TONIGHT I AM GOING TO TALK ABOUT THE EQUITY-BASED PRESERVATION PLAN IS ADVERTISED ON YOUR AGENDA. THIS HAS BEEN A LONG PLANNING PROCESS SINCE THE SPRING OF 2021, SO ABOUT FOUR, THREE AND A HALF YEARS NOW. UM, A LOT OF WHAT I'M GOING TO SAY WILL HOPEFULLY SOUND FAMILIAR BECAUSE I SPOKE WITH, I KNOW YOU'VE HAD A LOT GOING ON, BUT I WAS, UH, HERE IN THE SPRING TO TALK TO YOU ABOUT THE DRAFT PRESERVATION PLAN AND INVITE YOU TO PARTICIPATE. SO I'M GONNA DO A QUICK REVIEW ABOUT THE PLAN, TALK ABOUT THE COMMUNITY ENGAGEMENT AND WHAT WE HEARD, AND, UM, THEN SEE IF Y'ALL HAVE ANY QUESTIONS. SO, AS YOU MAY REMEMBER, WE DID NOT HIRE A CONSULTANT TO DEVELOP THIS PLAN. IT WAS DEVELOPED BY A COMMUNITY WORKING GROUP THAT WAS APPOINTED BY THE HISTORIC LANDMARK COMMISSION IN THE SPRING OF 2021. YOU CAN SEE A NUMBER OF THOSE MEMBERS ON SCREEN. THEY CAME FROM ACROSS THE CITY, 19 ZIP CODES AND REFLECT AUSTIN'S RACIAL AND ETHNIC, UH, DIVERSITY. PEOPLE BROUGHT EXPERTISE IN, CERTAINLY IN HISTORIC PRESERVATION, ALSO IN PLANNING, DEVELOPMENT, ARCHEOLOGY, ARCHITECTURE. AND THEN THERE WERE OTHER FOLKS WHO DON'T HAVE, UH, FORMAL EXPERTISE OR FORMAL EXPERIENCE WITH HISTORIC PRESERVATION, BUT WHO WERE REALLY CONNECTED TO THEIR NEIGHBORHOODS. THEIR FAMILIES HAD BEEN IN AUSTIN FOR GENERATIONS AND FELT LIKE THIS WAS A REALLY IMPORTANT PROJECT TO BE PART OF. SO THIS GROUP WAS SELECTED OUT OF 150 APPLICATIONS AT BY THE LANDMARK COMMISSION. THESE 26 PEOPLE IN THE WORKING GROUP HEARD FROM [00:05:01] 275 ADDITIONAL COMMUNITY MEMBERS AS THEY PUT THE PLAN TOGETHER. AND THOSE ARE SUMMARIZED ON THE RIGHT SIDE OF THIS SCREEN. THERE WAS A COMMUNITY HERITAGE SURVEY TO, TO SHAPE THE VISION FOR THE PLAN THREE FOCUS GROUPS, A TECHNICAL ADVISORY GROUP OF CITY STAFF PER USUAL, AND CITY PLANS. UM, THE LANDMARK COMMISSION HAD A SUBCOMMITTEE THAT OVERSAW THE PROCESS AND WE PARTNERED WITH THE, WITH ULI, AUSTIN AND PRESERVATION AUSTIN ON A TECHNICAL ASSISTANCE PANEL LOOKING AT OLDER HOUSING AND AFFORDABILITY. I'M, AND ALSO THE DISPLACEMENT PREVENTION DIVISION OF THE HOUSING DEPARTMENT ON THAT, HERE'S THE VISION FOR THE PLAN. HISTORIC PRESERVATION IN AUSTIN ACTIVELY ENGAGES COMMUNITIES IN PROTECTING AND SHARING IMPORTANT PLACES AND STORIES. PRESERVATION USES THE PAST TO CREATE A SHARED SENSE OF BELONGING AND TO SHAPE AN EQUITABLE, INCLUSIVE, SUSTAINABLE, AND ECONOMICALLY VITAL FUTURE FOR ALL. AND THAT CAME FROM THE COMMUNITY HERITAGE SURVEY, THE LANGUAGE, THE THEMES, UM, SOME OF THE, SOME OF, I DUNNO IF WE USE DIRECT QUOTES, BUT THAT, THAT, UM, THOSE IDEAS WERE, UM, TAKEN BY THE PRESERVATION PLAN WORKING GROUP AND CREATED, UH, THIS VISION. THIS IS NOT A, NOT EXACTLY A DIFFERENT VISION FROM HOW WE DO PRESERVATION, BUT IT IS BIGGER. UM, HISTORICALLY, THE HISTORIC PRESERVATION OFFICE IN AUSTIN HAS REALLY DONE A PERMIT REVIEW AND HISTORIC ZONING CASES, AND THIS ENVISIONS A MORE ACTIVE ROLE FOR PRESERVATION IN, UM, TO RESPOND TO HELP RESPOND TO PRESSING COMMUNITY NEEDS IN PARTNERSHIP WITH COMMUNITY MEMBERS. THE PLANET ITSELF HAS 107 RECOMMENDATIONS SPREAD OUT UNDER 14 GOALS. I'M NOT GONNA RUN THROUGH ALL OF THESE. I WANT, I FEEL LIKE I ALWAYS WANNA START THIS SLIDE WITHOUT REASSURANCE. I'M GONNA TALK ABOUT THREE THEMES. THE FIRST FIVE GOALS ARE UNDER, UH, A THEME CALLED WHAT WE PRESERVE. GOAL SIX THROUGH EIGHT ARE UNDER THEME CALLED WHO WE WHO PRESERVES. AND THEN THE LAST SIX. SO THE RIGHT COLUMN IS UNDER HOW WE PRESERVE KINDA THE NUTS AND BOLTS OF PRESERVATION. SO UNDER THAT, WHAT WE PRESERVE FIRST THEME, THE BIG IDEA HERE IS REALLY TO THINK BROADLY ABOUT WHAT HISTORY WE ARE PRESERVING. AND, UM, THIS MENTIONS, YOU KNOW, WORKING MORE ACTIVELY WITH COMMUNITY MEMBERS, INTERPRETING WHY THE PLACES WE'RE SPENDING A TON OF ENERGY TO, UH, DESIGNATE AND PRESERVE ARE IMPORTANT SO THAT IT BECOMES A, A BROADER COMMUNITY BENEFIT TO BETTER RECOGNIZE AND PROTECT CULTURAL HERITAGE, UH, LIKE LEGACY BUSINESSES AND MURALS AS WELL AS ARCHITECTURE, UM, ARCHEOLOGICAL RESOURCES, EXCUSE ME. UM, AND TO REALLY, AS I MENTIONED, CONNECT PRESERVATION TO OTHER COMMUNITY PRIORITIES LIKE COMMUNITY STABILIZATION AND ENVIRONMENTAL SUSTAINABILITY, NOT AS, NOT AS A PANACEA, BUT AS SOMETHING THAT WE CAN BRING SOME TOOLS, UM, TO WORK ON THOSE ISSUES. THE SECOND THEME IS WHO WE PRESERVES. AND THE BIG IDEAS HERE ARE REALLY TO INVITE MORE PEOPLE TO PARTICIPATE AND SUPPORT THEM IN THAT PARTICIPATION. WE STARTED TO ENGAGE NEW PARTNERS AND AUDIENCES AS PART OF OUTREACH AROUND THE PLAN. I'LL TALK ABOUT THAT IN A FEW SLIDES, BUT THAT WAS REALLY EXCITING. WE WANNA CONTINUE THAT WORK. WE WANT TO MAKE KNOWLEDGE, GETTING KNOWLEDGE AND RESOURCES EASIER, UM, AND SUPPORT FOLKS WHO WERE DOING THE WORK IN VARIOUS WAYS. YOU KNOW, PEOPLE WHO OWN PROPERTY AND WHO RENT PROPERTY, THE CRAFTSPEOPLE, THE PROFESSIONALS WHO WORK ON THESE BUILDINGS, COMMISSIONERS, AND CITY STAFF AS WELL. AND THE LAST THEME, HOW WE PRESERVE THE BIG IDEA HERE IS TO BE STRATEGIC AND EFFECTIVE. RECOGNIZING THAT WE'RE NEVER GOING TO HAVE UNLIMITED RESOURCES. SO WE WANT TO, UM, MAKE SURE THAT WE'RE USING MODERN STANDARDS FOR, FOR