COVERED THE TWO BIGGIES. I'LL, I'LL BE GLAD TO ENTERTAIN A MOTION FOR APPROVAL. UH, MOTION TO APPROVE THE MINUTES. THANK YOU. SECOND. YOU HAVE A SECOND. ALRIGHT. ALL IN FAVOR? AYE. AYE. AYE. ALL RIGHT. THANK YOU. [2. Staff briefing from the Transportation and Public Works Department on the bond programs ] ALRIGHT, SO I'M GONNA TURN THIS OVER TO TRANSPORTATION AND PUBLIC WORKS. YEAH. GOOD AFTERNOON EVERYONE. UM, ANNA MARTINS HERE FROM TRANSPORTATION PUBLIC WORKS, AND WE WILL KICK OFF THIS MONTH'S UPDATE ON THE MOBILITY BOND. OKAY. PROGRAM FOR Y'ALL COVERS THREE DIFFERENT BONDS, IF I REMEMBER RIGHT. YOU DO REMEMBER WAITING ON MY CO-PRESENTER TO WALK IN HERE? I RAISED AN EYEBROW. WASN'T THAT ? WELCOME. WHILE WE'RE WAITING, UM, MY NAME IS ANNA MARTIN. I'M ASSISTANT DIRECTOR WITH THE CITY OF AUSTIN TRANSPORTATION AND PUBLIC WORKS DEPARTMENT. OKAY, THANK YOU ANNA. TERRIBLY. SORRY I'M LATE. MY NAME IS ERIC BAILEY. I'M THE DEPUTY DIRECTOR OF CAPITAL DELIVERY SERVICES. ALRIGHT, THANK YOU ERIC. UM, WHY DON'T WE GO AHEAD AND GET STARTED. UM, LEMME PULL THAT. PERFECT. WE GOT A NEW CONTROLLER FROM MONDAY, IF ONE WORKS. YES. ALRIGHT. UM, SO TODAY WE'RE GONNA GIVE YOU A, AN UPDATE ON THE TRANSPORTATION AND MOBILITY BONDS 20 16 20 18, AND 2020. UM, APPRECIATE Y'ALL'S TIME AND ATTENTION ON THIS. UM, WE'LL START OFF. OH, SHE HAS A PRESENTATION. IT'S BEING SHARED. OKAY. UM, SO STARTING OFF WITH, UM, 2016 PROPOSITION ONE, $720 MILLION, UH, TOTAL OF VOTER APPROVED, UH, MONEY THERE. TO DATE, WE'VE SPENT 438 MILLION AND WE HAVE AN ADDITIONAL 64.7 MILLION ENCUMBERED, WHICH MEANS IT'S BASICALLY IN, IN A CONTRACT READY TO BE SPENT. SO FOR A TOTAL COMMITTED OF, UH, 503 MILLION AND A REMAIN REMAINING OF BA AVAILABLE FUNDING OF 216 MILLION, UH, FOR 2018 AND 2020. I'LL START WITH 2018, $160 MILLION VOTER APPROVED. UH, ALL THAT HAS BEEN APPROPRIATED, UH, A HUNDRED MILLION OF THE 160 HAS BEEN SPENT. 10 MILLION ENCUMBERED, UH, FOR A TOTAL OF 110, UH, COMMITTED, UH, $48.8 MILLION THAT'S AVAILABLE, UH, FOR FUTURE PRO FOR UH, PROJECTS IN THE PIPELINE. UH, FOR 2020, UM, WE HAVE $460 MILLION IN VOTER APPROVED. 117 MILLION OF THAT HAS BEEN SPENT. AN ADDITIONAL 78.9 IS COMMITTED FOR A TOTAL OF 190 OR A HUNDRED, SORRY, 78 MILLION HAS BEEN ENCUMBERED FOR A TOTAL OF 196 MILLION, UH, COMMITTED, WHICH LEAVES AN AVAILABLE, UH, NUMBER THERE OF 263 MILLION. SO IT GIVES YOU A LITTLE IDEA OF WHAT WE HAVE LEFT TO SPEND. THIS IS PRETTY TYPICAL ACROSS THE BOND PROGRAMS, RIGHT? WE ENCUMBER MONEY AS WE GO ALONG, AND ESPECIALLY AS WE GET TOWARDS THE END OF THE BOND PROGRAMS, IS REALLY WHEN THE ENCUMBRANCES AND THE SPENDING REALLY ACCELERATES. 'CAUSE THAT'S WHEN WE GET INTO CONSTRUCTION, WHICH IS THE HIGH DOLLAR VALUE, UH, PART OF THE, THE BOND PROGRAMS. SO I'M GONNA, UM, GIVE A, A QUICK BRIEF ABOUT THE 2016, UH, BOND, AND THEN ANNA'S GONNA COME IN AND TALK ABOUT 18 AND 20. SO, UM, SLIDE HERE TALKS ABOUT THE BOND LANGUAGE. THERE'S LINKS THERE, THE BALLOT LANGUAGE CONTRACT WITH THE VOTERS, UH, THE APPROVAL OF THE $720 MILLION, UM, FOR TRANSPORTATION RELATED IMPROVEMENTS. THERE'S A BUNCH, THERE'S SEVERAL DIFFERENT BUCKETS THAT ARE IN THERE, UM, THAT WE'RE GONNA TALK ABOUT AS WE MOVE THROUGH THE, THE SLIDES HERE AS WELL. SO HERE'S THE OVERALL SPEND FOR THE 2016 BOND PROPOSITION. UM, YOU CAN SEE THE TOTAL SPEND TO DATE IS THE 439 MILLION. THERE'S 281 MILLION LEFT TO SPEND. UH, AS I MENTIONED BEFORE, THIS PROGRAM IS ENTERING THE CONSTRUCTION [00:05:01] AND AND WARRANTY PHASE WITH THE PROJECTS THAT WE'RE GOING THROUGH HERE. SO, UM, YOU KNOW, DELIVERING THESE PROJECTS, THE, THE, THE WHOLE PROGRAM'S PROJECTED TO RUN OUT OF FUNDS IN FISCAL 27 WITH OVER 90% SPENT BY FISCAL 26. YOU CAN SEE THE, THE SPENDING CURVE THERE. MM-HMM. . UM, THIS PROGRAM HAS REALLY HIGHLIGHTED A LOT OF THE, UM, UH, PERMITTING AND TRANS AND ISSUES WE HAVE WITH SOME OF THESE TRANSPORTATION PROBLEMS. A LOT OF THE PROJECTS HAVE STRUGGLED TO GET THROUGH TO THIS PHASE WHERE WE'RE AT NOW, WHERE WE'RE FINALLY GOING TO BID. WE WE'RE GETTING PERMITS WORKING WITH TXDOT TO GET EVERYTHING APPROVED SO WE CAN ADVERTISE IT FOR CONSTRUCTION. UM, AND WE'VE REALLY SHED SOME LIGHT ON A LOT OF THE ISSUES THAT FACE A LOT OF OUR PROJECTS INDIVIDUALLY. AND BECAUSE THESE PROJECTS WERE ALL LUMPED TOGETHER AS A GROUP, ALL OF THEM REALLY SHONE A LIGHT ON SOME OF THE ISSUES THAT OUR TRANSPORTATION IMPROVEMENTS SEE THROUGH THE PERMITTING