[2. Update on 15-Year BCCP Permit Extension Application and BCCP Administrative Updates– BCCP Officer]

UPDATE ON THE 15 YEAR BCCP PERMIT EXTENSION APPLICATION AND BCCP ADMINISTRATIVE UPDATES FROM OUR BCCP OFFICER.

YES, I'M HAPPY TO ANNOUNCE THAT THE BCCP PERMIT RENEWAL APPLICATION WAS SUBMITTED TO THE US FISH AND WILDLIFE SERVICE AND CITY AND COUNTY STAFF RECENTLY HAD OUR FIRST COORDINATION MEETING WITH THE SERVICE.

UH, IT'S EXCITING TO BE WORKING TO SECURE THE EXTENSION TO BE ABLE TO CONTINUE OFFERING THIS EXPEDITED ENDANGERED SPECIES ACT SOLUTION TO TRAVIS COUNTY LANDOWNERS DEVELOPERS AND INFRASTRUCTURE PROVIDERS.

SO WE'RE MOVING FORWARD ON THAT.

UM, AS YOU KNOW, THE CITY AND COUNTY ARE PARTIES TO THE OCTOBER 30TH, 2023 AMENDED AND RESTATED INTERLOCAL COOPERATION AGREEMENT, UM, AND SHARED VISION FOR THE IMPLEMENTATION OF THE BCCP.

AND AMONG OTHER THINGS, THE 2 20 23 B-C-C-P-I-L-A PROVIDES FOR THE CONTINUED JOINT AND COOPERATIVE IMPLEMENTATION OF THE PLAN.

SO, UM, THE B-C-C-P-I-L-A WE ARE CURRENTLY WORKING TOWARDS NOW WILL ENABLE THE CITY AND COUNTY TO WORK TOGETHER WITH EXPERT CONSULTANTS IN THE US FISH AND WILDLIFE SERVICE TO MAKE ADMINISTRATIVE CHANGES AND CLARIFYING UPDATES TO THE 1996 BCCP HABITAT CONSERVATION PLAN AND MODERNIZATIONS TO THE ADMINISTRATION OF THE BCCP.

SO THESE UPDATES WILL NOT CHANGE THE TERMS AND CONDITIONS OF THE BCCP PERMIT, NOR THE COMMITMENTS THE CITY AND COUNTY MADE TO CONSERVE LAND IN THE BALCONES CANYON LANDS PRESERVE, AS WELL AS THE 62 KARST FEATURES AND MANNERING THOSE LANDS AND CAVES IN THE BEST INTEREST OF THE BCCP COVERED SPECIES FOREVER.

UH, LAST MONTH, UH, THE CITY COUNCIL APPROVED AND AUTHORIZED THE NEGOTIATION AND EXECUTION OF AN INTERLOCAL AGREEMENT WITH TRAVIS COUNTY FOR THE PROCUREMENT OF CONSULTANT SERVICES TO ASSIST WITH THE UPDATES AND MODERNIZATION OF THE BCCP.

UH, AND TRAVIS COUNTY AND THE CITY HAVE BOTH SECURED FUNDING FOR THIS.

AND, UH, I BELIEVE YOU'LL SEE VERY SOON SOMETHING GOING TO COMMISSIONER'S COURT TO ALSO, UH, AUTHORIZE THE NEGOTIATION OF THAT ILA.

THE UPDATES AND MODERNIZATIONS OF THE BCCP WILL ALSO INCLUDE THE PREPARATION OF A CLIMATE CHANGE ADAPTION STRATEGY TO SUPPORT THE BCCP PERMIT INTO THE FUTURE.

THERE HAVE BEEN ADDITIONAL SPECIES IN THE BCCP PERMIT AREA THAT HAD BEEN LISTED SINCE THE BCCP WAS FIRST PUT INTO PLACE.

SO, UH, THE WORK PERFORMED UPDATE TO THE BCCP WILL ALSO INCLUDE ASSESSING THE POTENTIAL TAKE FOR NEWLY LISTED SPECIES OR SPECIES LIKELY TO BE LISTED IN THE FUTURE.

THEY'RE NOT COVERED BY THE BCP PERMIT, UM, TO RECOMMEND ENDANGERED SPECIES AT COMPLIANCE STRATEGIES FOR THOSE NON-COVERED SPECIES.

AND SO WE'VE GOT A LOT OF WORK AHEAD OF US, BUT WE'RE MAKING GREAT PROGRESS TOWARDS IT.

AND AFTER 28 PLUS YEARS OF IMPLEMENTATION, IT'S, YOU KNOW, TIME, UM, SINCE WE WERE ONE OF THE FIRST, UH, TO CREATE THIS KIND OF A HABITAT CONSERVATION PLAN, ARE THERE MANY THAT ARE GETTING THESE KINDS OF EXTENSIONS? IS THIS SOMEWHAT UNUSUAL? THERE ARE SOME CALIFORNIA PLANS THAT HAVE, ARE AS OLD AS WE ARE, UH, PARTICULARLY ONE IN SAN DIEGO.

