RECENTLY, BECAUSE OF FEDERAL REQUIREMENTS, THE CAPILLARY METROPOLITAN PLANNING ORGANIZATION HAS ASKED AND REQUIRED NECESSARILY THE COUNTIES WITHIN THE CAMPO AREA TO, TO DEVELOP A, A ROAD SAFETY PLAN. AND THEY'VE, THEY'VE DONE THAT, INCLUDING TRAVIS COUNTY. WHAT I'VE LONG BELIEVED IS THAT THE, WHAT I BELIEVE IS THE GREATEST BARRIER TO LIMITING OR MINIMIZING AND REDUCING CRASHES AND REDUCING FATALITIES, AS IS THE GOAL OF, OF VISION ZERO, WHICH I'M, UH, A FOUNDING MEMBER. WE STARTED AT THE BEGINNING OF 2015, IS THIS IDEA THAT DRIVER BEHAVIOR MATTERS A LOT. THIS CITY CAN GET AFTER REDESIGNING INTERSECTIONS AND DOING OTHER THINGS THAT ARE HELPFUL AND THAT ARE NEEDED, BUT WE NEED MORE EMPHASIS ON THIS. SO IN THE ARTICLE WRITTEN FOR THE AUSTIN MONITOR, THIS GENTLEMAN WHO'S THE CONSULTANT FOR SAFE STREETS ACTION PLAN PART OF CAMPO, HE SAID THIS ENGINEERING AND CONSTRUCTION IMPROVEMENTS MAY NOT SOLVE WHAT THE SURVEY, THE CAMPUS SURVEY INDICATED AS THE BIGGEST CONTRIBUTOR TO DANGEROUS ROADS. WHAT WE'VE HEARD IN TERMS OF TOP SAFETY CONCERNS WERE SPEEDING, ROAD RAGE, RECKLESS DRIVING, AND DISTRACTED DRIVING OTHER BEHAVIOR CHALLENGES. SO THAT IS REALLY INFORMING THE DISCUSSION THAT WE HAVE. A LOT OF THE CHALLENGES ARE NOT SO DANGEROUS PORTIONS OF ROADS, BUT DRIVER BEHAVIOR. SO THIS IS VERY IMPORTANT. AS I TALKED ABOUT LAST TIME, DISTRACTED DRIVING. APRIL IS DISTRACTED DRIVING AWARENESS MONTH, THE NATIONAL ONE, AND THAT'S IMPORTANT. TRANSPORTATION PUBLIC WORKS HAS AN ARTICLE IN THEIR NEWSLETTER WRITTEN BY THE VISION ZERO PROGRAM, AND THAT'S GOOD NEWS. WE NEED TO DO MORE. AND ONE OF THE WAYS WE CAN DO MORE IS THAT I'M AWARE OF THIS 'CAUSE I HAVE CONTACT REGULARLY WITH VARIETY [00:05:01] OF DIFFERENT FOLKS WHO WORK FOR THE CITY. UM, FOR EXAMPLE, THERE WERE PROJECTS WHERE A, UH, RELATIVELY LIGHT TOUCH TRANSPORTATION, UH, PROJECT TURNED IT TO A, UH, LARGE DOLLAR VALUE STORM RATED IMPROVEMENT WITH, UM, SOME TRANSPORTATION ENHANCEMENTS ON TOP, WHICH WAS CLEARLY NOT THE INTENT OF THE BOND. UM, CDS CAME IN AND TPW CAME INTO THE PICTURE IN, IN 2023, WITH THE DISILLUSION OF THE CORRIDOR PROGRAM OFFICE TO, UM, WRITE THE SHIP ON THESE PROJECTS AND BE ABLE TO MOVE THEM FORWARD INTO CONSTRUCTION, WHICH IS WHAT WE'VE BEEN WORKING ON FOR REALLY THE PAST TWO YEARS, BEING ABLE TO EVALUATE