THEN I'M GONNA TOUCH ON CHIEF DAVIS'S 100 DAY PLAN, GO OVER SOME OF OUR COMMUNITY ENGAGEMENT PROJECTS THAT WE'VE ENGAGED IN THE LAST FEW MONTHS, TOUCH ON STAFFING AND VACANCIES, AND THEN TOUCH ON SOMETHING RELATED TO THE COMMANDER PROMOTIONAL PROCESS, WHICH IS SOMETHING THAT CAME ABOUT WITH THE PASSING OF THE NEW CONTRACT WITH THE A PA AND THEN GO OVER SOME HIGHLIGHTS OVER OUR TRAINING ACADEMY. NEXT SLIDE. SO WHEN IT COMES TO OUR CRIME REPORT, WANTED TO HIGHLIGHT THAT THERE HAS BEEN A DRAMATIC DECREASE IN OUR AUTO THEFTS FROM 2023 TO 2024. THERE'S [00:10:01] BEEN A 29% DECREASE. AND THAT'S BECAUSE THERE'S BEEN A MULTITUDE OF EFFORTS RELATED TO AUTO THEFTS. ONE OF THE THINGS THAT WE DID WAS A HYUNDAI ON ANTI-FAT EVENT, WHICH WAS COORDINATED AND ORGANIZED WITH TWO DIFFERENT HYUNDAI EVENTS. ONE THAT LASTED THREE DAYS AND NEARLY 1000 STEERING WHEEL LOCKS WERE HANDED OUT. IN ADDITION TO 943 HYUNDAI VEHICLES RECEIVED A FREE ANTI-FAT SOFTWARE UPGRADE, AND IN THAT IT WAS FREE TO THE COMMUNITY. HYUNDAI DID A FANTASTIC JOB. THEY ACTUALLY SET UP MOBILE TENTS WHERE SOMEBODY COULD JUST DRIVE UP, THEY WOULD DRIVE THEIR CAR INTO A TENT, THEY'D STEP OUT, THE UPGRADE WOULD BE DONE IN THEIR VEHICLE, AND THEY'D GET BACK IN THEIR VEHICLE AND, AND DRIVE OUT. AND SO THAT WAS A VERY SUCCESSFUL EVENT AND WE'RE WORKING ON GETTING SOME MORE OF THOSE SET UP IN THIS UPCOMING YEAR. IN ADDITION, WE'VE HAD SOME POLICY AND PROCEDURE UPDATES ON HOW WE HANDLE AUTO THEFT RECOVERIES TO MAKE SURE THAT THE RECOVERY PROCESS IS THOROUGH AND WE ARE MAKING SURE WE COLLECT AS MUCH EVIDENCE AS WE CAN IN ORDER TO IDENTIFY SUSPECTS AND APPREHEND OFFENDERS. WE'VE ALSO HAVE A NEW WEBSITE, OR WE'VE ENHANCED OUR WEBSITE TO WHERE WE CAN LINK AUTO THEFT WHEN THEY OCCUR, THEREFORE WE CAN LINK THEM TO OTHER SUSPECTS THAT MIGHT BE COMMITTING THE SAME CRIME. THEREFORE, WE ARE APPREHENDING MORE OFFENDERS THAT ARE COMMITTING, UH, AUTO THEFTS. IN ADDITION TO THAT, WE'VE DONE SOME COMMUNITY ENGAGEMENT WHERE OUR UNIT HAS ATTENDED VARIOUS COMMUNITY ENGAGEMENTS, COMMUNITY CONNECT, HOA MEETINGS, AND ALSO HOSTED INSURANCE EVENTS TO WHERE IF SOMEBODY DOES HAVE THEIR VEHICLE STOLEN, WHAT IS THE APPROPRIATE PROCESS, NOT JUST REPORTING TO THE POLICE, BUT ALSO REPORTING TO THEIR INSURANCE COMPANIES. AND SO WE'VE UTILIZED OUR OFFICE OF COMMUNITY LIAISON AND, UH, NUMEROUS HOAS AND THEN ALSO OUR DISTRICT REPRESENTATIVES WITH THAT. AND THEN WE'VE ALSO CONDUCTED SOME BAIT OPERATIONS, AND THAT'S ESSENTIALLY WHERE A DECOY CAR IS PLACED. AND ONCE IT IS STOLEN, THERE'S A DEVICE ON THERE AND WE CAN TRACK WHERE THAT, WHERE THAT VEHICLE IS AND THEN APPREHEND THE OFFENDERS. NEXT SLIDE. THERE WAS AN 8% INCREASE IN OUR KIDNAPPING AND ABDUCTIONS FROM 2023 TO 2024. AND OVER A FIVE YEAR MEAN IT'S AN INCREASE OF 24%. MOST OF THE VICTIMS ARE ADULT VICTIMS. AND IN THAT ADULT VICTIM RANGE FOR THE MEAN OVER THE 20, SORRY, OVER THE FIVE YEAR PERIOD WAS FOR ADULTS AND THERE'S BEEN AN INCREASE IN 77% THERE. ADULT VICTIMS WITH A FAMILY VIOLENCE COMPONENT WAS 50%, AND THEN WITH JUVENILE OR A FAMILY VIOLENCE COMPONENT 0.06%. AND SO WE WANTED TO MAKE SURE WE WERE UNDERSTANDING WHY THERE WAS SUCH A DRAMATIC INCREASE. WE ARE BEING MORE INTENTIONAL ABOUT WHEN WE ARE INVESTIGATING FAMILY VIOLENCE INCIDENTS. WHEN THERE'S A COMPONENT WHERE SOMEBODY IS EITHER UNLAWFULLY RESTRAINED OR EITHER TAKEN FROM ONE LOCATION TO, TO ANOTHER, MAKING SURE THAT ALL COMPONENTS RELATED TO A FAMILY VIOLENCE INCIDENT OR A FAMILY VIOLENCE SEXUAL ASSAULT TYPE INCIDENT. ALL COMPONENTS OR EITHER SUBCATEGORIES THAT COULD BE INCLUDED AS A LESSER INCLUDED OFFENSE IS INCLUDED IN THE REPORT ITSELF. SO THAT'S WHERE WE SEE THE INCREASE THERE. SOME OF THE PROJECTS YOU REQUESTED THAT WE INCLUDE IN OUR CRIME REPORT IS ONE OF OUR SHOPLIFTING BLITZ OPERATIONS, WHICH WAS CONDUCTED BY OUR NORTH METRO TACTICAL TEAM. AND THEY CONDUCTED FIVE OPERATIONS OVER THE COURSE OF NOVEMBER AND DECEMBER FOCUSING ON SHOPLIFTING, RETAIL SHOPLIFTING, AND RESPONDED TO 22 CALLS OF SERVICE IN THAT THEY CONDUCTED 32 ARRESTS OR EITHER ISSUED SUMMONS, THAT'S A CITATION SITE AND RELEASE FOR SHOPLIFTING IS WHAT A SUMMONS WOULD BE. AND RECOVERED OVER $12,000 IN STOLEN MERCHANDISE AND THREE STOLEN VEHICLES. IN ADDITION, THEY FORMED VARIOUS, UH, COMMUNITY, UH, CONNECTIONS WITH RETAIL PROVIDERS AND ENHANCED RELATIONSHIPS, OF COURSE WITH THOSE RETAIL PROVIDERS. NEXT SLIDE. AND THEY RANGE FROM AGE NINE TO 12, AND IT INVOLVED 150 LAW ENFORCEMENT PERSONNEL FROM THE AUSTIN POLICE DEPARTMENT, AUSTIN, ISD PD, THE SHERIFF'S