UM, HERE ARE SOME KEY FACTS THAT I POINTED OUT BEFORE. UH, WORKERS AT FOUR CONCESSION COMPANIES AT THE AIRPORT AND THE HOTEL IN FRONT OF THE HYATT PLACE. UH, THE HILTON AUSTIN AIRPORT ARE ALREADY UNION AND ARE ALL SUBJECT TO AUSTIN'S LIVING WAGE ORDINANCE. THE HYATT PLACE HAS BEEN THE ONLY NON-UNION HOLDOUT ON AIRPORT LAND AND DOES NOT PAY WORKERS A LIVING WAGE, WHICH IS CURRENTLY AT $20 AND 80 CENTS. UH, ON JULY 10TH, 2024, THE UNION WON THE ELECTION TO BE THE BARGAINING REPRESENTATIVE OF THE WORKERS, AND THEY WON IT BY 24 TO EIGHT. UM, SHORTLY BEFORE THE ELECTION WAS HELD, THE COMPANY GAVE EMPLOYEES A RAISE, AND AFTER THE ELECTION, THE COMPANY FILED FOR OBJECTIONS TO CHALLENGE THE CERTIFICATION OF THE ELECTION RESULTS. THE NLRB DISMISSED THREE OF THOSE OBJECTIONS. THE FOURTH WENT ON TO A HEARING, AND THE NLRB HEARING OFFICER RECOMMENDED THE OBJECTIONS BE OVERRULED AND THE RESULTS OF THE ELECTION CERTIFIED. THE COMPANY HAS NOW FILED, UH, EXCEPTIONS TO THE RECOMMENDATIONS OF THE NLRB, EFFECTIVELY DE DELAYING UNION RECOGNITION. AFTER THE ELECTION WAS HELD, A FEW UNION SUPPORTERS WERE GIVEN DISCIPLINE, UH, FOR JOB PERFORMANCE ISSUES. THIS INCLUDES TWO WORKERS WHO WERE RECENTLY FIRED, AND WHOSE TERMINATIONS ARE THE SUBJECTS OF MORE FEDERAL CHARGES WITH THE NATIONAL RELATIONS BOARD. NOW, THIS MAY SOUND LIKE A REPORT THAT I GAVE LAST TIME, AND THAT'S BECAUSE IT IS, AND NOTHING HAS CHANGED. UH, WORKERS ARE JU UNJUSTLY FIRED AND THE COMPANY REFUSES TO RECOGNIZE THE UNION. THE COMPANY HAS FILED ITS LAST APPEAL AVAILABLE TO THEM IN THIS LENGTHY PROCESS, AND WAITS FOR WORKERS TO GET TIRED AND LOSE HOPE. GOOD AFTERNOON. GOOD AFTERNOON COMMISSIONERS. UH, RAJIV THOMAS, CHIEF FINANCIAL OFFICER FOR THE AVIATION DEPARTMENT. UM, WHAT I'LL START TODAY WITH IS THE RESULTS FOR THE MONTH OF SEPTEMBER AND KIND OF GO INTO A LITTLE MORE DETAIL ON THE FULL YEAR, UM, FINANCIAL PERFORMANCE. SO SEPTEMBER, 2024 WAS THE END OF OUR FISCAL YEAR, UH, AND FOR THE MONTH OF SEPTEMBER, UH, OUR UNEMPLOYMENTS WERE DOWN ABOUT 6%. UH, BUT FOR YEAR TO DATE, UM, FOR THE FISCAL YEAR, WE ARE UP ABOUT 0.4% IN TERMS OF TOTAL, UH, UNEMPLOYMENTS, UH, LANDED WEIGHTS FOR SEPTEMBER CAME IN ABOUT ALMOST 9% BELOW THE PRIOR YEAR. BUT FOR A YEAR TO DATE, UH, WE ARE DOWN ABOUT 1.4%. UH, FOR THE FIRST HALF OF THE YEAR, WE WERE ACTUALLY, UM, UP ABOUT 1% ON LANDED WEIGHTS, BUT ON THE SECOND HALF OF THE YEAR, WE WERE DOWN ABOUT 