AND SO THEY HAVE BEEN WORKING ON, UH, A SIMILAR RENEWALS AS WELL.

THERE ARE SOME CENTRAL TEXAS PLANS THAT AREN'T QUITE AS OLD AS OURS, BUT ARE STILL ALSO GOING THROUGH SOME RENEWALS.

SO, UM, THERE, THERE IS A LOT OF WORK HAPPENING

UH, AGENDA ITEM THREE, HISTORY AND RECOGNITION OF THE BCCP SCIENTIFIC ADVISORY COMMITTEE, THE SAC AND CITIZENS ADVISORY COMMITTEE.

THE CAC, UH, BY THE BCCP OFFICER.

AND I JUST WANNA SAY IT'S LOVELY TO SEE ALL THE FAMILIAR FACES IN THE ROOM WHO HAVE BEEN SUCH AN INCREDIBLE PART OF, UM, THIS HISTORIC, UM, INVENTION.

I MEAN, IT WAS REALLY, UH, IT WAS A, IT WAS A ACT OF, UH, OF WILL AND POLITICAL WILL AND CREATIVITY THAT, UH, THAT CREATED, UH, THIS ENTITY.

AND, UM, UH, I THINK WE ARE A MODEL FOR, FOR THE COUNTRY, AND A LOT OF THE PEOPLE WHO HELP DO THAT ARE HERE TO BE RECOGNIZED.

SO, CITIZEN ADVISORY COMMITTEES AND SCIENTIFIC ADVISORY COMMITTEES PLAY CRUCIAL ROLES IN THE DEVELOPMENT AND IMPLEMENTATION OF HABITAT CONSERVATION PLANS, ESPECIALLY DURING THE INITIAL PHASES.

EACH COMMITTEE MEMBER BRINGS DISTINCT EXPERTISE AND PERSPECTIVES THAT CONTRIBUTE TO THE PLAN'S, ECOLOGICAL INTEGRITY, SOCIAL ACCEPTABILITY, AND REGULATORY SUCCESS, TO SUCCESSFULLY DEVELOP AND LAUNCH A HABITAT CONSERVATION PLAN IN THE DEVELOPMENT AND EARLY IMPLEMENTATION OF THE BALCONES CANYONLANDS CONSERVATION PLAN, AND ITS ASSOCIATED ENDANGERED SPECIES ACT, INCIDENTAL TAKE PERMIT, BOTH THE CITIZENS ADVISORY COMMITTEE, CAC AND THE SCIENTIFIC ADVISORY COMMITTEE, SAC, MADE SIGNIFICANT CONTRIBUTIONS BY BRINGING THEIR RESPECTIVE EXPERTISE AND PERSPECTIVES.

THE CAC REPRESENTED THE INTERESTS OF VARIOUS COMMUNITY STAKEHOLDERS, INCLUDING RESIDENTS, LANDOWNERS, BUSINESSES, AND CONSERVATION GROUPS.

IT SERVED AS A BRIDGE BETWEEN THE BCCP ADMINISTRATION AND THE PUBLIC ENSURING THAT THE COMMUNITY'S CONCERNS AND VALUES WERE HEARD AND CONSIDERED IN CONSERVATION PLANNING AND DECISION MAKING.

IT WAS INSTRUMENTAL IN PROMOTING PUBLIC UNDERSTANDING AND SUPPORT FOR THE BCCP.

IT PROVIDED FEEDBACK ON PROPOSED LAND USE AND CONSERVATION MEASURES, FOSTERED COMMUNITY BUY-IN AND ASSISTED IN CONFLICT RESOLUTION.

THE CAC ALSO AIDED IN OUTREACH EFFORTS, HELPING TO EDUCATE THE PUBLIC ON THE BENEFITS OF THE BCCP AND THE IMPORTANCE OF SPECIES PROTECTION.

THE SAC WAS COMPRISED OF EXPERTS IN BIOLOGY, ECOLOGY, AND OTHER RELEVANT FIELDS, AND OFFERED TECHNICAL AND SCIENTIFIC GUIDANCE ON CONSERVATION STRATEGIES AND MANAGEMENT PRACTICES WITHIN THE BALCONES CANYONLANDS PRESERVE.

IN THE PLAN DEVELOPMENT PHASE, SOME MEMBERS WERE ON THE BIOLOGICAL ADVISORY TEAM THAT PLAYED A KEY ROLE IN DESIGNING THE BIOLOGICAL FRAMEWORK OF THE BCCP, ESTABLISHING SCIENTIFICALLY BASED CONSERVATION MEASURES AND DEVELOPING MONITORING PROTOCOLS TO ASSESS HABITAT CONDITIONS AND SPECIES HEALTH.

THEIR EXPERTISE HELPS SUPPORT ADAPTIVE MANAGEMENT, ENSURING THAT THE PLAN WOULD REMAIN EFFECTIVE AND RESILIENT AS ECOLOGICAL CONDITIONS OR SPECIES NEEDS EVOLVED TOGETHER.