OFFICE, AND ALSO OUR VICTIM SERVICES, UH, PARTICIPATED. AND ESSENTIALLY WE WILL HAVE CHILDREN GO TO TARGET. WE DID ONE AT, UH, CAPITOL PLAZA, AND THEN ALSO THE ONE AT SOUTH PARK MEADOW. WE PICK UP SCHOOL CHILDREN FROM THEIR SCHOOLS. THEY'LL GO SHOPPING WITH AN OFFICER. UM, SO THAT IS VERY IMPORTANT BECAUSE OFTEN WHEN WE TALK TO LAW ENFORCEMENT, SOME OF THE CONCERNS ARE, AND I THINK, UM, CHIEF HENDERSON MENTIONED IT EARLIER, IS THAT YOU GO TO A SCENE AND THERE'S A RECOGNITION THAT THERE ARE THINGS NEEDED BEYOND WHAT THE POLICE OFFICERS CAN DO, RIGHT? AND THAT'S KIND OF WHERE WE STEP IN. NEXT SLIDE, PLEASE. AND SO THE WAY WE LOOK AT, UM, VIOLENCE REDUCTION AND DECREASING HARM IN OUR COMMUNITY IS THROUGH OUR ACTUALIZING PEACE MODEL. AND IT'S A SOCIAL ECOLOGICAL MODEL WHERE EACH LEVEL OF THE MODEL, WE'RE LOOKING TO ACHIEVE A SPECIFIC GOAL. WE TAKE KEY ACTIONS THAT ARE ADDRESSING SOCIAL DETERMINANTS OF HEALTH, UM, [01:20:01] THAT WE ARE SEEKING TO INCREASE PROTECTIVE FACTORS, REDUCE RISK FACTORS, AND, UM, DOING ALL OF THESE THINGS TO CHANGE THE MATERIAL CONDITIONS WITHIN PEOPLE'S LIVES, WITHIN THE COMMUNITY, WITHIN NEIGHBORHOODS TO CREATE GREATER RESILIENCY. NOW, UM, SOME OF OUR KEY REDUCTIONS THAT WE'RE LOOKING AT IS, UH, REDUCING COMMUNITY VIOLENCE, REDUCING HOMICIDES, REDUCING DOMESTIC VIOLENCE, REDUCING AGGRAVATED ASSAULTS. UM, AND LIKE, YOU KNOW, A LOT OF THE WORK THAT'S BEING DONE IN A PUBLIC SAFETY LAND LANDSCAPE, WE WORK IN HOTSPOTS. I'M SORRY, I'M LIKE STRETCHING. UM, WE WORK IN, UM, HOTSPOT LOCATIONS. UH, WE WORK WITH INDIVIDUALS AND WHO ARE MOST AT RISK, THAT SAID, BEING VICTIMS OF CRIME OR BEING PERPETRATORS OF CRIME. AND THEN WE TAKE THIS CROSS-FUNCTIONAL STRATEGIC PLANNING APPROACH TO, UM, TO KINDA WORKING COLLECTIVELY TOGETHER TO DEVELOP STRATEGIES FOR REDUCING, UM, UM, CRIME. NEXT SLIDE, PLEASE. AND WHEN WE'RE LOOKING AT THE PUBLIC A HEALTH APPROACH, WE REALLY, REALLY WANNA UNDERSTAND WHAT THE PROBLEM IS, HOW YOU KNOW WHAT'S HAPPENING, AND HOW DO WE FIX IT, RIGHT? AND THE ONLY WAY THAT WE CAN DO THAT IS LOOKING AT DATA THAT'S QUALITATIVE AND QUANTITATIVE DATA. THAT'S, UM, LOOKING AT CRIME DATA, LOOKING AT OTHER METRICS, TALKING TO COMMUNITY, AND PUTTING ALL THE INFORMATION TOGETHER TO GIVE US A BETTER UNDERSTANDING OF THE DRIVERS OF CRIME IN OUR COMMUNITY. ONCE WE UNDERSTAND THAT, WE DEVELOP STRATEGIES AND INTERVENTIONS, AND THEN WE EXPAND THOSE TO THE LEVEL OF SCALE, AND THEN WE BAKE IT INTO THE CAKE, RIGHT? BECAUSE WE WANNA CREATE THE SOCIETAL NORMS AS WELL AS THE CONDITIONS THAT ARE NECESSARY SO THAT PEOPLE HAVE THE OPPORTUNITY TO MAKE BETTER CHOICES IN THEIR LIVES. NEXT SLIDE. UM, AND FOR US, AND I'LL SAY THESE IS VERY HARD TO SEE HERE, SO I'M LOOKING AT MY SLIDES HERE, . UM, WE HAVE OUR VALUE PROPOSITIONS. SO IF WE TAKE CERTAIN ACTIONS, WE'LL HAVE CERTAIN IMPACTS. SO IF WE INVEST IN PROGRAMS THAT WE KNOW THAT WORK, AND WE'RE LOOKING AT THE HYPER, HYPER-LOCAL LEVEL, YOU KNOW, WE HAVE LESSONS LEARNED ON THE, ON, FROM THE NATIONAL LEVEL OR EVEN INTERNATIONAL LEVEL, BUT WE WANNA UNDERSTAND HOW THOSE THINGS REFLECT ON A LOCAL LEVEL. UM, AND WE DO THAT BY LOOKING AT LOCAL DATA AND TALKING TO PEOPLE THAT'S BEING IMPACTED. UM, AND WE ALSO WANT TO WORK WITH PEOPLE WHO ARE ALIGNED WITH THE WORK THAT WE WANNA DO, WHICH IS THE ACTUALIZED PIECE IN OUR COMMUNITY. SO IF WE DO ALL OF THESE THINGS, WE BUILD LOCAL CAPACITY, WE WORK WITH FOLKS, UM, THAT ARE ALIGNED AND THROUGH THIS PROCESS, THE GOAL IS TO ACTUALIZE PEACE. THE GOAL IS TO BUILD THOSE MATERIAL CONDITIONS. THE GOAL IS TO AMPLIFY THIS WORK AND TO KIND OF LOOK AT PUBLIC SAFETY IN A WAY THAT'S MORE ROBUST, UM, THAN POLICING. LIKE, I CAN KIND OF SEE POLICING AS IT IS VERY NECESSARY, RIGHT? AS AND ON THE CONTINUUM OF PUBLIC SAFETY, YOU KNOW, POLICE, UM, THAT DO PREVENTION WORK, BUT ALSO DO A LOT OF CRISIS INTERVENTION WORK. AND WE KIND OF SEE OUR WORK AT THAT, UH, PLACES WHERE PREVENTION AND INTERVENTION MEET, RIGHT? AND SO IF WE CAN WORK WITH PEOPLE AND PROVIDE THOSE SERVICES AND KEY SKILLS AND SUPPORT THAT THEY NEED, THAT THROUGH THAT ACTION AND THROUGH THE COLLECTIVE ACTION OF ALL OF US, WE CAN REDUCE CRIME. NEXT SLIDE, PLEASE. NOW, WITH THE OFFICE OF VIOLENCE PREVENTION, WE OURSELVES HAVE INVESTED IN CERTAIN PROGRAMS THAT WE FEEL THAT ARE VERY NECESSARY TO REDUCING CRIME IN OUR COMMUNITIES. BUT BY DOING SO THROUGH PROVIDING CERTAIN SERVICES, SO WE INVEST IN YOUTH PROGRAMS THROUGH, UM, COMMUNITY ART AND SCREENING, WHICH IS THE, IS THROUGH MEXICO CARTOON MUSEUM. WE, UM, ARE DOING COMMUNITY ART PROJECTS. AND