LET ME BRIEFLY RUN THROUGH THE WAY WAY WE'RE GONNA CONDUCT BUSINESS, UH, BEGINNING THIS MORNING.

UH, HERE IN JUST A SECOND.

I WILL READ CHANGES AND CORRECTIONS INTO THE RECORD SO THAT WE HAVE THOSE ON OUR RECORD.

AFTER THAT, WE WILL GO INTO AN EXECUTIVE SESSION.

THE FIRST ITEM IS THE APPROVAL OF MINUTES FROM AUGUST 14TH, 2024 AND AUGUST 29TH, 2024.

THE SECOND ITEM IS THE CREATION OF A NONPROFIT ENTITY, A SUBSIDIARY OF AUSTIN HOUSING FINANCE CORPORATION CALLED A HFC 12 100 METRIC NONPROFIT CORPORATION.

THIS WILL BE THE NONPROFIT PARTNER OF THE OWNERSHIP ENTITY TO OWN A, THE PROPERTY LOCATED AT 12 100 METRIC.

THE THIRD ITEM IS THE ACQUISITION OF SAID PROPERTY, 12 100 METRIC, UH, TO BE ACQUIRED BY AUSTIN HOUSING FINANCE CORPORATION, A HFC 12, 100 NONPROFIT, AND A, UH, PARTNER ENTITY.

AND ITEM NUMBER FOUR IS, UH, THE EXTENSION OF AMENDMENT OF EIGHT EXISTING AGREEMENTS WITH NONPROFIT ORGANIZATIONS, UM, IN AN AMOUNT NOT TO EXCEED $10,900,000, UH, FOR COMMUNITY INITIATED, UH, SOLUTIONS TO ANTI DISPLACEMENT.

MANY OF OUR, UH, CONSTITUENTS REALLY TRULY SUFFER FROM MENTAL ILLNESS AND THEY END UP IN THE LEGAL SYSTEM, TRAP IN THE PIPELINE THAT TAKES THEM FROM THE STREETS ALL THE WAY TO, UH, JAIL.

RIGHT? UNFORTUNATELY, WE ARE NOT GIVING THEM THE TOOLS, THE PSYCHOTROPICS, THE MENTAL HEALTHCARE THAT THEY ACTUALLY NEED.

IT'S NOT JUST A PROBLEM WITH POVERTY, IT'S A PROBLEM OF EDUCATION, LACK OF COMPASSION, AND WHAT WE NEED FROM YOU.

IT'S TO ACTUALLY TAKE A STEP FORWARD INTO THIS MATTER.

CLINICAL PROFESSIONS PROFESSIONALS SHOULD HAVE A SAYING ON THIS MATTER.

I'M HAVING A LITTLE DIFFICULTY UNDERSTANDING HOW THE DELL VALLEY COALITION RECEIVED FUNDING FOR PROJECT CONNECT.

AS YOU'RE AWARE, THAT'S IN TRAVIS COUNTY.

IT'S NOT IN THE CITY OF AUSTIN.

SPECIFICALLY, I WANT YOU TO KNOW THAT THE FEDERAL TRANSIT ADMINISTRATION, CAPITAL INVESTMENT GRANTS ACTUALLY LOOKS AT A HALF MILE WITHIN THE CORRIDOR.

SO ONCE AGAIN, YOU ARE DEFRAUDING THE TAXPAYERS.

FRAUD IS TRYING TO GET SOMETHING OF VALUE THROUGH WILL FOR MISREPRESENTATION AS THE GOVERNMENT ACCOUNTABILITY OFFICE DEFINITION 2017.

I JUST WANT YOU TO RECOGNIZE THAT EL WIN SAMANO IS DOING GOOD WORK, BUT YOU'VE ONLY ALLOCATED $1 MILLION.

SO, WHICH PROBLEMATIC ABOUT THIS $10 MILLION MAYOR, IS THAT THERE ARE NO MEASURABLE OUTCOMES IN BACKUP FOR TAXPAYERS TO BELIEVE THAT THIS IS A GOOD RETURN ON INVESTMENT.

I WANT YOU TO UNDERSTAND AS WELL THAT GOODWILL, I ACTUALLY ASKED THEM ABOUT THE FUNDING THEY RECEIVED AND YOU CAN'T JUST WALK INTO THAT FACILITY AND GET INFORMATION ABOUT IT.

SO THERE'S A LACK OF TRANSPARENCY AS IT RELATES TO TEXAS REAL GRAND LEGAL AID.

I'M NOT SURE WHO THEY'RE SERVING.