THE CAC AND SAC HELPED TO ENSURE THAT THE BCCP WAS SCIENTIFICALLY ROBUST AND SOCIALLY ACCEPTABLE.

BALANCING ECOLOGICAL NEEDS WITH COMMUNITY INTERESTS AND SUPPORTING THE PLAN'S LONG-TERM SUCCESS IN CONSERVING KEY HABITATS AND ENDANGERED SPECIES IN THE REGION.

WHILE THE CAC AND SAC WERE STILL OFFERING VALUABLE PERSPECTIVES IN SPECIALIZED SITUATIONS, SEVERAL YEARS INTO BCCP IMPLEMENTATION, SUCH AS MAJOR PLAN REVISIONS OR SIGNIFICANT ADAPTIVE MANAGEMENT DECISIONS, THEIR INVOLVEMENT DECREASED AS THE CITY AND COUNTY'S INTERNAL CAPACITY GREW.

AND THE HCP TRANSITIONED FROM INITIAL IMPLEMENTATION TO SUSTAINED MANAGEMENT.

IT IS INDUSTRY STANDARD FOR THE SUPPORT ROLE OF HCB ADVISORY COMMITTEES TO DIMINISH OVER TIME AS THE IMPLEMENTING AGENCIES HIRE FULL-TIME STAFF TO ADMINISTER AND OVERSEE THE HCP.

AND THIS CHANGE OCCURS FOR SEVERAL REASONS.

ONE IS THE INCREASING INTERNAL EXPERTISE.

SO AS THE IMPLEMENTING AGENCIES

BUILD A DEDICATED TEAM OF BIOLOGISTS, GIS SPECIALISTS, ECOLOGISTS AND CONSERVATION MANAGERS, THE NEED FOR EXTERNAL TECHNICAL AND SCIENTIFIC INPUT FROM THE SAC NATURALLY DECREASES STAFF MEMBERS BECOME WELL VERSED IN THE PLANS, REQUIREMENTS, SPECIAL NEEDS AND HABITAT MANAGEMENT PROTOCOLS, ALLOWING THEM TO CARRY OUT DAY-TO-DAY OPERATIONS MONITORING AND ADAPTIVE MANAGEMENT EFFECTIVELY.

ANOTHER THING IS THE INSTITUTIONAL KNOWLEDGE AND CONTINUITY OVER TIME, FULL-TIME STAFF GAIN COMPREHENSIVE KNOWLEDGE AND HISTORICAL PERSPECTIVES OF THE HCP ITS GOALS AND ITS ADAPTIVE PROCESS.

STAFF EXPERTISE IN SPECIFIC LOCAL CONSERVATION CHALLENGES ALLOWS THEM TO ADDRESS ROUTINE AND COMPLEX ISSUES WITHOUT CONSTANT EXTERNAL INPUT.

IT THE SHIFTING ROLE OF THE CAC.

INITIALLY, THE CAC PLAYED A VITAL ROLE IN FOSTERING COMMUNITY SUPPORT, EDUCATING THE PUBLIC, AND ADDRESSING CONCERNS.

HOWEVER, AS THE HCP BECAME ESTABLISHED, COMMUNITY STAKEHOLDERS BECAME MORE FAMILIAR AND COMFORTABLE WITH THE PLAN, REDUCING THE NEED FOR CONTINUOUS PUBLIC ENGAGEMENT.

THE CACS ROLE EVENTUALLY EVOLVED TO FOCUS ON OCCASIONAL FEEDBACK AND PUBLIC OUTREACH ON AN AS NEEDED BASIS.

AS ONGOING COMMUNITY EDUCATION AND COMMUNICATION ARE MANAGED MORE REGULARLY BY FULL-TIME BCP COMMUNITY ENGAGEMENT STAFF.

SO THE CITY AND COUNTY ARE 28 PLUS YEARS INTO THE IMPLEMENTATION OF THE BCCP, AND CURRENTLY EMPLOY A LARGE SUPPORT STAFF OF EXPERTS THAT CONTINUE TO BUILD ON THE INCREDIBLE WORK OF THE PAST.

AS WE LOOK FORWARD WITH EXCITEMENT FOR THE BCCP PERMIT, EXTENSION, AND MODERNIZATION TASKS AHEAD, WE HONOR AND RECOGNIZE THE VOLUNTEER CONTRIBUTIONS OF ALL THE AMAZING KNOWLEDGEABLE AND PASSIONATE ADVISORY COMMITTEE MEMBERS.

THOUGH THE COMMITTEES ARE NOT ACTIVE ANYMORE, YOUR CONTRIBUTIONS LIVE ON IN THE PROTECTED SPECIES AND THE STRENGTHENED PARTNERSHIPS AND OUR TESTAMENT TO YOUR WORK.

THERE WERE MANY THINGS AND WE'VE JUST KEPT PUSHING AND PUSHING AND WE GOT IT.