THAT ONE SLIDE THAT I SHOWED EARLIER WITH THE MURAL, UM, THAT IS AT AIKENS HIGH SCHOOL, AND THAT'S ONE OF OUR PROJECTS THAT WE DID. AND SO WE HAVE DIFFERENT MURALS AND DIFFERENT PROJECTS AND DIFFERENT, UM, UM, THAT ARE HAPPENING IN SCHOOLS, AND IT'S DESIGNED TO BUILD GREATER COHESIONS WITHIN SCHOOLS. UM, ALSO OUR YOUTH PROGRAMS PROVIDE GROUP SERVICES, GROUP THERAPY, AS WELL AS INDIVIDUAL THERAPY FOR, FOR FAMILIES AND KIDS, UM, TO MAKE SURE THAT THEY HAVE THE SKILLS THAT THEY NEED OR THE SERVICE THEY NEED TO, TO HELP FOLKS HEAL. YOU KNOW, BECAUSE, YOU KNOW, WE KIND OF SEE KIDS, YOU KNOW, AS LIKE, THEY'RE KIND OF LIKE, YOU KNOW, CANARIES IN THE COAL MINE, RIGHT? OFTENTIMES KIDS ARE KIND OF LOOKED AT AS THE PROBLEM, BUT THEY'RE MORE OF A SYMPTOM OF SOMETHING MORE GLOBALLY HAPPENING IN THE COMMUNITY. UM, AND LIKE I SAID BEFORE, SOME OF THE KEY WORK THAT WE'RE DOING IS AROUND FIREARM [01:25:01] VIOLENCE REDUCTION. WE HAVE OUR COMMUNITY VIOLENCE INTERVENTION PROGRAM CALLED A TX PEACE, AND THEY ARE, THEY WORK TO ADDRESS, UM, UH, NEAR TERM HOMICIDES BY WORKING IN HOTSPOT LOCATIONS WITH INDIVIDUALS WHO ARE TRUSTED MESSENGERS WITH LIVED EXPERIENCE. THEY DO COMMUNITY OUTREACH TO WORK WITH IDENTIFIED PEOPLE WHO ARE AT HIGHEST RISK OF EITHER BEING A VICTIM OR A PERPETRATOR OF VIOLENT CRIME, AND THEN PROVIDING WRAPAROUND SERVICES. IT ALSO TO INCLUDE, UM, CONFLICT MEDIATION, DEESCALATION, UM, AND DIFFERENT THINGS FOR HEALING AND RESTORATION, JOB TRAINING FOR INDIVIDUALS. NOW WE HAVE OUR SAFE GUN STORAGE SAVES LIVES, WHICH PROVIDES GUN LUCK EDUCATION AND DISTRIBUTION TO THE COMMUNITY. UM, SINCE THIS INCEPTION IS GIVEN OUT, THEY'VE GIVEN OUT ABOUT 8,000 GUN LOCKS. WE OURSELVES AT THE OFFICE OF VIOLENCE PREVENTION HAS ALSO GIVEN OUT 2000 GUN LOCKS. SO ABOUT 10,000 GUN LOCKS WE'VE GIVEN OUT SO FAR. AND, UM, SAFE GUN STORAGE SAVES LIVES, UM, WHICH IS THROUGH LOCK ARMS FOR LIFE. THERE HAVE CREATED A GRAPHIC NOVEL FOR KIDS, UM, TO TALK ABOUT THE IMPORTANCE OF SAFETY, SECURING FIREARMS, AND, UM, AND HOW TO, TO, TO MAINTAIN YOUR SAFETY IN, IN, IN, IN THOSE, UM, INSTANCES. NOW, I'LL TALK ABOUT THIS A LITTLE BIT FURTHER, MORE LATER ON, BUT THE FIREARM TECHNICAL ASSISTANCE PROJECT THAT WE CALL FTAP, UM, IT IS A GRANT THAT WE RECEIVED THROUGH A COMPETITIVE PROCESS THROUGH THE DEPARTMENT OF JUSTICE OFFICE ON VIOLENCE AGAINST WOMEN. AND IT'S DESIGNED TO CREATE A COMPREHENSIVE CROSS-JURISDICTIONAL, UH, STANDARDIZED FIREARM SURRENDER PROTOCOL AND DOMESTIC VIOLENCE CASES. AND THAT'S AN ONGOING WORK, AND IT'S LIKE A THREE TO FIVE YEAR, UM, PROJECT. UM, AND THEN WHEN WE'RE TALKING ABOUT HEALING AND RESTORATION, I WANT TO PARTICULARLY HIGHLIGHT, UM, THE HARVEST TRAUMA RECOVERY CENTER. UM, IT IS THE FIRST TRAUMA RECOVERY CENTER IN THE STATE OF, UM, TEXAS. UM, IT'S A NATIONAL MODEL, UM, AND BASICALLY IT PROVIDES MENTAL HEALTH SERVICES AND SUPPORTS FOR CRIME VICTIMS AND THEIR FAMILIES. AND, UM, THE HARVEST TRAUMA RECOVERY CENTER IS ABOUT A LITTLE BIT OVER A YEAR OF OPERATING. AND INITIALLY THEY WERE ONLY TO SEE 120 PEOPLE. THEY'VE SEEN 800 PEOPLE, UM, DURING THEIR FIRST YEAR OF OPERATIONS. UM, AND THEN 400 OF THOSE MET THE CRITERION OR MORE FOR THE HARVEST TRAUMA RECOVERY CENTER, BUT THEY DON'T BELIEVE IN TURNING ANYONE AWAY. SO THEY PROVIDED SERVICES TO THE OTHER 400. SO, I MEAN, THERE'S A LOT OF BUZZ AROUND THE HARVEST TRAUMA RECOVERY CENTER. I KNOW CENTRAL HEALTH IS WANTING TO HELP FUND THEM. UM, AND SO WE'RE GOING TO BUILD A, UM, VERY ROBUST INFRASTRUCTURE AND HELP THEM SO THEY CAN HAVE LONG-TERM SUSTAINABILITY. NEXT SLIDE, PLEASE. OKAY. SO GETTING A BETTER UNDERSTANDING, SO LIKE THE BACKBONE OF THE WORK OF THE OFFICE OF VIOLENCE PREVENTION IS LOOKING AT DATA, BUT IT'S, IT'S, IT'S MORE THAN JUST LOOKING AT CRIME DATA. LIKE I SAID BEFORE, WE'RE WORKING TO TRULY UNDERSTAND WHAT ARE THOSE ROOT CAUSES TO, UM, VIOLENCE AND HARM IN OUR COMMUNITY. WHAT WE ALSO KNOW IS THAT MOST CRIME IS NOT KNOWN TO LAW ENFORCEMENT. SO WE REALLY WANNA GET A BETTER UNDERSTANDING ON KIND OF, IF, IF WE, IF WE DON'T KNOW EVERYTHING, LIKE THERE'S A SHADOW PART THAT WE DON'T SEE. SO WE'RE TRYING TO GET TO UNDERSTAND THAT SHADOW PART AND ALSO UNDERSTAND LIKE CERTAIN THINGS WE SAY, SAY FOR EXAMPLE, PEOPLE WILL SAY, YOU KNOW, POOR SCHOOL ATTAINMENT IS A, IS A, IS A PREDICTOR FOR VIOLENCE, BUT WE WANNA KNOW, IS IT POOR SCHOOL ATTAINMENT OR IS IT SOMETHING ELSE? DOES THAT SERVE AS A PROXY FOR SOMETHING ELSE? SO THAT WE'RE JUST WORKING REALLY HARD TO TRY TO UNDERSTAND THOSE THINGS. SO THROUGH THIS SECTION, WE'RE