DESIGNATION, UM, TO SUPPORT OUR HISTORIC PROPERTY OWNERS IN WAYS THAT ARE EFFECTIVE AND EQUITABLE TO BE STRATEGIC WITH THE REVIEW THAT WE'RE DOING TO IMPROVE ENFORCEMENT PROCESSES, WHICH IS ALWAYS A CHALLENGE, BUT, BUT AN IMPORTANT ONE. AND TO IMPLEMENT THE PLAN COLLABORATIVELY, REALLY CONTINUING THE COLLABORATIVE DEVELOPMENT OF THE PLAN. SO A FEW SELECTED. UM, I THINK THE WHOLE PLAN IS EXTREMELY, UM, INTERESTING AND WELL DONE AND RELEVANT TO THE PLANNING COMMISSION HERE ARE, ARE SOME KIND OF A SUBSET OF RECOMMENDATIONS, UM, THAT I'LL HIGHLIGHT THAT ARE, I THINK, ESPECIALLY RELEVANT TO, TO PC'S WORK. SO, UM, LOOK AT HOW TO, UH, RETAIN EXISTING ADDITIONAL TOOLS FOR RETAINING EXISTING BUILDINGS WHEN PUTTING ADDITIONAL UNITS ON A PROPERTY. UM, SOME OF THAT WORK HAS, UH, BEEN BEGUN WITH A PRESERVATION BONUS AND WE'LL, WE'LL CONTINUE TO WORK ON AND IMPROVE THAT TO INCENTIVIZE MORE AND SMALLER DWELLING UNITS, THINKING ABOUT MARKET AFFORDABILITY, AS WELL AS THAT SUBSIDIZED AFFORDABILITY SUPPORT THE RETENTION OF OLDER AND HISTORIC COMMERCIAL AND MULTIFAMILY PROPERTIES, SURVEYING BUILDINGS THAT WE HAVEN'T YET SURVEYED TO KNOW WHAT RESOURCES WE HAVE SO WE CAN HOPEFULLY BE MORE PROACTIVE AND THAT PROPERTY OWNERS CAN BE MORE INFORMED TO ENABLE NON-CONTIGUOUS HISTORIC DISTRICTS AND MULTIPLE PROPERTY DESIGNATIONS. RIGHT NOW, THE CODE, UH, ONLY ALLOWS CONTIGUOUS PROPERTY DESIGNATION. SO IT HAS TO, IT HAS TO BE ALL PROPERTIES NEXT TO EACH OTHER. NO DONUT, NO DONUT HOLES. UM, THIS IS AN ALTERNATIVE APPROACH THAT, UH, RECOGNIZES THAT A COMMUNITY'S [00:10:01] HISTORY IS RARELY CONTAINED IN ONE SINGLE NEIGHBORHOOD. UM, AND TO LOOK AT A TRANSFER OF DEVELOPMENT RIGHTS PROGRAM AS A POTENTIAL TOOL FOR, UH, HISTORICAL PROPERTIES. OKAY, SO NOW I'M GONNA TALK A LITTLE BIT ABOUT COMMUNITY ENGAGEMENT AROUND THE PLAN. UM, THAT WAS THE, THAT'S THE NUTSHELL. HAPPY TO GO BACK IF Y'ALL HAVE QUESTIONS. WE DID OUTREACH. I HAVE A QUESTION. UM, YOU, YOU SAID SMALLER MARKET UNITS. COULD YOU TEASE THAT OUT FOR ME, PLEASE? SO WE DID, UH, FOUR MONTHS OF COMMUNITY ENGAGEMENT. THAT'S THE LAST TIME WE CAME AND SPOKE TO Y'ALL. UM, WE ENGAGED WELL OVER 2,500 PEOPLE THAT THOSE WERE FOR THE EVENTS WHERE WE WERE COUNTING. UM, WE DIDN'T TRACK, UH, ALL THE NUMBERS AT ALL THE EVENTS OR OTHER WAYS. UM, WE MADE MANY PRESENTATIONS TO CITY BOARDS AND COMMISSIONS, COMMUNITY GROUPS AND STAKEHOLDER ORGANIZATIONS ABOUT THE PLAN. WE DID POPUPS AT COMMUNITY EVENTS AROUND THE CITY. WE DID SMALLER CONVERSATIONS. WE ORGANIZED, UH, FOR EVENTS ABOUT THE PLAN. WE ALSO DID, UM, THE OTHER THINGS, YOU KNOW, BIG, A BIG SOCIAL MEDIA CAMPAIGN AND, AND MEDIA, UH, BOTH PAID AND ORGANIC. WE, UH, WROTE A SHORT ARTICLE ABOUT THE PLAN AND SENT IT OUT IN THE AUSTIN UTILITIES NEWSLETTER, UM, TO HOUSEHOLDS ACROSS THE CITY. SENT MULTIPLE EMAILS TO THE COMMUNITY REGISTRY AND HAD A LIST OF MORE THAN 200 COMMUNITY ORGANIZATIONS AND STAKEHOLDER ORGANIZATIONS THAT WE PROBABLY OVER REGULARLY SAID, HERE'S WHAT'S GOING ON. HERE'S THE EVENT THAT'S COMING UP NEXT. PLEASE, UH, HELP, HELP US GET THE WORD OUT TO YOUR, TO, UH, TO YOUR NETWORKS. I THINK THE ENGAGEMENT WAS, IT WAS, IT WAS SUCCESSFUL. AND I THINK ESPECIALLY BECAUSE WE PARTNERED WITH COMMUNITY MEMBERS IN SOME REALLY SUBSTANTIAL WAYS. SO WE WORKED WITH NINE COMMUNITY MEMBERS AS PAID AMBASSADORS AND ASKED THEM TO TALK TO THEIR NETWORKS ABOUT THE PLAN AND TO INVITE PEOPLE TO GIVE FEEDBACK. WE AWARDED ALSO FIVE, $5,000 MINI GRANTS TO COMMUNITY ORGANIZATIONS TO GET THE WORD OUT TO THEIR NETWORKS AND, UM, USING METHODS THAT THEY PROPOSE. SO THOSE ORGANIZATIONS WERE, WERE ABLE TO SAY, HERE'S HOW TO BEST REACH THE PEOPLE WHO, WHO WE ALREADY KNOW. AND TO DO THAT, HERE'S A SUMMARY OF WHO WE HEARD FROM. SO MOST PEOPLE PARTICIPATED IN THE PLANNING PROCESS ACTIVELY THROUGH A COMMUNITY SURVEY THAT WAS ONLINE OR ON PAPER. UM, WHEN WE LOOK AT THE PERCENTAGE OF SURVEY RESPONDENTS FOR THESE HISTORICALLY MARGINALIZED COMMUNITIES COMPARED TO AUSTIN AS A WHOLE, YOU CAN SEE THAT WE HAD A ROUGHLY EQUAL PROPORTION OF, OF PEOPLE OF COLOR AS THE CITY AS A WHOLE, WHICH WAS REALLY EXCITING. AND, AND NOT TYPICAL FOR, FOR ALWAYS WHO SHOWS UP TO HISTORIC LANDMARK COMMISSION MEETINGS. UM, THERE WAS A MUCH HIGHER SHARE OF PEOPLE WITH DISABILITIES IN THE LGBTQA PLUS COMMUNITIES THAN THE CITY AS A WHOLE. UM, A LOWER SHARE OF RENTERS, UM, NEARLY 30% STILL, STILL PRETTY GOOD FOR A CITY PLAN, BUT THIS IS SOMETHING THAT WE WANT TO KEEP WORKING ON AS WE IMPLEMENT. THE PLAN IS THINKING ABOUT HOW TO, HOW TO WORK WITH RENTERS. UM, AND THAT IMPLEMENTATION, YOU CAN SEE PEOPLE FROM ACROSS THE CITY, UH, RESPONDED TO THE SURVEY, THE ZIP CODE WITH THE ZIP CODE MAP ON THE LOWER RIGHT HAND CORNER. AND ON THE UPPER RIGHT HAND CORNER, YOU CAN SEE THAT WE HEARD FROM A LOT OF LONG TIME RESIDENTS. UM, 60%, A LITTLE OVER 60% HAD LIVED IN AUSTIN FOR MORE THAN 20 YEARS, UM, AS WELL AS NEWER, NEWER RESIDENTS. HERE'S A SUMMARY OF WHAT WE HEARD THE SURVEY INCLUDE, INCLUDED A LIST OF COMMUNITY PRIORITIES THAT WE AGGREGATED FROM THE PLAN GOALS. AND THE QUICK TAKEAWAY FROM THIS SLIDE IS THAT