BUT FIRST OFF, UM, HOW WE LOOK AT THE FLEET IS WE MANAGE THE FLEET THROUGH WHAT WE CALL OUR MOBILITY STRATEGY. THE MOBILITY STRATEGY IS DESIGNED FOR INNOVATION, SUSTAINABILITY, AND EFFICIENCY. AND THE UNDERPINNINGS OF THAT ARE REALLY ADVANCED AUTOMOTIVE TECHNOLOGY AND KIND OF DIFFERENT MOBILE MOBILE SOLUTIONS THAT WE'VE GOT OUT THERE. MOVING TO ELECTRIC VEHICLES IS ONE OF THOSE TECH TECHNICAL AREAS THAT WE'RE MOVING TO, BUT WE'RE ALSO DEPLOYING TELEMATICS AND WE'VE DEPLOYED TELEMATICS ACROSS THE ENTIRE FLEET FOR THE ENTIRE CITY OF AUSTIN, INCLUDING AUSTIN RESOURCE RECOVERY VEHICLES AND ADVANCED, UH, DRIVER SAFETY EQUIPMENT AS WELL. WE HAVE ALIGNED OUR FLEET WITH THE CITY OF AUSTIN'S SUSTAINABILITY GOALS. YOU COULD SEE THAT IN THE PAST SLIDE THAT WE DO ADOPT, UH, QUITE A FEW, A FEW ALTERNATIVE FUELS. AND WE'RE LOOKING FOR ELECTRIFICATION, WHICH IS THE ALTERNATIVE TO ALTERNATIVE FUELS ACTUALLY. AND WE DO A BIT OF DATA-DRIVEN PREDICTIVE ANALYTICS. SO WE HAVE SOME AI ALGORITHMS, AND WE'RE LOOKING AT THE FLEET AND WE'RE TRYING TO UNDERSTAND WHAT'S BREAKING AND WE'RE TRYING TO GET AHEAD OF IT. SO THE CLIMATE EQUITY PLAN, UH, FOR THE CITY OF AUSTIN ASKS US TO, UM, DRIVE, UH, 40% OF OUR TOTAL MILES DRIVEN, BE IT BATTERY ELECTRIC VEHICLE BY 2040. SO THAT IS OUR GOAL. AND IN ORDER TO DO THAT, WE WOULD NEED TO BUY ROUGHLY ABOUT 2100 BEVS BY 2040. UM, THIS WOULD BE AN INCREMENTAL COST ON TOP OF, UH, OUR NORMAL PURCHASE PRICE FOR THE EQUIVALENT INTERNAL COMBUSTION VEHICLE, ABOUT 12 AND A HALF MILLION DOLLARS. AND WE'D HAVE TO INCREASE OUR BEV INVENTORY BY 14% PER YEAR, AND WE'D HAVE TO BILL ABOUT $11.3 MILLION IN CHARGING INFRASTRUCTURE. AND WE'RE ON OUR WAY TO DO THAT TODAY. BUT THIS IS OUR CURRENT GLIDE PATH TODAY. SO THE QUESTION IS HOW DO YOU GET THERE? UH, SO OUR FLEET TRAVELS 45 MILLION MILES A YEAR, ARE ON ROAD FLEET INVENTORY IS ABOUT 5,100 VEHICLES. THE VEHICLES THAT WE CAN BUY THAT ARE BATTERY ELECTRIC TODAY, THE PRODUCT OFFERING FROM THE MANUFACTURERS FALLS INTO THE LIGHT AND MEDIUM DUTY, UH, FLEET SEGMENT. THE BOTTOM CHART KIND OF ILLUSTRATES WHICH VEHICLES THAT WE WOULD TARGET FOR REPLACEMENT OVER THE NEXT 17 YEARS. AND THIS DOES INCLUDE AUSTIN RESOURCE RECOVERIES, LIGHT DUTY FLEET, AND MEDIUM DUTY FLEET. IT DOES NOT INCLUDE THEIR REFUSE TRUCKS, BUT WE'LL TALK ABOUT THAT IN A MINUTE. AND IT, THIS DOES ALSO INCLUDE THE, UH, PUBLIC SAFETY OR BLACK AND WHITE VEHICLES THAT, UH, WE HAVE IN THE FLEET, ALTHOUGH WE ARE WORKING ON A PILOT PROGRAM FOR THEM AT THIS TIME AS WELL. SO TO MAKE SURE THAT WE DO THIS RIGHT AND WE DON'T BREAK OUR OPERATION, OUR GOAL IS TO TAKE A VERY STRATEGIC APPROACH TO ADOPTING BATTERY ELECTRIC