[00:00:04] TO ORDER. I'M [CALL TO ORDER] GONNA START WITH, UH, ROLL CALL. SO THE TIME IS 6 0 3. UH, SEPTEMBER 23RD. 2024. UM, VICE CHAIR, MINOR PRESENT. COMMISSIONER CARROLL. COMMISSIONER GILLES. HERE. COMMISSIONER HOWARD? HERE. COMMISSIONER LADNER. COMMISSIONER LEE. COMMISSIONER LUKINS. HERE. COMMISSIONER MCKINNEY? HERE. COMMISSIONER WALLACE HERE. AND COMMISSIONER, WHICH TRO HERE? I'M CHAIR SALINAS. I AM HERE. ALL RIGHT. PUBLIC COMMUNICATION. UH, DO WE HAVE ANY, ANYONE SIGNED UP FOR PUBLIC COMMUNICATIONS? ALRIGHT, MOVE ON TO THE APPROVAL OF THE [APPROVAL OF MINUTES] AMENDMENT. THE MINUTES. UH, HAS EVERYBODY HAD A CHANCE TO READ AND GO THROUGH THE, UM, MINUTES FROM AUGUST 26TH, 2024? IS THERE A MOTION ON THE TABLE? I MOVE TO APPROVE AS WRITTEN. SECOND. ALRIGHT. UH, ALL IN FAVOR OF APPROVING THE MINUTES. ALL RIGHT. IT'S A UNANIMOUS. ALL RIGHT. SO OUR FIRST, UH, ITEM UP FOR [2. Discussion and action to recommend to City Council whether the project 701 W 6th St, located at 701 and 709 West 6th Street and 510 and 512 Rio Grande Street, complies with the Urban Design Guidelines for the City of Austin in accordance with Land Development Code § 25-2-586 (C)(1)(a)(ii). Presented by Richard Suttle, Armbrust & Brown, and Ray Tse, GDA Architects.] DISCUSSION IN ACTION IS, UH, 7 0 1 WEST SIXTH STREET, UH, LOCATED AT 7 0 1 AND 7 0 9 WEST SIXTH STREET, UH, AND FIVE TEN FIVE TWELVE RIO. UM, TO SEE IF THEY COMPLY WITH THE URBAN DESIGN GUIDELINES. SO THIS WILL BE PRESENTED BY MR. RICHARD SU AND RAY. SAY, UH, WITH MR. SUS WITH AMHERST AND BROWN AND MR. SAES WITH GDA ARCHITECTS. WELCOME. OKAY. CAN YOU TURN YOUR MICROPHONE ON? JUST, THERE YOU GO. THERE WE GO. YOU WANT HEARING FROM ME BECAUSE MY FACE IS IN MY MOUTH. THANK YOU. ALRIGHT. HELLO. HOW YOU DOING? GOOD. I BELIEVE IT'S ALL OVER THERE. [00:05:30] HELLO. I'LL TRY TO SPEAK A LITTLE LOUDER. I APOLOGIZE. IS THAT LOCKED UP? GOOD. NEXT SLIDE, PLEASE. SO, UH, I THINK WE CAN COME BACK TO THE MATRIX IF, IF THE COMMISSION WOULD LIKE. UM, IS THAT ON OFF? UH, IT, THE LIGHT'S ON, BUT IT DOESN'T SOUND LIKE IT'S COMING THROUGH THE MICROPHONE. THAT WORKS BETTER. OKAY. YEAH, THAT ONE CAME OFF. UH, HERE'S THE DESIGN MATRIX. UM, HAPPY TO GO THROUGH IT NOW OR COME BACK LATER. WE DID HAVE A WORKING GROUP THAT, UM, TALKED TO, UH, DIFFERENT COMMISSIONERS ABOUT IT. UH, WE MADE SOME IMPROVEMENTS IN AND ALSO PROVIDED ADDITIONAL IMAGERY IN THE SLIDE DECK TO REALLY HONE IN SOME OF THE DETAILS THAT WAS MISSING IN THE WORK MEETING. SO, UM, YOU'LL SEE THAT LATER ON IN OUR PRESENTATION. IF YOU CAN, UH, KEEP MOVING ON WITH THE SLIDES UNTIL WE PASS THE MATRIX. HAPPY TO COME BACK WITH QUESTIONS AND ANSWERS. OKAY. STOP HERE. OKAY. THIS IS THE LEVEL ONE PLAN. IT'S KIND OF COMBINATION OF, UM, FUNCTIONAL DIAGRAM, THE SITE PLAN, UM, WITH LANDSCAPING, STREET SCAPE, HARDSCAPE, AND THINGS LIKE THAT. UH, ON THE LEFT SIDE, WE'LL START ON THE UPPER LEFT CORNER IS THE, WHAT I CALL LIKE A JUMP LOBBY, VERY KIND OF URBAN NEW YORK STYLE, JUST A SMALL LOBBY FOR, UH, TENANT TO WALK IN. UM, FROM SIXTH STREET, UH, THERE IS A CURB CUT AND A GARAGE ENTRY, UM, RIGHT IN THE CENTER OF IT. AND ON THE RIGHT SIDE THERE IS A F AND B, UM, RETAIL SPACE. UH, INDOOR OUTDO APPROXIMATELY ABOUT 5,000 SQUARE FEET, UH, OF USES. WE, AS YOU CAN SEE, WE PUSHED THE BUILDING BACK A LITTLE BIT, PROVIDING A COVER PORCH, UH, ALONG WEST SIX IN THAT AREA. ALSO A LITTLE BIT ON THE RIO SIDE, UH, RIO GRANDE SIDE. UH, IT'S ABOUT 13, UM, AND A HALF FEET ON THE, UH, RECESS ON THE, UH, SIXTH STREET AND ABOUT EIGHT FEET ON THE RIO GRANDE SIDE. AND, UM, WE ENVISION THERE'S, UH, OUTDOOR SEATINGS, UH, A LOT OF ACTIVITIES. UM, WE TRY TO PLAN THE SPACE FAIRLY, UM, FLEXIBLE SO THAT IT COULD BE ONE TENANT OR MULTIPLE TENANTS. UM, AND YOU, YOU'LL SEE IN SOME OF THE RENDERINGS, ANDRIES LATER THAT, UH, WE ENVISION THERE'S, YOU KNOW, NANO WALLS, UH, GLASS GARAGE DOORS AND DIFFERENT THINGS, UM, ALONG THE RETAIL, UH, AREA. SUPER TRANSPARENT. UH, WE TRY TO USE AS, AS CLEAR GLASS AS POSSIBLE, YET PROVIDE THE, THE SOLAR HEATING THAT'S REQUIRED, UH, FOR THE SPACE. UM, BUT WE CAN SEE A LOT OF, UM, INTERACTION BETWEEN THE INDOOR AND OUTDOOR SPACES AS WELL AS, UH, AS WELL AS BLENDING INTO THE PEDESTRIAN ZONE AND THE FURNITURE ZONE IN THAT AREA. UH, THERE'S A ALLEY ON THE SOUTH SIDE OF IT. THAT'S WHERE WE LOCATED, UM, MOST OF OUR BACKA HOUSE MECHANICAL AREAS. YOU CAN KIND OF SEE THAT STAIR STEP SHAPE DOWN IN THE CENTER THERE. UM, RIGHT BEFORE YOU GET TO THERE, THERE'S ANOTHER CURB CUT INTO A GARAGE, UM, BELOW GRADE THERE, UM, WITH A BIKE STORAGE JUST PLANNED NORTH OF IT, AND HAPPY TO COME BACK AND, AND ZOOM IN IN DIFFERENT AREAS OF THE HARDSCAPE AND STREETSCAPE. UM, WE ALSO PROVIDE SORT OF A, UM, A BUFFER PLANTER BETWEEN THE KIND OF THE SUPPLEMENTAL ZONE WHERE THE, UM, THE BUILDING RECESS ON LEVEL ONE REALLY JUST ABSORB SOME OF THE GRADES, UM, BETWEEN, UH, FROM THE LEFT SIDE TO THE RIGHT SIDE THERE, THERE'S A DROP ABOUT FOUR FEET PLUS FROM PLUS OR MINUS FROM THE KIND OF RESIDENTIAL AREA ALL THE WAY TO THE CORNER OF SIX. AND RIO. UM, SOME OF THE IMAGERY THAT WE PROVIDED BEFORE SHOWED A LITTLE BIT HARDER EDGE, AND WE'VE CORRECTED THAT MODEL SINCE, SINCE IT'S MORE OF, UM, JUST A SAFETY MEASURE AND ALSO A LITTLE BUFFER, UH, BETWEEN THE PEDESTRIAN ZONE AND THE, UH, RECESSED AREA. YOU'LL SEE THAT IN SOME OF THE IMAGERY A LITTLE BIT BETTER LATER. NEXT SLIDE PLEASE. JUST A LITTLE BIT ABOUT THE PROJECT IN GENERAL. WE HAD, WE PROVIDED ALL THE BUILDING PLANS. THIS IS NOT AS ILLUSTRATIVE AS THE LAST ONE. THAT'S THE LEVEL ONE BUILDING PLAN. UM, JUST A QUICK COLOR DIAGRAM TO SHOW YOU DIFFERENT FUNCTIONS. AGAIN, THE PURPLE AREA IS THE RETAIL, INDOOR RETAIL, AND OUTDOOR RETAIL. THE BLUE AREA IS, UM, MAINLY THE, UM, RESIDENTIAL LOBBIES AND SUPPORTING SPACES ALONG WITH THE GREEN AREAS AS WELL, AND THE LIGHT YELLOW AREAS OF THE, UH, MECHANICAL AND, UH, BACK HOUSE SPACES. NEXT SLIDE PLEASE. SO, UH, THE RETAIL [00:10:01] SPACES IS ACTUALLY DOUBLE VOLUME SPACE. THAT'S WHY YOU KIND OF SEE THE, THE OPEN, THE BELOW SPACES THAT'S WHITE ON THE, ALONG SIX STREET AND, UH, RIO GRANDE, UH, AS WELL AS THE RESIDENTIAL LOBBY. NEXT SLIDE PLEASE. SO WE HAVE, UM, TOTAL OF, UH, SIX LEVEL OF A PARKING GARAGE ABOVE GRAY, AND THEN FIVE AND A HALF, UH, BELOW GRAY AS WELL. UH, OUR SITE IS FAIRLY SMALL, SO THE CHALLENGE IS REALLY HOW CAN WE CIRCULATE, UH, PARKING IN A, IN A VERY POSTER STAMP SITE. UM, WE ALSO HAVE THE CHALLENGE OF THE CBC RIGHT AT ABOUT LEVEL SEVEN. THAT'S WHY WE, UM, HAD PROVIDED PARKING, UH, BELOW GRADE AND ABOVE GRADE. AND IN GENERAL, WE, WHEN WE ARE DOING PARKING GARAGE DESIGN, WE LIKE TO NOT EXCEED FIVE OR SIX LEVELS AS MUCH AS POSSIBLE JUST BECAUSE, YOU KNOW, FOLKS GET LOST BUSY AND WHATNOT. WE'RE TRYING TO KEEP 'EM AROUND THAT, UM, AMOUNT OF LEVELS. SO THE KIND OF SPLITTING BETWEEN BELOW GRAY AND ABOVE GRAY WAS SOMETHING THAT'S REALLY SENSIBLE TO US. NEXT SLIDE, PLEASE. UH, UP ON LEVEL SIX, RIGHT BEFORE THE MINI DECK, WE HAD PROVIDED A, UM, A DOG PARK AREA. IT'S AN ENCLOSED AREA SIMILAR TO WHAT WE DID AT, UH, FIFTH AND WEST. IT'S, UM, UH, AREA WHERE FOLKS COULD WALK THEIR DOGS, WALK THE PETS WITHOUT HAVING TO GO IN THE STREET ON, YOU KNOW, INCREMENT WEATHER AND THINGS LIKE THAT. IT'S USUALLY EQUIPPED WITH SANITATION EQUIPMENT SO THAT, YOU KNOW, AND, AND AIR MOVEMENT TO MAKE SURE THAT SPACE IS VERY CLEAN AND SANITIZED. AND ON THE, I'M SORRY, ON THE NORTHWEST SIDE, WE, UH, IT'S CALLED SPEAKEASY. IT'S REALLY JUST A, A COOL LITTLE HANGOUT SPACE FOR THE, FOR THE TENANTS OF THE BUILDING. UM, WE KIND OF SEE ON SPECIAL DAYS WHATEVER'S HAPPENING, YOU KNOW, A LOT GOING ON ON THE SIXTH STREET. FOLKS CAN HAVE A SMALL PARTY THERE. UH, THERE'S A LITTLE BALCONY THAT YOU CAN KIND OF LOOK OUT TO. REALLY JUST PUT MORE EYES IN THE STREET AND THE EVENING TIMES OR DIFFERENT TIMES OF THE DAY, UM, TO PROVIDE MORE INTERACTION BETWEEN THE BUILDING AND THE, UM, SURROUNDING CONTEXT. NEXT SLIDE, PLEASE. THIS IS LEVEL SEVEN. UH, OUR FIRST LEVEL OF AMENITY. YOU CAN KIND OF SEE KIND OF THE WHITE AREA DOWN ON THE, UH, BOTTOM RIGHT SIDE THERE. THAT'S OUR POOL. AND, UM, THERE'S ALSO SOME, UM, AMENITY AREAS KIND OF NORTH OF THAT, A LOT OF FIRESIDE CHAT AREAS AND A LITTLE HANGOUT BALCONY AS WELL ON THE UPPER RIGHT CORNER. AGAIN, A DIFFERENT LEVELS OF INTERACTION. WE TRY TO PROVIDE POCKETS OF, UM, LIVING SPACES LIKE THAT OR, UM, THROUGHOUT THE BUILDING AND ON THE GREEN AREAS THAT YOU SEE ARE, UH, MANY SPACES, UH, FOR