UH, ONCE AGAIN, MY NAME IS BILL MCCALLEY. I'M THE EXECUTIVE DIRECTOR OF TRANSIT FORWARD. WE ARE AN AUSTIN 5 0 1 C3 WITH A MISSION OF EDUCATION AND ENGAGEMENT AROUND PUBLIC TRANSIT ISSUES HERE IN CENTRAL TEXAS. ONE OF THE THINGS THAT OUR ORGANIZATION HAS DONE FOR THE PAST FEW YEARS IS WE BRING IN A STUDENT EVERY SEMESTER TO WORK ON A RESEARCH PAPER REGARDING A TOPIC THAT INTERSECTS WITH PUBLIC TRANSIT. UM, IN FACT, YOUR COMMISSION LAST YEAR IN THE FALL HEARD A PRESENTATION FROM ONE OF OUR STUDENTS WHO DID THIS WORK A COUPLE OF YEARS AGO ON THE NEGATIVE EXTERNALITIES OF TRAFFICKING GRIDLOCK. AND THAT WAS A FAIRLY BROAD RANGING PAPER. UH, THIS LAST SPRING. WE WERE VERY, VERY LUCKY TO HAVE ABIGAIL JACKSON, UM, FROM UT JOIN US AND WRITE A PAPER AND DO A LOT OF RESEARCH SPECIFICALLY REGARDING WHAT THE COST SAVINGS CAN BE TO AUSTIN IF WE HIT OUR 50 50 MODE SHARE. AND OBVIOUSLY, MORE TRANSIT, UH, IS A BIG, IF NOT THE BIGGEST PART OF THE STRATEGIES ARE GONNA BE INVOLVED IN HITTING THAT GOAL. AND THE REASON FOR THAT IS PRETTY SIMPLE REGARDING PROJECT CONNECT AND TRANSIT EXPANSION AS A WHOLE, THERE ARE CRITICS OUT THERE THAT TALK ABOUT THE COST, AND IT WAS OUR INTENTION TO SAY, OKAY, PUBLIC TRANSIT USE IS BY DEFINITION MUCH SAFER THAN TRAVELING BY SINGLE OCCUPANCY CAR. AND THAT'S GOOD BECAUSE YOU HAVE LESS DEATH AND LESS ALL SORTS OF BAD STUFF, BUT THERE'S ALSO LESS OF A COST TO THE CITY OF AUSTIN. AND IF THAT COST CAN BE RECOUPED BY THE CITY IN THE MANNER OF NOT PAYING FOR MORE EMT SERVICES, NOT PAYING FOR MORE ROAD FIXES OR WHATEVER, YOU CAN USE THAT TO PAY FOR MORE LIBRARIES, MORE PARKS, MORE WHATEVER YOU WANNA, UH, DO THAT. SO WE WERE VERY LUCKY TO HAVE ABIGAIL IN. UM, THE FULL PAPER THAT SHE WILL BE PRESENTING ON IS ON OUR WEBSITE, UH, TRANSIT FORWARD.ORG. UH, YOU CAN LOOK AND SEE REPORTS. UM, AND AS BILL MENTIONED, I'M GONNA BE TALKING ABOUT ESTIMATING THE COST OF MOTOR VEHICLE CRASHES TO AUSTIN TAXPAYERS. SO, JUST FOR SOME BACKGROUND THAT I'M SURE ALL OF Y'ALL ARE, ARE VERY FAMILIAR WITH IN 2019, WE KNOW THAT THE AUSTIN [00:05:01] STRATEGIC MOBILITY PLAN SET A 20 YEAR GOAL OF ACHIEVING 50 50 MODE SHARE, MEANING THAT BY 2039, IT ENVISIONED AT LEAST 50% OF AUSTINITES WOULD COMMUTE BY A MODE OF TRANSPORTATION OTHER THAN DRIVING ALONE IN PRIVATE VEHICLES. SO THE PLAN NOTED THAT MOTOR VEHICLE CRASHES WERE A TOP CAUSE OF DEATH IN TEXAS, AND ALSO ESTIMATED THAT IN AUSTIN, THE COST TO THE LOCAL ECONOMY WAS 350 TO 500 MILLION IN 2019. SO BILL ASKED ME, ME TO INVESTIGATE THE ECONOMIC COSTS OF CRASHES, SPECIFICALLY THE PUBLIC COSTS, OR HOW MUCH OF AUSTIN'S TAXPAYER DOLLARS WERE GOING TOWARDS THE ECONOMIC AND NOT THE COMPREHENSIVE OR QUALITY OF LIFE COSTS. SO REALLY THE, UM, MONEY THAT'S SPENT ON, UH, THE RESULTS OF MOTOR VEHICLE CRASHES. AND WE SENSE THAT THIS NUMBER, AS BILL SAID, WAS REALLY IMPORTANT TO AN ACCURATE UNDERSTANDING OF THE BENEFITS AND COST SAVINGS WE SHOULD EXPECT WHEN EXPANDING PUBLIC TRANSIT. SO JUST A NOTE BEFORE PROCEEDING. THE CITY'S VISION ZERO TEAM DOES USE A COMPREHENSIVE COST SCALE. SO THAT MEANS THAT IT INCLUDES QUALITY OF LIFE, UM, WHEN WE'RE LOOKING AT THE COST OF CRASHES, AND THAT'S USED AS A HIGH LEVEL PLANNING TOOL TO UNDERSTAND THE BENEFITS OF PRIORITIZING CERTAIN SPECIFIC SAFETY IMPROVEMENT PROJECTS. HOWEVER, AS THEY WOULD AGREE, IT'S NOT RECOMMENDED THAT THAT PARTICULAR SCALE BE USED TO UNDERSTAND THOSE PURE ECONOMIC COSTS OF CRASHES. UM, AND IT'S ALSO, YOU KNOW, NOT USED TO