PROCESS AND THINGS LIKE THAT. WHICH THEN LEADS US TO, YOU KNOW, FUTURE IMPROVEMENTS IN THE PERMITTING PROCESS, AS WELL AS, UM, YOU KNOW, BOND PLANNING AND PREPARING FOR FUTURE BOND PROGRAMS, KNOWING HOW MUCH EFFORT IT'S GONNA TAKE AND THE WORK WE NEED TO DO BEFORE WE EVEN GO TO THE PUBLIC WITH A, A, UH, BOND PROPOSITION. SO SPECIFICALLY, UM, THE CORRIDOR PROGRAM IS, UM, ONE OF THE MAJOR, UH, PIECES OF THE 2016 BOND. UM, IT WAS $482 MILLION OF THE, UM, 720 TOTAL. AND WE HAVE SEVERAL PROJECTS THAT ARE UNDER CONSTRUCTION NOW. SO, UH, NORTH, UH, AIRPORT BOULEVARD, UM, FROM NORTH MAR OF 55TH, UM, THAT IS, UH, COMPLETED, UH, BURNETT ROAD CANNING TO, UH, WHITEHORSE TRAIL. WE'RE WORKING ON THAT BIKE AND PED IMPROVEMENTS ACROSS THE DIFFERENT CORRIDORS DELIVERED THROUGH A-I-D-I-Q METHODOLOGY. UM, SAME WITH SIGNAL AND, AND PEDESTRIAN HYBRID BEACON. SO SAFETY IMPROVEMENTS THERE. AND WE CURRENTLY UNDER CONSTRUCTION ON WILLIAM CANNON DRIVE FROM RUNNING WATER TO MCKINNEY FALLS PARKWAY, WHICH IS A CAMPO GRANT FUNDED PROJECT. SO ONE OF THE HIGHLIGHTS ALSO OF THE 2016 CORRIDOR MOBILITY, UH, PROGRAM WAS THE, THE PARTNERSHIP FUNDING THAT WE'VE BEEN ABLE TO ACHIEVE TO MAKE THOSE DOLLARS STRETCH AS FAR AS WE POSSIBLY CAN BY GETTING GRANTS FROM CAMPO, PARTICIPATION FROM DEVELOPERS, THINGS LIKE THAT. UM, AS I MENTIONED BEFORE, WE ARE ENTERING THE, UM, REAL HEAVY CONSTRUCTION PHASE ON A LOT OF THE LARGER PROJECTS THAT ARE COMING OUT. SO, UH, BURNETT ROAD FROM 180 3 TO, UH, MOPAC, THERE'S TWO SEGMENTS THERE THAT ARE GONNA BE GOING TO BID IN THE NEXT THREE MONTHS. UH, IN ADDITION SLAUGHTER LANE FROM BRODY TO MOPAC IS ALSO GONNA BE GOING TO BID. AND WE'RE ALSO GOING OUT WITH A NEW IDIQ OR INDEFINITE DELIVERY, INDEFINITE QUANTITY CONTRACT THAT ALLOWS FOR SOME, I WAS GONNA ASK YOU WHAT THAT STUFF. YEAH. SO THAT'S BASICALLY WHEN WE, WE PUT OUT A CONTRACT WHERE WE DON'T HAVE A SPECIFIC PROJECT AREA, UM, IDENTIFIED, BUT WE HAVE UNIT PRICES FOR THINGS LIKE SIDEWALK AND, UH, PEDESTRIAN IMPROVEMENT SIGNALS, THINGS LIKE THAT, WHERE WE CAN GO AND SAY, ALL RIGHT, WE WANT YOU TO GO FROM POINT A TO POINT B AND DO A NEW, YOU KNOW, EIGHT FOOT SHARED USE PATH. AND WE'VE GOT THOSE UNIT PRICES AND WE MAKE THOSE ASSIGNMENTS. GENERALLY, THEY'RE SMALLER PROJECTS, THEY'RE FIELD ENGINEERED, SO THEY GO THROUGH THE PROCESS A LOT EASIER. UM, AND THEY'RE JUST A, IT'S A QUICKER DELIVERY METHOD THAT WE'VE ACTUALLY FOUND TO BE VERY SUCCESSFUL IN THE, IN THE PROGRAM. GOOD. UM, SO SPEAKING MORE OF THE, OF THE CORRIDOR OFFICE, YOU CAN SEE HERE, AS I MENTIONED, UM, OF THE $482 MILLION THAT WAS IDENTIFIED FOR THE CORRIDOR, 255 MILLION IS COMPLETE AND OVER A HUNDRED MILLION DOLLARS IN LEVERAGED FUNDS HAVE BEEN OBTAINED IN ORDER TO EXPAND THE REACH OF THE PROJECT, OF THE PROGRAM FURTHER THAN WHAT WAS ORIGINALLY ENVISIONED. UM, ONE OF THE ISSUES WE FOUND AS WE WENT THROUGH, UH, DEVELOPING THE CORRIDOR PROGRAMS, UM, THE NEED THAT WAS IDENTIFIED ALONG THE CORRIDORS WAS MUCH HIGHER THAN THE DOLLARS THAT WE HAD AVAILABLE TO FUND IT. SO, UM, ABOUT TWO YEARS AGO, A YEAR AND A HALF AGO, WE WENT AND WE REALLY FOCUSED ON WHAT WE COULD DELIVER FOR THE MONEY THAT WE HAD AVAILABLE, UM, WHICH WAS REALLY A PRIMARY THING. AS THE PROJECTS MOVED THROUGH THE PLANNING AND PERMITTING PHASE, WE QUICKLY REALIZED THAT THE, YOU KNOW, PRICES AND THE, THE NEED OUT THERE WAS GONNA BE MORE THAN WHAT WE HAD TO PAY FOR IT. SO WE HAD TO ADAPT AND DELIVER IMPROVEMENTS THAT WERE NOT NECESSARILY THE ULTIMATE BUILD OUT THAT WAS, UM, IN ENVISIONED, BUT ALSO TIED INTO ANY KIND OF FUTURE FUNDING THAT MAY BECOME AVAILABLE SO THAT WE WEREN'T GONNA BE GOING BACK AND RIPPING OUT SIDEWALK IN A COUPLE YEARS IF MORE FUNDING BECAME AVAILABLE FOR PROJECTS ALONG THE CORRIDORS. SO FOCUSING REALLY ON SAFETY IMPROVEMENTS AND PEDESTRIAN AND, AND BICYCLE MOBILITY THROUGH THOSE AREAS. UM, AND LET'S SEE. SO WE'RE STARTING TO SEE, UM, ALL THE CONSTRUCTION REALLY GET, GET GOING. UM, WE CAN SEE SORT OF THE END OF THE END OF THE TUNNEL HERE ON A LOT OF THIS, THIS PROGRAM, AS I MENTIONED, THE FUNDING WILL BE FULLY EXPENDED IN IN 27 WITH THE BULK OF THE FUNDING ACTUALLY BEING EXPENDED BY, YOU KNOW, THE END OF 2026. SO, UM, WE'RE GONNA RAMP UP ON THAT IN THE NEXT TWO YEARS, INCLUDING AN ESTIMATED $146 MILLION IN SPENDING ON PROJECTS THAT ARE GOING TO BID IN CONSTRUCTION IN 2025. [00:10:01] UH, THE PROJECTS INCLUDE, YOU KNOW, VARIOUS, UH, IMPROVEMENTS