THE BUILDING. NEXT SLIDE PLEASE. AND THIS IS A LITTLE BIT BETTER, MORE ILLUSTRATIVE PLAN, UH, FROM THE, UH, LANDSCAPE DESIGN. THERE'S, UH, A LOT OF GREEN AREAS OR VEGETATIONS AND, UM, DIFFERENT TEXTURES ON THE AREA. UH, THIS IS PRIVATE, UM, AMENITIES FOR THE TENANTS OF THE BUILDING. NEXT SLIDE. JUST ADDITIONAL IMAGERY, KIND OF SHOW YOU, UH, FUNCTIONAL DIAGRAMS OF DIFFERENT SPACES HAPPENING ON THE DECK. NEXT SLIDE. THIS IS THE, UH, LEVEL EIGHT. WE HAVE TWO LEVELS OF AMENITIES. SO THIS IS THE COWORKING AREA. WE HAVE SOME GUEST UNITS KIND ON THE UPPER LEFT CORNER IN THAT AREA, UH, AS WELL AS THE LEASING OFFICE THAT'S, UM, SHADED IN BLUE IN THAT AREA. NEXT SLIDE. AND THEN THE NEXT FEW SLIDES IS REALLY JUST SHOWING YOU, UM, THE DIFFERENT UNIT FLOORS, THE BUILDING CHANGES, UM, UNIT MIXES THAT YOU GO UP. OBVIOUSLY ONCE YOU GET FURTHER, UM, UP IN THE BUILDING, WE HAVE LARGER UNITS, UH, FOR THE OBVIOUS REASONS. AND, UM, WE ALSO HAVE A SKY LOUNGE AND UPPER LEVELS THAT LOOKS TOWARDS THE SOUTHEAST AREA OF THE DOWNTOWN. NEXT SLIDE. AND THIS IS JUST TO SHOW A TYPICAL, UM, BELOW THE GRAY PARKING GARAGE LEVEL. NEXT SLIDE. NEXT SLIDE PLEASE. SOME ELEVATIONS, UM, SHOWING YOU THE HEIGHTS OF THE BUILDINGS. UM, REALLY KIND OF SEE DIFFERENT STACKS, UM, THAT YOU CAN SEE. WE BROKE UP IN DIFFERENT LEVEL HEIGHTS, THE LOW LEVELS. IT'S GONNA BE ABOUT 11 FEET FLOOR TO FLOOR AS WE GET UP A LITTLE BIT TALLER IN THE PENTHOUSE. AND THE MORE, UM, LUXURIOUS FLOORS WILL HAVE ABOUT 12 FEET FLOOR TO FLOOR. AGAIN, THE BUILDING SITS ABOUT 750 FEET FROM GRADE. NEXT SLIDE. NEXT SLIDE. AND THIS IS JUST ANON DIAGRAM REALLY JUST TO SHOW, UM, THE FUNCTIONALITY OF THE BUILDING. THE, THE PINK PURPLE-ISH AREAS. BASICALLY THE RESIDENTIAL USES AND THE GREEN AREAS OF THE MINI SPACES THAT SUPPORT, UM, THE RESIDENTIAL MULTI-FAMILY PIECE. AND TOWARDS THE BOTTOM THE BLUE IS ALL THE, UM, ACTIVATION AND RETAIL SPACES DOWN AT, UH, GRADE LEVEL. NEXT SLIDE. [00:15:03] SOME OF THE IMAGERY, UM, JUST TO SHOW YOU WHAT THE PROPOSED DESIGN IS ABOUT IN CONTEXT. NEXT SLIDE. AND THE BUILDING IS MOSTLY GLASS, UM, FOR OBVIOUS REASONS. UM, NEXT ONE A LITTLE BIT CLOSER. BIRD'S EYE VIEW. UM, THE GLASS TOWER, IT SITS ON A PLINTH OF THE GARAGE, SIX LEVEL GARAGE. YOU CAN SEE THAT, UH, THE GARAGE IS BEING ENCLOSED. UH, ALL THE CARS WILL BE A SCREEN FROM PUBLIC. UH, YOU CAN SEE THE POOL THAT WE WERE TALKING ABOUT EARLIER ON THE LEFT SIDE OF THE SCREEN. AND YOU CAN KIND OF FAINTLY SEE FIFTH AND WEST BEYOND WITH A CAPITAL VIEW CORRIDOR THAT'S KIND OF SLICING THROUGH ABOVE LEVEL SIX THERE. AND THEN TOWARDS THIS, UH, BOTTOM THERE IS, UM, THE RETAIL CORNER AS WELL AS THE, ON THE RIGHT SIDE THERE, IT'S THE, UM, MAIN RESIDENTIAL ENTRY. TRY TO TREAT IT A LITTLE BIT, UH, DIFFERENTLY WITH, UM, DIFFERENT CANOPY AND TEXTURE RIGHT BY THE ENTRY AREA. AND THAT'S ALSO RECESS WITH A LITTLE BIT OF SMALL SEATING GROUP JUST FOR PEOPLE TO WAIT FOR UBER DROP OFFS AND THINGS LIKE THAT. IT'S LOOKING FROM THE RIO AND SIX CORNER. UM, AGAIN, RIGHT NOW WE ONLY SHOW ONE SIGNAGE FOR, FOR THE RETAIL AREA, BUT IT REALLY DEPENDS ON THE USES AND DIFFERENT TENANTS. WE COULD BREAK THAT UP INTO DIFFERENT USES, UM, FOR DIFFERENT TENANTS. SO THERE MIGHT BE MORE SIGNAGE IN THAT AREA. AND ON THE LEFT SIDE THERE, YOU SEE THIS IS ON, UH, RIO GRANDE. ON THE LEFT SIDE IS THE, UH, THE ALLEY PIECE. ONE OF THE CIVIC ART THAT WE'RE PROPOSING IS TO, UM, KIND OF WRAP THE CORNER WITH IT. UH, WHAT IT DOES IS IT CLEANS UP THE, THE ALLEY CORNER, YOU WHERE THE BACK OF HOUSE IS. UH, UM, RIGHT NOW THE, THE GRAPHIC IS JUST A PLACEHOLDER, WILL BE, YOU KNOW, ENLISTING LOCAL ARTISTS AND COME UP WITH A GRAPHIC THAT'S MORE, UM, CLOSER TO THE BRAND. AND, AND WHAT WE WANNA RELATE TO THAT PIECE, UM, YOU CAN, A COUPLE OF THINGS THAT WE ADDED TO THE, TO THE DESIGN, JUST TO MAKE SURE WE ILLUSTRATE TO THE COMMISSION. UM, JUST CLEAR SIGNAGE WHERE THE GARAGE CURB CUT IS. UM, SOME OF THE CONCERNS WERE HOW DO WE MAKE SURE THAT, UH, PEDESTRIANS ARE NOT, UM, YOU KNOW, GETTING RUN OVER AND THEY, THEY KNOW THAT CARS ARE COMING IN AND OUT. SO WE WANT, UH, PROVIDE AS CLEAR AS SIGNAGE AS POSSIBLE. SOME, UH, TWO-WAY MIRRORS OR, UH, SOME MIRRORS, UH, TO MAKE SURE THERE'S NO BLIND SPOTS. UM, SOME OF THE OTHER IDEAS WE TALKED ABOUT WAS HAVING, UM, UH, THE VOICE ACTIVATED, UH, ALARMS AS CARS ARE APPROACHING. SAME THING WITH PEDESTRIAN. UH, SO THERE'S A LOT OF THINGS THAT WE HAD TALKED ABOUT, UM, SINCE THEN TO MAKE SURE THAT'S, UH, ILLUSTRATING THE IDEA FOR, UH, PEDESTRIAN SAFETY. THE PAVINGS ALREADY, UH, HAS A, A CONTRASTING COLOR TO IT AND TEXTURE. UM, AND WE WILL ALSO BE PROVIDING SPEED BUMPS AND THINGS LIKE THAT RIGHT ALONG THE RAMP SIDE RIGHT BEFORE THE PEDESTRIAN. UM, ZONE. NEXT SLIDE PLEASE. A LITTLE BIT CLOSER. LOOK TO THE CORNER WHERE IT RETAILS IS PUSHED BACK ALONG RIO AND, UM, RIO GRANDE AND SIXTH STREET. YOU CAN SEE, UM, THAT WHAT I CALL THE PORCH AREA. WE SEE A LOT OF, UM, KIND OF SPILLING OUT ACTIVITIES FROM THE INTERIOR RESTAURANT, UM, SPACE. THERE MAYBE SOME NANO WALLS THAT OPENS IT RIGHT UP. UM, GET SOME OF THE, UM, CONDITION SPACE SPILLING INTO THAT PORCH. UM, WITH CORRECTED THE IMAGERY FROM LAST TIME. YOU CAN SEE AT THE CORNER WHERE THE PLANTER IS, IT'S BASICALLY AT ZERO GRADE AND IT TAPERS BACK UP WHEN THE GRADES DROP. THE GRADE DROPS, UH, TO A, AT THE, UM, TOWARDS THE MULTIFAMILY ENTRY THERE. SO IT'S APPROXIMATELY, UH, 36 INCHES AT THE, UH, OF A SEAT WALL, UH, PLANTING AREA ON THE RIGHT SIDE WHERE THE GRADE'S LOW IS. AND THEN IT TAPERS INTO, UH, ZERO WHEN IT GETS TO THE CORNER OF, UM, SIXTH STREET AND RIO GRANDE. ONE OF THE, UH, ITEMS THAT WE ALSO ADDED WAS, UM, SOME BUILT-IN BENCHES WITHIN THE, UM, PLANTING AREA. THE, THE PLANTER BOX THERE, REALLY JUST TO PROVIDE MORE SEATING AND RELIEF SPACES ALONG THE PEDESTRIAN, UH, PEDESTRIAN ROOM. AND, UH, KIND OF CORRECT SOME OF THE IMAGERY. THE, THE PLANTING WAS A LITTLE BIT TOO FULL BEFORE ON THE LAST ROUND. WE THINNED THAT UP A LITTLE BIT, STILL PROVIDE SOME COLOR AND SOME TEXTURE AND SOME LAYERING ALONG THE STREET, BUT YET YOU STILL GET SOME PERFORATION BETWEEN THE, THE ACTIVE SPACE AND THE RESTAURANT AND THE PEDESTRIAN ZONE. AND, UM, WE KIND OF FORESEE, GO BACK ONE SLIDE IF YOU DON'T MIND. THIS, UH, RETAIL SPACE, THIS F AND E, F AND B SPACE OF POSSIBLY HAVE DIFFERENT TYPES OF USES. SO ON THE LEFT SIDE, YOU KIND OF SEE A LITTLE BIT NARROWER, UH, PORCH, WHERE WE MIGHT HAVE SOME STANDING KIND OF BAR LIKE ACTIVITIES, UH, ON THE RIGHT SIDE'S A LITTLE BIT DEEPER SO WE CAN SEE A LITTLE BIT MORE BUILT IN SEATING, CAFE TABLES AND THINGS LIKE THAT. SO IF IT'S ONE RESTAURANT OR SOMETHING LIKE THAT, THEY HAVE DIFFERENT FUNCTIONS THAT'S HAPPENING. SO IT'S NOT JUST A MONOTONOUS, SAME SEATING ALL THE WAY AROUND. UM, IF IT'S TWO TENANT, UH, IT [00:20:01] COULD BE DIFFERENT TYPES OF USES FROM ONE SIDE TO THE OTHER. NEXT SLIDE. THIS IS A CROSS SECTION ALONG, UM, SIXTH STREET, SHOWING YOU A LITTLE BIT, UM, HOW THE INSIDE OF THE, UM, F AND B SPACES MAY INTERACT WITH THE, THE PORCH AREA THERE. UM, A COUPLE OF THINGS THAT WE ADDED TO MAKE SURE THERE'S ADEQUATE LIGHTING ALONG THE PEDESTRIAN ROOM. TWO, UM, ONE THING WE DIDN'T TALK ABOUT LAST TIME WAS THERE ARE GONNA BE TREE UPLIGHTS, UH, ALONG THE TREES THERE. IT'S GONNA BE ALSO BE DUP, UH, LOAD PLUGS, UM, FOR CHRISTMAS LIGHTS AND DIFFERENT EVENT LIGHTING, UH, SO THAT THERE WILL BE SOME, UM, LIGHT FOR THAT AREA. WE PLANNED TO HAVE SOME DECORATIVE SCONES ALONG THE COLUMNS THERE. UH, THE WASHING THE GROUND, UH, SOMETHING THAT WE'VE ALWAYS DONE IN THE PAST WAS UNDER THE, THE BUILT IN SEATS THERE. WE MIGHT HAVE SOME LINEAR STRIP LIGHTS JUST TO MAKE IT GLOW A LITTLE BIT, PROVIDE SOME AMBIENT LIGHTING, AND THEN THERE'S GONNA BE A LOT OF, UM, SPILLOVER LIGHT FROM THE F AND B, UH, PENDANTS AND, UM, RECESS CANS AND THINGS LIKE THAT. NEXT SLIDE. I THINK THIS PRETTY MUCH WRAPS UP OUR SLIDE DECK. UM, HAPPY TO GO BACK AND ANSWER ANY QUESTIONS YOU GUYS MAY HAVE. THANK YOU. THANK YOU FOR YOUR PRESENTATION. UM, JUST A REMINDER, I THINK WHAT WE'D LIKE TO DO IS, WE'LL, WE'LL MAKE A MOTION AND THEN WE'LL GET A SECOND AND THEN WE'LL HAVE A DISCUSSION ABOUT IT. UM, SO, AND THEN ONCE, AND IF WE NEED TO MAKE ANY AMENDMENTS TO THAT OR, OR GO A DIFFERENT DIRECTION, WE'LL DO THAT. SO, UM, WOULD ANYBODY LIKE TO MAKE A MOTION? I'D LIKE TO MAKE A MOTION THAT THE PROJECT DOES NOT COMPLY WITH THE URBAN DESIGN GUIDELINES. DOES NOT COMPLY. DO WE HAVE A SECOND? I'LL SECOND. ALL