UNDERSTAND THE COSTS, UH, DIFFERENCE BETWEEN TAXPAYERS AND THE INDIVIDUALS INVOLVED IN CRASHES. SO THOSE ARE SOME OF THE REASONS WHY WE FELT THIS PROJECT WAS IMPORTANT. AND YOU CAN GO ON TO THE NEXT SLIDE. SO, LIKE I SAID, MY PROJECT AIMED TO ANSWER THIS QUESTION, THIS RESEARCH QUESTION, HOW MUCH MONEY MAY BE SAVED BY THE PUBLIC ONCE TRANSIT EXPANDS TO REACH AUSTIN'S 50 50 MODE SHARE GOAL IN 2040, RESULTING IN FEWER CARS ON THE ROAD AND HOPEFULLY FEWER CRASHES. AND THE FIRST STEP HERE WAS UNDERSTANDING THE ACTUAL COST OF CRASHES TO AUSTIN TAXPAYERS IN RECENT YEARS FOR A BASELINE OF WHAT THOSE SAVINGS MIGHT BE. SO THE MOST IMPORTANT RESOURCE IN ESTIMATING CRASH COSTS AND PROVIDING A FRAMEWORK I COULD USE WAS THE NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION REPORT CALLED THE ECONOMIC AND SOCIETAL IMPACT OF MOTOR VEHICLE CRASHES. NOW, THIS REPORT IS REALLY LONG, IT'S REALLY DENSE, BUT IT IS ACTUALLY EASY TO UNDERSTAND ONCE YOU GET INTO IT, EVEN IF YOU DON'T HAVE A BACKGROUND IN CRASH COSTS, AS I DID NOT WHEN I STARTED THIS PROJECT. UM, AND A VERSION OF THIS REPORT HAS BEEN COMING OUT SINCE 1983, AND IT GETS UPDATED EVERY COUPLE OF YEARS WITH 2019 BEING THE LATEST VERSION. SO THE BASIC IDEA, UM, IS THAT DIFFERENT SEVERITIES OF CRASHES, AND THIS IS INTUITIVE TO US, CORRESPOND TO DIFFERENT COSTS IN VARIOUS COST CATEGORIES, MAKING UP THE TOTAL COST FOR EACH CRASH. SO THAT WOULD BREAK THINGS DOWN TO DIFFERENTIATE BETWEEN THINGS LIKE EMS, UH, MEDICAL DAMAGE TO PHYSICAL PUBLIC PROPERTY LIKE MEDIANS AND TRAFFIC LIGHTS. UM, AND IN OTHER WORDS, A SERIOUS INJURY WOULD RESULT IN GREATER COSTS ACROSS THE BOARD, LIKELY COMPARED TO A FENDER BENDER. SO IT'S REALLY IMPORTANT TO DISTINGUISH BETWEEN SEVERITIES OF CRASHES WHEN CALCULATING THESE ESTIMATES. UM, AND THE TEXAS DEPARTMENT OF TRANSPORTATION'S CRASH RECORDS INFORMATION SYSTEM, ALSO CALLED CHRIS, PROVIDES THE NUMBER OF CRASHES BY INJURY SEVERITY. UM, HOWEVER, DETERMINING THOSE COSTS FOR EACH CRASH IS, WAS REALLY MY BIGGEST CHALLENGE. FOR EXAMPLE, THE SPECIFIC COSTS DIFFERENCES FOR EMS SERVICES FOR A SERIOUS INJURY VERSUS A MINOR INJURY. SOMETIMES COSTS ARE REALLY UNCERTAIN BASED ON A LOT OF NATIONAL AVERAGES, OR THEY'RE TOTALLY MISSING. FOR EXAMPLE, A REALLY IMPORTANT CATEGORY IS, UM, UNDERSTANDING THE COST OF DAMAGE TO PUBLIC PROPERTY WHEN THERE IS A CRASH. UM, AND IT'S REALLY HARD FOR MUNICIPALITIES TO REPORT ON THIS INFORMATION TO JUST, YOU KNOW, GO THROUGH THE LOGISTICS AND COORDINATION AND THE TIME REQUIRED TO DO SO. UM, SO THOSE WERE SOME OF THE CHALLENGES, AND THERE'S DEFINITELY MORE IN THE REPORT THAT BILL MENTIONED, BUT I WANTED TO MAKE IT AS AS SIMPLE AS POSSIBLE, AND I DEFINITELY INVITE YOU TO LOOK AT THE REPORT. UM, BUT IN SUMMARY, WHAT I DID TO ESTIMATE THE COST, WHICH WE'RE GONNA SEE IN A MOMENT, UH, WAS TO UNDERSTAND THE CRASH COUNTS BY INJURY SEVERITY USING THE CHRIS DATABASE FOR THE YEARS OF 2019 TO 2022 FOR AUSTIN. SO THESE ARE CRASHES THAT TOOK PLACE IN AUSTIN, CALCULATING THE COSTS BY EACH SEVERITY TYPE ACROSS MULTIPLE COST CATEGORIES WITH ABOUT FIVE TO SIX LEVELS OF SEVERITY OF CRASH, AND THEN ADJUSTING THOSE NUMBERS AS BEST AS I COULD TO FIT AUSTIN'S CONTEXT. SINCE A LOT OF THIS INFORMATION COMES FROM NATIONAL AVERAGES, [00:10:01] AS I SAID, AND ALSO THEN ADJUST FOR INFLATION FOR DIFFERENT YEARS. AND IN SOME CASES, I WAS ABLE TO GET REALLY HELPFUL INFORMATION FROM THE CITY OF AUSTIN. LIKE I MET WITH SOME MEMBERS OF THE VISION ZERO