UH, GARDNER, I ALWAYS APPRECIATE, UH, NOT ONLY THE INFORMATION YOU GIVE US, BUT THE SPIRIT IN WHICH YOU GIVE IT.
UH, IT IS ALWAYS FUN AND ENJOYABLE, SO THANK YOU.
[III. Recognition]
NEXT ON OUR AGENDA, WE WOULD LIKE TO RECOGNIZE, UH, ONE OF OUR COLLEAGUES WHO THIS WILL BE HER LAST BOARD MEETING TODAY.UH, BUT I CAN SAY THAT, UM, AS, AS A CHAIR, YOU WANT A, A VICE CHAIR WHO IS NOT ONLY KNOWLEDGEABLE OF THE, OF THE RULES AND INFORMATION, BUT IS WILLING TO STEP UP AT ANY TIME AND SERVE THE COMMUNITY.
AND SHE'S BEEN ONE OF THE PEOPLE THAT, THAT I'VE ALWAYS RELIED ON TO, UH, TO RUN THINGS PAST, TO CATCH UP, UH, TO SHARE INFORMATION.
UH, YOU HAVE BEEN A REAL ASSET TO CAP METRO WHEN WE TALK ABOUT YOUR SERVICE ON BOARDS WHEN WE TALK ABOUT YOUR COMMITMENT TO THE COMMUNITY.
AND I JUST WANT TO GIVE ALL OF OUR COLLEAGUES AN OPPORTUNITY, UH, TO SAY THANK YOU.
BUT, UH, WE APPRECIATE, UH, THE TIME AND THE CARE THAT YOU'VE GIVEN US AND WE LOOK FORWARD TO NOW.
UH, DON'T, DON'T CHANGE YOUR CELL PHONE NUMBER.
ARE THERE ANY, WELL, LET ME START WITH OUR, OUR PRESIDENT AND CEO.
I APPRECIATE THE OPPORTUNITY TO JUST SAY A FEW WORDS, UM, ON BEHALF OF THE STAFF AS A WHOLE AND, AND ALSO PERSONALLY.
UM, YOU KNOW, BOARD MEMBER POOL JOINED OUR BOARD IN THE MIDST OF THE WINTER STORM OF 2021 AND THE COVID-19 PANDEMIC.
UM, TO SAY WE WERE AN ORGANIZATION DEALING WITH A CRISIS ON TOP OF A CRISIS WOULD BE AN UNDERSTATEMENT.
BUT FROM DAY ONE, SHE HAS BEEN A VOICE OF CALM AND REASON AND THOUGHTFUL LEADERSHIP THAT WE'VE REALLY APPRECIATED HAVING ON OUR BOARD.
UM, HER LONG SERVICE ON OUR FINANCE COMMITTEE HAS REALLY SH UM, EXEMPLIFIED HER COMMITMENT TO RESPONSIBLE USE OF PUBLIC
[00:05:01]
FUNDS.AND I THINK THE THING THAT WE HAVE, UM, GOTTEN FROM HER TIME AND AGAIN, IS ARE WE DO, ARE WE DOING WHAT'S RIGHT FOR THE COMMUNITY? AND ARE WE TAKING CARE OF THE COMMUNITY PROPERLY? UM, I PERSONALLY HAVE BEEN VERY GRATEFUL FOR YOUR SUPPORT OVER THE YEARS, UM, FOR YOUR GUIDANCE AND COUNSEL ON THINGS LARGE AND SMALL.
UM, YOU HAVE HAVE SHOWN US ALL WHAT IT MEANS TO, TO LEAD WITH YOUR AUTHENTIC SELF AND TO FIGHT WHAT YOU BELIEVE IN.
AND SO, UM, WE THANK YOU VERY MUCH FOR YOUR SERVICE ON OUR BOARD.
WE KNOW THIS HAS BEEN A, UM, BUT IN OTHER DUTIES AS ASSIGNED IN YOUR TENURE AS A COUNCIL MEMBER.
BUT WE REALLY APPRECIATE YOUR WILLINGNESS, UM, TO SHOW UP AND, AND WORK WITH US ON A, ON A MONTHLY BASIS.
UM, BOARD MEMBER VALLA, I JUST ALSO WANTED TO THANK, UH, MY COLLEAGUE FOR HER SERVICE, NOT JUST HERE, BUT ALSO AS A COUNCIL MEMBER.
IT'S BEEN A PLEASURE TO WORK WITH HER, UH, OVER THE LAST FEW YEARS.
AND SHE'S REALLY BEEN, UH, AN INSPIRATION AND A, AND A MENTOR.
UM, YOU KNOW, AGAIN, LAND USE AND TRANSIT ARE KIND OF THE FLIP SIDE OF THE SAME COIN.
AND SHE'S BEEN WORKING ON BOTH, YOU KNOW, AND ON ONE SIDE OF THE CITY.
UH, AND THOSE ARE GONNA BE, UH, BIG SHOES TO FILL, UH, AS SHE, UH, ROLLS OFF, UH, UH, THE, THE CITY COUNCIL AND THE, AND THE CAPITAL METRO BOARD.
BUT AGAIN, JUST THANK YOU FOR ALL THE WORK THAT YOU'VE DONE.
IT WAS SUCH A PLEASURE TO BE AT, UH, COUNCIL THE OTHER DAY WHEN YOU RECEIVED THE, UH, UH, THE PLANNING AWARD.
UH, AND AGAIN, NOT, AND NOT JUST, YOU KNOW, HERE WOULD ME RECOGNIZE HER, HER COLLEAGUES, BUT, UH, THE, UH, PLANNING, I, I'M, I CANNOT RE NOT REMEMBER THE NAME OF THE GROUP RIGHT NOW.
AMERICAN PLANNING ASSOCIATION, TEXAS CHAPTER.
UH, IT GAVE HER, UH, THE, IT WAS LIKE THE BASICALLY ELECTED OFFICIAL OF THE YEAR AWARD FOR, UH, HER WORK.
UH, AND THAT JUST GOES TO EXEMPLIFY, AND AGAIN, SOME PEOPLE JUST KIND OF EASE OUT OF SERVICE, BUT, UH, BUT NOT LEFT
I JUST WANNA SAY THAT I'VE ENJOYED SPENDING TIME WITH YOU ON THIS BOARD AND, AND IN OTHER, UH, AREAS ON THE FINANCE AND AUDIT, UH, COMMITTEE.
I APPRECIATE YOUR PASSION FOR THE COMMUNITY.
AND AS BOARD MEMBER VELA SAID THE INTERSECTION, UNDERSTANDING THE INTERSECTION BETWEEN HOUSING ATTAINABILITY AND TRANSIT AND JUST IDEAS AND RESOURCES FOR MORE HOUSING AND HOW PASSIONATE THAT YOU WERE ON THAT SUBJECT AND HOW HARD YOU WORKED ON THAT.
SO, VERY MUCH APPRECIATE YOUR WORK AND LOOK FORWARD TO YOU HAVING A LITTLE BREAK.
I'D ALSO LIKE TO ADD MY THANKS TO THE GROUP.
UM, BOARD MEMBER POOL WAS ONE OF THE FIRST PEOPLE TO REACH OUT TO ME WHEN I JOINED THIS GROUP.
AND, UM, VERY HELPFUL GETTING MY FEET UNDERNEATH ME AND OFFERED A LOT OF GUIDANCE.
SO YOU HAVE BEEN A FORCE TO BE RECKONED WITH.
AND, UM, AND I WISH YOU WELL ON YOUR FUTURE ENDEAVORS.
SO I'M, I'M GONNA GO WITH HARRIS FIRST 'CAUSE UH, YOU ARE USUALLY AN EXCLAMATION POINT
JUST TO, JUST TO ECHO THE SEDIMENTS.
UM, LESLIE COUNCIL MEMBER POOLE'S BEEN ONE OF THE FIRST COUNCIL MEMBERS THAT I'VE REALLY HAD A CHANCE TO WORK WITH, NOT JUST ON CAF METRO, BUT ON SOME OF THE THINGS RELATED TO THE TRAIL CONSERVANCY AND AUSTIN PETS ALIVE.
SHE'S BEEN SAGE ADVICE, JUST, YOU KNOW, BEAT ME AROUND A LITTLE BIT AND SAY, OKAY, THESE ARE THE THINGS YOU CAN DO AND THESE ARE THE THINGS YOU CAN'T DO.
AND THIS IS REALISTIC IN HOW TO MAKE THESE THINGS HAPPEN.