WHAT BUDGET WAS AVAILABLE, WHERE THE PRIORITIES WERE, AND WHAT, UM, NEEDED TO BE, UM, UH, WHAT SCOPES NEEDED TO BE ADJUSTED. SO AS WE'VE GONE THROUGH THIS PROCESS, COMMUNITY ENGAGEMENT HAS BEEN A CONSTANT REACHING OUT TO EFFECTIVE COMMUNITY MEMBERS ALONG THE CORRIDORS, COORDINATING THE PLANS, AND MITIGATING, UH, ANY CONSTRUCTION IMPACTS THAT COME UP. AND I'M HAPPY TO PROVIDE Y'ALL WITH SOME UPDATES ON SOME OF THE CORRIDORS. SO, HIGHLIGHTS FROM THE LAST TIME I WAS HERE, UM, THE COMPLETION OF THE BURNETT AE DRAINAGE PROJECT, UM, THAT WILL ENABLE THE WORK ON THE BURNETT CORRIDOR ALL THE WAY FROM 180 3 TO MOPAC. UM, WE'RE CONTINUING WITH CONSTRUCTION ON THE WILLIAM CANNON DRIVE PROJECT FROM ONE RUNNING WATER TO MCKINNEY FALLS, WHICH THAT PROJECT IS AIDED BY A CAMPO GRANT, AS WELL AS, UM, ONGOING BICYCLE AND PEDESTRIAN IMPROVEMENTS ON ALL OF THE CORRIDORS. THE, UM, BURNETT CORRIDOR IN PARTICULAR HAS SEVERAL UPCOMING PROJECTS THAT ARE EITHER CURRENTLY BIDDING OR COMING TO BID IN THE NEXT MONTH OR SO, INCLUDING 180 3 TO BRIGHT VERDE, UH, THE IDIQ CONTRACT. IDIQ STANDS FOR INDEFINITE DELIVERY AND DEFINITE QUANTITY, UH, FOR DELIVERING THE SHARED USE PATHS AND INTERSECTION IMPROVEMENTS FROM WHITEHORSE TRAIL TO 180 3, AS WELL AS THE SECTION FROM BRIGHT VERDE, UH, TO MOPAC. WE ALSO RECENTLY AWARDED, UH, CONSTRUCTION CONTRACT FOR SLAUGHTER LANE FROM MOPAC TO BRODY WITH THE CONSTRUCTION THERE EXPECTED TO BEGIN IN THE NEXT COUPLE MONTHS. WE'RE IN THE PROCESS OF COORDINATING WITH BOWIE HIGH SCHOOL IN TERMS OF TRAFFIC IN AND OUT THERE, AS WELL AS, UH, SOME OF THE OTHER REQUIREMENTS, UH, ON THE ENVIRONMENTAL FRONT. ADDITIONALLY, WE'VE CONTINUED TO UPDATE THE NINE ACTIVE WEBSITES. THOSE WERE PAIRED DOWN FROM A TOTAL OF 27 ACTIVE WEBSITES. UH, THOSE ARE AVAILABLE IN THE LINK TO THE RIGHT. UM, SO THAT INCLUDES THE, THE IDIQ PROJECTS, THE BURNETT PROJECT THAT I MENTIONED BEFORE, AS WELL AS, UM, LOOKING TO REALLY PUSH THE SOUTH LAMAR PROJECT AND GET THAT OUT TO BID, UH, HERE BEFORE THE END OF THE YEAR. SO I'M GONNA RUN THROUGH, UM, SOME OF THE PROJECTS, UH, AS WE GO DOWN THE CORRIDORS. SO THIS IS A PHOTO HERE. YOU CAN SEE A BEFORE AND AFTER OF THE SHARED USE PATH ON THE WEST SIDE OF AIRPORT FROM 45TH TO 55TH. THIS IS CURRENTLY IN CONSTRUCTION. AND THE REASON IS BECAUSE WE'VE BEEN