GONNA TALK ABOUT OUR EFFORTS TO BETTER GET A BETTER UNDERSTANDING. NEXT SLIDE, PLEASE. SO WE HAD A CONTRACT WITH THE NATIONAL INSTITUTE FOR CRIMINAL JUSTICE REFORM, AND THEY'RE A NATIONAL ORGANIZATION, AND, AND THEY, THEY, ONE THING THEY DO IS KIND OF BUILD OFFICES OF VIOLENCE PREVENTION AND OTHER THINGS THAT THEY DO, OR THEY COME INTO THE COMMUNITY AND DO GUN VIOLENCE PROBLEM ANALYSIS. AND SO WE CONTRACTED WITH THEM TO COME TO AUSTIN TO DO THAT FOR US, AND THEY WORKED WITH, UM, A PD, UM, TO DO THIS PROCESS, YOU KNOW, AND WE WERE VERY GRATEFUL FOR AP D'S PARTICIPATION IN THAT, BECAUSE IT'S KIND OF A RESEARCHER COMES DOWN AND, AND LOOKS AT THE DATA. AND THE GOAL IS TO UNDERSTAND THE ROOT CAUSES AND THE SOLUTIONS, RIGHT? THAT IS THE GOAL OF THE GUN VIOLENCE PROBLEM ANALYSIS. AND, UM, TO FIND OUT WHO'S HIGHEST RISK AND HOW [01:30:01] TO PROVIDE THOSE SERVICES. AND ALSO, THIS WORK IS USED TO, UM, HELP DRIVE POLICY. NOW, THERE ARE SOME LIMITATIONS HERE WITH THE DATA. UH, WE COULD NOT EXAMINE NON-FATAL INJURY SHOOTINGS, BECAUSE THAT'S KIND OF NOT TRACKED HERE IN AUSTIN, FROM WHAT I UNDERSTAND. AND I KNOW DUE TO A PD SHORTAGES, WE WERE ONLY ABLE TO TALK TO SERGEANTS, UM, AND NOT, UM, THE DETECTIVES. SO, BUT THAT'S SOMETHING THAT, THAT WAS AN ACCOMMODATION THAT A PD WAS GRACIOUS TO, TO, TO, TO MAKE FOR US. AND THEN ALSO THE WAY THAT, UM, POLICE DATA IS TRACKED IN, UM, IN TEXAS, IT WAS VERY DIFFICULT FOR, UM, THE NATIONAL INSTITUTE TO GET ALL OF THE CRIMINAL HISTORIES TO MAKE A THOROUGH ASSESSMENT. SO I JUST WANNA SAY THAT NEXT SLIDE, PLEASE. AND AS YOU CAN SEE THAT AUSTIN HISTORICALLY HAS BEEN ONE OF THE SAFEST CITIES IN THE UNITED STATES. IT'S ONE OF THE SAFER BIG CITIES. UM, THERE WAS A SPIKE IN CRIME EXPERIENCE IN 2021, AND WITH SOME REDUCING DOWN TO BASELINE, THAT'S HAPPENING IN 2023. I CAN'T SAY, I DON'T KNOW, FOR 2024. UM, BUT THAT'S WHAT WE SAW FOR 2023. I WILL ALSO SAY THE NATIONAL TREND WAS CRIME SPIKED DURING COVID. AND, UM, LIKE FOR MYSELF, YOU KNOW, WHEN WE THINK ABOUT CRIME AND DRIVERS OF CRIME, UM, IT'S A LOT OF STRESSORS LIKE ALLOSTATIC LOAD. AND SO AS THE, AS THE PLANET EXPERIENCED, COVID, EVERYONE STRESSED, ALL THESE THINGS HAPPENED AND CRIME INCREASED, RIGHT? THAT'S MY THEORY, IS IT PROBABLY USE A LOT OF PEOPLE'S THEORY. UM, AND SO WE JUST WANTED TO SHOW YOU THIS, UH, THE HOMICIDE RATE DATA. NEXT SLIDE, PLEASE. AND SO THIS IS JUST A DATA SHOWING THE HOTSPOTS IN AUSTIN, UM, FOR HOMICIDES AND, AND HOMICIDES, UM, WITH GUNS, WHICH IS ALONG THAT I 35 CORRIDOR. AND A LOT OF THE WORK THAT WE DO IS RELATED TO, UM, WORKING IN HOTSPOTS. UM, AND WE HAVE SOME PROGRAMS, UM, AROUND GEORGIAN ACRES, RUNDBERG AREA, NORTH LAMAR, UM, RIVERSIDE, RF AREA. THAT'S TWO SEPARATE AREAS, BUT I THINK YOU KNOW WHAT I MEAN. AND SO IN TERMS OF THE DEMOGRAPHICS FOR, UM, INDIVIDUALS WHO ARE, UM, INVOLVED IN HOMICIDES, BOTH SUSPECTS AND, AND VICTIMS ARE MOSTLY MALE, MOSTLY AFRICAN AMERICAN, AND MOSTLY HISPANIC. I MEAN, THAT'S KIND OF WHAT THE DATA IS BEARING OUT. NEXT SLIDE PLEASE. AND THEN ONE MORE SLIDE. THANK YOU. UM, AND THEN ALSO WHAT WE KNOW IS THAT SUSPECTS, UM, TEND TO BE YOUNGER THAN THEIR VICTIMS. UM, IN THIS, IN THIS, UM, GRAPH IS JUST SHOWING THAT AND AL SHOWING THAT. AND AS WELL, CRIME KIND OF CLUSTERS AROUND 18 TO 44, RIGHT? THAT IS KIND OF BEARING OUT IN THE DATA LOCALLY. AND IT BEARS OUT IN THE DATA NATIONALLY A LOT. BUT INTERESTING IS A LOT OF PEOPLE FOCUS ON YOUTH, RIGHT? UM, BUT WHAT IS SHOWN OVER AND OVER AGAIN IS THAT THE OLDER FOLKS ARE THE ONES THAT ARE DRIVING CRIMES IN COMMUNITIES. NEXT SLIDE, PLEASE. AND SO, WHAT WAS FOUND FROM THIS ANALYSIS WAS THAT, YOU KNOW, MOST SUSPECTS AND VICTIMS WERE KNOWN BY THE CRIMINAL JUSTICE SYSTEM, RIGHT? AND KIND OF THE, THE PURPOSE OF THIS ANALYSIS IS TO REALLY GET DOWN TO SOME KEY, UM, CRITERION OR OF KINDA WHAT'S DRIVING CRIME, WHO'S DRIVING CRIME, AND THEN TO DESIGN INITIATIVES BASED ON THAT CRITERION, RIGHT? SO LIKE, SAY FOR EXAMPLE, OUR CVI PROGRAM, OUR COMMUNITY VIOLENCE PROGRAM INTERVENTION PROGRAM IS FOCUSED ON MALES, HISPANIC, AFRICAN AMERICAN MALES, 18 OR 44 YEARS OLD IN HOTSPOT LOCATIONS, RIGHT? SO WE'RE, WE'RE TRYING TO PINPOINT AND WORK WITH PEOPLE THAT ARE THE DRIVERS, BECAUSE WHAT IS ALSO KNOWN IS THAT A VERY, VERY, VERY SMALL FRACTION OF THE POPULATION IS WHAT'S DRIVING CRIME IN OUR COMMUNITY. AND WE WANT TO WORK WITH THOSE INDIVIDUALS AS WELL AS WORK TO CHANGE THE MATERIAL CONDITIONS FOR THOSE INDIVIDUALS AND THE NETWORKS AROUND THEM. NEXT SLIDE, PLEASE. UM, KIND OF, AND I THINK THIS MIGHT BE KNOWN, BUT