PEOPLE SAID ALL OF THESE THINGS ARE IMPORTANT. UM, THE LOWEST, THAT LOWEST KIND OF IMPORTANT SCORE WAS 73%, WHICH IS PRETTY HIGH. WHEN WE ASKED WHAT WE SHOULD START WORKING ON FIRST, UM, JUST TO GET A SENSE OF PEOPLE'S PRIORITIES, THE PLURALITY OF FOLKS, THE MAJORITY OF FOLKS ACTUALLY SAID, WE SHOULD START, UH, MAKING SURE THAT WE SHOULD MAKE SURE THAT PEOPLE IN BUSINESSES CAN AFFORD TO STAY IN PLACE. AND THAT'S NOT A SURPRISE THAT REFLECTS THE, THE SITUATION IN THE CITY. ANOTHER 20% SAID THAT, UH, HELP KEEP AUSTIN'S PHYSICAL LANDSCAPE FEELING LIKE AUSTIN. I THINK THAT THAT REALLY CHECKS, THAT IS A, A GOOD REALITY CHECK, UM, WITH WHAT WE LIKE, WHAT WE ALL KNOW. WE ALSO GOT SPECIFIC COMMENTS ON THE DRAFT PLAN. ABOUT HALF OF THOSE WERE ACTIONABLE, MEANING THAT ACTION WAS REQUESTED. UH, THEY'RE IN THE SCOPE OF THE PLAN AND THEY'RE ALLOWABLE, ALLOWABLE BY CITY CODE. HALF THE RECOMMENDATIONS IN THE DRAFT PLAN WERE REVISED BASED ON COMMUNITY FEEDBACK. UM, SO THERE WERE, WERE REAL CHANGES MADE AND SOME NEW RECOMMENDATIONS WERE ADDED. UM, THE LIST OF INCLUDED HERE INCLUDES HISTORIC CEMETERIES, ENERGY EFFICIENCY IMPROVEMENTS, [00:15:01] YOU KNOW, BUILDING MAINTENANCE EDUCATION AND TRAINING AND SUPPORT FOR HERITAGE TOURISM SITES. SEE, I THINK, YES, HERE'S THE PRESERVATION PLAN TIMELINE IN A NUTSHELL. SO THE PRESERVATION PLAN WORKING GROUP, UH, MET OVER THE COURSE OF 12 MONTHS FROM 20 20, 20 20, OH MY GOSH. 2021 TO 2022. UM, THEY PRESENTED TO THE DRAFT PLAN TO THE LANDMARK COMMISSION IN THAT FALL. UM, AND AT THAT TIME, COUNCIL FUNDED, UM, ALLOCATED FUNDING FOR OUTREACH IN A DEDICATED STAFF POSITION, WHICH IS THE POSITION THAT I HOLD NOW. IT TOOK US A LITTLE WHILE TO GET THE INFRASTRUCTURE IN PLACE TO HIRE, UH, FOR THIS POSITION AND ALSO TO HIRE A CONSULTANT. UM, THEN WE DID THAT OUTREACH, UH, INTENSIVE OUTREACH AND ENGAGEMENT THIS SPRING, AS I MENTIONED, UM, GETTING FEEDBACK ON THE DRAFT PLAN FROM COMMUNITY MEMBERS. AND THIS SUMMER WE, UM, FACILITATED A SERIES OF MEETINGS BETWEEN THE PRESERVATION PLAN WORKING GROUP THAT DEVELOPED THE PLAN AND THE HISTORIC LANDMARKS COMMISSION'S PRESERVATION PLAN COMMITTEE TO REVISE THE PLAN TO LOOK AT THAT COMMUNITY FEEDBACK AND MAKE REVISIONS. SO, UM, BEEN A COLLABORATIVE PROCESS THROUGHOUT. WE ARE DOING CITY BOARD AND COMMISSION BRIEFINGS NOW. UM, WHAT I DIDN'T INCLUDE IN THIS TIMELINE WAS THAT ON SEPTEMBER 12TH, COUNCIL INITIATED AN AMENDMENT TO THE IMAGINE AUSTIN COMPREHENSIVE PLAN AS STEP ONE OF THIS TWO STEP PROCESS. UM, AND WE ARE BEFORE WE WENT TO THE, UM, COMPREHENSIVE PLAN, PLAN JOINT COMMITTEE A COUPLE OF WEEKS AGO TO GET A RECOMMENDATION. UM, AND WE ARE HERE, I AM HERE, UH, TONIGHT TO, UM, TALK ABOUT NEXT STEPS AND THEN GIVE YOU A SLIDE WITH THE, WHAT WE'RE HOPING THE THE PLANNING COMMISSION WILL DO, UH, TONIGHT. NEXT STEPS. UM, WHEN THE PLAN IS ADOPT, WELL HOPEFULLY COUNCIL WILL ADOPT THE PLAN. AND WHEN THE PLAN IS ADOPTED, WE HAVE A, AN, UM, A SORT OF ROADMAP FOR AN IMPLEMENTATION PLAN TO DO WHAT WE CAN WITH THE RESOURCES THAT WE HAVE. LATER IN 2022, COUNCIL ADOPTED AN ORDINANCE CREATING AN INCENTIVE PROGRAM THAT ALLOWED RESIDENTIAL USES IN COMMERCIAL DISTRICTS REFERRED TO AS RESIDENTIAL AND COMMERCIAL. THIS PROGRAM ALSO REQUIRED INCREASED COMMUNITY BENEFITS IN EXCHANGE FOR THE ADDITIONAL USES. IN 2023, THE VMU TWO RESIDENTIAL AND COMMERCIAL AND COMPATIBILITY ON CORRIDORS ORDINANCES WERE INVALIDATED. IN FEBRUARY OF THIS YEAR, THE COUNCIL ADOPTED AN ORDINANCE CREATING THE DENSITY BONUS 90 OR DB 90, COMBINING DISTRICT AND DENSITY BONUS PROGRAM, WHICH INCLUDES RE REQUIREMENTS AND INCENTIVES SIMILAR TO VM U2 PROVISIONS. AS PART OF THE ADOPTION DB 90 CITY COUNCIL ALSO INITIATED THE REZONING OF PROPERTY THAT WAS IMPACTED WHEN THE THREE PREVIOUS ORDINANCES WERE INVALIDATED. TO DATE, THE CITY HAS RECEIVED 56 APPLICATIONS TO REZONE INTO THE DB 90 COMBINING DISTRICT. AS I PROCEED, YOU'LL HEAR ME REFER TO THESE CASES AS NEW CASES, CITY INITIATED CASES OR AMENDED CASES. A NEW CASE REFERS TO AN APPLICATION FOR DB 90 ON A SITE THAT WAS NOT IMPACTED BY THE INVALIDATION OF THE VMU TWO RESIDENTIAL AND COMMERCIAL OR COMPATIBILITY ON CORRIDORS ORDINANCES. I'D BE, UM, CURIOUS ABOUT WHAT KIND OF PUSHBACK BACK YOU'RE GETTING. SURE. UM, AND IT, IT'S A LOT OF THE SAME PUSHBACK THAT WOULD BE RECEIVED FOR ANY REZONING THAT'S INCREASING ENTITLEMENTS. UH, BUT A A LOT OF IT, LIKE WE MENTIONED BEFORE, WOULD BE ABOUT HEIGHT, UM, SCALE COMPATIBILITY, THOSE SORTS OF SITE DEVELOPMENT AND, AND BULK AND MASS ASPECTS. UM, AND OF COURSE WE ALSO DO OCCASIONALLY OR MORE THAN OCCASIONALLY, UH, RECEIVE PUBLIC INPUT THAT IS MORE RELATED TO DISPLACEMENT OR GENTRIFICATION. AND I, I HAVE ALSO HEARD THAT, SO THANK YOU FOR BRINGING THAT UP. ANOTHER THING THAT I'VE HEARD THAT PERHAPS YOU CAN SPEAK ABOUT IS THAT THE DB 90, UH, ZONING DOES DISPLACED NEIGHBORHOOD PLANS. WELL, A RESPONSE WOULD BE THAT FOR CASES THAT NEED A, A PLUMB OR FUTURE LAND USE MAP CHANGE THERE, THERE WILL STILL BE A NEIGHBORHOOD PLAN AMENDMENT CASE THAT'S RELATED TO THE REZONING. UM, SO I'LL START JUST WITH, YOU KNOW, JUST SOME, SOME