YOU CAN SEE, UM, WE, WE WENT OVER THE BOARD TIMELINE PREVIOUSLY, BUT WE'RE ARRIVING AT TODAY TALKING ABOUT THOSE, THOSE FINAL FINDINGS.
WE TALKED A COUPLE WEEKS AGO ABOUT WHY WE NEED TO DO A TITLE SIX REPORT.
AND THAT IS FTA AND CAP METRO POLICIES, UM, DICTATE THAT WE WILL DO THIS.
HOWEVER, WE ALSO DO THIS AS, UM, JUST TO MAKE SURE THAT WE ARE DOING THE RIGHT THING AND THAT WE HAVE, UH, MITIGATED ANY DISPARATE IMPACT AND OR DISPROPORTIONATE BURDENS THAT MAY ARISE AS OF THESE CHANGES, WHAT IS TRIGGERING? AND, UH, THE TITLE SIX ANALYSIS AT THIS POINT IS THE SEVEN AND 31 DAY PASSES RETIREMENT.
WE ARE PLANNING ON RETIRING THOSE.
WE STILL HAVE TONS OF PAPER PASSES IN THE BACK THAT WE'RE GOING TO ROLL THROUGH FIRST, HOWEVER, WE ARE PLANNING TO RETIRE THE SEVEN AND 31 DAY PASSES FOR, UM, IN FAVOR OF DOING FAIR CAPPING AND STREAMLINING ALL OF OUR, UM, OUR, OUR MEDIA AND OR PASSES THAT WE OFFER.
UM, COUPLE WEEKS AGO I TALKED ABOUT HOW WE OFFER 98 DIFFERENT PASSES.

WE, WE ALSO NEED TO SAY THAT, UM, WE DID DO A LOT OF CHANGES.
WE GOT A NEW FAIR COLLECTION CARD.
SO THOSE WERE ALSO INCLUDED IN THE, THE TITLE SIX STUDY.
AND YOU CAN READ THOSE IN, IN YOUR PACKETS.
UM, BUT WE'RE JUST GONNA GO OVER THE SEVEN AND 31 DAY PASSES TODAY.
WHAT WERE THE FINDINGS? THERE WERE NO DISPARATE IMPACT AND DISPROPORTIONATE BURDENS.
UM, IT WAS WELL UNDER THE THRESHOLD OF THE 2% POLICY THRESHOLD.
UM, THE DISPARITY IMPACT BETWEEN MINORITY AND NON-MINORITY WAS POINT LESS THAN 0.1%.
UH, THE DIFFERENCE IN PERCENTAGE BETWEEN LOW INCOME AND NON LOW INCOME WAS 1.53%.
AND IN FACT, BOTH OF THOSE DIFFERENCES LEANED TOWARDS NOT AFFECTING THE LOW INCOME AND MINORITY POPULATIONS AND RIDERS THAN IT DID, UM, THE NON LOW INCOME AND NON-MINORITY POPULATIONS.
TO GIVE YOU AN IDEA, AS PART OF OUR POLICY, WE DO GO OUT AND WE HAVE CONVERSATIONS WITH THE COMMUNITY ENGAGEMENT.

UM, THE CONTRACT IN FRONT OF YOU PROVIDES FOR A 60 MONTH LEASE AGREEMENT FOR UP TO 97 SUPPORT VEHICLES.
THESE WILL BE UTILIZED ACROSS THE AGENCY FOR THINGS LIKE STREET SUPERVISION, UM, SAFETY DEPARTMENT ACTIVITIES, BUS STOP AND TRANSIT CENTER CLEANING, FACILITY MAINTENANCE, OUR CONSTRUCTION, UM, CREW RAIL SUPPORT OPERATOR RELIEF, AND I CAN KEEP GOING.

SO OUR SALES TAX GROWTH, WHEN YOU THINK ABOUT THAT, A 1% CHANGE IN OUR SALES TAX GROWTH IS EQUIVALENT TO ABOUT 400, I'M SORRY, $4 MILLION.
SO, UM, SALES TAX FOR 2025 IS PLANNED AT ABOUT 78% OF OUR ANNUAL REVENUE.
AND THEN OTHER MAJOR PIECES OF REVENUE FOR 25 OF COURSE INCLUDE OUR GRANTS, OUR FARES, UH, FREIGHT REVENUE AND OTHER, WHICH AGAIN IS OUR INVESTMENT INCOME.
OUR LONG RANGE PRODUCT PROJECTIONS DO PLAN FOR A 3.5% SALES TAX GROWTH.
BUT FOR THE CURRENT FISCAL YEAR, WE'VE BACKED THAT OUT A LITTLE BIT JUST AS WE COME OUT OF THE INFLATIONARY ENVIRONMENT WE'VE BEEN OVER THE PAST FEW YEARS.
AND THEN JUST A LOOK AGAIN AT OUR SALES TAX HISTORY, FOR THE MOST PART, CAP METRO HAS HAD A PRETTY, UM, WE'VE SEEN AN INCREASE IN OUR SALES TAX GROWTH.
WE HAD NINE YEARS OF INCREASING SALES TAX UNTIL WE HIT COVID IN 20, LET'S SEE, THAT WAS 2020.
AND THEN WE CONTINUED TO GROW.
WE ALSO TALKED JUST A LITTLE BIT ABOUT FAIR REVENUE, WHICH IS ABOUT 5% OF OUR REVENUE.
UM, WE IN, WE PLAN TO COLLECT ABOUT $20 MILLION IN FAIR REVENUE IN THE COMING YEAR.
CAP METRO IS ALSO A MEMBER OF THE AMERICAN BUS BENCHMARKING GROUP, AND THIS IS A CONSORTIUM OF MID-SIZE TRANSIT AGENCIES ACROSS THE UNITED STATES FROM A A ONE WAY TICKET PERSPECTIVE.
CAP METRO IS CURRENTLY AT A DOLLAR 25 IS OUR FULL FARE.