THEY DON'T EVEN TELL THE POTENTIAL CLIENTS THAT THEY CAN FILE A MOTION FOR AN EXTENSION OF TIME SO THAT THEY CAN SEE IF THEY CAN ACTUALLY TAKE THE CASE.

I WANT YOU TO UNDERSTAND WHAT I FIND MOST PROBLEMATIC ABOUT THIS IS MANDY DE MAYO.

SPECIFICALLY, YOU'LL SEE ON IN SECTION TWO OF THE BYLAWS THAT THE MEETINGS DON'T HAVE TO BE POSTED.

THAT THE ONLY REQUIREMENT IS FOR THERE TO BE A RESOLUTION.

I WANT YOU TO REMEMBER THAT ON JULY 18TH, 2024, YOU ACTUALLY SUBMITTED THE FIVE YEAR STRATEGIC PLAN FOR THE $70 MILLION OVER FIVE YEARS FROM HUD, AND THAT WAS ALSO SPECIFICALLY A A CITIZEN PARTICIPATION PLAN.

SO ONCE AGAIN, I'M GOING TO TELL MANDY DE MAYO, IT IS TIME FOR HER TO RESIGN.

THIS IS COUNTERACTIVE COUNTERINTUITIVE TO THE INFORMATION THAT WAS SENT TO HUD.

SO I WOULD ASK YOU TO STRIKE THAT LANGUAGE TO BE TRANSPARENT AND TO RECOGNIZE THAT OUR TEXAS LEGISLATURE IS ACTUALLY LOOKING AT SOME TRANSPARENCY AND GOVERNMENT AS PART OF THEIR INTERIM CHARGE.

SO IF YOU'LL MAYOR ON IN SECTION TWO OF THE BYLAWS FOR THIS AUSTIN HOUSING FINANCE CORPORATION, THIS 12 100 NONPROFIT THAT YOU ARE CREATING WITH MANDY DE MAYO AND TWO OF THE STAFF, I WOULD ASK YOU TO STRIKE THAT LANGUAGE AND TO BE TRANSPARENT WITH THE TAXPAYERS.

HOW ARE WE SUPPOSED TO EVEN KNOW WHEN THE MEETINGS ARE BEING HELD? IF YOU PASS THIS TODAY AS IT IS WRITTEN, THERE'LL BE A RESOLUTION.

WHERE WILL WE FIND THE RESOLUTION? HOW WILL WE KNOW THE MEETINGS ARE BEING HELD? WHAT TIME WILL THEY BE HELD? IF YOU WOULD GO DOWN TO, UH, THE CORNER OF RF AND PARKER LANE AND THE RIVERSIDE AREA, YOU WOULD NOTICE THAT THERE IS AN ACCUMULATION OF, UH, HOMELESS, UH, PEOPLE, UM, WHO SUFFER FROM, UH, BOTH MENTAL HEALTH AND SUBSTANCE ABUSE ISSUES, AND THE POPULATION IS INCREASING ON A DAILY BASIS.

THIS IS SOMETHING THAT THE POLICE HAVE NOT BEEN ATTENDING TO, AND I BELIEVE, EXCUSE ME, THE FUNDS ARE BETTER ALLOCATED TOWARDS, UH, CURING THESE THREE CRISES, HOMELESSNESS, MENTAL HEALTH AND SUBSTANCE ABUSE IN ORDER TO PREVENT THIS FROM FURTHER SPREAD.

IN ADDITION, YOU WOULD NOTICE AS WELL THAT CRIME IN THIS AREA IS RISING.

UM, SPECIFICALLY IN THE LAST TWO WEEKS, I BELIEVE THERE WERE FOUR MURDERS ON ONE, UH, STREET, WHICH IS BURTON DRIVE, WHICH IS IN THAT AREA.

UH, THESE THREE ISSUES, HOMELESSNESS, MENTAL HEALTH AND SUBSTANCE ABUSE.

IF, IF THOSE ISSUES AREN'T ATTENDED TO, THEN CRIME WILL CONTINUE TO RISE.

SO, UH, IT IS IMPERATIVE THAT THE CITY CHANNEL FUNDS TOWARDS CURING THESE UNDERLYING ISSUES SO THAT CRIME DOESN'T RISE AND, UM, AND SO, UH, THERE IS LESS NEED FOR RESOURCES TO BE EXPENDED TO THE POLICE.

