AND THEN AUSTIN, TRAVIS COUNTY EMS AND THE AUSTIN FIRE DEPARTMENT KIND OF TAKE TURNS ON THESE FIVE HIGH PRIORITY STATIONS OF, OF KIND OF TAKING THE LEAD ON WHO'S GONNA DO THE GRAND OPENING. AND SO THIS LAST STATION FALLS TO US. WE HAVE FINALIZED A DATE OF SATURDAY, MARCH 8TH AT 2:00 PM AND SO WE'VE WORKED THROUGH ALL OF THE CITY LEADERSHIP AND COUNCIL MEMBERS TO ATTEND. AND SO WHAT THAT DOES IS, AGAIN, BECAUSE THAT AREA IS GROWING AND VERY BUSY, IT KEEPS AMBULANCES IN THOSE JURISDICTIONAL AREAS AND ALSO LETS THE CITY UNITS KIND OF, YOU KNOW, HAVE THE BEST CHANCE TO STAY IN THEIR AREA. WE DON'T RUN IT LIKE A CITY SERVICE OR A COUNTY SERVICE. IT'S, IT'S ALL ONE SERVICE. SO THOSE AMBULANCES DO MOVE AROUND. BUT WHAT WE NOTICED IN OUR ANALYSIS OF THIS IS THAT THAT LAKEWAY AREA, YOU KNOW, OUR DEMAND TRUCKS TYPICALLY OPERATE DURING THE DAY, BUT WE DO SEE A, A GOOD NUMBER OF CALL VOLUME IN THE EVENINGS AND AT NIGHT TOO. SO, SO MAKING THAT CHANGE WAS, WAS, WAS PARAMOUNT FOR OUR, OUR STAFF AND FOR THAT AREA AS WELL. EXCELLENT. I JUST WANTED TO TALK BRIEFLY ABOUT THE COLLABORATIVE CARE COMMISSION COMMUNICATION CENTER. THAT 0.3% IS HOLDING AT ABOUT THAT AREA WHERE WE DO THAT ADDITIONAL [00:25:01] SCREENING AND CATCH THINGS IN THE 9 1 1 CENTER. THAT MIGHT REQUIRE AN AMBULANCE JUST BECAUSE YOU HAVE THAT ENHANCED PRACTICE PARAMEDIC UP THERE KIND OF NAVIGATING WHAT THOSE CALLS LOOK LIKE. BUT WE BELIEVE THAT WE'RE ON TRACK TO, UH, HAVE THAT, UH, COLLABORATIVE CARE COMMUNICATION CENTER SEE MORE THAN 20,000 CALLS, UH, ANNUALLY. AND WHAT THAT DOES IS INCREASE AMBULANCE AVAILABILITY FOR EMERGENCY CALLS. SO AS WE TAKE THOSE COMMUNITY PARTNERS AND NAVIGATE THOSE PERSONS EXPERIENCING HOMELESSNESS, IT'S LESS CHANCE THAT THAT AMBULANCE WILL NOT BE AVAILABLE FOR A HIGHER PRIORITY CALL BECAUSE IT IS DEALING WITH A LOW PRIORITY CALL. SO THAT CAN BE THINGS LIKE, UM, MAP, UH, FUNDING, UM, IMMUNIZATIONS, ANY KIND OF ANIMAL CARE HOUSING ASSISTANCE, UH, SERVICE POINT ID CARDS FOR HOMELESS SERVICES, SUBSTANCE ABUSE, MENTAL HEALTH SERVICES, AND VETERAN SERVICES ACTUALLY GOT A CHANCE IN FEBRUARY TO STOP BY OUR DOWNTOWN PER, AND SO I WAS ABLE TO KINDA SHOW THIS NEW CITY LEADERSHIP A POPUP RESOURCE CLINIC, AND IT WAS VERY WELL RECEIVED. IT WAS A, A COLD FEBRUARY DAY, AND, AND THOSE NUMBERS WERE GOOD. SO IT'S GOOD TO SEE THAT HAPPENING. AND THEN BY THE NUMBERS ON THESE PERKS, UM, THIS IS THAT KIND OF BOOTS ON THE GROUND RECONNAISSANCE OF PERSONS EXPERIENCING HOMELESSNESS. UH, IF WE START WITH THE FIRST SLIDE, EVERYONE KNOWS THIS SLIDE. THIS IS THE SLIDE THAT WE'VE INCLUDED INTO EVERY QUARTERLY REPORT, UH, GOING BACK SEVERAL YEARS. UH, THIS, THIS DATA TRACKS ALL THE WAY BACK TO 2018, AND AS WE HAVE SPREAD IT OUT, IT'S KIND OF THE THINGS THAT ARE GOING ON CURRENTLY IN 2024, UH, HAVE KIND OF BEEN LOST. SO I KIND OF WANT TO ZERO IN, IN THIS PRESENTATION OVER THE PAST YEAR SO YOU CAN KIND OF SEE WHAT'S GOING ON. BUT THE MAIN MESSAGE GOING THROUGH THIS PRESENTATION IS THAT WE ARE SEEING A DECLINE FINALLY, IT HAS BEEN SINCE 2016 THAT WE'VE BEEN ABLE TO SAY THAT. SO NEXT SLIDE, PLEASE. I