AND, UM, EVEN DURING THE ONE YEAR, BETWEEN 95 AND 96, AS FISH WAS REVIEWING IT, IT CONTINUED TO HAVE A LOT OF STRESS.

AND THEN AFTER WE GOT THE PERMIT, JUST TO BE REMIND EVERYBODY, THE LEGISLATURE TOOK TWO BIG SWINGS AT

US, AND I LED THE WHOLE EFFORT TO BLOCK THE LEGISLATURE'S EFFORTS TO DESTROY THE, AND IT CAME VERY CLOSE.

SO , I DON'T EVEN THINK I KNOW THAT HISTORY.

AND EVEN THOUGH THEY HAD TO TEND TO THEIR OWN BUSINESS, THEY VERY QUIETLY HELPED ME UNDERSTAND EXACTLY WHO I NEEDED TO TALK TO AND HOW I NEEDED TO HELP GET THIS THROUGH.

BUT THE MORE I THOUGHT ABOUT IT, HMM, WAIT A MINUTE, THIS LOOKS A LOT LIKE A TAX ABATEMENT.

AT THE TIME SAMSUNG WAS MOVING TO GET A TAX ABATEMENT ON THEIR BIG NEW PLANT IN, UH, EASTERN TRAVIS COUNTY.

AND THAT WAS GETTING A LOT OF SUPPORT FROM THE COURT.

AND SO I REFRAMED THE TAX INCREMENT FOR THE BALCONES TO BE SAME AS SIMILAR.

AND THERE WAS NO QUESTIONS ABOUT IT.

IT PASSED UNANIMOUSLY.

YES.

WELL, AND THAT, AND THAT, AND THAT WAS BRILLIANT BECAUSE I DON'T THINK PEOPLE REALIZE, AND CORRECT ME IF I'M NOT CHARACTERIZING THIS RIGHT, BUT THERE WERE HUGE FIGHTS BETWEEN THE LANDOWNERS.

OH, YES.

WHO, UH, WERE, YOU KNOW, SUDDENLY FACED WITH HAVING ENDANGERED SPECIES HABITAT ON THEIR PROPERTY AND WERE FURIOUS THAT IT WOULD LIMIT THEIR ABILITY TO DEVELOP AND MAKE MONEY ON THEIR LAND.

OH, NO.

I DIDN'T EVEN TOUCH ON THE ENORMOUS CONTROVERSY.

ENORMOUS, UNTIL WE SUBMITTED THE PERMIT .

EXACTLY.

YES.

IT WAS SEVEN YEARS.

IT TOOK SEVEN YEARS WOW.

OF WORK AMONG THOUSANDS OF PEOPLE TO, TO GET THE BALCONIES TO THE POINT OF, UH, THE PERMIT.

AND PART OF WHAT WORKED, AS I UNDERSTAND IT, WAS, UM, THE LANDOWNERS WERE ABLE TO GET SOME COMPENSATION, AND THAT WAS PART OF THEIR BEEF.

THEY SAID, DON'T TAKE OUR LAND WITHOUT OH YEAH.

ALWAYS WITHOUT COMPENSATION, WE HAD TO PAY.

AND, AND SO THE MECHANISM THAT YOU HELPED CREATE TO WORK, OUR PROBLEM WAS WE DIDN'T HAVE THE MONEY.

RIGHT.

BECAUSE EVEN THE TAX INCREMENTS TAKES A LITTLE WHILE.

BUILDS UP OVER TIME.

YES.

BEFORE, AND THAT WAS A REAL PROBLEM AT THE LEGISLATURE.

THEY KEPT SAYING, BUT YOU'RE STILL NOT PAYING THESE LANDOWNERS.

AND I KEPT SAYING, WE WILL , BUT YOU KNOW, IT TAKES TIME YEAH.

FOR THE FUNDS TO DELIVER.

SO, AND THEN, UH, ALSO I HAVE TO GIVE CREDIT TO THE PEOPLE WHO HELP FISH AND WILDLIFE DECIDE AT THE NATIONAL LEVEL IN WASHINGTON TO BEGIN TO HAVE FUNDS AVAILABLE TO HELP A HABITAT CONSERVATION PLAN GET THROUGH THAT INITIAL PHASE.

BECAUSE THAT WAS WHAT WAS HURTING US SO BADLY, WAS WE COULDN'T ACTUALLY START BUYING LAND AT FIRST.

AND THE CITY HAD DONE A FABULOUS JOB.

THE CITY ALREADY HAD BOUGHT 12,000 ACRES FROM THE, UH, RESOLUTION TRUST.

AND BETWEEN THE CITY'S PURCHASED THE COUNTY AND THE CITY'S PARKS THAT HAD GOLDEN CHEEKS, WE HAD ASSEMBLED A PRETTY GOOD OH.

AND SOME OF THE PRIVATE LANDOWNERS WHO HAD ASSEMBLED, UM, PRESERVES.

YEAH.