BUT THAT'S THE KIND OF PERSON THAT YOU REALLY WANT TO, YOU, YOU REALLY LEARN THINGS FROM.
AND, AND IT'S BEEN A PLEASURE OVER THE LAST THREE OR FOUR YEARS AS, AS WE'VE WORKED ON THE VARIOUS PROJECTS TOGETHER TO, TO GET TO KNOW YOU PERSONALLY.
AND JUST TO SAY AGAIN, THANK YOU FOR ALL THE SERVICE.
I, IT'S A VERY DIFFICULT JOB WITH A VERY LONG HOURS AND I'M HOPING THAT YOU GET SOME TIME AWAY AND GET TO GO ON SOME OF THE CRUISES THAT WE'VE TALKED ABOUT THE INTERIM.
UM, I, THERE'S NOT MUCH ELSE THAT I CAN ADD.
I, I JUST, I JUST WANT TO SAY THANK YOU.
YOU'VE, YOU HAVE BEEN, UM, UH, IT'S BEEN A PLEASURE TO WORK WITH YOU IN SOME WAYS.
I'VE, I'VE WATCHED YOU AND I REALLY APPRECIATE YOUR YES.
YOUR PASSION, BUT ALSO THE WAY YOU GET THINGS DONE.
UH, ONE THING THAT HAS NOT BEEN SAID AROUND HERE IS, UM, THANK YOU FOR LITERALLY KEEPING THE TRAINS RUNNING ON TIME AROUND THIS BOARD.
UM, YOU, YOU'VE BEEN THE ONE THAT HAS BEEN TAKING THE, TAKING THE LEAD AND, AND KIND OF PUSHING US ALONG AND MAKING SURE THAT WE, WE GET THE MEETING STARTED ON TIME AND, AND GETTING US OUTTA HERE AT A REASONABLE TIME TOO.
BUT, UM, WE'VE, WE HAD OPPORTUNITIES TO WORK TOGETHER ON SOME PRETTY BIG STUFF AND,
[00:10:01]
UM, JUST, JUST WATCHING THE INTERACTION BETWEEN YOU ON THE FINANCE SIDE AND ME ON THE OPS SIDE AND HOW WE WERE ABLE TO, TO WORK TOGETHER TO, TO, TO BRING IT ALL TOGETHER FOR THE GOOD OF THE COMMUNITY.AND JUST, JUST WATCHING HOW YOUR, JUST YOUR, YOUR UNFAILING PASSION FOR, UM, FOR FOR TRANSIT AND FOR FOR, FOR SPACE AND PLANNING AND FIGURING OUT AND RECOGNIZING HOW THE TWO ARE NOT MUTUALLY EXCLUSIVE.
WE CAN FINANCE THIS AND GET THIS DONE AND DO IT IN A WAY THAT IS RIGHT FOR THE COMMUNITY.
AND IT'S, IT'S JUST, IT'S BEEN SO REFRESHING AND IT'S JUST BEEN, BEEN HELPFUL TO WORK, TO WORK WITH YOU.
AND I, I WISH THAT WE HAD MORE, AND I'M LOOKING FORWARD TO MORE OPPORTUNITIES THAT, THAT WE COULD HAVE MORE PUBLIC AND PRIVATE CONVERSATIONS WHERE WE CAN HAVE THESE KINDS OF, THESE KINDS OF INTERACTIONS AND THESE KINDS OF CONVERSATIONS AMONG, UM, ELECTED AND APPOINTED OFFICIALS TO, TO MOVE THE BALL ALONG AND DO RIGHT THINGS FOR THE GOOD OF OUR COMMUNITY.
THAT, THAT THAT'S, THAT'S GOOD.
TO HELP THEM GET WHERE THEY NEED TO, TO GO FOR, UH, TO, TO HAVE FUN AND DO GOOD THINGS.
AND I, AND I THANK YOU THAT, THAT I GOT TO BE PART OF YOUR JOURNEY FOR A LITTLE BIT OF THIS.
AND YEAH, GO HAVE FUN AND DO GOOD THINGS WITHOUT US FOR A WHILE NOW.
BUT, BUT YEAH, WE'RE GONNA KEEP YOU ON SPEED DIAL.
SO LET ME, LET ME GIVE, UM, BOARD MEMBER AND CITY COUNCIL MEMBER ALISON AN OPPORTUNITY, UH, TO, UH, TO WISH HER, HER COLLEAGUE A, UH, A BON VOYAGE.
OH, COULDN'T HAVE SAID IT BETTER MYSELF.
UM, I DON'T KNOW WHAT I COULD SAY MORE SO THAN I'VE ALREADY SAID ON THE CITY COUNCIL, BUT LESLIE HAS BEEN A FANTASTIC PARTNER TO ME.
UM, SOMEONE THAT HAS, HAS BEEN A PERSON THAT I COULD ALWAYS ASK THE DIFFICULT QUESTIONS OF AND, AND SAY, HOW, HOW DO WE NAVIGATE THIS? HOW DO WE WORK THROUGH THIS? HOW ARE YOU FEELING ABOUT THIS? AND SHE'S ALWAYS BEEN VERY FORTHCOMING AND WILLING TO HELP.
AND SO I THINK IT'S FANTASTIC TO HAVE PEOPLE IN OUR COMMUNITY THAT WE CAN RELY ON AND LEAN ON AND, AND, UM, AND TRULY TRUST AS WE TRY TO DO DIFFICULT WORK.
YOU KNOW, THE DECISIONS WE MAKE UP HERE ARE NOT EASY.
THEY'RE NOT ALWAYS STRAIGHTFORWARD.
UM, BUT IT'S NICE TO BE ABLE TO WEIGH THOSE THOUGHTS AND OPINIONS AND REALLY TRY TO BALANCE WHERE WE NEED TO GO FROM HERE.
UM, AND I'LL ABSOLUTELY BE CALLING YOU TOO, SO DON'T GO TOO FAR
MAKE SURE THAT WE CAN STILL GET AHOLD OF YOU AND, UM, AND HAVE YOUR VOICE AND YOUR EXPERTISE BE SOMETHING THAT WE LOOK, WE LOOK TO AS WE, AS WE MOVE FORWARD TOGETHER.
SO I GET THE GOOD PART IS YOU PREPARE.
WE MADE SURE MY GRANDSON DID NOT GET THIS.
SO WE WE'RE GONNA GET THE SECURITY TEAM TO CARRY THIS OUT FOR HER.
ARE WE GONNA DO SOME FIXTURES? LET ME JUST SAY A COUPLE THINGS.
UM, FIRST OFF, THANKS TO EACH ONE OF YOU.
THIS PANEL IS SO BEAUTIFULLY COMPOSED WITH SO MANY DIFFERENT PERSPECTIVES AND ALL OF THEM FUNNELING INTO DOING REALLY GOOD WORK AND VERY PURPOSEFUL WORK.
I THANK DOTTIE FOR HER LEADERSHIP.
YOU'VE GOT A GREAT TEAM GOING HERE AND I'VE WATCHED YOU BUILD IT.
UM, AND, AND JUST FOR THE OPPORTUNITY TO WORK WITH EACH AND EVERY ONE OF YOU ON DIFFERENT ISSUES COMING FROM DIFFERENT SIDES.
AND THEN WE ALL COME TOGETHER AFTER WE KIND OF THINK THROUGH EVERYTHING.
AND IT'S A STRONG GROUP YOU HAVE WORKING HERE, BOTH FROM THE GOVERNANCE STRUCTURE, FROM THE ADMINISTRATIVE AND PROFESSIONAL STRUCTURE TO ED BACK OVER THERE WHO I COULD TEXT ALMOST AT THE DROP OF A DIME.
I DON'T KNOW, SOMETIMES IT WAS KIND OF BEFORE THE SUN CAME UP IN THE MORNING AND I TEND TO WAKE UP KIND OF EARLY, BUT IF I COULDN'T MAKE A MEETING, I SAID, COULD YOU SEND ME A LINK SO I COULD BE THERE VIRTUALLY? AND ED, YOU REALLY HOLD UP THAT END OF IT.
THAT IS REALLY IMPORTANT FOR THOSE OF US WHO ARE ON THE DIET.
SO MY GRATEFUL THANKS TO EVERYBODY IN THE COMMUNITY FOR EVERYTHING THAT THEY DO TO KEEP, UM, CAP METRO KIND OF ON TRACK, AND THEN TO ALL OF THE STAFF HERE FOR ALL THE WORK THAT YOU DO EVERY, EVERY DAY FROM THE PROFESSIONAL TEAM AND THE OPERATORS TO THE FOLKS THAT WE DON'T EVEN SEE BECAUSE THEY'RE OUT THERE TAKING CARE OF THE BUSES IN THE UP IN MY DISTRICT AT THE, UM, WITH THE MAINTENANCE YARDS.