PARTNERING WITH SOME OF THE LOCAL BUSINESSES ALONG THAT ROUTE TO ENSURE MINIMAL DISRUPTION DURING THE CONSTRUCTION ACTIVITIES, UM, IN PARTICULAR FOR SOME OF THE BUSY SEASONS THAT SOME OF THOSE BUSINESSES ARE SEEING. SO WE HAVE THIS, UM, THIS IDIQ CONTRACT IN PLACE WHERE WE'RE DELIVERING THIS IMPROVEMENT. AND THEN ONCE WE ADVERTISE AND AWARD THE NEW IDIQ CONTRACT, THOSE PEDESTRIAN AND BICYCLE IMPROVEMENTS WILL INCLUDE, WILL CONTINUE, UH, FROM EAST OF I 35 DOWN, UH, TO 180 3. SO WE'RE WORKING THROUGH THE DESIGN PHASE ON THAT ONE AND COORDINATING, UH, STAGING AREAS AND THINGS WITH, UM, VARIOUS CITY PROJECTS ALONG THE WAY FOR NORTH LAMAR. UM, WE'VE COMPLETED SEVERAL SIGNAL, UH, IMPROVEMENTS, AND WE'RE CURRENTLY WORKING ON FILLING IN SIDEWALK GAPS FROM RUNDBERG TO PARER, SIMILAR TO WHAT YOU SEE HERE. UM, YOU CAN SEE WHERE THIS USED TO BE, UM, JUST A SIDEWALK TO NOWHERE THAT DENTED AT A BUS STOP. AND WE BUILT OUT A FULL LENGTH SIDEWALK. THIS IS A GREAT EXAMPLE OF, OF ADDITIONAL MOBILITY IN, IN THE AREA THERE. AND, AND A GREAT EXAMPLE OF WHAT WE'RE GONNA BE DOING ALONG PAR WHERE WE CAN, AGAIN, ALONG NORTH LAMAR RATHER. AND AS I MENTIONED BEFORE, THIS PROJECT REALLY ENABLES THE REMAINDER OF THE WORK ON BURNETT TO, TO MOVE FORWARD. SO, UM, BURN IT FROM WHITEHORSE TRAIL TO 180 3 IS GONNA BE DELIVERED VIA IDIQ USING A, A NEW CONTRACT THAT'S GONNA BE ADVERTISED HERE IN MAY. AND THEN THE SECTION FROM 180 3, UH, TO BRIGHT VERDE RECEIVE TEXTILE APPROVAL, UM, AND IS CURRENTLY, UH, BEING ADVERTISED FOR BID. THE SECTION FROM BRIGHT VERDE TO MOPAC IS AWAITING THAT TEXT, SAME TEXTILE APPROVAL, SO WE'RE EXPECTING THAT RELATIVELY SHORTLY. AND, UH, BIDDING THAT DATE, UH, PROJECT IN MAY. WE NEED TO STOP DESIGNING IT AND FIGURE OUT WHAT WE CAN BUILD AND ACTUALLY PUT IN PLACE. AND THAT'S REALLY WHAT WE'RE DOING. UM, ARE YOU DOING ANY SORT OF PRELIMINARY ENGINEERING OR ANY SORT OF SURVEY OF THE AREA TO HAVE A REALLY AS ACCURATE AND DETAILED OF A COST ESTIMATE AS YOU CAN BE AS WE MOVE INTO DESIGNING THE 2026 BOND PROGRAM? YEAH, FOR SURE. THAT'S ONE OF THE THINGS THAT WE'RE REALLY, UM, FOCUSING ON THIS TIME AROUND WITH THE 26 BOND. AND ONE OF THE, THE BIG LESSONS THAT WE LEARNED, PARTICULARLY FROM THE CORRIDOR PROGRAM, IS THAT WE NEED TO GO WITH MORE THAN JUST SORT OF A CONCEPTUAL IDEA OF WHAT WE'RE GONNA DO. 