UH, WE SUBMITTED THAT AS A STANDALONE RFQ, BUT IT ONLY WENT THROUGH DESIGN PHASE SERVICES FOR, UM, FOR THE, THE AUTHORIZATION FOR THE ENGINEER WAS ALL THE WAY FROM PRELIMINARY ALL WAY THROUGH CONSTRUCTION. BUT THE AUTHORIZATION FOR MONEY WAS ONLY UP THROUGH DESIGN PHASE. SERVICES WE HAVE NOW BID ARE GOING TO BID SOME OF THOSE PROJECTS. SO WE'RE GOING BACK TO GO GET AUTHORIZATION TO DO THE CONSTRUCTION PHASE SERVICES FOR THOSE PROJECTS. AND THERE'S FOUR PROJECTS THAT ARE INCLUDED IN THAT. SO AS THOSE PROJECTS LAND, WE WILL GET, UH, A PROPOSAL FROM THEM AND THEN WE WILL GO AHEAD AND EXECUTE THAT PROPOSAL. AND THEN THERE WERE SOME PROJECTS THAT WE DID NOT KNOW TO DO, SIMILAR TO LIKE A ROTATION LIST WHERE WE KNOW SOME PROJECTS, BUT WE DON'T KNOW ALL THE PROJECTS. AND AS WE GOT INTO THE EVOLUTION OF THIS CONTRACT, NOW THAT WE'RE HITTING THE CONSTRUCTION PHASE SERVICES, WE'RE GOING BACK TO THE CITY COUNCIL FOR AUTHORIZATION OF THE FUNDS FOR THE CITY, UH, TO PROVIDE THOSE FUNDS. SO IN THAT REGARD, WHEN WE ISSUED THE RFQ, UNLIKE MOST RF QS WHERE WE HAVE A STANDALONE PROJECT WHERE WE KNOW THE SCOPE FROM START TO FINISH, WE DID NOT KNOW THE SCOPE ALL THE WAY THROUGH FROM DESIGN ALL THE WAY THROUGH CONSTRUCTION. 'CAUSE WE DID NOT KNOW EXACTLY ALL THE LIFT STATIONS THAT WE WOULD WANT IT TO, UH, DO UNDERNEATH THIS PARTICULAR, UH, CONTRACT. UM, SO HENCE, UH, WE ARE COMING FOR AN AUTHORIZATION OF, OF FOUR DIFFERENT PROJECTS THAT WE WOULD LIKE TO HAVE CONSTRUCTION PHASE SERVICES TO MOVE, UH, TO THAT NEXT PHASE. AND HENCE WE'RE ASKING FOR THE AUTHORIZATION OF THE $1.8 MILLION. AND THEN WE'LL SEEK PROPOSALS FROM THE CONSULTANT. CONSULTANTS WILL SUBMIT THAT PROPOSAL TO THE CITY. IT WILL GO THROUGH THE CAPITAL CONTRACTING OFFICE, AND IT WILL ALSO GO THROUGH SMBR. THAT IS A SIMILAR, UM, CONTRACTING METHODS THAT ROTATION LIST ASSIGNMENTS GO THROUGH, THAT THEY SUBMIT THAT. AND THEN EACH, EACH PROPOSAL IS, IS REVIEWED TO MAKE ENSURE THAT IT MEETS SMBR REQUIREMENTS. AND IF IT DOESN'T, THEN THE CONSULTANT NEEDS TO EXPLAIN WHY IT DOES NOT. SO WE WILL STILL GO THROUGH THE STEPS OF ENSURING THAT ALL THE MBE AND SMBR REQUIREMENTS ARE MET. FEDERAL RESEARCH IS ONGOING, UH, TO DETERMINE HOW EXPOSURE TO DIFFERENT PFAS CHEMICALS CAN LEAD TO A VARIETY OF HEALTH EFFECTS THEY'RE FOUND IN NUMEROUS CONSUMER AND COMMERCIAL AND INDUSTRIAL PRODUCTS, WHICH MAKE IT CHALLENGING FOR, UH, STUDIES AND TO ASSESS THE POTENTIAL HUMAN HEALTH RISKS AND ENVIRONMENTAL RISKS. NEXT SLIDE, PLEASE. IN DRINKING WATER, PFAS HAVE BEEN STUDIED, UH, UNDER THE UNREGULATED CONTAMINANT MONITORING RULE. UH, THE SAFE DRINKING WATER ACT REQUIRES THE EPA TO RESEARCH UNREGULATED AND EMERGING CONTAMINANTS TO DETERMINE WHETHER, UH, REGULATION SHOULD BE DEVELOPED. HERE ON THE SLIDE, YOU SEE THE REGULATORY DETERMINATION PROCESS, UM, BY THE SAFE DRINKING WATER