VEHICLES. AND FIRST OFF, WE [00:10:01] WANT TO ENSURE THAT OPERATIONAL SOUNDNESS IS MET BY THE VEHICLE WHEN WE BUY THE VEHICLE, THAT THE VEHICLES THAT WE BUY, THE BATTERY ELECTRIC VEHICLES MUST MEET THE SERVICE DUTY REQUIREMENT THAT THE DEPARTMENT HAS. WE PRIOR ARE PRIORITIZING THE LIGHT DUTY VEHICLES INITIALLY BECAUSE THAT'S WHAT THE MANUFACTURERS ARE PRODUCING AND ARE AVAILABLE FOR US TO BUY TODAY. AND WE DO BELIEVE HEAVILY IN EVALUATING AND TESTING NEW BEV TECHNOLOGY THROUGH PILOT PROGRAMS. AND WE'LL TALK ABOUT WHAT WE MIGHT DO WITH A RR HERE IN JUST A FEW MINUTES. BUT MOST IMPORTANTLY IN THE LONG POLE IN THE TENT IS SETTING THE TRANSITION TIMING GOAL TO ALIGN WITH CHARGING INFRASTRUCTURE DEVELOPMENT AND BATTERY TECHNOLOGY ADVANCEMENTS. WE DON'T WANT TO GET AHEAD OF OURSELVES. IT'S EASY TO BUY VEHICLES. IT'S MUCH HARDER TO BUILD CHARGING INFRASTRUCTURE AND MAKE SURE IT'S AT THE RIGHT PLACE AND THAT CAN DO THE JOB FOR YOU. SO TODAY WE HAVE A, UH, NATIONALLY RECOGNIZED BATTERY ELECTRIC VEHICLE PROGRAM. WE HAVE 351 BATTERY ELECTRIC VEHICLES IN SERVICE TODAY. WE'VE SAVED $2.8 MILLION TO THE ON THE PROGRAM LIFE TO DATE. UH, IT'S BASICALLY ABOUT $1,200 A VEHICLE ON AN ANNUALIZED BASIS. 48% OF THE SAVINGS IS COMING FROM FUEL, AND 52% OF THOSE SAVINGS IS COMING FROM MAINTENANCE. THERE ARE HALF THE MOVING PARTS IN A BATTERY ELECTRIC VEHICLE COMPARED TO AN INTERNAL COMBUSTION ENGINE VEHICLE. SO THEY THEORETICALLY SHOULD BE MORE RELIABLE AND IN IT'S BEEN OUR EXPERIENCE SO FAR THAT THEY ARE, AGAIN, UH, THE LONG POLE IN THE TENT IS CHARGING INFRASTRUCTURE. WE'VE BUILT 198 CHARGING PORTS FOR OUR FLEET. WE ARE BASICALLY 1.8 VEHICLES PER CHARGING PORT ACROSS THE CITY OF AUSTIN. BUT THERE ARE 1500 PUBLIC CHARGING STATIONS THAT THE FLEET COULD USE AS WELL TO CHARGE THEIR VEHICLES NO MATTER WHERE THEY ARE IN THE CITY OF AUSTIN. UH, FROM A, UH, GREENHOUSE GAS IMPACT, UH, WE'RE SAVING 7,900 METRIC TONS OF GREENHOUSE GAS ON AN ANNUALIZED BASIS. SO FAR IN 2024, UH, WE ARE, WE RECOGNIZE THAT THE TRANSPORTATION SECTOR IS 25 TO 30% OF ALL GREENHOUSE GAS OUTPUT. AND WE ARE TRYING TO DO OUR PART TO MAKE A DIFFERENCE. AND THIS IS WHAT IT'S DONE FOR US SO FAR. OKAY, THIS SLIDE IS ALWAYS A VERY INTERESTING ONE FOR US. WHEN I WALK INTO A ROOM AND IF I WALKED INTO A ROOM OF A THOUSAND PEOPLE, I WOULD WALK OUT WITH A THOUSAND DIFFERENT OPINIONS ON WHETHER BATTERY ELECTRIC VEHICLES ARE A GOOD THING OR A BAD THING. EVERYBODY HAS A DIFFERENT OPINION OF 'EM. I COULD TELL YOU FOR SURE THAT ONCE SOMEBODY DRIVES A BATTERY ELECTRIC VEHICLE, THEY HAVE A DIFFERENT OPINION THAN WHAT THEY HAD BEFORE THEY DROVE ONE, BECAUSE THEY'RE A LOT OF FUN TO DRIVE, SUPER