TEAM WHO WERE ABLE TO HELP ME GAUGE HOW ACCURATE CERTAIN NUMBERS I HAD WERE FOR, UM, DAMAGE TO PUBLIC PROPERTY IN A CRASH LIKE TRAFFIC POLES. AND THEN ALSO, UM, ONCE I HAD THOSE TOTALS, I HAD TO UNDERSTAND WHAT SHARE WAS BORN BY THE PUBLIC. UH, SO WHAT WAS INDIVIDUAL COST VERSUS COST PAID BY AUSTIN? AND THEN I GOT A HOUSEHOLD COST. SO I JUST DIVIDED THE PUBLIC COST BY THE NUMBER OF AUSTIN HOUSEHOLDS FOR EACH YEAR. AND YOU CAN GO TO THE NEXT SLIDE. SO THIS TABLE BASICALLY SUMMARIZES EVERYTHING FROM MY PAPER. I RECOMMEND FOCUSING ON COLUMN TWO, WHERE YOU CAN MORE EASILY COMPARE THE TOTAL LOCAL COSTS FOR MOTOR VEHICLE CRASHES, UH, BECAUSE THESE ARE ALL ADJUSTED FOR 2020 $2. SO YOU CAN SEE THERE'S A LOT OF VARIATION YEAR TO YEAR WITH SOME OUTLIERS, LIKE FOR THE PANDEMIC, WHERE THERE WERE, UM, YOU KNOW, THERE WAS DIFFERENT DRIVER BEHAVIOR. AND THE NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION REPORT GAVE NO ADVICE REALLY ON HOW TO DISTINGUISH BETWEEN COSTS BY, UM, YOU KNOW, THAT WERE PAID BY STATE VERSUS LOCAL GOVERNMENTS. SO IN ALL TABLES, THEY'RE COMBINED IN THAT REPORT. HOWEVER, MANY COST COMPONENTS LIKE EMS AND DAMAGE TO PHYSICAL ROADSIDE PROPERTY, UM, MIGHT BE ENTIRELY PAID FOR OUT OF AUSTIN'S GENERAL FUND. SO FOR THIS REASON, I CONSIDERED THESE FIGURES TO BE AS ADEQUATE AND ESTIMATE AS I COULD GET FOR THE EQUIVALENT, UH, COSTS FOR AUSTIN TAXPAYERS FOR EACH YEAR. AND THEN THE COLUMN THERE THAT'S TITLED TOTAL SAVINGS AT 50 50 MODE SHARE, UM, I WANNA EXPLAIN HOW I CAME TO THIS COLUMN, WHICH REPRESENTS THE POSSIBLE COST SAVINGS HAD WE HAD 50% MODE SHARE IN ANY OF THOSE YEARS. SO THE STRATEGIC MOBILITY PLAN ESTIMATED THAT 26% OF AUSTIN COMMUTERS USED ALTERNATE MODES OF TRANSPORTATION IN 2019. SO THAT MEANT THAT WE WOULD'VE NEEDED AN ADDITIONAL 24% OF COMMUTERS, UM, TAKING MODES OTHER THAN TRAVELING IN A PRIVATE VEHICLE TO REACH 50 50 MODE SHARE. SO TO ESTIMATE WHAT SHARE OF THE TOTAL COSTS TO STATE AND LOCAL GOVERNMENTS MAY BE SAVED IN A SCENARIO WHERE AUSTIN HAS REACHED 50 50 MODE SHARE THE COLUMN TITLED TOTAL SAVINGS AT 50 50 MODE SHARE IS EQUAL TO 24% OF THAT TOTAL COST. I CHOSE THIS SIMPLIFIED WAY OF UNDERSTANDING WHAT THE SAVINGS MIGHT BE BASED ON AMERICAN PUBLIC TRANSPORTATION ASSOCIATION OR APTA ESTIMATES THAT CRASHES DECREASE AS PUBLIC TRANSIT USAGE INCREASES. SO I'M ASSUMING THERE MIGHT BE KIND OF A DIRECT RELATIONSHIP AND MAYBE 24% FEWER CRASHES WOULD RESULT IN A 24% REDUCTION IN CRASH COSTS. SO PRETTY SIMPLE METHOD OF DOING THAT. AND, UM, YOU KNOW, I'D, I'D LOVE TO HEAR IF ANYONE HAS ANY OTHER SUGGESTIONS FOR THAT. BUT ANYWAYS, BOTH THE TOTAL COST PER AUSTIN HOUSEHOLD AND THE TOTAL SAVINGS PER AUSTIN HOUSEHOLD ARE CALCULATED BY DIVIDING THOSE FIGURES FOR SAVINGS BY THE NUMBER OF AUSTIN HOUSEHOLDS ACCORDING TO THE, UH, AMERICAN COMMUNITY SURVEY FIVE YEAR ESTIMATES. SO, LIKE I SAID, YOU CAN SEE THERE ARE VERY LARGE VARIATIONS PER YEAR WITH ONLY A 1% INCREASE IF WE COMPARE 2019 TO 2022, UM, COST OF MOTOR VEHICLE CRASHES. BUT THEN IF WE LOOK AT THE PANDEMIC YEAR, IT'S A REAL OUTLIER. SO IT'S HARD TO SEE EXACTLY WHAT THAT PATTERN IS WITH SUCH A SMALL SAMPLE OF, OF YEARS. AND THEN YOU CAN GO ONTO THE LAST SLIDE HERE. SO IN CONCLUSION, I WANTED TO USE THIS ANNUAL CRASH COST ESTIMATE TO THEN ESTIMATE THE ANSWER TO THIS RESEARCH QUESTION, WHICH WAS, AGAIN, HOW MUCH MONEY MAY BE SAVED BY THE PUBLIC ONCE TRANSIT EXPANDS TO REACH AUSTIN'S 50 50 MODE SHARE GOAL. UM, AND I PROJECTED THE WAY THAT