SO ALL OF THAT TOGETHER HAD GOTTEN US CLOSE ENOUGH TO WHERE ONCE WE GOT THE, UH, PERMIT AND GOT THE INCREMENT, WE COULD FINISH IT FAIRLY QUICKLY RELATIVE TO THE WORLD.

AND I REMIND PEOPLE, UM, WE, WE HAVE A REMARKABLE, UM, TREASURE HERE BECAUSE WE HAVE, WE HAD THE VISION AND THE LEADERSHIP TO PRESERVE THE LAND, BOTH FOR THE ENJOYMENT OF THE, OF THE PUBLIC IN, IN A VARIETY OF WAYS, BUT FOR THE, UH, FLOURISHING OF THE SPECIES AND THE OTHER BENEFIT.

AND EVERYONE'S COMPLAINING ABOUT ALL THE DEVELOPMENT AND THE TRAFFIC THAT COMES WITH IT.

THESE LANDS ARE PERMANENTLY OUT OF DEVELOPMENT.

UH, BROWN HEADED CAL PARASITISM WAS ALSO A CONCERN WHEN THEY LISTED THIS THING.

UM, AND IN 2018, UH, THE VERA WAS REMOVED FROM THE ENDANGERED SPECIES LIST.

UM, FISH, UH, THEIR DECISION TO, UH, DELIST WAS MADE WITH THE ASSUMPTION THAT PROTECTED HABITAT WOULD REMAIN INTACT AND CONTINUE TO BE MANAGED FOR THE SPECIES.

SO, UH, THE BCP IS CRITICAL, UM, FOR THE SURVIVAL OF THE SPECIES.

AND I'M GLAD, UH, WE'LL BE PROTECTING THESE BIRDS AND PERPETUITY.

AND THE DATA WE COLLECT, UH, WILL BE ADDED TO THE NORTH AMERICAN BAT MONITORING PROGRAM DATABASE, WHICH IS, UH, WHICH IS WHERE SCIENTISTS, UH, FROM ALL OVER THE UNITED STATES AND CANADA SHARE THEIR RESULTS, UH, SO THAT, YOU KNOW, WE CAN LEARN ABOUT THE ENTIRE POPULATION.

AND, AND THEN ALSO IN, UM, YOU KNOW, IN JUST IN, UH, URBAN AREAS TOO, THEY CAN CAUSE A LOT OF PROBLEMS FOR PEOPLE.

SO ANYWAY, WE, WE NOTIFIED THE PARK STAFF AT SANDY CREEK AND PROVIDED THEM WITH BEST MANAGEMENT PRACTICES AND SOME INFORMATION THEY CAN SHARE WITH THE PUBLIC TO HOPEFULLY PREVENT THE SPREAD OF, UH, THESE INVASIVE ANTS ON THOSE SITES.

AND THEN MOVING ON TO LAND ACQUISITION, TRAVIS COUNTY RECENTLY ACQUIRED A NEW TRACT, UH, CALLED THE, UM, HSD SIX 20 TRACT.

AND THIS 19 ACRE TRACT IS LOCATED IN THE CYPRESS CREEK MACRO SITE.

AND IT'S, UM, FAIRLY CLOSE TO OUR FIELD OFFICE.

AND THEN FINALLY, I WANTED TO CON LET YOU KNOW THAT WE'RE CONTINUING TO MAKE GOOD PROGRESS ON OUR PLANS FOR THE BCP BUILDING.

UH, THE RENOVATION WORK FOR THE SECOND FLOOR, WHICH IS WHERE OUR NATURAL RESOURCES, UH, STAFF WILL BE OFFICED IS CURRENTLY OUT FOR BID, AND WE EXPECT THE CONSTRUCTION TO BEGIN IN EARLY 2025.

SO WE'VE ALREADY SENT THE 50% CONSTRUCTION DOCUMENTS TO THE CITY, AND THEN THE 90% DOCUMENTATION IS DUE LATER THIS MONTH.

SO THAT'S MOVING ALONG TOO, SO THAT THAT PERMITTING PROCESS IS CURRENTLY GOING ON.

AND, UM, YOU KNOW, THIS, OVER THE LAST FEW MONTHS, SOME OF OUR STAFF HAS BEEN OUT, HAS ACTUALLY BEEN WORKING ON SURVEYING AND EXCAVATING TWO CAVES ON THE NATIONAL WILDLIFE REFUGE THAT COULD BE POTENTIAL SUBSTITUTIONS FOR, UH, SOME OF OUR UNPROTECTED CAVES.

WE'VE GOT A GREAT PARTNERSHIP AT THE CITY WITH A PD, ACTUALLY HAD SOME, UH, STAFF MEMBER GET UP IN THE A PD HELICOPTER TO LOOK FOR NEW OAK WILT INFESTATIONS.

AND, UH, THE GOOD NEWS IS THAT THIS YEAR WE DIDN'T DISCOVER ANY NEW OAK WILT LOCATIONS REALLY.

