE FOR RAISES FOR THE POLICE DEPARTMENT. UH, HOWEVER, UH, THIS ALL GOES BACK TO A POLICE CONTRACT. SO I BELIEVE THAT THE WAY IT CURRENTLY WORKS, UM, AND WE'RE CURRENTLY, I THINK IN THE FINAL STAGES OF COMING TO A TE AGREEMENT, AGAIN, IT'S BETWEEN THE CITY'S LABOR RELATION OFFICE AND THE AUSTIN POLICE ASSOCIATION. UH, THEY HAVE TO COME UP WITH AN AGREEMENT ON, YOU KNOW, WHAT KIND OF, UM, PARAMETERS ARE GOING TO INVOLVE POLICE OVERSIGHT. I THINK PROP A WAS A, A HUGE PART OF THE POLICE CONTRACT. SO THEY'RE TRYING TO WORK OUT ALL OF THE COMPONENTS OF PROP A, UM, AND AT THE SAME TIME, THE CITY HAS TO NEGOTIATE WITH THE POLICE ASSOCIATION AS TO WHAT BOTH THINK IS FAIR. SO ONCE THAT IS ALL HASHED OUT, UM, THEY COME TO A TENANT OF AGREEMENT. IT [00:35:01] THEN GOES TO ALL OF THE POLICE, UH, OFFICERS, UH, TO VOTE ON, UM, IF A MAJORITY AGREE, UM, IT PASSES ON THE POLICE SIDE. AND THEN I THINK THAT THE LABOR RELATIONS OFFICE THEN SENDS THE AGREEMENT TO COUNCIL. UM, IT DOESN'T HAVE TO HAPPEN IN THAT ORDER, BUT I KNOW THAT COUNCIL THEN HAS TO APPROVE THE CITY'S, UH, END, END OF, UH, CONTRACTUAL OBLIGATIONS ON THAT POINT. ONCE THAT'S ALL SETTLED, THEN IT GOES INTO EFFECT AND WE HAVE PAY RAISES. AND I DO THINK THAT THE PAY RAISES WILL KEEP US COMPETITIVE WITH OTHER POLICE DEPARTMENTS IN THE STATE OF TEXAS TO HIRE MORE OFFICERS. UM, AS FAR AS RECRUITING EFFORTS, UH, WE DO HAVE A COMMANDER, UH, WITH HIS OWN STAFF OVER IN RECRUITING. UM, I CAN'T REALLY ARTICULATE EXACTLY WHAT THEY'RE DOING ON THEIR END BECAUSE THAT'S ON THEIR SIDE OF THE HOUSE. I DO KNOW THAT THEY'RE INCREASING THEIR ADVERTISING, SOCIAL MEDIA PRESENCE. BUT THAT'S THE ONLY KIND OF OUTLIER. UM, TYPICALLY WHEN WE'RE FLAGGED OVER AND WE GET FLAGGED OVER MULTIPLE TIMES A NIGHT, THAT'S HOW WE GET SO MANY GUNS. UM, WE'RE ABLE TO TAKE THE PERSON INTO CUSTODY PEACEFULLY, UM, DISARM THEM AND FIGURE OUT IF THEY'RE LEGALLY CARING. UM, THIS IS, I WENT INTO MORE DETAIL ABOUT THIS IN MARCH AND I'M HAPPY TO ANSWER ANY QUESTIONS, BUT I'M GOING TO, TO GO THROUGH IT, UH, MORE QUICKLY TONIGHT. UM, THIS IS THE VISION FOR THE PLAN. HISTORIC PRESERVATION IN AUSTIN ACTIVELY ENGAGES COMMUNITIES IN PROTECTING AND SHARING IMPORTANT PLACES AND STORIES. PRESERVATION USES THE PAST TO CREATE A SHARED SENSE OF BELONGING AND TO SHAPE AN