THERE IS PROBABLY SOMETHING WRONG BECAUSE THE, THE CAMERAS AREN'T MOVING EITHER. THERE'S LAWS, THE CITY HALL PAYING ATTENTION OF BIG HAND WAVING OR SOMETHING. 'CAUSE IT'S GONNA BE HARD TO FIGURE OUT WHAT'S GOING ON AT THIS MEETING. . YEAH. UH, OKAY. HMM. I, I DON'T HAVE THE ABILITY. I'M GONNA TEXT WENDY. ALL RIGHT. WHENEVER PEOPLE ARE READY, LET ME KNOW. LET ME ASK YOU, THIS IS, IS SOUND TRANSCRIPTION AVAILABLE HERE? WE CAN HEAR EACH OTHER. THAT IS EXTREMELY UNEXPLAINABLE. I CAN'T EXPLAIN HOW THAT IS WORKING. OKAY. AT, UM, AMY NEVER HAD THAT BEFORE. AMY OR JASON, WOULD YOU PLEASE TEXT? I'M GLAD WE CAN THESE GUYS AND TELL THEM THEY CAN. YES. I WOULD THINK THAT CLEARLY IT'S A PROBLEM ON MY END. HOW CAN YOU GUYS HEAR EACH OTHER? SO I'M GONNA, UM, PROCEED WITH THE PUBLIC COMMUNICATION AND, UM, IF Y'ALL CAN HEAR, WE'RE WE'RE GONNA, YOU CAN DO A TRANSCRIPTION, WHICH WE'LL BE RANDOM, BUT CLOSER THAN NOT HEARING AT ALL. OKAY. ALL RIGHT. UH, GOOD AFTERNOON EVERYBODY. UH, MY NAME'S RAMON GARCIA. I'M AN ORGANIZER [00:05:01] WITH UNITE HERE, LOCAL 23. UH, WE ARE THE UNION THAT REPRESENT WORKERS AT CONCESSIONS COMPANIES, UH, INSIDE THE AIRPORT AS WELL AS WORKERS AT THE HILTON AIRPORT. UH, WE APPRECIATE THE AIRPORT SUPPORT FOR THE REAL LIVING WAGE. $25 AN HOUR FOR WORKERS INSIDE THE AIRPORT WHO WORK FOR DELAWARE NORTH. UH, WE'RE ALSO SUPPORTED OF THE PROPOSED LEASE EXTENSION FOR THE PROSPERA HILTON AIRPORT. A COMPANY THAT PAYS A LIVING WAGE IN RESPECTS WORKERS' RIGHTS. WE ARE PRIMARILY HERE TODAY, HOWEVER, TO DELIVER A MESSAGE THAT MANAGEMENT AT THE HYATT PLACE. AUSTIN AIRPORT HAS A HOTEL ON A FAST TRACK TO A LABOR DISPUTE. HERE ARE THE KEY FACTS. WORKERS AT FOUR CONCESSION COMPANIES AT THE AIRPORT AND THE HOTEL IN FRONT OF THE HYATT. THE HILTON AUSTIN AIRPORT, ARE ALREADY UNION. ALL ARE SUBJECT TO AUSTIN'S LIVING WAGE ORDINANCE. THE HYATT PLACE HAS BEEN THE ONLY NON-UNION HOLDOUT ON AIRPORT LAND AND DOES NOT PAY WORKERS THE LIVING WAGE. TWO. ON JULY 10TH, 2024, THE UNION WON AN ELECTION TO THE BARGAINING REPRESENTATIVE OF THE WORKERS AT THE HYATT PLACE. 24 TO EIGHT. PRIOR TO THE ELECTION, A COMPANY SUPERVISOR DROVE THE COMPANY VAN IN FRONT OF THE, IN FRONT OF AN OFF PROPERTY VENUE WHERE THE WORKERS WERE HOLDING A UNION MEETING. FOUR. SHORTLY BEFORE THE ELECTION WAS HELD, THE COMPANY GAVE EMPLOYEES A RAISE. FIVE. AFTER THE ELECTION, THE COMPANY FILED FOUR OBJECTIONS TO CHALLENGE THE CERTIFICATION OF THE ELECTION RESULTS. THE NATIONAL LABOR RELATIONS BOARD DISMISSED THREE OF THOSE OBJECTIONS, THE FOUR WHEN TO HEARING. AND THE NLRB HEARING OFFICER RECOMMENDED THE OBJECTION BE OVERRULED AND THAT THE RESULTS OF THE ELECTION BE CERTIFIED. THE COMPANY HAS FILED EXCEPTIONS TO THAT RECOMMENDATION, EFFECTIVELY DELAYING UNION RECOGNITION. SIX, AFTER THE ELECTION WAS HELD, A FEW UNION SUPPORTERS WERE GIVEN DISCIPLINE FOR JOB PERFORMANCE ISSUES. THAT INCLUDES TWO WORKERS WHO WERE RECENTLY FIRED, AND WHOSE TERMINATIONS ARE THE SUBJECTS OF MORE FEDERAL CHARGES WITH THE NATIONAL LABOR RELATIONS BOARD. NOW, I'D LIKE TO INTRODUCE ESTHER ALBERTA, ONE OF THE FIRED WORKERS. I'LL BE TRANSLATED FOR HER. MY NAME IS ESTHER ES HERE TO SAY THAT WE'RE PART OF THE UNION. SINCE WE STARTED DIRECTLY, UH, WITH THE UNION, UH, WE'VE HAD A LOT OF RETALIATION AND WE'VE ALSO HAD OUR HOURS CUT. I GOT TERMINATED AS WELL. UHHUH . THERE'S BEEN A LOT OF RETALIATION AT THE HOTEL. UM, EVER SINCE WE STARTED WITH THE UNIT, A LOT OF MY COWORKERS GOT FIRED ALONG THE PROCESS AT, AT THE SAME TIME WHILE WE WERE BUILDING THE UNIT. AND AFTER THE ELECTION, I'M FIRED AND WE'RE ASKING YOU YOUR HELP SO THAT WAY WE CAN HAVE, UH, OUR JOBS BACK. SO THE COMPANY'S NOT RE NOT RESPECTING THE ELECTION. AND THE PEOPLE THAT VOTED IN FAVOR OF THE UNION ARE BEING RETALIATED AGAINST. THERE'S A LOT OF DISCRIMINATION, ESPECIALLY BECAUSE OF MY AGE. THEY ASKED ME TO GO FIND ANOTHER JOB, AND WE'RE ASKING HERE FOR YOUR SUPPORT. AND I WANNA RETURN TO MY JOB, SAME AS MY COWORKERS. AND NEXT WILL BE IVAN CAMPBELL, UH, SHUTTLE DRIVER FOR THE HOTEL. I AM, I'M BOBBY CAMPBELL. I DRIVE THE, THE GRAVEYARD SHIFT, UH, SHUTTLE DRIVE, UM, THE SHUTTLES AT THE HOTEL. UM, EVER SINCE LIKE WE PASSED A VOTE, THEY'VE PRETTY MUCH DONE EVERYTHING THEY CAN. YEAH. THEY KEEP DELAYING IT. THEY WON'T RESPECT THE FACT, UM, OUR WANT TO UNIONIZE. THEY WILL NOT SIT DOWN WITH US, UM, TO NEGOTIATE, YOU KNOW, THE WAGES AND THINGS LIKE THAT. YEAH. UM, [00:10:01] AND IT'S LIKE THE MANAGEMENT DOESN'T GIVE US ANY, LIKE, RESPECT THAT WE NEED THERE AT THE JOB. THERE'S A LOT OF, UM, LIKE RETALIATIONS AND STUFF LIKE THAT HAPPENING THERE. YEAH. THANK YOU. THANK YOU IN ADVANCE FOR YOUR SUPPORT FOR WORKERS, UM, THE RIGHTS AT THE HYATT PLACE. WE LOOK FORWARD TO COMING, UH, TO FUTURE MEETINGS TO GIVE YOU UPDATES ON WORKERS' EFFORTS, UH, TO WIN, RESPECT A UNION CONTRACT AND THEIR, UH, COWORKERS JOBS BACK. THANK YOU. THANK YOU MR. GARCIA. AND, UM, MR. CAMPBELL AND RA VERA FOR BEING HERE TODAY. COMMISSIONERS, DO WE HAVE ANY QUESTIONS FOR MR. GARCIA? THIS IS, UH, COMMISSIONER HENDRICKS. I DON'T HAVE A QUESTION. I JUST WANTED