'CAUSE THAT LEADS TO SITUATIONS LIKE THIS WHERE, EXCUSE ME, THE BOND ELECTION WAS IN 2016 AND IT'S NOW 2025, IT'S ALMOST 10 YEARS LATER, AND WE'RE HALFWAY IF WE'RE GENEROUS HALFWAY THROUGH WITH CONSTRUCTION AND THINGS LIKE THAT. AND THAT'S JUST, THAT'S NOT ACCEPTABLE. THAT'S NOT WHERE WE NEED TO BE, AND IT DOESN'T BUILD CONFIDENCE WITH THE PUBLIC. AND THAT'S REALLY WHAT WE'RE TRYING TO DO. AND SO WITH THE 26 BOND, WE'RE REALLY TAKING A LOT OF THAT PLANNING AND STUFF AND DOING THAT BEFORE THE ACTUAL BOND ELECTION. SO WE CAN COME FORWARD AND SAY, OKAY, FOR THIS PROJECT WE ARE DOING X AND WE'VE THOUGHT IT OUT, WE HAVE AN ACCURATE COST ESTIMATE FOR WHAT IT'S ACTUALLY GONNA COST US, AND AN ACCURATE DELIVERY TIMEFRAME FOR HOW LONG IT'S GONNA TAKE BASED ON EXPERIENCE, NOT ON, YOU KNOW, OPTIMISTIC INTERPRETATIONS OF WHAT WE MIGHT GET DOWN THE ROAD. AND SO THAT'S REALLY THE BIG PIVOT THIS TIME IS COMING FORWARD WITH A MUCH MORE DETAILED, UM, YOU KNOW, SET OF, OF WHETHER IT'S A PRELIMINARY ENGINEERING REPORT OR WHETHER IT'S MORE DETAILED COST INFORMATION WHEN WE COME FORWARD WITH THESE PROJECTS FOR THE BOND ELECTION. SO THAT WAY WE CAN THEN DELIVER ON THOSE, YOU KNOW, IN A TIMELY MANNER. IN AUGUST 24, WE SUBMITTED A PROJECT LISTING, WHICH, UH, WAS MORE THAN $8 BILLION. AND THEN IN DECEMBER OF 2024, WE SUBMITTED AN UPDATED PROJECT LISTING BASED ON OUR, UM, FINANCIAL FORECAST FOR LOCAL FUNDING, WHICH WAS $4.2 BILLION OVER THE HORIZON YEAR OF THE PLAN. [00:45:02] SO THAT UPDATED PROJECT LISTING, UM, INCLUDED 162 CONSTRAINED PROJECTS AND 163 ILLUSTRATIVE PROJECTS. SO BASICALLY CUTTING IT IN HALF. UM, OUR, OUR APPROACH TO DEVELOPING THE CONSTRAINED PROJECT LISTING WAS, WAS BASED ON, UM, LOOKING AT PROJECTS THAT ARE ACTIVELY BEING DEVELOPED USING RECENT MOBILITY BONDS, UM, UH, PROJECTS THAT ARE IDENTIFIED AS PRIORITIES AND ADOPTED PLANS. IF YOU'VE SPENT MUCH TIME THINKING ABOUT TRANSPORTATION IN AUSTIN, AND I KNOW EVERYONE IN THIS ROOM HAS, THEN I'M SURE YOU KNOW, THAT, UH, A LOT OF OUR EXPERIENCE MOVING AROUND THE CITY IS GOVERNED BY DECISIONS AND POLICIES THAT ARE MADE OUTSIDE OF THE CITY. UM, AUSTIN, YOU KNOW, JUST DOES NOT HAVE AS MUCH OF A SAY ABOUT A LOT OF THE TRANSPORTATION INFRASTRUCTURE, UM, THAT WE SEE, WHETHER THAT'S MAJOR HIGHWAYS THAT