ALONG BURNETT ROAD FROM WHITE HORSE TRAIL ALL THE WAY TO MOPAC, UH, FROM NORTH LAMAR FROM RUN BROKE TO HOWARD SLAUGHTER FROM MOPAC TO BRODY, AND THEN SOUTH LAMAR FROM BARTON SPRINGS TO TWO 90, AS WELL AS AIRPORT BOULEVARD FROM 45TH TO, UH, MLK. AND THERE'S A, UH, BRIDGE PROJECT THAT'S A TEXTILE PARTNERSHIP THERE. AND THEN AS WELL CONTINUING THAT ON DOWN TO, UM, 180 3. AND THOSE PROJECTS WILL BE A MIXTURE OF, UH, INVITATION FOR BID OR IFB PROJECTS AS WELL AS, UH, IDIQ DELIVERY, UH, DEPENDING ON THE, UM, TYPE OF WORK THAT'S NEEDED IN THAT AREA. SO WITH THAT, I'M GONNA TURN IT OVER TO ANNA. MM-HMM. . OKAY. WELL 'CAUSE WE'RE GONNA SPLIT THIS A LITTLE BIT. YEAH. ANYBODY HAVE ANY QUESTIONS? YEAH, WE DO QUESTION NOW OR WE CAN DO QUESTIONS LATER. I'M, I'M NOT GOING ANYWHERE. I HAD ONE OR TWO. YEAH, SURE. UM, THE PROJECTS YOU JUST DESCRIBED ON THIS SLIDE NINE WITH 146 MILLION YEP. THOSE ARE PART OF THE 2016 BOND? CORRECT. OKAY. UM, AND THEN MY OTHER QUESTION, SO YOU HAD MENTIONED SOME PERMITTING ISSUES YOU ALL FOUND IN 2016 MM-HMM. AND JUST LIKE SOME PROCESSES Y'ALL WANTED TO IMPROVE, WERE YOU ABLE TO IMPROVE THOSE FOR THE 20 18 20 20 BOND, OR ARE THOSE STILL PROCESSES YOU'RE WORKING ON NOW? STILL PROCESSES THAT WE'RE WORKING ON NOW, THEY REALLY CAME TO LIGHT AS WE GOT IN OUT OF THE PLANNING PHASE WITH THE 2026 PROJECTS AND INTO THE PERMITTING PHASE. MM-HMM. AND JUST REALIZING, UM, HOW THE, UM, INTERPLAY OF ALL OF THE INFRASTRUCTURE SYSTEMS, WATERSHED, AUSTIN WATER, AUSTIN ENERGY, AS WELL AS TRANSPORTATION PUBLIC WORKS. AND AT THE END OF THE DAY, WE CAME TO REALIZE THAT BECAUSE A LOT OF THESE PROJECTS ARE ADDING IMPERVIOUS COVER, RIGHT? THERE'S CODE REQUIREMENTS AND THINGS THROUGH THE WATERSHED, UM, UH, THE WATERSHED CODE THAT'S ADMINISTERED BY DEVELOPMENT SERVICES WHERE YOUR PROJECT, WHERE YOU'RE, YOU KNOW, INCREASING THE SIZE OF A SIDEWALK FROM FOUR FEET TO 10 FEET BECAUSE YOU'RE ADDING IMPERVIOUS COVER, WELL NOW THE OPEN DRAINAGE THAT'S NEXT TO IT HAS TO GO INTO A PIPE. AND SO YOUR $10 MILLION TRANSPORTATION IMPROVEMENT PROJECT JUST TURNED INTO A $40 MILLION WATERSHED IMPROVEMENT PROJECT WITH A TRANSPORTATION COMPONENT. AND SO THERE'S A LOT OF BACK AND FORTH AND KIND OF REALIZING WHAT WE CAN DO WITHIN THE EXISTING CODE AS WELL AS WHAT IS, UM, NOT NECESSARILY CODE, BUT AS MORE CRITERIA ON THAT SIDE. AND WE'RE WORKING WITH OUR PARTNERS IN WATERSHED AND AUSTIN WATER TO MOVE THESE PROJECTS THROUGH AND, UM, YOU KNOW, REACH THE ULTIMATE GOAL OF THE TRANSPORTATION IMPROVEMENTS WHILE STILL KEEPING THE, UM, THE INTENT OF THE CODE IN PLACE AS MUCH AS WE CAN. AND THEN ALSO IDENTIFYING AREAS FOR IMPROVEMENT OF LIKE, WELL, DOES THIS REALLY MAKE SENSE THAT WE'RE HAVING THESE PROJECTS THAT THE BOND WAS PASSED FOR MOBILITY IMPROVEMENTS, BUT WE'RE SPENDING A LOT OF THE BOND DOLLARS ON WATERSHED IMPROVEMENTS OR AUSTIN WATER RELOCATIONS AND THINGS LIKE THAT. SO IT'S ALL A PROCESS WE'RE WORKING ON, AND LIKE I SAID, IN THE LAST, YOU KNOW, YEAR OR SO, A LOT OF THAT'S REALLY BEEN, BEEN BROUGHT TO LIGHT AND WE'RE WORKING WITH THOSE GROUPS ON, ON IMPROVING THAT. THANKS. THANK YOU. ANYBODY ELSE? OKAY, ANNA, YOU GOT IT. LET'S SEE IF I CAN MAKE THIS WORK. OKAY, . THANKS ERIC. SO ERIC COVERED, UM, ONE OF THE THREE BUCKETS FROM THE 2016 MOBILITY BOND, WHICH WAS FOCUSED ON THE CORRIDOR IMPROVEMENTS. THERE ARE TWO OTHER DISTINCT, UM, BUCKETS. UM, THE FIRST ONE I'M GONNA TALK ABOUT IS REGIONAL MOBILITY, AND WE HAD $101 MILLION ORIGINALLY ALLOCATED TO REGIONAL PROJECTS, AND THAT WAS DISTRIBUTED, DISTRIBUTED AMONGST PARTNERSHIP PROJECTS WITH TDOT. AND THAT WAS PRIMARILY CONTRIBUTIONS TO THE LOOP 360 INTERCHANGE PROJECTS THEY HAVE GOING ON THERE, AS WELL AS, UM, IMPROVEMENTS ON CITY ROADWAYS. SO THERE WERE ORIGINALLY TWO CITY LED PROJECTS, ANDERSON MILL ROAD AND SPICEWOOD SPRINGS ROAD. UH, ANDERSON MILL ROAD WAS CONSTRUCTED IN COMPLETE IN LATE 2021, SO THAT'S BEEN DONE FOR SEVERAL YEARS NOW. SPICEWOOD SPRINGS ROAD IS A, A ROADWAY EXPANSION PROJECT FROM MESA OUT TO 360. WE BROKE GROUND ON THAT LAST FALL AND PROBABLY HAS ANOTHER YEAR AND A HALF TO TWO YEARS TO GO. UH, BUT THAT ONE IS IN PROCESS. UM, I WANNA NOTE ANOTHER, UM, ANOTHER PROJECT THAT FALLS IN THE REGIONAL BUCKET. WE WERE ORIGINALLY GOING TO CONTRIBUTE $17 MILLION TO A TECH STOP PROJECT ON PALMER LANE. TDOT PUT THAT PROJECT ON HOLD INDEFINITELY. SO WE WENT BACK AND WORKED WITH CITY