TWO IS RELATED TO THE NEGOTIATION AND EXECUTION OF A COOPERATIVE CONTRACT THROUGH THE TEXAS DEPARTMENT OF INFORMATION RESOURCES WITH KARA SOFT TECHNOLOGY CORPORATION FOR A CONSTRUCTION PROJECT MANAGEMENT INFORMATION SYSTEM, MR. BRAD CUMMINGS, OUR SVP OF PROCUREMENT AND CONTRACT MANAGEMENT IS HERE TO TELL US ABOUT THIS CONTRACT.UH, GOOD AFTERNOON, UM, BOARD, I'M REALLY EXCITED TO BE HERE TODAY TO SHARE WITH, UM, THE BOARD.
THESE LAST THREE CONTRACTS WE'RE TRYING TO GET AWARDED AND EXECUTED BEFORE THE END OF THE YEAR.
UM, THEY KIND OF TIE A REALLY NICE BOW ON THIS YEAR OF FINALIZING THE INTERNAL SUPPORT THAT WE HAVE NEEDED AND HAVE SHOWN THE BOARD, UM, THROUGHOUT THIS PAST YEAR, UM, TO BUILD US UP SO WE CAN TAKE ON THE FINAL DESIGN AND CONSTRUCTION CONTRACTS THAT WE'RE GONNA SEEK NEXT YEAR.
THE FIRST TWO RELATE TO IT, UM, GOODS AND SERVICES, THE FIRST ONE BEING A PROJECT MANAGEMENT INFORMATION SYSTEM.
WHAT THIS IS, IS A SOFTWARE PLATFORM THAT ALLOWS US TO, UM, STORE AND SHARE AND WORK IN A SYSTEM FOR ALL OF THE DATA THAT'S GOING TO BE ASSOCIATED WITH THE DESIGN AND CONSTRUCTION OF AUSTIN LAL.
UM, AND I WOULD LIKE TO REMIND THE BOARD THAT ON JULY OF 2021, THE BOARD HAD RECENT HAD APPROVED A INTERLOCAL AGREEMENT WITH THE DEPARTMENT OF INFORMATION RESOURCES AT THE STATE OF TEXAS TO ALLOW US TO UTILIZE THEIR COOPERATIVE PURCHASING PROGRAM TO MAXIMIZE ON PROCUREMENT EFFICIENCIES AND STATEWIDE DISCOUNTS THAT THE STATE CAN NEGOTIATE WITH THEIR BUYING POWER.
UM, AND WE ARE UTILIZING THAT BUYING POWER AND REALLY GREAT WORK THAT THE STATE HAS DONE TO HELP EXPAND, UM, AND PROCURE THIS EFFORT, UM, FOR THE PMIS SYSTEM.
SO BECAUSE THE STATE HAD ALREADY GONE THROUGH A PROCUREMENT PROCESS AND IDENTIFIED A LARGE NUMBER OF PMIS SYSTEMS THAT ARE AVAILABLE, THE GREAT THING ABOUT PMIS SYSTEMS IS ANYONE WHO CONSTRUCTS ANYTHING NEEDS ONE.
UM, AND SINCE GOVERNMENT DOES THAT A LOT, UM, A LOT OF THESE RESOURCES, ESSENTIALLY ALL THE 10 MAJOR LEADING INDUSTRY, UM, SOFTWARE WERE AVAILABLE WITHIN THE DIR, UM, NETWORK OF CONTRACTS.
SO INSTEAD OF GOING THROUGH A PROCUREMENT AND SPENDING A LOT OF ADMINISTRATIVE TIME AND EFFORT GOING THROUGH A VERY LONG AND LABOROUS