I THINK SOMETIMES WE THINK WHEN IT, WHEN WITH [01:35:01] HOMICIDES THAT IT'S PLANNED, BUT OFTENTIMES A SPUR OF THE MOMENT. AND SO WHAT THIS ANALYSIS IS ALSO BEARING OUT AND SHOWING ABOUT 74% OF CR OF THE HOMICIDES. IT, THE PRECIPITATING EVENT WAS A DISPUTE, RIGHT? THERE'S SOME DISPUTE OF SOME, SOME FORM. SO WE LIKE, SO WE HAVE A PROGRAM CALLED ADDRESS YOUR STRESS. AND IN THE ADDRESS YOUR STRESS PROGRAM CAMPAIGN THAT WE'RE BUILDING OUT, IT'S DESIGNED TO HELP EDUCATE THE PUBLIC, EDUCATE PEOPLE ON THE IMPORTANCE OF STRESS MANAGEMENT AND REDUCTIONS IN VIOLENCE AND CRIME, RIGHT? AND WE WANT, WANT TO KIND OF LEAN INTO THAT BECAUSE IF WE CAN HELP PEOPLE DEESCALATE, HELP PEOPLE ENGAGE IN CONFLICT MEDIATION, WE'RE HOPING TO REDUCE THE HOMICIDES AND JUST REDUCE CRIME OVERALL. NEXT SLIDE, PLEASE. UM, SO OUR, OUR, UM, RESEARCH ANALYSTS AT OVP, UM, KIND OF BROKE OUT THE, THE CRIME DATA TO LOOK AT IT FROM DISTRICT TO DISTRICT. AND WHAT YOU WILL SEE IS THAT IN DISTRICTS 1, 2, 3, AND FOUR, UM, THERE ARE MORE HOMICIDES HAPPENING IN THOSE DISTRICTS. AND WE WORK IN, WE WORK IN DISTRICT FOUR AND DISTRICT ONE AND DISTRICT THREE A LITTLE BIT. AND, UM, BUT WHEN IT COMES TO LIKE UNDERSTANDING WHAT IS HAPPENING, IT IS IMPORTANT TO LOOK AT IT ON A DISTRICT LEVEL. AND WE REALLY WANNA GET TO THE POINT WHERE WE'RE LOOKING AT IT EVEN ON A MORE HYPERLOCAL LEVEL BECAUSE CRIME WILL CLUSTER EVEN TIGHTER IN CERTAIN LOCATIONS. NEXT SLIDE, PLEASE. AND THIS IS, UM, THE SAME DATA FROM THE PREVIOUS SLIDE, BUT IT'S, IT'S STACKED OVER TIME TO SHOW THE GREAT IMPACT THAT HOMICIDES IS HAPPENING IN CERTAIN DISTRICTS IS, IS VERY DISPROPORTIONATE. AND WHAT WE'VE LEARNED FROM RESEARCH, WHAT THE SURGEON GENERAL PUT OUT IN JUNE OF 2024 REGARDING FIREARMS BEING A PUBLIC HEALTH CRISIS, TALKS ABOUT HOW, UM, HOW, HOW JUST A SINGLE HOMICIDE IN FACT IMPACTS THE FAMILY, RIGHT? AND THE INDIVIDUALS, BUT ALSO WHEN YOU COMPOUNDED BY MULTIPLE HOMICIDES, HOW THAT IMPACTS THE ENTIRE COMMUNITY AND THEIR ABILITY TO RECCO, RECOUP, GROW, THRIVE, AND FEEL HAPPY AND SAFE WITHIN THEMSELVES AND IN THEIR COMMUNITY. NEXT SLIDE. SO WE, UM, WORKED WITH OUR EPIDEMIOLOGISTS AND THEY COLLECTED SOME DATA, UM, FROM HOSPITALS. AND WHAT THEY FOUND IS KIND OF WHAT, WHAT WE ARE SEEING IN OUR DATA, BUT THIS IS FROM HOSPITAL BASED DATA, IS THAT, UM, THE CRIME CLUSTERS AROUND 18 OR 44, UM, YOU DO SEE SOMEWHAT OF AN, IT'S NOT A TRUE EXCEPTION, BUT THERE'S A, FOR SEXUAL VIOLENCE, YOU SEE THAT YOUNGER PEOPLE ARE ALSO BEING IMPACTED BY SEXUAL VIOLENCE. AND THIS KIND OF IS IMPORTANT FOR US TO, ONE, TO SEE IF ALL THE DATA'S KIND OF TELLING THE SAME STORY, AS WELL AS HOW DATA MAY TELL DIFFERENT STORIES. BUT FOR THIS, THESE PARTICULAR MEASURES, THE DATA IS TELLING A VERY SIMILAR STORY THAN WHAT THE POLICE DATA IS TELLING US. NEXT SLIDE. SO REGARDING GETTING A UNDERSTANDING WHAT'S HAPPENING, WE KNOW CRIME CLUSTERS AND HOTSPOTS. WE KNOW THAT THERE'S BUSINESS INCREASE IN CRIME DURING COVID, YOU KNOW, AND, AND WHO IT IMPACTS IS MOSTLY MALES AND OF 18 OR 44 YEARS OLD. AND SO KNOWING THIS AND ALSO WANTING TO GET A KEENER UNDERSTANDING OF WHAT'S HAPPENING IN OUR COMMUNITY, UM, WE ARE LOOKING AT DIFFERENT WAYS OF ANALYZING DATA. SO WE CREATED A VIOLENCE, UM, DATA WORKING GROUP, AND WE'RE PULLING THIS DATA, THESE, THIS TEAM TOGETHER TO LOOK AT ALL THESE DIFFERENT DATA TYPES AND DATA POINTS, BUT ALSO WE'RE LOOKING AT OTHER MODELS LIKE THE CARDIFF MODEL, WHICH IS OUT OF CARDIFF WALES. AND THE CDC SUPPORTS THIS MODEL IN LOOKING TO BUILD IT OUT IN PUBLIC HEALTH, UM, ENTITIES, WHICH IS LOOKING AT HOSPITAL BASED DATA, BUT ALSO, BUT ALS BUT IT'S ALSO LOOKING TO ASK CERTAIN QUESTIONS TO GET A BETTER UNDERSTANDING OF WHERE THEY, WHERE CRIME IS HAPPENING, THE RELATION TO, UM, THE PERSON, UM, THE VICTIM AND PERPETRATOR AND THINGS LIKE THAT. AND WHAT HAS, WHAT IT, THE BENEFIT OF CARDIFF AND WHAT IT HAS BEEN SHOWN NAT, NOT EVEN NATIONALLY, INTERNATIONALLY, IS THAT IT HAS REDUCED CRIME. IT HAS REDUCED CRIME IN, IN THE UK, UM, AND OTHER PLACES. SO, AND ALSO WITH THE CARDIFF MODEL, WHAT [01:40:01] IT HAS SHOWN IS THAT 50 TO 80% OF CRIME IS NOT KNOWN BY LAW ENFORCEMENT, RIGHT? AND SO WHEN YOU BUILD OUT THIS MODEL, THERE IS THIS STRUCTURE WHERE YOU HAVE AN ANALYSIS TEAM, YOU HAVE A LEADERSHIP TEAM, AND DATA IS BEING ANALYZED AND FED TO THE LEADERSHIP TEAM WHERE THE LEADERSHIP TEAM CAN MAKE THE DECISIONS ALMOST. IT'S NOT REAL TIME. 