EQUITABLE, INCLUSIVE, SUSTAINABLE, AND ECONOMICALLY VITAL FUTURE FOR ALL. AND THIS VISION WAS DEVELOPED FROM A COMMUNITY HERITAGE SURVEY VERY EARLY ON IN THE PROCESS. SO THIS IS IDEAS AND WORDS FROM, FROM COMMUNITY MEMBERS. NOW I'M GOING TO REVIEW THE PLAN ITSELF, THE FINAL PLAN ITSELF. THESE SLIDES ARE PROBABLY GOING TO LOOK FAMILIAR TO YOU, OR MAYBE IT'S JUST FOR ME. I'VE BEEN TALKING ABOUT THEM A LOT, BUT THEY WERE GOING TO LOOK, IF YOU REMEMBER THE MARCH MEETING, THEY'RE GOING TO LOOK FAMILIAR. AND THAT'S BECAUSE WHAT WE HEARD IN THROUGH THE OUTREACH AND ENGAGEMENT, REALLY AFFIRMED PLANS, GOALS, AND RECOMMENDATIONS. AND I'LL TALK A LITTLE BIT MORE ABOUT THE REVISIONS THAT DID HAPPEN. BUT, UM, IF YOU'RE THINKING, HAVE I SEEN THESE SLIDES OR SOMETHING VERY LIKE THEM BEFORE YOU? YES, YOU HAVE. UM, SO THE PLAN HAS 14 GOALS AND 107 RECOMMENDATIONS. THE GOALS ARE VERY BROAD, UH, AND AMBITIOUS. THEY AIM TO CONNECT PRESERVATION TO MANY OTHER THINGS AND REALLY MOVE IT FORWARD IN SOME AMBITIOUS WAYS. UM, THE EASIEST WAY TO TALK ABOUT THESE IS BY LOOKING AT THREE THEMES, WHAT WE PRESERVE, WHICH INCLUDES THE FIRST FIVE GOALS, WHO PRESERVES, WHICH IS GOAL SIX THROUGH EIGHT, AND HOW WE PRESERVE, WHICH IS KIND OF THE NUTS AND BOLTS OF PRESERVATION IN THE RIGHT HAND COLUMN. SO WHAT WE PRESERVE THE, UM, IT INCLUDES RECOMMENDATION, GOALS, AND RECOMMENDATIONS TO RECOGNIZE OUR RICH AND COMPLICATED HISTORY BY ACTIVELY WORKING WITH COMMUNITY MEMBERS AND DOING MORE INTERPRETATION OF HISTORIC PLACES TO BETTER RECOGNIZE AND PROTECT LEGACY BUSINESSES AND MURALS. SO, CULTURAL HERITAGE AS WELL AS ARCHEOLOGICAL RESOURCES, WHICH I KNOW WAS REALLY EMPHASIZED AT Y'ALL'S LAST MEETING. THE IMPORTANCE OF THAT. AND THAT REALLY CAME THROUGH AS, AS A PRIORITY IN FEEDBACK, THE FEEDBACK THAT WE GOT. AND USING PRESERVATION TOOLS TO SUPPORT OTHER COMMUNITY ISSUES LIKE COMMUNITY STABILIZATION AND ENVIRONMENTAL SUSTAINABILITY, INCLUDING TRYING TO REDUCE DEMOLITIONS AND THE ENVIRONMENTAL, THE ENVIRONMENTAL IMPACT THAT COMES WITH THOSE. THE SECOND THEME IS WHO PRESERVES, UM, BIG IDEAS TO INVITE MORE PEOPLE TO PARTICIPATE AND SUPPORT THEM IN THAT WORK? SO ENGAGING MORE, MORE PEOPLE, NEW PEOPLE. THAT'S WORK THAT WE STARTED WITHOUT REACHING ENGAGEMENT AROUND THE PLAN IN A WAY THAT I THINK WAS PRETTY SUCCESSFUL. UH, WE