PROCESS, WE OUTLINED THE DIFFERENT REQUIREMENTS THAT WERE NECESSARY FOR US RIGHT NOW AND ALL OF THE REQUIREMENTS THAT WERE NECESSARY FOR PMIS SYSTEM IN THE FUTURE.AND THEN WE EVALUATED THOSE 150, SO REQUIREMENTS AGAINST ALL THE DIFFERENT PMIS SYSTEMS THAT WERE AVAILABLE THROUGH THE DIR, AND WE NARROWED IT DOWN TO THREE THAT BEST MET THE NEEDS OF A TP NOW AND IN THE FUTURE.
AND WE INVITED THOSE FIRMS TO COME AND DO LONG A ONE DAY LONG DEMONSTRATIONS TO SHOW US EXACTLY HOW THOSE REQUIREMENTS WORK WITHIN THEIR SYSTEM FOR A LARGE A TP STAFF.
UM, WE ALSO, UM, GRADED THEM BASED ON THEIR ABILITY TO CONNECT WITH OUR ERP SYSTEM, ORACLE, WHICH WE RECENTLY HAD IMPLEMENTED, UM, OVER THE SUMMER BECAUSE IT WAS REALLY IMPORTANT THAT THOSE TWO, THESE TWO PIECES OF SOFTWARE CONNECT, UM, AND WORKED TOGETHER.
AND THEN ALSO ON THE USER FRIENDLINESS, NOT ONLY FOR US, BUT WE REALLY WANTED TO MAKE SURE THAT THE CONTRACTORS WHO WERE GOING TO UTILIZE THE SYSTEM HAD A SYSTEM THAT WORKED FOR THEM AS WELL.
AND IT WAS ONE OF THE OTHER THINGS THAT WERE REALLY IMPORTANT IN EVALUATING, DECIDING WHAT TYPE OF SYSTEM WOULD BE BEST FOR THIS PROJECT.
AND ULTIMATELY, UM, THE, WHAT WE CAME TO THE CONCLUSION WAS PROCORE, UM, WAS THE BEST SYSTEM FOR US, UM, IN THIS PROJECT.
UM, THE PMAS SYSTEM HAS A LARGE NUMBER OF APPLICATIONS THAT GO ALONG WITH IT FROM DESIGN MANAGEMENT AND CAPITAL PROGRAMMING AND SCHEDULE MANAGEMENT, UM, AND A, A WIDE VARIETY OF LISTS THERE THAT WE'LL BE UTILIZING THE SYSTEM TO BE ABLE TO HELP US DO.
AND WHAT WE'RE ASKING THE BOARD TODAY TO IS TO APPROVE A ONE YEAR CONTRACT WITH SIX ONE YEAR OPTIONS FOR A TOTAL NOT TO EXCEED AMOUNT OF $6 MILLION.
WE'VE ALSO NEGOTIATED AT A FIXED PRICE FOR YEARS EIGHT, NINE, AND 10 IF WE WERE TO ELECT TO DO THAT.
UM, AND WE'LL COME BACK TO THE BOARD IN YEAR SEVEN IF WE NEED THOSE THREE ADDITIONAL YEARS, UM, OF SERVICE TO ADD ADDITIONAL FUNDING TO THE CONTRACT.
AND WE'RE ASKING THE BOARD TO AWARD THE CONTRACT TO CARESOFT, WHO IS A RESELLER OF SOFTWARE UNDER THE DIR CONTRACT, UM, FOR THE PROCO OR, UM, PMIS SYSTEM.
AND I'M HERE TO ANSWER ANY QUESTIONS YOU MAY HAVE.
DO WE HAVE ANY QUESTIONS FROM THE BOARD? UH, YES, GO AHEAD.
UM, HEY, BRAD, I JUST WANTED TO MAKE SURE, AND I KNOW WE'VE SPOKEN ABOUT THIS, UM, YOU, YOU KNOW, IT'S GONNA BE A CRITICAL PRE PIECE OF SOFTWARE FOR US, AND JUST WANTED YOU TO GIVE US SOME SENSE IN TERMS OF LIKE HOW MUCH THE PROCORE SOFTWARE'S BEEN USED IN THE INDUSTRY.
UM, YOU KNOW, DO YOU HAVE SOME KNOWLEDGE OF HOW IT'S BEEN RECEIVED BY OTHER USERS IN THE INDUSTRY? AND THEN I'D BE CURIOUS IF OUR DELIVERY PARTNER IS, UM, ALREADY FAMILIAR WITH THIS SOFTWARE.