COUNCIL BACK IN 2022 AND SHIFTED THOSE FUNDS TO AN ADJACENT PROJECT, LAKELINE BOULEVARD. UM, SO THAT PROJECT IS NOW IN DESIGN, WE'RE TRAILING BEHIND BECAUSE THAT DECISION WAS MADE IN 2022. UH, SO TRYING TO PLAY CATCH UP, BUT WE'RE IN FINAL DESIGN, HOPE TO GO TO PERMITTING AND BID NEXT YEAR. AND WE WERE ALSO JUST AWARDED A CAMPO GRANT TO HELP WITH CONSTRUCTION OF THAT PROJECT. SO THAT'S A, A GOOD SUCCESS OVERALL. HMM. YOU POINT THAT WAY. AH, THANK YOU. OKAY. OKAY. THE OTHER, UM, BUCKET WITH THE 2016 MOBILITY BOND, UM, WAS ALLOCATED TO WHAT WE CALL OUR LOCAL MOBILITY PROGRAMS. UM, AND THESE ARE [00:15:01] IMPROVEMENTS SUCH AS INTERSECTION IMPROVEMENTS, SIDEWALKS, BIKEWAYS, SAY ROUTE TO SCHOOL, SMALL SCALE IMPROVEMENTS THAT WE USUALLY WORK WITH AN EXISTING RIGHT OF WAY. WE USE CONTRACTS LIKE ERIC DESCRIBED, IDIQ. SO THESE ARE JUST QUICKER, UM, EASIER TO IMPLEMENT, BUT REALLY CAN MAKE A GOOD IMPACT IN THE COMMUNITIES. SO HAPPY TO REPORT THAT OVER 90% OF THE LOCAL MOBILITY FUNDS HAVE BEEN SPENT, UM, RESULTING IN OVER 500 DISCREET PROJECTS ON THE GROUND THROUGHOUT THE CITY. UM, AND JUST TO SHARE A COUPLE HIGHLIGHTS FOR THE VISION ZERO PORTFOLIO, WE HAD ORIGINALLY PLANNED TO WORK ON 15 HIGH CRASH INTERSECTIONS. WE WERE ABLE TO STRETCH THAT AND COMPLETE, UH, IMPROVEMENTS AT 18 LOCATIONS. THOSE, THOSE FUNDS HAVE ALL BEEN EXPENDED FOR THE BIKEWAYS TEAM. WE WERE ABLE TO COMPLETE 47 PROJECTS, OUR ALL AGES AND ABILITIES NETWORK. BIKEWAY BIKEWAY NETWORK IS NOW OVER 305 MILES THROUGHOUT THE CITY. AND THEN THE SIDEWALKS TEAM IS ALWAYS ONE OF OUR MOST PRODUCTIVE GROUPS. THEY COMPLETED WITH SIX 20 $16 OVER 64 MILES OF NEW OR REHABILITATED SIDEWALKS. UM, AND TO SUM UP FOR THE 2016 BOND, UM, WE'VE, WE'VE SPENT 92% OF THOSE LOCAL MOBILITY DOLLARS. UM, THE REMAINDER SHOULD GO OUT THE DOOR HERE IN THE NEXT COUPLE MONTHS, MOST LIKELY 500 DISCRETE PROJECTS CITYWIDE. UM, THE, THE, THE, THE MAP ON THE RIGHT IS WHAT WE'RE WORKING ON TO SHOW THE PUBLIC. SO THIS IS GONNA BE AN INTERACTIVE MAP OF ALL BOND PROJECTS THAT HAVE BEEN COMPLETED WITH 20 16, 18 OR $20. UM, WE ARE PLANNING TO HAVE THAT MAP GO LIVE HOPEFULLY IN JANUARY, FEBRUARY, SO WE CAN REALLY SHOW THE COMMUNITY WHERE WE'VE BEEN WORKING AND WHAT'S BEEN DONE. OKAY. LOOK FORWARD TO THAT. UM, AND, AND WE ALSO, LIKE, INSTEAD OF JUST COUNTING WIDGETS, IF YOU WILL, OF MILES OF THINGS BUILT, WE LIKE TO TALK ABOUT OUTCOMES. SO WE HAVE REALLY, UH, DETAILED BEFORE AND AFTER DATA FOR THESE VISION ZERO SAFETY IMPROVEMENTS WE'VE MADE. AND AT THOSE 18 INTERSECTIONS WE'VE SEEN A 22% REDUCTION IN SERIOUS INJURIES AND FATALITIES. SO, UM, IT'S WORKING , WE HAVE A LOT, WE HAVE A LONG WAY TO GO, BUT WHERE WE'VE BEEN ABLE TO INVEST DOLLARS, WE'RE SEEING IMPROVEMENTS. QUICK QUESTION, UM, THAT MAP YOU JUST SHOWED THAT'S GONNA BE LIVE, IS THAT, UH, FINDABLE ON YOUR, THERE'S LIKE A CAPITAL AUSTIN WEBSITE THAT YOU ALL USE FOR YOUR OTHER BONDS, RIGHT? IS IT GONNA BE THERE? I I DON'T KNOW FOR SURE. UM, BUT WE'LL MAKE SURE THAT IF YOU KNOW HOW TO GET TO THAT CAPITAL, UM, PROJECT EXPLORER THAT WE'RE LINKING BACK TO THIS MAP AND WE'LL PROBABLY PUBLISH IT IN OTHER PLACES AS WELL. OKAY. THANK YOU. MM-HMM, . OKAY. I'M GONNA MOVE, UH, TO THE 2018 BOND. UM, THE, THIS WAS $160 MILLION. THERE WERE OTHER PROPOSITIONS WITH FOR 2018 AS WELL, BUT I'M GONNA FOCUS OF COURSE ON THE TRANSPORTATION INFRASTRUCTURE AND THE BOND SPEND CURVE. SO OF THE 160 MILLION IN 2018, 50 MILLION WAS ALLOCATED TO THE UPGRADE OF RED BUD BRIDGE. UM, SO THAT PROJECT IS MOVING ON ITS OWN TIMELINE. I'LL TALK A LITTLE BIT ABOUT THAT. UM, AND THEN THE, THE REMAINING 110 MILLION WERE REINVESTMENTS IN SOME OF THE LOCAL MOBILITY PROGRAMS THAT I JUST TALKED ABOUT WITH 2016. SO OUR LOCAL MOBILITY PROGRAMS, UM, THAT STARTED WITH THE 2016 BOND, THEY REALLY HAVE FOUND THEIR FOOTING. AND WITH THIS 2018 BOND SPEND, THEY'RE AT ABOUT 88% COMPLETE. UM, WITH THE SPENDING, UM, THE RED BUD BRIDGE PROJECT, UM, IS MOVING ON A SLIGHTLY DIFFERENT TRACK. WE ARE AT ABOUT, OR APPROACHING A HUNDRED PERCENT DESIGN AND WE'LL GO INTO PERMITTING, UM, THE TEAM WITH, WITH COST ESCALATIONS OVER THE LAST SEVERAL YEARS. THE, THE TEAM IS AWARE THAT THE ABOUT $48 MILLION THAT'S STILL AVAILABLE WITH THE 2018 BOND WILL NOT BE ENOUGH TO RECONSTRUCT THAT BRIDGE. UM, AND OF COURSE WE CAN'T BUILD HALF A BRIDGE, SO WE'LL BE SEEKING GRANTS OR, OR OTHER, UM, OR OTHER AVAILABLE FUNDING TO BE ABLE TO