REALLY WANNA CONTINUE THAT WITH IMPLEMENTATION, HELP COMMUNITY MEMBERS HAVE THE RESOURCES THEY NEED AND SUPPORT FOLKS WHO ARE DOING THE WORK, WHETHER THAT'S HANDS-ON HOMEOWNERS, PROPERTY OWNERS, TENANTS, UH, FOLKS WHO ARE, YOU KNOW, BUILDING PROFESSIONALS OR COMMISSIONERS AND CITY STAFF. THE THIRD THEME, WHO, UH, HOW WE PRESERVE, AS I MENTIONED, THIS IS KIND OF THE NUTS AND BOLTS, HOW WE DO HISTORIC PRESERVATION AND WE WANT TO BE MORE STRATEGIC AND MORE EFFECTIVE. UM, THERE ARE GOALS AND RECOMMENDATIONS TO UPDATE OUR DESIGNATION CRITERIA TO SUPPORT OUR HISTORIC PROPERTY OWNERS IN WAYS THAT ARE EFFECTIVE AND ALSO MORE EQUITABLE TO BE STRATEGIC WITH THE REVIEW WE'RE DOING TO IMPROVE ENFORCEMENT PROCESSES, INCLUDING, UM, WORKING ON OUR DEMOLITION BY NEGLECT PROVISION AND MAKING THAT MORE EFFECTIVE. ALSO, CREATING AN ECONOMIC HARDSHIP PROVISION IN CODE, WHICH IS MENTIONED RIGHT NOW, BUT NOT REALLY EXPANDED ON, UM, AND IMPLEMENTING THE PLAN COLLABORATIVELY. UM, THAT I'M EXCITED THAT WE'LL DO THAT IN THIS, IN THIS AREA, SO THAT WE'RE ABLE TO REACH OUT TO POTENTIAL LANDMARK OWNERS AND NOT HAVE PROPERTIES. GET TO A POINT, HOPEFULLY HAVE FEWER PROPERTIES, GET TO THE POINT WHERE THEY'RE PROPOSED FOR DEMOLITION. AND THEN THERE'S A BIG SURPRISE WHEN THE LANDMARK COMMISSION INITIATES HISTORIC ZONING. UM, I MENTIONED INTERPRETATION, WHICH I THINK IS, IS REALLY IMPORTANT TO BUILD THE AUDIENCE FOR PRESERVATION, THAT WE WANT PRESERVATION IN THESE PLACES TO MATTER TO MORE THAN JUST THEIR PROPERTY OWNERS. AND RIGHT NOW, WE DON'T REALLY TELL PEOPLE WHY PLACES MATTER. TO DO THAT. PROACTIVE OUTREACH TO OWNERS OF POTENTIAL HISTORIC PROPERTIES, UH, LEGACY BUSINESSES, OF COURSE, UM, CONSIDER HOW DISTRICT DESIGNATIONS CAN SUPPORT AUSTIN'S CULTURAL HERITAGE. WORKING WITH THE ECONOMIC DEVELOPMENT DEPARTMENT ON THAT ONE. UH, IDENTIFICATION OF POTENTIAL HERITAGE TOURISM SITES. SO, UM, THIS WOULD ESSENTIALLY ALLOW PEOPLE TO, PROPERTY OWNERS TO SELL THEIR AIR RIGHTS ABOVE SMALL HISTORIC BUILDINGS TO OTHER DEVELOPERS AT DIFFERENT TAKE ON A BONUS PROGRAM THAT AIMS TO COMPENSATE THE OWNERS OF, OF SMALL SCALE HISTORIC BUILDINGS IN AREAS WHERE ZONING WOULD ALLOW THEM TO GO MUCH HIGHER. UM, EVALUATE THE BENEFITS AND EQUITY ASPECTS OF THE LANDMARK TAX EXEMPTION IN COMPARISON WITH OTHER INCENTIVE