ANYWAY, I, I DIDN'T THINK THAT I WOULD EVER BE ON THE CAP METRO BOARD WHEN I FIRST STARTED COUNCIL, AND THEN I WAS, AND I'M REALLY GLAD THAT I WAS.
IT'S, UH, BEEN REALLY GOOD TO GET THIS KIND OF GRANULAR INSIGHTS INTO HOW DEDICATED
[00:15:01]
THIS WORKFORCE IS HERE DOING THIS REALLY IMPORTANT PUBLIC TRANSIT WORK.SO MY DEEPEST APPRECIATION TO YOU ALL FOR GIVING ME THIS OPPORTUNITY, AND I KNOW THERE WILL BE ALL KINDS OF GOOD THINGS HAPPENING IN THE YEARS AHEAD.
JUST WANNA THANK EVERYONE FOR GIVING US THE OPPORTUNITY TO RECOGNIZE OUR COLLEAGUE.
UH, WE'RE GONNA MOVE ON TO PUBLIC COMMENTS.
I UNDERSTAND THAT WE HAVE AT LEAST ONE SPEAKER SIGNED UP, UH, IN ADVANCE.
UH, WHEN WE CALL YOUR NAME, PLEASE COME TO THE PODIUM OR IF YOU'RE JOINING US REMOTELY, THEN UNMUTE YOURSELF.
EACH SPEAKER WILL HAVE THREE MINUTES, UNLESS THEY'RE SPEAKING ON TWO AGENDA ITEMS OR THEY'RE REPRESENTING A GROUP, UH, WITH ONE OR MORE IN THE ROOM, IN WHICH CASE THEY'LL HAVE FIVE MINUTES.
OUR FIRST SPEAKER WILL BE MS. ZIA JOSEPH, WHO ASKED FOR FIVE MINUTES TO SPEAK ON MORE THAN ONE AGENDA ITEM.
UM, MS. JOSEPH WILL HAVE TIME.
MR. CHAIR, I DON'T SEE MS. JOSEPH WITH US IN THE ROOM AND SHE ALSO DOES NOT APPEAR TO HAVE JOINED REMOTELY.
I WILL, UH, SIGNAL TO YOU IF I, IF I SEE HER JOIN AND PERHAPS WE CAN TAKE HER COMMENTS LATER.
UM, THEN IF AS WE MOVE FORWARD, IS THERE ANYONE ELSE IN THE ROOM, UH, THAT WOULD LIKE TO ADDRESS THE BOARD? UH, IF YOU DIDN'T HAVE A CHANCE TO SIGN UP, YOU HAVE A CHANCE NOW.
ANYONE IN THE ROOM THAT WOULD WOULD LIKE TO, UM, TO, UH, SPEAK BEFORE THE BOARD? ANYONE JUST WANTED TO ASK THAT THREE TIMES? ALRIGHT, SO, ALRIGHT.
[V. Advisory Committee Updates]
GO INTO OUR NEXT ITEM, THEN WE WILL, UH, WE WILL, UM, ASK FOR OUR BOARD ADVISORY COMMITTEE UPDATES.UM, MS. UH, MS. KELSEY LAIE? YES.
GOOD AFTERNOON, CHAIR GIAN, VICE CHAIR POOL PRESIDENT AND WATSON MEMBER OF THE BOARD.
IS YOUR, YOUR, IS YOUR MIC ON? OH, SORRY.
IT WAS NOT, SHOULD I, I GUESS I'LL START OVER.
UM, GOOD AFTERNOON, CHAIR, ILION, VICE CHAIR, POOL PRESIDENT, AND CEO WATKINS MEMBERS OF THE BOARD.
MY NAME IS KELSEY LAMIE AND I'M THE COMMUNITY ENGAGEMENT AND INVOLVEMENT MANAGER.
UM, AND I'M HERE TO GIVE THE, UM, COMMITTEE UPDATES.
UM, OUR MOST RECENT ACCESS AND CSAC COMMITTEES WE'RE ON DECEMBER 4TH AND 11TH, RESPECTIVELY.
THEY BOTH RECEIVED INFORMATION ON THE TRANSIT STORE, RELOCATION BY BRANDY MOLER, DIRECTOR OF REVENUE AFFAIRS, AND AN ADVISORY COMMITTEE FORMAT AND STAFF SUPPORT ROLES UPDATE BY PETER BRETON, WHO IS OUR COMMUNITY ENGAGEMENT COORDINATOR.
UM, THIS PRESENTATION INCLUDED INFORMATION ABOUT SHIFTING OUR COMMITTEE MEETINGS FROM USING TEAMS TO ZOOM IN THE NEW YEAR.
SO WE WILL BE MAKING THAT SHIFT IN JANUARY, 2025.
UM, ADDITIONALLY BOTH, UM, HELD COMMITTEE, UM, ELECTIONS, UM, FOR OUR ACCESS COMMITTEE, WE ARE HAPPY TO ANNOUNCE THAT PAUL HUNT AND GLENDA BOURNE WERE REELECTED AS BOTH THE CHAIR AND VICE CHAIR.
SO HAPPY TO ANNOUNCE THAT FOR OUR CSAC COMMITTEE.
UM, WE HAD A LITTLE BLAST FROM THE PAST WITH DAVID FOSTER, WHO WAS A CHAIR YEARS AGO, UM, BEING ELECTED AS THE CHAIR, UM, FOR THIS UPCOMING YEAR.
AND ARLO BRANDT WILL BE SERVING AS OUR VICE CHAIR AS WELL.
UM, MOVING ON TO OUR PUBLIC SAFETY ADVISORY COMMITTEE.
WE HELD A MEETING ON DECEMBER 6TH.
UM, PSAC RECEIVED PRESENTATIONS ON, UM, AN OVERVIEW OF TRANSIT POLICE TRAININGS, UM, BY ERIC ROBBINS, OUR CHIEF OF POLICE, A SUBCOMMITTEE
[00:20:01]
UPDATE AND ENGAGEMENT REVIEW BY PETER BRETTON, COMMUNITY ENGAGEMENT COORDINATOR, AND ALSO FROM PETER, THE SAME ADVISORY COMMITTEE FORMAT AND STAFF SUPPORT ROLES PRESENTATION.SO FOR THAT COMMITTEE, WE WILL ALSO BE MOVING, UM, FROM TEAMS TO ZOOM IN THE NEW YEAR FOR ACCESSIBILITY PURPOSES.
UM, FOR PSOC, UNFORTUNATELY WE DID NOT MEET QUORUM, THEREFORE, WE WILL BE PRIORITIZING COMMITTEE ELECTIONS AT OUR NEXT MEETING IN FEBRUARY.
UM, AND ALSO FOR SUBCOMMITTEES, UM, WE HAD OUR PROGRAM STRATEGIES AND POLICIES SUBCOMMITTEE MEETING.
WE MET ON DECEMBER 5TH, WHERE WE DISCUSSED THE NINTH ROUND OF POLICE DEPARTMENT POLICIES.
UM, THE FEEDBACK PERIOD FOR THESE POLICIES CLOSES ON JANUARY 3RD.
WE GAVE A LITTLE EXTRA TIME, UM, BECAUSE OF THE HOLIDAY SEASON TO GIVE PEOPLE MORE TIME TO PROVIDE FEEDBACK AND COMMENTS.
ALL MATERIALS FOR OUR SUBCOMMITTEE MEETINGS ARE CURRENTLY AVAILABLE ON CAP METRO'S PUBLIC INPUT WEBPAGE, SO THAT'S PUBLIC INPUT.COM/CAP, METRO PUBLIC SAFETY.
UM, WE WILL CONTINUE TO UPDATE THE PAGE WITH FEEDBACK OPPORTUNITIES AND MEETING UPDATES, UM, FOR THE 2025 YEAR.
UM, AND THEN STARTING NEXT MONTH, SO IN JANUARY, 2025, PETER BRENTON WILL TAKE OVER THE STAFF LIAISON ROLE FOR THE COMMITTEES.
UM, SO HE WILL START TO GIVE THE COMMITTEE UPDATES AT BOARD MEETINGS, SO LETTING YOU KNOW THAT CHANGE.
UM, BUT THAT'S ALL FOR THIS MONTH'S ADVISORY COMMITTEE UPDATE.