QUIET, VERY RESPONSIVE. THEY'RE JUST REALLY A, A, A MUCH EASIER VEHICLE TO DRIVE A LOT OF TECHNOLOGY IN THESE VEHICLES. BUT WINNING THE CULTURE IS A VERY DIFFICULT TASK FOR US, AND WE RECOGNIZE THAT, THAT WE NEED TO WIN THE CULTURE ACROSS THE ENTIRE CITY OF AUSTIN. AND WE HAVE A 80% PARTICIPATION RATE ACROSS ALL THE DEPARTMENTS AT THE CITY OF AUSTIN. SO EVERYBODY'S TRYING THEM, ALL THE DEPARTMENTS ARE INTO IT. UH, AUSTIN RESOURCE RECOVERY IS ALSO, UH, HAS 13 BATTERY ELECTRIC VEHICLES, WHICH BASICALLY IS ABOUT 4% OF OUR TOTAL DEPLOYED BEVS. THEY'VE GOT FIVE ON TAP OR SIX ON TAP FOR 2025. BUT TO BE FAIR, THEY ONLY HAVE 97 LIGHT DUTY AND MEDIUM DUTY VEHICLES. THE REST OF THEIR FLEET IS ALL VERY HEAVY DUTY VEHICLES, SO THEY DON'T REALLY FIT THE MOLD, BUT, UH, UH, BUT THEY ARE DOING THEIR PART TO ADOPT BATTERY ELECTRIC VEHICLES WITH THEIR LIGHT DUTY FLEET IN, IN 2025 MORE SO THAN EVER BEFORE. AND EACH ONE OF THESE GRANTS HAS ITS OWN CRITERIA. UH, IN MANY RESPECTS, THE FLEET DEPARTMENT WILL NOT ONLY LOOK AT THE VEHICLES WITH A RR, BUT MIGHT COMBINE THOSE VEHICLES AND GRANTS WITH, UH, WATERSHED PROTECTION OR AUSTIN RESOURCE OR ARE, UH, AUSTIN WATER OR AUSTIN ENERGY, [00:20:01] AND JUST TRY TO MAXIMIZE THE VALUE OF THESE GRANTS. THESE GRANTS HAVE CERTAIN CRITERIA THAT SAYS YOU'VE GOTTA HAVE, UH, LET'S SAY, UH, A VEHICLE THAT'S A 2011 AND OLDER WITH AN ENGINE SIZE OF X AND YOU KNOW, YOU HAVE TO HAVE THREE OR FOUR OF THESE TO BE ABLE TO TAKE ADVANTAGE OF THE GRANT. SO WE'LL COMBINE ALL THE DEPARTMENTS TOGETHER TO MEET THE CRITERIA. THERE ARE A NUMBER OF STATE GRANTS THAT ARE AVAILABLE THERE AS WELL. WE'VE HAVE LIKE THREE ACTIVE GRANTS THAT WE'RE WORKING ON RIGHT NOW. WE'RE CURRENTLY ACTIVE, UH, FOR SOME CHARGING INFRASTRUCTURE. AND THEN, UH, FINALLY, AS FAR AS WAYS TO KIND OF COVER SOME OF THE COST, UH, IS THE INFLATION REDUCTION ACT. UH, WE ARE APPLYING FOR THE $7,500 TAX CREDIT WITHIN THE FLEET DEPARTMENT. WE DO APPLY FOR THOSE TODAY, AND WE, WE DO GET THAT AND WE GET REFUNDED. UM, THE INTERESTING THING IS, AND I DIDN'T REALLY KNOW THIS UNTIL I STARTED REALLY LOOKING AT THIS, IS THAT OVER 14,000 POUNDS, IT'S A $40,000 TAX CREDIT THAT WE COULD GET. SO WE FULLY EXPECT TO BE ABLE TO TAKE ADVANTAGE OF THAT WITH SOME OF THE ELECTRIC REFUSE TRUCKS WHEN WE START BUYING SOME OF THIS HEAVIER DUTY EQUIPMENT. I MEAN, DO WE WANT TO GO THE SET A COMMITTEE ROUTE, OR DO WE WANT TO USE WORKING GROUPS OR A COMBINATION, WHICH WE HAVE DONE IN THE PAST. AND I THINK IT'S, UH, IT'S BENEFICIAL TO HAVE THE INPUT OF THE COMMUNITY. AND THAT'S WHAT WE'VE BEEN ABLE TO ACCOMPLISH ON MANY, MANY OF THESE SUBCOMMITTEE WORKING