I DID THIS WAS BY PROJECTING THE NUMBER OF AUSTIN HOUSEHOLDS USING THE PREVIOUS GROWTH RATE. SO SAY GROWTH CONTINUED IN A SIMILAR FASHION. WE MIGHT HAVE 533,000 HOUSEHOLDS IN 2040. AND THEN ALSO LOOKING AT THE AVERAGE GROWTH OVER THE PERIOD THAT I, THAT I ESTIMATED COSTS FOR. IF THOSE COSTS CONTINUE TO GROW 3.5% YEAR OVER YEAR, THEN AUSTIN MIGHT BE SPENDING OVER $67 MILLION TOTAL IN CRASH COSTS IN, UM, IN 2040. AND THAT'S USING, UH, 2020 $2. UM, SO ALL THAT'S TO SAY THAT THERE IS, YOU KNOW, A A SIGNIFICANT AMOUNT THAT'S SPENT PER HOUSEHOLD, AND IF WE THINK ABOUT THAT 24% [00:15:01] NUMBER, THE SAVINGS AT 50 50 MODE SHARE MIGHT BE OVER $16 MILLION, WHICH WOULD WORK OUT TO ABOUT $21 PER HOUSEHOLD IN, IN THIS YEAR. SO, UM, YEAH, LIKE BILL SAID, THAT MONEY SHOULD BE SHIFTED TO PROGRAMS AND SERVICES THAT MAKE AUSTINITES LIVES BETTER AND SAFER. AND, UM, IT'S TRUE THAT, YOU KNOW, APPROACHING 50 50 MODE SHARE, MAYBE THERE WOULD BE EVEN STEEPER DROP OFFS IN COSTS WITH FEWER CARS IN THE ROAD AND INCREASE SAFETY MEASURES IMPLEMENTED THROUGHOUT THE CITY. SO THERE'S THE REPORT THAT BILL MENTIONED ON THE SITE, AND THEN ALSO A EXCEL SHEET THAT SHOWS HOW I GOT ALL MY FIGURES AND CALCULATIONS. SO I DEFINITELY INVITE YOU TO CHECK THAT OUT. AND MY DREAM IS THAT THIS METHOD WOULD BE USED TO, UM, REALLY IMPROVE THE, UH, COST ESTIMATES FOR EACH CATEGORY, WHICH WOULD THEN RESULT IN BETTER TOTAL COST ESTIMATES AND A REALLY BETTER UNDERSTANDING OF THE POTENTIAL SAVINGS FOR SAFETY IN INCREASING PUBLIC TRANSIT USAGE. FOR, FOR ABIGAIL TO TRY TO EXTRACT WHAT THAT INDIVIDUAL COST OF AUTO CRASH IS IN WAS ACTUALLY FAIRLY DIFFICULT BECAUSE WE IN OUR SOCIETY ARE SO BUILT AROUND THE CAR AS OUR ONLY OPTION OF TRANSPORTATION IN SO MANY WAYS THAT WE BUILD THAT INTO OUR BUDGETS. WELL, NEXT , UM, ALL RIGHT, WE'LL JUST KIND OF QUICKLY GO OVER AGENDA. WE'LL KIND OF JUST WANNA BRIEFLY TOUCH ON THE PARKING ENTERPRISE DIVISION AS A WHOLE FOR TPW. I KNOW WE HAVEN'T DONE THAT IN THE PAST, SO I THINK IT'S CRUCIAL TO KIND OF TOUCH OVER THAT BRIEFLY. UM, AND THEN I'M GONNA TOUCH ON THE BACKGROUND TO KEY PRINCIPLES AND SUPPORT FOR THIS REGULATORY MODERNIZATION, AND THEN KIND OF DIVE INTO THE PROPOSED ORDINANCE UPDATE FOR 12 DASH THREE AND 12 DASH FIVE NEXT. ALRIGHT, SO THE PARKING ENTERPRISE DIVISION, UM, REALLY THE FOCUS HERE IS TO SHOW WHAT PROGRAMS OF OF PARKING ENTERPRISE THAT WE CURRENTLY OVERSEE OTHER THAN JUST ENFORCEMENT. I KNOW THAT WE'VE BEEN HERE PREVIOUSLY AND TALKING ABOUT ENFORCEMENT AND, AND OTHER THINGS WHEN IT COMES TO PARKING. UM, BUT IT KIND OF DELAYED THIS OUT. UM, YOU KNOW, WE HAVE FIVE AREAS, WHICH IS CURBSIDE PARKING MANAGEMENT OFF STREET OR, OR LANDSIDE, WHICH IS, WOULD BE, UM, YOU KNOW, GARAGE OR FACILITY, UH, PARKING MANAGEMENT, MOBILITY ENFORCEMENT, AS YOU KNOW. UM, AND THEN MOBILITY, SERVICE LICENSING, PERMITTING, OR WHAT WE CALL GROUND TRANSPORTATION. SO THIS IS ALL OUR LIMOS, UH, UH, VEHICLE FOR HIRE. UM, AND THEN WE HAVE SHARED MOBILITY MANAGEMENT, WHICH IS ALL OUR DOCKLESS, UM, VEHICLES. UM, REALLY THE FOCUS IS PRIORITIZING ACCESSIBILITY THROUGH SAFE, RELIABLE PARKING AND MOBILITY SERVICES FOR ALL MEMBERS OF THE COMMUNITY IS TO BUILD AND FOCUS, UM, FOR ADMISSION OF PARK ENTERPRISE. NEXT SLIDE. UM, I'M TOUCH ON THIS BRIEFLY. I THINK YOU KNOW WHAT GOT US HERE, REGULATORY MONITORIZATION BACKGROUND. UM, YOU KNOW, PREVIOUSLY WE'VE HAD MULTIPLE STUDIES THAT REALLY FOCUSED ON THE ENHANCEMENT OF CURBSIDE PARKING FOR CITY OF