RIGHT. THERE'S, THERE'S A MOTION ON THE TABLE THAT THE, UH, PROJECT DOES NOT COMPLY, UM, WITH THE URBAN DESIGN GUIDELINES. AND SO LET'S GO INTO A DISCUSSION. UM, QUESTIONS, COMMENTS, COMMISSIONER MINOR OR VICE? YEAH, I'LL, I'LL QUALIFY IT. I LOOKED AT THE NOTES FROM THE WORKING GROUP AND, UM, I THINK THE, CAN YOU HEAR ME? IS THAT WORKING? YEAH. OKAY. UM, I GUESS I HAVE SOME QUESTIONS, UM, BEFORE I MAKE THE QUALIFICATION JUST TO SUPPORT MY QUALIFICATION. UM, AND THE QUESTION IS, HOW MANY, UH, EXISTING BUSINESSES ARE CURRENTLY ON THE SITES THAT ARE GOING TO BE REPLACED WITH THIS BUILDING? UH, CORRECT ME IF I'M WRONG, I BELIEVE THERE'S ONE, UM, WHISKEY TANGO BOX. IT'S ON THAT SITE IN THE CORNER THERE. UH, THERE'S A VACANT PARKING LOT, I BELIEVE THERE'S SOME JUST ONE, RIGHT? THERE'S ONE BAR. SO THERE'S NOTHING ON THE THERE. IS THAT JUST EXISTING TENANTS OR, UH, OPPORTUNITY FOR TENANTS? HOW MANY OPPORTUNITIES ARE THERE? IT'S JUST ONE, NOT JUST EXISTING. JUST THE ONE, JUST ONE TENANT. OKAY. AND SO THAT ENTAILS JUST THE BAR, WHISKEY, TANGO, FOXTROT, AND THEN THE PARKING LOT TO THE RIGHT. AND THEN TO THE RIGHT OF THAT, THERE'S NOTHING THERE ON THAT CORNER THAT, THAT'S NOT WITHIN THE SCOPE OF YOUR PROJECT. ON THE, ON THE, IF YOU'RE FACING OUR PROJECT ON THE RIGHT SIDE, IT'S NOT PART OF OUR PROJECT OR NOT OFF SITE PROPERTY LINE INTO THE PARKING LOT TO THE RIGHT OF OUR PROJECT. OKAY. UM, AND THEN IS THERE ANY ATTEMPT TO WORK WITH, UH, THE EXISTING TENANT TO BRING THEM BACK IN? UM, I THINK THAT'S NOT THAT I'M AWARE OF CURRENTLY. OKAY. UM, SO YEAH, I, I THINK JUST BASED ON THE, UH, COMMENTS THAT WERE IN THE WORKING GROUP, UM, ABOUT THE EXPANDED OPPORTUNITY, UM, FOR PEDESTRIAN ACTIVATION, UM, I THINK, UM, ONE OF THE CONSIDERATIONS OBVIOUSLY IS THAT FOR AUSTIN, UH, NIGHTLIFE IS THE ECONOMIC ENGINE. AND THIS IS A VERY SPECIFIC DISTRICT FOR NIGHTLIFE ACTIVITY. UM, AND I DO THINK THAT, UH, YOU KNOW, THIS WILL BE ABSORBED AS PUTTING ANOTHER KIND OF NAIL IN THE COFFIN OF THAT, UM, IF NOT DONE PROPERLY. SO I THINK THAT, UM, THE ACTIVATION FROM WHAT I'VE SEEN, DOESN'T LOOK LIKE IT, UH, ADEQUATE ADEQUATELY RESPONDS TO, UH, ENHANCING ACTIVATION OR THE STREET SCAPE. UM, AND THEN I DO HAVE CONCERNS ABOUT THE SAFETY. UM, BUT, UH, WITH THAT, I'M CURIOUS TO HEAR WHAT OTHER COMMISSIONERS THINK ABOUT THE PROPOSAL. THANK YOU, VICE CHAIR. ANY OTHER QUESTIONS, COMMENTS? COMMISSIONER HOWARD? UM, YEAH, I, I'D LIKE TO MAKE A COUPLE COMMENTS. UM, SO I THINK A LOT OF THE SAME ISSUES ARE STILL PRESENT FROM THE WORKING GROUP MEETING. UM, I THINK THAT, YOU KNOW, THERE IS REALLY A LOT OF QUALITY FOCUS THAT HAS BEEN FO UH, PUT ON THAT, UM, CORNER, UM, TENANT. I THINK THAT THE KIND OF SEMI, THE SEMI-PRIVATE SPACES, UM, UH, THE TRANSITION SPACES HAVE BEEN IMPROVED QUITE A BIT. AND I THINK THE, THAT ACTIVATION OF WITH OPERABLE FACADE, YOU KNOW, OPERABLE GLASS AND THINGS LIKE THAT, IT'S A REALLY STRONG MOVE. UM, I THINK ALL OF THE EFFORTS AS YOU PUT UNDER THAT CORNER ARE REALLY GREAT. BUT I THINK WHAT WE'RE [00:25:01] STILL MISSING IS A LOT OF, UM, ACTIVATION, WHETHER IT'S, UM, YOU KNOW, WHETHER IT'S GLASS, WHETHER IT'S, UM, PROTECTION OF PEDESTRIANS AT WHERE THE BUILDING MEETS THE STREET ALONG RIO GRANDE. AND, AND ALSO, UM, YOU KNOW, KIND OF A, A STRONGER EXPLANATION FOR THE, THE NECESSITY OF THE CURB CUTS. WE, WE, WHAT, IF YOU LOOK AT THE FRONTAGE OF THE BUILDING RIGHT NOW, THERE IS, UM, A VERY SMALL PERCENTAGE OF THE STREET FRONTAGE RIGHT NOW THAT'S ACTIVE. IT'S MOSTLY KIND OF BACK OF HOUSE, UM, AND CURB CUTS. AND SO I THINK THAT, UM, WHEN YOU COMPARE THAT TO WHAT WE'RE SEEING TODAY, UM, ON THE SITE, THERE IS QUITE A BIT MORE ACTIVATION. NOT THAT THAT'S, NOT THAT THAT'S THE GAUGE, BUT I THINK, YOU KNOW, IT DOES KIND OF SHOW YOU THE, THE, THE CON CONTEXTUAL NEED FOR KIND OF A, A, A FINE GRAIN SORT OF FABRIC HERE. UM, AND BEING DOWNTOWN, LIKE I SAID BEFORE, YOU KNOW, UM, WELL, ONE STREET MAY BE MORE, UH, PEDESTRIAN ORIENTED THAN THE OTHER. ALL OF THE STREETS ARE REALLY PEDESTRIAN ORIENTED STREETS DOWNTOWN, UM, BECAUSE IT'S A DISTRICT RATHER THAN A CORRIDOR. UM, AND SO I WOULD, I WOULD SAY A LOT OF MY COMMENTS STILL REMAIN. I THINK, I THINK YOU GUYS DID A REALLY GREAT JOB OF ADDRESSING THAT, THAT CORNER. BUT RIO GRANDE IS STILL REALLY IN QUESTION. I THINK, YOU KNOW, YOU DID RECESS, THE, UM, YOU RECESSED THE, UM, STOREFRONT A LITTLE BIT ON THAT SIDE. I THINK THAT WAS A GOOD MOVE. UM, UH, BUT I THINK, UM, STILL IT'S, YOU KNOW, IT'S STILL VERY LIMITED. WE HAVE, I WOULD SAY, YOU KNOW, I WOULD HAVE TO MEASURE IT, BUT I WOULD SAY MAYBE 15% OF THE EXPERIENCE OF YOUR FRONTAGE IS A POSITIVE ONE. UM, AND THAT'S, THAT'S NOT GREAT. UM, AND SO THAT'S JUST A KIND OF A METRIC I, I THINK ABOUT WHEN I'M MU WHEN I'M THINKING ABOUT THE EXPERIENCE OF THE BUILDING FROM THE, THE PUBLIC REALM PERSPECTIVE. UM, I THINK, YOU KNOW, THERE'S, YOU AS IN YOUR MATRIX ARE LIST LISTING STILL A LOT OF, UH, OF URBAN DESIGN GUIDELINES THAT I'M NOT SURE YOU GUYS ARE COMPLYING WITH. AND SO THAT'S, THAT'S, I THINK IF YOU, YOU KNOW, IF YOU WERE ABLE TO COUNT UP WHAT YOU SEE HERE ON YOUR MATRIX YEAH, YOU PROBABLY PASSED, BUT I, I HAVE A LIST OF, UM, A, A LARGE NUMBER IN THE, UM, IN THE, UH, STREETSCAPE CATEGORY, UH, AND A COUPLE IN THE BUILDING CATEGORY WHERE I, I'M STILL FEELING QUESTIONABLE ABOUT, UM, WHETHER YOU GUYS ARE COMPLYING WITH THOSE GUIDELINES. AND I, AND I CAN LIST THOSE AS WELL IF, IF THE CONVERSATION COMES TO IT. THANK YOU. COMMISSIONER HOWARD. COMMISSIONER WALLACE. SORRY GUYS. I GO TO WEST SIXTH SOMETIMES, LIKE PAST, YOU KNOW, 10:00 PM . AND THIS IS RIGHT BETWEEN CONCRETE COWBOY KEY BAR AND THE BETTY. AND I WOULD, I WOULD BE CONCERNED ABOUT, ESPECIALLY THE SIXTH STREET CURB CUT WITH WHAT'S HAPPENING ON WEST SIXTH IN THAT BAR DISTRICT AFTER LIKE EVEN 9:00 PM THANK YOU. COMMISSIONER WELLS. COMMISSIONER MCKINNEY. I NOTICED ON THE FEEDBACK FROM THE WORKING GROUP, THERE WAS A STRONG ENCOURAGEMENT TO RELOCATE THE DRIVEWAY FROM RIO GRANDE ONTO THE ALLEY SIDE. MM-HMM. . UM, IT'S SOMETHING THAT WE REALLY PRIORITIZE AS A COMMISSION TO GET THE CARS OFF OF THE STREET AND INTO THE ALLEY AND MOVE THAT NON OCCUPIABLE SPACE FOR PEDESTRIANS INTO AN AREA WHERE THEY DON'T TYPICALLY OCCUPY. AND SO IS, WHAT WAS THE REASONING FOR WHY THAT COULDN'T BE INCORPORATED? UM, JUST BECAUSE WITH OUR GARAGE FOOTPRINT IS SO SMALL, UM, COUPLE OF THINGS. THERE'S A LOT OF LOADING IN BACK OF HOUSE FUNCTIONS THAT'S COMING OFF ALLEY FROM OUR PROJECT. AND THEN FOR THE ADJACENT PROJECT TOO, UH, IN OUR MINDS IT'S, UH, ALSO SAFETY AND THE CIRCULATION BETWEEN A MUCH NARROW, UH, VEHICLE, UM, CIRCULATION. I THINK IT'S ABOUT 10, 12 FEET IN THE ALLEYWAY. SO PEOPLE COMING AND OUT, OUT IN AND OUT ON AN EVERYDAY BASIS, UM, POSSESS, UM, A LITTLE CHALLENGE AS FAR AS SAFETY AND CIRCULATION FOR US AS WELL. UM, JUST HOW THE RAMPS ARE WORKING BECAUSE THE FOOTPRINT IS SO SMALL, IT'S, UM, ALMOST IMPOSSIBLE TO GET ALL THAT WORKING AND HAVE THE MECHANICAL BACK OF HOUSE SPACE IS FUNCTIONING AS WELL. ON LEVEL ONE, UM, WE WERE TRYING TO PRIORITIZE ENOUGH SPACES FOR THE RETAIL KIND OF LONG RIO GROUND AND, UM, SIX STREET. SO WE HAD TO PUSH A LOT OF THE, UH, BACK OF HOUSE, MECHANICAL, MECHANICAL SPACE TOWARDS THE ALLEY SIDE. UM, THE, THE CORNER THAT YOU SEE WHERE WE PUT THE MURAL IS, UH, WHERE THE GARAGE VENTILATION HAPPENED. SO, UH, CODE KIND OF GIVES US SOME CHALLENGES ON WHERE WE CAN LOCATE, YOU KNOW, UH, FROM THE DISTANCE AND PROPERTY LINES AND, AND DIFFERENT THINGS LIKE THAT. SO THAT KIND OF DRIVES A LOT OF THAT, UM, AS FAR AS BACK OF HOUSE LOCATION. UM, BUT ULTIMATELY I THINK ON, LIKE I WAS MENTIONING EARLIER, WE HAVE ABOUT 50% OF THE PARKING, UM, PROVIDED ABOVE GRADE AND 50% BELOW GRADE. SO A LOT OF THE, UH, TENANTS OR HALF OF THE TENANTS ARE PARKING, UM, BELOW GRADE AND WE SEE A LOT OF CARS COME, YOU KNOW, COMING THROUGH. AND WE DIDN'T THINK HAVING THE ALLEY AS THE MAIN CIRCULATION WOULD BE SAFE AS WELL. [00:30:02] I HAVE SOME FOLLOW UP QUESTIONS TO THAT. SO ONE OF THESE GARA, THE GARAGE ENTRY OFF OF SIX TAKES YOU UP. MM-HMM. . AND THE GARAGE ENTRY OFF OF RIO TAKES YOU DOWN. CORRECT. SO WHAT HAPPENS IF I PULL INTO THE RIO GROUND ONE AND IT'S FULL? UM, COUPLE OF THINGS ON, AND WE ARE, WE'RE GONNA BE WORKING ON THE, UH, THE PARKING A LITTLE BIT FURTHER ONCE WE GET, UM, THE FINAL TENANT IN. BUT WHAT WE COULD, WHAT WE TYPICALLY DO IS ASSIGN PARKING SPACES, SO THE TENANTS THAT LIVE THERE, SO EVERYONE WILL GENERALLY KNOW WHERE