I'M REQUESTING THAT COUNSEL EITHER POSTPONE OR VOTE NO ON THE POLICE CONTRACT SO THAT THE CONTRACT LANGUAGE AND MONEY CAN BE REVISITED WITH A LENS THAT WOULD REMOVE ANY AMBIGUITY FROM THE GFI LANGUAGE AND A BUDGET CEILING THAT WOULD ALLOW THIS

I DO NOT BELIEVE THAT THIS CONTRACT WILL FIX THE UNDERLYING STAFF MANAGEMENT AND WORKPLACE CLIMATE ISSUES, EXCUSE ME, THAT ARE AT THE ROOT OF A CADET ACADEMY.

COMPLETION AND RETENTION RATES MORE MONEY WILL NOT MAKE MORE POLICE OFFICERS MAGICALLY APPEAR, NOR WILL IT IMPROVE THE NUMBER OF WOMEN AND PEOPLE OF COLOR COMPLETING THE ACADEMY SO WE CAN ACHIEVE OUR 30 BY 30 GOAL, AND IT CERTAINLY WON'T FIX THE SYSTEMIC WORKPLACE CLIMATE ISSUES THAT CONTINUE TO FOSTER DISCRIMINATION, HARASSMENT, AND UNHEALTHY WORK CONDITIONS FOR OFFICERS.

AS FOR THE GFI LANGUAGE, I WANT A CONTRACT THAT WILL FULLY EMPOWER OUR OFFICE OF POLICE OVERSIGHT TO DO THEIR WORK.

THEY'VE BEEN WAITING ON THE SIDELINES FOR YEARS TO FULFILL THEIR MISSION AND HAVE JUST IN THE PAST MONTH OR SO BEGAN TO EXPERIENCE A WORLD WHERE THEY HAVE ACCESS TO MORE OF WHAT THEY NEED.

WE NEED LANGUAGE IN THE CONTRACT THAT WILL SURVIVE ARBITRATION, AND I DO NOT BELIEVE THAT IF LEFT TO STAND ON ITS OWN THAT THE CURRENT LANGUAGE WOULD DO THAT.

I ALSO ASK THAT YOU VOTE NO ON THE ACCOMPANYING ITEM 48 TO INCREASE AD'S BUDGET BECAUSE DOLLARS SENT TO A PD ARE FOREVER A PD DOLLARS IN OUR COMMUNITY HAS NEEDS BOTH WITHIN THE TRADITIONAL DEFINITIONS OF PUBLIC SAFETY AND BEYOND.

UM, WE'VE ALSO SEEN THAT THIS YEAR ALONE, THE CRIME RATES ARE NOT ALIGNING WITH POLICE STAFFING.

NEW STATISTICS SHOWED THAT EVEN THOUGH AUSTIN'S POLICE STAFF IS DECREASING, THE CRIME LEVELS ARE STILL GOING DOWN ACROSS THE BOARD.

UH, WHETHER THE CITY FINDS THE DOLLARS FOR THIS CONTRACT THROUGH ITS RESERVES, THROUGH CUTS TO CORE SERVICES, OR THROUGH ADDITIONAL TAXES, THE $218 MILLION PRICE TAG FOR A NEW POLICE CONTRACT THAT THE MAJORITY OF AUSTINITE DON'T EVEN WANT, SYMBOLIZES A CLEAR DISREGARD FOR THE ACTUAL WELFARE OF OUR NEIGHBORS, OUR COMMUNITIES, AND OUR CITY.

UH, BECAUSE OF THESE ITEMS IN A BUNCH THAT YOU'RE GONNA HEAR, UH, THROUGHOUT THE DAY, I REQUEST THAT THE COUNCIL VOTES NO ON THE CONTRACT.

PLEASE UNDERSTAND THIS IS UN THIS IS COUNTERINTUITIVE FOR AFFORDABLE HOUSING AS OPERATOR COSTS ARE BEING ALLOCATED FOR MITIGATING CRIMES DUE TO REDUCED POLICE PRESENCE, HOMICIDE, RAPE, ASSAULT, CAR THEFT, AMONG THE MANY CRIMES I'M NOW LEFT WITH TO MANAGE.

TO BE CANDID, PUBLIC SAFETY IS AN ESSENTIAL RIGHT THAT WE PAY FOR WITH OUR PROPERTY TAXES.

AND CONSIDERING THAT MY PROPERTY ALONE CONTRIBUTES OVER $2.3 MILLION IN REGARD TO THIS, I HAVE TO SEE FAVORABLE CHANGES.

TODAY THERE ARE ABOUT 300 VACANCIES WITH A PD, WHICH GREATLY IMPACTS THE BANDWIDTH AND OPERATIONS FOR OUR OFFICERS TO PERFORM THEIR JOBS EFFECTIVELY, EVEN WHEN CALLS ARE BASED ON PRIORITY.