PROGRAMS. SO KIND OF BROADENING THE SUITE THAT'S AVAILABLE IN SEEING, UM, IF OTHER PROGRAMS, UH, MIGHT VERY GRADUALLY POTENTIALLY, UH, REPLACE THAT HISTORIC TAX EXEMPTION. UM, AND REVIEWING CHANGES. UM, WE DID COMMUNITY OUTREACH AND ENGAGEMENT THIS SPRING FOR FOUR MONTHS, AS YOU KNOW, THAT'S WHEN WE CAME, UH, JUAN RAYMOND AND I CAME TO TALK TO YOU. WE ENGAGED MORE THAN 2,500 PEOPLE. THIS IS, I KNOW IT'S AN UNDER ACCOUNT. THIS IS THE, THE EVENTS FOR WHICH WE HAVE NUMBERS, AND THERE ARE A NUMBER OF EVENTS. WE JUST DIDN'T, WE DIDN'T COUNT THE FOLKS WE TALKED TO. WE DID PRESENTATIONS TO A VARIETY OF BOARDS AND COMMISSIONS, COMMUNITY GROUPS, PROFESSIONAL STAKEHOLDER ORGANIZATIONS. WE DID POPUP TABLING AT COMMUNITY EVENTS AROUND THIS CITY. WE HAD, UM, HAD SMALL GROUP AND, UH, ONE-ON-ONE CONVERSATIONS. WE HOSTED FOUR BIG CITY EVENTS, UM, VARIOUS TYPES. UH, A SERIES OF LIGHTNING TALKS, A BLOCK PARTY, AND TWO COMMUNITY OPEN HOUSES. THOSE WERE ALSO HELD AROUND THE CITY. UM, I THINK THIS ENGAGEMENT WAS PARTICULARLY SUCCESSFUL BECAUSE WE HAD REALLY MEANINGFUL PARTNERSHIPS WITH COMMUNITY MEMBERS. SO WE WORKED WITH NINE PAID COMMUNITY AMBASSADORS TO REACH OUT TO THEIR NETWORKS AND TALK TO 'EM ABOUT THE PLAN. AND WE AWARDED MANY GRANTS TO FIVE COMMUNITY ORGANIZATIONS, AGAIN, TO ENGAGE THEIR NETWORKS ABOUT THE PLAN. WE WEREN'T ASKING THEM TO SHIELD FOR THE PLAN, BUT WE WERE, WE SAID WE WANT LOTS OF PEOPLE TO KNOW ABOUT THIS, ESPECIALLY PEOPLE, UM, FROM GROUPS THAT HAVE HISTORICALLY BEEN MARGINALIZED. SO THIS IS A WAY OF ADDING EXTRA RESOURCES, YOU KNOW, WITH COMPENSATION TO COMMUNITY PARTNERS. UM, HERE'S WHO WE HEARD FROM. SO MOST PEOPLE ENGAGED THROUGH A COMMUNITY SURVEY. UM, PEOPLE COULD ALSO LOOK THROUGH THE, THE PLAN ITSELF, WHICH WAS GREAT AND VALUABLE, AND I'LL TALK ABOUT THAT IN A MINUTE. THE COMMUNITY SURVEY WAS, UH, YOU KNOW, ONE WEBPAGE, UM, RELATIVELY QUICK TO GET THROUGH, OR, OR A PAPER SURVEY. WHEN WE LOOKED AT, UM, HISTORICALLY MARGINALIZED COMMUNITIES, WE HEARD FROM A SLIGHTLY HIGHER, UH, PROPORTION OF PEOPLE OF COLOR THAN AUSTIN AS A WHOLE, WHICH WAS EXCITING. WE HEARD FROM A MUCH HIGHER PROPORTION OF PEOPLE WITH DISABILITIES AND LGBTQ A PLUS COMMUNITIES. UM, A LOWER PROPORTION OF RENTERS, I THINK NEARLY 30%, STILL PRETTY GOOD FOR A CITY PROCESS. IT, IT WOULD'VE