UH, AND WE, YEAH, AFTER ALL OF THAT, AFTER ALL THAT EXTREME STRESS FROM TWO ICE STORMS, SO WOW.

SO, UH, NO NEW ONES.

WE STILL HAVE ONE OUT THERE.

THIS IS THE NEW SORT OF FIRE SPOTTING TECHNOLOGY, RIGHT.

IT USING AI TO DETECT ANY PLUMES.

SO YEAH, KIND OF IN HAND IN HAND WITH THAT, ONE OF THE INTERESTING PARTS OF, OF THIS PROJECT IS IT'S GOING TO LOOK AT, UH, YOU KNOW, THIS REAL TIME MONITORING OF MOISTURE AND TREES, BUT ALSO TRYING TO CONNECT THAT WITH REMOTE SENSE DATA FROM SAT SATELLITE DATA, UH, TO UNDERSTAND HOW THOSE TWO CORRELATE OR DON'T CORRELATE.

SO IT'LL GIVE US POTENTIALLY MORE REAL TIME DATA ON FIRE RISK, UH, BASED ON THOSE, UH, MOISTURE LEVELS IN TREES.

AND THE LAST THING I'LL SAY, WE'RE ALSO IN THE PROCESS OF WORKING WITH THE US FOREST SERVICE, THEIR PACIFIC NORTHWEST RESEARCH STATION, THEY HAVE A TEAM CALLED THE FUEL FUELS ENVIRONMENT RESEARCH APPLICATION TEAM.

OBVIOUSLY WITH SEVERAL DROUGHT CYCLES, WITH WINTER STORMS, WE'RE LOOKING TO UNDERSTAND, UM, YOU KNOW, OUR HOW MUCH WORSE, HOW MUCH BETTER, HOW, HOW SIMILAR ARE THESE CONDITIONS TO THAT LAST TIME, UH, WHEN WE REALLY WENT OUT AND SAID, WE'VE GOT, YOU KNOW, THIS MUCH, UM, THOUSAND HOUR FUELS, HOUR FUELS, ALL THAT SORT OF THING.

SO WE'VE BEEN ABLE TO INCREASE THAT WAY.

BUT JUST THE INCREASE IN OUTREACH AND EDUCATION AND GETTING MORE PEOPLE OUT AND ABOUT AND EXPANDING OUR OFFERINGS IS, IS WORKING.

THAT'S, YEP.

WE HAVE MORE WORK DAYS AND HAVE BUILT MORE CAPACITY TO INCLUDE STAFF IN, UM, A LOT OF THE MONITORING AND LAND MANAGEMENT AND PUBLIC ENGAGEMENT ITSELF THAN WE EVER HAVE BEFORE.

BUT JUST LIKE WE SAW IN, UM, PAUL'S REPORT ON THE BLACK CAP BURS, YOU KNOW, SOMETIMES THESE WARBLERS DON'T REALLY CARE ABOUT WHERE WE DRAW THAT POLYGON ON THE MAP.

AND A LOT OF TIMES THEY COME BACK AND ESTABLISH A TERRITORY JUST OUTSIDE OF THE AREA THAT THE BIOLOGIST IS LOOKING AT THAT ARE THE AREAS THAT WE'RE GOING BACK TO CONSISTENTLY YEAR AFTER YEAR.

AND I THINK IT KIND OF BRINGS US BACK TO THESE COMMITTEE MEMBERS, RIGHT? THESE COMMITTEE MEMBERS FROM THE SAC AND THE CAC, OUR SCIENTIFIC ADVISORY COMMITTEE, UM, OUR CITIZENS ADVISORY COMMITTEE THAT WERE SOME OF THE ORIGINAL VOLUNTEERS FOR THE PRESERVE HOLD A REALLY SPECIAL PLACE.

AND SO, UM, YOU KNOW, KIMBERLY ALLUDED TO, AS STAFF WAS GROWING IN SIZE AND SKILL, THAT HAS ENABLED US TO REALLY WELCOME MORE VOLUNTEERS INTO OUR WORK.

UM, YOU KNOW, THOSE COMMITTEE MEMBERS WERE, WERE HELPING TO GET, UM, THE FOUNDATIONS OF THIS, UM, TO GROW.

I'LL KICK THIS OFF BY JUST, UM, DESCRIBING A LITTLE BIT THE INCREDIBLE WORK THAT'S BEEN DONE.

SO AGAIN, ON BEHALF OF THE BCCP STAFF, WE EXTEND OUR DEEPEST APPRECIATION TO AUSTIN CITY COUNCIL MEMBER MAYOR PRO TEM LESLIE POOL FOR HER DEDICATED SERVICE ON THE BCCP COORDINATING COMMITTEE COUNCIL MEMBER POOL'S STEADFAST COMMITMENT TO ENVIRONMENTAL STEWARDSHIP AND HABITAT PRESERVATION HAS BEEN INSTRUMENTAL IN ADVANCING THE GOALS OF THE BCCP.

