IT IS 6:00 PM WE ARE IN AUSTIN CITY HALL COUNCIL CHAMBERS ROOM 1001.
WE WILL START WITH A ROLL CALL CHAIR.
UM, WE HAVE THREE PEOPLE MISSING, SO WE WILL GO AHEAD AND GET STARTED.
THERE IS NO EXECUTIVE SESSION.

PUBLIC COMMUNICATION.UH, I WANTED AGENDA, UH, IN THE FUTURE.
UH, IT'S ABOUT THIS 145 ACRE SITE, UH, ON LAKE AUSTIN.
THERE WAS A PUD THAT WAS APPROVED BY THE CITY.
IT ACTUALLY REQUIRES THAT WE BUILD AN 800 FOOT LONG ELEVATOR, UH, TO GET DOWN TO THE LAKE.
IN FACT, WE CAN'T GET THE CATE CERTIFICATE OF OCCUPANCY UNTIL AFTER THE ELEVATOR IS COMPLETED THE WAY THAT PUD WAS DRAFTED, WHICH MIGHT SOUND CRAZY, BUT THAT'S THE WAY THAT WE DRAFTED IT.
UM, WE DIDN'T ANTICIPATE AN ALTERNATIVE, WHICH WAS TO ACQUIRE SOME OF THE LAND NEXT DOOR.
SO NOW WE HAVE AN OPTION TO, UH, JUST DRIVE DOWN, UH, THIS HILLSIDE.
INSTEAD OF BUILDING THE FUNICULAR, WHICH WE THINK IS A SUPERIOR ALTERNATIVE, WE ACTUALLY HAVE TO AMEND THE POD IN ORDER TO ALLOW US TO DRIVE DOWN THE HILLSIDE INSTEAD OF BUILDING THE ELEVATOR.
UM, BUT YEAH, SO THAT'S THE CART PATH YOU CAN SEE SORT OF DOWN THE HILLSIDE.
I'M NOT A REAL ESTATE DEVELOPER.
UH, MY WIFE AND I FELL IN LOVE WITH THIS VIEW, UH, WANTED TO LIVE THERE, BUT CAN'T AFFORD TO BE THE ONLY TWO PEOPLE THAT DO, SO IT NEEDED TO BE A PROJECT.
SO, UM, UH, MY BACKGROUND, I STARTED A BUSINESS CALLED 1-800-CONTACTS AND MADE A MOVIE WITH MY BROTHER, UH, NONE OF WHICH IS RELEVANT TO DEVELOPING REAL ESTATE
UM, AND THEN, UH, I LIKE TO FLIP THINGS.
MOST DEVELOPERS HIRE LAWYERS TO INSULATE THEM FROM THEIR NEIGHBORS.
WE DECIDED WE WOULD INSULATE OUR NEIGHBORS FROM OUR LAWYERS.
UM, AND SO, UH, WE HAD DOZENS OF NEIGHBORHOOD MEETINGS.
OUR LAWYERS ARE NOT INVITED TO ATTEND ANY OF THEM, WHICH WAS POPULAR, UH, WITH OUR NEIGHBORS.
UM, THIS HAS BEEN ANNOUNCED AND IT'S GONNA BE A FOUR SEASONS, UH, LAKE AUSTIN.
IT'S ACTUALLY A REALLY BIG DEAL, I THINK FOR AUSTIN.
IT'S THE FIRST PURELY RESIDENTIAL, UH, RESORT THAT FOUR SEASONS HAS EVER DONE.
UM, BUT IT'S ALSO CREATING THE FIRST PUBLIC PARK ON LAKE AUSTIN.
THAT'S BEEN DONE IN A VERY LONG TIME.
UH, MOUNT BON HILL IS 1939, SO IT'S BEEN A WHILE.
UH, WE FOLLOWED THE ADVICE, ADVICE OF THE MAYOR AND OUR COUNCIL MEMBER, WHICH WAS MEET WITH YOUR NEIGHBORS, ASK 'EM WHAT THEY WANT, AND THEN DO IT.
UM, THAT RESULTED IN 11, UH, LETTERS FROM NEIGHBORHOOD HOAS REPRESENTING 3000 HOMEOWNERS, ALL ENDORSING THE PROJECT.
UM, THERE'S A SPECIAL PLACE WE GREET PEOPLE AT THE AIRPORT WITH A PHOTO FROM HERE.
THEY GET ENGAGED HERE, THEY GET MARRIED HERE.
UM, AND SO ALL OF THIS IS BEING TURNED INTO A PARK.
IT'S CURRENTLY ILLEGAL PARKING.
UM, AND, UH, UH, WE'RE THE ONES THAT PICK UP THE TRASH ON THE SIDE OF THE HIGHWAY.
SO, UM, WE DONATED THE LAND, ALL THE IMPROVEMENTS AND COVER EVERYTHING UNDER OUR HOA.
THIS COULD HAVE BEEN 12 HOMES ON THE CLIFF, UH, LIKE YOU SEE AT LAKE TRAVIS.
INSTEAD, WE MOVED OUR DEVELOPMENT, UH, 2000 FEET AWAY ON THE CLIFF AND 2,400 FEET AWAY ON THE SHORELINE, AND TURNED THAT INTO A PARK.
WE TURNED 90 OUTTA THE 145 ACRES INTO PARKLAND.
I MET, I WENT WITH EVERY, TO MEET WITH EVERY NEIGHBOR NEXT DOOR AND GAVE EACH, UH, NEIGHBOR A CUSTOM RENDERING AS SEEN FROM THEIR HOME.
SO THEY KNEW WE WEREN'T GONNA BLOCK THEIR VIEWS.
AND, UH, JUST TO WRAP UP, THE FUNICULAR WAS NOT SOMETHING THE CITY WANTED, BUT IT MADE ALL OF THAT POSSIBLE.
UH, THE FUNICULAR IS VERY BIG.
UH, IT MAKES A 60 FOOT CRATER, UH, WHEN IT HITS THE LAKE.
UH, WE THINK IT'S FAR SUPERIOR TO DRIVE DOWN THE HILLSIDE, UH, LIKE THIS, BUT WE NEED TO AMEND THE P IN ORDER TO MAKE THAT POSSIBLE.