AUSTIN AND WHAT WE DO TO ENHANCE THAT OVER TIME. UM, MANY STUDIES HAD, YOU KNOW, RECOMMENDED, UH, CHANGES TO OUR CODES AS WELL AS TECHNOLOGY AND OTHER THINGS TO REALLY ENHANCE THAT FOR THE PUBLIC. UM, AND AS WELL AS FUTURE LAND USE. YOU KNOW, WE JUST SPOKE ABOUT THAT, UM, AND HOW THAT HELPS IN SYNC TOGETHER. UM, THESE RECENT ACTIONS, YOU KNOW, THROUGH BIKE LANE ENFORCEMENT, THE RESOLUTIONS THAT WERE BROUGHT THROUGH BY B-A-C-P-A-C, WHICH BICYCLE ADVISORY COMMITTEE, UM, UH, PEDESTRIAN. AND THEN OF COURSE, UH, THIS COMMISSION HERE, UM, REALLY JUST REALLY, AGAIN, HIGHLIGHTED THAT NEED TO MAKE THESE CHANGES AND REALLY BROUGHT THAT FORWARD. SO THIS WAS A TIME FOR US TO, TO TAKE THESE ACTIONS IN PLACE IF WE WERE GOING TO BE MODIFYING ANYTHING WHEN IT CAME TO BIKE LAND ENFORCEMENT. UM, AND SO THIS IS KIND OF THE PROCESS AND OUR, OUR GOAL IS TO, OF COURSE, TAKE THAT TO CITY COUNCIL TO HAVE THOSE CHANGES. UM, UH, APPROVED, UH, WE DID GO THROUGH INTERNAL STAKEHOLDER PROCESS AS WELL. SPOKE WITH THE, THE MUNICIPAL COURT AS WELL AS INTERNAL STAKEHOLDERS WITH OUR TRANSPORTATION ENGINEERING, UH, ACT, TRANS ACT OF TRANSPORTATION VISION ZERO, A LAW DEPARTMENT AIRPORT TO NAME A FEW. NEXT SLIDE. [00:35:01] ALL RIGHT. KIND OF WANNA DIVE INTO JUST THE KEY PRINCIPLES OF CODE MODERNIZATION. YOU KNOW, WHAT, WHAT SPUR DOES ON, WHAT DOES PREVIOUS CODE SAY, UH, UM, PARKING STUDY, SAY, I'M SORRY. UM, AND, AND WHAT IS OUR, YOU KNOW, INTENT BEHIND THIS? REALLY THE FOCUS IS EXPANDING ACCESS TO ALL ROAD USERS, RIGHT? THE EQUITY, UH, ASPECT OF WHY WE NEED TO, UH, REALLY MODERNIZE OUR CODE TO SIMPLIFY AND AS WELL AS MAKE IT FLEXIBLE AND NIMBLE, UH, TO RESPOND TO THE DIFFERENT NEEDS OF DIFFERENT USERS. UM, REALLY THE FOCUS IS CREATING A SYSTEM WITH AN EYE TOWARDS ACCOMMODATING FUTURE MANAGEMENT OF PARKING. AS WE CONTINUE TO HAVE CHANGES, STRATEGIES, REALLY FOCUS ON THOSE FOUNDATION OP, UH, OPERATIONS AND POLICY, UM, YOU KNOW, WHAT ARE THOSE GONNA BE IN THE FUTURE AND HOW THOSE, UH, CODES WILL BE AFFECTED BY THAT, AS WELL AS THE USER EXPERIENCE AND HOW WE DO INNOVATION AND TESTING IN THE FUTURE. THE FOCUSED OUTCOMES REALLY ARE, THE KEY ASPECT HERE IS DATA DRIVEN DECISION MAKING. BUILDING ALLOW US TO MAKE US UNDERSTAND, USE PATTERNS AND INFORM ON PRICING AND AVAILABILITY FOR THE FUTURE, UM, WHILE PRIORITIZING THE EASE OF USE, ACCESSIBILITY AND CLARITY, UM, FOR THE DESIGN. UM, THIS INCLUDES SIGNAGE, UM, OR MULTIPLE PAYMENT OPTIONS, IF YOU WILL. UM, DOWNTOWN AUSTIN, UM, PARKING STRATEGY ONE AUSTIN STRATEGIC MOBILITY PLAN, I KNOW WE JUST SPOKE ABOUT. UM, BUT THERE'S OTHERS LIKE AUSTIN CLIMATE EQUITY PLAN THAT SPEAK TO PARKING CHANGES TO ENHANCE AND, AND CHANGE BEHAVIORS FOR THE FUTURE. UM, BUT, UM, MOST RECENTLY IS THE URBAN LAND INSTITUTE'S PARKING, UH, TECHNICAL ASSISTANCE PANEL, WHICH POINTED OUT SOME, UM, UH, NEEDS FOR CHANGING PARKING MANAGEMENT. UM, WE'VE ALSO HAD SOUTH CONGRESS PARKING STUDY, UM, AND ALL OF THESE REALLY FOCUSED ON RECOMMENDATIONS ON CHANGING TERMINOLOGY AND ACCOMMODATING FUTURE TECHNOLOGY, UM, ENHANCE VIOLATION ENFORCEMENT REGULATIONS AND, AND CHANGES AND, AND OF COURSE, UPDATING OUR FINE AMOUNTS, WHICH HAVEN'T BEEN DONE IN QUITE A WHILE. NEXT SLIDE. SO LET'S DIVE INTO IT. UM, I WANNA TOUCH ON SOME KEY POINT HERE AS FAR AS 12 DASH THREE FIRST, EXCUSE ME. SO REALLY, UM, THE MAIN FOCUS HERE IS, IS, IS CHANGING LANGUAGE ON ANTIQUATED PARKING MANAGEMENT STANDARDS. UM, PREVIOUSLY THINGS THAT WE WOULD NORMALLY LOOK