THEY'RE GOING. UM, IT'LL BE VERY CLEAR ON WHERE THE VISITORS WOULD GO TO. UH, USUALLY THAT DOESN'T GET, UM, VETTED OUT UNTIL THE PROJECT'S A LITTLE FURTHER ALONG AS FAR AS EXACTLY, UM, WHERE THE VISITORS OR, UM, UH, THE TENANTS WILL GO. BUT MOST OF THE TIMES WE'RE ABLE TO ASSIGN SPACES SO THAT PEOPLE WHO ARE USING THE PARKING GARAGE MOSTLY WILL NOT BE LOST OR JUST RANDOMLY GO IN THERE AND GET STUCK AND CAUSING BOTTLENECKS AT THE RAMPS AND THINGS LIKE THAT. AND THERE'S NO WAY TO ONLY HAVE ONE ENTRANCE TO BOTH THE RAISED AND BELOW GROUND GARAGE, NOT IN THIS, UH, SIZE OF THE FOOTPRINT, UM, TO GET THE RAMPS WORKING ONE DOWN, ONE BELOW. UM, I THINK IT'S POSSIBLE TO DO THAT, BUT YOU MIGHT HAVE AN EVEN WIDER GARAGE ENTRIES AND MORE CONFUSING CIRCULATION FOR BOTH UP, YOU KNOW, IF YOU PUT KIND OF GROUP 'EM TOGETHER ON ONE SIDE, IF THAT'S WHAT YOU'RE IMPLYING. UH, ONE STREET, EXCUSE ME, COMMISSIONER GALES. UM, FIRSTLY JUST TO SAY, UM, I APPRECIATE THE, UH, REVIEW AND, AND CORRECTIONS THAT YOU DID MAKE FOLLOWING THE WORKING GROUP. UM, I, I DO OBSERVE THE ATTENTION TO AMPLIFYING THAT CORNER ACTIVATION ON THE CORNER, ADDING THE BENCHES AT THE PLANTERS, AND THE, UM, AMBIENT LIGHT AND SPILLOVER LIGHTING, AS YOU MENTIONED, THAT HAS BEEN ADDED, AS WELL AS SOME OF THE MATERIAL TEXTURES THAT YOU, YOU'VE ALSO INCLUDED. I THINK THAT THAT DOES MAKE A BIG DIFFERENCE AND DEFINITELY WANTED TO MAKE SURE THAT, THAT, THAT WAS SOMETHING I COMMUNICATED. I VERY MUCH APPRECIATE THE ENERGY THAT'S AT THE CORNER. UM, BUT I THINK WHAT'S BEEN DISCUSSED IS THE PERCEPTION, UM, A LOT OF THE EXPERIENCE AND THE PUBLIC REALM HERE HAS TO DO, UM, JUST AS MUCH WITH WHAT'S ABSENT. UM, AND THE CURB CUTS, UH, BOTH BEING DOUBLE WIDE IS REALLY SEPARATING THAT ENERGY THAT YOU'VE SO, UH, CAREFULLY CRAFTED FROM THE NEXT ADJACENT MOMENT, UM, BETWEEN, YOU KNOW, WHERE YOU LEAVE OFF AT THAT CORNER AND THE NEXT, UM, PUBLIC SPACE ALONG THAT ROAD IS ABOUT, UM, IF I CAN JUST ESTIMATE, MAYBE 130 FEET, WHICH IS, UM, YOU KNOW, LIKE A DECENT TREK ACROSS A, YOU KNOW, HALF OF A FOOTBALL FIELD TO GET TO THE NEXT ACTIVATED SPACE. AND YOU'VE GOT THE DOUBLE WIDE CURB CUT AND THEN THE ALLEY. AND, AND I THINK IT'S A PERCEPTION OF CONTINUATION AND CONTINUED ACTIVITY THAT REALLY, UM, GIVES YOU THAT SENSE OF SAFETY, SENSE OF SECURITY, AS WELL AS JUST ALLOWS THE, THIS, UM, PUBLIC REALM TO REALLY THRIVE. AND, AND WHEN YOU DO HAVE THESE GAPS, THESE ABSENCES, UM, IT JUST DOESN'T DO VERY WELL OVER THE LONG TERM. UM, WE ARE TALKING ABOUT THE CURB CUTS. I WANNA MAKE SURE TO MENTION, I THINK, UM, AN ABSENCE OF ACTIVATION AT THE PARKING GARAGE FACADE AS WELL. AS YOU LOOK DOWN, UM, SIXTH STREET, UH, IT'S VERY MONOLITHIC THAT, UM, YOU KNOW, SIX, SIX FLOORS OF PARKING. I KNOW IT'S ABOVE A DOUBLE HEIGHT RETAIL. THERE WERE SOME VINES THAT WERE SHOWN IN YOUR RENDERINGS. AND I, AND I VERY MUCH APPRECIATE THE INTRODUCTION OF THE MURAL. IT WAS NOTED IN THE MATRIX THAT THERE WAS NO ART. BUT I SEE YOU'VE SINCE ADDED THAT IN. IF THERE'S A WAY TO SPREAD MORE OF THAT GREENERY ACROSS THE PARKING GARAGE, UH, FACE, MAYBE ADDING IMPLANTERS AT THE PARKING LEVELS, UM, TO ALLOW SOME OF THE VINES TO GROW, I THINK THEY DO CROSS VINES DO VERY WELL IN AUSTIN WITH, UH, VERY MINIMAL WATERING AND MAINTENANCE. AND SO, UM, NOT MUCH SOIL DEPTH NEEDED, AND THEY'RE GONNA SPREAD, UH, ALL ACROSS. BUT GOING BACK TO THE PARKING, I THINK WHAT WAS MENTIONED, UM, IS, IS A POSSIBILITY PERHAPS OF HAVING A ONE ONE WAY IN ONE WAY OUT, PERHAPS COMING IN ON, UM, SIXTH STREET AND GOING OUT ON RIO GRANDE SO THAT THOSE CURB CUTS CAN BE HALVED IN WIDTH. UM, IF, IF THERE'S A WAY TO, TO TAKE ANOTHER LOOK AT THE PARKING DESIGN AND PERHAPS REDUCE THE WIDTH OF, OF THOSE CAR ENTRIES, UM, AND, AND HAVE THAT ENERGY SPILL OVER, UH, IF POSSIBLE. OKAY, I'LL TAKE A LOOK AT THAT. THANK YOU. VICE YOUR [00:35:01] MINOR. I'M CURIOUS ABOUT THE WEST ELEVATION. DO YOU HAVE, UM, LIKE A TOP TO BOTTOM VIEW OF THE, OF THAT? IT SHOULD BE SOME ON THE ELEVATION SHEETS. IT SHOULD BE TOP BOTTOM. IS IT A BLANK? IS IT A BLANK WALL OR AM I SEEING, OR AM I NOT SEEING IT CORRECTLY? OH, YOU'RE SEEING WHAT, I'M SORRY. IS IT A BLANK FACADE? IS THERE, ARE THERE WINDOWS ON THAT SIDE? ARE, IS THERE A SIDE THAT DOES, THERE ARE NO UNITS THAT'S BASICALLY OUT CORE OF THE BUILDING. UM, SO THERE'S ALSO, BECAUSE IT'S SO CLOSE TO THE, UH, PROPERTY LINE, IT'S A FIREWALL. SO THERE'S A LIMITATION OF HOW MUCH OPENING WE CAN HAVE ON THAT SIDE. UM, ALSO ANTICIPATING THERE'S A PROJECT THAT MIGHT BE COMING UP ON THE JASON SITE. WHAT WE PLAN TO DO IS, UM, HAVE SOME ARCHITECTURAL ELEMENTS, JUST KIND OF HAVE DIFFERENT PATTERNS AND, UH, LIGHTS THAT ACCENTUATE THAT FACE, SO IT'S NOT JUST A GIGANTIC WALL GOING UP AND DOWN. CAN WE SEE THAT? MM-HMM. , IS IT POSSIBLE TO PULL THAT UP RIGHT THERE? GO BACK A FEW SLIDES. THERE YOU GO. SO THAT'S A SEVEN. HOW MANY FEET? UH, 7 55. OKAY. SO WE HAVE THE POTENTIAL FOR A 700 PLUS FOOT, UH, WALL, ESSENTIALLY. MM-HMM. . UM, YEAH, BASICALLY THE CENTER OF IT. IT'S WHERE, WHERE OUR BUILDING CORE IS, WE, THERE'S LIKE A, ABOUT TWO AND A HALF FEET SHEAR WALL THAT, THAT'S BASICALLY PERFORMING LATERAL LOADS FOR THE BUILDING AS WELL, BECAUSE IT'S SO TALL. UM, IT'S A LITTLE BIT TOUGH TO CUT OPENINGS IN IT ON TOP OF THE CODE IMPLICATIONS THAT I WAS TALKING ABOUT. ONE THING WE, WE ARE COMMITTED TO DO, UH, THE BUILDING HAS A LITTLE SHIFTING, AS YOU CAN SEE ON OTHER FACADES, UM, THROUGH DIFFERENT REVEALS, LIGHTING AND COLOR AND SHADES OF MATERIALS. WE WANT TO CARRY SOME OF THAT DETAILING INTO THAT WALL SO THAT IT'S NOT, YOU KNOW, A VERY STOIC SINGLE PLANE WALL GOING UP. OKAY. I, I KNOW THAT WITHIN THE GUIDELINES, UM, JUST TO KIND OF, UH, SUMMARIZE IT, YOU KNOW, ONE OF THE THINGS THAT WE DO LOOK AT IS HOW THE BUILDING IS VIEWED FROM OTHER BUILDINGS, UM, AND OTHER IMPORTANT VIEWS WITHIN THE CITY. UM, AND I, I THINK IF I'M NOT MISTAKEN, THAT THIS WOULD BE, UM, PRETTY PROLIFIC IN, UM, SOME OF OUR VANTAGE POINTS, INCLUDING MAYBE OUR CAPITAL V CORRIDORS. MM-HMM. . UM, AND SO I, I DO HAVE SOME CONCERNS ABOUT HAVING A BLANK WALL. UM, YOU KNOW, EVEN IF TEMPORARY, THERE'S NO GUARANTEE THAT IT'LL EVER BE COVERED. SO I THINK, UM, A COMMITMENT TO SOMETHING, UM, EVEN IF IT'S TEMPORARY, UH, THAT WOULD BE MORE ARCHITECTURALLY SIGNIFICANT AND, UM, CONNECT TO THE FACT THAT IT'S GOING TO HAVE HIGH VISIBILITY IS IMPORTANT. THANK YOU. COMMISSIONER WIRA. THANK YOU, CHAIR. UM, I WANNA SUPPORT SOME OF THE COMMENTS, UM, COMMISSIONER MCKINNEY MADE EARLIER. UM, YOU KNOW, FIRST OF ALL, I THANK Y'ALL FOR A VERY CLEAR, CONCISE PRESENTATION TONIGHT. THE PACKAGE YOU PUT TOGETHER, UH, FOR US HAS A LOT OF INFORMATION. UM, AND THE PROJECT HAS A LOT, UM, GOING FOR IT. I WANT TO BE SUPPORTIVE OF THESE PROJECTS THAT ARE NOT JUST TAKING A FULL CITY BLOCK OF DOWNTOWN AUSTIN AND LEVELING IT AND PUTTING ONE THING IN ITS PLACE. THIS, THIS QUARTER BLOCK SITE IS A GREAT SCALE. UM, THAT'S A PRETTY EXCITING PROJECT TO SEE. UH, I'M AFRAID I AM HUNG UP, UM, ON TWO, UM, ITEMS. UH, AND ONE IS, UH, UM, AS COMMISSIONER MINORS, UH, SUGGESTED EARLY THAT IT'S, MAYBE THIS IS A LITTLE UNFAIR GIVEN THAT IT'S WEST SIXTH STREET, BUT WE'RE REPLACING, YOU KNOW, A PRETTY ACTIVE, I ASSUME I DON'T GO THERE VERY MUCH, UM, BUT I ASSUME A FAIRLY ACTIVE FOOD TRUCK COURT, UM, IN ADDITION TO THE, THE, THE, THE BAR, UH, AT THE CORNER. AND WE'RE REALLY REPLACING THAT WITH JUST A SINGLE USE, UM, THAT HAS ANYTHING TO DO WITH THE URBAN REALM. UM, SO IT FEELS LIKE A STEP BACKWARD IN TERMS OF THE VIBRANCY THAT THIS LOCATION OFFERS IN AUSTIN. UM, AND FOR STAFF'S BENEFIT, SPECIFICALLY REFERENCING, UH, BUILDING, BUILDING, UH, SECTION CREDIT TWO, UM, ON THE MULTI-TENANT, UM, PEDESTRIAN ORIENTED DEVELOPMENT, MY BIGGER HANGUP IS THE PARKING. UM, AND I APPRECIATE THE COMMENTS THAT HAVE BEEN MADE SO FAR. I WOULD TAKE A DIFFERENT TACT THAN MY COLLEAGUES. UH, WITH REGARD TO MOVING THE RIO GRANDE, UM, ENTRANCE, UH, PARKING ENTRANCE. UH, TO ME IT'S THE SIXTH STREET ENTRANCE THAT IS REALLY THE ONE THAT I THINK IS VERY DANGEROUS. AND MY RATIONALE FOR THAT IS THAT THAT'S MORE OF THE MAIN PEDESTRIAN CORRIDOR. THAT'S WHERE MOST OF THE ACTIVITY HAPPENS. BUT MORE IMPORTANTLY, THAT'S ALSO WHERE THE HIGHER VEHICLE SPEEDS ARE. [00:40:01] UM, WHILE THERE IS PRECEDENT, UM, SADLY FOR NEWER PROJECTS COMING IN AND, AND RECEIVING, UH, PERMISSION TO PUT CURB CUTS ON, ON WEST SIX, THE GENERAL VERNACULAR OF WEST SIX DOES NOT HAVE A LOT OF CURB CUTS. UM, SO I'M, I'M