A LONG PRESENTATION ON THE ZONING AND PLANNING COMMISSION OF THE BOARD COMMITTEESI'M ERIC THOMAS WITH THE PLANNING DEPARTMENT AND I, I REALLY DON'T HAVE A BRIEFING FOR YOU, BUT I JUST, I DO HAVE A QUICK UPDATE.
UM, THIS IS NOT A PLANNING DEPARTMENT ITEM, BUT I HAVE MORE INFORMATION FROM THE CITY CLERK'S OFFICE THAT WAS RELAYED TO US, UH, RECENTLY.
THIS ITEM IS BEING MANAGED BY THE CITY CLERK'S OFFICE AND THE CITY MANAGER'S OFFICE.
UM, IT ORIGINALLY WENT TO THE AUDIT AND FINANCE COMMITTEE AT THE END OF FEBRUARY.
I BELIEVE IT, IT WAS IN FEBRUARY.
AND THEY WERE PROVIDED DIRECTION TO RETURN LATER THIS SUMMER WITH A FRAMEWORK FOR HOW APPENDIX A, WHICH IS REFERENCED IN THE RESOLUTION ON THE AGENDA TODAY WOULD BE EVALUATED.
AND HOW UM, ANY CHANGES TO ANY BOARDS AND COMMISSIONS WOULD BE RECOMMENDED BY THE CITY MANAGER'S OFFICE AND THE CLERK'S OFFICE TOGETHER.
UM, SO AT THIS POINT, THAT FRAMEWORK IS JUST UNDER DEVELOPMENT.
THERE HAVE BEEN NO CONCRETE CHANGES MADE TO ANY BOARDS OR COMMISSIONS AS A RESULT OF THE RESOLUTION THAT'S ON THE AGENDA TODAY.
UM, AND ANY COMMISSIONS THAT WOULD BE IMPACTED BY CHANGES THAT ARE RECOMMENDED THROUGH THIS PROCESS WOULD BE, UM, CONTACTED BY THE CITY CLERK'S OFFICE OR CITY MANAGER'S OFFICE BEFORE THOSE RECOMMENDATIONS ARE FINALIZED.
SO, UM, BETWEEN NOW AND THE END OF SUMMER, WE WOULD JUST EXPECT THAT THERE'S MORE OF A FRAMEWORK FOR HOW THIS STARTS MOVING FORWARD AS OPPOSED TO ANY CHANGES ACTUALLY OCCURRING.

AND IT'S ACTUALLY NOT CHANGED UNTIL THE CITY COUNCIL COUNCIL HAS TO ACT ON, WE JUST MAKE RECOMMENDATIONS.
THEY HAVE TO THURSDAY ACTUALLY MAKE THE CHANGE.
I PRESUME THAT'S ON THE AGENDA FOR THURSDAY AND THEN EVERYBODY HAS TO SIGN THOSE FORMS AGAIN.
SO IF YOU JOINED A COMMITTEE OR REJOINED, YOU GET TO SIGN UP AGAIN, YOU GET TO SIGN THAT FORM AGAIN.