ACT. EMERGING CONTAMINANTS ARE ADDED TO THE CONTAMINANT CANDIDATE LIST. UH, THESE CONTAMINANTS ARE THEN STUDIED UNDER THE UCMR. UH, [00:20:03] UCMR UH, DATA IS THEN EVALUATED BY THE EPA. UH, THEY LOOK AT HEALTH RISKS IF THERE'S A HIGH OCCURRENCE ACROSS THE US AND IF THEY CAN, IF WE ARE ABLE TO REDUCE THOSE RISKS TO DETERMINE IF THEY SHOULD DEVELOP REGULATIONS, STUDIES IN DRINKING WATER HAVE, UM, OCCURRED ACROSS THE COUNTRY AND ARE CURRENTLY ONGOING. UH, NEXT SLIDE, PLEASE. . SO, PFAS HAVE BEEN STUDIED UNDER UCMR IN THE PAST, UNDER THE THIRD UCMR. UM, AUSTIN WATER DID PARTICIPATE IN THAT STUDY, UH, DURING THE 20 13 20 14 FISCAL YEAR. UM, PFAS, UH, HAS NOW BEEN STUDIED, IS NOW BEING STUDIED ACROSS THE NATION UNDER UCMR FIVE, UH, WHICH WE JUST COMPLETED. UH, UCMR IS TESTED ON TREATED DRINKING WATER AS IT LEAVES THE WATER TREATMENT PLANTS, UH, OVER A 12 MONTH PERIOD. THERE'S QUARTERLY TESTING PERFORMED, UH, UNDER U CMR THREE IN 2013 AND 2014, UH, SIX P FIVE S WERE STUDIED. UH, THERE WERE NO DETECTIONS, UH, DURING THAT TIME FOR AUSTIN WATERS, UH, SAMPLING, UH, WE ON THE SCREEN YOU HAVE, UH, THE QUARTERLY SAMPLING THAT WE JUST COMPLETED, UM, IN THIS LAST FISCAL YEAR, AND WE WILL GO INTO THOSE RESULTS. UH, NEXT SLIDE PLEASE. AND JUST A REMINDER THAT WE ARE LOOKING AT A VERY LOW LEVEL, UH, WHEN IT COMES TO THESE RESULTS. ALL THESE RESULTS WILL BE LISTED IN PARTS PER TRILLION. UM, EPA GIVES AN EQUIVALENCY OF ONE DROP IN 10 OLYMPIC SIZED SWIMMING POOLS. AND, UM, I'VE NEVER SEEN OLYMPIC SIZED SWIMMING POOL TO KNOW HOW TO EQUATE THAT. SO, UH, WE CAME UP WITH A FEW, UH, EQUIVALENCIES FOR AUSTINITES. SO, UH, ONE PART PER TRILLION IS EQUIVALENT TO ONE DROP IN THREE BARTON SPRINGS POOLS, OR 1.2 SQUARE INCHES IN THE TOTAL AREA OF AUSTIN. UM, IT'S ALSO EQUIVALENT TO 1 CENT IN $10 BILLION. SO THOSE ARE THE VERY LOW LEVELS WE ARE LOOKING AT. UM, BECAUSE THEY ARE EVERYWHERE IN THE ENVIRONMENT, SPECIAL PRECAUTIONS MUST BE TAKEN, UH, BY THE SAMPLER AND BY THE TESTING LAB, UM, TO TAKE PRECAUTIONS, TAKING FIELD BLANKS AND THINGS LIKE THAT TO ENSURE THAT THERE IS NO ENVIRONMENTAL CONTAMINATION IN THESE RESULTS. NEXT SLIDE, PLEASE. SO, UNDER U CMR FIVE, UH, WE TESTED FOR 29 PAS COMPOUNDS AND ONLY SIX OF WHICH WERE INTERMITTENTLY DETECTED, UH, DURING THIS TIME. AND THAT'S REALLY THANKS TO OUR SOURCE WATER PROTECTION ON THE HIGHLAND LAKES. UM, OUR DRINKING WATER IS LESS IMPACTED BY INDUSTRIES AND ACTIVITIES THAT CAN INTRODUCE PFAS TO OUR SOURCE WATER. SO I HAVE, UH, NINE COMPOUNDS LISTED ON THE TABLE, AND THEN 20, IT'S LISTED AS 21 OTHER COMPOUNDS UNDER UCMR FIVE, UM, THAT'S 20 OTHER PFAS COMPOUNDS AS WELL AS THE LITHIUM COMPOUND. ALL OF THOSE WERE, THERE WERE NO DETECTIONS OF ANY OF THOSE COMPOUNDS IN THE TABLE HERE. UH, JUST TO KIND OF GO OVER THESE RESULTS, UM, PFOS AND P-F-H-X-S, UH, WERE DETECTED AT LOW