SHE'S BEEN A MEMBER OF THE BCCP COORDINATING COMMITTEE FOR OVER NINE YEARS, CHAIRING HER FIRST MEETING IN JUNE OF 2015.

THERE HAVE BEEN MANY BCCP ACTIONS AND ACCOMPLISHMENTS DURING HER TENURE.

SOME OF THE MOST NOTABLE IN INCLUDING THE BCCP KARST SUBSTITUTION POLICY THAT ALLOWS US TO LOOK AT ADDITIONAL FEATURES FOR PROTECTION, THE KARST LAND MANAGEMENT PLAN UPDATE, AS WELL AS THE PUBLIC ACCESS LAND MANAGEMENT PLAN UPDATE.

UH, WE HAVE STAKEHOLDERS THAT FEEL VERY PASSIONATELY ABOUT BOTH.

AND SO THOSE WERE A BIG ACCOMPLISHMENT THAT WE ALL WORKED TOGETHER ON, UM, HELPING ESTABLISH THE BCCP TRAIL MASTER PLANNING PROCESS TO PROVIDE ADDITIONAL RECREATION ON ELIGIBLE CITY OF AUSTIN BCP TRACKS, UH, THE BLACK CAP VERY DELISTING, WHICH WE'VE TALKED ABOUT A LITTLE BIT, NAVIGATING THAT AND HELPING TO COMMUNICATE WHAT THAT MEANS, UM, THAT THEIR TAKE OF THEIR HABITAT IS NO LONGER CONSIDERED TAKE, DOESN'T NEED A PERMIT, BUT THAT WE ARE STILL COMMITTED IN PERPETUITY, UH, TO

MANAGE FOR THE BEST INTEREST OF THAT SPECIES.

AND THEN, OF COURSE, THE, THE BIG THINGS THAT WE'VE ALREADY TALKED ABOUT HERE TODAY IS AUTHORIZING AND APPROVING THE BCCP PERMIT EXTENSION APPLICATION, AND HELPING GET US TO, UH, GIVE US THE SUPPORT WE NEED TO MODERNIZE AND, AND, YOU KNOW, MAKE ADMINISTRATIVE CHANGES TO THE ACTUAL BCCP.

AND OF COURSE, UPDATING THE REINSTATED TRAVIS AND CITY COUNTY OR TRAVIS COUNTY AND CITY OF AUSTIN, ILA AND SHARED VISION, REALLY RECOMMITTING TO THE BCCP.

HER LEADERSHIP HAS HELPED TO PROTECT ENDANGERED SPECIES AND PRESERVE AUSTIN'S UNIQUE NATURAL HERITAGE, ENSURING A LEGACY OF CONSERVATION FOR FUTURE GENERATIONS.

WE ARE GRATEFUL FOR HER VISION, ADVOCACY, AND THE POSITIVE IMPACT SHE'S HAD ON BOTH OUR NATURAL ENVIRONMENT AND THE COMMUNITIES THAT THRIVE WITHIN IT.

THIS IS, UH, HER LAST MEETING WITH US TODAY, BUT HER IMPACT WILL LIVE ON, AND WE HAVE A SPECIAL CERTIFICATE OF APPRECIATION THAT WE WOULD LIKE TO PRESENT TO YOU.

UM, WE HOPE YOU ARE AS PROUD OF IT AS WE ARE OF YOU, AND THANK YOU VERY MUCH FOR YOUR TIME AND SERVICE ON THE COMMITTEE.

UM, AND I'VE GOT TEARS IN MY EYES AND I AM JUST KIND OF STRUCK BY ALL OF THIS.

AND I, I WANT TO THANK YOU ALL SO VERY MUCH.

IT HAS BEEN THE PRIVILEGE OF MY LIFETIME TO NOT ONLY HAVE SERVED OUR CITY AS A COUNCIL MEMBER FOR 10 YEARS, BUT TO HAVE SERVED PARTICULARLY ON THIS AUGUST BOARD AND LEADING THE WORK AND SUPPORTING THE WORK OF THE TEAM HERE WITH THE PRESERVE.

UH, I WANT YOU ALL TO KNOW THAT, UM, WHEN I WAS FIRST ELECTED AND THE MAYOR AT THE TIME WAS ASKING ALL OF US, WHAT COMMITTEES DO YOU WANNA BE ON? UM, THE BALCONES PRESERVE COMMITTEE, AND I'LL NEVER REMEMBER THE ENTIRE FULL FANCY NAME COORDINATING COMMITTEE, BECAUSE I HAD NOTICED IN THE PAST THAT IT WAS JUST THE MAYOR WHO HAD SERVED.

AND I THOUGHT IT WAS REALLY IMPORTANT THAT SOMEONE BE ON THIS BODY WHO BELIEVED IN THE MISSION AND WAS DEDICATED TO ENSURING THAT IT CONTINUED.

