UH, A RR BILL BACK IN 20, THE TWO THOUSANDS, I DEVELOPED THE CONCEPT FOR THE PARKS AND LIBRARIES FUND THAT REPLACED THE TREE PLANNING PROGRAM FUND, AND THAT'S BEEN ON THERE SINCE 2013. THERE WAS ANOTHER ITEM ON THERE THAT HAD TO DO WITH GIVING FUNDS TO A ISD AND OTHER SCHOOL DISTRICTS TO HELP THEM PAY AN ENERGY BILL THAT THAT ONE WAS NOT DOING WELL. SO IN THE 2020S, I INTRODUCED THE IDEA TO THE CITY COUNCIL THAT THAT FUND SHOULD BE CHANGED TO THE HOME OF STUDENT ASSISTANCE FUND, AND THAT'S WHAT THE NAME IS. NOW COUNCIL APPROVED AT THE END OF 2022. IT WAS ON THE BILL IN FEBRUARY OF 2023. AND THAT PARTICULAR FUND HAS INCREASED DRAMATICALLY. I'M HAPPY TO SAY. THE OTHER FUND THAT'S ON THE UTILITY BILL IS THE CUSTOMER ASSISTANCE PROGRAM THAT Y'ALL, SOME OF YOU'ALL KNOW. WELL, WHEN WE DO ARTICLES IN AUSTIN UTILITIES NOW, I ALWAYS ASK STAFF FROM AUSTIN ENERGY TO HAVE THE ARTICLE BE ABOUT ALL THREE FUNDS RATHER THAN JUST ONE FUND. AND SO BACK IN 2001, I REACHED OUT FOR ED CLARK, FORMER COMMUNICATIONS DIRECTOR FROM AUSTIN ENERGY AND ENCOURAGED HIM TO DO A PRESS EVENT IN 2002. AND WE DID THAT. AND SINCE THAT TIME WE'VE BEEN PROMOTING THE FUND. I JUST ALL FUNDS. WHAT I JUST LEARNED RECENTLY AS STAFF FROM AUSTIN ENERGY NOW IS PUTTING TOGETHER A PROGRAM TO PROMOTE ALL FUNDS. SO IT'S EASIER FOR PEOPLE WHO PAY THEIR, PAY THEIR BILL ONLINE OR THROUGH BILL PAY TO ROUND UP AND TO, UH, PAY OR DONATE TO THESE FUNDS THAT ARE ON THE UTILITY BILL. TWO OF THE BILLS GET FUNDING FROM OUTSIDE SOURCES. OF COURSE THE CUSTOMER ASSISTANCE PROGRAM GETS A SUBSTANTIAL AMOUNT OF FUNDING FROM AUSTIN. ENERGY WASN'T ALWAYS THAT WAY, BUT IT'S STAIR STEPPED UP NICELY OVER TIME. THE PARKS AND LIBRARIES FUND GETS A GRANT FROM A NONPROFIT TO HELP THOSE FUNDS STRETCH OUT OVER THE YEAR FOR PARKS NEEDS SUCH AS SPORTS LEAGUES OR SUMMER CAMPS THAT THEY PAY HALF THE AMOUNT FOR FAMILIES THAT NORMALLY COULDN'T PAY FOR THOSE. THE OTHER FUND IS THE FUND THAT, THAT I CREATED. I CREATED THE PARKS LIBRARIES FUND ALSO. BUT THE OTHER FUND, WHAT THAT ONE DOES, THE CUS THE HOMELESS STUDENT ASSISTANCE FUND THAT GOES TO ISDS ON A PROPORTIONAL BASIS. SO LAST YEAR, FISCAL YEAR RAISED 43,000 AND ABOUT 21 OR 22,000 OF THAT GOES TO A SD TO HELP IN EMERGENCY SITUATIONS TO PAY FOR, FOR FOOD NEEDS, CLOTHING NEEDS AND EMERGENCY SHELTER NEEDS. SO THEY HAVE WHAT THEY NEED. SOME OF THE OTHER ISDS GET EXTRA FUNDING THAT'S, THAT IS NOT, UH, LIMITED TO WHAT THEY HAVE TO SPEND IT ON. THEY CAN SPEND IT ON WHAT THEY WANT FOR TO BUY THINGS FOR THE HOMELESS STUDENTS AND THE FAMILIES THAT NEED THAT SUPPORT. WHAT'S HAPPENED OVER TIME IS THAT THE AMOUNT OF DONORS HAS DECREASED SOME, WHICH IS OF CONCERN. UH, SOME OF THE FUNDS, INCLUDING THE CAP, HAD OVER A THOUSAND DONORS PER MONTH. THE CAPS HAD AS MANY AS 1500 DURING THE COURSE OF ONE FISCAL YEAR, BUT THOSE NUMBERS HAVE GONE DOWN. SO I'M TRYING TO WORK WITH AUSTIN ENERGY AND CARRIE OVERTON AND OTHERS TO TRY TO INCREASE THE AMOUNT OF DONORS AND THEREBY THE AMOUNT OF DONATIONS GOING INTO THESE FUNDS, WHICH ARE, ARE NEEDED TO HELP THE COMMUNITY, UH, REACH OUR POTENTIAL. SO OUR FINANCIAL POLICY REQUIRES AUSTIN ENERGY TO OVERALL HAVE 150 DAYS CASH ON HAND, A AS A MINIMUM, UM, UTILITY BEST PRACTICES ARE A LITTLE BIT OVER 200 DAYS CASH AS A SUBSET TO THAT 150 DAY MINIMUM, NOT SEPARATE FROM THAT 150 DAY MINIMUM, BUT INCLUDED IN IT IS A REQUIREMENT AND FINANCIAL POLICY THAT WE HAVE A MINIMUM OF 90 DAYS RESERVE OF OUR POWER SUPPLY COSTS AS A RESERVE BALANCE. AND SO THIS WOULD TAKE $30 MILLION OF OVER RECOVERY POWER SUPPLY ADJUSTMENT FUNDING, UH, THAT'S THERE AND MOVE THAT $30 MILLION TO FULLY FUND THAT POWER SUPPLY STABILIZATION RESERVE TO PUT IT WHERE IT NEEDS TO BE. IT IT IS, THAT 90 DAYS AMOUNTS TO ABOUT $140 MILLION AND IT'S AT ABOUT $110 MILLION RIGHT NOW. AND SO THIS WOULD COME INTO COMPLIANCE WITH FINANCIAL POLICY. THANK YOU VERY MUCH. SURE THING. AND, AND PREVIOUSLY WE HAD FUNDED THIS RESERVE WITH BASE RATE REVENUE, BUT OUR TARIFF NOW ALLOWS US TO TAKE POWER SUPPLY AND PUT IT IN. AND I THINK IT'S A BETTER, LIKE, FOR LIKE, BECAUSE YOU'RE USING POWER SUPPLY FUNDS THAT YOU'VE RECOVERED IN ORDER TO FUND A POWER SUPPLY STABILIZATION FUND. ALL RIGHT. YOU KNOW, MY EXPERIENCE ON PV YEARS AGO WAS THAT IT ALWAYS TAKES LONGER TO GET THE PERMIT APPROVED OR THE PLAN APPROVED AND THEN THE INSPECTION. SO I, I THINK THERE'S GREAT INTENT THERE.