'CAUSE OF COURSE THERE'S GONNA BE A LAG BECAUSE OF HOW, THAT'S HOW DATA WORKS. BUT TO MAKE CHANGES IN THE ENVIRONMENT BASED ON THAT INFORMATION TO REDUCE CRIME, THAT'S KIND OF HOW THAT WORKS. AND SO OUR GOAL IS LIKE, TO BUILD THIS OUT. NEXT SLIDE PLEASE. NOW, LIKE, YOU KNOW, 'CAUSE YOU KNOW, WHEN I'M THINKING ABOUT THIS WORK, AND IT'S KIND OF KIND OF FUNNY 'CAUSE YOU KIND OF LOOK AT DIFFERENT OFFICES OF VIOLENCE PREVENTION, OR YOU LOOK AT DIFFERENT PUBLIC SAFETY PLANS AND THEY'RE ALL ESSENTIALLY SAYING THE SAME THING, YOU KNOW? AND SO AS I KIND OF KIND OF THINK, WELL, WELL, OKAY, WE'RE ALL SAYING THE SAME THING. WE'RE ALL KIND OF DOING THE SAME THING. WHY DO SOME PEOPLE DO IT BETTER THAN OTHERS? RIGHT? AND IT'S ALL ABOUT THE IMPLEMENTATION, RIGHT? AND SO, LIKE, GETTING BETTER AT WORKING TOGETHER, RIGHT? BECAUSE YOU CAN'T DO ANYTHING BY YOURSELF. YOU CAN'T, YOU CAN'T SEND A MAN TO THE MOON, A PERSON TO THE MOON BY YOURSELF. YOU CAN'T DO ANY OF ANYTHING. AND WE CAN'T MAKE OUR COMMUNITIES SAFE AND PEACEFUL BY OURSELVES. WE CANNOT WORK IN A SILO WHEN NOT ONE PERSON HAS THE SINGLE ANSWER. WE CAN COLLECTIVELY CREATE THAT TOGETHER. AND THIS IS WHERE WE DO THIS COMMUNITY-BASED PROJECT PLANNING. NOW WE DO A COUPLE OF THINGS. WE DO IT ON THE HYPER-LOCAL HOTSPOT LEVEL, AND THEN WE DO IT MORE BROADLY ON THE CITYWIDE COUNTYWIDE LEVEL. NEXT SLIDE. AND SO WHEN WE'RE LOOKING AT THIS INTEGRATED, UM, STRUCTURE FOR IMPACT, YOU KNOW, WE NEED THE COMMUNITY THAT WILL GUIDE OUR PRIORITIES. WE NEED THE CITY, UM, WITH THE COLLABORATIVE LEADERSHIP, AND WE NEED THE PARTNERS TO DO THE IMPLEMENTATION, WHICH IS VERY CRUCIAL. UM, ALL OF US WORKING TOGETHER IN UNISON TO MAKE THINGS BETTER. AND WE NEED PEOPLE WHO HAVE THE ABILITY TO MAKE THOSE DECISIONS. NEXT SLIDE PLEASE. SO, UM, A COUPLE OF YEARS AGO WE WERE BROUGHT IN TO WORK IN GIBBONS PARK. AND, UM, THERE WAS A HOMICIDE THAT HAPPENED, UM, AT 2021, AND THERE WAS SOME CONCERNS ABOUT SAFETY IN THE PARK. AND SO, UM, WE LED AN INITIATIVE, UM, TO ADDRESS THE WHAT WAS HAPPENING AND, AND KIND OF GET A BETTER UNDERSTANDING. NOW, OFTENTIMES WE WANTED TO MAKE SURE THAT THE PARK WAS NOT, SOMETIMES PEOPLE CALL CRIME OR SAY SOMETHING IS VIOLENT WHEN PEOPLE ARE JUST KIND OF BE ENJOYING THEMSELVES, RIGHT? SO WE WANNA MAKE SURE THAT WE FULLY UNDERSTAND THAT IT'S NOT JUST, UM, PEOPLE SAYING, OKAY, WELL IT'S, IT'S KIND OF, PEOPLE ARE A LITTLE LOUD AND GREGARIOUS, AND THAT MEANS THIS IS THAT, RIGHT? SO WE PULLED THE TEAM TOGETHER WITH PARKS AND REC, WITH A PD WATER SHARE PROTECTION COMMUNITY ORGANIZATIONS TO KIND OF, TO UNDERSTAND. AND SO WE, WE FOCUS ON DATA COLLECTION. WE DID COMMUNITY ENGAGEMENT AND COLLABORATION. WE DID CRIME PREVENTION THROUGH ENVIRONMENTAL DESIGN, AND WE WORKED TO ENHANCE THE, UM, THE PARKS PROGRAMS. AND YOU CAN SEE FROM THIS PICTURE HOW THE, HOW THE, UM, PARK LOOKED IN THIS PARTICULAR, UM, I DON'T KNOW IF THAT, I THINK THAT WAS THE GROW ZONE AND HOW IT LOOKS AFTER THE WORK THAT WAS DONE IS, IS, IS STARK. I MEAN, THERE WAS A LOT OF PRUNING OF TREES AND REMOVING OF DEBRIS AND, AND GETTING RID OF GARBAGE AND THINGS OF THAT NATURE THAT HAPPENED TO CLEAR SIGHT LINES. NEXT SLIDE, PLEASE. AND SO, THROUGH THE PROCESS OF THIS, UM, COLLABORATION, UM, AND WE MET LIKE BIWEEKLY WITH THE TEAM TO DISCUSS WHAT WAS HAPPENING IN THE PARK. WE ESTABLISHED A, A GIVENS PARK, UM, ADVISORY BOARD. THEY DIDN'T HAVE ONE. AND IT GIVES, UM, THE COMMUNITY MEMBERS TO PULL TOGETHER TO MAKE RECOMMENDATIONS AND REQUESTS AND DEMANDS FOR WHAT THE PARK NEEDS, RIGHT? UM, THROUGH THAT WORK WITH THE GROW ZONES AND REMOVING OF DEBRIS, UM, WE, WE ENHANCE THE SAFETY THROUGH HAVING CLEARER SIGHT LINES, WHICH IS VERY, VERY IMPORTANT. NOT ONLY IS IT IMPORTANT JUST FOR SAFETY, BUT IT'S ALSO IMPORTANT FOR BEAUTY, RIGHT? WE WANT THE PARK TO BE BEAUTIFUL FOR FOLKS THAT ARE, UM, WANTING TO USE IT. UM, THE CLEARING OF THE GROWTH ZONES WAS GOOD FOR THE ENVIRONMENT. AND THEN WE WORKED TO HELP EVERYONE UNDERSTAND WHY IT WAS GOOD FOR THE ENVIRONMENT, PUT SIGNS OUT AND DID EDUCATION AROUND THAT. AND WATER SHARE PROTECTION LED THAT INITIATIVE. AND AT XPS, OUR COMMUNITY VIOLENCE INTERVENTION [01:45:01] PROGRAM WORKED TO BUILD RELATIONSHIPS WITH PEOPLE IN THE PARK, CONDUCTED SURVEYS FOR US. AND ALL OF THIS WAS DONE TO REDUCE THE CRIME. SO THAT'S KIND OF ONE OF THE WORK THAT, ONE OF THE, THE, THE KIND OF THE INITIATIVES THAT WE'VE DONE WORKING IN A HOTSPOT LOCATION COLLECTIVELY. NEXT SLIDE, PLEASE. AND, UM, AS I MENTIONED BEFORE, OUR FIREARM TECHNICAL ASSISTANCE PROJECT AND IS LOOKING AT THE, THE NEXUS BETWEEN DOMESTIC VIOLENCE AND GUN VIOLENCE. AND LIKE I SAID BEFORE, THE GOAL IS TO HAVE A STANDARDIZED FIREARM SURRENDER