TOP LEVEL FINDINGS THAT USUALLY I, YOU KNOW, KIND OF SHARE IN, IN MULTIPLE SLIDES. BUT WE KNOW THAT AUSTIN IS THE 11TH LARGEST CITY IN THE COUNTRY. IT IS PART OF THE SECOND FASTEST GROWING REGION IN THE COUNTRY, THE AUSTIN METRO AREA. UM, BOTH OF THESE HAVE SOMEWHAT SLOWED, UH, THEIR PACE IN GROWTH. SO AUSTIN HAS DROPPED FROM THE TOP 10 LARGEST CITY LIST TO NUMBER 11 LAST YEAR. THE AUSTIN METRO AREA, UM, HAS ALSO SLOWED IN GROWTH AND DROPPED FROM THE FIRST, UH, FASTEST GROWING, UH, REGION IN THE COUNTRY FOR 12 CONSECUTIVE YEARS TO NOW THE SECOND FASTEST GROWING REGION IN THE COUNTRY. MUCH OF THE SLOWER GROWTH CAN BE DIRECTLY ATTRIBUTED TO THE SLOWING PACE OF THE GROWTH IN AUSTIN. SO AUSTIN HAS TYPICALLY, UM, DOUBLED ITS POPULATION EVERY 20 TO 25 YEARS. UM, SO THAT GIVES US AN ANNUAL GROWTH RATE OF ABOUT 2% EVERY YEAR. TO GIVE YOU A SENSE OF WHERE WE ARE NOW SINCE 2020, AUSTIN STILL, UH, AS OF 2023, HAS NOT YET REACHED THAT 2% GROWTH RATE. SO, SO GROWTH IS DEFINITELY A LITTLE BIT, UM, SLOWER, BUT AUSTIN CONTINUES TO GROW AND SO DOES THE REGION. HOWEVER, AUSTIN IS MAKING UP AN EVEN SMALLER SHARE OF THE TOTAL REGION DUE TO ITS OWN SLOWER GROWTH, BUT ALSO DUE TO THE RELATIVELY SIGNIFICANT IN RAPID GROWTH IN THE SUBURBAN AREAS OF THE REGION. AND OF COURSE, WE CAN'T TALK ABOUT GROWTH IN AUSTIN WITHOUT TALKING ABOUT MIGRATION, SPECIFICALLY DOMESTIC MIGRATION, WHICH IS MIGRATION FROM OTHER PARTS OF THE COUNTRY, BUT ALSO MIGRATION DIRECTLY, UH, FROM OTHER PARTS OF TEXAS. UM, THIS MAKES UP THE MAIN TYPE OF GROWTH THAT AUSTIN IS EXPERIENCING. AND THIS TYPE OF GROWTH IS THE KIND OF GROWTH THAT REALLY PLACES IMMEDIATE PRESSURES ON INFRASTRUCTURE AND RESOURCES AND REQUIRES A NIMBLE RESPONSE IN ORDER TO MEET THE NEEDS OF RESIDENTS. AND THEN ALSO, WE REALLY CAN'T TALK ABOUT MIGRATION WITHOUT TALKING ABOUT THE ECONOMY. THAT'S REALLY WHAT DRIVES A LOT OF PEOPLE TO THE AUSTIN AREA. AND AUSTIN HAS LONG BEEN A LEADER IN JOB GROWTH, UH, RELATIVE TO OTHER METROS, BUT MUCH LIKE ITS RECENT POPULATION, UM, SLOW DOWN IN GROWTH, GROWTH, JOB GROWTH HAS ALSO SLOWED DOWN. AND ALTHOUGH THE MAJORITY OF JOBS ARE STILL WITHIN THE AUSTIN CITY LIMITS, UH, WE STILL, WE CONTINUE TO SEE A DISPERSION OF, UM, JOBS THROUGHOUT THE LARGER REGION. AND NOW WE HAVE SMALLER SHARES OF POPULATION THAT BOTH LIVE AND WORK IN AUSTIN. I'M GONNA SHARE, UH, A MAP VERY QUICKLY WITH YOU. HERE WE GO. I SKIPPED ONE MAP. THERE WE GO. I'M GONNA SHARE A MAP THAT LOOKS AT THE, AT THE GROWTH IN THE METRO REGION. SO THE AREAS THAT ARE IN DARKEST BLUE ARE THE AREAS THAT REPRESENT THE AREAS OF GREATEST POPULATION GROWTH BETWEEN 2010 AND 2020. AND THEN ALL OF THOSE AREAS IN, IN RED OR PINK ARE AREAS THAT EXPERIENCE POPULATION DECLINE, AND WE CAN REALLY SEE A LOT OF THAT SUBURBAN GROWTH, RIGHT? ESPECIALLY ALONG THE BORDERS BETWEEN TRAVIS COUNTY AND WILLIAMSON, TRAVIS AND HAYES, AND THEN MANY PARTS OF EASTERN TRAVIS COUNTY. WHAT WE ALSO SEE THOUGH, WHEN WE REALLY, UM, ZOOM INTO THE CITY CENTER, WHICH IS IN THE INSET, UH, MAP, WE CAN SEE THAT EVEN THOUGH WE SAW A LOT OF GROWTH IN THE SUBURBAN AREAS IN THOSE AREAS WITHIN THE CITY LIMITS, WHERE THE CITY REALLY INTENTIONALLY ENCOURAGED DENSE GROWTH, WE ALSO SAW SIMILAR MAGNITUDE GROWTH IN POPULATION. [01:20:02] THIS MAP, UM, LOOKS AT HOUSING UNIT CHANGE, POPULATION GROWTH AND HOUSING UNIT GROWTH ARE VERY HIGHLY CORRELATED. AND SO YOU CAN SEE SIMILAR PATTERNS OF AREAS WHERE WE ADDED THE MOST UNITS BETWEEN 2010 AND 2020. AGAIN, THOSE AREAS WITHIN THE CITY CENTER WHERE WE ENCOURAGED MORE GROWTH, WE ALSO SAW GROWTH IN POPULATION. ONE OF THE PATTERNS OF GROWTH THAT WE, UM, LOOKED AT WAS THAT ALL OF THOSE AREAS THAT ARE IN THE OUTLYING PARTS OF THE CITY, SO THE AREAS AROUND LAKELINE AND TECH RIDGE, UM, DOWN IN SOUTHEAST AUSTIN AS WELL AS SOUTHWEST AUSTIN, THOSE AREAS SAW GROWTH IN UNITS, GROWTH IN POPULATION, THAT THAT ALSO RESULTED IN GREATER DIVERSITY. WHEN WE LOOK AT AREAS THAT ARE CLOSER TO THE CITY CORE, CLOSER TO THE CITY CENTER AREAS LIKE RIVERSIDE AND HOLLY MUELLER AND THE DOWNTOWN AREAS, THOSE ALSO SAW A LOT OF POPULATION GROWTH. BUT THE POPULATION GROWTH HERE WAS DRIVEN BY THE WHITE POPULATION, AND WE ACTUALLY SAW DECLINES IN MANY SHARES OF POPULATIONS OF COLOR. AND THEN THERE WAS A COUPLE OF EXCEPTIONS WHERE WE DID SEE SORT OF GROWTH, BUT ALSO THESE AREAS ARE CLOSER TO, UH, THE CENTER CORRIDORS AND IMAGINE AUSTIN CENTERS, AND THOSE INCLUDED THE DOMAIN AND WEST CAMPUS. THESE SAW BOTH GROWTH, BUT ALSO DIVERSIFICATION. AND NOW I'M GONNA SHARE WITH YOU A COUPLE OF SLIDES ON, UM, AUSTIN'S DUALITIES, RIGHT? SO WHEN WE'VE LIVED HERE FOR A LITTLE WHILE, WE START TO NOTICE THAT THERE'S A COUPLE OF AUSTIN'S, YOU KNOW, THE AUSTIN STORY THAT WE SHARE A ABOUT, UM, POPULATION GROWTH AND, AND JOB GROWTH. BUT THERE'S ALSO, UH, A CONCURRENT PATTERN OF GROWING PAINS THAT DIFFERENT COMMUNITIES ARE EXPERIENCING AND BEING IMPACTED IN DIFFERENT WAYS. SO SOME OF THESE DUALITIES YOU CAN SEE HERE, FOR INSTANCE, AUSTIN AGAIN HAS BEEN GROWING, BUT THAT POPULATION GROWTH IS SLOWING DOWN. MORE RECENTLY, HOWEVER, AS THIS POPULATION