YEAR TO DATE, THE CITY OF AUSTIN HAS REPORTED OVER 54 HOMICIDES, A PUBLICATION FOR THE NATIONAL BUREAU OF ECONOMIC RESEARCH STATES.

LARGER POLICE FORCES SAVE LIVES AND REDUCE SERIOUS CRIMES.

IN ADDITION, THAT A 10% INCREASE IN POLICE FORCE IS EQUIVALENT TO A 10% CRIME REDUCTION.

TODAY YOU WILL HEAR TESTIMONY FROM THE OPPOSING PARTY CLAIMING THAT THIS CONTRACT IS UNFAVORABLE BASED ON POOR ANECDOTAL MATERIAL.

MY HOPE IS THAT ALL OF YOU HAVE A FRESH AND TRUE PERSPECTIVE FOR KEEPING AUSTIN SAFE AND AFFORDABLE.

AND WE MUST TACKLE POVERTY BEFORE WE CAN SAY THAT A POLICE FORCE IS REALLY OUR BEST SOLUTION.

RESPONDING CRIMES AFTER THE FACT ISN'T WHAT WE NEED.

UM, ADDITIONALLY, POLICE FORCES, THE AUSTIN POLICE ASSOCIATION, UM, HAS KNOWN TO TARGET INDIVIDUAL PEOPLE IN PROTESTS AND OTHER VARIOUS, UM, POLITICAL ACTIVITIES, AND WE DON'T NEED MORE OFFICERS, UM, SHOOTING MY FRIENDS IN THE EYE WITH BEANBAGS.

UM, ADDITIONALLY, AS AS DISCUSSED BEFORE, UM, THESE RAISES ARE PERMANENT AND ACCORDING TO STATE LAW, WE WE CANNOT REMOVE THEM IN THE FUTURE AND WE HAVE OTHER SERVICES THAT WE NEED TO PAY FOR.

IF TRUMP WINS, WHO'S GONNA ENFORCE HIS AGENDA? IF THEY PASS A BILL CRIMINALIZING PREGNANT PEOPLE WHO SEEK ABORTIONS, WHO IS GOING TO CATCH THEM IF THEY ATTEMPT TO EXECUTE MASS DEPORTATIONS? DO YOU REALLY DOUBT THAT POLICE WILL BE PULLED INTO THAT EFFORT AS THEY ALREADY HAVE BEEN IN TEXAS? WHEN YOU PICTURE THE MOST HEINOUS ASPECTS OF PROJECT 2025, WHAT KIND OF WORK DO YOU THINK THE POLICE WILL BE DOING AS THAT PROPOSAL IS REALIZED? I DON'T THINK THIS COUNCIL HAS THOUGHTFULLY CONSIDERED THE WISDOM OF PERMANENTLY SUPERFUND A POLICE FORCE IN SUCH A SCENARIO, IT SEEMS CONTRADICTORY TO FIRST EMPLOY RHETORIC ABOUT THE DYSTOPIAN FUTURE THAT AWAITS US.

EVEN THOUGH A TRAVIS COUNTY JUDGE RECENTLY RULED THAT IT IS ILLEGAL FOR THE CITY TO MAINTAIN A G FILE DUE TO THE OVERSIGHT ACT IF THE CONTRACT IS APPROVED, THIS COULD ALLOW THE AUSTIN POLICE ASSOCIATION TO WEAKEN THE OVERSIGHT ACT THROUGH CONTRACT ARBITRATION.

A PA COULD FILE GRIEVANCES ALLEGING THE CITY IS VIOLATING THE TERMS OF THE CONTRACT BY DISCLOSING MISCONDUCT RECORDS THAT WERE PREVIOUSLY CONFIDENTIAL DUE TO THE G FILE.

THE APAS REAL GOAL IS TO UNDO THE OVERSIGHT ACT THROUGH CONTRACT GRIEVANCES.

THIS IS HOW THEY GUTTED THE OVERSIGHT SYSTEM AND ESTABLISHED IN THE, THAT WAS ESTABLISHED IN THE 2018 POLICE CONTRACT.

I CAN'T EVEN WRAP MY MIND AROUND THE AMOUNT, THE MILLIONS OF DOLLARS, UH, IN THIS PROPOSED CONTRACT.