PUT THAT PROJECT OUT TO BID, UM, IN 2026, KNOWING THAT THAT'S A, A CRITICAL PIECE OF INFRASTRUCTURE FOR OUR COMMUNITY. AND OF COURSE WE NEED TO TACKLE THAT. UM, BUT AT THE SAME TIME, THEY WILL KIND OF DOT THE I'S AND CROSS THE T'S ON THE FINAL DESIGN AND SEEK A PERMIT SO THAT WHEN FUNDING IS THE FINAL BIT OF FUNDING'S AVAILABLE, BUT THEY'LL BE READY TO GO. AND HOW MUCH ADDITIONAL FUNDING ARE YOU ESTIMATING? DO YOU KNOW? I DON'T HAVE THAT NUMBER OFF THE TOP OF MY HEAD. WE, I, I'D WANT TO BE, I HAVE A GUESS, BUT I'D WANT TO BE ACCURATE WITH YOU SO WE CAN GET THAT INFORMATION TO YOU'ALL FOR SURE. OKAY, THANKS. YEAH. MM-HMM, . OKAY. SO [00:20:01] UPCOMING HIGHLIGHTS WITH THE 2018 BOND FUNDING. UM, I ALREADY MENTIONED REDBUD BRIDGE, NEARING A HUNDRED PERCENT DESIGN, UM, THE VISION ZERO PROJECT, UM, THE VISION ZERO PROGRAM, IN ADDITION TO THE, THE FUNDING WITH 2018, WE'RE ABLE TO LEVERAGE THAT FOR AN ADDITIONAL $7 MILLION FROM THE FEDERAL GO, UH, GOVERNMENT. AND WE USED THAT TO INSTALL, UM, ADDITIONAL TRAFFIC SIGNALS AND CORRIDOR LIGHTING. AND, UM, ANOTHER PART OF THE LOC MOBILITY, UH, BOND WAS FOCUSED ON SIGNALS AND TECHNOLOGY, AND WE WERE ABLE TO INSTALL A CITYWIDE EMERGENCY VEHICLE PREEMPTION SYSTEM SO THAT WE CAN PUT IN, UM, WHETHER IT'S FOR FIRE OR EMS OR A PD, UM, THEY CAN RECEIVE PREEMPTION AT ANY INTERSECTION AROUND THE CITY. WE WERE ALSO ABLE TO INSTALL A CITYWIDE TRANSIT SIGNAL PRIORITY SYSTEM, AND THAT'S WHERE, YOU KNOW, AS A BUS APPROACHES A, A SIGNAL ON, ON CERTAIN CORRIDORS, THEY CAN, THEY CAN EXTEND THE GREEN LIGHT OR, UM, OTHERWISE GETS KIND OF MOVE FASTER THROUGH THE SYSTEM. SO WITH THAT, UH, CENTRAL SYSTEM IN PLACE, WE'LL BE READY TO PROMOTE, UM, MORE TRANSIT SIGNAL PRIORITY WHEN METRO RAPID AND OTHER KEPT METRO INVESTMENTS COME ONLINE. OKAY. AND FINALLY, 2020. UM, THIS WAS, UM, APPROVED BY VOTERS IN, IN 2020, OF COURSE, AND FRAMED AS A ACTIVE MOBILITY AND SAFETY BOND. LET'S SEE, I, OUR SPENDING CURVES HERE LOOK PRETTY WELL ON TRACK. WE'RE ABOUT HALFWAY THROUGH THE PROPOSED DELIVERY TIMELINE, UM, WITH THE CONTRACT AND THE CONTRACT WITH THE VOTERS IN 2020. MANY OF THE PROGRAMS THAT WERE REFUNDED WITH 2020 BONDS AT THE BEGINNING OF, UM, UH, 2020, WERE STILL WORKING THROUGH 2016 AND 18 FUNDS. UM, A LOT OF THOSE PROGRAMS HAVE NOW CLOSED OUT, SPENDING 16 AND $18 AND ARE FULLY FOCUSED ON 2020. SO WE'LL SEE THE SPENDING, UH, WE'LL BE READY TO MEET THIS RAMP UP IN SPENDING, UM, TO GET THROUGH THE, THESE DOLLARS BY 26 27. UM, IN ADDITION TO THE LOCAL MOBILITY INVESTMENTS, UM, THERE WAS IMPROVE, THERE WERE SEVERAL NAMED PROJECTS THAT I WANT TO BE ABLE TO HIGHLIGHT HERE. UM, WE HAD $102 MILLION IN A, IN WHAT WE CALLED A LARGE CAPITAL BUCKET, UM, ON DISCRETE NAMED PROJECTS. UM, YOU MAY HAVE SEEN PRESS RECENTLY. UH, ONE OF THE PROJECTS IS A CONGRESS AVENUE URBAN DESIGN INITIATIVE. WE'VE BEEN OUT IN THE PUBLIC THIS PAST MONTH, UM, GETTING FEEDBACK ON OUR PROPOSED FIRST PHASE OF CONSTRUCTION. UM, ONCE WE, WE DIGEST AND UNDERSTAND ALL THE FEEDBACK I RECEIVE, WE'LL BE PUTTING FORTH A, A FIRST PHASE TO GO TO CONSTRUCTION EARLY NEXT YEAR. UM, ANOTHER UM, KEY, UM, REALLY A PROJECT WE'RE REALLY EXCITED ABOUT IS THE NEW WISHBONE BRIDGE, WHICH IS A PED BIKE BRIDGE NEAR LONGHORN DAM. UM, THAT PROJECT BID LAST SUMMER AND IS ALREADY UNDER CONSTRUCTION, SO MAKING GOOD PROGRESS THERE. AND ANOTHER, UH, NAME PROJECT IS THE SOUTH PLEASANT VALLEY ROADWAY EXTENSION TO FILL A CRITICAL GAP IN OUR SYSTEM. UM, AGAIN, FINAL DESIGN, WE'RE IN THAT PHASE RIGHT NOW. SHOULD WRAP THAT UP IN EARLY 25 AND GET THAT PROJECT TO BID NEXT YEAR AS WELL. SO MAKING, UH, GOOD PROGRESS ON THESE LARGE PROJECTS. UM, AND FINALLY WE HAD, UM, 53 MILLION IN A SUBSTANDARD STREET BUCKET. UM, THE, THE GREAT STORY TO TELL HERE IS THAT BACK WITH 20 $16, WE STUDIED NINE STREETS, UH, TO, TO PREPARE FOR DESIGN AND CONSTRUCTION. MM-HMM, , TWO OF THOSE STREETS WERE NAMED IN THE 2020 BOND, UM, TO MOVE FORWARD. AND THOSE WERE ROSS ROAD AND JOHNNY MORRIS ROAD. UM, ROSS ROAD IS OUT TO BID RIGHT NOW. UM, WE ANTICIPATE SELECTING A CONTRACTOR AND BRINGING THAT CONTRACT TO COUNCIL IN JANUARY, FEBRUARY OF 25. UM, AND THEN THE JOHNNY MORRIS PROJECT IS, UH, JUST BEHIND THAT. WE EXPECT THAT ONE TO GO TO BID, UH, FALL OF 2025. SO, UM, AGAIN, JUST TWO, TWO PROJECTS THAT HAVE BEEN A FOCUS OF OUR COMMUNITY AND OUR COUNCIL SINCE 2016, KIND OF MOVING THROUGH OUR, OUR PER DESIGN AND THEN