ARE, YOU KNOW, PAVING THROUGH NEIGHBORHOODS OR DANGEROUS ARTERIALS, BUT CAMPO A REGIONAL PLANNING BODY HAS AN ENORMOUS AMOUNT OF POWER. UM, THEY DECIDE HOW BILLIONS OF FEDERAL AND STATE TRANSPORTATION DOLLARS GET SPENT IN THE CITY OF AUSTIN. UM, EVERY MAJOR CONSTRUCTION PROJECT HAS TO BE IN CAMPOS PLAN IF IT IS GOING TO BE GO FORWARD. SO CAMPO HAS A LOT OF SAY, AND IF WE AS A CITY WANNA HAVE A SAY ON WHAT'S HAPPENING, IT'S REALLY IMPORTANT THAT WE ENGAGE AND ADVOCATE AT THE REGIONAL LEVEL. SO WE THINK THIS IS A REALLY OPPORTUNE TIME TO PUSH FOR SOME MEANINGFUL CHANGE AT CAMPO. AND, UH, WE'RE REALLY SUPPORTIVE OF THE RESOLUTION, UM, THAT THE, UH, UTC HAS BEFORE IT. UM, THERE ARE SOME REALLY IMPORTANT ISSUES HERE. UH, ONE CAME UP ALSO IN COLE'S PRESENTATION, WHICH IS THE WAY THAT PROJECTS ARE SCORED. THE SCORING SYSTEM HAS NOT BEEN UPDATED SINCE 2017. AND SO ALL OF THOSE PAGES THAT COLE WAS MENTIONING IN THE PLAN WITH GREAT IDEAS AND POLICIES AND PRINCIPLES HAVE NO WAY OF ACTUALLY PERCOLATING INTO THE DECISIONS ABOUT WHICH PROJECTS ARE BUILT. UM, AND WE KNOW CAMPO WISHES TO REDUCE THE PER CAPITA VEHICLE, MILES TRAVELED AND SUPPORTS THE TXDOT ROAD TO ZERO GOALS, AND WHEREAS THE VEHICLE MILES TRAVELED TO PER CAPITA CONGESTION LEVELS, COMMUTE TIMES AND CRASHES, AND OUR REGION HAVE BEEN INCREASING AND THE REGION IS NOT MEETING THE SAFETY TARGETS RECOMMENDED IN THE TEXAS TRANSPORTATION'S INSTITUTE'S REGIONAL TRAFFIC SAFETY PLAN. AND WHEREAS EXPANDING HIGHWAYS LEADS DEVELOPMENTAL SPRAWL INCREASES IN TRAFFIC AIR POLLUTION PER CAPITAL VMT, WHILE FAILING TO RELIEVE CONGESTION. WHEREAS THE TRAM O 2015 REGIONAL TRANSPORTATION PLAN PROPOSES ADDING OVER 3000 NEW LANE MILES, WHICH IS A 2016 26% INCREASE IN ROADWAY CAPACITY. AND WHEREAS, UH, C-T-R-M-A, UH, MOPAC SOUTH PROJECT DESCRIBED IN THE RTP PROPOSES TO ADD FOUR TO SEVEN LANES TO MOPAC BETWEEN ENFIELD AND SLAUGHTER AND TX.ONE 83 EXPANSION TO TRANSCRIBED IN THE RTP PROPOSES TO ADD ONE MAIN LANE AND THREE FRONTAGE ROAD LANES IN EACH DIRECTION BETWEEN STATE HIGHWAY 71 AND STATE HIGHWAY ONE 30. WHEREAS THE AUSTIN CITY COUNCIL RESOLUTION 20 24 1 2 1 2 DASH 0 6 6 REQUESTED CTM RA WORK WITH THE CITY TO REFINE THE MOPAC SOUTH PLAN IN LINE WITH THE GOALS AND INTENT OF ALL OF OUR PLANS. WE WON'T READ THEM ALL OUT THERE AND