HAS GROWN, WE HAVE SEEN A FARTHER EASTWARD MOVEMENT, PARTICULARLY OF FAMILIES OF COLOR TO AREAS FARTHER AWAY FROM THE CITY CENTER, UH, WITH FEWER RESOURCES AND, UH, GREATER OPPORTUNITY COSTS. AUSTIN HAS ALSO, UH, GROWN IN TERMS OF HOUSING UNITS. IN FACT, WE'VE ADDED AN UNPRECEDENTED NUMBER OF UNITS. AND THROUGH 2023, WE ARE ON PACE TO SURPASS THE NUMBER OF UNITS THAT WE ADDED LAST DECADE. HOWEVER, HOUSING UNIT GROWTH IN AUSTIN IS NOT KEEPING PACE WITH HOUSEHOLD FORMATION. AND AS WE LOOK AT INCREASING HOME PRICES IN THE, IN THE REGION, EVEN AS THEY START TO STABILIZE, WHAT WE'RE SEEING IS THAT HOME OWNERSHIP HAS BEEN STAGNATING AS WELL. AND THEN WITH THE GROWTH IN THE POPULATION OF AUSTIN, WE ALSO SAW, UH, INCREASED DIVERSITY IN ALL AND GROWTH IN ALL RACE AND ETHNICITY GROUPS. HOWEVER, THIS INCREASED DIVERSITY, UM, REALLY OBSCURES UNIQUE DEMOGRAPHIC SHIFTS THAT ARE TAKING PLACE IN AUSTIN THAT INCLUDE A DECLINING SHARE OF AFRICAN AMERICAN AND HISPANIC POPULATION, AS WELL AS A, A REAL POPULATION DECLINE AMONG, UM, BLACK AND LATINO CHILDREN. AND THEN LASTLY, WHAT I'LL COVER IS AUSTIN IS CONSISTENTLY AMONG, UM, THE HIGHEST JOB PERFORMERS IN TERMS OF JOB GROWTH. AND IT HAS A RELATIVELY YOUNG AND, UM, HIGHLY EDUCATED WORKFORCE. BUT ALTHOUGH AUSTIN TYPICALLY LEADS IN MANY OF THESE SOCIOECONOMIC INDICATORS, AS I MENTIONED EARLIER, JOB GROWTH HAS SLOWED DOWN. THERE IS A GREATER DISPERSION OF JOBS, AND WE CONTINUE TO SEE SIGNIFICANT RACIAL AND ETHNIC DISPARITIES IN MOST OF THESE SOCIOECONOMIC INDICATORS. SO NOW I'M GONNA SHOW YOU JUST A FEW, UH, MAPS THAT KIND OF DEPICT SORT OF THE MOVEMENT OF THE POPULATION. I TALKED ABOUT, UH, A MOVEMENT EASTWARD PRIMARILY OF FAMILIES OF COLOR. SO LET ME GO AHEAD AND JUMP INTO THAT. THIS, THIS MAP IS A, IS A SERIES OF THREE MAPS, AND IT'S A, IT'S A BIT DIFFICULT TO LOOK AT. AND I, I WANT YOU TO FOCUS MORE ON THE PATTERNS IN THE ACTUAL DOTS, RIGHT? SO IT'S A DOT DENSITY MAP FOR 2020 10 AND 2020. UM, YOU CAN SEE THE, UM, GREEN DOTS REPRESENTING THE ASIAN POPULATION. THIS IS A POINT IN TIME WHEN THE CITY OF AUSTIN EXPERIENCED A LOSS OF AFRICAN AMERICAN POPULATION, AND WE CAN SEE THAT IN THIS MAP. AND THEN THE MAP IN 2020, YOU START TO SEE, UM, YOU KNOW, MORE DENSELY UH, LOCATED DOTS WITH SHOWING THE, THE GROWTH IN THE POPULATION. YOU SEE THAT CONTINUED MOVEMENT OF THE ORANGE DOTS FARTHER EASTWARD. UM, YOU STILL SEE FEWER PINK DOTS. YOU SEE, UH, REALLY SIGNIFICANT CONCENTRATION OF GREEN DOTS IN THE NORTHWESTERN PARTS OF THE CITY. THIS THE UNIVERSITY AREA, BUT NOW ALSO IN THE SOUTHWESTERN PART OF THE CITY. AND YOU, UH, CONTINUE TO SEE A, AN EASTWARD MOVEMENT OF BLUE DOTS OR WHITE POPULATION. NOW, UH, MOVING OVER EAST I 35 INTO HISTORIC, UH, AFRICAN AMERICAN AND HISPANIC NEIGHBORHOODS. IN THE FOLLOWING MAPS, I WON'T GO INTO A LOT OF DETAIL, BUT THESE MAPS ARE THE SAME, UM, TYPE OF MAP FOR EACH RACE AND ETHNICITY GROUP. AND, AND, BUT THEY'RE JUST LOOKING AT AUSTIN AND, UM, TRAVIS COUNTY AND WHAT THEY, THE MAP ON THE LEFT LOOKS AT THE SHARES OR CONCENTRATIONS OF WHERE THE, THE HIGHEST SHARES OF, OF POPULATION ARE LOCATED. THE MAP ON THE RIGHT LOOKS AT POPULATION CHANGE, SO WHERE WE'RE SEEING GROWTH IN AREAS IN YELLOW, AND THEN WHERE WE'RE SEEING DECLINE AREAS IN BLUE OR GRAY. SO THIS SET OF MAPS IS FOR THE AFRICAN AMERICAN POPULATION CHANGE IN DISTRIBUTION, AND WE CAN SEE THAT THE HIGHEST CONCENTRATIONS OF AFRICAN AMERICAN POPULATION ARE TO THE EAST OF MLK AND 1 180 3, BUT MOSTLY IN THE NORTHEASTERN, UH, PARTS OF TRAVIS COUNTY. WHEN WE SEE, UM, THE CHANGE, WE SEE SIGNIFICANT GROWTH IN THIS POPULATION, AGAIN, IN THE NORTHEASTERN PARTS OF THE CITY, AND NORTHEASTERN PARTS OF TRAVIS COUNTY AS WELL AS SOUTH, FAR OFF, UH, FAR, FAR SOUTH AUSTIN. BUT WE SEE SIGNIFICANT AREAS OF DECLINE MOSTLY IN THAT CENTRAL PART OF EAST AUSTIN, THOSE HISTORIC AFRICAN AMERICAN NEIGHBORHOODS. UM, FOR INSTANCE, THE NEIGHBORHOOD OF CHESTNUT HAS DECLINED FROM ABOUT 24% TO ABOUT, UH, 9% WITH THE WHITE POPULATION NOW MAKING UP THE MAJORITY, UH, OF THE POPULATION IN THAT HISTORIC AFRICAN AMERICAN NEIGHBORHOOD. UM, THIS IS THE SAME KIND OF MAP, BUT FOR THE HISPANIC POPULATION, YOU CAN REALLY SEE THE HIGHEST SHARES OF THE HISPANIC POPULATION ARE MOSTLY TO THE EAST OF, UM, THE TRAVIS COUNTY AND THE CITY OF AUSTIN. AND ALL ALONG, UH, HIGHWAY ONE 30. WHEN YOU LOOK AT THE AREAS OF GROWTH, YOU CAN REALLY SEE THAT FARTHER EASTWARD MOVEMENT TO THE FRINGES OF THE CITY OF AUSTIN AND INTO EASTERN, UH, PARTS OF TRAVIS COUNTY. AND AGAIN, THOSE PARTS, UH, INDICATING DECLINE ARE MOSTLY FOUND IN, UH, HISTORIC, UH, HISPANIC NEIGHBORHOODS. THE GREATEST LOSSES IN THIS POPULATION WE'RE SEEING IN THE AREAS OF RIVERSIDE AND HOLLY. THE NEXT SET OF MAPS ARE FOR THE WHITE POPULATION. UM, WE SEE SORT OF AN INVERSE OF THE HISPANIC POPULATION IN THIS MAP, WHERE THE, WITH THE HIGHEST SHARES, AGAIN, UM, UH, TO THE WEST OF, UM, I 35. BUT YOU START TO SEE MORE AND MORE AREAS EAST OF I 35 THAT ARE IN THE DARKEST SHADE OF GREEN, INDICATING THAT THE, UH, WHITE POPULATION IS NOW THE MAJORITY OF THE POPULATION IN THOSE NEIGHBORHOODS. WHEN YOU