TO SAY THANK YOU FOR COMING HERE TODAY, AND THANK YOU FOR THE STRUGGLE YOU'RE GOING THROUGH. I KNOW IT'S NOT EASY BEING A UN UNION ORGANIZER MYSELF. UM, BUT STICK WITH IT. AND I KNOW THAT WE WILL KEEP THIS ISSUE AT THE FOREFRONT OF THIS COMMISSION AND SEE HOW THAT WE CAN HELP ALONG THE WAY. SO, BUT, AND ALSO, CONGRATULATIONS TO YOUR BROTHERS AND SISTERS AT THE AIRPORT THAT ALREADY WON SOME MAJOR, UH, PAY INCREASES IN THE COMING CONTRACT. SO, AND WE HOPE WE GET THE SAME FOR YOU, SO THANK YOU. ALRIGHT. OTHER COMMENTS? OKAY. UM, ITEM [APPROVAL OF MINUTES] NUMBER ONE ON THE AGENDA IS THE APPROVAL OF THE MINUTES FROM THE REGULAR MEETING ON SEPTEMBER 11TH, 2024. DO I HAVE A MOTION? SO MOVED. THANK YOU SECRETARY ROSE SECOND HENDRICKS. UH, ANY COMMENTS, QUESTIONS, UH, CHANGES? SEEING NONE. ALL IN FAVOR OF APPROVING THE MINUTES. AYE. OR RAISE YOUR HAND OR SOMETHING. WE, UH, UH, IF Y'ALL CAN HEAR ME, I WASN'T THERE, SO I ABSTAIN. GOT YOU. OKAY. CAN YOU HEAR ME? I CAN. OH, EXCELLENT. THANK YOU. HELLO. ALL RIGHT. SO WE HAVE, UH, YES, WE'RE ALL, SO WE HAVE IS EYES. OKAY. NA NAYS, ABSTENTIONS ONE FROM COMMISSIONER ENNIS. OKAY. GOT IT. THANK YOU. UM, WE'RE [2. Briefing on August 2024 Financial Results presented by Rajeev Thomas, Chief Financial Officer] ON STAFF BRIEFINGS. THE FIRST ONE IS THE AUGUST, 2024 FINANCIAL RESULTS PRESENTED BY RAJIV THOMAS, CHIEF FINANCIAL OFFICER. GOOD AFTERNOON COMMISSIONER. UM, SO I'LL BE PRESENTING THE AUGUST FINANCIAL RESULTS. UM, SO START WITH THE STATS. UM, FOR IN PLACEMENTS FOR AUGUST, UH, WE WERE ABOUT 3% BELOW PRIOR THE PRIOR YEAR. AUGUST, UH, LANDED, WEIGHTS CAME IN ABOUT 8% BELOW, UH, THE PRIOR YEAR TO, UH, BUT CARGO WAS A REAL BRIGHT SPOT. YOU KNOW, I THINK I MENTIONED IN THE LAST MEETING THAT CARGO SINCE APRIL HAS BEEN SEEING DOUBLE DIGIT GROWTH. AND IT CONTINUED TO SEE THAT IN AUGUST, ABOUT 13% HIGHER THAN AUGUST OF 2023 ON THE REVENUE SIDE. UM, THE REVENUES CAME IN AT ABOUT $26.8 MILLION, UH, WHICH WAS ABOUT 20.7 MILLION OR 11% HIGHER THAN THE PRIOR YEAR. YEAR TO DATE, WE ARE $39.3 MILLION HIGHER THAN PRIOR YEAR, UH, OR 15% HIGHER ON THE OPERATING REVENUES. SO WE ARE ONE MORE, ONE MORE MONTH LEFT IN THE FISCAL YEAR. SEPTEMBER IS THE END OF OUR FISCAL YEAR, SO WE'LL HAVE THOSE RESULTS SOON. UM, UH, TO KIND OF, UH, SHARE WITH YOU ON THE OPERATING EXPENSE SIDE, UH, ONE THING TO NOTE, UH, AUGUST OF 2024 WAS A THREE PAY PERIOD MONTH. SO WHEN YOU LOOK AT IT YEAR OVER YEAR, EVEN THOUGH IT SHOWS A 38% INCREASE, IT IS BECAUSE OF THAT EXTRA PAY PERIOD VERSUS AUGUST 20, 23 ONLY HAD TWO PAY PERIODS. UM, BUT YEAR TO DATE, UH, OPERATING EXPENSES ARE ABOUT 25% HIGHER THAN PRIOR YEAR COMPARED TO WHERE WE WERE ON THE BUDGET. UM, ON THE BUDGET, WE ARE TRENDING FAVORABLY ON THE REVENUE SIDE, 19 MILLION HIGHER THAN OUR AMENDED BUDGET. AND, UM, ALSO VERSUS OUR CURRENT YEAR ESTIMATE ABOUT 3.8 MILLION HIGHER ON THE REVENUE SIDE. SO WE ARE TRACKING VERY WELL FOR YEAR END. UM, ON THE OPERATING EXPENSES SIDE, WE ARE FAVORABLE, UH, AGAINST OUR CYE, WE ARE $700,000 FAVORABLE. AND ALSO VERSUS BUDGET, WE ARE ABOUT 1.6 MILLION FAVORABLE. UH, AND TO THE BOTTOM LINE, YOU KNOW, THE EXCESS NET REVENUES YEAR TO DATE, UH, WE ARE SLIGHTLY BETTER THAN WHERE WE WERE LAST YEAR. SO LAST YEAR, UH, WE WERE AT $76.3 MILLION IN EXCESS NET NET REVENUES BY AUGUST. AND CURRENTLY WE ARE ABOUT 78.9 MILLION, AND THAT IS ABOUT 2.6 MILLION HIGHER. SO THE TRANSFER TO THE CAPITAL FUND AT THE END OF THE YEAR, UH, IS GONNA BE VERY SIMILAR TO WHAT WE DID LAST [00:15:01] YEAR. SO THAT'S GOOD NEWS AND ALSO VERSUS FAVORABLE VERSUS WHAT WE BUDGETED. THANK YOU. UM, ANY QUESTIONS? I DID SEE THAT, UM, YOU KNOW, FOR THE AUGUST, THERE'S A DIP HISTORICALLY, BUT I GUESS IN OCTOBER IT'S GONNA START REALLY PICKING UP FOR THE BEGINNING OF THE FISCAL YEAR FOR UNEMPLOYMENTS OR FOR, WELL, FOR, UH, REVENUE, I WOULD GUESS IN EMPLOYMENTS CARGO REVENUE? YEAH. FROM PLAIN. YEAH. I, I MEAN, THE REVENUES WERE AFFECTED A LITTLE BIT IN AUGUST BECAUSE, YOU KNOW, THE IN EMPLOYMENTS WERE DOWN 3%. FOR EXAMPLE, OUR PARKING REVENUE, OUR TRANSACTIONS WERE ABOUT TWO AND A HALF PERCENT BELOW UHHUH PRIOR YEAR. SO THAT KIND OF AFFECTED IN TERMS OF VOLUME. BUT IF YOU LOOK AT THE PARKING REVENUE IS STILL 3% HIGHER BECAUSE OF THE RATE INCREASES THAT WERE DONE. SO OVERALL, WE ARE STILL DOING WELL, YOU KNOW, CONSIDERING THE FACT THAT UNEMPLOYMENTS ARE BEING ROUGHLY FLAT YEAR TO DATE. UM, UM, SO REVENUES BEING UP, YOU KNOW, THAT IS A GOOD SIGN. OKAY. I DID SEE SOMETHING, UM, WE, WE GET CRITICAL MENTION, WHICH IS A LIST OF THE ARTICLES OR MENTIONS IN SOME OF THE MEDIA ABOUT THE AIRPORT. AND THERE WAS SOMETHING FROM BON BUYER YEAH. IN THERE THAT MENTIONED THAT, UH, END OF 25, THAT THERE MAY BE SOME NEW ISSUE OF DEBT, UM, BORROWING. YEAH. AND WHAT, UM, WHO, WHO, I MEAN, IT JUST SAID, UH, IT JUST SAID THE AIRPORT SAID, AND I, IT DIDN'T CL CLARIFY ON THAT, BUT I PRESUME THAT WE'LL, THIS BODY WILL HEAR ABOUT IT. YES, DEFINITELY. I MEAN, WE'LL, WE'LL BRING IT, UH, TO YOU, UM, WHEN WE START INITIATING THAT, THAT ISSUANCE RIGHT NOW, AS I, I THINK IT WAS, I DON'T KNOW