AT, PARKING AS STALL LINES OR PHYSICAL PAY STATIONS. UM, AND THESE, THESE, THIS LANGUAGE KIND OF, UH, PUTS US IN A POSITION TO NOT ALLOW FOR ENHANCEMENT AND TECHNOLOGY AND FUTURE ENHANCEMENTS FOR OUR CURB SPACE AND HOW WE ACCOMMODATE THOSE NEEDS FOR THE FUTURE FOR THE PUBLIC. UM, SO LIKE IT'S EXPANDING PARKING METER TO ENCOMPASS FUTURE PARKING CONTROL SYSTEMS. UM, AND WE HAVE AREAS THAT HAVE DIGITAL PARKING NOW AND DIGITAL RECEIPTS. UM, ALL THE CURRENT LANGUAGE REALLY FOCUSES ON PHYSICAL ASPECTS THAT WE DON'T HAVE IN HERE TO EXPAND THAT. UM, WE'RE ALSO GONNA BE TALKING ABOUT THE DESIGNATION OF WHAT A METER PARKING SPACE LOOKS LIKE. UM, EXPANDING LANGUAGE BEYOND JUST DECIDING WHERE WE CAN ACTUALLY DO PARKING, BUT WHAT, UH, OUR TRAFFIC ENGINEERS HAVE THE AUTHORITY TO DO. NEXT SLIDE. SO WHAT DOES THAT LOOK AUTHORITY LOOK LIKE? UM, TIME LIMITS ON METERED PARKING. UM, REALLY, YOU KNOW, BEING ABLE TO USE OUR CURRENT, YOU KNOW, TRAFFIC, TRAFFIC ANALYSIS PRACTICE, UM, THAT WE CAN PUT IN DATA, AND THEN TAKE THOSE INFORMED DECISIONS THAT ARE CONSIDERED BY THE CITY'S TRAFFIC ENGINEER TO MAKE THOSE CHANGES THAT AS THEY'RE NEEDED. UM, PRIOR, CURRENTLY WE, WE'LL SAY CURRENT LANGUAGE, YOU KNOW, IT DOESN'T ALLOW THAT TO CURRENT HAPPEN. UH, WE HAVE TO TAKE THIS TO CITY COUNCIL TO MAKE ANY SMALL ADJUSTMENTS. SO LET'S SAY IF IT'S FOR TIME CHANGES FOR PAID PARKING IN CERTAIN LOCATIONS, UM, THEY HAVE TO BE PRETTY SPECIFIC IN CODE NOW. UM, SO, UM, PREVIOUS, UM, CHANGES TO CODE, UM, WHEN YOU LOOK IN THE PAST, IT'S FOR SPECIFIC TIME CHANGES LIKE ADDING A TUESDAY NIGHT OR A WEDNESDAY NIGHT. UM, WE HAVE TO GO BACK TO COUNCIL FOR EACH EDITION. THIS ALLOWS US TO, UH, EXPAND THAT AUTHORITY TO THE CITY TRAFFIC ENGINEER TO MAKE THOSE DECISIONS BEST, THAT ARE BEST NEEDED FOR DEMAND AS THEY EXPAND AND AS, AS WE'VE SEEN RAPIDLY EXPAND AS THE CITY, UM, FOR THE PARKING DEMAND THAT WE HAVE. UM, AND THEN FEED DUE FOR A PARKING OF A MOTOR VEHICLE. UM, I DON'T KNOW IF ANYBODY OF Y'ALL USE THIS NOW, BUT FOR OUR PARKING APP, WE HAVE THREE 15 MINUTES. UM, YOU GET TWO CODES. UM, CURRENTLY THE WAY THE CODE IS STATED, IT DOESN'T ALLOW FOR ANYTHING OTHER THAN JUST TO BE DUE AT THE METER. SO WE'RE ADDING TECHNICAL LANGUAGE IN THERE THAT ALLOWS FOR US TO BE ABLE TO DO THESE TYPE OF VALIDATION IN THE FUTURE. NEXT SLIDE. OKAY. UM, I SPOKE TO THIS AT MOBILITY COMMITTEE. THIS IS ONE OF THE ACTIONS THAT PROMPTED, AGAIN, MORE, UH, NEEDED TO ENHANCEMENT OF OUR CODE CHANGES. UM, SO THIS WILL BE FOCUSED ON NOW SAYING DESIGNATED AN OFFICIAL A BIKE LANE, EXCUSE ME, WILL BE DESIGNATED BY OFFICIAL MARKINGS OR SIGNAGE FOR THE SPECIFIC USE OF BICYCLES. UM, THESE, YOU KNOW, AS YOU SEE IN THE PICTURE, IT COULD BE, UM, THE BIKE LANE DESIGNATION. UM, IT COULD BE THE MARKINGS OF THE CHERYL'S ON THE GROUND, IT COULD BE A DELINEATOR. UM, THESE ARE SOME OF THE THINGS THAT WE'RE LOOKING TO EXPAND ON, UM, TO BE ABLE TO HELP ENFORCEMENT, KNOWING THAT SOME OF OUR LEGACY BIKE LANES AROUND THE CITY DO NOT HAVE CURRENT SIGNAGE. UM, WE'RE STILL WORKING THROUGH THE LEGAL ASPECT OF THIS AND UNDERSTANDING THROUGH MUNICIPAL COURT, UH, MUNICIPAL COURT, YOU KNOW, UM, CANNOT PROVIDE SPECIFIC, YOU KNOW, SUGGESTIONS ON LANGUAGE, UM, BUT SET TO BE EXTREMELY DETAILED AS POSSIBLE SO THAT WE CAN USE THIS AS A POSSIBLE FOR THE FUTURE. AND I KNOW THERE'S STILL SOME QUESTIONS IN THAT ONE, I'M SURE WE'LL GET HERE, UH, IN THE END. UM, NEXT SLIDE. UH, 12 DASH FIVE HIGHLIGHTS. UM, WE'LL KIND OF GO