PLEASE LET ME KNOW IF YOU HAVE ANY QUESTIONS.
UM, BOARD MEMBERS, ANY QUESTIONS? UH, BOARD MEMBER STR.
OH YEAH, WHERE ARE YOU GOING? I AM STILL HERE.
JUST GIVING PETER SOME, UM, PROFESSIONAL DEVELOPMENT OPPORTUNITIES AS HE WAS, WE WERE DOING GOALS FOR 2025, SO I'LL STILL BE HERE AND STILL BE AT ALL THE COMMITTEE MEETINGS AND BOARD MEETINGS, BUT HE'LL BE GIVING THE UPDATES.
UH, ARE WE CONCERNED AT ALL ABOUT THE, UH, PUBLIC SAFETY ADVISORY COMMITTEE NOT MEETING QUORUM ROOMS? IT'S JUST A KIND OF ONE OFF THING 'CAUSE OF CHRISTMAS HOLIDAYS, THAT KIND OF STUFF.
THAT'S A, THAT'S A GREAT QUESTION.
I'LL BE HONEST THAT WE HAVE HAD A COUPLE MEETINGS THIS YEAR WHERE WE HAVEN'T MADE QUORUM.
AND SO, UM, THAT WAS PART OF OUR UPDATES WHERE WE TALKED ABOUT, UM, OUR ADVISORY COMMITTEE FORMAT, UM, AND ALSO AN ENGAGEMENT REVIEW.
UM, SO SOMETHING THAT WE INTRODUCED IN THIS MEETING AND THIS PAST, UH, PSAC MEETING WAS ACTUALLY, AND SO THIS IS NOT CONFIRMED BECAUSE WE WERE JUST INTRODUCING THIS SUBJECT AND WE'LL BE DISCUSSING IT MORE AT OUR NEXT PSAC MEETING IN FEBRUARY, BUT WE ALSO TALKED ABOUT DISSOLVING TWO OF OUR SUBCOMMITTEES.
UM, BECAUSE WE FELT THAT WHEN WE INITIALLY STARTED PSAC, WE WERE REALLY LOOKING FOR DIFFERENT OPPORTUNITIES TO MAKE SURE THE COMMITTEE AND ALSO THE COMMUNITY WAS ABLE TO SHARE THEIR FEEDBACK.
UM, AND WE'RE NOTICING THAT BECAUSE OF HAVING THREE SUBCOMMITTEE MEETINGS, I THINK WE GET LESS PSAC C INVOLVEMENT, UM, BECAUSE WE ARE ASKING FOR PSAC MEMBERS TO NOT ONLY COME TO PSAC, BUT IF THEY WANNA GET INVOLVED IN DIFFERENT WAYS TO ALSO JOIN SUBCOMMITTEES.
UM, SO WE INTRODUCED THE TOPIC OF KEEPING THE POLICY SUBCOMMITTEE MEETING MOVING FORWARD IN 2025.
WE'VE HAD REALLY, UM, WE'VE HAD GOOD ENGAGEMENT.
UM, WE HAVE A REALLY GOOD PROCESS THAT I THINK IS WORKING WELL.
BUT WE TALKED ABOUT, UM, DISSOLVING OUR OPERATIONS AND PERSONNEL SUBCOMMITTEE AND THEN OUR COMMUNITY ENGAGEMENT AND RIDERSHIP AND REALLY TRYING TO BRING MORE, UM, MORE UPDATES AND REALLY GET MORE, UM, FEEDBACK FROM OUR PSAC COMMITTEE.
AND THEN IF THERE ARE THINGS THAT WE WANNA BRING TO THE COMMUNITY THAT DON'T FALL IN THE POLICY SUBCOMMITTEE MEETING, THAT WE WOULD HAVE PUBLIC MEETINGS, THAT WE WOULD BRING THE INFORMATION TO THE COMMUNITY, UM, INSTEAD OF HAVING THESE SUBCOMMITTEE MEETINGS, UM, WHICH SUBCOMMITTEES SOMETIMES THAT WORD MAKES IT, IT'S NOT AS ACCESSIBLE TO OUR COMMUNITY AS PUBLIC MEETINGS ARE.
[VI. Board Committee Updates]
UH, WITH THOSE QUESTIONS HAVING BEEN ASKED, WE CAN MOVE ON, UH, TO THE, UH, BOARD COMMITTEE UPDATES.UH, LET'S START WITH OPERATIONS PLANNING AND SAFETY CHAIR STRATTON.
UH, THE OPERATIONS PLANNING AND SAFETY COMMITTEE MET LAST MONDAY, UH, AT, UH, UH, ONE O'CLOCK AFTER OUR STRATEGIC PLANNING MEETING.
UM, WE HAD, UH, A TOTAL OF SIX ITEMS. WE APPROVED OUR MINUTES FROM NOVEMBER.
WE HAD, UH, THEN FIVE, UH, ACTION ITEMS TO CONSIDER, FOUR OF WHICH ARE ON TODAY'S CONSENT AGENDA, ONE OF WHICH IS, UH, ON OUR ACTION ITEMS AGENDA.
AND THEN WE, UH, HAD A, UM, OUR, UH, OPERATIONS, UH, EXECUTIVE OPERATIONS PLANNING AND SAFETY UPDATE FOR THE MONTH, WHICH INCLUDED, UH, SPECIFICALLY UPDATES ON THE, UH, ON SAFETY RELATED TO THE, UH, PROGRESSION OF THE POLICE DEPARTMENT AND HOW THINGS ARE GOING ALONG WITH THAT.
AND THEN WE ADJOURNED AT 1:34 PM
[00:25:02]
UH, HAPPY TO TAKE ANY QUESTIONS.ANY QUESTIONS? ANY QUESTIONS? THANK YOU, MR. CHAIR.

ANY QUESTIONS? BOARD MEMBERS QUESTIONS? SEEING NONE, UH, WE WILL MOVE TO THE CAMPO UPDATE BOARD MEMBER HARRIS, UH, IN, UNFORTUNATELY, I WAS NOT ABLE TO ATTEND THE, THE DECEMBER 9TH MEETING.
UH, BUT MR. I THINK, UH, THE MEETING IS THIS WEDNESDAY.
ALRIGHT, SO, UH, UH, WE WILL REPORT AT THE NEXT MEETING WHAT HAPPENED AT THE LAST MEETING, AND IT'S THE ANNUAL MEETING AND IT IS THE ANNUAL MEETING.
SO, UH, A LOT OF INFORMATION WILL, WILL OCCUR.
IT'S JUST NOT READY TODAY, SO, ALRIGHT.
[VII. Consent Items]
UH, WE WILL CON, UH, CONTINUE TO OUR CON UH, OUR CONSENT, UH, ITEM AGENDA.SO WE'VE BEEN POSTED, UH, FOR FIVE ITEMS TODAY, AND THIS IS THE OPPORTUNITY FOR ANY BOARD MEMBER WHO WOULD LIKE TO TAKE AN ITEM OFF OF THE CONSENT AGENDA TO DO SO, SO THAT IT WILL BE ON THE REGULAR ACTION, UH, ITEM AGENDA, UH, IS THERE AN ITEM THAT ANYONE WANTS TO TAKE OFF? OKAY.
UM, ANY ITEMS TO TAKE OFF ONE MORE TIME? ANY ITEMS TO TAKE OFF? HEARING NONE, UH, IF, IF, UH, THE CHAIR WILL ENTERTAIN A MOTION AND A SECOND TO APPROVE THE POSTED CONSENT AGENDA.
UH, BOARD MEMBER VE AND SECOND BOARD MEMBER STRATTON KAY.
IT'S BEEN MOVED AND PROPERLY SECONDED THAT WE APPROVE THE CONSENT, UH, AGENDA AS WRITTEN.
IS THERE ANY FURTHER DISCUSSION? ANY FURTHER DISCUSSION? ANY FURTHER DISCUSSION? HEARING NONE.
ALL IN FAVOR? LET IT BE KNOWN BY SAYING AYE.
UH, HEARING NONE, THE CHAIR WILL MAKE THAT UNANIMOUS.
[VIII.1. Approval of a resolution appointing CapMetro Board Member _______ to serve as the CapMetro Board’s representative on the Austin Transit Partnership Board of Directors, and waiving the residency requirement for their appointment, if applicable.]
GONNA TAKE UP TODAY'S REGULAR ACTION ITEMS, AND WE'RE POSTED, UH, FOR FIVE ITEMS TODAY.UH, THE FIRST IS AN APPOINTMENT OF A MEMBER FROM THIS BOARD TO THE AUSTIN TRANSIT, UH, BOARD.