WHETHER IT WAS THE LAST MEETING OR THE MEETING BEFORE THAT WE TALKED ABOUT, WE ARE GOING FOR A SHORT TERM OH RIGHT. PROGRAM. AND SO THAT WE ARE BRINGING IN THE NOVEMBER MEETING TO GIVE YOU SOME DETAIL ON THE BANK THAT WE CHOSE. AND THE, THE FACILITIES GONNA BE ABOUT 150 MILLION AND IT'S GONNA BE A NOTE PURCHASE AGREEMENT. UM, AND WE'LL GIVE YOU THE DETAIL ON THAT IN THE NEXT MEETING. SO THAT'S THE GAP FINANCING? YEAH, THAT'S THE GAP FINANCING. AND THEN WE WILL TAKE THAT OUT, UH, WE EXPECT IN THE FOURTH QUARTER OF 2025 AND ISSUE NEW BONDS TO REPLACE THAT. AND CURRENTLY THE INTEREST ON THE DEBT THAT'S HELD IS, IS PRETTY STEADY AND BELOW THE CURRENT, UH, BORROWING RATE. RIGHT? YEAH, YEAH. BUT, BUT WHAT WE'VE SEEN WITH THE AIRPORT ISSUANCE, FROM WHAT, YOU KNOW, WHAT OTHER AIRPORTS HAVE DONE THIS YEAR, IT IS PRETTY CLOSE TO WHAT WE HAVE DONE HISTORICALLY BETWEEN FOUR AND A 4.5%. AND IT'S KIND OF VARIED. UM, SO, AND ANOTHER THING THAT, UH, WE WILL BE BRINGING FORTH IS, AND WE ARE TRYING TO KIND OF DETERMINE THE TIMELINE, WE ARE GOING TO REFUND THE 2014 BONDS. CURRENTLY IT'S FAVORABLE, UM, BUT NET PERSON VALUE IS SHOWING ABOUT $20 MILLION FAVORABLE. SO I'M WORKING WITH TREASURY ON A TIMELINE ON THAT, AND MOST LIKELY WE HOPE TO REFUND THAT EARLY MARCH OF NEXT YEAR. EXCELLENT. OKAY. OKAY. THANK YOU FOR THAT, RAJIV. UH, ANY OTHER QUESTION? ANY OTHER QUESTIONS BESIDES MINE? OKAY. ALRIGHT, MOVING [3. Briefing on Air Service Update provided by Jamy Kazanoff, AUS Air Service Development] ON. I UNDERSTAND THAT JAMIE KOFF THE, UH, AIR SERVICE DEVELOPMENT PERSON IS NOT HERE TODAY. UM, JASON ALEXANDER, WOULD YOU LIKE TO STAND IN FOR HER? I'LL DO, EXCUSE ME. I'LL DO MY BEST. COMMISSIONERS. GOOD AFTERNOON. JASON ALEXANDER, DEPUTY CHIEF OF AIRPORT AFFAIRS. UH, JAMIE KOFF CANNOT BE WITH US TODAY, BUT, UH, I WILL TRY TO COVER SOME OF THE AIR SERVICE, UH, HIGHLIGHTS ON HER BEHALF. AND IF YOU'VE GOT ANY QUESTIONS, I'M PRETTY CERTAIN I PROBABLY CAN'T ANSWER THOSE, SO WE'LL DEFINITELY GET THOSE TO, UH, JAMIE, UM, IN YOUR HANDOUTS OR YOUR BACKUP, UH, JUST THE FIRST THING TO NOTE IS THAT AS YOU'VE SEEN, UH, AMERICAN HAS REDUCED SOME OF ITS SERVICE, UH, THEY ARE NOW FLYING TO THEIR HUBS ONLY ALONG WITH MEXICO AND ASPEN. UM, IT IS IMPORTANT TO NOTE THOUGH, THAT THEIR SEATS ARE 36%, UH, COMPARED TO PRE COVID. UM, SO THEY REMAIN UP BRITISH AIRWAYS. SOME EXCITING NEWS. WE, UH, SENT OUT A NOTE, JUST A, I GUESS ABOUT A WEEK OR SO AGO, LETTING YOU KNOW THAT, UH, THEY HAVE NOW, UM, ADDED TWO TIMES EFFECTIVE, UH, NEXT MARCH, TWO TIMES, UH, OR I'M SORRY, TWO TIMES DAILY, UH, TO LONDON HEATHROW. UM, THEY'LL DO THAT SIX TIMES PER WEEK OR SIX DAYS A WEEK. UH, DELTA, THEY'VE ADDED SOME NEW MARKETS, UH, PANAMA CITY, INDIANAPOLIS, MEMPHIS, UH, SAN FRANCISCO, AND TAMPA. ALL OF THOSE WILL BE STARTING EFFECTIVE NEXT YEAR AS EARLY AS MARCH. UH, THEY'VE ALSO ADDED SOME SERVICE TO NEW ORLEANS. UH, FRONTIER HAS ADDED SOME NEW SERVICE TO ATLANTA, WHICH WILL START, I BELIEVE NEXT WEEK. UH, THAT'LL BE THREE TIMES A WEEK. AND THEN SOUTHWEST, UH, THEY'VE GOT NEW YEAR ROUND WEEKDAY, UH, MILWAUKEE SERVICE STARTING, UH, NEXT, UH, YEAR IN MARCH 6TH OF 25. [00:20:01] AND NEW SEASONAL, UH, THREE TIMES PER WEEK TO RENO SERVICE STARTING MARCH 6TH, 2025 AS WELL. UH, LET'S SEE, THEY EXTENDED SCHEDULES FOR APRIL 8TH THROUGH JUNE 4TH. UM, I'M NOT GONNA READ ALL OF THOSE NOTES, BUT WE CAN GET HER TO CLARIFY THAT. AND I BELIEVE THAT IS THE UPDATE. THANK YOU FOR DOING THAT. UM, QUESTIONS, COMMISSIONERS? YES, SECRETARY ROSE, THIS IS NOT A QUESTION, JASON, FOR YOU TO FIELD RIGHT NOW, BUT THIS IS JUST A QUESTION MAYBE FOR US TO CONSIDER LEARNING MORE ABOUT AT A SUBSEQUENT MEETING. UM, I KNOW WE HAVE TO AGENDIZE THINGS IN ADVANCE, RIGHT? IT WOULD BE INTERESTING TO ME ACKNOWLEDGING THAT WE'VE GOT THE, THE GOAL OF A DIRECT TO ASIA. IT WOULD BE INTERESTING FOR US, I THINK, TO HEAR AND LEARN HOW OUR COURTSHIP OF BA WORKED, BRITISH AIRWAYS WORKED AS IT RELATED TO THAT DIRECT FLIGHT. I KNOW THAT THERE WERE A LOT OF STAKEHOLDERS IN THE BUSINESS COMMUNITY AND PUBLIC SECTOR INVOLVED IN THAT EFFORT. AND WE DON'T NEED TO GET INTO THE WEEDS ABOUT WHAT'S BEING DONE NECESSARILY RIGHT NOW ON ASIA, BUT, UH, ALTHOUGH THAT IS WHY I'M ASKING THE QUESTION, I THINK IT WOULD BE INTERESTING TO UNDERSTAND HOW WE DID THAT AND MAYBE SOME REFLECTIONS ON WHAT WORKED WELL AND WHAT WE NEED TO BE MINDFUL OF GOING FORWARD. THAT'D BE INTERESTING, I THINK, AND TIMELY FOR US, JUST STRATEGICALLY, AGAIN, WITH THE GOAL OF GETTING A DIRECT FLIGHT TO ASIA, BEING TOP OF MIND, WE CAN DEFINITELY WORK WITH JAMIE TO, TO PUT SOMETHING TOGETHER. UM, THAT'S GREAT. AND I, I WOULD ALSO, I DID NOTICE THAT IN THE DATA FOR AUGUST, THAT LUFTHANSA, THE DIRECT FLIGHT TO FRANKFURT SEEMS TO HAVE HAD, WAS, WAS INCREASED. AND I DUNNO IF THAT WAS THE SIZE OF THE PLANE OR THE TIME OF THE YEAR OR SOMETHING THAT WAS HAPPENING THERE, BUT, UM, COMMISSIONER ELLER BROUGHT TO OUR ATTENTION TWO FLIGHTS DIRECT FROM ANOTHER AIRPORT. IT'S SLIGHTLY LARGER THAN OURS. UM, NASHVILLE HAS DIRECT FLIGHTS TO ICELAND AND NOW DUBLIN. AND I DO