LOOK AT POPULATION CHANGE, YOU SEE A LOT OF DECLINE IN THE, UM, SORT OF SUBURBAN NEIGHBORHOODS OF NORTHWEST AUSTIN WITH A REDISTRIBUTION AND A MOVEMENT ALSO FARTHER EAST INTO THE CENTRAL CORRIDOR PARTS OF AUSTIN, AS WELL AS INTO MANY OF THOSE HISTORIC AFRICAN-AMERICAN AND HISPANIC NEIGHBORHOODS, BUT ALSO SUBURBAN GROWTH TO, UH, NORTHEASTERN PARTS OF THE CITY AND THE COUNTY, AS WELL AS SOUTHWESTERN PARTS OF THE CITY AND COUNTY. AND THEN THE ASIAN, UM, POPULATION CHANGE AND DISTRIBUTION IS, IS REALLY MORE, UH, SUBURBAN IN NATURE. YOU START TO SEE THE ASIAN POPULATION REALLY CONCENTRATED IN THE NORTHWESTERN PARTS [01:30:01] OF THE CITY AND AREAS AROUND LAKELINE AND AVERY RANCH. AND IN THE MIDDLE OF THE MAP WHERE THE UNIVERSITY OF TEXAS IS LOCATED. POPULATION CHANGE HERE HAS MOVED FROM SOME OF THOSE, UH, PARTS IN NORTH, UH, CENTRAL AUSTIN TO MORE, UM, SUBURBAN AREAS IN NORTHEASTERN AUSTIN, AS WELL AS NORTHWESTERN AUSTIN, AND THEN SOUTHWESTERN PARTS OF THE CITY. I WANNA SHARE A LITTLE BIT ABOUT WHAT I CALL AUSTIN'S UNIQUE DIVERSITY. THIS REALLY LOOKS MORE AT THE MAKEUP OF THE POPULATION, THE FACE OF OUR POPULATION. AND THE, AND I WANNA SHARE THIS BECAUSE IT IS A LITTLE BIT DIFFERENT THAN WHAT WE'RE SEEING ACROSS THE COUNTRY. UM, BETWEEN 2010 AND 2020 POPULATIONS OF COLOR REALLY DROVE GROWTH ALL ACROSS THE COUNTRY, AND ESPECIALLY IN THE STATE OF TEXAS BETWEEN 2010 AND 2020 AND TEXAS, 95% OF ALL GROWTH THAT WAS ADDED CAN BE ATTRIBUTED TO POPULATIONS OF COLOR. SO THIS MEANS THAT LESS THAN 5% CAN BE ATTRIBUTED TO THE WHITE POPULATION. IN AUSTIN, THE BIGGEST DRIVER OF GROWTH WAS THE WHITE POPULATION. IT CONTRIBUTED OVER 40% OF TOTAL GROWTH DURING THAT DECADE. AND THIS REALLY IS A UNIQUE PATTERN THAT WHEN WE LOOKED AT OTHER CITIES, WE REALLY ONLY SAW OTHER, UH, LARGE, UH, CITIES. WE ONLY SAW OTHER FOUR, UH, FOUR OTHER CITIES THAT SHARED A SIMILAR PATTERN. AND THOSE WERE PHOENIX, DENVER, AND RALEIGH. THESE ARE ALL CITIES THAT HAVE, UH, A BURGEONING POPULATION. THEY'RE, THEY'RE FAST GROWING, BUT THEY ALSO HAVE, UM, UM, AN A TECH INDUSTRY THAT'S GROWING AS WELL. UM, THE ASIAN POPULATION IS THE FASTEST GROWING SINGLE RACE GROUP. THIS IS, UH, REPRESENTATIVE OF WHAT'S HAPPENING ACROSS THE COUNTRY AND, AND IN THE STATE OF TEXAS. UM, THEY CONTRIBUTED OVER 21% OF THE TOTAL GROWTH, UM, IN, UH, AUSTIN DURING THE LAST DECADE. THE HISPANIC POPULATION ALSO GREW IN AUSTIN, UM, WITH ONE IN EVERY FIVE PEOPLE ADDED BEING OF HISPANIC DESCENT. BUT OVER 50% OF THE GROWTH THAT WAS SEEN IN TEXAS, AND OVER 50% OF THE GROWTH THAT WAS SEEN NATIONWIDE WAS, COULD BE, UH, ATTRIBUTED TO HISPANIC POPULATION. AND SO WHAT'S HAPPENING IN AUSTIN IS, IS REALLY UNIQUE HERE TOO. UH, THIS IS ALSO A TIME WHERE THE HISPANIC POPULATION, EVER SINCE THE CENSUS STARTED MEASURING THE HISPANIC POPULATION WHERE WE SAW A DECLINE IN THE SHARE OF THE HISPANIC POPULATION IN AUSTIN. UP TO THIS POINT, IT HAD BEEN GROWING THE BACK, THE BLACK POPULATION IN AUSTIN GREW IN AUSTIN THIS DECADE. THIS WAS NOT THE CASE LAST DECADE, THIS DECADE THE BLACK POPULATION GREW. HOWEVER, IT CONTINUES TO GROW AT A VERY SLOW PACE. SO WE HAD ABOUT 50, UM, THOUSAND AFRICAN AMERICANS THAT WERE ADDED TO THE, UH, POPULATION OF TEXAS. LESS THAN 1% OF THAT TOTAL GROWTH IN BLACK POPULATION TO TEXAS CAN BE FOUND IN AUSTIN. SO WE ADDED ABOUT 5,000, UH, AFRICAN AMERICANS LAST DECADE. SO THIS IS REALLY, UM, SIGNIFICANTLY, UM, DIFFERENT TRENDS THAT WHAT WE'RE SEEING ACROSS THE COUNTRY OVERALL. BUT OUR POPULATION CONTINUES TO DIVERSIFY BECAUSE WE'RE SEEING GREATER DIVERSITY, UH, AND, AND GROWTH DUE TO GROWTH IN THE ASIAN POPULATION, GREATER DIVERSITY EVEN WITHIN OUR IMMIGRANT POPULATION. HOWEVER, IT OBSCURES SOME, UM, CONCERNING PATTERNS THAT WE'RE SEEING HERE TOO. AND SO THIS IS SORT OF THE GRAPHICAL REPRESENTATION. I WON'T GO INTO TOO MUCH DETAIL, BUT YOU CAN SEE HOW THE SHARES HAVE CHANGED, RIGHT? SO THE, UM, UH, THE CITY CONTINUES TO DIVERSIFY. WE HAVE A SMALLER WHITE POPULATION, GREATER POPULATIONS, UH, SHARE, UH, POPULATIONS OF COLOR. HOWEVER, WE HAVE A SMALLER SHARE OF HISPANIC POPULATION, A CONTINUING, UH, CONTINUING SHRINKING SHARE OF AFRICAN AMERICAN POPULATION TO THE POINT THAT THE ASIAN POPULATION IS NOW THE THIRD LARGEST RACE ETHNICITY GROUP IN AUSTIN. BUT WE DO HAVE A SIGNIFICANTLY GROWING, UM, SHARE OF MULTIRACIAL OR TWO OR MORE RACE POPULATION IN OUR CITY. AND THEN THIS IS THE, UM, SLIDE THAT I WANNA SHARE WITH YOU ON, UM, THE GROWTH PATTERNS THAT WE SAW IN THE CHILD POPULATION. I WANNA MAKE CLEAR THAT THE CHILD POPULATION IN AUSTIN GREW. SOMETIMES, YOU KNOW, WHEN WE COMPARE THINGS TO, YOU KNOW, FOR INSTANCE, SCHOOL ENROLLMENT, WE, WE START TO THINK THAT THERE COULD BE A DECLINE IN THE AUSTIN CHILD POPULATION. BUT THE CHILD POPULATION IN AUSTIN GREW, HOWEVER, IT GREW MOSTLY FROM, UH, ASIAN POPULATION GROWTH FROM WHITE POPULATION GROWTH AND MULTIRACIAL POPULATION. BUT WE SAW AN ACTUAL DECLINE IN THE NUMBER OF BLACK AND LATINO CHILDREN. SO THERE ARE FEWER LATINO CHILDREN IN 2020 THAN WE HAD IN 2010. AND THERE ARE FEWER AFRICAN AMERICAN CHILDREN IN 2020 THAN IN 2010. DEMOGRAPHERS