IS THERE A MOTION? UM, VICE CHAIR.
I WANTED TO MAKE A MOTION TO CONTINUE THE REPRESENTATION OF OUR BOARD CHAIR, JEFF ILIAN, ON THE A TP BOARD FOR THE UPCOMING YEAR.
IT'S, IT'S BEEN, UM, MOVED AND PROPERLY SECONDED, UH, THAT WE ADVANCE ACTION ITEM ONE.
IS THERE ANY DISCUSSION? ANY FURTHER DISCUSSION? ANY FURTHER DISCUSSION? HEARING NONE.
UH, ALL IN FAVOR, LET IT BE KNOWN BY SAYING AYE.
THANK YOU FOR YOUR CONFIDENCE IN ME.
[00:30:01]
UH, LET'S SEE.[VIII.2. Approve a resolution appointing Juan Garza, Veronica Castro de Barrera, and Kammy Horne as the nominees recommended by the Nominating Committee for the positions of Community Expert Director representing Finance, Engineering & Construction, and Community Planning or Sustainability, respectively, to the Austin Transit Partnership Board of Directors to terms beginning in January 2025.]
ACTION ITEM TWO AND I, AND I'LL READ THAT INTO THE RECORD.IF, UH, NOW USUALLY THEY TELL ME THAT I SHOULD OR I SHOULDN'T, SO IT'S OKAY TO READ IT INTO THE RECORD.
UH, PROOF OF RESOLUTION APPOINTING JUAN GARZA, VERONICA CASTRO, DERA, UH, AND, UH, CAN AND KAMI HORN AS THE NOMINEES RECOMMENDED BY THE NOMINATING COMMITTEE FOR THE POSITIONS OF COMMUNITY EXPERT DIRECTOR REPRESENTING FINANCE, ENGINEERING, AND ARCHITECTURE AND COMMUNITY PLANNING OR SUSTAINABILITY RESPECTIVELY, UH, TO THE AUSTIN TRANSIT PARTNERSHIP BOARD OF DIRECTORS, TO TERMS BEGINNING IN JANUARY, 2025.
UH, IS IS THERE A MOTION OR, OR WILL SOMEONE MAKE THIS MOTION? OKAY.
SO MOVE BOARD MEMBER STRATTON WILL MAKE THE MOTION BOARD MEMBER HARRISON SAY, WERE BOTH COMMITTEE MEMBERS.
UM, STRATTON MAKES THE MOTION SECOND BY HARRIS.
UM, LET'S SEE, IS THERE, UH, LET'S SEE.
IS THERE, IT IS BEEN MOVED AND PROPERLY SECONDED THAT WE, UH, FORWARD THE RESOLUTION WITH THESE APPOINTMENTS.
IS THERE ANY FURTHER DISCUSSION? ANY FURTHER DISCUSSION? ANY FURTHER DISCUSSION? HEARING NONE.
ALL IN FAVOR? LET IT BE KNOWN BY SAYING AYE.
THE BOARD CHAIR WILL MAKE IT UNANIMOUS.
[VIII.3. Approval of a resolution approving the CapMetro Public Transportation Agency Safety Plan (“the Plan”), authorizing the President & CEO, or her designee, to finalize and execute the Plan, and setting a program to provide relevant and useful information to the Board of Directors.]
THREE, APPROVAL OF A RESOLUTION APPROVING THE CAP METRO PUBLIC TRANSIT AGENCY SAFETY PLAN, HEREIN REFERRED TO AS THE PLAN AUTHORIZING THE PRESIDENT AND CEO OR HER DESIGNEE TO FINALIZE AND EXECUTE THE PLAN AND SET AND SETTING A PROGRAM TO PROVIDE RELEVANT AND USEFUL INFORMATION TO THE BOARD OF DIRECTORS.I THINK THIS WILL BE PRESENTED BY MR. TABBAN.
UH, GOOD AFTERNOON BOARD CHAIR, UH, COMMITTEE MEMBERS AND PRESIDENT, CEO WATKINS.
I SERVE AS THE AGENCY'S, UH, EXECUTIVE VICE PRESIDENT, SYSTEMWIDE ACCESSIBILITY AND CHIEF SAFETY OFFICER HERE TODAY TO JUST GIVE YOU AN OVERVIEW OF AN ITEM THAT YOU'RE PROBABLY NOT AS FAMILIAR WITH, BECAUSE IT'S ONLY ANNUALLY, UH, THAT I OR A MEMBER OF MY STAFF, UH, COME BEFORE YOU.
AND SO, UH, JUST AS A REMINDER, UH, THE FEDERAL TRANSIT ADMINISTRATION'S GOAL IS TO ENSURE THE SAFETY OF, UM, OUR CUSTOMERS, OUR EMPLOYEES, AS WELL AS THE GENERAL PUBLIC.
AND ONE OF THEIR AIMS IS TO REDUCE CRASHES BETWEEN OUR BUSES AS WELL AS, UH, PEDESTRIANS AND THOSE USING MICRO TRANSIT.
ONE OF THE THINGS I'D LIKE TO EMPHASIZE IS THE THIRD BULLET.
THE PLANS ARE REQUIRED TO ESTABLISH PROCESSES AND PROCEDURES TO SUPPORT IMPLEMENTATION OF SAFETY MANAGEMENT SYSTEMS. AND THE PART OF THIS THAT I WANT TO EMPHASIZE IS THAT, UM, A COLLABORATIVE APPROACH HAS BEEN TAKEN AND WE WANT TO, UM, UH, GIVE KUDOS TO OUR UNION MEMBERS FOR PARTICIPATING IN THE PROCESS AS THEY HAVE ALL YEAR LONG.
UH, WE GET GREAT PARTICIPATION FROM THEM, FEEDBACK AND MORE.
AND THEY'VE ACTUALLY OFFERED THAT, UM, IN THIS, UM, THIS VERSION OF OUR AGENCY SAFETY PLAN.
AND SO, THREE ITEMS TO COVER TODAY IS, UH, THE UPDATED SAFETY PERFORMANCE MEASURES THAT INCLUDE NEW, UH, CATEGORIES THAT REALLY TRULY BROADEN OUR SCOPE, MONITORING AND IMPROVING KEY SAFETY METRICS.
UH, THE ADDITION OF, AND I'LL GO INTO A BIT MORE DETAIL OF WHAT THIS LOOKS LIKE IN THE FOLLOWING SLIDES, BUT ADDITION OF RISK REDUCTION PLAN FOR ONE, UH, FOR A MORE STRUCTURED APPROACH TO HAZARD MITIGATION AND RISK, UH, MANAGEMENT.
AND IT UPDATED DEFINITIONS TO IMPROVE CLARITY AND CONSISTENCY ACROSS TERMINOLOGY.
AND SO FIRST, UH, AS YOU CAN SEE, UH, THERE ARE GREAT NUMBER OF IMPROVE, UH, UH, ADDITIONS TO THE SAFETY PERFORMANCE MEASURES.
UH, THEY'VE ACTUALLY DOUBLED THE NUMBER OF MEASURES THAT WE HAVE TO NOT ONLY MONITOR, BUT PROVIDE INFORMATION BACK TO THEM ON.
AND, UM, WITH EACH CATEGORY, THERE'S A RATE THAT THEY WOULD LIKE TO SEE AS, AS WELL AS A, UH, UH, A FIXED NUMBER OF, OF INCIDENTS, THE SAFETY RISK REDUCTION PROGRAM MEASURES.
SO THEY'VE, THEY'VE ADDED MAJOR INCIDENTS, UH, MAJOR EVENTS, I'M SORRY, THEY'VE CHANGED SOME OF THE MAJOR EVENTS, MAJOR EVENTS RATE AS WELL AS COLLISIONS.
AND YOU SEE THE REST, THE, THE OTHER ITEMS, UH,
[00:35:01]
REMAIN THE SAME FROM OUR LAST MEETING WITH YOU ON THIS TOPIC.AND NEW AND UPDATED DEFINITIONS INCLUDE ASSAULT ON TRANSIT WORKER INJURY, NEAR MISS SAFETY EVENT, WHICH YOU WILL NO LONGER SEE, UH, THE TERM ACCIDENTS.
UM, SO WE'RE, WE'RE HAVING TO FIX OUR MINDS TO SAY SAFETY EVENT MUCH MORE THAN WE HAVE IN THE PAST, UH, TRANSIT WORKER SAFETY MANAGEMENT SYSTEM ITSELF.