AND SO WHAT WE'VE GOT HERE FOR YOU IS JUST A MODEL THAT SHOWS OUR DIFFERENT SERVICES AROUND OUR COMMUNITY.

I'M ASHLEY LEE ERICKSON AND I SERVE AS CAP METRO'S VICE PRESIDENT OF ORGANIZATIONAL STRATEGY AND PROJECTS.
WE ARE HERE TODAY TO PROVIDE AN UPDATE ON OUR LONG RANGE AGENCY VISION PROJECT, WHICH SEEKS TO ALIGN CAP METRO'S ANNUAL WORK PLANS AND RESOURCE ALLOCATIONS WITH OUR STRATEGIC GOALS AND OBJECTIVES FOR THE FIVE YEAR PERIOD, BEGINNING IN FY 2026.
THIS INITIATIVE BEGAN LAST AUGUST WITH A CONTRACT AWARD TO FOURSQUARE INTEGRATED TRANSPORTATION PLANNING INCORPORATED.
I WANNA THANK ALL OF YOU FOR YOUR PARTICIPATION IN OUR PROCESS WITH INTERVIEWS IN OCTOBER.
UM, TO PROVIDE THE UPDATE, I AM PLEASED TO INTRODUCE FOURSQUARE'S LEAD ON THE PROJECT JOSHUA SHANK, WHO WILL BE JOINING US REMOTELY.
AND IT LOOKS LIKE THE TECHNOLOGY IS WORKING, SO THAT'S GOOD.
JOSHUA IS A PARTNER AT INFRAS STRATEGIES LLC, WHERE HE LEADS A PRACTICE FOCUSED ON INNOVATION, STRATEGIC PLANNING AND TECHNOLOGY.
HE'S ALSO A SENIOR FELLOW IN THE INSTITUTE FOR TRANSPORTATION STUDIES AT UCLA AND A RESEARCH ASSOCIATE AT THE MAN TRANSPORTATION INSTITUTE.

WELL, I WANNA TALK TO YOU A LITTLE BIT ABOUT OUR LONG RANGE VISION PLAN TODAY.
UM, THIS IS PART OF THE FIVE YEAR STRATEGIC PLAN AND JUST WANNA GIVE YOU AN UPDATE ON WHERE THINGS STAND IN THE PROCESS AND, AND GET ANY THOUGHTS AND FEEDBACK, UH, THAT YOU MIGHT HAVE.
UH, AND THEN YOU GO TO THE NEXT SLIDE.
SO, WHAT IS THE FIVE YEAR STRATEGIC PLAN? UM, THE THINKING HERE IS THAT WE, UH, ARE IN A POSITION TO THINK ABOUT WHAT CAP METRO SHOULD BE DOING OVER THE NEXT FIVE YEARS.
AND THAT MEANS FIGURING OUT WHAT THE ACTIONS, PLANS, AND PROGRAMS ARE NECESSARY TO CARRY OUT THE AGENCY'S MISSION.
UM, SO THAT'S WHAT THIS EXERCISE IS ABOUT, IS THINKING WHAT DO WE NEED TO DO TO ACCOMPLISH OUR MISSION AND VISION OVER THE NEXT FIVE YEARS? AND THEN COMMUNICATE THOSE ACTIONS AND THE VISION ITSELF SO WE CAN BE SUCCESSFUL IN THAT ENDEAVOR.
AND THAT'S THE THINKING BEHIND A FIVE YEAR STRATEGIC PLAN.
UH, I'VE WORKED ON STRATEGIC PLANS FOR A NUMBER OF PUBLIC TRANSIT AGENCIES, INCLUDING THE FIRST ONE I DID WAS WHEN I USED TO WORK AT LA METRO.
AND IT'S A REALLY IMPORTANT PROCESS THAT GETS AN AGENCY HEADED IN THE RIGHT DIRECTION IN ORDER TO ACCOMPLISH THE THINGS THAT IT CARES ABOUT.
SO THESE ARE THE GENERAL COMPONENTS OF ANY STRATEGIC PLAN.
UH, THE, THE ITEMS YOU SEE IN BLUE HAVE ALREADY BEEN ESTABLISHED PREVIOUSLY.
UH, THE MISSION BEING, WHAT DO WE DO AND, AND WHO ARE WE DOING IT FOR? THE VISION PAINTING A BIG PICTURE OF WHAT ARE WE ACTUALLY TRYING TO ACHIEVE? WHERE WHEN WE FINISH WITH THIS PLAN, WHERE WILL WE BE, UH, THE CORE VALUES WHICH FLOW THROUGHOUT THE ENTIRE PLAN OF WHAT DO WE ACTUALLY CARE ABOUT? WHAT DO WE STAND FOR? UM, THEN THE GOALS THEMSELVES.
THE, THE SPECIFIC GOALS THAT IF THEY ARE ACCOMPLISHED, WILL LEVEL UP TO THE VISION THAT WE'VE ARTICULATED.
AND THEN THE STRATEGIC OBJECTIVES.
HOW DO WE, UH, PROGRESS, UH, MAKE PROGRESS AGAINST EACH GOAL? WHAT ARE THE SPECIFIC OBJECTIVES WE NEED TO ACCOMPLISH TO ACCOMPLISH THE GOAL? SO ALL THOSE THINGS IN BLUE HAVE BEEN ESTABLISHED, AND OUR MISSION AT THIS POINT IS TO FIGURE OUT