BEEN GREAT TO HAVE GONE HIGHER. AND AS WE WORK ON PLAN IMPLEMENTATION, THAT'S SOMETHING THAT WE'LL KEEP THINKING ABOUT HOW TO ENGAGE RENTERS. UM, YOU CAN SEE AT THE TOP RIGHT, THEY, WE, ALMOST TWO THIRDS OF THE PEOPLE ENGAGED, ABOUT 60% HAVE LIVED IN AUSTIN FOR MORE THAN 20 YEARS. SO LOTS OF LONGTIME RESIDENTS WEIGHING IN AND SAYING, HERE'S, HERE'S HOW WE FEEL ABOUT, YOU KNOW, THE DIRECTION THAT LOCAL HERITAGE SHOULD GO, BUT OTHER PEOPLE TOO. SO I THINK A GOOD, A GOOD MIX. UM, WE HEARD FROM PEOPLE ACROSS THE CITY, WHICH WAS EXCITING. USUALLY WE HEAR FROM A REALLY HIGHLY VALUED GROUP OF PEOPLE. YOU KNOW, LONGTIME PRESERVATION ADVOCATES TEND TO BE CONCENTRATED IN CENTRAL AND WEST AUSTIN. AND AGAIN, THEIR WORK IS VALUED. IT'S BEEN, THEY'VE DONE INCREDIBLE WORK, BUT IT'S GREAT TO, THIS PLAN WAS INTENDED TO BE FOR THE WHOLE CITY. SO IT'S NEAT TO HEAR FROM FOLKS ACROSS THE, ACROSS THE CITY. WHAT WE HEARD THIS IS, UH, THESE ARE THE COMMUNITY PRIORITIES FROM THE COMMUNITY SURVEY THAT WAS ONLINE. I WON'T GO THROUGH AND READ THEM. THEY ARE AGGREGATED FROM THE PLAN GOALS. SO WE DIDN'T WANT, IT DIDN'T MAKE SENSE TO HAVE PEOPLE, UH, REVIEW 14, UM, GOALS ENTIRELY. THAT'S SOME OF WHICH ARE A LITTLE BIT, UM, TECHNICAL IN TERMS OF HOW WE DO PRESERVATION. BUT WE ASKED PEOPLE TO, FOR EACH OF THESE PRIORITIES, UH, RATE THEM HOW IMPORTANT THEY WERE. AND THERE WAS, THERE WAS A SLIDER ONLINE WHERE PEOPLE COULD SAY, THIS IS VERY IMPORTANT TO ME. THIS IS NOT IMPORTANT TO ME OR ON PAPER. PEOPLE COULD MARK THAT ON THE, ON THE BAR CHART. THE TAKEAWAY FROM THIS SLIDE VERY QUICKLY IS THAT PEOPLE SAID ALL THESE GOALS ARE IMPORTANT. SO THE LOWEST AVERAGE PRIORITY SCORE WAS 73%, WHICH IS PRETTY STRONG SUPPORT. WHEN WE ASKED PEOPLE WHAT WE SHOULD START WORKING ON FIRST, THEY SAID, KEEP PEOPLE IN BUSINESSES IN PLACE. THE NEXT, THAT WAS 51% OF RESPONDENTS. THE NEXT HIGHEST PERCENTAGE IS TO HELP PHYSICAL PLACES, OLDER NEIGHBORHOODS AND COMMERCIAL DISTRICTS FEEL, FEEL LIKE AUSTIN. AND I THINK THOSE, UH, OFFER THOSE REFLECT WHERE, WHERE THE CITY IS NOW AND THE, THE, UM, THOSE DISPLACEMENT AND DEVELOPMENT PRESSURES THAT THE CITY FACES. [01:05:01] SO WE ALSO GOT 200, A LITTLE OVER 270 INDIVIDUAL COMMENTS ON THE DRAFT PLAN. 140 OF THOSE, SOME OF THOSE WERE NOT, UM, THEY DIDN'T REQUEST A CHANGE. SOME