REQUESTED THE RESULTING PROJECT NOT INCREASE VMT NOR GREENHOUSE GAS EMISSIONS. AND WHEREAS COUNCIL MEMBER ELLIS THEN SENT A FOLLOW-UP LETTER, UH, INCLUDING, UH, REQUESTING THAT MOPAC SOUTH INCLUDE NO MORE THAN ONE ADDITIONAL LANE EACH DIRECTION. AND WHEREAS TRAVIS COUNTY COMMISSIONER'S COURT REQUESTS THAT CTNA PRODUCE A FULL ENVIRONMENTAL IMPACT STATEMENT WITH A THOROUGH STUDY OF ALTERNATIVES BEFORE MOVING FORWARD WITH THE PROJECT. BY THE WAY, I THINK IT'S IMPORTANT TO NOTE THAT ROADWAY PROJECTS HIGHWAY EXPANSIONS, UM, YOU KNOW, WE'VE BEEN TALKING A LOT ABOUT THE DRAFT ENVIRONMENTAL IMPACT STATEMENT. WE HAD A RECOMMENDATION ON THAT FOR AUSTIN LIGHT RAIL, THEY HAVE TO GO THROUGH A VERY COMPREHENSIVE KIND OF ENVIRONMENTAL IMPACT STATE STATEMENT, WHEREAS A LOT OF TIMES ROADWAY EXPANSIONS ARE NOT REQUIRED TO DO THE SAME AMOUNT OF ENVIRONMENTAL IMPACT STATEMENT, UM, INFORMATION. SO THEY GET SORT OF EXCUSED FROM SOME OF THAT, WHICH IS INTERESTING. SO THAT'S WAS THE RE THE REASONING BEHIND THAT REQUEST THERE FROM THE TRAVIS COUNTY. UM, WHEREAS AS OF THE DATE OF THIS RESOLUTION, C-T-M-R-N-A HAS NOT MODIFIED THE PROJECT OR COMMITTED TO PERFORMING A FULL EIS, UM, WHEREAS RTP ACKNOWLEDGES LIMITED SIDEWALKS AND BIKE LANES IS A CHALLENGE TO SAFETY. WHEREAS CAMPO HAS OPPORTUNITY TO ALLOCATE, ALLOCATE FUNDS, UH, TO A WIDE RANGE OF PROJECTS, INCLUDING TRANSIT, ACTIVE TRANSPORTATION, SAFETY, UM, AND WHEREAS IT'S IN THE COMMON INTEREST FOR THE RTP TO BE ASKED BASED ON ACCURATE FORECASTING AND MODELING. AND WHEREAS THE PREVIOUS LAWN RANGE TRANSPORTATION USED URBAN SIM IN COMBINATION WITH STATE DEMOS, DEMOGRAPHER'S DATA TO COM INCORPORATE SOCIAL JURISDICTION'S UNDERSTANDINGS OF REGIONAL TRENDS. AND THEN WHEREAS THE RTP, THIS ONE DID NOT USE URBAN SIM AND THE DATA USED TO DETERMINE THE DETAILED POPULATION IN EMPLOYMENT DISTRIBUTIONS FOR EACH COUNTY WAS NOT SHARED PUBLICLY. AND WHEREAS IN PREVIOUS RTPS, THE TAC HAD AN OPPORTUNITY TO REVIEW AND PROVIDE FEEDBACK ON THE DEMOGRAPHIC FORECAST AND METHODOLOGIES AND THIS PLANNING PROCESS, THERE WAS NO OPPORTUNITY FOR DE DEDICATED FEEDBACK ON FORECASTING MODELING. SO THERE WE ARE AT RB RESOLVE. SO WE RECOMMEND THAT FOLLOWING FOR FUTURE CAMPO RTPS AND TRANSPORTATION SA IMPROVEMENT PROGRAMS. AND I KNOW THAT THIS RECOMMENDATION IS, IS RECOMMENDATION OF LIKE WHAT SHOULD HAPPEN. SO THIS COULD BE WHAT CAMPO SHOULD DO, BUT ALSO WHAT CITY STAFF OR WHAT WE RECOMMEND COUNCIL SHOULD ADVOCATE FOR WHEN THEY'RE ADVOCATING IN THE PROCESS. 