THAT'S A REALLY GREAT QUESTION.
UM, SO THE FIRST, UM, ORGANIZATION THAT WE CONTACTED WAS, UH, AUSTIN AIRPORT.
UM, THEY HAD RECENTLY PROCURED PROCORE FOR ALL OF THEIR CONSTRUCTION BASED NEEDS.
AND WE TALKED TO THEM ABOUT, UM, THEIR SUCCESSES IMPLEMENTING IT.
UM, AND A LOT OF THE, THE REASONS WHY WE WANTED TO UTILIZE THE SYSTEM ARE BECAUSE OF THE THINGS THAT THE AIRPORT WERE ABLE TO STATE THE USER FRIENDLYS NOT ONLY INTERNALLY FOR STAFF, BUT REALLY, ESPECIALLY FOR CONTRACTORS AND ESPECIALLY FOR SMALL BUSINESSES, UM, WHO UTILIZE THE SYSTEM A LOT IN THEIR PROFESSIONS.
ANYWAYS, UM, IT MADE IT SO THEY DIDN'T HAVE TO LEARN A BRAND NEW SYSTEM, UM, OVER AND OVER AGAIN.
AND HAVING THE AIRPORT AND A TP UTILIZING IT ON THESE MAJOR INFRASTRUCTURE PROJECTS THAT WE'RE BOTH UNDERTAKING, I THINK WILL CREATE REALLY GOOD SYNERGY FOR LOCAL SMALL BUSINESSES, UM, WHO WILL NOT HAVE TO LEARN MULTIPLE DIFFERENT TYPES OF SOFTWARE TO WORK WITHIN THE CITY, WHICH IS A REALLY GREAT PLATFORM.
UM, WE ALSO TALKED TO LA METRO, WHO'S UTILIZED IT FOR A NUMBER OF THEIR PROJECTS AS WELL WITH A LOT OF GREAT SUCCESS.
UM, I SPOKE WITH HER PROGRAM, UM, CONTROLS DIRECTOR, UM, LAST WEEK, AND, UM, LEARNED FROM HIM ON A LOT OF THE SUCCESSES THAT THEY REALLY LIKED ABOUT IT.
AND AGAIN, THE USER FRIENDLINESS AND THE EASE FOR CONTRACTORS TO BE ABLE TO COME IN AND START USING IT WERE TWO OF THE BIGGEST HIGHLIGHTS THAT THEY PROVIDED.
LOUIS METRO IS ANOTHER, UM, TRANSIT AGENCY THAT UTILIZES THIS PROJECT AND ONE THAT PROCORE ADVERTISES A LOT.
THEY HAVE A, A VIDEO TOUR OF, UM, UH, ST.
LOUIS METRO'S, UM, PROJECT CONTROLS DIRECTOR TALKING ABOUT HOW GREAT IT'S BEEN IN HELPING THEM BUILD THEIR CAPITAL PROJECTS AND PROGRAMS, UM, AS WELL.
SO WE, WE'VE BEEN ABLE TO TALK TO A VARIETY OF, UM, LOCAL AND NATIONAL, UM, ORGANIZATIONS BOTH IN TRANSIT AND NOT IN TRANSIT, WHO HAVE HAD REALLY GREAT SUCCESS UTILIZING THE SYSTEM.
AND WHAT ABOUT SUPPORT? WHAT HAVE YOU HEARD ABOUT, LIKE, THEIR SUPPORT OF, UM, FOR USERS OF THE SOFTWARE? AGAIN, THAT WAS ANOTHER HUGE SELLING POINT, UM, AND THINGS WE LEARNED FROM THE AIRPORT.
UM, HAVING A LOCAL HEADQUARTERS LOCATED A COUPLE BLOCKS AWAY, UM, FROM US HERE, UM, HAS BEEN A HUGE, TREMENDOUS SUPPORT FOR THE AIRPORT AS THEY IMPLEMENTED AND STARTED THIS PROGRAM THERE.
UM, AND THAT'S ONE OF THE THINGS THAT EVERYONE HAS SAID IT'S BEEN AN EASIER TRANSITION PROCESS AND IMPLEMENTATION, UM, BECAUSE THEY PROVIDE A LOT OF ONBOARD SUPPORT, UM, THROUGH THAT FIRST YEAR TO GET EVERYTHING UP AND RUNNING AND MOVING