KNOW THAT THERE ARE, THERE IS A PRESENCE IN, IN ADDITION TO LONDON HEATHROW, THERE ARE, THERE ARE BUSINESSES HERE IN AUSTIN THAT ARE, UM, I IRELAND BASED. AND, UM, I UNDERSTAND THAT FROM YOUR, THAT THE, THE, THE CLASS OF PLANE THAT FLIES THOSE ROUTES FROM NASHVILLE TO EUROPE ARE, UM, THEY CAN'T MAKE IT TO TEXAS. BUT, UM, SURELY WE'D BE INTERESTED TO KNOW HOW IN ADDITIONAL DIRECT FLIGHTS WOULD BE GREAT. OKAY. BUT I, UNDER WITH THE UNDERSTANDING THAT THE ASIA MM-HMM, MARKET IS THE PUSH RIGHT NOW TO, TO KIND OF ADD A POINT TO THAT. UM, JAMIE'S VERY CONSCIOUS OF THAT, UH, IRELAND FLIGHT, AND SHE'S BEEN WORKING WITH THE CARRIER. I CAN'T SPEAK FOR ICELAND, UH, BUT I KNOW THAT SHE'S BEEN WOR SHE HAS BEEN IN COMMUNICATION WITH, UM, LINGUS. AND THEY ARE, WE, WE HOPE THERE'LL BE AN OPPORTUNITY THERE SOMEDAY. SO THAT IS DEFINITELY ON HER RADAR. AND, AND THANK YOU. AND JUST TO MAYBE CLARIFY A BIT, IT'D BE GREAT TO UNDERSTAND WHAT WE DID WELL. YEP. WHAT WE LEARNED FROM THAT, MAYBE WHAT, YOU KNOW, LESSONS LEARNED FROM IT, ET CETERA. THANK YOU. YEAH, NO, WE CAN CERTAINLY ACCOMMODATE THAT. THANK YOU. OKAY. [4. Briefing on Journey with AUS (AUS AEDP/Capital Improvement Program) Active Projects provided by Lyn Estabrook, Deputy Chief Development Officer] LYNN ESTABROOK, UM, DEPUTY CHIEF DEVELOPMENT OFFICER. WE'RE, UM, READY FOR A BRIEFING ON THE JOURNEY WITH A US ACTIVE PROJECTS. GOOD AFTERNOON COMMISSIONERS. AS HE BRINGS UP THE PRESENTATION, I'M GONNA FOCUS ON TWO, UM, SPECIFIC PROJECTS, UM, IN THE PACKET IT'S ON, I WANNA START WITH PAGE 28 IN THE PACKET. SO IF YOU WANNA SCROLL THROUGH TO THE WESTGATE EXPANSION WILL BE THE, THERE WE GO. THE FIRST ONE, UM, I'LL TALK ABOUT, SO THIS NEW IMAGE HERE, IT SHOWS THAT, UM, THE STEEL IS WELL UNDERWAY. WE HAVE ABOUT 50% OF IT DONE. THAT'S AREA THAT YOU SEE IS THAT NORTH AREA THAT'S GOT THE FULL AMOUNT OF STEEL. AND SO THEY'RE NOW WORKING THEIR WAY TO THE SOUTH. UM, THEY, BY THE END OF THIS MONTH, THEY'LL HAVE THE FIRST, UM, FLOOR. ONE OF THE FLOORS WILL HAVE ITS CONCRETE DECK ON IT. SO THEN THEY'LL BE ABLE TO CONTINUE MOVING UP AND DOING THAT CONCRETE. SO THIS PROJECT IS MOVING, UM, QUICKLY. THEY'RE ALSO WORKING ON THE ROOF TRUSSES, UM, AND THEY'RE BEING, UM, FABRICATED, UM, IN A, IN ANOTHER PLACE IN TEXAS AND MOVING, UM, TO AUSTIN. SO THAT'S ALSO VERY EXCITING THAT THAT PROJECT IS MOVING ALONG. AND TO DATE, UM, WE HAVE PROCESSED NEARLY 400 INDIVIDUALS THROUGH THIS CONSTRUCTION SITE AND THROUGH THE, UM, THE CONSTRUCTION ORIENTATION. SO IT'S A LOT OF GREAT JOBS, UM, FOR THIS PROJECT ALONE THAT'S BRINGING TO THE, TO THE AIRPORT. SO THAT'S EXCITING. UM, YOU WANNA [00:25:01] THEN MOVE ON TO THE PAGE 31, WHICH IS THE WEST INFILL AND TSA CHECKPOINT THREE. THERE WE GO. SO THIS PROJECT ALSO, THERE'S SOME GREAT NEW IMAGES THERE OF THE STEEL, UM, AND THE LOWER LEVEL BASEMENT AREA. SO THE STEEL FOR THIS PROJECT WAS COMPLETED AND TOPPED WHAT'S CALLED TOPPED UP LAST WEEK. SO THEY COMPLETED ALL OF THE STEEL FOR THIS PROJECT, SO THAT'S EXCITING. THEY'RE ALSO TRYING TO WORK TO BEAT THEIR, UM, COMPETITORS DOWN THE, DOWN AROUND THE CORNER TO GET THE FIRST LEVEL OF CONCRETE ON THE STEEL, UM, BY THE END OF THE MONTH. SO WE'LL SEE WHO ACTUALLY GETS IT DONE FIRST. UM, AND THE LOWER LEVEL AS YOU SEE IN THIS IMAGE IS, UM, LIKE I SAID, THE BASEMENT IN THERE, CONTINUING TO WORK ON ALL OF THAT CONCRETE, UM, ON THAT PROJECT. AND SO THIS ONE'S MOVING ALONG QUICKLY AS WELL. SO I JUST WANTED TO BE ABLE TO BRING THESE ACTIVE CONSTRUCTION PROJECTS. SO IF YOU'RE TRAVELING AND YOU SEE CRANES OR YOU SEE, UM, THE STEEL, THAT'S, THESE ARE THE TWO PROJECTS RELATED TO THAT. SO THAT'S WHAT I WANTED TO FOCUS ON TODAY. THANK YOU. THANK YOU. I, I WOULD ALSO LIKE TO ADD, UM, COMMISSIONERS, YOU MAY OR MAY NOT BE AWARE OF THIS, BUT WHEN THE STEEL IS DONE, THEY HANG A FLAG. SO, UM, IF YOU'RE DRIVING, YOU'LL SEE THE WEST INFILL NOW HAS A TEXAS FLAG IN AN AMERICAN FLAG HANGING FROM IT, WHICH MEANS STEEL IS DONE. SO IT'S READY FOR THE OTHER SERVICES. AND, AND WE'LL BE WAITING FOR THAT FOR THE, UM, THE, THE, THE WEST EXPANSION, THE WESTGATE EXPANSION. YES. WEST WESTGATE EXPANSION. YEAH. OKAY. COMMISSIONERS, ANY QUESTIONS FOR LYNN? I DID ASK LYNN TO COME TO THE NEXT MEETING AND THE ONE FOLLOWING WITH A TIMELINE FOR ALL OF THE PROJECTS SO WE CAN SEE THEM. I CAN'T HOLD THEM VERY WELL IN MY MIND, WHAT'S WHAT PHASE THEY'RE AT. BUT WHEN WE SEE THEM ALL TOGETHER AND WHERE THE, WHERE THEY ARE, UM, AT CURRENT TIME, BUT ALSO WHEN THEY'RE ABOUT WHEN THEY SHOULD FINISH ON SCHEDULE WOULD BE REALLY HELPFUL. THANK YOU. ALRIGHT, [5. Discussion and possible action to approve the Airport Advisory Commission meeting calendar for Calendar Year 2025] WE HAVE, UM, I ACT, UH, WE'RE UP TO DISCUSSION AND ACTION ITEMS. UH, ITEM NUMBER FIVE ON THE AGENDA IS DISCUSSION AND ACTION TO APPROVE THE AIRPORT ADVISORY COMMISSION MEETING CALENDAR FOR THE CALENDAR YEAR 2025. I'M GONNA CALL ON OUR ESTEEM LIAISON, JASON ALEXANDER TO HELP US, UH, WITH THAT BIT. THANK YOU CHAIR. UM, SO COMMISSIONERS, I DID SEND THIS OUT AS PART OF THE, UH, AGENDA BACKUP, BUT