UNENTHUSIASTIC ABOUT THE IDEA OF ADDING TO THAT, UM, WOULD HAVE FEWER MISGIVINGS ABOUT THE CURB CUT ON RIO GARAGE STREET. UM, GIVEN THAT YOU DO HAVE THE ALLEY ACCESS, I UNDERSTAND THE, I WOULD PREFER TO SEE THE ALLEY ACCESS OVER THAT. UM, I UNDERSTAND THAT THE CITY OF AUSTIN DOES NOT MAKE THIS EASY. WE GOT A LOT OF STUFF WE GOTTA CRAM THERE ON THE GROUND FLOOR. UM, IT STRIKES ME, UH, COUNTER TO, UH, STREET SCAPE, UH, URBAN DESIGN GUIDELINE NUMBER TWO ON MINIMIZING CURB CUTS FOR US TO BIFURCATE THE PARKING. UH, I WOULD ALMOST RATHER SEE MORE, MORE LAYER, MORE LEVELS OF ABOVE GROUND PARKING ON THE PLINTH THAN THE SPLIT PARKING GARAGE CONCEPT. I'D RATHER SEE IT ALL UNDERGROUND. UM, BUT, YOU KNOW, AT AT SIX STORIES, THE AMENITY DECK DOESN'T HAVE A RELATIONSHIP WITH THE STREET ANYMORE. UM, SO SIX, SIX FLOORS OF PARKING, 10 FLOORS OF PARKING DOESN'T MAKE A TON OF DIFFERENCE TO ME FROM AN URBAN DESIGN STANDPOINT. SO IT FEELS LIKE YOU HAVE BOTH HAMSTRUNG YOURSELF IN TERMS OF THE PHYSICAL PLACEMENT OF WHAT YOU CAN PUT ON THE GROUND FLOOR, ON THE STREETSCAPE, UM, TO COMMISSIONER HOWARD'S COMMENTS, UH, AND ALSO HAVE CREATED THIS, THIS DOUBLE CONDITION OF, OF PEDESTRIAN DANGER, UH, AND LACK OF STREET VIBRANCY BY BIFURCATING. SO I WOULD ENCOURAGE THE PROJECT TEAM TO LOOK AT EVERY AVAILABLE OPTION TO, UH, GET ALL OF THE PARKING FOR THIS PROJECT, EITHER BELOW OR ABOVE, BUT NOT BOTH. COMMISSIONER LUKINS, I'D LIKE TO SAY SOMETHING ABOUT THE PARKING IN GENERAL. AND, UM, IT JUST SEEMS LIKE WITH, WHAT IS IT, 11, UH, LEVELS OF PARKING TOTAL. TOTAL. MM-HMM. . AND, UM, YOU MAY HAVE A LOT OF, UH, TALK A LOT ABOUT, UH, NON-AUTO CENTRIC DEVELOPMENT. WE TALK A LOT ABOUT, UH, TRANSIT TALK A LOT ABOUT A LOT OF THINGS, BUT IT JUST SEEMS TO ME THAT A BIG CHUNK OF THIS, UH, BONUS IS GONNA GO TO PARKING DECKS. AND, UH, THAT'S REALLY A POLICY THING THAT DOESN'T INVOLVE A COMMISSION, BUT IT DOES SEEM LIKE, UM, YOU SHOULDN'T BE INCENTIVIZING, UH, THE CONSTRUCTION OF PARKING DECKS. SO, UM, AND I DO AGREE WITH YOU WITH, UH, COMMISSIONER'S COMMENT ABOUT, UH, WEST SIXTH STREET. AND, UH, I USED, I USED TO HANG OUT AT DIFFERENT SIDE PART OF, UH, OF SIXTH STREET OF MY YOUTH. AND, UH, UH, A LOT OF PEOPLE WALK ALONG THERE ON SIXTH STREET, WHO ARE PROBABLY, UH, NOT ALL THAT ALERT TO WHERE THEY'RE GOING. AND, UH, IT SO WOULD BE CERTAIN, IT STRIKES ME AS BEING SOMEWHAT DANGEROUS TO BE HAVING, UH, CARS PULLING IN AND OUT OF, UH, OF WEST SIXTH STREET AND ENTERTAINMENT DISTRICT. THOSE ARE TWO THINGS. ONE, OF COURSE IS THE, IS THE SAFETY ISSUE, BUT MORE, BUT FROM A POLICY STANDPOINT, WHICH MAY OR BE NOT DIRECTLY INVOLVE US, IS THE QUESTION REALLY YOU WANT TO INCENTIVIZE THE, UH, 11 PARKING DECKS. SO, HAVING SAID THAT, THANK YOU. DOES ANYONE ELSE HAVE ANY COMMENTS, QUESTIONS? COMMISSIONER HOWARD? I, I DON'T HAVE ANYTHING TO ADD. I JUST WANTED TO, TO KIND OF SUMMARIZE A LITTLE BIT MORE. 'CAUSE I, I THINK THERE'S A, THERE'S OBVIOUSLY A LOT OF THE DESIGN EFFORT THAT WENT INTO THIS PROJECT. IT'S VERY CLEAR IT'S A JIGSAW PUZZLE. UM, AND IT'S NOT AN EASY ONE. UM, AND I THINK THAT WITH THE MATERIAL WE'RE SEEING, IT'S VERY CLEAR THAT, YOU KNOW, WHAT THE DESIGN COMMISSION'S LOOKING AT SPECIFICALLY FOR THE URBAN DESIGN AND GUIDELINES LIVES WITHIN THAT SIX STORIES IN THE SIDEWALK. THAT'S MOSTLY WHAT WE'RE LOOKING AT. AND THAT'S THE PART OF THE PROJECT THAT IS SADLY TAKEN A BACKSEAT. UM, AND IT, AND IT'S, AND I KNOW IT, YOU KNOW, IT HAS THE MOST PRESSURE ON IT AS WELL. SO, UM, I JUST WANTED TO KIND OF LIKE FRAME THAT A LITTLE BIT. YOU KNOW, YOU GUYS HAVE BEAUTIFUL, UM, YOU KNOW, A, A BEAUTIFUL AMENITY DECK. A LOT OF THOUGHT THAT'S GOING INTO THE, THE TOWER AND THE KIND OF NUANCE OF THE ARCHITECTURE. BUT FOR OUR SCOPE, WE'RE REALLY LOOKING AT SOMETHING VERY, VERY SMALL AND NUANCED, AND IT'S THE ONE THAT HAS THE HIGHEST PRESSURE. AND I, AND I FEEL LIKE, UM, YOU KNOW, FROM A DESIGN, UH, URBAN DESIGN PERSPECTIVE, THE JIGSAW PUZZLE'S NOT COMING TOGETHER IN THE RIGHT WAY ON THIS BUILDING. ANYONE ELSE HAVE ANY COMMENTS, QUESTIONS? UM, I JUST WANNA ITERATE THERE A LOT OF THE SAME COMMENTS, MOSTLY AS THE, THE GARAGE ENTRANCES. MM-HMM. , IDEALLY MINIMIZING THAT TO ONE. [00:45:01] UM, THAT WOULD BE IDEAL. I THINK, I THINK THERE'S BEEN A LOT OF GREAT COMMENTS ABOUT HOW ACTIVE SIXTH STREET IS, UM, AND HOW SMALL THIS SITE IS. SO, UM, THAT'S ALWAYS A CONCERN. UM, I KNOW IN OUR WORKING GROUP WE DISCUSSED ABOUT OPPORTUNITIES TO MINIMIZE THAT THROAT DEPTH, UH, ACROSS SIXTH STREET. UH, BUT I DIDN'T SEE ANYTHING IN THIS. DID Y'ALL GET ANY FURTHER ALONG THAT ROUTE OR, YEAH, WE, WE DIDN'T MINIMIZE THE THROAT DEPTH. UM, AND WE ALSO CLEAN UP THE, THE CURRENT PARKING SITUATION THAT'S ON RIO GRANDE. IF YOU LOOK, IT'S WHAT WE'RE PROPOSING PARALLEL RATHER THAN KIND OF THE MESSY HEAD-END PARKING THAT'S, UM, IN THE CURRENT CONDITIONS. UM, CAN I ASK A COUPLE OF QUESTIONS AND, AND COMMENTS OR, SURE. LET ME, LET ME FINISH A COUPLE COMMENTS. UM, THE ONE THING I THINK THAT STARTED TO REALLY KIND OF FEED INTO ME AFTER OUR WORKING GROUP WAS THIS 700 TALL FOOT TALL, UH, FIREWALL. MM-HMM. , UM, I MEAN THAT IS GONNA BE SEEN FOR MILES, UM, AND IT'S FACES WEST, CORRECT? CORRECT. SO WE'RE TALKING MOPAC, YOU KNOW, IN BOTH DIRECTIONS NORTH AND SOUTH. YOU'LL BE ABLE TO SEE THAT AND IT'LL, WE DON'T KNOW HOW, HOW LONG IT'LL BE BEFORE THERE'LL BE ANOTHER BUILDING TALL ENOUGH TO COVER THAT IT'S ANOTHER SMALL SITE. SURE. SO I THINK, UM, MY OPINION ON THAT IS THAT THAT NEEDS TO HAVE SOME SERIOUS CONSIDERATION ON HOW WE'RE GONNA ADDRESS IT. OBVIOUSLY MAINTAINING YOUR FIRE SEPARATION THAT YOU NEED, BUT HOW CAN WE ADDRESS IT WITHOUT PENETRATION SO THAT IT IS, UH, IT'S GONNA BE THERE FOR A LONG TIME AND YOU'RE GONNA SEE IT. AND SO HOW DO WE MAKE IT, UM, ARCHITECTURAL? UM, AND THEN A QUESTION ON THE FINISHED FLOOR ELEVATION. MM-HMM. . SO AS YOU'RE STANDING AT THE CORNER OF SIXTH AND RIO GRANDE, GOING NORTH OR WEST, THE IT, THE ELEVATION AT THAT PATIO, DOES IT GO DOWN, SINK DOWN? YEAH, THAT'S ON A LOWER. UH, SO THE FINISHED FLOOR ELEVATION FOR THE, UM, MULTIFAMILY, UM, LOBBY AS WELL AS THE F AND B SPACE IS THE SAME, WHICH IS ABOUT 4 71. BUT THAT GOES DOWN TO THAT LOWER PORTION AT THE CORNER WHERE, UH, RIO AND SIX COMES TOGETHER IS ABOUT 4 74 AND A HALF, FIVE ISH. OKAY. UM, SO WE, WE HELD THE PORCH DOWN, UM, SO THAT THE INTERIOR SPACE OF THE F AND B CAN SPELL OUT ONTO THAT PORCH. OKAY. KIND OF THAT WRAPAROUND PORCH THERE. SO WE HAVE SOME STEPS ON KIND OF THE CORNER TO GET UP THERE. AND THEN THE, THE PLANTER THAT WE WERE PROPOSING, BASICALLY IT'S DOWN AT THE GRADE AND THEN IT BECOMES MORE OF A SEAT WALL SLASH UH, PLANTER AS YOU GO TOWARDS, UH, WEST. SO AS YOU COME AROUND THE CORNER, MM-HMM. , THAT SEATING, THAT NEW SEATING. MM-HMM. THAT'S THERE ON THE, ON THE, UH, EAST SIDE. MM-HMM. THAT IT'S SUNKEN AND SUNKEN AS WELL. YES, SIR. AND SO THERE'S, THE FINISHED FLOOR ON THAT ELEVATION IS MUCH LOWER THAN THE SIDEWALK. YES, SIR. AND SO THERE'S NO OPPORTUNITY THERE TO ACTIVATE THAT WITH AN ENTRANCE, UM, AND KEEP IT ACCESSIBLE WITHOUT RAISING THAT WHOLE THING. CURRENTLY, THERE IS SOME STEPS THERE JUST BECAUSE OUT IF WE PUT, IT REALLY DEPENDS ON THE TENANT, RIGHT? IF WE PUT A RAMP OR A LIFT THERE, YOU CAN, UM, YOU'LL TAKE UP A LITTLE BIT MORE ROOM ON AS FAR AS THE, THE RETAIL SPACE ITSELF. BUT IT'S DEFINITELY, YEAH, DOABLE TO PROVIDE AN ACCESSIBLE ROUTE IN THAT LOCATION. GOTCHA. JUST REALLY DEPEND ON WHAT THE TENANT'S SITUATION IS THERE. OKAY. I THINK, UM, I THINK THE OTHER COMMISSION DID A GREAT JOB OF, UH, REALLY, UH, TALKING THROUGH A LOT OF THE CONCERNS, SOME OF THE SAME CONCERNS I HAD. UM, SO YEAH, IF YOU'D LIKE TO ADDRESS ANY OF THE COMMENTS OR QUESTIONS, IT'D BE GREAT. YEAH. THANK YOU. UM, JUST TO SUMMARIZE SOME OF THE COMMENTS THAT, THAT I'VE HEARD, UM, GARAGE CLADDING IS A, IT'S A CONCERN FOR SIX LEVELS OF THE GARAGE OF ABOVE GRADE. I THINK THAT'S, I WOULDN'T SAY EASY, BUT THERE'S DIFFERENT DEFINITELY, UH, DIFFERENT METHODOLOGIES. UM, WE COULD DO WHATEVER IT MAY BE, GREEN WALL, UM, A MATERIAL THAT'S A LITTLE BIT MORE, UH, RHYTHMIC TO PROVIDE A, A FRIENDLIER AESTHETIC, UM, FOR THE GARAGE. ANOTHER THING, UM, THAT WAS OF CONCERN OF THE FIREWALL THAT GOES UP ON THE WEST SIDE THERE, UM, I THINK WE CAN EXPLORE DIFFERENT TREATMENTS IN THAT AREA. UM, WE, WE START TO SHOW SOME OF THE ELEMENTS AESTHETICALLY AND DIFFERENT THINGS THAT WE THOUGHT WE COULD DO. UM, UNFORTUNATELY WE'RE LIMITED WITH THE STRUCTURAL AND THE