FORWARD AND BUILDING UP CAPACITY WITHIN THE ENTITY, AND THEN HELPING, UM, THE CONTRACTORS AS WELL, UM, LEARN HOW TO USE THE SYSTEM.DID, UM, ARE YOU AWARE OF WHETHER OR NOT OUR, YOU KNOW, THE DELIVERY PARTNER THAT Y'ALL ARE RECOMMENDING, DO THEY HAVE ANY EXPERIENCE WITH IT? YEAH, SO WE ACTUALLY HAD A WORKSHOP WHERE WE KIND OF WENT OVER THE DIFFERENT SYSTEMS THAT WE INTEND TO UTILIZE, AND WE TALKED ABOUT PROCORE WITH THEM.
IT'S SOMETHING THAT THEY'VE USED MANY TIMES BEFORE AND KNEW THAT THEY COULD STEP IN DAY ONE, UM, BEING READY TO HELP US IMPLEMENT.
UM, THIS IS SOFTWARE AS A SERVICE, SO MORE LIKE A MEMBERSHIP.
I'M CURIOUS IF WE HAVE THIS LICENSE, CAN IT BE ALSO ALLOWING OTHER MEMBERS TO JOIN INTO THE SYSTEM WITHOUT HAVING TO PAY THE LICENSE AGREEMENT? LIKE ALL OUR VENDORS? YEAH.
SO WE HAVE PURCHASED A, A, A SYSTEM THAT WILL ALLOW ANYONE WHO'S GOING TO WORK ON AUSTIN LIGHT RAIL OKAY.
TO BE ABLE TO HAVE A LICENSE TO BE ABLE TO DO SO.
SO ANYONE THAT'S GONNA BE WORKING WITH US IS A PART OR INCLUDED IN THIS, UM, CONTRACT, WHICH I, I, I PERSONALLY HAVE USED THE SOFTWARE.
AND AS A SMALL FIRM, I, IT WAS A REALLY BIG BENEFIT FOR ME, PARTICULARLY WITH WORKING WITH THE CITY OF AUSTIN FIRE STATIONS, BUT THEY WERE USING THAT AS A PLATFORM AND IT KIND OF UNIFIED THE TEAM IN INTO A SINGLE PLATFORM.
SO I WAS, I WAS EXCITED TO KNOW THAT YOU GUYS, THIS IS WHERE YOU LANDED.
UM, IN THE TRANSIT ARENA, WHAT I'VE BEEN FAMILIAR WITH USING HAS BEEN PROJECTWISE AND IT, I MEAN, I THINK THAT USER INTERFACE TO MAKE IT SEAMLESS WITH NEW DEVICES AND NEW TOOLS IN THE FIELD, I THINK IT'S REALLY REMARKABLE.
UM, BUT CAN YOU GIVE ME A BIT MORE SENSE OF, WAS THERE ANY DISCUSSION BETWEEN COMPARING PROJECTWISE OR ANY OTHER? YES.
AND BASED ON, UH, A CONVERSATION THAT I'VE HAD, UH, REGARDING PROJECTWISE A FEW TIMES, UM, WE ARE GONNA CONTINUE TO USE PROJECTWISE BECAUSE THE, WHAT PROJECTWISE IS USED FOR IS REALLY WORKING WITHIN THE DESIGN ITSELF.
THE DESIGN MANAGEMENT PROCESS WITHIN PROCORE IS MORE OF THE SUBMITTAL AND MANAGEMENT OF THE DESIGN SCHEDULE AND DESIGN PROCESS.
BUT AS FAR AS WORKING WITH CONTRACTORS ON DESIGNS AND COMMENTS, THAT WILL STILL BE DONE AND UTILIZED IN, UM, PROJECT WISE.
SO THIS IS NOT IN LIEU OF PROJECT? NO.
THEY'LL BE COORDINATED AND BE WORKING WITH TOGETHER, UM, INTEGR THE INTEGRATION.