OF THEM WERE OUTSIDE THE PURVIEW OF THE PLAN. SOME OF THEM ARE NOT REALLY ALLOWABLE BY CODE IN A WAY THAT'S, THAT IS BEYOND THE SCOPE OF THE PLAN TO CHANGE. SO 140 OF THOSE WERE ACTIONABLE. UM, ABOUT HALF THE RECOMMENDATIONS WERE REVISED BASED ON THAT COMMUNITY FEEDBACK. SO IN THE REVISION PROCESS, THE TEAM, THE REVISION TEAM, WHICH I'LL TALK ABOUT IN A MINUTE, THEY REALLY DID LOOK AT, LOOK AT THAT FEEDBACK AND MAKE, MAKE ADJUSTMENTS. THEY ALSO ADDED EIGHT, EIGHT NEW RECOMMENDATIONS. SO THE RECOMMENDATIONS COVERED AREAS THAT WE, THAT WE JUST MISSED IN THE DRAFT. AND SO IT WAS GREAT TO HEAR FROM THE COMMUNITY TO SAY, WHAT ABOUT THIS AND WHAT, YOU KNOW, WHAT ABOUT THIS? AND, AND TO BE, TO HEAR THAT AND TO REFLECT IT IN THE FINAL PLAN. SO, UM, YOU CAN SEE IT'S HISTORIC CEMETERIES SUPPORT FOR ENERGY EFFICIENCY IMPROVEMENTS, REGULAR BUILDING MAINTENANCE AND EDUCATION AND TRAINING AND, UM, IDENTIFICATION FOR HI, UH, AND SUPPORT FOR HERITAGE TOURISM SITES. WORKING GROUP OVER THE COURSE OF A YEAR WAS PRESENTED TO THE HISTORIC LANDMARK COMMISSION IN FALL OF 2022. AT THAT TIME, THE COUNCIL ALLOCATED FUNDING FOR A REALLY ROBUST COMMUNITY ENGAGEMENT PROCESS AND A NEW STAFF POSITION, WHICH IS THE POSITION THAT I HOLD. AS WE PUT THE INFRASTRUCTURE FOR THAT IN PLACE, WE DID THIS LOW KEY NO BUDGET CAMPAIGN TO RAISE AWARENESS ABOUT PRESERVATION AND INVITE MORE PEOPLE TO PAY ATTENTION. UH, SHE'S LIKE, THIS IS THE PLAN IS COMING. MAYBE IT'S SOMETHING YOU'LL BE INTERESTED IN. UH, WE DID THIS, UM, INTENSIVE OUTREACH AND ENGAGEMENT CAMPAIGN THIS SPRING, THIS SUMMER WE WORKED WITH THE PRESERVATION PLAN COMMITTEE OF THE HISTORIC LANDMARK COMMISSION AND THE PRESERVATION PLAN WORKING GROUP THAT DEVELOPED THE PLAN TO TAKE THE COMMUNITY FEEDBACK AND REVISE AND FINALIZE THE PLAN. SO THAT HAPPENED IN FOUR PRETTY LONG REVISION MEETINGS WITH A LOT OF WORK IN BETWEEN, UH, FOR, BY A SUBCOMMITTEE. HERE WE ARE, WE HAVE THE FINAL PLAN. UM, WE'RE DOING A LITTLE BIT OF A PARADE OF BOARD AND COMMISSION BRIEFINGS, UH, TO THE CLOSING THE LOOP TO THE COMMISSIONS. WE BRIEFED BEFORE THAT DO RELATED WORK, WHO WE'RE HOPING TO PARTNER WITH IN IMPLEMENTATION OF THE PLAN AFTER ADOPTION. THERE'S TWO MAIN COMPONENTS TO THIS PROGRAM. UM, ONE IS PARTNERSHIPS WITH BARS AND CLUBS AND VENUES THAT'S REALLY AT THE CORE