PROTOCOL, UM, IN DOMESTIC VIOLENCE CASES ACROSS THE CITY AND THE COUNTY. NEXT SLIDE. NOW, I, THIS GRANT, LIKE I SAID BEFORE, WAS A, IT WAS A COMPETITIVE GRANT. IT WAS $500,000 AND IT'S DESIGNED TO COVER THE SPAN OF THREE TO FIVE YEARS. WE DO HAVE AN OPPORTUNITY TO APPLY FOR ANOTHER $500,000 FOR, AND IS NON-COMPETITIVE. IT'S JUST REPEAT THE SITES. SO IT'S 12 SITES IN THE NATION THAT'S DOING THIS WORK. AND SO WE'RE GOING TO, UM, APPLY FOR THAT ADDITIONAL $500,000 SO WE CAN CONTINUE THE WORK, UM, FOR THAT ENTIRE FIVE YEARS. THERE WAS SOME WORK DONE IN AUSTIN AND TRAVIS COUNTY THROUGH THE YEARS TO BRING A STANDARDIZED FIREARM SURRENDER PROTOCOL, UM, THROUGH THE AUSTIN TRAVIS COUNTY FAMILY VIOLENCE TASK FORCE IN 2016 AND IN 2020, BUT THEY WEREN'T ABLE TO GET IT OVER THE FINISH LINE. WHEN, UM, OVP STARTED, WE, UM, DECIDED TO GO AHEAD AND APPLY FOR THIS OPPORTUNITY SO THAT WE CAN HELP AND SEE IF WE CAN BRING IT OVER THE FINISH LINE. UM, NOW WE, AS A CAVEAT OR A KIND OF AN ADDITION, THE COUNTY ATTORNEY'S OFFICE DOES HAVE A AGENCY SPECIFIC FIREARM SURRENDER PROTOCOL THAT, THAT THE ENTIRE COMMUNITY LIKES, BUT IT'S NOT, IT'S NOT ACROSS ALL JURISDICTIONS. WE'RE TRYING TO GET THAT STANDARDIZATION ACROSS JURISDICTIONS AND THAT EDUCATION AND THAT PROCESS IN PLACE, AS I SAID BEFORE, WE RECEIVED THE GRANT. AND THEN IN DECEMBER OF 2023, WE ESTABLISHED OUR WORKING GROUP. OUR WORKING GROUP CONSISTS OF JUDGES, MAGISTRATES, THE DA'S OFFICE, COUNTY ATTORNEY'S OFFICE, UM, PROBATION, UM, LEGAL AID SERVICES. UM, I'M, I'M SURE I'M FORGETTING A LOT OF OTHER PEOPLE 'CAUSE IT'S ABOUT 20 TO 25 OF US THAT MEET BIWEEKLY. AND WE HAVE A, UM, OUR FTAP COORDINATOR, UM, AND HE'S IN THE ROOM BACK HERE, ETHAN, I GET MY WHOLE TEAM IS BACK HERE BEHIND ME. UM, AND HE, UM, LEADS THESE GROUPS. AND, UM, SO THE GOAL OF THE GROUP IS TO, AND THIS, THESE ARE GOALS THAT THE GROUP ESTABLISHED. WE WANNA PREVENT DOMESTIC VIOLENCE, UH, AND REDUCE HOMICIDES, INCREASE REPORTING OF FIREARMS AND DOMESTIC VIOLENCE CASES, DECREASED DOMESTIC VIOLENCE, RECIDIVISM. AND I MEAN, THERE'S A LOT MORE YOU CAN READ FOR YOURSELF. NEXT SLIDE. THANK YOU, . UM, AND SO THERE, THERE ARE SO MANY THINGS REGARDING THE FIREARM SURRENDER WORK. UM, RIGHT NOW WE ARE MAPPING OUT THE CIVIL SIDE FOR PROTECTIVE ORDERS AND WE'RE GONNA MAP OUT THE CRIMINAL SIDE. AND ONCE WE DO THAT, AND, AND ALSO, AND I, THIS ETHAN, HE'S THE FAP COORDINATOR, HE'S WORKING WITH THE JUDGES TO MAKE SURE THAT THIS WOULD WORK FOR THEM, BECAUSE REALLY WE WANNA MAKE SURE IT WORKS FOR THEM AND BE WORKING WITH COMMUNITY MEMBERS AS WELL. UM, BUT AT THE END OF THE DAY, THE JUDGES ARE THE ONES THAT'S GOING TO HAVE TO SAY, THIS IS WHAT I WANNA DO IF I, IF I ORDER A SURRENDER. AND SO, LIKE, WHEN IT COMES TO KIND OF THESE TACTICS AND STRATEGIES OF HOTSPOT WORK, AS WELL AS CHANGING LARGER POLICY AND PROCEDURES, GETTING US ALL STANDARDIZED, I MEAN, IT'S REALLY CRUCIAL. AND AT, AT THE CRUX OF IT IS THE WAY IN WHICH WE WORK TOGETHER, THE WAY IN WHICH WE CO-CREATE THE WAY IN WHICH WE DECIDE ON OUR OBJECTIVES AND MAKING SURE THAT WE OBTAIN THOSE AND WE HELD ACCOUNTABLE TO THOSE THINGS. SO THAT IS KIND OF THE, THE THRUST AND KIND OF THE THINGS THAT WE ARE TRYING TO PUSH FORWARD. AND IT'S THIS CONTINUOUS QUALITY IMPROVEMENT, THIS GETTING BETTER AT GETTING BETTER. LIKE, YOU KNOW, YOU JUST, AND IN MY MIND THAT WE JUST HAVE TO GET BETTER. WE JUST HAVE TO DO IT BETTER. BECAUSE IF WE DON'T DO IT, IF WE DON'T PUT THAT FIRE UNDERNEATH OF US, WE'RE, WE'RE NOT GOING TO. LIKE, WE'RE JUST, IT'S JUST, WE'RE NOT GONNA DO DO IT. WE'RE GONNA DO IT. BUT, BUT THE ONLY WAY WE CAN DO IT IS, IS THROUGH THE COLLECTIVE ENERGY OF EVERYONE WANTING TO MAKE THE WORLD A BETTER PLACE. UM, NEXT SLIDE PLEASE. [01:50:02] I, NEXT SLIDE. AND SO WHEN WE ARE THINKING ABOUT BUILDING OUT THIS ECOSYSTEM, YOU KNOW, OVP THOUGH, WE TAKE A, WE TAKE A PUBLIC HEALTH APPROACH TO PUBLIC SAFETY AT THE CORE OF WHO WE ARE. WE ARE PUBLIC SAFETY. THE ME, WHAT WE'RE LOOKING ON, WHAT WE ARE WORKING ON, OUR METRICS IS FOCUSED ON REDUCING HOMICIDES, REDUCING VIOLENCE, MAKING THINGS BETTER. BUT WHERE WE LEAN HEAVILY IS GIVING AND PROVIDING AND WORKING WITH PEOPLE TO, TO IMPROVE THE MATERIAL CONDITIONS FOR THEMSELVES, FOR THEIR FAMILIES, FOR THEIR COMMUNITY. UM, THERE IS A STRUCTURAL ASPECT TO VIOLENCE. IT'S A STRUCTURAL ASPECT TO CRIME. AND WE WANT TO DISMANTLE AND REBUILD THOSE STRUCTURES. SO PEOPLE ARE LESS, THEY HAVE MORE CHOICE. LIKE SOMEONE MADE A COMMENT ONCE, YOU KNOW, IF I HAVE, IF I HAVE GOOD OPPORTUNITY OR A BAD OPPORTUNITY, RIGHT? BUT