AM GONNA TALK A LITTLE BIT ABOUT WHAT WE'RE SEEING AS FAR AS A TREND THAT'S GOING ON, UH, ACROSS THE STATE OF TEXAS. UH, AND THEN I'LL PASS IT OFF TO CHIEF CARR, WHO WILL GIVE YOU A MORE LOCAL UPDATE. WE ARE SEEING A TREND ACROSS THE STATE, UH, WHERE OVERDOSES ARE FEWER AND OVERDOSE DEATHS ARE FEWER. UM, TRAVIS COUNTY TRADITIONALLY HAS HAD THE HIGHEST RATE OF OPIOID DEATHS IN THE ENTIRE STATE. NOT THE HIGHEST NUMBER, BUT WHEN WE LOOK AT IT PER CAPITA OF A HUNDRED THOUSAND PEOPLE, TRAVIS COUNTY HAS BEEN AVERAGING MORE THAN TWICE THAT OF ANY OTHER COUNTY IN THE STATE FOR A VERY LONG TIME. BUT WHAT WE ARE SEEING ACROSS THE STATE IS THE NUMBER OF OVERDOSES THAT ARE COMING DOWN. WE'RE SEEING THE NUMBER OF OPIOID OVERDOSES COMING DOWN, AND WE'RE SEEING THE NUMBER OF OPIOID DEATHS COMING DOWN. UM, AND I'M GONNA SAY COMING DOWN WITH A LITTLE BIT OF ASTERISK, WE'RE AT LEAST SEEING IT LEVEL OFF. ONE OF THE BIG THINGS THAT HAPPENED, UH, IN TRAVIS COUNTY THIS YEAR IN THE WORLD OF OPIATES IS THAT THE MEDICAL EXAMINER WAS ABLE TO COME FORWARD AND SAY, HEY, WE DON'T HAVE THE FULL PICTURE OF 2024, YET WE HAVE THE DATA UP TO THIS POINT. AND IT'S LOOKING MUCH BETTER THAN IT WAS IN 2023. UP UNTIL THAT TIME. THAT WAS ABOUT IN THE MIDDLE OF THE YEAR. SO WE ALL KIND OF HELD OUR BREATH AND CROSSED OUR FINGERS HOPING THAT THIS WASN'T JUST A ONE OFF, BUT THAT IT WAS ACTUALLY THE START OF A TREND. AND SO I'M HERE AT THE END OF 2024 TO SAY IT LOOKS LIKE IT'S ACTUALLY A TREND. UM, SO WE ALSO DO, UM, 24 HOUR FOLLOW UPS AFTER ANY OVERDOSE CALL THAT WE COME INTO CONTACT WITH, UM, AN OPIATE OVERDOSE, UM, WILL, THEY WILL BE VISITED BY ONE OF OUR COMMUNITY HEALTH PARAMEDICS TO KIND OF UNDERSTAND, UM, THE ROOT CAUSE AND OFFER SERVICES OR CONNECTIONS TO, UM, DIFFERENT POSSIBILITIES FOR THEM. SO AS YOU CAN SEE, UM, THIS, UH, THE TOP, UH, GRAPH IS, UM, OPIATE SPECIFIC OVERDOSES, UM, THAT HAVE COME INTO CONTACT WITH THE 9 1 1 SYSTEM. AND, UH, AGAIN, WE ARE SEEING, UM, YOU KNOW, GOOD RESULTS, UH, WITH THAT NEXT SLIDE. OH, YOU GOT IT. SO WE HAVE SPOKEN PREVIOUSLY ABOUT OUR BUPRENORPHINE BRIDGE PROGRAM. AND, UM, WE HAVE APPROXIMATELY JUST OVER 5,000 OPIATE USE DISORDER INTERVENTIONS THAT HAVE COMPLETE BEEN COMPLETED. UM, BUT WE ARE HAVING A RISE IN OUR, UH, ENROLLMENT IN THE BUTTE PROGRAM. SO EVEN THOUGH WE HAVE FEWER OVERDOSES, WE HAVE MORE PEOPLE PARTICIPATING IN THE BUTTE PROGRAM. THOSE ARE THE EXACT TRAJECTORIES THAT WE WANT. UM, MAT SERVICES, THAT'S THE MEDICATION ASSISTED TREATMENT SERVICES THAT PEOPLE THAT HAVE AN ADDICTION TO OPIATES ARE ENROLLED INTO. THAT'S THE LONG-TERM CARE. UM, WHEN, UH, MAP CARDS BECAME, UH, AVAILABLE TO USE AT MAP [00:45:01] CLINICS, THAT WAS A BIG GA GAME CHANGER. AND EACH CASE OPO OVERSAW THE INVESTIGATION, UH, REVIEWED THE EVIDENCE AND PARTICIPATED IN WITNESS AND OFFICER INTERVIEWS TO MAKE RECOMMENDATIONS IN ALIGNMENT WITH APDS DISCIPLINARY MATRIX. IN TOTAL, THERE ARE 112 TRACKED TASKS THAT ARE IN PHASE TWO, WHICH IS WHERE WE'RE AT RIGHT NOW. TO DATE, WE ARE 66% DONE IMPLEMENTING THE 112 TASKS OUTLINED IN THE ACADEMY OPERATIONS MANUAL.