SO WE ISSUED AN RFP, UM, A FEW, UH, LAST MONTH WE RECEIVED TWO RESPONSES FOR THE IT MANAGED SERVICES, AND I KNOW THAT'S A LOWER NUMBER THAN WE'RE USED TO SEEING, AND I'M HERE TO TELL THE BOARD THAT THIS IS VERY NORMAL FOR THIS TYPE OF SOLICITATION.
UM, FIRMS USUALLY ONLY RESPOND WHEN THEY HAVE THE AVAILABLE STAFF TO START ON DAY ONE, AND SO IF THEY DON'T HAVE THAT AVAILABLE STAFF, THEY USUALLY DON'T RESPOND.
SO MOST AGENCIES GET BETWEEN TWO AND FOUR RESPONSES FOR THIS TYPE OF SOLICITATION.
SO THE FACT THAT WE GOT TO, UM, IS, IS VERY, VERY NORMAL, AND I DON'T WANT THE BOARD TO, TO BE AFRAID OF, OF THAT, THAT NUMBER OF RESPONSES.

WE HAVE THEN SPENT A LOT OF TIME WORKING WITHIN THE INDUSTRY ITSELF, UM, TO GET IDEAS AND SUGGESTIONS ON HOW WE COULD, UM, GO ABOUT BRINGING FORWARD AUSTIN LIGHT RAIL, ESPECIALLY THIS DELIVERY PARTNER.
SO IT INVOLVED ISSUING AN RFI HOLDING HISTORY EVENTS.
AND THEN EVEN WITH THIS SOLICITATION, WE WANTED TO COLLABORATE TO THE HIGHEST EXTENT THAT I THINK MOST AGENCIES EVER HAD.
WE GAVE THE INDUSTRY COPIES OF THE SOLICITATION A FEW MONTHS BEFORE WE EVEN ISSUED IT AND SAID, TELL US HOW TO MAKE IT EVEN BETTER.
UM, AND THEY DID WITH 250 OR MORE COMMENTS THAT WE THEN REVIEWED AND INCORPORATED AS MANY AS WE COULD TO MAKE THIS A SOLICITATION THAT DELIVERED THE BEST SYSTEM, BUT IT WAS ALSO VERY APPETIZING AND APPEALING TO THE INDUSTRY ITSELF.
UM, WE RECEIVED A LARGE NUMBER OF RESPONSES WITH THAT, AND THEN WE CONTINUED THE COLLABORATION EFFORTS EVEN DURING THE SOLICITATION PROCESS.
AND I'LL GET TO THAT ON THE NEXT SLIDE.
UM, BECAUSE OF THESE EFFORTS AND ALL THE WORK THAT WE DID, WE RECEIVED SIX RESPONSES.
AND AGAIN, I'VE, I'VE PROCURED THESE SERVICES AT A NUMBER OF DIFFERENT AGENCIES ACROSS THE COUNTRY, AND TO GET SIX RESPONSES, ESPECIALLY OF THE QUALITY, UM, THAT WE RECEIVED FROM ALL SIX FIRMS AND OR TEAMS OF FIRMS THAT PROPOSED WAS REALLY AMAZING AND OUTSTANDING.

AND THE, THE TEAMS THAT THEY PROPOSED WERE FANTASTIC, AND WE HAD A HARD JOB IN FRONT OF US TO REALLY SELECT ONE TEAM AMONGST MANY GREAT TEAMS. UM, AND WE DID THAT THROUGH A THREE STAGE EVALUATION PROCESS.
WE STARTED OUT BY REVIEWING AND EVALUATING THEIR STATEMENT OF QUALIFICATIONS, AND WE USED A LARGE SUBJECT MATTER TEAM, UM, TO BE ABLE TO DO THAT, INCORPORATING A TP EXPERTS WITH EXPERTS FROM CAP METRO IN THE CITY TO HELP PARTICIPATE IN REVIEW THAT.
UM, IT WAS A TREMENDOUS AMOUNT OF EFFORT, UM, TO GET THAT DONE.
AND WE WANT TO THANK AGAIN, EVERYONE WHO'S BEEN A PART OF THAT PROCESS.

YOU DO THE QUALIFICATIONS TO ENSURE THAT THE TEAM IS QUALIFIED AND HAS THE EXPERIENCE AND EXPERTISE TO MOVE FORWARD.

AND THEN THEY WERE EVALUATED BASED ON THAT EFFORT.
UM, AND FROM THAT EXERCISE, AECOM WAS FOUND TO BE, UM, THE, THE FIRM THAT WE FELT WAS IN THE BEST INTEREST OF A TP IN THIS PROJECT MOVING FORWARD.
AND THAT'S THE FIRM WE'RE RECOMMENDING FOR AN AWARD HERE TODAY.

UM, THEY ARE PROVIDING 10 LOCAL FIRMS TO HELP BUILD THIS PROJECT.
AND 10 REGIONAL FIRMS, MEANING THEY'RE HEADQUARTERED WITHIN THE STATE OF TEXAS.
UM, AND HERE'S A SAMPLING OF SOME OF THE PROJECTS THAT THE TEAM THAT'S BEEN SELECTED ON THIS PROJECT HAVE BEEN A PART OF IN HELPING DELIVER, UH, AGAIN, WORLDWIDE MAJOR INFRASTRUCTURE PROJECTS THAT HAVE ADVANCED, UM, TRANSPORTATION IN, IN MAJOR CITIES.

ATP'S LANGUAGE ACCESS PLAN INCLUDES A LIST OF LANGUAGE ASSISTANCE MEASURES THAT A TP PLANS TO IMPLEMENT TO PROVIDE ACCESS TO INFORMATION AND SERVICES TO ITS LEP CUSTOMERS, THOSE LIMITED ENGLISH PROFICIENCY.
IT ALSO INCLUDES A LIST OF RECOMMENDED ACTIONS THAT ATTP CAN IMPLEMENT OVER TIME AS BUDGET ALLOWS TO IMPROVE ITS SERVICES.
FOR THIS AUDIT, WE COMPARED ATP'S CURRENT GOALS AND ACTIVITIES RELATED TO LANGUAGE ACCESS AND ACCESSIBILITY TO THOSE FEDERAL REQUIREMENTS AND INDUSTRY BEST PRACTICES.