OF THIS PROGRAM. AND THE SECOND IS PUBLIC OUTREACH. NEXT SLIDE. UM, AND THOSE ARE AVAILABLE FOR THE BARS TO DISTRIBUTE TO PATRONS. AND THEN WE HAVE A PATRON FACING AWARENESS FLYER THAT'S POSTED INSIDE THE BAR THAT HAS EDUCATION AND PREVENTION TIPS GEARED TOWARDS THE PATRON. AND WE ALSO HAVE EDUCATIONAL MATERIALS FOR STAFF THAT'S POSTED BACK OF HOUSE, AND IT'S FOCUSED ON HOW THEY CAN KIND OF REDUCE THE RISK, THEIR PART, HOW THEY CAN IDENTIFY SUSPICIOUS ACTIVITY REPORT INCIDENTS IF THEY OCCUR. UM, THE SECOND MAJOR COMPONENT IS PUBLIC OUTREACH. WE PARTNERED WITH THE SOBERING CENTER, WHO'S ALREADY DOING OUTREACH IN THE ENTERTAINMENT DISTRICTS, AND THEY'RE CONDUCTING, UM, PUBLIC OUTREACH WITH A FOCUS ON THIS SIP SAFETY PROGRAM. UM, THEY ARE DISTRIBUTING DRINK TESTING STRIPS TO THE PUBLIC AS WELL AS EDUCATIONAL MATERIALS AND DRINK COVERS. UH, NEXT SLIDE. IS SOME OF OUR MATERIALS THAT YOU CAN HAVE A LOOK AT. ON THE LEFT, IT'S THE, UM, THE BAR EDUCATION FLYER THAT'S POSTED BACK OF HOUSE. AS YOU CAN SEE, IT'S FOCUSED ON HOW OUR STAFF CAN PREVENT DRINK SPIKING, AND, UM, RECOGNIZING WHEN IT'S OCCURRED, WHAT TO LOOK FOR, HOW TO RESPOND ON THE FAR RIGHT IS PATRON FACING. THIS IS, SO PATRONS ARE, KNOW THAT THE BAR IS TAKING THIS SERIOUSLY. THEY HAVE DRINK TESTING STRIPS AVAILABLE, TIPS ON HOW TO PROTECT THEMSELVES AND LETTING THEM KNOW IF THEY SUSPECT SOMEONE'S A, A VICTIM, YOU KNOW, LET THE BAR STAFF KNOW THEY'RE GONNA TAKE THESE REPORTS SERIOUSLY. IN THE MIDDLE. AGAIN, YOU CAN SEE THE EXAMPLE OF THE DRINK TESTING STRIPS. AND THEN AT THE BOTTOM MIDDLE IS A DRINK COVER. THOSE THEY'RE GETTING HANDED OUT, THEY'RE BRANDED WITH OUR SUB SAFELY OFTEN TO JUST PROMOTE PREVENTION, AWARENESS AND SAFETY. NEXT SLIDE. HERE'S SOME OF THE RESULTS. UM, THIS IS GREAT. UM, WE'RE REALLY PLEASED THAT WITH THE BAR CLUB AND VENUE PARTNERSHIPS, WE HAVE 70 BARS AND CLUBS AND VENUES PARTNERING ON THIS. 3,500 TEST STRIPS HAVE BEEN DISTRIBUTED TO THOSE PARTNERS. AND THEN THOSE PATRON AND STAFF POSTERS HAVE BEEN PROVIDED TO ALL OF THOSE 70 BAR CLUB AND VENUE PARTNERS. ON THE PUBLIC OUTREACH, WE'VE GOT DATA FOR FOUR SATURDAY NIGHT TABLING ACTIVATIONS. UM, A FIFTH ONE JUST HAPPENED OVER LABOR DAY WEEKEND. WE'LL BE GETTING THAT REPORT SHORTLY. UM, BUT AS YOU CAN SEE HERE, YOU KNOW, THEY DON'T COUNT EVERY