WHAT ARE THE SPECIFIC ACTIONS THAT WE WILL TAKE THAT WILL ACCOMPLISH THE OBJECTIVES, THAT WILL ACCOMPLISH THE GOALS, AND THAT WILL GET US TO THAT VISION OVER THE NEXT FIVE YEARS.AND IN ORDER TO DO THAT, WHAT WE'RE TRYING TO DO IS SPECIFY NOT ONLY WHAT IS THE ACTION, BUT WHO'S RESPONSIBLE, WHICH DEPARTMENT IS RESPONSIBLE FOR CARRYING IT OUT, AND HOW ARE WE MEASURING PROGRESS AND WHAT'S THE TIMELINE? UH, SO IT IT'S REALLY IMPORTANT TO DO ALL OF THOSE THINGS BECAUSE IF YOU ASSIGN RESPONSIBILITY, THEN YOU KNOW WHO TO HOLD ACCOUNTABLE.
IF YOU HAVE METRICS AND KPIS, YOU KNOW, WHETHER YOU'RE MAKING PROGRESS.
AND OF COURSE YOU HAVE TO HAVE A TIMELINE BECAUSE YOU CAN'T DO EVERYTHING ALL AT ONCE.
SO THAT'S THE OUTPUT HERE IS WE'RE TRYING TO GET TO THE SET OF ACTIONS, UH, THAT THE AGENCY WILL TAKE OVER THE NEXT FIVE YEARS.
SO THIS IS WHERE WE ARE IN THE PROCESS.
UH, WE STARTED WITH OUR KICKOFF MEETING IN SEPTEMBER AND BEGAN AT THAT POINT, UH, PREPARING TO INTERVIEW FOLKS, UH, ON THE BOARD, SENIOR EXECUTIVE TEAM, UH, OPERATIONS, EXTERNAL STAKEHOLDERS, WHICH WE CONDUCTED BY NOVEMBER.
WE MET WITH, UH, SEVERAL OF YOU DURING THAT PROCESS.
UH, AND THEN WE CONDUCTED OUR FIRST WORKSHOP IN DECEMBER WITH THE SENIOR EXECUTIVE TEAM AND THE PLT.
AND DURING THAT WORKSHOP, WHAT WE TRIED TO DO WAS BETTER UNDERSTAND, UH, WHAT ARE THE ISSUES THAT THE AGENCY REALLY NEEDS TO TACKLE? WHAT ARE THE BIG PROBLEMS? WE PRESENTED A LOT OF THE INFORMATION THAT WE FOUND OUT A LOT OF THE RESEARCH THAT WE DID, UH, ABOUT THE CURRENT, UH, TRENDS, UH, BOTH IN THE REGION AND FOR THE AGENCY.
AND WE HEARD FROM PEOPLE ABOUT, OKAY, WHAT ARE THE THINGS WE, WE REALLY WANNA ACCOMPLISH? WHAT ARE THE KEY ISSUES WE NEED TO TACKLE OVER THE NEXT FIVE YEARS? UM, NOW WE'RE AT THIS POINT WHERE WE ARE, UH, UPDATING YOU ON THAT PROGRESS AND THE, AND THE DISCUSSIONS THAT WE HAD, UH, BOTH AT THE WORKSHOP AND THEN SUBSEQUENT MEETINGS, UH, WITH THE DEPARTMENTS.
UM, AND THEN AFTER THIS, WE'RE GONNA HAVE ANOTHER WORK THAT'S COMING