AND YOU ALL REMEMBER BACK IN THE EARLY DECADES, LIKE MORE THAN 10 YEARS AGO, THERE WERE SOME QUESTIONS ABOUT HOW THIS WAS ALL GOING TO PROCEED.

AND I WAS VERY PLEASED, UH, THAT THEN MAYOR ADLER, UM, AGREED HE DIDN'T, HE RATHER THAN HIM SERVING ON THIS BOARD, HE, HE APPOINTED ME TO IT, AND I HELD ONTO IT FOR THE THREE TERMS THAT I'VE BEEN IN OFFICE.

UM, AND THEN I WILL TELL YOU ONE OTHER LITTLE SMALL DETAIL THAT IS KIND OF FUN LITTLE, UH, THING THAT I DID WHEN I WAS, SHORTLY AFTER I WAS, UH, APPOINTED AND WAS MEETING, AND IT WAS COMMISSIONER DOHERTY AT THE TIME WHO WAS, UH, PRECINCT THREE.

AND HE CAME INTO THE MEETING AND HE, UM, HAD PLANNED TO BE THE CHAIR.

AND, UM, I, I KNEW THAT BECAUSE IT HAD BEEN COMMUNICATED TO ME.

I THINK IT WAS WILLIE HAD, HAD LET ME KNOW THAT, THAT THAT WAS COMING.

AND I THINK HE WAS TELLING ME THAT JUST SO THAT I WOULD KNOW AND, AND AGREE WITH IT.

AND I THOUGHT TO MYSELF, YOU KNOW WHAT? I DON'T KNOW THAT I TOTALLY CAN AGREE WITH THAT, UM, BECAUSE WE'RE PARTNERS.

AND SO I THOUGHT ABOUT IT FOR A LITTLE WHILE AND I THOUGHT, HOW BEST TO SHOW THAT WE REALLY ARE PARTNERS, THE CITY AND THE COUNTY.

AND BECAUSE THE MEETINGS, UM, WE WEREN'T EVEN SURE IF THE MEETINGS WOULD BE HERE IN THE LAVAAN BUILDING, THE ADMINISTRATIVE BUILDING OR DOWN AT CITY HALL OR BOTH.

HOW WOULD THAT WORK? AND I, SO I CAME TO THE MEETING HAVING, UM, BUILT UP MY COURAGE, UH, TO SAY PUBLICLY FROM THE DIOCESE THERE.

WELL, YOU KNOW, BECAUSE HE WAS ASKING ME TO MAKE THE MOTION.

AND I SAID, WELL, RATHER THAN THAT MOTION, WHAT I WOULD LIKE TO SUGGEST IS THAT WE SHARE THE CHAIR AND THAT WHEN WE, AND WE MEET ALTERNATIVELY AT CITY HALL AND, AND THEN AT THE COUNTY AND WHEN WE'RE AT THE COUNTY, BECAUSE THAT'S WHERE YOUR AUTHORITY RESTS.

YOU WOULD CHAIR AND THEN I WILL HANDLE IT WHEN I'LL CHAIR WHEN WE'RE AT THE CITY.

AND

I MEAN, I THOUGHT THAT WAS A PRETTY GOOD COMPROMISE AND THERE WAS NO OBJECTION TO THAT.

AND THAT SITUATION HAS HELD IN, IN FOR THE LAST 10 YEARS.

AND I'M REALLY GRATEFUL OF THAT BECAUSE MY COLLEAGUE HERE, COMMISSIONER SHEA, HAS BEEN SUCH A GREAT PARTNER WITH ME, I THINK, ON THIS, WITH THE WORK THAT WE HAVE DONE HERE.

AND I DO HOPE THAT THAT SHARED PARTNERSHIP AND LEADERSHIP FROM THIS DIOCESE WILL CONTINUE WELL INTO THE FUTURE.

AND IF, IF THAT IS THE MARK THAT I LEAD ON BCCP AND THIS COORDINATING COMMITTEE, WELL THEN I FEEL LIKE THAT'S A REALLY GOOD ONE.

THE SHARED LEADERSHIP ACROSS THE COUNTY AND THIS CITY AND WITH THE SUPPORT OF FISH AND WILDLIFE AND ALL OF THE STAKEHOLDERS HAS BEEN REMARKABLE AND HAS UNDERPINNED THE SUCCESS THAT WE HAVE SEEN HERE, PLUS THE DEDICATION OF ALL OF THE FOLKS WHO ARE ON THE STAFF FROM THE CITY AND THE COUNTY.

AND I'M SO GRATEFUL THAT VALERIE BRISTOL IS HERE TODAY TO TALK A LITTLE BIT ABOUT THE, THE BEGINNINGS, THE CREATION, AND THE FORMATION OF THIS CONCEPT, AND THE REAL WILL AND DETERMINATION THAT SHE EXERTED IN ORDER TO ENSURE THAT WE COULD HAVE THIS CONVERSATION HERE TODAY WITH ALL OF YOU.

SO FROM THE BOTTOM OF MY HEART, REALLY, I SO APPRECIATE THIS.