PERSON, BUT THEY DO ESTIMATE. AND, UM, APPROXIMATELY 1200 PEOPLE ENGAGED DURING THOSE TABLING ACTIVATIONS. UM, WE DO COUNT THESE 1,375 TEST STRIPS DISTRIBUTED AND 275 DRINK COVERS DISTRIBUTED. SO WE THINK THIS PROGRAM'S GOING REALLY WELL AND IT'S BEEN A, A GOOD SUCCESS. UH, NEXT SLIDE. NOW I'M GOING TO JUMP INTO THE SECOND PROGRAM. UM, THE NIGHTLIFE ESTABLISHMENT TRAINING PROGRAM. UM, THIS IS KIND OF WHAT LIEUTENANT OLO WAS TALKING ABOUT EARLIER. UM, SO JUST TO TIE BACK TO HIS COMMENTS AND HIS PRESENTATION, UM, I'M GONNA TALK ABOUT THAT HERE. THE PURPOSE OF THE PROGRAM IS TO PROVIDE TRAINING AND SUPPORT TO BARS AND CLUBS AND VENUES AND ENHANCE SAFETY IN AUSTIN'S ENTERTAINMENT ESTABLISHMENTS AND DISTRICTS. AND WE'RE TRYING TO ACHIEVE KIND OF FOUR MAIN THINGS. HELP THE BARS AND CLUBS AND VENUES ELEVATE THEIR OPERATING STANDARDS, [01:20:01] FOCUS ON EDUCATION AND PREVENTION, INCREASE COORDINATION AND COMMUNICATION. YOU KNOW, IF THIS IS RESULTING IN BETTER COMMUNICATION WITH CITY DEPARTMENTS WITH A PD AS YOU HEARD ABOUT EARLIER, THAT'S FANTASTIC. AND, AND ONE OF THE GOALS. AND THEN, YOU KNOW, AS I SAID, WORTH REPEATING, UH, ENHANCED SAFETY IN ENTERTAINMENT ESTABLISHMENTS, DISTRICTS. UH, NEXT SLIDE. SO WE'VE GOT SO FAR FOUR TYPES OF TRAINING THAT HAVE BEEN PROVIDED. AND SO THIS TRAINING IS DONE IN PARTNERSHIP WITH A PD ON THE ACTIVE SHOOTER RESPONSE WITH THE FIRE DEPARTMENT AT EMS ON STOP BLEED. AND SO THIS IS TRAINING BAR STAT AS WELL ON HOW TO RESPOND IF THERE IS AN ACTIVE SHOOTER ISSUE AND YOU KNOW HOW TO USE TOURNIQUETS AND PROVIDE, YOU KNOW, IMMEDIATE LIFESAVING CARE IF THAT EVER IS NEEDED. UM, THE SECOND TRAINING WE'VE BEEN PROVIDING IS OVERDOSE AWARENESS AND PREVENTION. AND THIS INCLUDES NARCAN ADMINISTRATION. WE'VE PARTNERED WITH THE NONPROFIT ORGANIZATION, COMMUNITIES FOR RECOVERY, UM, TO START OUT INITIALLY WITH SIX TRAININGS. WE'VE DONE TWO OF THEM SO FAR. ANOTHER ONE IS HAPPENING TOMORROW AT OIL CAN HARRY'S. AND THEN THERE ARE, UM, TWO MORE IN THE WORKS. UM, AND THEN THE THIRD TRAINING, FOURTH TRAINING. 'CAUSE THE FIRST BULLET'S ACTUALLY TWO. UM, THIS IS DOOR STAFF TRAINING. WE BROUGHT IN AN EXPERT, UM, TO WORK WITH BARS AND CLUBS AND VENUES WITH A FOCUS ON DEESCALATION AND CONFLICT RESOLUTION IN REDUCING LIABILITY FOR THE BAR, AS WELL AS ENHANCING SAFETY.