CONSTRUCTION PHASE. ALL RIGHT. JUST TO ADD THAT THE CURRENT CONSTRUCTION ESTIMATE ON RED, BUT TRAIL IS $80 MILLION. OKAY. THANK YOU. YEAH, THANK YOU. MAYBE. OKAY, HERE WE GO, . AND AGAIN, I, I'VE TALKED A LITTLE BIT ABOUT THESE LOCAL MOBILITY PROGRAMS AS WELL. UM, ALL OF THESE PROGRAMS HAVE RE BEEN REFUNDED FROM 20 16 7 18, AGAIN IN 2020. UM, THEIR FLEXIBLE DELIVERY METHODS ALLOW THEM TO WORK REALLY FAST AND, UM, DELIVER NEEDED, UM, IMPROVEMENTS FOR THE COMMUNITY. SO THEY ARE, THEY ARE, UM, MOVING ALONG, GETTING THEIR SPENDING CURVES AND, UM, UH, LOOKING [00:25:01] FOR A BIG YEAR IN 2025 AS WELL. UM, SO SOME HIGHLIGHTS, I'VE TALKED A LITTLE BIT ABOUT, UM, WELL, I'VE TALKED A LOT ABOUT THE LOC MOBILITY PROGRAMS AND SORT OF THEIR FLEXIBLE STRATEGY TO DELIVER AND IMPROVEMENTS. THAT FLEXIBLE STRATEGY ALLOWS US TO BE REALLY AGGRESSIVE IN PURSUING FEDERAL GRANTS BECAUSE WE HAVE MATCH FUNDS AVAILABLE AND READY, UM, TO PUT FORWARD WITH APPLICATIONS. SO WE'VE REALLY SEEN THAT BE FRUITFUL HERE. WE HAVE RECEIVED, UM, AN ADDITIONAL 35 MILLION FROM THE FEDS, UM, SPECIFICALLY FOR THE VISION ZERO PROGRAM. UM, WE JUST A COUPLE WEEKS AGO, WERE NOTIFIED THAT WE RECEIVED A $32 MILLION CONSTRUCTION GRANT FOR THE BARTON SPRINGS ROAD BRIDGE. THAT WAS A NAMED PROJECT IN OUR 2020 BOND FOR HOPEFULLY MAYBE WE'LL GET AS LUCKY FOR RED BUD BRIDGE. WE'LL SEE. UM, AND SOME, LET'S SEE, THE ROSS ROAD CONSTRUCTION, I TALKED ABOUT THAT, BUT THAT'S A REALLY NECESSARY IMPROVEMENT ADJACENT TO THREE OR FOUR SCHOOLS ON THE SAME STREET IN DELL VALLEY. UH, SO THAT PROJECT, UM, WILL BEGIN CONSTRUCTION NEXT YEAR. AND THEN AGAIN, JUST TAKING A MOMENT TO TALK ABOUT OUTCOMES. WITH THE INVESTMENTS IN THE SIDEWALK PROGRAM, THE LAST EIGHT YEARS, OUR SIDEWALK NETWORK HAS IMPROVED FROM 48% COMPLETE TO 80% JUST IN THE LAST, UM, EIGHT YEARS. SO AGAIN, AS WE GET INTO 25 AND, AND SPEND MORE BOND FUNDS, WE REALLY WANNA START TO TELL THOSE STORIES ABOUT WHAT THESE DOLLARS MEAN, WHAT THEY'RE DOING, AND, UM, HOW THEY'RE HELPING THE COMMUNITY. YOU, AND I THINK THAT BRINGS US TO THE END. SO HAPPY TO TAKE ANY QUESTIONS, ANYBODY? YEAH. CAN YOU SPEAK A LITTLE BIT TO HOW THAT, UH, IMPROVEMENT IS MEASURED GOING FROM 48 TO 80%? OH, GOSH, I WISH I HAD JOHN, JOHN EASTMAN HERE. UM, I BELIEVE IT'S IN COVERAGE, SO THE PERCENTAGE OF STREETS, LANE, MILES OF STREETS IN THE CITY THAT HAVE SIDEWALKS ON AT LEAST ONE SIDE OF THE STREET. THANK YOU. MM-HMM. , UH, THE INCREDIBLE PRESENTATION. I THINK IT'S JUST LIKE EASY TO FORGET THE SCALE AND SCOPE OF WHAT Y'ALL DO, AND, UH, IT'S SOMETHING THAT REALLY TOUCHES EVERY AUSTINITE. SO THANK Y'ALL FOR, FOR, UH, THE HARD WORK. UM, I, I HAVE A QUESTION. IT'S ABOUT THE, THE 2012 BOND, WHICH I KNOW YOU GUYS AREN'T NECESSARILY PREPARED TO TALK ABOUT TODAY. SO, UH, YOU KNOW, IF YOU DON'T HAVE AN ANSWER THAT'S THAT'S FINE. BUT, UH, SPECIFICALLY AS IT PERTAINS TO LIKE THE EAST 51ST STREET CORRIDOR PROJECT, KIND OF CURIOUS ABOUT THAT. DON'T HAVE A TON OF CONTEXT, BUT WE WOULD LOVE TO HEAR ANY FEEDBACK. I'M HAPPY. ARE, I'M HAPPY TO TAKE THAT ONE. WE'VE HAD, UH, SOME PRESENTATIONS IN THE RECENT PAST TO THE NEIGHBORHOOD, THE MILLER NEIGHBORHOOD ASSOCIATION AND THINGS TALKING ABOUT THAT PROJECT IN PARTICULAR. UM, THAT PROJECT, TO BE PERFECTLY HONEST WITH YOU, HAS BEEN A REAL CHALLENGE FOR US ON A COUPLE OF DIFFERENT LEVELS. UM, THE ENGINEER THAT WAS WORKING ON THAT WAS TERMINATED FROM THE PROJECT. UM, AND WE ARE, WE, THE CITY ARE VERY COMMITTED TO MAKING THIS HAPPEN. UM, THE PROJECT IS ONGOING, BUT WE HAD SOME, UH, SOME ISSUES ON OUR SIDE IN TERMS OF OUR, THE CONSULTANTS THAT WE HIRE AND THINGS LIKE THAT. SO THE PROJECT IS MOVING FORWARD. UM, THE SWITCHOVER, UM, IN THE MIDDLE OF THAT PROJECT TO ATLAS 14 HAD A LOT OF IMPACT IN TERMS OF THE REQUIRED, UM, URBAN RUNOFF AND, AND WATERSHED, UH, DRAINAGE, UM, INFRASTRUCTURE THAT HAD TO GO IN ON THAT ROAD. SO THAT WAS ONE OF THE ISSUES AS WELL. IT'S TAKEN SO LONG. UM, BUT LIKE I SAID, WE ARE COMMITTED TO MAKING THAT HAPPEN. UM, WE CAN COME BACK TO YOU WITH SPECIFICS ON SCHEDULE. I DON'T HAVE THAT KIND OF MM-HMM. THAT KIND OF THING AT HAND NOW, BUT THEY'RE PROGRESSING THE DESIGN THROUGH THE PROCESS, HOPEFULLY GETTING A, A PERMIT HERE IN THE, IN THE NOT TOO DISTANT FUTURE AND THEN MOVING ON TO CONSTRUCTION TO MAKE THAT CONNECTION. THANKS. AS SOMEONE CATCHING UP HERE, WHICH PROJECT IS IT ON 51ST THAT Y'ALL ARE TALKING ABOUT? 