'CAUSE THIS IS VERY COMPLEX, RIGHT? THERE'S CAMPO IS A GOVERNMENTAL ENTITY THAT'S DOING ITS THING, BUT THEN THE CITY HAS THE OPPORTUNITY TO ADVOCATE WITHIN CERTAIN PATHWAYS, AT LEAST WITHIN THAT PROCESS. SO WE SAID PRIORITIZE FUNDING FOR PROJECTS THAT IMPROVE SAFETY FOR ALL USERS, PRIORITIZE FUNDING FOR PUBLIC TRANSIT AND ACTIVE TRANSPORTATION, PRIORITIZE PROJECTS THAT WILL RESULT IN PEOPLE LIVING CLOSER TO EMPLOYMENT AND OTHER OPPORTUNITIES. DEPRIORITIZE PROJECTS THAT INCREASE VEHICLE CAPACITY. DEPRIORITIZE PROJECTS THAT RESULT IN PEOPLE NEEDING TO TRAVEL GREATER DISTANCE TO REACH EMPLOYMENT AND OTHER OPPORTUNITIES PRI PRIORITIZE PROJECTS THAT HAVE RECEIVED SUPPORT OF LOCAL GOVERNMENTS MAKE USE OF SCENARIO PLANNING. THIS IS SOMETHING THAT WE'VE BEEN ASKING. I THINK OUR LAST, UM, UTC RECOMMENDATION MAY BE ACTUALLY FOR THE LAST RTP ACTUALLY SAID THIS USE SCENARIO PLANNING FOR POPULATION FORECASTS SO AS TO BETTER REFLECT THE IMPACT OF TRANSPORTATION PLANNING ON DIFFERENT GROWTH SCENARIOS. SO WE KNOW THAT IF YOU BUILD TRANSPORTATION A CERTAIN WAY, THERE'S GOING TO BE DEVELOPMENT AND THEN GROWTH PATTERNS THAT FOLLOW THAT. IF YOU BUILD IT A DIFFERENT WAY AND TRY TO, UM, IT MAY YOU'LL BE DIFFERENT GROWTH PATTERNS. SO LIKE ACKNOWLEDGING THAT THAT LIKE WE'RE, THERE'S A PATH DEPENDENCY SOMETIMES TO THESE [01:00:01] DECISIONS. UM, IMPROVED TRAFFIC DEMAND MODELS SO THAT THEY ADEQUATELY COUNT FOR THE IMPACTS OF INDUCED DEMAND, REFLECT THE FACT THAT INCREASES IN ROADWAY CAPACITY WILL INCREASE VEHICLE MILES TRAVELED AND PER CAPITA VEHICLE MILES TRAVELED. INCLUDE IN THE RTP INFORMATION ABOUT WEATHER GOALS FROM PREVIOUS RTPS HAVE BEEN MET AND INCLUDE IN SECTION ON THE ENVIRONMENTAL IMPACTS OF THE RTP AND MITIGATION MEASURES, BE IT FURTHER RESOLVED THAT UTC RECOMMENDS THAT THE MOPAC SOUTH EXPANSION BE REMOVED FROM THE CAMPO 2050 RTP OR AMEND IT FROM UP TO TWO LANES IN EACH DIRECTION AND UP TO ONE LANE IN EACH DIRECTION. SO WE SUBMITTED A SINGLE, UM, GROUPED PROJECT LISTING FOR TRANSIT ENHANCEMENT PROJECTS. SO THE CITY OF AUSTIN, TPW HAS A TRANSIT ENHANCEMENT PROGRAM THAT PARTNERS WITH CAP