HOW WILL THE CITY PAY FOR THIS? WILL THEY CUT MONEY FOR MENTAL HEALTH EMS, PARKS, LIBRARIES, ET CETERA? WILL THEY GUT THE CITY'S EMERGENCY RESOURCE FUNDS? WILL THE CITY RAISE TAXES? ALL OF THESE FOLKS, ALL OF THESE, THE 10 YEAR CONTRACT COST OF THIS CONTRACT COULD BE GREATER THAN $500 MILLION.

I WAS AROUND FOR THE 2018 VOTE ON THE POLICE CONTRACT.

IN FACT, IN MINNEAPOLIS, HOMICIDES JUMPED BY 70% BETWEEN 2019 AND 2021.

I PERSONALLY WAS INVOLVED IN A HIT AND RUN LAST WEEK.

I CALLED 9 1 1 AND WAS TOLD THAT AN OFFICER WOULD BE AT THE SCENE IN THREE TO FIVE HOURS.

IF WE WANNA KEEP OUR CITY SAFE AND CONTINUE ITS VIBRANT TOURISM, WE ABSOLUTELY NEED MORE LAW ENFORCEMENT SUPPORT.

EARLIER, A SPEAKER MENTIONED THAT THERE HAVE BEEN 54 HOMICIDES THIS YEAR.

LAST YEAR THERE WERE 73.

IT'S DOWN BY NEARLY 25%.

UM, IT SEEMS VERY DISINGENUOUS TO ACT AS THOUGH CRIME RATES ARE RISING WHEN ALL PHYSICAL INDICATORS ARE THAT THEY'RE NOT DESPITE ANECDOTAL EVIDENCE FROM OTHER SPEAKERS.

BUT IF WE'RE GONNA TALK ABOUT ANECDOTAL EVIDENCE, I HAVE MY OWN, WHICH THE 2020, UH, PROTEST I WAS SHOT IN THE CHEST WHILE HELPING AN INJURED WOMAN OFF THE GROUND BY AN A PD OFFICER WITH A LESS LETHAL ROUND THAT HAS LEFT ME WITH LONG-TERM CHEST AND ARM DAMAGE THAT MAKES IT IMPOSSIBLE FOR ME TO HOLD MY RIGHT ARM UP FOR TOO LONG OR STAND CLOSE TO A LOUD SPEAKER, WHICH IS DIFFICULT DOING HARD THINGS.

UM, THE THE PREMISE THAT WE NEED TO PUT MORE MONEY AND MORE INVESTMENT INTO AN ORGANIZATION THAT HAS PROVEN OVER AND OVER AGAIN TO BE UNWORTHY OF THAT COMMITMENT IS CLEARLY FAULTY.

THEY, THERE'S A RECURRENCE OF, UH, MISCONDUCT OF VIOLENCE AND OF GENERALIZED FAILURE ACROSS THE A PD THAT DOESN'T JUSTIFY THE INCREASED FUNDING.

WHEREAS I'VE HEARD IN CITY COUNCIL A NUMBER OF PLANS THAT WOULD MAKE A HUGE DIFFERENCE TO OUR COMMUNITY THAT WE WOULD BE UNABLE TO FUND IF WE INVEST $500 MILLION OVER THE NEXT 10 YEARS INTO OUR FAILING POLICE DEPARTMENT.

INVEST THAT MONEY INTO THINGS LIKE HOMELESS SHELTERS, MEDICAL, UH, PSYCHOLOGICAL HEALTH, MENTAL HEALTH TREATMENTS, SCHOOLS, PARKS, ACTIVITIES.

THESE ARE THE THINGS THAT'LL MAKE OUR COMMUNITY THRIVE, NOT AN INCREASED POLICE PRESENCE IN A CITY WHERE CRIME IS ALREADY ON THE DECLINE.

I ALSO REMEMBER THE DEFICIT THE CITY WAS PROJECTED TO FACE IN COMING YEARS AND RESPECTFULLY, WE CANNOT RESPONSIBLY ACCEPT THIS DEAL.

JUST AS ONE EXAMPLE, HAVE ALREADY FACED BUDGET CUTS THAT HAVE CAUSED THEM TO FURLOUGH MUCH NEEDED STAFF AND CANCEL PROGRAMMING.

THEIR ANNUAL BUDGET IS A MEASLY 1.8 MILLION THAT'S EVEN LESS THAN THE 2.5 THAT THE CITY WASTED AWAY ON THEIR DEAL WITH RAMPAGE LAW.

PLACES LIKE THE CARVER HAVE MADE A MATERIAL IMPROVEMENT IN MY LIFE WITHOUT THEIR ARTIST RESIDENCY PROGRAM, WHICH IS AT RISK OF BEING ELIMINATED DUE TO BUDGET CUTS THAT HAVE ALREADY BEEN MADE.