5% ON THE LANDED WEIGHTS. UM, IN TERMS OF REVENUE, UM, YOU CAN SEE THE, THE TOTAL OPERATING REVENUE CAME IN AT $26.2 MILLION. UH, THAT WAS 2.2 MILLION BETTER THAN THE PRIOR YEAR OR 9.1% BETTER, UH, THAN, UH, SEPTEMBER, 2023. OPERATING EXPENSES FOR THE MONTH WERE FAVORABLE, UH, BY ABOUT $7.6 MILLION. AND, UH, NOT, I SHOULDN'T SAY FAVORABLE, LOWER THAN LAST YEAR, UH, SEPTEMBER BY $7.6 MILLION, PRIMARILY BECAUSE SEPTEMBER, 2023 HAD A THREE PAY PERIOD MONTH, AND THIS SEPTEMBER ONLY HAD A TWO PAY PERIOD MONTH. AND ALSO THEY, THERE WAS A $1.2 MILLION DIFFERENCE, FAVORABLE DIFFERENCE IN THE INSURANCE SWEEP THIS YEAR VERSUS THE PRIOR YEAR. UM, AND THE, UH, ONE OTHER THING THAT ALSO WAS, UM, RELATED TO THE LOWER EXPENSES THIS YEAR WAS ALSO US, THE DEPARTMENT CLOSING OUT A LOT OF ENCUMBRANCES THAT WERE OPEN, UH, AND DID THAT, UH, MUCH MORE FAVORABLY THAN THE PRIOR YEAR. DID YOU HAVE A QUESTION? I, I DID, I I WAS CURIOUS WHY THE INSURANCE WAS LOWER. NO, THE INSURANCE SWEEP WAS LOWER BECAUSE WHAT HAPPENS IS THE WAY, UM, THE CONTROLLER'S OFFICE, UH, DOES THE INSURANCE [00:10:01] IS THEY DO IT BASED ON ACTUAL FTES ON A MONTHLY BASIS, BUT AT THE END OF THE YEAR, THEY SWEEP FOR THE WHOLE BUDGETED FT. SO THIS YEAR WE HAD LESS VACANCIES THAN WE HAD LAST YEAR. SO THAT WAS THAT DIFFERENCE IN HOW THAT ACCOUNTING ENTRY CAME TO BE. SO GOING, GOING TO THE NET REVENUES FOR THE MONTH OF SEPTEMBER, UM, THE NET REVENUES WERE ABOUT 1.9 MILLION, UM, ON, ON A, YOU KNOW, DEFICIT BASIS. WHEREAS LAST YEAR IT WAS 10.7 MILLION, UM, ON A, ON A NEGATIVE BASIS. SO, BUT IT WAS STILL FAVORABLE, 8.8 MILLION YEAR OVER YEAR GOING TO THE YEAR TO DATE RESULTS. SO THIS IS WHERE, UM, YOU KNOW, WE DID QUITE WELL IN TERMS OF REVENUES. AS YOU CAN SEE, YEAR OVER YEAR, 15% INCREASE IN REVENUES. UH, AIRLINE REVENUES WERE UP 25%, MOSTLY DRIVEN BY RATES. UM, THE TERMINAL RENTAL RATES WE HAD INCREASED BY 26%, SO THAT IS ACCOUNTING FOR SOME OF THIS. AND ALSO THE LANDING FEES WERE, UH, WE HAD ALSO INCREASED BY ABOUT 27% TO THE RATE ITSELF. BUT AS YOU CAN SEE, THE LANDING WEIGHTS WERE LOWER THIS YEAR VERSUS THE PRIOR YEAR. NON AIRLINE REVENUES UP 8%. UM, PARKING IS UP ABOUT 9.5%. UH, GROUND TRANSPORTATION IS UP ABOUT 8% YEAR OVER YEAR. OUR TRIPS WERE ABOUT 11% HIGHER THAN THE PRIOR YEAR. UH, RENTAL CARS REVENUES ARE UP 3.7%. UM, AND THE TRANSACTIONS FOR RENTAL CARS WERE UP ACTUALLY ABOUT 6% OR 5.7%. AND YOU CAN SEE FOOD AND