GROUP, UH, COLLABORATIONS. BUT, UH, ANYWAY, I, AGAIN, I'M, I'M OPEN TO TABLING THIS, PUTTING OUR HEADS TOGETHER BETWEEN NOW AND THE NEXT MEETING, IF THAT BE THE WILL OF THIS COMMISSION. SO I, I MAKE THE MOTION. WILL WE TABLE IT TO I SECOND? UH, WE HAVE A MOTION. UM, I, JERRY I'M JUST GONNA, UM, ALSO AGREE WITH JAN THAT I THINK DISBANDING THE, UM, SUBCOMMITTEES AS WE HAVE THEM NOW, AND, UM, REVISITING IN THE FUTURE IF WE WANT TO CREATE NEW SUBCOMMITTEES OR REVITALIZE THE SUBCOMMITTEE, OR I THINK HAVING A WORKING GROUP WITH SUFFICE AS WELL. BECAUSE THE SUBCOMMITTEES THAT WE HAVE HAD, WE'VE, WE HAD 'EM FOR A REASON AND WE'VE ACCOMPLISHED THOSE GOALS, RIGHT? SO WE NEED TO THINK OF WHAT NEW GOALS WE WANT TO ACCOMPLISH. AND IF WE'RE ABLE TO ACCOMPLISH THOSE GOALS WITH THE WORKING GROUP, WHICH WOULD BE LESS WORK AND STAFF REQUIRED, I THINK WE'RE ALL IN AGREEMENT WITH THAT. YOU'RE ABSOLUTELY RIGHT, MELISSA. UH, WE HAVE, UH, QUITE A FEW UPDATES FROM ACROSS THE DEPARTMENT, UH, THIS MONTH IN DIRECTOR'S REPORT. I WAS GONNA PULL OUT, UH, A FEW OF THE HIGHLIGHTS, UH, THAT, UH, OVER THE LAST MONTH. SO MOVE OUT A TX. IT'S ANOTHER, UH, I THINK THEY'RE IN THEIR SIXTH YEAR NOW IN THE COLLABORATION WITH UNIVERSITY OF TEXAS AND SUSTAINABILITY OFFICE TO, UH, DIVERT MATERIAL FROM THE LANDFILL, UH, AND REHOME, UH, REUSABLE FURNITURE. SO THEY HAD ANOTHER SUCCESSFUL YEAR, 30 TONS, OVER 600 PIECES OF FURNITURE THAT WE'RE, WE'RE, UH, REHOMED. UH, JUST WANNA SAY GREAT JOB TO JASON MCCOMBS AND HIS TEAM FOR, FOR HELPING PUT THAT TOGETHER. SO, UH, AS JERRY MENTIONED EARLIER, UH, MULTIFAMILY COMPOST HAD STARTED LAST WEEK. SO THAT STARTED ON TEN ONE, YOU SAW PROBABLY SEEN QUITE A BIT OF PRESS ABOUT IT, UH, HERE, UH, OVER THE LAST COUPLE WEEKS. I KNOW, UH, WE'RE REALLY EXCITED TO HAVE THAT, UH, UP AND RUNNING HERE IN THE DEPARTMENT. UH, IS THERE. WE KEEP WORKING TOWARDS OUR ZERO WASTE GOALS. UH, ANOTHER ONE WAS, UH, OUR SWANA SAFETY AWARD. UH, SOMETHING THAT WE'RE VERY PROUD OF. UH, THE DEPARTMENT, UH, WON THAT, UH, IS, UH, AWARD FROM SWANA FOR THE BIGGEST SAFETY IMPROVEMENT. AND THAT CAME FROM BEING ABLE TO PUT SOME OF OUR GATE CHECK INFORMATION INTO, UH, AN ELECTRONIC FORMAT. IT HAD PREVIOUSLY BEEN IN KINDA A PAPER FORMAT. AND SO WHAT THAT DOES IS IT CAPTURES THE INFORMATION QUICKER AND ALLOWS US TO GET THAT INFORMATION DIRECTLY TO THE SUPERVISOR, AND THEY CAN ADDRESS ANY, ANY DEFICIENCIES WITH THE EMPLOYEE. SO IT'S, IT'S REALLY BEEN A BENEFIT TO THE PAR DEPARTMENT. SO IN TERMS OF, UH, ADDRESSING SOME OF, UH, SOME SAFETY, UH, SOME SAFETY CONCERNS. AND SO OBVIOUSLY CONGRATULATIONS TO THE SAFETY TEAM FOR, FOR HELP, FOR, FOR WINNING THAT AWARD. THAT'S, IT'S A BIG DEAL.