CODE IMPLICATIONS, BUT I THINK WE COULD FURTHER EXPLORE THAT AND SEE WHAT WE CAN FIND. UM, UM, THERE, UH, CURB CUTS IS A GREAT CONCERN. THAT'S A LITTLE BIT HARRIET TO FIGURE IT OUT WITH THE JIGSAW PUZZLE IN THE GARAGE. UM, GOING BACK TO THE ALL ABOVE GRADE OR OR BELOW GRADE CONVERSATION, UM, AS WE KNOW, UH, GOING ALL BELOW GRADES, IT'S EXTREMELY DIFFICULT, UM, WITH STRUCTURE AND, AND COST AND DIFFERENT THINGS, BUT ALSO THE EXPERIENCE OF 10 LEVELS AT A TIME, 12 LEVELS AT A TIME FOR THE 10 EXPERIENCE. BUT I UNDERSTAND THE CONCERN ON, ON WHAT IT IS. UH, WITH THE CVC RIGHT AT ABOUT LEVEL SEVEN, WE REALLY CAN'T TICK ALL THE GARAGE ALL THE WAY UP. SO HAVING 11 OR 12 ABOVE GRAY, IT'S UNFORTUNATELY IMPOSSIBLE [00:50:01] FOR THIS SITE. UM, BECAUSE YOU'RE GONNA GET A PIZZA PIE AND THERE'S NO WAY WE COULD DO PARKING, UM, ABOVE ABOUT THE LEVEL SEVEN HEIGHT THAT WE'RE SHOWING. UM, LET'S SEE. AND THEN THE LAST ONE THAT I, UH, TOOK NOTES ON IS THE RIO GRANDE FACADE. I, I THINK IT'S MORE THAN, UM, IS THERE A WAY YOU CAN FLIP BACK TO THE LEVEL ONE PLAN, THE ONE WITH THE ILLUSTRATIVE SITE? GREAT STREETS DIAGRAMS. YEAH. KEEP GOING. UP, UP, UP, UP, UP. ONE MORE, UH, A FEW MORE. KEEP GOING, KEEP GOING, KEEP GOING, KEEP GOING, KEEP GOING. ONE MORE. THERE YOU GO. OH, UM, I THINK WE, IF YOU CAN SEE KIND OF THE YELLOW L SHAPE THAT COMES AROUND, UM, I THINK THAT'S ABOUT 40 TO 50 FEET PLUS OR MINUS. UH, WE DO HAVE KIND OF A BIKE FACILITY THERE. ONE THING WE COULD DO IS, RIGHT NOW THE, THE RENDERINGS IMAGERY DON'T REALLY SHOW THAT. WE COULD PROBABLY OPEN THAT UP A LITTLE BIT MORE. WE SEE THAT AS A BIKE LOUNGE TOO, AS A FAIRLY LARGE BIKE STORAGE AREA. SO IF YOU REALLY THINK ABOUT BEFORE WE GET TO THE CURB CUT, RIGHT, THE CURB CUT FOR THE GARAGE, IF IT STAYS, IT'S ABOUT THE BOTTOM THIRD OF THE, UH, WITH THE FACADE THERE. IF WE CARRY IT ALL THE WAY DOWN TO WHERE THE BIKE LOUNGE IS BETTER FENESTRATION, UM, AND MORE 10 ACTIVITY AS IT'S A SECONDARY ENTRY, IF YOU WOULD, MAYBE THE, THE ONE ON THE UPPER LEFT CORNER IS MORE OF THE FORMAL DROP OFF, BUT THE ONE OF THE RIGHT IS WHERE THE TENDONS COME, WALK THEIR DOGS AND, YOU KNOW, TAKE THE BIKES DOWN, REPAIR THE BIKES, JUST KIND OF HANGING OUT. UM, I THINK THAT'S OPPORTUNITY THERE TO, FOR US TO, UM, PROPOSE A DIFFERENT SOLUTION ALONG THE FACADE THAT WILL GET YOU MORE THAN 50%, WHICH IS, I THINK IT'S IN THE GUIDELINES SOMEWHERE ABOUT 50 OR MORE ON, UH, FENESTRATION ACTIVE SPACES. UM, I REALIZE THAT THERE'S STILL SOME WORK TO DO WITH, WITH GARAGE AND THINGS LIKE THAT, BUT JUST WANT TO POINT THAT OUT. UM, AN OPPORTUNITY THERE THAT WE COULD IMPROVE THAT SIDE OF THE FACADE. I THINK THAT'S THE MAIN FOUR POINTS THAT I SAW. IF I'M MISSING SOMETHING, I'M HAPPY TO ADDRESS OR ADD VICE GERS. YEAH, I THINK THERE'S ALSO A RECOMMENDATION TO TRY TO, UH, TAKE THE ACTIVATION TO THE SECOND STORY SINCE YOU ALREADY HAVE LIKE A TWO STORY, UH, YOU KNOW MM-HMM. RETAIL SPACE. YEAH. UM, YOU MIGHT AS WELL UTILIZE THAT SPACE AND OPEN IT UP TO THE OUTSIDE. YEAH. CURRENTLY, UH, I MEAN, WE COULD DEFINITELY ILLUSTRATE THAT. BASICALLY WE HAVE THE HEIGHT FOR IT. UH, SO MAYBE THERE'S A MEZZANINE, YOU KNOW, THAT WE COULD ENTERTAIN. IT REALLY ULTIMATELY DEPENDS ON THE TENANT, BUT WE COULD AT LEAST OUTLINE SOMETHING THAT SHOWS THE COMMISSION THAT, UH, HAVING A SECOND LEVEL IS POSSIBLE. 'CAUSE IT'S ALREADY CARVED OUT ON LEVEL TWO MM-HMM. . YEP. COMMISSIONER MCKINNEY, ONE OTHER THING I WANT TO BRING UP TOO. 'CAUSE WHEN WE TALKED ABOUT THE GARAGE ENTRANCES, I'M STILL KIND OF UNCLEAR ABOUT HOW YOU, HOW THE CARS AND THE PEDESTRIANS INTERACT IN HERE. MM-HMM. , BUT ONE THING I NOTICED, ESPECIALLY IN THIS, THERE'S THE CALL OUT THAT THE, THE PAVING CONTRASTS, BUT IF YOU'RE VISUALLY IMPAIRED, YOU REALLY HAVE NO IDEA THAT YOU ARE ENTERING INTO AN AREA WHERE CARS ARE PRESENT, UM, ASIDE FROM THE ALARM OR WHATEVER THAT GOES OFF. UM, AND I'M, I'M NOT VISUALLY IMPAIRED, BUT THAT SEEMS LIKE IT MIGHT BE A LITTLE ARRESTING. UM, BUT I KNOW ON A VERY SIMILAR PROJECT THAT I WORKED ON, WE WERE REQUIRED TO PUT DETECTABLE WARNING PAPERS ON BOTH SIDES. MM-HMM. OF THE CROSSING OF THE GARAGE DRIVEWAYS, UM, TO INDICATE TO PEOPLE WHO USE THAT PARTICULAR MOBILITY DEVICE SURE. UM, THAT THEY ARE ABOUT TO INTERACT WITH A, A VEHICLE IN SOME WAY. SO I, YOU'VE GOT IT SHOWN ON THE CORNERS WHERE IT IS OBVIOUSLY REQUIRED TO RIGHT. INDICATE THAT PEOPLE ARE, ARE CROSSING THE STREET. BUT, UM, I THINK THAT WOULD BE ANOTHER DEVICE TO ENSURE PE YOU KNOW, PEDESTRIAN SAFETY FOR EVERYONE AT THOSE GARAGE INJURIES. DEFINITELY. COMMISSIONER HOWARD. UM, I WOULD, I WOULD SAY THE IDEA AROUND THE, THE BIKE LOUNGE IS, IS REALLY STRONG. MM-HMM. . UM, I THINK THAT THERE'S BEEN A, A COUPLE PROJECTS THAT WE'VE SEEN THAT HAVE PROPOSED THAT TO HELP ACTIVATE A, UH, A SIDE STREET. UM, AND I, UM, I THINK THERE'S BEEN A LITTLE HESITANCY TO ACTUALLY COMMIT TO THAT SORT OF MODEL. UM, AND I'D LOVE TO SEE IT, UM, AS AN EXAMPLE FOR EVERYBODY IN AUSTIN, UM, A WAY TO KIND OF ACTIVATE THE STREET. UM, I, I THINK THAT, UM, IF YOU WERE TO, YOU KNOW, REALLY TO HELP ACTIVATE RIO GRANDE WITH THAT EXTRA SORT OF LENGTH OF ACTIVATION MM-HMM. WITHOUT THE KIND OF RESIDENT BIKE LOUNGE AND TO ADDRESS THE, THE, THE CURB CUTS. UM, I KNOW THAT'S A MUCH, MUCH HARDER ASK. UM, BUT I THINK THAT THOSE, THOSE TWO THINGS GO [00:55:01] A LOT. UH, THEY GO REALLY FAR. UM, AND I WOULD, I WOULD SAY THAT IN ADDITION TO ALL THIS CONVERSATION ABOUT THE SAFETY FOR THE, UM, UH, VISUALLY IMPAIRED AND THINGS AROUND THOSE, UM, THOSE CURB CUTS, I THINK THAT JUST THE, EVEN THE RENDERINGS ARE INDICATING THAT THE, IT'S ALMOST AS IF THE STREET CONTINUES OVER THE SIDEWALK THERE. UM, AND I THINK IT'S REALLY ACTUALLY THE OPPOSITE, RIGHT? IT'S, IT THE RIGHT OF WAY BELONGS TO THE PEDESTRIANS. WE SHOULDN'T BE FEARING FOR OUR LIVES ON THE SIDEWALK. MM-HMM. . AND THERE SHOULD BE VERY CLEAR VISUAL AND PHYSICAL INDICATIONS, UH, TO DRIVERS, UM, THAT THIS IS A PROTECTED PEDESTRIAN SPACE AND THEY'RE A GUEST AND NEED TO BE, AND NEED TO YIELD IN A VERY MAJOR WAY, ESPECIALLY AT THIS VERY ACTIVE INTERSECTION. UM, AND SO I THINK THAT IT, YOU KNOW, DRIVEWAYS HAVEN'T BEEN DONE SUPER WELL IN DOWNTOWN AUSTIN TO DATE. UM, I THINK WE'VE HAD ALL SORTS OF CHALLENGES. UM, AND SO I THINK THAT THERE'S REALLY A LOT OF ROOM FOR INNOVATION IN THIS. UM, AND SO I JUST WANTED TO KIND OF PUT THAT OUT THERE. AND I THINK I'M HOPING WITH THE NEW DRAFT OF THE URBAN DESIGN GUIDELINES, THERE'S, THERE'LL BE A LITTLE BIT MORE, UM, GUIDANCE AROUND THAT. BUT YEAH, I THINK, I THINK THAT, UM, THAT WHAT WE ARE SEEING TODAY IS A VEHICULAR SPACE ENCROACHING ON A PEDESTRIAN REALM. WE SHOULD BE SEEING THE OPPOSITE. UM, AND I THINK THAT WHAT WE'RE SEEING IS ON THIS HIGHLY ACTIVE CORNER, WE HAVE A LOT OF THE EXPERIENCE OF THAT CORNER THAT IS ONE OF DANGER, UM, BECAUSE IT ISN'T A PROTECTED SPACE. THANK YOU, COMMISSIONER, WHICH DRUG, UH, FIRST OF ALL COULD NOT POSSIBLY AGREE WITH COMMISSIONER HOWARD MOORE ON THAT SECOND POINT. POINT THE WELL SAID THAT THE, THE, THE, THAT IS THE SPACE FOR THE PEDESTRIANS, THE CARS OR VISITORS THERE AND, AND NOT THE OTHER WAY AROUND. UM, CAN YOU, YOU SPOKE EARLIER IN THE PRESENTATION A LITTLE BIT ABOUT YOUR CONCERNS ABOUT HAVING EGRESS VIA THE ALLEY. IS THERE A CODE REASON WHY A DRIVEWAY COULD NOT BE POSITIONED, UM, ALONG THE ALLEY? AND I ASK BECAUSE MM-HMM, , THE DESIGN, THE URBAN DESIGN GUIDELINES SPECIFICALLY CALL OUT PROJECTS THAT HAVE ALLEY ACCESS DOWNTOWN AS, AS NEEDING TO USE THE ALLEY FOR THAT EGRESS. UM, AND IF THERE'S A CODE OBSTACLE, UH, IN THAT'S HAMPERING THAT, I'D BE CURIOUS TO KNOW WHAT IT IS. NO, I, I I DON'T BELIEVE THERE'S A, I DON'T BELIEVE THERE'S A CODE, UM, REQUIREMENT OR, UM, EXCLUSION THAT YOU, YOU CAN HAVE THAT. HOWEVER, IF YOU, UM, YOU, WELL, IF YOU MIND GOING TO THE NEXT SLIDE TO THE ARCHITECTURAL PLANS ON LEVEL ONE. A COUPLE OF THINGS THAT WE'RE DOING FOR THIS PROJECT. WE HAVE A FAIRLY LARGE ELECTRICAL VAULTS, WHICH, UM, REALLY BELONG ALONG THE ALLEY VERSUS ANYWHERE ELSE IN THE FACADE. WE HAVE A LOADING AREA FOR THE, UM, FOR THE TENANTS THERE AND OTHER MECHANICAL SPACES. SO KIND OF GOING BACK TO THE JIGSAW PUZZLE, IT'S A VERY SMALL SITE TO, TO GET THE, UM, THINGS THAT ARE REQUIRED TO SUPPORT THE BUILDING THERE. UM, AND KIND OF FOR THE TENANT EXPERIENCE TOO, UH, I KNOW OBVIOUSLY PEDESTRIAN EXPERIENCE IS VERY IMPORTANT, BUT ON EVERYDAY TRAFFIC, UM, A LOT OF TIMES THERE'S GREASE TRUCKS AND DIFFERENT THINGS GOING THROUGH THAT