SO THAT CONCLUDES THE PRESENTATION.
ARE THERE ANY QUESTIONS, BOARD MEMBERS? ANY QUESTIONS? WELL, UM, I'LL JUST TELL YOU THAT I APPRECIATE, UH, THE ADDITIONS THAT HAVE BEEN MADE.
UH, I APPRECIATE THAT WE ARE, ARE TALKING WITH REGULARLY AND LISTENING TO, UH, UH, THE, UM, THE DRIVERS AND, AND THE MECHANICS AS WELL.
I KNOW THAT WHEN WE ATTENDED MEETINGS, WE TALKED ABOUT WHAT WAS HAPPENING IN, IN, UH, NEW ORLEANS, WHAT WAS HAPPENING IN CHICAGO, HOW THEY INTEGRATED, UH, THEIR BUS DRIVERS INTO THEIR SAFETY PROGRAM.
RIGHT? AND IT HAS SHOWN GOOD BENEFITS AND I, I AM GLAD THAT YOU HAVE CONTINUED TO PUSH THOSE CONCEPTS AND MAKE SURE THAT WE'RE LISTENING INSIDE OUT, RIGHT? AND, AND SO FOR THOSE WHO MAY NOT BE AWARE, THE BIPARTISAN INFRASTRUCTURE LAW REQUIRED US TO, UM, ESTABLISH A COMMITTEE, UH, JOINT LABOR SAFETY, UH, MANAGEMENT COMMITTEE.
SO THAT WAY WE WERE FORCED TO, IF YOU WILL, COME TO THE TABLE TO WORK OUT ISSUES, UH, IN A VERY FORMAL MANNER.
ANY FURTHER QUESTIONS? ANY FURTHER QUESTIONS? I, I JUST WANT TO ECHO, UH, CHARACTER BILLION'S COMMENTS AND, AND, AND SAY I'M, I'M VERY PLEASED THAT, UH, WE'RE NOW THAT F FDA A IS NOW GONNA REQUIRE TRACKING AND START PAYING ATTENTION LOCALLY HERE, BUT AT THE NATIONAL LEVEL, UH, TRANSIT WORKER, FATALITY INJURY RATES, AND THEN ASSAULTS ON TRANSIT WORKERS, RIGHT? BECAUSE I KNOW THAT HAS BECOME, THAT'S BEEN BROUGHT FORTH BY OUR, UH, BY OUR WORKERS, BY, BY MEMBERS OF THE A TU IN PARTICULAR, FOR SURE.
UH, IS ISSUES THAT, THAT WE'VE SEEN.
AND, AND, UH, UM, THIS WILL, I THINK WE'RE GONNA HAVE SOME REALLY GOOD, THIS WILL ALLOW US TO TRACK REALLY GOOD DATA, ESPECIALLY WITH THE ADVENT AND THE GROWTH OF OUR PUBLIC SAFETY PROGRAM, RIGHT? TO SEE, TO GIVE US MEASURABLE METRICS GOING FORWARD TO SEE HOW WE'RE MAKING A DIFFERENCE IN ADDRESSING THOSE PARTICULAR CONCERNS.
SO THIS IS, UH, IT'S GONNA BE INTERESTING TO SEE.
UM, JUST CURIOUS THEN, UM, REMIND ME, WHEN DO YOU BRING BACK, WHEN'S YOUR NEXT PRESENTATION? EITHER TO OPS OR TO THE FULL BOARD, UM, BRINGING BACK SOME OF THIS DATA NOW, ESPECIALLY SINCE YOU'RE GONNA BE, THIS IS NEW, YOU'RE COLLECTING NEW DATA THAT YOU HAVEN'T BEEN REQUIRED TO COLLECT BEFORE, WHEN FOR SURE, WHEN DO YOU BRING THIS BACK TO US TO LET US SEE WHAT'S GOING ON? SO WE'RE LOOKING AT A QUARTERLY CADENCE.
THE FIRST, UH, MEETING MAY NOT HAVE SUBSTANTIAL DATA, GIVEN THAT THIS IS BRAND NEW.
BUT HOPEFULLY BY, UH, THE SECOND QUARTER OF NEXT YEAR WE'LL HAVE SOMETHING TO CHEW ON AND SOMETHING TO, UH, DISCUSS BASED ON THE NEW REQUIREMENTS.
BUT WE'LL ALWAYS HAVE SOMETHING TO DISCUSS BASED ON, UH, EVERYTHING THAT WE'RE COLLECTING ANYWAY.
I, I THINK THAT AS, AS CHAIR OF OPS, I VERY MUCH, I, I CAN'T, CAN'T SPEAK FOR THE REST OF THE BOARD, BUT AS CHAIR OF OPS, I THINK I'D VERY MUCH BE INTERESTED IN SEEING THAT DATA.
AS WE PROGRESS FORWARD, WE'D BE MORE THAN HAPPY TO PRESENT IT.
ALRIGHT, ANY ADDITIONAL QUESTIONS? OKAY.
UH, SEEING NONE, UH, CHAIR WILL ENTERTAIN A MOTION TO APPROVE ACTION ITEM NUMBER THREE.
BOARD MEMBER ROSS MAKES THE MOTION.
SECOND BOARD MEMBER BENGAL MAKES A SECOND.
UH, IT'S BEEN MOVED AND PROPERLY SECONDED THAT WE APPROVE.
UH, IS THERE ANY FURTHER DISCUSSION? ANY FURTHER DISCUSSION? ANY FURTHER DISCUSSION? HEARING NONE.
ALL IN FAVOR? LET IT BE KNOWN BY SAYING AYE.
THE CHAIR WILL MAKE IT UNANIMOUS.

AND THIS IS WITH, UM, GENFARE, WHO IS OUR CURRENT PROVIDER OF THE FAIR BOXES.
AND IT'S TO REPLACE THE KIND OF 20 YEAR SYSTEM THAT THEY HAVE WITH THEIR LATEST SYSTEM.

THE CHAIR WILL MAKE IT UNANIMOUS.
[IX.1. President & CEO Monthly Update - December 2024]
CONCLUDES OUR ACTION ITEMS TODAY, AND WE HAVE ONE MORE ITEM BEFORE OUR EXECUTIVE SESSION, WHICH IS OUR, UM, MONTHLY PRESIDENT CEO'S REPORT.UM, IT'S BEEN JUST A FEW WEEKS SINCE WE LAST MET, SO, UM, A A RATHER ABBREVIATED HALF A MONTH WE'LL CALL IT.
UM, BUT WE HAVE HAD SOME FUN STUFF TO REPORT ON, UM, WHAT'S BEEN GOING ON.
UM, FIRST AND FOREMOST, WE'VE BEEN A BIT IN THE HOLIDAY MOOD HERE AROUND CAP METRO.
UM, AND SO A FEW PICTURES TO SHARE HERE.
UM, WE'VE HAD OUR HOLIDAY BUS OUT SPREADING CHEER, UM, YOU SEE IT HERE AT THE CAPITOL TREE LIGHTING AND HOLIDAY STROLL HOSTED BY THE DOWNTOWN AUSTIN ALLIANCE.
UM, AND OUR CAP METRO ELVES HAVE ALSO BEEN BUSY HANDING OUT SWAG, HOT COFFEE, BREAKFAST TO RIDERS AT STOPS AND STATIONS AROUND THE COMMUNITY, UM, AND CONTINUE TO DO SO.
IN FACT, THEY WERE OUT JUST THIS MORNING, UM, HANDING OUT GOODIES.
SO, UM, IT'S BEEN A, A LOT OF FUN.
UM, WE NOT ONLY HAVE OUR HOLIDAY BUS, WE ALSO HAVE A HOLIDAY TRAIN, UM, OUT IN THE WORLD.
UM, JUST DOING OUR BEST TO SPREAD A LITTLE EXTRA CHEER THIS TIME OF YEAR.
UM, NEXT UP, AS YOU MAY WELL RECALL, UM, WE RECENTLY HELD A WORKSHOP OF THIS BOARD.
UM, BUT THAT WAS A, A KEY MILESTONE IN, UM, TRANSIT PLAN 2035, UM, WHERE WE WERE ABLE TO REALLY EXERCISE OUR, UM, IMAGINATIONS IN, IN PLAYING THE TRANSIT LAND BOARD GAME, WHICH YOU SEE, UM, PICTURED HERE.