JUST LIKE WE DID LAST YEAR, WE DO NEED TO APPROVE OUR CALENDAR YEAR 2025 MEETING CALENDAR, UM, USING THIS YEAR'S CALENDAR AS OUR SORT OF BENCHMARK. UH, I'VE UPDATED THAT TO REFLECT THE 2025 DATES, WHICH YOU'LL SEE THERE ON THE SCREEN. UM, NONE OF THESE DATES FROM, FROM MY PERSPECTIVE, POSE ANY CONFLICTS, UH, WITH HOLIDAYS. UM, SO WITH YOUR APPROVAL, WE'LL BE GLAD TO, TO MOVE FORWARD WITH THIS. I DO THINK, UH, IT'D BE IMPORTANT TO NOTE, AND WE CAN DO IT AS PART OF THIS OR, UH, UH, A MATTER OF DISCUSSION IN THE FUTURE AGENDA ITEMS PORTION. BUT I DID ALSO PROVIDE ALL OF YOU A LIST OF THE DIFFERENT BRIEFINGS THAT YOU'VE REQUESTED THROUGHOUT THIS PAST CALENDAR YEAR OF COLOR CODING FOR YOU, THE ONES WE'VE BEEN ABLE TO ACCOMPLISH, THE ONES THAT WE MIGHT HAVE SOME QUESTIONS STILL ABOUT, AND THEN OTHER ONES THAT ARE SIMPLY STILL PENDING ON A LIST FOR US TO GET CALENDAR. UM, WHEN WE START TO, OUR COMMITMENT TO YOU ALL IS THAT WHEN WE START TO PREPARE THE AGENDAS FOR THESE MEETINGS, EV AND EVEN BEFORE THAT, 'CAUSE WE'VE GOT A COUPLE MORE MEETINGS BEFORE THE, UH, END OF THIS CALENDAR YEAR, WE WILL TRY TO GET CAUGHT UP ON THOSE. UM, AS I'VE STATED TO YOU ALL PREVIOUSLY, BUT I'LL STATE HERE ON THE RECORD THAT OUR MOST CRITICAL PROJECT WAS THE PROGRAM AND GETTING THOSE CONTRACTS TO COUNCIL LAST YEAR. UH, AND I REALLY DO APPRECIATE ALL OF YOU FOR THE SUPPORT IN GETTING THOSE, LETTING US BRING THOSE TO YOU ON THE AGENDA AND GETTING THOSE ITEMS PASSED EXPEDITIOUSLY AT COUNCIL. UM, WITH THAT, I'M VERY HOPEFUL THAT WE NOW HAVE TIME ON OUR AGENDAS TO, TO CATCH BACK UP ON SOME IMPORTANT THINGS FOR YOU ALL CHAIR. I DON'T KNOW IF YOU HAD OTHER QUESTIONS, BUT, UM, THAT'S MY REMARKS AND HAPPY TO TALK ABOUT ANY ONE OF THOSE TWO THINGS IN MORE DETAIL. YES. WELL, THANK YOU FOR THAT. AND THANK YOU FOR THE MEMO, UH, REGARDING THE FUTURE, UM, PRESENTATIONS. I KNOW THAT THE COMMISSIONERS ARE WAITING ON THOSE AS WELL. OKAY. SO I WILL ENTERTAIN A MOTION TO APPROVE THE CALENDAR FOR 2025 AS PRINTED ON PAGE 43 OF OUR PACKET AND POSTED, UH, UH, A MOTION BY HENDRICKS AND SECOND BY FF, UH, COMMISSIONERS. ANY, UM, COMMENTS OR QUESTIONS ABOUT THIS? OKAY. AND WE, THIS IS WOULD PRESUME SAME TIME, SAME BAT CHANNEL, ET CETERA. OKAY. OKAY. THIS ASSUMES THE SAME TIME AND LOCATION. YEAH. ALL RIGHT, GREAT. BUT WE'LL COORDINATE THAT WITH THE, WITH THE CLERK'S OFFICE, BUT WHAT THEY NEED NOW ARE [00:30:01] JUST THE DATES. ALL RIGHT. ALL IN FAVOR. THAT LOOKS LIKE EVERYBODY. THANK YOU SO MUCH. OKAY. UM, [6. Authorize execution of two contracts for shared use printing products and services with Omnidata Services Inc. and Stanley K. Peterson d/b/a Vidtronix, each for up to five years for total contract amounts not to exceed $2,500,000, divided between the contractors. [Note: This solicitation was reviewed for subcontracting opportunities in accordance with City Code Chapter 2-9B (MinorityOwned and Women-Owned Business Enterprise Procurement Program). For the goods and services required for this solicitation, there were no subcontracting opportunities therefore, no subcontracting goals were established.]] THE NEXT ITEM, ITEM NUMBER SIX, IS TO AUTHORIZE THE EXECUTION OF TWO CONTRACTS FOR SHARED USE PRINTING PRODUCTS WITH OMNI DATA AND WITH STA UH, STANLEY K PETERSON DOING BUSINESS AS VITROS FOR UP TO FIVE YEARS, NOT TO EXCEED $2,500,000 DIVIDED BETWEEN THE CONTRACTORS. UM, IS THERE SOMEONE HERE TO SPEAK TO THAT ITEM? WE'VE GOT CHRIS BEAK FROM STAFF. OKAY, GREAT. SHOULD WE, WOULD YOU LIKE TO MAKE A MOTION AND A SECOND AND THEN WE CAN DO THE PRESENTATION? WHAT, WHAT'S YOUR PREFERENCE? LET'S, LET'S DO THAT. I WOULD RECOMMEND THAT ANYONE, UH, DO I HAVE A MOTION TO APPROVE THIS CONTRACT? UH, SECRETARY ROSE SECOND VALDEZ. OKAY. HELLO, CHRIS. GOOD AFTERNOON, COMMISSIONER. SO, YES, THIS CONTRACT IS FOR FIVE YEARS, SORRY. THIS CONTRACT IS FOUR, FIVE YEARS. UH, THIS PROVIDES CONSUMABLES FOR THE US FOR OUR SHARED USE PROGRAM, UH, PROVIDING BOARDING PASSES, UH, BAGGAGE TAGS AND OTHER SUPPLIES THAT WE NEED FOR THE PASSENGER EXPERIENCE TO THE, TO THEIR TRAVELS TO THE A US. UH, THIS ALSO INCLUDES, UH, SELF-SERVICE KIOSK PRINTERS, UH, AND COMPONENTS TO FIX THOSE SO THAT THERE'S NO INTERRUPTIONS IN SERVICE. IS THIS A CONTINUATION OF EXISTING, UH, OF AN EXISTING CONTRACT WITH BOTH VENDORS? YES. YES. THEY WERE THE INCOME VENDOR FROM LAST YEAR'S CONTRACTS OR THE PREVIOUS YEARS, AND THEY, THEY WERE THE WIN YOU BIDDERS THIS TIME AROUND AS WELL. OKAY. AND SO THIS IS, UM, I, I DIDN'T UNDERSTAND THIS, BUT THE, THE, WHEN YOU GET A, A BAGGAGE CLAIM TICKET OR A TICKET AT A KIOSK AT THE AIRPORT, I PRESUME THAT THE AIRLINES CHIP IN, THEY'RE, THEY'RE PAYING PART OF THEIR FEE IS FOR THAT, BUT THE, IT IS SUPPLIED BY THE AIRPORT, AND I PRESUME IN CASE YOU NEED TO CHANGE AROUND, LIKE HAVE MORE KIOSKS FOR ONE AIR AIRLINE OR, OR, YOU KNOW, MOVE THINGS AROUND THAT GIVES YOU SOME FLEXIBILITY THAT IT'S STANDARDIZED THROUGHOUT THE AIR THE, UM, AIRLINES. SO, SO THIS, THIS IS FOR THE SHARED USE, UH, EXPERIENCE, NOT THE INDIVIDUAL PROPRIETARY AIRLINE, UM, EQUIPMENT. SO THIS IS FOR