ALLEY IN A VERY, YOU KNOW, FAIRLY SKINNY ONE WAY ALLEY. UH, WE, WE THINK THAT THERE'D BE SOME BOTTLENECKING, UM, IF PEOPLE WERE TRYING TO COME HOME OR JUST GET IN AND OUTTA THAT SPACE AS WELL. UM, AND IT'S A LITTLE BIT HARDER TO KIND OF CONTROL WHERE THE ALLEY HITS THE STREET, RIGHT? WE COULD TAKE CARE OF WHAT'S ON OUR PROPERTY AS FAR AS ALL THE SECURITY MEASURES, DETECTABLE PAVERS, ALARMS AND THINGS LIKE THAT. BUT ONCE WE, ONCE THE CARS ARE IN THE ALLEY, RIGHT FROM THE TRASH TRUCK TO THE GREASE TRUCK TO OUT TENANTS, IT'S A LITTLE BIT HARDER CONTROL IN OUR VIEW. UM, JUST SOMETHING TO KIND OF THINK ABOUT AS WE DISCUSS THE POSSIBILITY OF PUTTING OUR OTHER GARAGE ENTRY INTO THE ALLEY. AND IF I COULD FOLLOW UP BRIEFLY, UM, WE, YOU KNOW, THIS, THIS BODY HAS CERTAINLY, UM, HAD CONDESCENDING THINGS TO SAY ABOUT ELECTRICAL VAULTS, UM, IN THE URBAN REALM AS WELL. UM, SO UNDERSTAND, UNDERSTANDING THE JIGSAW, I THINK MY 2 CENTS WOULD BE THAT I WOULD RATHER SEE A BIT OF DEAD FACADE THERE WITHOUT A CURB CUT IF IT MEANT MORE THE TRAFFIC WAS BEING CONSOLIDATED THROUGH THE EXISTING ALLEY, WHICH ALREADY REPRESENTS A CURB CUT. SO FOR WHAT IT'S WORTH, I'M, UH, I, I HEAR THAT RESPONSE AND SYMPATHETIC TO YOU TO THAT. UM, BUT I, I STILL FEEL STRONGLY THAT THIS WOULD BE A BETTER PROJECT IF WE COULD, UM, TRY TO MAKE USE OF, OF THAT AND TRY TO FOLLOW THAT GUIDELINE. I UNDERSTAND. COMMISSIONER HOWARD, SORRY, JUST ONE MORE. I I ACTUALLY AM JUST, UM, MORE CURIOUS THAN HAVING MORE CON COMMENTS. UM, HAD, HAD YOU GUYS EXPLORED, UM, WITH DOT AT ALL, UM, WIDENING THE ALLEY, EVEN JUST ON KIND OF, UH, LOWER LEVELS, UM, AND THEN A SECOND QUESTION, UM, TO THAT, OR HAVE YOU EVER ? UM, AND A SECOND QUESTION TO THAT IS, HAVE YOU, HAVE YOU EVER EXPLORED KIND OF, UM, EXPANDING THE, UH, THE KIND OF, UM, [01:00:01] THE PERIMETER ESSENTIALLY OF THE ALLEY BY USING PERHAPS A LOADING ZONE OR SOMETHING TO GET YOU ACCESS, UH, ACCESS TO, UH, TRANSFORMER VAULTS AND, AND PUMP ROOMS AND, AND THINGS OFF OF THE ALLEY, BUT OFF OF KIND OF A, A SEPARATE SPACE OFF THE ALLEY, SO, SO THAT YOU COULD CREATE KIND OF MORE, UM, MORE ALLEY PERIMETER BECAUSE WE HAVE SO MANY SERVICES. YEAH. HOW DO WE PACK IT ALL IN? WE NEVER CAN. UM, SO CAN WE CREATE MORE ALLEY FRONTAGE? MM-HMM. IN SOME WAY, AS HAVE YOU, HAVE YOU EXPLORED ANY SORT OF CONCEPTS LIKE THAT OR SEEING ANYTHING LIKE THAT? NOT FOR THIS PARTICULAR PROJECT SITE, JUST BECAUSE IT'S SO SMALL. AS YOU CAN SEE, AS WE START PUSHING, WE'RE BASICALLY BUILT TO THE PROPERTY LINE. UM, AND THEN THE FURTHER WE PUSH INTO THE PROJECT, THEN WE HAVE ACTUALLY LESS ROOM FOR THE VAULTS AND DIFFERENT THINGS. AND WHEN WE HAVE LESS VAULTS, THEN THERE'S LESS SUPPORT SPACE AND RETAIL SPACE ON THE OTHER END. SO, UM, FOR A, FOR FAIRLY SMALL SITE, WE, WE HAVE AN EXPLORER. THAT PART, UM, THAT'S REALLY THE THE REASON BEHIND THAT, THE, THE TOWER ITSELF, ESPECIALLY WITH THE CVC, UM, IT'S PRETTY CUT DOWN. SO THE AVERAGE PLATES IS ABOUT 10,000 SQUARE FEET, WHICH IS A FAIRLY SMALL FOOTPRINT FOR A TOWER. UM, IF YOU ASK ANY ARCHITECT DEVELOPMENT FOLKS IS, IT'S A, WHAT WE CALL KIND OF A PENCIL TOWER, UM, IF YOU WOULD. SO IT'S FURTHER SETBACK THE BUILDING, UM, WOULD CUT INTO THAT DEVELOPMENT SPACE A LITTLE BIT MORE FOR BOTH THE GROUND EXPERIENCE AND UP IN THE TOWER. ANYONE ELSE HAVE ANY QUESTIONS OR COMMENTS? NO. WELL, THERE'S A MOTION ON THE TABLE THAT THIS PROJECT DOES NOT COMPLY, UM, WITH THE URBAN DESIGN GUIDELINES. UH, THERE'S A SECOND, UM, IF EVERYBODY'S YEP. SECONDED, RIGHT? YEAH, IT'S, THERE'S, UH, COMMISSIONER HOWARD HAS ALREADY SECONDED. UM, SO YEAH, IF WE'RE READY TO TAKE A VOTE, UH, ALL IN FAVOR OF SUPPORTING THE FACT THAT THIS PROJECT OR THE, THAT THIS PROJECT DOES NOT COMPLY WITH THE URBAN DESIGN GUIDELINES, SAY AYE, AND ANY NAYS, AND I'M NOT VOTING IN THIS ONE. ALL RIGHT. SO WE'VE GOT A RESOLUTION THAT WE WILL, OR A, UH, RE , I GOT THIS WRONG LAST TIME RECOMMENDATION THAT WE WILL, UH, TYPE UP AND GET IT UP POSTED AND GET IT TO THE FOLKS THAT WE NEED TO. UM, THANK YOU. GOOD LUCK. THANKS. PARDON ME, CHAIR. YEAH. UM, WHAT WAS YOUR VOTE ON THE ITEM? I DIDN'T, I DIDN'T VOTE ON IT. SO YOU ABSTAINED? I ABSTAINED FROM IT. OKAY. SO, SO OUR [3. Select a representative to serve on the Downtown Commission per City Code § 2-1-140.] NEXT ITEM IS TO SELECT A REPRESENTATIVE TO SERVE ON THE DOWNTOWN COM COMMISSION. UM, SO I DIDN'T DO MY HOMEWORK AND I CAN'T REMEMBER WHEN THEY MEET, BUT, UH, WE ARE LOOKING FOR, IT'S A JOINT COMMISSION, UM, AND WE ARE LOOKING FOR A REPRESENTATIVE FROM THE DESIGN COMMISSION TO REPRESENT THE DESIGN COMMISSION ON THIS BOARD. IF ANYONE IS INTERESTED. UH, ANYONE, WE'RE GONNA BE GOING THROUGH THIS AGAIN. SO ANYBODY GIVEN ANY THOUGHT OR HAVE ANY QUESTIONS ABOUT IT? I DO NOT RECALL WHEN THEY MEET. UM, I CAN LOOK IT UP IF YOU WANT. NO, I MEAN, I JUST, THIRD WEDNESDAY OF THE MONTH, I THOUGHT IT WAS A WEDNESDAY. OKAY. SO IT'S THE WEDNESDAY TYPICALLY BEFORE OUR, OUR MEETING. RIGHT. UM, SO THAT'S A NO. ALL RIGHT. WE NEED [4. Select a representative to serve on the South-Central Waterfront Advisory Board per City Code § 2-1-172.] A REPRESENTATIVE FOR THE SOUTH CENTRAL WATERFRONT ADVISORY BOARD. UM, IS THERE ANYONE INTERESTED IN THAT ONE? CAN I ASK A QUESTION? SURE. UM, I JUST SAW THAT IT WAS BEING DECOMMISSIONED. IS, CAN STAFF SPEAK TO THAT ? YEAH. CAN STAFF SPEAK TO THAT? UM, SO WE HAVEN'T HEARD ANYTHING. UM, I CAN CHECK IN WITH THE CLERK'S OFFICE, UM, AND WE CAN LET YOU KNOW, . OKAY. THE NEXT ITEM IS THERE [5. Select a meeting date for the November 2024 Design Commission regular meeting.] ARE NOVEMBER 24, DESIGN COMMISSION, REGULAR MEETING. [01:05:01] UH, I THINK THERE'S BEEN AN ISSUE WITH HAVING IT IN THIS ROOM. IS THAT CORRECT? AND SO WE NEED TO FIND A NEW DATE. OKAY. SO WE HAVE, I ROOM 1405, WHICH IS THIS ROOM. WE CAN GET IT A RESERVATION ON NOVEMBER 19TH, WHICH IS A TUESDAY, I BELIEVE. UM, SORRY, I'M JUST DOUBLE CHECKING. UM, AND THEN WE HAVE ROOM 1406, WHICH IS THIS ROOM, UM, RIGHT ACROSS FROM US, NOVEMBER 12TH, WHICH IS ANOTHER TUESDAY. AND SO THOSE WOULD BE THE TWO OPTIONS ON THE TABLE. THIS ROOM NOVEMBER 19TH, OR THE ROOM NEXT DOOR ON NOVEMBER 12TH? BOTH ON TUESDAYS. OKAY. AND THAT THE 19TH IS THE WEEK BEFORE THE THANKSGIVING WEEK? YES. AND THEN THE 12TH IS THE WEEK BEFORE THAT. MM-HMM. , ANYBODY HAVE ANY PREFERENCES? I HAVE ONLY A SLIGHT PREFERENCE. I'D LIKE TO TRY ANOTHER ROOM. SO I'D VOTE FOR THE, I, I WOULD, UH, MOTION TO THE, FOR THE 12TH IN THE OTHER ROOM. I LIKE THE OTHER ROOM, BUT, SO THE OTHER ROOM IS NOT THAT ROOM THAT WE WERE IN, IT WOULD BE THIS ROOM, WHICH IS A SIMILAR STYLE, I BELIEVE, BUT I, I DON'T THINK THAT A TXN IS SET UP IN THE OTHER ROOM, SO, OKAY. JUST SO YOU KNOW. ALL RIGHT. BUT WE'D STILL HAVE AUDIO POSTED AND SO YEAH, WE COULD DO, UM, AN AUDIO RECORDING OF THE MEETING AND THAT WOULD SUFFICE. ALRIGHT. ALL RIGHT. I COULD SUPPORT THAT. ANYBODY HAVE WANNA MAKE A MOTION? NO. ALL RIGHT. I MAKE A MOTION TO DO IT ON THE 12TH, SORRY, CHAIR, IF I MAY. SORRY. YES. JUST TO ADD IN THAT, UM, I HAVE A CONFLICT ON THE 12TH. OKAY. SO , I DO HAVE A PREFERENCE FOR THE 19TH. UM, 'CAUSE I WILL NOT BE ABLE TO ATTEND IF IT IS ON THE 12TH, WHICH BE THAT AS IT MAY, BUT OKAY. I, I WOULD MAKE A MOTION TO MOVE TO THE SECOND DATE, THE 19TH. ALL RIGHT. I SECOND THAT MOTION. UH, ALL IN FAVOR OF THE 19TH. ALL RIGHT. UNANIMOUS. WE'RE GONNA DO IT ON THE 19TH IN THIS ROOM. OKAY. THANK YOU. ALL RIGHT. UPDATES FROM THE URBAN DESIGN GUIDE. A POINT OF ORDER TO STEPH. I, I NOTICED WHEN I WAS CALENDARING THESE, THAT THE, UH, THE WEBSITE STILL SAYS THE 11TH. UM, SO FOLLOWING THIS, UM, JUST IN THE SAKE OF, UH, TRANSPARENCY, WE SHOULD TRY TO CHANGE THAT AS SOON AS WE CAN. I'M NOT SURE WHO'S RESPONSIBLE FOR THAT. OKAY. YEAH, WE'LL UPDATE IT. THANK YOU. SORRY, CHAIR. THANK YOU. YEP. THANK YOU. SO UPDATE FROM THE URBAN DESIGN [6. Update from the Urban Design Guidelines Working Group regarding the meeting on September 13, 2024.] GUIDELINES WORKING GROUP. UM, I WASN'T AT THE LAST MEETING, SO, UM, MR. CARROLL ISN'T HERE, BUT I KNOW THERE'S SOME FOLKS HERE THAT HAVE BEEN VERY INVOLVED. UM, COMMISSIONER UCK, YOU, COMMISSIONER HOWARD. I'M HAPPY TO REPORT KENNY, YOU REPORT OF IT. SO, UH, WE'VE BEEN HARD AT WORK DOING, UH, PRETTY INTENSIVE, UH, MIND MELTING WORKSHOPS, UM, ON ABOUT A WEEKLY BASIS, . UM, AND, UH, IT'S BEEN REALLY, UM, IT'S BEEN GREAT. UM, , UH, WE ARE AT A POINT NOW, UM, WHERE I BELIEVE DAVID CARROLL HAS DELIVERED A DRAFT TO SOPHIA TO BE DISTRIBUTED TO, FOR INTER DEPARTMENTAL REVIEW. UM, AND I, AND, UH, WE KIND OF BRIEFLY TALKED ABOUT THIS, BUT, UM, WE ALSO WANTED TO TAKE, THIS IS VERY MUCH ROUGH DRAFT, UH, REALM. WE WANNA GET KIND OF FIRST REACTIONS FROM DEPARTMENTS, BUT WE THINK IT'S ALSO A REALLY STRONG OPPORTUNITY FOR THE COMMISSION TO RESPOND AND TAKE A, YOU KNOW, DO YOUR FIRST DEEP DIVE. UM, LOOK AT WHAT YOU, YOU KNOW, LOOK AT IT IN DETAIL, PROVIDE EXAMPLES, PLEASE. UM, AND ALSO, YOU KNOW, IF THERE'S ANY BLIND SPOTS, UM, OR IF THERE'S ANY CHALLENGES THAT YOU GUYS ARE EXPERIENCING WITH THE APPROACH. UM, I THINK THAT, THOUGH, THAT WOULD BE REALLY HELPFUL. UM, THINGS TO NOTE. THERE ARE CERTAIN GUIDELINES THAT A LOT OF THEM THAT HAVE GONE THROUGH THIS, UH, WHAT I REFER TO AS MIND NUMBING REVIEW PROCESS, THOSE ONES ARE IN A LITTLE BIT OF A DIFFERENT STATE THAN SOME OF THE OTHERS. UM, AND THEY'RE, YOU WILL NOTICE THEM, UH, BEING A LITTLE MORE RIGOROUS, UH, WITH THE CONDITIONS LANGUAGE ESPECIALLY. UM, AND SO PART OF IT IS THAT, YOU KNOW, IT JUST TAKES A LOT OF TIME TO GO THROUGH WITH THAT LEVEL OF RIGOR. UM, SO ANY HELP Y'ALL CAN PROVIDE IN THAT WITH YOUR EDITS IS SUPER HELPFUL. 