OFTEN LOOK AT THE CHILD POPULATION WHEN WE'RE [01:35:01] TRYING TO ANTICIPATE, UM, WHAT A, WHAT A, A CITY OR AN AREA WILL LOOK LIKE IN THE FUTURE BECAUSE CHILDREN MAKE UP, YOU KNOW, THE, THE GROWING, UH, POPULATION OF THAT AREA. AND SO IF THINGS WERE TO REMAIN THE SAME IN AUSTIN, IT COULD BE POSSIBLE THAT WE WOULD HAVE FEWER HISPANICS AND AFRICAN AMERICANS IN OUR CITY OVERALL. NOW, WE ALSO, UM, LOOKED AT CERTAIN AREAS OF THE CITY OF AUSTIN TO SEE WHERE THE CHILD POPULATION WAS GROWING, IN PARTICULAR, WHERE HOUSEHOLDS THAT WERE FAMILIES AND HAD CHILDREN, UM, WE SAW AN, WE SAW GROWTH IN FAMILIES WITH CHILDREN IN AUSTIN, BUT WE DID SEE DECLINES THROUGHOUT MANY PARTS OF THE CITY OF AUSTIN IN TERMS OF FAMILIES WITH CHILDREN, IN PARTICULAR IN THAT EASTERN CRESCENT WHERE, UH, YOU CAN SEE ON THE MAP, UM, SHOWN IN, IN RED FOR THE MOST PART. AND WHEN WE LOOK AT, UM, THE FAMILIES, THE BLACK FAMILIES WITH CHILDREN, WE SEE THAT. IS THAT 20 MINUTES? THAT'S BEEN 20 MINUTES? THAT'S 20 MINUTES. OH, WELL, UNLESS THERE'S, UM, OPPOSITION HOW MUCH LONGER? IT LOOKS LIKE YOU'VE GOT, UH, 13 MORE SLIDES. I CAN, I CAN JUST GET, I CAN SUMMARIZE WHAT'S IN THE MAPS. THE MAPS PRETTY MUCH SHOW THE AREAS OF DECLINE OF FAMILIES OF COLOR, AND THESE ARE GOING TO BE IN MANY PARTS OF THOSE HISTORIC NEIGHBORHOODS, UH, THAT ARE AFRICAN AMERICAN AND HISPANIC NEIGHBORHOODS. WHAT I SHARE WITH YOU IS THAT EVEN THOUGH AUSTIN HAS THE FOURTH MOST HIGHLY EDUCATED WORKFORCE, THERE REMAINS SIGNIFICANT EDUCATIONAL ATTAINMENT DISPARITIES WITH, UH, AF WITH, UM, HISPANICS CONTINUING TO HAVE MUCH LOWER EDUCATIONAL ATTAINMENT LEVELS THAN, UM, THAN WHITE AUSTINITES. WE SEE THE SAME DIFFERENCES IN HOUSEHOLD INCOMES. EVEN THOUGH HOUSEHOLD INCOMES HAVE BEEN GROWING, WE SEE SIGNIFICANT DIFFERENCES BETWEEN, UH, BLACK AND AND WHITE HOUSEHOLD INCOMES. WHEN WE LOOK AT HOME OWNERSHIP, WE SEE IN FACT THAT HOME OWNERSHIPS HAVE STAGNATED OVERALL, AND THE BLACK WHITE HOME OWNERSHIP DIVIDE HAS ACTUALLY INCREASED IN AUSTIN INSTEAD OF DECREASED. AND WHEN WE LOOK AT HOUSING COST BURDEN AND WHO'S REALLY BEARING THE BRUNT OF AFFORDABILITY IN AUSTIN, WE FIND THAT THERE'S A COMPOUNDING EFFECT WHERE RENTERS ARE MOST AFFECTED BY HOUSING COST BURDEN AND SPECIFICALLY RENTERS OF COLOR, IN PARTICULAR AFRICAN AMERICAN RENTERS. WE'RE ALREADY LAGGING IN TERMS OF HOME OWNERSHIP, UH, WITH THE STAGNATION THAT WE'RE SEEING FOR MOST GROUPS, MOST RACE ETHNICITY GROUPS. AND SO I THINK WHAT I WOULD SHARE WITH YOU IS JUST WHEN YOU'RE CONSIDERING, UM, DECISIONS AND RECOMMENDATIONS TO CITY COUNCIL AND TO CITY LITER LEADERSHIP, IS THAT YOU KEEP SOME OF THESE DEMOGRAPHIC SHIFTS IN MIND AND DEMOGRAPHIC TRENDS IN MIND. BECAUSE WHAT WE'RE SEEING IS AUSTIN IN AUSTIN IS TRULY UNIQUE IN TERMS OF THOSE DEMOGRAPHIC SHIFTS, AND THEY REALLY, UM, SPEAK TO SOME OF OUR HISTORIC DEMOGRAPHIC, UM, TRENDS THAT HAVE BEEN IN PLACE FOR SOME TIME. THERE WERE LOTS OF POLICIES LEADING UP TO THIS POINT THAT HAVE IMPLICATED MANY OF THESE FINDINGS. AND SO I THINK THAT THAT WOULD TELL ME THAT IN THE FUTURE, IF WE CONTINUE TO ENCOURAGE THOSE SORTS OF POLICIES IN, YOU KNOW, THE CITY CORE, THAT WE COULD ADD MORE HOUSING THAT COULD COMPETE WITH PLACES LIKE HAYES COUNTY AND WILLIAMSON COUNTY. NOW THE OTHER THING I WILL SAY THOUGH IS THAT TRAVIS COUNTY, THIS TIME FOR THE, FOR THE FIRST TIME IN 20 YEARS, EXPERIENCED MORE OUT MIGRATION THAN IN MIGRATION. SLOWER JOB GROWTH, SLOWER POPULATION GROWTH IN AUSTIN, UH, ESPECIALLY FROM OTHER PLACES ACROSS THE COUNTRY, COULD REALLY CHANGE THAT, RIGHT? AND SO WE REALLY NEED TO TRY TO UNDERSTAND WHY ARE NOT AS MANY PEOPLE COMING INTO AUSTIN AS THEY USED TO, WHY ARE THEY NOT COMING HERE AS RAPIDLY? BUT THERE WAS SOMETHING ABOUT WHAT WAS DONE IN DIFFERENT AREAS OF THE CITY IN FARTHER FRINGES THAT DID PRODUCE THAT DIVERSITY. AND SO IT COULD BE, UM, WORTH EXPLORING, UM, AT THE CITY, UM, IN OUR DEPARTMENT, IN THE HOUSING DEPARTMENT TO TRY TO UNDERSTAND WHAT WAS PUT IN PLACE IN SOME OF THESE AREAS THAT DID HELP TO PRODU TO PRODUCE THAT DIVERSIFICATION. IT HAS LITERALLY ABOUT 25% ASIAN POPULATION, 25% HISPANIC, 25% BLACK, 25% WHITE POPULATION. SO WHAT INTERVENTIONS, YOU KNOW, WERE TAKING PLACE THERE? I I'M NOT, I'M NOT FAMILIAR WITH ANY THAT WERE HAPPENING THERE, BUT THERE WAS SOMETHING ABOUT THAT KIND OF DEVELOPMENT THAT DID HELP TO PRODUCE THAT DIVERSITY. SO I THINK LOOKING AT THOSE AREAS WHERE WE DID SEE, UM, INCREASED DIVERSITY WITH, UH, PAIRED WITH GREATER UNITS, UH, PRODUCED, COULD BE HELPFUL TO UNDERSTAND WHAT COULD BE REPRODUCED. OBVIOUSLY THE HOME AND RENT PRICES HAVE SOMETHING TO DO WITH THAT. YES, WE DID SEE AREAS WHERE THERE, YOU KNOW, WHERE THERE IS INCREASED AFFORDABILITY. UM, I THINK IN THE, IN THE TECH RICH AREA, IT'S INTERESTING BECAUSE THERE IS, THERE WAS DIFFERENT TYPES OF GROWTH. THERE WAS A LOT OF MULTI-FAMILY, UM, UNIT GROWTH, BUT THERE WAS ALSO A LOT OF, UM, SINGLE FAMILY UNIT GROWTH. AND I THINK WHAT WAS INTERESTING ABOUT THAT AREA THAT'S WORTH EXPLORING IS THAT WE SAW DIVERSIFICATION AMONG ALL GROUPS. AND SO I THINK IT'S IMPORTANT TO TRY TO UNDERSTAND WHAT