UM, AND UNDERSTANDING THE DIFFICULT TRADE-OFFS THAT HAVE TO HAPPEN AS WE PLAN A TRANSIT SYSTEM, BUT ALSO USING THAT AS A LAUNCHING POINT FOR OUR ONGOING, UM, DISCUSSION AND WORK AS WE LOOK OVER THE NEXT SIX MONTHS OR SO TO REALLY PUTTING TOGETHER THE TRANSIT PLAN THAT'S GONNA GUIDE THIS AGENCY OVER THE NEXT FIVE AND 10 YEARS.
UM, IT WAS A LOT OF FUN, UM, FOR US AS STAFF AND WE REALLY APPRECIATE OUR, THE BOARD'S ACTIVE,
[00:45:01]
UM, ENGAGEMENT.THERE'S ALSO BEEN, UM, A GOOD BIT GOING ON IN THE NEWS.
UM, WE'VE HAD A LOT OF INTEREST IN OUR NEW RAPID LINES AND OUR DECEMBER, UM, HOLIDAY EVENTS AND CONTESTS.
UM, YOU'LL SEE HERE ON THE NEXT SLIDE.
UM, JUST A FEW OF THE HEADLINES THAT HAVE BEEN OUT IN THE MEDIA.
UM, WE ALSO, UM, HAD A GREAT STORY, UM, FROM KVU TALKING ABOUT PEOPLE TRYING TRANSIT FOR THE FIRST TIME AND RELATIVELY NEW RELATIVE NEWCOMERS TO OUR SERVICE.
UM, AND QUOTED, UM, ONE OF OUR CUSTOMERS IS TALKING ABOUT ENJOYING BEING ABLE TO WALK A LITTLE BIT MORE.
UM, AND ONE OF THE GREAT BENEFITS OF USING PUBLIC TRANSIT BEING THE ABILITY TO BE, UM, MORE ACTIVE.
UM, SO WE'VE BEEN VERY PLEASED, UM, TO SEE THAT COVERAGE, UM, THROUGHOUT THE COURSE OF THE MONTH.
AND THEN ALSO LOOKING AT, UM, WHERE OUR, UM, WHAT OUR CUSTOMER CARE TEAM IS HEARING FROM OUR CUSTOMERS.
UM, THE MONTH OF NOVEMBER, UM, SAW A REDUCTION IN CALLS, UM, WHICH IS TYPICAL FOR THE MONTH OF NOVEMBER.
UM, NOTABLY WE HAVE A HOLIDAY IN THE MONTH, WHICH, UM, LESSENS THE NUMBER OF DAYS.
UM, WE ALSO NOTABLY HAD NO EVENTS AT THE Q2 STADIUM THIS MONTH.
IT'S A RARE MONTH THESE DAYS, UM, WHERE THAT'S A CASE, BUT THAT'S ALSO OFTEN A DRIVER OF CALLS.
UM, SO A RELATIVELY QUIET MONTH THIS MONTH.
UM, BUT WE, UM, CONTINUE TO SUPPORT OUR CUSTOMERS, UM, AS THEY USE OUR SERVICES.
AND THEN JUST A FEW, UM, NOTES OF, UM, WHERE I HAVE BEEN THIS MONTH.
UM, I, UM, PRESENTED LAST WEEK.
YOU'LL SEE THE TWO PICTURES THERE ON THE LEFT TO THE, UM, AUSTIN CHAMBER OF COMMERCE.
UH, IT WAS A JOINT, UH, MEETING OF THE CHAMBER OF COMMERCE INFRASTRUCTURE COMMITTEE AND LOCAL GOVERNMENT COMMITTEES.
UM, JUST TALKING ABOUT KAT METRO'S PROGRESS AND ALL THE GREAT STUFF THAT'S GOING ON IN OUR REGION'S MOBILITY LANDSCAPE.
UM, I WAS ALSO GRATEFUL ATTEND THE, TO ATTEND THE AUSTIN NAACP 2024 DE OVERTON AWARDS BANQUET.
UM, CELEBRATING, UM, ALONGSIDE MANY OF YOU HERE IN THIS ROOM.
WE WERE HONORED TO HOST, UM, AT OUR TABLE COUNCIL MEMBERS, HARPER, MADISON, AND FUENTES.
UM, AND, UM, WERE ABLE TO BE JOINED BY A NUMBER OF PEOPLE FROM OUR TEAM, UM, INCLUDING AN ATTRACTIVE GROUP OF OUR, UM, SERVICE PROVIDER STAFF, UM, AND EMPLOYEES AS WELL.
UM, I ALSO RECENTLY, UM, CONDUCTED A FIRESIDE CHAT AT THE TEXAS WOMEN IN PUBLIC SERVICE LEADERSHIP, UM, SUMMIT, UM, TALKING ABOUT HOW TO EMPOWER WOMEN IN PUBLIC SERVICE, UM, AND LEADING WITH OUR AUTHENTIC SELVES, WHICH, UM, I ALSO ALSO KNOWN AS I DON'T HAVE A POKER FACE, SO YOU GET WHAT YOU GET
UM, AND IT, AND, AND THAT WAS A LOT OF FUN.
UM, AND BECAUSE THIS IS THE LAST TIME, UM, WE WILL MEET THIS YEAR, UM, I WANTED TO END WITH OUR, OUR HOLIDAY ELVES IN FULL REGALIA.
UM, AND THANK THE BOARD VERY MUCH FOR, UM, YOUR SERVICE THIS YEAR.
I HOPE YOU ALL HAVE A WONDERFUL AND RESTFUL HOLIDAY SEASON, UM, IN FRONT OF YOU AT THE DAAS.
UM, ARE THESE LOVELY POINTS AS WE INVITE YOU EACH TO TAKE ONE HOME WITH YOU, UM, TO TAKE A LITTLE BIT OF CAPITAL METRO'S APPRECIATION WITH YOU, UM, THROUGH THIS HOLIDAY SEASON.
THAT CONCLUDES MY PRESENTATION REPORT.
ALRIGHT, NOW, YOU KNOW, IT'S, IT'S PRETTY GOOD.
WHEN YOU END UP A PRESENTATION WITH PEOPLE CLAPPING
ALRIGHT, SO, UH, THANK YOU FOR ALL THE WORK THAT YOU DO.
UH, I, I LIKE TO SAY, AND I LIKE TO REMIND FOLKS THAT, UH, THIS IS, THIS IS THE YOUNG LADY WHO, UH, HAS MOVED INTO A LEADERSHIP POSITION BUT HAS WORKED AT MOST LEVELS OF THE ORGANIZATION.
AND I THINK THAT CREATES A CERTAIN AMOUNT OF TRUST AND A CERTAIN AMOUNT OF COMRADERY.
AND I THINK THAT IT DEMONSTRATES ITSELF EVERY DAY IN THE WORK THAT COMES OUT OF HERE.
SO, UH, THE, THE MORE TIME I SPEND AROUND YOU, THE MORE I FEEL LIKE WE MADE THE RIGHT DECISION.
UH, WE, THE BOARD WILL NOW GO INTO EXECUTIVE SESSION WITH A QUORUM PRESENT UNDER SECTION 5 5 1 0.074 OF CONSULTATION WITH AN ATTORNEY REGARDING LEGAL ISSUES INCLUDING POTENTIAL AND CONTEMPLATED LITIGATION RELATED TO A CONTRACT WITH A VENDOR, SPECIFICALLY A CONTRACT WITH UTILITY CONTRACTOR SERVICES FOR CONSTRUCTION SERVICES.
THE TIME IS NOW 1249 AND UH, THIS WILL BE, UH, LET'S SEE, THIS WILL BE THE LAST ITEM ON OUR OPEN MEETING.
WE WILL NOT MAKE ANY VOTES OR DISCARD.
[IV. Public Comment]
YES, MR. CHAIR.DID, DID I SEE THAT THAT, UM, PUBLIC COMMENT? DID WE NEED TO, TO CIRCLE BACK TO PUBLIC COMMENT? OH, DID MS, DID I SEE MS. JOSEPH COME THROUGH? DO WE WANT TO DO THAT AND THEN FOR WE WE SHOULD DO THAT BEFORE BECAUSE THERE'S NOTHING ELSE ON.
DO WE WANT, YEAH, I WANTED TO SEE IF WE WANTED TO, TO TO, TO GET BACK TO HER
[00:50:01]
COMMENTS.NOT KNOWING HOW LONG WE'D BE IN EXECUTIVE SESSION.
YEAH, BECAUSE WE DON'T PLAN TO, YEAH.
I DIDN'T KNOW IF YOU'VE SEEN HER COME IN, SO, ALRIGHT.
MS. DEON'S LOOKING FOR THE, ALRIGHT, SOUNDS GOOD.