AND THAT'S ALREADY I WOULD NOT HAVE GOTTEN THE BOOST THAT I NEEDED TO BREAK INTO THE ART WORLD.

THESE CITY SERVICES ARE ON LIFE SUPPORT CITY COUNCIL.

I'M ASKING YOU NOT TO SIGN THEIR DEATH WARRANT BY ACCEPTING THIS CONTRACT WITH A PD STOP MESSING WITH OUR TAX DOLLARS.

I HAVE PREVIOUSLY TESTIFIED IN SUPPORT OF AUSTIN POLICE DEPARTMENT'S EFFORTS TO IMPROVE RESPONSES FOR SURVIVORS OF SEXUAL ASSAULT.

HOWEVER, TODAY I AM HERE TO ADDRESS A GRAVE ISSUE, THE LACK OF TRANSPARENCY WHEN LAW ENFORCEMENT OFFICERS COMMIT SEXUAL CRIMES THEMSELVES.

IT'S A HARSH REALITY THAT OFFICERS CAN AND DO ABUSE THEIR POSITIONS OF POWER TO COMMIT VIOLENT OFFENSES.

MY RAPIST AND ATTACKER WAS A POLICE OFFICER.

I, LIKE MANY OTHERS, HAVE EXPERIENCED FIRSTHAND THE BIAS INVESTIGATIONS AND SILENCING TACTICS USED TO PROTECT THEIR OWN LEAVING SURVIVORS WITHOUT JUSTICE.

THE OFFICER IN MY SITUATION WAS FORCED TO QUIETLY RESIGN FROM HIS POSITION, BUT DUE TO A LACK OF ACCOUNTABILITY AND THE SECRECY AROUND THE INTERNAL INVESTIGATION, HE WAS PERMITTED TO OBTAIN A POSITION AS AN OFFICER IN A DIFFERENT CITY SHOULD HE SO CHOOSE.

THIS EXPOSES THE COMMUNITY TO DANGER AND PERPE PERPETUATES THE DANGEROUS CRIMINALS WHO ARE IN UNIFORM.

THE CITY OF AUSTIN AND THE AUSTIN POLICE DEPARTMENT WERE SUED FOR THEIR PROFOUND FAILURES IN SUPPORTING SURVIVORS OF SEXUAL VIOLENCE.

DESPITE PROMISES TO DO BETTER, THE CITY AND A PD CONTINUE TO FALL SHORT.

TRUE ACCOUNTABILITY REQUIRES HONESTY AND OPENNESS, ESPECIALLY WHEN POLICE OFFICERS COMMIT SERIOUS MISCONDUCT.

INSTEAD, THE CITY OF AUSTIN AND THE POLICE UNION ARE TAKING EXTREME MEASURES TO KEEP OFFICER MISCONDUCT.

HIDDEN.

INTERNAL AFFAIRS INVESTIGATIONS ARE BEING CLOSED, QUOTE ADMINISTRATIVELY, ALLOWING OFFICERS TO QUIETLY RESIGN OR RETIRE WITHOUT FACING DISCIPLINE.

THIS IS ABSOLUTELY UNACCEPTABLE.

OUR COMMUNITY DESERVES TRANSPARENCY AND OUR SURVIVORS DESERVE JUSTICE.

ACCOUNTABILITY MUST PREVAIL OVER SECRECY WHEN SURVIVORS, WHEN OFFICERS WHO COMMIT SEXUAL CRIMES ARE NOT HELD ACCOUNTABLE, THEY'RE EMBOLDENED TO OFFEND AGAIN.

UM, THIS, UH, POLICE PAY IN AUSTIN IS ALREADY HIGH COMPARED TO OTHER LARGE CITIES, AND THE CRIME RATE IS LOW COMPARED TO OTHER LARGE CITIES.

UM, DON'T KNOW WHY WE WOULD NEED TO INCREASE IT MORE.

UM, THIS ALSO IMPORTANTLY UNDERMINES THE AUSTIN POLICE OVERSIGHT ACT THAT I, ALONG WITH 80% OF THE POPULATION OF AUSTIN VOTED FOR.

A MAJORITY OF VOTERS IN AUSTIN WANT EITHER.

POLICE OFFICERS HAVE A VERY DIFFICULT AND STRESSFUL ROLE PROTECTING OUR COMMUNITY.

I'M SPEAKING IN OPPOSITION TO ITEMS 47 AND 48, AND I'M URGING CITY COUNCIL TO VOTE NO ON THIS POLICE CONTRACT BECAUSE I WANT TO PRIORITIZE ACTUAL PUBLIC SAFETY AND FISCAL RESPONSIBILITY IF THIS CONTRACT PASSES.