IS ALSO HAPPENING IN, IN OTHER SURROUNDING CITIES WHERE, FOR INSTANCE, HURO AND MAYER ARE SEEING INCREDIBLE GROWTH IN AFRICAN AMERICAN FAMILIES. SO I THINK THERE, THERE COULD BE A CONNECTION BETWEEN THE SCHOOL DISTRICTS AND, YOU KNOW, THERE HAVE BEEN CONVERSATIONS ABOUT ALSO CLOSING SCHOOLS IN PFLUGERVILLE ISD, SO HOW, YOU KNOW, HOW THE SCHOOL, UM, RELATES TO POPULATION GROWTH IN THE AREA AND THE MAKEUP OF FAMILIES THERE TOO COULD BE AN INTERESTING THING TO EXPLORE. SO WE BELIEVE THAT THOSE NUMBERS ARE MUCH MORE ACCURATE. AND EVEN THEN IT WAS A VERY SMALL PERCENTAGE. AND SO I ACTUALLY COMPENSATED FOR THAT UNDER COUNT IN OUR POPULATION ESTIMATES, BUT IT STILL DID NOT BRING US INTO A NET POSITIVE FOR THE TOTAL COUNT OF BLACK AND HISPANIC CHILDREN. UH, AND, AND THE NET COUNT BETWEEN 2010 AND 2020. SO I THINK IT'S STILL IMPORTANT TO UNDERSTAND THAT WHILE THE CENSUS BUREAU MAY NOT BE GETTING ALL OF OUR DATA CORRECT, THEY'RE STILL REFLECTING SOME REALITIES THAT WE NEED TO TACKLE . ABSOLUTELY. AND SO GETTING THE MOST ACCURATE HOUSING UNIT COUNT THAT WE CAN FOR THE CITY OF AUSTIN IS OF CRITICAL IMPORTANCE. AND WE HAVE MULTIPLE INTERNAL DATA SOURCES THAT WE CAN USE, BUT I WILL BE HONEST WITH YOU, THEY ALL HAVE SOME QUIRKS AND QUALITY ASSURANCE ISSUES THAT WE REALLY NEED TO STRAIGHTEN OUT IN ORDER TO GET THAT ACCURATE COUNT. I MEAN, DO, DO WE HAVE ANY PROJECTIONS LIKE, YOU KNOW, HOW MANY OF THOSE PEOPLE ARE GONNA BE BLACK, HISPANIC, ASIAN, CAUCASIAN? SO, UM, WHEN YOU'RE TALKING ABOUT WHO'S GOING WHERE, I CAN TELL YOU, UH, OUR, OUR PROJECTIONS, UM, OUR NEXT SERIES OF PROJECTIONS WILL BE DEMOGRAPHIC METHOD PROJECTIONS. AND SO WE HOPE TO HAVE PROJECTIONS THAT, UM, ARE ABLE TO TELL US THE SHARE OF AFRICAN AMERICAN POPULATION THAT WE'RE PROJECTED TO HAVE IN THE FUTURE, UM, THE SHARE OF HISPANIC CHILDREN. AND SO WE'LL HAVE THAT DEMOGRAPHIC DETAIL FOR THE CITY AS A WHOLE. SO, BUT IN TERMS OF WHO'S GOING WHERE AND WHAT THEIR MAKEUP IS, I CAN TELL YOU THAT THE PEOPLE WHO MOVE TO AUSTIN, UM, HAVE SPECIFIC CHARACTERISTICS THAT, UM, YOU KNOW, THAT SORT OF, UM, HAVE IMPLICATIONS ON THE PATTERNS THAT WE'RE SEEING NOW. SO THEY TEND TO BE YOUNGER, UM, THAN, THAN THE PEOPLE WHO ARE ALREADY HERE. SO THEY'RE TYPICALLY IN THEIR EARLY THIRTIES, UH, THEY TEND TO HAVE EVEN HIGHER EDUCATIONAL ATTAINMENT THAN THE AUSTINITES WHO ARE ALREADY HERE. I MENTIONED WE HAD THE FOURTH MOST HIGHLY EDUCATED WORKFORCE. THEY COME WITH EVEN HIGHER SHARES OF EDUCATIONAL ATTAINMENT. UM, THEY ALSO COME WITH HIGHER, UH, PERSONAL INCOMES, UM, UM, NUMBERS. AND SO THEY HAVE MORE AFFLUENCE WHEN THEY'RE MOVING HERE. SO THEY'RE MUCH MORE, UM, BETTER EQUIPPED TO, UH, COMPETE IN A, IN A TIGHT HOUSING MARKET. RIGHT. AND THEY ALSO ARE LESS DIVERSE. THEY TEND TO BE HIGHER SHARES OF WHITE POPULATION MOVING INTO THE AREA, UH, RELATIVE TO THE POPULATION MAKEUP AS A WHOLE AND PEOPLE WHO DO NOT MOVE OR PEOPLE WHO MOVE FROM AROUND THE, THE METRO AREA IN THE FUTURE. I DON'T KNOW WHAT THAT COULD LOOK LIKE. UM, IN OUR PROJECTIONS [02:00:01] WOULD ESTIMATE THAT WE WOULD CONTINUE, WE WOULD ASSUME THAT WE WOULD CONTINUE TO SEE THOSE TRENDS. AND SO THAT WOULD KIND OF BE BAKED INTO THOSE. UM, BUT THAT'S WHAT WE'VE BEEN SEEING FOR, FOR A FEW YEARS NOW IS, IS THOSE MAIN, UH, CHARACTERISTICS OF PEOPLE MOVING INTO, INTO AUSTIN FROM, ESPECIALLY FROM OTHER STATES. OKAY. UH, THANK YOU. AND THE SECOND, I, I WAS SURPRISED I DIDN'T REALIZE THAT WE HAD NET OUT MIGRATION FROM TRAVIS COUNTY. UM, IS THAT GENERALLY TO OTHER PLACES WITHIN THE REGION, UH, LIKE HAYES CALDWELL SORT OF THING, OR IS THAT FURTHER AFIELD? SO I WAS HOPING TO BE ABLE TO ANSWER THAT LATER ON THIS YEAR, WAITING FOR SOME CENSUS DATA. OKAY. AND THEN THEY'VE JUST RECENTLY TOLD US THAT THEY'RE NOT GOING TO BE, UM, SHARING THAT, UM, OUT MIGRATION DATA ANY LONGER. THE CENSUS BUREAU IS WORKING TO PROTECT CONFIDENTIALITY OF ITS RESPONDENTS TO ITS SURVEYS. SO WE HAVE LESS ACCESS TO THE GRANULAR DATA THAT WE USED TO HAVE IN THE PAST. HISTORICALLY, WHAT WE HAD SEEN WAS THAT OUT MIGRATION FROM TRAVIS COUNTY TYPICALLY STAYED WITHIN THE REGION, SO IT WOULD GO TO HAYES COUNTY, WILLIAMSON COUNTY, THOSE TWO IN PARTICULAR WOULD GET THE BULK OF, OF OUT MIGRANTS. WE HAVEN'T SEEN A NEGATIVE OUT MIGRATION SINCE THE.COM BUST. AND SO WE ANTICIPATE THAT THE DISPLACEMENT COULD BE HAPPENING TO NEIGHBORING, UM, LOCAL, UM, YOU KNOW, COUNTY SURROUNDING IN WITHIN THE REGION, BUT WE HAVE FEWER DOMESTIC MIGRANTS AND WE'VE HAD THAT DISPLACEMENT GOING ON, BUT IT'S REALLY BEEN SORT OF OBSCURED AGAIN FROM THOSE HIGHER DOMESTIC MIGRATION NUMBER. SO WE WERE ALWAYS IN THE POSITIVE EVEN THOUGH WE WERE HAVING DISPLACEMENT. AND SO NOW IT'S EASIER TO SEE THAT. UNFORTUNATELY, WE DON'T KNOW EXACTLY WHERE WE'RE GOING, BUT WE ARE EXPLORING DIFFERENT DATA SOURCES TO TRY TO UNDERSTAND HOW WE CAN FIGURE THAT OUT, INCLUDING US POSTAL SERVICE ADDRESS CHANGE DATA AND OTHER DATA SOURCES THAT, THAT WE MAY BE ABLE TO PURCHASE OR JUST, YOU KNOW, UH, UH, ACQUIRE TO TRY TO UNDERSTAND WHERE IT IS THAT THEY'RE GOING SINCE WE NO LONGER HAVE THAT FROM THE CENSUS BUREAU.