THROUGH THIS. THAT USED TO BE A PROGRAM WHERE YOU HAD A PLACE CARD REQUIREMENT WHERE REMOVING THAT TO BE ABLE TO EXPAND THE O OPTIONS FOR THAT PROGRAM. UM, YOU KNOW, THE USE OF A BUS OR TRANSIT STOP BY, UH, OTHER MOTOR VEHICLES. UM, I THINK ONE KEY THING TO THIS IS PREVIOUSLY IT ALLOWED FOR VEHICLES TO, TO AT A, TO STOP AT A BUS STOP, RIGHT? TO, TO PICK UP AND DROP OFF. UM, SO REMOVING THAT LANGUAGE TO CLEAR UP THOSE, UM, ISSUES THAT MAY, MAY CAUSE BACKUPS WITHIN OUR TRANSIT SYSTEM. UM, AND IN COMMERCIAL VEHICLE LOADING AND LOADING PERMIT PROGRAM, REMOVING THE BOUNDARIES THAT WE CURRENTLY HAVE FOR THAT, UM, TO EXPAND THAT PROGRAM CITYWIDE, UM, SO THAT WE CAN, UH, FOCUS ON COMMERCIAL VEHICLE LOADING AND ALL OF ARTERIAL STREETS OUTSIDE OF JUST THE DOWNTOWN AUSTIN PROJECT COORDINATION ZONE, WHICH IT CURRENTLY IS LIMITED TO. NEXT SLIDE. ALRIGHT, UH, CONTINUED. UM, AS YOU CAN SEE, DESIGNATED BIKE LANE IS ADDED THERE. UM, WHEN I ALSO TOUCH ON, WHICH IS ANOTHER IMPORTANT POINT FOR ELECTRIC VEHICLE CHARGING SPACES, UM, WE CURRENTLY DO NOT HAVE, UH, AN ORDINANCE THAT SPECIFICALLY DEFINES WHAT THAT LOOKS LIKE OR WHAT ACTIVE CHARGING IS. SO CURRENTLY, IF YOU HAVE, UH, A REGULAR NON CHARGED VEHICLE, UM, ELECTRIC VEHICLE, NON EV, UM, YOU CAN PARK, UM, AT A ELECTRIC VEHICLE CHARGING STATION NOT CHARGED. AND THERE'S NO SPECIFIC LANGUAGE FOR US TO CITE THAT. SO THIS WILL ALLOW US NOW TO CITE NOT ONLY JUST A MOTOR VEHICLE, BUT EVEN AN ELECTRIC VEHICLE THAT'S NOT USING IT FOR, UH, ELECTRIC, FOR CHARGING A VEHICLE. UM, AND THEN COMMERCIAL DELIVERY ZONES. SO CURRENTLY IT'S COMMERCIAL SERVICE ZONES, SO WE'RE JUST CHANGING SOME TERMINOLOGY THERE TO BE MORE SPECIFIC ABOUT WHAT THOSE USES OF ZONES. AND THIS IS KIND OF TYING BACK INTO, UH, OLDER, UM, LANGUAGE THAT DOES NOT SPECIFY EXACTLY WHAT USES OF A PARKING ZONES ARE THAT WE HAVE OUT THERE, AND IT MAKES MORE CLARITY TO WHAT, TO THE PUBLIC AND WHAT THE SHOULD BE FOR. NEXT SLIDE. UM, CONTINUING, UM, I WANNA HIGHLIGHT RESIDENT ONLY ZONES, OR AS WE'VE HEARD RESIDENTS ARE PERMIT PARKING. UM, THIS PROGRAM HAS BEEN IN FILE FOR A WHILE. UM, THESE GUIDELINES, YOU KNOW, STEWARD THE PROGRAM ITSELF. UM, THERE'S NO PROCESS FOR, FOR PUBLIC FEEDBACK FOR THOSE. UM, WE'VE IN THE PAST GONE INTERNALLY, DONE SOME STAKEHOLDER REVIEW COME TO, UM, URBAN TRANSPORTATION COMMISSION AS, AS A COURTESY TO GET THAT OUT TO THE PUBLIC. UM, DO WE HAVE HYBRID PARKING AND OTHER ASPECTS OF WHAT WE DO NOW, UM, THAT NEED SOME CHANGES AND TWEAKS TO THE PROGRAM TO ENHANCE IT TO WHAT TODAY'S CURRENT CONDITIONS ARE. UM, OTHERS, YOU KNOW, REALLY FOCUSED ON IS LIABILITY OF THE MOTOR VEHICLE OWNER AND OPERATOR IS ADDING SOME LANGUAGE TO HELP US, YOU KNOW, WORK WITH THE MUNICIPAL COURT AND SOME OF THE ISSUES THAT THEY HAVE WITH, YOU KNOW, ATTACHING, UH, VEHICLE OWNERSHIP. AND THEN REALLY THE BIGGEST ONE IS CIVIL FINE COSTS AND FEES. SO, UM, UPDATING OUR CURRENT, UM, CIVIL FINES FOR PARKING VIOLATIONS, UM, BASED ON A CONSUMER PRICE INDEX CALCULATOR, WHICH WAS ABOUT, IF YOU LOOK AT IT, ABOUT 40%. UM, AND WE'VE STARTED TO INCREASE, UH, FINES AROUND 10 TO $15, WHICH IS [00:45:01] BELOW THAT, WHICH IS ABOUT 33%. SO, UM, NEXT SLIDE, WE'LL TALK ABOUT SOME NEXT STEPS. LIKE USE THE APP OR HOWEVER THAT WAS GONNA HAPPEN AND FEEL LIKE THERE WOULD BE SOME RESOLUTION BECAUSE A LOT OF THESE CHANGES, THESE BLOCKAGES HAVE CONSEQUENCES THAT COULD RESULT IN A SAFETY ISSUE FOR A BIKER OR PEDESTRIAN, BUT THEY'RE VERY EPHEMERAL VIOLATIONS. LIKE