METRO TO FOCUS ON INFRASTRUCTURE IMPROVEMENTS THAT PRIORITIZE, UH, TRANSIT, UM, SPEED AND RELIABILITY. AND SO THROUGH THAT PROGRAM IS WHERE WE KIND OF SURGICALLY, UM, IMPLEMENT TRANSIT PRIORITY PROJECTS. HOWEVER, HISTORICALLY WHAT IS REFLECTED IN THE RTP IS, IS, IS, UH, INFRASTRUCTURE AND SERVICE. AND SO CAP METRO SUBMITS WHAT'S CONSIDERED MORE OF A TRANSIT SERVICE LINE ITEM. AND SO EVEN IN THE 2045 RTP, UH, ADOPTED IN 2020, THAT WAS, THAT WAS REFLECTIVE OF THE HIGH CAPACITY TRANSIT SYSTEM THAT WAS BEING KIND OF CO-CREATED AT THE TIME WITH THE CITY THROUGH THE A SMP PROCESS. SO THE MEMO WE GOT FROM THE BUDGET OFFICER AND THE BUDGET OFFICE, UH, WAS TO REALLY FOCUS ON UNMET NEEDS AND REFER TO LAST YEAR'S, UH, BUDGET MATERIALS. UM, SO IF THAT, I KIND OF TOOK OUR BUDGET RECOMMENDATIONS FOR LAST YEAR, LOOKED AT WHAT ARE ONE-TIME EXPENSES OR PROGRAMMATIC EXPENSES THAT ARE, UH, SPECIFIC IN NATURE THAT WE COULD RECOMMEND AGAIN FOR, UM, THIS CYCLE. UM, SO, UM, THOSE THREE ONES ARE, UM, INCREASING THE CAPACITY OF THE LIVING STREETS PROGRAM. UH, WE RECOMMENDED 72 ACTIVATIONS LAST YEAR. THEY DID NOT GET THAT FULL AMOUNT, BUT THEY ALSO DID GET A GRANT TO SUBSIDIZE IT. SO I DON'T KNOW WHAT A GOOD TARGET IS, BUT I KNOW THAT'S WHAT THEY'VE SAID IN THE PAST ABOUT THEIR CAPACITY WOULD BE, AND I THINK WE WANNA BE BUILDING AS MANY LIVING STREETS PROGRAMS AS WE CAN. SO I THINK IT'S GOOD TO RECOMMEND THE SAME TARGET. THE SECOND ONE, THIS ONE MAY TAKE SOME EXPLAINING. AS YOU RECALL, WE'VE SPENT A LOT OF TIME TALKING ABOUT BIKE LANE BLOCKAGES. WE SENT UP MULTIPLE RECOMMENDATIONS. THE CITY COUNCIL TOOK ONE OF THOSE, WHICH WAS TO CREATE A VOLUNTEER BIKE ENFORCEMENT, UH, UH, PROGRAM. UH, THE CITY COUNCIL RESOLUTION SAID FOR SOME REASON WE'RE NOT ABLE TO DO THAT. TPW NEEDS TO PROPOSE ALTERNATIVE METHODS OF ENFORCEMENT, UM, TO FOCUS ON THIS. UM, THERE IS, UH, AN ONGOING BACK AND FORTH AS TO WHETHER A VOLUNTEER BIKE ENFORCEMENT GROUP IS ALLOWED UNDER, UH, STATE LAW. UM, SO MY UNDERSTANDING IS THE ALTERNATIVE METHOD, UH, OF ENFORCEMENT THAT TPW IS CURRENTLY LOOKING AT, UH, IS USING TECHNOLOGY IMPROVEMENTS. UM, THAT COULD LOOK LIKE LICENSE PLATE READERS IN VERY SPECIFIC CIRCUMSTANCES WHERE WE KNOW THERE ARE A LOT OF PEOPLE BLOCKING THE BIKE LANE. UM, THERE ARE A LOT OF DIFFERENT METHODS.