LEVELS INTERMITTENTLY. THESE WERE, UH, BOTH STUDIED UNDER THE U CMR THREE, AND THERE WERE NO DETECTIONS AT THAT TIME. UM, BUT VERY LOW LEVELS, UH, ON THE SCREEN, I DO HAVE THE, UM, THE, THE MAXIMUM CONTAMINANT LEVELS AND SOME ASTERISK LISTED. UM, I'LL GO OVER THOSE IN THE NEXT SLIDE. AND THAT IS ACTUALLY OUR MINIMUM DETECTION LIMIT FOR THESE CHEMICALS. UM, SO THERE WE HAVE TO BE VERY CAUTIOUS WHEN WE ARE COLLECTING THOSE SAMPLES. P-F-N-A-P-F-H-X-S AND THE GEN X COMPOUND, UH, ALL INDIVIDUALLY REGULATED AT 10 PARTS PER TRILLION. AND THERE IS ALSO A, UM, HAZARD INDEX CALCULATION, UM, WHEN THERE IS TWO OR MORE COMPOUNDS. THIS IS, UM, NEW TO DRINKING WATER REGULATIONS. SO WE WILL BE LOOKING TO, UH, EPA AND TCQ ON, ON HOW TO, UH, PROVIDE PUBLIC MESSAGING ON THIS, UH, HAZARD INDEX CALCULATION. NEXT SLIDE, PLEASE. UH, FOR SURFACE WATER SYSTEMS LIKE US, THAT MEANS, UH, QUARTERLY MONITORING OVER A 12 MONTH PERIOD. UM, OUR UCMR FIVE RESULTS CAN, UH, CAN BE USED, UH, TO SUBSTITUTE AS THE INITIAL MONITORING. THAT INITIAL MONITORING DETERMINES THE FREQUENCY FOR COMPLIANCE MONITORING THAT WILL BEGIN IN 2027. AND THEN IN 2029, THE IS THE COMPLIANCE DEADLINE FOR, UM, PFAS, IF THERE IS ANY, UM, EXCEEDANCE BEYOND THE MAXIMUM CONTAMINANT LEVEL. UM, THERE'S THE REQUIREMENT FOR TREATMENT. THESE, UH, COMPLIANCE IS BASED ON A RUNNING ANNUAL AVERAGE, AND THAT IS AT EACH INDIVIDUAL WATER TREATMENT PLAN. SO, USING THAT UCMR DATA THAT, UH, WE JUST WENT OVER EARLIER, LET'S, UH, LOOK AT, UM, HOW WE WILL COMPLY WITH THOSE REGULATIONS IF THEY WERE IN PLACE TODAY. NEXT SLIDE, PLEASE. SO, AUSTIN WATER SHOWS TO BE IN COMP OR IS IN COMPLIANCE WITH THE REGULATORY LIMITS THAT WILL TAKE EFFECT IN 2027. THE, UH, HAZARD INDEX IS ALSO CALCULATED THERE, UM, THAT THE HAZARD INDEX IS, UH, UNITLESS, UH, ONE, AND WE ARE BE THOSE, BOTH THOSE PLANTS ARE BELOW, UH, THE ONE HAZARD IN INDEX. THERE WERE NO DETECTIONS OF ANY PFAS COMPOUNDS AT HANCOCK'S WATER TREATMENT PLANT. SO IF YOU LOOK DOWN, UM, AT 2027, WHAT WE ARE PROJECTING IS OUR COMPLIANCE MONITORING WOULD BE FOR DAVIS AND ULRICH WATER TREATMENT PLANT TO BE PLACED ON ROUTINE QUARTERLY MONITORING. AND HANCOCK'S WATER TREATMENT PLANT WOULD BE PLACED ON REDUCED MONITORING. UH, WE ANTICIPATE THAT WILL BE, UH, TRIENNIAL MONITORING. THE, UH, NS S WILL INFORM FUTURE RISKS FOR, UH, ASSESSMENTS AND RISK MANAGEMENT OPTIONS FOR SEWAGE SLUDGE. AUSTIN WATER WILL CONTINUE TO MO CLOSELY MONITOR EPA RESEARCH AND REGULATIONS, UH, AS WELL AS FEDERAL AND STATE LEGISLATION SURROUNDING PFAS. OBVIOUSLY THERE'S ALSO GAS STOVES, UM, BUT, UM, THIS WAS AN UPDATE, UH, A SURVEY THAT WAS PUT OUT TO HVAC CONTRACTORS, I BELIEVE, ABOUT HOW CAN WE IMPLEMENT MORE HEAT PUMPS, UH, HEAT PUMPS BEING A ELECTRIC, UM, APPLIANCE, UM, AC HEATING IN THE SAME UNITS VERSUS HAVING A CONDENSING UNIT AND A FURNACE, RIGHT?