SOMEONE'S THERE AND THEN THEY'RE GONE. SO I THINK THAT LIKE FOLKS WANT IT TO FEEL LIKE THERE WAS A WAY TO REPORT THAT DIDN'T ENDANGER THEIR SAFETY OR MAYBE DIDN'T CREATE A SOCIAL CONFRONTATION THAT WOULD BE UNCOMFORTABLE, UM, SO THAT PEOPLE UNDERSTAND WHAT IS ALLOWED AND NOT. SO I THINK THAT, UM, FOR THOSE OF US IN THE COMMUNITY, MAYBE OF THOSE OF US WHO ARE LIKE SORT OF VIOLATION WATCHERS, I THINK LIKE, THAT'S THE KIND OF THING THAT, UM, THAT THEY'RE TRYING TO UNDERSTAND IS, YOU KNOW, I DON'T WANNA REPORT A CITY OFFICER CONDUCTING THEIR DUTY OR LIKE SOME, YOU KNOW, LIKE, I THINK THAT'S ONE OF THE QUESTIONS THAT I HAVE. YEAH, SO AS, AS FAR AS STAFFING GOES, I MEAN, WE ARE, WE'RE ALWAYS TRYING TO FIND THAT BALANCE OF, OF WHAT'S THE COMMUNITY DESIRING, WHAT'S IN PLACE TO PROVIDE THE REVENUE IN ORDER TO SUPPORT THE OFFICERS THAT ARE, THAT ARE FUNDED BY THAT REVENUE. AND SO THERE'S ALWAYS THAT BALANCE AS WE, YOU KNOW, FIND THE BALANCE OF THESE POLICY GOALS THAT WE HAVE AND THE TENSION THAT COMES WITH THAT, THAT HEALTHY TENSION. AND SO I, I THINK WHAT WE'RE SEEING, YOU KNOW, THE COUNCIL, UM, THANKFULLY IN THE LAST BUDGET DID PASS 10 ADDITIONAL MOBILITY SERVICE OFFICERS. WE'VE JUST GOT THEM HIRED. I JUST TALKED TO JOSEPH ABOUT THAT TODAY. UH, THEY'LL BE HIRED. AND SO I THINK WE'RE GONNA CONSTANTLY BE SEEING AND ADJUSTING TOWARDS WHAT'S THAT LEVEL OF SERVICE THAT THE COMMUNITY IS DESIRING, WHAT'S THE LEVEL OF FUNDING THAT'S AVAILABLE AND, AND HOW DO WE MAKE SURE THAT WE'RE MEETING THE GOALS THERE. AND OUR AVERAGE INCREASE IN FINES IS ANYWHERE BETWEEN 10 TO $15, WHICH IS ABOUT 33%. UM, NOW THERE IS, YOU KNOW, LIKE CURRENTLY, YOU KNOW, WE HAVE ON STREET RATES, YOU KNOW, AND, AND PEOPLE THAT PARK ACTUALLY CAN RECEIVE A PARKING CITATION THAT'S CHEAPER THAN IT IS TO ACTUALLY PAY FOR PARKING. AND SO IT'S NOT REALLY IN EXHIBITING THE BEHAVIORS THAT WE'RE TRYING TO HAVE THE OUTCOMES. AND SO THAT'S THE PROBLEM THAT WE HAVE CURRENTLY WITH FINES. OUR RECOMMENDATION WAS, UH, VERY WELL RECEIVED BY BOTH THE JOINT SUSTAINABILITY SUSTAINABILITY COMMITTEE AND CITY COUNCIL, UH, WITHIN CITY COUNCIL DECIDED TO PIVOT TO A NEW, UH, METHOD FOR A 2026 OR 2025 BOND, UH, IN LIEU OF THE, UH, ENVIRONMENTAL INVESTMENT PLAN. I THINK WE DID, UH, REALLY GOOD WORK IN THAT WORKING GROUP, BUT WE DID IT ON A REALLY TIGHT TIMELINE. UM, SO I THINK IT MAKES SENSE TO START THE PROCESS A LITTLE BIT EARLY. UM, THE ASSISTANCE BOND ADVISORY TASK FORCE IS GONNA GO THROUGH SOME CHANGES AS COUNCIL MEMBERS KIND OF SHIFT. SO I THINK WE HAVE A COUPLE OF MONTHS FOR US TO GET REALLY GOOD NUMBERS FROM STAFF TO TALK TO, UH, A LOT OF DIFFERENT, UH, ADVOCACY GROUPS AND, AND PEOPLE IN THE COMMUNITY ABOUT WHAT, WHAT THEY WANT TO SEE IN MOBILITY INVESTMENTS, UH, AND ALSO TO SEE HOW SOME THINGS LIKE THE CORE TRANSPORTATION PLAN AND, AND CONGRESS AVENUE DESIGN INITIATIVE, UH, SHAKE OUT AND WHAT THAT FUNDING STRUCTURE WOULD LOOK LIKE. UM, SO THAT'S WHY I THINK IT MAKES SENSE TO CREATE THIS WORKING GROUP NOW. MAY NOT COME BACK WITH A RECOMMENDATION UNTIL FEBRUARY, MARCH OR EVEN LATER. I THINK THAT MAKES SENSE TO ME AS WELL. SO, SO THE BIGGEST GUARDRAIL AROUND A WORKING GROUP. SO A WORKING GROUP, UM, CAN MEET ON THEIR OWN. THEY'RE NOT SUBJECT TO TOMA. UM, THEY, THEY HAVE TO HAVE A SUB QUORUM. SO IT CAN'T, UM, HAS TO BE FEWER, AT LEAST ONE FEWER THAN OUR QUORUM THAT WOULD PARTICIPATE IN A WORKING GROUP. SO THERE IS A LIMITATION TO HOW MANY PEOPLE CAN PARTICIPATE.