OF ALL I HAVE IS A BAD OPPORTUNITY. A BAD OPPORTUNITY IS AN OPPORTUNITY, RIGHT? AND WE WANNA PUT MORE GOOD OPPORTUNITIES IN PEOPLE'S LIVES SO THAT THEY CAN MAKE BETTER CHOICES. AND IT'S ALSO IMPORTANT FOR US TO HAVE A COMPREHENSIVE, UM, VIOLENCE REDUCTION PLAN, RIGHT? WE NEED THAT. WE NEED THAT ENCOMPASSING ALL PUBLIC SAFETY ENCOMPASSING, YOU KNOW, OVP ENCOMPASSING EVERYTHING SO THAT WE KNOW WHAT STRATEGIES AND TACTICS THAT WE HAVE TO DO TO REDUCE CRIME AND TO, UM, MAKE PEACE POSSIBLE IN OUR, IN OUR NEIGHBORHOODS AND OUR COMMUNITIES. UM, WE ALSO NEED TO INVEST TO THE LEVEL OF NEED. THE OFFICE OF VIOLENCE PREVENTION IS ABOUT THREE AND A HALF YEARS OLD, AND WE'RE STILL WORKING TO, YOU KNOW, FIGURE THINGS OUT. BUT WHAT WE UNDERSTAND IS THAT THERE'S, THERE'S MORE NEED. I KNOW. AND, AND RIGHT NOW WE'RE NOT HITTING THAT NEED. WE'RE NOT HITTING THAT LEVEL YET. SO WE'RE WORKING TO UNDERSTAND WHAT THAT IS AND, UM, RECOGNIZING THE NEED TO HAVE MORE, MORE, MORE FUNDING, MORE RESOURCES, MORE THINGS TO MAKE THINGS BETTER FOR FOLKS. AND ALSO WE NEED TO HAVE REALLY STRONG SYSTEMS OF ACCOUNTABILITY. UM, LIKE IF WE DON'T SET THE METRICS AND HOLD OURSELVES ACCOUNTABLE TO THOSE METRICS AND PUSH TOWARDS IT AND CALL US EACH OTHER OUT, IF WE'RE NOT MEETING IT, WE'RE NOT GONNA BE ABLE TO GET WHERE WE NEED TO GO. AND, UM, YOU KNOW, AND SOMETHING THAT I THINK IS REALLY IMPORTANT IS THE ROLE OF DECISION MAKERS AND THE WORK THAT WE DO. BECAUSE, I MEAN, DECISION MAKERS HAVE THE ABILITY TO MAKE THINGS HAPPEN A LOT MORE SMOOTHLY, RIGHT? AND TO BE ABLE TO SAY, OKAY, YEAH, WE CAN DO THIS, OR WE CAN MOVE THAT THERE. AND SOMETIMES WHAT HAPPENS IS THAT, YOU KNOW, THERE'S A DISCONNECT BETWEEN WHAT'S HAPPENING ON THE GROUND AND WHAT'S HAPPENING WITH LEADERSHIP. AND THAT'S SLOWING DOWN PROGRESS. LIKE, WE HAVE TO HAVE THAT TEMPO TO KEEP US MOVING FORWARD. AND, UM, WE ALL HAVE TO BE COMMITTED. LIKE, I, I'M JUST, I FEEL LIKE I'M SELLING MYSELF, RIGHT? LIKE SELLING, YOU KNOW, LIKE BE VERY COMMITTED TO MAKING, UM, AUSTIN A PEACEFUL AND SAFE PLACE. LIKE THAT IS SO IMPORTANT. YOU KNOW, IT'S, YOU KNOW, AND, AND IT'S KIND OF LIKE, YOU KNOW, OTHER CITIES IN THE UNITED STATES AND THERE'S SOME SMALLER CITIES IN, IN THE SOUTH, THEIR HOMICIDE RATE IS LIKE 99 PER HUNDRED THOUSAND AND WE'RE NOT THERE. AND BECAUSE WE'RE NOT THERE, I THINK WE JUST, IT'S JUST LIKE SUCH A VERY AMPLE OPPORTUNITY FOR US TO REALLY WORK TOGETHER TO FIGURE THINGS OUT AND, AND HOPEFULLY KIND OF BE THAT KIND OF A BEACON, RIGHT? LIKE, 'CAUSE I HAVE ALL THIS QUESTION, I'M ALWAYS ASKING MYSELF, WELL, WHY IS AUSTIN A SAFE CITY? LIKE, WHAT MAKES IT SAFE? AND IF WE CAN ANSWER THAT QUESTION, MAYBE WE CAN UNDER, WE CAN DUPLICATE IT, RIGHT? SO NEXT SLIDE. UM, THAT'S THE END OF MY PRESENTATION. UM, I REALLY APPRECIATE THE OPPORTUNITY. NOW WITHIN THAT RECOMMENDATION, THERE COULD BE A RECOMMENDATION FOR FOCUS DETERRENCE, RIGHT? SO THAT WE HAVEN'T RECEIVED YET AND WE HAVE NOT DONE ANY WORK TOWARDS FOCUS DETERRENCE. I KNOW A PD HAD A PROGRAM, UM, AND I, AND, AND FROM WHAT I UNDERSTAND IT KIND OF, KIND OF LIKE, I DON'T KNOW EXACTLY WHERE IT IS. THAT WORK HAS BEEN DONE IN DIFFERENT PLACES WITH ADV ADVANCE, LIKE, LIKE PLACES WITH CURE VIOLENCE IS A, IS KIND OF A BRANDED FORM OF CVI. UM, OTHER PLACES LIKE, UM, STOCKTON, CALIFORNIA AND NEW YORK OR OTHER FOLKS, OTHER OTHER CITIES HAVE DONE CVI, WHICH HAS BEEN VERY SUCCESSFUL. UM, SO WE'VE KIND OF MODELED IT BASED OFF OF, IT'S KIND OF LIKE CURE VIOLENCE, BUT IT'S NOT BRANDED CURE VIOLENCE, IF THAT MAKES SENSE. AND WE WORK WITH DR. CHICO TILLMAN. UM, HE'S A NATIONAL EXPERT. UM, HE USED TO WORK FOR, UM, CURE VIOLENCE TO HELP US BUILD THAT OUT. WHAT WERE THE OTHER QUESTIONS? UH, ARE YOUR CVI WORKERS, FULL-TIME EMPLOYEES CONTRACTORS? MM-HMM . WHAT DOES THEIR PAY? SO I WILL BE, I MEAN, QUITE FRANKLY, WE WANNA LOOK AT ALL OF THAT MM-HMM . UM, AND WE'RE WORKING WITH THEM TO PUT THE SYSTEMS IN PLACE TO TRACK THAT. AND REALLY ALSO WE WANNA LOOK AT HONESTLY REDUCTIONS IN HOMICIDES, RIGHT? SO WE WANNA LOOK AT NUMBER OF CONFLICT MEDIATIONS THAT ARE HAPPENING BECAUSE CONFLICT MEDIATIONS CORRELATES WITH THE REDUCTIONS IN HOMICIDES, RIGHT? WE ARE LOOKING AT, UM, SUCCESS IN CASE MANAGEMENT, UM, SUCCESS TOWARDS THEIR GOALS AND THINGS LIKE THAT. BUT THE REAL MEAT OF IT IS THE CONFLICT MEDIATIONS, THE REAL MEAT OF THAT IS ALSO REDUCTIONS IN HOMICIDES. AND IS THERE PLAN FOR AN EVALUATION? WE'RE WORKING ON THAT. UM, WE CAN DO THAT AGAIN IF THERE IS INTEREST, UM, IN FORMING A WORKING GROUP. DOES ANYBODY HAVE ANY THOUGHTS?