BEVERAGE IS UP ABOUT 7%. RETAIL WAS DOWN, AS WE, YOU KNOW, NOTED ALL ALONG THROUGHOUT THE YEAR, UH, DUE TO, YOU KNOW, THE, UH, THE TILERS BEING TAKEN OFF. UM, AND THEN ADVERTISING REALLY PERFORMED VERY WELL AT, UH, 16% YEAR OVER YEAR. UM, THE NEW CONTRACT WITH CLEAR CHANNEL IS REALLY PAYING DIVIDENDS HERE. AND THEN OTHER CONCESSIONS AND RENTAL REVENUES WAS ALSO UP 8%. SO OVERALL OPERATING REVENUE UP 15% OR 41.5 MILLION HIGHER THAN THE PRIOR YEAR, OUR OPERATING EXPENSES FOR THE AIRPORT WERE UP 15% OR 20.6 PER MILLION DOLLARS. AND AS YOU CAN SEE, WHAT THAT HAS RESULTED IN IN TERMS OF NET REVENUES IS $77 MILLION BEING TRANSFERRED TO THE SURPLUS CAPITAL FUND VERSUS PRIOR YEAR WAS 65 MILLION OR 66 MILLION. SO, OR $11.4 MILLION IMPROVEMENT OVER THE PRIOR YEAR. SO THO THAT'S WHERE THE RESULTS FOR FISCAL YEAR 24. ANY QUESTIONS ON THAT? UM, UH, COMMISSIONER MEDU? MM-HMM. . OKAY. IT'S WORKING NOW. HOW HAVE, HAVE YOU COMPARED YOUR EMPLOYMENTS TO OTHER AIRPORTS? RELATIVE TO OUR, OUR DOWNTURN? IS THAT KIND OF INDUSTRY WIDE? IT IS NOT FOR ALL AIRPORTS. SO I'VE SEEN THIS IN AIRPORTS WHERE SOME OF THE SEATS HAVE BEEN PULLED BACK. UM, LOOKING AT SOME AIRPORTS WHERE, FOR EXAMPLE, SOUTHWEST HAS HAD A PRESENT AND THEY'VE KIND OF REDUCED THEIR CAPACITY. I'VE SEEN IN PLAIN MEN STARTING TO GO DOWN YEAR OVER YEAR. UM, FOR US, UH, IT WAS ALSO, UH, YOU KNOW, SOUTHWEST, UH, PULLED DOWN, KIND OF CAME IN LATER. AMERICAN PULL DOWN, YOU KNOW, BEFORE THAT. AND ALSO SPIRIT ALSO, UH, RETRENCHED A LITTLE BIT. SO THE SEATS HAVE GONE DOWN IN THE MARKET AND THAT HAS KIND OF LED TO, YOU KNOW, LOWER UNEMPLOYMENTS A LITTLE BIT. BUT WE ARE SEEING THIS ACROSS SOME OF THE AIRPORTS THAT HAVE SOUTHWEST AS A PRIMARY, UH, CARRIER RIGHT NOW, WHERE WE ARE SEEING SOME SOFTENING, UH, IN THE UNEMPLOYMENT GROWTH NUMBERS, BUT SOME AIR. BUT SOME OF THE AIRPORTS WHERE I'VE SEEN WHERE INTERNATIONAL IS A SIGNIFICANT, UH, PART OF THE, UH, PASSENGER MIX, YOU KNOW, THEY ARE DOING BETTER BECAUSE INTERNATIONAL TRAFFIC HAS KIND OF INCREASED YEAR OVER YEAR AND THAT KIND OF HELPS OFFSET SOME OF THE DOMESTIC WEAKNESSES. AND BASED ON THE TERMS THAT WERE PROPOSED, WE'VE CHOSEN ONE, WHICH IS WELLS FARGO, WHICH HAS THE LOWEST RATES CURRENTLY. UH, SO WE'VE DRAWN UP A NOTE PURCHASE AGREEMENT WITH WELLS FARGO. UH, WE HAVE GONE, WE HAVE GONE THROUGH THE FIRST DRAFT YESTERDAY. WE REVIEWED THE FIRST DRAFT YESTERDAY. AND, UH, IT IS FOR $150 MILLION