ANY, UH, AIRLINE THAT'S COMING IN AND IS TAKING ADVANTAGE OF OUR SHARED USE TICKET COUNTERS AND OUR GATE COUNTERS. THAT EQUIPMENT IS THERE FOR THERE, AND THIS IS WHAT THIS CONTRACT IS FOR. OKAY. OKAY. SO TWO AND A HALF MILLION DOLLARS OVER FIVE YEARS? CORRECT. ALL RIGHT. WE HAVE A MOTION AND A SECOND. ARE THERE ANY OTHER QUESTIONS? ALL RIGHT, I'LL CALL THE VOTE. OH, SURE. GO AHEAD. COMMISSIONER HENDRICKS, WHO UTILIZES THOSE SHARED USE TICKETING BOOTHS? I'M NOT EVEN FAMILIAR WITH WHERE THEY'RE AT, I GUESS. THANK YOU FOR THE QUESTION. TRACY THOMPSON, CHIEF COMMERCIAL OFFICER. SO THERE ARE AIRLINES THAT OPERATE FROM LEASED GATES CALLED PREFERENTIAL LEASE GATES, SUCH AS AMERICAN SOUTHWEST. AND THEY HAVE THEIR OWN PROPRIETARY EQUIPMENT WITH THEIR OWN, UM, UH, SERVICES AND THEIR OWN PAPER. BUT WE HAVE SEVERAL GATES AT THE AIRPORT THAT WE CALL SHARED OR COMMON USE GATES. AND THEY'RE FOR AIRLINES THAT DON'T LEASE A GATE ALL YEAR LONG, AND THAT COULD BE A JET BLUE SUN COUNTRY SPIRIT. THOSE AIRLINES DON'T HAVE THEIR OWN, THEIR OWN GATES AND THEIR OWN TICKET COUNTERS. SO THE AIRPORT HAS SHARED OR COMMON USE FACILITIES, AND THEY PAY ON A PER USE BASIS TO USE THOSE FACILITIES. SO SINCE WE OWN AND OPERATE THOSE FACILITIES AS THE AIRPORT, WE PROVIDE THE EQUIPMENT AND THE PAPER FOR THAT EQUIPMENT. IS THAT RIGHT, CHRIS? WE GOT IT. YOU'RE WELCOME. DO YOU, ARE YOU ALLOWED TO TELL US WHICH, HOW MANY GATES THERE ARE? GENERALLY? WE HAVE A, I WILL, I'M GOING TO GUESS 11, BUT I'LL CONFIRM IT WITH YOU. OKAY. DOES THAT SOUND RIGHT, RAJIV 11? I BELIEVE SO, LIKE LESS THAN THIRD. AND IT ALSO INCLUDES THE INTERNATIONAL AIRLINES DON'T LEASE A GATE. RIGHT? RIGHT. SO THEY ARE A SHARED USE OR COMMON USE GATE AS WELL, SO THAT WE HAVE A COMBINATION OF INTERNATIONAL COMMON USE GATES AND THEN, UH, STRICTLY DOMESTIC COMMON USE GATES FOR OUR AIRLINES THAT DON'T LEASE GATES. OKAY, GREAT. UH, ALL IN FAVOR OF THIS, UM, RECOMMENDATION. OKAY. THAT'S EVERYONE. THANK YOU. THANKS. [7. Authorize negotiation and execution of a contract for aviation security services at controlled access points with the American Association of Airport Executives, for up to five years for a total contract amount not to exceed $2,266,079. [Note: Sole source contracts are exempt from the City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program); therefore, no subcontracting goals were established.]] ITEM NUMBER SEVEN IS TO AUTHORIZE NEGOTIATION AND EXECUTION OF A CONTRACT FOR AVIATION SECURITY SERVICES AT CONTROLLED ACCESS POINTS WITH AMER, WITH THE AMERICAN ASSOCIATION OF AIRPORT EXECUTIVES. I'M SURE THAT THAT IS AN ACRONYM, COMMISSIONER C**N, UM, FOR UP TO FIVE YEARS FOR A TOTAL AMOUNT NOT TO EXCEED $2,266,079. UM, IS THERE ANYONE HERE TO SPEAK TO THAT? OH, HELLO AGAIN, . THANK YOU. LET'S GET THE MOTION. OH, LET'S CALL A MOTION FIRST. UH, UH, SO MOVED BY, UH, SECRETARY ROSE AND A SECOND BY YOUNG. THANK YOU. ALRIGHT, GOOD AFTERNOON AGAIN. UH, THIS [00:35:01] CONTRACT IS WITH AAAE, AS YOU MENTIONED BEFORE, WITH THE ACRONYM. UH, THIS WILL PROVIDE A US WITH REQUIRED, UM, SCREENING PROCESS THAT IS MANDATED FROM TSA AND FAA REQUIRED. UH, THEY'LL, THAT WILL PROVIDE US WITH MANDATED FINGERPRINTING AND BACKGROUND CHECKS, UH, ACCESS TO ALL THAT WILL THEN PROVIDE THOSE USERS TO, UH, ALL ACCESS SECURED AREAS WITHIN THE AIRPORT. UH, THIS WILL ALSO WILL PROVIDE US PI SECURITY, UH, THREAT ASSESSMENTS. IT WILL ALSO GIVE US, UM, COMPUTER-BASED TRAINING THAT IS REQUIRED FROM TSA BEFORE YOU ARE ALLOWED TO GET YOUR BADGE TO BE ABLE TO ACCESS SOCIAL SECURITY AREAS. SO THAT IS WHAT THIS CONTRACT IS DEEMED FOR. UH, THESE SERVICES CAN ONLY BE PROVIDED BY A TSA APPROVED VENDOR. AND THIS COMPANY IS ONE, I UNDERSTAND THIS COMPANY IS A TRADE GROUP, CORRECT? IT'S THE TRADE ASSOCIATION FOR, I'M SPEAKING FOR SOMEONE ELSE. I'D HAVE TO GET BACK TO AGREE WITH THAT. YES. YEAH, IT IS, IT IS THE TRADE ASSOCIATION. AND THIS IS PRETTY STANDARD, CORRECT? UM, YOU DON'T KNOW HOW IT, WHETHER THERE, THERE, IT'S SORT OF, IT TRACKS WITH THE INFLATION RATE OR WHETHER THERE'S A JUMP FROM PREVIOUS YEARS OR IT'S ABOUT STANDARD. I DON'T KNOW THAT ANSWER, BUT, UH, I WOULD SAY IT'S STANDARD. WE, WE TRY TO MAKE SURE WE ARE FOLLOWING THROUGH WITH PROCUREMENT PROCESSES AND MAKING SURE THAT THE, THE DOLLAR AMOUNTS ARE, WELL, THIS IS SUPER KEY, PARTICULARLY WITH ALL THE CONSTRUCTION GOING ON RIGHT NOW. SO WE HAVE A MOTION AND A SECOND, UH, COMMISSIONERS. ANY OTHER QUESTIONS REGARDING THIS? OKAY. ALL IN FAVOR. THANK YOU. UH, THAT'S EVERYONE. ANYONE OPPOSED OR ABSTAINING? OKAY, THAT'S EVERYONE. CONGRATULATIONS. THERE WE GO. UM, [ITEMS 8 - 13] WE ARE UP TO THE, UH, DISCUSSION ITEMS, WHICH ARE, UH, ALL APPROVED ON CONSENT. UH, TRACY, WOULD YOU LIKE TO ADDRESS THIS? TRACY THOMPSON? SURE. THANK YOU VERY MUCH. TRACY THOMPSON, CHIEF COMMERCIAL OFFICER. THERE WERE TWO COUNCIL UH, MEETINGS IN THE MONTH OF SEPTEMBER. SO ITEM NUMBER EIGHT WAS AN ITEM THAT WAS APPROVED ON CONSENT ITEM NUMBER THREE AT THE MEETING ON SEPTEMBER 12TH. AND THE REMAINING ITEMS UNDER THIS SECTION, ITEMS NINE THROUGH 13, WERE ALL APPROVED BY