50 51ST FROM I 35 TO BURMAN, I BELIEVE. MM-HMM. . YEAH. ARE Y'ALL JUST LIKE IMPROVING THE ROADWAY OR THE BIKE LANES? I WAS JUST CURIOUS. YEAH, IT'S A STREET SCAPE PROJECT WITH SOME ACCESS MANAGEMENT AND, UM, CORRIDOR IMPROVEMENTS. OH, OKAY. THANKS. ON THAT NOTE, I DID HEAR, ARE Y'ALL PLANNING ON CLOSING THE, UM, ON 51ST STREET, THE SIDE ENTRANCE TO THE HOME DEPOT? I HAD HEARD THAT BEFORE SOMEWHERE THAT, THAT SIDE ENTRANCE WHERE THE BIKE LANE COMES OFF THE ROUNDABOUT MM-HMM. THAT, THAT WAS GONNA BE CLOSED. I, I'D HAVE TO LOOK AT THE PLANS TO, TO SEE OKAY. AND TELL YOU WE CAN, WE CAN SEND YOU WHERE WE'RE AT WITH THE, THE PROGRESS, UH, SET IN THAT AREA. UM, YEAH, I DON'T, I DON'T KNOW, SO I CAN'T, OKAY. YEAH, WELL ON THAT NOTE, I, I DID, UH, THIS ISN'T A, A QUESTION PER SE, BUT IT'S A, IT'S A COMMENT. I BELIEVE THAT IT WAS THE 2016 BOND THAT DID THE 46TH STREET IMPROVEMENT THAT RUNS THROUGH NORTH HYDE PARK ALONG 45TH AND GOES THROUGH THE TRIANGLE, CUTS UP MM-HMM. AND THEN TAKES YOU ALL THE WAY TO, UH, TO BURN IT. YEAH. THAT WAS PART OF A NEIGHBORHOOD BIKEWAY PROJECT. YES. AND THAT WAS 2016? THAT WAS IN THE 2016, UM, I BELIEVE IT MIGHT HAVE BEEN 2020 ACTUALLY. OH, OKAY. MM-HMM. , WHICHEVER ONE THAT IT WAS. IT SEEMS THAT BECAUSE IT'S [00:30:01] BEEN RECENTLY COMPLETED OVER THE PAST COUPLE YEARS, IT SEEMS LIKE IT'S REALLY ENCOURAGED THE USE OF CYCLISTS, UM, UH, TO, TO FEEL CONFIDENT TO KIND OF EMPTY OUT FROM UP NORTH FROM THE TRIANGLE AND THEN COME DOWN TO, TO, I LIVE IN HYDE PARK, SO TO COME DOWN HERE AND THEN I SEE IT IN THE MORNING, ESPECIALLY ALONG DUVAL, UM, WHERE THERE ARE SO MANY MORE PEOPLE BIKING THEIR KIDS TO SCHOOL. AND IT'S GREAT BECAUSE, YOU KNOW, AROUND LEE LEE, UH, ELEMENTARY, YOU HAVE TO KIND OF REROUTE TRAFFIC AND YOU HAVE TO TURN TWO WAY STREETS AND ONE WAY STREETS AND EVERYTHING. IT'S A BIG NIGHTMARE. BUT IT HAS RESULTED IN SOMETHING CALLED A BIKE BUS THAT HAS STARTED, UH, WITHIN THE PAST COUPLE OF MONTHS, WHICH IS GREAT BECAUSE IT, YOU KNOW, WE HAVE A WHOLE LANE OF, YOU KNOW, 20 SOMETHING FAMILIES TAKING THEIR KIDS TO SCHOOL EVERY MORNING, UM, FROM THE DUVAL MARKETPLACE. BUT AS FAR AS, YOU KNOW, YOU'RE GETTING THE OUTCOME, I GUESS THAT YOU ANTICIPATED. RIGHT. CONGRATULATIONS ON THAT. IN TERMS OF PEDESTRIAN SAFETY, RIGHT? WHEN YOU HAVE A BUNCH OF PEOPLE THAT ARE MOVING FROM 35 TO MOPAC CUTTING ACROSS ON 38TH BECAUSE THERE'S TRAFFIC DOWNTOWN, IS THERE ANYTHING MOVING FORWARD THAT Y'ALL, IN YOUR DEPARTMENT, I KNOW IT'S NOT HERE IN ANY OF THE APPROPRIATED FUNDS, BUT IS THERE ANYTHING THAT YOU ANTICIPATE, UH, PUTTING FORWARD THAT WOULD HELP WITH PEDESTRIAN IMPROVEMENTS FOR THINGS LIKE A, A BIKE BUS THAT SPRINGS UP ORGANICALLY WHERE YOU WOULD HAVE SOME SORT OF TRAFFIC CALMING, TRAFFIC SLOWING SOLUTIONS THAT WOULD MAYBE ENHANCE THAT FOR THE COMMUNITY? THOSE ARE THE KIND OF PROBLEMS WE WOULD LOVE TO HAVE , SO I'D LOVE TO HEAR MORE FROM YOU ABOUT WHERE YOU'RE SEEING THAT, BUT WHERE WE'RE SEEING, UM, UPTAKE IN USAGE WITH, UM, MORE PEOPLE BIKING, ESPECIALLY WITH KIDS AND WALKING AS WELL. UM, WE'RE HEARING, UM, NEW PROBLEMS LIKE LIGHTING AND SAFE CROSSINGS AND THINGS LIKE THAT. SO, UM, I GUESS THIS IS JUST THE DOWNSTREAM OF MAKING IMPROVEMENTS IS THAT KIND OF MORE ISSUES POP UP AND OF COURSE WE WANT THOSE FACILITIES TO BE SAFE FOR EVERYONE, SO YEAH. WOULD LOVE TO HEAR MORE FROM YOU ABOUT WHAT YOU'RE SEEING. RIGHT. ACTUALLY LIVE IN THAT SAME NEIGHBORHOOD TOO, AND SAW THE EXACT SAME THING THE OTHER DAY. AND IT IS LITERALLY 20 OR 30 BIKES, THREE OR FOUR WIDE DOWN DUVAL. AND ON DUVAL WE HAVE THE SPEED CUSHIONS THERE, SO THAT DOES PROVIDE SOME, UM, SOME TRAFFIC CALMING THERE AS WELL AS, YOU KNOW, TRAFFIC DOWN THERE AT SEVEN 30 IN THE MORNING IS RELATIVELY LIGHT. UM, BUT DEFINITELY JUST LIKE ANNA WAS SAYING, I THINK, YOU KNOW, WE GET THESE OUTCOMES THAT WE'RE LOOKING FOR AND THEN IT SORT OF SPRINGS UP A HOLE AND I WAS LIKE, WELL WAIT A MINUTE. THERE'S, YOU KNOW, A BUNCH OF FIRST GRADERS RIDING THEIR BIKES DON'T DUVAL AT SEVEN 30 IN THE MORNING, SO. YEAH. WELL YOU'VE SEEN ME IN THERE. YEAH. WHEREAS FEW YEARS AGO IT WAS MYSELF AND MAYBE A FEW OTHER FAMILIES. MM-HMM. , YOU KNOW, NOW THERE'S A, THERE'S, THERE'S A HUGE CONTINGENT OF 'EM. SO, CONGRATS. UH, ONE MORE QUESTION FOR ME. EXCUSE ME. YOU MENTIONED CITYWIDE EMERGENCY VEHICLE PREEMPTION PROJECT IS NEARING COMPLETION. IS THERE ONGOING COST ASSOCIATED WITH SUPPORTING THAT