NO, NO, NO PROBLEMS. HERE WE GO.
LET ME JUST THANK UM, CHAIR STRATTON
I JUST WANTED TO MAKE A FEW COMMENTS SPECIFICALLY AS IT RELATED TO YOUR SAFETY ITEM.
I KNOW YOU'VE PASSED THESE ITEMS ALREADY, BUT I JUST WANTED YOU TO RECOGNIZE THE ADVERSE ARCHITECTURE, THE POLICY AND THE PROCEDURE THAT'S HAPPENING LAST NIGHT OVER AT SUNRISE.
ON THE LEFT, THE BOTTOM OF THE SCREEN, YOU'LL SEE A NUMBER OF PEOPLE WHO ARE UNHOUSED.
AND SO CAPITOL METRO HAS UNFORTUNATELY STARTED TO REMOVE BENCHES AND I JUST WANTED YOU TO SEE THAT SUNRISE DID THEIR PART.
THEY GAVE AWAY DEVICES FOR PEOPLE TO CHARGE THEIR PHONES IN THE UPPER RIGHT HAND CORNER, THEY GAVE OUT FOOD.
THERE'S A GENTLEMAN IN THE MIDDLE AT THE BOTTOM, IT'S HARD TO SEE HIM BUT WHERE THE ARROW IS POINTING, HIS NAME IS TAYLOR.
I JUST WANTED TO ASK THAT THE STAFF DO THE OUTREACH TO GO TO A HANCOCK SHOPPING CENTER, ROUTE 3 45.
UM, HE WANTS TO ACTUALLY GET HOUSED AND ALSO MAKE A PHONE CALL TO SOMEONE IN THE STATES AS IT RELATED SPECIFICALLY TO SOME OF THE OTHER ITEMS ON THE AGENDA.
I KNOW THAT YOU HAD THE FAIR BOX ITEM FOR $6.7 MILLION OR SO.
I JUST WANTED TO RECOGNIZE THAT REALLY IT'S THE INDIVIDUALS WHO ARE WORKING WHO ARE BURDENED BY PAYING THE FAIR.
SO MANY PEOPLE GET ON THE SYSTEM NOW AND THEY DON'T EVEN SAY ANYTHING TO THE OPERATOR.
THEY JUST GET ON THE BUS, THEY DON'T PAY THEIR FARE.
AND SO USING THAT MONEY FOR A NEW FAIR BOX SYSTEM IS REALLY A WASTE OF TAXPAYER DOLLARS.
AND I JUST WANNA REMIND YOU THAT FRAUD IS TRYING TO GET SOMETHING OF VALUE THROUGH WILLFUL MISREPRESENTATION.
SO THIS MORNING I SENT MY CON CONCERNS TO THE AUDITOR'S OFFICE AUDIT.
YOU CAN SEE IT ON THE SCREEN AUDITOR@SA.TEXAS.GOV.
AND LASTLY, I'LL TELL YOU ABOUT THIS SLIDE.
THAT ENDEAVOR, EVEN THOUGH THERE ARE FOR SOUTHEAST AUSTIN, ACTUALLY DROVE PEOPLE TO THIS SITE.
AND YOU COULD ACTUALLY DO A BETTER SERVICE BY LAPPING ROUTE 20 OFF A EAST RIVERSIDE TO SERVE THESE INDIVIDUALS.
I WANTED TO ACKNOWLEDGE THAT YOUR PLAN WAS BEING, UH, REVIEWED AND APPROVED TODAY.
AND RESPECTFULLY, YOU KNOW THAT I HAVE TALKED ABOUT CHINATOWN MIDBLOCK 5 8 5 7 FOR QUITE SOME TIME.
BUT I WANNA REMIND YOU THAT WHEN CHARMELLA MUKHERJEE DID THE ANALYSIS FOR THAT BUS STOP, SHE ACTUALLY IGNORED THE 2009 SAFETY REPORT FOR NORTH LAMAR THAT SAID THAT PEOPLE GET KILLED MIDBLOCK.
I WANT YOU TO RECOGNIZE AS WELL THAT GARDNER AVON GETS PAID VERY WELL.
HOWEVER, WHEN I GAVE HIM THE INFORMATION ABOUT THAT MID-BLOCK STOP, HE HAS DONE NOTHING BUT HIS SALARY CONTINUES TO INCREASE.
AS IT RELATES TO JACQUELINE EVANS IN THE BACK OF YOUR BOARD PACKET, THERE WAS THE DIVERSITY, EQUITY AND INCLUSION SLIDE.
IT WAS THE LETTER THAT WAS NOT BEING DISCUSSED.
SO I ASKED THE AUDITOR TO ABOLISH THAT OFFICE AND AS YOU WILL RECALL, OUR SENATORS HAVE SB 17 WHICH PROHIBITS DIVERSITY, EQUITY, AND INCLUSION IN THE HIRING AT HIGHER EDUCATION INSTITUTIONS.
AND SO THIS IS IN ALIGN WITH THAT.
UH, SHE HAS NEVER ACKNOWLEDGED THAT BLACK PEOPLE ARE WAITING 60 MINUTES FOR THE BUS, 10 TIMES LONGER THAN SOUTHWEST AND CENTRAL WHITES.
AND I CAN TELL YOU SPECIFICALLY ON GAME DAYS FOR THE UNIVERSITY OF TEXAS AT AUSTIN.
THE BUSES ARE ON STANDBY AT HANCOCK SHOPPING CENTER AND THE BUSES STILL NORTH OF US.
180 3 UNFORTUNATELY STILL HAVE THE DELAY.
IT'S 30 MINUTES TO TRANSFER AND YOU ARE ABLE TO DOUBLE COUNT AND TRIPLE COUNT THE MINORITY TRANSIT DEPENDENT RIDERS.
AND SO I WOULD JUST ASK YOU RESPECTFULLY TO PROVIDE THE NAME OF WHATEVER STAFF MEMBER DOES THE OUTREACH FOR THE HOMELESS.
UH, SO THAT THIS GENTLEMAN THAT I MET LAST NIGHT THAT DIGS IN THE TRASH CAN OVER AT HANCOCK SHOPPING CENTER CAN BE HOUSED.
I KNOW HE'S NOT AT A FACILITY, BUT IN THE PAST, UH, THE OUTREACH TEAM HAS ACTUALLY BRIEFED THE PROJECT CONNECT COMMUNITY ADVISORY COMMITTEE AND THEY'VE ACTUALLY MENTIONED THAT THEY'VE GOTTEN PEOPLE HOUSED IF THEY'RE ACTUALLY SLEEPING, FOR EXAMPLE, AT NORTHMORE TRANSIT CENTER OR SOUTH AUSTIN, UM, AT THE ACTUAL TRANSIT CENTER.
BUT WHEN YOU HAVE INDIVIDUALS SLEEPING ON THE BUS STOP BENCHES AND DIGGING IN YOUR TRASH CANS, I THINK THAT THEY QUALIFY TO BE HOUSED AS WELL.
AND FOR THE MEMBERS WHO ARE ON CITY COUNCIL, THEY KNOW THAT THEY SPENT OVER $20 MILLION
[00:55:01]
AT THE ARCH, WHICH IS AUSTIN RESOURCE CENTER FOR THE HOMELESS.AND THE MARSHALING YARD WAS JUST APPROVED FOR $16 MILLION ON THURSDAY.
SO IF YOU HAVE ANY QUESTIONS, I'LL GLADLY ANSWER THEM AT THIS TIME AND JUST APPRECIATE YOU ALLOWING ME TO MAKE MY COMMENTS AT THE END.
THANK YOU BOARD MEMBERS QUESTIONS.
[X. Executive Session]
THIS POINT THE BOARD WILL GO INTO EXECUTIVE SESSION WITH A QUORUM PRESENT UNDER SECTION ONE FIVE, UH, UNDER 5 5 1 0.074 FOR CONSULTANT, UH, FOR CONSULTATION WITH AN ATTORNEY, UH, REGARDING LEGAL ISSUES INCLUDING POTENTIAL AND CONTEMPLATED LITIGATION, UH, RELATED TO A CONTRACT WITH A VENDOR, SPECIFICALLY A CONTRACT WITH UNITY CONTRACT SERVICES FOR CONSTRUCTION SERVICES.UM, THE BOARD HAS NOW CONCLUDED EXECUTIVE SESSION.
UNLESS THERE'S ANY FURTHER BUSINESS BEFORE US TODAY, WE WILL STAND ADJOURNED LITERALLY AT 1 23.