WHAT WE'RE LOOKING AT IS APPROXIMATELY $3 BILLION OVER THE NEXT FIVE YEARS IN SPENDING DUE TO THE POLICE, BE IT THIS POLICE CONTRACT, A PD EXPENSES YEAR OVER YEAR AND PAYMENTS TO VICTIMS OF WRONGFUL DEATH AND POLICE BRUTALITY.

THIS TENTATIVE AGREEMENT IS NOT REPRESENTATIVE OF THE PEOPLE OF AUSTIN WHATSOEVER.

THE AUSTIN POLICE ASSOCIATION PURPOSEFULLY MISLED THE PEOPLE OF AUSTIN SPENDING $287,000 TO CREATE A FRONT GROUP VOTERS FOR OVERSIGHT AND POLICE ACCOUNTABILITY TO GET PROP B ON THE BALLOT.

THE CITY'S NEGOTIATING TEAM CONSISTS OF LAWYERS FROM RAMPAGE LAW, SARAH GRIFFIN, LAWAL DENTON, AND ROXANNA PEREZ.

RAMPAGE LAW DEFENDS POLICE AGAINST VICTIMS OF WRONGFUL DEATH AND POLICE BRUTALITY, AS WELL AS DEFENDING THE POLICE TO THE CITY OF UVALDE.

AFTER 19, KIDS WERE MASSACRED IN A SCHOOL SHOOTING WHILE THEIR COPS STOOD BY AND DID NOTHING.

THE CITY COUNCIL WOULD BE FOOLISH TO BELIEVE THE LEGAL INTERPRETATION OF THE OVERSIGHT LANGUAGE BY THESE ROGUE NEGOTIATORS.

MEANWHILE, A CBS POLL SHOWED 79% OF PEOPLE IN AUSTIN OPPOSE THIS CONTRACT.

THE EXACT SAME PERCENTAGE OF PEOPLE WHO SUPPORTED THE AUSTIN POLICE OVERSIGHT ACT.

NOT ONLY DOES THIS CONTRACT UNDER MY UNDERMINE POLICE OVERSIGHT, BUT THE ENORMOUS COST WOULD COME AT THE EXPENSE OF AUSTIN FIRE, EMS, PARKS, LIBRARIES, SOCIAL WORKERS, AND CITY WORKERS ACROSS THE BOARD.

I URGE COUNCIL MEMBERS TO REMEMBER THAT THE A PD BUDGET INCREASES ARE PERMANENTLY LOCKED IN.

AND AT THE SAME TIME WE HAVE SHORTAGES OF PARAMEDICS AND SOCIAL WORKERS.

AND ALSO YOU MADE PROMISES

TO THE FIREFIGHTERS THAT YOU NEED TO KEEP.

YOU ALSO NEED TO ENSURE THERE'S SUFFICIENT FUNDING TO CONTINUE AND EXPAND PROGRAMS SUCH AS THE OFFICE OF VIOLENCE PREVENTION AND EMERGENCY RENTAL ASSISTANCE.

THE A RPA CLIFF IS JUST ON THE HORIZON.

THE I 35 MAINTENANCE COSTS WILL HIT HARD AND AUSTIN ENERGY CREDIT TRANSFERS ARE UNSUSTAINABLE AND WOULD HURT OUR PUBLIC UTILITIES CREDIT RATING IF CONTINUED INDEFINITELY.

THE BUDGET OFFICE HAS YET TO PROVIDE REALISTIC AND COMPREHENSIVE ANSWERS TO VARIOUS SERIOUS PROBLEMS, SUCH AS THE ESTIMATED POLICE OVERTIME COST AND THE PROMISES AND PRIORITIES OF THIS COUNCIL.

VOTE NO ON THIS CONTRACT.

FIRE RAMPAGE LAW AND HIRE NEW NEGOTIATORS WHO WILL STAND UP TO THE AUSTIN POLICE ASSOCIATION, NOT WORK ALONGSIDE THEM.

IF YOU'RE UNWILLING TO DO THAT, THEN AT LEAST VOTE NO ON THIS CONTRACT AND ONLY COMMIT TO SIGNING ONE, WHICH ENSURES A CLEAR FISCAL BALANCE TO THE BUDGET AND TO OTHER DEPARTMENTS, AS WELL AS ENSURING THE ENFORCEMENT OF THE AUSTIN POLICE OVERSIGHT ACT.