AND HOW WILL THAT BE FUNDED? YES, I'M SURE A MAINTENANCE OF THAT SYSTEM WILL BE AN ONGOING COST AND THEY'D BE FUNDED OUT OF, UM, TP W'S OPERATIONAL BUDGET. THANK YOU. ANYTHING FROM OUR FOLKS ON THE VIDEO? ALRIGHT, THANK YOU ALL VERY MUCH. THANK YOU. THANK YOU. APPRECIATE IT. THANK YOU. ALRIGHT. ALL RIGHT. AND THE ITEM THAT WE DEFERRED LAST TIME, UH OH, STEVEN, DO YOU HAVE ANYTHING TO ADD TO ANY OF THAT? NO, SIR. OKAY. [3. Approval of the 2025 Bond Oversight Commission Revised Meeting Schedule ] AND LAST TIME WE, WE PUNTED ON, ON DOING THE MEETING SCHEDULE FOR 2025 AND UH, NICOLE WAS WORKING HARD WITH THE, WITH THE CLERK TO MAKE SURE WE HAD THE SPACES WHEN WE NEEDED IT, SO THANK YOU FOR THAT. AND, UH, AND THEY AND THE STAFF PREPARED THIS SCHEDULE DELIVERY AND, AND YOU CAN SEE THE NO MEETING BREAKS IN THERE AS WE TALK, AS WE TALKED ABOUT A LITTLE BIT LAST TIME. SO UNLESS THERE'S ANY OBJECTIONS, I WOULD ENTERTAIN AN A MOTION OR WE COULD HAVE DISCUSSION A MOTION TO ADOPT THIS DRAFT SCHEDULE. OKAY. DO WE HAVE A SECOND? I SECOND. THANK YOU. ALRIGHT. ALRIGHT. ALL IN FAVOR? AYE. AYE. AYE. AYE. ALRIGHT, WELL DONE NICOLE. THANK YOU. OKAY, [FUTURE AGENDA ITEMS ] FUTURE AGENDA ITEMS. ANYBODY HAVE ANYTHING THAT THEY WOULD LIKE TO ADD TO THE AGENDA FOR THE FUTURE? [00:35:02] OKAY, MR. CHAIR, WE TALKED ABOUT HAVING A REGULAR UPDATE FROM THE 20 25, 26, UH, TASK FORCE IN FUTURE MEETINGS. OH YES. UM, GOOD POINT. WHAT, WHAT WOULD FOLKS LIKE TO SEE? THERE'S THREE OF US, UM, THAT ALSO SERVE ON THAT. UM, MM-HMM. TASK FORCE. SO JUST GETTING A SENSE OF MAYBE WHAT TYPES OF THINGS MEMBERS WOULD LIKE TO HEAR ABOUT EVERY MONTH, UM, AS WE PROGRESS FORWARD. WE'VE ONLY JUST HAD OUR SECOND MEETING AND ELECTED OUR CHAIR, SO WE'RE NOW GONNA ACTUALLY START TALKING ABOUT STUFF. UM, YOU HAVEN'T BROKEN INTO WORKING GROUPS YET? NOT YET. HOPEFULLY SOON. UM, BUT YEAH, I MEAN WE COULD GIVE GENERAL UPDATES, WE CAN ANSWER QUESTIONS, WE COULD GIVE SPECIFIC UPDATES ON WORK, WORKING GROUP ASPECTS, WHATEVER Y'ALL WOULD LIKE. UH, YEAH, ESPECIALLY I'D LIKE TO HEAR ABOUT THE WORKING GROUPS AND WHAT, WHAT THEY'RE LOOKING AT WHEN AND WHEN THAT GETS TO FRUITION. MM-HMM. . SO ANYBODY ELSE HAVE ANY COMMENTS? WHICH WORKING GROUPS ARE THESE? THIS IS THE BOND ADVISORY TASK FORCE, CORRECT. IF I REMEMBER RIGHT. AND UH, THEY BREAK INTO WORKING GROUPS AND COVER DIFFERENT AREAS, LIKE WE WERE DOING PARTS AND REC AND YOU KNOW, OTHER PEOPLE ARE DOING TRANSPORTATION MOBILITY. IS THIS WHAT COMMISSIONER CURRY WAS SPEAKING ABOUT? SOME MAYBE DURING THE SUMMER. OKAY. OKAY. OKAY. YES, YES. I JUST HAVEN'T ATTENDED THE PAST SEVERAL SO I WANTED TO MAKE SURE THAT I WAS THINKING ABOUT THE, UH, THE CORRECT THING. ALRIGHT, THANKS. THIS IS FOR THE, FOR THE A UH, FORTHCOMING BONDS ELECTION. CORRECT. AND THIS IS A TASK FORCE THAT ADVISES THE, THIS IS FOR 2026 MM-HMM. , RIGHT? MM-HMM . OKAY. OKAY. SO MAYBE WE COULD HAVE JUST A STANDING ITEM NO ACTION ON FUTURE AGENDAS JUST IN CASE THERE'S, THAT WOULD BE GREAT INFORMATION TO SHARE. I THINK ONCE YOU'LL GET A BETTER SCOPE OF THE WORK, IT'D BE REALLY INTERESTING TO HEAR LIKE THOSE, WOULD YOU WHO ARE ON TASK FORCE WHAT YOU'RE THINKING ABOUT OR LIKE IT, I PRESUME IT'S NOT JUST, I'M SORRY I'M IN MOBILITY BRAIN SINCE THAT'S WHAT WE JUST HEARD ABOUT. UM, BUT LIKE IT'S AFFORDABLE HOUSING, MOBILITY, UH, FIRE STATION TO ALL THE THINGS. IS THAT RIGHT? ALL THE THINGS ARE ON THE TABLE. YEAH. OKAY, GREAT. THEN YEAH, AS Y'ALL HAVE A BETTER SCOPE, THAT'D BE REALLY INTERESTING. YEAH, WE CAN PUT THAT ON THE, AS A STANDING ITEM. OKAY. OKAY. THANK YOU. GOOD SUGGESTION. THANKS. ALRIGHT, I THINK WE HAVE, UH, COVERED EVERYTHING AND SO I GUESS ALL I COULD SAY IS, UH, UNLESS THERE ARE ANY OBJECTIONS WE CAN STAND ADJOURNED. DO YOU WANNA TALK ABOUT NEXT MONTH? OH, THAT'S RIGHT. SORRY. SORRY, WE CAN'T, THERE'S AN OBJECTION. . ANY RATE, UH, NEXT MONTH? THERE'S NOTHING SCHEDULED FOR THE, UH, FOR THE AGENDA RIGHT NOW AND WE'VE KIND OF EXHAUSTED EVERYTHING TO THIS POINT AND WE'VE LAID OUT WHAT WE WANT TO DO IN 2025. SO UNLESS THERE ARE ANY OBJECTIONS, I PROPOSE THAT WE NOT HAVE A MEETING NEXT MONTH, THE WEEK BEFORE CHRISTMAS. AYE. AYE. OKAY, . ALRIGHT. AND SO NOW I THINK WE CAN SAY WE'RE ADJOURNED. IT'S 2 38. THANK YOU. YEAH, THANK Y'ALL. SEE YOU NEXT YEAR. THOSE ARE GOOD PRESENTATIONS. THANK YOU. HAVE A GOOD THANKSGIVING. * This transcript was created by voice-to-text technology.