THE CITY COUNCIL ON CONSENT, UM, ON THE MEETING ON SEPTEMBER 26TH. AND TO REPEAT WHAT JASON SAID, WE SO APPRECIATE THE COMMISSION'S SUPPORT FOR ALL THESE, UH, SIGNIFICANT COUNCIL ACTION ITEMS. AND LYNN'S NODDING HER HEAD AS WELL. SO THANK YOU SO MUCH. UH, PLEASE ANSWER ANY QUESTIONS REGARDING THESE ITEMS. ANY QUESTIONS FOR TRACY THOMPSON, CHIEF COMMERCIAL OFFICER? WELL, WE ARE PLEASED. I MEAN, SPEAKING ON BEHALF OF MY COLLEAGUES, I THINK WE ARE PLEASED THAT WE FINALLY HAD THE OPPORTUNITY TO APPROVE THESE CONTRACTS, TO GET THIS PROCESS GOING AND TO GET THESE PROJECTS MOVING ALONG AND WITH, UM, CONGRATULATIONS. [FUTURE AGENDA ITEMS] OKAY. COMMISSIONERS, UH, WE HAVE, UM, ONE MORE ITEM, WHICH IS MADAM CHAIR. CAN I YEAH. ASK A QUESTION? SURE. IT MAY BE TIMELY NOW OR MAYBE TIMELY LATER, BUT I FEEL LIKE WE'VE GOT A LOT TO CELEBRATE GIVEN ALL THE WORK IT'S BEEN DONE BY THE TEAM, BY THE COUNCIL, BY THE PRIVATE SECTOR, THE LAST, YOU KNOW, YEARS, BUT PARTICULARLY THESE LAST MONTHS. I'M WONDERING JUST FROM A OVERSIGHT SLASH COLLABORATION STANDPOINT, IF WE THINK ABOUT GOING FORWARD, AND I'M LOOKING YOUR WAY, GO FORWARD MEETINGS, WE'VE GOT THESE MULTIPLE PROJECTS IN, YOU KNOW, PARALLEL EXECUTION, THEY'RE WELL-DEFINED HERE, TIMELINES FOR DELIVERY DEFINED HERE. IT WOULD BE INTERESTING, I THINK IF OUR UPDATE EVOLVED INTO A, LIKE A, LIKE A, A DASHBOARD, JONATHAN, TO USE THE TERM, A DASHBOARD THAT ALLOWED US TO UNDERSTAND WHICH PROJECTS ARE ON TRACK, WHICH PROJECTS MAY BE FALLING BEHIND SCHEDULE, WHICH PROJECTS MAYBE ARE AHEAD OF SCHEDULE, SOMETHING THAT WOULD BE CLEAN AND EASY FOR US. AND IT MIGHT BE A GOOD, YOU KNOW, PUBLIC SLASH ACCOUNTABILITY SLASH FOR US, WE'RE YOUR PARTNERS, RIGHT? FOR US TO BE ABLE TO BE DOWN IN THOSE TRENCHES WITH YOU. THAT'S JUST AN IDEA. MAYBE THAT'S SOMETHING WE CAN DISCUSS FURTHER AS TO WHAT THE COMMISSIONERS WANT. UM, WE ARE, I THINK THAT COULD BE USEFUL. I I'M GONNA CALL THAT A FUTURE AGENDA ITEM. YEP. AND I'M GONNA HAVE TO SAY THAT I, LYNN AND I PRIOR TO THE MEETING HAD A SIMILAR CONVERSATION ABOUT THE PROJECTS THAT THERE ARE CURRENTLY, UM, THIS DEPART. YOUR DEPARTMENT HAS TWO THINGS THAT WE, ONE THING WE'VE SEEN BEFORE, WHICH IS A BAR CHART THAT SHOWS THE VARIOUS PHASES OF THE PROJECTS. AND WE CAN SORT OF TELL IF THE, IF IT'S SUPPOSED TO BE FINISHED, IF COMPLETION IS SUPPOSED TO BE 2020 Q4, 2026, AND IT'S Q4 2026, AND IT'S STILL IN, YOU KNOW, DESIGN OR SOMETHING LIKE THAT, WE'LL BE ABLE TO TELL THAT. BUT THERE'S ALSO ANOTHER CHART THAT I HAD NEVER SEEN TILL [00:40:01] TODAY THAT, THAT LYNN WILL BRING FORWARD NEXT MONTH THAT SHOWS THE VARIOUS PHASES OF THE DIFFERENT PROJECTS. BUT THAT SAID, WE DON'T KNOW ABOUT HOW THEY'RE BEING FINANCED OR PAID OR, OR WHERE THEY ARE IN THE BILLING PROCESS, UM, FOR THOSE, BUT I KNOW THAT IV IS WORKING ON IT AND, UM, THAT WAS SOMETHING THAT WAS INFORMATION THAT WE USED TO SEE. BUT I, I THINK A DASHBOARD, UM, WOULD BE SUPER HELPFUL ALL ALONG THE WAY. UH, UH, I, I AGREE AND I THINK WE'RE AT A POINT MM-HMM, , UM, YOU KNOW, WE'VE, WE'VE UTILIZED THE JOURNEY WITH O SLIDE DECK FOR, YOU KNOW, THE PURPOSES WE'VE BROUGHT IT FORWARD FOR. IT'S TO PROVIDE A VERY HIGH LEVEL UPDATE ON THOSE PROJECTS. UM, BUT ALSO BEAR IN MIND THAT WE ARE GOING TO BE KEEPING OUR PUBLIC FACING WEBSITE VERY UPDATED. I MEAN, WE'RE VERY EXCITED TO GET THESE THINGS UP AND RUNNING TO KIND OF SHOWCASE THAT FOR ANYBODY THAT WILL COME TO, TO SEE IT. SO, UM, BETWEEN LYNN AND SAM, OUR, UH, DEPUTY CHIEF OVER COMMUNICATIONS AND MYSELF AND TRACY, I THINK WE'RE GONNA COME UP WITH SOME WAYS TO, TO DAYLIGHT A LOT MORE OF THIS IN A, IN A DIGESTIBLE BUT ALSO MEANINGFUL WAY FOR YOU ALL. WELL, ALSO BECAUSE THERE ARE A NUMBER OF DIFFERENT, UM, CONTRACTORS, SUBCONTRACTORS, TRADES, IT'S, UM, IT GETS VERY COMPLICATED AND WE WOULD HATE FOR THINGS NOT TO BE COORDINATED. AND IT HELPS THE MORE EYES ON IT, THE BETTER TO SORT OF ASK QUESTIONS TO MAKE SURE THAT THE COORDINATION ISSUES ARE, UM, THERE. THANK YOU. THANK YOU. OKAY. WELL, I'M GONNA CALL THAT A FUTURE AGENDA ITEM. DO, WOULD YOU MAKE A MOTION AND I, UM, AND JUST A REQUEST FOR A FU FOR A DISCUSSION AROUND A FUTURE AGENDA ITEM THAT WOULD SPEAK TO AND HELP DEVELOP WHAT THAT FUTURE REPORTING WOULD LOOK LIKE, UH, CARRYING FORWARD JOURNEY WITH A US AND I WILL SECOND A SUPPORT FOR A, A DASHBOARD OR SOME REPORTING THAT IS PUBLIC FOR, TO TRACK THE PROJECTS DISCUSSION AROUND THAT. THANK YOU. UM, COMMISSIONERS, DO WE HAVE ANY OTHER, UM, FUTURE AGENDA ITEMS? I, I HAVE TWO. OH, YOU HAVE ONE? GO AHEAD, PLEASE. ONE THING, I, UM, I KNOW THAT WE RECENTLY HAD THE CONSTRUCTION TRAINING PROGRAM AND TO KIND OF GIVE A BIGGER OVERVIEW OF THAT PROGRAM, BUT LYNN BROUGHT UP SOMETHING EARLIER ABOUT JUST HOW MANY PEOPLE THERE ARE WORKING ON THAT ONE PROJECT, THE AIRPORT. SO I THINK AS WE MOVE FORWARD, NOT AT EVERY MONTH KIND OF DEAL, BUT AT EVERY SO OFTEN KIND OF DEAL, I WOULD LOVE TO SEE AN UPDATE, ESPECIALLY AS THESE BIG PROJECTS GET OFF THE GROUND OF HOW MANY APPRENTICES ARE BEING UTILIZED THROUGH THAT PROGRAM ON SPECIFIC AIRPORT PROJECTS, WHICH WAS NOT INCLUDED IN THAT