IN ORDER TO PROVIDE FULL TRANSPARENCY AND ACCOUNTABILITY INTO THE AUSTIN POLICE DEPARTMENT, YOU CANNOT EXPECT VOTERS TO SUPPORT ANNUAL TAX RATE INCREASES TO PAY FOR POLICE WHEN VOTERS IN AUSTIN HAVE MADE THEMSELVES EXTREMELY CLEAR.

TIME AND TIME AGAIN, VOTING FOR THIS POLICE CONTRACT IS UN, IS ABSOLUTELY UNDEMOCRATIC AS THE MAJORITY OF THE CITY OF AUSTIN.

THE REASON I STAYED IN AUSTIN, DESPITE THE RISING COST AND THE INFRASTRUCTURE THAT STRUGGLES TO KEEP UP IS BECAUSE OF AUSTIN'S COMMITMENT TO PUBLIC INVESTMENT AND COMMUNITY.

OUR INVESTMENTS IN OUR LIBRARY SYSTEM AND PROJECT CONNECT ARE SOMETHING TO BE PROUD OF.

THESE MAKE A CITY SOMEWHERE TO LIVE, BUT THERE'S ALSO A MOVEMENT TOWARDS MORE JUST SOLUTIONS TO THE STRUGGLE MANY OF MY NEIGHBORS FACE TO KEEP A ROOF OVER THEIR HEADS AND A SHIFT TOWARD MORE COMPASSIONATE AND DIVERSE RESPONSES TO THE CRISIS SITUATIONS THAT SO OFTEN RESULT IN TRAGEDY THAT SO RARELY NEED TO, MORE THAN JUST A PLACE TO LIVE.

THESE THINGS OFFER VISION OF A FUTURE, A CITY MOVING AGAINST THE CURRENT OF FEAR AND ISOLATION SHAPING SO MUCH OF OUR WORLD, ESPECIALLY OUR STATE.

IT'S ABSURD THAT WE'D CONSIDER JEOPARDIZING ANY OF THIS IN ORDER TO INCREASE AN ALREADY MASSIVE POLICE BUDGET, WHICH IS NEVER ALLOWED TO DECREASE.

I KNOW THAT THE BUDGET FOR GOOD THINGS LIKE THE I BELONG IN AUSTIN PROGRAM WILL BE ALLOWED TO DECREASE WHEN THE BELT HAS TO TIGHTEN.

NOT IF, WHEN WE'RE TOLD THAT THIS PAY PACKAGE IS NEEDED IN ORDER TO MAKE A PDA COMPETITIVE RECRUITER.

THEY'RE ALREADY SOME OF THE HIGHEST PAID POLICE IN THE STATE.

THE MORE SO THE LONGER AN INDIVIDUAL REMAINS ON THE FORCE, IF RECRUITMENT OR RETAINMENT ARE LOW, IT SEEMS UNLIKELY THAT THIS IS SIMPLY BECAUSE OF PAY.

IT IS SURELY ALSO INFLUENCED BY THE NOTED CULTURE OF HAZING AND ABUSE.

IN APDS ACADEMY WE HEAR THE VERY IDEA OF CADETS JOINING THE POLICE IN ORDER TO HELP PEOPLE IS RIDICULED BY INSTRUCTORS.

THE CITY IS CURRENTLY SPENDING HUNDREDS OF THOUSANDS OF DOLLARS DEFENDING THE DEPARTMENT AGAINST ACCUSATIONS OF DISCRIMINATION AND RETALIATION.

WE'RE BEING ASKED TO SACRIFICE CITY RESOURCES WITH CLEAR POSITIVE VALUE AFTER YEARS OF REPORTS OF A GENERALIZED HOSTILE ATTITUDE TOWARD THE PEOPLE OF AUSTIN WITHIN A PB, THE EVIDENCE OF WHICH WE'VE SEEN IN THE APAS UNDERHANDED STRATEGIES FOR FIGHTING THE REFORMS, WE'VE WON TO SAY NOTHING OF THEIR DOGGED COMMITMENT TO FIGHTING THOSE REFORMS IN THE FIRST PLACE.

I'M NOT ASKING YOU TO DEFUND OUR POLICE DEPARTMENT, BUT I AM ASKING YOU TO THINK RATIONALLY ABOUT WHETHER THIS IS REALLY THE BEST DEAL THE PEOPLE OF AUSTIN CAN GET OR WHETHER A SLIGHTLY MORE ADVERSARIAL NEGOTIATING TEAM MIGHT DO BETTER FOR OUR CITY AND FOR THE POLICE DEPARTMENT ITSELF TOO.