FACILITY. UH, WE ARE PRIMARILY GOING TO DO TAX EXEMPT A MT FINANCING, AND IT IS GOING TO BE OVER A THREE YEAR PERIOD. UM, AND HELP ME OUT HERE, WHAT'S THE TERM OF THE DEBT ON THE 150 MILLION OVER THE THREE YEAR PERIOD? THE, THE, THE, ARE YOU TALKING ABOUT THE RATE TO REPAY? I'M, IF IT'S HOW YOU'RE, ARE YOU, ARE YOU GETTING 150 MILLION BY IN THIS FISCAL YEAR AND YOU'LL PAY BACK IN? SO THAT'S ONE OF THE ADVANTAGES OF DOING A REVOLVING LINE. I MEAN, I SHOULD SAY NOTE PURCHASE AGREEMENT IS WHAT WE WANNA CALL IT, UM, IS THAT WE CAN DRAW DOWN THE FUNDS AS NEEDED. SO YOU'RE NOT PAYING, FOR EXAMPLE, EVEN THOUGH IT'S $150 MILLION FACILITY, ONCE WE HAVE THE AGREEMENT SIGNED AND EV ALL THE DOCUMENTS CLOSED, WE ARE GONNA START WITH DRAWING DOWN ABOUT 75 MILLION INITIALLY. AND, YOU KNOW, YOU ONLY PAY THE INTEREST RATE. UM, YOU KNOW, BASED ON THE TERMS ON THE 75 MILLION, YOU DO HAVE TO PAY AN UNUSED CAPACITY FEE, WHICH IS ONLY ABOUT 0.2%. SO THAT GIVES YOU THE FLEXIBILITY TO PULL DOWN AS NEEDED. UH, AND THAT'S WHY WE CHOSE THIS, UH, TYPE OF FACILITY. UM, UH, AS SHORT TERM FINANCING. A LOT OF OTHER AIRPORTS HAVE ALREADY DONE THIS TYPE OF FINANCING, LIKE, YOU KNOW, TAMPA, UH, NASHVILLE, SALT LAKE CITY, THERE'S SEVERAL AIRPORTS THAT HAVE DONE THIS TYPE OF FINANCING VERSUS GOING WITH A COMMERCIAL PAPER SOMEWHERE. AND, AND WHAT IS THIS, UM, GOING TOWARDS? WHAT WILL THIS BE? THIS IS GOING TOWARDS PAYING DEBT, UM, PAYING THE INVOICES RELATED TO THE CAPITAL, I'M SORRY, NOT PAYING DEBT, BUT, UH, INVOICES RELATED TO THE CAPITAL EXPENDITURES. SO FOR THE PROJECT EXPENSES, YES. AND THEN, UH, THE COMMON USE LOUNGE, HOWEVER, WOULD BE CONSIDERED, UM, AS A CONCESSION CONTRACT. UH, WE'VE MADE GAINS ON THE STAFFING, BUT THEY STILL HIGHLIGHT SOME OF THAT HERE. AND YOU KNOW, ON FI ON, THERE WERE TWO EVENTS. ONE WAS LAST SUNDAY, NOVEMBER 10TH, THERE WERE SOME DELAYS DUE TO FAA STAFFING. AND THEN, UH, ON FRIDAY, OCTOBER 18TH, THERE WAS A, A CLOSE CALL THAT IS BEING INVESTIGATED. AND, UM, I KNOW THAT THOSE, BOTH OF THOSE THINGS DON'T RELATE TO THE ACTUAL OPERATIONS OF THE AIRPORT, BUT IT AFFECTS ALL OF US WHO USE THE AIRPORT. AND, UM, TO THE EXTENT THAT YOU CAN PROVIDE INFORMATION FROM THE NATIONAL TRANSPORTATION SAFETY BOARD OR FROM WHATEVER'S HAPPENING, I THINK WE'D LIKE TO BE UPDATED ON STAFFING LEVELS IN THE TOWER AND, AND HOW THAT RELATES TO THE NUMBER OF FLIGHTS THAT ARE PASSING THROUGH AUSTIN.