'CAUSE, UM, EVERY SENTENCE IS, UH, IT TAKES A LOT OF EFFORT, UM, BECAUSE [01:10:01] IT'S SO SPECIFIC AND TECHNICAL. UM, AND SO I WOULD SAY THAT THERE'S, THERE'S SO MUCH OPPORTUNITY, UH, TO, TO HELP CONTRIBUTE, UM, AT THIS LEVEL OF THE URBAN DESIGN GUIDELINES. UM, WE'RE GONNA CONTINUE WORKING AND, UH, ON, ON ANOTHER DRAFT. UH, WELL, THE INTERDEPARTMENTAL REVIEW IS HAPPENING JUST TO TRY TO GET EVERYTHING UP TO THE SAME LEVEL. AND HOPEFULLY WE'LL BE ABLE TO REFLECT ALL COMMENTS, UM, KIND OF IN, IN THAT NEXT ROUND. ALL RIGHT. THANKS. HOW, HOW WILL THAT BE DISTRIBUTED? WHEN WILL IT BE DISTRIBUTED? YEAH, WHEN WILL, UH, WHEN WILL WE GET TO SEE THAT? UM, YEAH, DAVID HAD MENTIONED SOMETHING IN THE EMAIL THAT HE SENT TO ME ABOUT HOW TO HANDLE, UH, DISTRIBUTING IT AMONG COMMISSIONERS. I CAN CERTAINLY SEND THE EMAIL OUT TO EVERYONE. AND THEN I THINK A LOT OF IT IS FIGURING OUT THE PLATFORM, LIKE WHETHER IT'S A DESIGN COMMISSION MEETING OR WORKING GROUP MEETING TO GET INTO THE WEEDS ON IT. UM, AND, UH, MAYBE THIS IS GOING BEYOND THE QUESTION, BUT RIGHT NOW, THIS KIND OF PHASE TWO OF ENGAGEMENT IS GOING TO INVOLVE ME AS A LIAISON, REACHING OUT TO OTHER CITY STAFF AND OTHER AGENCY MEMBERS AND GETTING THEIR INPUT. AND, AND I'LL HELP TRY TO GUIDE THEM ON THEIR INPUT AS WELL SO THAT WE'RE, YOU KNOW, MAKING SURE THAT WE'RE GETTING, FOR EXAMPLE, TRANSPORTATION. CERTAIN PEOPLE I'VE IDENTIFIED IN TRANSPORTATION AS AN EXAMPLE, WILL WEIGH IN ON THINGS THAT HAVE TO DO WITH CURB CUTS AND, AND WHATNOT. AND JUST THE GOAL THERE IS GENERAL ALIGNMENT WITH POLICY DIRECTION. AND THE WAY I'LL BE HANDLING THAT IS, IS GETTING THEIR FEEDBACK AND KIND OF GIVING IT BACK TO THE COMMISSION. AND I'LL BE WORKING WITH THE COMMISSION ON THOSE, UM, ON THE FEEDBACK. YEAH. OKAY. SO WHEN WOULD WE BE SEEING ? SO, YEAH, SO I THINK, I THINK AS FAR AS, AS THE WORKING GROUP IS CONCERNED, THIS IS AN OFFICIAL DRAFT FOR INTERNAL REVIEW PROCESSES, WHICH IS FOR THE INTERDEPARTMENTAL REVIEW, BUT ALSO FOR THE COMMISSION. SO I DON'T, WE HAVEN'T TALKED ABOUT THE FORMALITY OF THE WAY WE'RE GONNA COLLECT, UH, COMMENTS YET. AND SO, UM, YOU KNOW, MAYBE, UH, WITH, AS SOPHIA DISTRIBUTES THIS COPY, UM, MAYBE TAKE THE FIRST, UH, LITTLE BIT OF TIME JUST TO KIND OF DIGEST. YEAH, OF COURSE. AND THEN WE'LL COME UP WITH A PLAN FOR COMMENTS. I THINK, UM, YOU KNOW, I'VE, I'VE WORKED ON A LOT OF PROJECTS LIKE THIS WHERE KIND OF ROUNDS OF COMMENTS COME IN AND, AND GETTING IT IN A, UM, COHESIVE AND REGULAR FASHION IS SOMETIMES VERY HELPFUL, UH, GIVEN, UM, A NUMBER, THE NUMBER OF COMMENTS WE EXPECT TO RECEIVE. AND SO, UM, MY GUESS IS ONE OF THE, ONE OF THE OPTIONS THAT WILL BE, UH, AVAILABLE IS TO HAVE TO, FOR EACH INDIVIDUAL COMMISSIONER TO COMMENT ON A PDF, UM, I THINK THAT'S USUALLY PRETTY HELPFUL, BUT I THINK WE NEED TO DISCUSS IN MORE DETAIL LIKE WHAT'S GONNA BE EASY FOR US TO PROCESS. OKAY. UM, IF, IF I MAY PIGGYBACK ON, ON, UH, COMMISSIONER HOWARD'S REPORT. UH, THE CONDITIONS REALLY A, A AS, AS COMMISSIONER HOWARD, UH, POINTED OUT, THE CONDITIONS SECTION YOU'LL SEE IN EACH ONE HAS REALLY BEEN THE MEAT OF OUR FOCUS LATELY. UM, UH, JUST COMMEND A HERCULEAN EFFORT BY THIS GROUP. UM, IT'S BEEN A TON OF MEETINGS. UM, THE CONDITIONS IS THE LENGTH. THAT'S SORT OF THE HOW OF THIS. UM, IT'S THE REALLY THAT I THINK WILL BE THE PART THAT THE COMMISSIONERS IN THE FUTURE WILL BE LOOKING TO TOWARD GUIDANCE. THERE'S A LOT OF, UH, EXAMPLES LEFT TO BE WRITTEN. THERE'S A LOT OF, UH, TENSE AND TONE AND, YOU KNOW, STYLISTIC, UH, CHANGES TO MAKE TO THE OVERALL DOCUMENT TO BRING IT ALL IN. BUT, UH, AS COMMISSIONERS BEGIN THEIR, THEIR LARGER REVIEW OF THIS DOCUMENT, I WANT TO HAMMER HOME THAT THE CONDITIONS OF THAT HAVE REALLY BEEN THE KEY FOCUS OF US OVER THE LAST TWO TO THREE MONTHS. I HAVE ONE MORE THING TO ADD, I THINK JUST FOR PERSPECTIVE, 'CAUSE UM, RIGHT NOW WE HAVE OUR EXISTING URBAN DESIGN GUIDELINES THAT WERE, UM, DESIGNED AND WRITTEN BEFORE WE EVEN HAD THE DOWNTOWN DENSITY BONUS PROGRAM. SO IT WASN'T, YOU KNOW, IT WASN'T PURPOSE BUILT. UM, AND OUR INTENT WITH THIS IS REALLY TO HAVE A SET OF PURPOSE-BUILT DESIGN GUIDELINES THAT CAN BE EXPANDED BEYOND POTENTIALLY THE, THE URBAN DESIGN, UM, THE DOWNTOWN DENSITY BONUS PROGRAM. UM, AND SO IT'S REALLY TRYING TO BOIL DOWN TO KIND OF THE CORE PRINCIPLES OF URBAN DESIGN AND GET IN AND PROVIDE SOME VERY DETAILED FEEDBACK, UM, THAT IS, CAN BE CON, UH, CAN BE, UM, VALID IN DIFFERENT CONTEXTS. UM, BUT YOU WILL NOTICE A VERY DIFFERENT APPROACH FROM THE CURRENT GUIDELINES OR OTHER DESIGN GUIDELINES BECAUSE THE WAY THAT IT'S USED IS VERY SPECIFIC. AND SO WE ARE TRYING TO BRING, UM, CONSISTENCY AND CLARITY AND TRANSPARENCY TO HOW THEY ARE INTERPRETED. UM, AND SO THAT'S, [01:15:01] THAT'S CHALLENGING AND Y'ALL WILL HOPEFULLY BE ABLE TO HELP US ON THE, ON THIS VERSION OF IT. UM, YOU HAD MENTIONED IMAGES, UM, THAT WERE TO SUBMIT OR COLLECT AND THEN FIGURE OUT HOW WE'RE GONNA SUBMIT IT, BUT WE STILL HAVE FOLDER THAT WE COULD, UH, I KNOW I HAD GONE IN THERE AND DIVIDED IT INTO SUB FOLDERS. UM, BUT DOES ANYBODY NEED THAT LINK OR DOES EVERYBODY STILL HAVE ACCESS TO THAT FOLDER? UM, I DON'T KNOW IF, IS IT STILL, I MEAN, IT'S STILL WORKING, AND I CAN, I CAN INCLUDE THAT FOLDER LINK IN THE EMAIL I SENT OUT. UM, AND, AND MAYBE THIS IS ACTUALLY ANSWERING COMMISSIONER LUKINS QUESTION ABOUT , WHEN, WHEN YOU'LL GET THE DRAFT. I, I DIDN'T WANNA OVERSTEP BECAUSE, UH, COMMISSIONER CARROLL HAD SENT IT TO ME AND, AND WASN'T QUITE SURE LIKE HOW TO DISTRIBUTE IT AMONG COMMISSIONERS. SO JUST TO CLARIFY, I CAN SEND OUT THE EMAIL WITH THE DRAFT. UM, I CAN INCLUDE THE LINK FOR PHOTOS. AND AS FAR AS EXPECTATIONS, IT SOUNDS LIKE WE'RE INVITING COMMISSIONERS TO REVIEW IT TO CERTAINLY TAKE YOUR OWN NOTES, BUT MORE TO DISCUSS AT THE NEXT COMMISSION MEETING. AND BY THEN WE'LL HAVE A PLAN OF HOW TO KIND OF MEANINGFULLY ACCEPT COMMENTS. DOES THAT SOUND RIGHT? OKAY. THAT SOUNDS, THAT SOUNDS RIGHT. ALL RIGHT. WELL, THANK YOU ALL. UM, UPDATE FROM [7. Update from representative of the Joint Sustainability Committee regarding the meeting on August 28, 2024.] THE JOINT SUSTAINABILITY COMMITTEE, UH, COMMITTEE. UM, THAT'S ME, UH, AUGUST 28TH. WE JUST REALLY KICKED OFF, UH, OUR NEXT YEAR. I DID TELL THEM THAT I AM GONNA ROLL OFF THAT. SO ON, UM, IN OCTOBER, THIS IS GONNA BE MY LAST MEETING ON WEDNESDAY, AND THEN I'M GONNA ROLL OFF. SO IF ANYBODY'S INTERESTED IN JOINING THE JOINT SUSTAINABILITY COMMITTEE, IT'LL BE OPEN. UM, AND THEN, UM, FROM THERE WE'LL SEE ABOUT JUMPING ON ONE OF THE OTHER ONES THAT ARE, HAVE OUR VA HAVE VACANCIES. UM, BUT YEAH, SO LAST MONTH WE JUST KICKED OFF THE NEXT YEAR, UM, AND MET WITH WORKING GROUPS TO FIGURE OUT WHAT FOCUS, WHAT TO FOCUS ON FOR THE 24 25. UM, DO WE HAVE ANY, [FUTURE AGENDA ITEMS] UM, FUTURE AGENDA ITEMS THAT WE NEED TO DISCUSS? ANYONE? NO. ANYTHING? UH, ALL RIGHT. UM, PARDON ME, CHAIR. I JUST WANT TO NOTE THAT, UM, THE SCHEDULE FOR 2025 WILL BE ON THE NEXT AGENDA. OKAY. AND WE HAVE TO HAVE THAT APPROVED BY, YOU SAID NOVEMBER, BUT YES, THAT'S CORRECT. ALRIGHT. ALL RIGHT. WELL, DOES ANYBODY HAVE ANY QUESTIONS OR COMMENTS THEY'D LIKE TO DISCUSS? IF NOT, I'M GONNA ADJOURN THIS MEETING. SEVEN 20. THANK YOU ALL FOR BEING HERE. * This transcript was created by voice-to-text technology.