LAST CTP REPORT. SO I THINK THAT WOULD BE INTERESTING TO SEE KIND OF HOW WE'RE IMPACTING THE COMMUNITY, ESPECIALLY WHEN WE'RE LOOKING AT THE MOBILITY AND INFRASTRUCTURE SECTOR PARTNERSHIP AND THE INFRASTRUCTURE ACADEMY. SO THANK YOU. THAT WOULD BE REALLY HELPFUL. I WILL SAY ANECDOTALLY, AND I MAY HAVE MENTIONED THIS EARLIER, THAT WHEN WE WENT TO THE WET JOB WAS THE, WHEN THE FIRST STEEL WAS ERECTED FOR THE WEST GATE EXPANSION, I WAS ON THE SITE AND FOR THAT EVENT, AND THERE WERE QUITE A FEW APPRENTICE APPRENTICES AND WOMEN WORKING THAT DAY. AND, UM, I WAS REALLY PLEASED TO SEE THAT, OF COURSE, THEY'RE NOT IN THE FIRM MANAGEMENT, BUT MAYBE ONE DAY THEY WILL BE. UM, THE TWO FUTURE AGENDA ITEMS I WAS THINKING ABOUT, ONE IS RELATED TO, UM, WHETHER THIS BODY WANTS TO HAVE A RETREAT OR SOME KIND OF LEARNING MEETING, EITHER FACILITATED BY STAFF OR NOT. I KNOW THAT WE DID THIS ABOUT A YEAR AGO, UM, WHEN, UM, WHEN WE, WE GOT A BUNCH OF NEW COMMISSIONERS AND PRESUMABLY THERE WILL BE A BUNCH OF NEW COMMISSIONERS, UM, AFTER THE ELECTION, AND USUALLY THERE'S A TRANSITION, UH, THOSE THAT ARE, UM, JEREMY TIME'S OUT. I, I DON'T TIME OUT, BUT I WILL LIKELY TIME OUT. AND FOR BRINGING ON ONBOARDING NEW COMMISSIONERS, AND ALSO TO KEEP YOU ALL, UM, UP TO SPEED, WHETHER THERE COULD BE TWO DIFFERENT KINDS OF THINGS. ONE IS A RETREAT AMONG THE, THOSE SERVING FOR ANOTHER TWO TO FOUR YEARS ON THIS BODY, WHAT YOUR GOALS ARE AND HOW WE CAN ACCOMPLISH THAT AND WHAT INFORMATION IS LACKING. SO THAT WAS ONE IDEA I HAD, UH, A, A FUTURE AGENDA ITEM TO DISCUSS WHETHER WE DID EVEN WANNA HAVE A RETREAT. SO I WILL MAKE THAT MOTION IF IT'S NOT A POPULAR IDEA. IF YOU'RE FINE WITH THE WAY IT GOES. NOW. THAT'S, I UNDERSTAND THAT TOO, BUT IF THERE IS A SECOND, I, I'M NOT GONNA BE HERE, SO I'M NOT, I DON'T REALLY CARE ONE WAY OR THE OTHER, BUT, UH, UH, HOW DOES THAT WORK WITH QUORUM? I'M JUST RULES, I'M JUST GETTING POSTED. YOU, I'M JUST CURIOUS. YEAH, YOU POST IT POSTED. OH, POSTED. OKAY. YEAH, I WAS JUST CURIOUS. THANK YOU. AND NO BUSINESS IS CONDUCTED, BUT IT'S A INFORMATION SESSION TO DISCUSS THINGS. UH, NO, THIS WILL BE LIKE A, I'M JUST PROPOSING A FUTURE AGENDA ITEM, WHETHER [00:45:01] THIS BODY WOULD LIKE TO HAVE A RETREAT. YES. COMMISSIONER KUHN. OH, OKAY. WAIT, DO I HAVE A SEC? I SAY YOU CAN, YOU CAN COUNT ME IN. OH, THANK YOU. ALL RIGHT. GREAT FEEDBACK. YEAH, UM, I TOTALLY SUPPORT THAT. 'CAUSE WHEN I STARTED THIS ROLE AND I, THE FIRST SESSION WAS ORIENTATION, THAT HELPS, UM, A LOT. SO THE SECOND TIME REFRESHER, THAT WILL BE GREAT FOR THE EXISTING COMMISSIONER, BUT DEFINITELY FOR THE NEW COMMISSIONER. THANK YOU. AND I GUESS I SHOULD HAVE MAYBE MENTIONED THIS FIRST BEFORE I MENTIONED MY, THE IDEA OF A RETREAT OR AN ORIENTATION IS A MANUAL IS A, IS A KIND OF A, UM, A BOOK OR A GUIDEBOOK FOR THAT. SO ALL THE COMMISSIONERS ARE AT THE SAME LEVEL AND, AND WE'RE GETTING THE KIND OF INFORMATION THAT IS USEFUL TO US AND TO OUR COUNCIL MEMBER. UM, THERE ARE A LOT OF THINGS, EVEN AFTER, UH, FIVE YEARS ON THIS COMMISSION, I STILL, I'M, I DON'T KNOW HOW THINGS WORK AND YOU'VE BEEN SUPER PATIENT WITH ME AND HELPFUL EXPLAINING THEM, AND WE'RE, WE'RE TRYING TO DO THE BEST JOB WE CAN, BUT THE MORE INFORMATION WE HAVE, THE BETTER AND THE CLEARER IT IS AND DESIGNED FOR MEMBERS OF THE PUBLIC WITH OUR EXPERTISE THAT IS NOT NECESSARILY AVIATION, BUT MAYBE REAL ESTATE OR DESIGN OR BUSINESS DEVELOPMENT OR LABOR OR PUBLIC RELATIONS OR BANKING, YOU KNOW, THAT WOULD BE REALLY HELPFUL, I THINK, TO KEEP US PROCEDURALLY RIGHT. YOU NEED A SECOND? I'LL MAKE THAT SECOND. OKAY. THANK YOU. AND I, I, IS IT AGREEABLE TO YOU AS THE MAKER OF THE MOTION THAT THAT'S JUST SORT OF A CATCHALL DISCUSSION AROUND OUR RHYTHM OF ENGAGEMENT TO INCLUDE THOSE ITEMS YOU JUST MENTIONED? WELL, TO INCLUDE, TO HAVE A, TO HAVE A, A, A, UH, A, A TRAINING MANUAL OR GUIDEBOOK THAT WILL EXPLAIN, YOU KNOW, BEYOND WHAT YOU HAVE TO DO FOR, TO, FOR BOARDS AND COMMISSIONS, TRAINING ON HOW TO CONDUCT YOURSELF OR ROBERT'S RULES OF ORDER, BUT WHAT KINDS OF THINGS YOU'LL BE LOOKING AT AS A COMMISSIONER AND WHAT WILL BE EXPECTED OF YOU TO, TO DO, UM, IN THAT ROLE IN ADDITION TO MAYBE THE, THE ORIENTATION AND THE POTENTIAL OF A RETREAT. RIGHT. THOSE THINGS ALL WRAPPED, THEY ALL KIND OF GO TOGETHER. YEAH. DO WE? OKAY. GOOD. ALL RIGHT. WELL, I, YOU GUYS ARE AWESOME BECAUSE YOU COME TO THE MEETINGS, WE HAVE HAD QUORUM, UM, I THINK AT, AT EVERY MEETING, WHICH IS EXTREMELY RARE FOR ANY VOLUNTEER BORDER COMMISSION WITH THE CITY OF AUSTIN. SO CONGRATULATIONS TO ALL OF US FOR SHOWING UP AND MORE CONGRATULATIONS TO THE AIRPORT WHO HAS A LOT OF WORK TO DO. AHEAD. ALL RIGHT. UH, DO WE HAVE ANY OTHER, UM, ITEMS TODAY OR FUTURE AGENDA ITEMS? ANY ANNOUNCEMENTS? OKAY. GOING OFF SCRIPT HERE. OKAY. WELL, UM, SEEING NONE, I REALLY THANK YOU. I WANNA ANNOUNCE THAT THE NEXT REGULAR MEETING IS SCHEDULED FOR WEDNESDAY, NOVEMBER 13TH, 2024. AND WITH THAT, UM, WITH NO, UH, OBJECTION, WE ARE ADJOURNED. THANK YOU ALL. THANKS EVERYBODY. THANK YOU. THANK YOU. . * This transcript was created by voice-to-text technology.
